A group of 177 cybersecurity experts have signed a joint open letter calling on the UK government voicing concerns about the NHS’ plan to roll out a contact tracing app designed to tell people when they’ve come into contact with suspected coronavirus patients.
NHSX, the NHS’ digital experimental arm, says the app will be rolled out in Britain in the next two to three weeks. The way it works is when people sign up to the app, their phone sends out Bluetooth signals to determine what other phones are in its vicinity. If a user develops symptoms they’ll be able to report themselves in the app, and their phone will then send out an alert to all the phones it’s been nearby over the previous two weeks.
The UK has taken the decision to eschew the contact tracing API being built by Apple and Google for use by governments. This decision is partly down to the fact that the UK has decided it wants to centralize users’ data on an external server, making it easier to analyze, rather than keeping processing limited to people’s devices. Apple and Google’s API stipulates that apps use the decentralized method, which is more privacy-conscious.
“It has been reported that NHSX is discussing an approach which records centrally the de-anonymized ID of someone who is infected and also the IDs of all those with whom the infected person has been in contact,” the joint letter reads. The experts argue that this data hoard could facilitate “mission creep,” i.e. the government could later use the data for purposes other than tracking COVID-19.
“It is vital that, when we come out of the current crisis, we have not created a tool that enables data collection on the population, or on targeted sections of society, for surveillance.”
They noted that “invasive information” about users could be exploited.
“Such invasive information can include the ‘social graph’ of who someone has physically met over a period of time. With access to the social graph, a bad actor (state, private sector, or hacker) could spy on citizens’ real-world activities. We are particularly unnerved by a declaration that such a social graph is indeed aimed for by NHSX,” the experts write.
The experts ask in their letter that NHSX minimize the data it extracts from users to build trust in the app so it can be effectively deployed. Experts say 80% of smartphone users the UK would need to install the app for it to be effective in combatting the spread of coronavirus, and privacy concerns could mean falling short of that percentage.
They also ask that NHSX not build databases that could de-anonymize users, and that they lay out how the app will be phased out after the coronavirus crisis subsides.
Trident Juncture, taking place between Oct. 25 and Nov. 7, 2018, in and around Norway, is just one of NATO’s military exercises in 2018.
But officials have said the 50,000 troops, tens of thousands of vehicles, and dozens of planes and ships on hand make it the biggest NATO exercise since the Cold War.
NATO leaders have stressed it’s strictly a defensive exercise, but it comes amid heightened tensions between NATO and Russia, and Moscow has made its displeasure well known.
What’s also clear is that as the US and NATO refocus on operations in Europe, they’re preparing to deal with a foe that predates the alliance and the rival it was set up to counter.

“So when I was back in the States a couple weeks ago doing a press conference on Trident Juncture, people asked me the question, ‘Why in the world would you do this in October and November in Norway? It’s cold,'” Adm. James Foggo, who heads the Navy’s 6th Fleet and is overseeing Trident Juncture, said in an Oct. 27, 2018 interview.
“That’s exactly why,” he added. “Because we’re toughening everyone up.”
The US military maintained a massive presence in Europe during the Cold War. The bulk of it was in Germany, though US forces, like the Marine Corps hardware in secret caves in Norway, were stationed around the continent.
In the years after the Cold War, however, the emphasis on major operations in Europe — and the logistical and tactical preparations they entail — waned, as operations in the desert environments of the Middle East expanded.
In recent years, the US and NATO have taken a number of steps to reverse that shift, and with that has come renewed attention to the challenges of cold-weather operations.

“The change is all of us are having to recapture the readiness mindset and ability to fight full-spectrum in all conditions across the theater,” said Ben Hodges, who commanded the US Army in Europe before retiring as a lieutenant general at the end of 2017.
“The Marines used to always be in Norway. They had equipment stored in caves,” Hodges said.
“I cannot imagine Hohenfels or Grafenwoehr without freezing” weather, he added, referring to major Army training areas in Germany. “It’s either freezing there or completely muddy.”
“We used to always do that” kind of training, Hodges said, but, “frankly, because of the perception and hope that Russia was going to be a friend and a partner, we stopped working on those things, at least the US did, to the same level.”
In mid-October 2018, US Marines rehearsed an amphibious assault in Iceland to simulate retaking territory that would be strategically valuable in the North Atlantic. That assault was practice for another landing to take place during Trident Juncture, where challenging terrain and weather were again meant to test Marine capabilities.

“Cold-weather training, we’ve had training before … we got underway. Just being here is a little different,” said Chief Petty Officer David Babil, a senior ramp marshal overseeing the Corps’ amphibious-landing exercise in Alvund, Norway. “You’ve just got to stay warm. The biggest difference is definitely the weather, but other than that we train how we fight, so we’re ready 24/7.”
Chances for unique training conditions are also found ashore.
“The first consideration is the opportunity to employ the tanks in a cold-weather environment,” said 1st Lt. Luis Penichet, a Marine Corps tank platoon commander, ahead of an exercise that included a road march near Storas in central Norway.
“So once the conditions start to ice over and or fill with snow, one thing we are unable to train in Lejeune is to cleat the tanks and drive them in those type of conditions,” Penichet added. “So we have the possibility to replace [tank tread] track pads with metal cleats to allow us to continue maneuvering. So that is one benefit of operating in the environment like this.”

“Everything is more difficult in the cold, whether it’s waking up in the morning or even something as simple as going from your tent to the shower,” said Marine Corps 1st Lt. Kyle Davis, the camp commandant at Orland Airfield at Brekstad, on the central Norwegian coast.
The US Defense Department recently extended the Marine Corps deployment in Norway, where Commandant Gen. Robert Neller has emphasized that the Corps is trying to prepare for a potential “big-ass fight” in harsh conditions.
But US personnel aren’t the only ones who see the benefits of training at the northern edge of Europe.
“To my surprise, it wasn’t actually much of a change in our equipment,” said 1st Lt. Kristaps Kruze, commander of the Latvian contingent at the exercise, when asked about how the weather affected his gear.

“That just proves that our equipment is not only capable of withstanding temperature in Latvia, but also capable of withstanding harsh winters also in Norwegian territory,” Kruze said in an interview in Rena, near Norway’s border with Sweden, as Trident Juncture got underway.
“During Trident Juncture, since we are in Norway, we have to deal with the cold weather,” Sgt. Cedric, a French sniper, said in Rena, as French, Danish, British, and German troops conducted long-range sniper training.
“For a sniper, cold weather requires to be more careful when shooting. It can affect the shooting a lot,” Cedric said. “Also, when we are infiltrating, we need to make sure we conserve energy and stay warm once we are in position.”
Integrating with NATO forces in the harsh conditions was particularly important for troops from Montenegro, which is NATO’s newest member.

“As you can see there is much snow and its temperature [is in] the very low degrees,” Lt. Nikola Popovic, an infantry platoon commander from Montenegro, said in Folldal, in the mountains of central Norway.
“Because we are a new NATO member, a new ally, we are here to prepare ourselves for winter conditions, because this is an exercise in extreme winter conditions,” Popovic said.
The temperature was the biggest surprise, he added, “but we are working on it.”
NATO countries in the northern latitudes, like Norway, as well as Sweden and Finland, which are not members but partner closely with the alliance and are at Trident Juncture, have no shortage of cold-weather experience.
“They live there so they do it all the time,” Hodges said.

“This is about the US having to relearn” how to operate in those kind of conditions, Hodges added.
Fighting in that kind of environment requires military leaders to consider the affects on matters both big and small, whether that’s distributing lubricant for individual machine guns or the movement of thousands of troops and their heavy gear across snow-covered fields and on narrow mountain roads.
“It affects vehicle maintenance, for example. It affects air operations. It’s not just about individual soldiers being cold,” Hodges added. “It’s all of your systems have to be able to operate, so you have to practice it and take those factors into consideration.”

The Pentagon is disputing reports that its rules of engagement in Iraq have been loosened following a deadly strike in Mosul that killed more than 100 civilians.
But its own spokesman seemed to confirm last month it did exactly that.
Previously, American advisors on the ground were required to go through an approval process with a command center in Baghdad before strikes were carried out. But in February, the AP reported the military had dropped this requirement to speed up strikes, with some advisors operating on the ground being “empowered” and no longer required to coordinate with Baghdad.
The spokesman for the U.S.-led coalition, Air Force Col. John Dorrian, confirmed to The Associated Press the rules of engagement in the fight against IS in Iraq were adjusted by the December directive, explaining that some coalition troops were given the “ability to call in airstrikes without going through a strike cell.”
More coalition forces have been “empowered” to have the ability to call in strikes in the Mosul operation, Col. Dorrian told a Pentagon press briefing on Wednesday.
Now contrast that with reporting from The New York Times, in which spokesman Capt. Jeff Davis said rules had not been loosened. Besides its easing of the process, advisors were embedded at lower echelons of Iraqi security forces at the brigade and battalion level, rather than division — meaning that US forces have increasingly gotten closer to direct combat.
Davis told The Times the strike that killed hundreds in Mosul was “at the request of Iraqi security forces,” and did not mention American advisors. This seems to suggest that US military planners may have received a direct request for air support from Iraqi troops, which may not have attempted to minimize collateral damage.
The idea of putting Iraqi troops in the driver seat with the ability to call in American air strikes seems a result of the “adjustment” of rules the AP had reported. In that story, published on Feb. 24, an Iraqi Army general is able to call an American lieutenant colonel to report a mortar attack and request support directly, something that had not been possible last year.
Col. Dorrian did not immediately respond to a request for comment.
The Pentagon may be technically accurate when it says rules of engagement have not changed. Rules of engagement guidelines help troops understand when they can and cannot fire at an opposing force. Typically, troops are required to get positive identification of a target, only fire when under threat, and are required to minimize collateral damage when calling in air strikes.

While the overarching guidelines may not have changed, the process for carrying out air strikes certainly has — and it may be the reason why Mosul could be the site of the largest loss of civilian life since the start of the Iraq war in 2003.
The Pentagon acknowledged on Friday that it would investigate the March 17 strike, accordingto The New York Times. The process is expected to take at least a few weeks.
“Coalition forces comply with the Law of Armed Conflict and take all reasonable precautions during the planning and execution of airstrikes to reduce the risk of harm to civilians,” a release on the coalition website says.
It’s no surprise that psychotic despots and drug lords who came to power through violence and intimidation would be fascinated with gold-plated and diamond-encrusted weapons. The most well-known collector was Saddam Hussein.
After his fall, his weapons seemed to be scattered in every direction. Exactly how many weapons were in Saddam’s arsenal is not public knowledge, so it’s unclear how many have just “fallen off the books” throughout the years. The ones that have been accounted for, however, are often placed in museums and presidential libraries around the world as historical artifacts.
One of his most famous golden weapons was the golden Tabuk, an Iraqi variant of the AK-47. Soldiers of the 101st Airborne Division discovered it near Kirkuk, in northern Iraq. The weapon was given as an official “thank you” to the Australian troops that helped them in the area. The weapon traded hands a few times before Australia’s Deputy Chief of Army, Major General John Cantwell, accepted it and placed it in the Australian War Memorial in Canberra in 2007.

You might wonder why more weapons weren’t taken as trophies by troops in Iraq. Well, having weapons that are not cleared and are without their paperwork properly done breaks countless UCMJ, Interpol, UN, and Geneva Convention laws. Getting the proper rights to take home war trophies may be a headache, but it’s not impossible. This hasn’t stopped idiots from becoming war criminals in pursuit of riches, though.
In 2014, two men from New Jersey were caught in a sting by the FBI trying to sell over $1 million worth of Hussein-family weapons. Later that same year, Marine Corps Staff Sgt. Joel Miller had his conviction overturned after being framed and sentenced for smuggling home a chrome-plated AK variant in 2005. As it turns out, another Marine had planted the weapon on him after Miller threatened to expose his affair. Nonetheless, he was still given a bad conduct discharge after serving 20 years in the Marine Corps.

But at least two of Saddam’s weapons have been known to make their way to auction legally. The M77 rifle that Saddam held during a 2000 military parade was given to an unnamed agent after 29 years of service to the CIA. Although it wasn’t flashy like the rest of Saddam’s armory, it still put up and sold at auction for $48,875.
India is close to finalizing a deal to purchase the S-400 surface-to-air missile system. The S-400, also known as the SA-21 Growler, is an upgraded version of the SA-10 Grumble, and offers longer range. Some versions of this system can hit targets nearly 250 miles away.
India has also recently imported systems from Israel, including a purchase of 131 Barak surface-to-air missile systems, according to a report from Agence France Presse. The report did not state whether the purchase involved the baseline Barak, which has been retro-fitted on to a number of Indian warships, or the newer long-range Barak 8, slated for inclusion on Kolkata- and Visakhapatnam-class guided missile destroyers.
This isn’t the first time Russia and India have worked together — and likely won’t be the last. Currently, the two countries have teamed up to develop a stealth fighter, called the Fifth Generation Fighter Aircraft or Perspective Multi-Role Fighter, based on the Sukhoi Su-57 prototype. India has a history of modifying imported weapons systems, like the SEPECAT Jaguar and the MiG-27 Flogger, making them far more capable than the original. We’ll have to wait and see if they have the same in mind for the SA-21 Growler.

Scientists have reproduced in the lab how the ingredients for life could have formed deep in the ocean 4 billion years ago. The results of the new study offer clues to how life started on Earth and where else in the cosmos we might find it.
Astrobiologist Laurie Barge and her team at NASA’s Jet Propulsion Laboratory in Pasadena, California, are working to recognize life on other planets by studying the origins of life here on Earth. Their research focuses on how the building blocks of life form in hydrothermal vents on the ocean floor.
To re-create hydrothermal vents in the lab, the team made their own miniature seafloors by filling beakers with mixtures that mimic Earth’s primordial ocean. These lab-based oceans act as nurseries for amino acids, organic compounds that are essential for life as we know it. Like Lego blocks, amino acids build on one another to form proteins, which make up all living things.

“Understanding how far you can go with just organics and minerals before you have an actual cell is really important for understanding what types of environments life could emerge from,” said Barge, the lead investigator and the first author on the new study, published in the journal Proceedings of the National Academy of Sciences. “Also, investigating how things like the atmosphere, the ocean and the minerals in the vents all impact this can help you understand how likely this is to have occurred on another planet.”
Found around cracks in the seafloor, hydrothermal vents are places where natural chimneys form, releasing fluid heated below Earth’s crust. When these chimneys interact with the seawater around them, they create an environment that is in constant flux, which is necessary for life to evolve and change. This dark, warm environment fed by chemical energy from Earth may be the key to how life could form on worlds farther out in our solar system, far from the heat of the Sun.
“If we have these hydrothermal vents here on Earth, possibly similar reactions could occur on other planets,” said JPL’s Erika Flores, co-author of the new study.
Barge and Flores used ingredients commonly found in early Earth’s ocean in their experiments. They combined water, minerals and the “precursor” molecules pyruvate and ammonia, which are needed to start the formation of amino acids. They tested their hypothesis by heating the solution to 158 degrees Fahrenheit (70 degrees Celsius) — the same temperature found near a hydrothermal vent — and adjusting the pH to mimic the alkaline environment. They also removed the oxygen from the mixture because, unlike today, early Earth had very little oxygen in its ocean. The team additionally used the mineral iron hydroxide, or “green rust,” which was abundant on early Earth.
The green rust reacted with small amounts of oxygen that the team injected into the solution, producing the amino acid alanine and the alpha hydroxy acid lactate. Alpha hydroxy acids are byproducts of amino acid reactions, but some scientists theorize they too could combine to form more complex organic molecules that could lead to life.
“We’ve shown that in geological conditions similar to early Earth, and maybe to other planets, we can form amino acids and alpha hydroxy acids from a simple reaction under mild conditions that would have existed on the seafloor,” said Barge.
Barge’s creation of amino acids and alpha hydroxy acids in the lab is the culmination of nine years of research into the origins of life. Past studies, which built on the foundational work of co-author and JPL chemist Michael Russell, looked at whether the right ingredients for life are found in hydrothermal vents, and how much energy those vents can generate (enough to power a light bulb). But this new study is the first time her team has watched an environment very similar to a hydrothermal vent drive an organic reaction. Barge and her team will continue to study these reactions in anticipation of finding more ingredients for life and creating more complex molecules. Step by step, she’s slowly inching her way up the chain of life.

This line of research is important as scientists study worlds in our solar system and beyond that may host habitable environments. Jupiter’s moon Europa and Saturn’s moon Enceladus, for example, could have hydrothermal vents in oceans beneath their icy crusts. Understanding how life could start in an ocean without sunlight would assist scientists in designing future exploration missions, as well as experiments that could dig under the ice to search for evidence of amino acids or other biological molecules.
Future Mars missions could return samples from the Red Planet’s rusty surface, which may reveal evidence of amino acids formed by iron minerals and ancient water. Exoplanets — worlds beyond our reach but still within the realm of our telescopes — may have signatures of life in their atmospheres that could be revealed in the future.
“We don’t have concrete evidence of life elsewhere yet,” said Barge. “But understanding the conditions that are required for life’s origin can help narrow down the places that we think life could exist.”

Kings Mountain High School teacher Hailey Spearman was made an honorary recruiter for the Shelby Army Recruiting Center at a ceremony on Fort Jackson, S.C. on April 22.
Spearman attended a Future Soldier event with her local Shelby recruiter, Staff Sgt. Casey Raza, and some of her students who have joined the U.S. Army this school year. They received first-hand experience of what Army basic training entails.
Spearman teaches English Language Arts and coaches the women’s track and field team at KMHS.
Lt. Col. Robert Garbarino, U.S. Army Recruiting Battalion Columbia Commander, said both teacher and recruiter work together to help students find their options for life after high school.
“Ms. Spearman is a model for what a community advocate does for our recruiting efforts,” Garbarino said.
He deputized her by giving her his Army Recruiting Badge in front of over 250 Future Soldiers and their guests. He also presented her with a plaque to thank her for her efforts to promote awareness on Army opportunities. Garbarino said he was pleased to recognize Spearman after hearing how she goes the extra mile for her students.
Raza said that Spearman has been instrumental to the process.
“I wanted to reach as many students as possible to show them all of their options,” Raza said. “She allowed me to give presentations during her English classes and to students who are on her track team.”
Spearman said Raza puts the needs of each student first.
“She has a way of building positive relationships with students and therefore, our students look up to her and respect her opinions concerning the Army,” Spearman said.
During an operation aimed at eliminating ISIS’s last stronghold in Syria, a US-backed militia captured five foreign fighters including a school teacher from Texas who once sent his resume and a cover letter to the caliphate.
“Dear Director, I am looking to get a position teaching English to students in the Islamic State,” the letter reads.
The Syrian Democratic Forces, a Kurdish fighting group backed by the US, announced Jan. 13, 2019, that its fighters had captured Warren Christopher Clark, a 34-year-old from Houston. The New York Times obtained documents found in a house in Mosul, Iraq — including a resume and cover letter — that Clark reportedly sent to apply for a job teaching English in the caliphate.

The letter, which was verified by Seamus Hughes of George Washington University’s Program on Extremism, and bears the signature “Abu Mohammed,” said to be a pseudonym, according to the Times. A resume accompanying the letter ends in 2015, which may indicate when Clark began working for the Islamic State. The documents obtained in Mosul show that before landing in Syria, the University of Houston graduate spent time teaching in Saudi Arabia and Turkey, according to the Times.
The SDF identified a second man as American, but the Times reported that Zaid Abed al-Hamid is more likely from Trinidad.
To date, only four Americans have been captured in battle in Iraq and Syria, according to George Washington University experts. According to the Times, US officials have not yet confirmed the SDF’s report.
If Clark and Hamid are returned to the US, they will join a small number of former ISIS militants extradited — according to GWU’s database, of 72 identified Americans who have traveled to join the caliphate, 14 have been returned to face charges.

Two ladies are alive today thanks to the quick action of five police officers from the Columbia VA Health Care System.
On Oct. 5, Columbia VA Police officers Major Calvin Rascoe and officers Colt Clark, Ronald Turner, Robert Evans and Shawn Bethea were returning to the Columbia VA from training. Rascoe observed fire and smoke coming from a vehicle traveling north on Interstate-77. The driver and passenger were unaware of the fire coming from the undercarriage of their car.
Rascoe activated his vehicle’s blue lights and siren to get the driver’s attention to pull over. The police officers quickly jumped into action to save the two ladies in the car.
Clark and Turner led the ladies to a safe area away from the car. Turner called 911 to request fire and emergency rescue and Bethea took care of traffic control.
Took three extinguishers to put out the fire
With the ladies safely rescued from the car, Rascoe and Evans attempted to put out the fire. Rascoe emptied a five-pound fire extinguisher on the engine and undercarriage and Evans emptied a second 2.5-pound extinguisher to battle the fire on the engine.
With flames still blazing from the undercarriage, Rascoe grabbed a third fire extinguisher and finally extinguished the fire just as the Lexington Fire Department and local Emergency Management Service arrived on the scene.

“Our focus was to save the two ladies in that burning car,” Rascoe said. “I appreciate these guys 100 percent. They did an impeccable job. They reacted and did what they are trained to do to make sure people are safe. I believe if God had not placed us there at that particular moment, the outcome would have been tragic.”
David Omura, Columbia VA Health Care System director, said “The heroic work our great police service does inspires me. I hope that if I am ever driving down the road and I have an emergency, like my car being unexpectedly on fire, the VA Police are there to save the day.”
A US Navy flattop deployed to the Pacific has been flying a battle flag featuring Captain America’s iconic red, white and blue shield, photos from the ship’s deployment show.
The USS America (LHA-6), the first of a new class of amphibious assault ship, chose its battle flag, also known as a house flag, just before it deployed to the Indo-Pacific late last year.
The ship, the fourth to bear the name America, went for the superhero treatment.
“The iconic Captain America symbol — the First Avenger for this first-in-class fifth-generation amphibious assault ship — was the perfect fit,” Capt. Luke Frost, the ship’s commanding officer, told Insider.
Frost said the flag choice was “bold, graphic, with a clear patriotic and easily-identifiable association with the name ‘America.'”
In the vast Marvel Comics universe, Captain America, whose alter ego is Steve Rogers, is a patriotic supersoldier who fought the Axis Powers before being trapped in ice and revived in the modern age.
An experimental serum gave the Army soldier his power, but it is his almost-indestructible circular vibranium shield that is most representative of the character created by Joe Simon and Jack Kirby in the 1940s.
Captain America is more than just Rogers. Others, such as close friend and Air Force veteran Sam Wilson, aka The Falcon, have also taken up the shield and the captain’s mantle to carry on the fight. And now, a ship filled with Navy sailors and Marines have made the fictional weapon its emblem in a show of joint warfighting at its best.
The first US naval vessel to bear the name “America” was a 74-gun ship of the line, the first ordered for the Continental Navy. The name was passed on to a troop transport vessel and later to a Kitty Hawk-class aircraft carrier.
The current USS America, which was commissioned in 2014, is different from other amphibious assault ships in that it lacks a well deck and features increased space for aviation assets.
The Navy and the Marines have used the ship for “Lightning Carrier” experiments, which have involved loading the ship up with a heavy configuration of around a dozen F-35B Lightning II Joint Strike Fighters.
In photos from the amphibious assault ship’s recent deployment, a lighter configuration of the fifth-generation fighters can be seen on the America’s deck as the new battle flag flies above.

In addition to its new flag, the America also features a number of other star-spangled decorations, such as the doors of the RIM-162 Evolved Sea Sparrow Missile (ESSM) launcher cells, The Drive, which first reported the ship’s new flag, noted.
DARPA is on track to unveil a working prototype of its “Tern” drone system in 2018 that could eventually give the Navy and Marines persistent surveillance and strike targeting “virtually anywhere in the world.”
If it’s implemented, the Tern program would see fully-autonomous drones on small-deck ships throughout the world that can take off and land vertically. Once in flight, they transition to wing-borne flight at medium altitude and become the eyes and ears for its ship for long periods of time.
Among the things the Navy wants is a drone that can provide surveillance capability and strike targets, but with greater range than a traditional helicopter. It also would likely be used to gather signals intelligence from foreign adversaries — one of the main missions for US submarine forces.
Tern, short for Tactically Exploited Reconnaissance Node, is a joint program between the Office of Naval Research and DARPA, the Pentagon’s research and development arm. The agency just funded a second Tern test vehicle for the next year that’s being built by Northrup Grumman.
If all goes to plan, Tern will move to ground-based testing in early 2018, before being tested at sea later in the year.
“We’re making substantial progress toward our scheduled flight tests, with much of the hardware already fabricated and software development and integration in full swing,” Brad Tousley, director of DARPA’s Tactical Technology Office, said in a statement.
“As we keep pressing into uncharted territory—no one has flown a large unmanned tailsitter before—we remain excited about the future capabilities a successful Tern demonstration could enable: organic, persistent, long-range reconnaissance, targeting, and strike support from most Navy ships.”
Tern isn’t the only drone program DARPA is working on. The agency has also been working on something called “upward falling payloads,” a program that would station drones in water-tight containers around the world’s oceans until they are called to the surface.

The USS Roosevelt has dominated headlines lately after news broke that a few sailors had contracted COVID-19 while the carrier was at sea. First, the count of sick sailors was only two. Then, as this virus tends to go, the number grew exponentially. As of Wednesday, there were 93 crew members with the virus. Roosevelt Captain Brett Crozier requested help and after he thought enough was not being done, he was suspected of leaking the letter to the press, as it was published in the San Francisco Chronicle, Capt. Crozier’s hometown paper.
In the four-page letter to senior military leadership, Crozier asked for additional support, stating that only a small number of those infected had disembarked from the deployed carrier, in port in Guam. A majority of the crew remained onboard, where, as anyone who has spent time on a ship knows, social distancing isn’t just difficult; it is impossible. “Due to a warship’s inherent limitations of space, we are not doing this,” Crozier wrote in the letter. “The spread of the disease is ongoing and accelerating.”
Crozier asked that the majority of his crew be removed, asking for compliant quarantine rooms on Guam as soon as possible. “Removing the majority of personnel from a deployed U.S. nuclear aircraft carrier and isolating them for two weeks may seem like an extraordinary measure. … This is a necessary risk,” Crozier wrote. “Keeping over 4,000 young men and women on board the TR is an unnecessary risk and breaks faith with those Sailors entrusted to our care. …This will require a political solution but it is the right thing to do,” he continued in the letter. “We are not at war. Sailors do not need to die. If we do not act now, we are failing to properly take care of our most trusted asset — our Sailors.”
While the letter ultimately had the outcome Capt. Crozier intended — many of the crew were quarantined on Guam, it came at a high cost: Capt. Crozier was relieved of command.
In a press conference Thursday evening, Acting Navy Secretary Thomas Modly said Crozier was removed because he didn’t follow chain of command protocol in how he handled the situation.
While Modly praised Capt. Crozier, he ultimately relieved him because the captain “allowed the complexity of the challenge of the COVID breakout on the ship to overwhelm his ability to act professionally.” You can read the full text of Modly’s statement, here.
“The responsibility for this decision rests with me,” Modly stated. “I expect no congratulations for it. Captain Crozier is an incredible man. … I have no doubt in my mind that Captain Crozier did what he thought was in the best interest of the safety and well-being of his crew. Unfortunately, it did the opposite. It unnecessarily raised the alarm of the families of our sailors and Marines with no plans to address those concerns.”
The crew cheered the Captain off of the ship. We wish all of the sailors on the Roosevelt a speedy recovery.
When it comes to capabilities, no two states are alike — we ranked the top six, measuring everything from sheer size of force to whether the state has special forces, strike, and a brigade combat team. Overall, we found Texas has the most capable National Guard.

Don’t mess with Texas’ National Guard.
Texas has a number of capabilities that elevate the Lone Star State to the #1 position.
Its sheer size is a significant factor — the Texas National Guard is host to nearly 21,000 troops, including its army and air components.
Texas is also home to two companies of the 19th Special Forces Group and Air Guard fighter and attack wings that provide strike and drone capabilities.

California’s National Guard forces nearly equal those found in Texas, including Green Berets in the 19th Special Forces Group.
But because the nation’s most populous state only yields roughly 18,000 troops, they fall in at #2.

Pennsylvania hosts more guardsmen than California, with a force almost 18,500 members strong.
But because the state does not have Special Forces troops — the most elite forces in the Army, who are called upon for the most dangerous missions — it slid back to take the #3 spot.

Though small in geographical size, census data shows Ohio to be the 7th most populated state in the US, so it’s no surprise that it has a highly capable National Guard.
Its 16,500 guard members include Green Berets, jet pilots, and an infantry brigade combat team that has deployed to Afghanistan.

5. New York
Although New York does not have Special Forces, its force is sizable at 15,500 strong.
It hosts not one but two air attack wings — who fly MQ-9 Reaper drones — and an infantry brigade combat team.

Georgia may not have Special Forces, but it hosts the sixth-largest National Guard in the US, with roughly 14,000 troops including an infantry brigade combat team.
