The first female Marine to try to become an infantry officer has been reclassified to a different military occupational specialty after failing her second attempt at the grueling Infantry Officer’s Course, Military.com has learned.
The officer, who has not been publicly identified, began the 84-day course July 6 and was dropped July 18 after failing to complete two conditioning hikes, Capt. Joshua Pena said.
“IOC students may not fall out of more than one hike during a course,” Pena said.
In all, 34 of the 97 officers who began the course have been dropped. Nine, including the female officer, were recommended for MOS redesignation, meaning they will be placed in a non-infantry job within the Marine Corps.
The female officer first attempted the course in April, just months after Defense Secretary Ashton Carter declared all previously closed ground combat jobs open to women and ordered the services to design plans for integration. She was dropped on the 11th day of that attempt, after failing to complete a second hike.
Notably, the officer passed the notoriously challenging first day’s combat endurance test both times she attempted the course.
While 29 female officers had attempted the IOC on a test basis in a three-year period before the integration mandate was handed down, none would have had the chance to enter infantry jobs upon passing the course.
And because all but one of the female officers were volunteers attempting the course for personal improvement and Marine Corps research purposes, they were not guaranteed a second shot at the course the way male officers were. (The other female Marine was attempting to become a ground intelligence officer, a job that opened before other infantry jobs.)
For that reason, female officers now have their fairest shot at passing the course as the Corps looks to integrate previously male-only units.
But it remains to be seen how many women will attempt to enter these formerly closed positions.
Pena said there are now no female officers enrolled or slated to participate in future IOC classes. The current class will conclude Sept. 20.
In April, Navy Secretary Ray Mabus said the Marine Corps would not change its physical standards in an attempt to help its first female infantry officers enter the fleet.
“One of the questions I got at IOC was, ‘OK, five years from now, no woman had made it through IOC. What happens?’ ” Mabus said at Camp Pendleton on April 12. “My response was, ‘No woman made it through IOC. Standards aren’t going to change.’ “
The Army is now engineering a far-superior M1A2 SEP v4 Abrams tank variant for the 2020s and beyond –designed to be more lethal, faster, lighter weight, better protected, equipped with new sensors and armed with upgraded, more effective weapons, service officials said.
Advanced networking technology with next-generation sights, sensors, targeting systems and digital networking technology — are all key elements of an ongoing upgrade to position the platform to successfully engage in combat against rapidly emerging threats, such as the prospect of confronting a Russian T-14 Armata or Chinese 3rd generation Type 99 tank.
The SEP v4 variant, slated to begin testing in 2021, will include new laser rangefinder technology, color cameras, integrated on-board networks, new slip-rings, advanced meteorological sensors, ammunition data links, laser warning receivers and a far more lethal, multi-purpose 120mm tank round, Maj. Gen. David Bassett, Program Executive Officer, Ground Combat Systems, told Scout Warrior in an interview.
While Army officials explain that many of the details of the next-gen systems for the future tanks are not available for security reasons, Basset did explain that the lethality upgrade, referred to as an Engineering Change Proposal, or ECP, is centered around the integration of a higher-tech 3rd generation FLIR – Forward Looking Infrared imaging sensor.
The advanced FLIR uses higher resolution and digital imaging along with an increased ability to detect enemy signatures at farther ranges through various obscurants such as rain, dust or fog, Bassett said.
“A combination of mid-wave and long-wave sensors allow for better target identification at long ranges and better resolution at shorter ranges,” Bassett explained. Higher-definition sensors allow Army crews to, for instance, better distinguish an enemy fighter or militant carrying an AK 47.
Improved FLIR technologies also help tank crews better recognize light and heat signatures emerging from targets such as enemy sensors, electronic signals or enemy vehicles. This enhancement provides an additional asset to a tank commander’s independent thermal viewer.
Rear view sensors and laser detection systems are part of these upgrades as well. Also, newly configured meteorological sensors will better enable Abrams tanks to anticipate and adapt to changing weather or combat conditions more quickly, Bassett explained.
“You do not have to manually put meteorological variables into the fire control system. It will detect the density of the air, relative humidity and wind speed and integrate it directly into the platform,” Basset explained.
The emerging M1A2 SEP v4 will also be configured with a new slip-ring leading to the turret and on-board ethernet switch to reduce the number of needed “boxes” by networking sensors to one another in a single vehicle. Also, some of the current electronics, called Line Replaceable Units, will be replaced with new Line Replaceable Modules including a commander’s display unit, driver’s control panel, gunner’s control panel, turret control unit and a common high-resolution display, information from General Dynamics Land Systems states.
Advanced Multi-Purpose Round
The M1A2 SEP v4 will carry Advanced Multi-Purpose 120mm ammunition round able to combine a variety of different rounds into a single tank round.
The AMP round will replace four tank rounds now in use. The first two are the M830, High Explosive Anti-Tank, or HEAT, round and the M830A1, Multi-Purpose Anti -Tank, or MPAT, round.
The latter round was introduced in 1993 to engage and defeat enemy helicopters, specifically the Russian Hind helicopter, Army developers explained. The MPAT round has a two-position fuse, ground and air, that must be manually set, an Army statement said.
The M1028 Canister round is the third tank round being replaced. The Canister round was first introduced in 2005 by the Army to engage and defeat dismounted Infantry, specifically to defeat close-in human-wave assaults. Canister rounds disperse a wide-range of scattering small projectiles to increase anti-personnel lethality and, for example, destroy groups of individual enemy fighters.
The M908, Obstacle Reduction round, is the fourth that the AMP round will replace; it was designed to assist in destroying large obstacles positioned on roads by the enemy to block advancing mounted forces, Army statements report.
AMP also provides two additional capabilities: defeat of enemy dismounts, especially enemy anti-tank guided missile, or ATMG, teams at a distance, and breaching walls in support of dismounted Infantry operations.
Bassett explained that a new ammunition data link will help tank crews determine which round is best suited for a particular given attack.
“Rather than having to carry different rounds, you can communicate with the round before firing it,” Bassett explained.
Engineering Change Proposal 1
Some of the upgrades woven into the lethality enhancement for the M1A2 SEP v4 have their origins in a prior upgrades now underway for the platform.
Accordingly, the lethality upgrade is designed to follow on to a current mobility and power upgrade referred to as an earlier or initial ECP. Among other things, this upgrade adds a stronger auxiliary power unit for fuel efficiency and on-board electrical systems, improved armor materials, upgraded engines and transmission and a 28-volt upgraded drive system. This first ECP, slated to begin production by 2017, is called the M1A2 SEP v3 variant.
This ECP 1 effort also initiates the integration of upgraded ammunition data links and electronic warfare devices such as the Counter Remote Controlled Improvised Explosive Device – Electronic Warfare – CREW. An increased AMPs alternator is also part of this upgrade, along with Ethernet cables designed to better network vehicle sensors together.
The Abrams is also expected to get an advanced force-tracking system which uses GPS technology to rapidly update digital moving map displays with icons showing friendly and enemy force positions.
The system, called Joint Battle Command Platform, uses an extremely fast Blue Force Tracker 2 Satcom network able to reduce latency and massively shorten refresh time. Having rapid force-position updates in a fast-moving combat circumstance, quite naturally, could bring decisive advantages in both mechanized and counterinsurgency warfare.
Active Protection Systems
The Army is fast-tracking an emerging technology for Abrams tanks designed to give combat vehicles an opportunity to identify, track and destroy approaching enemy rocket-propelled grenades in a matter of milliseconds, service officials said.
Called Active Protection Systems, or APS, the technology uses sensors and radar, computer processing, fire control technology and interceptors to find, target and knock down or intercept incoming enemy fire such as RPGs and Anti-Tank Guided Missiles, or ATGMs. Systems of this kind have been in development for many years, however the rapid technological progress of enemy tank rounds, missiles and RPGs is leading the Army to more rapidly test and develop APS for its fleet of Abrams tanks.
The Army is looking at a range of domestically produced and allied international solutions from companies participating in the Army’s Modular Active Protection Systems (MAPS) program, an Army official told Scout Warrior.
General Dynamics Land Systems, maker of Abrams tanks, is working with the Army to better integrate APS into the subsystems of the Abrams tank, as opposed to merely using an applique system, Mike Peck, Business Development Manager, General Dynamics Land Systems, told Scout Warrior in an interview.
Peck said General Dynamics plans to test an APS system called Trophy on the Abrams tank next year.
Using a 360-degree radar, processor and on-board computer, Trophy is designed to locate, track and destroy approaching fire coming from a range of weapons such as Anti-Tank-Guided-Missiles, or ATGMs, or Rocket Propelled Grenades, or RPGs.
The interceptor consists of a series of small, shaped charges attached to a gimbal on top of the vehicle. The small explosives are sent to a precise point in space to intercept and destroy the approaching round, he added.
Radar scans the entire perimeter of the platform out to a known range. When a threat penetrates that range, the system then detects and classifies that threat and tells the on-board computer which determines the optical kill point in space, a DRS official said.
Along with Rafael’s Trophy system, the Army is also looking at Artis Corporation’s Iron Curtain, Israeli Military Industry’s Iron Fist, and UBT/Rheinmetall’s ADS system, among others.
Overall, these lethality and mobility upgrades represent the best effort by the Army to maximize effectiveness and lethality of its current Abrams tank platform. The idea is to leverage the best possible modernization upgrades able to integrate into the existing vehicle. Early conceptual discussion and planning is already underway to build models for a new future tank platform to emerge by the 2030s – stay with Scout Warrior for an upcoming report on this effort.
President Donald J. Trump on Aug. 13, 2018, signed the $717 billion Fiscal 2019 National Defense Authorization Act at a ceremony at Fort Drum, New York.
The act – named for Arizona Sen. John S. McCain – authorizes a 2.6 percent military pay raise and increases the active duty forces by 15,600 service members.
“With this new authorization, we will increase the size and strength of our military by adding thousands of new recruits to active duty, Reserve and National Guard units, including 4,000 new active duty soldiers,” Trump told members of the Army’s 10th Mountain Division and their families. “And we will replace aging tanks, aging planes and ships with the most advanced and lethal technology ever developed. And hopefully, we’ll be so strong, we’ll never have to use it, but if we ever did, nobody has a chance.”

Services’ end strength set
The act sets active duty end strength for the Army at 487,500 in fiscal 2019, which begins Oct. 1, 2018. The Navy’s end strength is set at 335,400, the Marine Corps’ at 186,100 and the Air Force’s at 329,100.
On the acquisition side, the act funds 77 F-35 joint strike fighters at .6 billion. It also funds F-35 spares, modifications and depot repair capability. The budget also fully funds development of the B-21 bomber.
The act authorizes .1 billion for shipbuilding to fully fund 13 new battle force ships and accelerate funding for several future ships. This includes three Arleigh Burke-class destroyers and two Virginia-class submarines. There is also id=”listicle-2595820937″.6 billion for three littoral combat ships.
In addition, the act authorizes 24 F/A-18 Super Hornets, 10 P-8A Poseidons, two KC-130J Hercules, 25 AH-1Z Cobras, seven MV-22/CMV-22B Ospreys and three MQ-4 Tritons.
There is .2 billion in the budget for the Afghanistan Security Forces Fund, and another 0 million to train and equip Iraqi security forces to counter Islamic State of Iraq and Syria terrorists.
The budget accelerates research on hyperspace technology and defense against hyperspace missiles. It also funds development of artificial intelligence capabilities.
“In order to maintain America’s military supremacy, we must always be on the cutting edge,” the president said. “That is why we are also proudly reasserting America’s legacy of leadership in space. Our foreign competitors and adversaries have already begun weaponizing space.”
The president said adversaries seek to negate America’s advantage in space, and they have made progress. “We’ll be catching them very shortly,” he added. “They want to jam transmissions, which threaten our battlefield operations and so many other things. We will be so far ahead of them in a very short period of time, your head will spin.”
He said the Chinese military has launched a new military division to oversee its warfighting programs in space. “Just like the air, the land, the sea, space has become a warfighting domain,” Trump said. “It is not enough to merely have an American presence in space; we must have American dominance in space, and that is why just a few days ago, the vice president outlined my administration’s plan to create a sixth branch of the United States military called the United States Space Force.”
The 2019 Authorization Act does not fund the military. Rather, it authorizes the policies under which funding will be set by the appropriations committees and then voted on by Congress. That bill is still under consideration.
A real-life Captain America saved the day after a car crash in North Carolina on Tuesday.
Capt. Steve Voglezon was driving down the road when he noticed a car on fire, so he did like any soldier/superhero would do: He sprang into action, grabbed a fire extinguisher, and helped rescue three people from the wreck.
The catastrophic scene unfolded on a rural road. Heavy smoke and flames filled the air when three people were trapped inside two vehicles. John Spurrell lives nearby, and helped rescue one driver before shooting video on his smartphone.
“That’s the Army guy, Steve. He’s quite a hero,” Spurrell said as he points at his phone.
Quite fittingly, Voglezon can be seen in the video wearing a Captain America t-shirt. Because, of course he would.
“I grabbed one of the fire extinguishers and we smashed out on the back window and the driver’s side window. …. there wasn’t a real plan, I just had tunnel vision,” Voglezon told ABC News. “If I had not been a soldier, I would not have known what to do. The Army has helped a lot. I was just at the right place at the right time. People do this every day at the fire department. I wasn’t alone out there, there were at least 10 of us in the community working together.”
The three people who escaped the accident suffered only minor injuries.
General Tso is dead – long dead actually. But the man who invented his chicken dish just died in November 2016.
Taiwan News reported the death of Chef Peng Chang-kuei, creator of the famous spicy chicken, at the ripe old age of 98. And in an interesting international twist, it turns out one of Peng’s most famous dishes was hurriedly named during a visit to China by a U.S. Navy admiral in the ’50s.
Before Chairman Mao Zedong’s Communists overran mainland China, Peng was in charge of the Nationalist government banquets. When Nationalist leader Chiang Kai-shek and his government fled the mainland for Taiwan in 1949, Peng came along.
Once in Taiwan, Chef Peng founded the Hunan restaurant chain Peng Garden. Shortly after that Peng created the legendary dish, now served at more than 50,000 restaurants worldwide.
There’s even a full documentary about the history of it.
Peng told the China Times that it was during a visit from the U.S. Navy’s Admiral Arthur W. Radford in 1952 that General Tso’s Chicken was born. He served the admiral and other guests almost everything he knew how to make. So in an effort to keep it all fresh, Peng fried up some chicken and added a unique mix of sauces and seasonings.
The admiral was impressed with the dish and asked its name. Thinking quickly, Peng named it after a 19th-century Hunan Chinese general who squashed a series of rebellions during the Qing Dynasty.
The real General Tso would not know what his namesake chicken tastes like.
When Peng opened a restaurant near the United Nations building in New York, the dish followed him. Like other New York establishments’ signature dishes – the Waldorf Salad and Eggs Benedict to name a few– Peng’s chicken dish spread across America.
The General Tso’s Chicken with which most of us are familiar is actually a slight variation on Peng’s original recipe. If you want to taste the original, just make a quick visit to Peng’s in Taipei.
The developers of one of China’s newest and most advanced combat drones have released a new video showcasing its destructive capabilities.
The video was released just one week prior to the start of the China International Aviation & Aerospace Exhibition in Zhuhai, Guangdong, China, where this drone made its debut in 2016.
China Aerospace Science and Technology Corporation’s CH-5 combat drone, nicknamed the “Air Bomb Truck” because it soars into battle with 16 missiles, is the successor to the CH-4, which many call the “AK-47 of drones.”
Resembling General Atomics’ MQ-9 Reaper drone, the developers claim the weapon is superior to its combat-tested American counterpart, which carries four Hellfire missiles and two 500-pound precision bombs. The Reaper is one of America’s top hunter-killer drones and a key weapon that can stalk and strike militants in the war on terror.
The CH-5 “can perform whatever operations the MQ-9 Reaper can and is even better than the US vehicle when it comes to flight duration and operational efficiency,” Shi Wen, a chief CH series drone designer at the China Academy of Aerospace Aerodynamics, told the China Daily two years ago.
But, while the CH-5 and the MQ-9 may look a lot alike, it is technological similarity, not parity. The Reaper’s payload, for instance, is roughly double that of China’s CH-5. And, while China’s drone may excel in endurance, its American counterpart has a greater maximum take-off weight and a much higher service ceiling.
The sensors and communications equipment on the Chinese drone are also suspected to be inferior to those on the MQ-9, which in 2017 achieved the ability to not only wipe out ground targets but eliminate air assets as well.
Nonetheless, these systems can get the job done. The CH-4, the predecessor to the latest CH series drone, has been deployed in the fight against the Islamic State.
China has exported numerous drones to countries across the Middle East, presenting them as comparable to US products with less restrictions and for a lower price.

China, Russia, Malaysia, and other nations are failing to curb sanctioned financial dealings and trade conducted by North Korea in their countries, according to a U.N. report.
A U.N. panel of experts on North Korea said these nations and others are failing to stop the Kim Jong Un regime’s efforts to fund its nuclear and missile programs, according to a report reviewed by The Wall Street Journal. CNN received key sections of the report.
Their draft report was distributed to a U.N. committee overseeing North Korea sanctions compliance. It then goes to the Security Council.
In violation of U.N. sanctions, North Korean exported roughly $200 million in coal and other commodities in 2017, the panel said. Much of the regime’s coal and fuel shipments passed through Chinese, Malaysian, Vietnamese, or Russian ports.
More than 30 representatives of North Korean financial institutions are operating in foreign nations, including Russia and China, the investigators said.
North Korea “is already flouting the most recent resolutions by exploiting global oil supply chains, complicit foreign nationals, offshore company registries and the international banking system,” the document stated.
Several dozen times over the past decade, the report said, North Korean weapons have been shipped to Syria to develop a chemical-weapons program.
Syria told the panel no North Korea technical companies are operating in the country, and the only North Koreans there are involved in sports.
A member country also reported that Myanmar is buying a ballistic-missile system and conventional weapons from North Korea, including rocket launchers and surface-to-air missiles, according to the report.
Chinese, Russian, Malaysian, and Burmese embassies in Washington didn’t respond to a request for comment by The Wall Street Journal.
Last year, the U.N. Security Council passed stronger sanctions against North Korea after several weapons tests, including nuclear ones.
In 1945, Allied military and newsreel cameramen documented the liberation of Nazi concentration camps as the British, American, and Russian forces pushed ever further into Germany. This footage was compiled and edited by the British government to make the film German Concentration Camps Factual Survey (with Alfred Hitchcock as a supervising director). More than 100 reels of footage were shot to make this documentary, the intended audience was to be German people living inside the former Nazi state to show them what the regime had done in their name.
Earlier this year, HBO launched a new documentary, Night Will Fall, which draws on footage shot by those same military cameramen while using testimony from Holocaust survivors from infamous places like Bergen-Belsen, Auschwitz, Dachau and others. Narrated by Helena Bonham-Carter, the documentary includes interviews from the film’s director, Billy Wilder, and even Hitchcock himself. But the film was never completed.
German Concentration Camps Factual Survey itself was set to include interviews with the camps’ survivors, the soldiers who liberated the camps, and historians looking back to put the events into context. The rough cut of the documentary was put away into the depths of the British Imperial War Museum and was unearthed in an effort to restore this and other films like it. In fact, the sixth and final reel of the film was missing and so Night Will Fall will finally bring this heart-wrenching documentary to a conclusion after 70 years.
The unfinished film was screened on PBS’ Frontline and at the 1984 Berlin Film Festival, and uses the most shocking and riveting concentration camp footage ever seen, fully restored. This restored footage was screened in 2014 at the Berlin International Film Festival. Some of the holocaust survivors in the HBO documentary can recognize themselves in the footage shot by military cameramen. The scenes shot by the cameramen are so striking, they were used against Nazi regime officials in trials at Nuremberg.
In the end, the film was not shown because the British needed the German people to rebuild their economy on their own, as the economies of all of Europe had been derailed by the war. The British government decided showing this film would only demoralize the Germans further.
Night Will Fall aired worldwide in January 2015, but can be seen on HBOGo and HBO Now.
The Air Force is now testing new, high-tech sensors, software, electronics and other enemy radar-evading upgrades for its B-2 stealth bomber to preserve its stealth advantages and enable the aircraft to operate more effectively against increasingly capable modern air defenses.
The massive upgrade, designed to improve what’s called the bomber’s Defensive Management System, is described by Air Force developers as “the most extensive modification effort that the B-2 has attempted.”
The Defensive Management System is a technology designed to help the B-2 recognize and elude enemy air defenses, using various antennas, receivers and display processors to detect signals or “signatures” emitting from ground-based anti-aircraft weapons, Air Force Spokesman Capt. Michael Hertzog said in a written statement.
The modernized system, called a B-2 “DMS-M” unit, consists of a replacement of legacy DMS subsystems so that the aircraft can be effective against the newest and most lethal enemy air defenses.
“This system picks up where mission planning ends by integrating a suite of antennas, receivers, and displays that provide real-time situational awareness to aircrew. The DMS-Modernization program addresses shortcomings within the current DMS system,” Hertzog added.
Upgrades consist of improved antennas with advanced digital electronic support measures, or ESMs along with software components designed to integrate new technologies with existing B-2 avionics, according to an Operational Test Evaluation report from the Office of the Secretary of Defense.
The idea of the upgrade is, among other things, to inform B-2 crews about the location of enemy air defenses so that they can avoid or maneuver around high-risk areas where the aircraft is more likely to be detected or targeted. The DMS-M is used to detect radar emissions from air defenses and provide B-2 air crews with faster mission planning information – while in-flight.
Air Force officials explain that while many of the details of the upgraded DMS-M unit are not available for security reasons, the improved system does allow the stealthy B-2 to operate more successfully in more high-threat, high-tech environments – referred to by Air Force strategists as highly “contested environments.”
Many experts have explained that 1980s stealth technology is known to be less effective against the best-made current and emerging air defenses – newer, more integrated systems use faster processors, digital networking and a wider-range of detection frequencies.
Upon its inception, the B-2 was engineered to go against and defeat Soviet air-defenses during the Cold War; the idea was to operate above enemy airspace, conduct attack missions and then return without the adversary even knowing the aircraft was there. This mission, designed to destroy enemy air defenses, was designed to open up a safety zone or “air corridor” for other, less stealthy aircraft to conduct attacks.
In order to accomplish this, B-2 stealth technology was designed to elude lower-frequency “surveillance” radar – which can detect the presence of an aircraft – as well as higher-frequency “engagement” radar precise enough to allow air defenses to track, target and destroy attacking aircraft, developers explained.
It is widely believed that modern air defenses such as these are now able to detect many stealth aircraft, therefore complicating the operational equation for bombers such as the B-2, senior Air Force officials have acknowledged.
These newer air defense technologies are exhibited in some of the most advanced Russian-built systems such as the S-300 and S-400. In fact, according to a report from Dave Majumdar in The National Interest and reports in the Russian media, the Russians are now engineering a new, more effective S-500 system able to hit some stealthy targets out to 125 miles or further.
In fact, The National Interest once cited a Russian media report claiming that “stealth” technology was no longer useful or relevant – a claim that is not believed to be true at all, or is at least unambiguously disputed by many experts and developers familiar with stealth technology.
For this reason, many senior Air Force developers have explained that – moving into the future – stealth technology is merely one arrow in a metaphorical “quiver” of offensive attack capabilities used by the B-2.
Nonetheless, Hertzog explained that upgraded B-2 stealth technology will have a much-improved operating ability and “strategic advantage” against a vastly wider range of air defenses.
“With necessary upgrades, the B-2 can perform its mission regardless of location, return to base safely, and permit freedom of movement for follow-on forces, including other long range strike platforms. Modifications such as the DMS-M are necessary to preserve this strategic advantage against 21st century threats,” Hertzog added.
The DMS-M upgrade does not in any way diminish the stealth properties of the aircraft, meaning it does not alter the contours of the fuselage or change the heat signature to a degree that it would make the bomber more susceptible to enemy radar, developers said.
Many advanced air defenses use X-band radar, a high-frequency, short-wavelength signal able to deliver a high-resolution imaging radar such as that for targeting. S-band frequency, which operates from 2 to 4 GHz, is another is also used by many air defenses, among other frequencies.
X-band radar operates from 8 to 12 GHz, Synthetic Aperture Radar, or SAR, sends forward and electromagnetic “ping” before analyzing the return signal to determine shape, speed, size and location of an enemy threat. SAR paints a rendering of sorts of a given target area. X-band provides both precision tracking as well as horizon scans or searches. Stealth technology, therefore, uses certain contour configurations and radar-absorbing coating materials to confuse or thwart electromagnetic signals from air defenses.
These techniques are, in many cases, engineered to work in tandem with IR (infrared) suppressors used to minimize or remove a “heat” signature detectable by air defenses’ IR radar sensors. Heat coming from the exhaust or engine of an aircraft can provide air defense systems with indication that an aircraft is operating overhead. These stealth technologies are intended to allow a stealth bomber to generate little or no return radar signal, giving air dense operators an incomplete, non-existent or inaccurate representation of an object flying overhead.
Also, the B-2 is slated to fly alongside the services’ emerging B-21 Raider next-generation stealth bomber; this platform, to be ready in the mid-2020s, is said by many Air Force developers to include a new generation of stealth technologies vastly expanding the current operational ranges and abilities of existing stealth bombers. In fact, Air Force leaders have said that the B-21 will be able to hold any target in the world at risk, anytime.
While many senior Air Force officials have made this point in recent years, the ability of the B-21 to strike anywhere in the world, was something emphasized by Lt. Gen. Arnold Bunch, Military Deputy, Office of the Assistant Secretary of the Air Force for Acquisition, told Scout Warrior last year in an exclusive interview.
Naturally, many of the details of these stealth innovations are, by design, not available for public discussion – according to Air Force and Northrop Grumman developers.
The DMS-M program achieved a key acquisition milestone last year, authorizing the program to enter what’s called the Engineering Manufacturing and Development (EMD) phase.
“Major efforts during the EMD phase include the system Critical Design Review, completion of hardware and software development efforts, Integrated Test, and Initial Operational Test and Evaluation. Three aircraft will be modified during EMD to support the successful completion of this phase,” Hertzog explained.
The program plans on achieving 2019 Full Rate Production following this phase in 2019.
The total Research Development, Test and Evaluation funding for B-2 DMS-M is $1.837B to develop four units, Hertzog added.
The B-2 is engineered and built by Northrop Grumman; the major subcontractors on the program are BAE (receivers), Ball Aerospace and L-3 Randtron (antennas), and Lockheed Martin (display processors).
Total procurement funding for the B-2 DMS-M program is $832M to procure 16 additional units.
The Air Force currently operates 20 B-2 bombers, with the majority of them based at Whiteman AFB in Missouri. The B-2 can reach altitudes of 50,000 feet and carry 40,000 pounds of payload, including both conventional and nuclear weapons.
The aircraft, which entered service in the 1980s, has flown missions over Iraq, Libya and Afghanistan. In fact, given its ability to fly as many as 6,000 nautical miles without need to refuel, the B-2 flew from Missouri all the way to an island off the coast of India called Diego Garcia – before launching bombing missions over Afghanistan.
As America works quickly to find ways to slow the spread of the coronavirus, it might not always be easy to know which industries are being affected and in what ways. Restaurants are offering takeout, cable companies are giving rebates on data usage, and the mail… well, the mail is working just like it always has. And for good reason.
Some people have expressed concerns that the coronavirus known as Covid-19 seems to have a fairly long survival window on hard surfaces like kitchen counters, so it seems feasible that one could be exposed to Covid-19 through a letter or package they receive. Others have worried that isolation procedures could disrupt delivery of mail and other shipments. Fortunately, most of these concerns can be readily dismissed.
So, here are some frequently asked questions, along with expert-backed answers.
Q:Is it safe to send and receive mail or packages amid the coronavirus outbreak?
A: Yes, according to the CDC and WHO.
Fortunately, the Center for Disease Control (CDC) has already considered our concerns about viral transmission through the mail. They point out that the likelihood that the virus could potentially survive throughout the duration of shipping is so small, there’s really no risk associated with sending or receiving packages.
“In general, because of poor survivability of these coronaviruses on surfaces, there is likely very low risk of spread from products or packaging that are shipped over a period of days or weeks at ambient temperatures,” the CDC website reads.
The CDC aren’t the only ones saying mail is safe to send and receive. The experts at the World Health Organization (WHO) have echoed the CDC’s sentiments in their own releases.
“The likelihood of an infected person contaminating commercial goods is low and the risk of catching the virus that causes COVID-19 from a package that has been moved, travelled, and exposed to different conditions and temperature is also low,” the WHO said.
Q: Are mail rooms shutting down at basic training?
A: No, and if that changes, we’ll let you know right away.

Q: Will mail be delayed because of the coronavirus?
A: It isn’t now, but we’ll let you know if that changes.
It may be safe to send and receive letters, but many have found themselves wondering if letters will still reach their destination in a normal amount of time amidst all the changes businesses have made to minimize the spread of Covid-19.
At least for now, the answer is that things are progressing more or less as usual. Letters are still being delivered in the usual amount of time through the regular postal service, and most letters sent through Sandboxx will still reach basic training the next day, just like always.
Of course, this is one answer that may change over time. As America continues to manage this outbreak, some services may run into delays. Remember that if delays do come, they’re likely the result of ensuring the safety of the package carriers.
The head of NATO has demanded that Russia release Ukrainian sailors and naval vessels it seized in a confrontation at sea, while Russian President Vladimir Putin’s spokesman says concerns that Moscow could seek to create a “land corridor” linking Russia to Crimea are “absurd.”
NATO Secretary-General Jens Stoltenberg and Kremlin spokesman Dmitry Peskov spoke on December 3 as Russia continued to hold the 24 Ukrainian seamen in Moscow jails on border-violation charges Kyiv rejects.
NATO chief warns Russia over Crimea incident after chairing emergency talks
“Russia recently seized Ukrainian ships and sailors near the Kerch Strait. There is no justification for this use of force. We call for calm and restraint. Russia must release the Ukrainian sailors and ships,” Stoltenberg said on the eve of a two-day meeting of NATO foreign ministers who will address that issue, among others.
Russia, he said, “must also allow freedom of navigation and unhindered access to Ukrainian ports in the Sea of Azov. Ukrainian vessels — military as well as civilian — have the right to navigate through the Kerch Strait and the Sea of Azov.”
Russia has been holding the sailors — crewmen from three Ukrainian naval craft — since the confrontation on November 25 in which Russian Coast Guard ships rammed a Ukrainian Navy tugboat and fired on the boats before special forces boarded them.
The clash has added to tension over Crimea, which Russia occupied and took over from Ukraine in March 2014, and raised fears of a flare-up in a simmering war between Kyiv and Russia-backed separatists that has killed more than 10,300 people in eastern Ukraine since April 2014.
The Russia-backed separatists hold parts of the Luhansk and Donetsk regions, including a piece of shoreline that lies between the Russian border and the Ukrainian Sea of Azov port city of Mariupol.
Peskov dismissed concerns that Russia could seek to gain access by land to Crimea by seizing or helping the separatists to seize territory on the Azov shore from Mariupol to the isthmus further west that links the Ukrainian mainland to Crimea.
“It’s an absolutely absurd claim. It is another attempt to generate tension. Regretfully, attempts like this will most likely continue as we approach” the Ukrainian presidential election scheduled for March 31, he said.
Peskov claimed that “Russia has never invaded anything or created any corridors anywhere.”
But in addition to occupying and taking over Crimea, Kyiv, NATO, and Western governments say there is ample evidence that Russia has given the separatists in eastern Ukraine major military support in the war.
Meanwhile, a lawyer for one of the Ukrainian sailors confirmed on December 3 that all 24 had been charged by Russian authorities with “illegal border crossing.”
Nikolai Polozov, who is representing Denys Hrytsenko, said the sailors were formally charged on November 27.
Dzhemil Temishev, an attorney for another of the sailors, said on November 29 that 21 of the detainees were being transferred from Russia-annexed Crimea to the Lefortovo detention center in Moscow.
Russian authorities say three other Ukrainian sailors wounded on November 25 were receiving medical treatment at a different, unspecified detention center.
Russian Human Rights Commissioner Tatyana Moskalkova said on December 3 that the detained Ukrainian sailors had food, “clothes, and all the necessities.”
In remarks that appeared aimed to portray the jailing of the sailors as a strictly legal issue and tell the world that they were not being mistreated, Moskalkova said on state-run Rossia-24 TV that rights monitors “have visited the sailors and spoken with every one of them.”
She said the sailors “have no complaints about custody conditions or medical aid” and that lawyers had access to their clients. Her comments could not be independently verified.
The incident has raised tensions between Kyiv and Moscow to their highest point since Moscow seized Crimea.
Ukraine imposed martial law for 30 days in 10 regions, including all of those that border Russia or have coastlines on the Black Sea or the Sea of Azov.
Russia and Ukraine blame each other for the altercation. Russia closed the Kerch Strait to all sea traffic during the incident, and Kyiv says Russia has continued to deny passage to Ukrainian commercial traffic in and out of Mariupol and Berdyansk, another port on the Sea of Azov.
Western leaders — including all members of the G7 leading industrialized states — have called on Russia to release the Ukrainian crew and return the seized navy ships to Kyiv.

The global death toll from the coronavirus is more than 87,000 with over 1.4 million infections confirmed, causing mass disruptions as governments continue to try to slow the spread of the new respiratory illness.

Russian President Vladimir Putin has told cabinet ministers and regional heads to prepare to battle the coronavirus as he outlined steps being taken to counter the outbreak.
“Right now we need to get ready to fight for the life of each individual in every region,” Putin said during a video conference from his residence outside Moscow on April 8 during which he outlined measures being implemented to counter the growing outbreak in the country.
Russia has more than 8,670 officially confirmed coronavirus infections and at least 63 fatalities.
However, critics have cast doubt over the veracity of the figures, saying the actual toll could be much higher.
Among the steps publicized by Putin during his address was extra pay for medical personnel and the freeing up of 10 billion rubles (3 million) from the federal budget to be disbursed among the country’s more than 80 administrative regions.
In addition, he said that medical personnel who are in direct contact with coronavirus patients would be in line for an additional bonus.
Addressing the economy, Putin said that there was “practically no such thing as a total shutdown of business,” despite the obstacles and restrictions being faced.
“We must realize what kind of damage and destructive consequences this can bring about,” he said.
Putin also told the nation that he realized it is difficult to “remain inside four walls all the time.”
“But there is no choice,” he said. “One has to make it through self-isolation,” he told chiefs of Russia’s regions, which are mostly under strict lockdown.
Iranian President Hassan Rohani has urged the International Monetary Fund (IMF) to provide Tehran a multibillion-dollar emergency loan it had requested to combat the coronavirus outbreak.
The epidemic has further damaged Iran’s economy, already battered by U.S. sanctions that were reimposed after Washington in 2018 withdrew from a landmark deal between Tehran and world powers to curb the country’s nuclear program.
Tehran, as well as several countries, the United Nations, some U.S. lawmakers, and human rights groups have urged the United States to ease the sanctions to help Iran respond more effectively to the virus.
The outbreak has officially infected more than 62,500 people and killed over 3,800 in the country. Iranian officials have been criticized for their slow initial response to the pandemic, and experts have been skeptical about the veracity of official figures released by the authorities, who keep a tight lid on the media.
“We are a member of the IMF…. There should be no discrimination in giving loans,” Rohani said in a televised cabinet meeting on April 8.

Last month, the Central Bank of Iran asked the IMF for billion from its Rapid Financing Initiative to help to fight the pandemic in one of the hardest-hit countries in the world.
An IMF official was quoted as saying the Washington-based lender was in dialogue with Iranian officials over the request.
Iran has not received assistance from the IMF since a “standby credit” issued between 1960 and 1962, according to the fund’s data.
U.S. President Donald Trump has offered some humanitarian assistance, but Iranian officials have rejected the offer, saying Washington should instead lift the sanctions, which Rohani on April 8 equated to “economic and medical terrorism.”
Medicines and medical equipment are technically exempt from the U.S. sanctions but purchases are frequently blocked by the unwillingness of banks to process transactions for fear of incurring large penalties in the United States.
In one of the few instances of aid, Britain, France, and Germany used a special trading mechanism for the first time on March 31 to send medical supplies to Iran in a way that does not violate the sanctions.
The three countries sent supplies via Instex, the mechanism set up more than a year ago to allow legitimate humanitarian trade with Iran.
On April 7, Iran’s parliament reconvened for the first time since the coronavirus outbreak forced it to close, and rejected an emergency bill calling for a one-month nationwide lockdown.
More than two-thirds of the legislature’s 290 members gathered in the absence of speaker Ali Larijani, who tested positive for the virus last week.
During the session, deputy speaker Massud Pezeshkian criticized the Rohani administration for “not taking the outbreak seriously.”
Reporters Without Borders (RSF) on April 7 condemned the detention of journalist and workers’ rights defender Amir Chamani in the northwestern city of Tabriz after he posted tweets about the health situation in Iran’s prisons and protests by inmates.
The Paris-based media freedom watchdog quoted Chamani’s family as saying he was detained on April 2 after being summoned by the cyberpolice.
The authorities have given no reason for the arrest of Chamani, who was transferred to a detention center run by the intelligence department of the Islamic Revolutionary Guards Corps, according to RSF.
Romania has confirmed another 344 cases of COVID-19 to reach 4,761, with 18 more fatalities that brought the toll to 215, the country’s coronavirus task force said on April 7, amid renewed calls for a sustained increase in the number of tests.
More than 700 of those infected are health-care workers.
The first fatality among medical staff was reported on April 8 — an ambulance paramedic from the northeastern city of Suceava who had reportedly kept working without being tested for days, although his health was deteriorating rapidly.
Suceava is the epicenter of the outbreak in Romania and has been under lockdown since last week.
The first coronavirus death was registered in Romania on March 22.
An additional 631 Romanians tested positive for COVID-19 abroad, most of them — 412 — in Italy, the world’s hardest-hit country. Some 37 Romanians have died so far in Italy, Britain, France, Spain, and Germany.
The country has been under a state of emergency since March 16, and President Klaus Iohannis on April 6 announced his intention to extend it by one month, while the government decided to postpone local elections that should have been held in early summer.
The Suceava paramedic’s death adds to worries about how Romania’s system is coping with the epidemic. Doctors and nurses have spoken out in recent weeks over insufficient equipment for those treating COVID-19 cases, and many medical staff have resigned over the shortages as well as mismanagement and fatigue.
Romanian platform for online activism DeClic has launched an Internet campaign urging the authorities to speed up the testing under the slogan “Mr. [Prime Minister Ludovic] Orban, don’t toy with our lives.”
Romania, a country of 19.5 million, has tested 47,207 people for coronavirus. By comparison, fellow EU member the Czech Republic has tested almost 99,000 people out of a total of 10.5 million. The Czech death toll stands at 99, less than half of Romania’s.

A former top official of the independent Chechen Republic of Ichkeria, Akhmed Zakayev, has been hospitalized in London with coronavirus symptoms.
Zakayev’s relatives told RFE/RL that the exiled former member of the Chechen separatist government was hospitalized on April 6 after he experienced difficulties breathing.
The relatives added that three days prior to his hospitalization, other family members were experiencing COVID-19 symptoms, such as fever and cough, as well.
Medical officials asked Zakayev’s relatives to sign a consent paper to use artificial respiration during his treatment.
Zakayev, 60, served as culture minister, deputy prime minister, prime minister, and foreign minister in Chechnya’s separatist government.
He and his immediate family members have been residing in exile in London since 2002.
He is wanted in Russia for alleged terrorism, which he and his supporters deny.
