Wuhan, China, evacuees being held at a military base in California drafted a petition demanding improvements to the CDC’s quarantine protocol after a person infected with the coronavirus COVID-19 was accidentally released from hospital isolation.
Passengers aboard a State Department-mandated evacuation flight from Wuhan, China, the epicenter of the novel coronavirus outbreak, have been quarantined at the Marine Corps Air Station in Miramar.
One passenger, who tested positive for the coronavirus, was accidentally released from isolation at UC San Diego Medical Center back to the air base on Monday. The woman was discharged prematurely after her results were mislabeled, per the CDC’s methodology to protect patients’ identities, local news station KNSD reported.
The San Diego Union-Tribune reported that the woman and three others were discharged and on the way back to the base when it was discovered that three of four tests had not been processed yet.
“We decided, OK, we’re going to put these people in isolation in their rooms and instruct them not to leave, not to mingle with the general population there at Miramar base, and we’re going to wait for the results of those tests,” CDC official Dr. Christopher Braden told The Union-Tribune. “Well, of course, as luck would have it, it was one of those tests that came back positive.”
The woman’s symptoms were described as mild and she was not exposed to members of the public. The woman was not symptomatic before she went to the hospital for testing, so it’s unclear what impact if any it will have on the others in quarantine at the base. The three people she was transported with, however, will likely have to extend their quarantine time, The Union-Tribune reported.
Still those on the base are concerned about their overall safety. The petition from those in quarantine was written “in light of the first confirmed case at Miramar coupled with the current precautions taken at the center,” and the listed improvements were “critical measures toward mitigating the potential risk of spreading the virus at the Miramar Center.”
The five suggestions in the petition are as follows:
“Everyone in the facility be tested.
“Preventing the gathering of large numbers of people into small, enclosed environments; suggesting meals be delivered to the door and town hall meetings through conference calls.
“Periodic delivery of personal protective gear to each room, including masks and sanitizing alcohol for in-room disinfection.
“Provision of hand sanitizer at the front desk and in the playground.
“Disinfection of public areas two to three times a day, including playground, laundry room, door knobs, etc.”
“We really felt the need for these basic things to be addressed,” Jacob Wilson, who is being held at the airbase, told KNSD, “and we hope that the petition would at least be able to address these basic concerns.”
Wilson described what it was like under quarantine at the air base, saying the CDC recommended the residents stand six feet away from each other, but they are placed shoulder-to-shoulder for daily temperature checks, which he said “flies in the face of the protections and precautions.”
“We’re trying our best to disinfect things with the hand soap that we’ve been given, even though we don’t have disinfectant,” he told The Daily Beast. “We’re frustrated and worried.”
The 232 Wuhan evacuees arrived at MCAS Miramar on two flights — one on February 5 and the other on February 6. All passengers were subject to 14-day quarantines starting the day they left China.
Thus far there have been 14 cases reported in the US.
The home improvement site used an algorithm to comb through Instagram posts tagged #offgridliving, focusing on posts with location data, to identify where off-gridders are congregating.
Off-grid living involves disconnecting from the electric grid and pursuing an independent lifestyle without relying on municipal services like water supply.
Not all off-gridders are showcasing their life on social media, HomeAdvisor acknowledges, but the #offgridliving hashtag is a good place to go “hunting for signs of life” in the off-grid community, the company said.
Motivations of casual off-gridders vary but generally include wanting to “get away from it all for a while” and lead an “eco-conscious life,” HomeAdvisor wrote.

10. New York

Off-grid tip: Diane Vuković, an author and writer for the blog Primal Survivor who regularly updates a list of off-grid laws relating to water, electric, and waste in each of the 50 states, deemed New York “one of the strictest” when it comes to regulations.
“However, this does not mean it is impossible to go off-grid in New York,” she said. “It just means that you will likely have to do a lot more research to find a place where off-grid living is allowed and get numerous permits, licenses, and inspections.”
Off-grid tip: The Earthship Biotecture in Taos, New Mexico, is an off-grid community that has made headlines over the years for its eye-catching designs. Founded by Michael Reynolds in the 1970s, it consists of self-sufficient, solar-powered homes and buildings made with upcycled material like car tires and glass.
Off-grid tip: Utah Homestead Properties, a brokerage specializing in self-sufficient homes, highlights Utah’s vast wilderness, affordable real estate prices, and “independent, self-sufficient mindset” as reasons why the state is a great place to set up an off-grid life. The arid climate and extreme temperatures require off-gridders to get creative about heating and cooling, but there are “lots” of builders in the state that understand how to work around these challenges, the company writes on its website.
Off-grid tip: Alaska’s microgrid laws are “very progressive,” Vuković wrote for Primal Survivor. “However, off-grid solar may not be feasible in many areas of the state where there isn’t much daylight during winter,” she added.
Off-grid tip: “Although unplugging from public utilities isn’t practical everywhere, the mild temperatures; abundance of sunshine, wind, and rain; and fertile soil make Hawaii an attractive place to go off grid,” LiAnne Yu wrote for Hawaii Business magazine in November 2017.
The Big Island, or Hawaii Island, is home to several established off-grid communities. “Living off the land here is a way of life,” Sean Jennings wrote of the Big Island on his blog Homesteadin’ Hawaii.
Off-grid tip: One of Oregon’s notable off-grid communities is the gated Three Rivers Recreation Area. Spanning 4,000 acres near the Metolius River arm of Lake Billy Chinook, it comes with its own marina and airstrip. It is home to 600 properties and between 75 and 80 full-time residents, according to Cascade Sotheby’s International Realty.
Off-grid tip: In 2019, early retirees Steve and Courtney Adcock settled down at an off-grid home in the Arizona desert powered by solar. “Residential solar energy systems aren’t cheap, but they are game-changers,” Steve wrote in a blog post. “Solar power systems save money in the long run, include a tax credit in the US and, of course, it’s clean energy. We love not having an electric bill.”
Off-grid tip: A popular Colorado destination that draws a steady steam of novice and veteran off-gridders is San Luis Valley in Alamosa County, Tom McGhee reported for The Denver Post. “Mountains carve the sky in all directions, and the promise of cheap land and life beyond the confines of civilization lures many. It is dream land beyond the reach of electricity and other infrastructure considered necessary by most,” he wrote.
“If you live in Los Angeles, San Francisco, or San Diego, you may well have an off-gridding Instagram-user right next door,” HomeAdvisor wrote of the most popular state for off-grid living, according to its report.
HomeAdvisor describes the #offgridliving asethetic as a happy medium between a plugged-in life and homesteading. “You’ll still find baskets of eggs, but they’re surrounded by bushcraft knives, off-road vehicles, and ornate water filtration systems,” the company said.
The Army recently drove tactical trucks with sensors, electronics, and other applications powered by commercially-developed artificial intelligence technology — such as IBM’s Watson — as a way to take new steps in more quickly predicting and identifying mechanical failures of great relevance to combat operations.
Described by participants as a “bake-off,” an Army-industry assessment incorporated attempts to use AI and real-time data analytics for newer, fast-evolving applications of conditioned-based maintenance technology.
Advanced computer algorithms, enhanced in some instances through machine learning, enable systems, such as Watson, to instantly draw upon vast volumes of historical data as a way to expedite analysis of key mechanical indicators. Real-time analytics, drawing upon documented pools of established data through computer automation, can integrate otherwise disconnected sensors and other onboard vehicle systems.
“We identified some of the challenges in how you harmonize sensor data that is delivered from different solutions. Kevin Aven, partner and co-account lead, Army and Marine Corps, IBM Global Business Services, told Warrior Maven in an interview.
Watson, for example, can take unstructured information from maintenance manuals, reports, safety materials, vehicle history information, and other vehicle technologies and use AI to analyze data and draw informed conclusions of great significance to military operators, Aven explained.
When created, IBM stated that “more than 100 different techniques are used to analyze natural language, identify sources, find and generate hypotheses, find and score evidence, and merge and rank hypotheses,” according to IBM Systems and Technology.
Faster diagnostics, of course, enable vehicle operators to anticipate when various failures, such as engine or transmission challenges, may happen in advance of a potentially disruptive battlefield event. Alongside an unmistakable operational benefit, faster conditioned-based maintenance activity also greatly streamlines the logistics train, optimizes repairs, and reduces costs for the Army.
Army wheeled tactical vehicles, which include things like the family of medium tactical vehicles and emerging Joint Light Tactical Vehicle, are moving towards using more automation and AI to gather, organize, and analyze sensor data and key technical indicators from onboard systems.
“We identified Army data challenges, delivered new sensors – and used different approaches – invariably bringing on different ways that data can be delivered to the Army,” Aven added.
Faster computer processing brings substantial advantages to Army vehicles which increasingly rely upon networked electronics, sensors, and C4ISR systems.
Multiple vendors took part in the industry “bake-off” event, which included participation from the Army Research Laboratory (ARL); the ARL is among a number of Army and DoD entities now accelerating development and integration of AI into a wide range of military technologies.
“We know there is going to be unmanned systems for the future, and we want to look at unmanned systems and working with teams of manned systems. This involves AI-enabled machine learning in high priority areas we know are going to be long term as well as near term applications,” Karl Kappra, Chief of the Office of Strategy Mangement for the Army Research Lab, told Warrior Maven in an interview. “We also know we are going to be operating in complex environments, including electromagnetic and cyber areas.”
Technical gains in the area of AI and autonomy are arriving at lightning speed, offering faster, more efficient technical functions across a wide range of platforms. Years ago, the Army began experimenting with “leader-follower” algorithms designed to program an unmanned tactical vehicle to follow a manned vehicle, mirroring its movements.
Autonomous or semi-autonomous navigation, quite naturally, brings a range of combat advantages. A truck able to drive itself can, among other things, free up vehicle operators for other high-priority combat tasks.
AI-enabled CBM can function through a variety of methods; sensor information can be gathered, organized, and then subsequently downloaded or wirelessly transmitted using cloud technology.
IBM’s Watson also drew upon this technology when contributing to an Army Stryker “proof-of-principle” exercise last year wherein the service used cloud computing, AI and real-time analytics to perform Conditioned Based Maintenance functions.
A small nuclear weapon on the ground can create a stadium-size fireball, unleash a city-crippling blastwave, and sprinkle radioactive fallout hundreds of miles away.
The good news is that the Cold War is over and a limited nuclear strike or a terrorist attack can be survivable (a direct hit notwithstanding). The bad news: A new arms race is likely underway — and one that may add small, portable nuclear weapons to the global stockpile. Lawmakers and experts fear such “tactical” or battlefield-ready devices (and their parts) may be easier for terrorists to obtain via theft or sale.
“Terrorist use of an actual nuclear bomb is a low-probability event — but the immensity of the consequences means that even a small chance is enough to justify an intensive effort to reduce the risk,” the Bulletin of the Atomic Scientists said in a September 2017 article, which outlines what might happen after terrorists detonate a crude device that yields a 10-kiloton, near-Hiroshima-size explosion in a city.
As part of the planning effort, the Environmental Protection Agency maintains a series of manuals about how state and local governments should respond. A companion document anticipates 99 likely questions during a radiation emergency — and scripted messages that officials can copy or adapt.
“Ideally, these messages never will be needed,” the EPA says in its messaging document. “[N]evertheless, we have a responsibility to be prepared to empower the public by effectively communicating how people can protect themselves and their families in the event of a radiological or nuclear emergency.”
Here are a handful of the questions the EPA anticipates in the event of a nuclear emergency, parts of statements you might hear or see in response, and why officials would say them.
“What will happen to people in the affected neighborhoods?”

What they’ll say:“As appropriate: Lives have been lost, people have been injured, and homes and businesses have been destroyed. All levels of government are coordinating their efforts to do everything possible to help the people affected by this emergency. As lifesaving activities continue, follow the instructions from emergency responders… The instructions are based on the best information we have right now; the instructions will be updated as more information becomes available.”
Why: The worst thing to do in an emergency is panic, make rash decisions, and endanger your life and the lives of others. However, it’s also incumbent on officials to be truthful. The first messages will aim to keep people calm yet informed and as safe as possible.
“What is radioactive material?”
What they’ll say:“Radioactive material is a substance that gives off radiation in the form of energy waves or energized particles.“
Why: Nuclear bombs split countless atoms in an instant to unleash a terrifying amount of energy. About 15% of the energy is nuclear radiation, and too much exposure can damage the body’s cells and healing ability, leading to a life-threatening condition called acute radiation sickness.
Without advanced warning, people can do little about the energy waves, also called gamma radiation, which are invisible and travel at light-speed. But the energized particles — including radioactive fission products or fallout — travel more slowly, giving people time to seek shelter. The particles can also be washed off.
“Where is the radioactive material located?”

What they’ll say:“Radiation and environmental health experts are checking air, water and ground conditions in and around the release site to locate the areas with radioactive contamination. Stay tuned to radio or television, or visit [INSERT AGENCY WEBSITE HERE] for the latest information.”
Why: If a nuclear bomb goes off near the ground (which is likely in a terrorist attack), the explosion will suck up debris, irradiate it, and spread it around as fallout. Some of this material rapidly decays, emitting gamma and other forms of radiation in the process.
Fallout is most concentrated near a blast site. However, hot air from a nuclear fireball pushes finer-grade material high into the atmosphere, where strong winds can blow it more than 100 miles away. It may take days for radiation workers to track where all of it went, to what extent, and which food and water supplies it possibly contaminated.
“If I am in a car or truck, what steps should I take to protect myself and my loved ones?”

What they’ll say:“Cars and trucks provide little protection from radiation… Shut the windows and vents… Cover your nose and mouth… Go inside and stay inside… Tune in.”
Vehicles don’t have nearly enough metal to meaningfully absorb radiation. You also won’t be able to outrun the danger, as fallout can travel at speeds of 100 mph in the upper atmosphere. Roads will also be choked with panicked drivers, accidents, blocked streets, and debris.
If you’re already in a car, find a safe place to pull it off the road, get out, and make a dash for the nearest building. Tuning in with a radio will help you listen for instructions on how, when, and where to evacuate a dangerous area to a shelter.
“If I am outside, what steps should I take to protect myself and my loved ones?”

What they’ll say:“Cover your nose and mouth… Don’t touch objects or debris related to the release… Go inside and stay inside.”
Why: Being outside is a bad place to be, since fallout sprinkles everywhere and can stick to your skin and clothes. Less fallout gets indoors, and materials like concrete, metal, and soil (e.g. in a basement) can block a lot of radiation from the stuff that sprinkles outside.
“If I am inside a building, what steps should I take to protect myself and my loved ones?”

What they’ll say:“Stay inside. If the walls and windows of the building are not broken, stay in the building and don’t leave… If the walls and windows of the building are broken, go to an inside room and don’t leave. If the building has been heavily damaged, quickly go into another building… Close doors and windows.”
Why: The blastwave from a nuclear explosion can shatter windows for miles — and fallout can blow around, hence the need to contain yourself away from exposed areas. Be prepared to hunker down for up to 48 hours, as that’s roughly how long it takes the most dangerous fallout radiation to dissipate.
“Is the air safe to breathe?”

What they’ll say:“Federal, state and local partners are monitoring [AREA] to determine the location and levels of radioactive material on the ground and in the air.”
Why: There could be radioactive smoke and fallout in the air, but not breathing isn’t really an option. To reduce your exposure risk, stay inside, shut the doors, and close the windows. Turn off fans and air conditioners, or set them on recirculate. If you’re outdoors, cover your nose and mouth and get inside a building as soon as possible.
“If people are told by health and emergency management officials to self-decontaminate, what does this mean?”

What they’ll say:“[T]ake several easy steps to remove any radioactive material that might have fallen onto clothes, skin or hair…. Remove your outer clothes… Wash off… If you cannot shower, use a wet wipe or clean wet cloth to wipe any skin that was not covered by clothing… Gently blow your nose and gently wipe your eyelids, eyelashes and ears with a clean wet cloth… Put on clean clothes… Tune in.”
Why: Fallout continues to expose you to harmful radiation if it’s stuck to you or inside your body. Anything that might be contaminated should be slipped into plastic bags, sealed off, and chucked outside (or as far away as possible from people). Showering with a lot of soap can remove most fallout, but avoid conditioner — it can cause fallout to stick to your hair.
“What should I do about my children and family? Should I leave to find my children?”

What they’ll say:“If your children or family are with you, stay together. If your children or family are in another home or building, they should stay there until you are told it is safe to travel. You also should stay where you are… Schools have emergency plans and shelters.”
Why: Every parent’s instinct will scream to reconnect with his or her family, but patience is the best move. If you go outside, you’ll risk exposure to radioactive fallout and other dangers, as the route may be perilous or even impassable. Most importantly, it’s hard to help your family after the dust settles if you are injured — or worse.
“Is it safe for me to let someone who might have been affected by the radiological incident into my home?”

What they’ll say:“If someone has radioactive dust on their clothes or body, a few simple steps can clean up or decontaminate the person.”
Why: You can offer safe shelter to people caught outside — just have them decontaminate themselves as quickly as possible. This will protect everyone by keeping radioactive fallout at bay. Have them remove and bag up their outer clothes, then take a shower with lots of soap and shampoo (or perform a thorough wipe-down).
“How do I decontaminate my pet?”

What they’ll say:“If you are instructed to stay inside, your pets should be inside too. If your pet was outside at the time of the incident, the pet can be brought inside and decontaminated.”
Why: Pets, like people, can be contaminated by fallout and bring it indoors. This can endanger them and you. To decontaminate your pet, cover your nose and mouth, put on gloves, and then wash your pet in a shower or bath with a lot of shampoo or soap and water. Rinse your pet thoroughly and take a shower yourself afterward.
“When should I take potassium iodide?”

What they’ll say:“Never take potassium iodide (KI) or give it to others unless you have been specifically advised to do so by public health officials, emergency management officials, or your doctor.”
Why:KI pills are among the last things people need immediately after a nuclear blast and aren’t worth a mad dash to a pharmacy during the disaster, according to Brooke Buddemeier, a health physicist and radiation expert at Lawrence Livermore National Laboratory.
“Most people seem to think of the potassium iodide, or KI, pills as some type of anti-radiation drug. They are not,” Buddemeier previously told Business Insider. “They are for preventing the uptake of radioiodine, which is one radionuclide out of thousands of radionuclides that are out there.”
Radioiodine makes up about 0.2% of overall exposure. The pills are useful for longer-terms concerns about contaminated water and food supplies, and blocking radioiodinefrom concentrating in people’s metabolism-regulating thyroid glands.
“Is taking large amounts of iodized salt a good substitute for potassium iodide?”

What they’ll say:“No. Iodized salt will not protect your thyroid.”
Why: Table salt, or sodium chloride, has some iodine added in to prevent deficiencies that lead to conditions like goiter. But the amount of iodine in table salt is trivial, and eating even a tablespoon or so is a great way to throw up any useful iodine.
“Is the water safe to use?”

What they’ll say:“[U]ntil we have drinking water test results, only bottled water is certain to be free of contamination. Tap or well water can be used for cleaning yourself and your food… Boiling tap water does not get rid of radioactive material.”
Why: Radioactive fallout can dissolve into or remain suspended in water, just like salt or dust. That’s not good, since radioactive particles can do more harm inside of your body than outside of it. Bottled water gets around this problem — though you do need to wipe containers down in case they’ve been dusted with fallout.
“Is the food safe to eat?”
What they’ll say:“Food in sealed containers (cans, bottles, boxes, etc.) and any unspoiled food in your refrigerator or freezer is safe to eat… Don’t eat food that was outdoors from [TIME, DATE] in [AREA].”
Why: Food that isn’t contained might have radioactive fallout in it. You’ll need to wipe down cans, cookware, utensils, and anything else that might touch what goes into your mouth.
“Can people eat food from their gardens or locally-caught fish and game?”

What they’ll say:“People in [AREA] are instructed not to eat [FOOD FROM THEIR GARDENS, LOCAL FISH, LOCAL WILDLIFE].”
Why: Anything that’s outside — fruit, vegetables, and animals included — may have radioactive fallout particles on or in them after a nearby nuclear blast. Until the scope of contamination is known, food from outdoor sources should be considered potentially hazardous. Avoid food that could be been exposed to fallout. If that’s not possible, wash it to try to rinse off as much contamination as possible.
“I am pregnant. Is my baby in danger?”

What they’ll say:“[M]ost radiation releases will not expose the fetus to levels high enough to cause harmful health effects or birth defects… Once dose levels to the expectant mother and fetus have been determined, your physician can consult with other medical and radiation professionals to identify potential risks (if any) and provide appropriate counseling.”
Why: There are few things more terrifying for an expectant parent than thinking something could be wrong with the baby, but a fetus is somewhat protected from radiation by the uterus and placenta, according to the CDC.
A mother could still inhale or ingest radioactive fallout, though, so doctors will need to check the mother’s abdomen to figure out a fetus’s exposure. Once a dose is determined, it’s possible to see if it’s enough to cause any health effects, including birth defects.
“Is it safe to breastfeed?”

What they’ll say:“The nutritional and hydration benefits from breastfeeding far outweigh any risk from radiation.”
Why: Fallout is again the main concern here: What goes into a mother can end up in her breast milk. Officials may encourage families to temporarily switch to formula and pump-and-dump milk (to keep production going during the emergency). It’s also a good idea to wipe down formula bottles and pumping equipment to minimize fallout contamination. But if no formula is available, depriving a baby of sustenance is the worst option.
“I am seeing a lot of information and instructions on Internet blogs about what to do. Should I follow that advice?”
What they’ll say:“Check official sources first. You can find the latest information at [INSERT WEBSITE HERE].Blogs, social media and the Internet in general can provide useful information, but only if the source is known and trustworthy.”
Why: Misinformation spreads rapidly in the aftermath of disasters, and some people may intentionally distribute rumors or false information. It’s best to stick to official websites, hotlines, TV, and radio broadcasts, and use multiple sources to verify information you’re unsure about.
“How can the public help?’
What they’ll say:“Don’t abandon your car… Don’t go near the release site… Use text messaging… Don’t go to the hospital, police stations or fire stations unless you have a medical emergency… Stay tuned…”
Why: In the aftermath of a nuclear disaster, the most helpful thing most people can do is to stay out of the way. This helps first responders get to people that need help.
Cars in the middle of the road slow down emergency vehicles, and going to the release or blast site is extremely perilous, at best. Relying on text messages helps keep phone lines from overloading (and open to 911 calls), and limiting hospital visits to serious injuries or medical conditions helps free up resources for those who need the most aid.

The US Marine Corps is developing a new concept of naval warfare to allow Marines to take South China Sea islands from Beijing in the context of a massive missile fight in the Pacific.
Marine Corps leaders at the Surface Navy Association’s annual national symposium told USNI News that today’s naval protocol wasn’t what the force was looking for to take on China’s Pacific fortress.
China has spent years dredging up the sea floor to build artificial islands in the South China Sea, an international waterway.
Despite promising never to militarize the islands and losing an international arbitration case concluding they did not own the islands, China has enforced de facto control over the vital shipping lane that sees trillions in annual trade.

Taking Beijing’s islands is central to those plans, US Marine Corps Maj. Gen. David Coffman said, according to USNI News.
Coffman said “integrated naval operations could be needed to take an island somewhere — natural or manmade,” in a likely reference to Beijing’s man-made South China Sea outposts.
“It certainly will be required when a great power competition pits a whale against an elephant, or maybe two elephants — a global maritime power, that’s us, against a regional land power hegemon with home-field advantage,” he continued, again referencing China as an “elephant,” or a land power that the US, a “whale” or maritime power would have to overcome.
“In that long war, maritime superiority is necessary but not sufficient for the whale to beat the elephant,” he said.
In other words, the US Navy and Marines can’t just win the fight with better sea power, they will also need to make landings.
But those landings will have to be made under a massive missile attack.

The South China Sea now hosts a vast network of radars that experts say could be used to track and kill US naval aviation, even the stealth kind.
Additionally, a recent study that looked at carrier survivability at the Heritage Foundation revealed that China could likely muster up 600 anti-ship missiles and that a carrier strike group could likely only down 450 of those fires.
As a result, Coffman said the normal three-ship Amphibious Ready Group and the accompanying a Marine Expeditionary Unit on small deck carriers would no longer cut it.
Up gunning the fleet
The solution? Up-gunning the small carriers and including destroyers and cruisers in the battle formation.
“Every ship has to be a warship that can defend itself, have an offensive striking capability and be able to deal with the threats that are coming in, be it a cyber threat – so it needs a good network – or whether it’s a kinetic threat in the form of a missile that’s coming at it,” Lt. Gen. Brian Beaudreault said, according to USNI.
Beaudreault suggested putting vertical lauch cells on new US Marine Corps helicopter and F-35B carriers to handle incoming threats, essentially turning these amphibious flattops into aircraft-carrying destroyers in their own right.

Civil War POW camps were some of the most terrible, squalid places of the entire war. Massachusetts’ Fort Warren was an exception, however. It was used to house Confederate political prisoners and other high-value persons. Among those held here was Alexander Stephens, the Confederate Vice-President, as well as Confederate diplomats and even the Confederacy’s Postmaster General.
Legend has it that Melanie Lanier, the devoted wife of a captured Confederate troop, discovered his location via a letter he mailed her from the island prison. She immediately moved from Georgia to just outside Boston, Massachusetts, in the first step of an attempt to free her husband from the fortress.
One night, she boarded a boat that would take her to George’s Island – where the infamous prison camp and fortress were located. With the boat, she took a pickaxe, a pistol, and a length of rope in order to free her husband. She sat in the boat just offshore, waiting to hear any kind of signal from her beloved. That’s when she heard a common southern song, the signal that her husband was ready for action. But tragedy would soon strike.
As she and her husband made their way off the island and back to the waiting boat, she was surprised by a Union guard. She was able to subdue the sentry at first, using her pistol. But the guard only went along with the plot for so long. He attempted to overpower the woman and snatch the pistol away. In the scuffle, the gun went off, shooting her husband and killing him. She was overcome by the sentry and captured. Sent to the gallows, she requested to die in women’s clothing. All that could be found for her was a black mourner’s dress.
Melanie Lanier died by hanging not long after the botched escape attempt. Her body is said to be buried on George’s Island with others who died there. But unlike the others, Melanie is said to still be seen around the island at times, still clad in black and mourning her husband.
While many have claimed to see Fort Warren’s “Lady in Black” over the years, some doubt she existed at all. Such an escape attempt would have certainly ended up in Northern newspapers at the time, but no evidence of Lanier could be found. Furthermore, there’s another apocryphal story that could also be just as true. After World War II, the U.S. government was selling off all of its military possessions, and Fort Warren was one of those sales. Some say that in order to keep the historic fort from falling to a developer’s bulldozer, Edward Rowe Snow made up the story of the Lady in Black to make the island seem like much less of a steal.
It was later turned over to the National Parks Service.
The story of Shawn Nelson does not have a happy ending. He was an unemployed plumber living in the San Diego area who was struggling from a recent motorcycle accident. He was drowning in debt and was about to lose his home. So, he somehow walked into a California National Guard armory and drove out in an M60A3 Patton Tank.
As a veteran, he knew exactly how to drive it.
“The guy was just going crazy,” bystander Kelly Bird told the New York Times. Bird said he saw at least 25 cars flattened. “He was mowing cars over.”
Luckily for San Diego, the tank’s weapons, a 105-millimeter cannon, a 12.7-millimeter antiaircraft gun, and a 7.62-millimeter machine gun, were not loaded. But, for around a half-hour on May 17, 1995, Shawn Nelson took his rage out on the city traffic of San Diego.

The past few years of Nelson’s life were disastrous. He lost both parents to cancer, his wife filed for divorce, he was in a motorcycle accident, lost multiple lawsuits, and was countersued for legal claims, lost his business, and his live-in girlfriend died from a drug overdose. He was in constant pain from his back injuries and was about to be homeless.
He was a suicidal Army veteran with nothing to lose when he entered a National Guard Armory through an unlocked gate and managed to open an unsecured Patton tank that he just so happened to know how to operate. As the guards moved to stop him, the 63-ton tank lurched forward, then out the door, then off the base and into San Diego.
A top speed of 30 miles per hour meant that the police chase was a slow one. But nothing got in Shawn Nelson’s way in the last few minutes of his life. He ran down road signs, hydrants, parked cars, traffic lights – anything that might potentially stop him in his tracked vehicle. He even tried to knock down a pedestrian bridge by ramming it repeatedly. The concrete held, though, and Nelson moved on.
This time, he took the freeway. He got on the 805 south but tried to drive over the concrete barrier into oncoming northbound traffic. That’s when his joyride ended. The tank got stuck on the concrete berm. San Diego police officers mounted the vehicle and opened the hatch, ordering Nelson to surrender himself. When he tried to free the tank one more time, he was shot in the shoulder.
The Air Force has over the past few years grappled with operational demands that have drained its resources and strained its personnel.
Wars in the Middle East, ongoing tensions in Europe and Asia, and budgetary issues are a few of the issues that confront a leaner Air Force.
In recent months, the service, which celebrates its 70th birthday on Monday, is looking at personnel and administrative shakeups to streamline the way it recruits, trains, and deploys.
“We are a service that is too small for what’s being asked of us,” Air Force Secretary Heather Wilson told Air Force Times at the end of August.
“We have readiness issues at home already, and if we were to have to continue next year, either on a continuing resolution that [keeps Air Force funding] flat from last year or, even worse, under a sequester … it would be devastating, and [it would take] years to recover from it,” she added.
According to the Government Accountability Office, less than 50% of the Air Force’s units were at acceptable readiness levels. The highest-profile personnel issue facing the service may be its shortage of qualified pilots.
While the Air Force expanded its ranks during the 2016 fiscal year, as of April 2017 it was still short of its mandated 20,300 pilots by 1,555 — 950 of whom are believed to be fighter pilots. It also reported a shortage of 3,400 aircraft maintainers.
Air Force Chief of Staff Gen. David Goldfein and Wilson’s predecessor, Deborah Lee James, called the shortfall a “quiet crisis” in July 2016.
The Air Force is also outsourcing some of its “red air” needs by bringing in outside pilots to play the role of rival aircraft. It is also converting mothballed F-16s into training aircraft for manned and unmanned exercises.
But pilots are not the only Air Force members who find themselves taxed by a high operational tempo.
Air Force Special Operations Command has borne the brunt of 16 years of military operations. About 1,200 AFSOC personnel are deployed to over 40 countries at any given time, AFSOC commander Lt. Gen. Brad Webb told Air Force Times. With only 14,461 active-duty officers and airmen in the the command, the scale of those deployments “can obviously create demands on them and their families,” Webb said.
“We have many airmen who have deployed more than a dozen times in the last 15 years. That’s a deployment rate our nation has not seen before,” Webb said, noting that his command has had to get waivers from the secretary of defense to allow more frequent deployments.
For regular airmen, demand is high as well. The pace of deployments was high in 2017 and is expect to remain the same in years to come.
“We can anticipate that the thickness of the training events and exercises that occurred in 2017 will be equally as thick in 2018, and we think those numbers of events are just about right,” Gen. Tod Wolters, head of US Air Forces Europe-Air Forces Africa, said on September 8.
The more than 30,000 Air Force personnel in Europe now are enough to meet the service’s needs, Wolters said. Despite concerns about pilot shortages and the amount of downtime, he added, “We certainly have the right number of airmen in theater at this time, when you take into account the ones we rotate in on an episodic, periodic basis.”
The Air Force is also looking to fill gaps in its ranks of officers and enlisted personnel through promotions.
This month, it said 2,001 enlisted airmen had been picked for supplemental promotions, which are typically given to airmen who face extended temporary duty assignments or are deployed to work on contingency operations.
In December, the Air Force will also offer 100% promotion opportunities to officers at captain rank.
As long as they’re qualified, recommended for promotion, and have an unblemished conduct record, the promotion is assured.
The sweeping promotion opportunity comes in response to mission demands requiring more field-grade officers, which includes majors, lieutenant colonels, and colonels. The Air Force is currently at 92% manning for field-grade officers and 74% manning for non-rated field-grade officers, who typically fill support roles.
“There have been no major changes to the Officer Evaluation System in nearly 30 years, but there have been significant changes to our force composition, mission, requirements and how our performance system reflects what we value in officers,” Lt. Gen. Gina Grosso, Air Force deputy chief of staff for manpower, personnel, and services, said in a release announcing the promotion opportunity.
Those promotions come as the service is also reviewing and implementing other changes meant to adjust the administrative burden faced by airmen, as well as the strain service puts on their personal life.
“We strive across the command to encourage our airmen to achieve work-life balance,” said Webb, the head of Air Force Special Operations Command. “Air commandos are proud of what we continue to accomplish alongside our joint [special operations] partners, but we also know the importance of resiliency.”
US airmen “are doing some amazing things,” Chief Master Sgt. Kaleth Wright, the Air Force’s top enlisted man, told Air Force Times. But they’re also dealing with manpower shortages, a lack of funding and resources, a high operational burden, and a plethora of extra duties, all of which has inspired frustration and stress.
“We can’t ask the world to calm down and not be so unstable,” Wright added. “Absent that, the best thing we can do to make our force more efficient and more effective and lethal is, with some of these additional requirements that we’ve levied upon them over the years, let’s slowly take them away, right?”
Wright said the Air Force is weighing the elimination with some performance evaluations and some units have pursued programs to improve mental health and resiliency. The Air Force has lost 62 airmen to suicide this year and looks set to match the 100 suicides seen in most years.
In addition to mental-health and professional-development initiatives, Grosso said the Air Force has started a broad overhaul of its personnel information technology systems.
The service’s personnel operations run on 200 applications using 111 different systems that date to the 1990s. Streamlining those operations will ease the manner in which airmen can handle personnel issues, like problems with paychecks that roughly 5,000 airmen deal with each month.
Grosso also said the service was looking at a two- to three-year overhaul of its performance management and evaluation systems.
“We’re not trying to speed through this,” Grosso told Air Force Times this month. “We need to get this right.”
The operational demands the Air Force faces look unlikely to ease in the near future. Despite a series of victories against ISIS in Iraq and Syria, partner forces there will need support going forward.
That, coupled with the potential expansion of Air Force duties in Afghanistan, will come as the US military faces heightened tensions in Eastern Europe and northwest Asia.
“Owning the ultimate high ground is continually going to be important as we go forward,” Air Force Chief of Staff Gen. David Goldfein told Defense News.
“Air superiority is not an American birth right. It’s actually something we have to plan for, train for, fight for and win,” he added. “I see it as nothing short of a moral obligation that when any soldier or airman hears a jet noise overhead, they don’t look up. They know it’s us.”
The Revolutionary War ended long before photography was a refined process, but the gap between the two historic events was still enough to allow some of America’s true patriots – in the literal sense of the word – to sit for a photo. The Revolution was over by 1783, and the earliest surviving photo dates back to 1826, a 43-year difference. Since the average life span of a man at that time was around 40 years, it’s safe to say these guys barely made it.
Except the photographer didn’t get around to doing it until the middle of the Civil War in 1864 – 83 years after Cornwallis surrendered at Yorktown.

Downing was 102 when Hillard interviewed him. He enlisted in July 1780 in New Hampshire and served under General Benedict Arnold at the Battle of Saratoga, saying Arnold was a fighting general, one who treated his soldiers well, and as brave a man as ever lived.
He lamented the fact that generals in the Civil War weren’t as gentlemanly as they were in his time.

Waldo was a Connecticut colonist drafted at age 16 in 1778 and captured by the English in 1779. Confined in a New York prison, he was later released in exchange for captured British soldiers. He also lived to be more than 100 years old.

At 105, Cook was the oldest surviving veteran of the war. He joined the Continental Army in 1781, only convincing the recruiter because he volunteered to serve for the duration of the war. Cook was in the Army at Brandywine and at Yorktown, under the command of Washington, Lafayette, and Rochambeau. He remembered Washington ordered his men not to laugh at the British after the surrender, because surrender was bad enough.

Milliner was a Quebec native who not only served as drummer boy at the Battles of White Plains, Brandywine, Monmouth, and Yorktown, he was also on the crew of the USS Constitution back when the ship was the latest technology in naval warfare. He remembered that General Washington once patted him on the head and referred to Milliner as “his boy.”
A native of Maine who enlisted at age 15, Hutchings served in coastal defense batteries along the Maine coast. He was taken prisoner at the Siege of Castine, the only action he saw in the entire war. The British released him because of his young age. He died in 1866, at the home he lived in for almost 100 years.

Link was from Hagerstown, Maryland and enlisted in the Pennsylvania militia on three separate occasions. At 16, he was part of a unit whose job was to defend the Western Frontier – back when that frontier was still in Pennsylvania. The hard drinking, hard working farmer lived to the ripe old age of 104, dying shortly after his photo with Hillard.
Earlier this month, the Army’s top general in charge of supplying units with troops blamed a lack of readiness on limited time for training, adding that lack of funding isn’t the biggest challenge.
Head of Army Forces Command Gen. Robert Abrams said the lack of training stems from lawmakers making policy that commits the service to engagements around the world without an eye toward keeping the force healthy and trained up.
Abrams explained that soldiers were expected to deploy more and have less time home because of downsizing.
“Our goal has always been … one month gone, two months back,” Abrams said, adding that the Army is currently experiencing a ratio of “deploy-to-dwell” that trends closer to one month gone, one month back.
“Our commitments worldwide across the globe in support of our combatant commanders remains at a very high level while we continue to simultaneously downsize the total force,” Abrams told an audience at the annual Association of the U.S. Army conference in Washington.
“Our number one constraint for training is time available.”
Recent budget cuts have forced the Army to reduce its total active duty soldiers to 450,000 while still meeting its obligations worldwide. As a result, the operational tempo for soldiers is higher and more demanding — ultimately requiring soldiers to train more, for longer periods of time, in addition to more and longer deployments, Army officials say.
“The impact of non-standard missions continues to have a degrading effect across our force in being able to sustain proficiency in combined arms maneuver,” Abrams said.
Because soldiers are experiencing a minimal deploy-to-dwell time, there isn’t enough time for soldiers to maintain the training the Army requires.
“We struggle today to maintain and meet Department of the Army standards in our critical combat fleets,” Abrams explained before highlighting unmet requirements within the Army’s aviation and ground fleets. He was quick to explain that in aviation in particular, the problems do not lie with the aviators. The problem stems, instead, with plans to restructure the way the Army finances those fleets, impacting training requirements, upkeep on aircraft, and overall readiness of aviators.
While Abrams was very careful not to blame funding shortfalls for the readiness issues facing the Army, he did not hesitate to blame the readiness of the National Guard in particular on lack of money.
“We’ve dug ourselves this hole because of funding,” Abrams said.
Despite the tough times, Abrams said the Army has made tremendous strides in the last year in terms of readiness and overall capabilities.
“Last year at this exact forum, one of underlying themes was that as an army in terms of our joint war-fighting capabilities, we were pretty rusty,” he said. “I’m happy to report today that we have made progress in our ability.”
As the successor to the Soviet Army, the Russian Ground Forces inherited vast stocks of small arms to arm and equip a much smaller ground force. Stored in arsenals across eleven time zones were large numbers of sidearms for officers, vehicle crews, and political commissars alike. These pistols, as well as new designs, arm today’s Russian army, providing both a weapon for self-defense and a badge of authority for those wielding them.
One of the earliest Soviet Army issue handguns was the Tokarev or “TT” automatic pistol. (Note that in this context the term “automatic” refers to the loading process, not the firing process. Users of so-called “automatic” pistols must still pull the trigger for every shot fired.) Outwardly the Tokarev was utilitarian and unattractive—in other words, fitting very much into the Soviet military aesthetic. Like most Soviet weapons it was dead simple to use and reliable, though its lack of a safety required vigilance against an accidental discharge.
The Tokarev weighed 1.86 pounds loaded and took a magazine of eight M30 7.62mm pistol cartridges. Internally it borrowed elements from John Moses Browning’s pistol designs, including the 1911, using a swinging link to unlock the barrel from the slide on recoil. Most Tokarevs can even fire 7.63mm Mauser used by submachine guns and the famous “broomhandle” Mauser pistol—after all Soviet engineers had designed M30 based on the Mauser cartridge.
The Tokarev was produced by the Tul’skiy Oruzheynyi Zavod, Tula factory, which is where the “TT” nickname came from. Production in the Soviet Union ceased in 1952, but not before an estimated 1.7 million Tokarevs were manufactured. Variants were made, licensed or not, in Hungary, Poland, Yugoslavia, China and North Korea.
The next Soviet handgun also took inspiration from abroad. The Pistolet Makarova (PM) was a Soviet copy of the German Walther PP (Polizeipistole, or Police Pistol), one of many handguns issued by the German army in World War II. The Makarov, as it was informally known, was a copy of the PP/K series using fewer parts to simplify the manufacturing process. The result is a pistol that resembles a less attractive version of James Bond’s famous Walther PPK. The Makarov was adopted in December 1951, just as Tokarev was winding down.
The Makarov was both more compact and lighter than the Tokarev, with a shorter barrel. The pistol was chambered for the Soviet 9mm pistol round, a local design whose chief advantage seemed to be to prevent the Makarov from using foreign ammunition. The Soviet round is believed to have been developed from a German round, the 9mm Ultra, and is power-wise is fairly anemic by service pistol standards, somewhere between the 9mm Parabellum and the .380 ACP. Like its predecessor the Makarov carried eight rounds in the magazine.
Like all Soviet small arms, the Makarov was distributed far and wide beyond the Soviet Union, to client states and revolutionaries worldwide. Armies from Afghanistan to Zimbabwe used and still use the Makarov, and American troops have encountered the pistol in Afghanistan, Grenada, Laos, Iraq, North Vietnam and Syria. The Makarov also armed Soviet vehicle crews stationed in Eastern Europe during the Cold War, and would have rolled west with the Soviet Army and the Warsaw Pact if the war had ever turned “hot.” In 1990 the PMM, a newer version that featured a 33 percent larger magazine was introduced.
In the 1990s, Russian weapons designer Vladimir Yarygin introduced his Pistolet Yarygina or “PYa” pistol. Known as the MP-443 Grach, or “Rook” in Russian army service, PYa is a mixture of old and new designs. Like the TT, the new handgun is all steel and uses an internal mechanism reliant derived from John Browning’s Browning Hi-Power pistol. The pistol uses a modern “double action” design, which means that a single, long trigger pull will both cock the hammer and fire a round. It can also function as a single action pistol, with both hammer cocking and trigger pulling separate actions. Unlike the TT, the pistol accepts 9mm Parabellum cartridges, the standard 9mm cartridge in use worldwide.
Unlike the safety-less TT, the PYa both an external safety that locks the slide—another John Browning innovation—and a second, internal safety that prevents the firing pin from falling forward without the trigger being pulled. Like most modern “double stack” pistols, the PYa’s magazine holds eighteen rounds, more than twice as many rounds as its predecessors.
Although the PYa is more modern than previous Soviet/Russian designs, the current configuration lacks more recent features in Western pistols, including an under barrel rail for attaching lasers and flashlights, a loaded chamber indicator, and a decocker that uncocks the firing pin. First introduced into Russian Armed Forces use 2003, introduction of the PYa has been slow due to the large number of PM/PMM pistols already in use.
Russia’s service handguns are simple, rugged and reliable, made to be built—and used—in wartime. While they may lack the amenities found in many modern American pistols, such as the U.S. Army’s new M17 Modular Handgun System, an emphasis on functionality means they will get the job done under extreme conditions.
October 2019, US President Donald Trump made the abrupt decision to pull the remaining US troops out of Kurdish-controlled areas in Syria.
The move sent the fragmented country into a spiral, disrupting one of its few areas of stability. By withdrawing support from Kurdish forces in the area — which had helped the US combat ISIS — Trump opened them up to an oncoming offensive by Turkey.
Justifying the decision. Trump argued that US forces in the region had already “defeated” ISIS, and that therefore there was no need for them to stay in Syria.
This was, at best, only partly true.
While US-allied forces this year deprived ISIS of the territory it once controlled, the group still has as many as 18,000 fighters quietly stationed across Iraq and Syria, according to The New York Times.
Additionally, Kurdish-led fighters, known as The Syrian Democratic Forces (SDF) had maintained control of tens of thousands of former ISIS members and their families, including about 70,000 women and children in a compound in the Syrian city of al-Hol, according to the Atlantic. Of those detainees, 11,000 of them are foreign nationals, according to the BBC.
The SDF has said it is holding more than 12,000 men suspected of being ISIS fighters across seven prisons it operates, estimating that more than 4,000 of those prisoners are foreign nationals, the BBC said.
The fate of those prisoners remains uncertain, particularly in the wake of the US pullout.
Turkey has taken over parts of Syria, and with it, ISIS prisoners
On Oct. 22, 2019, Russia and Turkey took advantage of the power vacuum that had been created and signed an agreement to expand their control in Syria and minimize Kurdish territory.
As part of the deal, Russian military police and Syrian border guards entered the Syrian side of the Turkish-Syrian border, pushing Kurdish forces back to 30 kilometers (18 miles) from the border.
Turkey says it will use the reclaimed area to create a “buffer zone” along its border and will use the land to resettle more than 1 million Syrian refugees displaced by the war.
But as Turkey gains land in Syria, it has also taken on the task of figuring out what to do with former Islamic State detainees, many of whom are now under its control. Turkey has faced criticism in the past for its porous border, which allowed foreign fighters to enter Syria and join the Islamic State to begin with.
But Turkey doesn’t want to deal with them, and neither does the rest of the world
According to a 2016 report by the World Bank, foreign ISIS fighters have been recruited from “all continents across the globe,” though it named Russia, France, and Germany as the top Western suppliers of ISIS’ foreign workforce.
Data from the Institute for the Study of War also indicated that significant portions of foreign fighters also came from European countries like the UK, Belgium, and France between December 2015 and March 2016.
Interior Minister Suleyman Soylu said last week that about 1,200 foreign ISIS fighters were in Turkish prisons, and warned that Turkey would not become “a hotel” for militants.
On Nov. 11, 2019, Turkey began deporting foreign nationals said to be linked to ISIS back to their home countries.
One of those foreign nationals was from the US, a spokesperson for Turkey’s interior minister said, though according to the BBC the man remained stranded at the Greek border after choosing not to return to the US. On Thursday morning, Turkey’s Interior Ministry said that the man would be brought to the US.
Turkey’s interior minister added the country was planning to deport “several more terrorists back to Germany” this week, and that legal proceedings against two Irish nationals and 11 French citizens captured in Syria were underway. A spokesperson for Germany’s foreign ministry confirmed to German broadcaster Deutsche Welle that three men, five women and two children were being returned to Germany this week.
But many of those countries have not put a concrete policy in place for what to do with ISIS foreign fighters or their families that remain in displacement camps in Syria, or have refused to allow them to return.
Trump said in his statement in October 2019 that he discussed the issue of repatriating foreign fighters with France, Germany, and other European nations but they “did not want them and refused.”
Foreign nationals abroad are traditionally entitled to consular services abroad, though many European nations have been cautious about offering help to citizens who joined ISIS on national security grounds. Under international law, it is illegal to strip people of their citizenship if it will leave them stateless.
There are concerns that ISIS may take advantage of the uncertainty to regroup
But the UN has stood firm on pushing countries to take responsibility for their citizens.
“It must be clear that all individuals who are suspected of crimes — whatever their country of origin, and whatever the nature of the crime — should face investigation and prosecution, with due process guarantees,” said Michelle Bachelet, the UN High Commissioner for Human Rights, in June 2019.
“Foreign family members should be repatriated, unless they are to be prosecuted for crimes in accordance with international standards,” she added.
The UK is currently debating what to do about those who left the country to join ISIS. In February 2019, it stripped British-born Shamima Begum, who traveled to Syria to become an ISIS bride at the age of 15, of her citizenship, citing national security risks. Begum has appealed the decision, and the UK government is said to be considering options for repatriating British members of ISIS held in prison camps in Syria.
As the West works through the complicated process of absorbing foreign fighters, Islamic State militants in Syria appear to be taking advantage of the chaos.
Last month, the SDF said ISIS fighters committed three suicide bombings on its positions in Raqqa as Kurdish fighters moved from their posts to respond to Turkish assault. And SDF General Mazloum Kobani has warned on Nov. 13, 2019 that the West should “expect” major attacks from Islamic State fighters who may be looking to capitalize on the chaos in order to regroup.
“The danger of the resurgence of ISIS is very big. And it’s a serious danger,” he told Sky News.
