The head of Ukraine’s top rocket-making company on August 15 rejected claims that its technologies might have been shipped to North Korea, helping the pariah nation achieve a quantum leap in its missile program.
KB Yuzhnoye chief Alexander Degtyarev voiced confidence that employees haven’t been leaking know-how to Pyongyang, according to remarks published August 15 by the online site Strana.ua.
While denying any illicit technology transfers from the plant in the city of Dnipro, Degtyarev conceded the possibility that the plant’s products could have been copied.
“Our engines have been highly appraised and used around the world,” he said. “Maybe they have managed to build some copies somewhere.”
The New York Times reported August 14 that North Korea’s rapid progress in making ballistic missiles potentially capable of reaching the United States was made possible by black-market purchases of powerful rocket engines, probably from KB Yuzhnoye’s plant. Ukrainian officials angrily rejected the claim.
Pyongyang had displayed a keen interest in the plant before.
Degtyarev mentioned a 2011 incident, in which two North Koreans posing as trade representatives tried to steal technologies from the plant, but were arrested. In 2012, they were convicted of espionage and sentenced to eight years in prison each.
KB Yuzhnoye and its Yuzhmash plant in Dnipro has been a leading maker of intercontinental ballistic missiles since the 1950s and produced some of the most formidable weapons in the Soviet inventory.
Its designs included the heavy R-36M, code-named Satan in the West, which is still the most powerful ICBM in the Russian nuclear arsenal.
After Ukraine shipped all Soviet-era nuclear weapons to Russia after the Soviet collapse under agreements brokered by the United States, the plant in Dnipro has relied on cooperation with Russia’s space program to stay afloat.
But the collaboration ended as the two ex-Soviet neighbors plunged into a bitter conflict. Moscow responded to the ouster of Ukraine’s Russia-friendly president in 2014 by annexing the Crimean Peninsula and supporting a separatist insurgency in eastern Ukraine.
The termination of ties with Moscow has left the Dnipro plant struggling to secure orders.
Earlier this summer, a report in Popular Mechanics alleged that the Chinese expressed interest in a propulsion module designed by KB Yuzhnoye for the Soviet lunar program.
KB Yuzhnoye angrily dismissed the claim, insisting that it hasn’t transferred any rocket technologies to China.
Despite official denials, Ukraine’s past record with the illicit transfer of sensitive technologies have raised concerns.
Shortly before the 2003 war in Iraq, the United States accused the Ukrainian government of selling sophisticated Kolchuga military radars to Saddam Hussein’s military.
Ukrainian officials acknowledged in 2005 that six Kh-55 Soviet-built cruise missiles were transferred to China in 2000 while another six were shipped to Iran in 2001.
Vladimir Putin may be the wild card in world affairs right now, but he didn’t gain that influence overnight.
The Russian President’s ascension to power is filled with spies, armed conflicts, oligarchs, oil and (of course) judo.
So here’s how a onetime “nobody” climbed up the ranks to become the “World’s Most Powerful Person.”
Vladimir Putin was born in Leningrad on Oct. 7, 1952.
Vladimir Vladimirovich Putin is the only child of a decorated war veteran and factory worker in the slums of Leningrad. He grew up in a Soviet Union styled communal apartment with two other families — as was typical at the time.
As a teen Putin worked at his school’s radio station, where he reportedly played music by the Beatles and other Western rock bands.
The photographer Platon — who took Putin’s infamous Time Magazine cover in 2007 — said that Paul is Putin’s favorite Beatle, and “Yesterday” is his favorite song.
However, “by [Putin’s] own account, his favorite songs are Soviet standards, not Western rock. He has been deeply conservative his whole life,” Karen Dawisha wrote in her new book, “Putin’s Kleptocracy.”
Early on in life, Putin got into judo. He was his university’s judo champion in 1974.
Former deputy finance minister and first deputy chairman of the Central Bank Sergey Alaksashenko believes that Putin’s love of judo says something about his foreign policy.
“Unlike chess, a judo fighter should not wait for the opponent’s move. His strategy is to wait until he gets a chance to execute a single quick move — and then take a step back. Successful judo fighters must anticipate their opponents’ actions, make a decisive, preemptive move and try to disable them,” he wrote in the Moscow Times.
He also really loved spy novels and TV shows — especially one about a Soviet double agent.
Putin reportedly loved the popular 1960s book series turned TV series “17 Moments of Spring” starring the Soviet double-agent Max Otto von Stierlitz (né Vsevolod Vladimirovich Vladimirov) who rose up the ranks into Nazi elite during World War II.
Putin said about the series: “What amazed me most of all was how one man’s effort could achieve what whole armies could not.”
And in a moment of life imitating art, in 1985 the KGB sent Putin to Dresden, East Germany where he lived undercover as a “Mr. Adamov.”
Reportedly, Putin mastered the German language so well that he could imitate regional dialects. Unlike most KGB agents, Putin liked hanging out with Germans. He was particularly fond of the “German discipline.”
But how exactly Putin spent his time in East Germany is relatively unknown. According to the Kremlin, he was awarded the bronze medal “For Faithful Service to the National People’s Army.”
Additionally, Putin was once investigated for “allegations of favoritism in granting import and export licenses.”
… but the case was dismissed pretty quickly “due to lack of evidence.”
Back in the early 1990s, Putin was in charge of a deal where $100 million worth of raw materials would be exported in exchange for food for the citizens of St. Petersburg. Although the materials were exported, the St. Petersburg citizens never got the food.
Reportedly, Putin was the one who signed off on the deal — but the Kremlin denies this.
When Sobchak lost the re-election for mayor, the victor offered Putin a job. However, Putin turned it down saying: “It’s better to be hanged for loyalty than be rewarded for betrayal.”
Putin was the campaign manager for Sobchak’s re-election. Vladimir Yakovlev, who had the support of the powerful Moscow mayor, ran against Sobchak and won. He offered Putin a gig in his office, but Putin declined it.
And then — seemingly out of nowhere — Yelstin stepped down as president and named Putin the acting president on New Year’s in 1999.
Many people believed that Yeltsin propelled Putin to presidency in order to protect himself: The war in Chechnya was starting to curdle, and his ratings were starting to drop.
Interestingly, one of Putin’s first moves was to pardon Yeltsin “immunity from criminal or administrative investigations, including protection of his papers, residence and other possessions from search and seizure.”
In his first speech as acting president, Putin promised freedom of speech, freedom of conscience, freedom of the press, the right to private property …
The exact quote from his speech is:
“I want to warn that by any attempts to go beyond the Russian laws, beyond the Constitution of Russia, will be strongly suppressed. Freedom of speech. Freedom of conscience. Freedom of mass media. Property rights. These basic principles of the civilized society will be safe under the protection of the state.”
Putin recognized that the Yeltsin-era oligarchs had the potential to be more powerful than him … so he struck a deal with them.
“In July of , Putin told the oligarchs that he would not interfere with their businesses or renationalize state resources as long as they stayed out of politics — that is, as long as they did not challenge or criticize the president,” according to the Council on Foreign Relations.
And then Putin established his reputation as a “man of action” with his handling of the Second Chechen War.
In 2002, a Moscow theatre was seized by 40 Chechen militants, who were led by the warlord Movsar Barayev, and 129 out of the 912 hostages died during this three-day ordeal.
This was a critical moment for Putin, and many expected his domestic approval to plummet. But his “ruthless handling of the siege and his refusal to negotiate with the hostage-takers further shored up his reputation as a man of action.”
His approval rating was up at 83% after it was all over.
In 2004, Putin was re-elected for a second term. He continued to focus on domestic affairs, but drew major criticisms for his crackdowns on the media.
Journalist Anna Politkovskaya was murdered in her apartment lobby after she wrote about corruption in the Russian army with respect to Chechnya. Many in the Western media criticized Putin for failing to protect the media.
Those accused of the murder “testified that Akhmed Zakayev and Boris Berezovksy (one of the Yeltsin-era oligarchs) could be the clients, who ordered the murder of Anna Politkovskaya,” according to TASS.
In 2008, Dmitry Medvedev was elected president. One day later, he made Putin the new Prime Minister … And then Russia got clobbered by the financial crisis.
When the global financial crisis hit, things got really got bad. The Russian economy was slammed particularly hard because it relied heavily on Western investment.
Additionally, the financial crisis really showed just how dependent the Russian economy is on oil and gas, and how intertwined the industry was with the country’s political economy, according to the Brookings Institute.
In that same year, Russia got involved in a five-day international conflict — the Russo-Georgian War.
The Russo-Georgia conflict involving Russia, Georgia, and the two regions South Ossetia and Abkhazia. The two regions have been trying to get formal independence since the 1990s — Russia recognizes the independence, which has been condemned by Western nations.
“After the 2008 conflict, Moscow declared that it would formally recognize the independence of both South Ossetia and Abkhazia. Russia’s allies Nicaragua and Venezuela followed suit, as did a number of small Pacific island states,” according to the BBC.
Two years later, in March 2014, Putin annexed Crimea in one of the most complicated and controversial geopolitical moves of the year.
The ousted Ukrainian president Viktor Yanukovych “sent a letter to” Putin “requesting that he use Russia’s military to restore law and order in Ukraine.”
The Russian Parliament granted Putin “broad authority to use military force in response to the political upheaval in Ukraine that dislodged a Kremlin ally and installed a new, staunchly pro-Western government, the Ukrainian government in Kiev threatened war if Russia sent troops further into Ukraine,” reported The New York Times.
On March 2, Russia took complete control of Crimea, and on March 16, an “overwhelming majority” of Crimeans voted to secede from Ukraine and join Russia.
No one’s quite sure what Putin’s next move will be, but since he’s considering a fourth term, we may be seeing much more from him until at least 2024 …
Back when Putin was a deputy mayor in St. Petersburg, his inner circle cronies referred to him as “Boss.” Today, they refer to him as “Tsar,” and Forbes just named him the most powerful person in 2014.
And there’s no telling what people will call him next.
Mental health treatment can be complicated, and adjustments are often needed to make it as effective as possible. When treatment isn’t meeting the Veteran’s goals or leading to improvement, VA encourages the Veteran and provider to discuss potential reasons and consider modifications or alternative treatments that better meet the patient’s needs.
To help, VA uses standardized questionnaires to measure change along the way. This process, known as measurement-based care (MBC), transforms the way VA delivers mental health care. MBC involves the following steps:
The Veteran routinely completes brief questionnaires about their symptoms and progress toward treatment goals.
The provider and the Veteran review and talk about the results together, using the questionnaire as a starting point for discussing what’s working in treatment — and what’s not. The provider explains what the findings mean and may offer ideas for changing treatment based on the results.
Based on these conversations and considering the Veteran’s perspective, the provider and Veteran work together to select the best treatment options.
Benefits of MBC
Data from MBC questionnaires can signal when treatment isn’t working. It also helps the clinician and Veteran develop a plan to get back on track. MBC helps foster an open dialogue between Veterans and their providers, ensuring that the treatment process is progressing toward each Veteran’s mental health goals. This dialogue may include meaningful conversations about personal goals, collaborative development of treatment plans, assessment of progress over time, and joint decisions about adjustments to the treatment plan. Veterans’ participation in developing their treatment approach has the added benefit of helping them to actively engage in their care.
Change can be challenging
Using MBC can be a pretty big adjustment for many mental health providers. Changing a health care practice is challenging even when the new method is simple, and the MBC approach involves several steps and many considerations. That’s why VA is rolling out MBC in phases, so that along the way we can learn from providers’ experiences the best ways to put MBC into practice.
Members of the VA Center for Integrated Healthcare, the VISN 4 MIRECC and the Behavioral Health QUERI are studying how providers at 10 sites are implementing MBC into their primary care and mental health integration programs. Their goal is to understand what it takes to help providers shift their practice to the MBC approach. Their results will be used to help providers at other VA sites figure out how to adopt MBC.

Since its launch in 2007, the Veterans Crisis Line has been an invaluable resource for Veterans nationwide — answering more than 3 million calls and initiating the dispatch of emergency services to callers in crisis nearly 78,000 times.
Veterans Crisis Line responders have also engaged in nearly 363,000 chats through the anonymous online chat service added in 2009, and we’ve answered more than 81,000 texts since our text messaging service began in November 2011.
I say all of this to show that from the start, the Veterans Crisis Line staff has consistently looked for more opportunities to better serve Veterans, and that desire to expand our services hasn’t slowed down.
The No Veterans Crisis Line Call Should Go Unanswered Act took effect in 2016, and we’ve responded with steps designed to provide the best support possible. From employing staggered shift scheduling for better coverage during periods of high call volume to formalizing our intensive training program and incorporating the latest evidence-based practices, we are always working to enhance our ability to serve Veterans.

Most recently, we implemented an automatic transfer system: With the push of a button, a local VA Medical Center can directly connect a Veteran to the Veterans Crisis Line. Soon, we will greatly expand call capacity with the opening of a third call center in Topeka, Kan.
The results of these efforts have already begun to show, as virtually every call we receive is answered by a Veterans Crisis Line responder with specific training to provide support to Veterans and Service members. In 2017, just 0.3 percent of calls to the Veterans Crisis Line were rolled over to non-VA crisis line operators, and that percentage fell to 0.07 in December.

The three members of Army Special Forces who were killed earlier this month outside a Jordanian military base were working for the Central Intelligence Agency, according to a report in The Washington Post.
The three soldiers with the Fort Campbell, Kentucky, 5th Special Forces Group were killed while entering a military base in Jordan on November 4. The soldiers, Staff Sgts. Matthew C. Lewellen, 27; Kevin J. McEnroe, 30; and James F. Moriarty, 27, were apparently fired upon by Jordanian security forces at the gate to King Feisal Air Base, where they were deployed in support of Operation Inherent Resolve.
According to The Post, the soldiers were working on the CIA’s program to train moderate Syrian rebels. It’s still unclear what the circumstances were surrounding their deaths.
Jordanian military officials said that shots were fired as the Americans’ car tried to enter the base, and a Jordanian military officer was also wounded, according to Army Times. Reporting from the Post seems to suggest that an accidental discharge from the Green Berets inside their vehicle may have led to a shootout, which an official called a “chain of unfortunate events.”
The loss of the three soldiers may be the deadliest incident for the CIA since 2009, when a suicide bomber killed seven members of a CIA team in Khost, Afghanistan.
The CIA often “details” special operations units to operate within its paramilitary force, called Special Activities Division. Some notable examples include the use of Army’s Delta Force in the 2001 US invasion of Afghanistan and the operation to kill Osama bin Laden in Pakistan, which was carried out by Navy SEALs assigned to the CIA.
It has been particularly rough time for the Army Special Forces community. Besides the three soldiers killed in Jordan, there were two others killed in Afghanistan and another killed during scuba training this month.
The Norwegian frigate HNoMS Helge Ingstad was lost on Nov. 13, 2018, five days after it collided with a Greek oil tanker and began taking on water. Now, the Norwegian Navy has recovered the wreck and begun salvage operations, and videos showing the process from the early underwater surveys to now have been released online.

The ship suffered severe damage and seemed to leak water in what were supposed to be watertight compartments (Norway and the ship’s builder, a Spanish firm, are fighting over whether a design and construction failure led to the sinking or not). But the ship sank slowly, giving the crew some time to get a tug to push it into shallow water.
This was too little to save the ship, but has made salvage easier. Divers were sent in to collect sensitive documents and to remove the ship’s dangerous ordnance, from torpedoes to missiles. Surprisingly, as seen in the video above the torpedoes were placed into what was, essentially, a modified dumpster.
After removal, the munitions were detonated in a remote location, and two large barges with cranes were moved over the wreck to very slowly raise it up in late February. It took time for the water to run out of the wreck, and salvage crews were sent in to help open hatches and valves to get as much of the water out as possible.
Now, the ship’s remains are at Haakonsvern, Norway’s primary naval base, where salvage operators are taking careful steps to preserve as much evidence of how the sinking played out as possible while also preserving what components might still be saved.
The HNoMS Helge Ingstad was heavily damaged in the crash and sank slowly over five days.
Sensitive electronics exposed to seawater are being transferred into freshwater or chemical baths as saltwater becomes more corrosive when exposed to air. Approximately 1,400 parts have been scheduled for this treatment.
In the meantime, the Norwegian Navy is in a tough spot. They maintain only a small fleet, and they had five main surface combatants when the Helge Ingstad was lost, meaning they’re down 20 percent of the primary combat power.
Military medical providers must first diagnose airmen, proving transition surgery is a medical necessity, just like any other treatment. In the Air Force, the airman’s closest unit commander holds all keys to transitioning while in the USAF, including requests for surgery, uniform and PT exemptions, and deployment needs.
The gender used in the airman’s personnel record will determine which gender regulations and facilities to use, meaning until the transition is complete, transgender airmen will continue to use their gender from birth.
They are still deployable as long as they are medically qualified.
After receiving a diagnosis of medical need, the airman will inform their unit commander.The commander has 90 days to respond to the request. The commanding officer, airman, and medical staff will set out a timeline for a transition plan that takes operational needs, morale, and readiness into account.
The transition is complete (in the eyes of the Air Force) when the medical staff informs the airman’s unit commander and the airman provides legal documentation (such an updated birth certificate and passport) reflecting the change.
Uniform dress and appearance requirements will adhere to the gender reflected in their personnel record. Any exceptions to policy requests regarding uniform wear during the transition should be in writing to their immediate commander.
Transgender applicants who want to join the military will still have to meet all the physical conditioning standards for their branch, gender, age, and MOS. They will use the facilities for the gender marker in their personnel record. They may be exempt from fitness assessments during the transition plan period but are still expected to participate in unit PT.
A history of gender dysphoria, transition surgery, or hormone therapy is still a disqualifying factor for joining the military unless the recruit has been stable in their new gender for at least 18 months. A doctor must confirm the recruit’s gender stability.
Out of 15 U.S. presidents targeted for assassination (that we know of), four were successful. No matter who the “leader of the free world” is, he or she will always have haters. While assassins were successful targeting Abraham Lincoln, James Garfield, William McKinley and John F. Kennedy, here are 12 attempts you may know little about:
1. Andrew Jackson
Richard Lawrence ambushed Andrew Jackson in front of the Capitol building in Washington, D.C. Lawrence shot at him, but his gun misfired. Infuriated, the 67-year-old Jackson proceeded to club him with his old hickory cane. Lawrence pulled a second pistol, and it too misfired. Jackson beat Lawrence senseless until his aides wrestled Lawrence away.
2. Theodore Roosevelt
John Flammang Schrank shot President Roosevelt during a speech in Milwaukee, Wisconsin, on October 14, 1912. Roosevelt continued to give his speech after being shot, even joking about it where at one point he said:
Friends, I shall ask you to be as quiet as possible. I don’t know whether you fully understand that I have just been shot, but it takes more than that to kill a Bull Moose. But fortunately I had my manuscript, so you see I was going to make a long speech, and there is a bullet — there is where the bullet went through — and it probably saved me from it going into my heart. The bullet is in me now, so that I cannot make a very long speech, but I will try my best. — Theodore Roosevelt, Address at Milwaukee, Wisconsin, October 14, 1912
Roosevelt lived with the bullet in him for the rest of his life. Schrank claimed the ghost of William McKinley told him to shoot the President; doctors found him insane.
3. Franklin D. Roosevelt
Italian immigrant Giuseppe Zangara attempted to assassinate President-elect Franklin D. Roosevelt on February 15, 1933, during an impromptu speech in Miami, Florida. Five people were hit, including Chicago Mayor Anton Cermak, who later succumbed to his wounds. On the way to the hospital, Cermak allegedly told Roosevelt, “I’m glad it was me instead of you,” which was later inscribed on his tombstone plaque. Some speculated it was a mob hit on the mayor and not Roosevelt.
“I have the gun in my hand,” confessed Zangara in the Dade County Courthouse jail. “I kill kings and presidents first and next all capitalists.” He was sentenced to death by Circuit Court Judge Uly Thompson.
4. Harry S. Truman
Oscar Collazo and Griselio Torresola — two supporters of the Puerto Rican independence movement — tried to assassinate President Truman while he was napping on the second floor of the Blair House. Truman was staying at the Blair House while the White House was undergoing renovation. The would-be assassins saw their opportunity because unlike the White House, the Blair House was less secure.
In what was described as “the biggest gunfight in Secret Service history”—27 shots fired over 40 seconds—Terresola and a police officer were killed. Collazo was sentenced to death, which President Truman later commuted to a life sentence.
5. Richard Nixon
Samuel Byck attempted to assassinate Nixon on February 22, 1974, by hijacking a plane in hopes of crashing it into the White House while the President was there. Byck carried out his plan with .22 caliber revolver he stole from his friend and a suitcase bomb. His plan was foiled, and the plane never left the Baltimore/Washington International Airport gate. He killed a police officer and committed suicide in the process.
6. Gerald Ford
President Ford had two attempts on his life by two women in California in the same month. One by Charles Manson follower Lynette Fromme, who fired a pistol at him in a crowd in Sacramento on September 5, 1975. The second attempt was by Sara Jane Moore in San Francisco on September 22, 1975 — just 17 days after Fromme. Both women were sentenced to life in prison.
7. Jimmy Carter
The Secret Service arrested Raymond Lee Harvey ten minutes before President Carter gave a speech at the Civic Center Mall in Los Angeles on May 5, 1979. The Ohio-born drifter was caught with a starter pistol and blank rounds. Although he had a history of mental illness, the police investigated his claims of being part of a four-man operation to assassinate the president. Charges against Harvey were dropped for insufficient of evidence.
8. Ronald Reagan

He fired six shots from his .22 caliber revolver wounding the president and three others. Hinckley was found not guilty by reason of insanity on June 21. He said the assassination attempt was a love offering to actress Jodie Foster.
Reagan famously joked about it with one-liners to keep the country’s spirits up. “Please tell me you’re Republicans,” he said to the surgeons when he entered the operating room. To an attentive nurse, he said, “does Nancy know about us?”
9. George H.W. Bush
Three months after President Bush left office, Kuwaiti officials foiled a 16-man assassination ring led by the Iraqi Intelligence Service. The perpetrators planned to assassinate President Bush with a car bomb during a speaking engagement at the Kuwait University.
President Clinton responded in kind with 23 Tomahawk missiles against the Iraqi Intelligence Service headquarters building in Baghdad. In a televised address to the nation, he ordered the attack to convey three messages, “We will combat terrorism. We will deter aggression. We will protect our people.”
10. Bill Clinton
Osama bin Laden came close to assassinating President Clinton with a car bomb in the Philippines in 1996. Intelligence agents picked up on the plot via a choppy transmission with the words “bridge” and “wedding” — a terrorist code word for assassination, reported the Telegraph.
The secret service averted the scheme by re-routing the presidential motorcade away from the bridge containing the bomb.
11. George W. Bush
Robert Pickett — a former Internal Revenue Service accountant — fired his handgun at the White House while President Bush was inside. He was shot in the knee and arrested by secret service agents. Pickett was sentenced to three years in prison.
12. Barack Obama
Oscar Ramiro Ortega-Hernandez fired his rifle at the White House. The 21-year-old claimed to be the second coming of Christ, and that Obama was the devil. He talked about Nostradamus and receiving a “message through time.” Ortega-Hernandez was sentenced to 25 years in prison.
Over the past year, a selected set of Army units have been piloting the new six-test Army Combat Fitness Test as the first phase of replacing the three-test Army Physical Fitness Test.
Used since 1980, the APFT includes the 2-mile run, push-up test, and sit-up test. The ACFT is an almost hour-long series of the six tests described in Table 1: the dead lift, the standing power throw, the hand-release push up, the sprint-drag-and-carry, the leg tuck hold, and the 2-mile run.
The ACFT is designed to better assess soldiers’ abilities to perform common tasks that reflect combat readiness. “It’s much more rigorous, but a better test,” agreed several members of the units testing the ACFT. Some studies are still underway, but transition to the ACFT is imminent:
The ACFT will be conducted by all soldiers Army-wide starting Oct. 1, 2019. Soldiers will also conduct the APFT as the official test of record during a one-year transition until Oct. 1, 2020. While some aspects of standards, training, and administration are being finalized, procedures and techniques are documented in Field Manual (FM) 7-22, Army Physical Readiness Training (PRT), 2012.

The ACFT and associated training requires soldiers to use several parts of the body not previously addressed by the APFT. This supports a more holistic, balanced approach to Army physical readiness. While ACFT is intended to improve soldiers’ physical performance while reducing injuries long term, as with any new physical activity it comes with new injury risks.
Observations by Army experts suggest certain injuries that may be anticipated. While the Army is sending out ACFT trainers to every unit to help train soldiers, everyone should be aware of potential new problems and how to avoid them.
Why and how were new ACFT tests selected?
Leaders and soldiers alike have long expressed concerns that the APFT doesn’t adequately measure soldiers’ abilities to perform common required tasks important during deployment.
Not all aspects of the APFT are bad, however. Studies have demonstrated that the 2-mile run is an excellent way to test soldiers’ cardiorespiratory endurance, also known as aerobic fitness. Aerobic capacity is linked to performance of more military tasks than any other aspect of fitness.
“Aerobic capacity is the most important measure of a soldier’s fitness,” says Dr. Bruce Jones, a retired Army colonel and medical doctor with the U.S. Army Public Health Center. “And weight-bearing physical activities such as running or marching are inescapable routine military aerobic activities.” Jones also explains that “Poor run times are not only associated with poor performance, they are associated with higher risk of injury.” So the 2-mile run time is a reliable way to monitor both aerobic fitness and injury risk.

The push-up test is also linked to key military tasks, and is a good measure of upper body muscle endurance. However, evidence did not support the value of using the sit-up test to measure military task performance.
An in-depth review of key fitness elements and their association with military tasks found that muscle strength and power are critical to military task performance. Agility and speed are also very important. The APFT does not measure these key fitness elements. The ACFT will now ensure soldiers’ combat readiness determinations include these additional fitness components.
What injury risks are associated with the ACFT?
Historically, the majority of soldiers’ injuries have occurred in the lower body, which includes the knee, lower leg, ankle, and foot and the lower back. Excessive physical training emphasis on distance running and long foot marches have been to blame.
“While lower body injuries may be reduced with more cross-training, they are expected to remain a primary concern,” explained Tyson Grier, an APHC kinesiologist. “Soldiers spend the majority of their time on their feet. Their lower body is constantly absorbing forces from carrying their body weight in addition to other loads.”
The Army updated its training doctrine to the physical readiness training program in 2012 to reduce lower body injuries. The PRT deemphasizes distance running and encourages a mix of training activities to promote strength, agility, balance, and power.
The PRT has been associated with a reduction of injuries in initial entry training. Army operational units have not shown comparable trends in injury reduction, however. Since the APFT has continued to be the test of record these units may not have fully embraced the PRT.
With the implementation of the ACFT, the Army will still monitor soldiers’ aerobic fitness with the 2-mile run, but training time will need to be devoted to a variety of other activities too. The new tests are not risk-free, but the goal is to slowly build up the body’s ability to perform activities than might cause soldiers injuries on the job. While this is to enhance physical performance, Army experts recognize that the training for and conduct of the ACFT could also increase risk of injuries to the upper body such as the back and spine, shoulder, and elbows.

Some items used for the ACFT, such as the trap/hex bar for the deadlift, have been specifically selected to reduce injury risk. To avoid injuries caused by excessive weight lifts, the maximum weight for the deadlift was limited to 340 pounds, considered a moderate weight by serious lifter. Procedures are designed to avoid injury. For example, the grader must spot the soldier during leg tuck to reduce falling injury. A required warm up before the ACFT and a specific deadlift warm up period will reduce injuries. Despite these efforts, there will be a learning curve.
“A primary reason for injury resulting from the new test and training activities will be due to improper form and technique,” says Grier. “These are new activities to learn. It is very important that soldiers learn proper technique from the start, and avoid developing bad habits.”
“We also worry that “too much too soon” will cause injuries,” notes Maj. Timothy Benedict., Army physical therapist. “Some soldiers will start this training by lifting too much weight, conducting too many repetitions, or not allowing days of rest between sessions that stress specific muscles.”
While only future surveillance of soldiers’ injuries will be able to identify actual changes to the Army’s injury trends, a review of existing evidence suggests potential injury risks associated with the new tests and associated training. Table 1 highlights key injury concerns.
Some injuries associated with the ACFT will be sudden acute injuries. Acute injuries are usually associated with sudden sharp pain and typically require immediate medical attention. These include strains or tears in arm, shoulder, chest, or back muscles, torn knee ligaments, dislocated shoulders, herniated discs in the back, pinched nerves, or fractured bones (such as from falling during the leg tuck).
While these acute injuries can occur when soldiers are conducting military tasks or other personal activities, specific training activities may raise the risk. For example, studies of both professional and amateur and weightlifters and power lifters have indicated that use of extremely heavy weights during the dead-left is associated with lower back disc herniation and knee injuries. On the other hand, some rehabilitation studies have suggested that using lighter weights during the dead-lift may be useful to strengthen the back and knees.
An acute tear of fatigued muscles and tendons in the chest, arm, or shoulder during bench-pressing of heavy weights, such as a pectoralis major rupture, is another highly studied injury. This injury is almost uniquely associated with the bench press activity — only a couple past military cases were other causes (parachuting and push-up training). Though the bench press is not part of the ACFT, there is concern that soldiers may use this activity to train for the ACFT.

Injuries that develop gradually over time from over training are known as cumulative or overuse injuries. Overuse injuries occur when a repeatedly used set of body tissues haven’t had adequate time to heal and rebuild. “Continuing to stress tissues already injured from improper or excessive use or weight will only make the condition worse,” warns Benedict.
While delayed muscle soreness can be a normal sign that muscles are rebuilding stronger, pain in a joint or bone is not normal. Pain associated with overuse injuries may dull during the activity, but can become more serious if use continues.
Overuse injuries to the lower body are the most common type of soldier injury. Overuse to joints in shoulders, elbows, as well as knees and spinal joints are concerns because of the new ACFT tests. A common shoulder overuse injury is a torn rotator cuff – though it can occur suddenly, tissues have often already been worn from excessive use. Other common overuse injuries include tendonitis, bursitis, and pain syndromes in the knee and the lower back. These injuries may lead to long term chronic or permanent tissue damage.
Why it matters
Though injuries will continue to be experienced by soldiers — most are preventable.
Injury can mean out of commission for some time — and can notably increase your chances of getting injured again. Or develop chronic life-long conditions as you get older.
Injuries critically impact individual, units, and Army performance. Injuries cost the Army billions of dollars annually for medical treatment, rehabilitation and re-training, medical disability, and reduced productivity from restricted duties, and attrition. Training-related musculoskeletal injuries are the leading reason for temporary medical non-deployment status.
What you can do
In order to optimize U.S. military performance, soldiers and Leaders must do their part to train smarter which includes avoiding injury.
“An ounce of prevention is worth a pound of cure.” So do what you can to avoid getting injured in the first place. Table 2 provides some general guidance. Using proper technique, slowly building up intensity and weight levels to acclimate your body, and allowing rest days between similar activities are the primary keys to minimizing your risk.
To minimize risk follow procedures as taught by Army ACFT trainers. Seek guidance from Army Fitness Centers, doctrine in FM 7-22, a certified trainer, such as a Master Fitness Trainer, and use a buddy system during training to be warned of poor form and for hands on help as a ‘spotter’ to ensure proper balance and range of motion.
And if you are injured? Stop activities at early signs of pain and seek medical advice. Taking a break from activities temporarily to let the tissues heal can minimize the likelihood of a more serious injury. An injured knee can require weeks or months of rehabilitation. A worn rotator cuff tear can mean surgery. Lower back pain can result in a long term health condition.
As if 2020 couldn’t get any more bizarre, earlier today the Pentagon officially released unclassified, previously leaked footage of “unidentified aerial phenomena” aka unidentified flying objects aka UFOs aka ALIENS.
In September of last year, the Navy acknowledged the validity of the videos, but are officially releasing them “in order to clear up any misconceptions by the public on whether or not the footage that has been circulating was real, or whether or not there is more to the videos,” the Pentagon said in a statement. “After a thorough review, the department has determined that the authorized release of these unclassified videos does not reveal any sensitive capabilities or systems, and does not impinge on any subsequent investigations of military air space incursions by unidentified aerial phenomena. DOD is releasing the videos in order to clear up any misconceptions by the public on whether or not the footage that has been circulating was real, or whether or not there is more to the videos. The aerial phenomena observed in the videos remain characterized as ‘unidentified.’

Let me give you a very succinct analogy: Let’s say at night you go to lock your front door, you don’t expect any problems, but you lock it anyways just to be extra safe. You lock your windows, and you turn on your alarm system, and you go to bed. You do this every morning, and let’s say one morning after you wake up, you’re walking downstairs, and you find muddy footprints in your living room.
Nothing has been taken, no one is hurt, but despite you locking the front doors, the windows, and turning on the alarm system — there are muddy footprints in your living room.
The question is: is that a threat?
Well, I don’t know, but it could be if it wanted to be.
Air Force leaders met with scientists and industry members May 17, 2018, at the Artificial Intelligence and Quantum Science Summit to chart how the service will utilize emerging technologies in the future.
The summit, hosted by Vice Chief of Staff of the Air Force General Stephen Wilson, focused on how to operationalize AI and quantum information science with briefings from experts from headquarters Air Force Intelligence Surveillance Reconnaissance directorate, Air Force Research Labs, Air Force Life Cycle Management Center, and technology industry leaders.
“The world is changing,” Wilson said. “We will change at scale. As noted in the National Defense Strategy, we must continue to learn and adapt faster. We’re here to ensure we have that architecture and infrastructure to empower our Airmen.”
The implications of AI and quantum information science are wide-ranging. From harnessing, processing, protecting and using massive quantities of data to improve decision making, to changing business practices with predictive, conditions based aircraft maintenance, AI and quantum science can revolutionize how the Air Force flies, fights and wins.

But widely utilizing these technologies requires more than building upon current Air Force science and technology investments, according to leaders. It will require embracing the technology as a culture.
As well, pursuing game changing capabilities with industry will drive further change, especially in how the service works with industry and academic partners according to Dr. Will Roper, assistant secretary of the Air Force for acquisition, technology and logistics.
“Acknowledging the paradigm shift that commercial industry now leads in many areas of technology development is important,” Roper said.
Experts from multiple leading technology industries shared their own insights from the AI and quantum science realms at the summit.
Wilson said continued partnership with industry is essential to posture the service with capabilities for dominance in the digital age.
“Digital speed, not industrial speed, will win the next war. There are things we need to do now to be the Air Force of the future,” he said.
A hilarious incident report involving a Navy sailor using a raccoon to pass a breathalyzer test so he could drive his car home was passed around on the internet like wildfire this week, but … it was too good to be true: It’s all a hoax.
A few days ago, WATM noticed an image being passed around, purportedly from an incident report from Camp Pendleton police, telling the full story of what happened after a sailor left the bar in San Diego. Here it is:
We were skeptical, though we read it and basically went all Ron Burgundy afterward (“I’m not even mad, that’s amazing”). It sounded quite unbelievable, and it also had a suspicious watermark in the background. The watermark reads, “Always Watching, JTTOTS,” the tagline and acronym for a Marine-focused Facebook page called Just The Tip, of the Spear.
Since it picked up steam and has hit quite a few websites — including making international news — journalists reached out to the military for comment on the incident (We’d love to know how these calls went). Here’s what they said:
“While humorous, it’s not real,” Eric Durie, spokesman for Navy Secretary Ray Mabus, told the New York Daily News.
“I called police records, and while they were highly entertained, they confirmed (the story) is absolutely a hoax,” 1st. Lt. Savannah Frank, a public affairs officer at Camp Pendleton, told the San Diego Union-Tribune.
So this story may not be true, but we have a strong feeling a drunk sailor will someday be inspired to try this.
