The Senate Armed Services Committee’s markup of the June 29 defense budget left out proposals to have women register for the draft.
The move essentially tabled the controversial issue following similar action June 29 in the House Armed Services Committee’s markup of the National Defense Authorization Act for fiscal 2018. Proposals by Rep. Jackie Speier, D-Calif., and others to have women register for Selective Service were dropped from that bill.
Speier unsuccessfully argued for an amendment to the NDAA that would have required women to register for the draft. “It’s time to stop delaying the inevitable with parliamentary gymnastics,” she said. “If it does come to a draft, men and women should be treated equally.”

Her amendment failed by a vote of 33-28 in the committee.
Committee Chairman Rep. Mac Thornberry, R-Texas, opposed Speier’s amendment, saying it was getting ahead of an ongoing review of the Selective Service System.
Last year, committee members approved a similar measure requiring women to register for the draft, but Republican leaders stripped the language on the House floor.
The Senate last year also backed the draft for women but dropped the issue in budget negotiations with the House.
Women have always been exempt from the law requiring all men ages 18 to 26 to register for possible military service with the Selective Service System. The main argument against women registering for the draft had been that they were excluded from serving in combat jobs. However, the Defense Department has since lifted combat restrictions.
At a May 22 Brookings Institution forum, Thornberry was asked to state his position on women and the draft.
He responded, “We have appointed a commission to look at this. We’ll see what they have to say,” but he gave no timeline for the study to be completed and no indication whether Congress would be prepared to act when the commission files a report.
In the early evening of April 24, 1943, Coast Guardsmen braved leaping flames and saved New York City from what could have been the largest man-made explosion in history to that point, a blast that would’ve wiped out sections of the harbor and, potentially, large swaths of the larger city and parts of New Jersey. Instead, just one ship was lost and zero lives.

While all the other branches rib the Coast Guard for being a band of puddle pirates, it’s important when really looking at its history to remember that, first, they actually have conducted a ton of deepwater missions. And, more importantly for this discussion, the shallow waters of the world are home to vital and dangerous missions that the Coast Guard does well.
The Coast Guard often takes on a large role during conflicts to help to ensure that war materiel is safely moved from industrial powerhouses in the U.S. to theaters of war overseas. During World War II, this included loading many of the Liberty Ships and other vessels that plied the Atlantic and Pacific.
But logistic expediencies created real hazards. It made sense in terms of speed and efficiency to move all the munitions, vehicles, and other vital supplies to a handful of ports and load it on ships from there. But doing so meant that strings of railroad cars and ships filled with explosive materials would be stored right next to each other.
Investigations would later reveal that the boiler had likely been leaking fuel oil into bilge water in the compartment below it, and a boiler flashback ignited the pooled fuel and started a fire. But once the fire was going, it would be able to boil oil to give itself more fuel and heat up the ammo until it started to explode.
The engine room crew immediately started fighting the flames with handheld extinguishers, but it wasn’t enough, so officers went to the Coast Guard barracks for volunteers. Could someone, anyone, please climb onto the burning ship, descend into its belly, and fight flames in the hopes of it not blowing up?

But the Coast Guardsmen knew what was at stake. The loading docks were always filled with ammo and fuel and, on April 24, there were two other nearly full ships nearby, there were railroad cars loaded with ammunition waiting to unload, and there was a fuel farm that served the departing ships. A detonation on the El Estero would likely trigger a chain reaction.
Another World War I explosion, this one on a ship with 5,000 tons of TNT in Halifax Harbor in Canada, had killed 1,500 people leveling a large section of Halifax, Canada, in 1917. The combined loads of the El Estero and nearby ships and trains, somewhere around 5,000 total tons of explosives, dwarfed the size of the Halifax explosion. And an El Estero explosion would’ve been on the doorstep of New York City and could’ve flattened everything for five miles around.

And so 60 Coast Guardsmen, most of them in dress uniforms while awaiting their Easter Day liberty passes, rushed to the ship. New York firefighters arrived soon after with a firefighting ship, and they began passing hoses into the holds of the El Estero, but it was Coast Guardsmen who descended into the smoke and fire.
Survivors would describe a heat that overwhelmed them. The hot deck plates warmed and then burned their feet, paint peeled off the walls, and the heat continued to build. The Coast Guard officer in charge was Lt.j.g. Francis McCausland. It was his first day of work at the station.
But he was able to get tugboats to move the other ammo ships away and ordered Army soldiers to shift as many of the train cars out of range as they could move. By the time that additional fire trucks and Coast Guard fireboats arrived at 5:35, the fiercely burning El Estero was largely isolated, but still surrounded by the city, fuel stores, and warehouses of ammo.
The Coast Guard seemed to get the upper hand on the ship for a few minutes as the oily black smoke gave way to yellow and white streaks of flames, a signal that streams of water were hitting the major source of the fire. But the oily smoke returned, and the heat continued to rise.
About 40 volunteers were ordered off the ship, and a crew of 20 stayed onboard to try and keep the fire contained as long as possible while the ship was towed to a safe detonation point. Those 20 passed their personal effects to the men ordered off, some of whom wanted to stay and keep working. These included an engaged man who had to personally be ordered off the decks.
The further the ship was out of the harbor, the more lives would be saved in New York City and in the surrounding harbor from the pending explosion. Coast Guardsmen shoved anti-aircraft shells from the decks into the water and kept directing the water from the tugs onto the hot ammo as they traveled.
(The ship was designed so that it could only be scuttled from one spot that was directly underneath the burning boilers, so the Coast Guardsmen could only sink it by flooding it.)
Once the hull of the ship was under the waves, the threat of a full ammo explosion was largely dissipated. Firefighters kept water pouring onto the still burning superstructure for hours until, finally, the threat was gone. No one had died in a crisis that was later found to have threatened as many as one million residents with death, injury, or extreme property damage.
All the Coast Guardsmen involved were given special medals for their efforts, and the U.S. government overhauled ammo-handling procedures to move dangerous operations away from population centers. This would save lives in June 1944, when an ammo ship with 4,600 tons of ammunition exploded northeast of San Francisco, killing 300 sailors on the ship and nearby, but leaving the city untouched.
The North Korean ballistic missile threat has been receiving significant attention in recent weeks, but missile threats are surging worldwide, a new Pentagon report suggests.
North Korea has made significant strides in developing its weapons program in recent months, successfully testing multiple new ballistic missile systems, but other countries, such as Iran, Russia, and China, are also rapidly advancing their missile capabilities. “Many countries view ballistic and cruise missile systems as cost-effective weapons and symbols of national power,” defense intelligence agencies said in a report viewed in advance by Bloomberg News.
“China continues to have the most active and diverse ballistic missile development program in the world,” the Pentagon assessed.
The Chinese People’s Liberation Army Rocket Force, which oversees China’s land-based nuclear and conventional missiles, has received much more attention as China pursues an extensive military modernization program putting greater emphasis on technological strength rather than manpower.
China tested a new intercontinental ballistic missile — the DF-5C — with 10 warheads in January, and there have been rumors that another developmental Chinese ICBM has already been deployed. China conducted its seventh successful test of the DF-41 with two inert warheads last spring. The Chinese armed forces are expected to substantially increase the number of warheads on the ICBMs capable of threatening the continental US over the next few years, the new Pentagon report suggests.
The Chinese military has also deployed new and improved DF-16s, highly-accurate, mobile medium-range ballistic missiles, to further threaten Taiwan. The precision missiles could also be used to target US bases located along the “first island chain.” At the same time, China can field DF-21D anti-ship missiles and the DF-26, which could be used against US forces in Guam, according to the Pentagon’s China Military Power report.
Russia, which has more deployed nuclear warheads than the US, is “expected to retain the largest force of strategic ballistic missiles outside the United States,” according to the new defense report.
Both China and Russia are also working to develop hypersonic glide vehicle technology. “HGVS are maneuverable vehicles that travel at hypersonic (greater than Mach 5) speed and spend most of their flight at much lower altitudes than a typical ballistic missile,” defense agencies revealed.
High speed, maneuverability, and low-altitude flight make missile interception via missile defense systems significantly more difficult. Russia is believed to be moving closer to fielding a hypersonic cruise missile — the Zircon — that can threaten enemy ships. Some observers, however, suspect Chinese and Russian claims regarding their various achievements in this area are exaggerated.
Iran has extended the range and effectiveness of its mid-range Shabab-3, a weapon based on a North Korean model, and the Pentagon is under the impression that Iran, much like North Korea, ultimately intends to develop an ICBM.
“Tehran’s desire to have a strategic counter to the United States could drive it to field an ICBM. Progress in Iran’s space program could shorten a pathway to an ICBM because space launch vehicles (SLV) use inherently similar technologies,” the report explained.
Iran has also been working to advance its Fateh-110 missiles, which it tested in March. Iran launched missiles into Syria last week, firing off a mid-range weapon in combat for the first time in three decades.
Expert analysts have noted significant cooperation between Iran and North Korea in recent years.
North Korea has, this year alone, tested new short-, medium-, and intermediate-range ballistic missiles, experimenting with different fuels and engines. The North has also been testing new transporter erector launchers, which offer greater mobility and survivability. Similar developments are being seen in other countries.
North Korea has repeatedly threatened that an ICBM test is not far off, and while the regime will most likely test a liquid-fueled ICBM, such as the KN-08 revealed a few years ago, the North has also presented two canister-launched ICBMs in military parades resembling two foreign missiles, specifically the Chinese DF-31 and the Russian Topol.
The Marine Corps Warfighting Laboratory is looking for a few good innovations to shape the future force.
The Quantico, Virginia-based lab will kick off the first “CMCWarfighting Challenge” this month, said Col. John Armellino, the warfightinglab’s operations officer. Marines can starting submitting ideas through the new “CMC Innovation Portal” once it officially goes online Sept. 15. A different challenge will be offered every other month.
Gen. Robert Neller, the commandant of the Marine Corps, has encouraged Marines — from general officers to privates — to get creative and identify new ways to bolster the service’s storied combat force. Neller wants, as he often says, “disruptive thinkers.”
Officials seek ideas that are “forward looking, futuristic and cutting edge,” Armellino said. “What we are trying to do is to address our current challenges to ensure the Marine Corps is organized, trained and equipped to meet the demands of the future environment,” he added.
Submissions can be made via the web portal, which had a “soft” opening on Sept. 1. While the first challenge is aimed at getting Marines’ input, Armellino said, the Marine Corps also wants to hear from people in academia and industry. And anyone who submits an idea will be kept in the loop, he said, and “remains part of the process.”
First up: Ideas and ways to make autonomous, robotic systems that can better support Marine air-ground task force operations. The September challenge is targeted at finding solutions to what “Marines do today that seem considerably dull or dirty or dangerous,” Armellino said.
So the lab has pitched this challenge: “Identify missions or tasks assigned to your unit that currently requires a Marine (or Marines) to accomplish, that could, and should, be replaced by robotic, autonomous, or unmanned systems. Missions or tasks that are prime candidates for autonomous solutions are typically dull, dirty or dangerous in nature.”

For November, the Marine Corps wants ideas from developers for apps “that enhance quality of life, physical fitness and warfighting in general,” Armellino said.
The innovation challenges are part of the service’s broader and ongoing effort to help develop the future force.The CMCWarfighting Challenge, he said, will provide “a focused, analytical framework.”
And it wants answers and solutions a lot faster.
So the Marine Corps also is establishing a Rapid Capabilities Office. The office will manage the crowd-sourcing portal and other pathways for innovation and will be “empowered to accelerate turnkey solutions or further incubate ideas” that could be demonstrated, tested and experimented, Armellino said. It also will play a part in the Future Force Implementation Plan.
The RCO, he said, will be a bridge between the Marine Corps’ combat development and systems commands — think, concepts and ideas and the equipment and systems that bring those to life. And it “could accelerate technology for development or rapidly get” what’s available to the operating force much faster, he said.
Innovation is a hot phrase of late, perhaps driven by the resetting of the force mired in two major wars over nearly a generation and facing a much more-advanced, high-tech and hybrid threat environment. Agencies like DARPA have reached out to outsiders for ideas, say, to counter threats to drones.
And the Marine Corps isn’t alone in tapping crowd-sourcing to broaden its stable of thinkers and developers. The Navy created Task Force Innovation in January 2015, along with a web portal for virtual collaboration called The Hatch, spurred by Navy Sec. Ray Mabus‘ Innovation Vision for the department.
The Army in 2013 started soliciting ideas for its “Rapid Equipping Force” program through a website that remains in place today. Soldiers can submit ideas or solutions online. The Army is taken a greater collaborative approachwith workshops and meetings to pull ideas from soldiers and others whose innovations, expertise and skills just might help develop better gear, vehicles and equipment. Its third annual Innovation Summit was held Aug. 16-17.
“Innovation needs to be a culture, not a niche corner or a specific time,”Army Training and Doctrine Command chief Gen. David Perkins told the audience at the two-day meeting in Virginia. Soldiers “are natural innovators. We just need to make sure we don’t stifle them.”
In late August, Army Secretary Eric Fanning announced the creation of a Rapid Capabilities Office to find and field technology and equipment more quickly. “We’re serious about keeping our edge, so we need to make changes in how we get soldiers the technology they need,” Fanning said, in an Army news story. “The Army Rapid Capabilities Office is a major step forward, allowing us to prioritize cross-domain, integrated capabilities in order to confront emerging threats and advance America’s military dominance.”
What tangible, concrete innovations come of these efforts remain to be seen.
The CMC Warfighting Challenge is like a next-gen take on “Marine Mail” from the mid-1990s, when the top general, Gen. Chuck Krulak, sought out creative and innovative ideas from Marines. Krulak also established the warfighting lab during his tenure as commandant. In 2007, in the midst of two major conflicts, then-commandant Gen. James Conway revived Marine Mail, but it’s not clear what specifically came of that effort.
Marine Mail, said Armellino, was “a great idea” that also was “unsustainable.” If it’s set up as a “virtual suggestion box,” he said, “you run the risk of being potentially overwhelmed.”
Will the new CMC Warfighting Challenge work?
The Warfighting Lab worked through the web portal bugs during a beta test in July to collect thoughts about wearable technologies. That drew 260 ideas, Armellino said. It likely will fall to the lab’s RCO to cull through those suggestions.

Pennsylvania State Rep. Rick Saccone’s bill that would make it a misdemeanor for someone to benefit from lying about military service or receiving decorations or medals unanimously passed the state Senate on June 20th and now heads to Gov. Tom Wolfs desk to be signed into law.
House Bill 168, introduced by Saccone, R-Elizabeth Township, in January, bans anyone from economically benefiting from lying about their service or decorations. Violators could be charged with a third-degree misdemeanor for doing so.
“Our men and women of the armed forces and their families deserve the utmost respect and praise, and criminals who disguise themselves as illegitimate veterans demean our true American heroes,” Saccone said.
Some people have actually tried to make money by falsely claiming veteran status, said Saccone, an Air Force veteran and a 2018 US Senate candidate. They will now be brought to account.
Saccone said lying about military service or medals to make money is truly an insult and discredit to the men and women who have selflessly sacrifices their lives on the battlefield.
Saccone introduced the same legislation in May 2016, calling it the Stolen Valor Act. It unanimously passed the state House in June 2016, but did not advance out of the Senate Judiciary Committee.
When the new legislative session started in January, Saccone re-introduced his bill and it passed the House 190-0 in April.
In 2013, Congress passed the federal Stolen Valor Act, which addressed those who might lie about having military decorations and medals, such as the Congressional Medal of Honor or Purple Heart, in order to obtain benefits.
Those convicted of violating the federal law can face fines and up to a year in jail.
One of my direct subordinates, one of my guys that worked for me, he would call me up or pull me aside with some major problem, some issue that was going on. And he’d say, ‘Boss, we’ve got this, and that, and the other thing.’ And I’d look at him and I’d say, ‘Good.’
And finally one day he was telling me about some issue that he was having, some problem, and he said, ‘I already know what you’re going to say.’
And I said, ‘Well, what am I going to say?’
He said, ‘You’re gonna say, Good. He said, ‘That’s what you always say. When something is wrong and going bad, you always just look at me and say, Good.’
Willink wasn’t being snide or dismissive. Rather, he was forcing his troops to find a way to grow from a failure or challenge they were having difficulty overcoming.
If they didn’t get the supplies they needed, for example, he’d force them into a mindset where they could excel in spartan conditions.
It’s an approach he’s applied to his entire life, and one he teaches with his former second-in-command, Leif Babin, through their management consulting firm Echelon Front.
“Didn’t get promoted? Good. More time to get better,” Willink said, giving another example.
In another episode, Willink explained how one of his friends told him he was able to see this philosophy in action even when his father died. It wasn’t literally “good” that his father died, but when he was done grieving he was able to see that he was presented with an opportunity to take responsibilities in areas that he could normally rely on his father for, and to make the most of them.
The “good” approach is a way to move forward without giving into overwhelming emotions, whether on the battlefield, in the office, or in your personal life.
“That’s it,” Willink said on his podcast. “When things are going bad, don’t get all bummed out. Don’t get startled, don’t get frustrated. If you can say the word good, guess what? It means you’re still alive. It means you’re still breathing. And if you’re still breathing, well then hell, you’ve still got some fight left in you. So get up, dust off, reload, recalibrate, reengage, and go out on the attack.”

The US Marine Corps plans to arm its forces with a new anti-ship missile that will allow US troops to sink enemy ships from shore-based launchers 100 miles away, a capability the Marines have been chasing with China’s growing navy in mind.
The Corps has decided to spend roughly $48 million on Raytheon’s Naval Strike Missile, a long-range precision strike missile the Navy ordered last year for its littoral combat ships and future frigates, Raytheon announced this week.
The service has made fielding this capability a priority.
“There’s a ground component to the maritime fight. You have to help the ships control sea space. And you can do that from the land,” Commandant of the Marine Corps Gen. Robert Neller told USNI News earlier this year. “We’ve got to be able to attack surface platforms at range.”
Breaking Defense reported in January 2019 that the Marines were considering Lockheed Martin’s Long-Range Anti-Ship Missile, the Naval Strike Missile, and Boeing’s Harpoon as options for the kind of capability the Corps desires as the US military readies itself to defeat a powerful rival like Russia or China.

The Naval Strike Missile, which was manufactured by Norway’s Kongsberg Defence Systems in partnership with Raytheon, carries a 275-pound warhead, has a range of over 100 nautical miles, and can be fired from ships and mobile shore-based launchers.
The Army experimented with a land-based launch of the Naval Strike Missile during last year’s Rim of the Pacific exercise, when the weapon was fired from a truck at a decommissioned ship off Hawaii.
The Marines have yet to select a suitable mobile launch platform, which could be Lockheed’s M142 High Mobility Artillery Rocket System or one of two large, heavy trucks from Oshkosh, Breaking Defense previously reported. The Corps told Military.com two years ago they wanted a launcher that could be easily moved by a V-22 Osprey.
The Corps still has some important experimentation and decision-making to do before the Naval Strike Missile can be effectively fielded from shore-based batteries.

The stars are aligning and it’s looking more and more like the Army is working to outfit many of its soldiers with a battle rifle in a heavier caliber than the current M4.
Late last month, the service released a request to industry asking which companies could supply the service with a commercially-available rifle chambered in the 7.62x51mm NATO round, a move that many saw coming after rumblings emerged that the Army was concerned about enemy rifles targeting U.S. troops at greater ranges than they could shoot back.
It now seems that fear has shifted in favor of fielding a rifle that can fire a newly developed round that is capable of penetrating advanced Russian body armor — armor defense planners feel is more available to enemies like ISIS and terrorist organizations.
In late May, the Army released a so-called “Request for Information” to see if industry could provide the service with up to 10,000 of what it’s calling the “Interim Combat Service Rifle.”
Chambered in 7.62×51, the rifle must have a barrel length of 16 or 20 inches, have an accessory rail and have a minimum magazine capacity of 20 rounds, among other specifications.
The rifle must be a Commercial Off The Shelf system readily available for purchase today,” the Army says, signaling that it’s not interested in a multi-year development effort. “Modified or customized systems are not being considered.”
But what’s particularly interesting is that the ICSR must have full auto capability, harkening back to the days of the 30-06 Browning Automatic Rifle or the full-auto M14. Analysts recognize that few manufacturers have full-auto-capable 7.62 rifles in their portfolio, with HK (which makes the HK-417) and perhaps FN (with its Mk-17 SCAR) being some of the only options out there.
While the Army is already buying the Compact Semi-Auto Sniper System from HK, that’s not manufactured with a full-auto option.
Under Chief of Staff Gen. Mark Milley, the Army is focusing on near-peer threats like China and Russia and starting to develop equipment and strategies to meet a technologically-advanced enemy with better weapons and survival systems. Milley also has openly complained about the service’s hidebound acquisition system that took years and millions of dollars to adopt a new pistol that’s already on the commercial market — and he’s now got a Pentagon leadership that backs him up, analysts say.
“The U.S. military currently finds itself at the nexus of a US small arms renaissance,” Soldier Systems Daily wrote. “Requirements exist. Solutions, although not perfect, exist. And most of all, political will exists to resource the acquisitions.”
Earlier this year, a French publisher had to issue an apology after a huge social media backlash emerged against their undergraduate-level history textbook which claimed that the attacks on 9/11 were “orchestrated by the CIA.” “This phrase which echoes conspiracy theories devoid of any factual basis should never have been used in this work,” the publisher said. “It doesn’t reflect the editorial position either of Ellipses publications or the author.”
Despite the incredible oversight of the publisher, it’s worth noting that the French have stood in solidarity with the United States in remembering 9/11 with a temporary memorial on its 10th anniversary. However, other nations across the free world have erected permanent memorials. After all, 9/11 began the War on Terror that freedom-loving countries have been fighting for 19 years. Here are some memorials that stand out.

1. 9/11 Living Memorial Plaza—Jerusalem, Israel
Opened in 2009, the 9/11 Living Memorial Plaza is a cenotaph remembering and honoring the victims of the attacks. It measures 30 feet tall and is made of granite, bronze, and aluminum. A piece of melted steel from Ground Zero forms part of the base on which the monument rests. The names of all the victims, including five Israeli citizens, are embedded on metal plates and placed on the circular wall. It is also the first and only monument outside of the United States to list all the names of the nearly 3,000 victims of the attacks.

2. Memory and Light—Padua, Italy
Inaugurated on the 4th anniversary of the attacks, Memoria e Luce, as it’s known in Italian, was a gift from the United States to the Italian city of Padua. It features a six meter long, twisted steel beam recovered from Ground Zero. The structure in which it is housed mimics an open book and is reminiscent of the facades of the Twin Towers. The book is also open in the direction of the Statue of Liberty, further cementing the relationship between our two nations.

3. Since 9/11—London, England
Throughout the War on Terror, Britain has been one of our strongest allies in combating those who wish harm on the West and the free world. Located at the Queen Elizabeth II Olympic Park, the memorial sculpture was a gift from the Port Authority of New York and New Jersey to the United Kingdom. It is made entirely out of steel recovered from Ground Zero. The memorial is cared for by the SINCE 9/11 charity. Founded on the 10th anniversary of the attacks, the charity’s focus is educating British students on 9/11 to “ensure that the legacy of 9/11 is one that builds hope from tragedy.”
4. Twin Towers and Lost Dogs Monument—Ontario, Canada
Located in the Beautiful Joe Heritage Society Park, this stone sculpture represents the Twin Towers. The towers rest on a pentagonal base and honors both the human and canine rescuers who took part in the search and rescue effort following the attacks on the World Trade Center and the Pentagon. The memorial is particularly dedicated to a Yellow Labrador police canine named Sirius who died in the collapse of the South Tower. The plaque on the memorial reads, “This plaque honors the devotion and bravery shown by the many K-9 police units during the search, rescue, and recovery of victims of these attacks. Their heroic deeds will not be forgotten.”
5. Donadea 9/11 Memorial—Donadea, Ireland
Dedicated in 2003, the Donadea 9/11 Memorial was crafted by a local stonemason and sculptor. The structural representation of the Twin Towers features the names of victims inscribed on the stone. Though it serves as a memorial to all 9/11 victims, it is dedicated to Irish American firefighter Sean Tallon, whose father was born in Donadea. Tallon was a Corporal in the USMC Reserves and probationary firefighter at Ladder 10, the fire station directly across from the World Trade Center. He was one of the first people on scene when the first plane hit and was killed when the towers fell.
After 9/11, Americans swore that we would never forget. The beautiful and touching memorials listed here show that good people around the world won’t forget either.

The Army is starting formal production of a new Self-Propelled Howitzer variant engineered for faster movement, better structural protection, improved drive-train ability, new suspension and advanced networking tech, service and industry developers said.
The new vehicle is built with a more capable, larger chassis, designed as an initial step toward building a next-generation cannon able to outgun existing Russian weapons.
As part of a longer-term plan to leverage the new larger chassis built into the Army’s new M109A7 variant, the Army’s Armament Research, Development, and Engineering Center is beginning work on a new cannon able to hit enemies out to 70 kilometers, senior Army developers said.
“Right now we have the 39 caliber cannon we have had since the 80s. We are range limited and the Russians can outgun us and shoot farther,” Maj. Gen. David Bassett, former Program Executive Officer, Ground Combat Systems, said last Fall at the service’s AUSA annual symposium. “If you had not replaced the chassis first, you would never be able to put that larger cannon on there.”
A 70-kilometer target range is, by any estimation, a substantial leap forward for artillery; when GPS guided precision 155mm artillery rounds, such as Excalibur, burst into land combat about ten years ago – its strike range was reported at roughly 30 kilometers. A self-propelled Howitzer able to hit 70-kilometers puts the weapon on par with some of the Army’s advanced land-based rockets – such as its precision-enabled Guided Multiple Launch Rocket System which also reaches 70-kilometers.
In a modern threat environment, wherein near-peer and smaller-level rivals increasingly possess precision-guided land weapons, longer-range C4ISR technology, and drone weapons, increasing range is a ubiquitous emphasis across the Army and other services. Russia’s violations of the INF treaty, new S-500 air defenses, new Armata tanks and fast-growing attack drone fleet – all point to a growing need for the US to outrange and outgun potential adversaries.
Furthermore, given the Pentagon’s emphasis upon cross-domain warfare, land weapons are increasingly being developed to attack things like enemy ships, aircraft, and ground-based air defenses; naturally, the idea is to pinpoint and destroy enemy targets while remaining at a safer, more protected distance. Deputy Program Executive Officer for Missiles Space, Brig. Gen. Robert Rasch told Warrior the service is making a decided push to upgrade and develop longer-range weapons as a way to address current threats – and re-adjust following more than 15 years of counterinsurgency.
For example, senior Pentagon leaders have told Warrior Maven that there is some ongoing deliberation about placing mobile land-based artillery – such as a Paladin – in areas of the South China Sea as a credible deterrent against Chinese ships and aircraft.
Following years of development and advanced engineering, the Army and BAE Systems are now formally entering full-rate production of the new M109A7 and accompanying M992A3 ammunition carrier vehicles. BAE officials said the new Howitzer, designed to replace the existing M109A6 Paladin, will have 600-volts of onboard power generation, high-voltage electric gun drives, and projectile ramming systems.
Bassett described the A7 as a turret ring down revamp, including a new hull along with a new suspension and power-train. The new Howitzer will, among other things, greatly improve speed and mobility compared to the A6.
“In the past, the A6 Paladin was the slowest vehicle in the Army. It needs to leapfrog. We are restoring that mobility so it will be one of the faster vehicles. Howitzers can now outrun 113s,” Bassett said.
Also, as part of maintenance, life-cycle, and service extension – all aimed to improve logistics – the new Howitzer is built with an engine and other parts common to the Bradley Fighting Vehicle and emerging Armored Multi-Purpose Vehicle.
Improved onboard power is, similar to other emerging higher-tech platforms, designed to enable the vehicle to quickly accommodate upgrades and new weapons technologies as they may evolve – such as lasers or advanced ammunition.
The advanced digital backbone and power generation capability provides significant growth potential for future payloads, a BAE Systems statement said.
One senior Army official told Warrior Maven that improved combat connectivity can enable multiple Howitzers to quickly share firing data, as part of a broader effort to expand battlefield networking and operate in more dispersed formations depending upon mission requirements.
The Army is also now working with the Pentagon’s Strategic Capabilities Office to explore additional innovations for the Howitzer platform.
Army Howitzers are now firing a super high-speed, high-tech, electromagnetic Hyper Velocity Projectile, initially developed as a Navy weapon, an effort to fast-track increasing lethal and effective weapons to war zones and key strategic locations, Pentagon officials said.
While initially conceived of and developed for the Navy’s emerging Rail Gun Weapon, the Pentagon and Army are now firing the Hyper Velocity Projectile from an Army Howitzer in order to potential harness near-term weapons ability, increase the scope, lethality, and rangeability to accelerate combat deployment of the lethal, high-speed round.
The railgun uses an electromagnetic current to fire a kinetic energy warhead up to 100 miles at speeds greater than 5,000 miles an hour, a speed at least three times as fast as existing weapons.
Firing from an Army Howitzer, the hypervelocity projectile can fire at high speeds toward enemy targets to include buildings, force concentrations, weapons systems, drones, aircraft, vehicle bunkers and even incoming enemy missiles and artillery rounds.
“We can defend against an incoming salvo with a bullet. That is very much a focus getting ready for the future,” Dr. William Roper, Director of the Pentagon’s once-secret Strategic Capabilities Office, told Scout Warrior among a small group of reporters last year.
Army veteran Sgt. 1st Class Howard “Howie” Sanborn was an all-star on active duty. He was an Airborne Ranger infantryman who conducted long-range surveillance for the XVII Airborne Corps before doing five years as a member of the U.S. Army’s premier high-altitude demonstration team, the Golden Knights.
As a Golden Knight, it was Howie’s job to share his experiences in the Army with civilians and act as a brand ambassador. Now, he uses a wheelchair and is off active duty, but he still spreads the Army message far and wide as an adaptive athlete.
“For me,” Howie said, “the Warrior Games are an amazing opportunity to get back with my team. I’m part of Team SOCOM. Once you leave the military and you’re retired or you just get out, you don’t necessarily lose that sense of camaraderie but you’re kind of separate from your buddies. So when you get to do events like this together or training events together, it’s a chance to rub shoulders with guys who’ve been through the same thing you’ve been through.”
At the 2016 Warrior Games, Howie competed in his racing chair in track events, taking home three gold medals for Men’s 1500 Run 2.0, Men’s 800 Meter Run 3.0, and Men’s 400 Meter Dash 3.0, as well as one silver medal in Men’s 200 Meter Dash 2.0.

As an alumni of the Golden Knights and an adaptive athlete, Howie was the obvious choice for narrator during the Golden Knight demonstration in the opening ceremonies.
As part of his duties in the opening ceremony, Howie presented a special award to Gen. Frederick M. Franks. Franks was pioneer in the wounded warrior community, fighting his way back into combat units after losing his left leg below the knee.
