The U.S. Army‘s top enlisted soldier said Tuesday that the service plans to issue some type of non-surgical mask to troops to help control the spread of the novel coronavirus.
During an Army Facebook Live on Tuesday, Sergeant Major of the Army Michael Grinston said that soldiers should follow the face-covering guidance the service issued Monday evening until it can provide masks for them.
“We are going to get you the masks,” he said. “In the near term, we will get you something either black or camouflage to put on.”
Grinston gave no other details, but Army officials confirmed to Military.com that the service is working on a plan to eventually issue some type of masks to soldiers and will release details in the near future.
The Army issued broad guidance regarding a Pentagon announcement Sunday that service members, family members and other personnel may make their own face coverings to wear when social distancing is not possible.
The Air Force began making their own masks in order to protect airmen in positions that make social distancing difficult.
Soldiers are authorized to wear the “neck gaiter and other cloth items, such as bandanas and scarves, as face coverings,” according to the guidance.
“To protect the facial area, the cloth item must cover the mouth and nose and extend to the chin or below as well as to the sides of the face,” Lt. Col. Emanuel Ortiz, an Army spokesman, told Military.com. “It must be secured or fastened to the face in a manner that allows the soldier to breathe while also preventing disease exposure or contamination.”
Soldiers should not cut up Army Combat Uniforms to use as face coverings since they are chemically treated to reduce wrinkles.
“Our uniforms are treated with chemicals for various reasons, so we do not want people using these uniforms and putting them close to their face,” Army Chief of Staff James McConville said during the Facebook Live event.
The color of the masks is up to unit leaders, Army officials said, but Grinston added that homemade masks should look as professional as possible.
“You’ve got either a … black neck gaiter, brown, some kind of scarf — that’s fine,” he said. “Use common sense. I don’t want to see any skull and crossbones on your face — maybe a brown or something that looks somewhat professional.”
Surgical masks and N95 respirators are in short supply and should be reserved for health care workers or other medical first responders, as recommended by CDC guidance, Ortiz said.
It was reported earlier this month that during a July 19 meeting with his national-security team, President Donald Trump turned down counsel of his generals, saying he leaned “toward the advice of rank-and-file soldiers.”
As one of those “rank-and-file” soldiers who has sat through countless sensing sessions where dumb asses give the stupidest advice on how to run the Army, I can see plenty of room for error.

1. Every base would get a luxurious boost in MWR (Morale, Welfare, and Recreation).
Soldiers are more ready and resilient if they aren’t bored out of their f*cking minds, right? Some soldiers make it seem like it’s a matter of life and death if they have to twiddle their thumbs for more than 10 minutes at a time. Carl’s first piece of advice?
“Porn, Mr. President. No one can be busy twiddling their thumbs if their twiddling their little rifleman instead. Gonna need tablets and good WiFi for every combat outpost. And make sure to not put some dumb password on it. No one wants to look for a sticky note when they’re trying to get sticky, you feel me?”
2. Get rid of the MREs for junk food.
Did you know there’s a lot of science behind MREs (Meals-Ready-to-Eat)? They have to have at least 5-year shelf life, specific calorie counts, have a variety of nutrients and hold their nutrients through a quick heating process, are specifically pH balanced, stay oxygen controlled, and so much more. But Carl doesn’t realize that.
“Beer and brauts. And make sure they have lots of pork so the locals won’t want to touch us. Come to think of it, put some stickers in ’em that say, ‘Infidel filled with pig,’ so all the enemies will know our blood is unsafe to touch. Yeah, mess with us, lose your virgins. Expiration dates? Nah, we’ll drink ’em before they go bad.”

3. Put fast food joints on all FOBs.
I remember my first time at Ali Al Salem Air Base. One of my NCOs took me to the McDonalds. He bought me a burger and told me “Ski, (every service member with a Polish last name has it reduced to the same three letters) enjoy this burger because it’s all down hill from here.” I replied, “But Sergeant, this tastes like cat sh*t flattened in an ash tray.”
“Like I said, all down hill from here.”
And Carl doesn’t get that it’s a problem of logistics and security.
“Here we go, President Trump. What they really need over there is a little taste of home, specifically, a taste of home-fried chicken from Kentucky. Yeah, KFC. Finger-licken good.”
4. The definition of “hazing” would get a lot more intense.
“But like, they were super mean to me. One of ’em said I should go get the keys to the drop zone for the airborne guys. But, get this, there’s no such thing! Yeah, so no more snipe hunts, Mr. President. And also, no more hard stuff right after lunch. I need time to digest my KFC.”
On September 22nd, thousands of fans poured into Lance Corporal Torrey Gray Field at Twentynine Palms, California for the final stop on USAA’s months-long BaseFEST tour. The all-day festivals brought together the military community at the country’s largest bases and offered free food, fun, and some great, live music — featuring larger-than-life bands, like The Offspring.
But veterans got in on the entertaining, too. Marines, troops, and their families were warmed up by Twentynine Palms’ own Matt Monaco, better known by his stage name, Modest Monaco.
Not a bad side-hustle if I do say so myself.
Monaco comes from a Marine family. His grandfather served for over 33 years in the Marine Corps and fought in three separate wars.
“Honor, courage, and commitment. That is who he was. Seeing that in him inspired me to want to be like him,” says Monaco.
And, in 1997, he did just that. “I’ve only seen my grandpa cry twice in his life. Once was at his 50th wedding anniversary and once was at my graduation for the Marines.”
As a Marine, he spent his days serving our country — his nights, however, were reserved for working on drift cars at his own shop. This side gig opened the door for him to become a DJ. Once he put it out there that he wanted to learn to produce electronic music, DJs would bring their cars to him and he’d pick their brains. Two years and a complete album later, he’s on stage at BaseFEST.
Modest Monaco is no stranger to Twentynine Palms. It was, after all, where he trained. But instead of embracing the suck, as Marines tend to do, he instead kicked ass on stage.
The night also featured Nombe, Carlton Zeus, Haha Tonka, and The Offspring. Sadly, the Southern California festival concluded this year’s BaseFEST tour. But if you missed it this year, don’t sweat it — BaseFEST was a resounding success, so fans can probably expect bigger and better things to come next summer!

The USS North Carolina was what they called a “fast” battleship, designed for long range shooting matches with other ships of war. She was faster than any other ship in the U.S. fleet when she was built.
“I was 17 when I came aboard this thing,” says James Bowen, a World War II veteran and USS North Carolina sailor. “I saw that thing and said ‘Nothing can hurt me on that thing.’ So I think of this as my second mother.”
“It brings back a lot of memories, if you walk around the ventilators,” says Louis Popovich, another USS North Carolina veteran. “It’s amazing how you can be reminded of an area by breathing some of the air.”
By the end of WWII, submarine warfare and aircraft carriers made the more expensive heavy gun warships like North Carolina all but obsolete. The last use of a battleship in combat was in Desert Storm, but by then they were firing Tomahawk missiles. Slowly over the next 50 years, the battleships of WWII were decommissioned one by one.
The North Carolina was opened to the public in 1963 and is now moored at Wilmington, N.C, where those interested in hearing more stories from the men who fought aboard her can visit.
While the ship will be there for the foreseeable future, the veterans’ firsthand stories will not. An estimated 430 WWII veterans die every day and by 2036, they will all be gone — but not forgotten.
The Air Force is vigorously pursuing new avionics, radar, targeting sensors, weapons, glass cockpit displays and Artificial Intelligence for its F-22 stealth fighter to try to sustain air supremacy amid Russian and Chinese 5th-generation stealth fighter technical modernization, service officials said.
The service has an ambitious, wide-ranging set of objectives woven into this initiative; the Air Force aims enable the F-22 to ID targets at longer ranges, respond more efficiently to sensor input, sustain an air-to-air combat superiority over near-peer rivals and lay down a technical foundation such that the aircraft can quickly embrace new weapons, technologies, sensors and software as they emerge – all so that the F-22 can serve all the way out to 2060.
The multi-pronged effort is inherently connected to early iterations of increased computer automation and AI, as a mechanism to integrate otherwise disparate elements of F-22 avionics, sensors and mission systems. Common IP protocol standards, including both software and hardware, are engineered to provide a technical backbone enabling upgrades and integration of a variety of interconnected systems—to include radar warning receivers, AESA radar, LINK 16 connectivity, improved weapons, emerging sensor and targeting configurations and new transponders, able to identify friend or foe.
“The Air Force has made progress with efforts to upgrade sensors on the F-22. The Air Force continuously looks for ways to upgrade and enhance capabilities based on threats around the world, to include the F-22 sensors,” Capt. Emily Grabowski, Air Force spokeswoman, told Warrior Maven.
In concept and application, AI can lower a hardware footprint and increasingly use advanced algorithms to perform processes without requiring as much human intervention. For instance, a more integrated computer processor is better-equipped to potentially perform real-time analytics during a mission to make adjustments as maintenance and combat circumstances may require. Faster analytics, relying on newer forms of computer automation, can more quickly identify problems, recognize threats and streamline various cockpit functions.
In particular, this can mean the emergence of multi-function sensors where single systems can simultaneously perform different missions and organize incoming data. Such AI-oriented technologies can have targeting benefits for combat, threat-recognition improvements, longer-range enemy identification or weapons delivery applications.
Ken Merchant, Lockheed Vice President of F-22 Programs explained this to Warrior Maven in an interview, “we are starting AI, which includes what includes what we call enterprise sustainment organization. Our cockpit is still a series of six displays. Should we go to glass and synthesize new sensor inputs in front of the pilot? Can I squeeze all that information into a small display and sustain those for next 20-years, or should I go to glass?”
Many of these considerations, in terms of specifics, are expected to inform an upcoming mid-life upgrade and sustainment enterprise for the F-22 fleet. Merchant said the mid-life upgrade will not only extend the functional service life of the aircraft for several more decades, but also reduce technical risk. The mid-life work on the aircraft, slated for 2024, is primarily geared toward maintaining F-22 technological superiority while both China and Russia fast-track 5th-generation stealth aircraft.
Exploration of AI for the F-22 aligns, in many respects, with the current “sensor fusion” technologies built into the F-35; this includes organizing and displaying information from Electro-Optical/Targeting Systems (EOTS), Distributed Aperture Systems (DAS) and other sensors onto a single screen. Relying on advanced algorithms, this system is often referred to as man-machine interface, able to lower the “cognitive burden” placed on pilots, who can be freed up to focus on other priorities and decisions.
Specifically, Merchant said, F-22 engineers were already exploring a lightweight DAS-like sensor system for the F-22, able to bring advanced tech to the F-22 without compromising stealth advantages or maneuverability.
Computer-enabled AI, naturally, can greatly expedite completion of the Air Force’s long-discussed OODA-loop phenomenon, wherein pilots seek to quickly complete a decision-making cycle – Observation, Orientation, Decision, Action – faster than an enemy fighter. The concept, dating back decades to former Air Force pilot and theorist John Boyd, has long informed fighter-pilot training and combat preparation.
If pilots can complete the OODA loop more quickly than an enemy during an air-to-air combat engagement, described as “getting inside an enemy’s decision-making process,” they can destroy an enemy and prevail. Faster processing of information, empowering better pilot decisions, it naturally stands to reason, makes a big difference when it comes to the OODA loop.
This entire effort synchronizes with a current 3.2b software upgrade (covered extensively in Part 2 of the F-22 series), which uses agile software development to, among other things, upgrade F-22 weapons systems.
This progressive series of F-22 modernization enhancements feeds into a commensurate effort to update 1980s and 1990s computer technology, in some cases drawing on commercially available technical innovations, such as RedHat open-source software, Merchant explained. The mid-life upgrade will address much of this in an effort to ensure the pumps, valves and integrated core processors are brought up-to-date.
Newer F-22s are already getting advanced AESA radar, not unlike what is already on the F-35, engineered to accommodate software upgrades as they emerge. This architecture enables the aircraft radar warning receiver to broaden its threat library to identify new enemy aircraft. These upgrades involve the installation of new transponders able to quickly identify “friend or foe” aircraft more efficiently, developers explained.
“You can see air-to-air targets coming your way and a ground target will appear as a blip on a screen – with an information tag on it based on intel telling you what it is,” Merchant said.
Interoperability with the F-35 and 4th-gen aircraft will also be greatly improved by the addition of more LINK 16 data-link technology; the F-22 will be able to wirelessly transmit targeting, mapping and other sensor information to other aircraft without needing to rely upon potentially “hackable” voice transmissions, Merchant explained. Merchant said Lockheed and the Air Force are planning some initial flight tests of this transmit improvement by the end of this year.
“This will help everybody that is airborne see a common picture at the same time,” Merchant added.
A hardware portion of the upgrades, called a “tactical mandate,” involves engineering new antennas specifically designed to preserve the stealth configuration of the F-22, John Cottam, Lockheed F-22 Program Manager, told Warrior Maven.
“New antennas have to be first constructed. They will be retrofitted onto the airplane. Because of the stealth configuration putting, antennas on is difficult and time consuming,” he said.
Air Force is already using wirelessly-enabled automation to facilitate real-time analytics for conditioned based maintenance on board F-16s.
Automated CBM can help identify potential points of failure while an aircraft is in-mission and therefore increase safety and reliability while also lower costs and streamlining maintenance. AI is one of the emerging ways this can increasingly be accomplished. At the same time, AI is also fundamental to rapid targeting, navigation and other aircraft functions – it allows the aircraft to keep pace with rapid technology change and add new algorithms or computer processing tech as it becomes available.
Upgrading computer tech is something the Air Force is pursuing across the fleet, recognizing its significance to future combat; for instance, the service is progressing with an ongoing effort to equip the F-15 with the fastest jet-computer processor in the world, called the Advanced Display Core Processor, or ADCPII. Boeing developers tell Warrior Maven the system is capable of processing 87 billion instructions per second of computing throughput.
The F-22 will also continue to upgrade its collision avoidance technology which is somewhat different than the F-16s ground collision avoidance system which can automatically re-route an aircraft headed for collision. The F-22 system simply keeps the aircraft above a certain altitude in the event that a pilot is incapacitated. Also, auto-navigation software could be used to help an F-22 maneuver, re-position during an air-to-air engagement or land in challenged circumstances. A technology of this kind, called Delta Flight Path, is already operational on the F-35; the software helps guide the aircraft independently in circumstances where that might be necessary.
Autonomous, or semi-autonomous, flight is a fast-evolving technology across the US military services which increasingly see AI as a key wave to future warfare; the Air Force has already experimented with unmanned F-16s and there is a lot of work going more broadly in this area. Former Navy Secretary Ray Mabus once said the service’s F-35C will likely be the last “manned” fighter. This question, continues to inform an ongoing debate. AI enabled autonomous flight, while bringing some advantages without question, also has limitations, military scientists and engineers explain.
Thus far, AI-enabled computer programs are able to complete procedures much more quickly than efficiently, in many instances, than a human can. At the same time, there is still not as of yet a suitable substitute for the kind of problem-solving and dynamic decision-making ability provided by human cognition, scientists explain. For this reason, future explorations place a premium on machine-learning and autonomy as well as man-machine interface wherein algorithms are advanced to support a human functioning in the role of command and control.
For instance, Air Force former Chief Scientist Dr. Gregory Zacharias often talked about these questions over the course of several interviews with Warrior Maven in recent years. As an expert specialist in the area of autonomy, he talked about a fast-approaching day wherein pilots will be able to control nearby drone “wing-men” from the cockpit of an F-35 or F-22. Such a technology, naturally, could enable forward operating drones to conduct reconnaissance missions, test enemy air defenses and even fire weapons – all while a pilot remains at a safer standoff distance acting in the role of command and control.
Just shy of twenty years ago, Florent Groberg was getting ready to graduate from high school. He was a newly-minted American, an immigrant from France. Like many Americans, he went on to college and studied things he was passionate about while playing college sports in his spare time.
Unlike many Americans, Groberg didn’t go off to work in the civilian sector after graduating. Groberg joined the U.S. Army and became an officer in 2008. That decision would alter the course of his life forever.

Since entering the Army in 2008, Groberg has had some 33 surgeries and was retired from the service. His time in the Army was, of course, consequential for many, not just himself. His second tour in Afghanistan would be the defining event of his service.
He was a Personal Security Detachment Commander for Task Force Mountain Warrior in Afghanistan’s Kunar Province in August 2012. One day, while escorting high-ranking senior American and Afghan leaders to the provincial governor’s compound, Groberg noticed one person making a beeline for their protected formation. Noticing a significant bulge in the man’s clothing, the Army officer didn’t just shout at the man, he ran toward him.
Before anyone else could react, Capt. Groberg used his body to push the would-be suicide bomber away from the formation, not once but twice before he could detonate his vest. The blast killed four members of the formation but it could have been a lot worse – Groberg managed to push the man well outside the formation’s perimeter, limiting the damage to the group, while taking the brunt of it himself. The blast detonated a second vest nearby, which blew up almost harmlessly.
For Groberg, the first explosion was anything but harmless. The blast took off half of his calf leg muscle while damaging his nervous system, blowing his eardrums, and delivering a traumatic brain injury – but it could have been a whole lot worse.
“Jerry Stiller’s comedy will live forever,” shared Jerry Seinfeld of the late Gerald Isaac “Jerry” Stiller, who was perhaps best known for his Emmy-nominated role of George Costanza on the iconic television sitcom Seinfeld.
Stiller’s son, actor Ben Stiller, tweeted the news of his father’s passing early on Monday May 11, 2020, writing that his father had died of natural causes.

Stiller was born in Brooklyn on June 8, 1927 to Bella and William Stiller. Long before he would play the quick-tempered father of Festivus Frank Costanza, Stiller served in the Army during World War II.
After the war, Stiller utilized the G.I. Bill to attend Syracuse University, graduating with a degree in speech and drama in 1950. Shortly after, he returned to New York City where, in 1953, he met his future wife, Anne Meara.
“I really knew this was the man I would marry,” Meara told People in 2000. “I knew he would never leave me.”
She was right. The couple tied the knot in 1954. Stiller and Meara would go on to become a successful comedy team starring in everything from television variety programs to radio commercials to the 1986 television sitcom The Stiller and Meara Show. They were married for over 60 years, until her death on May 23, 2015. They had two children together, Ben and actress Amy Stiller.
For his role of Frank Castanza, Stiller was nominated for an Emmy for Outstanding Guest Actor in a Comedy Series in 1997 and garnered an American Comedy Award for Funniest Male Guest Appearance in a TV Series in 1998.

Stiller nearly turned his Seinfeld role down. In the entertaining video above for the Television Academy, Stiller shared how he won the iconic role — and turned it into one of the most memorable parts in TV history.
Though he had reportedly intended to retire after Seinfeld, Stiller joined the cast of The King of Queens in order to play the cranky father figure Arthur Spooner from 1998 until 2007.
“This was an opportunity for me, for the first time, to test myself as an actor because I never saw myself as more than just a decent actor,” said Stiller of the role.
Stiller’s robust career expanded beyond television, from Broadway to the big screen to a star on the Hollywood Walk of Fame, which he also shared with his wife, Anne. After his passing, those who knew him took to social media to share fond memories of their time together.
The rest of us will always remember him as a man who could make us laugh. Rest in peace, Soldier.

A firewall used by the CIA to communicate with its spies in China compromised their identities and contributed to their executions by the Chinese government, several current and former intelligence officials told Foreign Policy magazine in a report published Aug. 15, 2018.
In a two-year period starting in 2010, Chinese officials began accurately identifying spies working for the US.
Chinese authorities rounded up the suspects and executed or imprisoned them before their handlers were able to determine what was going on.
“You could tell the Chinese weren’t guessing,” one of the US officials said in the report. “The Ministry of State Security were always pulling in the right people.”
“When things started going bad, they went bad fast.”
US intelligence officials cited in the report are now placing the lion’s share of the blame on what one official called a “f—– up” communications system used between spies and their handlers.
This internet-based system, brought over from operations in the Middle East, was taken to China under the assumption that it could not be breached and made the CIA “invincible,” Foreign Policy reported.

“It migrated to countries with sophisticated counterintelligence operations, like China,” an official said.
“The attitude was that we’ve got this, we’re untouchable.”
Intelligence officers and their sources were able to communicate with each other using ordinary laptops or desktop computers connected to the internet, marking a stark departure from some of the more traditional methods of covert communication.
This “throwaway” encrypted program, which was assumed to be untraceable and separate from the CIA’s main communication line, was reportedly used for new spies as a safety measure in case they double-crossed the agency.
Unbeknownst to the CIA, however, this system could be used to connect with mainstream CIA communications, used by fully vetted CIA sources.
According to the report, the vulnerability would have even allowed Chinese intelligence agencies to deduce it was being used by the US government.
The Chinese set up a task force to break in to the throwaway system, Foreign Policy said, but it was unclear how they ultimately identified people.
The consequences for this breach were grim.
About 30 spies were reportedly executed, though some intelligence officials told Foreign Policy that 30 was a low estimate.
The US officials were reportedly “shell-shocked” by the speed and accuracy of Chinese counterintelligence, and rescue operations were organized to evacuate their sources.
The last CIA case officer to meet with sources in China reportedly handed over large amounts of cash in hopes that it would help them escape, Foreign Policy said.
The CIA has since been rebuilding its network in China, but the process has been an expensive and long endeavor, according to The New York Times, which in 2017 first reported on the suspected vulnerability and sources’ deaths.

The US Coast Guard and its allies announced the seizure of approximately 23,000 pounds of cocaine and 8,800 pounds of marijuana before offloading the illegal drugs at Port Everglades, Florida, during a press conference on Wednesday.
“The outstanding Coast Guard women and men on this ship are the very best. Their professionalism, teamwork, and dedication produced multiple interdictions through often harrowing and arduous conditions,” said Capt. Todd Vance, commanding officer of the Coast Guard cutter James. “With absolute certainty, we know that each interdiction saves lives and helps to protect others from violence, extortion, and instability; byproducts of the illegal drug trade in the Western Hemisphere.”
Over the course of approximately three months, the combined task force conducted 20 separate interdictions with eight American and United Kingdom ships, dealing a heavy strike against the drug trafficking organizations responsible for the illegal narcotics. The seized narcotics are estimated to have a street value of $411.3 million.
The operation was successful despite one of the task force’s ships being forced to make an early return to port because of a surge of COVID-19 infections. The USCG cutter Stratton returned to port Nov. 18, 2020, after crew members tested positive for the novel coronavirus. Out of the 133 crew members, 11 had tested positive by the time the Stratton returned to its homeport at Coast Guard Island in Alameda, California.
The USCG cutter James’ most recent deployment was part of the efforts of the Joint Interagency Task Force South (JIATF) to combat illegal trafficking of all types in the Eastern Pacific and the Caribbean Sea. The task force, located at Naval Station Key West, Florida, conducts detection and monitoring operations in the Joint Operating Area in order to maintain security in the US and her allied countries.
The US Coast Guard, Navy, Customs and Border Protection, Federal Bureau of Investigation, Drug Enforcement Administration, and Immigration and Customs Enforcement, along with allied and international partner agencies, including the United Kingdom, France, and the Netherlands, all played a role in the recent counterdrug operations.
The USCG 7th District Southeast said in a press release, “The fight against drug cartels in the Eastern Pacific Ocean and the Caribbean Sea requires unity of effort in all phases from detection, monitoring and interdictions, to criminal prosecutions by international partners and U.S. Attorneys’ Offices in districts across the nation.”
Capt. Vance gave an example during the press conference of one of the task force’s recent interdictions. He said that USCG and Dutch Caribbean surveillance aircraft located a drug smuggling vessel somewhere in the Caribbean Sea. The UK launched an aircraft from its Royal Fleet auxiliary ship Argus, with a USCG law enforcement group of eight to 10 personnel attached. The group completed a successful interdiction of the drug smuggling vessel, with the interdiction and boarding led and conducted by the USCG.
“If that’s not joint international collaboration, I’m not sure what it better looks like. A coordination like this happens every day in this theater of the world,” said Vance. He continued to recognize the various US and foreign ally partnerships, who “work together to stop the drugs from poisoning our communities. Who work together to reduce the influence and corruption of transnational criminal organizations and their corrupt influence on regional leaders. They work together to enhance safety, security, and regional security here in the Western Hemisphere.”
The European Union and China are teaming up to rewrite global trade rules, their latest move as part of the trade conflict President Donald Trump has launched as part of his “America First” agenda.
The two powers usually find themselves on opposite sides in economic disputes. The EU has long blamed China for flooding its markets with cheap steel and has imposed its own steep tariffs on Beijing.
But on this issue the two have been driven together by Trump’s increasingly aggressive push to levy tariffs both on rival powers — like China — and also on longtime allies like the EU.
The pushback took the form of Brussels and Beijing agreeing to form a group inside the World Trade Organization dedicated to rewriting the global rules on subsidies and tech policy in the light of Trump’s actions.
The two also agreed to uphold the global trading system under the WTO, which Trump has described as “unfair” and bad for the US.
Trump on June 26, 2018, threatened to escalate things further. “They must play fair or they will pay tariffs!” he tweeted.
Speaking in Beijing ahead of an annual EU-China summit, representatives warned against countries’ unilaterally taking dramatic action on trade policy, a barely disguised attack on Trump’s approach.
“Both sides agree to firmly oppose unilateralism and protectionism and prevent such practices from impacting the world economy or even dragging the world economy into recession,” Liu He, the vice premier of China’s State Council, said in a speech quoted by Japan’s Kyodo news agency.
Jyrki Katainen, the EU’s vice president on jobs and economic growth, added that actions like Trump’s unilateral tariff hikes against China showed that WTO rules on global trade had to change, the Associated Press reported.
“We have to reform WTO in order to make multilateralism better functioning in the future. This unites the EU and China and the moment,” he told CNBC.
“I’m not naive. I don’t expect fast delivery on all fronts, but first you have to decide whether you are in favor of unilateralism or multilateralism. If you are in favor of multilateralism, then you have to engage seriously, for instance in reforming the WTO.”
Scott Kennedy, a China economy expert at the Center for Strategic and International Studies in Washington, DC, said the new EU-China partnership was “a big deal” and risked leaving the US isolated.
“It is not in the interests of the United States to just be playing defense and creating a fortress America while the EU, China, and others play offense and attempt to set the rules of the game for the next century,” he told the AP.
The EU wants other governments to join the group, the AP reported Katainen as saying.
The EU has long blamed China for the global overcapacity of steel, and it has imposed steep tariffs on Chinese steel to protect Europe’s domestic metals industry. Katainen urged China to tackle overcapacity in its steel, aluminum, and other sectors including technology, the EU said in a statement.
Separately, France and China also upgraded their bilateral trade relations this week, with Beijing promising to buy more French farm produce and continue talks over the purchase of billions of dollars’ worth of Airbus jets, according to Reuters. President Emmanuel Macron declared China’s interest in buying $18 billion worth of Airbus A320 narrow-body jets but failed to clinch a deal during a state visit in January 2018.
France also expressed support for China’s Belt and Road Initiative, a massive Chinese project to link some 70 countries across Asia, Africa, Europe, and Oceania through land and maritime trade.

North Korea’s state-run media announced its latest missile launches were conducted to practice hitting US military bases in Japan, according to The Washington Post on Tuesday.
“If the United States or South Korea fires even a single flame inside North Korean territory, we will demolish the origin of the invasion and provocation with a nuclear tipped missile,” a Korean Central News Agency statement read.
Three of the four ballistic missiles fired Monday morning flew 600 miles and landed in the sea in Japan’s exclusive economic zone. The other missile landed outside the zone.
Studying the photos provided by North Korea, analysts at the Middlebury Institute of International Studies deduced that the missiles were extended-range Scuds. Having tested these missiles in the past, Jeffrey Lewis, director of the East Asia Nonproliferation Program at the Middlebury Institute, said that North Korea’s test was not to see whether they could operate but to assess how fast units could deploy them.
“They want to know if they can get these missiles out into the field rapidly and deploy them all at once,” Lewis told The Post. “They are practicing launching a nuclear-armed missile and hitting targets in Japan as if this was a real war.”
The extended-range Scud missiles could be produced more cheaply than other medium-range missiles in the Hermit Kingdom’s arsenal, according to Lewis. This could be disastrous for allied nations, such as Japan and South Korea, not only because North Korea could release a barrage of these missiles, but the rate at which they could be fired can be difficult to counter, even with the US’s defensive systems.
One of these defensive systems, the antimissile battery system, known as the Terminal High Altitude Area Defense (THAAD), was in the process of being deployed on Monday night in Osan Air Base, less than 300 miles from the missile launch location.
“Continued provocative actions by North Korea, to include yesterday’s launch of multiple missiles, only confirm the prudence of our alliance decision last year to deploy THAAD to South Korea,” said Adm. Harry Harris, commander of US Pacific Command, in a news release.
Designed to shoot incoming missiles, THAAD has been compared to shooting a bullet with another bullet. However, analysts say that the system would have difficulty in intercepting missiles launched simultaneously — as in Monday’s test.
According to a KCNA statement translated by KCNA Watch, Kim Jong Un, the leader of North Korea, supervised the launches from the Hwasong artillery units, who are “tasked to strike the bases of the U.S. imperialist aggressor forces in Japan in contingency.”
The launches came shortly after an annual series of US-South Korea military exercises that kicked off earlier this month. The ground, air, naval, and special-operations exercises, which consist of 17,000 US troops and THAAD systems, was predicted by scholars to be met with some retaliatory measures by North Korea.
“In spite of the repeated warnings from [North Korea], the United States kicked off this month the largest-ever joint military exercise with South Korea,” said North Korean diplomat Ju Yong Choi during a UN-sponsored conference in Geneva on Tuesday, according to Reuters. “The annual, joint military exercise is a typical expression of US hostile policy towards the DPRK, and a major cause of escalation of the tension, that might turn into actual war.”
Whether she’d posted a personal-best time or suffered a collision on the track, Emily Sweeney would flash her trademark smile to fans, media, or anyone who watched her compete. Even when sliding during frigid winter storms in challenging conditions, the New York National Guard Soldier kept smiling.
But for six months during the winter and spring of 2014, that bright-eyed grin couldn’t hide bitter disappointment.
A charismatic Olympic hopeful, Sweeney had entered the 2013 World Cup season as a favorite to make the 2014 Winter Games. When Sweeney lost the final spot on the 2014 U.S. Luge Team, missing the Olympics for the second time, she shut herself off from the sport to which she had dedicated most of her life.
“It’s something that I’ve wanted for so long and it’s something that’s very tangible for me,” said Sweeney, who in December, finally qualified to participate in the 2018 Winter Olympics in PyeongChang, South Korea.
For Sweeney, the road to PyeongChang could be described as anything but easy.
Tough matchup hits close to home
Photos and murals of past Olympians adorn the walls of the Lake Placid Olympic Training Center. Medals of previous Olympic greats in bobsled, figure skating, and luge sit encased in the facility’s trophy room.
Some former Olympic competitors still work at the facility, including former silver medalist Gordy Sheer, Team USA’s director of marketing and sponsorship. Sweeney, like other Olympic hopefuls, spent much of her youth here.
As a seven year old, Emily idolized her older sister, Megan, who competed in the luge program at the junior levels. She later joined the USA Luge program herself, after participating in a “slider search” in Rhode Island at age 10. Her sister remained a hero to her.
“I wouldn’t be here or be the person I am today without her,” Emily said. “I was really pushed by Megan from early on because I saw the potential of what I could be through her and that was really inspiring to me.”
After she turned 16, Sweeney showcased tremendous speed on luge tracks across the globe. And she demonstrated enormous potential in the sport in her first year competing.
During the 2009 World Cup season, Sweeney began competing at a higher level. She built her luge resume by nabbing Norton Junior World Champion honors and earning bronze medals at the Junior World Cup in Winterberg, Germany and a gold medal at Park City, Utah.
And during the 2009 season, Emily began to beat her older sister and some of her national team peers during practice runs and some competitions. During one World Cup competition in Park City, Utah, she called her parents with concerns about competing with her sister and hero.
“She was very upset,” said Sweeney’s mother, Sue. “She was worried that she was going to beat Megan in the race and it would be the end of Megan’s (Olympic bid).”
Dreams of the Olympics, of course, had always been on her sister’s mind, and her own as well.
“I’ve always wanted that moment of walking in on opening ceremonies,” said Sweeney. “That is the epitome of what I want … to walk in with my whole team and have ‘USA’ on our backs.”
Later that year, during the final World Cup competition in Lillehammer, the final two spots for the 2010 Olympic team came down to two competitors. Both wore the name “Sweeney” on their uniforms.
Jarred by the prospect of beating her idol, the sisters made a pact to leave everything on the floor on their next competition.
Emily went on to lose to her sister in a race off at the Olympiacenter in Norway, falling by two tenths of a second. Due to a medical waiver, another team member took the final spot for the 2010 Vancouver team, while Emily remained on stand-by as an Olympic alternate. Emily still traveled to British Columbia to cheer on her sister from the stands.
“Going to the Olympics and watching her was difficult,” Emily said. “I’m glad I went, I’m glad I supported her. I wouldn’t have changed that for the world. But it was tough standing on the other side of the track watching my dream happen.”
After she missed a shot at Vancouver, Emily would make a life decision that would set the foundation for life after luge.
An athlete and a soldier
Jack Sweeney, Emily’s grandfather, had long been an inspiration in Emily’s life. While she would prepare meals for him, he’d relay stories to her about his days in the Navy. Emily said her grandfather instilled in her a sense of pride for her country and also inspired her to join the Army National Guard.
Joining the military sparked a change in Emily. She often took a leadership role during basic combat trainng at Fort Leonard Wood, Missouri. She did the same during her advanced individual training there, where she learned to be a military policeman. She even graduated with honors from the Army’s military police school.
Once in the Army, Emily also opted to join the World Class Athlete Program.
“I thought it was a great avenue of opportunity,” Emily said of her decision to join the Army. “I knew I wanted to continue being an athlete, but I didn’t want to only be an athlete. I wanted something else to pursue beyond my athletic career.”
After joining the Guard, Emily became more of a leader for USA Luge as well, not only competing for the program, but also helping the program identify and recruit talented youth to the sport during talent searches.
Sochi slips away
Around Thanksgiving 2013, Sweeney knew it. Her parents, as they checked at the World Cup standings online also knew: Emily would not be competing at the 2014 Games in Sochi, Russia.
A season that began with promise, instead led to complications with her sled, dealing with minor injuries and slower finish times on the World Cup circuit.
After her final races had finished for 2013, Sweeney sat in her hotel room. Her boyfriend, Italian luge team member Dominik Fischnaller, brought her a cup of her favorite ice cream.
And then for six months, Sweeney walked away from the sport to which she had dedicated a great chunk of her childhood. Instead of weight training and spending hours on the track, Sweeney removed herself from any luge or exercise activities. Instead, she retreated to her home in Lake Placid and contemplated her future in the sport.
“I went from being an Olympic hopeful, training at 100 percent,” Emily said, “to just stopping everything.
“I was really at a point where I said, ‘What’s the point?’ What’s the point of doing this if I’m not getting the results I’m wanting?’ It took a while, I closed myself off.”
She began working as a waitress and hostess at local restaurants. And while she’d visit her ailing grandfather in neighboring Saranac Lake, she mostly cut herself off from family and dealt with struggles the best way she knew: internally.
“We lost her for a while,” Sue said. “It was tough. She didn’t even watch the (2014 Winter) Games.”
“Emily had to refine her sliding and her motivation,” Megan said. “It took her a long time. But I think that’s normal when you have a dream and become so disappointed … It was very, very tough because she knows she’s good.”
The Army gets her rolling
In May 2014, Emily remained withdrawn from the luge community. It would be just the wakeup call she needed to get back on track with her sport.
She received orders to attend Warrior Leader Course (now the Basic Leader Course) that spring at Fort Dix, New Jersey. During the month-long course, she took tests on her leadership skills, land navigation and various drills to prepare to become a noncommissioned officer .
After giving up her strict luge-related training routine and regular exercising, Emily had lost muscle mass. She’d dropped 20 pounds from her 5-foot-5-inch frame. As a result, for the first time since enlisting in the Guard, she failed to score a 300 on her Army Physical Fitness Test.
“(WLC) kind of pulled me out,” said Sweeney. “It gave me a schedule that I had to adhere to again. I kind of got back into the military mode and then after that I got back into my training.”
Shortly after graduating WLC, Sweeney resumed luge-related activities. She began lifting weights again, and changed her routine, and began working out at JEKL gym in Plainville, Connecticut. There Sweeney took part in grueling gymnastics-based training to strengthen her core muscles using various gymnastics apparatus pieces including rings, the high bar and parallel bars.
“It definitely put me in my place pretty quickly,” Sweeney said.
The old Emily had returned, away from the luge track too. She began reconnecting with friends. She spoke with family members more often.
And that familiar smile came back.
“Everybody always kids her about her smile — she always has a big smile on her face,” said her mother, Sue. “But it’s true — it’s part of who she is. Once you start to see her smile coming back, you know she’s starting to feel much more like herself.”
In December 2015, during World Cup competition on their home track in Lake Placid, Sweeney and teammates Erin Hamlin and Summer Britcher swept the field. It marked the first time the U.S. women knocked out the dominant German team.
“We’re more of a force to be reckoned with now,” Sweeney said.
During a fall, Sweeney suffered injury to her wrist that required surgery in 2016, proving to be a minor setback. But she bounced back to stellar marks in 2017.
“The (wrist) injury really didn’t worry me,” USA Luge coach Bill Tavares said. “For her it was all mental. When I knew that she was mentally strong coming into this year then there was no worry on my part.”
Hitting her stride
The 4,242-foot luge course in Winterberg, Germany presents a daunting challenge to competitive lugers. Those who accept its challenge must enter the course’s labyrinth in near-perfect form. In November, Sweeney and her USA teammates traveled to Winterberg to face the mighty German team that built an Olympic juggernaut on this course.
At the track’s midpoint, a turn drops competitors into the labyrinth where sled speeds multiply.
After placing second earlier in the World Cup competition at on this track, mishaps on one of her runs sent Sweeney tumbling out of contention and she thought she missed her chance to clinch an Olympic berth.
But then she bounced back later that day to take her first World Cup gold in the sprint race, upsetting 2014 Olympic champion, Germany’s Natalie Geisenberger, on her home course. Instead, her shot at an Olympic berth would have to wait.
When dealing with the difficult highs and lows of competing against the best in the world, she turned to Grandpa Sweeney. Emily said her grandfather helped keep her grounded and objective while remaining committed to her family and country.
“He’s probably a big part of her personality,” Sue said. “He’s always been one of her best friends. And she’s looked to him for advice.”
As Sweeney begins final preparations for the Winter Games, she will do so with a heavy heart. Jack Sweeney passed away at age 88 on Jan. 3. Emily said her grandfather helped keep her grounded and objective while remaining committed to her family and country.
Olympian at last
Sweeney learned that she had reached the pinnacle of her career unceremoniously — not by an announcement on the track, or from posting a career-best time — but in a text.
Dec. 14, after having dinner with her parents and returning to the Lake Placid training facility, Sweeney received a message from her mother, Sue.
“See you in PyeongChang,” the text read.
Sweeney’s mother had been tracking the Nation’s Cup live stream on her phone. The Nation’s Cup was a pre-qualifying event for the World Cup later that week. Had Raychel Germaine qualified for the World Cup, she could have potentially knocked Emily out of Olympic competition. But she didn’t, and the final Olympic women’s luge slot went to Emily.
“It was just a peaceful moment,” Sweeney said, “I was stunned.”
She received congratulations from Fischnaller, her boyfriend of eight years. Then came a flood of 30 messages and well wishes from family, friends and teammates.
“I’m really happy for her,” teammate Summer Britcher said. “I know how hard she works. I’m very happy that she’s met this goal and I’m really excited to compete alongside her in (32) days.”
Sweeney will join 2014 Bronze medalist Hamlin and Britcher on the USA roster in PyeongChang in February. The impact of reaching her dream did not hit her until after finishing World Cup competition in the women’s sprint race Dec. 16, Sue Sweeney said.
A heavy snow blanketed Lake Placid’s Mount Van Hoevenberg Dec. 16, and athletes faced a wind chill so bitter that exposed fingers and toes could feel like frozen blocks of ice. During the women’s sprint race, Sweeney posted an efficient run in these slick conditions, but a mishap at turn seven hurt her final time, eventually knocking her out of sprint qualification. Unfazed, she posted a better time in her second run.
The weight of realizing her Olympic dream began to creep in. Still clad in her helmet and orange and blue leotard, Sweeney waved to her 80 supporters, family and friends. And once more she flashed her wide grin.
“Emily’s missed two Olympic teams very narrowly,” Sheer said. “In 2014 … that was a real tough one for her. It takes a certain type of person to be able to bounce back from something like that and to be able to keep fighting and I give her all the credit in the world.”
Then after 15 minutes of speaking with local and national media members, Sweeney locked arms with her older sister, rosy-cheeked from the stinging wind chill. Standing amid swirling snowflakes, Megan whispered into her younger sister’s ear:
“I’m so proud of you,” Megan said.
Next stop: South Korea
When Emily dons the USA colors at PyeongChang next month, she knows he will be representing more than herself. She will also represent WCAP, the National Guard and the U.S. Army. Sweeney, who currently ranks eighth in the International Luge Federation women’s singles, will join fellow WCAP athletes Matt Mortensen in men’s doubles and singles competitor Taylor Morris.
At 24, the Olympics will wrap Sweeney’s fourteenth year in the sport and she plans to bring home a medal for her team.
“Going to the Olympics isn’t enough for me,” Sweeney said “I want to go to the Olympics and do something. So it’s not over — the work isn’t over.”
In 2009, the Department of Defense acquisition chief John J. Young, Jr. issued a mandate requiring the military departments to find new ways to reduce their use of hexavalent chromium (also known as hex-chrome or Cr6+). Hex chrome, which became infamous in the eyes of the public after the release of the film, Erin Brockovich, is a carcinogen that is harmful to humans and the environment. DoD maintenance facilities go to painstaking lengths to reduce the level of exposure sustained by their maintenance technicians due to hex chrome.
Hex chrome offers important corrosion prevention and control qualities in organic pre-treatments and primers used to coat a variety of military aircraft. For example, most coatings and primers used on legacy fighter and cargo aircraft such as the Navy’s F/A-18 and F-14, the Air Force’s C-130, C-5, and F-16 contain hex chrome, and the Army’s H-60 Black Hawk helicopter.
Chromate-based corrosion inhibitors are widely recognized as the best inhibitors available to the DoD. Their high level of performance means that they are still used prolifically as a coating for all types of military aircraft.

The Delicate Balance of Finding Alternatives to Hex Chrome
Complicating the issue of finding alternatives to hex chrome is the drastic cost of corrosion faced by the U.S. military. According to a study released by the DoD Corrosion Policy and Oversight Office, the DoD spent nearly $20 billion on corrective corrosion actions in fiscal year 2016. That expenditure amounts to nearly 20 percent of the entire DoD maintenance budget.
Moreover, corrosion experienced by Navy and Marine Corps aircraft costs approximately $3.43 billion annually and accounts for almost 28 percent of all maintenance costs. Corrosion-related maintenance prevents active aircraft from being ready for mission tasking for approximately 57 days each year.
The high cost of corrosion within the DoD persists despite its prolific use of carcinogenic, but best-in-class, chromate primers.
Navy experts who attack the problem of chromates walk a delicate line between finding an environmentally benign inhibitor and refusing to sacrifice so much performance that the DoD maintenance budget swells even further. Since 2009, the search by DoD and industry for a non-chromate primer has persisted alongside the expectation of finding an alternative that performs just as well as current chromate-based primers. Among DoD officials and engineers, this expectation has become known as the “as good as” requirement.
In response to Young’s 2009 mandate, experts at the Materials Engineering Division of the Naval Air Warfare Command – Aircraft Division (NAWCAD) in Patuxent River, MD, re-energized their internal primer research and development efforts in an effort to push the performance of non-chromated primers closer to that of chromated primers, since the products qualified at the time were the best available, but still not good enough for many naval aviation applications

To address this shortcoming, NAWCAD materials engineer Craig Matzdorf and chemical engineer William Nickerson, now with the Office of Naval Research, have invented their own solution to the problem. Their patented Active Aluminum-Rich (“Al-Rich”) technology is a powerful anti-corrosion chemical composition created for use in coating systems. The Al-Rich primer is a metalized, sacrificial, chromate-free, high-performance, anti-corrosion primer for use in all situations where a chromated primer is currently used.
“Al-Rich is superior to existing coatings based on the novel aluminum pigment that actively overcomes corrosion by electrochemical means,” said Matzdorf. “Current coatings rely on chemical inhibitors like chromate, which are less effective at fighting galvanic corrosion. We anticipate that the Al-Rich primer will reduce galvanic and other types of corrosion and its effect on the Navy’s cost and availability.”
Key Technology Components in Al-Rich Primer
Although metal-rich primers have existed for quite some time, there were some underlying problems. First, the most traditional metal-rich coatings, such as zinc-rich coatings, are far too heavy for aviation applications and are not effective on aluminum. Second, other metal-rich coatings did not have the longevity of performance in harsh operating environments. “The Al-Rich primer employs two unique approaches to alleviate these key issues and to provide corrosion protection at the level of chromate primers,” according to Matzdorf.
The first key component of the technology is the use of a specialty aluminum alloy as the pigment inside the primer. The alloy composition of this pigment is specifically chosen for its high efficiency. In turn, this high efficiency, in combination with the low density of aluminum, allows the coating to be applied at normal aviation thicknesses, thus eliminating weight concerns.
The technology’s second key component is a proprietary surface treatment applied to the pigment. By subjecting the primer’s pigment to a surface treatment, both the pigment’s overall level of performance and the primer’s overall length of performance are increased. A surface-treated particle boosts the performance of this metal-rich primer to meet the “as good as” requirement.
According to Matzdorf, these two key technology components combine to create a truly novel approach to non-chromated and high-performance primers. One area of Al-Rich primer’s performance excellence is its ability to reduce fastener-induced corrosion. Each time a titanium or stainless steel fastener is punched into the aluminum body of an aircraft, a potent corrosion cell is created. These corrosion cells cause prolific and expensive corrosion damage. For reasons that are likely to stem from its ability to protect aluminum electrochemically, the Al-Rich primer excels at preventing fastener-induced corrosion as well as filiform corrosion. In many scenarios, the Al-Rich primer outperforms its chromated counterparts at preventing these rampant corrosion problems.
Applications and Future Testing
Thus far, the Al-Rich primer has been applied to an Army H-60 helicopter, a NASA C-130 cargo plane, two Coast Guard H-60 tail sections, and various pieces of Navy support equipment. Engineers at NAWCAD have extensive lab data on this product and are now looking to test it extensively on a variety of DoD applications. However, to do so, the Navy needs to procure large batch sizes of the new primer. Because the Navy is not in the business of manufacturing commercial quantities of chemicals, it has begun licensing this Al-Rich primer technology to equipped and capable businesses.
Through funding sponsored by the Office of Naval Research over the next few years, the Navy plans to apply the new Al-Rich primer to larger and larger portions of its assets. Successful field demonstrations will allow the Navy to comply with the DoD mandate regarding hex chrome. According to officials at NAWCAD and the DoD Corrosion Policy and Oversight Office, Al-Rich primers represent an exciting new entry into the non-chromated anti-corrosion primer market.
