The United States has sharply criticized a European Union plan to help Iran get around U.S. sanctions by establishing alternative ways to pay for Iran’s trade with European companies.
U.S. Secretary of State Mike Pompeo, speaking at a New York conference on Sept. 25, 2018, said that he was “disturbed and indeed deeply disappointed” when he heard of the plan announced a day earlier after a high-level meeting between European and Iranian diplomats.
“This is one of the most counterproductive measures imaginable for regional and international peace and security,” Pompeo told the United Against a Nuclear Iran group, accusing the EU of “solidifying Iran’s ranking as the No. 1 state sponsor of terror.”
Pompeo said he imagined Iran’s “corrupt ayatollahs” were “laughing” when they heard news of the proposed payment system, the details of which European leaders said are still being hammered out.
The plan carries out promises by European powers to keep honoring Iran’s 2015 nuclear deal with world powers after the U.S. announced in May 2018 that is was withdrawing from the accord and would reimpose sanctions on Tehran.
It represents the latest effort by the EU, France, Germany, and Britain to work with Iran, Russia, and China to keep carrying out the agreement, which granted Iran relief from economic sanctions in exchange for curbs on its nuclear activities, without the United States.

U.S. national security adviser John Bolton, speaking in the same forum as Pompeo, mocked the EU for the plan’s lack of specifics.
“The European Union is strong on rhetoric and weak on follow-through,” he said. “We will be watching the development of this structure that doesn’t exist yet and has no target date to be created. We do not intend to allow our sanctions to be evaded by Europe or anybody else.”
Bolton said the United States will be “aggressive and unwavering” in enforcing its sanctions. He said Washington still expects Iran’s oil customers to end all of their imports by a Nov. 4, 2018 deadline.
U.S. President Donald Trump told the UN General Assembly on Sept. 25, 2018, that renewed U.S. sanctions on Iran’s oil industry will come into effect on Nov. 5, 2018, with “more to follow.”
Pompeo questioned why nations would continue to trade with what he called an “outlaw regime,” which he said supports militant groups in the Middle East and sponsors attacks against Israeli targets around the world.
“There can be no question Iranian destructive activities are truly global in scope. It is therefore incumbent on every country to join our efforts to change the regime’s lawless behavior,” he said. “The ongoing, multinational, multicontinental nature of Iranian malign activity leaves no room for inaction or indecision.”
EU foreign policy chief Federica Mogherini, speaking late on Sept. 24, 2018, alongside Iranian Foreign Minister Mohammad Javad Zarif, said that the sanctions evasion plan was in the interest of global peace and pointed to UN inspectors’ findings that Iran remains in compliance with the nuclear deal.

The foreign ministers said in a joint statement that the so-called Special Purpose Vehicle they are creating to facilitate payments on trade with Iran is intended to “assist and reassure economic operators pursuing legitimate business with Iran.”
German Foreign Minister Heiko Maas told reporters there is “strong unity” between Europe and Iran on minimizing the impact of U.S. sanctions.
But despite the EU’s determination to keep trading with Iran, it has struggled to come up with mechanisms and legal protections that are strong enough to convince major corporations to keep operating in Iran.
Finding a way to pay for Iran’s oil exports — which are a major driver of economic growth in the country — has been a key sticking point. Trade in oil and other globally important commodities is almost always conducted in U.S. dollars, but U.S. sanctions prohibit Iran from using the dollar to conduct business.
Despite efforts by the EU, Iran, India, and China to maintain their imports of oil from Iran, a report from the Institute of International Finance on Sept. 25, 2018, found that Iranian oil exports have dropped significantly already in 2018, even though U.S. sanctions specifically targeting Iran’s oil exports do not go into effect until November 2018.
Exports of Iranian crude oil and condensates dropped by 800,000 barrels to 2 million barrels a day between April and September 2018, the banking group said.
Based on the drop already seen in Iranian exports, the group is projecting that Iran’s economy has fallen into a recession and will contract by 3 percent in 2018 and 4 percent in 2019.
The report said oil exports are falling even though Iran is selling key grades of oil at a deep discount and using its own tankers to ship products to China and India at no extra cost.
It said Iranian shippers are also providing generous payment terms and, in some cases, accepting euros and Chinese yuan instead of U.S. dollars in payment for the oil.
Once U.S. sanctions go into effect, the group said Iran will have to rely more on barter trades to maintain its oil exports.
The Pentagon has released footage of Special Warfare Combat-craft Crewmen jumping out of a C-17 Globemaster III heavy transportation aircraft.
The video shows 11 SWCCs from Special Boat Team 20 jump out of the C-17 after two boats are dropped using the Low Velocity Airdrop Delivery System.
SWCCs are part of the Navy Special Warfare Command, and are tasked with expertly driving high-speed boats that are armed to the teeth — usually with GAU-17 miniguns, M2HB .50 caliber heavy machine guns, M240B light machine guns, and sometimes even Mk 19 grenade launchers.
SWCCs often work alongside Navy SEALs, providing them fire support and transportation via a number of different watercraft. They also can assist in the interdiction of naval vessels. The boats dropped in the video are Combat Craft Assault boats.
The CCAs are known for having a small radar and infrared signature, and have become a favorite amongst SWCC for their speed and ability to be reconfigured for different operations.

Russia has lashed out at the United States over new sanctions announced by Washington, calling the measures “unacceptable” and illegal and saying it reserves the right to retaliate.
In remarks on April 9, 2018, senior officials in President Vladimir Putin’s government also said they were assessing the damage to Russian companies and promised state support for big Russian firms targeted by the punitive measures.
They spoke as the ruble and Russian stock indexes fell, with companies included on the U.S. sanctions list — such as tycoon Oleg Deripaska’s aluminum giant Rusal — taking substantial hits.
On April 6, 2018, the United States imposed asset freezes and financial restrictions on a slew of Russian security officials, politicians, and tycoons believed to have close ties to Putin — part of an attempt to punish Moscow for what the U.S. Treasury Department called “malign activity around the globe.”
The new sanctions were “glaring in their illegality,” said Putin’s spokesman, Dmitry Peskov, adding that Russian authorities were analyzing the potential effects on the economy. He refrained from quantifying the potential losses when asked, saying that “we are seeing the first effects” of the sanctions.
“We need time to understand the scale and work out measures to react,” Peskov said.
Prime Minister Dmitry Medvedev said that the new sanctions were “unacceptable, without a doubt, and we consider them illegitimate as they are entirely outside the realm of international law.”
He alleged that they were imposed to protect U.S. companies from Russian competition, warned that Moscow reserves the right to retaliate, and ordered the government to work out “specific proposals on what concrete support” the state could provide the companies targeted.
The dollar, and the euro rose substantially against the ruble, hitting their highest rates since the second half of 2017, and the dollar-denominated RTS stock index was down more than 11 percent, hitting its lowest level since September 2017.
The sanctions were levied under a 2017 law passed by Congress over President Donald Trump’s objections.
In January 2018, the administration came under criticism in Congress and elsewhere for releasing an “oligarchs list” — naming the business and political leaders who could be potentially targeted — but not actually imposing any penalties.
In other fallout from the new sanctions, Russian aluminum giant Rusal saw its share price plummet after the company and co-owner Deripaska were targeted, prompting the producer to warn of potential debt defaults.
Rusal stock nearly halved to HK$2.39 in Hong Kong trading on April 9, 2018, while aluminum prices surged. Rusal shares were losing more than 20 percent in the Moscow stock exchange.
Trading of Deripaska’s En+ Group, which manages Deripaska’s assets, was temporarily halted in London after its shares lost almost one quarter of their value.
The sanctions increase the risk that Russian companies could lose access to the U.S. market — which accounted for about 14 percent of Rusal’s revenue in 2017, Reuters quoted analysts at Russia’s Promsvyazbank as saying.
In a sign that Russian companies could also see investment partners withdraw to reduce their risks, Swiss engineering company Sulzer decided to buy back 5 million of its own shares from majority shareholder Renova Group after an emergency board meeting on April 8, 2018, Reuters reported.
Viktor Vekselberg, a prominent Russian tycoon who is Renova’s chairman, was included on the sanctions list.
Deputy Prime Minister Arkady Dvorkovich, one of several officials who suggested the state would step up support for Russian companies hit by the sanctions, portrayed them as a blow to ordinary workers — not just tycoons like Deripaska.
“Support for these companies is being provided on a consistent basis. We are very attentive toward our leading companies — these are thousands-strong collectives that are very important to our country,” Dvorkovich told journalists when asked about the issue.
“But in the current situation, as their situation deteriorates, we will provide this support.”
Rusal said the sanctions may result in technical defaults on some credit obligations and be “materially adverse to the business and prospects of the group,” casting a cloud over its future performance.
Rusal is the biggest aluminum maker outside China, accounting for some 7 percent of the world’s production.
Deripaska has called the U.S. decision to impose sanctions on him “groundless, ridiculous, and absurd.”
Earlier on April 9, 2018, Foreign Ministry spokeswoman Maria Zakharova said Moscow was considering how to respond.
“We have a whole list of possible measures that are being studied,” Zakharova said.
Asked whether the Russian response would be harsh, Zakharova said that she “would rather not jump the gun.”
“We are considering our countermeasures, as we always do,” she said.
The Russian-built MiG-29K “Fulcrum” multi-role fighters purchased for use off the Indian navy’s carrier, INS Vikramaditya, are breaking. This marks the latest hiccup for Russian naval aviation, going back to the Kuznetsov Follies of last year’s deployment, as Russia plans to replace its force of Su-33 Flankers with MiG-29Ks.
According to a report by the London Daily Mail, serviceability of the Fulcrums has dropped to below 16 percent in some cases. The Indian Navy had planned for the Fulcrums to last 25 years, and to also operate from the under-construction INS Vikrant, which is expected to enter service in 2023.
The MiG-29K made its combat debut over Syria in 2016, primarily flying from land bases after being ferried over by the Russian aircraft carrier Admiral Kuznetsov. One MiG-29K made a splash landing during that deployment, which came to be called the Kuznetsov Follies. Land-based versions of the Fulcrum have turned out to be second-best in a number of conflicts, including Operation Desert Storm, Operation Allied Force, and the Eritrea-Ethiopia War.
The MiG-29K is a single-seat multi-role fighter designed by the Mikoyan design bureau. According to GlobalSecurity.org, it carries a variety of air-to-ground and air-to-air weapons, including the AA-11 Archer, the Kh-35 anti-ship missile, and bombs. It has a top speed of 2,200 kilometers per hour, and a range of up to 3,000 kilometers. India has purchased a total of 45 MiG-29K and MiG-29KUB fighters.
INS Vikramaditya started out as a modified Kiev-class carrier known as the Baku. The vessel was re-named the Admiral Gorshkov in 1991 before being placed up for sale in 1996. When in Russian service, the vessel was armed with six twin launchers for the SS-N-12 Sandbox anti-ship missile, 24 eight-round launchers for the SA-N-9 Gauntlet surface-to-air missile, two 100mm guns, eight AK-630 Gatling Guns, and ten 533mm torpedo tubes.
For Indian service, many of those weapons were removed, and a ski-jump ramp was added. The vessel can fire Israeli-designed Barak surface-to-air missiles, and still has four AK-630s.

Matthew Mulvey, the battalion commander of 3rd TSB. “What’s unique about our training today is that we coupled with the MV-22 Osprey. We are using the speed and distance of the Osprey with the precision air drop capability of the JPADS to really offer the warfighter sustainment.”
The JPADS is an airdrop system that uses prepared geographic coordinates programmed into a computer system to guide the parachute to the ground within 100 meters of the drop zone.

“The JPADS use a GPS to basically do what a free fall parachutist would do,” said Mulvey, a Cherryville, North Carolina native. “It understands the altitude and wind speed and it drives the parachute like a free fall parachutist would, the only difference is that it’s delivering cargo to Marines on the deck.”

The JPADS allow 3rd TSB to drop cargo away from the enemy threats and guide it to the Marines on the ground not only making it more accurate, but also allowing Marines to recover the cargo faster.

The US military says it has killed three men who played key roles in developing, building, and modifying Islamic State drones.
Col. Ryan Dillon, a spokesman for the US-led military coalition in Baghdad, told reporters at the Pentagon Sept. 28 that the three were killed in a series of US airstrikes in Syria in mid-September.
Dillon says two of the men were responsible for manufacturing and modifying commercially produced drones. The other man was described as a drone developer, who was killed when his research workshop near Mayadin, Syria, was hit by two airstrikes.
The Islamic State group has used drones for surveillance and to fire small weapons, in both Syria and Iraq.

China recently conducted the first known test of a new submarine-launched ballistic missile, a significant development as Beijing attempts to bolster its nuclear forces.
The test, first reported by The Washington Free Beacon and confirmed by The Diplomat, involved the new JL-3 missile, which analysts speculate could potentially carry multiple warheads. While China has yet to confirm the test, it was reportedly monitored by the US.
The test was carried out in the Bohai Sea in late November 2018 using a modified conventional submarine, but the new weapon is expected to be operationally deployed on the new Type 096 nuclear ballistic missile submarines, which are still in development.
“China’s four operational JIN-class SSBNs represent China’s first credible, seabased nuclear deterrent,” the Department of Defense wrote in its 2018 report of Chinese military power, referring to the Type 094 submarines. “China’s next-generation Type 096 SSBN, reportedly to be armed with the follow-on JL-3 SLBM, will likely begin construction in the early-2020s.”

The current Type 094 submarines carry JL-2 missiles, naval variants of the land-based DF-31s. A report from the National Air and Space Intelligence Center argued in 2017 that “this missile will, for the first time, allow Chinese SSBNs to target portions of the United States from operating areas located near the Chinese coast.”
The JL-3 is believed to have a far superior range to the JL-2, which has an estimated range of around 7,000 kilometers. The Diplomat, citing US intelligence estimates, suggested that the full range of the newer missile could be in excess of 9,000 km. The Free Beacon, however, put the range between 11,000 and 14,000 kilometers. During the most recent test, the missile was not fly to its full range, perhaps because the test was a systems verification evaluation
Either way, the extended range of the JL-3 gives China the ability to take aim at targets on the US mainland without venturing far from China’s coast into waters where the submarine might be more vulnerable to attack in the event of a confrontation.

North Korea’s military parade on Feb. 8 featured much of what we’ve come to expect from Pyongyang — grandiose speeches, choreographed crowds, and a procession of missiles.
But it also featured a mystery missile never before seen.
While many analysts focused on the big intercontinental missiles, like the Hwasong-14 and Hwasong-15, and the threat they pose to the U.S. mainland, a smaller missile slipped by relatively unnoticed.

Justin Bronk, a military expert at the Royal United Services Institute, told Business Insider that North Korea’s mystery missiles “look enormously like Iskander missiles and not a missile that [North Korea has] been seen with before.”
Bronk pointed out that the former Soviet Union and now Russia have a long established history of helping North Korea with its missile program. Talented engineers left unemployed after the collapse of the Soviet Union often found good paying work in North Korea, according to Bronk.
But the Iskander isn’t a Cold War design. If Russia collaborated with North Korea as recently as the Iskander, it would have huge geopolitical implications, and would strain an already fraught U.S.-Russian relationship.
The new missile is not confirmed to be a Russian design. Mike Elleman, a missile expert at the Institute of International Strategic Studies, said the missile was “inconsistent with Iskander” and that it was just as likely a clone of South Korea’s Hyunmoo-2 missile system. North Korea has been known to hack South Korean defense information.
Regardless of origin, the little missile may be a big problem for the US
Whether Russia or South Korea was the origin of the information for the mystery missile, it poses a major threat to U.S. forces in South Korea and in the region.
Bronk explained that North Korea’s current fleet of ballistic missiles don’t have the accuracy of more modern systems like the Iskander. If North Korea deployed the new, more accurate ballistic missiles, it could lay the groundwork for an opening salvo on an attack on South Korea that could blindside and cripple the U.S.
With a large number of precise, short-range missiles, which the mystery missile appears to be, U.S. missile defenses could become overwhelmed. U.S. military bases, airfields, and depots could all fall victim to the missile fire within the first few minutes of a conflict.
Whatever the origin, the appearance of this mystery missile likely has large geopolitical and tactical implications for the U.S.’s push to denuclearize Pyongyang by force or diplomacy.
U.S. authorities have moved to seize a French painting that was taken by Nazi forces from a Ukrainian museum near the end of World War II.
Manhattan federal prosecutors said in a statement on March 21, 2019, that the painting — called An Amorous Couple, by Pierre Louis Goudreaux — was stolen from the Bohdan and Varvara Khanenko National Museum of the Arts in Kyiv around 1943.
U.S. officials said the painting had been missing for years, held by a London private collector and then in Massachusetts. It resurfaced in 2013 when it was listed on a website for an unnamed New York auction house.
The FBI determined it was bought from a Missouri auction house in 1993 by a New York dealer who had consigned it to the auction house.

The prosecutors said they were seeking a court order to seize the painting and return it to the Kyiv museum.
In recent years, U.S. officials have stepped up efforts to locate art seized from Ukraine by Nazi forces and return it to Ukraine.
In December 2018, U.S. authorities moved to claim a 107-year-old painting of Russian Tsar Ivan the Terrible that was stolen from a Ukrainian art museum during World War II.
That painting by Mikhail Panin, called The Secret Departure Of Ivan The Terrible Before The Oprichnina, was part of the permanent collection of a museum in the Ukrainian city of Dnipro before the war.

U.S. Marines of Invictus participated in a five-day field operation where they were evaluated as squads, based on how well they shoot, move, and communicate towards their objective.
When asked what the purpose of the evaluation was, Cpl. Zorenehf L. Yabao, a squad leader said, “To see where their performance is at and what they need to improve on for the duration of the pre-deployment training. From here on out, it is not going to be easy.”
With temperatures reaching more than 110 degrees, the constant running, yelling and shooting takes its toll. Yabao added “At the end of the day, you are taking control of your squad. You should not freak out or worry about anything else. You have to focus on the mission, what your commander’ task and purpose is and what you need to do. Just focus on caring about your squad, controlling them and getting the mission done.”

1st Lt. Michael Mursuli, a platoon commander with the company said, “Morgan’s Well is one of the most difficult terrains to navigate being that there are so many hills and crevices. The terrain here is unlike anything else.”
The company trained with a variety of weapons systems varying from rifles and grenade launchers to machine guns and anti-armour launchers.
While speaking to the Company, Capt. Richard Benning, the company commander asked what the difference between the tiger, the lion, and the wolf is.

After being met with faces of confusion he stated, ” The wolf is not in the circus. The wolf cares about the wolf pack and the wolf pack alone. Invictus is the wolf pack.”
When asked about the training area, Mursuli said, “Twentynine Palms is the varsity league. There are more areas and opportunity’s to train here. Negotiating the terrain is very difficult and there are more ranges, bigger ranges and the ranges themselves are a beast to tackle. You are doing what the whole Marine Corps is doing but you are doing it on more difficult terrain.”

Bob Hoover was a U.S. Army Air Forces pilot stuck in a Nazi prison camp in Northern Germany after being shot down in 1944 over Southern France.
He’d spent 16 months as a POW and wasn’t going to stay there one minute longer. So he staged a fight between fellow prisoners, jumped over the Stalag’s barb wire fence, and stole an unguarded Focke-Wulf 190 from the nearby airfield.
He flew to Holland, which had just been liberated by the Allies.
As a child, he was inspired by his parents talking about Charles Lindbergh’s transatlantic flight. By age 15, he started a flying club at his high school. He took a job bagging groceries for $2 a week to pay for 15 minutes flying time. After becoming solo-certified, he began teaching himself aeronautical acrobatic moves.
He joined the Army Air Corps after enlisting in the Tennessee National Guard during World War II and was sent to Army Pilot Training School.
He wasn’t shot down until his 59th mission.
Jimmy Doolittle called Hoover “the greatest stick-and-rudder man that ever lived,” high praise for a man who had been flying for just 10 years by the time the United States Air Force became an independent branch of service. Hoover became an Air Force legend, joining the ranks of Doolittle, fellow Stalag Luft I prisoner Gabby Gabreski, and Chuck Yeager — to name a few. He flew captured enemy planes and later, experimental airframes in the Air Force, including the P-80, F-86, and F-100 Super Sabre.
Hoover was also Chuck Yeager’s backup (and chase plane pilot) when Yeager broke the sound barrier in a Bell X-1 in 1947.
His time testing aircraft even led Hoover to design technology to advance the development of aviation, including the “Hoover Nozzle” and the “Hoover Ring.”
Throughout his life, Hoover earned numerous awards and accolades, including the Distinguished Flying Cross, Purple Heart, and the French Croix de Guerre. He was also inducted into the National Aviation Hall of Fame and Aerospace Walk of Honor. The Blue Angels, USAF Thunderbirds, and Royal Canadian Air Force Snowbirds inducted him as an honorary member. After awarding him the Living Legends of Aviation “Freedom of Flight” Award in 2006, the nonprofit renamed the award after him the very next year.
Considered a “pilot’s pilot,” Hoover continued to fly in air shows until 2000.
Hoover’s death follows his wife Colleen’s in March. Yeager’s wife Victoria recounted the story of Bob and Colleen’s first date on her website.
