Russia says it has received the genome of the coronavirus from China and is working jointly with its neighbor to develop a vaccine against the illness as the number of deaths and confirmed cases continues to jump.
Chinese authorities said on January 29 that there are 5,974 confirmed cases nationwide in the country, from which 132 people have died.
Another 9,239 suspected cases of the respiratory illness are being monitored, the government’s National Health Commission said on January 29.
Dozens of cases have been confirmed outside mainland China as well, including in Europe, North America, the Middle East, and elsewhere in Asia, prompting Russia, which has no confirmed cases, to join the race to stop the illness.
“Russian and Chinese experts have begun developing a vaccine,” the Russian consulate in China’s Guangzhou Province said in a statement on its website.
The World Health Organization (WHO) has said it believes China is able to contain the coronavirus, but mounting concern over the jump in cases has prompted hundreds of foreign nationals to leave the provincial capital, Wuhan, the epicenter of the outbreak.
The total number of confirmed cases now surpasses that of SARS, another respiratory illness that killed more than 600 people worldwide in 2002-2003.
Symptoms of the new kind of coronavirus include fever, cough, and shortness of breath.
Authorities have sealed off access to 17 cities in Hubei Province, where the pathogen is believed to have originated and was first reported in December.
Australia plans to quarantine its 600 returning citizens for two weeks on Christmas Island, some 2,000 kilometers from the mainland.
The Trump administration’s plan to bring US troops in Syria back home is being complicated by renewed attacks from the terrorist group ISIS, according to The Wall Street Journal.
ISIS has lost the vast majority of its territory and fighters over the past year or so, but many of the fighters who remained fled to the desert and are using stashed weapons and ammunition to stage attacks in both Iraq and Syria.
Prior to retreating from its strongholds in cities like Raqqa, Syria and Mosul, Iraq, ISIS reportedly dug tunnels and set up sleeper cells in the desert that stretches across Iraq and Syria.
According to the report, this is a sign ISIS was more prepared for a military collapse than the US may have anticipated. It also means US troops in Syria might have to stay longer than the Trump administration previously thought because removing them could create a big window of opportunity for ISIS.
As Defense Secretary James Mattis said in late in June, 2018, “Some of you are questioning whether ISIS was completely taken down. … Just bear with us; there’s still hard fighting ahead.”
Mattis added, “It’s been hard fighting, and again, we win every time our forces go up against them. We’ve lost no terrain to them once it’s been taken.”

The situation in Iraq and Syria is exceptionally convoluted as an array of players with competing interests, including Russia and Iran in addition to the US, fail to find common ground in terms of what should be prioritized moving forward.
Moreover, the conflicting goals of foreign forces in Iraq in Syria often clash with the priorities of local forces, further compounding the already complex circumstances on the ground.
ISIS has seemingly taken advantage of the confusion by staging attacks on an “array of adversaries,” according to The Journal, including US allies.
In early July, 2018, for example, ISIS staged its first attack in its former de facto capital, Raqqa, since it was driven from the city in October 2017. The group reportedly targeted US-backed Kurdish forces near a mosque in this attack.
Meanwhile, a recent Soufan Center report warned ISIS is looking to make a comeback by targeting Iraqi law enforcement, a tactic it embraced in 2013 before it rose to power and established a caliphate.
The Iraqi government recently executed 12 ISIS members, which was reportedly in response to the “high-profile assassination” of eight Iraqi security personnel.
Accordingly, it seems the roughly 2,000 US troops stationed in Syria will not be leaving anytime soon.

Veterans will be able to go online and order their new identification cards next month, Congressman Vern Buchanan announced Oct. 12. Buchanan, whose Veterans Identification Card Act (H.R. 91) was signed into law in 2015, said official ID cards will be available to all veterans free of charge by visiting the Department of Veterans Affairs website.
“Every veteran – past, present, and future – will now be able to prove their military service without the added risk of identity theft,” Buchanan said, noting that millions of veterans are currently unable to document their service without carrying around official military records.
“These ID cards will make life a little bit easier for our veterans and serve as a constant reminder that our brave men and women in uniform deserve all the care and respect a grateful nation can offer.”
When ordering online, veterans will need to upload a copy of a valid government issued ID (drivers license/passport), a copy of a recent photograph to be displayed on the card, and will need to provide service-related details. Once ordered, the Veteran ID Card will be printed and mailed directly to the veteran.
Prior to Buchanan’s bill, the VA provided identification cards only to those who served at least 20 years in the Armed Forces or received care from the VA for a service-connected disability. Veterans who did not meet these qualifications had to carry around a paper DD-214 document to prove their military status. This form contains sensitive personal information including social security numbers and service details that put veterans at needless risk for identity theft if they lost or misplaced their documents.
The new identification card will also provide employers looking to hire veterans with an easier way to verify an employee’s military service.
Buchanan represents more than 88,000 veterans in Sarasota, Manatee, and Hillsborough Counties. He served six years in the Michigan Air National Guard and four years on the House Veterans Affairs Committee.
Could there be a lightweight armored attack vehicle able to speed across bridges, deploy quickly from the air, detect enemies at very long ranges, control nearby robots, and fire the most advanced weapons in the world — all while maintaining the unprecedented protection and survivability of an Abrams tank?
Such questions form the principle basis of rigorous Army analysis and exploration of just what, exactly, a future tank should look like? The question is fast taking-on increased urgency as potential adversaries continue to present very serious, technologically advanced weapons and attack platforms.
“I believe that a complete replacement of the Abrams would not make sense, unless we had a breakthrough…with much lighter armor which allows us to re-architect the vehicle,” Col. Jim Schirmer, Program Manager for the Next Generation Combat Vehicle, told reporters at the Association of the United States Army Annual Symposium.
There are currently a range of possibilities being analyzed by the Army, most of which hang in the balance of just how quickly certain technologies can mature.
Newer lightweight armor composites or Active Protection Systems may not evolve fast enough to address the most advanced emerging threats, Schirmer explained.

While many Army weapons developers often acknowledge that there are limitations to just how much a 1980s-era Abrams tank can be upgraded, the platform has made quantum leaps in technological sophistication and combat technology.
“Until technology matures we are going to mature the Abrams platform,” Schirmer said. We would need an APS that could defeat long-rod penetrators.(kinetic energy armor penetrating weapons) — that might enable us to go lighter,” Schirmer said.
A 2014 essay from the Institute for Defense Analysis called “M1 Abrams, Today and Tomorrow,” reinforces Schirmer’s point by detailing the rapid evolution of advanced armor-piercing anti-tank weapons. The research points out that, for instance, hybrid forces such as Hezbollah had some success against Israeli Merkava tanks in 2006.
Therefore, GD and Army developers continue to upgrade the Abrams and pursue innovations which will enable the Abrams to address these kinds of evolving threats — such as the long-range kinetic energy penetrator rods Schirmer mentioned; one of the key areas of emphasis for this would be to develop a more expansive Active Protection System able to knock out a much wider range of attack possibilities — beyond RPGs and certain Anti-Tank Guided Missiles.
The essay goes on to emphasize that the armored main battle tank bring unparalleled advantages to combat, in part by bringing powerful land-attack options in threat environments where advanced air defenses might make it difficult for air assets to operate.
Using computer algorithms, fire control technology, sensors, and an interceptor of some kind, Active Protection Systems are engineered to detect, track and destroy incoming enemy fire in a matter of milliseconds. Many Abrams tanks are already equipped with a system known as “Trophy” which tracks and knocks out incoming enemy fire.
A next-gen APS technology that can take out the most sophisticated enemy threats could enable the Army to engineer a much lighter weight tank, while still maintaining the requisite protection.
For these and other reasons, the combat-tested Abrams weapons, armor and attack technology will be extremely difficult to replicate or match in a new platform. Furthermore, the current Abrams is almost an entirely new platform these days — in light of how much it has been upgraded to address modern combat challenges.

In short, regardless which future path is arrived upon by the Army — the Abrams is not going anywhere for many years to come. In fact, the Army and General Dynamics Land Systems have already engineered and delivered a new, massively improved, M1A2 SEP v3 Abrams. Concurrently, service and industry developers are progressing with an even more advanced v4 model — featuring a massive “lethality upgrade.”
All this being the case, when it comes to a future tank platform — all options are still on the table.
“Abrams will be out there for some time. We are funded from the v3 through the v4, but there is a thought in mind that we may need to shift gears,” David Marck, Program manager for the Main Battle Tank, told a small group of reporters at the Association of the United States Army Annual Symposium. “I have no requirements for a replacement tank.”
Accordingly, some of the details, technologies, and applications intended for the v4, are still in flux.
“The Army has some decisions to make. Will the v4 be an improved v3 with 3rd-Gen FLIR, or will the Army remove the turret and build in an autoloader — reduce the crew size?” Michael Peck, Director, Enterprise Business Development, GD, told Warrior Maven in an interview.
Also, ongoing work on NGCV could, to a large extent, be integrated with Abrams v4 exploration, Peck explained. GD is preparing options to present to the Army for input — such as options using a common lighter-weight chassis with interchangeable elements such as different turrets or an auto-loader, depending upon the threat.
“There are some things that we think we would do to make the current chassis lighter more nimble when it comes to crew size and electronics — eventually it may go on a 55-ton platform. We have a couple different interchangeable turrets, which we could swap as needed,” Peck asked.
Despite the speed, mobility and transportable power challenges known to encumber the current Abrams, the vehicle continues to be impactful in combat circumstances — and developers have sought to retain the technical sophistication designed to outmatch or counter adversaries.
“Today’s tank is so different than the tanks that took Baghdad. They were not digitized, did not have 1st-Gen FLIR and did not have commander’s independent viewers,” Marck said.
Next-Generation Combat Vehicle
The massive acceleration of the Army future armored platform — the Next Generation Combat Vehicle — is also informing the fast-moving calculus regarding future tank possibilities.
Maj. Gen. Brian Cummings, Program Executive Officer for Ground Combat, told Warrior Maven in an interview the Army developers are working on both near-term and longer term plans; he said it was entirely possible that a future tank or tank-like combat vehicle could emerge out of the NGCV program.
“We want to get as much capability as quickly as we can, to stay above parity with our adversaries,” Cummings said.
The program, which has now been moved forward by nearly a decade, could likely evolve into a family of vehicles and will definitely have unmanned technology.
“Right now we are trying to get the replacement for the Bradley to be the first optionally manned fighting vehicle. As we get that capability we may look at technology that we are getting in the future and insert them into current platforms,” Cummings said.
Any new tank will be specifically engineered with additional space for automotive systems, people, and ammunition. Also, as computer algorithms rapidly advance to allow for greater levels of autonomy, the Abrams tank will be able to control

However, while clearly emphasizing the importance of unmanned technology, Schirmer did say there was still room for growth and technological advanced necessary to replicate or come close to many human functions.
“It is not impossible — but it is a long way away,” Schirmer said.
The most advanced algorithms enabling autonomy are, certain in the nearer term, are likely to succeed in performing procedural functions able to ease the “cognitive burden” of manned crews who would then be freed up to focus on more pressing combat-oriented tasks. Essentially, the ability of human cognition to make dynamic decisions amid fast-changing variable, and make more subjective determinations less calculable by computer technology. Nonetheless, autonomy, particularly when enabled by AI, can condense and organize combat-essential data such as sensor information, targeting technology or certain crucial maintenance functions.
“Typically a vehicle commander is still looking through multiple soda straws. If no one has their screen turned to that view, that information is not of use to the crew, AI can process all those streams of ones and zeroes and bring the crews’ attention to threats they may not otherwise see,” Schirmer said.
Abrams v3 and v4 upgrades
Meanwhile, the Army is now building the next versions of the Abrams tank — an effort which advances on-board power, electronics, computing, sensors, weapons, and protection to address the prospect of massive, mechanized, force-on-force great power land war in coming decades, officials with the Army’s Program Executive Office Ground Combat Systems told Warrior Maven.
The first MIA2 SEP v3 tank, which includes a massive electronics, mobility and sensor upgrades, was delivered by General Dynamics Land Systems in 2017.
“The Army’s ultimate intent is to upgrade the entire fleet of M1A2 vehicles — at this time, over 1,500 tanks,” an Army official told Warrior.
The first v3 pilot vehicles will feature technological advancements in communications, reliability, sustainment and fuel efficiency and upgraded armor.
This current mobility and power upgrade, among other things, adds an auxiliary power unit for fuel efficiency and on-board electrical systems, improved armor materials, upgraded engines and transmission and a 28-volt upgraded drive system, GDLS developers said.
In addition to receiving a common high-resolution display for gunner and commander stations, some of the current electronics, called Line Replaceable Units, were replaced with new Line Replaceable Modules. This includes a commander’s display unit, driver’s control panel, gunner’s control panel, turret control unit and a common high-resolution display, developers from General Dynamics Land Systems say.
Facilitating continued upgrades, innovations and modernization efforts for the Abrams in years to come is the principle rationale upon which the Line Replacement Modules is based. It encompasses the much-discussed “open architecture” approach wherein computing standards, electronics, hardware, and software systems can efficiently be integrated with new technologies as they emerge.
This M1A2 SEP v3 effort also initiates the integration of upgraded ammunition data links and electronic warfare devices such as the Counter Remote Controlled Improvised Explosive Device – Electronic Warfare – CREW. An increased AMPs alternator is also part of this upgrade, along with Ethernet cables designed to better network vehicle sensors together.
The Abrams is also expected to get an advanced force-tracking system which uses GPS technology to rapidly update digital moving map displays with icons showing friendly and enemy force positions.
The system, called Joint Battle Command Platform, uses an extremely fast Blue Force Tracker 2 Satcom network able to reduce latency and massively shorten refresh time. Having rapid force-position updates in a fast-moving combat circumstance, quite naturally, could bring decisive advantages in both mechanized and counterinsurgency warfare.
Using a moving digital map display, JBCP shows blue and red icons, indicating where friendly and enemy forces are operating in relation to the surrounding battle space and terrain. JBCP also include an intelligence database, called TIGR, which contains essential information about threats and prior incidents in specific combat ares.
Current GD development deals also advances a commensurate effort to design and construct and even more advanced M1A2 SEP v4 Abrams tank variant for the 2020s and beyond.
The v4 is designed to be more lethal, better protected, equipped with new sensors and armed with upgraded, more effective weapons, service officials said.
SEPv4 upgrades include the Commander’s Primary Sight, an improved Gunner’s Primary Sight and enhancements to sensors, lethality and survivability.
Advanced networking technology with next-generation sights, sensors, targeting systems and digital networking technology — are all key elements of an ongoing upgrade to position the platform to successfully engage in combat against rapidly emerging threats, such as the prospect of confronting a Russian T-14 Armata or Chinese 3rd generation Type 99 tank.

Interestingly, when asked about specific US Army concerns regarding the much-hyped high-tech Russian T-14 Armata, Schirmer said the Army would pursue its current modernization plan regardless of the existence of the Armata. That being said, it is certainly a safe assumption to recognize that the US Army is acutely aware, to the best of its ability, of the most advanced tanks in existence.
The SEP v4 variant, slated to being testing in 2021, will include new laser rangefinder technology, color cameras, integrated on-board networks, new slip-rings, advanced meteorological sensors, ammunition data links, laser warning receivers and a far more lethal, multi-purpose 120mm tank round, Army developers told Warrior.
While Army officials explain that many of the details of the next-gen systems for the future tanks are not available for security reasons, Army developers did explain that the lethality upgrade, referred to as an Engineering Change Proposal, or ECP, is centered around the integration of a higher-tech 3rd generation FLIR – Forward Looking Infrared imaging sensor.
The advanced FLIR uses higher resolution and digital imaging along with an increased ability to detect enemy signatures at farther ranges through various obscurants such as rain, dust or fog, Army official said.
Improved FLIR technologies help tank crews better recognize light and heat signatures emerging from targets such as enemy sensors, electronic signals or enemy vehicles. This enhancement provides an additional asset to a tank commander’s independent thermal viewer.
Rear view sensors and laser detection systems are part of these v4 upgrades as well. Also, newly configured meteorological sensors will better enable Abrams tanks to anticipate and adapt to changing weather or combat conditions more quickly, Army officials said.
The emerging M1A2 SEP v4 will also be configured with a new slip-ring leading to the turret and on-board ethernet switch to reduce the number of needed “boxes” by networking sensors to one another in a single vehicle.
Advanced Multi-Purpose Round
The M1A2 SEP v4 will carry Advanced Multi-Purpose 120mm ammunition round able to combine a variety of different rounds into a single tank round.
The AMP round will replace four tank rounds now in use. The first two are the M830, High Explosive Anti-Tank, or HEAT, round and the M830A1, Multi-Purpose Anti -Tank, or MPAT, round.
The latter round was introduced in 1993 to engage and defeat enemy helicopters, specifically the Russian Hind helicopter, Army developers explained. The MPAT round has a two-position fuse, ground and air, that must be manually set, an Army statement said.
The M1028 Canister round is the third tank round being replaced. The Canister round was first introduced in 2005 by the Army to engage and defeat dismounted Infantry, specifically to defeat close-in human-wave assaults. Canister rounds disperse a wide-range of scattering small projectiles to increase anti-personnel lethality and, for example, destroy groups of individual enemy fighters.
The M908, Obstacle Reduction round, is the fourth that the AMP round will replace; it was designed to assist in destroying large obstacles positioned on roads by the enemy to block advancing mounted forces, Army statements report.
AMP also provides two additional capabilities: defeat of enemy dismounts, especially enemy anti-tank guided missile, or ATMG, teams at a distance, and breaching walls in support of dismounted Infantry operations
A new ammunition data link will help tank crews determine which round is best suited for a particular given attack.
The Institute for Defense Analysis report also makes the case for the continued relevance and combat necessity for a main battle tank. The Abrams tank proven effective both as a deterrent in the Fulda Gap during the Cold War, waged war with great success in Iraq in 1991 and 2003 — but it has also expanded it sphere of operational utility by proving valuable in counterinsurgency operations as well.
The IDA essay goes on to emphasize that the armored main battle tank brings unparalleled advantages to combat, in part by bringing powerful land-attack options in threat environments where advanced air defenses might make it difficult for air assets to operate and conduct attacks.

For the first time in their history, the Army will be completely reliant on the internet and social media to complete their summer recruitment of soldiers. With COVID-19 impacting their ability to do face to face recruitment events, they’ve become innovative. Their goal: 10,000 new soldiers.
The Army paused briefly in processing new applicants and significantly reduced the number of recruits at basic training to ensure they could reduce risks of infection and keep potential soldiers and staff safe. Once all measures were in place, the Army hit the ground running for recruitment.
The Army typically sends between 10,000 to 15,000 future soldiers to basic training every summer. The challenge, however, will be making that happen through a computer. In the months leading up to the summer push, most recruiters are inside high schools and continually interacting with youth. Although the pandemic prevented that, recruiters got creative.
These past few months have seen recruiters actively engaging on platforms like Facebook, Instagram and even playing video games with potential future soldiers. Although this definitely helped the Army somewhat maintain their recruiting numbers, a bigger push is needed to ensure mission readiness.
The Army’s virtual nation-wide hiring campaign will run from June 30 to July 2, 2020. Those who are eligible and join during the hiring event can earn a ,000 bonus, on top of other available bonuses and student loan payoffs. This campaign will be a test of the Army’s digital footprint and their ability to reach potential young soldiers virtually.
Command Master Sergeant Tabitha Gavia is the senior enlisted leader for U.S. Army Recruiting Command at Fort Knox, Kentucky. It is her command leading the national hiring event. “We are responsible for the mission that the Army gives us every year, to recruit a certain number of Army and Army Reserves,” she shared.
According to an Army press release, “Army National Hiring Days is an all-Army effort to inspire individuals across the nation to ‘Join Us.'” This will be the first time that the Army has collectively come together as a whole to leverage the digital space in a nation-wide recruiting effort.
The Army has over 150 career opportunities for those that want to join. When someone signs up, they will also pick their job at the same time. When they finish basic training, they are sent to their specialist training for their chosen career field.
During Army National Hiring Days, those who want to learn more about the Army and inquire about joining can visit their recruitment website. There they’ll find a wealth of information about careers, qualifications, and specific hiring incentives.
There are always unique challenges to recruiting, even without a global pandemic. “External environments are the real challenges. One in particular is the significant number of people who simply aren’t qualified to serve in the armed forces,” Gavia explained. According to a recent 2019 study by Mission: Readiness, they found that as much as 75% of America’s youth is ineligible to serve. The three top reasons for ineligibility include being undereducated, involved in crime or physically unfit.
Gavia shared that another unique challenge in recruiting is that many young people simply don’t know enough about the Army, especially if they don’t live near a base or weren’t raised in a family of service. “We have to get people to get to know us and overcome preconceived notions and fears,” she said.
One example of a current fear is the recent ongoing protests and the involvement of the U.S. military in shutting them down. This led to a lot of potential recruits to question whether they wanted to be a part of the Army or any armed service at all. “Our recruiters faced backlash in their communities. They then had to explain that this is one aspect of supporting the country, but becoming part of the team there would be other things you would be doing and that this isn’t a true reflection of the Army,” Gavia shared.
The Army is also seeking to create a more diverse service. They aim to be the national leader in embracing a more diverse and inclusive environment. “It’s important to stress our diversity. Our strength really lies within our diversity….We want the public to understand and know this is important and a part of who we are,” said Gavia.

Brain injuries are the signature wounds of the wars in Afghanistan and Iraq, with more than 380,000 service members experiencing them between 2001 and 2017, according to the Department of Defense. Traumatic brain injuries (TBI) can have devastating effects on those who experience them, such as vomiting, seizures, speech disorders, and aggression. Long after initial impact, the resulting injuries can leave sufferers with invisible wounds that are tough to pinpoint or treat.
According to the Military Health System guidelines, a TBI is a traumatically induced structural injury or physiological disruption of brain function, the result of an external force. It’s indicated by an altered mental state, such as disorientation or a decrease in cognitive functions, as well any loss of memory for events immediately before or after the injury, or the loss of or a decreased level of consciousness.
Equally challenging for medical providers is the stigma victims often feel when it comes to seeking help. But researchers say awareness and advances in the DoD’s treatment and prevention strategies have changed for the better the way patients recover.
“There has been an increase of awareness about TBI, and that has made a great difference in early identification and intervention. Even in the past few years, we’ve seen a greater willingness to seek treatment for both TBI and psychological health concerns,” said Dr. Louis French, deputy director of operations and a clinical psychologist at the National Intrepid Center of Excellence (NICoE) located in Bethesda, Maryland.
Opened in 2010, NICoE helps active duty members, reservists, veterans, retirees, and their families manage TBIs and other associated conditions while providing diagnostic evaluation, comprehensive treatment planning, outpatient clinical care, and TBI research and education.
According to French, understanding the relationship between the mind and the brain is important because psychological and emotional health can influence TBI recovery.
A TBI can impact a person’s physical, cognitive, and behavioral or emotional functions. It can cause a variety of symptoms, including headache, nausea, dizziness, difficulty with concentration, memory, and language, and feelings of depression and anxiety.
“We continue to grow our understanding of the various factors that go into a person’s recovery from TBI, including physical, emotional, sensory, cognitive and other aspects,” said French. “Family involvement is also now recognized as an important part of the recovery process, and for those who may have complicated recoveries.”
At the NICoE, patients and their families have access to traditional medical specialties like primary care, advanced neurology and neuropsychology, as well as complementary holistic approaches, including wellness and creative arts therapy.

One of many reasons the center was created, said Capt. Walter Greenhalgh, director of NICoE, is to provide support to patients and their families.
“NICoE treatment programs are designed to encourage family-member involvement in the patient care plan by attending appointments and participating in programs like family therapy, family education classes, and Spouse and Caregiver Support groups. Our social workers provide education and skills training for all family members and connect them with resources to help them cope as a family unit,” Greenhalgh explained.
Group therapy for those coping with similar injuries can also show patients they aren’t alone and allow families the opportunity to interact with other family members.
Although TBIs are widely viewed as combat injuries, service members can still be at risk during day-to-day activities. Research conducted by the Defense and Veterans Brain Injury Center shows TBIs are more commonly the result of operational training, falls and motor vehicle accidents.
“TBI is not just a military injury. It’s easy to forget that it was only 10 years ago that we wrote the first in-theater guidelines for TBI, and now we have standardized assessment and treatment protocols across the entire Defense Department,” said French.
The National Intrepid Center of Excellence, or NICoE, a directorate of Walter Reed National Military Medical Center in Bethesda, Maryland.
The majority of traumatic brain injuries — 82 percent — are classified as mild TBIs or concussions. Mild TBIs:
– Can leave sufferers in a confused or disoriented state for less than 24 hours – Can cause loss of consciousness for up to 30 minutes – May result in memory loss lasting less than 24 hours
– Can create a confused or disorientated state that lasts more than 24 hours – Can cause loss of consciousness for more than 30 minutes, but less than 24 hours – May result in memory loss lasting more than 24 hours but less than seven days – Can appear to be a mild TBI, but with abnormal CT scan results
– Can create a confused or disoriented state that lasts more than 24 hours – Can cause loss of consciousness for more than 24 hours – May result in memory loss for more than seven days
A penetrating TBI, or an open head injury, is the most severe type of TBI:
– The scalp, skull and dura mater (the outer membrane encasing the brain and spinal cord) are penetrated by a foreign object. – Penetrating injuries can be caused by high-velocity projectiles. – Objects of lower velocity, such as knives or bone fragments from a skull fracture, can also be driven into the brain.
The current definition of TBI was updated in 2015 to be consistent with military and civilian guidelines, and a later review showed that many previously “unclassifiable” cases were likely moderate TBIs.
“Having standardized assessment and treatment guidelines pushed out to an entire military health system and being able to track people through an integrated medical record is amazing,” said French. “Then you have the development of places like NICoE and the Intrepid Spirit Centers that provide intensive, integrative treatment.
“The military and academia are working hand-in-hand to answer questions and improve assessment and care. There are a lot of things that have been done in support of TBI advancement — any of my civilian colleagues look at what the Defense Department achieved in this amount of time, and it’s phenomenal.”
The Russian Air Force plans to purchase a dozen Su-57s fitted with the AL-41F1 engines in 2019, and over “the next eight years … will continue to purchase small numbers of these planes for testing,” CNA senior research scientist Dmitry Gorenburg recently wrote.
Production of the Su-57, which made its maiden flight in 2010, has not only been hampered by budgetary problems, according to The Drive, but also “delays, accidents, and rumors of massive design changes.”

A woman is suing the Naval Hospital at Jacksonville, Florida, after discovering a portion of an anesthesia needle was left in her spine before a C-section at the facility in 2003, according to The Florida Times-Union.
Her lawsuit claims that hospital staff improperly administered the anesthesia, which caused the needle to break, then covered up the incident. According to the suit, about three centimeters — just over an inch — of the broken needle were left inside her body.
According to the Times-Union, medical records from the time make no mention of the needle breaking but do say that “the anesthesia did not take.”
Amy Bright, whose husband was a Navy corpsman stationed at the hospital, suffered from leg and back pain for several years, according to attorney Sean Cronin, who filed the lawsuit on her behalf.

Cronin told the Times-Union that the needle was discovered when Bright underwent a CAT scan in 2017. He told the newspaper that removing the needle is no longer an option, as Bright could suffer from further damage and even become paralyzed. Bright was reportedly never told about the needle.
“From our perspective this is a double failure,” Cronin told the newspaper. “It is a cowardly, unethical cover-up.”
Cronin told the Times-Union that hospital staff did not report the broken needle to Bright or the chain of command because “they did not want to get in trouble.”
In a statement issued to the Times-Union, representatives of the hospital said they could not provide comments regarding the lawsuit or Bright’s situation, citing patient confidentiality and privacy laws, but said they were “deeply committed to providing the best care to every patient entrusted to us.”

Military leaders say that General Order 1, which limits alcohol consumption and cohabitation for troops deployed to war zones, reinforces good order and discipline. Advocates and troops say it’s an antiquated “ban on sex” — and may in reality be harming women’s health.
Women troops said in some cases that their doctors cited this controversial order to deny them access to birth control while deployed, a fact that was revealed in a survey conducted by the Service Women’s Action Network advocacy group.
In their survey of nearly 800 women serving or who have served in the US military, SWAN found that 26% of active-duty women do not have access to birth control while deployed. That number jumps even higher for other communities: 41% of women veterans reported limited access during their time in uniform.
While several reasons were provided to account for these numbers, including the inability to refill prescriptions far enough in advance, advocates were shocked to find that a limitation on sexual activity would be used to deny access to birth control.

“Isn’t that ridiculous,” Ellen Haring, chief executive of SWAN, told Business Insider. “It astounds me that people would be denied for that reason.”
It’s astounding, Haring said, because birth control is not just used as a contraceptive. One of the survey’s respondents said she was dismayed when she could not get enough refills to last through her deployments because she primarily used birth control to regulate, and even skip, her menstrual cycle.
Along with safely skipping a period, Planned Parenthood lists a range of medical benefits to using birth control — from reduction of acne to prevention of endometrial or ovarian cancers.
These benefits are not being ignored by the Department of Defense, which said it would be a violation of service members’ privacy if their commander denied them access to birth control.
“Birth control … is not just indicated for pregnancy prevention, it is also indicated for menstrual regulation, including menstrual suppression,” Jessica Maxwell, spokeswoman for the Defense Department, said in an emailed statement to Business Insider.

It would be a privacy violation for a commander to deny birth control, Maxwell wrote, because taking birth control would not limit a woman’s ability to perform her duties. But she could not publicly comment whether a doctor’s refusal to prescribe the medication would trigger a violation of any military regulation or whether the Pentagon was investigating any reports of this occurring.
Her statement emphasized that emergency contraception, which can be obtained over-the-counter, is readily available even for service members in deployed locations.
But emergency contraceptives are singular in their purpose; these remedies do not satisfy the host of alternate uses filled by prescription birth control.

As the United States approaches two months in quarantine, people from all walks of life are starting to feel the effects of social distancing and continued isolation. Retired Air Force Lt. General Stanley E. Clarke III, his wife Rebecca and their daughter Kelly Reynolds, decided to change that narrative.
With an ice cream truck.
Reynolds shared that the family lives in a strong community committed to always supporting each other. Things like kids writing sweet words in chalk on the sidewalks and adults creating fun scavenger hunt games have been the norm during their quarantine. After listening to her mother describe neighborhood ice cream trucks to her 6-year-old son one day, she had an idea. “I turned to my mother and said we should take ice cream to everyone, that it would be so much fun,” said Reynolds.
The idea expanded to creating an actual ice cream truck using Clarke’s old Chevy Apache to distribute the sweet treats. All the grandchildren jumped in to help. Together, the family quickly went to work creating handmade signs and colorful decorations for the truck. They even fashioned a special tube for distribution so they could safely hand out ice cream while still practicing social distancing. Then they waited for a sunny day, spread the word and hit the road.
The excitement on the faces of all surprised by the ice cream truck was contagious. “It was like an infection of joy being spread. To be a part of it was so much fun and to know that what we did had an impact was incredible,” said Reynolds. She explained that their family resides in a quiet neighborhood in Kentucky, which is filled with medical personnel. Knowing that their surrounding community is battling the pandemic on the front lines made their idea to give back even more special and important to them.
Clarke agreed and shared that he was personally inspired by a group of military spouses who founded the GivingTuesdayMilitary movement. Three women, who were named “Spouse of the Year” for their respective branches, launched an initiative to inspire over one million intentional acts of kindness. Clarke is currently the Chairman of the Board of Directors for Armed Forces Insurance, which owns the Military Spouse of the Year award program.
“This is exchanging ice cream for smiles because how many people are smiling out there, particularly during a crisis? How cool is that?” he said. Clarke said he feels that doing things like this can really make a difference, especially now. Reynolds expanded on that to explain that people really don’t need to do anything extravagant or big, but that it was the little things that truly matter.
Studies have shown that social isolation can eventually lead to poor health outcomes. The rapid progression of COVID-19 has forced states to implement social distancing and stay at home orders to save lives. Communities around the country are finding ways to come together to engage with each other safely while also inspiring hope with kindness. General Clarke and his family are one example, and they truly hope to inspire others to do the same.
“Find a small way to spread kindness and joy and just do it. It will impact people,” Reynolds said. She feels that these are the kinds of things that need to be seen on social media. Messages of kindness and hope to lift people during a time of fear. “The biggest impacts we can have on people are the ones we don’t even know we are creating,” she shared.
This family’s story of kindness is having an impact. Word is quickly spreading about their homemade family ice cream truck. Several leaders of military bases loved it so much that they talking about starting their own ice cream truck caravans. This demonstrates how one act can have a ripple effect, with no end in sight.
Gunmen have launched an attack on an Afghan intelligence training center in Kabul, officials say.
Police officer Abdul Rahman said on Aug. 16, 2018, that the attackers were holed up in a building near the compound overseen by the National Security Directorate in a western neighborhood of the Afghan capital.
He said the gunmen were shooting at the facility and it wasn’t immediately clear how many gunmen were involved in the assault.
Kabul police spokesman Hashmat Stanekzai said the attackers were firing rocket-propelled grenades and other weapons.
Interior Ministry spokesman Nasrat Rahimi later said three or four attackers took part in the assault and two of them were killed.
He said Afghan forces had cleared the building from the basement all to the fourth floor and were battling gunmen on the fifth floor during the early evening.

There was no immediate word on the number of casualties among civilians and security forces nor any immediate claim of responsibility, which comes a day after a suicide bombing in a Shi’ite area of Kabul killed 34 people and wounded 56 others.
The Islamic State (IS) extremist group on Aug. 16, 2018, claimed responsibility for the bombing.
Afghanistan’s Western-backed government has been struggling to fend off the Taliban, the Islamic State, and other militant groups since the withdrawal of most NATO troops in 2014.
