A US Air Force fifth-generation F-35 stealth fighter successfully transmitted live targeting data to US Army ground-based air-and-missile defense systems for the first time in an important test conducted during the recent Orange Flag exercise, the fighter’s developer announced Aug. 6, 2019.
The Army’s Integrated Air and Missile Defense (IAMD) Battle Command System (IBCS), a complex system developed by Northrop Grumman to connect sensors, launchers, and command and control stations, was able to “receive and develop fire control quality composite tracks” by “leveraging the F-35 as an elevated sensor” during the recent exercise, Lockheed Martin revealed.
The tracking data was sent to the IBCS through the F-35 ground station and F-35-IBCS adaptation kit, systems developed by Lockheed to let the F-35 talk to the US Army air-and-missile defense network.
The F-35 is capable of detecting threats that ground-based systems might struggle to pick up on until it’s too late. The curvature of the Earth can affect the ability of certain ground-based radars to adequately detect threats. The F-35 — which, as Breaking Defense noted, has been described by senior Air Force officers as “a computer that happens to fly” — is able to rapidly maneuver towards new targets and to change altitude, which radar arrays on the ground are unable to do.

“The F-35, with its advanced sensors and connectivity, is able to gather and seamlessly share critical information enabling greater joint force protection and a higher level of lethality of Army IAMD forces,” Scott Arnold, the vice president and deputy of Integrated Air and Missile Defense at Lockheed Martin Missiles and Fire Control, explained in a statement.
With the technology and capabilities tested recently, an Army Patriot battery, for example, could theoretically get a better read on an incoming threat using information provided an airborne F-35.
“Any sensor, any effector, any domain,” Dan Verwiel, Northrop Grumman’s vice president and general manager of missile defense and protective systems, told Defense News. “This is the future of the US Army’s fight.”

Three years ago, an F-35 transmitted targeting information to a Navy Aegis Combat System armed with an SM-6 anti-air missile, which was then launched at a mock target simulating an adversarial aircraft. Now, this fighter, one of the most expensive weapons in the US arsenal, is being paired with Army air-and-missile defense networks.
The US military is looking at using the F-35 for multi-domain operations, meaning it wants the jet to do far more than the fighter-bomber missions for which it was initially designed. The fifth-generation jet can also use its high-end sensors to send difficult-to-detect transmissions containing critical data to other air assets, warships, and troops on the ground to increase battlespace awareness.
The capabilities being tested are a top priority as the US military looks to modernize the joint force in the face of great power competition with China and Russia.

When Misa Matsushima joined the Japan Air Self Defense Force, she was one of 13,707 women service members who made up just 6.1% of all Japanese troops.
Four years later, now 1st Lt. Matsushima is in even more rarified air: The 26-year-old was named as Japan’s first female fighter pilot on Aug 24, 2018.
For Matsushima, the achievement was inspired by the movie that made the fighter jock a mainstream figure.
“Ever since I saw the movie ‘Top Gun’ when I was in primary school, I have always admired fighter jet pilots,” Matsushima told reporters on Aug 23, 2018.
“As the first female (fighter) pilot, I will open the way. I would like work hard to meet people’s expectations and show my gratitude to people who have been supporting me,” she added. “I want to become a full-fledged pilot, no different from men, as soon as possible.”

Originally from Yokohama in eastern Japan, Matsushima graduated from the National Defense Academy in 2014. After that she got her pilot’s license and moved to fighter-pilot training with the JASDF.
Matsushima completed the fighter-pilot course alongside five men and is expected to start flying F-15s in six months to a year. The F-15J that the JASDF flies is a twin-engine fighter designed for air-to-air combat. It can hit a top speed of Mach 2.5 — nearly 2,000 mph.
She has to undergo further training to qualify to scramble the jet to intercept aircraft that enter Japanese airspace. She will be stationed at Nyutabaru air base on the eastern coast of Kyushu, the southern most of Japan’s four main islands.
Her appointment comes amid a broader move toward gender equality in Japan’s armed forces, which are also trying to grow their ranks.
Japan’s Air Self Defense Force opened many of its positions to women in 1993, but they were still barred from fighter and reconnaissance aircraft until 2015, when the prohibition was lifted as part of an effort to increase the number of women in the service. Matsushima had planned to fly transport planes before the restriction was lifted.

Prime Minister Shinzo Abe pledged in 2013 to empower more women to join the workforce, a landmark move for a leader in a society that has long been male-dominated.
Spring 2018, Japan’s Defense Ministry began several initiatives to boost the number of women in the military from the current 6.1% of the 228,000-strong force to 9% by 2030. Women are 16% of the US’s military’s roughly 1.29 million enlisted personnel.
Other women have achieved similar feats. Ryoko Azuma became the first woman to command a warship squadron in early 2018, a decade after Tokyo lifted a ban on women serving on warships. Women are still barred from submarines.
But Japan remains profoundly unequal for women. The country slid three spots in the World Economic Forum’s global gender-equality rankings for 2017, falling from 111 to 114 out of 144 countries. That drop was driven largely by the low proportion of women lawmakers and Cabinet ministers.
Matsushima’s accomplishment comes amid a broader push by the hawkish Abe government to grow the military. The Defense Ministry said in early August 2018 that it would raise the maximum age for military recruits form 26 to 32 to expand the pool of potential soldiers that has shrunk due to the country’s low birth rates and aging population.

US airmen tasked with jobs like surveillance and cyber operations have a growing role on the battlefield, even though they are often physically distant from it.
To ensure that kind of work is recognized, the Air Force has introduced new hardware for its service men and women.
“As the impact of remote operations on combat continues to increase, the necessity of ensuring those actions are distinctly recognized grows,” Defense Department officials said in a memo published on January 7, 2016.
Now the Air Force has released criteria for new devices that signify different roles in military awards: “V” for valor, “C” for combat, and “R” for remote.
The “R” device “was established to distinguish that an award was earned for direct hands-on employment of a weapon system that had a direct and immediate impact on a combat or military operation,” the Air Force said in a release.

This refers to work done anywhere, as long as it doesn’t expose the service member to personal danger or put them at significant risk of personal danger. The new device would recognize the actions of drone pilots, cyber operators, and other airmen carrying out combat operations far from the battlefield.
“These members create direct combat effects that lead to strategic outcomes and deliver lethal force, while physically located outside the combat area,” said Lt. Gen. Gina Grosso, the Air Force’s deputy chief of staff for manpower, personnel, and services.
The “V” device denotes “unambiguous and distinctive recognition of distinguished acts of combat heroism,” while the “C” device was created to award airmen and women who perform “meritoriously under the most difficult combat conditions.”
While the devices were unveiled this week, they can be rewarded retroactively to January 2016, when the defense secretary established them.
The US military’s increasingly reliance on drones has created more demand for drone operators.

The service, which is straining under a personnel shortage, has introduced a new tiered bonus system to retain personnel, and drone pilots were among those in highest demand.
They, along with fighter pilots, are slated to get the highest maximum bonus of $35,000 a year.
Despite their distance from the battlefield, drone pilots’ duties in US campaigns throughout the Middle East and elsewhere has put them under some of the same strain faced by personnel who are forward deployed.
A 2013 study by researchers with the Defense Department found that drone pilots faced mental-health issues like depression, anxiety, and post-traumatic stress at the same rate as those who flew manned aircraft over places like Iraq and Afghanistan.
U.S. President Donald Trump has said his administration was considering a request for a permanent U.S. military presence in Poland.
Trump made the comments in Washington on Sept. 18, 2018, before a meeting at the White House with Polish President Andrzej Duda.
“Poland is willing to make a very major contribution to the United States to come in and have a presence in Poland, and certainly it’s something we’ll discuss,” Trump said, adding that “we’re looking at it very seriously.”
Poland has requested the deployment several times and has offered up to billion in funding for a base. U.S. forces currently serve in Poland as part of NATO’s back-to-back rotation program.

Poland has said a permanent U.S. presence is needed to counter Russian military activity in the region.
Russia has objected to the proposal, saying it views NATO expansion toward the east as a threat to stability in Europe.

Between September 12 and 23rd, the USS Ronald Reagan, nine surface ships, and the Bonhomme Richard amphibious ready group, which includes three amphibious vessels, are taking part in the US-only naval exercise Valiant Shield.
Unlike multi-national drills that often focus on disaster relief, this exercise will focus on hard warfighting capabilities.
Ships will work together on anti-submarine warfare, amphibious assaults, defensive counter-air operations and intelligence, surveillance, and reconnaissance with an important twist:
“Guided-missile destroyer USS Curtis Wilbur will be assigned to the ESG [expeditionary strike group] to increase the strike group’s capabilities to conduct a range of surface, subsurface and air defense missions, to include naval gunfire support,” a Navy statement reads.
Basically, the US Navy will operate outside of its normal format of carrier strike groups, with surface combatants defending the valuable aircraft carrier and an amphibious ready group, with helicopter carriers and landing craft, being supported by destroyers.
On the other side of the world, the US Navy has already implemented this bold new strategy in its operations with the USS Wasp, a helicopter carrier currently taking the fight to ISIS in Libya.
Instead of the full suite of landing craft and support vessels, the Wasp is holding its own off the coast of Libya with the USS Carney.
“The USS Wasp with the 22nd Marine Expeditionary Unit embarked, and the USS Carney, which replaced the USS The Sullivans, have been supporting US precision airstrikes at the request of [Libya’s Government of National Accord] since Aug. 1. As such, Harriers and Cobras assigned to the USS Wasp have been used to conduct strikes, with the USS Carney providing over watch support,” US Africa Command spokeswoman Robyn Mack told USNI News.
Not only does the destroyer protect the Wasp, an extremely valuable asset, it also assists in its mission by firing illumination rounds from its guns on deck, which light the way for US and allied forces. The other helicopter carriers in the region don’t have these deck guns.
Meanwhile, the single destroyer protecting the Wasp frees up the other amphibious ready group’s ships to sail in other regions with other fleets.
For the specific mission of carrying out airstrikes in Libya, the Wasp has no plans to stage a landing or take a beach. Therefore it’s a careful allocation of resources that allows the US Navy to be more flexible.
The Chief of Naval Operations, John Richardson, recently testified to Congress that the demand for US aircraft carriers is way up. Smaller helicopter carriers doing the work of more massive Nimitz class carriers helps to free up those machines and crews, and as new technologies, like the F-35B and C hit the field, the US can maintain its advantage of having a floating, mobile air base anywhere in the world in a few days notice.
At a time when the US Navy has fewer ships than US naval planners would like, the clever and evolving deployment of assets makes all the difference.
Days after the first-in-class aircraft carrier USS Gerald R. Ford sailed out of a “challenging” post-shakedown work period that was extended three months because of maintenance problems, the dry dock holding the second Ford-class carrier, the USS John F. Kennedy, was flooded, launching the carrier three months early.
The Kennedy’s builders and crew have gotten a boost from the Ford, according to the ship’s commanding officer, Capt. Todd Marzano.
“We are definitely benefiting from being the second aircraft carrier in the class,” Marzano told Business Insider last week. “We’re leveraging their lessons learned, which has helped not only from the construction side but from our sailor training.”

A graduate of Naval Fighter Weapons School, or Top Gun, Marzano has gone to sea aboard Kitty Hawk-, Nimitz-, and Ford-class carriers, serving as a fighter squadron commander as well as executive officer and commanding officer of the carrier itself.
At a ceremony in May, Marzano recalled driving past the Ford as construction began in late 2015 and thinking that “some lucky captain” would get to be its first skipper. In a mast-stepping ceremony after that speech, he put his first set of gold aviator’s wings under the 650-ton island as it was lowered onto the flight deck.
That “signified my commitment as the CO of the ship to ensure … that I’m going make sure that the crew is ready to do their job and operate the ship when we take it out to sea,” Marzano said. “So it meant a lot to me. This is definitely a pinnacle tour in my career.”

Marzano assumed command of the Kennedy, designated CVN-79, on October 1, at a ceremony attended by the carrier’s first 43 sailors, who were handpicked for the assignment.
“We officially stood up the command on October 1, and as of today we have just over 150 crew members on board, and that number just continues to grow daily,” Marzano said on Nov. 19, 2019. “The current focus since they’ve shown up is to create a solid foundation, which means getting our programs, our procedures established. We’re also focusing on a lot of training and, most importantly, developing a healthy culture throughout all levels of the command.”
Marzano added that “some of the sailors on the Ford have now been transferred over to our ship, so we can benefit from their knowledge … gained on their tour.”
The Ford-class carriers — the Ford, the Kennedy, the Enterprise, and the unnamed CVN-81 — are or will be equipped with new technology the Navy believes will keep them effective for decades to come. The Ford’s first sailors, with months or even years of hands-on experience with that tech, were creating “basically instructions on how to operate this ship with its systems and its new design,” as one sailor put it.
“Now we’re going to benefit from that, and they can help train our new sailors,” Marzano said.

In addition to changing or excluding some features, the Navy and the carrier’s builder, Huntington Ingalls Industries, have made changes to the Kennedy’s build strategy to control costs and stay on schedule.
The Ford was being built as it was being designed, according to Mike Butler, Huntington Ingalls’ program manager for the Kennedy. But the Kennedy had a complete model, saving time.
“Every piece of pipe, every cable, every other piece of equipment was loaded in a three-dimensional product model, and that gave us the ability, for example, [to do] hole cuts, where you have a bulkhead or a deck and you have to cut a hole in it for a pipe to go through or an electrical cable,” Butler told Business Insider on Nov. 29, 2019.
On Nimitz-class carriers, “prior to the product model,” Butler said, “we probably cut 75% of those holes on ship once we ran the pipe and saw where it went through the bulkhead.”
There was “much less” cutting on ship on the Ford because of the product model, Butler said. But on the Kennedy, “with the complete product model, I virtually cut 100% of all of those hole cuts in the ship.”
“While the shop was still fabricating the deck plates and bulkhead panels, they could go in and robotically locate and cut all of those holes in those structural members while it was still in the shop environment, which is a big deal because there are probably close to 100,000 holes that go through decks and bulkheads that have to be cut,” Butler added.

The design and planning documents for the Kennedy were updated as work continued on the Ford. But the biggest change was in how the second Ford-class carrier was actually put together, Butler said.
About 1,100 structural boxes are built to assemble the carrier, each outfitted with components like wiring. Those boxes are put together into larger sections called super lifts, which are outfitted further. The carrier is then assembled from those super lifts — “sort of like a Lego build,” Butler said.
On the Kennedy, “particularly early in the program, we did a lot more outfitting,” Butler said. “We built larger boxes in our steel fabrication division. We brought those to our final assembly plant. We built larger super lifts than we did on [the Ford] in some areas, and we put more outfitting in a lot of those super lifts, particularly early in the program.
“So we ended up with less lifts into the dock and many cases of larger super lifts that had more outfitting … which drives your cost down as well,” Butler added.
“We’re definitely aggressively seeking the lessons learned and then applying them to the Kennedy, and we’re already seeing benefits of that. Construction progress has gone much more efficiently,” Marzano said. “So both on the construction and the level-of-knowledge side for the sailors, that’s paying off. Being the second in class is definitely easier in that regard for sure.”

The Ford’s marquee features have been among the most troublesome, particularly the advanced weapons elevators, drawing congressional scrutiny and the ire of former Navy Secretary Richard Spencer, who excoriated Huntington Ingalls, saying last month that the shipbuilder had “no idea” what it was doing.
Those electromagnetically powered elevators are supposed to carry more ordnance faster — up to 24,000 pounds at 150 feet a minute over Nimitz-class elevators’ 10,500 pounds at 100 feet a minute — from storage magazines deep in the hull. But just four of the Ford’s 11 elevators have been certified and turned over to the crew.
Those new elevators have new electrical and mechanical technology and are “a lot more complex than traditional weapons elevators,” with “a lot tighter tolerances because of that,” Butler said.
Work on the Kennedy’s elevators was delayed to incorporate lessons from the Ford, Butler added.
“A lot of the areas where they’ve had issues that they’ve had to resolve we’ve been able to hold back, get those issues resolved, change the design, change the work documents,” Butler said. “That allows us now to go in and do that work the first time with those lessons learned already.”

Those pauses didn’t affect work on the hull and parts of the ship exposed to seawater, allowing it to be launched ahead of schedule in October 2019, Butler said.
In addition to being ahead of schedule, the Kennedy was also 5% more complete than the Ford at the time of its launch, according to James Geurts, the Navy’s acquisitions chief.
Like Marzano’s crew, Butler’s team has also benefitted from an influx of personnel from the Ford.
Butler said that “working through all those different technical issues” on the Ford, they had “developed a set of industry experts at the shipyard, and our design, manufacturing, construction, and testing of those elevators.”
“Now that expert team is beginning to migrate to my ship, bringing those people and those lessons learned, working with my team,” Butler added, “so that we’ve got people on the deck plate who’ve been through these elevators, helping us modify our build plan to improve that process.”
Butler declined to comment on Spencer’s criticisms, saying he was “laser-focused” the Kennedy.
“Morale is great. We know we’ve worked through a lot of the first-in-class problems,” Butler added. “We are building this ship cheaper; we’re building the ship faster. And to us that is showing that first-of-class-to-second-of-class improvement is exactly what we thought it would be.”

Flying boats, seaplanes, floatplanes – no matter what you call them, they’re pretty cool. The terms are often used interchangeably, but these three water-faring aircraft all have a different meaning. However, no matter what you call them, it seems a real shame that flying boats aren’t as much a part of the Navy as they used to be. In fact, you could say that there’s no real place for them in the current Navy at all.
So let’s get some facts clarified on the kinds of water aircraft that are hard to find in our modern Navy.
Flying boats are built around a single hull that serves as the plane’s floating body and fuselage. Flying boats take off and land on its belly. That’s exactly what happened in 1955 in Maryland when the XP6M-1 Seamaster, the world’s first jet-powered seaplane, took its first flight.
Floatplanes are also called pontoon planes. Instead of having a hull that can land on water, floatplanes have floats (also called pontoons) that serve as surfaces for take-off and landing.
Think of the Viking Twin Otter. These amphibious aircraft can take off and land on conventional runways, water, and even on skis during snowy conditions. Talk about versatile, right?
So why aren’t flying boats and seaplanes and floatplanes better utilized in our Navy today? That’s an excellent question, considering that Russia and China both have water aircraft and have been steadily perfecting their designs for the last 20 years, the latest versions of the AVIC AG-600 and the Beriev Be-200, proving that both countries know a thing or two about amphibious aircraft.
The First Seaplane of the Navy
During the first World War, the only aircraft available had serious limitations for anti-submarine duty. Seaplanes weren’t capable of operating in the open ocean without a support ship, and we’re seaworthy enough to survive the cold, harsh conditions in the North Atlantic. Rear Admiral David Taylor proposed building a flying boat with the capability to cross the Atlantic Ocean in 1917 because he recognized that a self-deploying anti-submarine aircraft would be instrumental in the battle for the open seas. However, the design needs to be reliable, intended for combat, not to mention maintainable, and be able to operate both in the air and on the ocean. Talk about having your work cut out for you.
What developed was the largest flying boat ever built. It featured an unusual shape, state-of-the-art engineering, and unsurpassed sea-worthiness. By late 1918, the first NC-1 was constructed and undergoing testing. The war ended before the testing was complete, and the military need for the flying boat ended.
However, Navy leadership was undeterred and continued testing, refocusing efforts to complete testing. In May 1919, NC Seaplane Divisions One set off from New York and made history by crossing the Atlantic Ocean.
After WWI, naval aviation’s emphasis was on carrier operations, so patrol-plane development was limited to a shoestring budget.
Unlike Russia and China, our Navy isn’t so concerned with making amphibious aircraft. In fact, the XP6M-1 was the last seaplane flown by the US Navy way back in 1955, and it was only built in response to what leadership expected would be needed during the early days of the Cold War. It was never used for its intended purpose.
Flying boats have the advantage of using oceans as runways – good news for the pilot and crew since the ocean can’t be cratered by bombs. Atolls, bays, and coves become FOPs for flying boats, making the entire world a battlefield.
The end of flying boats was due in part to the last island campaign of WWII. There were so many military airbases built to meet the Pacific Theater’s needs, and most of them had long runways. Long-range land-based planes like the Privateer were able to operate just fine, taking away the need for amphibious aircraft.
The need for flying boats like the NC-1 is long gone, but the need for ingenuity and development continues to remain strong. The Navy continues to make big strides forward – it commissioned eight new ships in 2017 – and though flying boats remain a thing of the past, the push to move forward remains as strong as ever.
Research from the Anxiety and Depression Association of America has found a number of factors that increase risk of Major Depressive Disorder (MDD) in military spouses.
This study used information gathered from the largest longitudinal study ever conducted to assess the impact of military service and several other data sources such as electronic personnel files.
“The goal of the present study was to identify demographic, military-specific, and service member mental health correlates of spousal depression,” according to the authors of “Depression among military spouses: Demographic, military, and service member psychological health risk factors.”
Military spouses, on average, deal with many unique situations such as geographic separation, unpredictable training cycles, frequent relocation, spouse deployments, and secondary effects of the lifestyle, such as frequent job rotations.
Though from the myriad factors related to military spouses, several were found to be strong indicators of increased risk for MDD.
According to the study, “less educational attainment, unemployment, and large family size were all independently associated with greater risk for MDD among military spouses.”

While depression may be due to a complex set of issues and factors affecting the person, researchers were able to determine that these factors played a substantial role as independent factors.
Other family or individual elements that may increase risk are gender (female), being less than 30 years of age, combat deployments, PTSD, alcoholism, and the service member’s branch.
This research provides information with real-world application for spouses to better understand the factors that may play a role in their depression.
Additionally, it provides leaders with important data on several subgroups that may be proactively identified for resourcing.

Job placement: Check out local staffing agencies, job posting sites, and local unemployment offices.
Military and Family Life Counseling: Counselors can help people who are having trouble coping with concerns and issues of daily life, the stress of the military lifestyle, parenting, etc.
Family Advocacy Program: Dedicated to the prevention, education, prompt reporting, investigation, intervention, and treatment of spousal and child abuse and neglect.
New Parent Support Program: Prenatal and postnatal education from baby massage groups to customized breastfeeding support and more.

The attack helicopter has become a staple in many modern military forces. One country, though, has lagged a little bit with this crucial weapon: The People’s Republic of China. In fact, they were way behind the curve.
They really can only blame themselves: The June 1989 massacre of peaceful protestors at Tiananmen Square put the kibosh on acquiring a Western design, like the Augusta A129 or the Bell AH-1 Cobra. The fall of the Berlin Wall meant China lost out on buying the Mi-24 Hind. Communist China had to make do with arming the Harbin Z-9, a copy of the AS.365 Dauphin.
Now, however, China is catching up. The People’s Liberation Army took two approaches: One was to have the Russian helicopter company Kamov design a purpose-built anti-tank helicopter. The other was an effort to create a dedicated attack version of the Z-9, much like how the AH-1 Cobra was based off the famous UH-1 Iroquois utility helicopter.
Both of the projects are now reaching fruition, and it looks like the Chinese are going to use the products of each. The Z-10 is seen as the main attack helicopter, like the AH-64 Apache is for the United States, Israel, the United Kingdom, and a number of other countries.
The Z-19 is seen as more of an observation bird — albeit one with far more firepower than the retired OH-58 Kiowa. MilitaryFactory.com reports that it has a top speed of 152 miles per hour, a maximum range of 435 miles, is armed with up to eight anti-tank missiles, and has a crew of two. So far, only the Chinese Communists are using this helicopter — Pakistan, which is often a consumer of Chinese weapons, chose the Turkish copy of the A129 to fill its attack-helicopter needs.

Sometimes it can feel pretty darn easy to forget about the National Guard – especially when the branch doesn’t get any traction for high visibility news coverage. But the truth is that the National Guard actually has a long and distinguished history, and has been a cornerstone to the support of other branches of the military.
Here’s a list of 7 lesser known facts about the National Guard.
Did you know that the National Guard is older than the United States? It’s true. In 1636, the first militia units were organized in the Massachusetts Bay Colony under three permanent regiments, and each of these militia units trace their lineage back to 17th century armed forces. However, colonists were fearful of a militia and vehemently opposed a standing army.
Over 100 years later, the 1792 Militia Act gave the president powers to call forth the militia whenever the United States might be invaded or be in face of imminent danger of invasion.
Evolution of the Guard
Free, able-bodied men between the ages of 18 and 45 were conscripted into local militia during the 19th century in the United States. The militia units were divided much like the current modern military into divisions, brigades, battalions and companies.
What’s in a name?
The use of the term “National Guard” occurred after the end of the Civil War. In 1878, the National Guard Association of the United States was formed to lobby for the formation of the National Guard in states and territories. The term was popularized by Marquis de Lafayette, but didn’t become an official term until 1916.
During the Revolutionary War, National Guard service members were called “Minutemen” for their rapid response abilities, making them the original Rapid Deployment Force.
During the Progressive Era (1890-1920), reforms to government and private industry saw a shift in the perception of the National Guard. Of the most pressing reforms was the Militia Act of 1903 which established training and organizational standards across all Guard units in the country.
The amendment of the National Defense Act in 1933 officially created the National Guard of the United States and formally established it as a separate reserve component of the Army. This revision allowed for the creation of training standards and clearly defined the role of National Guard units when they’re called into service.
Swearing in ceremonies are unusual
Each member of the National Guard has to swear to uphold both the federal constitution and their state constitution. This oath hearkens back to the origins of the National Guard as a state militia.
Presidents serve, too
Two presidents have served in the National Guard in its current iteration – Harry S. Truman and George W. Bush.
A National Guard for every state
Guard units are everywhere except in American Samoa, which is the only U.S. territory not to have a unit.
To join the National Guard, a person has to be between the ages of 17 and 35, be a U.S. citizen or permanent resident, and have at least a high school diploma or GED. Enlistment is eight years, minimum. However, a person can elect to serve three or six years and spend the remainder of the time in Individual Ready Reserve (IRR). IRR soldiers don’t train with a unit but can be called up in the event of an emergency.
Capt. Judith Epstein, clinical director, Naval Medical Research Center (NMRC) Malaria Department, presented findings on the malaria candidate vaccine, PfSPZ Vaccine, at the 2018 Military Health System Research Symposium (MHSRS), Aug. 22, 2018.
During the breakout session called “What’s New in Infectious Disease Research in the Tropics,” Epstein gave an update on NMRC’s work with PfSPZ Vaccine, a whole organism vaccine comprised of aseptic, purified, radiation-attenuated, non-replicating, cryopreserved sporozoites. Sporozoites (SPZ) are one of the stages of the malaria parasite, which find their way to the liver after inoculation.
According to Epstein, the parasites induce a protective immune response without making copies of themselves. In other words, the weakened parasites do not replicate or get into the bloodstream, and thus do not lead to infection or disease.
“The studies on PfSPZ Vaccine are important because they bring us closer to having a malaria vaccine to prevent infection and disease in military personnel deployed to malaria-endemic regions as well as vulnerable populations residing in malaria-endemic regions,” said Epstein. “Malaria has consistently been ranked as the number one infectious disease threat facing the military, and the burden of malaria remains incredibly high worldwide.”
Epstein was the NMRC principal investigator (PI) on two PfSPZ Vaccine trials, published in Sciencein 2011 and the Journal of Clinical Investigation in 2017, respectively. The former trial was conducted in collaboration with the Center for Vaccine Development (CVD) at the University of Maryland in Baltimore (UMB); both trials were conducted in collaboration with Sanaria Inc. and the Walter Reed Army Institute of Research (WRAIR).

In mid-2017, Epstein also became the PI for the “Warfighter 2 Trial”, conducted between 2016 and 2017. The trial was conducted at NMRC and CVD-UMB. Thirty subjects were immunized at each site. The participants had their screening visits, immunizations, and follow-up appointments at the NMRC Clinical Trials Center (CTC) in Bethesda, Maryland. Subjects were immunized with PfSPZ Vaccine and then, along with control subjects, underwent controlled human malaria infection by exposure to five bites from malaria-infected mosquitoes. Subjects were then followed closely to determine whether or not they developed malaria through the evaluation of blood smears and polymerase chain reaction (PCR). Infection was treated immediately with anti-malarial medication.
“In all trials, the vaccine has been demonstrated to have a very good safety and tolerability profile and has also been easy to administer,” Epstein said. “Our focus now is to enhance the efficacy and practical use of the vaccine.” Two of the most important parameters for malaria vaccine development are duration of protection and protection against non-vaccine strains.
In the “Warfighter 2” trial, NMRC researchers were able to demonstrate vaccine efficacy of 40 percent against a non-vaccine strain of malaria when assessed 12 weeks after the final injection, a marked improvement from the previous trials.
As the DoD’s premier scientific meeting, MHSRS helps to facilitate the exchange of information between almost 3,000 attendees from around the world on health care topics relevant to the warfighter. This year’s meeting was held at the Gaylord Palms Resort and Convention Center, Aug. 20 – 23, 2018, Kissimmee, Florida, and focused on medical innovation as a key factor in operational and mission readiness.
NMRC’s eight laboratories are engaged in a broad spectrum of activity from basic science in the laboratory to field studies at sites in austere and remote areas of the world to operational environments. In support of the Navy, Marine Corps, and joint U.S. warfighters, researchers study infectious diseases; biological warfare detection and defense; combat casualty care; environmental health concerns; aerospace and undersea medicine; medical modeling, simulation and operational mission support; and epidemiology and behavioral sciences.
NMRC and the laboratories deliver high-value, high-impact research products to support and protect today’s deployed warfighters. At the same time researchers are focused on the readiness and well-being of future forces.
Nearly 15 years after the Marine Corps created its own special operations command, the service is now consolidating the command by moving all its operators to North Carolina.
About 900 Marines, sailors and civilians with the California-based 1st Marine Raider Battalion and its support unit will relocate to Camp Lejeune by the end of 2022. The move, which was announced on Wednesday, will help Marine Corps Special Operations Command become more efficient, officials said in a statement.
The consolidation “will allow MARSOC to gain back almost 2,000 man-days per year,” according to the statement. Those days are otherwise spent on permanent change of station moves and temporary assignment duty requirements.
The move will also allow MARSOC to reform as it shifts its efforts and funding toward preparation for fighting a great-power competition, as laid out in the National Defense Strategy and commandant’s planning guidance, Maj. Gen. Daniel Yoo, MARSOC’s commander, said on Wednesday.
“MARSOC has been pursuing numerous lines of effort to increase performance, efficiencies, and capabilities … to build a more lethal force and reform the department for greater performance and affordability,” he said in a statement. “One line of effort is the consolidation of all Marine Special Operations Forces to the East Coast.”
Marine Corps Times reported on Wednesday that Marine officials estimate the move will save the command million over a five-year period.
Officials said having all its Raiders on one coast will also improve readiness and deployment-to-dwell time.
“MARSOC will be better positioned to [provide] greater stability and increased quality of life to Marine Raiders and their families,” the statement says.
Members of 1st Marine Raider Battalion and 1st Marine Raider Support Battalion have been based at Camp Pendleton since MARSOC was activated in 2006. Moving the units’ personnel and equipment to Camp Lejeune will occur in three phases.
The phases will be timed to minimize disruptions to Marines and their families, MARSOC officials said in the statement announcing the plan. Personnel and families will begin the cross-country moves during the traditional PCS cycle beginning in the summer of 2021.
Those moves are timed to allow families to complete PCS orders between academic school years.
The command is working with community plans and school liaison officers on the East Coast to determine the effects the relocations will have on school districts and the local community in and around Camp Lejeune. Base leaders will work with schools in the area “to anticipate and plan for increases in student population and to ensure that all students will be accommodated effetely and receive a quality education,” officials said.
Joseph Maguire was, until very recently, the U.S. Director of the National Counterterrorism Center. This was a fitting position, because, in a past life, Maguire was Vice Admiral Joseph Maguire, a Navy SEAL and former commander of SEAL Team Two, bringing American counterterrorism policy home to the bad guys. Now, he’s temporarily taken over the Office of Director of National Intelligence.
Not only did Maguire command one of the teams to take the storied moniker SEAL Team Two, he also would one day command the entire Naval Special Warfare Command based in San Diego, Calif. From there, he oversaw eight Navy SEAL teams, three special boat teams, and their support units, just short of 10,000 people at a time when the United States was engaged in two wars abroad and U.S. special operators were finally beginning to infiltrate and destroy the insurgent networks operating inside Iraq.
But even after his 36 years in the Navy came to a close, he didn’t stop serving the special warfare community. He put his command and administration skills to work, helping the warfighters affected by the wars he oversaw.
One of Maguire’s first post-military jobs was as President and CEO of the Special Operations Warrior Foundation, a nonprofit that specializes in helping special operators and their families get help funding their college tuition. The foundation also works to help the families of fallen warriors in the special operations community get an education by providing scholarships of their own, as well as grants and educational counseling. Maguire is not just a brass hat – he knows a thing or two about getting an education through hard work. He didn’t go to Annapolis, he went to Manhattan College, a small liberal arts college in his NYC hometown.
During his career, he also attended the Naval Postgraduate School and became a Harvard National Security Fellow, where he no doubt brought his hands-on experience in keeping America secure to the cohort.
What you’ll read about Maguire is that his assignment to the post of acting Director of National Intelligence comes “as a surprise to the intelligence community.” But that doesn’t necessarily mean Maguire isn’t qualified to hold the post, only that his ascendance to acting DNI was unexpected. Besides his national security fellowship, the former SEAL and Vice Admiral has worked at the National Counterterrorism Center as Deputy Director for Strategic Operational Planning from 2007 to 2010. This means he was a part of National Security Council’s Counterterrorism Security Group that entire time.
But just because he’s acting in the post of DNI doesn’t necessarily mean he’ll stay there. Many temporary appointments have been very temporary in recent weeks, including the former acting Secretary of Defense.
