Whether they are kept for a few weeks or a lifetime, animals in shelters and foster homes around the nation rely on dedicated and caring individuals that can help them find a forever home.
To ensure these animals receive the support they need, Air Force Capt. Daniel Hale, the officer in charge of plans and scheduling for the 563rd Operations Support Squadron here, and his veterinarian wife, Dr. Kristen Hale, decided to take on the responsibilities that comes with fostering rescue animals.
The Hales began their animal rescue efforts with their dog Squish.
“When I worked emergency, Squish came in at four weeks old after sustaining injuries from being trapped under a couch,” Dr. Hale said. “We decided to take him in as a foster and he’s been with us ever since.”
After adopting Squish into their family, the Hales continued to foster companion animals. In the past three years, the couple has fostered more than 20 sheltered pets.
Unfortunately, not all fostered pets in the care of the Hales are immediately adopted by families due to the medical condition of the animals.
“A lot of the pets we take in [have] specific medical needs,” Dr. Hale said. “Without a foster family to give them the individual attention they need, many of the animals would have never found homes because they would have been put down.”

Thanks to the help of local rescue shelters, foster families don’t have to worry about paying for the medical expenses of the animals while the rescue pet is in the family’s care.
Because of the nature of some of these medical conditions, the time it takes to nurse the animals to full health can vary.
“We’ve had animals anywhere from three days to six weeks,” Capt. Hale said. “After we’ve made sure they are ready to be adopted, we get them as much exposure as we can through local rescue shelters to increase their chances of finding a family.”
Because of the efforts of families like the Hales, shelter adoption rates have steadily climbed over the years, leading to fewer overcrowded facilities.
According to the American Society for the Prevention of Cruelty to Animals, adoption rates have risen roughly 18 percent from 2011 to 2017, and shelter animal euthanasia rates have decreased approximately 42 percent.
“If you can’t keep an animal around for long or are not ready to make the commitment to permanently care for a pet, you can still make a difference by providing them with a foster home,” Dr. Hale said.

China has stopped major land-reclamation in the South China Sea but is continuing to work on facilities it has already built there, according to the US Defense Department’s annual report on Chinese military activity, which noted that China could soon add nuclear power plants to the mix.
After adding 3,200 acres of land to seven reefs and islands it occupies, China hasn’t done substantial artificial-island creation since late 2015, but at three of those outposts, the Pentagon report said, “Construction of aviation facilities, port facilities, fixed-weapons positions, barracks, administration buildings, and communication facilities at each of the three outposts was underway throughout 2017.”
“The outposts may be capable of supporting military operation in the Spratly Islands and throughout the region, but no permanent large-scale air or naval presence has been observed,” according to the report.
Other countries have disputed China’s claims in the South China Sea — through which an estimated one-third of global shipping travels — and an international tribunal has rejected China’s claims to islands there.

While China has said those projects are meant to improve the lives of personnel at those outposts, the work may be part of an effort to assert de facto control of the area and to maintain a more flexible military presence in order to boost its operational and deterrence abilities, the Pentagon report said.
“China’s plans to power these islands may add a nuclear element to the territorial dispute,” the report added. “In 2017, China indicated development plans may be underway to power islands and reefs in the typhoon-prone South China Sea with floating nuclear power stations.”
State-owned China National Nuclear Power said in late 2017 that it had set up a joint venture with several energy and ship-building firms to boost the country’s nuclear-power capabilities as a part of Beijing’s aim to “become a strong maritime power.”
That announcement came about a year after the state-run China Security Journal said Beijing could construct up to 20 floating nuclear power plants to “speed up the commercial development” in the South China Sea.
Floating nuclear power plants could bolster China’s nuclear-energy capacity and support overseas activities by providing electricity and desalinated water to isolated outposts.
“China sees securing the ability to develop marine nuclear tech as a manifestation of its maritime power status,” Collin Koh, a military expert at Singapore’s Nanyang Technology University, told The South China Morning Post in 2017. “It will enhance Beijing’s staying power and assert its claims, as military garrisons and civilian personnel living on those remote outposts would be able to sustain themselves better [and therefore stay longer].”

Experts have said that the technology for floating plants, which provide about one-quarter of the energy produced by onshore plants, is not yet mature but that major powers are pursuing their development because of the mobility they provide.
Russia has already deployed its own floating nuclear reactor. In May 2018, the Akademik Lomonsov, the first nuclear power plant of its kind, arrived at the port of Murmansk on the Barents Sea ahead of a voyage to Russia’s far east, where it is to provide power for an isolated town on the Bering Strait.
While Russia has decades of experience operating nuclear-powered icebreakers, activists have criticized the plan. Greenpeace has dubbed the plant the “nuclear Titanic” and a “floating Chernobyl.”
“There are serious challenges unique to regulating the operational safety of floating nuclear power plants due to the novelty of the technology, the difficult operating conditions, and the inherent safety limitations of these plants,” like a higher chance of incidents due to collisions or capsizing, Viet Phuong Nguyen, a nuclear researcher at the Korea Advanced Institute of Science and Technology, wrote for The Diplomat in early 2018
In light of civil-liability issues related to potential accidents with these plants and safety risks stemming from piracy or terrorism, “the best case scenario” for the region would be China reconsidering the plan or delaying the deployment, he wrote.
But China’s plan to test the plants at sea before 2020 makes that scenario unlikely, he said, so Southeast Asian countries “should soon seek at least a communication channel with China on how to exchange information on the safety of the fleet and the regulation of its operation, while not compromising the territorial claims of each country over the islands in the South China Sea.”

Russia can’t afford its Burevestnik nuclear-powered cruise missile, which still doesn’t work right and may not be combat ready for another decade, CNBC reports, citing US intelligence assessments.
Russian President Vladimir Putin proudly boasted last year that the weapon could skirt enemy defenses and fly indefinitely, giving it unlimited range, but the farthest this missile has ever flown in testing is 22 miles.
The most recent test took place in late January 2019, The Diplomat reported in early February 2019, noting that Russia had decided to restart testing after a pause last summer.
The test was apparently only “partially successful,” The Diplomat explained, indicating that the weapon still doesn’t function as intended. No country has ever fielded a nuclear-powered cruise missile, although the US briefly flirted with the idea many years ago.
US intelligence currently assesses it might be another decade before the Burevestnik cruise missile is ready for combat, but even then, Russia is expected to only produce a few of these potentially powerful missiles because they are too expensive for the country to develop, CNBC reports.
This certainly isn’t the first superweapon Russia has hyped up that turned out to be unobtainable due to budget limitations.
Russia unveiled its hard-hitting T-14 Armata tank at the 2015 Moscow Victory Day Parade, where one embarrassingly broke down and had to be towed away during rehearsal.

Russia had initially planned to mass produce and field as many as 2,300 Armatas by 2025, but that number was reduced to 100, as the cost of this state-of-the-art tank, which includes an unmanned turret and other expensive features, was way over budget.
Instead of buying more Armatas, Russia opted to upgrade and improve its older T-72, T-80, and T-90 tanks, capable armor units but definitely nothing like what Russia promised for the Armatas.
The country decided to do the same with its fifth-generation Su-57 stealth fighter.
Rather than mass produce the aircraft, which was built to take down the US F-35s, Russia instead chose to purchase only a limited number and focus on improving its fourth-generation fighters.

The largest naval exercise in the world is underway in the Pacific, and to show the world that it means business, China officially commissioned its fourth vessel of a new model of guided-missile destroyers on Tuesday.
Equipped with advanced weapons that can engage other ships and submarines, the independently developed Yinchuan will be China’s most advanced guided-missile destroyer in service. The ship will be able to engage in all manner of operations, including aerial defense, anti-sea operations, and antisubmarine missions.
But other unnamed experts, according to China.org.cn, have speculated that the Yinchuan would outperform the Japanese Atago-class, the South Korean Sejong the Great-class, and the Arleigh Burke-class destroyers.
The Yinchuan is the fourth ship in its class to be unveiled by China to date.
A top U.S. official has met with the Ukrainian foreign minister in New York to discuss “cooperative efforts against Russia’s malign influence,” among other things, the State Department says.
A statement said the Sept. 25, 2018 meeting between U.S. Deputy Secretary of State John Sullivan and Ukraine’s Foreign Minister Pavlo Klimkin on the sidelines of the UN General Assembly also touched upon Russia’s “use of energy projects to extort and intimidate Ukraine and other European allies,” as well as Kyiv’s progress in implementing political and economic reforms.
Sullivan reiterated that the United States “will never recognize Russia’s attempted annexation” of Ukraine’s Crimean Peninsula and reaffirmed “strong U.S. support” for the country’s sovereignty and territorial integrity, according to the statement.
Relations between Moscow and the West have deteriorated to a post-Cold War low over issues including Russia’s seizure of Crimea in March 2014, its role in wars in Syria and eastern Ukraine, its alleged election meddling in the United States and Europe, and the poisoning of a Russian double agent and his daughter in Britain in March 2018.
Fighting between Ukrainian government forces and Russia-backed separatists has killed more than 10,300 in eastern Ukraine since April 2014.
Moscow’s support for the separatists and its illegal annexation of Crimea prompted the United States, the European Union, and others to impose sanctions on Russia.
Washington has also threatened to impose sanctions over the construction of an underwater natural gas pipeline to deliver Russian natural gas directly to Germany under the Baltic Sea, circumventing the traditional route through Ukraine.
Speaking at the UN General Assembly on Sept. 25, 2018, U.S. President Donald Trump said that Germany “will become totally dependent on Russian energy if it does not immediately change course” on the construction of the Nord Stream 2 pipeline, which aims to double the capacity of an already existing pipeline.
Ukrainian President Petro Poroshenko was scheduled to address the assembly later in the day.

The one-of-a-kind helicopter carrier, HMS Ocean, has found a new home in the Southern Hemisphere. The Brazilian Navy has acquired the carrier and will use it to replace the French-built Clemenceau-class carrier Sao Paolo (formerly known as Foch).
According to a report by TheDrive.com, the Royal Navy is letting HMS Ocean go despite an extensive and expensive refit. According to the Sixteenth Edition of the Naval Institute Guide to Combat Fleets of the World, HMS Ocean displaces 21,578 tons, is capable of operating 12 transport helicopters and six attack helicopters, and is armed with three Phalanx Close-In Weapon Systems and five 20mm cannon. The vessel also operates four Landing Craft Vehicle and Personnel (LCVP), modern versions of the World War II “Higgins boats.”
HMS Ocean was commissioned by the Royal Navy in 1999 and had served for 19 years. The vessel was used to provide security support for the 2012 Olympics in London. While designed to haul 500 Royal Marines, HMS Ocean also carried out humanitarian missions, including relief operations in the wake of Hurricane Irma last year.
Brazil was seeking a replacement for the French-built Clemenceau-class carrier Foch, which they chose to decommission and scrap after 17 years of service. Known as Sao Paolo under Brazilian service, the carrier displaced just under 31,000 tons and was able to operate up to 37 aircraft. The Sao Paolo operated 14 Skyhawks and five helicopters.
While the former HMS Ocean is not able to operate the Skyhawks, it will still give Brazil a measure of power projection. The vessel is still quite young (France operated the Foch for 37 years before handing it over to Brazil), so Brazil may be able to get a lot of use yet from this ship.

You’d never know that he was born into African royalty, lost his father and everything his family owned, relocated to the Bronx, got caught up in illegal and dangerous activities, and found his way out not just in the military but as a United States Navy SEAL — one of the most elite military programs in the world.
Now, he gives back, helping at-risk youths the same way he was once helped: by believing in them.

In his new book Transformed, Adeleke details his unlikely journey where he is both unflinching while admitting his mistakes and unsparing while reflecting on the people who helped him. As we spoke, he observed that many of the critical guides in his life were women — starting with his mother and his military recruiter.
In his book he details how Petty Officer Tiana Reyes managed to help a poor kid from the Bronx — with a record and an outstanding warrant for his arrest — qualify for the Navy SEALs. I don’t mean to spoil one of my favorite moments, but Reyes personally accompanied Adeleke to multiple court hearings to advocate for him.
“She knew that no one would take a chance on a kid from the Bronx,” he told me when I asked why she did it. It turned out that Reyes was from the Bronx, too, and she knew the obstacles facing families there. He promised her that he wouldn’t let her down and that promise guided him through boot camp, into BUD/S, and beyond.
The assistance she gave him would also inspire him to return to inner cities to help others.
“Strategic mentorship is how we can improve inner city environments. If military veterans, doctors, or successful actors came to the inner cities to mentor children, we could change their lives,” he said when I asked how we can make a difference for at risk youths.

Taking on a broken system — one kid at a time
“Honor, courage, and commitment were instilled into me by the Navy, as well as excellence. In SEAL training, just meeting the standard wasn’t enough. Now, my character is built on excellence: keeping my word, being on time, and pushing myself.” After his military career, Adeleke pursued writing, speaking, and acting, notably including a role in Transformers: The Last Knight.
He has climbed high but he hasn’t forgotten his roots.
“If make a mistake as a youth, you get marked,” he noted, adding that African American males who grow up in single-parent households are nine times more likely to drop out of high school and twenty times more likely to end up in prison than any other demographic. This becomes a cycle for these families — but it doesn’t have to be.
Now, the message he gives to inner-city youths is that they can be whatever they want to be — if they do the work. He tells them his own story, sharing the deficiencies he had to overcome. “You have to do the extra hard work. You have to. And if you do that, you really can be anything you want to become.”

He began with the drive to help and he hasn’t stopped.
“Ten years ago, I was living in San Diego and I decided to go find kids who needed help. I went to ministries and non-profits and asked if there were kids who needed to hear my message.” Now, Adeleke partners with non-profits like La Mesa City Hope, continuing to serve after his service.
His book details his incredible journey, but ultimately, it is about overcoming the odds — any odds, for anyone, anywhere. He has embodied that message and now he encourages others to do the same.
The Air Force is now testing new, high-tech sensors, software, electronics and other enemy radar-evading upgrades for its B-2 stealth bomber to preserve its stealth advantages and enable the aircraft to operate more effectively against increasingly capable modern air defenses.
The massive upgrade, designed to improve what’s called the bomber’s Defensive Management System, is described by Air Force developers as “the most extensive modification effort that the B-2 has attempted.”
The Defensive Management System is a technology designed to help the B-2 recognize and elude enemy air defenses, using various antennas, receivers and display processors to detect signals or “signatures” emitting from ground-based anti-aircraft weapons, Air Force Spokesman Capt. Michael Hertzog said in a written statement.
The modernized system, called a B-2 “DMS-M” unit, consists of a replacement of legacy DMS subsystems so that the aircraft can be effective against the newest and most lethal enemy air defenses.
“This system picks up where mission planning ends by integrating a suite of antennas, receivers, and displays that provide real-time situational awareness to aircrew. The DMS-Modernization program addresses shortcomings within the current DMS system,” Hertzog added.
Upgrades consist of improved antennas with advanced digital electronic support measures, or ESMs along with software components designed to integrate new technologies with existing B-2 avionics, according to an Operational Test Evaluation report from the Office of the Secretary of Defense.
The idea of the upgrade is, among other things, to inform B-2 crews about the location of enemy air defenses so that they can avoid or maneuver around high-risk areas where the aircraft is more likely to be detected or targeted. The DMS-M is used to detect radar emissions from air defenses and provide B-2 air crews with faster mission planning information – while in-flight.
Air Force officials explain that while many of the details of the upgraded DMS-M unit are not available for security reasons, the improved system does allow the stealthy B-2 to operate more successfully in more high-threat, high-tech environments – referred to by Air Force strategists as highly “contested environments.”
Many experts have explained that 1980s stealth technology is known to be less effective against the best-made current and emerging air defenses – newer, more integrated systems use faster processors, digital networking and a wider-range of detection frequencies.
Upon its inception, the B-2 was engineered to go against and defeat Soviet air-defenses during the Cold War; the idea was to operate above enemy airspace, conduct attack missions and then return without the adversary even knowing the aircraft was there. This mission, designed to destroy enemy air defenses, was designed to open up a safety zone or “air corridor” for other, less stealthy aircraft to conduct attacks.
In order to accomplish this, B-2 stealth technology was designed to elude lower-frequency “surveillance” radar – which can detect the presence of an aircraft – as well as higher-frequency “engagement” radar precise enough to allow air defenses to track, target and destroy attacking aircraft, developers explained.
It is widely believed that modern air defenses such as these are now able to detect many stealth aircraft, therefore complicating the operational equation for bombers such as the B-2, senior Air Force officials have acknowledged.
These newer air defense technologies are exhibited in some of the most advanced Russian-built systems such as the S-300 and S-400. In fact, according to a report from Dave Majumdar in The National Interest and reports in the Russian media, the Russians are now engineering a new, more effective S-500 system able to hit some stealthy targets out to 125 miles or further.
In fact, The National Interest once cited a Russian media report claiming that “stealth” technology was no longer useful or relevant – a claim that is not believed to be true at all, or is at least unambiguously disputed by many experts and developers familiar with stealth technology.
For this reason, many senior Air Force developers have explained that – moving into the future – stealth technology is merely one arrow in a metaphorical “quiver” of offensive attack capabilities used by the B-2.
Nonetheless, Hertzog explained that upgraded B-2 stealth technology will have a much-improved operating ability and “strategic advantage” against a vastly wider range of air defenses.
“With necessary upgrades, the B-2 can perform its mission regardless of location, return to base safely, and permit freedom of movement for follow-on forces, including other long range strike platforms. Modifications such as the DMS-M are necessary to preserve this strategic advantage against 21st century threats,” Hertzog added.
The DMS-M upgrade does not in any way diminish the stealth properties of the aircraft, meaning it does not alter the contours of the fuselage or change the heat signature to a degree that it would make the bomber more susceptible to enemy radar, developers said.
Many advanced air defenses use X-band radar, a high-frequency, short-wavelength signal able to deliver a high-resolution imaging radar such as that for targeting. S-band frequency, which operates from 2 to 4 GHz, is another is also used by many air defenses, among other frequencies.
X-band radar operates from 8 to 12 GHz, Synthetic Aperture Radar, or SAR, sends forward and electromagnetic “ping” before analyzing the return signal to determine shape, speed, size and location of an enemy threat. SAR paints a rendering of sorts of a given target area. X-band provides both precision tracking as well as horizon scans or searches. Stealth technology, therefore, uses certain contour configurations and radar-absorbing coating materials to confuse or thwart electromagnetic signals from air defenses.
These techniques are, in many cases, engineered to work in tandem with IR (infrared) suppressors used to minimize or remove a “heat” signature detectable by air defenses’ IR radar sensors. Heat coming from the exhaust or engine of an aircraft can provide air defense systems with indication that an aircraft is operating overhead. These stealth technologies are intended to allow a stealth bomber to generate little or no return radar signal, giving air dense operators an incomplete, non-existent or inaccurate representation of an object flying overhead.
Also, the B-2 is slated to fly alongside the services’ emerging B-21 Raider next-generation stealth bomber; this platform, to be ready in the mid-2020s, is said by many Air Force developers to include a new generation of stealth technologies vastly expanding the current operational ranges and abilities of existing stealth bombers. In fact, Air Force leaders have said that the B-21 will be able to hold any target in the world at risk, anytime.
While many senior Air Force officials have made this point in recent years, the ability of the B-21 to strike anywhere in the world, was something emphasized by Lt. Gen. Arnold Bunch, Military Deputy, Office of the Assistant Secretary of the Air Force for Acquisition, told Scout Warrior last year in an exclusive interview.
Naturally, many of the details of these stealth innovations are, by design, not available for public discussion – according to Air Force and Northrop Grumman developers.
The DMS-M program achieved a key acquisition milestone last year, authorizing the program to enter what’s called the Engineering Manufacturing and Development (EMD) phase.
“Major efforts during the EMD phase include the system Critical Design Review, completion of hardware and software development efforts, Integrated Test, and Initial Operational Test and Evaluation. Three aircraft will be modified during EMD to support the successful completion of this phase,” Hertzog explained.
The program plans on achieving 2019 Full Rate Production following this phase in 2019.
The total Research Development, Test and Evaluation funding for B-2 DMS-M is $1.837B to develop four units, Hertzog added.
The B-2 is engineered and built by Northrop Grumman; the major subcontractors on the program are BAE (receivers), Ball Aerospace and L-3 Randtron (antennas), and Lockheed Martin (display processors).
Total procurement funding for the B-2 DMS-M program is $832M to procure 16 additional units.
The Air Force currently operates 20 B-2 bombers, with the majority of them based at Whiteman AFB in Missouri. The B-2 can reach altitudes of 50,000 feet and carry 40,000 pounds of payload, including both conventional and nuclear weapons.
The aircraft, which entered service in the 1980s, has flown missions over Iraq, Libya and Afghanistan. In fact, given its ability to fly as many as 6,000 nautical miles without need to refuel, the B-2 flew from Missouri all the way to an island off the coast of India called Diego Garcia – before launching bombing missions over Afghanistan.
Two Navy destroyer collisions in the Pacific this summer that claimed the lives of 17 sailors were preventable and resulted from multiple failures on the part of senior officers and sailors standing watch to avert disaster, according to a new investigation released October 31.
The destroyer Fitzgerald collided with the Philippine-flagged tanker ACX Crystal off the coast of Japan on June 17, claiming the lives of seven sailors when compartments flooded.
Two months later, on Aug. 21, the destroyer John S. McCain and Liberian-flagged container ship Alnic MC collided near the Straits of Malacca, causing the deaths of another 10 sailors.
“Both of these accidents were preventable and the respective investigations found multiple failures by watchstanders that contributed to the incidents,” Chief of Naval Operations Adm. John Richardson said in a statement released Nov. 1. “We must do better.”
Released investigations totaling 72 pages showed that errors and failures — ranging from inadequate training and knowledge to undue fatigue — played roles in both collisions.
The Fitzgerald was not operating at a safe speed appropriate to the number of the ships in the area, officials found, and failed to notify other ships of danger and take proper action.
In addition, they found, watchstanders were paying attention only on Fitzgerald’s port side, not on the starboard side, where three ships presented a collision risk.
In the case of the McCain, the report found, errors compounded following mistakes in operating the ship’s steering and propulsion.
The ship made too sharp of a turn to the port, or left, side, just before the collision, officials found, a mistake due in part to the fact that several sailors on watch during the collision had been temporarily assigned from the cruiser Antietam, which has significantly different steering controls.
“Multiple bridge watchstanders lacked a basic level of knowledge on the steering control system, in particular the transfer of steering and thrust control between stations,” investigators found.
The release of the reports comes a day before Richardson and the commander of U.S. Fleet Forces Command, Adm. Philip Davidson, are set to discuss the way forward for the Navy in a press conference at the Pentagon.
Hours after the McCain collision, Richardson commissioned Davidson to complete a 60-day comprehensive review of Navy surface warfare deployment and training practices and determine areas for improvement to prevent further disasters.
“We are a Navy that learns from mistakes, and the Navy is firmly committed to doing everything possible to prevent an accident like this from happening again,” Richardson said Wednesday. “We must never allow an accident like this to take the lives of such magnificent young Sailors and inflict such painful grief on their families and the nation.”
The Air Force spent a lot of time trying to mothball the A-10 Thunderbolt II over the past few years. After realizing there is no reliable close-air support (CAS) alternative to the airframe, however, Congress fought the Air Force at nearly every turn.
The plane, dubbed the Warthog for its snoutlike nose and the distinctive sound of the GAU-8 Avenger 30mm cannon around which the aircraft is built, is slower than other tactical jet aircraft. Its max speed is 439 mph, while the F-16 tops out at 1,350 mph. What the Warthog lacks in speed, it makes up for in durability, featuring 1,200 pounds of titanium armor plating around the cockpit and its necessary systems. The A-10’s ability to take a beating from ground fire while providing such close support makes it the perfect CAS aircraft.
The move to retire the A-10 came while American forces were pulling out of Afghanistan and were already out of Iraq. Under budgetary pressure, the Air Force wanted to replace the A-10 mission with the new F-35 Joint Strike Fighter, whose abilities were designed for the entire battlespace. The rise of ISIS and new combat roles for ground forces in the region saved the Warthog from the boneyard. The A-10 was designed to work in tandem with ground forces and theater commanders are seeing more and more demand for the unique support the bird provides.
“When you’re talking to a 19-year-old man with a rifle, who’s scared on the other end of a radio,” another Air Force A-10 pilot says in the video. “You know he doesn’t care about fiscal constraints, ‘big picture’ Air Force policy, the next fancy weapons system coming down the pipeline. He cares about being saved right then and there.”
The Pentagon is due to submit its 2017 budget proposal to Congress next week and officials tell Defense One the life of the plane will be extended because of that demand. Congress criticized the Air Force for attempting to retire the A-10 without a replacement plan.
As part of the most recent National Defense Authorization Act (NDAA), Congress mandated the Air Force couldn’t retire the plane without an independent study to find a replacement with the “ability to remain within visual range of friendly forces and targets to facilitate responsiveness to ground forces and minimize re-attack times … the ability to operate beneath low cloud ceilings, at low speeds, and within the range of typical air defenses found in enemy maneuver units … the ability to deliver multiple lethal firing passes and sustain long loiter endurance to support friendly forces throughout extended ground engagements.”
A Russian cruise missile that the country touted as having “practically unlimited” range appears to be falling short, sources with knowledge of a US intelligence report told CNBC.
The cruise missile, which Russian President Vladimir Putin unveiled at a Russian Federal Assembly in March 2018, only flew for around two minutes and traveled 22 miles before it lost control and crashed, CNBC reported May 21, 2018. Another missile test reportedly lasted just four seconds with a distance of five miles.
Russia tested the missile four times between November 2017, and February 2018, at the behest of senior officials, even though engineers voiced doubt over the program, according to CNBC’s sources.
Putin previously touted a new generation of weapons in a presentation that displayed missile trajectories going from Russia to the US. In addition to the cruise missile, Putin teased unmanned underwater drones purportedly capable of carrying a nuclear warhead, and a hypersonic glide vehicle.
“I want to tell all those who have fueled the arms race over the last 15 years, sought to win unilateral advantages over Russia, introduced unlawful sanctions aimed to contain our country’s development: All what you wanted to impede with your policies have already happened,” Putin said in a speech. “You have failed to contain Russia.”
Russia’s cruise missile capabilities may have missed the mark, but sources said it succeeded in other aspects. The hypersonic glide vehicle, which is believed to be able to travel five times the speed of sound, would render US countermeasures useless and could become operational by 2020, according to CNBC.
“We don’t have any defense that could deny the employment of such a weapon against us,” US Air Force General John Hyten, the commander of US Strategic Command, said at a Senate Armed Services Committee hearing in March 2018.

The head of the Air Force Academy stood all his 4,000 cadets at attention Sept. 28 to deliver a message on racial slurs found written on message boards at the academy’s preparatory school.
Chins in and chests out, the cadets were flanked by 1,500 officers, sergeants, athletic coaches, and civilian professors inside cavernous Mitchell Hall. Lt. Gen. Jay Silveria told them to take out their smartphones and record his words.
“If you can’t treat someone with dignity and respect, then get out,” he said.
Silveria spoke as investigators interviewed cadet candidates at the prep school, where five black students woke up Sept. 26 to find “Go Home” followed by the epithet scrawled on message boards outside their rooms.
Sources at the academy said there appeared to be a single vandal involved, judging by the handwriting.
“Security Forces are looking into the matter,” Lt. Col. Allen Herritage said in an email. “We’re unable to release any additional information at this time due to the ongoing investigation.”
The preparatory school gives cadet candidates a year of rigorous tutoring so they can meet the academy’s strict academic standards. Traditionally, more than half of the students at the prep school are recruited athletes.
Racial slurs are legal in the rest of society, but not in the military, where their use is the kind of conduct that can be court-martialed. Those who wrote the slurs could face charges of violating orders and conduct unbecoming an officer.
Silveria, who took command at the school in August, has told cadets and staff repeatedly that his highest priority is ensuring a climate of “dignity and respect.” He called that a “red line” that can’t be crossed without severe repercussions.
After the speech, he said the Sept. 28 gathering, which drew nearly all of the academy’s personnel, was not mandatory.
The general said having the school’s officers take time to come to the speech showed their dedication to stamping out racism at the school, where about a third of cadets are minorities.
“The most important message there was not from me,” he said.
Silveria wants his cadets and other troops angry about what happened at the preparatory school.
“You should be outraged,” he told them.
He said the Sept. 28 show of opposition to racism should counter any impact on recruiting minority cadets.
“I’m not worried at all after what we demonstrated today,” he said.
The public display Sept. 28 is in contrast to how the academy has dealt with controversy in recent years, with probes into a variety of issues from sexual assault to an on-campus death dealt with behind a veil of secrecy.
After the speech, Silveria said he thinks dealing with the racial slurs in public is important.
“I wanted to make it clear, this is not something I am keeping from anyone,” he said. “We have to talk about what that means.”
The academy in recent weeks has worked to address the racially-charged state of America. This week, academy dean Brig. Gen. Andy Armacost hosted a campus-wide discussion about white supremacist incidents that accompanied an August “Unite the Right” rally in Charlottesville, Va.

In his speech, Silveria said discussions about race are important.
“We should have a civil discourse, that’s a better idea,” he said.
But talking about racial issues and tolerating racism are different, he said.
“If you demean someone in any way, you need to get out,” he told the cadets.
The military has stood as a beacon of relative racial harmony since President Harry Truman issued a 1948 order that ended racial bias in the ranks.
Since then, the military has been a leader in accepting homosexuals and transgender troops. The transgender issue was brought back into play this summer when President Donald Trump tweeted his intent to ban transgender service. The Pentagon has put the presidential proposal under study but hasn’t discharged transgender troops.
The general on Sept. 28 called the families of the five cadet candidates who were targeted in the slur incident.
He said recent events that have highlighted racial issues, from NFL players taking a knee during the national anthem to fights over confederate statues, have weighed on his mind lately.
“My point is we can’t pretend that doesn’t impact us,” he said.
But the academy can fall back on an unshakable foundation when racial incidents arise, he said.
“No one can write on a board and take away our ideals,” he said.
According to a release on the Facebook page of USS San Antonio (LPD 17), the amphibious vessel was targeted by anti-ship missiles on October 13. The attack failed, according to Commander D. W. Nelson’s post. The amphibious vessel was transiting the chokepoint between the Gulf of Aden and the Red Sea with the Wasp Amphibious Ready Group, carrying the 22nd Marine Expeditionary Unit.
The attack could prompt the Navy to act on proposals to fit two 8-cell Mk 41 Vertical Launch Systems on to the San Antonio-class ships. The systems would then be able to accommodate the RIM-162 Evolved Sea Sparrow Missile. With a range of up to 27 nautical miles and a top speed in excess of Mach 4, this would give the San Antonio-class ships another layer of air defense.
The San Antonio is the lead ship of a class of amphibious vessels and can carry up to 700 Marines, and has a crew of 28 officers and 335 enlisted personnel. The 25,000-ton ship has a top speed of 22 knots and is armed with two SeaRAM launchers and two 30mm Bushmaster II chain guns. The vessel carries two Landing Craft Air Cushion hovercraft and can also carry upwards of four helicopters or two V-22 Ospreys.
On 9 October, USS Mason was attacked while accompanying USS Ponce (AFSB(I) 15) in the Red Sea. The Mason was attacked again on October 12 and 15. The American naval vessels were deployed to the Gulf of Aden after HSV-2 Swift, a former U.S. Navy vessel now operated by a company in the United Arab Emirates, was attacked on October 1.
