Russia is seeking to undermine European democracies and sow doubt in the West through malign activities and a “fog of lies,” the head of Britain’s domestic spy agency has told European intelligence chiefs.
In a May 14, 2018 address in Berlin, MI5 chief Andrew Parker said that Russia was carrying out “aggressive and pernicious actions” and risks becoming an “isolated pariah.”
Parker’s address to the gathering hosted by Germany’s BfV domestic intelligence service was the first public speech outside Britain by a serving head of the agency.
Parker said that a March 2018 nerve agent attack on former Russian spy Sergei Skripal and his daughter Yulia was a “deliberate and targeted malign activity” on British soil, and one of Moscow’s “flagrant breaches of international rules.”
London has blamed Moscow for the poisoning of Skripal, a former Russian military intelligence operative who became an informant for Britain’s MI6 foreign spy service, in the first use of a nerve agent in Europe since World War II.
Skripal and his daughter were both found unconscious on a bench in the English city of Salisbury on March 4, 2018. Moscow has repeatedly rejected the accusation that it was behind the attack.
Parker also condemned what he called a disinformation campaign mounted by Russia following the attack.
He said there was a need “to shine a light through the fog of lies, half-truths, and obfuscation that pours out of their propaganda machine.”
Skripal, 66, remains in the hospital. His daughter Yulia, 33, and a British police officer injured in the attack have both been discharged from hospital, while an investigation to identify the culprits is under way.
Parker also thanked the international community for its joint response to the incident, with 18 out of 28 European countries agreeing to support Britain in expelling scores of Russian diplomats.
The MI5 chief also said that the Russian occupation and annexation of Ukraine’s Crimea Peninsula cannot be acceptable and neither is meddling in Western elections.
Parker also stressed the importance of post-Brexit security ties, warning that Europe faces an intense and unrelenting terrorist threat.
The extremist group Islamic State is plotting “devastating and more complex attacks,” Parker said.
“The security challenges we are facing are stark, but we will counter them together,” he concluded.
Peter E. asks: What could I do during freefall after falling out of a plane to maximize my chances of surviving?
According to the Aircraft Crashes Record Office in Geneva, between 1940 and 2008 there were 157 people who fell out of planes without a parachute during a crash and lived to tell about it. A full 42 of those falls occurred at heights over 10,000 feet (above 3,000 meters), such as the tale of 17 year old Juliane Koepcke who not only survived an approximately 10,000 foot free fall, but also a subsequent 10 day trek alone through the Peruvian rain forest with no real supplies other than a little bag of candy.
Now, while you might think surely nothing like that could ever happen to you, it turns out whether falling from 30,000 feet or a much more common 30, the same basic strategies apply. And for reference here, approximately 30 feet or about 9 meters is around the height at which you begin to be more likely to die from your injuries than survive. At heights as little as about 80 feet, only about 1 in 10 people survive and it pretty much all goes to hell from there.
So what can you do to increase your chances of survival if you ever find yourself doing your best impression of Icarus?
To begin with, if you find yourself plummeting to the Earth at heights above around 1,500 feet, the higher you are the better, at least to a certain point. You see, at a mere 1,500 feet, you will reach your terminal velocity before you hit the ground, which is around 120-140 mph for a typical adult human who is trying their best to fall as slowly as possible. The problem for you is that starting your fall at around 1,500 feet is going to only give you approximately 10-12 seconds before you go splat. Not a whole lot of time to do anything useful.
On the other end of things, falling from, say, 30,000 feet will see you initially having to endure extremely unpleasant temperatures in the ballpark of -40 C/F and air rushing all around making it all the more frigid. You also may well briefly lose consciousness from lack of oxygen. So why is this better? Well, on the one hand if you never regain consciousness, you at least are spared the terrifying few minute fall. But, for most, you’re likely to regain consciousness with around 1-2 minutes or so to execute your survival plan.
Sure, you’re probably going to die anyway, but, hey, having something — anything — to do will help distract you from the truth that your adventure here on Earth is about to end and, no matter who you are, the fact that you ever existed will soon be forgotten — for most, in a shockingly short amount of time…
But do not go gentle into that good night my friends. Rage, rage against the dying of the light.
So to begin with, to give you the maximum amount of time to execute a plan and reduce your speed as much as possible, you should first spread out in the classic X/W belly down skydiver pose. This is shockingly effective at slowing you down. For example, in the most streamlined of free fall cases, it turns out it’s actually possible to reach speeds well over twice the aforementioned 120-ish mph that is more typical in this X pose.
There is a way to slow down significantly more, but it’s not yet time to try this trick. For now, once position assumed, your first priority is to look for any object to cling to — bonus points if the object is falling slower than you. It turns out so called “Wreckage Riders” are about twice as likely to survive such a fall vs. those who have nothing to cling to but the knowledge that they wasted so much of their lives worrying and seeking after things that didn’t actually matter and now can do nothing about it.
As for why Wreckage Riders have such a significantly higher survival rate, this is not only because of the potential for the object to slow one’s terminal velocity a bit in some cases, but also potentially to use as a buffer between them and the ground.
As noted by professor Ulf Björnstig of Umeå University, when at speeds of around terminal velocity for humans, you only actually need about a half a meter or so distance to decelerate to make surviving at least theoretically possible. Every extra centimeter beyond that counts significantly at increasing your odds.
On that note, don’t be afraid to think outside of the box on this one — just as having a person by your side when you find yourself being chased by a bear can potentially be a huge advantage (changing almost certain death to almost certain survivability if you are a faster runner than said person), in free fall, the body of another passenger who is likewise about to bid adieu to the world and promptly be forgotten is also a major asset — in this case via placing said person between yourself and the ground before you hit it. Bonus Survivability points if you can find a morbidly obese individual. Sure, the terminal velocity will be slightly higher in such a case, but that extra padding is going to go a long way.
Just be sure that the other passenger doesn’t have the same idea.
Pro-tip for avoiding your last moments being spent cartwheeling through the air trying to elbow drop a person from low orbit — go in like you’re wanting to give them a loving hug; to shed this mortal coil in the arms of another. As if to say, it’s going to be OK, we’re in this together. Then shortly before striking the ground, quickly rotate to have their body beneath you. They’ll never see it coming.
And don’t underestimate the power of a group hug forming in this scenario. All those soft, soft bodies to put between you and the ground…
On the other hand, should you want to be selfless for some weird reason, and say, save your child or something, a couple of parents stacking themselves with child on top face up not only would give the child the greatest chance of surviving, but also maybe even a genuine decent one as kids, particularly under the age of 4, are noted as being significantly more likely to survive falls from any height anyway, let alone when you give them a nice thick buffer of two bodies who have spent way too much of their lives eating delicious KFC.
Regardless of whether you manage to find some wreckage or another human to ride all the way down, continuing the theme, you want to do your best to aim for the softest thing you can see. And the target doesn’t even have to be that close per se. For those who know what they’re doing, traveling a horizontal distance of even as much as one mile for every mile they fall is fully possible without any special equipment. It turns out this is actually how you can shave another 20-40 mph off your decent rate via what’s known as tracking — essentially positioning your body in such a way that you will gain speed in the horizontal direction as you fall; for a good tracker able to achieve horizontal speeds approximately equal to their vertical speed.
Unfortunately there is no exact consensus as to what the best position is for tracking with maximal efficiency, as different body types respond differently and the like, but the general method is to straighten your legs rather than bend and bring them together. At the same time, bring your arms to your sides, with hands palms down, and then make your body fairly flat with head angled slightly lower than your feet.
Of course, someone with no experience maneuvering around while free falling is going to do a poor job at actually doing any of this, let alone then at some point managing to hit even a huge target. And as for the benefits of reducing vertical descent rate a bit in favor of increasing horizontal, it’s not really clear whether this would be worth it in the vast majority of cases. For instance, just imagine jumping out of a car going 100 mph and how that would work out for you. Now add in also dropping at around 100 mph at the same time… You’re going to have a bad time.
As for aiming at a soft target, this is definitely valuable. So if you find yourself plummeting towards the Earth, be sure and make a mental note to have past you go ahead and practice maneuvering while free falling at some point.
Moving swiftly on, what are the best soft things to try to hit? Well, when looking at the records of the people who have managed to survive such falls, deep snow is almost always going to be your best bet if there’s any around.
For example, consider the case of British Tail-gunner Nick Alkemade. In 1944, with his plane going down, he chose to jump from his burning aircraft despite the tiny insignificant detail of his parachute having been rendered useless before he jumped. While you might think his subsequent fall of over 18,000 feet would surely be his end, in fact, thanks to the magic of tree branches and deep snow, his most significant injury was just a sprained leg, though he was quickly captured by the Germans. More impressed by his near death experience than his nationality, they released him a couple months later and gave him a certificate commemorating his fall and subsequent survival.
Snow also has the huge advantage of the fact that, thanks to it more or less being everywhere when it’s present, you don’t really need to know what you’re doing to hit it.
Now, if it’s not the dead of winter, but any of the other seasons, a freshly tilled farm field or one with ultra thick vegetation will probably be your next best bet — both providing at least some deceleration buffer while also giving you a big target to aim for that you can see while still quite high in the sky.
For example, in 2015, veteran of over 2500 sky diving jumps, Victoria Cilliers, managed to survive a fall from about 4,000 feet by landing in a freshly plowed field. Granted, she did suffer broken ribs, hip, and fractured some vertebrae in her back, but she lived. As for her husband, who had intentionally tampered with both her main parachute and reserve so that they wouldn’t work properly (and previously attempted to kill her by creating a gas leak in their house), well, he got to move out of their house and into prison.
As for vegetation, even thorny blackberry bushes are better than nothing, though any chance of actually aiming and hitting them in reality is probably poor. But for whatever it is worth, in 2006 professional skydiver Michael Holmes managed just this, though not intentionally, when both his main chute and backup failed to deploy correctly. In his case, he suffered a concussion, a shattered ankle, and a slew of more minor injuries, but was otherwise fine.
Now you might at this point be wondering why we haven’t mentioned water, perhaps thinking it a great choice as a soft target to try to hit, and in some respects you’re not wrong. The problem is that at high velocity, water isn’t exactly soft- think belly flopping from a diving bored. That said, as many an extreme cliff diver has demonstrated, water can be a hell of a lot more forgiving than a cement sidewalk if you hit it properly.
The problem being most people aren’t exactly practiced at this sort of diving and even for the pros, at terminal velocity you’re almost certainly going to break a lot of bones, among many other issues. And don’t even get us started on the fact that hitting the water at those speeds can potentially cause said water to shoot into your anal orifice with enough force to cause internal bleeding.
Whether that happens or not, even if by some miracle you survive, you’re probably going to be rendered unconscious or unable to swim properly. So unless David Hasselhoff happens to be nearby, not a great choice.
Now, lacking something soft to land on or the Hoff to rescue you, you want to look for something — anything — to break your fall before you hit the ground. Illustrating just how valuable this can be, consider the case of Christine McKenzie who, in 2004, found herself plummeting to the ground from 11,000 feet. Just before impact, she first hit some live power lines. While you might assume that would have sliced, diced, and fried her, in fact, she walked away from the whole thing with nothing more than a couple of broken bones and bumps and bruises.
Once again illustrating just how valuable hitting just about anything before hitting the ground can be, in 1943 New Jersey native Alan Magee was at about 20,000 feet when he decided to jump from his B-17 bomber, which had recently had a wing partially blown off. Unlike the aforementioned Nick Alkemade who made a similar decision, Magee actually did have a parachute. Unfortunately for him, he blacked out after being thrown from the aircraft and never deployed it.
He eventually fell through the glass ceiling of the St. Nazaire train station in France, which slowed him enough that he managed to survived the impact with the stone ground below. Not exactly unscathed, when treated he was found to have a couple dozen shrapnel wounds from the previous air battle, then many broken bones and internal injuries as a result of the aftermath of falling 20,000 feet. While he was subsequently taken captive, he came through alright and lived to a whopping 84 years old, dying in late 2003.
As another example of a ceiling striker, we have the 2009 case of cameraman Paul Lewis whose main chute failed on a dive, at which point he cut it away and deployed his reserve chute… which also failed, resulting in his descent being little slowed. He ended up hitting the roof of an airplane hanger after about a 10,000 foot fall. Not only did he survive the incident, but his only major immediate injury was to his neck, though he apparently made a full recovery.
From the limited data at hand, a better choice of something to break your fall than power lines and roofs appears to be a thickly wooded forest. Not only is this easier to aim for, while trees can potentially skewer you, their branches have saved many a free faller in the past, such as Flight Lieutenant Thomas Patrick McGarry who fell from 13,000 feet and had his fall broken by a series of fir tree branches.
This all brings us around to what position you should be in when you actually hit the ground. As you might imagine, the data set we have to work with simply isn’t big enough to definitively answer this question, and for some weird reason randomly dropping thousands of people out of planes and asking them to try to land in various positions over various surface types isn’t a study anyone has ever done.
However, we do have some indications of what’s best thanks to, among other sources, data collected by the Federal Aviation Agency and countless experiments conducted by NASA who, when they’re not trying to keep the world ignorant of its flat nature and keep people away from the ice wall that keeps the oceans in (yes, there are actually people who believe this), has done their best to figure out the limits of what G-forces humans can reasonably survive and how best to survive them on the extreme end.
So what’s the consensus here? It’s almost universally stated that regardless of how high you fall from, you should land on the balls of your feet, legs together, all joints bent at least a little, then attempt to crumple slightly back and sideways (the classic 5 point impact sequence — feet, calf, thigh, buttock, and shoulder). In this recommendation, you should also have your arms wrapped around your head to protect it and completely relaxing every muscle in your body, lest everything just snap instantly instead of using the surprisingly extreme elasticity of your various bits to slow things down over some greater unit of time.
Something to keep in mind in some cases, however, is that NASA’s research indicates this so called “eyes down” impact (where the G-forces are such that your eye balls get forced downwards — so the widely recommended position here) actually maximizes your chance of injury and death in their studies of extreme G force effects on the human body. Their data instead shows that “eyes in” (so G forces pushing you back into something — think like accelerating in a car where you’re pushed back into the seat) is the way your body can take the most force and survive.
The problem, of course, is that the forces involved in free falling from great heights are too extreme in most cases for your body to survive in this eyes-in position. Thus, while you might receive a lot more injuries from the upright position landing, the whole point is to sacrifice your feet, legs, and on up in an attempt to reduce the ultimate G forces felt by your organs and, of course, impact force when your head hits the surface.
That said, from this there is some argument to be made that perhaps falling back instead of sideways may be superior, assuming you can manage to properly protect your head with your arms.
Whether that’s true or not, presumably there are some scenarios, such as landing in super deep, powdery snow, where landing face up in a bit of a reclined position with head tucked in and arms protecting said head, might actually be superior for similar reasons why stuntmen, trapeze performers, daredevils and the like will generally choose this reclined position for their landings onto soft things.
We should also probably mention that if you do hit the ground with a horizontal speed as well, the general recommendation, besides protect your head with your arms, is to quite literally attempt to roll with it and not try to fight that in the slightest. Resistance is futile in this case and attempts towards this end will only increase the odds of you being injured and dying.
The current world record for surviving a free fall without a parachute is held by one Vesna Vulovic, who managed to survive a plummet of about 33,330 feet on January 26, 1972. On that day, Vulovic found herself in such a situation after the commercial airline she was on was blown up mid-flight, with it presumed to be the work of Croatian nationalist. Whatever the case, everyone aboard the plane died but Vulovic, who not only benefited from being an accidental wreckage rider, but also had her wreckage hit some trees and land on snow on a slope- — literally all best case scenarios. While she did break many, many bones in her body, among a variety of serious injuries, and ultimately wound up in a coma for some time, it’s noted that when she woke up, pretty much the first thing she did was ask a doctor for a cigarette. We’re not sure if this makes her a stone-cold badass or just someone who really needed to think about the severity of her nicotine addition.
It’s one of those bizarre twists of history that might have changed the world as we know it, if not just for a small tweak. Believe it or not, the Allied plan for Germany wasn’t all Marshall Plan and Berlin Airlift from the get-go. While they also weren’t about to be nuked, a lot of animosity still remained after the fall of Nazism. World War I was about as far removed from World War II as Operation Desert Storm is from the US-led invasion of Iraq. A lot of people still hated Germany for the Great War – a war it didn’t even start. So they really hated Germany for what it did during World War II.
One of the people who hated Germany and wanted to take it out for good was Secretary of the Treasury Henry Morgenthau, Jr. – and he was almost President of the United States.
When President Roosevelt died in April 1945, Vice President Truman took office. Shortly after that, Secretary of State Edward Stettinius Jr. resigned his post. That left Morgenthau next in the Presidential line succession. President Truman, of course, finished out Roosevelt’s term and then some, but had President Morgenthau taken control of what was now a global superpower, his plans for postwar Europe would have had dramatic consequences on world history.

Morgenthau wanted not only subdivide Germany into smaller parts, he wanted to wreck all of its industrial capabilities. In order to keep Germans from making armaments, he wanted to keep them from making anything at all. Industrial facilities were to be destroyed, mines were to be wrecked and filled, experts in production and manufacturing would be forcibly removed from the region and put to work elsewhere. Germany was going to become an agrarian state, set back almost a thousand years.
The trouble was, the Nazis found out about it. They told the German people about the program in a piece of German propaganda, encouraging them to fight on against the Americans. Morgenthau’s plan would reduce the population of Germany by potentially millions of people who would no longer be able to produce enough food to feed each other or themselves.
And Roosevelt approved it.
When Truman took over, he wanted the plan scrapped and ordered it done so. Unfortunately, the plan he replaced it with was pretty much the same plan under a different name. The JCS Directive 1067 called on Eisenhower to “take no steps looking toward the economic rehabilitation of Germany [or] designed to maintain or strengthen the German economy.” For two years, the recovery of Europe stalled under the plan as Communism crept into the occupied territories.
The Marshall Plan was approved in 1948, replacing the Morgenthau Plan. Named for Secretary of State George Marshall, this new plan for Germany oversaw its postwar recovery without decimating the German economy or its people while creating the foundation of a modern, more peaceful Europe.
But in doing so he evoked the threats that brought the world to the brink of nuclear war in 2017.
Asked about comments by his national security adviser, John Bolton, that the White House was looking at a “Libya model” for ridding North Korea of nuclear weapons, something to which North Korea responded angrily, Trump essentially issued an ultimatum: Denuclearize or die.
The ultimatum was clear, but Trump’s understanding of the history of disarmament in Libya was not.
“The model, if you look at that model with Gaddafi, that was a total decimation,” Trump said. “We went in there to beat him.”
The US and other nations agreed with Libya in 2003 to remove the Libyan ruler Muammar Gaddafi’s nascent nuclear weapons program and his chemical weapons.
Gaddafi gained international acceptance as a result, and he ruled for eight more years until a popular uprising plunged his country into civil war.
The US, along with NATO allies, then backed the uprising against him, and attacked Gaddafi’s forces, but did not kill Gaddafi.
Though the US strikes were effective, they were focused and did not “decimate” the country in the way that, say, US bombers pounded North Korea in the Korean War.
Gaddafi died within six months of the US intervention, but it was his own people who killed him after finding his hideout and dragging him through the streets.
Bolton’s original comments about a Libya model appeared to address the disarmament in 2003, while Trump on May 17, 2018, appeared to address Gaddafi’s death in 2011, something North Korea has picked up on and responded to.
A model involving national devastation for the country “would take place if we don’t make a deal, most likely,” Trump said. “But if we make a deal,” he continued, “I think Kim Jong Un is going to be very, very happy.”
Return to fire and fury
On May 14, 2018, the US and North Korea were going into their fourth month of warming relations, preparing for a summit for Trump and Kim to discuss peace and possible denuclearization.
Experts warn that a Trump-Kim summit carries huge risk. If the summit fails to achieve peace and agreement, the highest cards in both countries’ diplomatic decks have been played, and all that remains is confrontation.
So far, 2018 has been almost clear of nuclear brinkmanship between Trump and Kim, but May 17, 2018, should remind us that as long as North Korea has nuclear weapons, the US stands a hair’s breadth from war.

In Spring 1993, a Vietnamese farmer was on his way to work his rice paddy when he passed his wife and children in the road. The wife sat on a rock and greeted him “scornfully,” as his children cowered behind their mother. The meeting shocked the farmer, as his wife and his three children were killed when their village was attacked in 1968 and his house was burned to the ground.
Stories like these are common in Vietnam, where rural communities attach deep meaning to spiritual encounters. In this case, the man understood his wife’s grave had been disturbed in the village’s recent developments. He immediately set out to give them a proper reburial. But there are many, many more ghost stories throughout Vietnam, relevant to the war fought there. Many of those persist to this day.
Saigon’s haunted apartments
The building at 727 Tran Hung Dao in Ho Chi Minh City – also known as Saigon – was a building that housed American service members for much of the Vietnam War. But its construction was plagued by accidents from the get-go, some of which killed the workers building it. Many blamed it on the number of floors the building had, 13, which was considered unlucky.
In order to assuage their fears and get the building completed, the architect decided to call in a shaman to fix the building’s feng shui issues. It’s said the shaman brought the dead bodies of four virgins from the local hospital and buried them at the four corners of the building, which would protect it from evil spirits.
To this day, residents hear screams of horror in the middle of the night, the sound of a military parade on the march through the building, and the apparition of a spectral American GI walking, holding hands with his Vietnamese girlfriend.
The tunnel rats encounter
On Reddit, a terminally-ill Vietnam veteran recounted a story of his time in Vietnam that he was going to take to his grave but opted to put it on r/nosleep instead. For the uninitiated, Army Tunnel Rats were troops who would crawl into NVA and Viet Cong tunnels to eradicate the troops that hid there below the surface. It was one of the war’s most dangerous jobs, crawling around in the dark, avoiding booby traps and trying to kill before they killed you.
This Tunnel Rat was crawling into the deepest tunnel he’d ever been in, along with his partner. When they finally arrived in the main room, they were astonished that no booby traps were set and an oil lamp was still lit. The only thing they found was a tarp, but when they moved the tarp, it revealed a set of stone stairs, moving deeper underground. The stairs were odd, and definitely not built by the VC. They looked centuries old. The two men cautiously climbed down the stairs, guns drawn, when they came upon another tarp.
Cautiously, the Rats moved the tarp with their pistols and fixed their flashlights on 10 or so Vietnamese people, dressed as VC, but with blank faces looking into space, bodies rocking back and forth, eyes a solid color. The men waved their flashlights and weapons in their faces but nothing stopped their rocking motion. Their now-rusted weapons were in a pile in the corner. At the head of the room was a golden icon of a naked woman, except the lower half of her body featured eight tentacles instead of human legs.
The men were tempted to touch the icon, but instead decided to rig the entrance with C4 and bail as fast as possible. As they were leaving, a woman’s voice called out to them. Read the rest of the story on Reddit.
A veteran comes home
On a Notre Dame alumni website, on alum remarks about his chance encounter with a guy he had known since grade school. He was working a construction job in 1967 and was on his way home after work one night. He was coming around the corner when he walked by an old funeral parlor. He noticed the man was his old friend Jerry, a guy he hadn’t seen in two years. The construction worker was tired and not really in the mood to rehash old times, so he put his hat down and walked by his old friend unnoticed.
When he got home, his mother was on the phone, talking to one of the construction worker’s friends. She immediately stopped her son to tell him that his old friend Jerry had been killed in Vietnam and his body was at the funeral parlor down the street.
Ghouls of the jungle
Marines in Vietnam would often try to recruit locals to help guide them in their area of operations. In some areas, however, the locals were fearful of going into the densest, darkest parts of the jungle. The reason, they found, was the local superstition that phantoms, called ma, occupied the trees there. Montagnards warned the U.S. troops that reanimated corpses awaited them in the trees. The Marines, of course, shrugged the stories off as folklore.
Starting in 1965, it became very real. American troops in the jungles of Vietnam began reporting ghostly figures moving supernaturally through the trees. Others reported fanged creatures with black eyes that would try to kidnap and consume unsuspecting troops. In one encounter, the beasts were found to be bulletproof. It didn’t matter what time of day it was, the corpses lived by both day and night. Since the triple canopy jungle kept the sunlight from hitting them, the military’s top brass decided to get rid of it.
That might be the real reason the military developed Agent Orange and napalm. The Marines would then roll in with flamethrowers to finish the job.

The Navy and industry may be speeding up full production plans for its first Columbia-Class nuclear armed ballistic missile submarine as part of a broader move to increase the size of the service’s submarine fleet more quickly.
According to Navy statements, the first Columbia-Class submarine has been scheduled for procurement in 2021 as a first step toward achieving operational status by the early 2030s.
“Depending upon available resources, the Navy plan is aligned with the current 30-Year Shipbuilding Plan,” Naval Sea Systems Command spokesman William Couch told Warrior Maven.
The Navy’s Shipbuilding plan, released earlier this year, does cite acceleration as a priority as the service strives for an expanded 355-ship fleet.
“Navy continues to aggressively pursue acquisition strategies to build ships more quickly and more affordably,” the plan says.
Also, industry leaders and members of Congress have discussed fully funding and accelerating the program, an effort which will bring new nuclear undersea strategic deterrence technology to the Navy. Submarine-maker General Dynamics has recently announced that early purchases are in place to acquire the materials needed to begin full construction by as soon as 2020, according to a report in The National Interest.
Ultimately, the Navy hopes to build and operate as many as 12 new nuclear-armed submarines, to serve well into the 2080s.
“The Navy’s role is to be a knowledgeable and demanding customer, to define the requirement, and to work with Congress to establish the foundational profiles to attain it,” the Shipbuilding Plan states.
While acceleration, given current industry expansion and Congressional support is expected to potentially speed this up, the shipbuilding plan cites formal procurement of the first Columbia in 2021, with the second slated for 2024.
While the exact timetable for full construction of the first Columbia is likely something still in flux, depending upon Navy and General Dynamics planning, the service has been working to add funding to accelerate the program. For several years now, requirements work, technical specifications, and early prototyping have already been underway at General Dynamics Electric Boat.
The administration’s 2019 budget request, released early 2018, has already increased funding for the service’s new nuclear-armed ballistic missile submarine by $2 billion over 2018’s amount in what appears to be a clear effort to further accelerate technology development and early production. Several Congressional committees are strongly supporting funding for the new submarine in their respective budget mark ups.
The budget request, which marks a substantial move on the part of the Navy and DoD, asks for $3.7 billion in 2019, up from $1.9 billion in 2018. The new budget effort is quite significant, given that there has been a chorus of concern in recent years that there would not be enough money to fund development of the new submarines, without devastating the Navy shipbuilding budget.
The Columbia-class plus-up is a key element of a cross-the-board Navy budget increase; overall, the Navy 2019 request jumps $14 billion over this year, climbing to to $194 billion.
Many regard the Columbia-Class submarines as the number one DoD priority, and it is quite possible the additional dollars will not only advance technical development and early construction, but may also move the entire production timeline closer.
Construction on the first submarine in this new class is slated to be finished up by 2028, with initial combat patrols beginning in 2031, service officials have said.
Perhaps of equal or greater significance is the fast-evolving current global threat environment which, among other things, brings the realistic prospect of a North Korean nuclear weapons attack. Undersea strategic deterrence therefore, as described by Navy leaders, brings a critical element of the nuclear triad by ensuring a second strike ability in the event of attack.
The submarines are intended to quietly patrol lesser known portions of the global undersea domain. Ultimately, the Navy hopes to build and operate as many as 12 new nuclear-armed submarines, to be in service by the early 2040s and serve well into the 2080s.
Navy nuclear-armed ballistic missile submarines are intended to perform a somewhat contradictory, yet essential mission. By ensuring the prospect of massive devastation to an enemy through counterattack, weapons of total destruction can – by design – succeed in keeping the peace.
Although complete construction is slated to ramp up fully in the next decade, Navy and General Dynamics Electric Boat developers have already been prototyping key components, advancing science and technology efforts and working to mature a handful of next generation technologies.
With this in mind, the development strategy for the Columbia-Class could well be described in terms of a two-pronged approach; in key respects, the new boats will introduce a number of substantial leaps forward or technical innovations – while simultaneously leveraging currently available cutting-edge technologies from the Virginia-Class attack submarines, Navy program managers have told Warrior.
Designed to be 560-feet– long and house 16 Trident II D5 missiles fired from 44-foot-long missile tubes, Columbia-Class submarines will be engineered as a stealthy, high-tech nuclear deterrent able to quietly patrol the global undersea domain.
While Navy developers explain that many elements of the new submarines are not available for discussion for security reasons, some of its key innovations include a more efficient electric drive propulsion system driving the shafts and a next-generation nuclear reactor. A new reactor will enable extended deployment possibilities and also prolong the service life of submarines, without needing to perform the currently practiced mid-life refueling.
By engineering a “life-of-ship” reactor core, the service is able to build 12 Columbia-Class boats able to have the same at sea presence as the current fleet of 14 ballistic missile submarines. The plan is intended to save the program $40 billion savings in acquisition and life-cycle cost, Navy developers said.
Regarding development of the US-UK Common Missile Compartment, early “tube and hull” forging have been underway for several years already, according to Navy and Electric Boat officials.
The US plans to build 12 new Columbia-Class Submarines, each with 16 missile tubes, and the UK plans to build four nuclear-armed ballistic submarines, each with 12 missile tubes.
The Columbia-Class will also use Virginia-class’s next-generation communications system, antennas and mast. For instance, what used to be a periscope is now a camera mast connected to fiber-optic cable, enabling crew members in the submarine to see images without needing to stand beneath the periscope. This allows designers to move command and control areas to larger parts of the ship and still have access to images from the camera mast, Electric Boat and Navy officials said.
The Columbia-Class will utilize Virginia-class’ fly-by-wire joystick control system and large-aperture bow array sonar. The automated control fly-by-wire navigation system is also a technology that is on the Virginia-Class attack submarines. A computer built-into the ship’s control system uses algorithms to maintain course and depth by sending a signal to the rudder and the stern, a Navy Virginia Class program developer told Warrior Maven in a previous interview.
Sonar technology works by sending out an acoustic ping and then analyzing the return signal in order to discern shape, location or dimensions of an undersea threat.
Navy experts explained that the large aperture bow array is water backed with no dome and very small hydrophones able to last for the life of the ship; the new submarines do not have an air-backed array, preventing the need to replace transducers every 10-years.
In January 2017, development of the new submarines have passed what’s termed “Milestone B,” clearing the way beyond early development toward ultimate production.
In Fall 2017, the Navy awarded General Dynamics Electric Boat a $5 billion contract award is for design, completion, component and technology development and prototyping efforts.

Iranian forces took out a US unmanned aerial vehicle June 19, 2019, with a surface-to-air missile, US Central Command confirmed. The drone the Islamic Revolutionary Guard Corps (IRGC) shot out of the sky happens to be one of the US military’s most advanced high-altitude unmanned aircraft.
The Iranians shot down a US Navy Broad Area Maritime Surveillance (BAMS-D) intelligence, surveillance, and reconnaissance aircraft, specifically a RQ-4A Global Hawk high-altitude, long-endurance (HALE) drone, which the military uses to conduct recon operations over oceans and coastal waterways, among other areas.
The US military called the incident “an unprovoked attack on a US surveillance asset in international airspace” over the Strait of Hormuz, the entrance to the Persian Gulf. The Iranians have accused the US drone of entering Iranian airspace, an allegation Central Command characterized as completely false.
The RQ-4, which informed the development of the newer MQ-4C drones, is one of the most advanced high-altitude drones being employed operationally, The War Zone said. These aircraft, Northrop Grumman aircraft that have been used extensively in the Persian Gulf, rely on a suite of high-end electronic sensors and other intelligence-gathering systems to peer into other countries.
The aircraft, which is used by both the US Air Force and the US Navy, has a price tag higher than the US military’s new F-35 stealth fighters. A Global Hawk has a unit cost of roughly 3 million, while an F-35A Lightning II Joint Strike Fighter costs only million.
“This isn’t a throwaway drone whose loss the US will just shrug off,” Ulrike Franke, a drone expert with the European Council on Foreign Relations, said on Twitter. But it’s not just the price tag that makes the loss of this drone a big deal. The drone is designed to be harder to hit, she said, because they fly at altitudes beyond the reach of some air defense defense systems.
“The RQ-4 flies at upwards of 65,000 feet,” Tyler Rogoway, the editor of The War Zone, wrote. “So this would have been a sophisticated radar-guided surface-to-air missile that shot the aircraft down, not a shoulder-fired, heat-seeking missile.”

Iran said the IRGC shot down the US drone with an upgraded Khordad missile-defense system, which can detect and track targets 95 miles away and down them at a distance of 30 miles, Breaking Defense reported. The system can target enemy aircraft flying as high as 81,000 feet, or roughly 15 miles.
The Global Hawk does not have any stealth capabilities or high-end countermeasures for penetration missions, leaving it vulnerable to any air defense systems that can hit high-altitude targets.
The latest incident comes just days after the crew of an Iranian boat fired an SA-7 surface-to-air missile at a MQ-9 Reaper drone, a roughly million drone, but missed. Wednesday’s shoot-down marks a serious escalation in tensions between the US and Iran.
“If the Iranians come after US citizens, US assets or [the] US military, we reserve the right to respond with a military action, and they need to know that,” Gen. Paul Selva, the vice chairman of the Joint Chiefs of Staff, told reporters earlier this week.

DARPA, BAE Systems, and the Air Force Research Lab are working to pioneer new computer simulations, algorithms, and advanced software to provide military decision makers with organized, near real-time information on causes of war and conflict in operational scenarios.
Drawing upon a range of otherwise disconnected sources of raw data, the new software program is designed to use reasoning algorithms and simulations to analyze intelligence reports, academic theories, environmental factors, and details from operational scenarios and other kinds of user input.
“It is about taking information from disparate sources which would be impossible for a person to consume in a short amount of time,” Jonathan Goldstein, Senior Principal Scientist, Autonomy Controls and Estimation, BAE Systems, told Warrior Maven in an interview.
The Air Force Research Laboratory recently awarded a $4.2 million deal to BAE Systems to develop CONTEXT; DARPA is sponsoring BAE’s efforts.
The emerging product, called Causal Exploration of Complex Operational Environments (CONTEXT) models different political, territorial, and economic tensions that often cause conflict. These nodes, or variables making up a complex, yet interwoven tapestry of causes, include things like economic tensions, terrorism, tribal or religious conflict and issues about resources or territorial disputes — among other things.

“The technology evaluates causal insertions in different forms and innovates them into a model of interwoven causal relationships present in otherwise disconnected sources. We are building a model that can rapidly be used by an expert, so that when a new conflict flares up, decision-makers can understand the underlying issues,” Goldstein said.
While on the surface, organizing and performing some analytics of large pools of data might bring AI to mind, CONTEXT evaluates material input by users and does not necessarily access massive volumes of historical or stored data. Nonetheless, it does appear to perform some measure of automation and AI like functions, in so far as it organizes and integrates different sources for a human decision maker.
“This shortens the decision cycle. People are not good at maintaining a causal model with complexity in their head. The software creates a large graph of causes, evaluates approaches and examines the potential consequences of a given approach,” Goldstein explained.
Automation and AI, which are of course progressing at near lighting speed these days, are often described in terms of easing the “cognitive burden,” meaning they can quickly perform analytics and a range of procedural functions to present to a human operating in a command control capacity.
At the same time, causes of conflict are often a complex byproduct of a range of more subjectively determined variables – impacted by concepts, personalities, individual psychology, historical nuances, and larger sociological phenomena. This naturally raises the question as to how much even the most advanced computer programs could account for these and other somewhat less “tangible” factors.
Leading AI and cybersecurity experts often say that advanced computer algorithms can analyze data and quickly perform procedural functions far more quickly than human cognition – yet there are nonetheless still many things which are known to be unique to human cognition. Humans solve problems, interpret emotions and at times respond to certain variables in a way that the best computer technology cannot.
“War causation is always over determined. Even with advanced statistical regressions on extremely large data sets, it is unlikely that what causes conflict can be determined with accuracy,” Ross Rustici, Senior Director, Intelligence Services, Cybereason – and former DoD Cyber Lead Intrusion Analyst and Technical Lead for DoD, East Asia, told Warrior Maven.
At the same time, despite natural limitations, using software and simulation to analyze data in this fashion is of course by no means useless, Rustici added.
Calling CONTEXT a “step in the right direction,” Rustici said “any effort to update war prosecution and war cessation planning will go a long way towards updating a military that has learned hard lessons in counterterrorism and regime building. Gaining a finer understanding of how populations and defeated military groups will respond to tactics for winning the war and securing the peace is something that is long overdue.”
Rustici further elaborated that human understanding of some elements of causality can without question have a beneficial impact in many respects. However, there are of course substantial limitations, and few would disagree that there are many concepts, feelings, variables and subjective factors informing causality — underscoring the widespread recognition that, despite the pace of technological computer advances, there are still many things which machines cannot do.
“This program is unlikely to have a significant impact beyond understanding how to conduct further modelling in the future,” Rustici said.

Politicians who are veterans of the US armed forces have long touted their military records, or their connections to the military during campaigns for public office. Alabama Senate candidate Roy Moore is no exception.
But Moore received some criticism on Dec. 11 when he applied an allegory that combined military procedure with a politically divisive topic related to some troops currently serving in the armed forces.
“I know we do not need transgender in our military,” Moore said during a campaign rally in Alabama, according to the Associated Press. “If I’m in a foxhole, I don’t want to know whether this guy next to me is wondering if he’s a woman or a man.”
But the term “foxhole” is not only interpreted as a literal defensive fighting position. It also invokes the intimate experience of bonds forged between servicemembers in the midst of battle — be it during the snow-covered Battle of the Bulge in World War II, or in the backdrop of picturesque views from Helmand Province, Afghanistan.
Veterans and lawmakers came out to condemn Moore’s remarks. Some of them pointed out the damaging sexual-harassment allegations that surfaced last month.
“I’d rather be in a foxhole with the brave trans men and women already serving overseas than in Congress with a pedophile,” Democratic Rep. Seth Moulton of Massachusetts, a former infantry Marine Corps officer and Iraq War veteran, tweeted.
“You won’t be in a foxhole. I might be, though, and if I am, I don’t want to have to worry my daughter might get molested by a US Senator while I’m gone,” David Dixon, a US Army armor officer and Iraq War veteran, said on Twitter.
Other veterans took issue with the exclusionary nature of Moore’s sentiments, which may contrast with certain aspects of warfare and military readiness.
“This is not a thing anyone who ever served in a foxhole has worried about,” Brandon Friedman, a former Housing and Urban Development official and US Army officer tweeted.
“In the Marine Corps, politics don’t matter. Your color doesn’t matter,” Lee Busby, a Republican write-in candidate in the Alabama Senate race and a former colonel in the US Marine Corps, tweeted. “You fight for the Marine in that foxhole next to you because you love them and would do anything for them. Alabama is no different to me. I am willing to fight and claw for every single person in this state,” Busby said.
In Vietnam, the troops Moore commanded derisively nicknamed him “Captain America,” according to a 2005 report from the Atlantic. Reporter Joshua Green wrote for the publication at the time that Moore “was so much disliked that he feared being killed by his own troops, and slept on a bed of sandbags so that he couldn’t be fragged by a grenade rolled under his bed.”
One of Moore’s former professors, also a Vietnam War veteran, reportedly said veterans told him that Moore, while on the ground in Vietnam, wanted to be saluted for his rank; a tradition that, while normal by military standards, is discouraged while in an active war zone.
“When you go to Vietnam as an officer, you don’t ask anybody to salute you, because the Viet Cong would shoot officers,” Guy Martin, former adjunct professor at the University of Alabama School of law, told The New Yorker in October.
“You’ve heard this a million times in training,” Martin continued. “There’s nothing more telling about a person’s capability and character and base intelligence. It’s crazy.”
While the US Defense Department previously concluded, after a yearlong study, that allowing transgender people to enlist and serve openly would have a minimal impact on military readiness and cost, Moore has been unwavering in his opposition.
“To say that President Trump cannot prohibit transgenderism in the military is a clear example of judicial activism,” Moore reportedly wrote in a statement in October, following a federal judge’s decision to partially block Trump’s transgender ban. “Even the United States Supreme Court has never declared transgenderism to be a right under the Constitution,” Moore said.
At an October campaign rally, Moore said, “We don’t need transgender bathrooms and we don’t need transgender military and we don’t need a weaker military … We need to go back to what this country is about.”
Moore’s views struck a nerve with veterans
“Roy Moore — This is me in a real foxhole,” a widely known Twitter user who goes by the alias “Red T Raccoon” tweeted on Sunday morning with an accompanying photo. “I didn’t care who was next to me as long as they had the American flag on their uniform. Bigotry has no place in the military and especially the Senate,” the man, a former combat medic, who is now a veterans advocate, said.
Business Insider viewed the man’s US Army service records and independently verified his identity following an interview Monday night. He has asked to remain anonymous.
“A bullet or [improvised explosive device] does the same damage to anyone,” the man told Business Insider. “We all did what we had to do to survive and we all just wanted to go home. Sexuality or gender identity had nothing to do with those goals.”
“I treated good men and women in the field that never made it home,” he continued. “He has no right to question their service to our country,” the man said of Moore.
Following his tweet, photos of uniformed servicemembers — some of whom tweeted messages endorsing Jones — began to circulate:

Bigotry has no place in the military and especially the Senate.
Regardless of the outcome of the Nov. 12 special election in Alabama, the responses from veterans following Moore’s comments shows that the military, despite being uniformed in appearance, is comprised of political views as unique as the men and women who serve.
The 1950s and 60s were a more fraught time in French history than most Americans realize. It was a time where senior generals deployed their forces against French territory and threatened Paris and the sitting president twice in just three years.
The first coup came in 1958, following years of unrest. The French Fourth Republic, the government formed in 1946, a couple of years after the liberation of France from Nazi control, was never steady. Among other problems, an unpopular and bloody war in Algeria, then a French colony, was a millstone around the nation’s neck.

In May, 1958, the government attempted to open negotiations with their major opponent in French Algeria, the Algerian National Liberation Front. If the war was unpopular, capitulating was worse. Rioters in French Algeria occupied an important government building.
The situation continued to degrade until May 24, when the troops got involved.
Military members in French Algeria launched Operation Resurrection, invading Corsica with little bloodshed. Gen. Jacques Massu, one of the senior military officials in French Algeria and the coup forces, agreed with others that the paratroopers could take Villacoublay Airfield, just a few miles from Paris.
Gen. Charles de Gaulle and his men were greeted by huge crowds when Paris was liberated, and he enjoyed enduring popularity for years.

The French Fourth Republic, facing mounting unrest at home and the growing possibility of an invasion by its own forces, collapsed. Gen. Charles de Gaulle, who had avoided politics since 1946 but retained massive support of the protesters and France at large, took power. A new constitution was approved in September and the Fifth French Republic was born.
For the French people, this was a potential return to stability and sensible government. For forces in French Algeria, this was seen as the chance to focus on the business of fighting rebels.
But the French people outside of Algeria were still not fully behind the war — and it only got worse over the following years.
Workers set up communications for the Ministry of Armament and General Liaisons, a part of the resistance during the Algerian War that survived the end of the war and became part of the permanent government there.
By 1960, de Gaulle was working to negotiate peace with the rebels and the morale of troops stationed there plummeted. Mid-career and senior officers began refusing orders as some troops tried to avoid dying in the final days of a lost war while others attempted to achieve some victories that would strengthen the French position and prevent a second Vietnam.
It was against this backdrop that the retired and popular French Gen. Maurice Challe met with senior officers and proposed a second coup, this one against de Gaulle. He was joined in the inner circle by generals Edmond Jouhaud, Andre Zeller, and Raoul Salan, but the group enjoyed the support of other senior officers.
In the final hours of April 21, 1961, French paratroopers took over important buildings and infrastructure in French Algeria, especially the capital, Algiers. Challe took to the radio the next morning to call on all other troops in French Algeria to cease supporting Paris and follow him instead. It had been less than three years since some of those same troops had supported the coup that brought de Gaulle to power.
Challe threatened Paris itself in his radio address, saying he, “reserved the right of extending the action to metropolitan France to reestablish a constitutional and republican order.”
De Gaulle gave his own public address, while wearing his old uniform, where he called on the people of French Algeria and France as a whole to resist the attack on the Fifth Republic.
France, for the most part, followed de Gaulle. Workers staged a symbolic, hour-long strike to show that they could shutdown industry if the coup continued. Citizens rallied and prepared to occupy the airfields around Paris with cars and bodies to prevent any planes from French Algeria landing.
The six-foot, five-inch Charles de Gaulle was popular at home and imposing everywhere he went, but he faced numerous attempts to force him and his government from power by vocal and well-organized opposition, including some generals in French Algeria.
Many pilots and crews flew their planes out of the country and sabotaged their own aircraft to prevent further use. Soldiers refused to leave their barracks or organized their own ruling committees if they thought their officers were loyal to the coup.
Oddly, despite de Gaulle calling for resisting “by all means” and ordering loyal troops to fire on rebel troops, there were no known cases of troops loyal to France attacking or inflicting casualties on rebelling troops. Rebel troops are thought to have killed less than five people, a tragic loss of life, yes, but much less than would be expected in a rebellion with organized battalions on each side.
Saint Marc remained in the barracks and the men were arrested the following morning. Challe was later sentenced to 15 years in prison. He served a little over five before receiving a pardon from de Gaulle. Saint Marc was sentenced to 10 but also received a pardon.
The Fifth Republic, despite its rocky start, endures today. Algeria achieved independence in 1962, ending France’s colonial empire.
Air Force Staff Sgt. Franciscoadan Orellana, a Gretna, Louisiana, resident assigned to the Louisiana Air National Guard’s 159th Mission Support Group, donated one of his kidneys to his sister, Alejandra Orellana, April 11.
Alejandra’s health issues began 10 years ago when she was pregnant with her son. She suffered from eclampsia, high blood pressure, and gestational diabetes, which caused her son to be born premature at 31 weeks.
Although her son was healthy, the doctors said her veins had collapsed and her organs were shutting down. During the following years she experienced further complications, including being diagnosed with stage four chronic kidney disease.
“The whole family was there for me, but mainly my brother took the role of, ‘What do you need? or What can I do for you?'” she said. “He was really wonderful.”
Not wanting to continue with hemodialysis because of the stress on veins in her neck and chest, her doctor recommended peritoneal dialysis which uses the lining of the stomach as a natural filter. Ultimately, her kidney disease progressed and her case was presented to the kidney transplant board.
In November 2016, after numerous tests and reviews of her medical history, Alejandra Orellana’s case was accepted and she was placed on a transplant waiting list. That’s when Franciscoadan took action and informed his family that he would donate one of his kidneys.
“I still remember telling my family the good news, and my sister responding, ‘No, I couldn’t live with myself if something were to happen to you,'” Franciscoadan said. “That’s when I told them I wasn’t asking them for permission and immediately started the process of testing to see if we were a match.”
Out of five siblings, Franciscoadan and Alejandra are particularly close. Franciscoadan describes his sister as the backbone of the family, a confidant who is very supportive of his career in the military.
Franciscoadan was determined to donate a kidney to his sister, regardless of personal health risks or career consequences. Knowing that a health issue could potentially have an effect on his military career, he met with his commander and the 159th Medical Group for advice.
“When Staff Sgt. Orellana first told me about his desire to determine his compatibility I was not surprised he was contemplating this,” said Air Force Col. Brian Callahan, the 159th Mission Support Group commander. “When he sees a need, he automatically goes into a ‘fix it’ mode.”
Over the next few months, Franciscoadan underwent a series of tests and interviews. To ensure he was a match and was healthy enough to donate, he had between 20-30 vials of blood drawn, X-rays, CAT scans, and MRIs.
He also had to meet with social workers, psychologists, financial advisors, and the transplant team to make certain he wasn’t being coerced and to assure he was acting of his own free will.
“The fact that it was his sister only increased his desire to find a successful outcome. He went through all of the testing and when it was determined he was a match, there was no turning back,” Callahan said. “He went through all of the proper steps to determine if this would impact his military service and, upon hearing there wouldn’t be, he went full speed ahead to help his sister. He attacks his work with that exact fervor.”
Franciscoadan said his military training and mindset is what allowed him to act swiftly and expedite the screening process.
“Warrior ethos came into play. This is a mission,” he said. “It’s a confidence, being in the military. There’s a warrior mind frame and sometimes you don’t get a chance to the think; you just execute.”
The seven-hour surgery was successful, and the siblings were soon on the road to recovery. Overcoming this challenge has strengthened their relationship and allowed them to grow even closer.
“Our relationship is stronger than ever, just like my family’s relationship is stronger than ever,” Franciscoadan said. “It’s humbling to know that you have that support always.”
Alejandra’s new kidney took effect immediately. She was retaining fluid before the surgery, but that is now going away and she hopes to soon reach an ideal weight to be eligible for a pancreas transplant as she continues her battle with diabetes.
Today, she looks to the future as an advocate for organ donations and plans to speak at schools, businesses, and fundraisers to educate people about the screening process and motivate them to act.
As for Franciscoadan, he wants people to understand that donating a kidney was a privilege and an honor. He has a healthy life, and continues to serve his country, and be an active community volunteer with one kidney. He is scheduled to deploy next year, once he is fully recovered.
“I have noticed that life will put you in situations where all you can do is act. It is at those times when you must stop thinking and simply execute,” Franciscoadan said. “I truly feel God gave me two healthy kidneys knowing that when the time came, I would have the ability to give one up.”
The political ideologies of China’s presidents have usually been added to the country’s constitution, but only Mao and Xi have been named in the title of those theories.
The amendment, called “Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,” was approved by all 2,300 delegates attending the congress. Xi is now considered the most important party leader alive — above former presidents and his eventual successor.
This departure from tradition indicates immense party support for Xi and his strict leadership style; that support could be crucial as Xi eyes a potential third term as president, which would also break with the two-term tradition. The biggest indicator for Xi’s 2022 plans could emerge Wednesday, when the party’s new senior leadership is announced.
If Xi does not give a nod to a young and experienced successor under 60 years of age, or ignores unofficial retirement-age rules, it may indicate the Chinese president will seek a third term in the next five years.
The Chinese constitution stipulates that a president can serve only two five-year terms. Xi, however, could rally party support to stay for a third term or continue leading from his other role of party secretary-general — which actually outranks the president. Both options are more likely with Xi’s strong party support. Another option is to revive the title of party chairman, a label that has not been used since Mao held it.
During the congress’ closing session, party leaders referred to Xi as the country’s “core” leader, a term first used to describe Mao.
