National Guard members spend countless hours every year training for the next big mission. For Army Spc. Nicole McKenzie, that mission wasn’t overseas — it was just below an overpass on her way home from the Yonkers armory on Aug. 3, 2018.
McKenzie, a cable systems installer and maintainer with Company A, 101st Signal Battalion, New York Army National Guard, saw a flash of red going over a guardrail on the Saw Mill River Parkway and immediately pulled her car to the side of the road.
“I saw what looked like the outline of a boy going over the side,” McKenzie said. “I knew something was wrong.”
Her instincts had been sharpened by nearly six years of Army training, which erased all doubt and hesitation at the scene.
“Thanks to my Army training, it was all automatic; everything was fluid,” McKenzie said.
She ran over to the edge where she saw Police Officer Jessie Ferreira Cavallo, of the Hastings-on-Hudson police department already assessing the scene.
When McKenzie saw the 12-year-old boy lying on the rocks below, she shouted to Cavallo, “Let’s go!” They both ran to the shallow end of the overpass, climbed over a fence, and dropped 10 feet to the jagged ground below.
The boy, a resident of the Bronx, had left the Andrus campus in the Bronx. Andrus is a private, nonprofit organization that provides services for vulnerable children, children with special needs, and children with severe emotional and behavior issues.

Andrus staff were speaking with the boy when he jumped from the overpass he had been standing on.
McKenzie, who spent three years on active duty with the 168th Multifunctional Medical Battalion and just completed combat life-saving training with the Guard, immediately began to triage the injuries the boy sustained in the fall.
Quick thinking, treatment
She used quick thinking to improvise a flashlight from her phone to administer a concussion test, took his vital signs, and kept talking to him so he stayed awake and alert.
Next, she shouted to a bystander above to grab the medical bag from her trunk and throw it down.
Working in tandem with Cavallo, they used splints from her bag to secure his neck, arm and leg, and stayed with him until the medics arrived and took him to the Westchester hospital.
The Westchester County Police records department confirmed the assistance from McKenzie and the pivotal role that both the National Guard and local police played in working together to assist the young boy.
McKenzie doesn’t think she’s a hero. For her, it’s all about loyalty to her unit and her community.
“I wear the uniform every day because I want to help soldiers — I want to help people,” McKenzie said. “This is my family.

For this story, it’s important to remember that World War I ended without Allied troops reaching German soil (something that Gen. John Pershing and Marshal of France Ferdinand Foch protested as they believed it would lay the seeds for another war). So, the final clashes took place on French soil, and there was a surge in fighting in the last days as Allied powers attempted to put as much pain on Germany as possible.
Brig. Gen. Douglas MacArthur had already been nominated for his fifth and sixth Silver Stars, both of which he would later receive. He had suffered injuries in a poison gas attack, survived artillery bombardments and machine gun attacks, and led his men to victory in key terrain.

On November 6, he was in Wadlaincourt with his men, taking the fight to Germany even though few brigade commanders would’ve risked being that close to the guns.
And the 1st Infantry Division didn’t know he was there. So when 1st Infantry soldiers saw MacArthur, clad in his grey cape and cap, they thought it was a German officer they were looking at. As Raymond S. Tompkins wrote in 1919 in The Story of the Rainbow Division:
All [the platoon leaders] saw in the gathering dusk was an important looking officer walking around, attired in what looked like a gray cape and a visored cap with a soft crown, not unlike those the Crown Prince wore in his pictures.
Yeah, coincidentally, MacArthur’s common outfit on the front just happened to be similar to the Crown Prince of Germany’s. While none of his own men would mistake the general for anyone else, he was not yet famous enough to be recognized by average members of other units.
And, the German Crown Prince had, in fact, led troops in combat in 1918 on Germany’s Western Front. So it is, perhaps, not so surprising that the mistake could happen on a fast-moving and chaotic front.

And so the patrol arrested him, and MacArthur protested his innocence and identity, but the platoon leader wasn’t going to take the word of a probable German officer over his own eyes, so he vowed to take the man to a unit headquarters for identification.
Obviously, the 84th Infantry Brigade headquarters was nearby, since MacArthur was typically found close to his place of duty. So the 1st Infantry Division patrol took him there, to his own headquarters, for identification. Perhaps in a failure of imagination, his headquarters immediately identified him. They really missed a chance at a great prank, there.
It turned out well for them, though. The Armistice negotiations would begin days later on November 8, 1918, and was signed in the wee hours of November 11. MacArthur was made the division commander of the 42nd Infantry Division. He and his men were welcomed back to the U.S. as heroes, and it doesn’t appear that MacArthur held any personal grudges against the 1st Infantry for his short detainment.
Veterans lined the halls of the Jack C. Montgomery VA Medical Center Nov. 8, 2019 to watch the first ever Inpatient Veterans Parade. The parade is the result of one VA employee’s vision and the patriotic spirit of a community.
The Muskogee High School R.O.T.C. color guard led the way through Primary Care and inpatient wards. The parade also included members of the community and “mini” floats decorated by VA staff.
Honor, the facility dog, acted as grand marshal while parade participants handed out candy, hats and other treats to veterans.
Twenty-five organizations and VA services joined in the event. Muskogee High School provided a marching band, cheerleaders and football players. Korean War veterans, the American Red Cross and over 80 students from the Sadler Arts Academy also participated.
Seeing Color Guard was emotional
Veteran Billy Fuller became emotional when he saw the color guard.
“I really liked the parade,” said Fuller. “I was in the Air Force and seeing the colors and hearing the songs just takes me back. Thank you for doing this for us.”
VA staff from the Intensive Care Unit were one of 25 hospital services and community organizations that participated in the parade.
Sadler students passed out cards and thanked veterans for their service while the band, cheer squad and football players brought the music and patriotic spirit that echoed throughout the facility.
Air Force veteran Merle Smith and Terry Hood were all smiles as the parade passed through the Inpatient Rehabilitation Unit.
“I think this is the greatest thing in the world,” said Smith. “All these young kids bringing cards and thanking veterans. It was just really something special.”
Hood agreed, but added with a big smile, “The candy was my favorite part.”
Volunteer specialist had idea for parade
The idea for the parade came about a year ago when inpatients expressed their disappointment at not being able to attend Veterans Day activities. As a result, Voluntary Service specialist Shantel McJunkins thought of how VA could bring the parade to veterans.
“It was important to me that we bring the parade to the VA this year to celebrate and honor our veterans who are not able to attend Veterans Day parades in their community,” said McJunkins. “It was such a joy to see their faces light up as the parade went through the hospital.”

There’s just something about two people in a fistfight that’s irresistible to watch. We can’t look away. There’s something about the sound of a sliding barstool, the rising tide of voices shouting, and the sudden rush of action in one spot that is just pure entertainment.
But there shouldn’t be any reason to stop and watch two soldiers fistfight in the middle of war.
That’s why it’s surprising that it actually happened. And all the onlookers were Americans – it was during the Civil War.
In May 1864, Union and Confederate armies clashed in a dense wooded area known as “The Wilderness” over the course of three days. More than 120,000 Yankees fought some 65,000 Rebels to an ultimately inconclusive result. Both sides took tens of thousands of killed and wounded, and the Union Army of the Potomac pushed further into Virginia.
Before anyone knew the outcome of the battle, however, one small skirmish captured everyone’s attention, Union and Confederate.
In the middle of the Wilderness, between the two armies’ centers, was a clearing called Saunders Field. Being the only real clearing in the area between two opposing armies meant that it was full of artillery shells and the holes made by those shells, along with bullets. Just tons of and tons of bullets.
As the two sides clashed near a gully in the field, a Union soldier hid there to avoid being captured by the enemy. Then a Confederate soldier threw himself into the gully to avoid the hail of Union bullets coming toward him. They were the only two in the gully and didn’t even see one another.
Until they did see one another. And then they started “bantering” to one another.
Eventually the two had enough of one another and decided to take it outside…of the gully. They stepped into the road for a good ol’ fashioned “fist and skull fight.” Whoever won would take the other as prisoner.
They were halfway between both sides of the battle, in full view of everyone in each opposing army. And the men in each of those armies stopped fighting the Civil War to watch a fistfight. All the other soldiers even ran up to get a better view of the fight.
Did I mention the Civil War stopped to watch this fight?
The account, written by a cavalryman of the Virginia Infantry, doesn’t mention how long the fight lasted, only that “Johnny [Reb] soon had the Yank down.” The Union soldier, true to his word, surrendered. They both returned to the gully, fighting resumed, and the man was taken back to Confederate lines.
Inventor and former Royal Marines reservist Richard Browning tested a jet-powered suit that allows the wearer to hover and hop between surfaces — in this case, the fast patrol boat HMS Dasher and Royal Navy test boats.
Browning tested his jet-powered suit in the Solent, a body of water between mainland Britain and the Isle of Wight in the UK.
“Is it a bird? Is it a plane? No it’s Rocket Man! Inventor, pilot and former Royal Marines Reservist Richard Browning, along side HMS Dasher, tested his jet-powered body suit over the water of the Solent for the very first time,” the Royal Navy announced via Twitter on July 30, 2019.
The jetpack had been tested on land, but Browning wanted to test whether it could be used on moving ships. A small landing and launch pad was set up on the Dasher, from which Browning could move between the vessels.
Video shows Browning easily hopping between the Dasher, a P2000 patrol vessel, and two rigid-hull inflatable boats, all moving at 20 knots.
“Richard made taking off and landing on the P2000 look so easy,” Lt. Lauren Webber said in a Royal Navy press release.
The jet suit, built by Browning’s Gravity Industries, can fly for five to 10 minutes, and has a maximum speed of 32 miles per hour, according to the company’s website. Five turbines — one on each forearm, one on each side, and one on the user’s back, allow the user to control movement and blast up to 12,000 feet in the air.
The Drive reports that the suit is highly automated, with information about the suit’s fuel level and other technical statuses transmitted to the user’s helmet display. The Drive also reports that the suit has a wi-fi link so a ground team can keep track of the suit and its wearer.
Despite the excitement about the jet suit, the UK Ministry of Defence has not purchased any as of yet, The Drive reports. At Bastille Day celebrations in June 2019, French inventor Franky Zapata zoomed over the crowd in his Flyboard Air, which allows for a 90-minute flight time. French Prime Minister Emmanuel Macron tweeted video of the display, hinting that the device might eventually be used in combat.

The Air Force’s Special Access Programs is the highest level of top secret USAF funding – and it just put out a juicy new request for proposals. The service wants to spend $4.5 billion and hire 1,000 employees to develop a program that would “provide physical security and cybersecurity services to safeguard its most sensitive information.”
Billions spent just to counter all the Chinese people who have computers. Probably.
Sure, the price tag doesn’t really compare to some of the other Air Force programs out there. The F-35 program cost a whopping id=”listicle-2638759949″.5 trillion over more than a decade. The penetrating counter air program, the F-35 successor, would cost more than three times that. So the Air Force is no stranger to spending tons of cash on secret weapons. This time, the secret is much less public than ever before.
Air Force Special Access Programs were once referred to as the USAF’s “black programs,” clandestine development budgets that few in government were totally informed about and had little Congressional oversight due to the classified nature of their work. This latest program, Security Support Services, falls within that budget.

For those who know what working in government programs entails, the job descriptions for the potential hires alone can tell us a lot about the sensitive nature of their impending work. Employees for the new program would have to have an active TS/SCI security clearance (one of the highest in government) with a polygraph examination. Taking a lie detector test is just one of many added security measures that not every Federal employee with a clearance has to do.
But they’ll have to take it to work on USAF Security Support Services. Other duties will include: implement comprehensive security protocols to protect advanced technology programs throughout their life cycles, counterintelligence analysis, training, and investigations, and network monitoring and incident detection, response and remediation.
The Air Force’s final request for proposals will be released on Aug. 8, 2019, – and that’s all anyone needs to know.
For most airmen going on leave for the holidays, the time off means an escape from their everyday Air Force career. After all, when is someone going to need a loadmaster at the liquor store (unless there’s a huge bourbon shortage at an egg nog festival and Costco is planning a relief drop from a C-17)?
An Air Force pilot on a United Airlines flight, however, is another story.
Like a scene out of a movie, Captain Mike Gongol was on a flight to see his extended family in Denver from Des Moines in 2013 when the B1-B Lancer pilot noticed the Boeing 737’s engine begin to idle — something only another pilot would realize. When the plane began to descend and drift to the right, he knew something was up.
He was right. A nurse on board the flight, Linda Alweiss, entered the cockpit, and found the pilot slumped over in his seat.
The rest of the plane knew something was up when a flight attendant asked the passengers if there was a doctor aboard the plane. They were asked to remain seated as the crew ran up to first class with a medical kit. When the attendants again addressed the passengers, they asked if there were any “non-revenue pilots” aboard the plane.
Gongol realized the pilot was probably the patient – and his Air Force specialty was needed. The first officer must have been the only other pilot aboard. He “looked to his wife as she gave him a nod, and Gongol pressed his button and headed toward the flight deck.”
“He was sick and mumbling and was just incoherent,” the nurse told KTLA.
A Rockwell B-1 Lancer is a very different craft from a Boeing 737. Differences in weight, crew, engine number and thrust, top speeds and ceilings are all significant factors. The moment Gongol entered the cockpit, he and the first officer sized one another up – he opted to support her as her first officer.
The Air Force captain decided to let her take the lead. He backed up her checklists, used the radio, and kept an eye out for anything going wrong.
“She was calm, but you could tell she was a little stressed, who wouldn’t be,” Gongol told Air Force Space Command. It was only when they moved to land in Omaha that Gongol took the lead. The first officer had never landed in Omaha, but Capt. Gongol knew the airfield well, landing there many times in training. Still, he talked her through it.
The pilot, as well as the other 157 people aboard the flight, survived the trip.
We talk with the Marine and Creator of the MightyFIT Workout plan about Promotions, Happiness and Freedom Hair.
Most Marines can remember their best PFT score. A solid performance can earn you bragging rights, a line on the promotion list or maybe even signifies a personal goal (yeah, I still remember my first twenty straight pull ups, twenty years later). Yet, there is something much deeper in the those numbers…happiness.
You can argue with me all you want, yes Marines can be happy, but that doesn’t mean their life is going to be easy. At some point, Marines are guaranteed to be covered in mud, zombie tired and cleaning a piece of gear for the ten thousandth time. Despite what life may throw their way, either in training or war, Marines are still the most happy when they are fit and ready for a fight. And that means tough training, physical fitness, and confidence.
After my first deployment to Iraq, I was back at 29 Palms getting ready for a second, possibly more dangerous deployment. We trained every day and most weekends in a hot, nasty desert. That spring, I ran the fastest PFT of my life and I’ve never felt happier (17:54…just saying…). Despite the stress of the world around me, being in that kind of shape was one of the happiest points in my life. I was a trained, fit Marine and that feeling has stuck with me to this day.
Now, if you’re reading this, then you at least have some interest in the military and you don’t have to be a Marine to understand that feeling fit and healthy is a good thing. That being said, even those of us who a maxed out a PFT at some point still have trouble finding a workout plan to meet the chaotic, unexpected and sometimes even lonely challenges that come after we take off the uniform.
Ladies and gents, let me introduce to Marine Michael Gregory, the creator of the MightyFIT workout plan and owner of Composure Fitness, whose sales pitch is “wanna make gains and look great naked?”
Michael doesn’t need to sell himself, he resume does it for him. An economist by training who first put his analysis skills to work as a Marine intelligence officer, Michael is one of those guys who could fit right in on wall street but he’s also tough. Like really tough. One of his first assignments in the Marines was with the MACE, Martial Arts Center of Excellence, think Spartan training in modern times. So what does a badass Marine martial arts instructor with a ten pound brain decide to do after he leaves the Marine Corps?
He moves to Bali and begins his next chapter helping Marines and others find their peak physical performance and dare I say it…happiness.
So when it came time to develop a workout plan for We Are The Mighty, we asked Michael to do what he does best and the eight week plan is pretty amazing. I recently had the chance to catch up with Michael and his thoughts on fitness and happiness didn’t disappoint.

Michael, it’s great to chat with you. Before we dive in, tell me, what’s the craziest thing that you did in the Marine Corps?
MG: I was promoted on Iwo Jima.
MG: Yeah it was cool. And not planned. My commander was like, “Hey there’s a C- 130 going to Iwo. Get on it, find whoever is the senior officer and have them promote you.”
Ok, that pretty badass, what drove you to the Marine Corps?
MG: Yeah. so I joined out of high school. I knew I wanted to be in the military. It was the height of the wars and everyone was going to the Middle East to fight. I didn’t even know Asia was a thing, but they sent me to Japan. I got to work with almost every Allied country in Asia and it was it was good for me because I was always the kind of Marine that was on my own little plan. I always had long hair.
Dude, your hair is pretty crazy now.
MG: It’s my freedom hair.
Freedom Hair. I love that.
MG: I haven’t had it cut since I got out. That’s my freedom.
What set you on the fitness path to where you are right now?
MG: [Fitness] was always something that I cared about. I studied economics in college and I had to work out to keep my sanity. But when I got in the Marine Corps I was lucky enough in one of the “in-between times” between schools. I got sent to the Martial Arts Instructor Course in Quantico.
The MACE is no joke. What was it like as a brand new a Second Lieutenant?
MG: It was actually like it was cool because it was my first experience working with enlisted Marines. But in the schoolhouse we’re all getting trained to be instructors. We were equals there. So we all got along and I learned a lot and I actually took a lot of that with me when I was with my unit and my first Marines. It was eye opening. And that was some of the best organized training I got.
So where did you get the fitness knowledge to build a plan like the MightyFIT?
MG: In Japan, I had a pretty good fitness routine going on. I was kind of training myself. And studying. I would print out fitness stuff and bring it into the vault because nobody would talk to me there. I read a lot about nutrition, the body and exercise programs.
And when did Bali come into the picture?
MG: After the Marines, I decided to take a break you know and figure out what I want to do with my life. My wife convinced me to move to Bali for six months to just decompress a little bit and figure out a plan. And you know, we’ve been there for two and a half years.
(Because when you’re a fitness guru in Bali, front flips in the rain are just a part of life.)
So you started training Athletes and even other Marines?
MG: It took some time and it was all based on the results. I have a guy that I work with who is a Captain. He was afraid that he couldn’t make gains and still perform on the PFT. We developed a plan for him. Now, he’s squatting and lifting more than he ever had in his life and he’s at a lower body fat percentage while still running a 295 PFT. It’s my clients that have helped me grow. The word of your former clients is the most important thing that I have as a fitness professional.
How is fitness like firing a weapon?
MG. You know when you go to a civilian firing range and see somebody with the nicest weapons but still doesn’t know what there doing. They lack a foundation. They haven’t mastered the basics of marksmanship and they wonder why they can’t hit the target.
I do. It’s scary.
MG: You can see the same exact thing walking into any gym and see people with great physiques but no foundation. Your body is your weapon. Just like a rifle, you need to zero it in with the basics to become efficient and effective for other activities. The fundamentals cross over into all different workouts. You can go on to do Crossfit, run Marathons or whatever you’d like. That’s what the Mighty FIT plan is designed to do. It uses eight weeks to build a fitness foundation. It’s your zero.
Ok, how does this plan work for a guy like me with knees that are beat up and a back reading from a decade of body armor? Won’t I just hurt myself?
MG: The plan is designed so that really anyone can do it. You obviously need to listen to your body but none of these movements are inherently dangerous. I’m not asking anyone to do anything outside of a normal physical range of motion or at an explosive speed. In fact, a lot of people hurt themselves during explosive exercises. They think they’re athletic but lack a solid foundation. And what this plan does is prepare people for anything without being potentially dangerous by using a safe rate of perceived exertion.
A safe rate of what?
MG: Haha, the rate of perceived exertion. It’s simple. 80% effort is the goal and the weight is irrelevant. That’s the base element of the Mighty FIT plan. I’m not dictating weights for anyone right now. I tell people the exercise and the number of sets and reps. And you stick to your own weight. So if you feel like shit one day at 80% and it’s 30Lbs less than it was last week. That’s OK. Just do what your body perceives as 80% exertion even if that means that you’re starting off point is just standing up out of a chair, then just do that. There’s really no barrier to entry as long as you’re willing to adjust and don’t feel like you need to be perfect. Just be happy.
But I want to clarify, is happiness the overall goal here or is it something different?
MG: Happiness is the overall goal in so far as this plan will allow you to do whatever you want to make you happy.
That’s a Bali- Eat, Pray, Love answer.
MG: [He Laughs]. If you want to work out like a maniac then these eight weeks will prepare your body to work out like a maniac. If you just want to play with your kids, this will allow you to pick up your two year old son without feeling like you’re going to split your back.

So as I was reading the plan I know that there’s going to be soreness. Can you kind of quickly walk me through what DOMS is?
MG: Delayed Onset Muscle Soreness. Which is just a fancy way of saying, you’re going to feel the workout the next day. It’s just what happens when people reach a threshold of physical output that they’re not used to. When we work out, we’re literally tearing our muscles apart so that they can be rebuilt into stronger muscle fibers. The body must then recover from the inflammation so all the good blood cells rush to that part of the body which is where the soreness comes from.
Is there anything I can do to prevent the soreness?
MG: The research shows that if you stick to the 80% threshold that I already talked about there shouldn’t be any issues. You should be able to get up and walk around the day afterwards. Usually when people push past that 80% threshold that’s when you get someone walking around like a zombie for a couple days.
If you feel like one of the sessions is particularly hard especially on the legs, then just hop on a stationary bike for 15 and 20 minutes at the end of the workout. An ice bath is another great alternative. But if you’re going to go for the ice bath, wait one or two hours after the workout because what it does is it kills inflammation altogether and inflammation is actually good when we’re trying to build up some muscle so if you kill it right away it has a tendency to stall the gains.
Before we transition off the plan, is there anything else you think people need to know?
MG: Well you know, just take week one as what it is… week one. Do the whole eight weeks before you cast judgment on whether or not you liked it or if it was effective or not.
What do you think is your biggest enemy to happiness? And do you even think like that?
MG: Yeah, I do. I’m obviously living in Bali. So, I have been doing more meditation and self reflection than I ever thought was possible. And honestly my own worst enemy is myself. And I think that’s true for a lot of people. I easily talk myself out of things that I make a commitment towards or that I know are good for me. So finding consistency with myself is one of the hardest challenges and it was something I didn’t realize in the Marine Corps because you kind of don’t have that option in the military. There are constantly other people that you’re responsible for or that are holding you accountable.
And now you’ve built your business, Composure Fitness obviously you’ve got the launch of the Mighty FIT Plan. What does the rest of 2019 look like for you?
MG: Growth. You can only work with so many people at one time. I’m excited about getting my voice out there with good fitness advice and building something more sustainable that reaches more people at once.

It happens almost every single year and it’s always a giant fuss. A new recruit who is barely out of boot camp will wear their branch’s dress uniform as they walk down the aisle at their high school graduation. The school will invariably be annoyed that someone isn’t wearing the same thing as everyone else, they’ll cause a fuss, and, suddenly, everyone is up in arms against that school.
Now, we’re not going to throw any individual under the bus — so we won’t name names — but trust me when I say that stunts like this are definitely boot moves.
This time, the near-annual graduation controversy started with two Marines in Michigan. They informed their school of their plans month before entering boot camp and the school, of course, rejected their proposal. The students graduated recruit training on a Friday and come back to Michigan to graduate high school the following Sunday.

First, it’s important to realize that schools don’t lack in compassion for the military and its troops, but the ceremony requires uniformity. The school made many concessions, including offering specially-made tassels, just like those worn by honor students, woven in red, white, and blue. They also offered to announce their military rank as they received their diploma and annotate their service in the rosters and the programs.
Even still, the students walked in their dress uniforms instead of the standard caps and gowns. The school’s superintendent allowed them to walk to keep their families happy. Afterward, an unnamed school board member discretely expressed to the students they were not happy with the rule violation, but that they also respected their service. This gentle aside then hit the internet, was blown out of proportion, and now the school board members are being made to look like as*holes.
The fact is that the uniform of the day was a cap and gown. These recruits disobeyed that order. When moments like this happen in the military because someone is trying to be an individual, the offenders swiftly disciplined. When this happens in the civilian world with recruits fresh out of boot camp (in this case, literally two days out of boot camp), the civilians who put out a simple rule (and offered many compromises) are made out to be the bad guys.

Each school has a policy on wearing uniforms to graduations. Some allow it, some don’t. The entire state of New Jersey, for instance, allows all troops to wear their uniform to their high school graduation. If the school allows troops who’ve completed their initial entry training to wear a uniform, outstanding! Go for it! If not, the school shouldn’t be vilified for asking a young troop (and student) to follow a guideline.
If you still feel compelled to wear your dress uniform in an unofficial manner, wear it under your cap and gown. It’s as simple as that.
Reports of sexual assaults in the military increased slightly last year, U.S. defense officials said Monday, and more than half the victims reported negative reactions or retaliation for their complaints.
The defense officials, however, said an anonymous survey conducted last year showed some progress in fighting sexual assault, as fewer than 15,000 service members described themselves as victims of unwanted sexual contact. That is 4,000 fewer than in a 2014 survey. Sexual assault is a highly underreported crime, so the Pentagon uses anonymous surveys to track the problem.
The new figures are being released Monday. Several defense officials spoke about the report on condition of anonymity because they weren’t authorized to discuss the data ahead of time.
For more than a decade, the Defense Department has been trying to encourage more people to report sexual assaults and harassment. The agency says greater reporting allows more victims to seek treatment.
Overall there were 6,172 reports of sexual assault filed in 2016, compared to 6,083 the previous year. The largest increase occurred in the Navy, with 5 percent more reports. There was a 3 percent jump in the Air Force. The Army and Marine Corps had slight decreases.
Retaliation is difficult to determine, and the Defense Department has been adjusting its measurements for several years. It seeks to differentiate between more serious workplace retribution and social snubs that, while upsetting, are not illegal.
Two years ago, a RAND Corporation study found that about 57 percent of sexual assault victims believed they faced retaliation from commanders or peers. Members of Congress demanded swift steps to protect whistleblowers, including sexual assault victims, who are wronged as a result of reports or complaints.
Data at the time suggested that many victims described the vengeful behavior as social backlash, including online snubs, that don’t meet the legal definition of retaliation.
Officials are trying to get a greater understanding about perceptions of retaliation. They’ve added more questions and analysis to eliminate instances when commanders make adjustments or transfer victims to protect them, as opposed to punishing them or pressuring them to drop criminal proceedings.
As a result, while 58 percent of victims last year said they faced some type of “negative behavior,” only 32 percent described circumstances that could legally be described as retribution. This includes professional retaliation, administration actions or punishments. In 2015, 38 percent reported such actions.
Despite the small increase in reports last year, officials focused on the anonymous survey. The survey is done every two years and includes a wider range of sexual contact.
In 2012, the survey showed 26,000 service members said they had been victims of unwanted sexual contact, which can range from inappropriate touching and hazing to rape. The numbers enraged Congress and triggered extensive debate over new laws and regulations to attack the problem.
The surveys have shown a steady decline. Monday’s report shows 14,900 cases were reported. Of those, 8,600 were women and 6,300 were men. It marks the first time more women than men said they experienced unwanted sexual contact. There are far more men in the military and the total number of male victims had been higher, even if by percentage, women faced more unwanted contact.
The decrease in reports by men suggests a possible reduction in hazing incidents, officials said.
About 21 percent of women said they had faced sexual harassment, about the same as two years ago. The percentage of men dipped a bit.
A House Appropriations subcommittee on May 15, 2019, approved a fiscal 2020 defense funding bill that would cover the cost of a 3.1% military pay raise.
The bill, introduced May 14, 2019, by the House Appropriations Committee, would provide $690.2 billion for the Defense Department — $8 billion below President Donald Trump’s budget request, but $15.8 billion above the fiscal 2019 DoD budget. The $690.2 billion includes $68.1 billion in Overseas Contingency Operations funds, or OCO.
Under the legislation, active-duty end-strength would be trimmed: The proposal supports 1,337,500 troops, 600 fewer than are currently serving and 2,000 fewer than the administration’s request. It also would cut the reserve component by 16,900, the amount requested by the Pentagon.
On other personnel issues, the bill would provide .7 million to upgrade child care facilities on installations and direct the services to come up with “innovative ideas” to solve the shortage of quality child care services.
It also would provide 0 million for medical research programs directed by Congress and furnish 7 million for sexual-assault prevention and response, an increase of million above the administration’s request.

“The subcommittee has sought throughout this legislative process to keep in mind the morale and quality of life of all our service members and their families. I believe we have taken tangible steps in this bill to refocus much-deserved attention on their issues of concern,” said Rep. Pete Visclosky, D-Indiana, who chairs the subcommittee.
Several programs would be bolstered if the legislation passes as written — unlikely, given that it is one of four bills that ultimately guide future defense spending. However, large sections of it are expected to be included in the final measure, usually an amalgam that includes similar legislation from the Senate Appropriations Committee. The Senate and House Armed Services Committees also weigh in with legislation that directs policy issues.
Programs that may see increases next year include the F-35 Joint Strike Fighter. The proposed House bill would fund 90 F-35s, or a dozen more than the Pentagon’s request. It also would fund 73 UH-60 Black Hawk helicopters; 14 V-22 Osprey aircraft and 16 C-130J aircraft, four more of each than the services asked for; and nine P-8A Poseidons, three more than requested.
The bill would fund 11 ships, including three DDG-51 guided missile destroyers, two SSN-774 attack submarines, one FFG frigate, a Ford-class aircraft carrier, two fleet oilers and two towing, salvage and rescue ships.
It also would pay for cannon and weapon stations for 86 Strykers and upgrade 165 M1A2 Abrams tanks.

“The bill ensures that our service members are trained and equipped to do their jobs safely and effectively and that they are prepared for future military needs,” House Appropriations Committee Chairwoman Rep. Nita Lowey, D-New York, said in a statement May 15, 2019.
The proposed bill places a number of restrictions on the defense budget, including limiting how the executive branch and the Defense Department can move money in accounts. It limits the amount to id=”listicle-2637320945″.5 billion, down from .5 billion.
The change is a direct response to the Trump administration’s efforts to transfer money to fund a fence or wall along the southern border.
The bill also places an emphasis on environmental cleanup of military bases and former military sites, providing id=”listicle-2637320945″.26 billion — 8 million more than requested — for restoration, removal of unsafe property and debris, and hazardous waste disposal.
This includes million to study and assess the extent of contamination from chemicals used in firefighting foam and stain-resistant materials called perfluorooctane sulfonate (PFOS) and perfluorooctanoic acid, or PFOA.

These NASA nerds set a record for how quickly a plane was returned to flight status after being sent to AMARC. They did an impressive job of grafting together parts from the WB-57 Canberra from the boneyard with parts from a second Canberra near Warner Robins Air Force Base in Georgia, as well as F-15 parts for the main wheels, the ejection seats from the F-16, and the tires from an A-4 for the nose wheel.
But some Army Air Force mechanics in Australia pulled off something similar in World War II, and did such a good job that their Franken-bomber is still around today. That plane is currently at the National Museum of the United States Air Force at Wright-Patterson Air Force Base, near Dayton, Ohio.
She’s called “Swoose,” and she is not only the only B-17D to survive, she is the oldest surviving B-17.
Swoose started out being assigned to the Philippines in 1941, flying in combat from Dec. 7, 1941, to Jan. 11, 1942. The plane suffered serious damage, but the mechanics used a tail from another damaged B-17 and replaced the engines. The plane then served as an armed transport for the rest of the war, including as a personal transport for Lt. Gen. George Brett (no relation to the star baseball player from the 1970s, 1980s, and 1990s).
In support of Sailor 2025’s goal to retain and reward the Navy’s best and brightest, the Navy announced, Feb. 27, 2018, the Targeted Reentry Program (TRP) and associated program guidelines to expedite reentry into the Navy in NAVADMIN 047/18.
The TRP is designed to benefit both the Sailor and the Navy by allowing a return to service for those who are well-trained leaders with valuable and needed skills and will be offered to selected Sailors prior to their departure from the Navy.
The TRP empowers Commanding Officer’s (COs) to identify Active Component and Full Time Support officer and enlisted personnel who have elected to leave active duty (AD) service and do not desire to affiliate with the Ready Reserve and recommend them to be awarded a “Golden Ticket” or “Silver Ticket,” giving them the option for expedited reentry to AD if they decide to return to the Navy.
“Talent is tough to draw in and even tougher to keep,” said Vice Adm. Robert Burke, Chief of Naval Personnel. “Just like corporate businesses are adapting, the Navy must adapt to modern personnel policies as well. These changes are designed to maximize opportunities for command triads to advance their best Sailors while managing community and individual rates’ health.”
O-3 and O-4 officers and E-4 to E-6 enlisted, who have completed their Minimum Service Requirement (MSR), but not yet reached 14 years of active service are eligible for consideration for TRP. Also, an officer’s or enlisted’ s community qualifications must be obtained, superior performance annotated in Fitness Reports or Evaluations, and have passed their most recent Physical Fitness Assessment (PFA). Officers who have failed to select for promotion are not eligible. Prospective participants must meet character standards, i.e. no record of civil arrest/NJP, court-martials, failed drug screenings, etc.
The Golden Ticket recipients are guaranteed a quota and an expedited return to AD within one year of release as long as they remain fully qualified. Silver Ticket recipients are afforded an expedited return to AD within two years of release, subject to the needs of the Navy and that they remain fully qualified. Golden Tickets, if not used within one year, will convert to Silver Tickets for an additional year. Silver Tickets not used within two years of release from AD expire.
Sailors who accept a Golden or Silver Ticket prior to release from active duty will go into a minimum reserve status, known as Standby Reserve- Inactive (USNR-S2) status. In this reserve status, Sailors will have no participation requirement and will not be eligible for promotion or advancement or be eligible for health care, retirement points, Servicemembers Group Life Insurance and other benefits. The Date of Rank of officers and Time in Rate of enlisted TRP participants will be adjusted upon returning to AD. Sailors who return to active duty using TRP will maintain the last rating and paygrade held at the time of separation.
BUPERS-3 is the approving authority for all TRP ticket request and will make determinations based on overall performance, community health, and needs of the Navy. Once approved for a Golden or Silver Ticket, officer and enlisted personnel will have the option to accept or reject participation in the TRP prior to their release from AD.
