If the Empire ever makes it here from its galaxy far, far away, America is going to be in a tough pickle.
And the Empire has already had a long time to get here. So what would it look like if the Empire landed one of its most feared vehicles — the All Terrain Armored Transport — in the plains of the midwest?
Surely, the Air Force would be hard-pressed to take them out, but here are five strategies that the beloved A-10 should try first:
Strategy 1: Punch out the walker’s teeth
The AT-ATs armor is too thick for firing at it center mass, but aiming at the crew cabin in the “head” will give the A-10 pilots a good chance of hitting the laser turrets mounted around it. These weapons have only light armor and the barrels are largely exposed.
This won’t take down the walker entirely, but it would turn it into a stomping reconnaissance tool instead of a lethal, anti-armor and anti-bunker monster.
Strategy 2: Low flying pass to hit the Imperial walker’s fuel slug
The walkers use a solid “slug” of fuel kept in a tank in the belly of the beast. This is the same type of fuel that powers starfighters, and everyone knows how spectacularly they blow up.
To hit this tank, the A-10s will need to conduct flights at near ground level and should approach from the walker’s 1, 5, 7, or 11 o’clock to avoid its limited skirt armor. Pilots should launch the TV-guided AGM-65 Maverick missile with its 300-pound, shaped-charge warhead and a delayed fuze.
Even if the missile doesn’t make it to the fuel tank before it explodes, the blast should cut through some of the drive mechanisms for the legs, granting a mobility kill and possibly causing the AT-AT to topple.
Strategy 3: Cripple its feet
Speaking of mobility kills, the AT-AT relies on ankle drive motors and terrain scanners in the “feet” to keep it balanced and moving forward. But the metal supports around these feet aren’t particularly strong.
In at least two occasions, Sith and Jedi have cut the feet off of a walker.
While A-10s don’t have a plasma saber to cut through the leg, the shaped charges in the AGM-65 with a contact fuse could slice deep enough for the remaining support to snap under the massive weight of the AT-AT.
Alternatively, the pilot could fire the Maverick missile against the foot itself in an attempt to cut through the armor to disable the sensors and motors inside, increasing the chances that the foot will trip on the terrain, similar to the effect in the GIF above.
Strategy 4: Wait for it to discharge troops and fill it with 30mm
The AT-AT is a troop transport, and patient A-10 pilots could wait for it to attempt and discharge its stormtroopers and speeder bikes. When the walker opens to release its deadly cargo, pilots would have only a short window to attack through the open armor panels.
This is a job for the GAU-8 Avenger. Pilots should fire a sustained stream of 30mm through the opening. Don’t get shy, the crew compartment is connected to the transport area only through a thin tunnel. Even with high-explosive rounds, the A-10 needs to get a lot of ammo into the troop transport section to guarantee that at least a few bits of shrapnel bounce through the cabin.
Strategy 5: Cut its head off
In the Battle of Hoth, snow speeders managed to get a mobility kill on an AT-AT by wrapping its legs up in a tow cable. Before the walker crew could escape, a flight of snow speeders fired on the AT-AT’s flexible neck section, the tunnel between the crew cabin and the troop transport area.
Just two blasts to the neck section set off a massive explosion that destroyed the walker and rained debris for hundreds of meters. While it isn’t known what in the neck caused the massive, second detonation, there’s no reason to think that an A-10’s GAU-8 Avenger couldn’t punch through this vulnerable section.
To hit it, pilots should conduct nearly vertical attacks from high altitude, sending the 30mm rounds into the neck joint perpendicular to the armor.
The U.S. Marines put supermodel Kate Upton through her paces on Aug. 22 during a workout in Detroit to promote the upcoming Marine Week celebration in the city.
Upton struggled a bit at the end, but was able to complete the training routine that involved a series of aerobic exercises and running as her fiance, Detroit Tigers pitcher Justin Verlander, watched from afar. Upton joined several other Tigers players’ wives and significant others in the session at Wayne State University’s athletic complex that was led by Gunnery Sgt. Sara Pacheco, a Marine Corps fitness instructor.
“It was (a) very hard workout,” Upton said following the exercise session, which she concluded by collapsing to the grass in an exhausted embrace with a fellow workout warrior. “I knew it was going to be hard. The Marines are very tough.”
Verlander, a former American League most valuable player and winner of the Cy Young award as the league’s top pitcher, said afterward that he was proud of Upton for her efforts.
“I think it’s easy to show your support with words. I think going out there and doing that workout I think really shows how much she supports (the military),” Verlander said. He is the founder of the Wins for Warriors charity that supports military service members and their families.
Upton, a world-famous model who has appeared three times on the cover of the Sports Illustrated swimsuit issue, was on hand to promote Marine Week, which runs Sept. 6-10, and is designed to provide the public with a better understanding of the Corps and its mission and the chance to connect with hundreds of Marines.
The US issued a stark warning to Beijing on May 31, 2018, as Chinese militarization of the South China Sea creates a potential flashpoint in a longstanding battle for control of the Pacific.
For years, Beijing has dredged the South China Sea to build artificial islands in waters it claims as its territory.
Six of China’s neighbors also lay claim to conflicting patches of the South China Sea. The body of water is home to natural resources, and trillions of dollars’ worth of trade passes through every year.
On May 31, 2018, the US reminded China of a “historical fact.” Lt. Gen. Kenneth McKenzie, the director of the Joint Staff, said “the United States military has had a lot of experience in the Western Pacific, taking down small islands.”
“We have a lot of experience, in the Second World War, taking down small islands that are isolated,” McKenzie said. “So that’s a — that’s a core competency of the US military that we’ve done before. You shouldn’t read anything more into that than a simple statement of historical fact.”
The US has been the main challenger to China’s maritime claims and in doing so has provoked the bulk of Beijing’s rage, which is often expressed in a kind of doublespeak common for the Chinese Communist Party.
On May 31, 2018, China’s foreign ministry called US claims that Beijing was militarizing the islands “ridiculous” and compared them to “a case of a thief crying ‘stop thief’ to cover their misdeeds.”
But on the same day, the Chinese state media detailed plans to prepare a military response to US interference.
The Global Times, a newspaper controlled by the Communist Party, wrote: “Aside from deploying defensive weapons on the Spratly Islands, China should build a powerful deterrence system, including an aerial base and a roving naval force and base.”
“How can anyone argue with a straight face?” Bonnie Glaser, the director of the China Power Project at the Center for Strategic and International Studies, told Business Insider. “How can anyone say this is not militarization? It’s a patent lie.” She said the ranges and functions of missiles China placed on the islands pointed to a clear military utility.
Beijing’s militarization of the South China Sea isn’t just a potential threat to the region. Beijing is already using hard power to force out other countries and assert its dominance.
Most recently, on May 11, 2018, a Philippine navy ship was harassed by two Chinese vessels while trying to resupply Filipino marines in the disputed waters. A helicopter reportedly got dangerously close to the small, rubber Filipino ship and chased it off.

“If the Chinese start blocking supply operations,” the Filipino marines “could starve,” Glaser said.
The Philippines are a longtime US ally. The US has massive military bases there and a duty to protect it.
Glaser said this was the first time the actual Chinese navy had announced involving itself in a patrol of the waters, marking an escalation of conflicts.
The U.S. Air Force will reduce exterior lighting at a Hawaii facility to help protect endangered and threatened seabirds there.
The Air Force agreed to reduce lighting at a mountaintop radar facility on the island of Kauai, The Honolulu Star-Advertiser reports. After the announcement, the Center for Biological Diversity said it no longer intends to sue the Air Force.
The nonprofit conservation group says the threatened Newell’s shearwater and Hawaiian petrel are attracted to bright lights at night, which can cause crashes onto the ground and sometimes death.
The center believes lights at the Kokee Air Force Station caused more than 130 birds to fall out of the air in 2015, including Hawaiian petrels, endangered band-rumped storm petrels and Newell’s shearwaters. Most of them died, the center said.
The Kokee Air Force Station was founded in 1961 to detect and track all aircraft operating near Hawaii.
The Air Force also said in June 2016 that it had agreed to turn off outside lights from April through December, when birds are going to and from colonies.
But the Center for Biological Diversity threatened legal action at the end of June 2016, saying the Air Force was violating the Endangered Species Act by not updating its formal consultation about seabirds with the Fish and Wildlife Service.
The center said the Air Force reinitiated the consultation and agreed to ongoing protective measures in response.
The Air Force is “committed to protecting the threatened and endangered bird species that frequent the area around Mt. Kokee Air Force Station,” Col. Frank Flores wrote in an email to The Star-Advertiser.
Flores is the commander of the Pacific Air Forces Regional Support Center, which provides oversight for Kokee Station.
“We have collaborated closely with U.S. Fish and Wildlife Services over the years on this issue. We take environmental stewardship very seriously and will continue to partner with USFWS to protect these species,” Flores wrote.
Lebanon’s US-backed military is gearing up for a long-awaited assault to dislodge hundreds of Islamic State militants from a remote corner near Syrian border, seeking to end a years-long threat posed to neighboring towns and villages by the extremists.
The campaign will involve cooperation with the militant group Hezbollah and the Syrian army on the other side of the border — although Lebanese authorities insist they are not coordinating with Syrian President Bashar Assad’s government.
But the assault could prove costly for the under-equipped military and risk activating IS sleeper cells in the country.
The tiny Mediterranean nation has been spared the wars and chaos that engulfed several countries in the region since the so-called Arab Spring uprisings erupted in 2011. But it has not been able to evade threats to its security, including sectarian infighting and random car bombings, particularly in 2014, when militants linked to al-Qaeda and IS overran the border region, kidnapping Lebanese soldiers.
The years-long presence of extremists in the border area has brought suffering to neighboring towns and villages, from shelling, to kidnappings of villagers for ransom. Car bombs made in the area and sent to other parts of the country, including the Lebanese capital, Beirut, have killed scores of citizens.
Aided directly by the United States and Britain, the army has accumulated steady successes against the militants in the past year, slowly clawing back territory, including strategic hills retaken in the past week. Authorities say it’s time for an all-out assault.
The planned operation follows a six-day military offensive by the Lebanese Shiite militant group Hezbollah that forced al-Qaeda-linked fighters to flee the area on the outskirts of the town of Arsal, along with thousands of civilians.
In a clear distribution of roles, the army is now expected to launch the attack on IS. In the past few days, the army’s artillery shells and multiple rocket launchers have been pounding the mountainous areas on the Lebanon-Syria border where IS held positions, in preparation for the offensive. Drones could be heard around the clock and residents of the eastern Bekaa Valley reported seeing army reinforcements arriving daily in the northeastern district of Hermel to join the battle.
The offensive from the Lebanese side of the border will be carried out by the Lebanese army, while Syrian troops and Hezbollah fighters will be working to clear the Syrian side of IS militants. Hezbollah has been fighting alongside Assad’s forces since 2013.
On August 8, the army’s top brass conferred with President Michel Aoun, Prime Minister Saad Hariri, and interior and defense ministers at the Presidential Palace to plan operations in the eastern Bekaa Valley.
The committee took the “necessary counsel and decisions to succeed in the military operations to eliminate the terrorists,” Maj. Gen. Saadallah Hamad said after the meeting.
Experts say more than 3,000 troops, including elite special forces, are in the northeastern corner of Lebanon to take part in the offensive. The army will likely use weapons it received from the United States, including Cessna aircraft that discharge Hellfire missiles.

Keen to support the army rather than the better equipped Iranian-backed Hezbollah, the US and Britain have supplied the military with helicopters, anti-tank missiles, artillery, and radars, as well as training. The American Embassy says the US has provided Lebanon with over $1.4 billion in security assistance since 2005.
But the fight is not expected to be quick or easy.
According to Lebanon’s Interior Minister Nouhad Machnouk, there are about 400 IS fighters in the Lebanese area, and hundreds more on the Syrian side of the border.
“It is not going to be a picnic,” said Hisham Jaber, a retired army general who heads the Middle East Center for Studies and Political Research in Beirut. “The Lebanese army will try to carry out the mission with the least possible losses.”
Jaber said the battle may last several weeks. “It is a rugged area and the organization (IS) is well armed and experienced.”
There are also concerns the offensive may subject Lebanon to retaliatory attacks by militants, just as the country has started to enjoy a rebound in tourism.
A Lebanese security official said authorities are taking strict security measures to prevent any attack deep inside Lebanon by sleeper cells. The official, who spoke on condition of anonymity in line with regulations, said authorities have detained several IS militants over the past weeks.
Lebanese politicians say IS controls an area of about 296 square kilometers (114 square miles) between the two countries, of which 141 square kilometers (54.5 square miles) are in Lebanon.
The area stretches from the badlands of the Lebanese town of Arsal and Christian villages of Ras Baalbek and Qaa, to the outskirts of Syria’s Qalamoun region and parts of the western Syrian town of Qusair that Hezbollah captured in 2013.
In a televised speech last August 4, Hezbollah leader Sheikh Hassan Nasrallah said that once the Lebanese army launches its offensive from the Lebanese side, Hezbollah and the Syrian army will begin their attack from the Syrian side. He added that there has to be coordination between the Syrian and Lebanese armies in the battle.
“Opening two fronts at the same time will speed up victory and reduce losses,” Nasrallah said, adding that his fighters on the Lebanese side of the border are at the disposal of Lebanese troops if needed.
“I tell Daesh that the Lebanese and Syrians will attack you from all sides and you will not be able to resist and will be defeated,” he said, using an Arabic acronym for the extremist group.
“If you decide to fight, you will end up either a prisoner or dead,” Nasrallah added.
Some Lebanese politicians have been opposed to security coordination with the Syrian army. The Lebanese are sharply divided over Syria’s civil war that has spilled to the tiny country of 4.5 million people. Lebanon is hosting some 1.2 million Syrian refugees.
Hariri, the Lebanese prime minister, is opposed to Assad while his national unity Cabinet includes Hezbollah as well as other groups allied with the Syrian president.
Last week, Hariri told reporters that Lebanese authorities are ready to negotiate to discover the fate of nine Lebanese soldiers who were captured during the raid on Arsal by IS and al-Qaeda fighters in August 2014. Unlike their rivals in al-Qaeda, the Islamic State group is not known to negotiate prisoner exchanges.
“The presence of Daesh will end in Lebanon,” Hariri said, using the same Arabic acronym to refer to IS.
A Chinese pilot apparently watched too much “Top Gun” because he decided recently to pull one of Maverick’s classic stunts.
According to a report by CNN, the Chinese Su-30 Flanker jockey flew inverted while directly over a United States Air Force WC-135W Constant Phoenix aircraft in international airspace over the East China Sea.
The WC-135W is designed to monitor the atmosphere for radiation from nuclear tests and other radiological incidents. Notable operations have included monitoring the 1986 nuclear accident at Chernobyl.
The BBC reported that the Chinese plane came within 150 feet of the U.S. jet. It marks the second time there has been a close encounter. The incident was viewed as “unprofessional” by the crew of the Air Force plane, primarily due to the “Top Gun” maneuver. In February, a Chinese KJ-200 radar plane came close to a United States Navy P-3, which had to change course to avoid a collision. Other close encounters have occurred with Russian and Iranian forces in recent months.
While not as well-known – or complicated – as the South China Sea, the East China Sea has a number of maritime territorial disputes, notably over the Senkaku Islands. China lost an international arbitration ruling over its actions in the South China Sea in July, due to boycotting the process.
The Su-30 is a two-seat multi-role version of the Flanker. MilitaryFactory.com notes that it has a range of over 1,800 miles, a top speed of Mach 1.73, and can carry a wide variety of air-to-air and air-to-surface weapons. GlobalSecurity.org reports that China bought 76 from Russia, and has been building more of these planes as the J-11B “Flanker.” The Su-30 has also been purchased by a number of other countries, including Algeria, Angola, Venezuela, Vietnam, and Malaysia.
One of the most decorated soldiers in American history had his big day on Jan. 26, 1945. For three hours, he fought off dozens of advancing Nazi troops, coming at him from three sides. He did it with a field phone, an M2 Browning .50-cal, and his trusty M1 Carbine. General MacArthur called the M1 carbine, “One of the strongest contribution factors in our victory in the Pacific.”
That carbine was a weapon designed just for Army paratroopers in World War II. It had its shortcomings, but its reliability would ensure it would see action in three American wars — and was even a preferred weapon of the enemy. But not many people know the steadfast weapon was designed by a self-taught gunsmith, one-time moonshiner, and convicted felon.
David Williams started making moonshine in North Carolina’s backcountry in 1919. The only problem was the Cumberland County native was good at it — really good. Soon, word spread about the quality of the young man’s whiskey. With the rise of Prohibition in 1920, his elevated status soon became unwanted attention. The very next year, his still was raided by local law enforcement, and a shootout ensued. Williams shot and killed a deputy sheriff.
He was captured, convicted of second-degree murder, and sentenced to 30 years in state prison.

The man who would later earn the nickname “carbine” spent a lot of time in both the prison blacksmith shop, as well as solitary confinement. An inventive tinkerer with no formal training, he spent his time in the box thinking of new ways to improve existing machines — including firearms. He began to make spare parts from scrap metal and wood, which, in turn, earned him more time in the shop. The more time he spent in the shop, the more good he did for himself and society.
It turns out the uneducated tinkerer was exceptionally adept with machine parts. He invented the floating chamber, a mechanism that allowed a larger caliber rifle to fire smaller .22 ammo. While other prisoners were known for building homemade knives, Williams was able to construct rifles from scraps.

He earned an early release in 1929 and returned to his farm, where he constructed a large workshop and began to refine his inventions. Eventually, he was employed by the Winchester Repeating Firearms Company. Just before World War II broke out for the United States, he was able to develop a carbine version of the M1 Garand Rifle.
A carbine is essentially a shorter version of an existing rifle. It’s often lighter in weight and uses a shorter barrel but doesn’t sacrifice much in the way of consistency or accuracy. The M1 carbine, however, was not just a carbine version of the M1 Garand. The two firearms used different ammunition, and the only features they shared were the buttplate and screw. But there was a need for lighter weapons among paratroopers and support crew.

Williams self-designed and built a short-stroke gas piston while in prison and incorporated it into his design for a lighter-weight infantry rifle. In trials, “Carbine” WIlliams’ design proved much more effective and consistent than other gun manufacturers, especially in sandy conditions — an environment that would prove very important to the Marine Corps.
By the end of World War II, the U.S. Military produced more than six million M1 Carbine rifles to use against the Nazis and the Japanese, making it America’s most-produced small arm of the war, edging out the iconic M1 Garand by more than a million units.
Ridley Scott’s “G.I. Jane” gave audiences an inside look into Basic Underwater Demolition/SEAL training, with Demi Moore starring as a female trainee.
Except it’s not called BUD/S — the movie calls it CRT for some reason — and the technical errors don’t stop there. We sat through two hours of sometimes horrific technical errors so you don’t have to. Here’s the 39 that we found.

More than 120 years later, the cultural meaning of the song has sure changed. No longer associated with martial might, the song is now more easily teamed up with clowns, lions, and everything else in a modern three-ring circus.
What happened was his work was rearranged for a smaller band by Canadian Louis-Philippe Laurendeau in 1910, who called his version “Thunder and Blazes.”
The music website Sound And The Foley points out that this was the same time when circuses like PT Barnum’s and the Ringling Brothers’ were becoming a strong cultural phenomenon in the United States.
Though no one knows just how and when the song first became inextricably linked with the circus or even which circus used it first, the fact is that the two are now culturally linked.
Both Laurendeau and Fucik died in 1916, never knowing their work become synonymous with the circus…instead of being battle anthems.
Asked on Thursday by Rep. Tim Ryan of the House Appropriations Committee to explain why the US doesn’t just go to war to stop North Korea from developing the capability to hit the US, Secretary of Defense James Mattis painted a grim scenario.
“I would suggest that we will win,” Mattis said. “It will be a war more serious in terms of human suffering than anything we’ve seen since 1953.
“It will involve the massive shelling of an ally’s capital, which is one of the most densely packed cities on earth,” Mattis said of Seoul, South Korea, which boasts a metro-area population of 25 million.

“It would be a war that fundamentally we don’t want,” Mattis said, but “we would win at great cost.”
Mattis explained that because the threat from North Korea loomed so large and a military confrontation would destroy so much, he, President Donald Trump, and Secretary of State Rex Tillerson had all made a peaceful solution a top priority.
Mattis said the topic of North Korea dominated Trump’s meeting in April with President Xi Jinping of China, North Korea’s only ally, and that the US intended to make China understand that “North Korea today is a strategic burden, not a strategic asset.”
China argues it has limited influence on Pyongyang, but as one expert explained, Beijing could at any moment cripple North Korea through trade means, forcing it to come to the negotiating table.
Mattis made clear that the US was nearing the end of its rope in dealing with North Korea, saying: “We’re exhausting all possible diplomatic efforts in this regard.”
North Korea recently taunted Trump by saying it was capable of hitting New York with a nuclear missile, but Mattis said a war today would hurt our Asian allies.
“It would be a serious, a catastrophic war, especially for innocent people in some of our allied countries, to include Japan most likely,” Mattis said.
“At first, I wanted to jump across the table and strangle him. But then I started laughing. It was really funny, because he was the one in shackles, not me.”
This was the reaction of CIA officer Jeanne Vertefeuille upon learning that Aldrich Ames, the most damaging mole in CIA history, had once given his Soviet handlers her name when they asked what other CIA official could be framed for Ames’s own treachery.
Fortunately that strategy did not pan out, and instead Jeanne led the internal task force that ultimately brought Ames to justice. It was the pinnacle of a long and memorable career in CIA.
From Typist to Spy Catcher
Jeanne joined the CIA as a typist in 1954, and as professional opportunities for female officers slowly began to grow, she got assignments at various posts overseas. She also learned Russian and found her niche in counterintelligence.
In the spring of 1985, after an alarming number of Agency assets run against the Soviet Union disappeared in rapid succession, Jeanne received a cable from the Soviet/East European Division Chief. As she later recalled, “He said, ‘I want you to come…when you come back, I want you to work for me, and I have a Soviet problem….I want you to work on it.”
She returned to lead a five-person investigative team searching for answers as to how this troubling loss of assets happened.
The task was a long and exhaustive one, complicated by the fact that many did not believe the cause was a traitor. Among the other explanations floated was the idea that outsiders were intercepting CIA communications.
An extensive review of records ultimately yielded the answer: Ames, who was initially working in the Soviet Division counterintelligence, began spying for the USSR in 1985.
He compromised numerous Soviet assets, some of whom were executed. In exchange he received sums of money so great that, of known foreign penetrations of the US Government, he was the highest paid.
His position gave him the perfect cover, as he was authorized to meet with Soviet officers for official purposes. Yet, his extravagant lifestyle came under the task force’s suspicion in November 1989.
Catching a Spy
The breakthrough came in August 1992 when Jeanne’s colleague, Sandy Grimes, discovered Ames made large bank-account deposits after every meeting with a particular Soviet official.
The FBI took over the investigation and used surveillance to build the case against Ames.
He was arrested on February 21, 1994, with further incriminating evidence discovered in his house and on his home computer.
Ames plead guilty and is serving a life sentence in federal prison.
Jeanne had reached the mandatory retirement age in 1992 but immediately returned as a contractor to see the investigation through to its completion.
After it was all over, TimeMagazine asked Jeanne for permission to do a photo shoot. Jeanne protested that there were still members of her family who didn’t know where she worked. Nevertheless, she finally agreed.
As a former CIA Executive Director tells it: “You may have seen Jeanne staring out from a full glossy page of Time, billed as ‘the little gray-haired lady who just wouldn’t quit.’ She was holding a spy glass reflecting the image of Aldrich Ames. I can imagine some relative sitting down at the breakfast table, opening Time Magazine, and exclaiming, ‘My word, that’s Aunt Jeanne. I thought she was a file clerk or something.’
Jeanne was a true CIA icon and legend. Serving our Agency for 58 years, working until just prior to her death in 2012, she blazed a trail for women in the Directorate of Operations, beginning at a time when it was an overwhelmingly male enterprise.
Remembered as a driven, focused officer who demanded excellence and was always devoted to the mission, Jeanne’s life and the legacy she entrusted to us have forever impacted the Agency.
A solar power plant with energy-storage capability that went online in 2018 at Redstone Arsenal, Alabama, and a biofuel power plant at Schofield Barracks, Hawaii, were among projects that helped the Army gain recognition in 2018 with an award from the Federal Energy Management Program.
“This was recognition for a tremendous amount of teamwork,” said Michael McGhee, executive director of the Army Office of Energy Initiatives. His office oversees and facilitates privately-funded, large-scale energy projects on Army land.
OEI has facilitated 7 million in such projects on 17 Army installations over the past five years. Many of the projects allow utility companies to use Army land in exchange for developing electricity projects more affordably. Some of these projects will save the Army money over the long-term, states the Department of Energy award, but more importantly, they also improve energy security and resilience.
Energy resilience is a top priority for the Army, said Jack Surash, acting deputy assistant secretary of the Army for energy and sustainability.
“Uninterrupted access to energy is essential to sustaining critical Army missions,” Surash testified at a House energy subcommittee hearing Dec. 12, 2018. He went on to say such uninterrupted power is becoming more challenging “as potential vulnerabilities emerge in the nation’s utility-distribution infrastructure.”

Threats to the grid include more sophisticated cyberattacks and more frequent severe storms, earthquakes and tsunamis, McGhee said. In consideration of these threats, current Army policy requires critical mission activities to be provided with a minimum of 14 days of energy, which McGhee emphasized is focused on the mission-critical infrastructure that must anticipate the potential for long-term power outages. He added a couple of Army installations currently also have the ability to keep the whole base operating for more than three or four days if the grid goes down.
One of them is Schofield Barracks with its biofuel plant that became operational in May.
The Oahu project exemplifies a partnership with a utility company that helps maximize the value for another party’s investment while also serving the needs of the Army, McGhee said.
Hawaiian Electric needed to build a new power plant. The older ones were typically built along the coastline because most of the people lived there and that’s where the fuel shipments came in.
“Unfortunately, that’s also where the strongest effects of a storm surge would be felt in a tsunami or other extreme-weather event,” McGhee said. So the company was looking to place its new plant on higher ground with more security and less risk.
Behind the secure perimeter of Schofield Barracks was an obvious choice, McGhee said.
The biofuel plant provides power to Oahu during peak-demand periods. It has the capability to be decoupled from the grid in case of a grid emergency, McGhee said, and Schofield Barracks has the first right to power from the plant in such an emergency.
The 50-megawatt power plant can provide 100 percent of the power needed to keep Schofield Barracks, Wheeler Army Airfield and Field Station Kunia running during a grid power emergency, according to OEI.
Several days of biofuel are stored on site at the plant and 30 days are available on the island, McGhee said. The plant also uses regular fuel oil and could even be operated on liquefied natural gas, providing what he termed as even more resilience.
For emergency power design, a reliable source of fuel and the ability to use more than one type of fuel is the key to long-term sustainability of operations, he said. In the case of severe weather, resupply of fuel for back-up power often becomes a problem, he added, so having the ability to resupply from multiple sources with multiple types of fuel is desired.
“We need something more than just your standard backup of diesel generators, in order to have a more resilient solution,” McGhee said.
One of the problems with energy resilience from renewable-power sources, such as solar or wind power, has been the lack of ability to store the power for use when the wind stops or the sun goes down.
Until recently, storage options have not been affordable.
“It’s not so much the technology has gotten cheaper as it is that the manufacturing has gotten to be more extensive, lowering the unit cost,” McGhee said of large-scale battery storage units.
“It’s very exciting for us, because we’ve been looking forward to this moment to couple large-scale, utility-size batteries with our existing large-scale, energy-generation projects that we helped develop,” he said.
The Redstone Arsenal project was OEI’s first foray into large-scale utility batteries, McGhee said, but added several more “are in the works” and could be part of projects in the coming year.

“It’s happening very quickly,” he said, “Companies are better understanding the technology, but they’re also better understanding the value proposition.” More developers are now actively seeking partners for battery-storage projects, he said.
“That technology at an affordable price enables so many other technologies and so many design options that weren’t available before.
“Large-scale affordable battery storage … provides the most compelling new option paths available that are intriguing to improving resilience on Army installations,” he added.
The 1-megawatt battery that became operational on Redstone in February can provide power for 2 megawatt hours, McGhee said, and added that future battery projects are likely to be much larger
Additional components must be added to the Redstone project to enable long-term backup power, he said. But planning is underway for a potential microgrid that could provide sustainable power at the arsenal for a long-term emergency.
Large-scale batteries are being evaluated to possibly be added to existing projects at other installations, McGhee said.
For instance, 30-megawatt alternating-current solar photovoltaic power plants have been operating for a couple of years now on Forts Gordon, Benning and Stewart in Georgia.
Fort Rucker and Anniston Army Depot in Alabama have 10-megawatt solar projects that are part of microgrids providing energy to the installations.
Fort Detrick, Maryland, has a 15-megawatt solar project with 59,994 panels that have been providing electricity to the post since 2016.
Fort Hood, Texas has both a 15-megawatt solar array on-post and a 50-megawatt wind turbine farm off-post that have been providing electricity to Fort Hood since 2017. All of these projects could potentially benefit from large-scale battery storage, according to McGhee.
“The batteries we are looking at have a relatively small footprint and require little maintenance,” he said, adding, “they’re a very low-touch kind of technology that has tremendous benefit.”
Natural Gas may be a trend for the coming year, McGhee said. The cost of natural gas has come down, he explained, making it more economical to build smaller utility electrical plants fueled by gas.
A utility company in Lawton, Oklahoma, is looking at investing in a natural gas plant along with a solar array on Fort Sill, he said. His office is working with the utility on a design and they are beginning environmental reviews. If approved, the project would utilize an “enhanced-use lease authority” where the utility company would be allowed to use the land for siting the natural gas and solar plants in return for providing a backup power capability to the installation.
This biofuel power plant at Schofield Barracks, Hawaii, became operational in May 2018 and in the case of an emergency can provide all the electricity needed to operate the installation.
Most of the OEI projects have used either the enhanced-use lease authority or power purchase agreements to provide energy sustainability, but McGhee said he looking at other options to enhance microgrids. Controls that enable energy from plants to be more efficiently applied to installation facilities could merit direct Army funding he said.
Energy Savings Performance Contracts are another option. ESPCs involve privately-financed design and installation of equipment that provides energy savings over time and those savings then enable the government to pay back the private investment.
Utility Energy ServiceContracts, or UESCs, can also provide services to improve installation power equipment reliability, or McGhee said with more creative thinking, create microgrids.
“We’re weaving together a collection of authorities that very often are not considered in concert,” McGhee said. OEI helps garrisons that that may not have the experience or resources to be working with all the different types of authorities.
“Our office tries to bring a more integrated solution,” he said.
Teamwork for readiness
OEI actually received the FEMP Federal Energy and Water Management Award on Oct. 23 from the Department of Energy. McGhee said he accepted the award on behalf of the many commands and garrisons that helped coordinate the 11 projects above. The Army Corps of Engineers Headquarters and Districts and Centers of Expertise, Installation Management Command, Mission and Installation Contracting Command and Army Materiel Command, along with the Defense Logistics Agency, were among organizations that McGhee said deserve credit for the team award.
The award states the projects generate a total of 350 megawatts of distributed energy that help stabilize and reduce the Army’s costs while improving its security, resilience and reliability.
“Supporting Army readiness is the No. 1 priority,” McGhee said. “Our systems are being designed to improve the Army’s installation readiness.
“In addition we are helping to modernize the Army’s energy infrastructure, adding new technologies, and adding new protections that help us be ready for the needs of tomorrow, to include things like cyber intrusion.”
