Following the damage to Tyndall Air Force Base, Florida, caused by Hurricane Michael, the Air Force is recommending that Congress use supplemental funding for rebuilding the base to prepare to receive the F-35 Lightning II fighter at the north Florida installation.
The Air Force has done a preliminary evaluation to confirm Tyndall AFB can accommodate up to three F-35 squadrons. The operational F-22 Raptors formerly at Tyndall AFB can also be accommodated at other operational bases increasing squadron size from 21 to 24 assigned aircraft.
If this decision is approved and supplemental funds to rebuild the base are appropriated, F-35s could be based at Tyndall AFB beginning in 2023. Basing already announced in Alabama, Alaska, Arizona, Florida, Texas, Utah, Vermont, and Wisconsin will not be affected by this decision.
“We have recommended that the best path forward to increase readiness and use money wisely is to consolidate the operational F-22s formerly at Tyndall in Alaska, Hawaii, and Virginia, and make the decision now to put the next three squadrons of F-35s beyond those for which we have already made decisions at Tyndall,” said Secretary of the Air Force Heather Wilson.
“We are talking with Congressional leaders about this plan and will need their help with the supplemental funding needed to restore the base,” she added.

On Oct. 10, 2018, Hurricane Michael tore through the gulf coast causing catastrophic damage to the region and damaging 95 percent of the buildings at Tyndall AFB. The base’s hangars and flight operations buildings suffered some of the greatest damage from the storm passing directly overhead.
Before the storm, Tyndall AFB was home to the 325th Fighter Wing — comprised of two F-22 squadrons. One was operational and one was training. The base also hosts the 1st Air Force, the 53rd Weapons Evaluation Group, and the Air Force Civil Engineer Center.
More than 2,000 personnel have since returned to the base and the Air Force intends to keep the testing, air operations center, and civil engineer missions at Tyndall AFB. The recommendation announced today only affects the operational fighter flying mission at the base.
On Oct. 25, 2018, Vice President Mike Pence assessed the damage to the base and reassured Florida’s panhandle community of the base’s importance to the nation.
“We will rebuild Tyndall Air Force Base,” Pence said.
Tyndall AFB’s access to 130,000 square miles of airspace over the Gulf of Mexico is very valuable for military training.
“We have been given a chance to use this current challenge as an opportunity to further improve our lethality and readiness in support of the National Defense Strategy,” said Chief of Staff of the Air Force Gen. David L. Goldfein.

The move would provide benefits across the service’s fifth generation fighter operations. Basing F-35s at Tyndall AFB in the wake of hurricane damage allows the Air Force to use recovery funds to re-build the base in a tailored way to accommodate the unique needs of the F-35.
The Air Force will conduct a formal process to determine the best location for the F-22 training squadron currently displaced to Eglin AFB, Florida.
The consolidation will drive efficiencies which Air Force officials expect to increase the F-22’s readiness rate and address key recommendations from a recent Government Accountability Office report that identified small unit size as one of the challenges with F-22 readiness.
“The F-35 is a game-changer with its unprecedented combination of lethality, survivability, and adaptability,” Goldfein said. “Bringing this new mission to Tyndall ensures that the U.S Air Force is ready to dominate in any conflict.”
The Air Force will comply with the National Environmental Policy Act and other regulatory and planning processes.
Thirty-three days into the US government shutdown, the only military branch affected has missed one paycheck and is on the verge of losing its next.
The Coast Guard and its roughly 41,000 active-duty members are part of the Homeland Security Department, which wasn’t funded before the government shut down last month. The other branches are part of the Defense Department, which is fully funded.
Officials found a way to pay Coast Guard members on Dec. 31, 2018, but no such maneuver was possible for Jan. 15, 2019. Legislative action is needed this week to make sure a check comes on Jan. 30, 2019. Pay and benefits for Coast Guard civilian workers and retirees are also on the line.

‘We are in uncharted waters’
Some Coast Guard operations, like safety boardings and license services, have been curtailed, but missions related to saving lives and national security continue. Now the service’s current and former commandants have weighed in, rebuking the inaction prolonging the shutdown.
In a video posted Jan. 22, 2019, commandant Adm. Karl Schultz told service members that he, the service’s leadership, and the public “stand in awe of your continued dedication to duty and resilience and that of your families.”
“We’re five-plus weeks into the anxiety and stress of this government lapse and your non-pay. You as members of the armed forces should not be expected to shoulder this burden,” Schultz said.
Schultz said he was heartened by assistance being officer to service members. “But ultimately I find it unacceptable that Coast Guard men and women have to rely food pantries and donations to get through day-to-day life.”

Paul Zukunft, who retired in June 2018 as an admiral after his four-year term as commandant, was more blunt in a column for the US Naval Institute’s Proceedings Magazine titled “Breaking Faith with America’s Coast Guard.”
Despite the service’s extensive and varied responsibilities and continuous operations, the Coast Guard is often overlooked by the public and by congressional appropriators, Zukunft writes.
“To add insult to injury, the Coast Guard is no longer ‘doing more with less,’ but ‘doing all with nothing,'” Zukunft says. “I have served shoulder to shoulder with our service members during previous government shutdowns and listened to the concerns of our all-volunteer force. This current government shutdown is doing long-term harm and is much more than pablum to feed the 24-hour news cycle.”
“We are now in uncharted waters given its duration and the hardship it’s causing, particularly at many Coast Guard installations that reside in high-cost communities along the US coastline where service personnel already live paycheck-to-paycheck to pay the bills and meet childcare costs that can exceed ,000 per month for one child.”

‘We can only take it day by day’
For the more than 14,000 junior members of the Coast Guard — about one-third of the active-duty force — base pay is considered to be at or just under the poverty level, three former master chief petty officers said in an op-ed, adding that most of them don’t have the resources to live without pay “over any extended period.”
“We chose to make some sacrifices when we signed up or married into the Coast Guard,” Coast Guard spouse Susan Bourassa told Military Times. “We’re proud to be there. But part of making those sacrifices is that we thought there was a paycheck we could count on, through thick or thin.”
Communities have rallied to support Coast Guard families — including in Alameda, California, home to four of the service’s new national-security cutters.
In January 2019, more than 600 service members, including 168 families, gathered there for a giveaway of everything from fresh fruit to diapers. The cutter Bertholf and its more than 100 crew members left Alameda for a months-long Pacific deployment. The Defense Department will reimburse the Coast Guard for the mission, but the personnel won’t be paid until the shutdown ends.

In a Jan. 18, 2019 letter, vice commandant Adm. Charles Ray said Coast Guard Mutual Assistance, a nonprofit charity that assists the service, had increased the value of and expanded eligibility for interest-free loans it was offering.
Mutual Assistance is partnering with the Red Cross to distribute those funds, Schultz said in January 2019. CGMA has “secured sufficient funds to put money in your hands to bridge through your personal financial challenges,” Schultz said in his video message. “That is your fund. That is your safety net.”
Ray’s letter said the service was working with the Defense Department “to notify all privatized government housing sites that Coast Guard [basic allowance for housing] allotments will not be available until funding is restored.”

While the phrase is meant as a joke, when analyzed further, it becomes clear that “the most difficult job in the Corps,” or being a military spouse, requires a variety of attributes if you want to cultivate a successful partnership.
If the Marine Corps was responsible for issuing spouses, these are the five attributes they’d have.
5. Spouses would come from military families
The Marine Corps is well-known for issuing Gulf War-era Army gear and your new life partner is no exception. Get ready to sign for and receive your 45-year-old Army brat that supply is going to issue you.
They may not look all shiny and brand new, but what they lack in aesthetics they more than make-up for in years of proven, valuable experience.
4. Maximum capacity of three offspring
Marines are trained to plan for the worst — to have a backup plan for their backup plan. That mentality is just exactly what issued spouses would be accustomed to, which is why having a primary, secondary, and tertiary legacy is appropriate.
Any more and the situation would seem redundant, any less and you’re playing with fire.
3. Financial accountability
In all honesty, junior enlisted Marines are not well-known for their financial foresight. Given the high tempo training cycles, their chances of overlooking a few things are close to inevitable.
That’s why every Marine-issued spouse will have a degree in accounting from the Armed Forces University. You can rest easy, Marine, while your money is managed by the one you’ve been told to trust the most.

2. Diplomatic superiority

The Army is now engineering a far-superior M1A2 SEP v4 Abrams tank variant for the 2020s and beyond –designed to be more lethal, faster, lighter weight, better protected, equipped with new sensors and armed with upgraded, more effective weapons, service officials said.
Advanced networking technology with next-generation sights, sensors, targeting systems and digital networking technology — are all key elements of an ongoing upgrade to position the platform to successfully engage in combat against rapidly emerging threats, such as the prospect of confronting a Russian T-14 Armata or Chinese 3rd generation Type 99 tank.
The SEP v4 variant, slated to being testing in 2021, will include new laser rangefinder technology, color cameras, integrated on-board networks, new slip-rings, advanced meteorological sensors, ammunition data links, laser warning receivers and a far more lethal, multi-purpose 120mm tank round, Maj. Gen. David Bassett, Program Executive Officer, Ground Combat Systems, told Scout Warrior in an interview.
While Army officials explain that many of the details of the next-gen systems for the future tanks are not available for security reasons, Basset did explain that the lethality upgrade, referred to as an Engineering Change Proposal, or ECP, is centered around the integration of a higher-tech 3rd generation FLIR – Forward Looking Infrared imaging sensor.
The advanced FLIR uses higher resolution and digital imaging along with an increased ability to detect enemy signatures at farther ranges through various obscurants such as rain, dust or fog, Bassett said.
“A combination of mid-wave and long-wave sensors allow for better target identification at long ranges and better resolution at shorter ranges,” Bassett explained. Higher-definition sensors allow Army crews to, for instance, better distinguish an enemy fighter or militant carrying an AK 47.
Improved FLIR technologies also help tank crews better recognize light and heat signatures emerging from targets such as enemy sensors, electronic signals or enemy vehicles. This enhancement provides an additional asset to a tank commander’s independent thermal viewer.
Rear view sensors and laser detection systems are part of these upgrades as well. Also, newly configured meteorological sensors will better enable Abrams tanks to anticipate and adapt to changing weather or combat conditions more quickly, Bassett explained.
“You do not have to manually put meteorological variables into the fire control system. It will detect the density of the air, relative humidity and wind speed and integrate it directly into the platform,” Basset explained.
The emerging M1A2 SEP v4 will also be configured with a new slip-ring leading to the turret and on-board ethernet switch to reduce the number of needed “boxes” by networking sensors to one another in a single vehicle. Also, some of the current electronics, called Line Replaceable Units, will be replaced with new Line Replaceable Modules including a commander’s display unit, driver’s control panel, gunner’s control panel, turret control unit and a common high-resolution display, information from General Dynamics Land Systems states.
Advanced Multi-Purpose Round
The M1A2 SEP v4 will carry Advanced Multi-Purpose 120mm ammunition round able to combine a variety of different rounds into a single tank round.
The AMP round will replace four tank rounds now in use. The first two are the M830, High Explosive Anti-Tank, or HEAT, round and the M830A1, Multi-Purpose Anti -Tank, or MPAT, round.
The latter round was introduced in 1993 to engage and defeat enemy helicopters, specifically the Russian Hind helicopter, Army developers explained. The MPAT round has a two-position fuse, ground and air, that must be manually set, an Army statement said.
The M1028 Canister round is the third tank round being replaced. The Canister round was first introduced in 2005 by the Army to engage and defeat dismounted Infantry, specifically to defeat close-in human-wave assaults. Canister rounds disperse a wide-range of scattering small projectiles to increase anti-personnel lethality and, for example, destroy groups of individual enemy fighters.
The M908, Obstacle Reduction round, is the fourth that the AMP round will replace; it was designed to assist in destroying large obstacles positioned on roads by the enemy to block advancing mounted forces, Army statements report.
AMP also provides two additional capabilities: defeat of enemy dismounts, especially enemy anti-tank guided missile, or ATMG, teams at a distance, and breaching walls in support of dismounted Infantry operations
Bassett explained that a new ammunition data link will help tank crews determine which round is best suited for a particular given attack.
“Rather than having to carry different rounds, you can communicate with the round before firing it,” Bassett explained.
Engineering Change Proposal 1
Some of the upgrades woven into the lethality enhancement for the M1A2 SEP v4 have their origins in a prior upgrades now underway for the platform,
Accordingly, the lethality upgrade is designed to follow on to a current mobility and power upgrade referred to as an earlier or initial ECP. Among other things, this upgrade adds a stronger auxiliary power unit for fuel efficiency and on-board electrical systems, improved armor materials, upgraded engines and transmission and a 28-volt upgraded drive system. This first ECP, slated to begin production by 2017, is called the M1A2 SEP v3 variant.
This ECP 1 effort also initiates the integration of upgraded ammunition data links and electronic warfare devices such as the Counter Remote Controlled Improvised Explosive Device – Electronic Warfare – CREW. An increased AMPs alternator is also part of this upgrade, along with Ethernet cables designed to better network vehicle sensors together.
The Abrams is also expected to get an advanced force-tracking system which uses GPS technology to rapidly update digital moving map displays with icons showing friendly and enemy force positions.
The system, called Joint Battle Command Platform, uses an extremely fast Blue Force Tracker 2 Satcom network able to reduce latency and massively shorten refresh time. Having rapid force-position updates in a fast-moving combat circumstance, quite naturally, could bring decisive advantages in both mechanized and counterinsurgency warfare.
Active Protection Systems
The Army is fast-tracking an emerging technology for Abrams tanks designed to give combat vehicles an opportunity to identify, track and destroy approaching enemy rocket-propelled grenades in a matter of milliseconds, service officials said.
Called Active Protection Systems, or APS, the technology uses sensors and radar, computer processing, fire control technology and interceptors to find, target and knock down or intercept incoming enemy fire such as RPGs and Anti-Tank Guided Missiles, or ATGMs. Systems of this kind have been in development for many years, however the rapid technological progress of enemy tank rounds, missiles and RPGs is leading the Army to more rapidly test and develop APS for its fleet of Abrams tanks.
The Army is looking at a range of domestically produced and allied international solutions from companies participating in the Army’s Modular Active Protection Systems (MAPS) program, an Army official told Scout Warrior.
General Dynamics Land Systems, maker of Abrams tanks, is working with the Army to better integrate APS into the subsystems of the Abrams tank, as opposed to merely using an applique system, Mike Peck, Business Development Manager, General Dynamics Land Systems, told Scout Warrior in an interview.
Peck said General Dynamics plans to test an APS system called Trophy on the Abrams tank next year.
Using a 360-degree radar, processor and on-board computer, Trophy is designed to locate, track and destroy approaching fire coming from a range of weapons such as Anti-Tank-Guided-Missiles, or ATGMs, or Rocket Propelled Grenades, or RPGs.
The interceptor consists of a series of small, shaped charges attached to a gimbal on top of the vehicle. The small explosives are sent to a precise point in space to intercept and destroy the approaching round, he added.
Radar scans the entire perimeter of the platform out to a known range. When a threat penetrates that range, the system then detects and classifies that threat and tells the on-board computer which determines the optical kill point in space, a DRS official said.
Along with Rafael’s Trophy system, the Army is also looking at Artis Corporation’s Iron Curtain, Israeli Military Industry’s Iron Fist, and UBT/Rheinmetall’s ADS system, among others.
Overall, these lethality and mobility upgrades represent the best effort by the Army to maximize effectiveness and lethality of its current Abrams tank platform. The idea is to leverage the best possible modernization upgrades able to integrate into the existing vehicle. Early conceptual discussion and planning is already underway to build models for a new future tank platform to emerge by the 2030s – stay with Scout Warrior for an upcoming report on this effort.
Russia’s meteorological service has indicated that it measured “extremely high” concentrations of the radioactive isotope ruthenium-106 (Ru-106) in the southern Urals in late September, but then contradicted itself and accused environmental-protection organizations of raising a false alarm in order to attract more funding.
The conflicting statements from Rosgidromet on November 21 came weeks after reports of a radioactive cloud drifting westward from Russia first appeared in Europe, a delay that government critics said was reminiscent of the Soviet government’s initial silence about the Chernobyl nuclear-power-plant disaster in 1986.
The French nuclear-safety agency said on November 9 that a cloud of radioactive pollution detected over Europe in the last week of September probably came from a facility — such as a nuclear-fuel-treatment site or center for radioactive medicine — in Russia or Kazakhstan. Neither of the two former Soviet republics has acknowledged any accident.
In one report on its website, Rosgidromet — the state agency that monitors air and water pollution — said that it measured a concentration of Ru-106 at nearly 986 times normal levels at the Argayash weather station in the Chelyabinsk region in late September and early October. A table that was part of the report referred to that as “extremely high contamination.”
At the Novogorny meteorological station, in the same region in the southern Urals, levels were 440 times those of the previous month, the report said.
A separate statement posted later, however, said that Ru-106 levels qualifying as “extremely high contamination” had not been detected.
It said, using bold type for emphasis, that concentrations of Ru-106 were “several times lower” than the “permissible” level.
It also said that the reason levels were hundreds of times higher than in the previous monitoring periods was that Ru-106 had been “absent” from the earlier findings.
Rosgidromet said that the fact that it found “even negligible concentrations of radioactive isotopes” was evidence of the “high effectiveness” of its monitoring methods.
It asserted that the “heightened attention” paid to the Ru-106 levels by “certain environmental-protection organizations” was an effort to “increase their importance in the eyes of society” at a time when “their budgets for the next year are being drafted.”
Environmental activist group Greenpeace said in a statement that it will petition the Russian Prosecutor-General’s Office to open an inquiry into “possible concealment of a radiation accident” and check whether public health was sufficiently protected.
Speaking to journalists, Rosgidromet chief Maksim Yakovenko said that the levels of Ru-106 recorded in Russia posed no danger to human health as they are “hundreds of thousands of times lower than the allowed maximum.”
Yakovenko added that Rosgidromet did not try to find the source of the increased radiation “because in Romania the level of the wastes concentration was 1.5-2 times higher than in Russia, and in Poland and Ukraine it was the same.”
The Russian monitoring agency did not point to any specific potential source of the pollution.
The Argayash station is about 30 kilometers from the Mayak nuclear facility, which reprocesses nuclear fuel and produces radioactive material for industrial and research purposes.
The Mayak plant, which is under the umbrella of Russia’s nuclear energy corporation Rosatom, said that the contamination “has nothing to do” with its activities and that it had not produced Ru-106 for years.
In 1957, the facility was the site of one of the worst nuclear accidents in history, and nearby residents say the government is still paying little attention to their plight 60 years later.
Rosatom said there were no radiation leaks from its facilities that could increase the level of the radioactive isotope in the atmosphere.
Yevgeny Savchenko, the Chelyabinsk region’s minister of public security, said that the regional administration received no official information about dangerous levels of radiation in September.
“When the media got hysterical about some accident and cloud of ruthenium-106, we asked for explanations” from Rosgidromet and Rosatom, Savchenko wrote on Facebook.
The November 9 report from France’s Institute for Radioprotection and Nuclear Safety (IRSN) said that ruthenium-106 had been detected in France between September 27 and October 13. Several other nuclear-safety institutes in Europe had measured high levels of the radioactive nuclide.
The IRSN statement said it could not accurately locate the release of Ru-106 but, based on weather patterns, it most likely originated south of the Ural Mountains, between the Urals and the Volga River.
This could indicate Russia or possibly Kazakhstan as the site of the origin of the cloud, IRSN Director Jean-Marc Peres said.
IRSN ruled out an accident in a nuclear reactor, saying it was likely a leak at a nuclear-fuel-treatment site or center for radioactive medicine.
Ruthenium-106 does not occur naturally. It is a product of splitting atoms in a reactor, and is also used in medical treatments.
In mid-October in response to the earliest European reports about the radioactive cloud, Rosatom issued a statement quoted by Russian media outlets as saying that “in samples tested from September 25 to October 7, including in the southern Urals, no trace of ruthenium-106 was found, except in St. Petersburg.”
Rosatom later said in response to the French agency’s report that “radiation around all facilities of Russian nuclear infrastructure are within the norm and are at the level of background radiation.”
When you think about the nuclear-powered aircraft carriers that the United States Navy operates, it’s natural to immediately think of them launching fighters to carry out strikes against the enemy. Over the years, history has proven that carriers are very good at that. However, instead of orchestrating combat in the sky, one Nimitz-class carrier ended up carrying American troops into battle.
Now, the use of American carriers to carry troops isn’t entirely outlandish. At the end of World War II, some carriers, including USS Enterprise (CV 6), took part in Operation Magic Carpet, the returning of GIs en masse from overseas. It’s easy to see why – a carrier transports up to 5,000 sailors and Marines, only about 3,200 of which are crew. The remaining 1,800 are in the air wing. If you were to eliminate some of that air wing, you’d quickly create capacity for other personnel.
In 1994, the United States was preparing to invade Haiti to remove a military junta that had taken power in 1991. The plan involved getting special operations and light infantry troops into Haiti. The problem was, there weren’t many good bases on the island of Hispaniola, of which Haiti accounts for half. The other half of the island, owned by the Dominican Republic, didn’t have much in the way of usable bases, either – after all, P-51 Mustangs were still that country’s front-line fighter at the time.
The Eisenhower sailed from Norfolk, hauling 56 helicopters and 2,000 troops. Army UH-60 Blackhawks and other choppers were very quickly parked on the ship’s flight deck. The good news was that this arrangement never had to be tested in combat – a delegation that included retired general Colin Powell and Jimmy Carter convinced the Haitian regime to vacate peacefully. The 10th Mountain Division entered without a fight via helicopters launched from the carrier’s deck.
Even without facing combat, the Eisenhower had proven that carriers can be very versatile instruments of national policy.
The Marine Corps is working to build up its own sizable fleet of boats as it postures itself for future combat in shallow coastal waters and dispersed across large stretches of land and water.
Maj. Gen. David Coffman, the Navy’s director of expeditionary warfare, said the service wants to find new ways to put conventional forces on small watercraft for operations ranging from raids to insertions and river operations.
Typically, small boats have been the territory of Marine Corps and Navy special operations and specialized forces, such as the Coastal Riverines.
But, Coffman said, he has received guidance from Marine Corps Commandant Gen. Robert Neller to change that.
“If we were to claim any moniker, we want to be the father of the 1,000-boat Navy,” Coffman said at a Navy League event near Washington, D.C., in late November.
Currently, he said, Naval Expeditionary Warfare is resource sponsor to about 800 small boats, including combatant craft, Rigid-Hulled Inflatable Boats, and smaller craft. While the precise numbers desired haven’t been settled on, he suggested 1,000 boats is close to what’s needed.
“The Marine Corps largely got out of what we call itty bitty boats … the commandant wants us to get back in the boat business,” Coffman said. “He’s recognizing he needs to distribute his force and be able to move in smaller discrete elements and different ways.”
The strategy for employing these boats is still being developed, but Coffman said the Marine Corps wants to be able to cover a wider range of maritime operations. The service, he said, likely wants to develop a family of small boats, ranging from high-tech combatant craft like those used in special operations to lower-end craft for harbor escorts and troop transport.
A good starting point for discussion, he said, is the 11-meter Rigid-Hulled Inflatable Boat, or RHIB, used by the Navy SEALs for a variety of missions and by Naval Expeditionary Warfare for things like maritime interdiction and transport to and from larger ships.
That design, Coffman said, would be easy to “sex up or simple down” as needed.
For the Marine Corps, small boat employment has largely focused on protecting larger ships, Coffman told Military.com in a brief interview.
“A lot of my theme is trying to flip the script, move from defensive to offensive,” he said.
With the Navy’s riverine forces increasingly employed in the Middle East to defend ships, there’s less availability for other small boat missions that could press the advantage. But with an investment in a new family of watercraft, that could change.
“That’s part of how you counter the peer threat: ‘I’ll out-asymmetric you,’ ” Coffman said. “So [Neller is] excited about that, that work’s going to happen.”
On Wednesday, the Government Accountability Office released a scathing report about the US Air Force’s half-baked plan to replace the A-10, essentially concluding that the Air Force had no good end game in sight.
“The Department of Defense (DOD) and Air Force do not have quality information on the full implications of A-10 divestment, including gaps that could be created by A-10 divestment and mitigation options,” the report from GAO, a nonpartisan entity, states.
The A-10, a relic of the Cold War-era, flies cheap, effective sorties and is well suited to most of the US’s current operations. But surprisingly, it’s not really the plane itself that’s indispensable to the Air Force — it’s the community.
Ground forces know A-10 pilots as undisputed kings of close air support, which is especially useful in today’s combat zones where ground troops often don’t have an artillery presence on the ground.
But there are other planes for close air support when it comes down to it. The B-1 Lancer has superior loiter time and bomb capacity compared to the A-10, but it turns out, close air support is only one area where the A-10s excel.
The report finds that A-10 pilots undergo many times more close air support, search and rescue, and forward air control training than any other community of pilots in the force.
While the Air Force seems determined to replace this community, and reallocate their resources elsewhere, the report finds that the cost estimates used to justify the retirement of the A-10 just don’t make the grade.
According to the GAO, “a reliable cost estimate is comprehensive, well-documented, accurate, and credible.”
The report finds that the Air Force’s cost estimates for replacing the A-10 are almost comprehensive, minimally documented, and just plain not credible.
Indeed we have seen some pivots on the Air Force’s official position on the A-10. At one point, they wanted to retire it stating that the F-35 would take over those capabilities, but then the Senate told them to prove it.
More recently, we heard that the Air Force wants to replace the A-10 with not one, but two new planes, one of which would be developed specifically for the role.
What the GAO recommends, however, is that the Air Force come up with a better, more concrete plan to mitigate the losses in capability caused by the A-10’s mothballing.
Lawmakers were not shy about the relief the report brought to the complicated question. Perhaps the best testimony came from Congresswoman Martha McSally, a former A-10 pilot herself:
“Today’s report confirms what I’ve argued continuously — the Air Force’s flawed and shifting plan to prematurely retire the A-10 is dangerous and would put lives in danger… I’ve fought for and won full funding for our entire A-10 fleet and to make the retirement of any A-10 condition-based, not-time based.”
When the Germans wanted to shell Paris during World War I, they knew exactly what they were doing. The only problem was the Germans just couldn’t quite break through to get Paris in their artillery crosshairs. So they did what any German might do: build a gun that could hit Paris from where they were – 75 miles away.
The Paris Gun, as it was named, had the longest range of any artillery weapon in history.
Here comes the boom.
Nobody really knows what the Paris Gun’s full capabilities were because all of them were destroyed by the retreating Germans. All that was ever captured were fixed-gun emplacements. And since all the men who might have fired one are dead, it’s just a design lost to history. What we do know is that the weapon was able to hurl 230-plus pounds of steel and explosives some 75 miles, over the World War I front lines and into the streets of Paris in just about three minutes. More interesting still is that the rounds flew 25 miles into the air, the highest point ever reached by a man-made object at that time.
The reason the gun wasn’t more popular among the Germans is that it did relatively little damage. It carried only 15 pounds of explosives, and only 20 rounds could be fired per day. Parisians didn’t even realize the shelling was coming from artillery at first – they thought they were being bombed by an ultra-high zeppelin. With some 360 rounds fired, the guns only killed 250 people, mostly civilians. It did not have the terrorizing effect the Germans hoped.
Though one round did collapse the roof of a church during services. Not great PR when you’re trying not to be evil.
To make matters worse, the rounds ate away at the barrel of the gun as they fired, so rounds had to be used in a strict numerical order with ever-changing sizes as the crew fired. Once all the rounds were fired, the barrel had to be removed and sent back to Germany to be re-bored.
Allied forces never captured one of these record-setting artillery pieces, as the Germans either destroyed them as the Entente troops advanced or sent them all back to Germany after the Armistice of 1918. They were supposed to provide France with one of the weapons, as set in the Treaty of Versailles, but never did. No schematics, parts, or barrels survive. Only the static emplacements captured by the Americans in 1918.
China’s defense minister met his Russian counterpart in Moscow on April 3, 2018, to “let the Americans know about the close ties between the armed forces of China and Russia,” according to the Associated Press.
“I am visiting Russia as a new defense minister of China to show the world a high level of development of our bilateral relations and firm determination of our armed forces to strengthen strategic cooperation,” China’s new defense minister, Gen. Wei Fenghe, said, according to CNN.
“The Chinese side has come [to Moscow] to show Americans the close ties between the armed forces of China and Russia … we’ve come to support you.”
The two defense ministers met for the seventh Moscow International Security Conference, according to Russian state owned media outlet TASS.
“To my memory, this is the 1st time in many years that a senior Chinese military leader says [something] like that publicly,” Alexander Gubev, a Senior Fellow and Chair of Russia in Asia-Pacific Program at Carnegie Moscow Center, tweeted on April 4, 2018.
Chinese Foreign Minister Wang Yi and Russian Foreign Minister Sergei Lavrov also met in Moscow on April 5, 2018, where they expressed the same sentiment of a forged “strategic partnership” against a “unipolar” world dominated by the US, the Associated Press reported.
In the last year, Russia and China have held joint naval drills in the South China Sea and the Baltics, as well as joint missile defense drills, according to the AP.
China and Russia have long supported each other’s positions on North Korea and Syria at the United Nations, and Beijing increased its support for Moscow after the West imposed sanctions on Russia for its annexation of Crimea, CNN reported.
As a West Point cadet, Claire Dieterich thought she would be career military. She commissioned as a Military Police officer in the U.S. Army in 2010 and met her now-husband, Kevin, while she was stationed in Washington state. During her time on active duty, she deployed to Afghanistan and shortly before her five-year contract was up, she gave birth to her first child and decided to take life in a different direction.
“Leaving active duty was an easier decision than I thought it would be,” she shared. “While I loved my time in the Army and am so proud of it, I knew that it wasn’t the long-term lifestyle that I wanted for myself or for my family. I [transitioned into working] as a project manager and oversaw projects that put fire alarm and security systems in schools and hospitals. While I did enjoy that I was making local schools and hospitals safer, especially as a parent myself, it wasn’t something I wanted to do long-term.”
It was in this period of transition that a lightbulb went off for Dieterich.

“When I was pregnant with my second child and working in corporate America, I knew that I wanted to be a stay-at-home mom before he was born,” she explained. “But I also wanted to create something as an outlet for my passion of cooking that I could grow into an actual job. From this, ‘For the Love of Gourmet’ was born!”
For The Love of Gourmet is a website founded on the basis that delicious food does not have to be hard or take all day to prepare.
“I’ve always loved to cook, and I am a big believer that cooking good food doesn’t need to be difficult. When I was working full time and as a mom, sometimes it truly is hard to get dinner on the table,” Dieterich said.

Dieterich’s recipes, complete with mouth-watering photography, range from dinner to dessert, snacks, drinks and entertaining spreads.
“I wanted to share the simple joys of cooking with others and encourage everyone to get into the kitchen even if they previously didn’t enjoy or didn’t have time to cook,” she shared.
Today, Dieterich navigates life as a veteran, military spouse and mom of three in Seattle, Washington.

What piece of advice would you give to fellow military spouses?
Find your tribe and hold them close. I didn’t have kids yet when my husband deployed, and it was very, very lonely. I had just moved to Washington and didn’t know anyone yet, and the man I loved was on the other side of the globe. The friends that I made got me through that deployment. Having been the person deployed and the person who has been the one home, I can say that it is much harder to be the person here waiting and worrying. My friends made sure I stayed busy; we went on weekend trips and explored the Pacific Northwest together. And my second part of advice is to find a hobby for yourself. I started running ultramarathons in college, but when my then-boyfriend now-husband was deployed I ran even more. I trained hard and did a lot of races, ultimately laying the groundwork for me to achieve my goal of running the Badwater Ultramarathon. My running goals gave me something to focus on.
What is your life motto?
You can achieve your dreams. And also, it’s OK if those dreams change. At 20 years old, I thought I would be in the Army for 20 plus years. At 25, I thought I would climb the corporate ladder. And at 30, I was a stay-at-home mom to three kids with a food blog that I wanted to grow into something big. I’ve achieved all that I’ve wanted to, but my dreams have also changed as I have changed. That doesn’t mean I’ve failed at a previous goal, it just means I’m focusing on a different one.
If you could pick one song as the theme song of your life, what would it be and why?
It’s so hard to pick one song, but because it is my boys’ favorite song, I will have to go with “High Hopes” by Panic! at the Disco. I think it’s such a fun, upbeat song about working hard and achieving your dreams. Not to mention it’s a great song to run to!
What has been your toughest professional challenge?
Hanging up my uniform for the last time was hard. Even though I knew I didn’t want to continue serving my country in that way, it was still a big part of my life that came to a close and there were a lot of emotions wrapped into that. I spent years working hard to get into West Point, then years working hard there, then years serving my country. I met my husband through the military. I live in a place that I love and may have never traveled to had I not been in the military. I am who I am today because I was in the Army, even though I no longer serve. Even though it was the right decision to close that chapter and start something new, it was still hard for it to be over because I had worked so hard to get there.
What’s your superpower?
I’m a multi-tasker and can organize my day to ensure I get everything done that I need to. That means I wake up two hours before my kids do to work out and edit blog posts. It means I have adventures with my kids in the morning and test recipes when they nap. I plan out my day to take advantage of the time that I have to ensure everything gets done. I’m not unstoppable, I definitely take afternoons off when I need to, but for the most part, I feel really balanced and happy to be able to focus on my family and also something outside of my family that I’m passionate about and want to grow.
Two Americans were killed while fighting the Islamic State of Iraq and Syria, a Kurdish militia announced.
According to a report by CBSNews.com, the Kurdish militia known as the YPG announced the deaths of Robert Grodt and Nicholas Warden during fighting near Raqqa, Syria. Their deaths bring the total of Americans killed fighting ISIS as volunteers to at least four.
In a five-minute video released by the YPG on YouTube, Grodt, who adopted the nom de guerre “Dehmat Goldman,” told his story, explaining how he had been very sympathetic to the Kurds.
“I talked with my partner and my family, and I’m like, I’m gonna go out to Syria. This is something I care about,” he said in the video.
Warden, the other American confirmed killed in the fighting near the city ISIS claimed as its capital, had adopted the moniker Rodi Deysie and was an Army veteran.
“He was very strong-willed and very strong-minded and very much against ISIS and these terrorist groups,” his father Mark was quoted by CBSNews.com as saying. “He wanted to do whatever he could to get rid of them. He said not enough people are helping so he had to help.”
In a video released by the YPG, Warden said he volunteered to fight ISIS “because of the terrorist attacks they were doing in Orlando, in San Bernardino, in Nice (France), in Paris.”
The terrorist group may have been driven from Mosul, and ISIS leader Abu Bakr al-Baghdadi has reportedly been killed, but they are still capable of carrying out heinous attacks. CBSNews.com reported that the group used children as human shields for a car bomb factory near Raqqa, preventing Coalition forces from carrying out an air strike on the facility. Instead, vehicle-borne improvised explosive devices are being attacked one at a time after they depart the production line.
