The Department of Veterans Affairs has announced the Post-9/11 GI Bill rates for the 2019-2020 school year. These rates will be effective on Aug. 1, 2019. The Montgomery GI Bill and Dependents’ Education Assistance programs will see a rate change on Oct. 1, 2019.
By law, the GI Bill rate increase is tied to the average cost increase of undergraduate tuition in the U.S. For the 2019-2020 school year, that increase will average 3.4%.
More than 80 percent of those taking advantage of their GI Bill benefits are doing so through the Post-9/11 GI Bill.
Private & foreign school GI Bill rates
Effective Aug. 1, 2019, those using the Post-9/11 GI Bill at a private or foreign school will see their maximum yearly GI Bill rate increase from ,671.94 to ,476.79.
Those who are enrolled in flight schools will see their annual maximum GI Bill benefit increase from ,526.81 to ,986.72.

You can be reimbursed up to ,000 per test for licensing and certification tests. For national testing programs, there is no maximum amount of GI Bill reimbursement. Your entitlement will be charged one month for every ,042.06 spent; currently, that trigger point is id=”listicle-2634152786″,974.91.
You can be reimbursed the actual net costs, not to exceed ,888.70 annually. That’s up from ,497.78 currently.
If you are attending classroom sessions, your housing allowance is based on the ZIP code of the campus location where you attend the majority of your classes.

One look at the amphibious assault ship USS Wasp (LHD 1), and you know you are looking at a powerful vessel. Just the size alone – about 40,000 tons – makes it a significant asset. But much of what makes the Wasp such a lethal ship isn’t so easy to see when you just look at her from the outside. In this case, what’s on the inside matters more.
One of the biggest changes between the Wasp-class vessels and their predecessors, the Tarawa-class amphibious assault ships, is the fact that they can operate three air-cushion landing craft, known as LCACs. Tarawas can only operate one. This is because when the Tarawa-class was being designed, the LCAC wasn’t even in the fleet.
The Wasp, of course, was able to be designed to operate more LCACs. As such, while these ships are the same size, the Wasp is able to unload the Marines on board with much more speed. Since Marines and their gear are her primary weapons, this makes her much more lethal. It doesn’t stop there.
Despite both displacing about 40,000 tons, USS Wasp (LHD 1), the fatter ship on the left, is far more capable than USS Saipan (LHA 2).

The Wasp is surprisingly versatile. In Tom Clancy’s non-fiction book Marine, he noted that the Wasp-class ships in the Atlantic Fleet that are not at sea are part of the Commonwealth of Virginia’s emergency planning. The reason? These vessels can be configured as hospitals with six operating rooms and as many as 578 hospital beds.
Yeah, she has helos, but she can also haul a couple dozen Harriers. So, pick the method of your ass-kicking: Air strikes, or 2,000 ticked-off Marines.

These ships can also carry MH-53E Super Stallion and MH-60S Seahawk helicopters configured for the aerial minesweeping role. During Operation Iraqi Freedom, two of the Wasp’s sister ships operated a couple of dozen AV-8B Harriers each as “Harrier carriers.”
In a pinch, the Wasp can even refuel her escorts. Why risk a tanker when the amphibious assault ship can top off a tank?

The U.S. Army Aeromedical Research Laboratory (USAARL) introduced an innovative Blackhawk helicopter simulator at a ribbon-cutting ceremony on Sept. 17, 2019, at Fort Rucker, Alabama. The Cockpit Academics Procedural Tool — Enhanced Visual Capable System — or, CAPT-E-VCS for short — is a reconfigurable research platform that allows for swift, mission-responsive research in support of the Army’s Future Vertical Lift and modernization priority. These priorities are part of the Army’s focus on multi-domain operations to counter and defeat near-peer adversaries in all domains.
“USAARL is the Army’s aeromedical laboratory focused on the performance and survival of the rotary wing Warfighters to give them decisive overmatch,” said USAARL’s Commander, Col. Mark K. McPherson, about the importance of fielding state-of-the art tools in research. “This high fidelity simulator is the perfect example of how we merge the science of aviation and medicine to optimize human protection and performance, leveraging science against our nation’s competitors.”

The Army views vertical lift dominance over enemy forces as critical to increased lethality, survivability and reach. To meet the demands of Future Vertical Lift priorities, the Army is both developing and acquiring next-generation aircraft and unmanned systems to fly, fight and prevail in any environment. The CAPT-E-VCS was developed in partnership with the U.S. Army Combat Capability Development Command’s System Simulation, Software, Integration Directorate to evaluate new technologies integral to meeting those requirements. The device pairs a Blackhawk medium-lift model helicopter cockpit and academic simulator from California-based SGB Enterprises with a 12-inch projection dome from Q4 Services, Inc., which is headquartered in Orlando, Florida. State-of-the-art X-IG image generation software —developed by Alabama-based CATI Training Systems — was further added to the CAPT-E-VCS in order to create a singular, customizable research platform for USAARL.

“Now we can evaluate in a digital glass cockpit platform pilot workload as well as the effects of high altitude flight environments,” said Dr. Mike Wilson, Research Psychologist at USAARL. “For example, we can couple the laboratory’s reduced oxygen breathing device with a high-fidelity simulation environment and create a more realistic test environment for research. This innovation is a mission responsive, cost saving research tool that is critical to moving the Army closer to its Future Vertical Lift goals.”
Elon Musk is one step closer to his goal of stationing a network of 12,000 satellites in orbit above Earth.
On Nov. 11, 2019, SpaceX successfully launched 60 of its Starlink satellites into orbit. This is what the satellites looked like before they were loaded onto the rocket.
They were carried into space by a SpaceX Falcon 9 rocket, which took off at 14:56 UTC from a launchpad in Cape Canaveral, Florida.
Once it was at an altitude of 280 km (174 miles) the rocket deployed the satellites.
The stated aim of SpaceX’s Starlink project is to create a network of nearly 12,000 satellites to bring high-speed internet to remote and rural parts of the world.
After sending the satellites adrift the Falcon 9 rocket successfully landed on a landing pad out in the Atlantic ocean.
Although the original plans for Starlink listed just under 12,000 satellites, Space News reported in October 2019 that the company applied to the International Telecommunication Union (ITU) for permission to launch an additional 30,000.

But abuse and maltreatment of recruits did not begin or end with Siddiqui, Military.com has learned.
In all, three different investigations into training inside one Parris Island battalion reveal a culture of hazing and violence that did not end until one recruit’s family sent an anonymous letter to President Barack Obama in April.
The investigations also reveal that drill instructors within 3rd Recruit Training Battalion had a history of singling out recruits based on their ethnicity and religion, and that another Muslim recruit had been subjected to severe hazing in 2015 when a drill instructor repeatedly shoved him into a clothes dryer and turned it on, and forced him to shout “Allah Akbar” loud enough to wake other recruits.
That same drill instructor would become a supervisory drill instructor in Siddiqui’s unit, the investigation found, and his treatment of the recruit, including forcing him to complete “incentive training” and physically assaulting and slapping him immediately prior to his death, provided impetus for the suicide, investigators found.
In all, 20 drill instructors and senior leaders from Parris Island’s Recruit Training Regiment face punitive action or separation from the Marine Corps for participating in or enabling mistreatment of recruits. Several drill instructors at the heart of the abuse allegations are likely to face court-martial for their actions.
The contents of the three investigations have not been released publicly as the findings have yet to be endorsed by Lt. Gen. Robert Walsh, commanding general of Marine Corps Combat Development Command. But Marine officials discussed the contents of the investigations and the recommendations of the investigating officers in response to a public records request.
Marine officials said Thursday that the incidents of hazing and abuse were confined to 3rd Recruit Training Battalion and not indicative of the culture within the Corps’ boot camps at Parris Island and San Diego.
“When America’s men and women commit to becoming Marines, we make a promise to them. We pledge to train them with firmness, fairness, dignity and compassion,” Marine Corps Commandant Gen. Robert Neller said in a statement. “Simply stated, the manner in which we make Marines is as important as the finished product. Recruit training is, and will remain, physically and mentally challenging so that we can produce disciplined, ethical, basically trained Marines.”
A lengthy investigation into the death of 20-year-old Siddiqui found the recruit had died by suicide, jumping from the third floor of the Company K recruit training barracks, slamming his chest against a railing at the bottom of the stairs.
Siddiqui had threatened to kill himself five days before, prior to the first full day of recruit training. He described a plan to jump out a squad bay window, investigators found, but later recanted and was allowed to remain in training.
In the short time Siddiqui was at the unit, investigators found he was repeatedly referred to as a “terrorist,” presumably in reference to his Muslim background. One drill instructor also asked the recruit if he needed his turban, officials said.
Findings show recruits were routinely singled out on account of their backgrounds and ethnicity. Drill instructors referred to one recruit born in Russia as “the Russian” and “cosmonaut” and asked him if he was a communist spy, investigators found.
In Siddiqui’s unit, recruits were subjected to unauthorized incentive training, in which they would lift footlockers, day packs and other heavy items and clean the squad bay in uncomfortable positions using small scrub brushes for hours. Drill instructors would also push and shove recruits and use Marine Corps Martial Arts Program training as an opportunity to pit recruits against each other, sometimes in physically unfair matchups.
Drill instructors told investigators that a more experienced drill instructor taught subordinates they needed to “hate” recruits to be successful at training them.
On March 13, Siddiqui, who previously had received a clean mental health evaluation, expressed a desire to kill himself. He was interviewed at the scene and turned over the the depot’s mental health unit, where he recanted and expressed a wish to return to training.
He was given a clean bill of health, described as “highly motivated to continue training,” and returned to his unit with no follow-up requested, investigators found.
Drill instructors would tell investigators that recruits frequently express suicidal ideations as an excuse to get out of training, and thus no serious incident report was made about Siddiqui’s threat. While drill instructors were told to ease Siddiqui back into training, they were not made aware of his suicidal ideations.
The morning of Siddiqui’s death, the recruit presented drill instructors with a note asking to go to medical with a severely swollen throat. He claimed he had lost his voice and coughed up blood overnight and was in significant pain. In response, he was told to do “get-backs” — to sprint back-and-forth the nearly 150 feet between the entrance to the bathroom, the back of the squad bay and the front of the squad bay.
“I don’t care what’s wrong with you; you’re going to say something back to me,” a drill instructor yelled as Siddiqui began to cry.
Shortly after, the recruit dropped to the floor clutching his throat, though it’s not clear if he became unconscious or was feigning to deflect the drill instructor’s abuse.
In an effort to wake him, the drill instructor slapped Siddiqui on the face hard enough to echo through the squad bay. The recruit became alert, ran out of the squad bay, and vaulted over the stairwell railing, sustaining severe injuries in the fall.
Drill instructors called 911. Siddiqui would be taken to Beaufort Memorial Hospital, then airlifted to Charleston, where he would receive blood transfusions and emergency surgery in an unsuccessful effort to save his life. He died just after 10 a.m.
The lawyer for the Siddiqui family, Nabih Ayad, did not immediately respond to requests for comment regarding the investigations’ findings.
In the wake of Siddiqui’s death, multiple leaders have been relieved for failing to prevent the culture of recruit abuse. On March 31, 3rd Recruit Training Battalion Commander Lt. Col. Joshua Kissoon was fired in connection with the investigation of prior allegations of recruit mistreatment, including the hazing and assault of another, unnamed, Muslim recruit.
Notably, the Marine Corps’ investigations stopped short of finding that drill instructors’ hazing of Siddiqui and other recruits was motivated by racial bias. They did find evidence that some drill instructors made a practice of exploiting recruits’ ethnicities as a way to harass them.
On June 6, Parris Island officials announced that Recruit Training Regiment’s commander, Col. Paul Cucinotta, and its senior enlisted leader, Sgt. Maj. Nicholas Dabreau, had been relieved in connection with the Siddiqui investigation.
Fifteen drill instructors have been sidelined since April amid allegations of recruit hazing and maltreatment, and two captains may also face punishment for failing to properly supervise drill instructors.
Marine officials said it may be one to three months before disciplinary decisions are made, including possible charges filed, regarding these 20 Marines.
Officials with Marine Corps Training and Education Command have also set in motion a host of new policies designed to prevent future mistreatment of recruits, said Maj. Christian Devine, a Marine Corps spokesman.
These include increased officer presence and supervision of recruit training; mandatory suspension of personnel being investigated for recruit hazing or mistreatment; better visibility of investigations above the regiment level, changes to the drill instructor assignment process to prevent chain-of-command loyalty from affecting leadership; creation of a zero-tolerance policy for hazing among drill instructors; and a review of mental health processes and procedures for suicide prevention.
“We mourn the loss of Recruit Siddiqui,” Neller said. “And we will take every step necessary to prevent tragic events like this from happening again.”
It was 1945, and the world was at war. Charles Hessemer was just 17 years old when he took a drive to Detroit, Michigan with a friend to enlist in the United States Navy. Hessemer’s older brother had already joined and was in Europe fighting. Hessemer gave a wry grin when he admitted that there may have been some fibbing in regard to his age. But he felt called to go. Hessemer had watched so many men that he knew die during that war. He wanted his chance to fight for his country — and those who lost their lives.
Hessemer could never have imagined that joining the Navy would change the course of his entire life. “You are born to do a particular thing and you will do it whether you want to, I firmly believe this. We are guided in what we do,” he shared.
Hessemer dreamed of getting stationed on an aircraft carrier. Everyone he went to boot camp with was being sent to San Diego, which meant action. He had visions of being on a dive bomber and sailing the high seas. As he watched his friends leaving, he was told to go down to the personnel office. Upon arrival, he was told that he had passed a second, more abstract test that all recruits were given. The test didn’t have any wrong answers, but his responses were deeply creative due to his way of thinking. It was those answers that would earmark him for “special” duty, something only five other graduating recruits were chosen for.
But the officer couldn’t tell him what it would be.
Hessemer decided to take it, feeling the pull towards something unique. Although he thought he would ship out soon after accepting the special assignment, he would end up waiting another five weeks. He found out later it was due to his last name – of German descent – which caused in-depth investigations.
For many years, Adolf Hitler’s number two man was Rudolf Hess. Hess would go on to edit Hitler’s book, Mein Kampf, and become deputy leader of the Nazi party. Due to the closeness of Hessemer’s last name, the Navy wasn’t taking any chances.
The investigations would span all the way back to his time in grade school, but would finally come back with an approval. The six men selected for the special assignment were then put on a train and took a three day trip to Washington, D.C., still unaware of what they would be doing.
Hessemer and the others arrived in D.C. and reported to the temporary building the Navy was using as the brand-new Navy Department was being built. He shared the story of continually running into a heavily braided admiral in the hallways of that building. The second time Hessemer almost knocked him over, he remembers the admiral saying: “Young man, you and I seem to be having a problem.”
That man was Fleet Admiral Charles W. Nimitz, the Commander in Chief of the U.S. Pacific Fleet. From the moment he assumed command after the attack on Pearl Harbor, he brought the fight to the enemy and would eventually sign the Instrument of Surrender from Japan. As Hessemer walked away from him, his head was spinning.
Eventually the new building was ready. Hessemer remembers how heavily secured it was, as he had to show his identification three times before he made it into the office where he was assigned to work. The six men were brought to a room and told to pick a desk. He remembers looking around and seeing one by the window, so he chose that one. As he searched the drawers, he found the book that would change his life, “How to Draw the Figure.” Hessemer finally found out what his special assignment was at that desk. He was a secret code breaker.
Hessemer spent three years as a part of the communications annex, breaking codes, and he was sworn to secrecy for life. During this time, he read that book he found front to back and enrolled in art night classes. “That book was just waiting for me. I know it,” said Hessemer.
He began to win awards for his paintings. Hessemer eventually left D.C. after two years to work onboard the famous aircraft carrier, the U.S.S. Randolph, anchored in Philadelphia, Pennsylvania.
He left the Navy in 1948 with an honorable discharge and was accepted into the American Academy of Art in Chicago in 1950. Although passionate about painting, he felt like something was missing. By accident, he tried painting figures with a palette knife – something no one at the time was doing. From the moment he began, he knew he found what he was meant to do for the rest of his life. His favorite thing to say is that, “An artist’s life is a climb up an endless stairway which he must never stop climbing.”
Hessemer would go on to work as an art director for several successful art ad agencies while painting at night and on the weekends. He spent 10 years truly perfecting his palette knife work before he knew in his heart it was beyond good. It was breathtaking.
“Everything has its reason, it just comes to you and you say that’s it – and you do it,” he said. He believes every mistake you make is only a serious mistake if it makes you quit. When Hessemer was asked what he would tell today’s veterans as they leave the service, he implored them to find their passionate purpose and give it everything they have.
These days, Hessemer is retired from ad agency work and spends his days and nights painting alongside his furry rescue dog, Charlie. Hessemer is 92 years old and still living his purpose, every day.

Of course, if the pirates get too crazy, the Coast Guard is always there. Sure, the Revenue Cutter Service didn’t have a perfect record against real-world pirates, and that ship is significantly smaller than the tall ships, but the tall ships lack the cannons of their forebears. If necessary, you can always jump over the side to reach Coasties and safety.
Humanity is fated to explore, colonize, and come up with new ways to assert dominance over the forces of nature. The timeline of recorded history is marked by inventions that have propelled us forward to achieve the impossible and expand our collective intelligence. The early explorers navigated the violence of the open ocean by using the stability of the heavenly bodies to guide them.
Before sailors could brave the blank spots on the map, they had to know where home was and how to find their place in the world. By charting the stars, keeping precise time, and using their honed senses, humanity was given the tools needed to explore ever outward.
The Vikings used known points
The vikings sailed far enough from shore to lose sight of landmasses in a time before there was a proven method of navigation. They passed down knowledge of stars, coasts, currents, navigational landmarks, and wildlife to create mental maps.
They would make notes of unique mountain formations and follow currents favored by pods of whales for feeding. They also used a plumb bob, an instrument used to determine water depth by tying a weight to a rope and plopping it into the ocean. Viking sailors navigated by using their senses: listening to the calls of seabirds, allowing them to estimate which region they were in. They’d verify their guess by tasting the water to gauge the amount of fresh water flowing into the sea.
Flóki Vilgerðarson, who appeared in HISTORY’s Vikings, was a real person who used caged ravens when traveling. When he thought land was near, he would release a raven. If it circled the boat, there was no land. If it flew away, the ship followed it towards land. This technique was adopted by other vikings who followed in the footsteps of this pioneer.
Vikings crossed the Atlantic Ocean to found colonies in Iceland, Greenland, and Vinland using these techniques and raided western Europe with impunity, without fear of sea.

The Polynesians used songs to navigate the seas, an art passed down from master to apprentice over generations. They maintained guilds on each island that would identify sources of food and directed sailors towards them in times of famine and traded this knowledge for other resources. To identify where they were, they made close observations of sea signs, just as the vikings did, and recorded extremely detailed directions in the form of song lyrics.
The guilds also safeguarded the secrets of constructing outrigger canoes capable of making long voyages across the Pacific Ocean.

The British invented the chronometer to identify latitude
Celestial navigation was turned into a science by the British. In 1714, the British government declared a prize of £20,000 be award to whomever could solve the problem of finding a ship’s current longitude position while out on the open ocean. John Harrison was clockmaker who believed the answer was in accurate timekeeping. He proved that one could find their latitude by calculating the position of the sun, moon, stars, or other celestial bodies in relations to the current time to find where you are on the globe.
Making a correct calculation required a timepiece that would not lose its accuracy due to storms, temperature changes, or manufacturing limitations. If one didn’t know the exact time, the almanacs and journals that outlined the location of celestial bodies were, basically, useless.
Harrison made the H4, a chronometer the size of a watch, and it was able to accurately keep GMS time in any clime and place, regardless of conditions. On its maiden voyage to Jamaica, it was only off by five seconds by the journey’s end.
The Air Force has begun early testing, software development, and weapons integration for its upcoming Block 4 variant of the F-35 Joint Strike Fighter, an emerging model intended to give the multi-role fighter a new dimension of weapons and attack mission possibilities, service leaders said.
The new version, to emerge in the early 2020s, will add new long-range precision-tracking weapons such as the newly named StormBreaker weapon — previously called the Small Diameter Bomb II.
“StormBreaker™ successfully completed Developmental Testing and the Government Confidence Testing phase in early 2018. StormBreaker demonstrated all operating modes, the capability to send, receive, and process data-link messages via both link-16 and UHF, Tara Wood, an official with Raytheon’s weapons development unit, told Warrior Maven.
The Air Force and F-35 weapons integration office are also integrating a new upgraded AIM-9x air to air missile, which will enable pilots to attack enemy fighters “off-boresight,” a term which refers to an increased target envelope.
An “off-boresight” AIM-9s will give pilots an ability to target and destroy enemies behind and to the sides of the F-35, Joe Dellavedova, an official with the Pentagon’s F-35 Joint Program Office, told Warrior Maven in an interview.

“The next step for F-35 weapons integration will be to address the weapon requirements within Block 4. Integration of the Small Diameter Bomb II has already begun, and flight test is scheduled to start as early as 2019,” Capt. Emily Grabowski, Air Force Spokeswoman, told Warrior Maven in a statement a short time ago.
StormBreaker – Small Diameter Bomb II
StormBreaker, described as a key element of Block 4, is a new air-dropped weapon able to destroy moving targets in all kinds of weather conditions at ranges greater than 40-miles, Air Force and Raytheon officials said.
Wood further explained that StormBreaker detects, classifies, and tracks a wide array of targets, both moving and stationary. It also has an ability to prosecute moving targets through adverse weather conditions. StormBreaker™ is currently in Operational Test, Wood said.
GPS and laser-guided weapons such as Joint Direct Attack Munitions have been around for decades, however, they have primarily been designed for use against fixed or stationary targets. StormBreaker has already completed a series of wind tunnel tests.
While the Air Force currently uses a laser-guided bomb called the GBU-54 able to destroy moving targets, the new SDB II will be able to do this at longer ranges and in all kinds of weather conditions. In addition, the SDB II is built with a two-way, dual-band data link which enables it to change targets or adjust to different target locations while in flight, Raytheon developers told Warrior Maven.
Operational Testing will utilize the weapon in real world conditions in operationally relevant scenarios, she explained.
A key part of the SDB II is a technology called a “tri-mode” seeker — a guidance system which can direct the weapon using millimeter wave radar, uncooled imaging infrared guidance and semi-active laser technology.
Raytheon weapons developers say the tri-mode seeker provides a range of guidance and targeting options typically not used together in one system. Millimeter wave radar gives the weapon an ability to navigate through adverse weather, conditions in which other guidance systems might encounter problems reaching or pinpointing targets.
Imagining infrared guidance allows the weapon to track and hone in on heat signatures such as the temperature of an enemy vehicle. With semi-active laser technology, the weapon can be guided to an exact point using a laser designator or laser illuminator coming from the air or the ground, Raytheon officials told Warrior.
One Raytheon SDB II developer told Warrior in a previous interview that “the millimeter wave radar turns on first. Then the data link gives it a cue and tells the seeker where to open up and look. Then, the weapon can turn on its IR (infrared) which uses heat seeking technology.”
The SBD II is engineered to weigh only 208 pounds, a lighter weight than most other air dropped bombs, so that eight of them can fit on the inside of an F-35 Joint Strike Fighter, Raytheon officials explained.
If weapons are kept in an internal weapons bay and not rested on an external weapons pod, then an aircraft can succeed in retaining its stealth properties because the shapes or contours of the weapons will not be visible to enemy radar.
About 105 pound of the SDB II is an explosive warhead which encompasses a “blast-frag” capability and a “plasma-jet” technology designed to pierce enemy armor, Raytheon officials explained.
The SDB II also has the ability to classify targets, meaning it could for example be programmed to hit only tanks in a convoy as opposed to other moving vehicles. The weapon can classify tanks, boats or wheeled targets, Raytheon officials added.s, this will no longer remain the case.
StormBreaker, which is also being integrated on the F-15E, is carried on the BRU-61, a 4 place miniature munitions rack that fits in the F-35’s internal weapons bays. The weapons will be integrated on the F/A-18E/F and F-35B for the Navy and Marine Corps before the F-35A and F-35C, developers explained.
“StormBreaker™ uses Universal Armament Interface protocol to make the weapon/aircraft interface compatible with a wide range of aircraft, including F-35,” Wood added.
Designed as part of the developmental trajectory for the emerging F-35, previous test-firings of the AIM-9X were intended to further the missile’s ability to demonstrate this “off-boresight,” attack technology. Previous test data and observers have confirmed the F-35 identified and targeted the drone with its mission systems sensors, passed the target ‘track’ information to the missile, enabled the pilot to verify targeting information using the high off-boresight capability of the helmet mounted display and launched the AIM-9X from the aircraft to engage the target drone, a statement from the F-35 JPO said.

The current consensus among senior Pentagon weapons developers holds that, at the moment, the F-35 is the most capable 5th generation plane in the world. Maintaining this edge, however, is anticipated to quickly become more and more difficult now that both Russia and China are building 5th-gen stealth fighters.
“Block 4 is important with the national defense strategy to make sure we are modernizing the plane to keep it dominant on the battlefield. We are close to knowing the strategy for how to go after it,” Dr. Will Roper, Assistant Secretary of the Air Force for Acquisition, Technology and Logistics, told a group of reporters in early 2018.
While the applied impact of Block 4 will incorporate a range of mission-expanding technologies, much of the ongoing preparation work is in the realm of software development, Roper said.
“The physical pieces of the plane are moving in a good direction. Most of what we have left to do is software. The department (DoD) has not historically been good at software development. That will take a little longer. I cannot imagine building anything for the Air Force that is not software intensive,” Roper said.
The Block 4 initiative is part of a long range trajectory planned for the F-35 described by Pentagon developers as C2D2 – Continuous Capability Development and Delivery. The idea, officials say, is to position the multi-role fighter such that it can consistently accommodate new weapons, stealth materials, sensors, and guidance technology as it becomes available
“We own today’s fight,” said Lt. Col. Tucker Hamilton, F-35 Test Director, Edwards AFB, told reporters in early 2018. However, Tucker went on to say that, in the absence of aggressive modernization, sustainment and various improvement efforts.

Apparently, December 13 was National Day of the Horse, thanks to the 108th Congress, so we want to take a second to talk about one of the military’s most heroic horses: Marine Corps Korean War hero, Sgt. Reckless.
Reckless began life as Ah Chim Hai, a racehorse owned by a Korean man, but the man sold the horse in order to buy a prosthetic for his sister who had lost a leg to a landmine. The Marines who bought Reckless initially treated her a little like a pet, giving her portions of their food and bringing her into the barracks when she was cold.
But she was destined for service and began running ammunition into combat and wounded Marines out.
And this is where Private Reckless distinguished herself. Most horses are skittish, and it takes a resilient horse to operate under fire in any circumstances, but Reckless could ferry rounds into combat and wounded Marines out.

And she could do it unsupervised.
Once she knew where the supply post was and where her Marines were fighting, she could make trips back and forth quickly, efficiently, and without further guidance. Ask any gunnery sergeant in the Corps, and we guarantee they’ve had at least one Marine that couldn’t be trusted like that.

Despite the enemy fire and potential distractions, Reckless carried 386 rounds of ammunition to the front in a single day. The rounds weighed 24 pounds each, enough to exhaust even a horse.
For her heroics, Reckless was promoted to sergeant, awarded two Purple Hearts, and sent to America a short time later. She went on to give birth to four children and enjoy retirement as a Marine Corps celebrity and staff sergeant.
The officers of the USS Liberty were sunbathing on the decks of their ship on June 8, 1967, just outside of Egypt’s territorial waters. Not too far away, Egypt was in the middle of the Six Day War with Israel, who would occupy the Sinai Peninsula by the war’s end.
The peaceful day aboard the intelligence-gathering ship was destroyed when Israeli Mirage and Mystere jets tore through the air – and dropped ordnance that ripped through the Liberty’shull.
Commander William McGonagle was severely wounded as the Israelis fired rockets, dropped napalm on the bridge, and then strafed his ship. He still managed to call his crew to quarters and take command of the Libertyfrom the bridge. The ship was on fire, men were dead and wounded, and McGonagle himself was burned by napalm and losing blood.
The Liberty was not a warship but a lightly-armed, converted freighter — a holdover from World War II. Her mission was to collect signals intelligence and radio intercepts on the war between the Arabs and Israelis but not to get involved in the fighting or violate Egyptian sovereignty.
With his ship still in range of the U.S. 6th Fleet, Cmdr. McGonagle radioed the USS Saratoga, which sent 12 fighters to assist. Those fighters were recalled on orders from Washington. The Israeli fighters eventually let up and disappeared on their own. But that wasn’t the end of the attack. When they were gone, three Israeli torpedo boats opened up on the American ship and blew a 40-foot hole in the Liberty’s hull.
The armaments on the USS Liberty were totally outmatched. The ship was carrying only four .50-caliber machine guns, a far cry from the Egyptian ship Israelis claim shelled the coastline that morning. The Liberty was a sitting duck.
With his ship burning and flooded, McGonagle directed the maneuvering of his ship for 17 hours while critically wounded. He refused medical treatment until he was convinced more critically wounded members of his crew were treated. He didn’t give up command until the Liberty encountered a U.S. destroyer.
For his gallantry and determination, McGonagle was awarded the Medal of Honor.
Israel maintained that its attack on the Liberty was a mistake, that the planes were looking for an Egyptian ship, the El Quseir. Some find this troublesome, considering the El Quseir was a very different size than the Liberty and had a very different profile. Still, The IDF’s own inquiry says the Israeli Chief of Naval Operation did not know the Liberty was in the area. The captains of the torpedo boats maintained that closer identification was impossible because the Liberty was “enveloped in smoke.”
McGonagle’s official account of the incident corroborates the Israeli account, but the crew of the Liberty aren’t so certain. A 2002 BBC Documentary includes interviews with the Liberty’s crew, Israeli officials, and even Robert McNamara, the U.S. Secretary of Defense at the time.
“I was never satisfied with the Israeli explanation,” then-Secretary of State Dean Rusk said of the Liberty Incident “Their sustained attack to disable and sink Libertyprecluded an assault by accident or some trigger-happy local commander. … I didn’t believe them then, and I don’t believe them to this day. The attack was outrageous.”
There are numerous conspiracy theory-related sites, some even run by Liberty crewmembers, that call into question some of the actions of the Israeli forces and of the orders from Washington. Some of these theories include:
• The Liberty was attacked to keep the U.S. from knowing about Israel’s upcoming attack on Syria.
• Trying to draw the U.S. into a greater anti-Arab war.
• Hiding Israeli war crimes (alleged massacres of Egyptian POWs).
• Israelis using unmarked aircraft.
• Torpedo boats machine gunning life rafts.
• Jamming radio signals meant that Israel knew the frequency the ships would be on– and thus knew they were American.
Official accounts (including from McGonagle) maintain that the Israeli torpedo ships halted mid-attack and offered assistance once the identity of Liberty was ascertained. The Americans politely declined.
A little over a month after the Helge Ingstad sank after colliding with a tanker in a Norwegian fjord, the Norwegian military has released footage from the submerged frigate.
The warship was rammed by a Malta-flagged tanker in the early morning hours of Nov. 8, 2018, in the port of Sture, north of Bergen, which is Norway’s second-largest city.
The frigate displaces 5,290 tons, and the tanker displaces over 62,500 tons when empty. But when the tanker is fully loaded, as it was at the time of the collision, that jumps to about 113,000 tons, more than an aircraft carrier. The collision tore a large hole in the starboard side of the frigate’s hull, which caused other compartments to flood.
Footage released by the Norwegian military, which you can see below, shows the damage sustained by the frigate.
A Norwegian rescue official said at the time of the collision that the frigate was “taking in more water than they can pump out. There is no control over the leak and the stern is heavily in the sea.”
According to a preliminary report released at the end of November 2018, control of the frigate’s rudder and propulsion systems was lost, which caused the ship to drift toward the shore, where it ran aground about 10 minutes after the collision.

Running aground prevented it from sinking in the fjord, but later, a wire used to stabilize the sunken vessel snapped, allowing it to sink farther. Only the frigate’s top masts remain above the surface.
In December 2018, Norwegian explosive-ordnance-disposal divers returned to the ship to remove the missile launchers from its foredeck.

“All diving assignments we undertake require detailed planning and thorough preparation. We must be able to solve the assignments we are given, while providing as low a risk as possible,” diving unit leader Bengt Berdal said, according to The Maritime Executive.
“Our biggest concern [during this mission] is any increased movement of the vessel.”
With the missiles off the ship, all its weapons have been removed. Recovery crews are preparing to raise the ship, putting chains under the hull to lift it on a semisubmersible barge that will take it to Haakonsvern naval base.
The frigate will not be raised until after Christmas, according to The Maritime Executive.

The oil tanker was not seriously damaged in the incident and didn’t leak any of its cargo. Only eight of the 137 crew aboard the Helge Ingstad were injured, but the multimillion-dollar ship was one of Norway’s five capital Nansen-class frigates and was one of Norway’s most advanced warships. (It also leaked diesel and helicopter fuel, but that was contained and recovered.)
The preliminary report found that the warnings to the frigate, which was headed into the port, went unheeded until too late, allowing the outbound tanker to run into it.
According to the report, the frigate’s automatic identification system was turned off, hindering its recognition by other ships in the area, and there was confusion on its bridge because of a change in watch — both of which contributed to the accident.
The preliminary report also raised questions about other ships in the class and the Spanish shipbuilder that constructed it.
The review board “found safety critical issues relating to the vessel’s watertight compartments. This must be assumed to also apply to the other four Nansen-class frigates,” the report said.
“It cannot be excluded that the same applies to vessels of a similar design delivered by Navantia, or that the design concept continues to be used for similar vessel models.”

In February 1968, two platoons of Marines from a combat base near Khe Sanh went out on a combat patrol. Ronald Ridgeway, just 18-years-old at the time, was one of those Marines. He and 26 of his fellow Marines would not be coming back that night, their patrol would live on, forever known as “The Ghost Patrol.”
A Marine lieutenant lost his way around the area and accidentally led his Marines into a devastating ambush. Ridgeway was shot in the shoulder. Others took much more serious wounds. When the ambush was over, the North Vietnamese walked through the grim melee, popping rounds into Marines to ensure their job was done. Ridgeway was grazed by a bullet that shook his body. The NVA figured he was dead.
So did the Marine Corps.

Many of the ambushed Marines were dead, including two of Ridgeway’s closest friends. Through the night, the young man survived an American artillery barrage and excessive bleeding. He woke to an NVA soldier trying to pull off his watch. For six weeks, the remains of those Marines were left. It turns out there were upwards of 20,000 NVA troops moving to assault the Combat Base at Khe Sanh, defended by just 6,000 Marines.
At first, Ridgeway was listed as missing in action, but after the survivors of the ambush made their way back to Khe Sanh and the battlefields couldn’t be cleared, there was little hope for him. The Marines declared him killed in action. His funeral was held Sept. 10, 1968 in St. Louis. His family and friends mourned the loss of their young Marine. By then, Ridgeway had been a POW for seven months.

The NVA soldier taking his watch didn’t kill him, he just put him in leg stocks and marched him to a jungle POW camp. Eventually, the young Ridgeway found himself in North Vietnam’s Hanoi Hilton. He was beaten and starved, but he survived. He sat in a lonesome cell, with just a wooden bed and a bucket that he emptied in a courtyard once a day.
He was there for nearly five long years before the Paris Peace Accords meant he was headed home before the U.S. withdrawal from Vietnam. When the list of returning troops was released, Ridgeway’s family was shocked to see their son’s name included on that list.

“I came back in basically one piece,” he told the Washington Post. “I came back able to live my life. . . . We went over with a job to do. We did it to the best of our ability. We were lucky enough to come back.”
Another place he wanted to see his name listed was his own tombstone. He and his wife visited that several months after he returned home: “Ambushed Patrol Died in Vietnam Feb. 25, 1968… Ronald L. Ridgeway.”
