As far as useful tools in a jam go, it’s tough to beat the general practicality of a knife. Whether it’s marking a trail, field dressing an animal, or defending yourself, a sharp piece of steel on your hip can solve a number of problems you may face in a survival situation; which is exactly why so many people maintain a good quality knife in their EDC (Everyday Carry) loadout. But what if you find yourself stuck in a long-term survival situation without ready access to a knife?
You could go on without one, or you could make one, using nothing but a few common hand tools and some scrap metal.
I found this scrap carbon steel in a metal recycling bin behind my neighbors shop.
The first thing you need to do is find yourself a suitable piece of metal. While you can usually get a sense of the sort of metal you’re working with with a visual inspection (stainless steel holds a shine while carbon steel will brown or rust, for instance), your top priority is finding a sturdy piece of metal that’s somewhat close to the size and shape of a knife. The closer it starts in size, the easier a day you’ll have. For a good survival knife that fits well in my hand, I usually prefer a piece of metal that’s somewhere between 10 and 12 inches long, less than a half inch thick, and 1.5 to 2 inches wide, but it may take some work to cut your piece into those dimensions.
Low carbon scrap steel is soft and doesn’t make for excellent knives, but in a pinch, even a rusting blade that needs sharpening is better than no blade at all.
There’s no getting around the need to have a hack saw when working with metal. In fact, if the scrap metal you locate is too long, it’s the only tool you can’t do without. Beyond that, all you really need is a metal file or access to plenty of sidewalks or blacktop. Any of the three will do.
Other tools that could help are a C-clamp or vice, sharpie, clips, and sandpaper.
Cut the steel into the general shape of a blade
Use your hacksaw to cut your scrap steel until it meets your general length and width requirements. The harder the steel (based on carbon levels and if it’s been treated) the harder the cutting will be. Be patient and careful not to hurt yourself. If you need tomake this knife, chances are good no ambulances will be coming if you suffer a nasty gash.
If you don’t have a clamp, you can step on the handle and saw near your feet for leverage.
Once you’ve got it cut somewhat to shape, saw off a corner to create what will become the point of the blade. If the steel is too wide to fit into your hand comfortably, you can keep on hacking to narrow down the handle portion as well. This is a lot more work, but can also provide a ridge if you’d like to add a handguard down the road.
The ridge between the handle and blade creates a stop on one side for a handguard when you’re making more elaborate knives.
Grind, grind, grind
If you have a metal file, hold the knife in one hand while carefully using the file to shape the profile of the blade. Be careful, if you have access to a vice, put the blade in it while you work. If not, finding a pair of work gloves can help keep the skin on your fingers.
By using the width of the metal to dictate the size of the blade, you only need to shape one corner.
Once the rough profile of the blade has been shaped, re-orient how you hold the knife to work on the blade’s edge. This will take a long time, and if you’re so inclined, you could spend a whole day or more making one very pretty, even edge. If you’re in a hurry, however, file it down until you have a reasonably fine point and a good sharp edge and leave looking pretty for the guys that aren’t making their own knives out of garbage.
If you don’t have a metal file, you’re not out of luck. Sidewalks and black top are very abrasive surfaces, and you can whittle away at the metal edge of your blade using either with enough patience and care. This is a great way to shave your knuckles, and you will ruin your driveway, but I’ve managed to fashion a workable blade or two using this method.
Making a handle
Depending on the tools you have on hand, there are probably rough metal splinters hanging off the edges of your knife and once your hand gets sweaty (or bloody) keeping a grip will be impossible. Fortunately, there are lots of materials that make for decent handles.
You can put some real time in to weave a leather strap, or just tightly wrap 550 cord around the handle.
Lots of military guys are familiar with making things out of paracord, and knife handles are no exception. Leather belts, rope, and duct tape are all excellent knife handle materials. Wrap the material around the handle of the knife as tightly as you can, overlapping it by however many layers as necessary to make the handle a comfortable girth.
Then get your ass out of dodge with your new prison-shank in hand.
The Ticonderoga-class guided-missile cruiser USS Shiloh and U.S. Seventh Fleet dropped everything to search for the presumed “man-overboard” Petty Officer 3rd Class Peter Mims on June 8. For three days, the search continued until it was called off and he was labelled lost-at-sea. By the 15th, they were planning the memorial service in his honor…until he was found alive and hiding. He faces court martial and admits to the charges of abandoning watch and dereliction.
As new details come to light into the Mims investigation, it becomes clear that Mims was not mentally well. Bear in mind: For a list of all the details released to the public, an exclusive on the Navy Times goes in greater detail.
Prior to being missing, Seventh Fleet wasn’t known for it’s high morale. Fat Leonard scandals, several collisions, and historically low morale just scratch the surface. Sailors of the Shiloh and Mims’ engineering department were no different. After the USS Antietam ran aground in Tokyo, the missions of the Shiloh were reportedly multiplied and sailors were reporting three hours of sleep a night as normal.
As for GSM3 Mims, his mother was sick with cancer and was asking his chain of command about leaving the Navy early to care for her. Caring for his family and being indebted to the Navy left his pay checks bone dry at $40 to $60. To top all of this off, shipmates claim that he believed in some wild ideas, like being able to shut down the engine room with his body’s electricity or shoot fireballs out of his hands, that he’d been to space, and that other sailors were going to poison him with needles.
He was seen at 6PM, prior to his watch shift, but failed to show up at 8PM. It was over 30 minutes before he was logged as missing. He was, however, seen during his hiding, but the unnamed sailor in the galley didn’t realize it was Mims at the time. It was later discovered that Mims squirreled away large amount of Pop Tarts and granola bars.
He was seen again, covered in rust and carrying a 34-gallon plastic bag filled with water. Mims told the sailor who spotted him that people were trying to kill him and that there were hidden messages in the movie titles listed in the plan of the day. Terrified by how erratic Mims was, this sailor also did not report it immediately. The crew later searched his last spotted locations. The entire ship had been cleared top to bottom except for the Main Engine room 2 catacombs, which was ignored because of the extreme heat and overwhelmingly putrid scent — believed to be fuel and oil, they later realized it was actually human waste.
He was found covered in feces and urine, carrying a camelback, a multi-tool, a box of Peeps, and an empty peanut butter jar. His fellow sailors talked him into leaving the tight hiding spot and turning himself in. He was escorted to the command master chief’s cabin. Mims said that he had no plans of being caught, plans to reveal himself, or even plans to escape. He would be taken into custody at the USS Reagan.
The military has its own language of insider phrases and slang terms, and if you use these unique phrases when you are out, civilians around you are probably not going to know what you are talking about.
It can be challenging to transition from the military to civilian life, but you should probably leave these phrases behind when you leave the military. Otherwise, you’re going to get some crazy looks and eye rolls.
1. “Drug Deal” — You can acquire a new piece of gear from a buddy at supply through a “drug deal,” but if you get an awesome new red Swingline stapler like this, Milton may look at you funny.
2. “Make a hole!” — When people are in your way, it’s no longer acceptable to yell out “make a hole,” “gangway!” or “look out.” Just try “excuse me” from now on.
3. “High speed, low drag” — This term sums up a really great piece of equipment that you use while in uniform, but civilians are going to be like:
4. “No impact, No idea” — You may not have any clue how to answer a question, but no one outside of the military is going to have any clue what you mean with this phrase.
5. “Nut to butt” — Let’s just not use this one, mmkay?
6. “Pop smoke” — Now that you are no longer a ninja, you gotta drop this one.
7. “Roger that” — This one is sort of on the fence, and you may be able to say it and not confuse people. But then again, you’re probably not talking on a radio anymore.
8. “Oohrah/Hooah/Hooyah” — Just don’t.
9. “Kill” — Troops can use “kill” for its literal meaning or just as a way of saying “got it,” or “hello.” But if you say this in civilian life, they are only going to hear the literal version and you are going to scare the crap out of people.

Army Tech 5th Grade John E. Bainbridge of Sheboygan was a member of the 32nd Infantry Division’s Company C, 128th Infantry Regiment, when he was killed Dec. 2, 1942, during the Battle of Buna.
Bainbridge’s remains since 1947 rested unknown at the Manila American Cemetery in the Philippines. The military recently identified him and his family asked that he be buried at Monona’s Roselawn Memorial Park, where his sister is buried.
“It was like time stood still for one second as 77 years of waiting, hoping and wondering came to a glorious halt,” said Bainbridge’s niece, Nancy Cunningham, who was 2 years old at the time of his death.

Born in 1919 in Scranton, Pennsylvania, Bainbridge grew up in Sheboygan before graduating from Fond du Lac High School. He worked as a store clerk when he enlisted as a cook in the Wisconsin National Guard with Sheboygan’s Service Battery, 120th Field Artillery, 32nd Infantry Division. The unit left Sheboygan Oct. 17, 1940, for a year of training in Louisiana to increase military readiness of the U.S. Army.
Bainbridge trained with the 120th in Louisiana and was discharged in November 1941 due to family hardship. But the Army rescinded his discharge after the U.S. declared war on Japan and he rejoined the 32nd Infantry Division in time for its deployment to Australia in July 1942. He had been promoted by this time to technician 5th grade and assigned to Company C, 128th Infantry. Gen. Douglas MacArthur ordered the 32nd to the New Guinea jungle in November 1942 to halt the Japanese approach to Australia.

His remains were hastily buried on the battlefield and could not be positively identified when he was reburied in early 1943 at a Buna cemetery. Bainbridge’s remains were designated “Unknown X-135” when he was reinterred in 1947 in the Philippines at the Manila American Cemetery.
Bainbridge’s remains were exhumed Feb. 22, 2017, and sent to the Defense POW/MIA Accounting Agency for identification using mitochondrial DNA technology and other procedures. The agency sought out Cunningham and other relatives to provide DNA samples to assist the investigation.
Bainbridge’s funeral was conducted with full military honors. Brig. Gen. Joane Mathews, Wisconsin’s deputy adjutant general for Army, presented the U.S. flag to Cunningham on behalf of the entire Wisconsin National Guard.
The Dec 29, 1942 issue of the Sheboygan Press reported the death of Army Tech 5th Grade John E. Bainbridge at the Battle of Buna in New Guinea.
“Every time I present a flag, I am full of emotion, but this one seemed different not only because of the soldier’s incredible service and sacrifice but because the family had been waiting so long for positive identification,” Mathews said. “What made it even more special was that he was a Wisconsin National Guard and 32nd Division soldier.”
Bainbridge’s name is recorded on the Walls of the Missing at the Manila American Cemetery along with other soldiers designated Missing in Action from WWII. A rosette will be carved next to his name to indicate he has been accounted for.
The 32nd “Red Arrow” Infantry Division was formed on July 18, 1917, for World War I from the Wisconsin and Michigan National Guard. The Red Arrow reorganized after the war in the National Guard of both states and entered active service in 1940 to improve national military readiness during WWII. The Battle of Buna lasted from Nov. 16, 1942, to Jan. 23, 1943, and was the 32nd’s first WWII battle. Its 654 days of combat in New Guinea and the Philippines were the most of any American division during the war.
The following video was filmed at Holloman Air Force Base, New Mexico, on Dec. 21, 2016, during the final flight with the U.S. Air Force of the legendary F-4 Phantom.
As explained by Skyes9, the user who posted it on YouTube, the long footage shows the start-up, taxi out, and flyby of the F-4s, followed by water cannon salute and then shut down of the USAF McDonnell Douglas F-4 Phantom II.
Interestingly, it also shows (actually, it lets you hear) the double “sonic boom” caused by two Phantoms flying overhead.
Lt. Col. Ronald King, the only active duty U.S. Air Force F-4 pilot flew AF 349, the last QF-4 Phantom II in the USAF story.
“This has been a humbling experience,” said King, the Det. 1, 82nd Aerial Target Squadron commander in an Air Force release. “There is no way to truly understand what this aircraft has done without talking to the people who lived it.”
In 53 years of service, the Phantom set 15 world records, including aircraft speed – 1,606 miles per hour – and absolute altitude – 98,557 feet. Moreover, it has been the only aircraft to be flown by both the U.S. Air Force Thunderbirds and the U.S. Navy Blue Angels.
Nicknamed Double Ugly, Old Smokey, and the Rhino, the aircraft was retired from the active service in 1997. However, it continued to serve with the flying branch: re-designated the QF-4 and assigned to the 82nd ATS, 53rd Weapons Evaluation Group, 53rd Wing, at Holloman, the QF-4 has flown as manned and unmanned aerial target until Dec. 21, 2016.
During its service as an aerial target, the QF-4 has helped test an array of weapons that have contributed improving 4th and 5th generation fighters and weapons systems.
It flew its last unmanned mission in August 2016 and will be replaced by the QF-16 in 2017.
Air Combat Command declared initial operational capability for its replacement, the QF-16 full-scale aerial target, that has been flying with the 82nd ATRS, based at Tyndall AFB, Florida, since September 2014, on Sept. 23: therefore the QF-4 flown by the 82nd ATRS Det. 1 at Holloman AFB were retired on Dec. 21.
Whilst unmanned operations ended, the last unmanned mission in a threat representative configuration was flown on Aug. 17, 2016, “against” an F-35 Lightning II.
During that sortie, the Vietnam-era remotely piloted aircraft was shot at by the F-35 Lightning II with two AIM-120 AMRAAMs (advanced medium range air-to-air missiles). However, the aircraft was not destroyed in the test.
In World War II, every country was looking for an edge, so it’s pretty amazing that the Nazis found one and then decided against it – and rightly so. Chlorine trifluoride ignites on contact with almost any substance, burns at over 2000°C, and will melt tanks, bunkers, schools, and pretty much anything it comes into contact with.
Some things are better left alone.
It must have been one helluva weapon if even Hitler didn’t use it (Spoiler Alert: It was).
In 1930, German scientists came across a volatile new discovery. Dubbed “Substance N,” the concoction boiled at room temperature and produced a toxic gas. When ignited, this toxic gas also burned at thousands of degrees Celsius. After decomposing, it turned into the slightly-less-dangerous-hydrochloric acid (that was actually more dangerous because it occurred as steam). It was also corrosive and exploded on contact with water. Or carbon, which is everywhere. This stuff set fire to asbestos.
At first glance, it might seem like an ideal weapon of war, one that keeps killing in many, many forms and doesn’t stop. And the Nazis thought so too. For years they tried to produce enough of the material to effectively weaponize it. The stuff ate through everything, and what it didn’t eat through, it burned.
It burns concrete. No joke.
Nazi Germany would have totally used this weapon if they could have produced and stored enough of it to actually convert to weapons. If they could have safely transported those weapons and used them before the chemical violently exploded, burned, or otherwise ate through whatever it was in.
Turns out the only safe way to store it is to seal it in containers made of steel, iron, nickel, or copper after they’ve been treated with fluorine gas. The fluorine protects the other substances from the Chlorine Trifluoride. The stuff is so unstable, Chemist John D. Clark once said the best way to deal with a failure to contain the resulting fire from a chlorine trifluoride storage failure is “a good pair of running shoes.”
Any attempt to make a network TV show about Marines feels forced. I mean, c’mon, if you’ve ever been around Marines for more than 5 minutes, they will already have: cussed 30 times, tried to talk you into day-drinking, and drawn a penis on something nearby. They can be hilariously fun.
But they’re in a courtroom for this one, so maybe this one will feel… different — right?
Not so fast. Maybe it’s the out-of-regs hair, maybe it’s the hacky love storyline, or maybe it’s the fact that every Marine is portrayed as so serious — but something about The Code feels off, in the same way, many others before it have…
The Code is basically if you put JAG and Law and Order in a blender with flat soda.
There have been a lot of shows about the military. As soon as one is dropped, another cookie-cutter copy is dropped in its place. It’s like one big hair-out-of-regs version of Medusa.
But some have been really good: M*A*S*H, Band of Brothers, JAG (for the first 8 seasons), even the under-appreciated The Unit. More have been not-so-good: The Brave, Valor (which ran walked alongside The Brave for the entirety of their short run walk), Combat Hospital, Last Resort, the last 2 seasons of JAG, and many more.
Some people enjoy the “not-so-good” ones, and that’s fine, too. It would be an awfully boring world if everyone loved the same things.
But the “flyover state” blue collar audience is often overlooked by major networks. There is something irksome about the military shows that are churned out; they’re interchangeable and one-dimensional, and therefore come across as pandering. None of it feels real, it feels like someone giving a book report on something you know they didn’t read—and you can only stand to stomach someone BS-ing the same classroom about Catch 22 for so long.
Yes, the show has to be dramatized for effect. Yes, some things are going to be “Hollywood” for the sake of a wider audience (at one point a judge literally declares “you will be held in contempt of court” like a Saturday Night Live cold open). I’m sure doctors are sick of the medical procedurals where everyone has lupus, but millions of people love and watch them.
But The Code has some inaccuracies that are particularly grating for a military audience that is worthy of something more dynamic.
One is obvious—get that man a damn haircut.
Also, it’s no surprise that the lead is a heartthrob with no discernible personality traits other than being uber handsome. Dude is literally a walking Ken doll. Not exactly an embodiment of the Marines I’ve met, many of whom are some of the zaniest and insanely crass men ever. They’re not a milk-toast copy/pasted trope—they’re fully dimensional people with faults and ambitions and shadows and humor. Reducing every Marine to a simple hardass archetype, (or worse, force an overly polished Marine without specificity) isn’t just hard to believe—it’s boring.
The uniform on the female captain does appear to be short for the military too. And private school. Maybe public school.
You could poke holes in the battle scene of any TV show, but this one is just annoying, you got the fore-grip man, use it! That’s like eating cereal with a fork, it works, but you look like you got some milk on your lip.
And lastly, you may be hard pressed to find someone who refers to the Uniform Code of Military Justice as “the code.”
Compile all of those, and it’s no wonder why it feels “off” to watch. But The Code does have redeeming qualities: it covers the increasingly significant issue of troops with traumatic brain injuries, it translates military-speak to a civilian audience in a seamless fashion, and it sidesteps being “preachy” or political.
So it’s not all bad. It’s just too familiar. We’ve seen this all before, and it leaves you with an itchy deja vu feeling.
Is the latest out-of-regs entry onto the head of Medusa. The Code? I guess we’ll have to wait and see.
Believe it or not, some of the greatest pioneers in the use of military helicopters were Coast Guardsmen. These early breakthroughs took place during World War II when the Navy was too busy expanding traditional carrier operations to focus on rotary wing, and the Army had largely sequestered helicopters to an air commando group. The Coast Guard, meanwhile, was working on what would be the first-ever helicopter carrier.

Obviously, we’re talking about a ship that carries helicopters, not an aircraft carrier that flies like a helicopter. The Avengers aren’t real (yet).
The potential advantages of helicopters in military operations were clear to many of the military leaders who witnessed demonstrations in the early 1940s. Igor Sikorsky had made the first practical helicopter flight in 1939, and the value of an aircraft that could hover over an enemy submarine or take off and land in windy or stormy weather was obvious.
But the first helicopters were not really up to the most demanding missions. For starters, they simply didn’t have the power to carry heavy ordnance. And it would take years to build up a cadre of pilots to plan operations, conduct staff work, and actually fly the missions.
The Army was officially given lead on testing helicopters and developing them for wartime use, but they were predominantly interested in using it for reconnaissance with a secondary interest in rescuing personnel in areas where liaison planes couldn’t reach.
So, the Coast Guard, which wanted to develop the helicopter for rescues at sea and for their own portion of the anti-submarine fight, saw a potential opening. They could pursue the maritime uses of helicopters if they could just get a sign off from the Navy and some money and/or helicopters.
The commandant of the Coast Guard, Vice Adm. Russell R. Waesche, officially approved Coast Guard helicopter development in June 1942. In February 1943, he convinced Chief of Naval Operations Navy Adm. Ernest King to direct that the Coast Guard had the lead on maritime helicopter development. Suddenly, almost every U.S. Navy helicopter was controlled by the Coast Guard.
A joint Navy-Coast Guard board began looking into the possibilities with a focus on anti-submarine warfare per King’s wishes. They eventually settled on adapting helicopters to detect submarines, using their limited carrying capacity for sensors instead of depth charges or a large crew. They envisioned helicopters that operated from merchant ships and protected convoys across the Atlantic and Pacific.
The Coast Guard quickly overhauled the steam-powered passenger ship named Governor Cobb into CGC Governor Cobb, the first helicopter carrier. The Coast Guard added armor, a flight deck, 10 guns of various calibers, and depth charges. Work was completed in May 1943, and the first detachment of pilots was trained and certified that July.

The early tests showed that the HNS-1 helicopters were under-powered for rough weather and anti-submarine operations, but were exceedingly valuable in rescue operations. This was proven in January 1944 when a destroyer exploded between New Jersey and New York. Severe weather grounded fixed-wing aircraft, but Coast Guard pilot Lt. Cmdr. Frank A. Erickson took off in an HNS-1s.
He strapped two cases of plasma to the helicopter and took off in winds up to 25 knots and sleet, flew between tall buildings to the hospital and dropped off the goods in just 14 minutes. Because the only suitable pick-up point was surrounded by large trees, Erickson had to fly backward in the high winds to get back into the air.
According to a Coast Guard history:
“Weather conditions were such that this flight could not have been made by any other type of aircraft,” Erickson stated. He added that the flight was “routine for the helicopter.” The New York Times lauded the historic flight stating: It was indeed routine for the strange rotary-winded machine which Igor Sikorsky has brought to practical flight, but it shows in striking fashion how the helicopter can make use of tiny landing areas in conditions of visibility which make other types of flying impossible….Nothing can dim the future of a machine which can take in its stride weather conditions such as those which prevailed in New York on Monday.
Still, it was clear by the end of 1944 that a capable anti-submarine helicopter would not make it into the fight in time for World War II, so the Navy slashed its order for 210 helicopters down to 36, just enough to satisfy patrol tasks and the Coast Guard’s early rescue requirements.
This made the helicopter carrier Governor Cobb surplus to requirements. It was decommissioned in January 1946. The helicopter wouldn’t see serious deployment with the Navy’s fleet until Sikorsky sent civilian pilots in 1947 to a Navy fleet exercise and successfully rescued four downed pilots in four events.
But the experiment proved that the helicopters could operate from conventional carriers, no need for a dedicated ship. Today, helicopters can fly from ships as small as destroyers and serve in roles from search and rescue to anti-submarine and anti-air to cargo transportation.
World War I veteran John Ronald Reuel “J.R.R.” Tolkien published The Hobbit in 1937 and followed it up with The Lord of the Rings (1954-1944), books that would shape fantasy epics forever. The stories take place in Middle Earth, a medieval-esque land inhabited by humans, elves, dwarves, hobbits, dragons, orcs, and trolls, as well as sorcerers and wizards and witches and all manner of magics.
Thanks to sexy Legolas Peter Jackson, everyone has heard of Tolkien’s creations, but not everyone knows where he drew his inspiration from. Finally, the biopic Tolkien will tell the author’s tale.
Tolkien would lost two friends in the Battle of the Somme, a heavy toll for anyone to bear. Tolkien would also suffer from ‘trench fever’ — a typhus-like condition — that would heavily debilitate him for the rest of his service.
The journey from warrior to artist is a fascinating one, and Tolkien is one of the greatest. He had already begun writing some of his earliest tales, and after the war he sought employment as an Assistant Lexicographer on the New English Dictionary and later as an Associate Professor in English Language at the University of Leeds.
Based on the trailer, the film appears to celebrate Nicholas Hoult’s Tolkien, from his early education, love of language, and close friendships; to the war; and, of course, to his relationship with Edith Bratt, played by Lily Collins.
For fans of his work, the film looks promising.
For anyone who knows the toll that war can take, the film looks familiar — and perhaps promises a way “back again.”
Tolkien is directed by Dome Karukoski and will open on May 10, 2019.
At a White House briefing on Sunday, March 22, President Trump stated that the National Guard would be stepping up to assist three states that have been hit the hardest to date by the novel coronavirus: California, New York and Washington state.
President Trump explained that the Guard activation was to help effectively respond to the crisis. This certainly isn’t unprecedented — the National Guard is frequently used in emergency situations. But this definitely got people talking: Are we heading toward martial law? And what does that mean?

In a press release issued by the National Guard Bureau, a spokesperson said, “The National Guard is fully involved at the local, state and federal level in the planning and execution of the nation’s response to COVID-19. In times of emergency, the National Guard Bureau serves as a federal coordinating agency should a state require assistance from the National Guard of another state.”
Additionally the release explained, “At the national level, Guard members are training personnel on COVID-19 response, identifying and preparing National Guard facilities for use as isolation housing, and compiling state medical supply inventories. National Guard personnel will provide assistance to the states that include logistical support, disinfection/cleaning, activate/conduct transportation of medical personnel, call center support, and meal delivery.”

So that’s what the National Guard does and is doing in this situation … but what does “federalized” actually mean?
Under Title 32 of the U.S. Code, the National Guard can be federalized, meaning that the Guard still reports to the respective state’s governor but the federal government picks up the associated costs. In his briefing, President Trump remarked that he had spoken with the governors of the three states that were impacted.
“We’ll be following them and we hope they can do the job and I think they will. I spoke with all three of the governors today, just a little while ago and they’re very happy with what we’re going to be doing.” Trump said. “This action will give them maximum flexibility to use the Guard against the virus without having to worry about cost or liability and freeing up state resources.” He added, “The federal government has deployed hundreds of tons of supplies from our national stockpile to locations with the greatest need in order to assist in those areas.”
See, that’s nice. They’re going to help build temporary hospitals and coordinate logistics and resources. They’re not going to be driving tanks up and down the streets to make sure people stay in their homes.
In a call with reporters Sunday night, Air Force Gen. Joseph L. Lengyel, Chief of the National Guard Bureau, said, “There is no truth to this rumor that people are conspiring, that governors are planning, that anyone is conspiring to use the National Guard, mobilized or not, Title 32 or state, to do military action to enforce shelter in place or quarantines.” He did say that he expected more states would move to Title 32 as the need developed.
Military action enforcing shelter in place or quarantines would be considered martial law.
In dictionary terms, martial law is the suspension of civil authority and the imposition of military authority. The military is in control of the area; it can act as the police, the courts, even the legislature. Martial law is enacted when civilian law enforcement agencies are unable to maintain public order and safety.
Sounds reasonable and fine, right? Wellll, until you start really digging into what martial law can include, like a suspension of parts of the Constitution, namely the Bill of Rights. In previous uses of martial law, we’ve seen confiscation of firearms (remember Hurricane Katrina? The government seized firearms and supplies when deemed necessary and acceptable, which at the time, they stated was when citizens were resisting evacuation or when a firearm was found in an abandoned home). Other suspensions include due process (Habeas corpus), road closures and blockades, strict zoning regulations (quarantine anyone?) and even automatic search and seizures without warrants (who can forget the images of SWAT teams running through houses in Boston searching for the bombers after the marathon? Do you think they stopped to get a warrant before they went into each one? Spoiler alert: no.).
Martial law has happened in the United States before and someday, it very well may happen again.
But for now, the Guard is just doing what they do best: bringing some much-needed logistics support and maybe even a little hope.
US military bases continue to use surveillance cameras manufactured by the Chinese firm Hikvision, according to the Financial Times, despite security concerns that the cameras could give the Chinese government a way to spy on sensitive US military installations. Government agencies will be banned from purchasing the equipment starting in August 2019.
The Financial Times found that Peterson Air Force Base in Colorado spent $112,000 in 2016 on cameras manufactured by Hikvision.
The headquarters of Air Force Space Command and North American Aerospace Defense Command (NORAD) are both located at Peterson. NORAD is charged with ensuring the sovereignty of American and Canadian airspace, and defending them from attack.
A Navy research base in Orlando, Florida purchased ,000 worth of Hikvision cameras after last year’s National Defense Authorization Act (NDAA), which bans the purchase of such equipment, passed.

Both bases told The Financial Times that the cameras were not connected to the internet. The Florida base said that the cameras were being used as part of a training system. A spokesperson from Peterson said that the cameras were “not associated with base security or classified areas” and that the systems would be replaced.
The Chinese government owns 42% of Hikvision. Hikvision and Zhjiang Dahua Technology Co., another company banned by the NDAA, control approximately a third of the global video surveillance market, according to Bloomberg.
The ban extends to Huawei products and Hytera radios, too; the US State Department recently purchased ,000 worth of Hytera replacement parts for its Guatemalan embassy, and as of 2017, Army Special Forces used Hytera radios in training, according to The Financial Times.
Other bases, including Fort Drum in New York and Camp Lejeune in North Carolina, purchased Hikvision cameras in 2018, but did not disclose to the Financial Times whether they were still in use. The Defense Logistics Agency purchased nearly 0,000 worth of Hikvision cameras since 2018 for bases in Korea and Florida, but did not confirm to The Financial Times whether the cameras were still being used.
Last year, five Hikvision cameras were removed from Fort Leonard Wood in Missouri, although Col. Christopher Beck, a spokesperson for the base told the Wall Street Journal, “We never believed [the cameras] were a security risk. They were always on a closed network,” and that the cameras were removed to avoid “any negative perception.”

In the 1980s, South Africa was facing a problem. Their fighters were getting old, their hostile, Soviet-backed neighbors were getting more modern fighters (like the MiG-23), and nobody in the West wanted to sell them new planes because of apartheid (a more ruthless version of the South’s old Jim Crow laws).
South Africa needed to modernize and they needed to do it quickly.

Israel showed South Africa the way
Fortunately, the South Africans weren’t totally out of luck. Their force of Mirage III interceptors were old, yes, but the design was combat-proven.
In the 1960s and 1970s, after being denied a sale of Mirage V multi-role fighters from France, Israel managed to develop upgrades to the Mirage III on their own. Israel’s experiences with the Nesher and Kfir — essentially pirated, upgraded versions of Mirage III and Mirage V fighters — would came in handy for South Africa.

The redesign of all redesigns
The South Africans began to pull their force of Mirage III fighters off the line to be “rebuilt” using Israel’s trade secrets. The result was the Atlas Cheetah, a plane that was in the class of the F-15 Eagle as an air-superiority fighter. Armed with Israeli Python 3 air-to-air missiles as well as indigenous Darter air-to-air missiles, the Cheetah was more than a match for the MiG-23 Floggers exported to Angola.
The Cheetah was fast (it had a top speed of 1,406 miles per hour) and it had an unrefueled range of 808 miles. In addition to its air-to-air missiles, it was also able to pack a pretty significant air-to-surface punch with conventional bombs, rockets, and missiles.
The Cheetah E was the first single-seat version to see service — and it held the line until the more advanced Cheetah C arrived. A two-seat combat trainer, dubbed the Cheetah D, was also built. The Cheetah Es were retired in the 1990s after the fall of the Soviet Union and the end of apartheid. The Cheetah C/D models soldiered on until 2008, when South Africa bought Gripens to replace them.

Joseph John Rochefort, the man whose decoding of the Japanese codebook led to the American victory at the Battle of Midway, had enemies other than the Empire of Japan. His feats at cryptanalysis were phenomenal, but not universally appreciated, particularly by the codebreakers in Washington, D.C. Naval jealousy and internal machinations would rob Joseph Rochefort of the honor that was due to him for his brilliant work in predicting where the Japanese fleet would strike after Pearl Harbor.
Rochefort, who had not gone to the Naval Academy, was an outsider from the beginning of his naval career. He was still in high school when he enlisted in the Navy in 1918 with the goal of being a naval aviator. He claimed to have been born in 1898 so that he would seem old enough for a military career, and didn’t even have a high school diploma when he was commissioned as an ensign after graduating from the Navy’s Steam Engineering School at Stevens Institute of Technology.
He wasn’t looking for a career in codebreaking. He served as a staff officer for senior admirals and and enjoyed doing crossword puzzles. Years later, when Commander Chester C. Jersey was posted to Navy Headquarters in Washington, D.C., he remembered Rochefort’s affinity for crossword puzzles. It was 1925 and the Navy was looking for people who could work with codes. The newly created codebreaking outfit of the Navy, OP-20-G, at that time consisted of one man, Lieutenant Laurance F. Stafford, today credited as the father of U.S. Navy cryptology, who had been assigned to develop new codes for the Navy. Rochefort showed up and Safford conducted a six-month cryptanalyis course: Safford provided him with cryptograms to solve and Rochefort solved them. But when Stafford was assigned to sea duty the following year, Rochefort, just twenty-five years old, was the officer in charge of a staff of two.
By June 1941, Rochefort was at Pearl Harbor. By this time, the codebreaking unit had more people and, more relevance. The Japanese didn’t know that their code had been broken years before when a previous American Director of Naval Intelligence used a secret naval intelligence slush fund to finance break-ins during the early 1920s at the Japanese consulate in New York City. The Japanese Navy’s code book was furtively photographed and, over the years, translated. By the time he was sent to Station HYPO at Pearl Harbor, Rochefort had the codebook. But he didn’t have the additive tables, which the Japanese frequently changed. Rochefort’s assignment was to create an accurate additive table using the raw messages that went out over the airwaves by the Japanese Navy.

The Japanese attack on Pearl Harbor on December 7, 1941, was a devastating blow to the Navy, but it also galvanized the nation and its military forces into the war effort. Restoration began immediately on the naval fleet. But in order to defeat the Japanese and their intention of becoming the dominant naval power in the Pacific, the Navy knew that codebreaking was a crucial priority. Fortunately, in Joseph Rochefort, they had a codebreaker who worked tirelessly to decipher the messages of the Japanese.
Joseph Rochefort and his crew had been given the order to begin the decryption of JN-25, the central Japanese communications system. As it turned out, breaking the Japanese code would prove easier than addressing the friction between Station HYPO at Pearl Harbor and OP-20-G in Washington, D.C. Captain Edwin Layton was the Pacific Fleet’s intelligence officer. But, because OP-20-G had given Rochefort the assignment and was more or less overseeing the network of the intercept stations, there was a turf war between Rochefort and Washington, D.C. The D.C. office wanted central control over all of the radio intelligence units.
Rochefort, who was not always as tactful as might have been politic, believed that he answered solely to Admiral Nimitz, who had been named commander of the Pacific Fleet. Layton had a great deal of respect for Rochefort’s factual reports and hard work; he, like Rochefort, was fluent in Japanese and Layton knew how much work was going into the messages that were being translated. In fact, of the five hundred to one thousand messages per day that were being deciphered, Rochefort was personally translating more than one hundred of them. Layton trusted Rochefort’s translation and his assessment, so when Rochefort called Layton on May 14, 1942, to say that he had translated part of a message which included the words “invasion force”, Layton knew it was legitimate. But the message also include an unknown reference, AF, indicating a location. But where was AF? Rochefort was convinced that the location was Midway.
Nimitz agreed with Rochefort’s analysis and ordered three aircraft carriers to return from the South Pacific. Midway was covertly warned of the threat. The Seventh Air Force at Hawaii was placed on alert, its B-17 bombers loaded with bombs ready to strike enemy ships.
Commander John Redman, who commanded OP-20-G, refused to believe that Midway was the next Japanese target, disputing Rochefort’s assertion that AF was Midway. OP-20-G said the target was more likely to be the Hawaiian Islands but thought that the real target was the American West Coast and everything else was merely a decoy.

But Nimitz had complete confidence in Rochefort’s analysis. If Rochefort was wrong, Nimitz’s career would be imperiled. Rochefort devised a plan that would confirm that Midway was the target. The radio operators at Midway were instructed, via undersea cable, to send an uncoded message that the island’s distillation plant, which was responsible for the desalination of the island’s water supply, had broken down. Two days after the message was sent, the Japanese reported that the AF Air Unit needed to be resupplied with fresh water.
The Navy intercept unit in Australia informed Washington that AF was now confirmed to be Midway. Rochefort spent the night before Nimitz’s May 27, 1942 staff meeting reviewing all the messages. He showed up at the meeting to let them know that HYPO had broken the final piece of the JN-25 puzzle; he had a message dated for May 26 ordering the destroyer escorts for the Japanese troopships to arrive at Midway on June 6. Another decoded message said that the air attacks would begin northwest of the island several days before.
Rochefort’s reports came in the nick of time. On May 27, both the code books and the additive tables were changed and radio silence was imposed by the Japanese, denying American codebreakers access. Fortunately, Nimitz had his cues, knowing where and when the Japanese would strike.
Nimitz was not a codebreaker, but he had an instinct for the future of naval warfare and he held the radical view that carriers, and not battleships, would lead to victory. Instead of relying on the few battleships that had survived the attack on Pearl Harbor, he focused on the ability of the carriers to deliver hit-and-run attacks against the enemy. Japanese Admiral Isoroku Yamamoto, the mastermind of the December 7 ambush, had an elaborate plan for the Midway attack.
Nimitz had a simpler approach: get there first and surprise the Japanese. The tactics worked. As British Prime Minister Winston Churchill, formerly First Lord of the Admiralty, put it, “The annals of war at sea present no more intense, heart-shaking shock…the qualities of the United States Navy and Air Force and the American race shone forth in splendour”.
After the victory, Station HYPO celebrated for what Rochefort described as a “drunken brawl” for three days. The codebreakers then returned to work to decode JN-25’s new codebook and additives. They had done splendid work that had resulted in a gamechanging victory at sea. But Washington was not so charitable in its response. Rochefort was resisting Redman’s crusade to place all the radio intelligence under the control of OP-20-G in Washington, D.C. Although both HYPO and OP-20-G had been vigorously involved in the codebreaking, it was HYPO which had performed the analysis that had led to victory. As author Stephen Budiansky points out in his book Battle Of Wits: The Complete Story Of Codebreaking In World War II, if Nimitz had followed Washington’s direction, the Japanese would have had a much greater chance of winning at Midway.

When Nimitz told Joseph Rochefort that he wanted to nominate him for a Navy Distinguished Service Medal for the role he played in the victory, Rochefort was not encouraging. It would only make trouble, he told Nimitz.
John Redman claimed that Midway was solely the achievement of OP-20-G. Because of that, he could not, would not accede to Nimitz’s intentions of awarding the Distinguished Service Award to Rochefort. Redman’s brother Joseph Redman was the Director of Naval Communications and he took exception to the fact that, in his words, Station HYPO was under the command of someone who was not technically trained in naval communications.
Instead of Rochefort, Captain Redman said, HYPO should be commanded by a senior officer who was trained in radio intelligence. The Redman brothers were effective in their behind-the-scenes efforts and Rochefort did not receive a medal because he had only used the tools that had been provided. It was Washington, not HYPO, the Redmans asserted, that had evaluated the intentions of the Japanese.
Over his desk, Rochefort had a sign which read We can accomplish anything provided no one cares who gets the credit. But no one could have expected that Washington would so completely steal credit from those who deserved it.
The battle for centralization of the radio intelligence units continued. Nimitz authorized his embattled codebreaker to send a memo that Rochefort answered only to Nimitz, not to Washington. A month after he sent the memo, Rochefort was ordered to the Navy Department for temporary additional duty that quickly became permanent. Nimitz was enraged at John Redman, who at this time was now the fleet communications officer for Nimitz. The excuse was that Rochefort’s advice was needed, but Rochefort was no fool. He had told Nimitz that he would not be allowed to return to HYPO.
Rochefort never again worked in coding. At the end of his career, he was placed in command of the San Francisco floating dry dock ABSD-2. Rochefort died in 1976, but the battle to reward him for his work did not end with his death, and Secretary of the Navy John Lehman, responding to renewed efforts to honor the codebreaker who helped to win the Battle of Midway, supported those efforts. Joseph John Rochefort received the Navy Distinguished Service Medal almost a decade after his death, on November 17, 1985.
