The wreckage of a World War II US Navy aircraft carrier was found on the floor of the South Pacific Ocean more than 76 years after it sank.
The USS Hornet sank during the Battle of the Santa Cruz Islands on Oct. 26, 1942, killing about 140 of its 2,200 sailors and crew members. It lay on the seabed until January 2019, when it was discovered more than 17,000 feet (5,000 meters) below the ocean’s surface.

Robert Kraft, Vulcan’s director of subsea operations, said in a statement that the mission to find the Hornet was in honor of Allen.
“Paul Allen was particularly interested in aircraft carriers, so this was a discovery that honors his memory,” Kraft said.
He added: “We had the Hornet on our list of WWII warships that we wanted to locate because of its place in history as a capitol carrier that saw many pivotal moments in naval battles.”

The Hornet was commissioned in October 1941, launched the Doolittle Raid on Tokyo, and played a key role in the US victory in the Battle of Midway with Japan in 1942, sinking four Japanese aircraft carriers.
But the Battle of the Santa Cruz Islands, one year after it was commissioned, was its last fight. On the first day, it was hit by four bombs and two torpedoes in 10 minutes. Most crew members were transferred to another ship, while others tried to repair the damage.
It was attacked again with a torpedo and two bombs, and the rest of the crew abandoned it. It sank the next morning.
Richard Nowatzki, a gunner on the ship who survived the battle, told CBS News that when enemy planes left, “we were dead in the water.”
“They used armor-piercing bombs,” he said. “Now when they come down, you hear ’em going through the decks … plink, plink, plink, plink … and then when they explode the whole ship shakes.”

The opening few minutes of the movie Top Gun make for, arguably, one of the coolest aerial scenes ever caught on film. There’s a reason it’s the enduring air power movie of the 1980s. Too bad for the Air Force that Top Gun featured the Navy.
Except Air Force pilots do that sh*t in real life.
In 2013, two Iranian Air Force F-4 Phantoms moved to intercept an MQ-1 drone flying in international airspace near the Iranian border. The two IRIAF fighters were quickly shooed away by two F-22 Raptors who were flying in escort.
Except, they didn’t just get a warning message, they were Maverick-ed. That’s what I’m calling it now.

The two F-22 Raptors were escorting the drone because of an incident the previous year in which two Iranian Air Force Sukhoi Su-25 close air support craft attempted to shoot down a different Air Force MQ-1. In the Nov. 1, 2012, incident, the drone was 16 miles from Iran, but still in international airspace. Iran scrambled the two Su-25s to intercept the drone, which they did, using their onboard guns.
The fighters missed the drone, which captured the whole incident with its cameras. The drone returned to base, completely unharmed. Not surprising, considering the Su-25 isn’t designed for air-to-air combat.

The following year, another drone was being intercepted by Iranian aircraft. This time, however, it had serious firepower backing it up. The Iranians came at the drone with actual fighters, capable of downing an aircraft in mid-flight. The F-4 Phantom could bring what was considered serious firepower when it was first introduced – in the year 1960. These days, it’s a museum piece for the United States and most of its Western allies. Not so for the Iranians, who still have more than 40 of them in service. When the F-4s came up against the MQ-1, they probably expected an easy target. That didn’t happen.
One of the F-22 Raptor pilots flying escort for the drone flew up underneath the Iranian Phantoms. According to then-Air Force Chief of Staff Gen. Mark Welsh, the Raptor pilot checked out the armaments the Iranian planes were carrying, then pulled up on their left wing and radioed them.
It wasn’t like this, but it could have been.
“He [the Raptor pilot] flew under their aircraft [the F-4s] to check out their weapons load without them knowing that he was there, and then pulled up on their left wing and then called them and said ‘you really ought to go home’,” Welsh said.
Belgium’s Federal Public Service announced that the cat’s owner contracted the disease after a trip to Northern Italy, one of the most infected regions in the world. About a week after the onset of their human’s symptoms, the cat followed suit, with diarrhea, vomiting, and respiratory issues. Poor kitty.
Tests conducted at a veterinary school in Liège on vomit and feces samples from the cat confirmed the vet’s suspicions: High levels of the SARS-CoV-2 novel coronavirus were found. Blood tests will be conducted once the feline exits quarantine and antibodies specific to the virus are expected to be found.
When COVID-19 first hit our shores, many media outlets (ahem, New York Times) were quick to jump on the fact that the virus was not yet shown to infect dogs. This has proven untrue — two dogs in Hong Kong were infected — and is beside the point. Dogs are not a primary vector for the disease, but if their owner is infected, they can certainly pass on the virus. This is why experts advise steering clear of strange dogs when you’re on solitary walks no matter how friendly they are.
Still, the experts don’t seem too panicked about this development.
“We think the cat is a side victim of the ongoing epidemic in humans and does not play a significant role in the propagation of the virus,” Steven Van Gucht, virologist and federal spokesperson for the coronavirus epidemic in Belgium, told Live Science.
That’s good news for the humans of the earth, especially the cat people. The good news for the felines of the earth is that the cat in question recovered from the virus after just nine days with all nine of its lives intact.

Robert “Bams” Brodie, is executing crisis-response in support of the Federal Emergency Management Agency’s efforts to assist the U.S. citizens of Tinian, Commonwealth of the Northern Mariana Islands, recover from Super Typhoon Yutu, Nov. 3, 2018.
Military members from across the Indo-Pacific region, spearheaded by the 31st MEU and Combat Logistics Battalion 31, began arriving here en masse on Oct. 29, 2018, four days after the historic storm swept directly across the isolated island, to enable the Defense Support of Civil Authorities mission here. “We have effectively opened the door and laid the groundwork for long term forces of military members and federal aid workers to continue helping the Americans here on Tinian,” said Brodie, commander of the 31st MEU. “I am incredibly proud of the work these Marines, sailors, airmen and soldiers have done in such a short time — it is incredible seeing the progress in only four days.”

All efforts lay the groundwork for the arrival of the dock landing ship USS Ashland, which arrived today with a well-equipped force of Marines belonging to CLB-31 and additional Seabees to augment existing capabilities already at work here.

“With the arrival of the Ashland and all its embarked Marines, sailors, heavy equipment and supplies, we can continue building our support capacity for both FEMA and local leaders’ priorities, not the least of which is helping establish temporary shelters for displaced families who lost everything to Yutu,” said Brodie. “This storm is historic — it had devastating effects on this island — but the people of Tinian are resilient and we’re glad to lend a hand to help them get back on their feet.”
During DSCA operations, the U.S. military provides essential, lifesaving and preserving support to American citizens affected by declared natural disasters. Led by FEMA, the U.S. Government’s domestic emergency response agency, the 31st MEU continues to partner with both local agencies and FEMA to address critical shortfalls of material and supplies to support the people of Tinian. The next steps include re-establishing semi-normalcy on Tinian, including set-up of temporary FEMA shelters for families with homes destroyed by Yutu.
“We are working with the Tinian Mayor’s office and FEMA to prioritize which families will receive temporary shelters because their homes were destroyed just more than a week ago,” said Brodie. “The 31st MEU’s Marines and Navy Seabees of NMCB-1 are the muscle for this important work, and we’re honored to work hand and hand with the resilient and courageous Americans on Tinian.”
A central key question informs the core of this technology effort: What if the attack capability of carrier fighters, such as an F-18 or F-35C, could double the range at which they hold enemy targets at risk? Could such a prospect substantially extend the envelope of offensive attack operations, while allowing carriers themselves to operate at safer distances?
The Navy believes so — and is currently evaluating industry proposals from Boeing, Lockheed Martin, and General Atomics to build the new MQ-25 drone.
The service plans to award a next-phase deal to a “single air system vendor in late 2018,” Naval Air Systems Command spokeswoman Jamie Cosgrove told Warrior Maven. “The source selection process is currently ongoing for the air system manufacturing and development contract.”
Perhaps enemy targets 1,000 miles away, at sea or deep inland, could successfully be destroyed by carrier-launched fighters operating with a vastly expanded combat radius. Wouldn’t this be of crucial importance in a world of quickly evolving, high-tech missile and aircraft threats from potential adversaries, such as near-peer rivals? Perhaps of equal or greater relevance, what if the re-fueler were a drone, able to operate in forward, high-risk locations to support fighter jets — all while not placing a large, manned tanker aircraft within range of enemy fire?
The emergence of a drone of this kind bears prominently upon ongoing questions about the future of aircraft carriers in light of today’s fast-changing threat environment. Chinese DF-21D anti-ship guided missiles, for instance, are said to be able to destroy targets as far away as 900 nautical miles. While there is some question about this weapon’s ability to strike moving targets, and carriers, of course, are armed with a wide range of layered defenses, the Chinese weapon does bring a substantial risk potentially great enough to require carriers to operate much further from shore.
In this scenario, these Chinese so-called “carrier-killer” missiles could, quite possibly, push a carrier back to a point where its fighters no longer have the range to strike inland enemy targets from the air. The new drone is being engineered, at least in large measure, as a specific way to address this problem. If the attack distance of an F-18, which might have a combat radius of 500 miles or so, can double – then carrier-based fighters can strike targets as far as 1000 miles away if they are refueled from the air.
Also, despite the emergence of weapons such as the DF-21D, senior Navy leaders and some analysts have questioned the ability of precision-guided, long-range missiles to actually hit and destroy carriers on the move at 30-knots from 1,000 miles away. Targeting, guidance on the move fire control, ISR, and other assets are necessary for these kinds of weapons to function as advertised. GPS, inertial measurement units, advanced sensors, and dual-mode seekers are part of a handful of fast-developing technologies able to address some of these challenges, yet it does not seem clear that long-range anti-ship missiles such as the DF-21D will actually be able to destroy carriers on the move at the described distances.
Furthermore, the Navy is rapidly advancing ship-based defensive weapons, electronic warfare applications, lasers, and technologies able to identify and destroy approaching anti-ship cruise missile from ranges beyond the horizon. Carriers often travel in Carrier Strike Groups where they are surrounded by destroyers and cruisers able to provide additional protection. One such example of this includes the now-deployed Naval Integrated Fire Control – Counter Air system, or NIFC-CA. This technology combines ship-based radar and fire control systems with an aerial sensor and dual-mode SM-6 missile to track and destroy approaching threats from beyond-the-horizon. Ship-based laser weapons and rail guns, in addition, could be among lower-cost ship defense weapons as well.
The MQ-25A Stingray is evolving out of a now-canceled carrier-launched ISR and attack drone program called Unmanned Carrier Launched Airborne Surveillance and Strike system, or UCLASS.
A Northrop demonstrator aircraft, called the X-47B, has already performed successful carrier drone take-offs and landings. Accordingly, the ability of the Navy to operate a drone on an aircraft carrier is already progressing and has been demonstrated.
An existing large fuselage tanker, such as the emerging Air Force KC-46A, might have too large a radar signature and therefore be far too vulnerable to enemy attack. This, quite naturally, then creates the need for a drone able to better elude enemy radar and refuel attack aircraft on its way to a mission.
The current source selection follows a previously released Request For Proposal asking industry for design ideas, technologies and a full range of potential offerings or solutions which might meet the desired criteria.
The service previously awarded four development deals for the MQ-25 to prior to its current proposal to the industry. Deals went to Boeing, Lockheed Martin, General Atomics, and Northrop Grumman.
The early engineering process thus far has been geared toward MQ-25A Stingray technical and task analysis efforts spanning air vehicle capabilities, carrier suitability and integration, missions systems and software — including cybersecurity.
Reps. Debbie Dingell, a Democrat from Michigan, and Darrell Issa, a Republican from California, traveled to Marine Corps Recruit Depot Parris Island, South Carolina, over the weekend to meet with the depot’s commander, Brig. Gen. Austin Renforth, about the findings of three command investigations into the death of 20-year-old Muslim recruit Raheel Siddiqui and other allegations of hazing.
Renforth, an infantry officer, took command of the base in June, after three senior leaders had been fired and 15 drill instructors sidelined in connection with the hazing probes.
In a joint announcement Wednesday, Dingell and Issa expressed horror at the findings of the investigation, but optimism that the Corps was moving in the right direction.
“This weekend’s visit was an opportunity to see firsthand the changes that are being implemented to achieve this goal. After meeting with General Renforth and talking with other key members of leadership, drill instructors, and recruits, it is clear that the Marine Corps is treating this issue with the seriousness it deserves,” Dingell said in a statement.
“General Renforth has assured me this is personal to him and he is committed to working towards real change to help prevent a tragedy like this from happening in the future,” she added.
Dingell, who has the Siddiqui family in her district and has pressed the Marine Corps for information since his March 18 death, said the immediate changes the service had implemented — including automatically suspending staff who are being investigated for hazing and increasing officer oversight of drill instructors — provided evidence of Renforth’s dedication to eradicate the problems.
“This is just a first step and continued monitoring in the weeks and months ahead will be necessary to ensure these policies have their intended effect,” she said.
Issa, whose district includes the Marine Corps’ West Coast recruit depot in San Diego, called the findings surrounding Siddiqui’s death “nothing short of heartbreaking.”
“Beyond training procedures and safeguards, we must do more to prevent active-duty personnel suicide overall,” he said in a statement. “Statistics released earlier this year show the number of service members committing suicide remains unacceptably high while reserve suicide rates have increased.”

The results of the three command investigations, reviewed by Military.com on Sept. 8, revealed that the drill instructor whose abuse and harassment of Siddiqui provided “impetus” for the recruit’s death had been previously investigated for hazing another Muslim recruit by throwing him in a clothes dryer and calling him a “terrorist.”
The probes revealed a culture of hazing within 3rd Recruit Training Battalion that stretched back at least as far as 2015 and was only curtailed after a recruit’s family wrote a letter to President Barack Obama in April, a month after Siddiqui’s death.
As President Donald Trump has cryptically hinted at looming action on Syria, a new report says he may have nailed down eight potential locations to strike.
Citing an unnamed source, CNBC reported on April 12, 2018, that the US had selected eight possible targets in Syria, including two airfields, a research facility, and a chemical weapons facility.
Such a strike would amount to punitive action against Syria for what the US and its allies consider a blatant use of chemical weapons against Syrian civilians. But it would still carry the risk of sparking a war with Russia.
Ryan Bohl, a Middle East analyst at the geopolitical consulting firm Stratfor, told Business Insider that though Syria’s chemical weapons facilities lay under the umbrella of Russia’s air defenses, they were not actually close enough that a strike on the facilities would endanger Russian troops.
Russia has threatened to use its air defenses against US missile strikes, and Russian officials have threatened to counterattack if US missiles fly over Syria, potentially by attacking US Navy ships or submarines.
Dmitry Gorenburg, a senior research scientist at Harvard’s Davis Center for Russian and Eurasian Studies, told Business Insider that Russia had flown aircraft specializing in anti-submarine warfare to Syria. Russia has also moved its warships out of a naval base in Syria out of concern for their safety after Trump threatened strikes.
Russia operates out of airfields in Syria, but it’s unclear whether the US would target those. Syria has moved most of its jets to bases with Russian protection for fear of a strike, the CNBC report said.
The White House press secretary, Sarah Huckabee Sanders, indicated on April 11, 2018, that the US wasn’t afraid to target Russian assets in a strike on Syria. But a Russian newspaper reported that the US had been coordinating with Russia to avoid hitting its troops and would provide a list of targets before a strike to avoid escalating conflict between the world’s two largest nuclear powers.
Russia’s ambassador to the UN, Vassily Nebenzia, urged the US on April 12, 2018, to avoid military action, saying the “immediate priority is to avert the danger of war.”
Asked whether he was referring to a war between the US and Russia, Nebenzia said: “We cannot exclude any possibilities, unfortunately, because we saw messages that are coming from Washington — they were very bellicose. They know we are there. I wish there was dialect through the proper channels on this to avert any dangerous developments.”
He added: “The danger of escalation is higher than simply Syria because our military are there … So the situation is very dangerous.”

Several experts have told Business Insider that despite Russia’s tough talk, Russian President Vladimir Putin does not want a war with the US.
“Putin is not interested in a shooting war with the West,” Gorenburg said.
Gorenburg said that because a war could escalate into a nuclear conflict between the US and Russia, and because “the Russian conventional forces just aren’t as strong as the US forces,” such a fight “would not be a good outcome for Russia.
So far, Trump has played coy about the timing of a strike on Syria.
“We’re looking very, very seriously, very closely at that whole situation, and we’ll see what happens, folks,” he said April 12, 2018, adding that a strike could happen “fairly soon.”Meanwhile, France and the UK have been openly considering participating in a strike and sending forces to the region.
The US, with or without allies, has enough military presence across the Middle East to crush Russian forces in Syria — but a direct attack on Russian forces carries a risk of escalating a conflict into nuclear war.
Fauquier County, Virginia, might not be the place you think of when you imagine covert ops training, but that’s exactly what’s happened at an isolated farmhouse and working dairy.
In use since 1803, “Vint Hill,” as it was initially known, had several owners before the Army purchased it in 1942 – just in time to train a group of service members in the fine art of espionage. Reframed and repurposed throughout the years, Vint Hill has served as one of the most essential intel-gathering sites you’ve probably never heard of.
Vint Hill is situated near the Signal Intelligence Service headquarters in Arlington but was far away enough from the city that its location and its purpose remained a secret. It was here that the Army housed its Monitoring Station No. 1, a covert spy base.
Established by the Army’s Signal Intelligence Service, the 701-acre farm was built in part because the Army needed a secure location near the SIS and a cryptography school.
The geography of Vint Hill was key in the Army’s decision to train there. Not only did it boast a quiet countryside vibe where trainees could really get into their coursework, but it also provided “quiet electromagnetic geology,” which made it the perfect place for intercepting radio signals. During WWII, that’s exactly what service members stationed at Vint Hill did.
Perhaps the most famous is the interception of a message from a Japanese ambassador to Germany. That message, sent in 1943, described German fortifications, contingency plans, and troop strength information.
Once the message was decoded, the information was instrumental in planning the D-Day invasion of June 6, 1944.
The NSA recently released documents that further detail the influence that Vint Hill had on WWII planning. It was a crucial intelligence-gathering station throughout all of WWII and beyond.
After WWII, Vint Hill became the first field station of the Army Security Agency, an arm of the NSA. The facility conducted signals intelligence operations.
Declassified Army intelligence lists Vint Hill as one of the largest intercept facilities in the world.
Not only did it serve as an intercept facility, but Vint Hill was also a signal school, signal training center, and a refitting station for selected signal units returning from or heading to deployments.
During and following the Korean War, the station’s footprint was expanded significantly, making it a major intelligence hub during the Cold War. Vint Hill personnel intercepted key Soviet diplomatic and military communication sent over teleprints that helped form and shape America’s military posture.
In 1961, the Army Electronic Material Readiness Activity moved to Vint Hill and took over the management of signals intelligence and electronic warfare maintenance for the Army Security Agency.
By 1973 however, Vint Hill’s mission had changed to research. Its main goal was to aid and assist in the development and support of intel and electronic warfare info gathering for the Army, DoD, and our partner allies. The EPA took over operations of Vint Hill’s photographic interpretation center from the DIA, and Vint Hill was renamed as the Environmental Photographic Interpretation Center.
However, that didn’t last long. By the late 1979s, Vint Hill was on the list of installations to be closed, and all projects on site were halted. A change in policy in 1981 reversed that decision, and Vint Hill remained open.
Serving as the “giant ear” of the NSA was the core focus of Vint Hill in the early 1980s and eventually became a development and testing site for signal equipment for the CIA and FBI. IN 1993, Vint Hill was once again on the chopping block. This time, the closure stuck. Most personnel were reassigned to Fort Monmouth and Fort Belvoir.
Vint Hill closed officially on September 30, 1997. Now, the site hosts several engineering and tech companies, including the FAAs Air Traffic Control System Command Center. There’s a Cold War museum open on-site, but most notably, the former intel-gathering installation is home to the Vint Hill Craft Winery and the Old Bust Head Brewery. There’s even a dance school and a gymnastics school run on the property. Talk about reinvention after time in service.
While most of the Confederate Navy in the states was either penned up or quickly defeated during the Civil War, the Confederacy poured resources into blockade runners and commerce raiders that were successful, and few could even touch the CSS Alabama.
The Alabama was built in England, nominally as a merchant ship. British shipyards were allowed to build warships for the Confederacy early in the war as long as the ship buyers said they were for peaceful purposes and as long as no weapons were present when it was shipped.
But it was clear the Alabama was built for a fight. It had plenty of sails, like a warship or a merchant vessel would, but it also had a steam-powered paddle wheel. Merchant vessels had little use for these paddle wheels, but they allowed combatants to maneuver much better in a fight.
The Laird Brothers of Birkenhead launched the Alabama right as British forces cracked down on the illegal trade under threats of war from then President Abraham Lincoln. But as British troops rushed to seize the Alabama, it slipped up the coast in 1862, and the crew took on weapons before heading to the Azores to pick up Confederate Navy Capt. Raphael Semmes.

The crew was composed primarily of men from the Southern states and England, but it had members from other European countries and even a few from Northern states. And once it got into the water, it started racking up kills and captures.
It started in the North Atlantic where it attacked Union shipments of agricultural goods headed to Europe, and then it headed south to prey in the West Indies. But then it slipped up to the Gulf of Mexico and directly threatened the Texas coast. When the USS Hatteras came out of Galveston, the Alabama captured the ship and crew.
Over two years of raiding, it sank and captured around 68 ships. But two years of sailing and combat had taken its toll on the ship. While the copper plating helped prevent some corrosion and fouling of the hull, it didn’t prevent all damage. And the engine needed maintenance and the ship needed resupply.
So, on June 11, 1864, the Alabama sailed into Cherbourg, France, for docking and overhaul. But the Union had dispatched ships to hunt it, and other commerce raiders, and the USS Kearsarge got wind that the Alabama was in Cherbourg.
On June 19, when the Alabama sailed out, the Kearsarge was waiting. And the French people came out to watch this little battle of the American Civil War play out on their coasts. In order to ensure French neutrality and safety, that nation’s government sent out an ironclad to make sure the fight stayed in international waters.

The Alabama fired the first shots, but the Kearsarge had chain armor, and the Alabama’s weapons and powder were degraded from seawater damage. The powder could not propel the shells as hard as it should have, and the shells were basically bouncing off the Kearsarge.
The two ships maneuvered on one another. The Kearsarge waited until the Alabama reached 1,000 yards before firing, and then the ships traded blows while trying to cross each other’s T in order to launch a broadside against the enemy’s bow.
This resulted in the ships basically sailing in a circle shooting at each other. The Alabama fired about 150 shots while the Kearsarge got off only about 100 shells. Still, with better powder and chain armor, the Kearsarge was able to quickly defeat the Confederate raider, sinking it in about an hour with a shot through the hull at the waterline.
The Kearsarge picked up most of the survivors, but Semmes and about 40 other sailors were picked up by a British ship and sat out the rest of the war.
Air Force leaders met with scientists and industry members May 17, 2018, at the Artificial Intelligence and Quantum Science Summit to chart how the service will utilize emerging technologies in the future.
The summit, hosted by Vice Chief of Staff of the Air Force General Stephen Wilson, focused on how to operationalize AI and quantum information science with briefings from experts from headquarters Air Force Intelligence Surveillance Reconnaissance directorate, Air Force Research Labs, Air Force Life Cycle Management Center, and technology industry leaders.
“The world is changing,” Wilson said. “We will change at scale. As noted in the National Defense Strategy, we must continue to learn and adapt faster. We’re here to ensure we have that architecture and infrastructure to empower our Airmen.”
The implications of AI and quantum information science are wide-ranging. From harnessing, processing, protecting and using massive quantities of data to improve decision making, to changing business practices with predictive, conditions based aircraft maintenance, AI and quantum science can revolutionize how the Air Force flies, fights and wins.

But widely utilizing these technologies requires more than building upon current Air Force science and technology investments, according to leaders. It will require embracing the technology as a culture.
As well, pursuing game changing capabilities with industry will drive further change, especially in how the service works with industry and academic partners according to Dr. Will Roper, assistant secretary of the Air Force for acquisition, technology and logistics.
“Acknowledging the paradigm shift that commercial industry now leads in many areas of technology development is important,” Roper said.
Experts from multiple leading technology industries shared their own insights from the AI and quantum science realms at the summit.
Wilson said continued partnership with industry is essential to posture the service with capabilities for dominance in the digital age.
“Digital speed, not industrial speed, will win the next war. There are things we need to do now to be the Air Force of the future,” he said.
Top uniformed leaders of all the services urged Congress to waive the use-it-or-lose-it rules and allow them to roll over some of the increased funding slated for fiscal 2018 into 2019.
The leaders welcomed the two-year budget deal authorized by Congress early February 2018 to give the Defense Department nearly $700 billion for fiscal 2018 and $716 billion for fiscal 2019, but they said it also left them in a bind.
Because of Congress’ previous failures to reach a budget agreement for fiscal 2018, which began Oct. 1, the military has been operating at 2017 spending levels under a series of continuing resolutions. The latest CR, which expires March 23, 2018 was enacted to allow the 12 appropriations committees more time to direct the funding of the two-year budget deal.
And there’s the problem, according to Marine Corps Assistant Commandant Gen. Glenn Walters, who testified along with leaders of the Army, Navy, and Air Force.
Walters told the Senate Armed Services subcommittee on readiness and management support Feb. 14, 2018 that by the time the budget agreement was solidified, the military would have only about five months to spend the fiscal 2018 funds before fiscal 2019 begins Oct. 1.
Under current rules, money not spent by government agencies before the end of the fiscal year goes back to the Treasury.
“As you noted, we have a year’s worth of money adds in ’18 and five months to spend it,” Walters told the hearing. “It might help if the appropriators can give us some flexibility, so we can spend ’18 money in ’19 and feather in the plan” to improve readiness under a program ordered up by Defense Secretary Jim Mattis.
Vice Chief of Naval Operations Adm. Bill Moran agreed.
“We’d like to have authorities to move funding around as we go, and inform Congress as we’re doing it,” he said.
Moran said the boost in funding is “so significant that we’re going to have to look at transferring that money from account to account.”
Army Vice Chief of Staff Gen. James McConville said the Army would be forced into a potentially risky rush to execute contracts unless Congress eases the time limit.
“We don’t get the same type of rigor we would like to get if we had it sooner,” he said of the funding. “Certainly, we appreciate the authorizations for readiness. We just need to get it in the hands of our units so they can spend it.”
On the House side, the leadership is already moving to grant the services more time to spend the money.
Early February 2018, Rep. Mac Thornberry, chairman of the House Armed Services Committee, told reporters that he had met with top appropriators “about making sure no artificial limitation Congress proposes prevents the Pentagon from spending money.”
The word hero is defined as someone who is admired for their courage and noble qualities. Patrick “Paddy” Brown was all of that and more. He was murdered on September 11, 2001.
Paddy grew up in Queens, New York, raised by a father who was an FBI agent and former minor league baseball player, and a mother that taught music. As a kid, he’d loved the firehouse and felt at home there. Paddy joined the Boy Scout Explorer Post which specialized in fire service when he was a teenager. As he got older, Paddy joined the New York Fire Patrol and was assigned to Fire Patrol 1. He was well on his way to becoming a full-fledged firefighter.
But war came calling.
At 17 years old, Paddy enlisted in the Marine Corps with his father’s permission. Feeling the need to be a part of something bigger than himself led him to putting his firefighting dreams on hold. After arguing his way out of a clerk position, he was moved to the 3rd Engineers Battalion and immediately deployed to Vietnam.
It was there that he would crawl through the tunnels constructed by the Vietcong, being one of the first to search and clear them. Paddy completed and survived two full tours of Vietnam, making it home at the rank of Sergeant. For his time in service he was awarded the Combat Action Ribbon and Vietnam Service Medal.
Paddy came home to a country divided over the war and found himself lost. Paddy turned to alcohol to push down his demons, unable to find hope or good in his surroundings. He confided in fellow firefighter Tim Brown that he recognized he was traveling down a dangerous path and needed to course-correct. Paddy replaced alcohol with boxing and eventually became an AA sponsor. Soon, Paddy was back at the New York Fire Patrol with the goal of becoming an FDNY firefighter.
On January 28, 1977, Paddy graduated and was assigned to Ladder 26 in Harlem, officially a part of the FDNY. It wasn’t long before he began making a name for himself with frequent rescues. By 1982, he was being recruited to Rescue 1 and 2 – units filled with the best of the best in the FDNY. By the time he hit 10 years as a firefighter, his personal awards and recognitions for heroism were astounding. Paddy achieved the rank of Lieutenant on August 8, 1987.
All of this was done quietly. Tim shared that when Paddy would wear his dress uniform, he would often leave off some of his medals to avoid making people feel inadequate, because he had so many. Despite not wanting attention, a daring rope rescue in 1991 would make him known everywhere. By 1993, he was promoted to Captain and on October 21, 2000 he was assigned as Captain of Ladder 3.
September 11, 2001 changed everything.
Paddy was on duty when he witnessed the first plane hit the World Trade Center. He quickly called the dispatcher to tell them what he saw and Ladder 3 was immediately tasked with responding. When he made it to the North Tower, he ran into Tim in the lobby and gave him a hug. Tim shared that there was something in his eyes and voice as he headed up the stairwell.
Paddy knew he’d never make it out.
As the South Tower collapsed, the North Tower swayed. Ladder 6 was told to evacuate, as was Ladder 3, which Paddy was leading. His last known words are as follows: “This is the officer of Ladder Co. 3. I refuse the order! I am on the 44th floor and we have too many burned people with me. I am not leaving them!”
Not long after that radio call, the North Tower collapsed. Tim had just narrowly survived the collapse of the South Tower himself when he watched the North Tower fall.
In that moment, Tim shared, he knew all of his friends were dead.
Paddy and Michael.
Paddy’s brother Michael, who was a doctor and former FDNY firefighter, spent weeks searching for him in the rubble and ash. On November 10, 2001, a day that should have been spent celebrating both the Marine Corps’ and Paddy’s birthdays, a memorial service was held for Paddy, instead. The lines stretched around the block, with people coming to mourn the loss of a hero. Paddy’s family was overwhelmed with incredible stories about their hero that they had never known before.
They wouldn’t find Paddy’s body until December 14, 2001.
In 2010, Michael wrote the book What Brothers Do, about both his search for Paddy and his journey to discovering who Paddy really was. The book is being relaunched and has a new urgency to its message of what makes a true hero. Michael was diagnosed with cancer, caused by searching in the ruins of the towers. His hope is that the story of Paddy and all of those who lost their lives on September 11, 2001, will never be in vain.

Tens of thousands of NATO troops have converged on Norway for Trident Juncture, the alliance’s largest military exercise in nearly two decades.
The exercise officially starts on Oct. 25, 2018, but the arrival of thousands of troops and their equipment in the harsh environs of the North Atlantic and Scandinavia hasn’t gone totally smoothly.
On Oct. 23, 2018, four US soldiers were injured in a roadway accident as they delivered cargo to Kongens Gruve, Norway, in support of the exercise.
“The accident occurred when three vehicles collided and a fourth vehicle slid off the pavement and overturned while trying to avoid the three vehicles that had collided,” the US Joint Information Center said, according to Reuters.
One of the soldiers was released shortly after being hospitalized, and as of late Oct. 23, 2018, the three others were in stable condition but still under observation, according to the information center. The troops and their trucks were assigned to the Army’s 51st Composite Truck Company, stationed in Baumholder, Germany.

US ships taking part have also encountered trouble.
The amphibious dock landing ship USS Gunston Hall, part of a group of ships carrying a Marine Corps contingent to the exercise, returned to port in Reykjavik, Iceland, on Oct. 22, 2018, after heavy seas caused damage to the ship and injuries to its sailors.
The US 6th Fleet, which oversees operations in the Atlantic around Europe, said the ship’s well deck and several of the landing craft aboard it were damaged. The Gunston Hall returned to port for a damage assessment, though there was no timetable for its completion, the fleet said.
The sailors who were injured received medical treatment and returned to duty.

The amphibious transport dock ship USS New York, also on hand for the exercise, also returned to Reykjavik “as a safe haven from the seas until further notice,” the fleet said.
A 6th Fleet spokesman told Navy Times that the seas were challenging “but not out of the [Gunston Hall’s] limits” and that the USS New York “will remain in port until it is safe to get underway.”
The Gunston Hall and the New York were part of a group led by the amphibious assault ship USS Iwo Jima that left the US in October 2018, carrying some 4,000 sailors and Marines.

It’s not clear if the absence of the Gunston Hall and the New York will affect the exercise, the 6th Fleet spokesman told Navy Times.
Trident Juncture will include some 50,000 soldiers, sailors, marines, and other personnel from each of NATO’s 29 members as well as Sweden and Finland. The drills will be spread across Scandinavia and the waters and airspace of the Baltic Sea and the North Atlantic.
Massing men and machines for such exercises rarely goes off without problems.
