1st Lt. Ashley White was killed during combat operations in Kandahar Province, Afghanistan on October 22, 2011 when the assault force she was supporting triggered an improvised explosive device. Ashley was assigned to the 230th Brigade Support Battalion, 30th Heavy Brigade Combat Team, North Carolina National Guard, Goldsboro, NC and served as a member of a Cultural Support Team attached to a Joint Special Operations Task Force in Afghanistan. As a Cultural Support Team Member on her first deployment to Afghanistan, White selflessly served. Ashley’s actions exemplify the highest commitment to duty, honor, and country. In every instance she served with distinction in support of the Task Force and our great nation.
But UTC Aerospace Systems, manufacturer of the bomber’s ACES II ejection seat, wants to be clear: The seat itself is not the problem.
Whether you’re talking about a fighter jet or a bomber, the ejection seat is a complicated system that propels a pilot out of the aircraft in an emergency, John Fyfe, director of Air Force programs for UTC, said in a recent interview with Military.com. “There’s an electronic sequencing system, especially if you have multiple seats,” as in the B-1 bomber.
After coordinating with the Air Force, UTC believes “there’s an issue with the sequencing system,” he said.
Air Force Chief of Staff Gen. David Goldfein told reporters in July 2018, “What we’ve learned from the investigation is there are actually two pathways to fire the seat, and there was one particular part that had gotten crimped, so that — when he pulled the handles — the signal to the ejection seat didn’t flow.”
But Fyfe said the issue has been oversimplified in media reports. It’s been implied “that the ejection seat didn’t fire, when in fact the ejection seat was never given the command to fire,” he said.
While UTC also makes entire ejection systems, on “this particular B-1, [the sequence system] was not ours,” he said, adding that there are multiple vendors for the sequencing systems.

There’s also a hatch removal system, which blows each hatch above the four seats in the bomber, Fyfe said. “That sequences the order that the seats go out of the cockpit and has an inherent delay so that whatever’s above you, whether it’s a canopy … or hatches … those blow and there’s an opening. And then the seats fire.”
The service in June 2018 grounded its B-1B bomber fleet over safety concerns related to the ejection seat problem. The stand-down was a direct result of the emergency landing the Lancer made May 1, 2018, at Midland Airport in Texas. It was reported at the time that the B-1B, from Dyess Air Force Base, was not carrying weapons when it requested to land because of an engine fire.
The back ceiling hatch, which hovers over either the offensive or defensive weapons systems officer (WSO) depending on mission set, was open, although all four crew members were shown sitting on the Midland flight line in photos after landing the aircraft.
Air Force leaders have said the issue has not affected overseas operations and that maintenance crews have prioritized fixes on the faulty systems for bombers carrying out missions across the globe.
“I got an update here recently on the delivery schedule for the last lot to make sure those seats are healthy,” Gen. Timothy Ray, head of Air Force Global Strike Command, told reporters at the annual Air Force Association Air, Space and Cyber conference outside Washington, D.C., in September 2018.
“What you’ll do is you’ll use the good airplanes a lot more,” he said then. “And we give the commanders some latitude as to what they will fly and what they will and won’t fly in terms of risk. But in the end, we’re not going to put anyone in a position where they’re not safe.”

President Vladimir Putin hailed new missiles in Russia’s military arsenals but emphasized Oct. 18, 2018, that the country would only use its nuclear weapons in response to an incoming missile attack.
Putin emphasized during an international policy forum in Sochi that Russia’s military doctrine doesn’t envisage a preventative nuclear strike. He said Moscow only would tap its nuclear arsenal if early warning systems spotted missiles heading toward Russia, in which case “the aggressor should know that retaliation is inevitable.”
“Only when we become convinced that there is an incoming attack on the territory of Russia, and that happens within seconds, only after that we would launch a retaliatory strike,” he said during a panel discussion at the forum.
“It would naturally mean a global catastrophe, but I want to emphasize that we can’t be those who initiate it because we don’t foresee a preventative strike,” Putin said.
“We would be victims of an aggression and would get to heaven as martyrs,” while those who initiated the aggression would “just die and not even have time to repent,” he added.

The Russian leader also warned that new hypersonic missiles his country developed give it a military edge.
“We have run ahead of the competition. No one has precision hypersonic weapons,” he said. “Others are planning to start testing them within the next 1 to 2 years, and we already have them on duty.”
Another new weapon, the Avangard, is set to enter service in the next few months, he said. In 2018, Putin said the Avangard has an intercontinental range and can fly in the atmosphere at a speed 20 times the speed of sound, making it capable of piercing any missile defense system.
His blunt talk on Oct. 18, 2018, comes as Russia-West relations remain frosty over the Ukrainian crisis, the war in Syria and the allegations of Russian meddling in the 2016 U.S. presidential vote.
Putin said he still hopes U.S. President Donald Trump will be able to improve the ties between their countries. He thinks Trump wants “some sort of stabilization and improvement of U.S.-Russian ties” and said Moscow is ready for that “at any moment.”
Putin said his meeting with Trump in Helsinki in July 2018 was positive and they had a “normal, professional dialogue” even though their exchange brought strong criticism from Trump.

At the same time, the Russian president sharply criticized Washington’s reliance on sanctions against Russia and others, saying the instrument of punishment “undermines trust in the dollar as a universal payment instrument and the main reserve currency.”
“It’s a typical mistake made by an empire,” Putin said. “An empire always thinks that it’s so powerful that it can afford some mistakes and extra costs.”
Building on his defiance and boasts, Putin said Russia had nothing to fear given its defense capability and “people ready to defend our sovereignty and independence.”
“Not in every country are people so eager to sacrifice their lives for the Motherland,” he said.
The U.S. offered to send its “most advanced warship” to the Korean Peninsula to curb threats from North Korea, South Korean defense officials revealed.
Admiral Harry Harris, head of the U.S. Pacific Command, suggested stationing the stealth destroyer USS Zumwalt at a South Korean naval base at either Jeju Island or Jinhae to deter North Korea, Ministry of Defense spokesman Moon Sang-gyun said at a press conference Monday.
The $4 billion multipurpose destroyer is armed with SM-6 ship-to-air missiles, Tomahawk long-range cruise missiles, and anti-submarine weapons.
Responding to North Korean provocations, South Korea has been calling on the U.S. to deploy strategic assets to the peninsula on a permanent basis. Pyongyang conducted two nuclear tests and around two dozen ballistic missile tests last year, and 2017 began with multiple threats of an impending intercontinental ballistic missile test.
“A deployment of strategic assets is something that we can certainly consider as a deterrence against North Korea’s nuclear and military threats,” Moon explained, “We haven’t received any official offer in regard to the deployment of the Zumwalt, but if the U.S. officially makes such a suggestion, we will give serious consideration.”

Some observers believe Harris’ proposal should not be taken literally and should, instead, be treated as a sign that the U.S. is committed to defending South Korea.
Given some of the Zumwalt’s issues, it is questionable whether the U.S. would actually deploy the Zumwalt to the Korean Peninsula.
Secretary of Defense James Mattis assured South Korea this weekend that the U.S. will stand by it against North Korea. “The United States stands by its commitments, and we stand with our allies, the South Korean people,” he explained.
“We stand with our peace-loving Republic of Korea ally to maintain stability on the peninsula and in the region, Mattis added, “America’s commitments to defending our allies and to upholding our extended deterrence guarantees remain ironclad. Any attack on the United States, or our allies, will be defeated, and any use of nuclear weapons would be met with a response that would be effective and overwhelming.”
Mattis reportedly agreed to send strategic assets to the peninsula.
The U.S. is expected to send the Nimitz-class supercarrier USS Carl Vinson and its accompanying carrier strike group, as well as strategic bombers, to South Korea to take part in the Key Resolve military exercise.

Mike Tyson, in his prime, was a force to be reckoned with — in and out of the boxing ring. His training consisted of waking up at 4 am to do a 3-5 mile jog, followed by breakfast, a 10-12 round spar, and calisthenics. Then, he’d eat lunch, do six more rounds of sparring, squeeze in some bag work, slip bag, jump rope, pad work, and speed bag.
It’s not over yet. Then, Tyson would then do more calisthenics, shadow boxing, followed by even more calisthenics, a quick dinner, and some time on the exercise bike as a cool down before studying his upcoming opponents or watching training footage.

Odds are that Mr. Stolen-Valor-Waiting-to-Happen has already quit but if, by some miracle, they’re still alive, take them on a run. Not just any run, but the longest run they’ve ever done. Give them a false sense of hope whenever they ask ‘how much further?’ by saying ‘we’re almost done.’
Little do they realize you’re not running to a place, you’re running until they quit.
The Army recently demonstrated extended ranges for the guided multiple launch rocket system, and two 155mm cannon artillery precision munitions.
Aligning with the Army’s top priority — Long-Range Precision Fires — these changes support the force’s need for both close and deep-strike capabilities against a near-peer adversary.
Last fall, the Army conducted demonstrations of the new XM1113 and Excalibur M982 munitions from a prototype Extended Range Cannon Artillery, or ERCA self-propelled howitzer
The XM1113 Insensitive Munition High Explosive Rocket Assisted Projectile is slated to replace the Army’s aging M549A1 rounds. Currently, the M549 rounds can reach about 30 km.
The XM1113 reached 72 km during a demonstration, said Rich Granitzki, Long-Range Precision Fires Science and Technology Advisor for Combat Capabilities Development Command, or CCDC, at Picatinny Arsenal, New Jersey.
The XM1113 consists of a high fragmentation steel body with a streamlined ogive, the curved portion of a projectile between the fuze well and the bourrelet, and a high performance rocket motor. The projectile body is filled with insensitive munition high explosive and a supplementary charge. On gun launch, propellant gases initiate a delay device that will ignite the rocket motor, boosting velocity at an optimal time in the trajectory to maximize range.

Similarly, the Excalibur M982 is a Global Positioning System-guided, extended-range artillery projectile, supporting the Army’s next generation of cannon artillery.
During a limited-range test, the M982 exhibited an increase in range, going from 40 to 62 km, Granitzki added.
Moving forward, ammo modernization and improvements to cannon technologies will play a vital role in optimizing these and other armaments technologies to reach “extended ranges and to get increased rates of fire,” Granitzki said.
“We are still maturing our demonstrators, component technology and subsystems, in advance of future demonstrations to transition our systems to programs of record,” he added.
The Army has also made improvements to the XM30 Guided Multiple Launch Rocket System, or GMLRS, nearly doubling its range.
The current XM30 rocket is a GPS-guided high-speed rocket equipped with small wing-like controls on the nose of the projectile to enhance accuracy. The XM30 system has an advertised range of 70 km, said Mike Turner, fire support capability area lead supporting CCDC Aviation Missile Center.
To extend the XM30’s range, the Army moved the control fins to the rear of the device, Turner said. In addition to the tail controls, the Army redesigned the nose of the rocket to make it aerodynamic, equipped the device with a light-weight composite motor, and added propellant.

In result, the new Tail Controlled Guided Multiple Launch Rocket System, or TC-G, reached 139 km during a demonstration at altitude.
“This takes a product that exists in the Army’s inventory and nearly doubles the range,” he said. “By moving the control surfaces to the rear, we’re giving it more control, maneuverability, and range.”
To support the new device, the Army fabricated a composite smooth-bore tube, ensuring a clean launch for the guided rocket,” said Brett Wilks, a TC-G program manager.
In theory, these tubes could be retrofitted to existing launch systems, resulting in no significant impact to current Army software or hardware, he added
CCDC completed the science and technology phase of the program in September 2018. The Army looks to transition the program to an initial operating capability in the next couple of years, Turner said.
“It is our mission at CCDC AvMC to look at future concepts and reduce risk. We showed the Army what’s capable for long-range missile systems,” he added.
A US military airstrike destroyed an al-Shabab training camp, killing eight suspected militants, officials said.
The US military in Africa says it carried out an airstrike in southern Somalia that killed eight alleged al-Shabab militants at a rebel command and logistics camp, 185 miles southwest of the capital Mogadishu.
The Pentagon said the operation occurred at approximately 0600 GMT “in coordination with regional partners as a direct response to al-Shabab actions, including recent attacks on Somali forces.”
The statement emphasised that the strike was carried out as part of US President Donald Trump’s March authorization of American forces “to conduct legal action against al-Shababwithin a geographically defined area of active hostilities in support of (the) partner force in Somalia.”
Somali president Mohamed Abdullahi Mohamed Farmaajo confirmed the airstrike, saying that Somali and partner forces destroyed an al-Shabab training camp near Sakow, in the Middle Juba region.
“The mission which was successfully ended destroyed an important training camp where the group used to organise violent operations,” said Mohamed. “This undermines their ability to mastermind more attacks.”
Neither statement mentioned casualties.
There was no immediate comment on the airstrike from Somalia’s homegrown extremist group, al-Shabab, which is allied to al-Qaeda.
Army scientists, working with officials from the National Football League, have developed a wearable device that helps reduce head and neck injuries.
The Rate-Activated Tether, is a flexible strap that connects a helmet to shoulder pads or body armor, said Shawn Walsh of the Weapons and Material Research Directorate at Army Research Laboratory.
“What happens is if that when head is exposed to adverse acceleration, this RAT strap will basically transition into a rigid device that will transmit the load to the body, and it has been proven to significantly reduce acceleration,” Walsh told defense reporters at a recent roundtable discussion sponsored by Program Executive Office Soldier.
Over the years, the Defense Department has partnered with the NFL and the National Collegiate Athletic Association to research brain injuries. For example, the Army beginning in 2007 put blast sensors into tens of thousands of helmets to monitor head injuries from roadside bombs in Afghanistan. And the Pentagon and NCAA in 2014 announced a joint study into concussions.
Army scientists are not sure if the device will eliminate Traumatic Brain Injury or concussions, but “we can say with some confidence that there is some benefit to reducing adverse acceleration,” Walsh said.
The device could help to prevent head injuries sometimes experienced by paratroopers, Walsh said.
“It is a known fact that paratroopers do experience head injuries,” he said. “They are trained to land very carefully, but sometimes at night, in the rain or in irregular terrain and something goes just a little off, they can land on their head,” he said. “There is some very real Army applications associated with that as well.”
Army officials also discussed more long-term science and technology initiatives such as a project to design robots that could one day deploy shields to protect soldiers in a firefight.
“Part of our job at the research center is to kind of try to push the Army out of its comfort zone,” Walsh said. “One of the things we are exploring now is robotics.”
An effort known as Robotic Augmented Soldier Protection is designed to shadow soldiers and deploy a protective shield when an attack occurs, Walsh said.
“A lot of people associate robotics with lethality, but what we are looking at is can we use robotics in a purely protective mode?” Walsh said. “Can we use these robotics to deploy protective mechanisms … that can work to protect a human?”
What is lacking right now is the science, Walsh said, adding that the Army is trying to work with the academic community on the effort.
Army officials that develop soldier requirements at the Army’s Maneuver Center of Excellence at Fort Benning, Georgia are also interested in the concept, said Col. Curt “Travis” Thompson, director of the Soldier Division at Training and Doctrine Command’s Capability Manpower – Soldier.
“We are the closest touchpoint to the soldiers who are out in the field … but that doesn’t mean that we are the closest touch point to the realm of the possible or where we should be going,” he said. “We absolutely rely on ARL to kind of inform us to what is possible.”
The service’s leadership has shown interest in the effort, Walsh said.
“The Army is encouraging us; we were actually down at Fort Benning,” Walsh said. “They want to see more prototyping. They want to be introduced to these concepts as soon as possible.”
While still a fledgling effort, ARL does have a working prototype, he said.
“We are not saying that every soldier would have one,” Walsh said. “This is only useful in certain scenarios.”
Did the VA read anything I submitted to them? Are these outside medical exams a scam? Who is willing to fight for me?
These are all common questions that Joseph Sapien, a Southern California-based Veteran Service Officer and Army vet, encounters on a daily basis. Veteran Service Officers, or “VSOs,” serve as a free resource to help vets properly submit disability claims and steer them to all the benefits of their service.
WATM recently spoke with Sapien on what it’s like serving as a VSO and got some advice from him on how to handle issues veterans face during the process of filing claims with the VA.
1. Where do I find a Veteran Service Officer to help with my claim?
Finding a Veteran Service Officer is as easy as picking up the phone and dialing 888-777-4443 to locate the office nearest you or by visiting the Veterans of Foreign Wars, American Veterans, or the Disabled American Veterans. Visiting a VSO is free of charge. Veterans should refrain from paying out of pocket to any agency claiming to offer them help with their claim. There are veterans services available in all 50 states.
2. Who is willingly to fight for me?
One benefit that a lot of veterans don’t take advantage of is calling up their congressman. Sapien says it’s a good idea for all vets to know who their elected officials are and meet them in person.
“This guy listens and tries to help vets, I have seen him give his time and thoughts on veteran matters, and that impressed me,” Sapien says of his local congressman, Rep. Tony Cárdenas.
3.What are some benefits Veterans don’t know about?
Caregiver program: This program provides monthly stipends to pay for support caregivers along with home and vehicle modifications for those who qualify. Caregivers of eligible veterans are urged to apply through the Caregiver Program website or by calling 855-260-3274.
College fee waiver: This program is set up to waive tuition fees for dependents and possibly for spouses. This is a state-based program. Visit your local VSO for more information.
4.What paperwork should I have before visiting a VSO?
Having the most current medical record on hand is key. If it’s not up-to-date, consider tracking the paperworkdown by getting in touch with your previous commands. Have a good solid copy of your service record on hand as well as your DD-214. The better your records are kept, the fewer bumps in the road. Just remember, filing is a process.
If you’re missing some of the documents, you can request them from archives.gov. It typically takes four to six weeks.
5.What Joe would like you to know
“We need to take care of each other. The only reason our era of veterans are getting better treatment and benefits is due to the Vietnam veterans who fought for our government,” Sapien says. “They fought and kept fighting for what was right, not for what was popular, not for the status quo. It’s our turn to stand. It is our turn to fight for future generations, so when they come home, they will be taken care of better than we are today.”
“A paraglider flies at a low altitude without making a sound. It could be useful for making a surprise attack, like a drone,” a South Korean defense official told Yonhap.
“I believe that North Korean special forces are adopting amazing methods of infiltration with limited resources,” the official said.
The US and South Korea, in response, conducted their own short-range air-defense drills, known as SHORAD, in late September to thwart “low altitude cruise missiles, unmanned aerial systems and air breathing threats,” Newsweek reported, citing a US Army press release.
The joint drills were aimed at defending “a critical location, de-conflicting engagements of enemy aircraft based on sector of fire, and utilizing secondary means of targeting enemy aircraft when their primary weapon system becomes combat ineffective,” the US Army said, adding that the drills included “scout helicopters and a perimeter attack by ROK Special Forces.”
South Korean Gin Gliders, one of the world’s largest producers of paragliders, used to operate in the Kaesong Industrial Complex, which is a collaborative economic area between the North and South. Seoul closed the complex in early 2016 in response to North Korea’s missile tests.
Pyongyang, however, reopened the plant last week despite Seoul’s objections, according to Newsweek.
The US Army said it will continue the SHORAD drills in the coming months.
The Marine Corps has, in recent months, started to shift its focus away from operations in the Middle East and begun to emphasize preparing to operate in extreme cold— like that found in northern Europe and northeast Asia.
US forces “haven’t been in the cold-weather business for a while,” Marine Corps Commandant Gen. Robert Neller said in January 2018. “Some of the risks and threats there, there is a possibility we are going to be there.”
That reorientation has placed new demands on Marines operating at northern latitudes in Europe and North America — and put new strains on their equipment.
The Corps has issued requests for information on a new cap and gloves for intense cold, and it plans to spend nearly $13 million on 2,648 sets of NATO’s ski system for scout snipers, reconnaissance Marines, and some infantrymen.
But the transition to new climates hasn’t gone totally smoothly. Marines in northern Norway in 2016 and early 2017 reported a number of problems with their gear. Zippers stuck; seams ripped; backpack frames snapped; and boots repeatedly pulled loose from skis or tore on the metal bindings.

Now the service is increasingly drawing on new technology to keep Marines equipped in harsh environments.
Marines at the Mountain Warfare Training Center, working with the Marine Corps System Command team focused on additive manufacturing, which is also known as 3D printing, have come up with a method for same-day printing of new snowshoe clips, which keep boots locked into show shoes.
“If a Marine is attacking a position in the snow while in combat, and the clip on their boot breaks, it makes it difficult for the Marine to run forward with a rifle uphill to complete the mission,” Capt. Matthew Friedell, AM project officer in MCSC’s Systems Engineering and Acquisition Logistics, said in a release. “If he or she has a 3D-printed clip in their pocket, they can quickly replace it and continue charging ahead.”
Th teams designed and printed the new clip, made of resin, within three business days of the request, and each clip costs just $0.05, the Marine Corps said in the release. The team has also 3D-printed an insulated cover for radio batteries that would otherwise quickly be depleted in cold weather.
“The capability that a 3D printer brings to us on scene saves the Marine Corps time and money by providing same-day replacements if needed,” said Capt. Jonathan Swafford, AM officer at MWTC. “It makes us faster than our peer adversaries because we can design whatever we need right when we need it, instead of ordering a replacement part and waiting for it to ship.”

The Marines aren’t the only ones working on 3D printing. The Navy is using it to make submersibles, and Air Mobility Command chief Gen. Carlton Everhart said in mid-2017 that the Air Force was looking at 3D printing to produce replacement parts.
But the Marine Corps has expressed particular interest in the technology.
A September 2016 message gave Marine unit commands broad permission to use 3D printing to build parts for their equipment. The force now relies on it to make products that are too small for the conventional supply chain, like specialized tools, radio components, or items that would otherwise require larger, much more expensive repairs to replace.
In June 2017, Marine Lt. Col. Howard Marotto, the Corps’ lead for additive manufacturing and 3D printing, told Military.com that Marines were the first to deploy the machines to combat zones with conventional forces.
Marotto said several of the desktop-computer-size machines had been deployed with the Marine Corps crisis-response task force in the Middle East.

The Corps is developing the X-FAB, a self-contained, transportable 3D-printing facility contained within a 20-foot-by-20-foot box, meant to support maintenance, supply, logistics, and engineer units in the field. The service also said it wants to 3D-print mini drones for use by infantry units.
Marine officials have attributed much of the Corps’ progress with 3D printing to its younger personnel, many of whom have taken initiative and found ways to incorporate the new technology.
“My eyes are watering with what our young people can do right now,” Marine Corps Assistant Commandant Gen. Glenn Walters said at a conference in March 2018, adding that 69 of the devices had been deployed across the force. “I have an engineering background, but I’m telling you, some of these 21- and 22-year-olds are well ahead of me.”

A Green Beret was killed in a Feb. 2 vehicle accident while deployed to Niger, We Are The Mighty has learned.
According to an Africa Command spokeswoman, Warrant Officer 1 Shawn Thomas died and another Green Beret was wounded in the incident, which took place while they were traveling between military outposts in the West African nation.
“The service members were part of a small military team advising members of the Nigerien Armed Forces who are conducting counter-Boko Haram operations to bring stability to the Lake Chad Basin region,” Capt. Jennifer Dyrcz, a spokeswoman for United States Africa Command, said in an e-mail. “This happened during a routine administrative movement between partner force outposts when the accident occurred. It is clear at this time enemy forces were not involved,”
According to a report in Stars and Stripes, Thomas was in Niger as part of the 1st Battalion, 3rd Special Forces Group. Each Special Forces Group specializes in a different region of the world. The 3rd SFG specializes in operating Sub-Saharan Africa, which includes Niger.
“The cause and circumstances of the accident remain under investigation. We will release more details if and when appropriate,” Dyrcz added. “To be clear, we take accidents like this seriously, and will do everything we can to ensure the proper safety measures are in place to protect our service members.”
While Boko Haram is best known for its attacks in Nigeria — notably the kidnapping of over 200 girls from their school near Chibok in April 2014 — a State Department report from 2013 notes that the group has also operated in Chad, Niger, and Cameroon.
Stars and Stripes reported that the United States military has been launching reconnaissance missions with unmanned aerial vehicles from the Nigerien capital, Niamey.
Nigeria carried out air strikes last August, killing some high-ranking members of the group. Last November, two couriers with the group were killed while in possession of a shopping list that included a number of libido enhancers and drugs to treat venereal disease.
Army Special Operations Command had not responded to e-mails requesting further details about the accident.
A U.S. official and an official from the Iraqi government told the AP that talks about keeping U.S. troops in Iraq were ongoing.
The U.S. official emphasized that discussions were in early stages and that “nothing has been finalized.” Both officials spoke on condition of anonymity in line with regulations.
In his statement, Haider al-Abadi emphasized that there are no foreign combat troops on Iraqi soil and that any American troops who stay on once IS militants are defeated will be advisers working to train Iraq’s security forces to maintain “full readiness” for any “future security challenges.”
While some U.S. forces are carrying out combat operations with Iraqi forces on and beyond front lines in the fight against IS, al-Abadi has maintained that the forces are acting only as advisers, apparently to get around a required parliamentary approval for their presence.
Any forces who remained would continue to be designated as advisers for the same reason, the Iraqi government official had told the AP.
Regardless of how the troops are designated, talks about maintaining American forces in Iraq point to a consensus by both governments that a longer-term U.S. presence in Iraq is needed to ensure that an insurgency does not bubble up again once IS militants are driven out — a contrast to the full U.S. withdrawal in 2011.
Currently, the Pentagon has close to 7,000 U.S. troops in Iraq, many not publicly acknowledged because they are on temporary duty or under specific personnel rules. At the height of the surge of U.S. forces in 2007, there were about 170,000 American troops in the country. The numbers were wound down eventually to 40,000, before the complete withdrawal in 2011.
The U.S. intervention against the Islamic State group, launched in 2014, was originally cast as an operation that would largely be fought from the skies with a minimal footprint on Iraqi soil. Nevertheless, that footprint has since expanded, given the Iraqi forces’ need for support.
