Army Veteran Kathleen Cashaw will celebrate her 62nd birthday this summer. She is also celebrating this summer for another reason – earning her college degree. With the support from Butler VA’s Vocational Rehabilitation Program, Cashaw has achieved her goal of completing her Associates of Arts Degree as a medical assistant at Butler Community College.
“The Vocational Rehabilitation staff at Butler VA always gave me encouragement. I had doubts about completing the degree, but the VA staff always directed me to the positive of completing the program rather than the negative thoughts that I was having. Like being too old. I knew I had potential. I knew that it was in myself.”
Vocational Rehabilitation at Butler VA assists Veterans to prepare for, find, and maintain suitable jobs. Employment services such as job training, employment-seeking skills, resume development, and other work-readiness assistance is available for Veterans to achieve their employment goals.

“Messed” up but moved on
Middle child of a hard-working illiterate father and a strict mother who instilled the importance of education, Cashaw did what neither her parents nor her two siblings ever did: Enroll in college. But her degree pursuits at Tuskegee University and Howard University began and ended within a year.
“I messed up in college.”
She enlisted in the Army and in 1986 joined the Mississippi National Guard. She also took jobs in customer service and in making ice cream machines in one factory and automotive parts in another.
“My father didn’t think I would ever go back to college,” Cashaw said. A disabled Veteran, she volunteered at Butler VA while making the dean’s list and the president’s list at Butler Community College. “For my age, I completed it. Finally.”
Vocational Rehabilitation: “If you want to succeed, you will.”
Kathleen encourages other Veterans to reach out to Vocational Rehabilitation for support and assistance. Her other advice: “You are never too old to pursue your dreams. If you really want to succeed you will. It takes hard work, but never succumb to the negative, look for the positive.”
Her education has changed her life. “It has made me more confident. “Now, there are things that I can do.”
President Vladimir Putin is traveling to India on Oct. 4, 2018, for a two-day visit aimed at deepening Russian ties to the fastest-growing economy in the world.
Putin and Indian Prime Minister Narendra Modi were set to review defense cooperation and discuss regional and global issues at an annual bilateral summit in New Delhi on Oct. 5, 2018, according to India’s Foreign Ministry.
Putin’s top foreign policy aide, Yury Ushakov, has said that the Russian president’s talks with Modi will focus on “further development of the especially privileged Russian-Indian strategic partnership.”
More than 20 agreements were expected to be signed during Putin’s visit in areas such as defense, space, and economy, Ushakov said, insisting that the “key feature” of the trip will be the signing of a billion deal to supply India with S-400 air-defense systems.
Moscow has been negotiating to sell the long-range surface-to-air missiles to India for months, and the Pentagon warned New Delhi it would run afoul of U.S. sanctions if it purchases the sophisticated weapon systems.

The U.S. Congress enacted legislation in 2018 allowing the president to waive the sanctions for countries that are developing defense relationships with Washington, but U.S. officials have signaled there was no guarantee India will get an exemption from the sanctions.
During Putin’s visit, the sides were also expected to discuss deals to supply India with four frigates and Ka-226 helicopters, as well as the possible construction of a second Russian-built nuclear power plant in India, reports said.
The British Army has had many iconic recruitment ad campaigns over the years. From Lord Kitchener’s, “Your Country Needs You” that became the basis of nearly every other recruitment poster to WWI’s famous, “Your chums are fighting. Why aren’t you?”
Today, the Armed Forces of the United Kingdom are at some of the lowest numbers in centuries. Now, they’re trying out a new recruitment strategy:
On the surface, it might seem belittling to potential recruits and, to be fair, that’s how most people are interpreting it. But if you take a step back and read the full poster and evaluated the entire campaign as a whole, it’s actually brilliant.
The poster above is a part of the British Army’s “This is Belonging” campaign, which also includes TV ads that showcases young people who feel undervalued in their jobs. Other posters also call for “me me me millennials” and their self-belief, “binge gamers” and their drive, “selfie addicts” and their confidence, “class clowns” and their spirit, and “phone zombies” and their focus.
It’s a call to action to a younger generation that may not believe they’re right for anywhere. The TV ad for the binge gamer shows the person being scolded for playing too many games, but he keeps pushing himself after every “Game Over.” Next, the commercial cuts to this same gamer as a soldier, and he’s pushing himself further and further. At its core, that’s what this campaign is really about.
I don’t want to be the guy to point it out, but… the oldest millennials are now 37 and the youngest are 25. Let’s not get them confused with Gen-Z, the 17 to 24 year olds that are more commonly associated with these stereotypes. Just sayin’…
British Army recruiters have long labelled service as a means to better one’s self. Sure, it’s patronizing to call a potential recruit a “me me me millennial,” but it’s also breaking conventional by attributing a positive quality, “self-belief,” to that same person — a quality desired by the military.
The reception has been, let’s say, highly polarizing. One side is complaining that it’s demeaning and desperate while the other is complaining that the British Army doesn’t need snowflakes. The bigger picture is that it’s a marketing strategy geared towards getting the attention of disenfranchised youth who just happen to be the perfect age for military service.
Since it was just released, only time will tell whether it’s effective in bringing in young Brits. But it has certainly gone viral and everyone is talking about it, which was definitely the objective.
As an international relations scholar who studies space law and policy, I have come to realize what most people do not fully appreciate: Dealing with space debris is as much a national security issue as it is a technical one.
Considering the debris circling the Earth as just an obstacle in the path of human missions is naive. As outer space activities are deeply rooted in the geopolitics down on Earth, the hidden challenge posed by the debris is the militarization of space technologies meant to clean it up.
To be clear, space debris poses considerable risks; however, to understand those risks, I should explain what it is and how it is formed. The term “space debris” refers to defunct human-made objects, relics left over from activities dating back to the early days of the space age. Over time that definition has expanded to include big and small things like discarded boosters, retired satellites, leftover bits and pieces from spacecraft, screwdrivers, tools, nuts and bolts, shards, lost gloves, and even flecks of paint.

From the 23,000 pieces of debris in Earth orbit that are larger than 5-10 centimeters that we can track and catalog, to the hundreds of millions that we cannot, there is little question that both big and small objects whizzing around at lethal speeds endanger the prospects for civilian, commercial and military missions in outer space. You may pick apart what the movie “Gravity” got wrong, but what it got unforgettably right was the sense of devastation wrought by an orbital debris cloud that destroyed equipment and killed three astronauts on impact. No matter its size, space debris can be lethal to humans and machines alike.
As of early 2018, the European Space Agency (ESA) estimates that there have been about 500 break-ups, collisions, explosions or other fragmentation events to date that yielded space debris. Some of these events are caused by accidents. NASA reported the first-ever known collision between two objects in space in July 1996, when a European booster collided with a French spacecraft. That incident created one new piece of debris, which was itself promptly cataloged. Yet accidents can also have a big impact on increasing the debris cloud. In 2009, for the first time ever, a functioning U.S. communications satellite, Iridium-33, collided with a non-functioning Russian one, Cosmos-2251, as they both passed over extreme northern Siberia. This single crash generated more than 2,300 fragments of debris.
Natural fragmentation versus deliberate destruction
Space debris may also be affected by the breakup of older spacecraft. In February 2015, a Defense Meteorological Satellite Program (DMSP-F13) spacecraft, called USA 109, which had gone up 20 years earlier, blew up due to a battery malfunction. It may have contributed 100 debris pieces that were tracked by military radars on Earth, and possibly also 50,000 shards larger than 1 millimeter that defied tracking because they are too tiny. Because of the satellite’s original high altitude, all those fragments will remain in orbit for decades, posing risks for other spacecraft. In November 2015, again due to a possible battery failure, another decommissioned U.S weather satellite, NOAA-16, crumbled adding 136 new objects to the debris cloud.
Notably, debris itself can also fragment. In February 2018, a discarded tank from the upper stages of a Ukrainian-Russian Zenit-3F rocket fragmented.

Debris can also fall back down on Earth, whether from natural orbital decay or controlled re-entry. Fortunately most such falling debris lands in the Earth’s oceans. But sometimes it does not, and these rare events may become a bigger hazard in the years ahead as the size of the debris cloud grows, and as the projected fleet of commercial small satellites becomes a reality. Recently, parts of Zenit rocket debris are reported to have ended up crash-landing in Peru. One of the most recent such events just took place in October 2018. The U.S. military identified a fuel tank from a decade-or-so-old Iridium satellite that crashed in a walnut orchard in Hanford, California.
Then there are the highly publicized deliberate events that add to the debris cloud. In 2007, China used a ground-based direct-ascent missile to take out its own aging weather satellite, the Fengyun-1C. This event created an estimated 3,400 pieces of debris that will be around for several decades before decaying.
China’s actions were widely seen as an anti-satellite test (ASAT), a signal of the country’s expanding military space capabilities. Having the ability to shoot down a satellite to gain a military advantage back on Earth exposes the basic nature of the threat: Those who are most dependent on space assets – namely, the United States, with an estimated 46 percent of the total 1,886 currently operational satellites – are also the most vulnerable to the space debris created deliberately. There is no doubt that the aggressor will also lose in such a scenario – but that collateral damage may be worthwhile if your more heavily space-dependent rival is dealt a more crippling blow.

Stealth ‘counterspace race’
The set of government or commercial solutions to counter orbital debris – whether lasers, nets, magnets, tethers, robotic arms or co-orbiting service satellites – have only fueled the prospects for a stealthy race for dominance in outer space.
The same technology that captures or zaps or drags away the debris can do the same to a functioning spacecraft. Since nobody can be sure about the intent behind such proposed “commercial” space debris cleanup technologies, governments will race to get ahead of their market competitors. It matters how and with what intent you counter space debris with dual-use technologies, and more so at a time of flux in the world order. Both the old and new space powers can easily cloak their military intentions in legitimate concerns about, and possibly commercial solutions to, debris hazards. And there are now a number of open assessments about space junk removal technologies that can double up as military programs, such as lasers or hunters.
This fusion of the market and the military is not a conspiracy but a reality. If you are a great power like the United States that is heavily dependent on space assets in both the economic and military realms, then you are vulnerable to both orbital debris and the technologies proposed for its cleanup. And both your allies and your rivals know it.
This is how we have ended up in a counterspace race, which is nothing like your grandfather’s space race. In a fundamental way, this new race reflects the volatile geopolitics of peer or near-peer competitors today, and there is no getting away from it in any domain. Just as on Earth, in the cosmos the world’s top space powers – the United States, China, Japan, Russia, India – have moved from merely space situational awareness to all-out battlespace awareness. If things stay the course, accidental or deliberate events involving orbital debris are poised to ravage peaceful prospects in outer space.
How then do we move forward so that outer space remains safe, sustainable and secure for all powers, whether big or small? This is not a task any one single nation — no matter how great — can carry out successfully on its own. The solutions must not only be technological or military, either. For peaceful solutions to last, deterrence and diplomacy, as well as public awareness, will have to be proactively forged by the world’s space powers, leaders and thinkers.
The Air Force is investigating an airman after he posted a video on YouTube rife with homophobic slurs and insults.
A man in an Air Force uniform, identified only by the YouTube username “Baptist Dave 1611” ranted in a recent video, calling gay people “sodomites,” “vermin scum,” and “roaches” among other slurs, according to Air Force Times, which first reported the story June 26, 2019.
“The specifics of the situation are being reviewed by the airman’s command team,” said service spokesman Maj Nick Mercurio, confirming the incident. Mercurio did not provide any identifying details about the airman.

“When you get these perverts on their own, they flee like cockroaches, like the roaches they are, the vermin scum, the pedophiles that they are,” the airman said in the video, as reported by Air Force Times.

In the video, “Baptist Dave” also said he was influenced by Grayson Fritts, the Tennessee Knox County Sheriff’s Office detective who recently advocated for the arrest and execution of LGBTQ people. Fritts is also a pastor of All Scripture Baptist Church in Knoxville. During a sermon on June 2, 2019, Fritts said LGBTQ individuals “are worthy of death.” The video, originally released by the church, went viral on social media.
The Air Force on June 26, 2019, stressed inclusivity.
“The Air Force considers diversity to be one of our greatest assets,” Mercurio said in a statement to Military.com. “Therefore, airmen are expected to treat one another with dignity and respect. We do not tolerate behavior that is contrary to those values.”
Mercurio cited Air Force Instruction 1-1 which outlines the service’s culture standards that all airmen must comply with.
“Our core values demand that Airmen treat others with genuine dignity, fairness, and respect at all times,” the AFI states under its code of conduct.

“Each Airman is entitled to fair, scrupulous, and unbiased treatment, and each Airman has the obligation to care for, teach, and lead others. We must also maintain loyalty to the Air Force’s core values and standards and maintain professionalism and respect for others regardless of race, color, religion, gender, national origin, age, disability, or sexual orientation. This respect for others not only involves personal interaction, but also extends to communications and interactions in social media and cyberspace,” it says.
Last year, the Pentagon introduced a new policy to deter misconduct and harassment among service members, defining harassment to include offensive jokes, stereotyping, violence, and discrimination.
Under direction from then-Defense Secretary Jim Mattis, the Defense Department in February 2019 unveiled DoD Instruction 1020.03, Harassment Prevention And Response in the Armed Forces, which immediately superseded any past department policies on sexual harassment and unacceptable behavior for service members.

The 23-page comprehensive policy updates the department’s definitions of harassment and proper response to attacks on individuals via social media, as well as misconduct on bases.
DoD says that harassment may include “offensive jokes, epithets, ridicule or mockery, insults or put-downs, displays of offensive objects or imagery, stereotyping, intimidating acts, veiled threats of violence, threatening or provoking remarks, racial or other slurs, derogatory remarks about a person’s accent, or displays of racially offensive symbols.”
Discriminatory harassment — which is based on race, color, religion, sex (including gender identity), national origin, or sexual orientation — is addressed under the policy.
The reported YouTube video marks the latest in a string of incidents under investigation by the Air Force involving alleged inappropriate conduct by airmen.
In April 2019, the service said it was looking into Master Sgt. Cory Reeves of the 50th Space Wing at Schriever Air Force Base Colorado after the group Colorado Springs Anti-Fascists accused Reeves of being a member of white nationalist organization Identity Evropa in an online post.
Weeks earlier, the Office of Special Investigations at the 39th Air Base Wing at Incirlik Air Base, Turkey, began investigating Airman First Class Dannion Phillips, who was identified in a Huffington Post report as being involved with Identity Evropa.
The Air Force did not have additional information on the status of these investigations by press time.

A funeral was held Jan. 10 for a Texas soldier whose 92nd Infantry Division was the only African-American Army division to fight in Europe and who was buried for decades as “unknown.”
The service was held at Houston National Cemetery for Army Pfc. Lonnie Eichelberger, a 20-year-old from Waco who died in heavy fighting with German forces in Italy just months before Germany’s surrender in 1945.
For decades, he was among nearly 73,000 U.S. service members from WWII who are unaccountable.
“It has brought closure that he has been identified,” said his great-nephew, Cheyenne Eichelberger, who explained that family members knew only that his uncle was killed in action somewhere in Europe.
Army officials notified the family in 2016 that Defense Department scientists had identified the remains using dental and anthropological analysis and circumstantial evidence.
Pfc. Eichelberger enlisted at a time the Army was segregated and he was assigned to the 92nd Infantry Division, which, in 1944 and 1945, fought at the westernmost portion of the Allied line in northern Italy, according to the Defense POW/MIA Accounting Agency, an arm of the Defense Department.
“That’s the forgotten piece,” Cheyenne Eichelberger said Jan. 10. “Minorities have served in every war and conflict that America has been involved in.”
His uncle was declared missing after a battle near Strettoia, Italy. Remains recovered near there after the war in Europe ended could not be identified and eventually were buried in 1949 at the American cemetery in Florence, Italy, designated as remains X-193.
Decades later, information was obtained linking X-193 to two soldiers in the 92nd Infantry who still hadn’t been identified, so the remains were disinterred in 2016 and ultimately one set was identified as Eichelberger’s, according to DPAA.
Of the approximately 73,000 service members in WWII whose remains have not been recovered, more than 3,600 were from Texas.
Country leaders, some of them from authoritarian regimes, are being accused of using the coronavirus pandemic to consolidate power and crack down on dissenters.
In March, Israeli Prime Minister Benjamin Netanyahu declared a state of emergency that shut down the courts — including his own corruption trial — and allowed Shin Bet security forces to start tracking quarantine violators using their cellphones.
Later in the month, Hungary’s parliament voted to cancel elections, suspend its own legislative power, and grant Prime Minister Viktor Orbán the right to rule by decree indefinitely, all under the premise of fighting COVID-19. It also introduced five-year jail sentences for anyone spreading “fake news” about the virus.
Last week, Kazakhstan’s President Kassym-Jomart Tokayev authorized a rapid and strict military draft that the Defense Ministry said would ensure “the effective and complete protection of the health of our people.” Recruits are being charged with disinfecting spaces and patrolling streets during the lockdown.
Emin Abbasov, a human rights attorney in Azerbaijan, said emergency measures can threaten civil liberties anywhere. But the risk is greatest in countries with dictatorships and weak democracies.
“The restrictive measures imposed on civil liberties take place outside the accountability of those who exercise them — without effective parliamentary control and an independent judiciary,” Abbasov told Business Insider.
In many places, the situation is exacerbated by the absence of a free press.
“In the absence of such guarantees, people do not have the opportunity to assess the necessity, adequacy, and appropriateness of measures taken in the event of a pandemic,” Abbasov said.
Azerbaijan’s leader threatens to root out the country’s ‘enemies’
In his 16-year tenure as president of Azerbaijan, Ilham Aliyev has faced numerous accusations of corruption, including vote-rigging, human rights abuses, and involvement in a massive billion bribery scheme to whitewash the country’s image abroad. As COVID-19 spread in March, Aliyev warned the pandemic might require him to purge the nation of “enemies.”
“Where do these provocations come from? From the very fifth column, from the enemies who are among us,” he said during a March 19 speech to mark Nowruz, the Persian New Year. “The elements calling themselves opposition, the traitors who receive money from abroad. Their main goal is to destroy Azerbaijan.”
Aliyev added that he was considering a state of emergency and that, during the crisis, “the rules of completely new relationships will apply.”
“The Azerbaijani government has a longstanding pattern of pursuing trumped-up charges against government critics in order to silence them,” HRW’s Giorgi Gogia said in a statement. “The case against Yagublu falls squarely in that pattern.”
“President Aliyev clearly said that the new reality of the coronavirus does not tolerate the existence of an opposition,” Azerbaijani journalist Khadija Ismayilova told Business Insider.
Ismayilova said others are being summoned to the police and threatened with arrest for writing social media posts about the coronavirus.
In El Salvador, swift action spurs accusations of a ‘political emergency’
A full week before El Salvador reported its first novel coronavirus infection, the National Congress approved President Nayib Bukele’s request for emergency powers — including closing schools and limiting free speech, assembly, and travel — to contain the disease. He implemented a nationwide lockdown on March 21, the same day the country reported its first COVID-19 patient.
“Looking at the measures that the president has taken, I think this is more of a political emergency than a public health emergency,” Mariana Moisa, an anthropologist in San Salvador and member of the Uncomfortable Feminist Collective, told Business Insider.
“At this moment when there’s a public health problem, they are putting more emphasis on the militarization of society than they are investing in the healthcare system. There’s no guarantee that our rights will be respected.”
Bukele promised a 0 stipend to day laborers struggling during the lockdown, but after aid centers became too crowded, he closed them and told citizens to go online or call a toll-free number. On March 30, police in San Salvador used pepper spray to disperse thousands of street vendors and others gathering to demand financial help.
In a televised address on Monday, Bukele warned that security forces would be cracking down further on quarantine violators: “The restrictions are the same, but we are going to be much tougher in enforcing them.”
Those who defy the order could have their cars confiscated or be taken to “containment centers” for 30 days, he said, according to Reuters. Bukele added that the lockdown was being extended for 15 days, and he outlined a plan to track virus carriers.
A 14-year-old is among those arrested in Cambodia for talking about the pandemic
Cambodia reported 109 confirmed coronavirus cases on March 31, the same day its parliament submitted state-of-emergency legislation that would allow Prime Minister Hun Sen to order unfettered surveillance of telecommunications and censorship of media reports on COVID-19.
But civil rights activists worry that the measure, expected to pass on Friday, will grant Hun Sen far-reaching authority with little accountability.
“Instead of introducing a hasty and problematic law, the government should focus on enacting measures within their current powers in order to manage the COVID-19 pandemic,” Cambodian Center for Human Rights director Chak Sopeaph said.
“Now is a time for action, considered measures, and precautions — not a time for pushing a vague law through parliament that does not include any protections for human rights.”
Since the start of the year, at least 17 people have been arrested in the country for sharing information about COVID-19, Al Jazeera reported, including members of the defunct opposition group Cambodia National Rescue Party.
Most were released after signing pledges to not “spread fake news,” but those still in pretrial detention face charges of incitement, conspiracy, and spreading false information.
Police also arrested a 14-year-old girl who posted on social media that she was worried about rumors of a coronavirus outbreak at her school.
“The Cambodian government is misusing the COVID-19 outbreak to lock up opposition activists and others expressing concern about the virus and the government’s response,” Phil Robertson, deputy Asia director at Human Rights Watch, said in a statement.
Uganda is using the coronavirus to fuel homophobia, activists warn
On April 1, police raided a shelter for LGBT people in the town of Kyengera, detaining 20 people for failing to follow social distancing. But Frank Mugisha, executive director of Sexual Minorities Uganda, said those charges were only added later.
“A search was conducted in the shelter in order to find evidence of ‘homosexuality,'” Mugisha told Business Insider. “The mayor personally beat up at least two of those arrested as he questioned them about their homosexuality.”
President Yoweri Museveni closed schools, churches, and mosques before any COVID-19 cases were reported in Uganda. He also banned public rallies, elections, political gatherings, and weddings for 32 days, and instituted a broad travel ban.
“You have seen how airports were clogged with people. That crowding is the perfect ground for new infections,” he said in a March 18 address. “Let us, therefore, move early to avoid the stampede.”
Movie theaters, nightclubs, and bars were all shuttered for a month. “These are very dangerous gathering points with the virus around,” Museveni added. “Drunkards sit close to one another. They speak with saliva coming out of their mouth. They are a danger to themselves.”
After losing his arm and leg in battle, a Hawaiian soldier being treated at the Naval Medical Center San Diego told his doctors that more than anything else, he wanted to surf again.

Almost 10 years later, the hospital’s surfing clinic staff has assisted more than 1,500 wounded, ill and injured service members from all service branches in their recovery through surfing.
“I remember at the time, I told him we’re going to go surfing but I had no idea how we’re going to go, with him missing an arm and a leg,” said Betty Michalewicz-Kragh, surf therapy program manager and exercise physiologist with the Health and Wellness department at the medical center, also known as “Balboa.”
Michalewicz-Kragh said she looked for ideas on the internet and eventually called a Brazilian above-the-knee amputee who came to San Diego and assisted Michalewicz-Kragh in training the soldier for five weeks.
The patient started surfing. “And as a result of him going surfing, many other wounded warriors have gone surfing, and it’s been an amazing journey,” she said.
Today, adaptive surfing is more mainstream, with its third world championship taking place in December in La Jolla, California. Michalewicz-Kragh said when the clinic first started using surfing therapy, she only thought of the physical benefits, such as the cardio ability and strengthening the posterior muscles.
“We ended up realizing the benefit surfing has for post-traumatic stress disorder and other mental health issues,” she added. “It’s been an amazing journey.”
Finding Fitness, Friends
Surfing is like a medication, and all the side effects are good, Michalewicz-Kragh said. “A person may come here to surf but they end up finding a community,” she explained. “The side effects will be that his fitness level will be better, his cardiovascular ability improves, he gets stronger, and he meets a lot of people. The community integration aspect is really important, so there are many benefits to surfing.”
She said patients don’t need to know how to surf before showing up and they can attend the swim clinic beforehand. “Our goal for the patients as they come to the program is to find out how they can make their life better by surfing and to have the ability to surf and become a better surfer,” she said. “You will not be Kelly Slater after six weeks, and not after 12, but you will have the tools to know how to practice and learn how to surf on your own safely and independently.”
Before surfing, patients can also take yoga classes at the beach, thanks to Navy Cmdr. Lori Christensen, the Navy medical center’s preventive medicine department head.
“I always check with them at the beginning of class as they check in, where they’re hurting, so I can make sure they focus the class on things that will be beneficial to any particular needs they may have and then ask them afterward,” Christensen said. “I’ve had feedback from some patients who say that this is the only thing they’ve found that helps them feel better, and some who say, ‘I hated yoga, but now I love it,’ so that’s encouraging. It’s a great setting. It’s not me; it’s the beach.”
Christensen said programs such as the surfing clinic are important for wounded warriors. “It gives them hope and confidence, which will help them with their depression if they have it,” she said. “It’s giving them hope that they can get better, confidence in their abilities to do so, and then ability and new skills and new talents.”
The patients can go through the six-week program twice to learn surfing, and those who transition out of the military and stay in the local area can continue with the program. About 50 surfers — retired firefighters, police officers and military, along with the Del Mar lifeguards — volunteer to work with the patients in the surf therapy clinic.
Former Air Force Sgt. Warren James, a Vietnam veteran, has been volunteering for the past two years. “I’m really good at teaching the beginners,” the former avionics technician said. “It’s very rewarding for me, and I can see it’s very effective for the patients.”
James, who repaired radios and radar equipment on F-4, C-130 and C-40 aircraft during his military service, said he enjoys volunteering with service members and fellow veterans. “It’s overwhelming sometimes. They have injuries, and I didn’t really get injured, so I feel for them,” he said. “I saw a lot of bad things, and I don’t say much about it, but it’s really good to be able to talk to somebody else about it. I know how they feel … I didn’t have PTSD, but I can sense when they do, and it’s really comforting to help them and know that it’s helping me, too.”

Surfing clinic participants gain confidence as they make progress in the surfing clinic, he said. “If they had a physical injury, they recover quicker,” he added. “They take less medication. It’s just a really good program.”
Retired Marine Corps Sgt. Toran Gaal, a bilateral amputee who lives in Valley Center, California, said surfing brings him closer to those he lost in combat. He was injured in an improvised explosive device blast in Afghanistan in 2011.
“To be in a place like the ocean, it allows me to be closer to those people and feel like I’m lifted up,” Gaal said. “I feel like I’m around them when I’m out there. I feel like they’re around me, watching over me, making sure I’m safe. The ocean allows me to feel close to them, as well as gain relationships with some of the volunteers to be happy.”
The surfing clinic is about surfing and reintegration into the community, Gaal said. “It’s not just about gaining independence and going out and surfing. It’s about reintegration and transitioning,” he said.
Gaal said he and his wife, Lisa, have become friends and family with Bob Bishop, one of the volunteers, with whom they have regular lunches at Bishop’s home.

“It’s just a sense of family for me, and my wife knows that. She knows that when I’m around these people, I come back happier because I enjoy being in their presence and the negativity is not there. They’re all positive influences,” Gaal said.
Marine Corps Cpl. Leighton Anderson, a Gardena, California, native who was injured during an MV-22 Osprey tilt-rotor aircraft crash in 2016, said he enjoys the surfing clinic as well.
“I always wanted to learn how to surf, since I’m from California,” Anderson said. “I tried it three times in my life and never did it. I was like, ‘Let me try it through here,’ and then after that, I was hooked. It was pretty sweet. I love it. Everybody’s really nice and supportive.”
Anderson said surfing helps him physically and mentally.
“I had so many barriers, because once I was injured, I was like, ‘I don’t know if I can do that. I might hurt myself.’ I have a little PTSD, and I didn’t think I would enjoy anything. Once I tried it, I broke down a lot of barriers I had mentally and physically. I had weak tendons in my hand and foot, but with surfing they’re starting to get better. And mentally, it makes me happy. It’s just something everybody should take on.”
“Surfing therapy is amazing,” James said. “The program works, because it keeps them not thinking what they would normally would be thinking when they’re at a medical appointment. But here, we just talk about other things, and that’s why it works.
“It’s different,” he added. “I definitely suggest getting in the water, even if you have no experience at all. Just come to the beach.”
The Department of Defense (DoD) has granted a temporary exception to policy to allow select service members to transfer their Post-9/11 GI Bill education benefits to dependents until July 12, 2019.
NAVADMIN 020/19, released Jan. 24, 2019, announces that for a limited time, sailors with at least 10 years of service who are unable to serve four additional years, due to statute or standard policy, may transfer their education benefits to dependents if they agree to serve the maximum time authorized. For example, enlisted sailors within four years of high year tenure or officers within four years of their statutory limit of service are eligible.
The policy exception is retroactive to July 12, 2018, and ends July 11, 2019, after which sailors will need to commit to the full four years of service to transfer their benefits.

Israeli Air Force commander Maj. Gen. Amikam Norkin announced that its F-35 aircraft, known as Adir, “are already operational and flying in operational missions.”
“We are the first in the world to use the F-35 in operational activity,” Norkin said via the official Israel Defense Forces’ Twitter account on May 22, 2018.
In an interview with the Haaretz newspaper, Norkin said F-35s had been used in two recent strikes, but it was unclear if the aircraft supported the missions by providing intelligence, surveillance and reconnaissance or conducted the strikes.
Early May 2018, Iranian forces “fired 32 rockets, we intercepted 4 of them & the rest fell outside Israeli territory,” Norkin tweeted, referring to a counterattack in the Golan Heights.
Israel responded by attacking multiple Iranian weapons and logistics sites in Syria. “In our response attack, more than 100 ground-to-air missiles were fired at our planes,” he said.
Israel declared initial operating capability of its Lockheed Martin-made F-35I in December 2017. Middle Eastern outlets have said the fifth-generation stealth aircraft has likely made flights before for reconnaissance missions over or near Syrian territory, but those reports are unconfirmed.
Critics at the time wondered why the F-35 wasn’t used, since the aircraft would have been better able to evade enemy radar. But pilots and former members of the Israeli Air Force said use of the F-35 would have been risky so early in its operational lifespan.
“If they thought that the targets were so strategically important, I’m sure they’d consider using them. But they weren’t. So why risk use of the F-35s at such an early point in their operational maturity?” retired Israeli Air Force Brig. Gen. Abraham Assael told Defense News at the time.
Israel in August 2017, signed a new contract with Lockheed for its next batch of 17 aircraft, following two previous contracts for 33 aircraft.
IAF officials have expressed interest in buying up to 30 additional aircraft.
The Marine Corps has started fielding a new plate carrier vest that features a more streamlined cut and offers a 25% weight savings over the vests Marines currently wear.
The new Plate Carrier Generation III will go first to infantry and other combat-arms Marines and then to supporting units in a push to reach full operational capability by fiscal 2023, according to a recent Marine Corps Systems Command announcement.
The Corps selected Vertical Protective Apparel LLC in September 2018 to manufacture up to 225,886 of the lighter and better-fitting Plate Carrier Generation III in an effort to increase the performance of Marines on the battlefield.
“When you lighten the load, Marines can get to their destinations faster, and they’re going to have more endurance, which increases their lethality,” Lt. Col. Andrew Konicki, the program manager for Infantry Combat Equipment at Marine Corps Systems Command, said in a statement. “The PC Gen. III is important because it is nearly 25-percent lighter than the legacy technology.”
Military.com reached out to Systems Command for the average weight of the PC Gen. III compared to the current plate carrier but did not receive an immediate response.
The Marine Corps conducted a study in 2016 using the prototype of the new plate carrier, which involved Marines wearing it while running through obstacle courses and taking a 15-kilometer hike, according to the release. The study results showed that Marines completed the courses faster and appeared better conditioned when wearing the newer plate carrier design, it states.
Program officials worked with industry to remove excess bulk from the legacy plate carrier to reduce weight and give Marines more freedom of movement for handling weapons.
“The PC Gen. III improves the Marines’ ability to shoot and move by eliminating excess bulk from the design, and cutting out the shoulders for a better rifle stock weld,” Lt. Col. Bryan Leahy, who leads the Individual Armor Team at PM ICE, said in the release.
The PC Gen. III is better-fitting than the current vest. It fits closer to the body, increasing protection and decreasing the risk of injury because of improper fit, according to the release.
The Marine Corps also added more sizes, so nearly 15,000 more male and female Marines will be able to get a proper fit when wearing the system, it adds.
“I think there’s a misconception that all females are small, and that’s not always true,” said Konicki. “We conducted a study that found the smallest Marine is actually male.”
Russia’s Su-57 stealth fighter jet will be armed with hypersonic missiles, according to Tass, a Russian state-owned media outlet.
“In accordance with Russia’s State Armament Program for 2018-2027, Su-57 jet fighters will be equipped with hypersonic missiles,” a Russian defense industry source told Tass.
“The jet fighters will receive missiles with characteristics similar to that of the Kinzhal missiles, but with inter-body placement and smaller size,” the source added.
Moscow said the new Kh-47M2, or Kinzhal, air-launched hypersonic missile can hit speeds of up to Mach 10 and has a range of 1,200 miles. The Tass report also said “Kinzhal missiles are practically impossible to detect with modern air defense systems.”

There are mainly two types of missiles being pursued in this race: hypersonic cruise missiles (HCMs) and hypersonic glide vehicles (HGVs). Both are being pursued by a number of nations, but China, Russia, and the US are leading the way.
Two types of weapons
HCMs are essentially faster cruise missiles and HGVs are basically replacements for conventional re-entry vehicles that are put on ICBMs.
Of the two, HGVs are the easiest to make, since they only have to overcome one of the three obstacles — material science.
HGVs are put on top of ICBMs. When they reach a maximum altitude, they separate from the missile and glide on top of the atmosphere to their target — in this case, at hypersonic speeds.
Because of their hypersonic speeds, there may not even need to be any explosives on the weapons themselves, since the kinetic energy could be strong enough to cause damage in a limited area — although nowhere near the size of a nuclear blast.
What makes both weapons so threatening is the fact that they are maneuverable, meaning they can change direction at any moment and keep their intended target secret until the last few moments before impact.
Current missiles can be intercepted because their flight paths are determined by momentum and gravity. Most, if not all, anti-ballistic missile defenses, like THAAD and Aegis Ashore, require a projectile to make physical contact for a successful intercept or be close enough so that shrapnel from a proximity explosion could damage an incoming missile.
Because HCMs and HGVs are maneuverable and fly at such high speeds, interception of such missiles is almost impossible.
Dangerous potential results of hypersonic weapons
Widespread proliferation of this technology could have results that increase the risk of conflict and destabilization, especially when these weapons are armed with nuclear payloads.
According to a report on hypersonic weapons that was published by the RAND Corporation, governments may be so concerned with maintaining first-strike capability, since the response time for these weapons is so short, that they may take be forced to take risky actions.
These include devolving the command and control of the weapons to the military instead of the national leaders, wider disbursement of the weapons across the globe, a launch-on-warning posture, and a decision to strike first.
The RAND report shows that at least 23 countries are active in pursuing hypersonic technology for commercial or military use. Currently, the US, Russia, and China are leading the race.
The report suggests that widespread proliferation of hypersonic technology could lead to militaries around the world, particularly those that have tense relations with their neighbors, having capabilities that could be destabilizing.
The RAND Corporation suggests that this could also spur changes or amendments to the Missile Technology Control Regime (MTCR), a voluntary agreement with 35 nations that aims to prevent the proliferation of missiles that can carry nuclear warheads.
RAND believes that the MTCR should include completed hypersonic delivery vehicles, scramjets, and other hypersonic components to the list of items that cannot be exported. At the very least, a trilateral agreement between the US, Russia, and China could be made to prevent hypersonic weapons from falling into dangerous hands.
RAND believes that hypersonic missiles will become operable on the battlefield in the next 10 years.
Obstacles preventing sustained hypersonic flight
Hypersonic technology allows cruise missiles and nuclear weapons to go as fast as Mach 5 or above — roughly 3,800 miles per hour, or 340 miles every six minutes.
Missiles and rockets have long been able to go hypersonic; space shuttles and ICBMs, for instance, both fly at hypersonic speeds, sometimes as high as Mach 20 or 24 (Mach 25 is the upper limit). However, they only do so for a short period of time.
Technology is now being developed that will allow sustained hypersonic flight, overcoming three different challenges: material science; aerodynamics and flight control; and propulsion.
The problem of material science is relatively straightforward. Because the missile will be flying at such high speed, materials with high melting points are needed so they can absorb heat that would be gathered over a long period of time, so as to prevent the disintegration of the missile.
“You can think of it as flying into this blow torch,” Rich Moore, a senior engineer at the RAND Corporation, said. “The faster a vehicle flies, the pressure and temperature rises exponentially.”
The problem of aerodynamics and flight control is somewhat related. In order to achieve hypersonic speeds, the body of the missile needs to be constructed so that air resistance is minimal. Furthermore, the shape of the missile must be structurally strong enough to prevent bending and flexing which would affect the flight performance.
“You’re under such high pressures, you are going so fast, that the body itself may not keep its shape all the time,” George Nacouzi, a senior engineer at the RAND Corporation, told Business Insider in an interview.
Propulsion is probably the most complex challenge after material science. Once an object reaches Mach 5, traditional jet engines cannot generate enough power to maintain the speed or go faster. “It has been compared to lighting a match in a 2,000 mile an hour wind,” said Richard Speier, a political scientist at RAND.
Trying to keep the engine going is extremely complex.
“You have potential shockwaves, the combustion has to be just at the right rate, you have to have the right mixture of fuel and oxidizer,” Nacouzi said of the difficulties.
The result of trying to overcome this problem is a scramjet, an uncluttered, air-breathing engine that uses oxygen from the atmosphere as the oxidizer for combustion. Though scramjets are currently in a testing phase, they have already reached hypersonic speeds.
Dr. Nacouzi believes that out of those three problems, flight control may be the easiest to overcome.
