A Coast Guard detachment in Florida is asking for tips that may help investigators track down a person making fake “mayday” calls on marine band radio and describing a military response to a nuclear attack.
The calls and threats originate off the Gulf Coast of Florida, according to a news release from Coast Guard Public Affairs Detachment Tampa Bay. The pattern of threats and false alarms has continued for some time; the release, issued Sept. 12, 2019, states that Coast Guard Sector St. Petersburg received the latest threat Aug. 13, 2019, via VHF channel 22A.
“In this call, the male caller makes threats against the Coast Guard personnel, aircraft, and vessels,” officials said in the release. “The broadcast sounds like the same person who has made other radio broadcasts that start with MAYDAY three times and then talks about, ‘scrambling all jets we are under nuclear attack.'”
Coast Guard Investigative Service St. Petersburg is calling on the public to share any information leading to the identification of the hoaxer. CGIS, a federal law enforcement agency, investigates crimes within the Coast Guard, but is also tasked as part of its mission with investigating external maritime matters, including false distress calls.

These kinds of calls are not uncommon; in June 2019, the Coast Guard published several releases asking the public to track down people behind hoax radio transmissions. One caller, from the Pamlico Sound and Oregon Inlet area of North Carolina, made calls “stating that they were ‘going down’ and regularly broadcasts ‘mayday’ or ‘help,’ along with a string of other calls, including profanity,” according to a report from news outlet Coastal Review.
Around the same time, a suspected hoax caller from the Ocean City, Maryland, area made transmissions claiming to be “going down with the ship” and interspersed “mayday” calls with profanity.
According to the recent release, those found guilty of making false distress calls may face up to 10 years in prison and 0,000 in fines on top of whatever it costs to search for and apprehend them.

While the Coast Guard does not always announce when suspected hoax perpetrators are apprehended, some do end up doing time. In 2015, a 23-year-old man from Vinalhaven, Maine, was sentenced to a year in prison, up to one year in community confinement and restitution of ,000 to the Coast Guard “for the costs associated with the search that it conducted in response to the hoax calls,” according to the U.S. Department of Justice.
“Hoax calls are costly to the taxpayer and our service,” Charles “Marty” Russell, resident agent-in-charge of the Coast Guard Investigative Service office in St. Petersburg, said in a statement. “When the Coast Guard receives a distress call, we immediately respond, putting our crews at risk, and risking the lives of boaters who may legitimately need our help.”

There are a number of highly polluted sites where the United States once built the worst weapons of war. On six of those sites, where the weapons were once built were some of the most lethal ever conceived by man, new inhabitants are beginning to thrive: animals like bears, ferrets, and endangered salmon. All find safe haven where humankind once threatened itself with extinction.

Amchitka Island, Alaska is now cut off from the rest of the world, now a part of the Alaska Maritime National Wildlife Refuge. This island saw a number of nuclear explosions underground – where a large amount of radioactive material is still trapped. In Indiana, Big Oaks National Wildlife Refuge was once Jefferson Proving Ground, where the Army fired off artillery for more than 50 years, including tons of depleted uranium rounds. In Colorado’s Rocky Mountain Arsenal National Wildlife Refuge, the Army once built chemical weapons in the areas where the bald eagle built its nests.
Some of the places that are now protected areas may still be heavily polluted, however. Experts say they’re not all entirely safe for humans. This means some experts believe that 30 or so of the National Fish and Wildlife Service’s more than 560 wildlife refuges have some history with nuclear and/or chemical weapons and haven’t been entirely cleaned up.
It may take centuries for these areas to heal.

Government and private industry have spent around billion on cleanup efforts for the top six most polluted areas, but there is still more to come – much more. Washington state’s Hanford site was once the area where the United States produced plutonium for nuclear weapons. Cleaning up this mess could run the Department of Energy more than 0 billion for this one site alone.
Like Hanford’s contaminated soil and water, there are more sites to be cleaned and protected. Johnson Atoll’s coral reefs suffered under multiple atmospheric nuclear tests. What was once Rocky Flats, Colo. is now home to rare prairie grasses, endangered mice, and other species that once roamed freely across America. Cleaning up and protecting these site will ensure they may get another chance one day.
Ross Perot, the self-made billionaire, philanthropist and third-party presidential candidate, died July 9, 2019, at his home in Texas. He was 89.
Henry Ross Perot was born in Texarkana, Texas, on June 27, 1930. His story is the epitome of hard work, and one that has rarely been equaled: He rose from Depression-era poverty to become one of the richest and most beloved men in America.

As a boy, he delivered newspapers. He joined the Boy Scouts at 12, then made Eagle Scout in just 13 months. In his US Naval Academy yearbook, a classmate wrote: “As president of the Class of ’53 he listened to all gripes, then went ahead and did something about them.” At 25, he personally “dug his father’s grave with a shovel and filled it as a final tribute to him.” At 27, after leaving the Navy, he went to work at IBM where he soon became a top salesman. One year, he met the annual sales quota by the second week of January. At 32, he’d left IBM and formed his own company, Electronic Data Systems. By 38, when he took the company public, he was suddenly worth 0 million. In the 80s, Perot sold the company for billions, then started another company, Perot Systems Corp., that later sold for billions more.

“Every day he came to work trying to figure out how he could help somebody,” said Ross Perot Jr., in an interview.
And that’s another thing that pops up, another constant: Perot’s connection to people, to his employees, to POWs in North Vietnam and their families, to Gulf War Veterans suffering from a mysterious illness, and to the millions of Americans he reached in self-paid 30-minute TV spots in the 90s when he ran for president.
“Ross Perot epitomized the entrepreneurial spirit and the American creed,” said Former President George W. Bush, in a statement. “He gave selflessly of his time and resources to help others in our community, across our country, and around the world. He loved the U.S. military and supported our service members and veterans. Most importantly, he loved his dear wife, children, and grandchildren.”
That’s the last thing, the most important thing — his family.
“I want people to know about Dad’s twinkle in his eyes,” said daughter Nancy Perot. “He always gave us the biggest hugs. We never doubted that we were the most important things in his life.”

For Veteran and VA employee Martin Allen, the Burn Pit Registry has been both an inspiration and a way to help other Veterans. For six months, he has been charged with eliminating the backlog of Veterans waiting for confirmation of their eligibility to join the Burn Pit Registry through a manual check of their deployment history.
“It wasn’t until I became familiar with the registry and saw other Veterans who served in the same deployment areas as myself and served during the same time that I realized I was eligible for participation in the registry,” said Allen. “I had heard of the registry but didn’t think much of it because I thought it was primarily for the Veterans serving after 9/11.”
Allen is a Navy and Air Force Veteran who deployed to the Persian Gulf on a naval ship in 1990. He admits the shortened, everyday name of “Burn Pit Registry” reinforced the erroneous idea that the Burn Pit Registry wasn’t for Gulf War Veterans like him. The full name of the registry is the “Airborne Hazards and Open Burn Pit Registry.”
“Once I found out that I could join, I really wanted to be a part of the registry so I could understand the Veteran participant experience,” said Allen. “Joining the registry has been really helpful. Not only do I help Veterans with their eligibility checks, I sometimes walk them step-by-step through the process of signing up.”
Many Veterans who deployed after 1990 can join the registry. The registry is a way for these Veterans to document their concerns about exposures to burn pits and other airborne hazards. For Post-9/11 Veterans, joining the registry is easier than ever. The registry is linked to more current and complete DoD deployment records. This enhancement reduces or eliminates possible delays in joining the registry resulting from the performance of manual checks of deployment histories for Pre-9/11 Veterans by VA to confirm a Veterans’ eligibility to join the registry.
The Burn Pit Registry is also a way for Veterans to be evaluated for any concerns that they might have related to exposures. Despite the opportunity of a free medical evaluation after completing the registry questionnaire, less than four percent of registry participants have been evaluated by a provider. The reasons for the low uptake are unclear, but may indicate Veterans are waiting to be contacted by VA.
“Don’t wait. Once Veterans have submitted their questionnaire, they can immediately schedule a medical evaluation for the registry,” said Allen. “This evaluation is different than a compensation and pension exam for disability claims. Veterans shouldn’t confuse the two.”
Participants who wish to have an exam should contact a local Environmental Health Coordinator to schedule an appointment. These coordinators will guide registry participants through the next steps and work with VA’s environmental health clinicians to address any exposure-related health concerns.
In many ways, the initial in-person registry evaluation is similar to any encounter between a clinician and a Veteran. The evaluation is tailored to each Veteran. To help you prepare for your visit, use these tips:

A top authority on North Korea has jokingly suggested the U.S. launch an unorthodox attack on the country’s leader.
Jeffrey Lewis, the founding publisher of Arms Control Wonk and the director of the East Asia Nonproliferation Program at the Middlebury Institute of International Studies in Monterrey, California, has outlined a plan for the U.S. to strike Kim Jong Un’s personal toilet.
Writing at The Daily Beast over the weekend, Lewis was responding to increased chatter of a U.S. strike on North Korea. Though Lewis was approaching the issue in a tongue-in-cheek way, his writing nonetheless illustrates the dangers of and motivations behind using military force to send a message.
Basically, reports have come forth that the U.S. is tired of North Korea’s constant defiance and wants to carry out a limited strike in response. In theory, the use of force against a weaker opponent can serve as a reminder of who is in charge.
But while North Korea couldn’t really defend against a small U.S. strike, it doesn’t intend to defend. North Korea’s military posture is entirely offensive. While the country could do little to stop an incoming cruise missile or airstrike, it has long had artillery aimed at Seoul, South Korea’s capital of 25 million.
Lewis seems to think that the idea has some merit but that the difficulty lies in finding a target that’s important enough to matter but not big enough to provoke war. From The Daily Beast:
The central challenge, as we contemplate a ‘bloody nose’ option for a limited military strike, is finding a suitable target that represents Kim Jong Un’s nose — a target that will allow our strike to be intimidating and humiliating to Kim, but not the sort of broad assault that might prompt him to retaliate with his growing stockpile of nuclear weapons.
Lewis settles on a target of little strategic importance but great personal relevance to Kim: his port-a-potty.
Kim almost always observes North Korean missile launches from a private trailer. The launches normally happen in the middle of nowhere, so comforts like a port-a-potty suited for a supreme party leader need to be shipped in.
“Destroying the port-a-potty will deny Kim Jong Un a highly valued creature comfort, while also demonstrating the incredible accuracy of U.S. precision munitions to hold Kim and his minions at risk,” Lewis wrote. “It will send an unmistakable message: We can kill you while you are dropping a deuce.”
Lewis refers to his idea as hilarious, “a comedy and an action movie — both at the same time.” The U.S. military, however, may not be laughing.
Lewis’ playful idea represents a rather circumspect approach to selecting the right target to use military force to send a message. While the verbal, diplomatic, and economic messages the world has tried time and time again have failed to get through to North Korea, President Donald Trump’s administration has floated the idea of military action more than any before it.
USS John S. McCain (DDG 56) achieved a major milestone this week as it successfully launched from dry dock and moored pierside at Commander, Fleet Activities Yokosuka, Nov. 27.
This milestone is an important step in the ongoing effort to repair and restore one of the U.S. Navy’s most capable platforms, and reflects nearly a year’s worth of wide-reaching and successful coordination across multiple organizations. The ship entered dry dock at the Navy’s Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC) Yokosuka in February.

“After the initial repair assessments were conducted, we had to quickly mobilize and determine the most critical steps to develop an executable repair and modernization plan,” explained Deputy Commander for Surface Warfare and Commander, Navy Regional Maintenance Center (CNRMC), Rear Adm. Jim Downey. “As we began the restoration process, we assembled cohesive teams capable of delivering both materially ready and more modernized ships to the fleet.”
To begin the repair and restoration effort, the Navy immediately reached out to personnel at Bath Iron Works (BIW) in Bath, Maine. BIW is the company that originally constructed the ship and currently serves as the planning yard for work on in-service Arleigh Burke-class destroyers. The BIW employees worked alongside representatives from Naval Sea Systems Command’s (NAVSEA) Supervisor of Shipbuilding, also in Bath, Maine, to conduct a material assessment of the ship. That information was then used by SRF-JRMC and the local Japanese repair contractor, Sumitomo Heavy Industries, to plan and swiftly execute the work ahead.
The McCain crew has been involved in every aspect of the availability.

Today, McCain has a fully restored hull, a new port thrust shaft, and newly constructed berthing spaces.
The ongoing availability also includes completing maintenance work that had previously been deferred, which reflects the Navy’s commitment to ensuring that required maintenance on ships is no longer deferred. Additionally, the U.S. Pacific Fleet implemented a new force generation model to protect maintenance, training, and certification requirements prior to operational tasking for ships forward-deployed to Japan, like John S. McCain.
The ship’s crew worked alongside personnel from NAVSEA’s Naval Surface Warfare Center (NSWC) Philadelphia and Port Hueneme divisions who were challenged to develop a test plan concurrent with repair efforts.
“All key players and industry partners continue to execute the McCain effort with maximum intensity in an environment built on trust and shared goals,” said Capt. Garrett Farman, SRF-JRMC commanding officer. “Our mission is to keep the 7th Fleet operationally ready, and everyone on the team recognizes the immense value that this mission brings to U.S. and Japan mutual interests in keeping our waters safe.”

The complex repair and restoration required support and collaboration from all aspects of the U.S. Navy maintenance enterprise, including NSWC Philadelphia and NSWC Port Hueneme; Engineering Directorate (SEA 05); Deputy Commander for Surface Warfare (SEA 21); Commander, Navy Regional Maintenance Center (CNRMC); Southwest Regional Maintenance Center (SWRMC); Southeast Regional Maintenance Center (SERMC); Mid-Atlantic Regional Maintenance Center (MARMC); Puget Sound Naval Shipyard (PSNS); and Forward Deployed Regional Maintenance Center (FDRMC) Naples and Rota detachment.
Over the next few months, efforts will focus on testing the repaired ship’s systems in preparation for a return to operational tasking.
The Navy’s enterprise leadership continues to make improvements with routine, close oversight provided by the fleet commanders and the Navy staff to generate ready ships and aircraft on-time and on-plan. Improved ship-class maintenance plans are capturing a more robust understanding of fleet maintenance requirements, and the elimination of work deferrals are improving the material condition of the fleet.
This summer, Secretary of the Navy Richard V. Spencer inducted Sen. John S. McCain III into the ship’s official namesake alongside his father and grandfather in a ceremony on board, July 12. The crew’s messdecks, known as the Maverick Café, re-opened for business on Nov. 19, the late Senator’s birthday.
John S. McCain is forward-deployed to Yokosuka, Japan as part of the U.S. Seventh Fleet. The ship is expected to complete repairs in late 2019.
Special Warfare Combatant-Craft Crewman, the “Boat Guys” in all those Navy SEALs photos, are a small and elite bunch of warriors who don’t get nearly enough credit for their contribution to American security.
Here’s what makes the “SEALs Taxi Service” so lethal.
First, yes, they have SEALs on the boats. When your payload is Navy SEALs, that’s a pretty big plus in the lethality department.
And the Navy isn’t afraid to recruit potential candidates while they’re still young. Scout teams go into the community to seek out talented individuals who might be interested in a special operations career.
The Army is engineering new Hostile Fire Detection sensors for its fleet of armored combat vehicles to identify, track, and target enemy small arms fire.
Even if the enemy rounds being fired are from small arms fire and not necessarily an urgent or immediate threat to heavily armored combat vehicles such as an Abrams, Stryker, or Bradley, there is naturally great value in quickly finding the location of incoming enemy attacks, Army weapons developers explain.
There is a range of sensors now being explored by Army developers; infrared sensors, for example, are designed to identify the “heat” signature emerging from enemy fire and, over the years, the Army has also used focal plane array detection technology as well as acoustic sensors.
“We are collecting threat signature data and assessing sensors and algorithm performance,” Gene Klager, Deputy Director, Ground Combat Systems Division, Night Vision, and Electronic Sensors Directorate, told Warrior Maven in an interview.
Klager’s unit, which works closely with Army acquisition to identify and, at times, fast-track technology to war, is part of the Army’s Communications, Electronics, Research, Development, and Engineering Center (CERDEC).
Army senior leaders also told Warrior Maven the service will be further integrating HFD sensors this year in preparation for more formals testing to follow in 2019.
Enabling counterattack is a fundamental element of this because being able to ID enemy fire would enable vehicle crews to attack targets from beneath the protection of an armored hatch.
The Army currently deploys a targeting and attack system called Common Remotely Operated Weapons System, or CROWS; using a display screen, targeting sensors and controls operating externally mounted weapons, CROWS enables soldiers to attack from beneath the protection of armor.
“If we get a hostile fire detection, the CROWS could be slued to that location to engage what we call slue to cue,” Klager said.
Much of the emerging technology tied to these sensors can be understood in the context of artificial intelligence, or AI. Computer automation, using advanced algorithms and various forms of analytics, can quickly process incoming sensor data to ID a hostile fire signature.
“AI also takes other information into account and helps reduce false alarms,” Klager explained.
AI developers often explain that computers are able to much more efficiently organize information and perform key procedural functions, such as performing checklists or identifying points of relevance; however, many of those same experts also add that human cognition, as something uniquely suited to solving dynamic problems and weighing multiple variables in real time, is nonetheless something still indispensable to most combat operations.
Over the years, there have been a handful of small arms detection technologies tested and incorporated into helicopters; one of them, which first emerged as something the Army was evaluating in 2010 is called Ground Fire Acquisition System, or GFAS.
This system, integrated onto Apache Attack helicopters, uses infrared sensors to ID a “muzzle flash” or heat signature from an enemy weapon. The location of enemy fire could then be determined by a gateway processor on board the helicopter able to quickly geolocate the attack.
While Klager said there are, without question, similarities between air-combat HFD technologies and those emerging for ground combat vehicles, he did point to some distinct differences.
“From ground to ground, you have a lot more moving objects,” he said.
Potential integration between HFD and Active Protection Systems is also part of the calculus, Klager explained. APS technology, now being assessed on Army Abrams tanks, Bradleys and Strykers, uses sensors, fire control technology and interceptors to ID and knock out incoming RPGs and ATGMs, among other things. While APS, in concept and application, involves threats larger or more substantial than things like small arms fire, there is great combat utility in synching APS to HFD.
“HFD involves the same function that would serve as a cueing sensor as part of an APS system,” Klager said
The advantages of this kind of interoperability are multi-faceted. Given that RPGs and ATGMs are often fired from the same location as enemy small arms fire, an ability to track one, the other, or both in real time greatly improves situational awareness and targeting possibilities.
Furthermore, such an initiative is entirely consistent with ongoing Army modernization efforts which increasingly look toward more capable, multi-function sensors. The idea is to have a merged or integrated smaller hardware footprint, coupled with advanced sensing technology, able to perform a wide range of tasks historically performed by multiple separate, onboard systems.
Consolidating vehicle technologies and “boxes” is the primary thrust of an emerging Army combat vehicle C4ISR/EW effort called “Victory” architecture. Using Ethernet networking tech, Victory synthesizes sensors and vehicle systems onto a common, interoperable system. This technology is already showing a massively increased ability to conduct electronic warfare attacks from combat vehicles, among other things.
HFD for ground combat vehicles, when viewed in light of rapidly advancing combat networking technologies, could bring substantial advantages in the realm of unmanned systems. The Army and industry are currently developing algorithms to better enable manned-unmanned teaming among combat vehicles. The idea is to have a “robotic wingman,” operating in tandem with armored combat vehicles, able to test enemy defenses, find targets, conduct ISR, carry weapons and ammunition or even attack enemies.
“All that we are looking at could easily be applicable to an unmanned system,” Klager said.
Early Tuesday morning, Obama announced a four-part plan to ensure the closing of Guantanamo Bay, a goal that has eluded the president since he promised to shutter the facility during his 2008 campaign.
The plan would bring some of the 91 remaining detainees to maximum security prisons in the United States, while others would be transferred to foreigns countries. Although Obama called on Congress to lift a ban barring the transfer of Guantanamo detainees to the U.S., the White House has also left open the possibility of unilateral action should Republican lawmakers refuse to cooperate.
“The plan we’re putting forward today isn’t just about closing the facility at Guantanamo,” Obama said to the nation from the Roosevelt Room. “This is about closing a chapter in our history.”
With history in mind, it seems significant that the speech was given on this day, in this venue. Exactly 113 years ago, following the Spanish-American War, Teddy Roosevelt signed an agreement with Cuba to lease parts of Guantanamo Bay to the United States for use as a naval station.
This agreement was actually a follow-up to the Platt Amendment, a 1901 resolution that dictated seven conditions for the withdrawal of United States troops from Cuba, along with an eighth condition stipulating that Cuba include these terms in their new constitution. The amendment gave the United States full control over a 45 square-mile portion of Guantanamo Bay, in order to “enable the United States to maintain the independence of Cuba.” The deal was officiated on behalf of the Cubans by Tomás Estrada Palma, an American citizen who would become the first president of Cuba.

Three decades later, the 1934 Cuban–American Treaty of Relations repealed most provisions of the Platt Amendment as part of FDR’s “good neighbor policy.” The effort, ostensibly intended to give the Cuban government greater sovereignty, made the lease on Guantanamo permanent unless the United States abandoned the base or both countries agreed to terminate the agreement. The new treaty also updated the yearly lease payment from $2000 in U.S. gold coins to $4035 in U.S. dollars. This amount has remained unchanged in the 82 years since.
Since the Cuban revolution of 1959, the Castro government has cashed only one of these checks (this one supposedly by accident), keeping the rest untouched as a means of protest against what they consider an “illegal” occupation. According to the U.S., cashing even one check renders the treaty valid.
The use of Guantanamo as a prison began in 1991, following the overthrow of Haiti’s first democratically-elected president, Jean-Bertrand Aristide. While the CIA secretly leant support to death squads killing Aristide’s supporters, the White House announced that it would be using Guantanamo as a “tent shelter” for those fleeing violence in Haiti. Of the 30,000 refugees interned at Guantanamo, those who presented discipline problems were held on a site that would later become Camp Xray, also known as the Guantanamo detention camp.
Following Bush Sr.’s disputed decision to send the exiles back to war-torn Haiti, the Supreme Court ruled that the Haitians were not entitled to U.S. rights because Guantanamo Bay fell under the sovereignty of Cuba. Interestingly, this rationale for the United States not technically having sovereignty over the land would come up again, twelve years later, as George W. Bush’s administration argued that Guantanamo prisoners should not be constitutionally entitled to habeas review.
This is all to say that, even before it became an international symbol for the War on Terror, the policies leading to and enforcing the U.S. ownership of Guantanamo Bay have been extremely controversial. As renewed attention is focused on the use of Guantanamo as a terrorist detention center, it’s well worth considering how this small Cuban harbor became a U.S.-run prison in the first place.
A sailor from the amphibious assault ship Boxer is believed to have tested positive for the new coronavirus disease just nine days after military family members visited the ship at sea.
This marks the first coronavirus, or COVID-19, case for a sailor who was aboard a Navy ship. The person is now quarantined at home, Navy officials said in a Sunday night news release. The sailor’s test result for the sometimes-fatal virus is considered presumptive positive, pending confirmation by the Centers for Disease Control and Prevention.
This will likely be a new challenge for the sea service, since infections and viruses can spread quickly among crew members who live in close quarters. That has been the case for several civilian cruise liners, which has resulted in widespread cancellations for the industry.

The San Diego-based Boxer on March 9 held a family day cruise, allowing military families to visit the crew on the ship in the Pacific Ocean, according to official Navy photos. Civilians can be seen riding a Landing Craft Utility vessel into the Boxer’s well deck and standing on the ship’s flight deck observing Marine Corps helicopter takeoffs at sea.
Navy officials did not immediately respond to questions from Military.com about whether one of those family members is believed to have unwittingly exposed the crew member to the coronavirus. It’s not immediately clear how many family members were on the ship as part of the event or how many sailors and Marines were onboard.
Personnel who came in close contact with the sailor have been notified and are in self-isolation in their homes, according to the Navy news release. None of those people are currently onboard the ship.
Military health officials are working to determine whether any additional personnel were at risk of exposure, the release adds.
“Depending on the results of that investigation, additional mitigations may be taken,” it states.
Navy ships are routinely cleaned to prevent the spread of communicable diseases.
“USS Boxer is taking appropriate preventative measures and conducting a thorough cleaning in accordance with specific guidance from the CDC and Navy-Marine Corps Public Health Center,” the release says.
The service closely coordinating with state, federal and public health authorities to ensure the wellbeing of Navy personnel and the local population, officials said.
Snipers are masters of disguise who are able to hide in plain sight, providing overwatch, scouting enemy positions, and, when necessary, taking out threats.
“No one knows you’re there. I’m here. I’m watching you, I see everything that you are doing, and someone is about to come mess up your day,” First Sgt. Kevin Sipes, a Texas native and experienced US Army sniper, said during a recent interview.
“We are capable of hurting you in many ways … We’re not going to tell you how we’re coming. But, we’re coming for you.”
Business Insider asked a handful of trained Army snipers, elite sharpshooters who have served across multiple combat deployments in multiple countries, how they disappear in any and all environments. Here’s what they had to say.

Concealment is about putting anything you can between yourself and the watchful eyes of the enemy.
“A sniper is not limited to any one method,” Sipes, a veteran sniper with more than a decade of service, explained. “We are extremely free. You are limited only by however you limit yourself.”
Snipers use a mixture of natural and artificial materials to achieve concealment and camouflage to avoid enemy detection, as the sniper must remain unseen by the enemy to collect intelligence or take a shot if needed. The aim is to effectively blend into the negative space, areas the eye naturally overlooks.
Concealing oneself from an adversary’s gaze is about putting “anything you can between you and whatever might be observing you,” Staff Sgt. David Smith, a sniper instructor at Fort Benning, told BI, explaining that this could be natural vegetation, face paints, false screens, a sniper’s ghillie suits, or the hides they construct.
A ghillie suit is designed with loose strips designed to resemble natural backgrounds like twigs or long grasses, and can make snipers nearly undetectable by visual. Ghillie suits typically do not shield the wearer from detection via thermal imaging, a technology that advanced militaries are likely to use; however, the Army is developing an improved ghillie suit which is expected to offer enhanced protection.
With the tools they bring with them and materials found in the field, snipers can break up and distort their outline, making them significantly harder to spot.

In many ways, it’s about knowing your environment.
“The best tool snipers can use to disguise and conceal themselves from the enemy is a solid understanding of their surroundings,” Capt. Greg Elgort, the company commander, told BI.
Snipers need to know the lay of the land, they need to plan their route, and they need to take advantage of whatever nature gives.
“I want to look at the terrain. What can I put between myself and the target,” Sipes, who runs the marksmanship training company alongside Elgort, said.” It’s not just about the face paint or what I attach to my body, it’s the natural environment around me that I can utilize to keep them from seeing me.”
For example, the winners of the International Sniper Competition, two non-commissioned officers from the Army’s 3rd Ranger Battalion, 75th Ranger Regiment, hid themselves from view with nothing more than a ghillie suit hood and various materials they found in the field.
In particular, they focused on hiding their face.
“Just by being able to disfigure and break up the outline of their face — you know, a human face stands out very vividly in a woodland area — by concealing the outline of their face, they were able to win,” Elgort explained. “It really comes down to an understanding of that and knowing what you’re presenting and adjusting accordingly.”

There are a lot of small things that if overlooked could be fatal.
Snipers have to manage their tracks, scent, shadow, glare and countless other things to remain hidden from enemies. “There are a million things that go into being a sniper, and you have to be good at all of them,” Sipes explained.
Here’s just a few of the many things snipers have to think about.
“If you are facing east in the morning, the sun is going to be coming at you, so you need to do something with your scope to prevent glare,” Elgort told BI. To combat this problem, snipers build cat eyes.
“We use natural vegetation, we use wraps, netting, whatever to block the optics from any observation but allow us to see through it,” Sipes said, noting that other considerations include whether or not he is silhouetting himself against something else. A shadow could give away his position, exposing him to the enemy.
As for scents, he said that snipers avoid scented soaps, smoking, any type of cologne, deodorant, etc.
In colder climates, a sniper can eat snow to hide their breath, but it only works for a short time. “You would have to continuously eat snow, and then you have to pee,” Smith said, bringing up another potential consideration.
Snipers also have to think about bodily excretions. Sometimes when nature calls, a sniper will use bags with sponges to soak up their business. They can also bury it in the earth. Other times, they just have to hold it.

Some environments are easier than others.
Staff Sgt. Joshua Jones, another sniper instructor, identified two decidedly difficult environments for concealment — fresh snow and the urban environments.
“You can disappear into the snow. It takes a little more thought. It’s a little harder to play with the blending in,” he told BI. “And, in the urban environment, there’s just so many eyes on you from the onset that it makes it pretty tough for you to get into your setup without someone knowing that you’re already there.”
Places like cities and suburbs are also the hardest areas to shoot in.
“I can say that the most difficult place to shoot is in an urban environment,” Sipes said, calling attention to the some of the angles and structures obstructing visibility, among other problems.
“The targets are generally moving. They have civilians around them. They’re using the patterns of life on the ground to conceal themselves. And they’re never in one location,” he added.
As for the easiest environments to blend into, that is definitely your standard woodland or jungle, Jones explained.
Hidden beneath twigs and weeds, a sniper’s stomach is flat on the ground, dirt and grime on his face. All that can be seen in the bundles of cheatgrass is a pair of steady, intense eyes.

One of the greatest dangers is that new technologies are making it harder for snipers to hide.
The US is once again in a time of rivalry with other military powers, and that means they must learn to counter more advanced threats from adversaries like China and Russia.
“Defeating a thermal signature is probably the hardest thing that a sniper has to do, especially with emerging technology by our near-peer enemies,” Smith told BI. Snipers can hide in the visible spectrum, but combating high-end sensors is a challenge.
US rivals are starting to “creep into the thermal arena, and that in itself is dangerous to a sniper because then you can’t hide from that,” Smith said. Thermal imagers can easily detect a human body’s heat against the ambient temperature of the environment around it.
Smith called this a “large challenge” that the Army is “working to defeat that as well.”
Sometimes that means getting back to the basics. Snipers often use laser range finders to get a more accurate read on a target, but that’s not always an option.
“When going against a near-peer threat or an adversary that has the capability to identify that, we have to rely solely on the reticle that’s in our scope,” Staff Sgt. Christopher Rance, a sniper instructor team sergeant from Colorado, explained.
There are also new camouflage systems, such as the Fibrotex’s Ultra-Light Camouflage Netting System capable of providing more persistent infrared, thermal, and counter-radar performance, that are in development to help the Army’s snipers, as well as other soldiers, hide from the more advanced threats.
Warfare is always evolving, which means that US snipers have to be ready for anything.

A last minute budget to fund the federal government through the rest of 2017 includes money to help as many as 2,500 Afghans who helped U.S. forces during the war there emigrate to America.
The so-called “Special Immigrant Visa” program allows Afghans who have supported the U.S. mission in Afghanistan and face threats as a result of their service to apply for refuge in the United States, supporters say.
Advocates who’ve pushed for more visas say Afghans who helped U.S. forces are under near constant threat by Taliban and ISIS sympathizers in that war torn country and the SIV program is critical to saving lives.
“The increased number of visas is a great relief for our Afghan allies who risked their lives alongside us,” says retired Marine Lt. Col. Scott Cooper, who’s the director of Veterans for American Ideals.
“Many of our service members are alive and were able to come home because of these brave wartime partners,” he told WATM.
The SIV program has been under constant threat, as some lawmakers — including now Attorney Gen. Jeff Sessions who was previously the head of the Senate Judiciary Committee — argued the waivers could have allowed potential terrorists into the U.S.
But advocates said the SIV applicants are some of the most thoroughly vetted immigrants allowed into the country and have already proven themselves loyal in battle.
Since the SIV program began in 2013, more than 43,000 allies from Iraq and Afghanistan — along with their families — have been resettled in the U.S.
The State Department reportedly shut down the program for lack of funding earlier this year at a time the Afghan allies faced increasing threats from a resurgent Taliban and the so-called ISIS-affiliated Khorisan Group.
Advocates claim there are still about 30,000 Afghan and Iraqi citizens whose lives are at risk for helping U.S. forces. The new money means the program can be started back up immediately, Cooper said.
Some lawmakers applauded the new money for the SIV program, calling it a “lifesaving development.”
“Allowing this program to lapse would send the message to our allies in Afghanistan that the United States has abandoned them,” said New Hampshire Democratic Sen. Jeanne Shaheen.
“Going forward, it’s critical that Congress overcome obstruction to this program and regularly replenish the number of visas available to avoid future brinkmanship. The lives of Afghan interpreters and support staff literally hang in the balance.”
The Army is manufacturing a new, lightweight version of its iconic .50-cal machine gun designed to better enable Soldiers to destroy enemies, protect convoys, mount weapons on vehicles, attack targets on the move and transport between missions.
The new weapon, engineered to be 20-to-30 percent lighter than the existing M2, will be made of durable, but lighter weight titanium, Army officials said.
The emerging lightweight .50-cal, described as still in its infancy stage, still needs to be built, riveted and tested.
The parts for the titanium prototypes will be built at Picatinny Arsenal, N.J. and then go to Anniston Army Depot, Ala., for riveting and further construction.
“We always want to lighten the soldier load. A major requirement is to engineer a 60-pound weapon compared to an 86-pound weapon,” Laura Battista, Product Management Engineer, told Scout Warrior in an interview Battista, told Scout Warrior in an interview.
“We will procure 30 and then go into full blown testing – air drop, full reliability, durability, maintainability and government standard testing. We’ll see how it did compared to the M2 and we will try to go to turn it into a program of record,” Battista added.
An Intimidating and Combat-Tested Weapon
The M2 crew-served machine gun, referred to as the “Ma Duece,” was first introduced in the 1930s’; it has both a lethal and psychological effect upon enemies.
“When enemies hear the sound of the gun, they tend to run in the other direction,” Battista explained.
The machine gun is currently used on Humvees, tactical trucks, M1 Abrams tanks, Strykers, some Navy ships and several aircraft such as CH-47 Chinook cargo helicopters and UH-60 Black Hawks. The gun can also be mounted on a tripod on the ground by infantry in a firefight or combat circumstance; the M2 has a solid range and can fire at point targets up to 1,500 meters and destroy enemy targets at distances up to 1,800 meters.
The .50-cal is effective in a wide variety of circumstances, such as convoy protection, air attacks and attacks upon small groups of enemies on foot or moving in small vehicles. Several variants of the machine gun can fire more than 500-rounds per minute.
“It can be used for anti-personnel (enemy fighters) and also against lightly armored vehicles and light unarmored vehicles. Any time you get into an up-armored (more armor) situation or reactive armor — it is not going to be very effective. It works against anything that does not have thick armor,” Lt. Col. Paul Alessio, Product Manager Crew Served Weapons Alessio, told Scout Warrior in an interview.
The Army owns what’s called the Technical Data Package, or TDP, for the new lightweight .50-cal; vendors will have to “build to print” and execute the government’s existing specs, Battista explained.
The Army currently operates 24,000 standard M2 machine guns and roughly 25,000 upgraded M2A1 .50-cal weapons designed with a number of improved features. The improved M2A1 is, among other things, engineered with what is called “fixed head space and timing” designed to better prevent the machine gun from jamming, misfiring or causing Soldier injury, officials explained. The M2A1 is also built to be more reliable that the standard M2; the M2 can last up to roughly 25,000 rounds, whereas the M2A1 can fire as many as 80,000 rounds, Alessio explained.
The Army plans to have initial prototypes of the new lightweight .50-cal built by this coming summer as a preparatory step to release a formal Request For Proposal, or RFP, to industry in the first quarter of 2017, Alessio said. An acquisition contract is expected several months after the RFP is released.
“We are looking to test this summer,” he said.
The lighter weight weapon will bring additional an additional range of mission sets for Soldiers who will be better able to transport, mount and fire the weapon against enemies.
“If you are a top gunner and you are having to move this weapon around – it is on a pedestal tripod. If it is lighter, you are going to be able to traverse the weapon a little bit easier than a 20-pound heavier weapon. That is one of the added benefits as far as getting it on and off the vehicle. If a soldier can do that by himself that is an added benefit,” Alessio said.
The M2 uses several different kinds of ammunition, including some rounds engineered to be “harder penetrating.” The weapon also uses an ammo can with 200 rounds; a top cover can be lifted off and the links between rounds are space to provide accurate timing as they are dropped into the weapon, he said.
Future .50-cal Innovations
The Army’s .50-cal program is also looking at a longer-term project to engineer a lighter weight caseless ammunition which will reduce the amount of brass needed, he added.
Further into the future, the service will also create requirements for a new externally-mounted weapon to replace both the M2 .50-cal machine gun and the Mk19 grenade launcher.
“This will be one weapon with a totally different new type of ammo that is not yet even in the developmental phase,” Alessio explained.
Aside from improving the weapon itself, the Army will also embark upon a simultaneous excursion to develop a lighter profile barrel.
“We will have many barrels that will lessen the logistic burden of having a spare barrel all the time. We are also hoping to save a lot of weight. We are hoping to save 16-pounds off of a 26-pound barrel,” Alessio said.
In addition, the Army plans to engineer a laser rangefinder, new optics and fire control technology for the .50-cal. Alessio said a new, bigger machine-gun mounted optic will likely be put on the gun within the next five years.
A laser rangefinder uses an algorithm created to identify the exact distance of a target — by combining the speed of light, which is known, with the length of time it takes the laser to reach the target.
The new addition to the weapon is called a Mounted Gun Optic, or MMO.
“It is basically an optic or direct view optic which will have some type of laser crosshair. This will improve lethality and an ability to put first round on target,” he added.
Finally, within five to ten years, the Army plans to have some kind of fire control technology added to the .50-cal; this will improve the accuracy of the weapon an increase its effective range by incorporating ballistic calculations such as the round’s trajectory through the air to target, Alessio explained.
