Dennis Rodman, the former basketball star and citizen diplomat wants to meet with President Donald Trump to discuss ways to de-escalate tensions between North Korea and the US.
In an interview with The Guardian, Rodman said he believes that he can be the mediator between Trump and North Korean leader Kim Jong Un, and that he is willing to go to North Korea to negotiate.
“I’ve been trying to tell Donald since day one: ‘Come talk to me, man … I’ll tell you what the Marshal wants more than anything … It’s not even that much,'” Rodman said. “If I can go back over there … you’ll see me talking to him, and sitting down and having dinner, a glass of wine, laughing and doing my thing.”
“I guess things will settle down a bit and everybody can rest at ease,” Rodman said.
Rodman posted a photo on his twitter account on Sunday talking about humanitarian work he was doing in Guam and Tokyo. The photo was captioned “Great week of humanitarian work in Guam and Tokyo, Japan now just got to Beijing..Guess what’s next?”
In the photo, Rodman is wearing a shirt that shows him in between Trump and Kim, along with US and North Korean flags and the word “Unite” written under them.
Rodman told The Guardian that he tried to make his sixth trip to North Korea, but US officials told him not to go. “Basically they said it’s not a good time right now,” he said.
The State Department has issued a travel ban against Americans visiting North Korea in September, after Otto Warmbier’s death.
The military of today looks very different from the military of parents or grandparents. Many of us veterans will go into high-tech training on things like satellites, avionics, or even automated weapons. Military careers with a technical background are a great starting point for a post-military career.
“Veterans and transitioning service members are an amazing talent pool,” says General (Ret.) Chris Cortez, Vice President of Military Affairs at Microsoft. “You have a group of amazing young men and women who have served their country, put their organization above themselves, and come with unique skills and sense of discipline.”
“From a great career in the military, we want them to have the opportunity to go into another great career in the technology industry,” Cortez says.
But what if you didn’t happen to work in a technical field?
Much of the warfighting capability of U.S. armed forces still depend on door-kickers and trigger-pullers. A noble job, but it doesn’t always have a civilian equivalent. And then there are the military careers we take for granted: the plumbers, boatswain’s mates, and undesignated airmen (and others) that may not want to continue those careers after serving.
We live in the information age, in a digital word, where tech jobs are the holy grail of well-paying careers. Sometimes it seems like getting to work in tech after the military means coding your own app and moving to Silicon Valley.

Edgar Sanchez joined the Army at 32 and while he was at the base education office, he learned about Microsoft Software Systems Academy, or MSSA. The program is an intense 18-week training course that gives aspiring vets a background in Information Technology systems.
In a world full of shady dealers who will tell you anything to get a piece of your GI Bill benefits, isn’t the idea of Microsoft directly teaching you things like cloud application development, server cloud administration, cybersecurity administration, and database business intelligence administration a bit comforting?
Best of all, finishing the course gets you a job interview at Microsoft. But don’t worry if you don’t get that job. More than 240 companies have hired MSSA graduates. The program has a 94 percent employment rate.
“Why not bring the technology industry’s skills gap and thousands of transitioning service members together?” Cortez asks. “Why not fill this need in technology by training people that are interested, that are leaving active duty, and preparing them for those jobs?”
A thought that would be comforting when it’s time to think about leaving the military.
The current NATO force structure in Eastern Europe would be unable to withstand a Russian invasion into neighboring Latvia, Lithuania and Estonia, a new think tank study has concluded.
After conducting an exhaustive series of wargames wherein “red” (Russian) and “blue” (NATO) forces engaged in a wide range of war scenarios over the Baltic states, a Rand Corporation study called “Reinforcing Deterrence on NATO’s Eastern Flank” determined that a successful NATO defense of the region would require a much larger air-ground force than what is currently deployed.
In particular, the study calls for a NATO strategy similar to the Cold War era’s “AirLand Battle” doctrine from the 1980s. During this time, the U.S. Army stationed at least several hundred thousand troops in Europe as a strategy to deter a potential Russian invasion. Officials with U.S. Army Europe tell Scout Warrior that there are currenty 30,000 U.S. Army soldiers in Europe.
The Rand study maintains that, without a deterrent the size of at least seven brigades, fires and air support protecting Eastern Europe, that Russia cold overrun the Baltic states as quickly as in 60 hours.
“As currently postured, NATO cannot successfully defend the territory of its most exposed members. Across multiple games using a wide range of expert participants in and out of uniform playing both sides, the longest it has taken Russian forces to reach the outskirts of the Estonian and/or Latvian capitals of Tallinn and Riga, respectively, is 60 hours. Such a rapid defeat would leave NATO with a limited number of options,” the study writes.
“AirLand” Battle was a strategic warfighting concept followed by U.S. and allied forces during the Cold War which, among other things, relied upon precise coordination between a large maneuvering mechanized ground force and attack aircraft overhead. As part of the approach, air attacks would seek to weaken enemy assets supporting front line enemy troops by bombing supply elements in the rear. As part of the air-ground integration, large conventional ground forces could then more easily advance through defended enemy front line areas.
A rapid assault on the Baltic region would leave NATO with few attractive options, including a massive risky counterattack, threatening a nuclear weapons option or simply allowing the Russian to annex the countries.
One of the limited options cited in the study could include taking huge amounts of time to mobilize and deploy a massive counterattack force which would likely result in a drawn-out, deadly battle. Another possibility would be to threaten a nuclear option, a scenario which seems unlikely if not completely unrealistic in light of the U.S. strategy to decrease nuclear arsenals and discourage the prospect of using nuclear weapons, the study finds.
A third and final option, the report mentions, would simply be to concede the Baltic states and immerse the alliance into a much more intense Cold War posture. Such an option would naturally not be welcomed by many of the residents of these states and would, without question, leave the NATO alliance weakened if not partially fractured.
The study spells out exactly what its wargames determined would be necessary as a credible, effective deterrent.
“Gaming indicates that a force of about seven brigades, including three heavy armored brigades—adequately supported by airpower, land-based fires, and other enablers on the ground and ready to fight at the onset of hostilities—could suffice to prevent the rapid overrun of the Baltic states,” the study writes.
During the various scenarios explored for the wargame, its participants concluded that NATO resistance would be overrun quickly in the absence of a larger mechanized defensive force posture.
“The absence of short-range air defenses in the U.S. units, and the minimal defenses in the other NATO units, meant that many of these attacks encountered resistance only from NATO combat air patrols, which were overwhelmed by sheer numbers. The result was heavy losses to several Blue (NATO) battalions and the disruption of the counterattack,” the study states.
Latvia, Lithuania and Estonia could be likely Russian targets because all three countries are in close proximity to Russia and spent many years as part of the former Soviet Union
“Also like Ukraine, Estonia and Latvia are home to sizable ethnic Russian populations that have been at best unevenly integrated into the two countries’ post-independence political and social mainstreams and that give Russia a self-justification for meddling in Estonian and Latvian affairs,” the study explains.
While the Pentagon’s European Reassurance Initiative calls for additional funds, forces and force rotations through Europe in coming years, it is unclear whether their ultimate troop increases will come anywhere near what Rand recommends. Pentagon officials would not, at the moment, speculate as to whether thoughts and considerations were being given to raising forces levels beyond what is called for in the initiative.
At the same time, the Pentagon’s $3.4 Billion ERI request does call for an increased force presence in Europe as well as “fires,” “pre-positioned stocks” and “headquarters” support for NATO forces.
Officials with U.S. Army Europe tell Scout Warrior that more solidarity exercises with NATO allies in Europe are also on the horizon, and that more manpower could also be on the way.
“We are currently planning the future rotations of units through Europe. The heel-to-toe concept will increase how often they’re here for the Armored BCT mission, but it won’t increase how many are here at once — that will remain just one at a time. We currently have some aviation assets on a rotation here but plans aren’t yet firm on what that looks like going forward. We’ve requested additional funding for National Guard and Reserve manpower which may come in the form of full or partial units or even individuals,” Cathy Brown Vandermaarel, spokeswoman for U.S. Army Europe told Scout Warrior in a statement.
Increased solidarity exercises would be designed to further deter Russia by showing allies cooperation along with an ability to quickly deploy and move mechanized forces across the European continent, Vandermaarel added.
The Rand study maintains that, while expensive, adding brigades would be a worthy effort for NATO.
Buying three brand-new ABCTs and adding them to the U.S. Army would not be inexpensive—the up-front costs for all the equipment for the brigades and associated artillery, air defense, and other enabling units runs on the order of $13 billion. However, much of that gear—especially the expensive Abrams tanks and Bradley fighting vehicles—already exists,” the study says.
The Russian Military
Russia’s military maneuvers and annexation of the Crimean peninsula have many Pentagon analysts likely wondering about and assessing the relative condition of the former Cold War military giant’s forces, platforms and weaponry.
Russia has clearly postured itself in response to NATO as though it can counter-balance or deter the alliance, however expert examination of Russia’s current military reveals it is not likely to pose a real challenge to NATO in a prolonged, all-out military engagement.
Russia’s economic pressures have not slowed the countries’ commitment to rapid military modernization and the increase of defense budgets, despite the fact that the country’s military is a fraction of what it was during the height of the Cold War in the 1980s.
While the former Cold War giant’s territories and outer most borders are sizably less than they were in the 1980s, Russia’s conventional land, air and sea forces are trying to expand quickly, transition into the higher-tech information age and steadily pursue next generation platforms.
Russia’s conventional and nuclear arsenal is a small piece of what it was during the Cold War, however the country is pursuing a new class of air-independent submarines, a T-50 stealth fighter jet, next-generation missiles and high-tech gear for individual ground soldiers.
During the Cold War, the Russian defense budget amounted to nearly half of the country’s overall expenditures, analysts have said.
Now, the countries’ military spending draws upon a smaller percentage of its national expenditure. However, despite these huge percentage differences compared to the 1980s, the Russian defense budget is climbing again. From 2006 to 2009, the Russian defense budget jumped from $25 billion up to $50 billion according to Business Insider – and the 2013 defense budget is listed elsewhere at $90 billion.
Overall, the Russian conventional military during the Cold War – in terms of sheer size – was likely five times what it is today.
Overall, the Russian military had roughly 766,000 active front line personnel in 2013 and as many as 2.4 million reserve forces, according to globalfirepower.com. During the Cold War, the Russian Army had as many as three to four million members.
By the same 2013 assessment, the Russian military is listed as having more than 3,000 aircraft and 973 helicopters. On the ground, Globalfirepower.com says Russia has 15-thousand tanks, 27,000 armored fighting vehicles and nearly 6,000 self-propelled guns for artillery. While the Russian military may not have a conventional force the sheer size of its Cold War force, they have made efforts to both modernized and maintain portions of their mechanized weaponry and platforms. The Russian T-72 tank, for example, has been upgraded numerous times since its initial construction in the 1970s.
Analysts have also said that the Russian military made huge amounts of conventional and nuclear weapons in the 80s, ranging from rockets and cruise missiles to very effective air defenses.
In fact, the Russian built S-300 and S-400 anti-aircraft air defenses, if maintained and modernized, are said to be particularly effective, experts have said.
In the air, the Russian have maintained their 1980s built Su-27 fighter jets, which have been postured throughout the region by the Russian military.
Often compared to the U.S. Air Force’s F-15 Eagle fighter, the Su-27 is a maneuverable twin engine fighter built in the 1980s and primarily configured for air superiority missions.
While many experts maintain that NATO’s size, fire-power, air supremacy and technology would ultimately prevail in a substantial engagement with Russia, that does not necessarily negate the Rand study’s findings that NATO would be put in a terrible predicament should Russia invade the Baltic states.
Five years after a proof-of-concept mission, the MQ-9 Reaper drone has developed into a key asset in California’s fight against wildfires, including the Carr and Mendocino Complex Fires, which are currently burning in Northern California.
“It’s a technology I never thought I’d see,” said Jeremy Salizzoni, a fire technical specialist with the California Department of Forestry and Fire Protection who was embedded with the California Air National Guard’s 163rd Attack Wing at March Air Reserve Base, California, during 2013’s devastating Rim Fire.
More than 250,000 acres burned in August 2013 as the Rim Fire raged in Tuolumne County, California. At the time, it was the state’s third largest wildfire on record. More than 100 structures were lost in the blaze, which took nine weeks to fully contain.

Eleven days after the Rim Fire started, the wing launched a first-of-its kind mission to overfly the fire with an MQ-1 Predator remotely piloted reconnaissance aircraft and beam back real-time video footage of the fire to Salizzoni and wing intelligence analysts working in an operations facility at March.
Through the Predator’s footage, Salizzoni, who was used to driving for hours through rugged terrain to access overlook points and put eyes on the leading edge of a fire, could see any area of the fire he wanted, in real time and without ever leaving the operations facility.
The remotely piloted aircraft’s thermal imaging camera provided a view of the fire unlike anything he’d ever seen. Traditional aerial assets are important, but encounter limitations due to smoke, fuel, altitude and field of view, he said.
“It was such a dramatic change from anything I’d seen in my career,” Salizzoni said. “It was like being blind and then having vision in the blink of an eye.”
He and his colleagues knew they had a new tool in their firefighting toolbox.
“We saw things over the course of that fire that you couldn’t have made up,” Salizzoni said. “I don’t think there’s a better intel resource at our disposal right now.”
During its eight-day emergency activation for the Rim Fire, the 163rd Reconnaissance Wing — the unit’s name at the time — logged more than 150 hours of fire support and was credited with helping firefighters expedite containment.
MQ-9 Reaper RPA
In the five years since, the 163rd Attack Wing has changed its name and the kind of airplane it flies, but one thing hasn’t changed: the wing’s dedication to domestic disaster response missions right here at home.
RPAs are no longer just trying to prove their worth, said Air Force Maj. Mike Baird, the senior intelligence officer at the 163rd Attack Wing. The wing’s MQ-9 Reaper RPAs — a big-brother to the recently-retired Predators — are an in-demand incident awareness and assessment asset preferred by California’s civil authorities when disaster strikes.
The wing has supported more than 20 wildfires since 2013, but it takes more than just airplanes, Baird said. Keeping California safe takes a wing-wide effort.
“What we’ve been doing behind the scenes from maintenance and communications to refining our deployment and personnel processes has led up to our ability to provide an unprecedented level of MQ-9 support,” Baird said.
The wing provided real-time full motion video support over a number of fires in 2017, including California’s most destructive fire on record and also its largest fire to date. More than 5,600 structures were damaged and 22 lives were lost during the Tubbs Fire in Sonoma County in October. Two months later, in December, the Thomas Fire ravaged Ventura and Santa Barbara counties to become the state’s largest fire on record with more than 280,000 acres burned.

Innovation on the Fly
The wing works to refine its techniques and procedures, and works to expand the detailed real-time incident awareness and assessment data it provides to incident commanders. Innovation on the fly is the name of the game.
An investment by James G. Clark, director of Air Force innovation, and Air Force Col. Chris McDonald from the disruptive innovation division in Clark’s office, helped the wing’s Hap Arnold Innovation Center develop a specialized network to push and pull data from RPAs and other data-generating assets from civilian and military organizations.
The network’s customizable data sets — coupled with the RPAs’ real-time thermal imagery — provide incident commanders and first responders a common operating picture they can access from anywhere, anytime.
RPAs proved “an opportunity for people to make tactical and objective based decisions on real time information,” Salizzoni said.
As the Rim Fire nears its fifth anniversary, RPAs are once again in the sky, flying through smoke to deliver data and protect Californians as wildfires ravage the state.
By July 31, the 163rd was on its fifth fire of the summer.
Throughout July, the wing flew nearly 350 hours to support civil authorities working the County, Klamathon, Ferguson, Carr, Mendocino Complex and Eel fires, and is credited with helping to protect thousands of structures in the process. The MQ-9 provided near real-time full motion video and frequent fire-line updates to decision makers determining where to build up future containment lines.
It’s a marathon pace, but the wing’s airmen up for it, said Air Force 1st Lt. Frank Cruz, officer in charge of the 163rd Aircraft Maintenance Squadron, whose unit provides direct support for the MQ-9’s around-the-clock fire operations to aid civil authorities.
“Everyone is 100 percent on board,” Cruz said. “They’re all-in.”
The Army has plans to purchase 61 Black Hornet III small unmanned aerial systems, or SUASs, which are designed to provide reconnaissance support at squad level.
By the third quarter of 2019, 57 of those systems will be fielded to a yet-unidentified Infantry brigade combat team, said Capt. WaiWah Ellison, the assistant program manager for Soldier Borne Sensors, part of Program Executive Office Soldier.

The Black Hornet III can fly a distance of up to two kilometers and remain aloft for 25 minutes, she said.
The system takes color photographs and videos and can do so simultaneously, she noted. The system is also equipped with thermal imaging, which gives it night vision capability.
Most importantly, the Black Hornet III weighs less than two ounces. With soldiers carrying so much gear, reducing their load is a top priority for everything PEO soldier produces. Hauling around too much weight results in fatigue and reduces the ability of soldiers to maneuver on the battlefield when dismounted, Ellison explained.
The Black Hornet III comes with a docking station, where the batteries are charged, and with a monitor, which is about the size of a tablet computer, she said. The SUAS, docking station and monitor have a combined weight of less than three pounds. While the Black Hornet III is aloft, another battery can be charged and ready when it returns.
Wireless commands and data sent between the soldier and Black Hornet III are encrypted, Ellison said, to ensure the system is not susceptible to being hacked.

The Black Hornet III is not designed for long-term surveillance. Instead, it is designed to give soldiers a quick look at what’s ahead of them, over a hill, or on the other side of a building or wall, she explained.
After laboratory testing in early January 2018, at Fort Belvoir, Virginia, Aberdeen Proving Ground, Maryland and at U.S. Army Natick Soldier Research, Development and Engineer Center in Massachusetts, the Black Hornet III was put through its paces at Fort A.P. Hill, Virginia, beginning in late January. The “fly-off” gave soldiers from the 3rd Brigade Combat Team, 10th Mountain Division, a chance to evaluate it in tactical conditions, she said.
It takes roughly 16 hours to train a soldier on how to pilot and maintain the Black Hornet III, she said, adding that operating it is fairly intuitive.
To fly it, you hold it in your hand and rotate it 90 degrees one way then 90 degrees the other way, Ellison explained. That wakes it up and gets the rotor spinning. You also turn on the monitor and it acquires a GPS signal. The entire operation from turning everything on to flight is a bit over a minute.
During the fly-off, Ellison said soldier feedback was positive. Soldiers liked the system’s reliability, saying it went where they wanted it to go and did not lose control sequences that were transmitted to it.
Don Sheehan, Integrated Product Team Lead for Small Unmanned Aerial Systems at Naval Air Systems Command, said the Navy had observers at Fort A.P. Hill during testing, as Marines and Special Operations operators are interested in the capabilities of the Black Hornet III and are likely to purchase a number of them.
Sheehan noted that the Black Hornet III is so quiet that during testing, one soldier was unaware that one of them was flying a few feet behind him.
Besides being stealthy, the Black Hornet III in its grey paint, is practically invisible in the forest or jungles and even if seen, could easily be mistaken for a small bird or large insect, he said.
Ellison noted that Black Hornet III is by no means the only model of SUAS that the Army is interested in.
More testing of the Black Hornet III and other types of SUAS from different vendors will take place in October 2018, at Redstone Arsenal, Alabama, by soldiers from 7th Infantry Division, based at Joint Base Lewis-McChord, Washington, she said.
There will be a number of industry days coming up where vendors can tout their own SUAS prototypes. She encouraged interested vendors to visit FedBizOpps.gov for more information on industry opportunities.
Many millennials and members of generation Z are putting off buying a home. It’s not hard to blame them for that. Housing prices have gone up, and it is a lot harder to save for that big down payment when purchasing your first home. Home purchasing among millennials has dropped with the exception of one demographic: veterans.
There has been an eight-year increase in veterans using the VA home loan, up 43 percent. In 2019 alone, there were 624,000 loans backed by the VA, and a majority of these loans were held by millennials.
That number will go up even more in 2020 thanks to a change in benefits.
A new law signed by President Trump this past June, the Blue Water Vietnam Veterans Act of 2019, makes it even easier for veterans to move into the home of their dreams. The part of the law that affects homebuyers was the limit on how much veterans could borrow without a down payment.
There is no longer a limit on how much a veteran can borrow. If you qualify, you can now take out a bigger loan with no down payment.
The VA home loan is a wonderful resource for qualified veterans. VA loans are mortgage options issued by private lenders with zero down and backed by the VA. The loans can only be used for primary residences, not properties used for investment. However, they can be used to refinance an existing mortgage.
With housing prices soaring in certain parts of the country, there was a major roadblock to the VA home loan. The loan would only cover the value of the house up to a certain amount. As a result, if a veteran wanted to use the VA home loan to purchase a house that was more to their needs and desires and it was over the limit, they had to front a portion of the extra amount as a down payment.
Jeff Jabbora is a Marine veteran who has spent the last seven years as a real estate agent in San Diego County. When asked about the new law, he said the new law “enables qualified veterans, who qualify for a loan amount over the local area maximum to be able to not have to put money down on the loan. For example, if the local/county loan limit for where the veteran is buying the home was 0k, and the veteran was buying a 0k property, with the previous program, the veteran buyer would need to bring money to the table on the overage. Most often, 25 percent. So in that scenario, it would be 25 percent of the overage of, 0k, which would be k.”
Before the law went into effect, the limit dissuaded veterans from moving into houses that were more suitable for them and limited their housing options. This was most noticed in areas like California, the D.C. area, the Northeast and cities with high housing costs. According to data from Realtor.com, a whopping 124 U.S. counties had a higher average list price than the 2019 loan limits. When you compare the cities with the highest median housing cost versus the cities where veterans use their VA home loan, you see that 50 percent of those cities are similar.
Veterans in Los Angeles will see the biggest savings. The average listing price in L.A. is id=”listicle-2645370998″,655,468. Based on that number, VA borrowers would have had to come up with a down payment of 2,236. Now they don’t have to.
Here is an example of how it works.
With the new law in effect, there should be a marked increase in homeownership among veterans.
As with the VA home loan, steady and suitable income as well as credit comes into play.
Owning a home is a point of pride..thanks to this new law, more veterans can have the opportunity.
The U.S. Army is considering having paratroopers in airborne units wear World War II-style brown jump boots with the new Army Greens instead of the black boots they currently wear.
“We have discussed that; we don’t have them done yet, of course,” said Sergeant Major of the Army Daniel Dailey. “We’ve got to make prototypes and show them to [Chief of Staff of the Army Gen. Mark Milley] for a decision.”
Since the first airborne units were formed during World War II, Army paratroopers have bloused their spit-shined jump boot in the trousers of their Class-A and Class-B uniforms.
The tradition will likely continue with the new Army Greens, Dailey said.
“The intent is to still allow the airborne soldiers to wear jump boots [with the Army Greens] and … it’s not approved yet, but the intent would be to show the chief of staff of the Army brown prototypes.”
Dailey’s comments to reporters at the Pentagon on Nov. 19, 2018, came eight days after the service announced the adoption of the Army Greens — a new Class-A/Class-B uniform designed after the iconic pinks-and-greens uniform soldiers wore during World War II.

The current blue Army Service Uniform will become the service’s optional dress uniform once the Army Greens becomes mandatory for wear in 2028.
The service plans to begin issuing the Army Greens to new soldiers in summer 2020. Soldiers will also have the option to begin buying the new uniform in summer 2020.
The new uniform will feature a green jacket, taupe-colored pants and brown leather shoes. It will be issued with a garrison cap, but soldiers are also authorized to wear the black beret, Army officials said.
There will also be an optional service cap with brown leather trim that soldiers can purchase, officials have said.
There are other optional items soldiers can purchase as well, Dailey said.
“There are a few different jackets that we are working on right now,” he said.
One of them, Dailey said, is the Eisenhower jacket or “Ike jacket,” a waist-length jacket that was popular in WWII.
“The second one is the tanker jacket, which would replace the [current] black windbreaker, and it is a greenish color,” he said. “And the last one is, which the soldiers love the most, is what we call the World War II bomber jacket, so it’s the leather jacket.
“Each one of those would be optional for wear, based upon the type of formation or the commander’s input. But if the soldier is traveling around in Class-Bs and wants to put on … a jacket to warm up, a soldier will have that option,” Dailey said.
Army officials did not say when the three optional jackets would be available for soldiers to buy.

Making the transition from military to the civilian workforce is a challenging phase in the lives of veterans. While the thought of spending more time with family is comforting, starting afresh and beginning an all-new career can be quite a daunting task. After their military lives come to an end, most veterans begin their hunt for jobs but there are a few who have a different plan in mind.

The new Veterans Affairs chief shares the goal set by former President Barack Obama’s administration of ending homelessness among veterans, but says it’ll take longer than his predecessor predicted.
Reducing the number of homeless veterans nationwide from roughly 40,000 to 10,000 or 15,000 is an “achievable goal” for President Donald Trump’s administration, VA Secretary David Shulkin told The Associated Press during a visit to Rhode Island on Friday.
“This is a continuous problem of people finding themselves in economically difficult situations and then being out on the street or going from shelter to shelter,” Shulkin said.
Homelessness among veterans has been effectively ended in Virginia, Connecticut and Delaware and in more than 40 communities. The outgoing head of the VA, Robert McDonald, said in January that “we should be there” nationwide within a couple of years.
Shulkin, who formerly was VA undersecretary of health under Obama, said on Friday, “We’re still looking at a multi-year process.”
While advocates are encouraged to hear Shulkin’s commitment, some wish he was more ambitious.
“My personal take is, the VA secretary is being cautiously optimistic about what can be achieved and not wanting to kind of set the administration up for a missed goal,” said Lisa Vukov, who works to prevent and end homelessness in the Omaha, Nebraska, metropolitan area. “I’m a firm believer in setting your goals big because you achieve more that way.”
U.S. Sen. Richard Blumenthal, a Connecticut Democrat, said veteran homelessness can be ended during the Trump administration.
“There’s no reason we can’t achieve it if enough resources are dedicated to the fight,” said Blumenthal, a member of the Senate Committee on Veterans’ Affairs.
Shulkin said some veterans offered housing by the VA prefer other alternatives and high real estate prices and a shortage of available housing in some parts of the country make it hard to house veterans there. He sees the biggest challenge in Los Angeles.
Democratic Mayor Eric Garcetti said homelessness in Los Angeles is a long-term crisis, but the city has housed more than 8,000 veterans since 2014 and he’s fighting to ensure all veterans have a safe place to call home. Los Angeles voters approved a bond in November to raise $1.2 billion for up to 10,000 permanent units.
Navy veteran Chris N. Cardenas said there are some veterans who refuse help or have trouble accessing benefits because of mental illness or substance abuse issues, but 40,000 homeless veterans is far too many.
“That’s a very high number,” Cardenas said. “It can get down to zero for the ones that want the help.”
Cardenas, 52, said he stopped working as a deliveryman in Santa Fe because of problems with his right knee in 2013 and became homeless after he used up his savings. He moved into an apartment in the Santa Fe area in 2016 with the help of a VA grant program and is now a student at the University of New Mexico-Los Alamos.
“I’m at a loss for words because it’s so great,” he said. “It makes you feel like a functioning person in society.”
To get homeless veterans into permanent homes, the Obama administration used a program that was created in 2008 and combines rental assistance from the Department of Housing and Urban Development with case management and clinical services from the VA, so-called HUD-VASH vouchers. Some areas of the country currently have a waiting list for a voucher, including Los Angeles.
While programs for helping homeless veterans received funding increases in fiscal 2017, there’s less money for new HUD-VASH vouchers. There’s $40 million available, compared to $60 million for new HUD-VASH vouchers in 2016 and $75 million in 2015, according to HUD.
“We urge the VA to prioritize finishing the job and I have absolute confidence the new secretary has that commitment,” said Chris Ko, director of homeless initiatives for the United Way of Greater Los Angeles. “We need to see that commitment exercised in additional federal resources.”
Shulkin said he’s committed to maintaining the voucher program and continuing strategies that are working, such as housing people first and then pointing them toward help to confront the root cause of their homelessness.
Infantry soldiers often carry an array of supplies and gear that together can weigh anywhere from 60 to 120 pounds, said Capt. Erika Hanson, the assistant product manager for the Squad Multipurpose Equipment Transport.
But the SMET vehicle, which the Army expects to field in just under three years, “is designed to take the load off the soldier,” Hanson said. “Our directed requirement is to carry 1,000 pounds of the soldier load.”
That 1,000 pounds is not just for one soldier, of course, but for an entire Infantry squad — typically about nine soldiers.
Late May 2018, during a “Close Combat Lethality Tech Day” in the courtyard of the Pentagon, Hanson had with her on display the contenders for the Army’s SMET program: four small vehicles, each designed to follow along behind a squad of infantry soldiers and carry most or all their gear for them, so they can move to where they need to be without being exhausted upon arrival.
“I’m not an infantry soldier,” Hanson said. “But I’ve carried a rucksack — and I can tell you I can move a lot faster without out a rucksack on my back. Not having to carry this load will make the soldier more mobile and more lethal in a deployed environment.”
The four contender vehicles on display at the Pentagon were the MRZR-X system from Polaris Industries Inc., Applied Research Associates Inc. and Neya Systems LLC; the Multi-Utility Tactical Transport from General Dynamics Land Systems; the Hunter Wolf from HDT Global; and the RS2-H1 system from Howe and Howe Technologies. Each was loaded down with gear representative of what they would be expected to carry when one of them is actually fielded to the Army.

“Nine ruck sacks, six boxes of MREs and four water cans,” Hanson said. “This is about the equivalent of what a long-range mission for a light Infantry unit would need to carry.”
Hanson said that for actual testing and evaluation purposes, the simulated combat load also includes fuel cans and ammo cans as well, though these items weren’t included in the display at the Pentagon.
These small vehicles, Hanson said, are expected to follow along with a squad of soldiers as they walk to wherever it is they have been directed to go. The requirement for the vehicles is that they be able to travel up to 60 miles over the course of 72 hours, she said.
Three of the vehicles are “pivot steered,” Hanson said, to make it easier for them to maneuver in off-road environments, so that they can follow soldiers even when there isn’t a trail.
One of the contenders for SMET has a steering wheel, with both a driver’s seat and a passenger seat. So if a soldier wanted to drive that vehicle, he could, Hanson said. Still, the Army requirement is that the SMET be able to operate unmanned, and all four vehicles provide that unmanned capability.
All four contenders include a small, simplistic kind of remote control that a soldier can hand-carry to control the vehicle. One of those remotes was just a light-weight hand grip with a tiny thumb-controlled joystick on top. A soldier on patrol could carry the light-weight controller at his side.
More advanced control options are also available for the SMET as well, Hanson said.
“All can be operated with an operator control unit,” she said. “It’s a tele-operation where you have a screen and you can operate the system non-line-of-site via the cameras on the system.”
When soldiers on patrol want the SMET to follow along with them, they can use the very simple controller that puts a low cognitive load on the Soldier. When they want the SMET to operate in locations where they won’t be able to see it, they can use the more advanced controller with the video screen.
Hanson said the Army envisions soldiers might one day use the SMET to do things besides carry a Soldier’s bags.
“It’s for use in operations where some of the payloads are like re-trans and recon payloads in the future,” she said. “In that situation, it would be better for a soldier at a distance to be able to tele-operate the SMET into position.”

The “re-trans” mission, she said, would involve putting radio gear onto the SMET and then using a remote control to put the vehicle out at the farthest edge of where radio communications are able to reach. By doing so, she said, the SMET could then be part of extending that communications range farther onto the battlefield.
One of the vehicles even has an option for a soldier to clip one end of a rope to his belt and the other end to the vehicle — and then the vehicle will just follow him wherever he walks. That’s the tethered “follow-me” option, Hanson said.
In addition to carrying gear for soldiers, the SMET is also expected to provide electric power to soldiers on patrol. She said while the vehicle is moving, for instance, it is required to provide 1 kilowatt of power, and when it’s standing still, it must provide 3 kW.
That power, she said, could be piped into the Army’s “Universal Battery Charger,” which can charge a variety of batteries currently used in soldier products. Vendors of the SMET have each been provided with a UBC so they can figure out how best to incorporate the device into their SMET submissions.
Hanson said the Army hopes that the SMET could include, in some cases, up to five UBCs on board to ensure that no soldier in an Infantry squad is ever without mobile power.
In November 2017, the Army held a “fly-off” at Fort Benning, Georgia, where 10 contenders for the SMET competed with each other. Only the developers of the vehicles were involved in the fly-off.
“From those, we down-selected to these four, based on their performance,” Hanson said.
To make its choice for the down-select, she said the Army looked at things like mobility and durability of the systems.
Now, the Army will do a technology demonstration to down-select to just one vehicle, from the remaining four. To do that, Hanson said, the Army will first provide copies of the competing SMET vehicles to two Army Infantry units, one at Fort Drum, New York, and one at Fort Campbell, Kentucky. Additionally, Marines at Camp Lejeune, North Carolina, will also get a set of the vehicles.
“Over the course of the tech demo, we’ll be getting feedback from the soldiers and the Marines on what systems best fill the need for the infantryman,” she said.
The technology demonstration, she said, will last just one year. And when it’s complete, feedback from soldiers and Marines will be used to down-select to just one system that will then become an Army program of record.
“I think the best part of the program is the innovative approach the team is taking to field them to soldiers before they select the program of record,” Hanson said. “That way, it’s the soldier feedback that drives the requirement, not the other way around.”
Hanson said she expects the program of record to begin in the first quarter of fiscal year 2020, after which the Army will go into low-rate initial production on the SMET. By the second or third quarter of FY 2021, she said, the first Army unit can expect to have the new vehicle fielded to them.
Hanson said the Army has set a base price of $100,000 for the SMET.
Tonight, when the sun begins to set over Galveston, TX, one veteran will stop traffic at a downtown intersection and face a balcony from which another veteran will step out and play “Taps.” This tribute has been a daily occurrence – for the past four years. For a very touching reason.
Guy Taylor, 83, is a U.S. Marine Corps veteran. One of his best friends, Cpl David Champagne, served in the Korean War with him and was killed in action. Years later, Taylor visited his friend’s grave in Maine. It was there that he vowed to play ‘Taps’ every day in Champagne’s honor and in honor of all those who have made the ultimate sacrifice.
Constable Clint Wayne Brown, a member of the U.S. Navy Reserve, heard Taylor’s very first tribute. To his dismay, no one else besides him was paying attention. “I thought, ‘No, that’s not how this works,” Brown said in an interview with CBS News. He pulled his patrol car out in front of traffic to make people stop, watch, and listen. Every day since then Brown has been silencing local traffic for a moment while Taylor plays “Taps.”
On March 18th, Karla Burton Smith and her husband were eating dinner at a restaurant that is across the street from Taylor’s balcony. She took a video of that moment and shared it on her Facebook page. It has been shared over 123,000 times. “I think that hearing “Taps” — that final farewell song — struck a chord with everybody,” Smith said in an interview with Wide Open Country. “Every generation, whether you’re younger or older, is impacted by someone in our country’s involvement in the military combat.”
Due to the exposure from the viral video of Taylor’s “Taps” performance, hundreds of veterans around the country have stood on 21st and Post Office Street in downtown Galveston at sunset in solidarity to honor their fallen brothers. What started as one veteran who humbly committed never forget his fallen friend in such a unique way now encourages many Americans to remember those who have paid for our freedom with their lives.
“I hope it lets people realize that this matters,” Smith said. “We need to give respect to our veterans; they have all sacrificed so much.”
With each passing hour, Mayra Guillen is consumed by one thought: Will Vanessa be found today?
“I don’t even know what’s keeping me going,” Mayra said. “Sometimes I don’t get hungry. I have my days when I feel like giving up, but then I think about it and I say, ‘What if I’m a step away? What if tomorrow’s the day?”’
Army Pfc. Vanessa Guillen, Mayra’s younger sister, has been missing since April 22 at Fort Hood in Killeen, Texas. Guillen, 20, was last seen in the parking lot of her squadron headquarters, wearing a black T-shirt and purple “fitness-type” pants. Guillen is of Hispanic descent. She is 5 feet, 2 inches tall, weighs 126 pounds and has black hair and brown eyes.
The Army Criminal Investigation Command (CID) is working with other law enforcement agencies, including the FBI and the Texas Department of Public Safety. More than 150 people have been interviewed, and ground and air searches have been conducted, the CID said.
Along with her barracks room key, ID card and wallet, Guillen’s car keys were discovered the day she disappeared in the armory room where she was working, the CID said.
“We are completely committed to finding Vanessa and aggressively going after every single piece of credible information and every lead in this investigation,” Chris Grey, CID chief of public affairs, said in a news release this week. “We will not stop until we find Vanessa.”
The CID is offering a reward up to ,000 in its search for Guillen, whose case has drawn the attention of, among others, actress Salma Hayek.
“We will maintain our resolve to locate Pfc. Vanessa Guillen and will continue our efforts until she is found,” Col. Ralph Overland, 3rd Calvary Regiment commander at Fort Hood, said in a separate news release.
A team of investigators at Fort Hood will look into allegations that Guillen was being sexually harassed, it was announced Thursday.

Guillen, the second-oldest of six children, was raised in Houston. As a child, she loved playing soccer and running. The medals from her races would hang in her room.
Vanessa and Mayra traded turns doing each other’s hair and makeup. Mayra was not surprised when Vanessa enlisted.
“She knew right away she wasn’t suited to work in an office or something in an environment where you have to sit down, just be still,” Mayra said. “She’s really active, so when she started looking up about joining the Army, she saw a future there. She wanted to represent the country, have some type of honor because you have to honor and respect our soldiers.”
Vanessa was taking online classes and planned to study kinesiology, the science of human movement.
Investigators said they do not believe that Guillen’s disappearance is related to the case of PV2 Gregory Morales, who had not been seen since last Aug. 19. Morales’ remains were found Friday in a field in Killeen. An autopsy is pending.
“It’s something that I still can’t accept,” Mayra said. “I still can’t believe this happened, and I’m having to deal with it. … I still honestly believe that she’s alive and she’s waiting to be found, and by the grace of God, it’s going to happen.”
During its development in the late 1960s, the C-5 Galaxy was more than $2 billion over budget – more than $7 billion in today’s dollars, and well more than the cost of the F-35 Joint Strike Fighter. The troubled program nearly broke the back of its developer, the Lockheed Corporation, and was the subject of House and Senate investigations once Congress found out about it. Enter A. Ernest Fitzgerald, once Deputy Assistant Secretary of the Air Force for Management Systems, suddenly reduced to managing a bowling alley in Thailand before being dismissed altogether.
The reason for his dismissal was the disclosure of secret material… to the U.S. Congress. Eventually, he would be reinstated and, for the rest of his tenure in the Defense Department, he would be known as the “Most Hated Person in the Air Force.”
The C-5 Galaxy carries almost anything in the world but almost sunk Lockheed and the US Air Force.
Fitzgerald not only divulged the information to Congress, but he also testified before a Senate subcommittee on the subject of government waste, specifically targeting the C-5A program. He knew that just by testifying before the committee, he would be the subject of reprisals by his peers and his superiors. The program was years behind schedule and costing the government billions in its development. Lockheed, the civilian agency working on the program, even needed a bailout from the government to keep the C-5 program from taking the company down with it.
The expected reprisal was swift and harsh. Fitzgerald, a civil servant since 1965, lost his tenure, then lost his Pentagon position. He was transferred to managing chow halls and bowling alleys in Thailand before his job was eliminated completely. The entire process took less than a year and was approved by President Nixon himself.

The C-5 Galaxy program was just the beginning for the man who preferred the term “truth teller” to “whistleblower.” His testimony to Congress was repaid in full by the Civil Service Commission when they forced the Pentagon to restore Fitzgerald. The man was shut out from oversight of weapons development, but secrets are hard to keep in the Pentagon. He continued to inform Congress about cost overruns and inefficiencies.
When Boeing overcharged the government for cruise missiles, Fitzgerald was there. When the Air Force paid 6.55 for plastic stool caps that cost 34 cents to produce, Fitzgerald told the world. He was even invited to show the American taxpayers on Late Night With David Letterman. Eventually, he was the go-to guy for whistleblowers in the Pentagon who wanted to leak info about fraud, waste, and abuse.
