The Navy has released a message to its entire force telling them to please get their unmanned aircraft systems, or drones, certified before taking them to the skies in any capacity.
The all Navy administrative message released by the SecNav Ray Mabus reminds all Navy commanders that any aircraft owned, leased, or procured in any way by the Department of the Navy must gain an “airworthiness approval” before it can be flown in any capacity.
So, leave your commercial, off-the-shelf drones at home until you get them certified sailor (or Marine)!
The Naval Air Systems Command told WATM, “The airworthiness assessments of small [commercial off-the-shelf] UAS focus on the safety of flight, which assesses risks to personnel and property on the ground and in the air, and that the system can be operated safely and safety risks are understood and accepted by the appropriate authority.”
For everyone hoping that this announcement came because Lance Cpl. Schmuckatelli flew his drone into a Harrier engine while the big bird was attempting a vertical landing, no dice.
In their message to WATM, NAVAIR said that the ALNAV was released to alert UAS operators to existing policies because cheap, commercial drones had allowed Navy organizations who wouldn’t typically buy aircraft to do so.
The Navy is trying to bring these non-traditional aviators up to speed, not responding to Seaman Skippy’s assertion that no one had specifically said he couldn’t fly a drone over the carrier during flight ops.
Commanders with a full inventory of drones without airworthiness approvals don’t have to panic, though. NAVAIR said that it has streamlined the approval process for small, commercial drones and it can take as little as a few days.
Some factors could cause it to take much longer, such as if the drone will be used for an especially challenging purpose or in a dangerous operating environment.
Rows of chairs were filled with family members, close friends and fellow military members. As the ceremony began, all eyes were on the couple standing up front.
Thirteen years earlier, the scene was nearly identical. Back then, John was wearing his Air Force uniform, though Jennifer was wearing a wedding gown. Now, they were wearing flightsuits with oak-leaf rank on the shoulders.
And, the same friend spoke at both events. Jared Kennish first made his remarks as the best man, and now as a colonel and the 131st Bomb Wing Operation’s Group commander at Whiteman Air Force Base.
“It’s an honor to speak as John and Jennifer Avery retire from the Air Force, just as it was to speak at their wedding,” Kennish said. “This couple has made history.”
Lt. Col. John Avery and Lt. Col. Jennifer Avery were the first husband-wife pilot team to fly the B-2 Spirit.
Their two, 20-year-long careers culminated with the couple’s joint retirement ceremony on Sept. 7, 2018, at Whiteman AFB, Missouri.
Jennifer retires with more than 1,600 flying hours in the active-duty Air Force and Missouri Air National Guard. John retires with more than 2,500 flying hours in the active-duty Air Force and Missouri ANG.
The Air Force retirement is a traditional ceremony that signifies the completion of an Airman’s long, honorable career of service to his or her country.
“This is a thank-you for a job well-done,” Kennish said, “and an opportunity to highlight the history made by this couple – both individually and together.”
Of the hundreds of B-2 pilots to come after John and Jennifer, just two other married couples are among them. It’s just one of their many distinctions. Being first is a theme for the Averys.
Growing up in Miami, Jennifer said she was “shy and maybe even a little insecure – uncertain of myself.” After high school, she headed to Georgia Institute of Technology in Atlanta. She carried with her a childhood memory of visiting an Air Force base in Charleston, South Carolina. “I’ll never forget my Uncle Bill taking me into a flight simulator. That stuck with me, even to this day. I thought flying was incredible.”

Jennifer graduated in 1995 with a bachelor’s of science degree in biology and, as a member of ROTC, received a commission in the Air Force as a second lieutenant.
“I knew exactly what I wanted to do next,” she said.
Jennifer earned her pilot wings in June of 1997, which eventually took her to Ellsworth AFB, South Dakota, to fly the B-1 Lancer – and begin making history.
She was the first female B-1 pilot to go to combat, flying four sorties over Kosovo in support of Operation Allied Force in 1999. Not long after, Jennifer applied to fly the B-2 Spirit, based at Whiteman AFB, Missouri.
“I was drawn to the challenge of flying this unique aircraft that has a mission so vital to deterrence and global safety,” she said of the .2 billion stealth bomber that is capable of both nuclear and conventional missions. “To be one of the few pilots to fly this aircraft that is the backbone of nuclear security was an amazing prospect.”
She was accepted into the program and began training shortly thereafter. Her first flight in the B-2 was on Feb. 12, 2002, making her the first woman to fly the B-2 stealth bomber. Now, 16 years later, seven other women have become B-2 pilots and others are now in training.
In March 2003, she would do again what no other woman before her had accomplished.
Jennifer flew a mission in support of Operation Iraqi Freedom, becoming the first woman to fly the B-2 in combat. Today, she is still the only woman to have flown the B-2 combat.
“Jen is a trailblazer,” Kennish said. “Her career has been nothing short of spectacular. And the same can certainly be said for John, who chased Jen from South Dakota all the way to Missouri.”
Move to Missouri
John grew up in Great Falls, Montana, where he watched F-16 Fighting Falcon fighter jets from a nearby base fly overhead.
“I really wanted to fly,” John said. “And I joined the Air Force because I wanted to fly cool planes. I knew being a military pilot, I would be serving my country and have a pretty incredible day-to-day job at the same time.”
He completed an economics degree at Carleton College, Minnesota, and later was commissioned as a second lieutenant through the U.S. Air Force Officer Training School (OTS) in 1999. He earned his pilot wings in 2000, and soon was stationed at Ellsworth AFB, South Dakota, to fly the B-1.
Jennifer was already there and remembers wondering, “Who’s the new pilot?” The first time John saw her, he remembers wondering why she was late to the parachute safety class they were both taking. And, that he wanted to meet her.
John and Jennifer began dating, though it was less than six months later that she left South Dakota for her next assignment to fly the B-2 stealth bomber. It wasn’t long after that John also applied and was accepted to fly the B-2 something he said he would not have pursued if it weren’t for Jennifer.
“I wanted to fly the B-2 because that was the plane my future wife was going to fly,” John said. “That, and it’s without a doubt the world’s most elite aircraft. As a pilot, there’s nothing more rewarding. Knowing your job is to protect our country, while deterring enemies really is an amazing job to have.”
Whiteman Air Force Base
Now both at Whiteman AFB, John and Jennifer resumed dating. Jennifer accepted John’s marriage proposal during a vacation in Germany, where John had nervously carried around a diamond engagement ring in his pocket until “just the right moment.”

On Feb. 5, 2005, the couple married in Colorado. Deployments and training kept them apart during their first four months of marriage, though they did end up with overlapping short-term assignments in Guam and were able to live together on the island. They were thankful to be together then, but always careful to not request preferential treatment because of their marriage – or when they had children, first their son Austin, now 12, and then their daughter Elizabeth, now 9.
Balancing demanding mission and training schedules continued to compete with family life.
Jennifer remembers John’s deployment when Austin was just a baby and the guilt she felt when he was the last child to be picked up at daycare, as well as the exhaustion from single-parenthood and a demanding job. Day-to-day was tough, plus Jennifer faced moving for her next assignment while John was required to finish his assignment at Whiteman.
So in 2007, rather than face separating her family, Jennifer decided to leave her active-duty career.
“That was the hardest day,” Jennifer remembers. “That drive to work was emotional. But, I felt in good conscience it was the right decision. At the same time, a lot of people believed in me. I’d had so much support along the way, including from John. In the end, I knew it was only myself I needed to worry about letting down and I hadn’t disappointed myself. I felt like I had accomplished so much and I’m proud I did those things. More than anything, I just want my kids to be proud of their mom.”
After holding civilian positions at Whiteman AFB, Jennifer joined the Missouri ANG at Whiteman and resumed flying as a B-2 pilot. Again, her path was unprecedented as the first and only female B-2 pilot in the ANG.
By 2008, John also transitioned to the Missouri ANG at Whiteman AFB, and was selected as part of the first group of Guardsmen to fly the B-2. He became the first ANG member to attend B-2 Weapon Instructor School and then the first to become an instructor at Whiteman AFB.
Additionally, John was also the first Guardsman to fly the B-2 in combat during a sortie above Libya in support of Operation Odyssey Dawn in 2011.
For the Missouri ANG, the Averys exemplified what it means to be Guardsmen, said Col. Ken Eaves, commander of the 131st Bomb Wing at Whiteman AFB. “I’m proud of anybody who serves, but these two, they’ve done it with such distinction. They have continued the Guard’s legacy of excellence and dedication.”
For the active-duty Air Force, seeing its pilots continue to fly the B-2 with the Missouri ANG is certainly a win, said Justin Grieve, 509th Bomb Wing Operations Group commander. “At Whiteman, we train elite aviators to fly the world’s most strategic airplane. Whether they do that through active duty or the Guard, we’re all B-2 pilots defending the homeland.”
It’s that partnership between an active-duty wing and a Guard wing, called total-force integration, that the Averys helped execute, Eaves said, adding, “Jennifer and John have been trailblazers in the truest sense of the definition. Literally making history on active duty and in the Guard, that wasn’t something they set out to do. It’s just who they are.”
The B-2 brought John and Jennifer back together, and also made them the team they are now, the couple said.
Air Force regulations don’t allow spouses to fly in the same aircraft with each other, but John and Jennifer did fly one sortie together in the T-38 Talon training jet before they were married.
There was an equal division of labor and no struggle for control in the aircraft, Jennifer remembers, much like at home. Through the years, the couple learned to divide parental and domestic duties, as well as to make sacrifices for the benefit of the other.

“We were able to support each other and fully appreciate the other’s successes and failures because we knew exactly what the other person was going through,” John said.
“We’re a team,” Jennifer said simply.
The Averys have no doubt this unity will continue now that they’ve left the Air Force. The family of four moved to Boise, Idaho, which fit their criteria of living in a medium-sized city in the West, near the mountains and full of outdoor recreation.
The kids started their new schools. John flies the B-767 for FedEx and Jennifer works as a Department of Defense consultant for flying-related acquisitions. Both have private pilot’s licenses.
“We’re excited for this next phase of our lives,” John said.
At their official retirement September ceremony at Whiteman AFB, standing in front of their families and closest friends, John and Jennifer were presented medals for outstanding military service and certificates of appreciations from the president of the United States before the reading of the orders declaring they were “relieved from duty and retired.”
Reflecting back on the rigors of pilot training, the long hours and irregular schedules, life’s daily demands, the ups and downs of marriage and parenthood, the stresses of leadership positions, worry from combat deployments, John and Jennifer remember the good.
“Yes, it was hard,” John remembers. “There was a lot of give and take on both sides. We look back though, and have the best memories.”
“We did it. All the way through,” Jennifer said. “Together.”
U.S. President Donald Trump expressed optimism on Jan. 10 that a diplomatic opening with North Korea that emerged this week in talks with the South could lead to broader dialogue to quell tensions in the region.
Trump’s upbeat mood after months of escalating threats over Pyongyang’s nuclear and missile development programs came as the UN Security Council said it welcomes “possibilities for confidence-building and trust-building on the Korean peninsula” that emerged this week.
“We have certainly problems with North Korea,” Trump said at a news conference, but “a lot of good talks are going on right now. A lot of good energy… Hopefully, it will lead to success for the world, not just for our country, but for the world.”
“Who knows where it leads?” he said.
The move toward dialogue began with an agreement between North and South Korea on Jan. 9 to reopen talks between their militaries and welcome a team from the North to the Winter Olympics in Pyeongchang, South Korea, next month at the first formal talks between the two sides in more than two years.
South Korean President Moon Jae-in’s office on Jan. 10 said that Trump indicated in a phone conversation that there would be no military action of any kind while the two Koreas continue to hold talks.
The White House said Moon and Trump agreed that, as long as the North refuses to discuss curbing its nuclear development, the global community should continue to exert “maximum pressure” through stiff sanctions imposed on Pyongyang by the UN council this year.
But, at the same time, the White House said, “Trump expressed his openness to holding talks between the United States and North Korea at the appropriate time, under the right circumstances.”
Trump has previously scoffed at what he said was the futility of talking with the North.
The Army is testing and prototyping self-generating “Ironman-like” soldier exoskeletons, designed to massively change combat missions by supporting soldier movement, generating electricity, powering weapons systems, and substantially lowering the weight burden of what troops carry in war.
Energy-harvesting technology can extend mission life for small units or dismounted soldiers on-patrol. The emerging concept, described by Army developers as a technical breakthrough is engineered, not so much for the near-term, but 10 to 20 years down the road.
“The design is for an energy-harvesting exoskeleton to address the needs of dismounted soldiers. The system can derive energy from the motion of the soldier as they are moving around,” Dr. Nathan Sharps, mechanical engineer, Army Communications-Electronics Research, Development and Engineering Center (CERDEC) told Warrior Maven in an interview.
The implications of this kind of technology are significant. While exoskeletons have been in development for several years now, the technology consistently confronts the challenge of finding ways to sustain mobile power sources to support and sustain its functionality.
Furthermore, current use of batteries brings significant combat challenges due to difficulty recharging and the massive amount of weight involved in hauling them through combat.
For instance, should a soldier carry a portable 35-pound generator, water, ammunition, weapons, and communications equipment, mission duration and soldier effectiveness is greatly impacted. The Army has been pursuing various efforts to “lighten the load” for soldiers for many years now.

“The technologies we are developing can produce electricity, which can be stored and used to power batteries. This increases the longevity of a mission, decreases the need for resupply and reduces the logistics trail,” Sharps explained.
Sharps further elaborated that during intense combat engagement, casualties often occur during logistics resupply missions.
An added advantage is that, while the technology harvests energy from the motion of soldiers, it also simultaneously eases the strain on their joints and muscles due to its apparatus.
“This decreases the chance of muscular-skeletal injury. We look at the soldier as an individual ecosystem. We’re not just looking at what they cannot do right now, but also at what challenges they are going to face 20 years from now,” Sharps said.
The emerging system, currently in the early phases of exploration, calls upon a collaborative effort between CERDEC, the Army Research Laboratory and the Army’s Natick Soldier Center.
The scientists explain that added electrical energy decreases the number of calories a soldier has to burn.
“When you move, you bounce up and down, and the gait motion is an inverted pendulum. If you lift every step thousands of times, it is a whole lot of energy you are expending,” said Juliane Douglas, mechanical engineer, CERDEC, told Warrior Maven.
The Army is currently exploring various configurations for the exoskeleton, some of which include a suspended backpack, which can slide up and down on a spring, having little or no weight impact on the soldier.

“In mechanical engineering terms, if you have masses moving together, there is a kinetic energy difference between the two. We have mechanisms which can convert that linear motion into electricity,” explained Douglas.
This technical advantage will impact a wide array of emerging systems now being built into exoskeletons. Not surprisingly, many of these rely upon mobile power to operate.
For example, helmets with high-resolution thermal sensors, wearable computers, various kinds of conformal body armor and even many weapons systems are now being built into a range of Ironman-like exoskeletons.
U.S. Special Operations Command’s current TALOS effort is working with a wide sphere of industry, military and academic experts on plans to build initial exoskeleton prototypes within the next year or two. This longer-term CERDEC effort is the kind of thing which could easily merge with, or integrate into, some of these exoskeletons now being built.
The project, formally called Tactical Light Operator Suit, or TALOS, is aimed at providing special operators, such as Navy SEALs and Special Forces, with enhanced mobility and protection technologies, a Special Operations Command, or SOCOM, statement said.
The technologies currently being developed include body suit-type exoskeletons, strength and power-increasing systems and additional protection. A SOCOM statement said some of the potential technologies planned for TALOS research and development include advanced armor, command and control computers, power generators, and enhanced mobility exoskeletons.
Also, scientists at the Massachusetts Institute of Technology are developing a next-generation kind of armor called “liquid body armor.”
It “transforms from liquid to solid in milliseconds when a magnetic field or electrical current is applied,” the Army’s website said.
TALOS will have a physiological subsystem that lies against the skin that is embedded with sensors to monitor core body temperature, skin temperature, heart rate, body position and hydration levels, an Army statement also said.
Army evaluators have also been assessing a Lockheed-built FORTIS knee-stress-release-device exoskeleton with soldiers at Fort A.P. Hill as part of a focus on fielding new performance enhancing soldier technologies.
Using independent actuators, motors and lightweight conformal structures, lithium ion battery powered FORTIS allows soldiers to carry 180 pounds up five flights of stairs while expending less energy.
FORTIS is built with a conformal upper structure that works on a belt attached to the waist. The belt connects with flexible hip sensors throughout the systems. These sensors tell the computer where the soldier is in space along with the speed and velocity of the movements.
CERDEC developers say their effort is observing and working closely with many of these efforts looking to find exoskeleton technologies able to better protect and enable soldiers in combat.
“What we are doing is designing the conversion technologies to make many of these technologies more effective by storing the energy. We are testing prototypes, and we are able to leverage current exoskeleton work and use it as a platform for our systems,” Douglas said.

1. The aforementioned MRE dumps
Look, CareerCast looked at a lot of factors, but they don’t once mention diet and food choices in their methodology. Pretty sure newspaper reporters and broadcasters aren’t stuck eating 5-yr-old brisket and then trying to crap it out after it turns into a brick in their intestines.
2. Multi-year contracts guaranteed by prison time
They did look at “degree of confinement” as one of the “physical factors” of their measurements, but not as an emotional factor. Remember the last time a logger got tired of their job, walked off, and spent the next few years in prison?
No, you don’t. Because the only way that happens is if they set some machinery on fire or crap into someone else’s boots on their way out. But troops can’t quit, and there ain’t no discharge on the ground.
3. Long ruck marches, range days, and multi-day field operations
The list’s method discounts physical factors compared to emotional factors (“stamina” and “necessary energy” both top out at 5 points while facing strong competition for job placement and promotion is worth 15 points on its own).
Ummmm, anyone actually think waiting an extra year or two for promotion is harder than brigade runs every payday, 12.4-mile ruck marches every few months, and having to unload and re-load connexes whenever a lieutenant loses their radio? All so you can go face a nine-man board when you want to get promoted?
4. The barracks
Drunken parties spill into the hallways just an hour before sergeant major drags everyone out to pick up cigarette butts whether they smoke or not. Idiots knock on your door because they don’t know where their buddy lives, which sucks for you since you have duty in the morning.
But hey, at least your boss’s boss’s boss is going to walk through the building this Friday and critique every detail of how you live. That sounds like something that happens to reporters. Sure.
Look, loggers are famous for their beards. And most people in the news and broadcast businesses can grow beards as long as they aren’t on camera.
Enlisted folks, meanwhile, have their faces checked for stubble at 6:30 most mornings.
6. PT Formation
Speaking of which, that 6:30 formation where they’ll get destroyed for having a beard is the physical training formation, the one where they have to spread out and do a lot of pushups and situps in the cold and dark while wearing t-shirts and shorts because first sergeants have some perverse hatred of winter PTs.
All of that without a beard. It’s tragic.
7. All those extra laws
The Uniform Code of Military Justice is a major part of maintaining unit discipline, but man is it annoying to have your own set of laws on top of everyone else’s. And, some of those UCMJ articles basically just say that you have to follow all rules and regulations, which are a couple hundred extra ways to do something illegal.
A sailor who smokes or eats while walking is in violation of NAVPERS 15665I, which is backed up by articles of the UCMJ and federal law Title, U.S. Code 10. Think chowing down on a donut while walking into the office is illegal for loggers, broadcasters, or reporters?
The cause of a Sept. 20, 2016 crash near Sutter, California, that destroyed a TU-2S Dragon Lady reconnaissance aircraft and killed a pilot has been released.
The Air Force officially reported that the TU-2S was on a training mission. When the trainee — not identified in the Air Force release — finished a stall recovery drill, the plane went into what the release called an “unintentional secondary stall.”
The release reported that both pilots ejected from the airplane before it inverted and descended below the minimum safe altitude. The instructor, Lt. Col. Ira S. Eadie, was killed when he was struck by the stricken plane’s right wing. The trainee received minor injuries.
The Air Force release noted that nobody was injured on the ground, but the $32 million trainer was completely destroyed in the crash.
“This tragedy impacted the Eadie family, Beale, and the local community. We will continue to provide support to those affected and always remember the sacrifice Lt. Col. Eadie made in the line of duty.”
“The results of the accident investigation were presented to us, affording our family some small degree of closure during this difficult situation,” the Eadie family said in the statement from Beale Air Force Base.
“We would like to thank the entire investigation team for their diligent efforts in helping make sense of this tragedy. We greatly appreciate the love and support from all who have assisted over the past few months. We would also like to thank you in advance for respecting our family’s privacy during this current period of grieving.”
An Air Force fact sheet noted that as of September 2015, five TU-2S trainers were on inventory. The first version of the U-2 flew in 1955, and the last U-2 was produced in 1989.
“We’ve been through it twice before” he said of national devastation, referring to the Korean War and the “Arduous March,” or the famine of the 1990s that killed up to 3.5 million.
“We can do it a third time,” he said.
“A few thousand would survive,” Pak said. “And the military would say, ‘Who cares? As long as the United States is destroyed, then we are all starting from the same line again … A lot of people would die. But not everyone would die.”
“If we have to go to war, we won’t hesitate to totally destroy the United States,” a teacher at an amusement park told Kristof.
But when Western journalists travel to North Korea, they only see and hear state-approved narratives. While officials and official propaganda may unanimously state that North Koreans think they can destroy the US and survive the conflict, regular citizens may not feel the same way.
“This is a government script that everybody studies and repeats,” Kristof told Business Insider of North Koreans’ attitude toward nuclear war. But “people often buy the government propaganda especially if they are in Pyongyang,” said Kristof.
Average North Koreans may or may not believe the official propaganda that they could destroy the US, but their lives revolve around politics and ideology in a way to which the US could never compare.
In Pyongyang, all 16 metro stops are buried deep underground and have been designed to double as bomb shelters. Much of Pyongyang’s infrastructure doubles as bomb shelters, as the memory of the Korean War from 1950 to 1953 — when more bombs were dropped in Korea than in the entirety of World War II — looms large.
The last time the US was attacked by a foreign country was Pearl Harbor in December 1941. The US hasn’t lived in fear of nuclear annihilation since the close of the Cold War in the early 1990s.
The vast majority of US citizens never serve in the military, and many do not even know anyone who has. North Korea has mandatory military service for all men and women.
Even if average North Koreans aren’t as fearless in the face of nuclear exchanges as their top officials are, they have a built-in cultural and psychological advantage in facing down such a conflict.
But the advantage is entirely limited to perspective.
North Korea is still trying to produce a single, credible nuclear missile that can reach the US, and the US has enough nuclear weapons to completely destroy North Korea, China, and Russia in about a half hour.
Senior U.S. Army leaders are pushing a campaign to enhance recruiting, toughen physical fitness training, and extend Basic Combat Training to prepare soldiers for a major future conflict.
Secretary of the Army Mark Esper spoke March 26, 2018, at the Association of the United States Army’s Global Force Symposium about his vision for the Army of 2028 that calls for a larger, more physically fit force.
“To meet the challenges of 2028 and beyond, the total Army must grow,” Esper said. “A decade from now, we need an active component above 500,000 soldiers with associated growth in the Guard and Reserve.”
The Army requested 4,000 soldiers be added to the active force as part of the proposed fiscal 2019 budget. The increase would boost the active-duty ranks from 483,500 to 487,500.
The Army must focus on “recruiting and retaining high-quality, physically fit, mentally tough soldiers who will deploy and fight and win decisively on any future battlefield,” he said.
“A decade from now, the soldiers we recruit today will be our company commanders and platoon sergeants. That’s why we are considering several initiatives, to a new physical fitness regime to reforming and extending basic training in order to ensure our young men and women are prepared for the rigors of high-intensity combat,” he added.
Esper did not give details about extending Basic Combat Training, which currently lasts 10 weeks. But the Army has already begun reforming BCT.
By early summer 2018, recruits will go through a new Army BCT, redesigned to instill strict discipline and esprit de corps by placing enhanced emphasis on drill and ceremony, inspections, and pride in military history while increasing the focus on critical training such as physical fitness, marksmanship, communications, and battlefield first aid skills.
The new program of instruction is the result of surveys taken from thousands of leaders who have observed a trend of new soldiers fresh out of training displaying a lack of obedience and poor work ethic, as well as being careless with equipment, uniforms, and appearance, according to Army Training and Doctrine Command officials.
The Army has also been considering adopting the proposed Army Combat Readiness Test: A six-event fitness test designed to better prepare troops for the rigors of combat than the current three-event Army Physical Fitness Test, or APFT.
The ACRT was developed, at the request of Army Chief of Staff Gen. Mark Milley, to better prepare soldiers for the physical challenges of the service’s Warrior Tasks and Battle Drills — the list of key skills all soldiers are taught to help them survive in combat.
Gen. James McConville, the Army’s vice chief of staff, said that the service is also considering improving the screening processes it uses to better prepare recruits coming into the Army.
“We are going to put more screening systems in place to make sure that when young men and women enter the Army, they are ready to meet the standards,” McConville said.
Training and Doctrine Command has done a “great job of implementing the Occupational Physical Assessment Test, which is a four-event physical-fitness test to make sure that young men and women get in shape before they go to initial military training,” he said.
“Then once they get into initial military training, we are screening them again to meet the physical demands of being in the Army,” McConville said.
The Army is also testing a concept that involves assigning fitness experts to two Army divisions, he said.
“We are putting physical therapists, we are putting strength coaches, we are putting dieticians into each of the units so when the [new] soldiers get there, we continue to keep them in shape as they go forward,” McConville said.
“We are going to have to take what we have, we are going to have to develop that talent and we are going to bring them in and make them better,” he added.
Under Secretary of the Army Ryan McCarthy said the service is also going to have to get better at how it approaches recruiting.
“When 87 percent of the people we recruit have someone in their family that has been in the military, it starts to beg the question, ‘Are we expansive enough in our recruiting efforts?’ ” McCarthy said.
“Are we sophisticated enough in the way we communicate to the entire country and recruit the best quality individuals?” he said. “So our sophistication has got to get better, from the tools that we have to find the people to the manner in which we communicate.”
The Pentagon is trying to finalize an order for 12 new ballistic missile submarines, the lead ship of which will be named USS Columbia (SSBN 826).
The Navy hopes to place the order before the Trump administration takes office.
According to reports by the Daily Caller and USNI News, the order will permit the Navy to start the process of designing and building the submarines. The Congressional Research Service reports that the sub will carry 16 Trident ballistic missiles, a decrease from the 24 missiles carried by the 14 Ohio-class ballistic missile submarines presently in service.
Four other Ohio-class submarines were converted to fire BGM-109 Tomahawk cruise missiles and to support SEALs with covert commando raids.
According to the CRS report, the Columbia-class submarines are expected to be 560 feet long and 43 feet in diameter, roughly the size of the Ohio-class submarine. The vessels will have technological improvements, notably a reactor that will not require refueling as well as taking advantage of techniques used to build the Virginia-class submarines, including modular construction and the use of open architecture to make upgrades easier.
Earlier this year, BreakingDefense.com reported that the vessels will be built by Electric Boat.
This would be the ninth ship to carry the name USS Columbia in U.S. Navy service. The eighth, a Los Angeles-class attack submarine, is still in service and has the hull number SSN 771.
A 2013 Navy release states that the first Columbia-class boomer is expected to begin construction in 2021, enter service in 2027, and undertake its first deterrence patrol in 2031. According to a report by USNI News, each sub is expected to cost about $8 billion.
Being a West Point cadet isn’t for everyone, and that’s not a bad thing if you’re a poet or an LSD pioneer.

Andrew Brennan’s grandfather pulled him out of school after the terror attacks of September 11, 2001, like many parents and grandparents did that day. As soon as his car left the parking lot, Brennan’s grandfather, a World War II veteran, turned to him and said words the future Army officer would never forget.
“The war that’s going to follow this is going to change your generation. You need to be on the right side of it,” he said.
When Brennan turned 17, he tried to drop out of school to join the Marine Corps. His father’s response was something akin to “the hell you are,” but the young man’s resolve was the same. He felt he should be doing something. He felt needed.
The Pennsylvania native eventually attended West Point and served in Afghanistan. But his mission didn’t stop there. He lost friends there, as many post-9/11 veterans did. Now he looks to the Vietnam generation for an example of what comes next.

While recovering from a hiking injury, Brennan met some bikers who were rolling to the nation’s capital as part of Run for the Wall, a Vietnam veterans’ tradition where motorcycle enthusiasts drive cross-country to meet at the Vietnam Memorial Wall in Washington, D.C.
“I bump into these guys, and I’m really taken aback by it,” Brennan says. “All these awesome traditions that started around their memorial inspired 30 years’ worth of group healing for the Vietnam generation.”
The riders continue on in the annual tradition called Rolling Thunder which advocates for full accountability of all prisoners of war and troops missing in action from U.S. wars. Brennan did the math. In the next 10 years, the Vietnam veterans may not be able to make the ride. Vets from the Global War on Terror will soon be the ones making noise for American POW/MIAs.
And Brennan wondered what memorial they’d ride to.
He wondered where 3 million veterans who lost family and friends in the Global War on Terror would grieve. There is no memorial for his war because the 1986 Commemorative Works Act requires groups like Brennan’s to wait 10 years after the conflict ends before a memorial can be considered.
It took 60 years to get a World War II memorial built on the Mall and 42 to build a Korean War Memorial. Twenty-five years after Desert Storm, there is still no memorial for that conflict.
Brennan realized he needed to change that law. His continuing mission is to erect a memorial for the post-9/11 generation of veterans. A feat easier said than done.
His memorial idea is written in a broad way so he can be as inclusive as possible. From the likes of Johnny Michael Spann, the first American killed in Afghanistan who worked for the CIA to operators from other “three-letter agencies,” Brennan believes the country’s longest and most unconventional war should recognize all who fought it — including the unconventional forces.
“I really want to make sure that we’re able to honor the folks we’ve lost and will lose in the future while paying tribute to the service we all provided,” Brennan says. “I also want to honor the veterans that aren’t wearing the uniform anymore.”
Brennan is the real deal. He’s met with senators and congressmen and enjoys broad, bipartisan support. Actually getting an amendment introduced is a different feat altogether, but he’s willing to play the long game. His initiative is a decade-long development plan, but he needs the veteran community to mobilize to get the law changed and the ball rolling.
