The biggest thing that I was not prepared for when the Coronavirus pandemic shut down our schools? Becoming a teacher to all four school-aged children, all in differing grade levels — and one being an IEP student.
(For those that don’t know, an IEP student is a student with educational needs addressed by an Individualized Education Plan.) And I wasn’t alone, families across America had the same struggle, and my mind constantly was the fear of regression for my IEP child, as she was finally making headway in her studies.
Even if your child does not have an IEP, I urge you to familiarize yourself with the process at your school.
“We are all a breath away from a disability.” -MJ Boice said during a Facebook live I watched, and her statement stuck with me. I never expected my daughter to need me to be a fierce advocate so that she could access appropriate health services and have a proper education. It became evident that she needed help after our PCS to Jacksonville, where she was placed in a school that for a variety of reasons, was not a good fit for her. We withdrew before the end of the year, as we felt that we could do a better job of preparing her for First Grade.
From the moment I requested that my daughter be evaluated at her new school, she started receiving additional services at school, such as tutoring and speech therapies, thanks to her school’s very proactive approach to IEPs. Throughout this time, she had been receiving Occupational Therapy outside of school, which was moved to an in-school service after her IEP was issued, allowing her to be more present during her therapy days instead of being pulled out early before the end of the day to drive across town. However, this also meant that when school was shut down, until we got her online, she wasn’t receiving any therapies for about two weeks.
Across the United States, IEP children were either going without services entirely or being forced to access services in a new way online, which for children like my own daughter, was a rough adjustment. Military families found ourselves without respite, some of us had deployed spouses, and many of us had to choose between continuing to work or taking over our child’s education.
More than ever, IEP parents must advocate right now for our children.
As we head into a new school year, some schools across the nation are continuing to rely on distance learning while others are giving parents the option to distance learn at home — and some districts are mandating that you cannot receive IEP services while distance learning, almost forcing IEP students back into schools to receive their services, many of which are even immunocompromised due to their disabilities.
If you don’t know where to begin, start with an IEP binder.
My binders are organized by school year and divided into sections. In the front is the IEP for that year with logs of meetings and any missed services. If my daughter missed a session at home, I logged it and the reason why she was unable to make that session. Next is a log of every specialist she sees, when and why she saw them, the results of those visits, and their contact information.
If my child goes back to school and lacks goals that she previously attained, these logs will help me advocate properly for her because I’ll know exactly why, when, and even possibly how things happened into the present.
Keep all present-level assessments and performance paperwork.
This makes up the next tab of my folder – any assessments, performance paperwork sent home throughout the year, and any report cards. This can help me and her IEP team see a pattern over a period of time, even years, so we can ensure that she progresses.
My final tab in our yearly binder is a Miscellaneous/Notes section.
I personally am a fan of recording IEP meetings and then transcribing them into this section for my personal records, which could make for some great fun in future meetings if I ever quote anyone. “Ms. K., according to my records which are based on audio recordings of our IEP meetings, it shows you said x,y,z, in our meeting two years ago regarding this matter.” It sounds a little crazy, but it is hard for people to argue with themselves. Extensive records are also helpful when we move, as we all know how hard it can be to get new services set in place for our neediest children — the best thing we can do is lay it all out for the gaining school so that an IEP and services can be put into place as soon as possible.
Partners in Promise is also a great resource for IEP families, and is currently introducing legislation that would make it easier for children to take an IEP with them to a gaining school and allow the IEP to remain in place for six months.

As the country is getting more and more restless during quarantine, it’s time to dig deep. If you have never spent a lot of time stuck indoors, you may be concerned about your mental health. To be fair, it is a scary proposition. And it can drive you crazy. If you let it. So today I am going to give you some tips I learned about keeping it together during an extended stay on the USS Nassau. (Submariners may go ahead and giggle in the comments. You guys are a different breed, and you get the trophy for isolation.)
Back in 2002, I was stuck on the Mighty Warship Nassau as part of the 24th MEU for nine months. It would come be called the two forever MEU, and at the time was the longest in modern history. Under normal conditions, this wouldn’t be a huge problem. Pre-war, Uncle Sugar’s “Med Cruise” was a good ole time, drinking in Italy, sightseeing in Tel Aviv, with just enough time between ports to get another paycheck. Don’t throw me in the briar patch by making us stay out here!
But this MEU was different. Unbeknownst to us, we were acting as a multi-theater reserve so forces could be shuttled to Kuwait for the big show: OIF 1, which we would also end up being a part of. We almost immediately passed through the Suez, and spent most of that nine months cutting gator squares off of HOA, or in the Persian Gulf. Three days in Bahrain was the only port call. Absolute madness.
Marines also have a problem on amphibious ships. We have nothing to do. Marines are literally cargo for the Navy in this capacity, and it shows. When the Navy does things like firefighting drills, the Marine’s place of duty is in your bunk. So how, exactly, do you keep it together when your own rack is so small you can’t even turn over in it, a one foot by one foot locker?

The first thing to do is establish a routine. Being lazy might be fun for the first couple of days, especially if you were working long hours prior to this, so enjoy it. But eventually that will make you nuts. Try getting up at a set hour, and drinking your coffee or tea as the sun comes up. Then clean for maybe an hour. The point isn’t to have a sparkling house, though that is a benefit. The point is to have some work to do, which is going to be good for your brain.
Second, you are going to want to do some exercise. If under normal conditions, getting up and going to work was you only PT, no longer doing that will kill you. Literally. Not to mention exercise is an excellent stress reliever. On the boat, I would do AM weights, and then afternoon cardio. And by cardio I mean running on a treadmill staring at a steel wall. Stuck in your apartment, you are in a similar situation. Except the Nassau had a fully functional gym. You are going to need to make your own.
Even if all you have is a backpack, that will go a really long way. If the mail is still running, I do suggest getting a very high quality one. My first choice is Eberlestock, as they have proven to be incredibly durable. I used one quite a lot in the Army, and my current model of choice is the Big Trick. It also doubles as a “go bag” in case you have to get out of Dodge. Your weights are going to be canned goods (which you hopefully procured), bottled water, or shoes if that is all you have.

For basic weight training, keep it light. The pack will take it, but you don’t want to drop any precious resources like tomato soup, on the off chance it breaks and spills. This also isn’t the time to get injured because you tried to curl 200 pounds. Ruck-based PT has a built in advantage, in that the weight is never really perfectly balanced. This works the accessory muscles, which is great. But it also means you can lift less this way, that you could with a nice compact dumbbell.
For cardio, stuck inside four walls is less than ideal. But you still need to do it. This is once again perfect for the backpack. If you put 20 to 30 pounds in it and just walk, you will burn more calories than walking alone. At the risk of sounding insane, the easiest way to do it is get in a rhythm. We could sometimes walk on the flight deck, which was humongous compared to your house. But when we couldn’t, in circles around the well deck worked too. You can get some miles in literally walking around your kitchen island. Turn on a podcast, and simply walk till it’s over.
Last but certainly not least, get some sun. I went a week once without seeing it, and the mental effect was noticeable. At least once a day, get in some sun bathing, even if it is inside. All you have to do is figure out when the sun shines in strongest, and put it on the schedule. The vitamin D boost, as well as hygienic effect, is absolutely amazing. And if you are in quarantine with your spouse, I suggest doing in the buff. That will help pass the time too.
Three multistate coalitions have formed, in the northeast, west, and midwest, to coordinate measures to reopen their economies, but they have yet to make concrete plans.
That’s because the reopening plans are dependent on various factors, like controlling the rate of infections and hospitalizations, making testing and contact tracing more widespread, making sure healthcare facilities are properly equipped to handle another resurgence, and employing social distancing practices in the workplace.
Some of these states (Georgia, Florida, and South Carolina), were among the last to issue stay-at-home orders, doing so in April after many other states already had in March.
In several of the states that have begun to reopen, however, the number of new cases of COVID-19 seem to still be steadily rising. Where most cases early in the outbreak were reported primarily in urban areas like New York and Seattle, recent analysis from the Kaiser Family Foundation indicates that from April 13 to April 27, rural counties saw an average 125% increase in new coronavirus infections, leaping from 51 to 115 new cases per 100,000 people.
Here are the states beginning to reopen their economies.
Alabama’s Gov. Kay Ivey lifted the state’s stay-at-home just 26 days after it began, and reopened beaches and retail stores.
Alabama had one of the shortest-lived stay-at-home orders, which began on April 4 and ended on April 30. Now, retail stores may operate at 50% capacity and beachgoers must stay 6 feet apart. Hair and beauty salons remain closed, and restaurants are restricted to takeout only.
Alaska Gov. Mike Dunleavy permitted some restaurants and nonessential services to begin reopening on April 24, with certain restrictions.

Open restaurants must take reservations and refuse walk-ins, they can be filled to only 25% capacity at one time, customers must either dine alone or with members of their household (meeting up with friends is not allowed), and restaurants must provide hand sanitizer for guests to use. Also, restaurant employees must wear protective face masks while working.
Governor Dunleavy also eased restrictions on public gatherings, saying that they can include people from different households, as long as individuals stay six feet apart. If you plan on singing or projecting your voice, however, the minimum distance apart is 10 feet.
Colorado Gov. Jared Polis initiated a new ‘safer at home’ order on April 27, allowing elective medical procedures to resume and curbside delivery options for retail stores.
Colorado’s stay-at-home order expired on April 26, replaced by a “safer-at-home” policy that permitted some businesses to open their doors. Childcare facilities could reopen under certain safety measures, including keeping rooms to less than 10 children, staggering meal times, and frequently sanitizing common areas. Some retail stores and beauty salons began reopening on May 1, allowed to operate at 50% capacity.
Gyms and nightlife destinations remain closed, however, and restaurants are still restricted to take-out service. Schools will remain remote for the rest of the semester.
Florida Gov. Ron DeSantis’ stay-at-home order expired April 30, and he allowed some beaches in northern Florida to reopen as early as April 17.
On Friday, April 17, Florida Gov. Ron DeSantis allowed some beaches in northern Florida to reopen, The Associated Press reported, even though the state has continued to see an increase in coronavirus cases.
In a press conference, he said that some counties could start reopening their beaches if they wanted to, adding that it was important for people to get fresh air, the AP reported. “Do it in a good way,” DeSantis said. “Do it in a safe way.”
Gatherings of 50 or more people are still banned, and people are encouraged to socially distance on the beach as they exercise or do activities like surfing, reported Business Insider’s Dominic-Madori Davis. But photos showed hundreds of locals flooding Jacksonville Beach, apparently without adhering to social distancing guidelines.
Georgia Gov. Brian Kemp allowed many businesses, including gyms and movie theaters, to reopen in phases beginning in April.

Gyms, hair salons, barbershops, fitness centers, and massage-therapy centers were allowed to reopen on April 24, as long as they follow social distancing and “regular sanitation,” reported Business Insider’s Jake Lahut. On Monday, restaurants, private social clubs, and movie theaters could also reopen. But bars, night clubs, amusement parks, and other businesses will remain closed pending further advice from public-health experts.
Kemp didn’t give much specific detail, but said businesses should “adhere to the minimum basic operations.”
Kemp said Georgia’s rate of new infections had flattened. In response to backlash about the decision, Kemp told Fox News that “it’s a tough balance.”
“We are talking about a few businesses that I closed down to help flatten the curve, which we have done in our state,” he said. “But for us to continue to ask them to do that while they lose everything, quite honestly, there are a lot of civil repercussions of that, mental health issues. We are seeing more patients in our trauma centers in our state.”
But both President Donald Trump and local mayors have criticized the decision. “I told the governor of Georgia, Brian Kemp, that I disagree strongly with his decision to open certain facilities,” Trump said on April 22.
Kemp didn’t issue a statewide stay-at-home order until April 3, saying during a press conference at the time that a key part of his decision was that “we didn’t know … until the last 24 hours” that asymptomatic carriers of the coronavirus could infect other people.
Idaho Gov. Brad Little initiated a four-phase process to reopen the state, beginning May 1.
Idaho’s stay-at-home order also expired on April 30, and Gov. Little enacted a four-stage reopening plan over the months of May and June. The first stage began on May 1 and allowed daycares, childcare centers, summer camps, and places of worship to reopen. Other nonessential business may begin reopening during the second phase, which starts May 16.
Indiana Gov. Eric Holcomb’s stay-at-home order expired on May 1, and a partial reopening began May 4.

Retail businesses and restaurants may operate at 50% capacity, and personal services salons may see customers by appointment only. Office workers can return to work in small or staggered groups.
Iowa Gov. Kim Reynolds allowed gyms, libraries, and other venues to reopen in certain regions on May 1.
Gov. Kim Reynolds extended the state’s emergency declaration until May 27, but allowed businesses (including restaurants, gyms, libraries, and indoor malls) to reopen in select counties beginning May 1, under social distancing restrictions.
Kansas Gov. Laura Kelly began to lift the state’s lockdown measures on May 4.
Kelly’s “Ad Astra” plan breaks the reopening into three phases, which allowed some businesses to reopen May 4 as long as social distancing measures were in place, and crowds were limited to no more than 10 people.
The initial phase will last 14 days. Bars, casinos, fitness centers, museums, hair salons, and swimming pools will remain closed, and large community events will remain prohibited.
Phase two of the plan will start no earlier than May 18 and will allow childcare facilities, libraries and some organized sports facilities to reopen.
Maine Gov. Janet Mills extended a new ‘safer at home’ order through May 31, but allowed some businesses to reopen on May 1.
Beginning May 1, residents of Maine were able to resume hunting and fishing, go to drive-in movie theaters, get car washes, and visit beauty salons, under set social distancing restrictions.
Minnesota Gov. Tim Walz extended the state’s stay-at-home order until May 18, but allowed certain nonessential businesses to begin reopening on May 4.
Mississippi Gov. Tate Reeves began easing restrictions on April 27, but backtracked the reopening after COVID-19 cases spiked in the state on May 1.
Restaurants and some retail stores began reopening on April 27 in Mississippi, and were told to operate at 50% capacity and maintain six feet of space between customers, while tattoo parlors, beauty salons, and gyms to remain closed. However, when the state’s infections and death count reached a new high on May 1, Governor Reeves decided to put additional reopening on hold.
Missouri’s stay-at-home order expired May 3, and Gov. Mike Parson has since reopened restaurants and stadiums.
Gov. Mike Parson allowed the reopening of movie theatres, sports stadiums, and other large venues, encouraging patrons to maintain social distancing regulations. Retail spaces are restricted to maintaining customers at 25% capacity.
Montana Gov. Steve Bullock allowed select retail businesses to reopen on April 27, and restaurants and bars to resume dine-in service on May 4.
Places of worship were permitted to open on April 26, and told to avoid gatherings of more than 10 people that make social distancing difficult. Restaurants, bars, distilleries, and breweries were allowed to reopen on May 4 if they adhere to social distancing guidelines.
Businesses where sanitation and social distancing is less possible, such as gyms, music venues, movie theaters, and bowling alleys, were to remain closed.
Nebraska never had a stay-at-home order, and on May 4, Gov. Pete Ricketts eased restrictions to allow personal services businesses to reopen.
As of May 4, Gov. Pete Ricketts allowed dine-in restaurants to operate at 50% capacity. Beauty parlors and tattoo shops may also open, with a limit of serving 10 customers at one time.
Nevada’s stay-at-home order is in effect until May 15, but Gov. Steve Sisolak allowed all retail businesses to operate via ‘curbside pickup’ beginning May 1.
New York Gov. Andrew Cuomo said certain areas upstate (not New York City) may be able to partially reopen beginning May 15.
Gov. Cuomo has placed some of the heaviest restrictions in the country on New York state, and has been hesitant to lift any so far. He is closely adhering to guidelines set by the CDC, requiring officials to show a steady, continual decline in new coronavirus infections in their area over a two-week period before considering reopening nonessential businesses.
Regions in New York that do meet this criteria by May 15 and are permitted to reopen will have to follow strict sanitary and social distancing precautions. While the infection rates in upstate areas may be more promising, Cuomo said that “unless a miracle happens,” it’s highly unlikely that New York City or nearby counties downstate will be able to anytime soon.
North Dakota never had a statewide mandatory stay-at-home order, and Gov. Doug Burgum invited most businesses to reopen when they want to beginning May 1.
North Dakota Gov. Doug Burgum placed restrictions on schools, gyms, dine-in restaurants and bars, and movie theaters in early April through the end of the month. Other businesses which weren’t told to close were welcome to reopen at any time, the governor said.
Ohio Gov. Mike DeWine initiated a multi-phase reopening plan to begin May 1, with veterinarians and dentists allowed to return to work.
In Ohio, medical procedures, dental offices, and vet clinics were allowed to reopen on May 1. Later in the month, on May 12, retail stores can reopen with certain restrictions. Gov. DeWine has yet to say when beauty salons or dine-in restaurants will be able to welcome customers again.
Oklahoma Gov. Kevin Stitt began a three-phase plan on April 24, and allowed personal care services such as spas, nail and hair salons, and pet groomers to reopen.
Under relaxed guidelines in Oklahoma for personal care businesses, customers must make appointments ahead of time and the business should maintain social distancing protocols as much as possible by staggering appointment times.
South Carolina Gov. Henry McMaster opened up beaches and some businesses previously deemed nonessential on April 21.
South Carolina was one of the last to issue a statewide stay-at-home order from all the states that issued such orders, doing so on April 7.
On April 20, Gov. McMaster said that department stores and some other businesses previously deemed nonessential would be allowed to reopen if they abided by social distancing guidelines. That includes clothing stores, furniture stores, and florist shops, reported Josiah Bates for Time.
“We are still in a very serious situation … we must be sure that we continue to be strict and disciplined with our social distancing,” McMaster said in a press conference. “Our goal was to cause the most damage possible to the virus, while doing the least possible damage to our businesses. South Carolina’s business is business.”
South Dakota never had a stay-at-home order, and Gov. Kristi Noem began encouraging a ‘back to normal’ approach in late April.
Gov. Noem encouraged local people and businesses to resume activities, but also to be careful and maintain social distancing as much as possible. When asked about potential surges of COVID-19 infections, Gov. Noem said she will handle those locally as they come.
Tennessee Gov. Bill Lee allowed restaurants to resume dine-in operations on April 27, and retail stores reopened on April 29.
In Tennessee, gyms were allowed to reopen on May 1 under rules to operate at 50% capacity and maintain a clean and sanitized environment. Reopened restaurants must also follow additional restrictions, including using disposable menus, limiting each table to six customers, and eliminating shared condiment stations.
Texas Gov. Greg Abbott allowed restaurants and movie theaters to begin operating on May 1, at 25% capacity.
Malls, retailers, and dine-in restaurants reopened in Texas on May 1 at reduced capacity. Curbside delivery and to-go service has already been permitted at certain eateries since since April 27. Gyms, bars, and salons remain closed.
On May 1, Gov. Greg Abbott concurred with the dangers of reopening the state on a private phone call with members of the state legislature and Congress, according to an audio recording obtained by local Texas political site Quorum Report. He had publicly acknowledged the week earlier that “It’s only logical to see there would be an increase and the number of people that test positive.”
Utah Gov. Gary Herbert never enacted a stay-at-home order, and eased other restrictions starting May 1.
Dine-in restaurants, public parks, and gyms reopened in Utah on May 1, and Gov. Gary Herbert increased limits on public gatherings from 10 people to 20 people, provided they adhere to social distancing protocols. Schools, however, remain closed.
Vermont’s stay-at-home order is in effect through May 15, but Gov. Phil Scott allowed certain businesses to reopen on April 27.
Governor Phil Scott allowed “outdoor retail spaces” to return to in-person shopping on April 27, with a restriction of 10 shoppers at one time. Outdoor farmers markets also reopened on May 1, under rules to “transition away from shopping and social events, to primarily a food distribution system.”
West Virginia Gov. Jim Justice’s new ‘safer at home’ order began on May 4, and allowed restaurants to open for outdoor dining.
Beginning May 4, hair salons, barbershops, and pet groomer were allowed to resume operations, and must maintain social distancing and proper sanitation between customers.
Wyoming Gov. Mark Gordon had never put in place a stay-at-home order, and he began lifting other restrictions May 1.
On May 1, Gov. Gordon allowed the reopening of gyms, beauty salons, barber shops, massage parlors, and tattoo shops, among other personal service businesses.
Other states are slated to partially reopen later in May, including New Jersey, Arkansas, North Carolina, and Pennsylvania.
Team Rubicon is used to jumping in head first to support those in need. From serving during natural disasters like earthquakes or supporting the aftermath of a hurricane, they’ve done it all. Or at least they thought they had. The COVID-19 global pandemic may have changed everything, but Team Rubicon was ready.
After watching the slow relief efforts for the devastating earthquake that hit Port-au-Prince in 2010, two marines didn’t like what they saw. So, they decided to change the narrative. Jake Wood and William McNulty gathered supplies, a volunteer group filled with veterans, first responders and medical professionals. Within days they deployed to Haiti.
Team Rubicon was born in those moments and has spent the last decade serving the world. They support those in need by doing things like partnering with Feeding America and coming in to administer aid after natural disasters internationally. Ten years after those marines decided to act, Team Rubicon continues to support the world. It is through this service that they are giving purpose and community to transitioning veterans.
Their mission is to serve the underserved.
Army Reserves Lieutenant Colonel Michael Gorham knows all about the importance of purpose. When he transitioned from active service to the reserves, he was a bit lost himself. He found Team Rubicon in the midst of needing something more in his life. He is now the Deputy Director of operations for California, Nevada, Arizona and Hawaii. After watching the pandemic wreak havoc on normal volunteer operation capability, he had an idea.
“I was on the next door app and saw people who need a roll of toilet paper…elderly people who were afraid to go out,” said Gorham. So, he started talking about the need for neighborhood support. Within days, Team Rubicon launched a new initiative, Neighbors Helping Neighbors, which gave volunteers the ability to safely serve their communities through the pandemic. To date they have over 3,000 acts of service in neighborhoods throughout the country.
That’s not all they are doing.
Team Rubicon is also setting up field hospitals and building COVID-19 testing sites. “Two months ago, nobody would have thought this is where we’d be. We need to be prepared to pivot to help wherever society needs us,” said Gorham. He continued, sharing that Team Rubicon has many opportunities for those who want to serve to get into their communities and make an impact.
Although Team Rubicon has a mission for veterans, you do not have to be one to be a volunteer. “I think Team Rubicon is a space for veterans and like-minded servants. You don’t need to be a veteran or a first responder or have some sort of title in order to be a servant,” shared Gorham. He explained that many people have a deep need to do more and feel like something is missing from their lives and Team Rubicon wants to help fill that.
Gorham shared that the CEO of Team Rubicon has said repeatedly that they are aiming to be the world’s largest volunteer fire department.
They are well on their way.

Wuhan, China, evacuees being held at a military base in California drafted a petition demanding improvements to the CDC’s quarantine protocol after a person infected with the coronavirus COVID-19 was accidentally released from hospital isolation.
Passengers aboard a State Department-mandated evacuation flight from Wuhan, China, the epicenter of the novel coronavirus outbreak, have been quarantined at the Marine Corps Air Station in Miramar.
One passenger, who tested positive for the coronavirus, was accidentally released from isolation at UC San Diego Medical Center back to the air base on Monday. The woman was discharged prematurely after her results were mislabeled, per the CDC’s methodology to protect patients’ identities, local news station KNSD reported.
The San Diego Union-Tribune reported that the woman and three others were discharged and on the way back to the base when it was discovered that three of four tests had not been processed yet.
“We decided, OK, we’re going to put these people in isolation in their rooms and instruct them not to leave, not to mingle with the general population there at Miramar base, and we’re going to wait for the results of those tests,” CDC official Dr. Christopher Braden told The Union-Tribune. “Well, of course, as luck would have it, it was one of those tests that came back positive.”
The woman’s symptoms were described as mild and she was not exposed to members of the public. The woman was not symptomatic before she went to the hospital for testing, so it’s unclear what impact if any it will have on the others in quarantine at the base. The three people she was transported with, however, will likely have to extend their quarantine time, The Union-Tribune reported.
Still those on the base are concerned about their overall safety. The petition from those in quarantine was written “in light of the first confirmed case at Miramar coupled with the current precautions taken at the center,” and the listed improvements were “critical measures toward mitigating the potential risk of spreading the virus at the Miramar Center.”
The five suggestions in the petition are as follows:
“Everyone in the facility be tested.
“Preventing the gathering of large numbers of people into small, enclosed environments; suggesting meals be delivered to the door and town hall meetings through conference calls.
“Periodic delivery of personal protective gear to each room, including masks and sanitizing alcohol for in-room disinfection.
“Provision of hand sanitizer at the front desk and in the playground.
“Disinfection of public areas two to three times a day, including playground, laundry room, door knobs, etc.”
“We really felt the need for these basic things to be addressed,” Jacob Wilson, who is being held at the airbase, told KNSD, “and we hope that the petition would at least be able to address these basic concerns.”
Wilson described what it was like under quarantine at the air base, saying the CDC recommended the residents stand six feet away from each other, but they are placed shoulder-to-shoulder for daily temperature checks, which he said “flies in the face of the protections and precautions.”
“We’re trying our best to disinfect things with the hand soap that we’ve been given, even though we don’t have disinfectant,” he told The Daily Beast. “We’re frustrated and worried.”
The 232 Wuhan evacuees arrived at MCAS Miramar on two flights — one on February 5 and the other on February 6. All passengers were subject to 14-day quarantines starting the day they left China.
Thus far there have been 14 cases reported in the US.
At a family reunion several years ago, my uncle asked, “What unspoken vows do you have in your marriage?”
He was referring to the vows that respect each other’s pet peeves, and we all laughed as people shared their promises of keeping the cap on the toothpaste or using separate knives for the peanut butter and jelly.
At the time, I’d been married for only a couple of years, and I added that I’d promised not to meddle in my husband’s tools. But over the years, my uncle’s question echoed in my mind. As deployments came and went, I discovered that my unspoken vow was more complex, and in fact, I had more than one.
Deployment adds a unique dynamic to military marriages. As Army spouse and 2015 Armed Forces Insurance Military Spouse of the Year Corie Weathers writes in her memoir, Sacred Spaces, “Deployment, by its very nature, creates highly significant yet separate experiences for military couples.”
Deployment ushers us into a strange space, asking us to exist without each other and to accept that we can’t share each other’s experiences or even fully understand them.
I’ve often thought of it as living parallel lives.
Others have thought of it this way, too. Air Force wife Alane Pearce writes of parallel lives in her piece “Committed,” which appears in Faith Deployed… Again, and Weathers addresses “gaps” that separate couples in Sacred Spaces. Surely, more wrestle with this notion in their hearts.
However we might term it, the awareness of separateness is a reality in deployment, presenting us with a veritable mountain to climb. Although we’ll encounter tough passes of doubt and aloneness, I believe we have the ability to make it through these obstacles with sure footing. In my own experience, the first step is simple but powerful: I give voice to my unspoken vows.
1. I promise I will let you go.
We all know that prior to deployment, our service members become laser-focused on pre-deployment trainings, preparations and briefings. Like kids on Christmas morning, they sit amidst their gear, organizing, packing, unpacking, and repacking.
Meanwhile, we file powers of attorney, wills and crisis notification forms. We make arrangements with friends to be the ones we can call in case of an emergency.
Suddenly, we realize that we are preparing to be alone. That awareness is grim. It can induce fear, crank our grip tighter and make us ask why. It’s a force manipulative enough to make us feel left behind.
But, the power is within us to pause, take stock and refocus our lens.
As I reflected, read and spoke to other spouses, it struck me that by focusing on the aloneness ahead of us, we can set ourselves up for a long, lonely climb. Some spouses recalled that simple expressions of compassion have eased the road toward deployment.
Air Force wife Katie Spain, who has been married for four years and faced two deployments, reflects on the difficulty service members must feel being so far removed from their families: “While the military may be their first responsibility, it is not the first priority in their hearts,” she says, “and I can’t imagine the internal conflict being easy to remedy.”
As she finds herself mirroring her husband’s pre-deployment motions, she realizes that she is also experiencing guilt in leaving her family.
Having been in her shoes, her husband empathizes with her position. Weathers describes this interesting role-reversal as an example of the value that spouses’ compassion can have in releasing service members to their mission.
“We play an awesome role to love them that way,” Weathers said in a recent interview. “We do have the ability to release the anxiety that they have not chosen deployment over their family.”
It seems to me that this compassion releases the military spouse, too, as it eases tension and draws us closer to our service members in a shared experience. It helps us understand that we are not alone in our feelings, it reaffirms our love with our service members and it allows us to approach deployment with clearer sight and firmer footing.
2. I promise I will be my best for you.
As military spouses, we know that once our service members leave, our role suddenly changes. We go from being part of a pair to being a “Class-B bachelorette” or a “pseudo-single parent.” Whether we dub it “flying solo” or “geo-baching,” no cute new title fills the emptiness left by our service members. The impact of their sudden absence can knock us off balance, making us struggle to find our grip without them.
All home front responsibilities immediately fall to us, and it seems that the same mystical force visits every household immediately following a service member’s departure, breaking every appliance and infecting every child with the stomach flu. Suddenly, we are swamped trying to work a two-person job, to nurture, discipline, organize, clean, counsel, and perform damage control. The sheer magnitude of this responsibility can be overwhelming.

This is the time when the feeling of living parallel lives is perhaps the most acute. The sense of separateness is seemingly insurmountable. Personally, I find myself angry with it. Angry with the feeling of separateness. It’s a strange, unwanted feeling to have in a marriage.
But it doesn’t have to be so bleak. I believe we have the power to overcome the feeling of separateness, to find an intersection, even when that seems impossible.
Reflecting on her experience as a licensed counselor working with military couples, Weathers describes many military spouses as “resilient, positive and resourceful” when going through a deployment.
“They push through and make things happen, and grow in their independence,” she says. “And the service members can trust that. It makes for a trusting relationship. They can focus on their mission.”
Although deployment changes my role temporarily, I am still married to my husband. Whenever I am overwhelmed, I owe it to him to push forward, because the obstacle he is facing doesn’t let him stop to dwell on his aloneness.
A friend once told me that her priest described marriage not as 50-50, but as 100-100. Each spouse must give 100 percent. Never is there a time when this is truer than during deployment. By actively choosing to give 100 percent, I am enabling my husband to do the same.
3. I promise I will seek you out.
When our service members return, many of us might feel out of sync as we try to walk in the rhythm of each other’s footsteps again. While we might expect this after so much time apart, we don’t have to accept our separate rhythms as the new normal; it can be our chance to recommit.
In these times, Weathers says, “Pursue your spouse.”
Army spouse of 16 years and 2015 Fort Huachuca Spouse of the Year Cynthia Giesecke agrees, saying that when couples seek out an “intentional period of reconnection,” they are better able to move forward honestly and lovingly.
Just as showing compassion and pushing forward through struggles can draw us closer despite our separateness, purposeful engagement with each other during reintegration can soon align our footsteps.
Looking back, I don’t know why I never thought of deployment this way before. This mindset allows me to reach past the anxiety of separateness. It empowers me to pick up the parallel lines and lay them back down across each other. It enables me to stand at the intersection with my husband, give voice to my vows and know that we’re a team that no battle – ever – can separate.

Here we are, America. Over the last 10 days, we’ve entered into our own experience with the COVID-19 global pandemic that has catapulted the United States into unfamiliar waters. Early indicators saw a few isolated, regional cases followed abruptly by concerns in sports; particularly basketball. Clear warning signs from China and Italy forewarned us that things change gradually; until they change suddenly. The COVID-19 virus is clearly a dangerous enemy that, within 2-3 weeks, has resulted in 44,000 cases in all 50 states and over 500 deaths.
America, you’re new to sheltering in place, lockdowns, and travel restrictions. Understood. Mundane practices such as handwashing and covering your mouth were, until very recently, social niceties. Now they’re social mandates. Such is life on a deployment, America, where restrictions and hygiene are there for your safety. These things can work. Aside from a threat of nuclear war, you’ve enjoyed life over the last several decades free from a universally threatening entity that exposes you to acute and widespread danger.
Those of us in uniform are grateful for you have offer, “Thank you for your service!” in many ways through military discounts. Good for you! If I may now be of further service to you, America, and provide a few tips on how to survive (and thrive) now that we’re all in this deployment together.
Rational fear motivates unhelpful and irrational behavior. I haven’t seen any clear results on the effectiveness of a toilet paper stockpile on limiting disease progression. While COVID-19 is a clear and present danger, the relationship between the toilet paper stocks and the disease impact is not. We tend to collect comfort items and quasi-defensive items for those just-in-case moments. Today’s toilet paper is yesterday’s nuclear weapons. Such is the irrational behavior motivated by real threats to our comfort or safety. Military folks have experienced the “gas chamber” where you’re herded into a small building wearing gas masks. Required to stand there for 60-90 seconds for the full effect, you had to say your name and unit then proceed to the exit when instructed. I remember dropping my gas mask within full view of a Marine gunnery sergeant whose icy look created a cloud of doom around me. I quickly forgot about the gas chamber as I was schooled about the importance of staying calm and following instructions via flutter kicks and pushups. Keep calm, America, don’t drop your mask.
Everyone matters and contributes to the mission. America, your social and occupational activities are more interconnected than you realize. You commute on the same interstates, fly out of the same airports, make picks on the same March Madness bracket (at least you did), and have a similar Monday through Friday rhythm. When deployed, your mission changes, into a team mission that includes keeping yourself and those around you healthy. Carrying a litter(or stretcher) is a team-task. Since 9/11/2001, many of us have unfortunately carried several litters. Not the fancy wheelio kind that roll and fold into an ambulance—the two-pole variety that requires strong bodies and support an injured or sick buddy. America, carrying on the daily business means recognizing fully that we are a team and that the COVID-19 mission requires that we will have to “carry a litter;” both figuratively and literally. Carry on, America, we’re all in this together.
Watch your muzzle: Safe weapon handling is a fundamental task that each Soldier must learn and never forget to execute. The barrel, or muzzle, of your weapon must always be pointed downrange safely away from others. The weapon is always treated as if loaded and we must trust one another to carry and utilize it safely for the sake of the team. The same now goes for an uncontrolled, uncovered cough in public—it’s as dangerous now as a mishandled weapon and a frank reminder that we all hold the safety of others in our hands. Watch your muzzle, America–cover your cough and point it safely downrange.
Care for equipment
Dust, dirt, and carbon buildup inside a Soldier’s weapon may impair it and cause a malfunction. Occasionally, poor maintenance will lead to a safety hazard for the user, but, more frequently it just doesn’t work. America, your hands are similar to a Soldier’s weapon. They can carry COVID-19 and many other bad things that could harm you or others. Take care of your equipment, America, wash your hands.
Find the guy with the guitar
Good music can be uplifting in hard times. Music helps to both remember and forget; necessary during these times. A guy with a guitar strumming praise songs, country songs, or anything else can be a welcome reprieve and a particular song can hold memories for years to come. “Beer for My Horses” by Toby Keith and Willie Nelson was one of my family’s deployment songs that I had burned onto a CD back when it was still legal in 2003 before Operation Iraqi Freedom started. Just hearing it now takes us right back to those times. Drew and Elie Holcombare fast becoming our pandemic YouTube and Spotify favorites; a few of their videos may have gone viral—er, my apology. Too soon, right?
Write your war story
Things are moving fast, America. You are being asked to do unfamiliar things like stay at home, be resourceful, and contribute in brave, new ways. America, you have doctors, nurses, truck drivers, grocery workers, utilities personnel and multitudes others who have been thrust unwittingly onto the front lines of this pandemic leaving new tales of heroes.
How will you account for this? I recall going to a battalion command update once as a new Captain where I heard crazy acronyms, jargon, inside jokes, and major issues being discussed in a confusing blur it was difficult to understand. A squad leader nearby was writing detailed notes in an impressively dog-eared 5×8″ green notebook that resonated with attention to detail with sketches and personal notes. He gave me a fresh notebook and started my unbroken legacy of journaling that yielded over two dozen volumes of key missions, notes to myself, lessons, books I’ve read, sustaining Bible verses, historical events—and coffee stains.
There is even a website where Soldiers share their own personal lessons called From The Green Notebook that chronicles the self-developmental benefits of writing for military personnel. Now as a senior officer, I am profoundly grateful for the tip that that NCO shared with me on how to keep the fast-moving details organized. Now is your time, America. As fast as things are moving, time is compressed and a week feels like an eternity ago.
America, I submit that the consequences disease and war are challenging. COVID-19 will mark our society earliest upon our hospitals, physicians, and nurses who will do their best to save our fellow citizens. Physical therapists, respiratory therapists, and many others will be needed to restore mobility and health to the many who recover. Rally to support those heroes and, if you’re one of them, I applaud you.
We should hope that COVID-19 kills some things around us, and it should claim them hard and mercilessly. Those things are caustic political partisanship, self-absorption, divisiveness and the wasting of precious resources. Infect those things, COVID-19, and relegate them to the dustbin of history. What a luxury it was when our major social distancing focus was upon Prince Harry and Megan Markle leaving the UK. Good times, America, good times. Instead of this vacuousness, may unity, teamwork, and the reality of our interconnectedness spring forth. Shared sacrifice develops deep bonds, America.
These are historic times you’re in, America. You’ve been here before. Over the next few weeks, if you’re having trouble keeping calm, carrying on, caring for your equipment, or finding the guy with the guitar, please keep your muzzle pointed downrange as we saddle up and face COVID-19 together. I want you on my team so that a few months from now we can raise up our glasses and it’ll be my turn to thank you for your service!

It’s easy to joke about the Space Force. From their ridiculous motto to their seal, it seems like the leadership for America’s newest military branch is just asking to be the butt of jokes. Space Force is the sixth branch of our military and the first new branch since the Air Force’s creation way back in 1947. At least the Air Force had a precursor (the Army Air Corps) and a definite need. With the Space Force, we’re not so sure.
We’re no closer to getting personnel on the moon than we were back in 1947, and it seems like everyone from Netflix to Star Trek is getting in on the jokes.
Now Space Force just made it a whole lot easier.
In September, a squadron of 20 airmen deployed for Space Force’s first foreign deployment – all the way to far off distant Dubai, UAE. The squad was sworn in as Space Force recruits at the Al Udeid Air Base in Qatar, becoming the military’s newest first foreign deployed trips. What makes this swearing-in unique is that all 20 squad members were already searching overseas with the Air Force. The group of enlisted and commissioned Airmen assigned to the 16th Expeditionary Space Control Flight and the 609th Air Operations Center was deployed to Qatar. With their swearing-in comes a new uniform and a new place to call home for a while.
Air Force Col. Todd Benson, director of Space Forces of US Air Forces CENTCOM, said that the group was making history as the 20 members officially switched branches from the Air Force to the Space Force. The ceremony officially transferred Space Operations and Airmen in core space career fields, including space operations and space system operations. In the future, ceremonies will induct professions in common career fields like acquisitions, intelligence, engineering fields, and cybersecurity.
According to a press release, the squad has been stationed in the UAE as part of support for combat operations.
During the swearing-in ceremony at Al Udeid, the newest Space Force personnel were flanked by American flags and massive satellites. Soon more will join the “core space operators” to help run satellites, track enemy maneuvers, and avoid conflicts that happen in space.
Benson reiterated that the missions aren’t new, and neither are the personnel. But what is new is the price tag. The force is expected to grow to at least 16,000 troops by 2021 and have a budget of 15.4 billion. Some leadership worries this entire project is a vanity push for President Trump ahead of next month’s election, though there’s no conclusive evidence to support that.
The growing concerns over the weaponization of outer space are conversations that senior military leaders have been having for decades. As outer space ownership becomes increasingly contested, many cite the need to have a space corps devoted specifically to American interests.
Of course, military presence in the Middle East is nothing new. We’ve been there in some capacity for generations.
But according to historians, the Middle East might just be where the first “space war” was actually fought – that is, if you’re willing to accept the use of a satellite-based GPS mission as a “space war.” During the 1991 Desert Storm operation, US troops used satellites to push Iraqi troops out of Kuwait, making military history in the process.
Since the 1991 use of satellites in combat, threats from global agitators have grown. In his briefing welcoming the newest personnel, Benson declined to name the “aggressive” nations the Space Force will monitor and track. Unsurprisingly, the decision to deploy the Space Force to the UAE comes just months after the ramp-up of tensions between the US and Iran.
The 16th Space Control Flight, part of the 21st Operations Group, was operational from 1967 until 1994. It was reactivated in 2007, and its mission is to protect critical satellite communication links to detect, characterize, and report sources of electromagnetic interference.

The U.S. Army recently released a new advertising video targeting young people living in a society crippled by the novel coronavirus pandemic.
The short video, titled “Unbelievable,” is the latest addition to the “What’s Your Warrior” ad campaign, which is designed to show members of Generation Z how their service is needed.
The video first aired Friday on YouTube and is making its way around social media sites such as Facebook and Twitter. It features stark images that hint at post-apocalyptic life due to the COVID-19 pandemic and shows soldiers with medical and research specialties responding to the crisis.

The Army launched the “What’s Your Warrior” campaign Nov. 11, focused on trying to get young people to think about what type of warrior is inside them.
“We don’t want to sound opportunistic at all but, at the same time, we are very involved in the fight. The Army has a role in this,” said Laura DeFrancisco, spokeswoman for the Army Enterprise Marketing Office.
The video flashes the message, “When the unbelievable happens … the unbelievable rise to meet it.”
“There is the one shot of the soldier looking at a microscope; that is real world,” DeFrancisco said. “But just in general being a part of an organization that is involved in something that supports your community right here at home, which is an unusual role, especially for the active Army.”
The Army has deployed thousands of National Guard and Reserve soldiers in communities across the country, as well as hundreds of active-duty troops to provide medical support to hospitals trying to cope with the virus.
The video’s eerie background music, which builds in intensity, “was actually done for us by [Atticus Ross from] Nine Inch Nails,” DeFrancisco said. Ross, an English musician from the alternative rock band, wrote and performed the music for the ad.
“He created it for us just in the last two to three weeks,” she said.
The Army tested out the concept for the video last week by running 15-second, picture-to-picture stories on Instagram with the same “call to service” theme, DeFrancisco said.
“We were getting really good response from that, so that’s why we went forward with this video,” she said.

Shaw Air Force Base is known by those stationed there as Separates Husbands And Wives. Between the Red Flags at Nellis, the endless human centipede of exercises, and a deployment, my husband Mike was gone over half of our days during that assignment. It was there I learned what it meant to be alone even while in a marriage, but I dealt with it by finding pockets of positivity. Deployments are tough, but if you look, you can find some gold nuggets in that steaming pile of anxiety poo.
He doesn’t need to know that his pitted out Yuengling shirts are getting boxed up with collegiate football hats of schools he didn’t attend in order to make room for my legion of maxi dresses. The flannels, however, can stay.

2. Suddenly, the toilet paper roll lasts longer.
Turns out if your partner spends as much time on the toilet as a small construction crew fed on chicken fried steaks and protein shakes, the t.p. budget shrinks when he leaves. That newfound cash can be spent on regular pedicures, or a reasonably priced used Lexus.
3. You can take up the whole bed.
I call my favorite position, Drunken Starfish.
4. Retail therapy is fine!
His income is tax-free, and now I need a new credit card because the strip on my old one is wearing out.

5. Less frequent leg shaving.
That is, until your nephew feels your shin and asks, “Why does Aunt Rachel’s leg feel like a pine tree?” Twerp.
6. No bras in the house.
The bra hits the floor before the alarm goes off. I could set a world record for how fast I can unclasp my underwire and pull it out through the bottom of my shirt.
7. I can sleep better through the night without a 200 lb. land manatee flopping around next to me.
Not to mention the pillowcases are significantly less sweaty.
8. No sound of velcro in the morning.
9. Cereal for breakfast. Cereal for lunch. Cereal for dinner.
Honorable mention goes to chips and salsa.
10. Let me introduce you to “The D Card.”
Don’t get me wrong, I was worried every day for his safety, and wished time would speed up for him to come home, but the ultimate reward for enduring a deployment is getting to play the “D Card.” Fewer phrases pack a punch harder than these four words: My husband is deployed.
11. Priority vacation days at work.
When everybody is trying to take off for the holidays at the same time – wham! – I play the D Card and skip to the front of the line. No way am I missing Mom’s orange fluff at Christmas to decorate a tree by myself.
12. People put you on a pedestal just for being present and fully dressed.
Trust me, it doesn’t always happen.
13. Sometimes patriotic strangers pay for your drink.
One man tried to pick up my tab without me seeing. Little did he know I drink enough scotch to ration a ship full of sailors across the Americas, so he kindly paid for half. God bless you, citizen.
14. It shuts down unwanted attention from men.
I remember being asked, “How come your man’s not out with you tonight?” (First off– ew.) When I dropped the D Card, it abruptly came to a halt. There’s no comeback. Then I did the Hammer Dance to the tune of “U Can’t Touch This” and got myself some jalapeño poppers.
15. You get a hall pass for mood swings.
WHICH I DON’T F*CKING HAVE!
16. You can zone out at work hassle free.
All I have to do is pull up an article about F-16s, maximize the screen and then stare out into space. My boss thinks I’m anguished about my deployed husband, when really I’m thinking about Downton Abbey, or why white queso tastes better than yellow queso. But truthfully most times I’m anguished about my deployed husband.
17. Nice people send you nice cards.
One of the best things, truly, is finding out how big your friends’ hearts are. People send you cards and care packages, and a few more ambitious friends fly out to visit. I was touched to find out I had a group of friends who started a secret thread to coordinate when they could visit me so it was spread out over the deployment.
Is it indecent to use his time in combat to make my pain a little less difficult? I don’t think so. Deployments are dark times. It’s something those of us have earned through tears and sleepless nights when something goes bump outside the bedroom window. I remember driving over to my friend’s house one night because her neighbor wouldn’t stop being a creep, knowing her husband was away. We stayed up on her back patio with shotguns across our laps until we ended up making margaritas and playing Yahtzee until 3 in the morning.
If you’re the one left behind, it can feel like half of your puzzle is missing its pieces. For me, a gold-medal overthinker, I questioned who I was as my own person and why I couldn’t seem to handle life, which made me feel even worse about myself. I refused to feel helpless, but there it was. We had built a life for two, and I was forced to fly it solo. So no, I do not feel bad about playing the D Card.
But the biggest high of having a deployed husband is when you lock eyes across the hangar at 2 a.m. after seven months. Your heart pounds as you watch that tan flight suit cut through the crowd of hundreds, and you finally get your kiss, bristly though it may be.
With museums and galleries around the world shuttered, it might feel like there’s no way to explore the world. For the military community, this Inside Time can feel even more cloistered, since we can’t get out and explore new areas. Now, thanks to tech, closed doors don’t mean you can’t get your culture fix.

The Navy won’t reinstate the captain who was fired after warning of a serious health crisis on his ship, and the captain’s superior has also had his promotion withheld as the result of a deeper probe into the matter, top Navy leaders said on Friday.
The Navy secretary and top admiral reversed course on a previous recommendation to reinstate Capt. Brett Crozier as commanding officer of the aircraft carrier Theodore Roosevelt. Crozier will be reassigned. If he was still in command today, Chief of Naval Operations Adm. Mike Gilday said he would relieve him.
“It is because of what he didn’t do that I have chosen not to reinstate him,” Gilday said.
Crozier acted too slowly to keep his crew safe and made questionable decisions to release sailors from quarantine, potentially putting others at risk, the CNO added. Gilday also said the email Crozier sent warning about the situation on the ship “was unnecessary.”
Gilday, about two months ago, recommended that Crozier be reinstated as the Roosevelt’s commanding officer.
“Had I known then what I know today, I would have not made that recommendation,” Gilday said on Friday. “… Capt. Crozier’s primary responsibility was the safety and the wellbeing of the crew so that the ship could remain as operationally ready as possible. In reviewing both [Rear Adm. Stuart] Baker and Capt. Crozier’s actions, they did not do enough soon enough to fulfill their primary obligation.”
Baker, former commander of Carrier Strike Group Nine, won’t be promoted pending further review, Gilday said. His promotion to rear admiral upper half was approved by the Senate on March 20.
“They were slow egressing sailors off the ship, and they failed to move sailors to available safer environments quickly,” Gilday said. “… It is my belief that both Adm. Baker and Capt. Crozier fell well short of what we expect of those in command.”
The decisions are the result of a deeper review into the situation on the Roosevelt, which James McPherson directed in April over what he called “unanswered questions” while serving as acting Navy secretary.
Braithwaite said on Friday he stands by the latest investigation’s findings. Jonathan Hoffman, a Pentagon spokesman, also said Defense Secretary Mark Esper was briefed on the findings and supports the Navy’s decisions.
Baker was aboard the Roosevelt when Crozier emailed several people about a growing number of COVID-19 cases among the crew. Crozier, whose email asking for help was leaked to the San Francisco Chronicle, was ultimately fired by then-acting Navy Secretary Thomas Modly over his handling of the situation.
Modly told reporters when announcing his decision to relieve Crozier of command that the captain should’ve walked “down the hallway” to discuss his concerns with Baker before sending the email. Modly later resigned from his post as acting Navy secretary amid backlash over these events.
The Roosevelt pulled into Guam in late March as more than 100 crew members tested positive for COVID-19, the sometimes-fatal illness caused by the coronavirus. Crozier had warned in his email that sailors could die if they didn’t quickly evacuate the ship.
“If we do not act now, we are failing to properly take care of our most trusted asset — our Sailors,” he said.
Ultimately, more than 1,200 members of the roughly 4,800-person crew tested positive for the virus, including Crozier. One sailor, 41-year-old Chief Petty Officer Charles Robert Thacker Jr., died of the illness.
Gilday said his initial recommendation to reinstate Crozier was based only on “a narrowly scoped investigation” that looked only at why he had sent the email warning.
“I was tasked to take a look at those facts against then-acting Secretary Modley’s justification for relieving him,” Gilday said, “and I did not feel that the … facts supported the justification.”
The CNO said the two-month-long deeper investigation, ordered by McPherson, made additional facts visible. That included the decision to lift quarantine in part of the ship, which allowed about 1,000 crew members to potentially expose other sailors to the virus, Gilday said. He also said Crozier and Baker failed to take advantage of 700 beds in a gym in Guam that were spaced 6 feet apart, choosing to put his sailors’ “comfort over safety.”
In his endorsement letter accompanying the results of the investigation, Gilday said he thought Crozier had the best interests of his crew and the readiness of the ship in mind. But, he added, Crozier did not “forcefully and expeditiously execute the best possible and available plan, or do enough, soon enough.”
Baker and Crozier were talking to the U.S. Seventh Fleet commander every day, Gilday told reporters on Friday, and if the two had issues they should have raised them.
“If [Crozier] fearlessly communicated with that email that he sent — that I’ve never disagreed with, his fearless sending of the email — then he certainly should have just [as] fearlessly communicated issues every day during those video teleconferences,” Gilday said.
Rep. Adam Smith, a Washington Democrat and chairman of the House Armed Services Committee, said on Friday that everyone up and down the Navy chain of command had a role to play in the inadequate response to the situation on the carrier. Smith announced that his committee has launched its own investigation into the Roosevelt’s COVID-19 outbreak.
“The Department’s civilian leadership portrayed Captain Crozier’s decision-making aboard the Roosevelt as the critical weakness in the Navy’s response, but the truth is that civilian leadership was also to blame,” Smith said. “… While the committee works on our own investigation, it is my hope that the Navy will learn from this series of mistakes.”

MWR … or your branch’s equivalent
Short for Morale, Welfare, and Recreation, each military branch (and each base) will have its own MWR office that hosts events. Follow them online and sign up for email notifications, or stop by in person for a list of what’s ahead and how you can get involved. MWR is known for rec centers, recreational rentals, kids’ sports leagues, movie showings, parties, and more.
Word of mouth
As you meet new folks, make a point to have real conversations. Tell them what you like and what you’re looking to do at your new base. You never know who knows what … or who might be willing to try something new. But you can’t get access to their wealth of information unless you make it a point to be friendly and say hello.
Out and about
Running errands just got more interesting! As you head to new spots in town, look for posters or bulletin boards that list upcoming dates. The grocery store, gas stations, the library — all of your regular errand stops, plus a few recreational, will inform you about upcoming activities. Make a point to seek out flyers or public boards and simply take note of what’s ahead.
Don’t sit in the dark when at a new duty station. Look for lists of what’s ahead for an easier way to transition and immerse yourself into the local culture. Military and civilian alike!
