The Air Force is to ditch a nearly a half-billion dollar contract issued to a Chicago-based company to make bunker-buster bombs after complaints by lawmakers about the company’s ties to a Russian oligarch.
The Air Force awarded a contract worth $419.6 million to A. Finkl & Sons Co. to produce bomb bodies for the 2,000-pound BLU-137 penetrator warhead, which is meant to replace the BLU-109.
Finkl’s contract was slightly smaller than the $467.9 million award given to Ohio-based Superior Forge and Steel Corp to make 300 bomb bodies in the first year with the potential for as many as 3,500 more over four years.
However, according to Bloomberg Government, a group of lawmakers protested the decision, saying Finkl was not eligible for the award because of its foreign parent company, Swiss steel-maker Schmolz + Bickenbach, which is partially owned by Viktor Vekselberg, a Russian billionaire and aluminium magnate who has been hit by US sanctions.
By awarding the contract to Finkl, Pennsylvania Republican Rep. Mark Kelly told Bloomberg, the Air Force had “turned their back” on Ellwood National Forge, a longtime bomb-maker that employs 2,000 people and is based in Pennsylvania. Ellwood had worked on every previous generation of the bunker-buster warhead.
Vekselberg, born in Ukraine and based in Switzerland, is worth more than billion and holds an 11.34% stake and 1.25% stake in Schmolz + Bickenbach through two holding companies, both of which have been hit by US sanctions against Russia over that country’s actions in Crimea and Ukraine. (His stakes in Schomlz + Bickenbach were not large enough to draw sanctions on that company.)
Early 2018 the US imposed sanctions on Russian individuals and entities over Moscow’s suspected meddling in the 2016 US election — including assets worth between id=”listicle-2602523867″.5 billion and billion belonging to Vekselberg and one of the holding companies in question.
Kelly and nine other Republican members of Pennsylvania congressional delegation protested the decision in a July 27, 2018 letter, saying they were “so surprised” Ellwood has missed out on the contract “despite submitting the lowest cost bid and possessing far more experience than either of the companies that won a contract.”
“Perhaps more troubling is that one of the companies that was awarded a contract is the subsidiary of a foreign-owned conglomerate, even though the request for proposal explicitly barred foreign owned, controlled or influenced companies from applying to this contract,” the letter said.
In an Aug. 30, 2018 letter seen by Bloomberg Government, the Air Force appeared to concur, saying Finkl should have been ineligible because of foreign ownership and that it had sent “a notice of termination” to the Chicago-based firm. The Air Force’s letter did not mention Vekselberg.

Ellwood also filed a protest of the contract award, on which the Government Accountability Office has yet to rule. It is not clear whether the Air Force will reassign the contract or open it to a new round of bidding.
US sanctions on Russia over alleged meddling in the 2016 election have created other headaches for the Pentagon and lawmakers.
Under the Countering America’s Adversaries Through Sanctions Act, which President Donald Trump signed into law in August 2017, the US can put secondary sanctions on entities and individuals doing business with the Russian intelligence or defense sectors.
The latest defense authorization bill contains a waiver process for US partners that buy Russian weapons, but the Pentagon has said allies aren’t certain to be spared “from any fallout” from Russia sanctions.

It was a regular April night around the Luttrell home near Huntsville, Texas. It had been five years since Navy SEAL Marcus Luttrell fought the 2005 firefight with the Taliban that was portrayed in the film Lone Survivor. Since then, he received a Yellow Labrador puppy to help him recover from the unseen wounds of the war. He named the pup Dasy, an acronym of the names of his fellow SEALs — the ones that didn’t survive the battle.
A shot rang out throughout the area of the house. Luttrell sprang into action, grabbed a 9mm pistol, checked to see if his mother was alright, and then ran outside to check on Dasy. He found the puppy at the end of a trail of blood.
“When I saw she was dead, the only thing that popped into my head was, ‘I’ve got to take these guys out,'” Luttrell told NBC News.
Dasy was just four years old when gunmen shot and killed her.
He then spotted a suspicious vehicle nearby and tried to sneak up on it with a 9mm pistol. When he was 25 yards away, the car left — and Luttrell hopped in his pickup in hot pursuit.
“I saw my dog in a ditch and two men standing outside the car,” Luttrell said. “I could hear them laughing.”
He called the local emergency line and warned the 911 operator that he was chasing the men who killed his dog.
“I told them, ‘You need to get somebody out here because if I catch them, I’m going to kill them,'” Luttrell told the operator, according to the Houston Chronicle.
The Navy Cross recipient stayed on with the emergency operator as he chased the gunmen across three Texas counties in a 40-mile, high-speed chase. Luttrell was still recovering from a recent surgery but it didn’t stop him from attempting to catch the fleeing suspects.
Dasy was more than just a therapy dog to Luttrell. The four-year-old dog helped Luttrell at a time when he wasn’t talking about what happened and had trouble sleeping. Dasy wasn’t just a pet, she was like a daughter to the former SEAL.
Luttrell’s pickup truck couldn’t keep up with the car in which the suspects fled the scene, but the Texas Rangers eventually stopped the vehicle, arresting two of them for cruelty to a non-livestock animal and the driver for not having a license. According to the Rangers, the shooting was the latest in a series of five dog killings in an area Luttrell describes as “the middle of nowhere.”
When Luttrell arrived on the scene, he immediately confronted the suspects, demanding to know which of them murdered Dasy. According to Luttrell, they started talking smack.
“Marcus is trained to do certain things; he fell back on his training,” a Texas Ranger told NBC News. “I wouldn’t advocate to the general public to do what he has done — to follow them at that rate of speed.”

Alfonso Hernandez and Michael Edmonds were convicted in 2012 of shooting Dasy with a .357 pistol that night. The conviction was later upheld by a Texas appellate court. Edmonds turned on Hernandez, pleading guilty and testifying against him. Edmonds received five years probation while Hernandez received the maximum sentence, two years confinement and a ,000 fine.
Luttrell said losing Dasy was a huge setback in his life but he soon had another therapy dog in his life, another Yellow Lab named “Rigby.”
“G.I. Joe: The Rise of Cobra” star Channing Tatum is among over 4,000 people who may have had personal information exposed on an unsecured backup drive owned by an unidentified lieutenant colonel.
According to a report by the International Business Times, the information exposed on the unsecured drive, which was able to be accessed via an internet connection, included passport numbers, social security numbers, phone numbers, security clearance levels, and completed SF86 applications for security clearances.
The drive was secured with a password when the leak was discovered by a researcher.
The information contained is considered the “holy grail” by some experts in the field of national security, the website noted. Former government officials told ZDNet that the information could be used for blackmail purposes.
SF86 forms contain information that is used to determine what sort of classified material an individual can have access to. That information includes convictions, financial information, personal or business relationships with foreign nationals, mental health history and similar information. The data breach puts the individuals at risk for identity theft and financial fraud.

The materials on the drive included the spreadsheet that had information on Tatum gathered prior to a six-day tour the actor took in Afghanistan. Other unidentified celebrities also had their contact information compromised.
Information on various probes of American officials was also compromised in the hack. Some of those probes involved allegations of abuse of power. Bank information was also on the compromised disk, as well as years of e-mails.
Both ZDNet and the International Business Times noted that the device was accessible to anyone and searchable, so it may be impossible to determine who has accessed the drive.
The A-10 Thunderbolt II, known affectionately as the Warthog, is the U.S. Air Force’s most beloved and capable close air support craft. Its low airspeed and low altitude ability give it an accuracy unmatched by any aircraft in the Air Force fleet. No matter what anyone in an Air Force uniform tells you.
For one A-10 pilot, the CAS world was turned upside down in the First Gulf War. Captain Bob Swain was flying anti-armor sorties in central Kuwait during Operation Desert Storm. After dropping six 500-pound bombs and taking out two Iraqi tanks with Maverick missiles, he saw potential tangos several miles away, just barely moving around.
He was tracking what he thought was a helicopter. When his OV-10 Bronco observation plane confirmed the target, Swain moved in for the kill. One of the targets broke off and moved north (back toward Iraq), the other moved south. The A-10 pilot tracked the one moving south but couldn’t get a lock with his AIM-9 Sidewinder missiles because the target was too close to the ground, just 50 feet above.
So he switched to the A-10’s 30mm GAU-8 Avenger cannon – aka the BRRRRRT.
It would be the first air-to-air kill in the A-10’s operational history. But Swain didn’t know that. He was just concerned with taking it down and started firing a mile away from the helicopter. His shots were on target, but the helicopter didn’t go down.
“On the final pass, I shot about 300 bullets at him,” Swain recalled to a press pool at the time. “That’s a pretty good burst. On the first pass, maybe 75 rounds. The second pass, I put enough bullets down, it looked like I hit with a bomb.”
Swain’s A-10 became known as the “Chopper Popper” in Air Force lore and is now displayed on the grounds of the U.S. Air Force Academy in Colorado Springs.
North Korea launched on Sunday a land-based version of the KN-11 nuclear-capable ballistic missile that may have traveled further and faster than any North Korean missile before it.
The missile flew about 300 miles before hitting the Sea of Japan, likely further than any test before it and used solid fuel that allowed it to be launched off a tank-like truck in a matter of minutes, Pentagon spokesman Capt. Jeff Davis told reporters on Monday.
Older North Korean missiles have used liquid fuel, which requires them to travel with huge convoys and to gas up prior to a launch, which gives observers time to prepare and respond.
While Davis said the launch made clear the “grave threat to our national security,” he added that the US is “capable of defending against a North Korean ballistic missile attack.”
Experts on North Korea and missile defense told Business Insider a different story about the US’s ability to defend against North Korean attacks.
The US is “certainly capable of addressing the North Korean threat both regionally and to the homeland,” Abel Romero , the director of government relations at the Missile Defense Advocacy Alliance, told Business Insider. But he added that the systems in place have considerable flaws.
Though the US has guided missile destroyers and local missile defense batteries in the region, missile defense is not “solely the answer” to stopping threats from North Korea, Romero said.
Kelsey Davenport, the director of nonproliferation at the Arms Control Association, told Business Insider that missile defense isn’t a good enough response to North Korea’s missile tests — diplomatic engagement is needed.
The latest test “underscores the urgency for a new approach to North Korea,” Davenport said.
“The major issue with relying on the missile defense system is capacity,” Ian Williams, associate director at the International Security Program at the Center for Strategic and International Studies told Business Insider.
The US has 25,000 troops deployed to South Korea, and more than 50,000 in Japan. While most military sites have ballistic missile defenses, North Korea could potentially trick missile defenses by using decoys, exhausting the US’s supply of interceptor missiles, which can knock out incoming missiles.
The US just doesn’t “have enough interceptors to sit and play catch with everything that North Korea can throw,” Williams said. “US and allied missile defenses could likely absorb a first wave, but there would need to be coordination with strike forces to start knocking out North Korea’s missiles out before they could be launched.”
The second major issue, according to Williams, is coverage. The US uses multiple layers of missile defense systems like Patriot missile defense batteries and guided-missile destroyer ships, but they provide uneven coverage in the region.
The US has been pushing to deploy a larger range missile defense system to South Korea, known as Terminal High Altitude Air Defense (THAAD), as a kind of admission that the current systems have weaknesses and flaws.
But like other systems, THAAD isn’t perfect. It has an excellent track record within it’s range, but North Korea could simply send a submarine outside of range and fire away.
“Missile defense is not a surefire way to negate the threat posed by another country’s nuclear-capable ballistic missiles,” said Davenport.
For example, while the US may have systems in place to counter North Korea, it has no defenses built specifically to counter Chinese or Russian nuclear missiles, which are far more advanced and capable, according to Romero.
“As of right now I’ve never heard anyone come out and say we need to build a missile defense system to defend us from Russia and China,” said Romero.
Instead, the US uses diplomacy and the doctrine of mutually assured destruction to coexist with Russia and China. As the nuclear missile threat grows from North Korea, the US must find a way to coexist with them as well.
Turner’s mother was unable to make it to California, so the Marine Corps made the funeral arrangements. However, the plan to ship Staff Sergeant Turner’s remains to Georgia would hit a snag.
Instead, the Patriot Guard Riders stepped in to caravan Turner’s remains to Georgia. The group, which started as a way to provide a barrier between a group protesting military funerals and grieving families, has since expanded to fill out the ranks for homeless veterans who died and welcomes home troops returning from overseas.
“We did this primarily because his mother was unable to attend the services, and he had been cremated and we didn’t want him to go home in a Fed Ex box,” David Noble, the Vice President of Members for the group, told Tribunist.org. Riders from nine states took part in the cross-country trek.

This comes after Kandahar police chief general Abdul Raziq said the week before that certain countries in the region were keeping the Taliban’s war machine operational as they believe conflict in Afghanistan protects their interests.
He said countries such as Pakistan, Russia, and Iran are funding and equipping the Taliban and other insurgent groups in order to fuel the war machine and pursue their own objectives.
Raziq said some countries in the region have a vested interest in the conflict in Afghanistan.
He claimed that there is sufficient evidence to show that Pakistan, Russia, and Iran are funding the Taliban and other militant groups in the country.
“The Russians have been in contact with the Taliban militants since 2004 or 2005. It is not correct to say that they (Russians) engaged in ties with the Taliban in recent times (only), but now these relations have been clarified. Pakistanis, Iranians and the Russians are jointly supporting the terrorists, however the Russians do their work through Iran, for instance sending the Taliban weapons and money,” said Raziq.
U.S director of defense intelligence Lieutenant General Vincent R. Stewart said in Congress that despite signs of Russia’s support for the Taliban, U.S officials have not found physical evidence to back these claims.
On May 24, NATO Secretary General Jens Stoltenberg also said the alliance had heard reports to this effect but they too did not have proof.
The Afghan government has also said on a number of occasions in the past that they do not have evidence to back these claims.

The Russian embassy’s statement further said that Moscow once again declares that allegations of its support to the Taliban “does not match the reality (of the situation) and are merely unsubstantiated claims.”
This coincides with the Afghan National Security Adviser Mohammad Hanif Atmar’s meeting with his Indian counterpart Ajit Doval on the sidelines of a summit in Moscow, the national security council said in a statement.
The NSC said the two sides held talks on further expanding bilateral, political, and security relations.
The statement added that the two sides also held talks on the establishment of a comprehensive plan to support and strengthen the Afghan National Defense and Security Forces.
Atmar arrived in Moscow on May 23, heading a delegation of high-ranking Afghan officials.
Officials from 25 countries are meeting at the Russia Security Conference, which will focus on countering terrorism in the region.
The Army is now engineering a far-superior M1A2 SEP v4 Abrams tank variant for the 2020s and beyond –designed to be more lethal, faster, lighter weight, better protected, equipped with new sensors and armed with upgraded, more effective weapons, service officials said.
Advanced networking technology with next-generation sights, sensors, targeting systems and digital networking technology — are all key elements of an ongoing upgrade to position the platform to successfully engage in combat against rapidly emerging threats, such as the prospect of confronting a Russian T-14 Armata or Chinese 3rd generation Type 99 tank.
The SEP v4 variant, slated to being testing in 2021, will include new laser rangefinder technology, color cameras, integrated on-board networks, new slip-rings, advanced meteorological sensors, ammunition data links, laser warning receivers and a far more lethal, multi-purpose 120mm tank round, Maj. Gen. David Bassett, Program Executive Officer, Ground Combat Systems, told Scout Warrior in an interview.
While Army officials explain that many of the details of the next-gen systems for the future tanks are not available for security reasons, Basset did explain that the lethality upgrade, referred to as an Engineering Change Proposal, or ECP, is centered around the integration of a higher-tech 3rd generation FLIR – Forward Looking Infrared imaging sensor.
The advanced FLIR uses higher resolution and digital imaging along with an increased ability to detect enemy signatures at farther ranges through various obscurants such as rain, dust or fog, Bassett said.
“A combination of mid-wave and long-wave sensors allow for better target identification at long ranges and better resolution at shorter ranges,” Bassett explained. Higher-definition sensors allow Army crews to, for instance, better distinguish an enemy fighter or militant carrying an AK 47.
Improved FLIR technologies also help tank crews better recognize light and heat signatures emerging from targets such as enemy sensors, electronic signals or enemy vehicles. This enhancement provides an additional asset to a tank commander’s independent thermal viewer.
Rear view sensors and laser detection systems are part of these upgrades as well. Also, newly configured meteorological sensors will better enable Abrams tanks to anticipate and adapt to changing weather or combat conditions more quickly, Bassett explained.
“You do not have to manually put meteorological variables into the fire control system. It will detect the density of the air, relative humidity and wind speed and integrate it directly into the platform,” Basset explained.
The emerging M1A2 SEP v4 will also be configured with a new slip-ring leading to the turret and on-board ethernet switch to reduce the number of needed “boxes” by networking sensors to one another in a single vehicle. Also, some of the current electronics, called Line Replaceable Units, will be replaced with new Line Replaceable Modules including a commander’s display unit, driver’s control panel, gunner’s control panel, turret control unit and a common high-resolution display, information from General Dynamics Land Systems states.
Advanced Multi-Purpose Round
The M1A2 SEP v4 will carry Advanced Multi-Purpose 120mm ammunition round able to combine a variety of different rounds into a single tank round.
The AMP round will replace four tank rounds now in use. The first two are the M830, High Explosive Anti-Tank, or HEAT, round and the M830A1, Multi-Purpose Anti -Tank, or MPAT, round.
The latter round was introduced in 1993 to engage and defeat enemy helicopters, specifically the Russian Hind helicopter, Army developers explained. The MPAT round has a two-position fuse, ground and air, that must be manually set, an Army statement said.
The M1028 Canister round is the third tank round being replaced. The Canister round was first introduced in 2005 by the Army to engage and defeat dismounted Infantry, specifically to defeat close-in human-wave assaults. Canister rounds disperse a wide-range of scattering small projectiles to increase anti-personnel lethality and, for example, destroy groups of individual enemy fighters.
The M908, Obstacle Reduction round, is the fourth that the AMP round will replace; it was designed to assist in destroying large obstacles positioned on roads by the enemy to block advancing mounted forces, Army statements report.
AMP also provides two additional capabilities: defeat of enemy dismounts, especially enemy anti-tank guided missile, or ATMG, teams at a distance, and breaching walls in support of dismounted Infantry operations
Bassett explained that a new ammunition data link will help tank crews determine which round is best suited for a particular given attack.
“Rather than having to carry different rounds, you can communicate with the round before firing it,” Bassett explained.
Engineering Change Proposal 1
Some of the upgrades woven into the lethality enhancement for the M1A2 SEP v4 have their origins in a prior upgrades now underway for the platform,
Accordingly, the lethality upgrade is designed to follow on to a current mobility and power upgrade referred to as an earlier or initial ECP. Among other things, this upgrade adds a stronger auxiliary power unit for fuel efficiency and on-board electrical systems, improved armor materials, upgraded engines and transmission and a 28-volt upgraded drive system. This first ECP, slated to begin production by 2017, is called the M1A2 SEP v3 variant.
This ECP 1 effort also initiates the integration of upgraded ammunition data links and electronic warfare devices such as the Counter Remote Controlled Improvised Explosive Device – Electronic Warfare – CREW. An increased AMPs alternator is also part of this upgrade, along with Ethernet cables designed to better network vehicle sensors together.
The Abrams is also expected to get an advanced force-tracking system which uses GPS technology to rapidly update digital moving map displays with icons showing friendly and enemy force positions.
The system, called Joint Battle Command Platform, uses an extremely fast Blue Force Tracker 2 Satcom network able to reduce latency and massively shorten refresh time. Having rapid force-position updates in a fast-moving combat circumstance, quite naturally, could bring decisive advantages in both mechanized and counterinsurgency warfare.
Active Protection Systems
The Army is fast-tracking an emerging technology for Abrams tanks designed to give combat vehicles an opportunity to identify, track and destroy approaching enemy rocket-propelled grenades in a matter of milliseconds, service officials said.
Called Active Protection Systems, or APS, the technology uses sensors and radar, computer processing, fire control technology and interceptors to find, target and knock down or intercept incoming enemy fire such as RPGs and Anti-Tank Guided Missiles, or ATGMs. Systems of this kind have been in development for many years, however the rapid technological progress of enemy tank rounds, missiles and RPGs is leading the Army to more rapidly test and develop APS for its fleet of Abrams tanks.
The Army is looking at a range of domestically produced and allied international solutions from companies participating in the Army’s Modular Active Protection Systems (MAPS) program, an Army official told Scout Warrior.
General Dynamics Land Systems, maker of Abrams tanks, is working with the Army to better integrate APS into the subsystems of the Abrams tank, as opposed to merely using an applique system, Mike Peck, Business Development Manager, General Dynamics Land Systems, told Scout Warrior in an interview.
Peck said General Dynamics plans to test an APS system called Trophy on the Abrams tank next year.
Using a 360-degree radar, processor and on-board computer, Trophy is designed to locate, track and destroy approaching fire coming from a range of weapons such as Anti-Tank-Guided-Missiles, or ATGMs, or Rocket Propelled Grenades, or RPGs.
The interceptor consists of a series of small, shaped charges attached to a gimbal on top of the vehicle. The small explosives are sent to a precise point in space to intercept and destroy the approaching round, he added.
Radar scans the entire perimeter of the platform out to a known range. When a threat penetrates that range, the system then detects and classifies that threat and tells the on-board computer which determines the optical kill point in space, a DRS official said.
Along with Rafael’s Trophy system, the Army is also looking at Artis Corporation’s Iron Curtain, Israeli Military Industry’s Iron Fist, and UBT/Rheinmetall’s ADS system, among others.
Overall, these lethality and mobility upgrades represent the best effort by the Army to maximize effectiveness and lethality of its current Abrams tank platform. The idea is to leverage the best possible modernization upgrades able to integrate into the existing vehicle. Early conceptual discussion and planning is already underway to build models for a new future tank platform to emerge by the 2030s – stay with Scout Warrior for an upcoming report on this effort.
In 2009, the Department of Defense acquisition chief John J. Young, Jr. issued a mandate requiring the military departments to find new ways to reduce their use of hexavalent chromium (also known as hex-chrome or Cr6+). Hex chrome, which became infamous in the eyes of the public after the release of the film, Erin Brockovich, is a carcinogen that is harmful to humans and the environment. DoD maintenance facilities go to painstaking lengths to reduce the level of exposure sustained by their maintenance technicians due to hex chrome.
Hex chrome offers important corrosion prevention and control qualities in organic pre-treatments and primers used to coat a variety of military aircraft. For example, most coatings and primers used on legacy fighter and cargo aircraft such as the Navy’s F/A-18 and F-14, the Air Force’s C-130, C-5, and F-16 contain hex chrome, and the Army’s H-60 Black Hawk helicopter.
Chromate-based corrosion inhibitors are widely recognized as the best inhibitors available to the DoD. Their high level of performance means that they are still used prolifically as a coating for all types of military aircraft.

The Delicate Balance of Finding Alternatives to Hex Chrome
Complicating the issue of finding alternatives to hex chrome is the drastic cost of corrosion faced by the U.S. military. According to a study released by the DoD Corrosion Policy and Oversight Office, the DoD spent nearly $20 billion on corrective corrosion actions in fiscal year 2016. That expenditure amounts to nearly 20 percent of the entire DoD maintenance budget.
Moreover, corrosion experienced by Navy and Marine Corps aircraft costs approximately $3.43 billion annually and accounts for almost 28 percent of all maintenance costs. Corrosion-related maintenance prevents active aircraft from being ready for mission tasking for approximately 57 days each year.
The high cost of corrosion within the DoD persists despite its prolific use of carcinogenic, but best-in-class, chromate primers.
Navy experts who attack the problem of chromates walk a delicate line between finding an environmentally benign inhibitor and refusing to sacrifice so much performance that the DoD maintenance budget swells even further. Since 2009, the search by DoD and industry for a non-chromate primer has persisted alongside the expectation of finding an alternative that performs just as well as current chromate-based primers. Among DoD officials and engineers, this expectation has become known as the “as good as” requirement.
In response to Young’s 2009 mandate, experts at the Materials Engineering Division of the Naval Air Warfare Command – Aircraft Division (NAWCAD) in Patuxent River, MD, re-energized their internal primer research and development efforts in an effort to push the performance of non-chromated primers closer to that of chromated primers, since the products qualified at the time were the best available, but still not good enough for many naval aviation applications

To address this shortcoming, NAWCAD materials engineer Craig Matzdorf and chemical engineer William Nickerson, now with the Office of Naval Research, have invented their own solution to the problem. Their patented Active Aluminum-Rich (“Al-Rich”) technology is a powerful anti-corrosion chemical composition created for use in coating systems. The Al-Rich primer is a metalized, sacrificial, chromate-free, high-performance, anti-corrosion primer for use in all situations where a chromated primer is currently used.
“Al-Rich is superior to existing coatings based on the novel aluminum pigment that actively overcomes corrosion by electrochemical means,” said Matzdorf. “Current coatings rely on chemical inhibitors like chromate, which are less effective at fighting galvanic corrosion. We anticipate that the Al-Rich primer will reduce galvanic and other types of corrosion and its effect on the Navy’s cost and availability.”
Key Technology Components in Al-Rich Primer
Although metal-rich primers have existed for quite some time, there were some underlying problems. First, the most traditional metal-rich coatings, such as zinc-rich coatings, are far too heavy for aviation applications and are not effective on aluminum. Second, other metal-rich coatings did not have the longevity of performance in harsh operating environments. “The Al-Rich primer employs two unique approaches to alleviate these key issues and to provide corrosion protection at the level of chromate primers,” according to Matzdorf.
The first key component of the technology is the use of a specialty aluminum alloy as the pigment inside the primer. The alloy composition of this pigment is specifically chosen for its high efficiency. In turn, this high efficiency, in combination with the low density of aluminum, allows the coating to be applied at normal aviation thicknesses, thus eliminating weight concerns.
The technology’s second key component is a proprietary surface treatment applied to the pigment. By subjecting the primer’s pigment to a surface treatment, both the pigment’s overall level of performance and the primer’s overall length of performance are increased. A surface-treated particle boosts the performance of this metal-rich primer to meet the “as good as” requirement.
According to Matzdorf, these two key technology components combine to create a truly novel approach to non-chromated and high-performance primers. One area of Al-Rich primer’s performance excellence is its ability to reduce fastener-induced corrosion. Each time a titanium or stainless steel fastener is punched into the aluminum body of an aircraft, a potent corrosion cell is created. These corrosion cells cause prolific and expensive corrosion damage. For reasons that are likely to stem from its ability to protect aluminum electrochemically, the Al-Rich primer excels at preventing fastener-induced corrosion as well as filiform corrosion. In many scenarios, the Al-Rich primer outperforms its chromated counterparts at preventing these rampant corrosion problems.
Applications and Future Testing
Thus far, the Al-Rich primer has been applied to an Army H-60 helicopter, a NASA C-130 cargo plane, two Coast Guard H-60 tail sections, and various pieces of Navy support equipment. Engineers at NAWCAD have extensive lab data on this product and are now looking to test it extensively on a variety of DoD applications. However, to do so, the Navy needs to procure large batch sizes of the new primer. Because the Navy is not in the business of manufacturing commercial quantities of chemicals, it has begun licensing this Al-Rich primer technology to equipped and capable businesses.
Through funding sponsored by the Office of Naval Research over the next few years, the Navy plans to apply the new Al-Rich primer to larger and larger portions of its assets. Successful field demonstrations will allow the Navy to comply with the DoD mandate regarding hex chrome. According to officials at NAWCAD and the DoD Corrosion Policy and Oversight Office, Al-Rich primers represent an exciting new entry into the non-chromated anti-corrosion primer market.

While in Twentynine Palms, you’re going to sweat, which also means you’re losing weight. While you’re waiting to do whatever your platoon commander has planned for the day, you should knock out some crunches and planks. After a few weeks of training, you’re going to rotate home — those six-pack abs will be good for your dating life.

NASA is calling India’s destruction of a satellite last week a “terrible, terrible thing” and says the space debris created by the explosion should be considered a threat to the International Space Station and the astronauts on board.
“We modeled 6,500 fragments, basically those that were larger than half a centimeter,” Tom Johnson, the vice president of engineering for Analytical Graphics, said.

India downplayed the risk of debris after its missile launch, with its top scientists saying last week that the country expected the debris to burn out in Earth’s atmosphere in less than 45 days.
G. Satheesh Reddy, the chief of India’s Defence Research and Development Organisation, said a low-altitude military satellite was targeted with the goal of reducing the risk of debris.
“That’s why we did it at lower altitude — it will vanish in no time,” he told Reuters. “The debris is moving right now. How much debris, we are trying to work out, but our calculations are it should be dying down within 45 days.”
Acting US Defense Secretary Patrick Shanahan warned a day after India’s test that the event could create a “mess” in space.

Recruited as a child soldier into Islamic State’s branch in Afghanistan and Pakistan, Lal Mohammed accompanied his elder teenage brother, Bakht e Ali and their father, Taweez Khan, into the training and indoctrination for a promised life of religious glory. They lived for almost two years as members of the Wilayet e Khorasan, or Islamic State Khorasan Province, in Eastern Afghanistan.
“I was nine years old when I was with them. Now I am 12. They used to show us videos on how to fight and carry out suicide bombings,” Mohammad said.
His older brother was around 16 when he joined the militant group.
Islamic State, known regionally as ISKP, emerged in the region in early 2015. Most originally belonged to the Pakistani Taliban, which had been displaced from their stronghold in Pakistan’s tribal areas by a military operation.
Across the border in Afghanistan, 15 years of war had left vast swathes of territory without government. The age-old Pashtun tradition of welcoming guests helped them find shelter in the homes of local Shinwari tribesmen, who had been refugees during the Soviet invasion of Afghanistan in the 1980s and were eager to return the favor.
Eastern Afghanistan, particularly Nangarhar province, became an IS stronghold.
Later, many of those who provided shelter had to flee with their families, often leaving their belongings behind.
“When Daesh (ISKP) came to our area, most people already sympathized with them,” Ali said. “Our tribal elders and religious clerics started backing them. Daesh commanders started sitting with us in our homes. They would show us videos of the infidels oppressing Muslims.”
The militants told the locals their police and army were puppets of infidels and they needed to rise up in jihad, a holy war. Some of the locals, like Khan and his sons, joined their ranks.
Life with ISKP
Life with ISKP for the boys was regimented. They woke up before dawn to offer morning prayers, followed by religious lessons focused on jihad, then daily chores, and, finally, weapons training.
Ali recalled around 100 to 150 kids who lived and trained with them, including some who were under 10 years old, like his brother, Mohammad.
I saw it with my own eyes. They used to tell these young kids that if they carried out suicide bombings, all their troubles would be over and they would go straight to paradise. They were so good at indoctrination that any child who listened to them for a month would not listen to anyone else.
All the children’s needs, clothing, weapons, food, were taken care of. Khan, their father, received a salary from ISKP.
The two brothers remember their training to be very disciplined. The ultimate goal was to make them suicide bombers.
One day, they took the younger brother on a mission. “Daesh fighters told me we were going to be in a firefight, and that they would stay behind and open fire from the check post. I should go forward and explode my suicide vest,” Mohammad said.
ISKP lost that fight and had to retreat. He came back alive.
The militants focused on molding young minds by showing videos and playing militant music to increase the boys’ sense of affiliation with IS. The brothers said the idea of being part of something bigger than themselves, a battle between good and evil, felt good.
‘We wanted to slaughter someone’
Militants punished anyone who did not follow their fundamentalist brand of sharia. “We’ve seen torture. We’ve seen it happening to our own friends or relatives,” Ali recalled.
He also recalled how normal it was to kill someone.
We saw a lot of people get slaughtered. We also wanted to slaughter someone because we were told that this would bring us holy rewards from God. People who disagreed with Daesh were slaughtered.
Khan said, “Sometimes, they would tie people’s hands and feet, and then slaughter them. Sometimes they would hang a man from a tree and just leave him there to die. Sometimes they would just beat someone up with batons ’til he died,” he said.
Escaping from the militants
Not everyone was happy with the militants, but if someone tried to escape, ISKP militants usually went after them to punish or kill them.
Despite that danger, and the promises of heaven and glorious rewards from God, the father and sons said the atrocities became too much for them to handle.
Khan described a growing sense of alienation from the group, which he started seeing as foreigners oppressing his countrymen.
“These men from TTP (Pakistani Taliban) started working here as IS. They started taking land and trees from the locals as spoils of war,” he said. “They used to kidnap Afghanis to get ransom,” he added.
Eventually, Khan decided to take his sons, and some other men under his command, and escape to a government-controlled area. They surrendered to local police. He now works with the police.
“Even now, if IS finds out we are here, they will find us and kill us,” Ali said.
Meanwhile, they have no idea of the fate of dozens of other child soldiers who were living with ISKP.
According to a Human Rights Watch report, the Taliban have also trained and deployed scores of children for military operations and used them to plant homemade bombs.
The United Nations has documented the use of child soldiers by Afghan police.
In December last year, the Afghan government signed an initiative called the Child Protection Policy, with the aim of protecting children in conflict zones, including barring its security forces from using children in armed conflict.
But for children like Ali and Mohammad, there is no effective program to de-radicalize and re-integrate them into society. Now, Bakht e Ali works as a security guard, while Lal Mohammad stays at home and has not joined school again.
The US military, despite the rise of powerful rivals, remains an unmatched military force with more than 2 million active-duty and reserve troops ready to defend the homeland and protect American interests abroad.
