No misconduct was involved in the decision by personnel in the American-lead Combined Air Operations Center to carry out an air strike that killed a number of Syrian-government aligned forces on Sept. 17.
That is the central finding of an investigation by Air Force Brig. Gen. Richard Coe.
“In my opinion, these were a number of people all doing their best to do a good job,” Coe said of the personnel on duty when the incident happened, according to an official report released Nov. 29.
The strike took place near Dayr Az Zawr. A release from Combined Joint Task Force Inherent Resolve for that day noted the incident, stating that one strike “believed to have engaged an ISIL fighting position, may have mistakenly struck a Syrian military unit and destroyed Syrian military vehicles.”
While “friendly fire” is nothing new — in the War on Terror, coalition forces had over three dozen such incidents — the question is always the same: How did such a mistake happen?
Well, that’s been asked over the years after other incidents, like when Stonewall Jackson was shot by Confederate soldiers on a picket line, or when Allied ships off Sicily opened fire on C-47 transports carrying elements of the 82nd Airborne Division in 1943, downing 23 transports.
The report reveals a few of the causes. First, the Syrian forces were not exactly in uniform when they were first detected by an unmanned aerial vehicle. Yet they were packing a lot of firepower, and were near tunnels and other fighting positions.
This lead planners to believe they’d spotted an ISIS unit out in the open. It was a classic case of mistaken identity, compounded by a misunderstanding (the United States personnel used the wrong reference point when informing the Syrian allied Russians of the strike).
And it was made worse by some good old-fashioned Russian paranoia.
According to the report, when the Russians called on a de-confliction hotline, they waited 27 minutes for their normal point of contact to arrive before passing on the news that Syrian forces were being hit. During that time, 15 of the 37 attack sorties were carried out.
Coe’s report not only recommended that in the future both sides not only pass critical information immediately, but also that the entire Flight Safety Memorandum of Understanding that helps keep Syrian and Russian targets from being struck by coalition air power be reviewed and updated.
Top CENTCOM commander Lt. Gen. Jeff Harrigian has ordered Coe’s recommendations be implemented, saying, “In this instance, we did not rise to the high standard we hold ourselves to, and we must do better than this each and every time.”
While the changes recommended will hopefully lessen the chance of friendly fire incidents in the future, friendly fire will still always be a risk on a complex battlefield.
ISIS used oil to raise money — the places they’d based out of (Iraq and Syria) were rich in the black liquid. However, Afghanistan, the base of operations for the Taliban, doesn’t have a drop. So, the Taliban turned to another means to generate income. After all, radical Islamic groups who harbor terrorists still need to make payroll every month.
To pay their fighters, the Taliban have turned to drug production. Specifically, they’re making heroin. A September 2017 article from the Quad City Times notes that two kilograms of black tar heroin seized in a bust was worth $600,000. While the Taliban likely doesn’t pocket 300 grand per kilo, the lower amount they do receive likely goes a long way in funding their operations.
Part of the strategy to weaken the Taliban has been to cut off their income. With Secretary of Defense James Mattis loosening rules of engagement, American troops now have a much freer hand when it comes to using artillery and air strikes. As a result, the Taliban’s drug labs have become fair game.
The video below shows how such strikes are being carried out in Afghanistan. A M142 HIMARS is used to send the Taliban’s drugs up in smoke. The HIMARS fired five of the six rockets it can carry. Based on the impacts, unitary warhead versions of the rockets were used in this particular strike. The Taliban will have to figure out if their fighters will accept smoke signals as payment.
The Army is now crafting early requirements for what is expected to be a new attack helicopter — beyond the Apache — with superior weapons, speed, maneuverability, sensor technology, and vastly-improved close-combat attack capability.
“We know that in the future we are going to need to have a lethal capability, which drives us to a future attack reconnaissance platform. The Apache is the world’s greatest but there will come a time when we look at leap ahead technology,” Army Vice Chief of Staff Gen. James McConville told a small group of reporters.
A future attack-reconnaissance helicopter, now in its conceptual phase, is a key part of a wide-spanning, multi-aircraft Army Future Vertical Lift (FVL) program. FVL seeks a family of next-generation aircraft to begin emerging in the 2030s, consisting of attack, utility and heavy-class air assets. Ultimately, the FVL effort seeks to replace the Apache, Black Hawk and Chinook.
Current areas of exploration, McConville elaborated, include examinations of aerodynamics, aircraft configurations, new sensor technology and the physics of advanced attack helicopter flight.
The Army is now working on two Initial Capabilities Documents (ICDs) to lay the conceptual groundwork for new weapons, munitions and a supplemental next-generation drone.
The new attack-recon helicopter is intended to follow the — now much further along — FVL utility helicopter program effort; currently being developed as a Science & Technology demonstrator program, this program now includes built, airborne helicopters.
The concept informing a new attack-recon initiative rests upon the realization that even the most advanced existing Apache helicopter, originally emerging in the 1980s, may ultimately have some limitations as threats evolve in coming years. Although the most current Apache, the AH-64E, contains composite rotorblades, improved avionics and a new 701D engine, a new platform would be expected to introduce a quantum leap forward with respect to attack helicopter technology.

For instance, the new aircraft will be engineered to integrate weapons and sensor systems to autonomously detect, designate and track targets, perform targeting operations during high-speed maneuvers, conduct off-axis engagements, track multiple targets simultaneously and optimize fire control performance such that weapons can accommodate environmental effects such as wind and temperature, Army officials describe. Any future attack platform will also be optimized for what’s called “high-hot” conditions, defined as 95-degrees Fahrenheit and elevations of 6,000 feet, where thinner air can make helicopter maneuvers far more challenging.
No particular air frames or specific technologies have as of yet been identified for the new Attack-Recon aircraft, however the new air vehicle itself is likely to contain composite materials, higher-resolution sensors, infrared heat suppressors, and radar signature reducing configurations.
Also, in a manner quite consistent with the overall FVL program emphasis, a future attack-recon platform will seek much greater range, speed and fuel efficiency. A longer combat radius, enabled by newer engine technology, brings massive combat advantages. Principally, attacking air crews will, in many mission scenarios, be much less likely to need what the Army calls Forward Air Refueling Positions (FARP). FARPs are forward positioned mini-bases, often placed within hostile or enemy territory, designed to refuel and re-arm helicopters. A helicopter able to travel faster and farther without needing as much refueling naturally decreases combat risk.

One of the ICDs is preparing to solicit industry input for a next-generation drone demonstrator aircraft, engineered to work in tandem with an attack helicopter platform. The effort aims to achieve what Army developers describe as greater standoff, meaning an unmanned system can enter hostile combat while helicopter crews remain at a safer distance.
“We need to be dominating the aerial corridor. We will put our UAS’ in that dangerous breach,” said Brig. Gen. Walter Rugen, leader of the FVL Cross-Functional Team.
It makes sense that the Army would envision a new drone for its future attack helicopter as a way to add new dimensions to its existing Manned-Unmanned Teaming (MUM-T) technology. Army Apache and Kiowa helicopters have already deployed with an ability to view real-time video feeds from nearby drones from the cockpit of the aircraft. More advanced levels of MUM-T enable helicopter crews to control the flightpath and sensor payloads of nearby drones.The new drone, along with the helicopter itself, will call upon advanced iterations of autonomous navigation. Emerging computer algorithms increasingly enable platforms to perform a wider range of functions without needing human intervention, potentially fostering a combat scenario wherein a helicopter crew would operate a forward-positioned armed attack drone.
Army program managers have told Warrior Maven that this technology has been impactful in combat, as it has at times enabled Apache crews to see real-time images of a target before they even take-off. Naturally, this not only improves the possibilities for surprise attack, but also minimizes the risk to the helicopters themselves by shortening their exposure to enemy fire.
Pursuing a new attack helicopter platform, including these more advanced iterations of MUM-T, involves several key areas of emphasis, senior Army leaders say. These include rapid prototyping, continued experimentation and efforts to engineer the technical infrastructure sufficient to integrate new weapons as they emerge.
“We gain insight from prototypes that help us derive requirements,” said Rugen.
The developmental philosophy for the FVL program, Army leaders describe, seeks to engineer a platform able to evolve as technology evolves to accommodate new weapons, sensors, avionics, as they are discovered. Senior Army developers have explained that the idea is not just to build the best helicopter for today, or even the next few years, but rather to engineer new aircraft designed to include the best technologies for the 2030s, and beyond. Rugen described this strategy in terms of “spiral development.”
In practice, what this means is that instead of looking for near-term or immediate replacements for things like the Apache’s 30mm chain gun, Hellfire missiles or infrared targeting sensors (Modernized Target Acquisition Designation Sights) – Army developers seek to architect a platform able to embrace both near-term and future yet-to-be-developed technologies.
This approach is of particular relevance to the second ICD now in development focusing on weapons and munitions.

The United States could strike North Korea if it attacks a U.S. military base or tests an intercontinental ballistic missile, President Donald Trump’s U.N. ambassador said Monday.
In several television interviews, Nikki Haley praised China’s involvement in trying to pressure North Korea to cease missile testing and criticized Pyongyang’s leader, Kim Jong Un, as unstable and paranoid.
Asked about the threshold for U.S. action, Haley told NBC’s “Today Show” that “if you see him attack a military base, if you see some sort of intercontinental ballistic missile, then obviously we’re going to do that.”
Haley said the U.S. wasn’t looking for a fight and wouldn’t attack North Korea “unless he gives us reason to do something.”
The Trump administration has been working to rally support behind its efforts to pressure Pyongyang into abandoning its nuclear program and ending missile tests. Trump spoke again to the leaders of China and Japan late Sunday to discuss the matter.
The White House said in a brief statement Monday that Trump and Chinese President Xi Jinping reaffirmed the “urgency of the threat posed by North Korea.” Trump has repeatedly promised that China will earn a better trade deal with the U.S. if it helps to exert pressure on its allied neighboring nation.
When asked what would happen if North Korea tests an intercontinental missile or nuclear device, Haley told NBC: “I think then the president steps in and decides what’s going to happen.”
North Korea has been aggressively pursuing a decades-long goal of putting a nuclear warhead on an intercontinental ballistic missile, or ICBM, capable of reaching the U.S. mainland. North Korea conducted two nuclear tests last year alone, which would have improved its knowledge on making nuclear weapons small enough to fit on long-range missiles.
South Korean officials say there’s a chance the country will conduct its sixth nuclear test or its maiden test launch of an ICBM around the founding anniversary of its military on Tuesday.
Haley said the U.S. is working with China to pressure North Korea on the missile and nuclear testing and other issues, including the detention over the weekend of a U.S. citizen, bringing to three the number of Americans now being held there.
Haley said the detentions are North Korea’s effort to “have a bargaining chip” for talks with the U.S.
“What we’re dealing with is a leader who is flailing right now and he’s trying to show his citizens he has muscle,” Haley told “CBS This Morning.”

Years before he donned the Starfleet uniform, Doohan joined the Royal Canadian Artillery during WWII. During the Normandy invasion, he stormed Juno Beach and took out two snipers before he was struck by six bullets from a machine gun, according to website Today I Found Out. He lost part of a finger, but the silver cigarette case in his pocket stopped a bullet from piercing his heart.
In 1963, activist Medgar Evers was assassinated due to his efforts to promote civil rights for African Americans. Decades earlier, Evers served in the 325th Port Company during WWII, eventually rising to the rank of sergeant. This segregated unit of black soldiers delivered supplies during the Normandy invasion, according to the NAACP.

Last month’s failed coup in Turkey has sparked substantial unrest, a crackdown on opposition to the Erdogan regime, and a downward spiral in relations with the United States. With the refusal (to date) of the United States to extradite cleric Fethullah Gulen and interference with operations at Incirlik Air Base (including a halt in air operations against the Islamic State of Iraq and Syria), concern centered around an estimated 50 B61 “special stores.” (Official United States policy is to neither confirm nor deny the presence of nuclear weapons on an installation.)
Now, according to reports from Euractiv.com, those bombs have been evacuated from Incirlik and are now in Romania, where components of an American missile defense system for NATO is being deployed. As might be imagined, it isn’t easy to move up to fifty special stores. It’s also understandable that the security is a big deal – some variants of the B61 have yields of 340 kilotons – over 20 times the power of the device used on Hiroshima 71 years ago.
The Euractiv.com report came two days after Ibrahim Karagul, the editor of Yeni Safak, a Turkish newspaper, said that Turkey should seize the nuclear weapons at Incirlik if the United States refused to hand them over in a post on the microblogging site Twitter. Karagul also claimed that the United States was an “internal threat” to Turkey. The tweets came the day after a study by the Stimson Center claimed that the nukes at Incirlik were at risk in the wake of the failed coup.
“From a security point of view, it’s a roll of the dice to continue to have approximately 50 of America’s nuclear weapons stationed at Incirlik Air Base in Turkey,” Laicie Heeley of the Stimson Center told Agence France Presse‘s Thomas Watkins. The Stimson Center’s study recommended the removal of all United States tactical nuclear weapons from Europe.
“We do not discuss the location of strategic assets. The [Department of Defense] has taken appropriate steps to maintain the safety and security of our personnel, their families, and our facilities, and we will continue to do so,” a DoD statement in response to the study said.
The Summer Olympics Games may be in Rio de Janeiro, Brazil but all eyes are on Peru this week as security forces from 20 nations compete at Fuerzas Comando, a friendly military skills competition where the top special operations forces and police forces from the Western Hemisphere compete for the coveted Fuerzas Comando Cup.
Along with the U.S. and Colombian delegations, teams from the nations of Argentina, Belize, Chile, Costa Rica, Dominican Republic, El Salvador, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Panama, Paraguay, Peru, Suriname, Trinidad and Tobago and Uruguay will compete in this year’s event. The U.S. team is represented by elite Green Berets from the Army’s 7th Special Forces Group.
The U.S. is looking to finally bring home the gold after coming in second place each of the previous two years, losing to the Colombian special operations team. Colombia has won the last three Fuerzas Comando competitions and has won seven times overall since the games were established in 2011.
Sponsored by U.S. Southern Command and executed by U.S. Special Operations Command South, the annual event aims to improve cooperation, knowledge, and interoperability between participating countries. It’s broken down into two parts: an assault team competition and a sniper team competition. Each event is scored and evaluated by judges from each of the 20 participating nations to provide a fair and balanced evaluation of all the participating nations.
The team who wins each event wins 200 points. The team with the most points by the end of the week-long event wins the title of Fuerzas Comando champion. These are the events in which the teams will be judged:
This event consists of push-ups, sit-ups, pull-ups, and a 2-mile run.
2016 Competition Update: The Guatemala Team place 1st in this event and were awarded 200 points. They were followed by Mexico and Honduras. The U.S. team placed 14th in this event.
A series of tests assessing the marksmanship abilities of the assault team members using both rifle and pistol from various distances. Each of the events is timed.
Competitors must run long distances with heavy objects and drag large mannequins across various stations on a firing range and then engage stationary targets. The team with the most successful hits wins 200 points.
This event consists of getting across a large body of water in a raft, run 3 miles with their rucks, swim with full military gear and weapons, and then sprint to a pistol marksmanship range and engage targets.
The obstacle course consists of a series of stations such as a rope climb, horizontal ladders, wall climbs, and rappelling tall towers to test each individual’s strength, endurance, and balance.
Competitors compete in a 12-mile ruck march with full military equipment. Team with the fastest time wins the event.
Combat Assault (Shoot House)
Each nation’s assault team moves through a shoot house to clear several targets. Teams must eliminate all threats located inside and rescue a hostage dummy. Each team must carry their hostage back to the finish line to successfully complete the event.
Sniper concealment and Mobility
Move within a range observe and engage a target while remaining undetected. They must return to the starting point without being seen by the judges. The teams have 90 mins to complete this event.
Sniper Unknown Distance Shoot
Competitors engage targets from various distances, 300 to 800 meters. The team who hits the most targets wins the event.

Atlantic convoy operations could be terrifying for any Merchant Mariners and Navy sailors assigned to cross the treacherous waters, but the desperation of SC 107 in 1942 is on a whole other order of magnitude. The 42 ships were spotted Oct. 30, 1942, and spent the next week struggling to survive as half their number were consumed by 16 U-boats.

SC 107 was filled with ships sailing from the Canadian city of Sydney in Nova Scotia to the United Kingdom. It was a slow convoy, filled with ships thought capable of sustaining 7 knots but incapable of holding the 9 knots of faster convoys on the same route.
These would normally be heavily guarded, but Canada and America had shifted as many ships as possible to North Africa to support landings there. So the convoy was lightly guarded with just a destroyer and three corvettes assigned to travel all the way across with it. On October 30, U-boat pack Violet, Veilchen, spotted the juicy, underdefended target.
The pack was deployed in a patrol line with 13 boats ready for combat, and those boats were able to summon three more that would join the hunt from the west. These 16 German combatants prepared to slaughter their way through the Allied convoy.
Allied bombers helped sink two German U-boats at the start of the fight over SC 107, but the convoy soon moved out of their range.

The German radio traffic tipped off the convoy that it was about to come under attack, and its escort deployed to protect it. Luckily, this first contact came within range of the Western Local Escort, ships assigned to protect convoys near the Canadian and American coasts as the convoys were still forming and starting east.
So the thin escort was buttressed by the British destroyer HMS Walker and Canadian destroyer HMS Columbia. This made for three destroyers and a few smaller escorts. They worked together with land-based planes and bombers to smack the submarines down, hard. Two German U-boats were sunk, and another sub attack was interrupted. On October 31, two submarines were driven off.
But, by November 1, the Western Local ships were at the edge of their range and had to turn back. The convoy was, so far, unharmed. But it was 42 ships protected by only five ships, only one of which was a destroyer. And 13 German boats were out for blood.
German submarines were equipped with deck guns that allowed them to slaughter undefended convoys, but they used their massive torpedoes to kill convoys when surface combatants were in the water.

The escorts spent the first hours performing desperate passes around the convoy to keep the U-boats at bay, but after midnight the subs made their move. They attacked the escort ships. One U-boat made it past the escorts and hit a ship with a torpedo. First blood opened the floodgates. After the first ship was finished off, another seven were hit and destroyed by simultaneous attacks from multiple U-boats.
On November 3, 10 submarines made attempted attacks, resulting in the sinking of one tanker. As night fell, the subs hit four more ships and sank them, including the “commodore ship,” where the top merchant mariner of the fleet sailed and commanded.
The USS Schenck was one of the destroyers sent to protect SC 107 from further attacks on November 4.
One of the ships hit was a large ammo ship filled with munitions. Approximately 30 minutes after it was attacked, the fires resulted in a massive explosion that shook the waters, damaged nearby ships, and likely sank the German boat U-132.
Now near Iceland, ships laden with rescued survivors broke north for Iceland to disembark those still alive while the rest of the convoy continued east. The U.S. Navy dispatched two destroyers to guard the convoy, but SC 107 would lose one more ship in the closing hours of November 4.
The next day, November 5, the convoy reached the range of anti-submarine planes and those, combined with the increased naval escort, finally drove off the German vessels. But 15 ships were already sunk and more damaged. Even counting the probable loss of U-132, Germany sacrificed three submarines in this pursuit.
The tables were, slowly, shifting in the Atlantic, though. The technological and industrial might of the U.S. was allowing more and more vessels to hit the waters with radar and sonar that would find the U-boats wherever they hid. Six months after SC 107, the naval clashes of Black May would signal the fall of the wolfpacks.

Maryland has National Guard troops and state police guarding coronavirus tests at a secret location because of concerns that they might be seized, Maryland Gov. Larry Hogan told The Washington Post Thursday.
“We spent about 22 days and nights dealing with this whole transaction with Korea. We dealt with the Korean embassy, folks at the State Department, and our scientists on both sides trying to figure out these tests,” Hogan said. “And then at the last moment, I think 24 hours before, we got the sign-off from the FDA and Border and Customs to try to make sure that we landed this plane safely.”
The Maryland governor said when the Korean Air jet carrying the 500,000 tests flew into Baltimore/Washington International Thurgood Marshall Airport, it was met by National Guard troops and state police.
Hogan said it landed there “with a large contingent of Maryland National Guard and Maryland state police because this was an enormously valuable payload. It was like Fort Knox to us because it’s going to save the lives of thousands of our citizens.”

Hogan, who is a Republican, said he had heard reports from other states of the federal government confiscating supplies. He specifically pointed to an incident in Massachusetts.
After 3 million masks purchased for the state were confiscated in New York, state leaders in Massachusetts turned to New England Patriots owner Robert Kraft to help bring in coveted N95 masks from China on a private plane.
“There were a couple of other states that had similar stories,” Hogan said.
He said the tests were “so important to us that we wanted to make sure that plane took off from Korea safely, landed here in America safely, and that we guarded that cargo from whoever might interfere with us getting that to our folks that needed it.”
The governor added that the test protection was ongoing, saying that “the National Guard and state police are both guarding these tests at an undisclosed location.”
Maryland’s decision to purchase coronavirus tests from South Korea drew criticism from President Donald Trump, who said the governor could have made use of available labs to help boost testing capacity. “I don’t think he needed to go to South Korea. I think he needed to get a little knowledge, would have been helpful,” the president said at a recent briefing.
Hogan later responded on MSNBC, saying that if there had been “an easier way” to get the necessary tests, “we certainly would have taken it.”
The Navy’s newest destroyer, USS Zumwalt (DDG 1000), broke down while transiting the Panama Canal and is now pierside at the former Rodman Naval Station awaiting repairs. The destroyer suffered what USNI News reports as “minor cosmetic damage” as a result of the engineering failure.
According to the USNI News report, the destroyer’s engineering casualty was caused by water induction in bearing for the ship’s Advanced Induction Motors, which are driven by the ship’s gas turbines, and which generate the electric power to turn the two shafts on the vessel. The Advanced Induction Motors also provide electrical power for the ship’s systems.
The water induction caused both shafts to stop, and the Zumwalt had to receive assistance from tugboats to complete its transit of the canal. The vessel had mechanical problems in September, prior to its commissioning on Oct. 15 of this year. In both the September incident and this one, the apparent cause seems to be leaks in the ship’s lube oil coolers. The destroyer also took a hit when the Long-Range Land Attack Projectile for its Advanced Gun Systems was cancelled due to rising costs.
The Zumwalt is not the only vessel to have had engineering problems. Since late 2015, at least five Littoral Combat Ships have also had engineering issues, and the Navy’s new aircraft carrier, USS Gerald R. Ford (CVN 78), has had trouble with its flight systems, including the Electromagnetic Aircraft Launch System (EMALS), Advanced Arresting Gear (AAG), the weapons elevators and the ship’s radar systems, including the AN/SPY-3 radar.
USS Zumwalt is slated to remain in Panama for ten days while the repairs are affected. It will then head to San Diego, where it will spend most of next year spinning up its weapon systems. In addition to the Advanced Gun Systems, the destroyer also has two Mk 44 30mm Bushmaster chain guns, and twenty four-cell Mk 57 vertical-launch systems (VLS). The ship can also carry two MH-60 helicopters.
