NASA is relying on the skills and experience of an active-duty Air Force colonel and a retired Marine colonel to put the U.S. back in the business of manned space launches after a nine-year hiatus.
NASA “will once again launch American astronauts on American rockets from American soil,” NASA Administrator Jim Bridenstine said in a tweet Friday.
For the first time since the space shuttles were retired in 2011, a manned space vehicle will go on a mission to the International Space Station, tentatively set for liftoff from the Kennedy Space Center in Florida on May 27, NASA announced Friday.
Air Force Col. Bob Behnken, 49, of Creve Coeur, Missouri, and retired Marine Col. Doug Hurley, 53, of Endicott, New York, both test pilots and veterans of space shuttle flights, are to be at the controls of the Falcon 9 rocket and Dragon spacecraft owned and operated by SpaceX, the firm founded by technology entrepreneur Elon Musk.
Behnken flew twice aboard space shuttle Endeavour in 2008 and 2010, accumulating more than 37 hours in space walks.
Hurley flew aboard space shuttle Endeavour in 2009 and was the pilot for the last shuttle mission aboard space shuttle Atlantis in July 2011.

Behnken will be the joint operations commander for the mission, and as such will be responsible for activities such as rendezvous and docking and undocking with the space station, NASA said. Hurley will be the spacecraft commander, responsible for launch and landing.
Currently, there are three astronauts aboard the International Space Station: Russians Anatoly Ivanishin and Ivan Vagner, and NASA astronaut Christopher Cassidy.
Since the shuttles were retired, NASA has relied on Russian rockets and spacecraft to get American astronauts to and from the space station, at a cost of about million per astronaut.
The scheduled May 27 launch would be a historic milestone for NASA, marking the first time that U.S. astronauts are carried into orbit on a spacecraft owned and operated by a private entity, rather than a federal agency.
Boeing is also under contract with NASA to develop a vehicle for manned space flight, but its Starliner spacecraft program suffered a series of setbacks in testing.
When a masked man walks into a gas station with a knife, most people would step aside.
That’s exactly what Daniel Gaskey did initially, until the eight-year Marine veteran figured out what was going on and decided to take action. The off-duty firefighter was pushed out of the way at the register by the masked man. Security footage captured what happened next.
“I just launched on his back, put my arm around his head, around his neck and just rotated and just thrust him on the ground,” Gaskey told CBS-Dallas-Fort Worth. “I landed on top of him and standing. And once I got them on the ground and I was on top of it I was able to get the knife away and threw it out of his reach and focused more on controlling him.”
Besides being a firefighter and a veteran of the Marine Corps, Gaskey also wrestled in high school. Looks like that came in handy.
This outsized power-generation capacity provides the Fords an opportunity to grow into new technologies that come up during their service life.
With ample power to draw from, the Fords could one day house directed-energy weapons like the Navy’s upcoming railgun.

The Nimitz class cruisers use an elaborate steam-powered launch system to send F/A-18s and other planes on their way, but the Ford class, drawing on its huge power-generation capacity, will use an electronic system to do the same.
Not only will the EMALS launch heavier planes, but it will also carefully launch planes in order to reduce wear and tear. Additionally, the increased capacity of these launchers to make planes airborne will allow new plane designs in the future.

Improved technology means that the island, or the tower on the deck of the carrier, can be moved further aft (toward the tail end of the craft).
This smaller, more out-of-the-way island means that there will be more room and accessibility for the aircraft on the deck, which will improve maintenance times and turnarounds.
Navy planners estimate that the new design will help carriers generate an additional 33% more sorties.
“When aircraft land, they’ll be able to come back, refuel, rearm, in kind of a pit-stop model … really modeled after NASCAR,” Capt. John F. Meier, the commanding officer of Gerald R. Ford said of the new design.
Dual Band Radar.
The Navy’s Dual Band Radar (DBR) operates simultaneously on two frequencies, enabling the radar to effectively classify low-altitude planes and missiles.
The radar works both to track incoming aircraft and missiles and to support outgoing weapons and planes.
Only the first Ford class carrier, the USS Gerald R. Ford, will carry the DBR. Navy planners are currently evaluating candidates to provide an Enterprise Air Surveillance Radar, which they estimate could save $120 million.
Advanced arresting gear (AAG).
Another improvement on the Nimitz design, the AAG on the Ford class will help accommodate a broader range of aircraft and offer a less jarring landing than the Navy’s current Mk-7 Mod 3 and Mk-7 Mod 4 designs.
It may seem like a simple change, but the new carriers will use electromagnetic fields to raise and lower platforms instead of cabling. This allows a simpler design to compartmentalize the different areas of the ship, which will help reduce maintenance and manning costs over the life of the ship.
Also, new cargo elevators will replace cargo converters, which were labor intensive.
Individually, the changes made between the Ford and Nimitz classes seem isolated and inconsequential. But when taken together, the Ford line of aircraft carriers shows the direction forward as envisioned by the U.S.’s naval planners.
The development of the Ford class carriers has been fraught with cost and time overruns, but this is to be expected with a first-in-class vessel.
The great success of the Ford class will not be defined by any one innovation on board, but by the foresight displayed by the designers who are boldly creating a carrier to launch planes that haven’t even been designed yet, to fire weapons not yet built, and to secure the U.S.’s interests at sea for decades to come.
The nose of their amphibious tank entered the ocean and bobbed through the waves en route toward the reef of Saipan, the largest archipelago among the Northern Mariana Islands. Wayne “Twig” Terwilliger, a radioman assigned to the 2nd Armored Amphibian Battalion of the 2nd Marine Division, watched helplessly as they crept over the reef toward the beach into the range of Japanese defensive positions.
“I started seeing these puffs of water all around us, and it took a second to realize what was causing them,” Terwilliger wrote in his autobiography. “Then we heard small arms fire hitting our tank, and the reality sank in: there were people on that island who wanted us dead.”
Prior to the invasion of Saipan, U.S. Navy frogmen conducted a daring reconnaissance mission in advance of the assault force. Valuable intelligence collected had provided the amphibious tanks with adjustments to successfully land on the beach — but they didn’t anticipate how their tracked vehicles would navigate earth displaced by battlefield weaponry in combat.

While the amphibious tanks attempted to land on the beach, some were destroyed and others became trapped in craters left from mortar shells in the sand. “Japanese mortars kept whistling over our heads,” Terwilliger said, describing his first hours in combat stuck inside a large, green, immobilized target. “Most of them were headed toward the beach area, but we never knew when one would come our way. We also had no idea how long we’d be stuck there. We were there at least a couple of hours, though it seemed like forever.”
Terwilliger’s crew left the disabled tank and scattered, diving into foxholes situated out of the open. Gunfire snapped overhead, and explosions from mortars and grenades flung a wall of shrapnel through the air. Before they could catch their breath the rumbling sound of an unfamiliar tank grew nearer. Their horror realized Japanese armor with the big red “Rising Sun” emblem on the tank’s side was blasting its 37mm turret gun and had stopped directly beside their foxhole.
With nothing more than a few hand grenades, his crew couldn’t defend themselves. They pulled the pins and hurled them at the tank before fleeing for cover, but there wasn’t any within crawling distance. Terwilliger ran under heavy fire across open ground until he reached an old Japanese artillery piece. His stomach dropped when he realized he had run the wrong way. He found a little path, as if all of the enemy’s attention was upon him, and sprinted toward the beach as bullets zipped passed. He looked over his shoulder to find the Japanese tank trailing his every move.

He zigzagged through the soft sand to give the tank a harder target to hit. Marines waved and yelled to get his attention, and he dashed over a small sand dune for cover. “I looked back just in time to see one of our tanks made a direct hit, which knocked the Japanese tank on its side,” Terwilliger reflected. “That was my first six or seven hours of combat.”
Terwilliger served honorably in the U.S. Marine Corps, participating in the invasion of Tinian, as well as being among the first amphibious tanks to lead the invasion of Iwo Jima. During World War II, many amateur and professional baseball players joined service teams when not actively participating in combat operations.
“We didn’t have any spikes so we played in the boots the Marines issued us,” Terwilliger told ESPN. “You would have an air-raid sound during the game, you would scatter and then come back later to finish.” Terwilliger helped lead his battalion team to a 28-0 record, even winning the 2nd Division Championship — not bad for a high school second baseman.
When news of Japan’s surrender in 1945 came in, Terwilliger was in Hawaii, preparing to invade mainland Japan. He left the military that same year and went on to have a successful career as a player, coach, and manager in Major League Baseball. For 60 years, taking Terwilliger well into his 80s, he remained active in America’s national pastime. He was a teammate of Jackie Robinson — the first Black player to break the color barrier — and a personal friend of Ted Williams, one of the greatest hitters in all of baseball. However, Terwilliger’s most prized experience was his service as a U.S. Marine.

Eric Viitala, 49, is an Air Force veteran of the Gulf War who lives in Maine. He experienced low levels of energy and concentration for years after his service. He had headaches, couldn’t finish projects, and was losing interest in things.
“My wife would tell me I left the cupboard doors open and she would walk into them. Or I’d put the recycling in the trash.”
Shortly after the Gulf War, Viitala hit his head in an accident in Saudi Arabia. When he visited the War Related Illness and Injury Study Center (WRIISC) in East Orange, NJ, he was diagnosed with traumatic brain injury. At the WRIISC, a doctor referred him to the VA Boston Healthcare System’s light-emitting diode (LED) therapy program.
VA’s Center for Compassionate Care Innovation has been working with VHA staff in Boston to explore the use of in-home LED treatment since 2018.
Last year, Viitala completed a 12-week course of in-home LED treatment while in communication with his VHA health care provider. He still uses the treatment at least twice a week.
Improvements in memory and energy way up
“There were huge improvements in my memory and concentration. My energy was way up. I’d pop up in the middle of the night and go clean the garage,” said Viitala. “It’s amazing because I have been dragging for years, but now I have the energy to go do things.”
During LED treatment, patients wear a lightweight headset affixed with light-emitting diodes. The arrangement of LEDs is customized for each person. The diodes do not generate heat and the treatment is painless and noninvasive. Each session lasts only 25 minutes. There is evidence to suggest that LED therapy promotes a healing response at the cellular level, due in part to increased blood flow.
When Viitala uses the LED equipment, he simply sits and relaxes with the LED headset on. The equipment was provided by VHA at no cost to the veteran and belongs to him permanently. He went to Boston for one round of treatment at the medical center and to pick up the equipment. But he communicated with his health care provider by phone during treatment.
“It’s worth every second.”
“That was really helpful and beneficial for her to call and keep encouraging me. She would ask how it’s going. It helped remind me to do it.”
Viitala credits the staff members at the New Jersey WRIISC for validating what he was feeling and referring him to the LED clinic in Boston. He encourages fellow veterans with similar symptoms to ask their providers about LED therapy.
“Don’t be afraid to speak out. There’s nothing to lose with LED. Nothing hurts. They don’t have to go inside your body. There’s no drugs, no side effects. It’s worth every second.”

When you hear the word “military,” without a doubt your mind paints a very specific picture. It may involve weapons, it may have a few brush strokes of physical training, but there is one part of the picture that is simply inescapable: the uniform.
For most of America, the picture is painted for you through media glamorization – and no uniform has been more glamorized than the USMC Blue Dress A!
That thing is absolutely f*cking beautiful and for those of us that don’t get the privilege to don that glorious masterpiece it can leave us quite envious – but the greatness of the Blue Dress A cannot be argued.
The Marine Corps has authorized everyone ranked E-4 and above to wear some type of sword. Non-commissioned officers are issued the NCO sword while officers get the Mamaluke sword.
The only sword I ever saw in the Air Force looked like it belonged on Final Fantasy VII.
4. Women love it.
The Blue Dress is downright sexy. It’s tailored to the individual Marine like a fine cut Italian suit. It’s so beautiful that it is considered equivalent to a civilian black tie affair.
3. It’s way cooler than ours.
I’m 100% sure you’ve seen the USMC blue dress. It is insanely popular. It’s literally the uniform you conjure up in your head when you think “military.”
I’m also pretty sure you have no idea what the Air Force equivalent looks like. Just think this: 1960’s flight attendant.
2. It’s iconic.
As I stated, the blue dress is literally the picture we have in our head of “military.” It is one of the most recognized symbols of the American military. Ever. It’s damn near a celebrity all by itself!
US airmen tasked with jobs like surveillance and cyber operations have a growing role on the battlefield, even though they are often physically distant from it.
To ensure that kind of work is recognized, the Air Force has introduced new hardware for its service men and women.
“As the impact of remote operations on combat continues to increase, the necessity of ensuring those actions are distinctly recognized grows,” Defense Department officials said in a memo published on January 7, 2016.
Now the Air Force has released criteria for new devices that signify different roles in military awards: “V” for valor, “C” for combat, and “R” for remote.
The “R” device “was established to distinguish that an award was earned for direct hands-on employment of a weapon system that had a direct and immediate impact on a combat or military operation,” the Air Force said in a release.

This refers to work done anywhere, as long as it doesn’t expose the service member to personal danger or put them at significant risk of personal danger. The new device would recognize the actions of drone pilots, cyber operators, and other airmen carrying out combat operations far from the battlefield.
“These members create direct combat effects that lead to strategic outcomes and deliver lethal force, while physically located outside the combat area,” said Lt. Gen. Gina Grosso, the Air Force’s deputy chief of staff for manpower, personnel, and services.
The “V” device denotes “unambiguous and distinctive recognition of distinguished acts of combat heroism,” while the “C” device was created to award airmen and women who perform “meritoriously under the most difficult combat conditions.”
While the devices were unveiled this week, they can be rewarded retroactively to January 2016, when the defense secretary established them.
The US military’s increasingly reliance on drones has created more demand for drone operators.

The service, which is straining under a personnel shortage, has introduced a new tiered bonus system to retain personnel, and drone pilots were among those in highest demand.
They, along with fighter pilots, are slated to get the highest maximum bonus of $35,000 a year.
Despite their distance from the battlefield, drone pilots’ duties in US campaigns throughout the Middle East and elsewhere has put them under some of the same strain faced by personnel who are forward deployed.
A 2013 study by researchers with the Defense Department found that drone pilots faced mental-health issues like depression, anxiety, and post-traumatic stress at the same rate as those who flew manned aircraft over places like Iraq and Afghanistan.
Turkey will carry out new military operations along its borders after its two previous offensives into Syria, President Tayyip Erdogan said on May 6, 2018, as he announced his manifesto for June 2018’s snap elections.
Turkey is now carrying out an offensive into northern Syria’s Afrin region against the Syrian Kurdish YPG militia, which Ankara considers a terrorist organization linked to Kurdish militants waging an insurgency on Turkish soil.
The Afrin campaign is Turkey’s second cross-border operation into Syria during the seven-year-old civil war. The first, dubbed “Euphrates Shield”, targeted Islamic State and Kurdish fighters further east than Afrin, and was completed in early 2017.
Speaking to thousands of supporters in Istanbul, Erdogan said Turkey’s operations along its southern border would continue “until not a single terrorist is left.”
“We will not give up on constricting terrorist organizations. In the new period, Turkey will add new ones to the Euphrates Shield and Olive Branch operations in order to clear its borders,” Erdogan said.
“We shattered the terror corridor being formed on our southern border with these operations. Our soldiers, who lastly wrote an epic in Afrin, are ready for new missions,” he said.
Erdogan has previously threatened to push its Afrin offensive against the YPG further east to Manbij, where U.S. troops are stationed, risking confrontation between the NATO allies.
Turkey considers the YPG an extension of the outlawed Kurdistan Workers Party and has been infuriated with U.S. support for the militia.
On May 4, 2018, the US also announced details of a proposed $717 billion annual defense policy bill, which included measures to temporarily halt weapons sales to Turkey.
On May 6, 2018, Turkish Foreign Minister Mevlut Cavusoglu said “Turkey will absolutely retaliate” if the US halts the weapons sales, adding that the US “needs to let go of this.”
But Cavusoglu also said on May 6, 2018, that Ankara and Washington have reached an understanding on a roadmap in Syria’s Manbij in which the militants will leave the area, and that the details were being discussed with the new U.S. secretary of state, Mike Pompeo.
Erdogan has also said Turkey could carry out a joint offensive against Kurdish militants in northern Iraq with Baghdad. Cavusoglu said the operation was still on the agenda.

October 2019, US President Donald Trump made the abrupt decision to pull the remaining US troops out of Kurdish-controlled areas in Syria.
The move sent the fragmented country into a spiral, disrupting one of its few areas of stability. By withdrawing support from Kurdish forces in the area — which had helped the US combat ISIS — Trump opened them up to an oncoming offensive by Turkey.
Justifying the decision. Trump argued that US forces in the region had already “defeated” ISIS, and that therefore there was no need for them to stay in Syria.
This was, at best, only partly true.
While US-allied forces this year deprived ISIS of the territory it once controlled, the group still has as many as 18,000 fighters quietly stationed across Iraq and Syria, according to The New York Times.
Additionally, Kurdish-led fighters, known as The Syrian Democratic Forces (SDF) had maintained control of tens of thousands of former ISIS members and their families, including about 70,000 women and children in a compound in the Syrian city of al-Hol, according to the Atlantic. Of those detainees, 11,000 of them are foreign nationals, according to the BBC.
The SDF has said it is holding more than 12,000 men suspected of being ISIS fighters across seven prisons it operates, estimating that more than 4,000 of those prisoners are foreign nationals, the BBC said.
The fate of those prisoners remains uncertain, particularly in the wake of the US pullout.
Turkey has taken over parts of Syria, and with it, ISIS prisoners
On Oct. 22, 2019, Russia and Turkey took advantage of the power vacuum that had been created and signed an agreement to expand their control in Syria and minimize Kurdish territory.
As part of the deal, Russian military police and Syrian border guards entered the Syrian side of the Turkish-Syrian border, pushing Kurdish forces back to 30 kilometers (18 miles) from the border.
Turkey says it will use the reclaimed area to create a “buffer zone” along its border and will use the land to resettle more than 1 million Syrian refugees displaced by the war.
But as Turkey gains land in Syria, it has also taken on the task of figuring out what to do with former Islamic State detainees, many of whom are now under its control. Turkey has faced criticism in the past for its porous border, which allowed foreign fighters to enter Syria and join the Islamic State to begin with.
But Turkey doesn’t want to deal with them, and neither does the rest of the world
According to a 2016 report by the World Bank, foreign ISIS fighters have been recruited from “all continents across the globe,” though it named Russia, France, and Germany as the top Western suppliers of ISIS’ foreign workforce.
Data from the Institute for the Study of War also indicated that significant portions of foreign fighters also came from European countries like the UK, Belgium, and France between December 2015 and March 2016.
Interior Minister Suleyman Soylu said last week that about 1,200 foreign ISIS fighters were in Turkish prisons, and warned that Turkey would not become “a hotel” for militants.
On Nov. 11, 2019, Turkey began deporting foreign nationals said to be linked to ISIS back to their home countries.
One of those foreign nationals was from the US, a spokesperson for Turkey’s interior minister said, though according to the BBC the man remained stranded at the Greek border after choosing not to return to the US. On Thursday morning, Turkey’s Interior Ministry said that the man would be brought to the US.
Turkey’s interior minister added the country was planning to deport “several more terrorists back to Germany” this week, and that legal proceedings against two Irish nationals and 11 French citizens captured in Syria were underway. A spokesperson for Germany’s foreign ministry confirmed to German broadcaster Deutsche Welle that three men, five women and two children were being returned to Germany this week.
But many of those countries have not put a concrete policy in place for what to do with ISIS foreign fighters or their families that remain in displacement camps in Syria, or have refused to allow them to return.
Trump said in his statement in October 2019 that he discussed the issue of repatriating foreign fighters with France, Germany, and other European nations but they “did not want them and refused.”
Foreign nationals abroad are traditionally entitled to consular services abroad, though many European nations have been cautious about offering help to citizens who joined ISIS on national security grounds. Under international law, it is illegal to strip people of their citizenship if it will leave them stateless.
There are concerns that ISIS may take advantage of the uncertainty to regroup
But the UN has stood firm on pushing countries to take responsibility for their citizens.
“It must be clear that all individuals who are suspected of crimes — whatever their country of origin, and whatever the nature of the crime — should face investigation and prosecution, with due process guarantees,” said Michelle Bachelet, the UN High Commissioner for Human Rights, in June 2019.
“Foreign family members should be repatriated, unless they are to be prosecuted for crimes in accordance with international standards,” she added.
The UK is currently debating what to do about those who left the country to join ISIS. In February 2019, it stripped British-born Shamima Begum, who traveled to Syria to become an ISIS bride at the age of 15, of her citizenship, citing national security risks. Begum has appealed the decision, and the UK government is said to be considering options for repatriating British members of ISIS held in prison camps in Syria.
As the West works through the complicated process of absorbing foreign fighters, Islamic State militants in Syria appear to be taking advantage of the chaos.
Last month, the SDF said ISIS fighters committed three suicide bombings on its positions in Raqqa as Kurdish fighters moved from their posts to respond to Turkish assault. And SDF General Mazloum Kobani has warned on Nov. 13, 2019 that the West should “expect” major attacks from Islamic State fighters who may be looking to capitalize on the chaos in order to regroup.
“The danger of the resurgence of ISIS is very big. And it’s a serious danger,” he told Sky News.

Many efforts exist to try and tap into the potential of separating military veterans as employees and leaders, but “The Bunker” fosters veteran entrepreneurs by helping them start and grow great technology companies.

The Air Force physical training uniform issued in the mid-2000s was never really beloved by anyone in the Air Force. The shorts were sized four times too small, the plastic-like fabric made a racket while running, and the moisture-wicking shirts seem glued on after absorbing even the slightest sweat. They were only a marginal improvement over their all-cotton, all-gray predecessors.
Well, it’s looking like all of that could be gone in the near future. A new PT uniform may be on the way.
New half-zips, compression technology, and optional designs are just a few of the new features that reflect recent innovations in popular sportswear. As for the shorts, the new ones will have two length options: standard and runner.

The above is supposedly a slide from an Air Force Life Cycle Management Center presentation, dated Nov. 20, 2018. This is in line with comments made by Chief Master Sergeant of the Air Force Kaleth Wright, who, just a few months ago, said the service had a new PT uniform in the works.
As you can see in the diagrams above, the new design is much more versatile and modern. Each iteration of the uniform has several options in terms of size and color. The addition of compression pants and shirts is a big step up from the simpler track pants or shorts options of the previous uniforms.

The slides first made an appearance on the Air Force-themed Facebook humor page Air Force amn/nco/snco and have since found their way to a report in Air Force Times. Airmen regularly privately submit such information to the Air Force amn/nco/snco Facebook page, which says the slides are legit. The same Facebook page broke the story of the Air Force move to its new Operational Camouflage Pattern combat battle uniforms.
The new uniforms will maintain the same gray-blue color schemes but could come with better material features, like improved moisture-wicking material and shorts that don’t feel like swim trunks.
Chief Wright previously estimated the Air Force would release the new PT uniforms in mid-to-late 2019.
The Defense Department launched its artificial intelligence strategy Feb. 12, 2019, in concert with Feb. 11, 2019’s White House executive order that created the American Artificial Intelligence Strategy.
“The [executive order] is paramount for our country to remain a leader in AI, and it will not only increase the prosperity of our nation, but also enhance our national security,” Dana Deasy, DOD’s chief information officer, said in a media roundtable.
The CIO and Air Force Lt. Gen. Jack Shanahan, first director of DOD’s Joint Artificial Intelligence Center, discussed the strategy’s launch with reporters.
The National Defense Strategy recognizes that the U.S. global landscape has evolved rapidly, with Russia and China making significant investments to modernize their forces, Deasy said. “That includes substantial funding for AI capabilities,” he added. “The DOD AI strategy directly supports every aspect of the NDS.”

As stated in the AI strategy, he said, the United States — together with its allied partners — must adopt AI to maintain its strategic position to prevail on future battlefields and safeguard a free and open international order.
Speed and agility are key
Increasing speed and agility is a central focus on the AI strategy, the CIO said, adding that those factors will be delivered to all DOD AI capabilities across every DOD mission.
“The success of our AI initiatives will rely upon robust relationships with internal and external partners. Interagency, industry, our allies and the academic community will all play a vital role in executing our AI strategy,” Deasy said.
“I cannot stress enough the importance that the academic community will have for the JAIC,” he noted. “Young, bright minds continue to bring fresh ideas to the table, looking at the problem set through different lenses. Our future success not only as a department, but as a country, depends on tapping into these young minds and capturing their imagination and interest in pursuing the job within the department.”
Reforming DOD business
The last part of the NDS focuses on reform, the CIO said, and the JAIC will spark many new opportunities to reform the department’s business processes. “Smart automation is just one such area that promises to improve both effectiveness and efficiency,” he added.

AI will use an enterprise cloud foundation, which will also increase efficiencies across DOD, Deasy said. He noted that DOD will emphasize responsibility and use of AI through its guidance and vision principles for using AI in a safe, lawful and ethical way.
JAIC: focal point of AI
“It’s hard to overstate the importance of operationalizing AI across the department, and to do so with the appropriate sense of urgency and alacrity,” JAIC director Shanahan told reporters.
The DOD AI strategy applies to the entire department, he said, adding the JAIC is a focal point of the strategy. The JAIC was established in response to the 2019 National Defense Authorization Act, and stood up in June 2018 “to provide a common vision, mission and focus to drive department-wide AI capability delivery.”
The JAIC has several critical mission themes, Shanahan said.
First is the effort to accelerate delivery and adoption of AI capabilities across DOD, he noted. “This underscores the importance of transitioning from research and development to operational-fielded capabilities,” he said. “The JAIC will operate across the full AI application lifecycle, with emphasis on near-term execution and AI adoption.”
Second is to establish a common foundation for scaling AI’s impact, Shanahan said. “One of the JAIC’s most-important contributions over the long term will be establishing a common foundation enabled by enterprise cloud with particular focus on shared data repositories for useable tools, frameworks and standards and cloud … services,” he explained.
Third, to synchronize DOD AI activities, related AI and machine-learning projects are ongoing across the department, and it’s important to ensure alignment with the National Defense Strategy, the director said.
Last is the effort to attract and cultivate a world-class AI team, Shanahan said.
Two pilot programs that are national mission initiatives – a broad, joint cross-cutting AI challenge – comprise preventive maintenance and humanitarian assistance and disaster relief, the director said, adding that “initial capabilities [will be] delivered over the next six months.”
And while in its early stages, the JAIC is beginning to work with the U.S. Cyber Command on a space-related national mission initiative, he said.
“Everything we do in the JAIC will center on enhancing relationships with industry, academia, and with our allies and international partners,” Shanahan said. “Within DOD, we will work closely with the services, Joint Staff, combatant commands, agencies and components.”
The JAIC’s mission, the director said, “nests nicely under the executive order that the president signed yesterday afternoon. We have a lot of work ahead of us, but there’s no time to waste.”
