Russia’s stealthy new Su-70 Okhotnik-B heavy combat drone has taken flight for the first time, the Russian defense ministry revealed.
The first flight, which occurred at a military airfield over the weekend, lasted 20 minutes, TASS, a Russian state-run media outlet, reported, citing a defense ministry press statement. “The aerial vehicle flown by the operator made several circles around the airfield at an altitude of 600 meters and then successfully landed,” the ministry said.
It is unclear where the testing occurred, but satellite images from May 2019 showed the drone sitting along the flight line when Russian President Vladimir Putin visited the 929th Chkalov State Flight-Test Center in the Astrakhan region on May 14, 2019.
Russian state media announced plans for the aircraft’s maiden flight back in May 2019, revealing that it would occur sometime in July or August 2019. A source in the aircraft manufacturing industry told TASS that the first flight would take place at the Novosibirsk Aircraft Plant.
The drone, a Sukhoi Design Bureau product with a flying wing shape, is quite large, but it has a low radar signature, according to Russian state media. “The drone is equipped with equipment for optical-electronic, radio engineering and other types of reconnaissance activities,” TASS reports.
Some observers have expressed doubts about the Russian drone’s stealth capabilities, suggesting that while its shape offers some advantages, the aircraft might be detectable from behind due to its exposed engine nozzle, perhaps a prototype flaw that will be corrected as Russia moves forward with this project. Russia reportedly lags the US in stealth technology, including coated materials designed to reduce an aircraft’s radar returns.
The first photos of the Okhotnik, also known as the Hunter, appeared online in January, when pictures emerged showing the unmanned combat aerial vehicle being towed at what The War Zone suspects was likely Sukhoi’s Novosibirsk Aircraft Production Plant.
The flight line photos that emerged in May 2019 led observers to conclude that the Okhotnik has a wingspan of about 50 feet, making it about as large as China’s Tian Ying drone or America’s experimental X-47B drone, The National Interest reports.

The US Navy bragged on social media Tuesday morning that it currently has seven aircraft carriers underway, a major improvement over the situation in late October, when half the carrier fleet was in a non-deployable state.
“The Navy has 7 aircraft carriers underway today. NBD,” the Navy Chief of Information (CHINFO) tweeted Tuesday in a humble-brag; “NBD” is an acronym for “no big deal.”
Less than two months ago, the Navy had that many carriers stuck pier-side due to maintenance issues, preparation for mid-life overhauls, unexpected malfunctions, and new construction challenges.
On the East Coast, the USS Dwight D. Eisenhower (CVN-69) was winding up to a deployment after an extended maintenance availability.
The USS George Washington (CVN-73) was in the yard for its Refueling and Complex Overhaul (RCOH) with the USS John C. Stennis (CVN-74) pier-side, apparently in preparation for its mid-life overhaul.
The USS George H.W. Bush (CVN-77) was in extended maintenance. The USS Harry S. Truman (CVN-75) was down for an electrical malfunction.
The USS Gerald R. Ford (CVN-78) was in an extended post-shakedown availability.

And, on the West Coast, the USS Carl Vinson (CVN-70) was in maintenance, leaving only handful of the 11 carriers readily available.
Even with less than half of its carriers available, the Navy still had ready an unmatched carrier force, but the problem is that with that many ships in the yard, it makes it harder to meet the demand for carriers, important tools for the projection of American military power.
“I have a demand for carriers right now that I can’t fulfill. The combatant commanders want carriers,” Richard Spencer, the former Secretary of the Navy, said at that time.
Right now, the Truman is underway in the 6th Fleet area of operations while the Stennis, Ike, and Ford are all underway in the Atlantic. The USS Nimitz (CVN-68) and the USS Theodore Roosevelt (CVN-71) are underway in the 3rd Fleet AOR, and the USS Abraham Lincoln (CVN-72) remains in the 5th Fleet AOR, the Navy told Insider.
The USS Ronald Reagan (CVN-76) is forward-deployed in Japan, but it is currently in port.

“I don’t know how many people were outside the vehicle, but I heard them counting down ‘three, two, one, lift!’ while they moved the weight of the tree off the car. I pushed up on the roof with my back to allow just enough room to get the boy out without causing further injury to him,” said the corpsman of 15 years. The boy’s head had been lodged into the side of his own left knee. The vehicle’s roof was also pushed into the child’s back.
At this point, Rory Farrell had already saved the boy’s mother who was not breathing in the front seat of the vehicle. He was now determined to save her trapped son.
Farrell, a native of Colchester, Connecticut, had always shown compassion and the willingness to help others even at a young age, according to his family.
“In that time, there have been moments that hinted to the amazing young man he would become. Sparks of light in moments of darkness that were ignited by Rory,” said Alexandra McGrath, one of his sisters.
Farrell had never been to Yosemite National Park in California before deciding to vacation there. After suffering a hand injury, he thought a simple camping trip would help him “push the reset button.”

It was Labor Day weekend 2017, a very busy time to visit the park. Farrell left a day earlier than anticipated. The U.S. Navy special amphibious reconnaissance corpsman finished up on a weapons range the day prior, where he supported U.S. Marines at Camp Pendleton, California, and decided it would be a good idea to keep his medical bag with him on the trip nearly 400 miles away. He did not know just how important that choice would be.
The following day soon after arriving in the park, he realized just how crowded it could be. Not wanting to be around that many people, Farrell decided to drive farther up north in the park.
After some time on the road, he eventually decided to turn around and started to backtrack his way toward the crowds once again for no particular reason.
“To this day, I still look back and say ‘wow that was a big decision,'” said Farrell.
It was only 15 minutes after he turned around that a tree, later measured to be 33 inches in circumference and 110 feet high, fell onto a parked Toyota Prius, crushing the car no more than 100 meters in front of him.
“It didn’t make sense at first, because you’re just seeing a giant tree crush a car,” said Farrell.
He got out of his truck and ran toward the vehicle to figure out how he could help.
Farrell saw two occupants outside of the vehicle and breathed a sigh of relief, thinking everyone made it out OK. He then saw the facial expression and desperation of the driver, clearly panicking – speaking no English – made it clear to Farrell that there were still people in the car.
Running up to the crushed vehicle, he could see a woman unresponsive in the front passenger’s seat and just behind her a 4-year-old little boy pinned down by the roof of the car, trapped in his booster seat.
“In a situation like that, time is of the essence,” said Farrell.
Because there were two people, he had to make the immediate decision of who to assess first. The mother was not pinned in the vehicle. He saw this as an opportunity to get her out of there quickly, according to Farrell.
He gave a single rescue breath to the mother, who responded. He then directed a few bystanders who had arrived at the scene to take the mother out of the vehicle and get her to safety, according to the accident report.
Because of the boy’s position and not wanting to risk further injury to him, Farrell decided to get into the vehicle and push up on the roof with his back while bystanders outside lifted the tree off the car just enough for the child to be removed from his booster seat.

With the boy free from the weight of the tree, Farrell could start a more detailed assessment. He felt for a pulse, which was high.
“As a medic, this is a good sign, a really good sign,” said Farrell.
The boy was not breathing, and his jaw was locked in place. Farrell’s attempted rescue breath did not work as it did with the child’s mother.
Realizing the increasing danger of the tree pushing into the roof, Farrell called for a bystander to come grab the boy as he passed him through the window. After getting out of the car himself, he immediately took the boy back and put him next to his mom, according to Farrell.
After manipulating his jaw enough to get it open and clearing the airway of any blockage, Farrell gave another rescue breath. This time the boy responded, taking a breath.
Remembering he had his medical supplies in his truck, he sprinted to retrieve the bag and return to the boy and his mother to further administer first aid.
Farrell heard a bystander on the phone with emergency services and requested to speak with the dispatcher. He disseminated vital information to the 911 operator, including a recommendation to fly the patients out instead of using ground transportation. The dispatcher requested a medevac, according to the accident report.
An ambulance arrived shortly after to transport the two to their respective helicopters. Farrell was asked by the paramedics to ride with the boy and further assist until they reached the medevac crew. He hopped into the ambulance and continued his efforts. He did so until the boy was turned over to the helicopter crew.
Farrell’s preparedness for this situation stems from his occupation as a special operations independent duty corpsman.
“Since Rory was a little boy, he has dreamed of being in the military,” said Megin Farrell, another one of his sisters.
With this goal in mind and the aspiration to help others, he joined the Navy in 2004 to be a corpsman. From there, he worked his way into the special operations community.
He became a special amphibious reconnaissance corpsman or SARC, giving him a unique opportunity to complete additional and more challenging schooling, furthering his personal goal of being able to help others, according to Farrell.
Whether during this incident or when helping an injured Marine or sailor on one of Farrell’s multiple overseas deployments, his reaction is no different.
On his behalf, Farrell’s family traveled to Washington, D.C., Sept. 12, 2019, and accepted the U.S. Department of the Interior Citizen’s Award for Bravery for his actions and heroism.
“I was at the right place at the right time with the right training to make a difference, and that’s what’s important in a situation like this,” said Farrell.
Farrell is currently deployed aboard the USS Boxer with the 11th Marine Expeditionary Unit.

Service members come from every walk of life. Just because someone doesn’t walk around looking like Mat Best, doesn’t mean they’re not a veteran. Even if someone walks around in a perfectly squared away uniform, it doesn’t mean they’re a veteran. Stolen Valor dirtbags have probably figured out how to use Google.
If you’re uncertain whether someone is really in the military or faking it, talk to them. Google will only help them out so far. Pull them aside and ask them a few questions, calm and collected, so they’re off-guard. Bear in mind, if they fail a question, they may still have served. Traumatic brain injury and dementia are common among veterans. If you’re giving hell to the guy who can barely remember his daughter’s name because of an IED in Iraq – you are the dirtbag.
The trick is to catch them playing along with a lie you made up. Praise something that doesn’t exist and if they latch on hoping to get your approval, they’re full of sh*t. Add in minute details that should set off red flags if they don’t look at you’re crazy. From there, it’s up to you. I, personally, recommend just shaming them into going back home and changing out of the uniform of good men and women. You do whatever you see fit.
“That’s impressive, I heard about the serious fighting in Atropia, Iraq. Were you there?”
For some reason, no one ever pretends to be a part of the 97% of the military that are POGs. Stolen valor dirtbags always go big. If you make up some random place that sounds vaguely foreign in Iraq or Afghanistan, they won’t know that the place doesn’t exist.

Memorizing very important details is hard for dirtbags. Specifically, details like believing you can make E-7 in three years. Added bonus if they don’t correct you on saying the rank incorrectly.

If there’s one thing you can always count on is civilians not truly understanding the real size and scope of the military. With over 2.2 million troops in the United States Armed Forces, there’s no possible way to know every single person serving.
“Oh nice! What was basic training/boot camp like? Were the Drill Sergeants/Instructors mean?”
Soldiers do not go through boot camp. Marines do not go through basic training. To civilians, they’re used interchangeably.
If you intentionally mix them up, and they don’t politely correct you or immediately look at you like you’re an idiot, you got ’em.
If they’re in a dress uniform: “That ribbon is nice. Did you get it for -whatever-?”
According to basic human psychology, liars always elaborate their stories to try and make their story seem more believable. If you point higher up on the ribbon rack, those can be awarded for some insane things. But it’s the lesser awards that are basically handed out for not messing up anything. When you point to, say, the Global War on Terrorism Service Medal and they say it’s for saving their platoon: laugh.
Let’s face it, troops often need to move fast and take all their gear with them. At a time when combat loads can weigh as much as 200 pounds, according to a report from the Modern War Institute, that can be tricky.
But some countries are trying to help troops take the load off.
According to information from General Dynamics, there are some lightweight vehicles that could help troops make those fast moves. While they are officially called the Family of Light Tactical Vehicles, they are called “Flyers” by the troops.
There are two versions of the Flyer in this family: the Flyer 60, and the Flyer 72. While both of them use a 195-horsepower engine, and both are capable of fording 30 inches of water without preparation, there are some big differences.
Let’s take a look at the Flyer 60 first. According to GD, the Flyer 60 has a top speed of 70 miles per hour and can travel up to 350 miles. It can carry up to four passengers, plus a gunner, or can be used to hold five litters. It can carry up to 3,000 pounds of cargo, and has a turret for a M2 .50-caliber machine gun, a 7.62mm machine gun, a 40mm automatic grenade launcher, or a remote weapon system.
Its rear doors also hold swing mounts for 7.62mm machine guns or 5.56mm machine guns. It can be transported inside a V-22, CH-47, C-130, or C-17.
The Flyer 72, though, can do more. About a foot wider than the Flyer 60 (72 inches wide to 60 inches wide), the Flyer 72 can carry up to nine troops. It has a top speed of 95 miles per hour, can go as far as 500 miles, and can be carried in a CH-47, C-130, or C-17. While it can’t be hauled by the V-22 Osprey, it does have more firepower options for its turret, adding the GAU-19, a three-barreled Gatling gun (bringing .50-caliber BRRRRRT!) and a 30mm cannon to the M2, 7.62mm machine gun, the 40mm automatic grenade launcher, and the remote weapon system.
These vehicles, though, aren’t street legal. But it’s nice to know that troops have them available as options when they have to move fast to an objective.
May Day was a big deal in East Germany. As a matter of fact, it was a big deal in all of the Communist Eastern Bloc countries during the Cold War era. It was, after all, a day for celebrating workers around the world. Since Communist countries were supposed to be a worker’s paradise, it stands to reason they would take a day off from shooting dissenters and waiting in lines to watch a few parades.
And those parades were
It was because everyone was preparing for May Day that Wolfgang Engels was able to escape from East Germany.
The wall began construction in 1961.
Engels was born in 1943 in Düsseldorf, Germany (what would have been West Germany just a few years later), but his Communist mother took him to East Germany after the end of World War II. As a young man, he was drafted into the Army of the new German Democratic Republic, what we know as East Germany.
The young soldier was a believer in the new ideology as a young man. He called his upbringing “thorough” and “socialist” and noted his mother even worked for the Stasi. It wasn’t until much later in his service that someone managed to convince him that things were not all they were made out to be.
But one of his first assignments as a newly-minted East German was to help build the Berlin Wall.

He soon felt terrible about what the wall became. Not just the barrier between the Iron Curtain and Freedom, but a symbol of the ideological struggle of the Cold War — and he was on the wrong side. The GDR was not the Germany he thought he knew.
After two years, the pressure was getting to him. Suddenly, well before his defection, he was accused of trying to cross the border illegally. He and two friends were looking for a concert in a cafe near the border wall. The group was found and unable to explain, to the guards’ satisfaction, what they were doing and so they were manhandled and mistreated. It drove the reality of East Germany home to him.
In reality, the thought of crossing the wall hadn’t occurred to him until his East German superiors put the idea in his head. But attempting to flee came with a stiff fine, two years’ jail time, and maybe even a bullet to the head. Still he remained determined — and even asked random passersby to come with him, but no one took him up on the offer.
His plan to escape was simple enough. He would steal an armored personnel carrier, drive to the most famous wall in the world (at the time at least), and then drive right through it. That’s exactly what he did, but it was nice of him to stop a couple of times and ask if anyone wanted to come.
The armored personnel carrier came from the preparations being made for the upcoming May Day parade. It was a BTR-152. A six wheeled, Soviet-built vehicle whose top could open upward, luckily for Wolfgang Engels. When the workmen went off to lunch, Engels started up his new vehicle, garnering little notice in a military-run city.
He had roughly 100 meters — the length of a football field — to gather enough velocity to crash through a single layer of cinder blocks less than ten feet high. Unfortunately, Engels’ APC didn’t fully penetrate the Berlin Wall and he was soon stuck in his vehicle — and stuck in the wall. East German border guards began to open fire on the BTR-152 and Wolfgang Engels. He decided it was time to book it.
He left the relative safety of the vehicle and tried to climb away. Ensnared in barbed wire, he was shot at close range while attempting to flee. Twice — once in the back and once in the hand. The second bullet tore through his body, in then out.
Luckily for him, West German police officers from a nearby watchtower fired back at the Eastern border guards, providing much-needed cover and time for Engels. But really, it was time enough for a group of revelers at a nearby bar to come out and help pull him out of the wire and into the freedom of the West. They formed a human ladder, freed him from the wire, and brought him over. They carried his unconscious body back to the bar, closing up the blinds.
“I came to on top of the counter,” he says. “When I turned my head and saw all the Western brands of liquor on the shelf, I knew that I had made it.”
He ordered a cognac.
Wolfgang Engels was sent by ambulance to a nearby hospital where he recovered from a collapsed lung for three weeks.
He wouldn’t see his mother again until 1990, after the fall of the wall. He learned the East Germans were planning to abduct him and charge him with desertion before the wall fell. As for the soldier who shot him, Engels is just grateful he didn’t turn his AK-47 on automatic.

The Army used to have a powder chock full of electrolytes to add to water for rehydration. But there was a problem.
“It was terrible — tasted so bad that nobody would use it,” said Gregory Sumerlin, senior director of Government Military Accounts for DripDrop ORS (Oral Rehydration Solutions).
Enter DripDrop, with packets of lemon-, cherry- and watermelon-flavored powders that were on display Tuesday at the Association of the U.S. Army’s annual convention in Washington.
Sumerlin said the packets, which cost about $1.82 a piece, have been used by the Army for about four years. The other services also have shown interest, he said.
Medics in Afghanistan and Iraq have carried a supply of the packets, and troops also can keep a few stuffed in their packs, he said.
According to DripDrop’s website, the powders have “proven to hydrate better and faster than water or sports drinks, and are comparable to IV therapy.”
“By solving the taste problem, DripDrop ORS has made the most highly effective oral hydration solution known to medical science, practical for use by anyone who finds themselves with a hydration need where water and sports drinks just aren’t enough,” the site says.
The packets contain a balanced amount of electrolytes, including sodium citrate, potassium citrate, chloride, magnesium citrate, zinc aspartate and sugars to provide what DripDrop called “a fast-acting, performance-enhancing hydration solution.”
The product also has an endorsement from Bob Weir, co-founder of the Grateful Dead:
“There is no better test of a hydration drink’s effectiveness than a summer tour. If I didn’t have DripDrop, I’d have to rethink about how I would go about performing a 3.5-hour show.”
Being knocked off a ship is one of the most disorienting and terrifying experiences you can have.
German sailor Arne Murke had this happen when he was knocked off a sailboat in 9 foot waves, and without a life preserver. Fortunately, Murke had the wherewithal to employ a trusted life-saving trick used by Navy SEALs that starts by taking off your pants, and was rescued off New Zealand after over three hours in the water.
The method uses your pants to assist with flotation to stay on the surface and conserve your energy. And unlike a dead man float where your face is in the water, this tactic allows you to rest with your face up so rescuers can more easily find you.
Here’s how to perform this tried-and-true “drown proofing” technique, which is taught to troops from all the military branches.
Step 1: Take off your pants. While you tread water or lie on your back, tie a knot in the ends of the pant legs. The US Navy recommends you tie both pant legs together and tight enough to trap air, as seen in a 2015 video. Oh, remember to zip up the fly.
Step 2: Inflate. Put the waist opening over your shoulder, then in one motion raise the open waist high over your head to scoop in air and then slam it into the water. Close the waist underneath the water to hold in the air.

Step 2.5: If your air pocket isn’t filled enough, repeat the last step. Or you can try to fill the pants by going under water and breathing air into the open waist.
Step 3: Put your head through the inflated pant legs and hold the waist closed and under water. Wait for help and stay calm. If and when the pants deflate, just repeat the steps.
These moves are fairly straightforward, but it’s hard to get the pants to inflate by swinging them over your head. It may take a few tries. Best to practice this in a pool first.

In a hearing before the House Appropriations Military Construction, Veterans Affairs and Related Agencies Subcommittee, Wilkie said veterans who have earned the Purple Heart will be placed “at the front of the line when it comes to claims before the department.”
According to Wilkie, the change is in “recognition of wounds taken in battle.”
He didn’t provide details on how the change will be implemented but said it is among the many improvements the department is making as part of the claims and appeals modernization effort.
The new process, created under the Appeals Modernization Act, gives veterans three choices for appealing their claim, including providing new evidence to the original reviewer; having a more senior adjudicator review the decision; and appealing to the Board of Veterans Appeals.
Wilkie described the change as part of a 21st-century transformation at the department.
The VA appeals backlog, which will be handled by the legacy system of appealing decisions to the board, stands at roughly 402,000 cases.
The new system will not only be used for disability compensation claims decisions, it will tackle decisions on education and insurance applications, vocational rehabilitation, caregiver benefits and claims with the National Cemetery Administration, according to the VA.

A House-Senate conference committee tasked with ironing out differences in separate versions of the defense authorization bill has rejected Senate-passed provisions that would have sharply increased TRICARE fees, deductibles and co-pays for a million retirees under age 65.
Lawmakers who in recent weeks shaped a final $716 billion John S. McCain National Defense Authorization Act for Fiscal Year 2019 (HR 5515) also voted to allow disabled veterans, Purple Heart recipients, and caregivers of veterans severely injured in war to shop on military bases, paying slightly more at checkout than current patrons. They also will be able use base recreational facilities.
Expansion of access to on-bases services, which the Department of Defense endorsed in part to make commissaries more self-sustaining, is to occur Jan. 1, 2020.
Conferees also narrowed the scope of Senate-passed reforms to officer accession and promotion practices so officers will continue to be considered for promotion as part of the same year group they were promoted to current rank.
Also shelved was the Senate plan to repeal use of authorized officer strength tables to instead require that Congress annually authorize number of officers allowed to serve in the ranks of O-4 through O-6 across all the services.

Officer promotion law long has required consistent promotion timing and promotion opportunity across officer year groups. The Senate wanted to replace those requirements by grouping officers based on competitive categories — similar qualifications, specialties, occupations or ratings. Conferees also rejected that idea.
However, a host of other accession and promotion reforms survived the conference and will “begin to modernize officer personnel management to bolster the effectiveness, recruitment and retention of the all-volunteer force,” says a Senate Armed Services Committee press release.
“The 38-year-old Defense Officer Personnel Management Act requires all military services to manage their officer corps in the same general manner within specific constraints. By beginning to reform this system, the [2019 defense authorization bill] will provide for flexibility in the careers of commissioned officers [to] better serve the demands of the modern force.”
Officer personnel issues
Changes approved to better manage officers include:
Repeal a requirement that candidates for regular commissions not be older than 42, or at least have enough service years to complete 20 years by age 62.
Enhancement of services’ authority to award constructive service credit for special private sector training or experience to allow active or reserve officer appointments up to the rank of colonel or Navy captain in critically-needed fields.
Authorizing each service to award temporary promotions to the ranks O-3 through O-6 for specified positions. Only Navy has such authority today so this change would standardize it across all branches.
Authorizing promotion boards to recommend that “officers of particular merit” be placed higher on promotion lists than peers.
Allowing officers, when deemed in the best interest of the service, to have their names removed from consideration by a selection board for promotion to the next higher grade, and authorizing officers in certain military specialties to remain on active duty until reaching 40 years active service.
Authorizing use of an alternative promotion processes for officers in certain secretary-designated competitive categories, to include a term-based continuation process when certain officers are not selected for promotion. This would selectively end the traditional up-or-out requirement for officer management.
Conferees rejected House language that would have required the Air Force to assess the “feasibility and advisability” of allowing otherwise qualified candidates who are deaf or hearing impaired to be Air Force officers.
Military pay issues
The highlight of compensation provisions embraced by conferees was decided months ago: a 2.6 percent military pay raise effective Jan. 1, 2019, to match recent wage growth in the private sector. It also will be the largest percentage military pay increase in nine years.
On the other hand, conferees agreed to end a “personal money allowance” that, by law, has been paid to senior naval officers holding five prestigious positions. The titles impacted, and the size of allowances disappearing are:Director of Naval Intelligence (,200); Superintendent of the Naval Academy (,200); President of the Naval War College (id=”listicle-2590252146″,000); Commandant of Midshipmen at the Naval Academy (0) and President of the Naval Postgraduate School (0).
Military associations lobbied successfully against Senate language to repeal an unusual grandfather provision in current law that protects working-age retirees from a host of TRICARE fee increases that, for now, target only members who enter service this year or later and eventually retire.
Senators wanted the higher TRICARE cost-shares applied to all current and future retirees under age 65 and not disabled, as the Defense Department intended. Conferees blocked that but said they “remain concerned about the high cost of military health care, understanding that much of the cost has been driven by new benefits and benefit enhancements authorized by Congress.”
With the Congressional Budget Office (CBO) estimating the average military cost of providing health care to a typical retiree household at ,800 by 2021, conferees directed the defense secretary to update that estimates by February 2019 and to list policy options both to improve quality of health care and to better control costs.
The compromise bill also directs that a survey be conducted “to ascertain whether beneficiaries would be amenable to additional modest fee increases to maintain a fiscally viable, comprehensive health benefit.”
The sweeping fee increases blocked included a first-ever TRICARE Select enrollment fee and, for retirees who use non-network providers a new annual deductible. CBO estimated that retiree users of Select would have seen average out-of-pocket costs jump from id=”listicle-2590252146″,645 a year to ,800 for family coverage and from 0 to id=”listicle-2590252146″,160 for self-only coverage. Retiree households using Prime would have seen more modest increases. TRICARE for Life recipients would been spared.
Commissary & exchange
Commissaries and exchanges nationwide are expected to see a few hundred thousand more shoppers. Conferees accepted House language to open base stores and services, starting in 2020, to any veteran with a service-connected disability, as well as to Purple Heart and Medal of Honor recipients, former prisoners of war and veteran caregivers.
Defense officials supported the House-backed provision, to strengthen the military resale system and to reward deserving veterans with shopper discounts, if an extra user fee could be imposed on these “secondary” groups of store patrons.
A department study concluded that “a large influx of new patrons is necessary to continue efficiently providing commissary and exchange benefits into the future.” Military associations and veteran groups also had backed the move.
Conferees modified House language in support of the president’s call for a Washington D.C. military parade. The conference report says it’s “appropriate to honor and celebrate 100 years of patriotic sacrifice in a way that expresses appreciation and admiration for our men and women in uniform.” But the bill “prohibits the use of operational units or equipment in the parade if the Secretary of Defense believes such use will hamper readiness.”

Uniforms for female personnel started off on the right foot. In the early days of WWII, the WAVES uniforms were designed by a former editor from Vogue who knew the wife of the then-Under-Secretary of Defense, James Forrestal. Mrs. Forrestal had been a fashion editor at Vogue and wanted the ladies to look sharp. And they did. Even the coveralls back then were flattering.
But things went south from there with a low point around the ’70s to the ’90s where confusion reigned and no one was sure if women’s uniforms should make them look like actual women. We ended up in a sea of polyester and high-waist pants that are not kind to any shape or size. Today, the battle rages on with efforts to make everyone look the same (which really means women pay for extra uniform items to look like men), and the average service member is left wondering why we spend so much on uniform changes but can’t seem to afford non-asbestos filled buildings. So, here for your viewing enjoyment is a list of the worst uniforms, and proposed uniforms, for each service branch.

Army: “Sea foam” green
What is this uniform and why did they make poor, unsuspecting Army Nurse Corps personnel wear it? In the words of Nancy Kerrigan, “Whyyyyyyy!?” Are you a nurse, a flight attendant? No, you are a soldier… in sea foam green… with gloves. One can only ponder the thought process of whoever signed off on this idea, but we hope they were colorblind because there is just no excuse for this kind of optical assault.

Navy: “Life, liberty, and the pursuit of a decent uniform”
We know the 1970s were all about the big collars, which can be the only reason why the Navy sought to bestow upon its female members the biggest, baddest necktie/neckerchief that ever was. We’re talking Bozo-like proportions here, people. Other notable elements of this ensemble include the shapeless, short sleeved blouse favored by polyester-wearing middle management business men and the beret, which no one really knew how to wear and which only women with bangs liked because it sat further back on the head.
Air Force: “Just cinch it”
The Air Force always gets made fun of, so it’s a head scratcher to think why they thought these new dress jackets would work. To be fair, this was a proposed uniform change in 2008 that was not a priority for the incoming Air Force Chief of Staff; but even so… yikes. The male version looks fine, but that belted style seems to work well on men (see every Marine in dress uniform, ever.) But on females, this uniform is ill-fitting and makes them look like some sort of Goth Dudley Do-Right. Also why is it dark blue? Something tells me the Navy was not pleased.

Coast Guard: Flying the not-so-friendly skies of fashion
Did you know the Coast Guard was an airline in the 1970’s? Wait, it wasn’t? Well what else could one think when looking at this collection of uniforms? The jumper is a nice touch. Nothing says, “I’m a strong, intelligent woman; treat me with respect” like a Catholic school uniform-inspired jumper; and we see the Coast Guard also got on board with the beret craze, though not successfully, we might add. What we can’t figure out is why we never knew that Patty Hearst was once in the Coast Guard…

Marine Corps: Semper Fabulous
You know what’s annoying? All of the female Marine Corps uniforms throughout the ages have been nice. Seriously, Google it. The uniforms are not bad, not even during the 1980s and 1990s when all the other service branches were moving to uniforms that made everyone look like a postal worker. From the beginning, these ladies looked sharp and fit and we can’t find anything wrong with them. Marines, looking spiffy throughout the ages. Oorah!
What’s the first thing you think of when you hear the term, “gadfly?” Do you think of some annoying person you wish you could just smack? Maybe you’re a rancher and you immediately think about an insect that bites your livestock. If you hear an Air Force or Navy pilot say “gadfly,” however, they’re not talking about some nuisance. They’re talking about a very deadly threat to themselves and their fellow aviators.
They’re talking about the SA-11/SA-N-7 “Gadfly,” a radar-guided surface-to-air missile fired from land-based mobile launchers and from a number of Russian, Chinese, and Indian warships. This missile earned infamy in 2014 when it was used by Russian-backed rebels in eastern Ukraine to shoot down Malaysian Airlines flight MH17, killing 298 people.
The SA-11 is a radar-guided missile with a range of 20 miles. The system entered service with land forces in 1980 and was deployed by the Soviet Navy on the first Sovremennyy-class guided-missile destroyers in 1983.
The missile did not see combat action, however, until 2008, when both Russia and Georgia used it during the South Ossetia War of 2008. Russian forces shot down four Georgian drones. The Georgian military used the SA-11 to down a Tu-22M Backfire and three Su-25 Frogfoot ground-attack planes.
In the 1990s, the system was widely exported for use within a number of land-based and naval-based units. India initially used the SA-N-7 on its Delhi-class destroyers and later went on to use it on Talwar-class frigates. China bought SA-N-7s when it acquired Sovremennyy-class destroyers from Russia, and eventually put together a land-based version they call the HQ-17.
