WASHINGTON, Sept. 11, 2017 — The Total Army, which includes active duty, Reserve, and Army National Guard personnel, remains involved in or prepared to support state, territory and other federal agencies as part of Hurricane Irma relief operations, Army spokesman Col. Patrick Seiber said yesterday.
“Governors are best postured to determine the needs of their residents and establish response priorities,” he said. The state governors are using Army National Guardsmen to help meet those needs.
“The Army has pre-positioned or is in the process of positioning equipment and personnel in the affected areas to ensure adequate resources are readily available if needed,” Sieber added.
As of 5 p.m. Eastern Daylight Time yesterday, the Total Army response includes the following:
— The Army response for Hurricane Irma involves more than 9,900 soldiers and U.S. Army Corps of Engineers civilians in the U.S. Virgin Islands, Puerto Rico and the U.S.
— The Army has six aircraft, about 500 trucks and more than 80 generators committed to relief efforts with more than 150 aircraft, almost 600 generators, 150 boats and nearly 3,000 trucks on standby to support response efforts if called upon.
— Army National Guardsmen from Florida, South Carolina, Puerto Rico and the Virgin Islands are on State Active Duty status and are either responding or prepared to respond to each governor’s priorities. Additionally, Army National Guard units in Alabama, Florida, Georgia and the Carolinas are conducting routine inactive-duty training that they will utilize to prepare for a Hurricane Irma response if required.
— The Army Corps of Engineers is already working in the Virgin Islands and Puerto Rico to assist with power restoration efforts and have teams on standby to assist in Florida if needed. The Corps is also monitoring conditions at the Herbert Hoover Dike around the waters of Lake Okeechobee, Florida, and will continue to provide expert status updates.
— The Army also has active-duty officers assigned with Federal Emergency Management Agency Regions II, IV, and V Headquarters to provide expert military advice on storm response efforts.
Typically, troops get their orders to deploy many months in advance. In times of stability, you’re looking at twelve months gone and then twelve months at home. Everyone in the unit has ample time to get their ducks in a row before heading off to war.
But when sh*t hits the fan, the United States Armed Forces can gear up entire brigade-sized elements of troops and put boots on the ground in just under eighteen hours.
Now, getting troops ready to go isn’t the hard part — troops usually keep a rucksack packed and a rifle on standby in the arms room. It’s the logistical nightmare that comes with transporting all of the required gear that makes this feat truly impressive.
At any moment, the Currahee are ready to drop in like it was D-Day all over again.

In the Army, brigades that are officially ready to deploy are called Division Ready Brigades. In the Marine Corps, they’re called Marine Expeditionary Units. To be certified as one of these units, there are several requirements, including pre-deployment training, gear staging, and mountains of paperwork.
The 506th Regimental Combat Team, 101st Airborne Division out of Fort Campbell, KY, earned “reactionary force” status in 2007 and, impressively, has maintained it ever since.
“The purpose of the division ready brigade is to quickly move Soldiers and equipment to support emergency situations requiring DoD support,” said Col. Thomas Vail, the then-506th RCT commander told the Fort Campbell Courier. “We are well prepared for this task in terms of leadership, Soldier discipline, and staff expertise. The 506th RCT has conducted rehearsals and back briefs just like any combat mission tasked to the brigade.”
They earned this by staging a mock deployment to get everyone, including their gear and vehicles, ready to go to Fort Irwin’s National Training Center. All vehicles needed to be staged, all artillery guns needed to be prepped, and all connexes had to be packed with everything they’d need within 72 hours of landing.
These Marines are always on call… Ready to be tagged in.

To remain ready, some units have pre-staged gear that they never touch. As you can imagine, having and stashing gear only to be used for rapid deployment requires cash — which, unfortunately, isn’t in excess for many units.
The Marines, however, have always been known for doing more with less. In this case, they do this by keeping their Marines on a fifteen month cycle: they spend nine months training stateside and six months aboard a Navy vessel offshore.
They strategically place their Marines on the Naval vessels nearest to where they expect to be fighting and stay ready to hop onto landing crafts at any moment. The Marines of the 31st Marine Expeditionary Unit take this one step further by remaining permanently forward-deployed out of Okinawa.
Maj. Jacob R. Godby, the 31st MEU assistant operations officer, said,
“The size of our AO requires us to train for a wide variety of missions which requires an extensive range of equipment and the best trained Marines anywhere. In Okinawa, we have the resources and training grounds that allow us to train for almost any mission we could be tasked with. MEUEX allows us to begin putting the pieces together as we move closer to embarking for our next patrol.”
It’s a logistical headache, but it’s a challenge that only the most intense units have been able to successfully pull off. If there’s crisis in need of the U.S. Armed Forces, these guys can be there within the day, letting other troops bring in the rest of the gear after them to establish a more permanent presence.
With Russia’s announcement of a new permanent naval base in Tartus, Syria – long a port used by Russian (and prior to 1991, Soviet) forces, Moscow’s expansion into that war torn country continues even as the Assad regime is wracked by civil war.
But Russia has had a long history in the Med.
Tartus Naval Base has been used by the Russians since 1971. In those 45 years, it served as a forward operating location for the Fifth Eskadra (5th Operational Squadron). This unit was intended to counter the presence of the U.S. Sixth Fleet in the Med. The base had not been able to permanently support major vessels like the Kuznetov-class carrier; the Kirov-class battlecruisers; the Slava-class cruisers; or even modern destroyers and frigates in Russian service. The new construction at the base is intended to make it a permanent base for carriers and larger vessels as opposed to just a place to park.
The Fifth Eskadra was formed in 1967 after the Egypt-Israel Six Day War. The Soviets had been unable to find a way to inflict damage on the Sixth Fleet in the event of a war with the United States. This was not a solid strategic position from its perspective, and Russian naval legend Sergei Gorshkov pestered his superiors until the unit was formed.
The unit usually consisted of as many as 80 vessels, including two guided-missile cruisers and a number of smaller escorts like the Mod Kashin-class destroyer or Krivak-class frigate, ten diesel-electric submarines, and a host of auxiliary vessels. The Sixth Fleet usually had half that total, but much of its strength would be concentrated in a carrier battle group which could make life exciting (not to mention short) for the Soviet vessels.
After the collapse of the Soviet Union, the Russians disbanded the Fifth Eskadra at the end of 1992 — a little over 25 years after the squadron was formed. Two decades later, in 2013, the Russians re-formed the squadron as the Syrian civil war heated up.
Now with about 10 vessels, it is a shadow of the force that faced off with the Sixth Fleet. Still, it is a sign that Russia is reasserting itself in the region.
The US Air Force announced that the last squadrons of the legendary B-52 Stratofortress have concluded their operations against ISIS in the Middle East and the Taliban in Afghanistan, and have returned home to Minot Air Force Base, North Dakota.
“Following two years of B-52 squadrons employing nearly 12,000 weapons on Islamic State and Taliban targets across U.S. Central Command’s area of responsibility, the venerable BUFF flew its last mission April 7  before turning over the bomber duty reins to the newly arrived B-1B Lancer,” an Air Force spokesman said in a statement.
The bomber, nicknamed the BUFF for “Big Ugly Fat Fellow,” has been in service with the Air Force for 63 years, the last two of which it served as US Central Command’s go-to bomber.
Almost 12,000 weapons were dropped over the course of 1,850 missions on ISIS and Taliban targets. On average, B-52 aircrews recorded 400-450 hours in a single six to seven-month deployment, which is nearly three times the traditional 300 hours usually flown by B-52 crews.
A number of new records were also made. The 23rd Bomb Squadron celebrated its 100th birthday in June 2017, with 400 consecutive missions without any maintenance delays, breaking the previous record that was set during the Vietnam War’s Operation Linebacker II in 1972.

In September of that same year, the B-52 surpassed the B-1 Lancer’s record of 761 consecutive missions without a maintenance cancellation by 73 missions, increasing the record to 834.
A B-52 dropped 24 precision guided munitions during a 96-hour air campaign against Taliban training and narcotics facilities in Feburary 2018, breaking the previous record (which was also set by a B-52) for the most smart bombs dropped on the Taliban.
American commanders have huge respect and admiration for the B-52 and its aircrews. “The BUFF did a fantastic job crushing ISIS on the battlefields in Iraq and Syria,” Lt. Gen. Jeff Harrigian, the commander of US Air Forces Central Command, said.
“Some would say it’s a cold war relic,” Lt. Col. Paul Goossen, the commander of the 69th Expeditionary Bomb Squadron, said. “But it’s such a versatile airframe that it keeps being reinvented and it keeps showing its usefulness and its relevance in every war that America finds itself in.”
US Central Command’s future bombing operations in its area of responsibility will be conducted by B-1 bombers.
When Poto Liefi awoke on September 11, 2001 he wasn’t thinking about being a soldier or going to war. He was a 38-year-old commercial artist working in Los Angeles, and he had just helped launch a new Sketchers shoe campaign for Target.
Poto was good at what he did and enjoyed the work.
After Poto pivoted from fine arts to commercial arts – a few years out of art school – he went from working on clothing and backpack lines to designing shoes.
“I learned how to create a product line,” he said. “And I also learned where my work fit relative to the entire product line.”
He followed his work for Sketchers with a line of hiking boots that, in turn, turned into Taos footwear, a women’s shoe company.
Then the World Trade Center towers fell, and the Pentagon was hit.
He decided to join the Army. Most of his colleagues in the designer world thought he was crazy. Even his recruiter – after visiting his expansive glass office – asked why he was leaving a comfortable world behind.
“I wasn’t satisfied with work anymore,” Poto said. “I had the news going all the time, and I felt a sense of responsibility to do something.”
The maximum age for recruits had just been upped from 34 to 42 when Poto showed up to Fort Jackson for basic training as a 38 year-old recruit. “I lucked out big time,” he said.
After boot camp he was given a 25M Multimedia Illustrator designation. “At first I thought it was stupid to get paid peanuts for the same job I was doing on the outside,” he said. “But after I did the research I saw there was a lot more to it.”
Poto was assigned to 304th Psychological Operations Company, and in 2008 he deployed to Fallujah, Iraq. He immediately put his skills to work on posters, billboards, and web content.
“I was surprised at what we were able to do with the proper messaging,” he said. “We actually had campaigns, branding the Iraqi Security Forces. We were getting a good, consistent message on the streets, and getting locals to rally around an ideology.”
He returned to the U.S. at the end of 2008. Less than a year and a half later he was deployed again, this time to Afghanistan with the 344th Psychological Operations Company.
“Just as I’d sold Iraq to the Iraqis I had to sell Afghanistan to Afghans.”
Part of the time Poto worked with the Australian Army based in Uruzgan, and there he realized they needed to deviate from the standard Army playbook to be effective.
“We had to take our military goggles off,” he said. “We weren’t the only media outlet the locals were exposed to.”
But in spite of the challenges Poto believes they accomplished their mission. He sums up his experience at war with a simple thought: “Pride shows.”
He returned home in March of 2011, a 43-year-old corporal ready to transition back to the civilian workforce. But it was anything but a smooth process. Reintegration was tough in spite of his pre-military work experience, a circumstance he blames on his age and the stigma of post traumatic stress. It took him three years to find a full-time job.
He finally landed a job as a supply chain manager at the Naval Surface Warfare Center in Corona, California.
Poto’s transition advice to veterans following him back to the civilian side is straightforward: “Never feel entitled,” he said. “Be thankful, be respectful, and be real still.”
At the same time he held fast to his creative side. One day he took the image of a soldier who’d fallen in Iraq – PFC Corrina Lau – and superimposed it into a classic war poster. The result was powerful and immediate.
“I got very emotional reactions from the first people I showed the artwork to,” Poto said. “They said things like, ‘This is alive.'”
Poto did similar artwork for the families of other fallen warriors, and the response compelled him to brand the effort “Freedom’s On Me.”
“Freedom’s On Me is a way to keep the legacies of these service members alive,” Poto explains. “These are people that were in the military, not a bunch of robots.”
With pride streaming from their pores and a sense of realism in their voice, most vets don’t hesitate to speak their mind — and we love them for it.
The next time to get the chance to hear their tales of triumph, count how many times they say a few these phrases:
1. “We had it harder.”
For some, levels of accomplishments of service is a d*ck measuring contest. Don’t be offended, but let’s face it, you probably should be.
2. “Keep your head and your ass wired together.”
If you have a mom or dad who is a vet, you’ve probably heard this at one time or another when you’ve made an immature mistake. The human ass is considered the body’s anchor point; keep your head wired to it and you’ll have fewer chances of losing it.
3. “Back in my day…”
A lot has changed over the years; we have fast internet, text messaging, and first world problems now. Many older vets are don’t rely on the pleasures of technology to help them with their daily lives. They tend to stick with they know best for them.
You may hear this line when a former service member fumbles with his credit card while paying for an item at the checkout counter or just sitting with one as they recall a moment from the good ole’ days.
4. “It’s a free country. You’re welcome.”
Face it, they can be grumpy old men too.
5. “I miss killing Nazis.”
Mostly spoken by WWI and WWII vets — let’s hope anyway.
6. “Baby-wipes? We only had sand paper.”
Being deployed these days, you can still have many of the comforts of home, including a music player, a laptop, and video games. We even receive care packages from home containing candy, snacks, and baby wipes.
Baby wipes are man’s second best friend when fighting in any clime and place. The soft sanitizing sheets can clean just about anything — or at least feel and look clean.
Back in the day, grunts packed a few extra smokes and a photo of their hometown girlfriend, Barbara Jean, and then had to wipe their butts with what came folded and cramped in their MREs, which was a piece of coarse, square paper.
Standard issue toilet paper. One size wipes almost all.
Although wet naps debuted in the late 1950s, it wasn’t until 2005 when wet/baby wipes came on the market as the more bum friendly product we know today.
7. “If it ain’t raining, we ain’t training.”
Probably the most common phrase in a vet era. This phrase is usually spoken in a sarcastic tone to inform others how much of a p**** they are if they want to quit an outdoors activity when the rain starts coming down.
Seven months after President Donald Trump’s inauguration, he has installed a new civilian leader for the Navy and Marine Corps.
Banker and Marine veteran Richard V. Spencer was sworn in as the 76th secretary of the Navy August 3 in a quiet, early-morning ceremony at the Pentagon, officials said, less than 48 hours after he was confirmed by the Senate in a late-night session August 1.
Spencer most recently served for a decade as the managing director of Fall Creek Management, a management consulting company in Wilson, Wyoming. Prior to that, according to a biography provided by officials, he worked on Wall Street for 16 years in roles centered on investment banking.
He has held numerous board of directors posts at private organizations, including the Marine Corps Heritage Foundation, where he serves as vice chairman. He has also served the Pentagon as a member of the Defense Business Board and as a member of the Chief of Naval Operations Executive Panel.
After graduating from Rollins College in 1976 with an economics degree, Spencer spent five years in the Marine Corps, working as a CH-46 Sea Knight pilot.
According to service records obtained by Military.com, he was stationed at Marine Corps Air Station Santa Ana, California. While his awards include a Sea Service Deployment Ribbon with one star, his records are incomplete and do not indicate where he deployed.
Spencer left the Marines in 1981 to work on Wall Street, but remained in the Reserves, where he was eventually promoted to captain.
He received few challenges at his confirmation hearing before the Senate Armed Services Committee in July, where he was introduced and warmly endorsed by former Navy secretary and US senator John Warner.
Spencer was the second nominee for the post put forward by the Trump administration. The first choice, financier and Army veteran Philip Bilden, withdrew from consideration early this year, citing difficulties divesting his financial interests in order to take the position.
After previous Navy secretary Ray Mabus left the position in January when Trump took office, Sean Stackley, the Navy’s assistant secretary for research, development and acquisition, had served in the role.
A spokesman for the office, Capt. Pat McNally, said Stackley resumed his previous title after Spencer was sworn in but has not announced any future plans.
Last year, the Australian Army hosted one of its largest military exercises with participants from the U.S. Marine Corps and the French military working side-by-side with Australian forces. The three militaries practiced how to work with each other as well as how to best incorporate the strengths of each force.
And that gives us a perfect chance to watch the highly mobile, flexible and lethal Marine artilleryman at work.
For warfighting exercise Koolendong, the 3rd Battalion, 11 Marines brought out their “Triple Sevens.” These are M777 howitzers which fire 155mm shells. An M777 is capable of sending a 103-pound shell to a target almost 14 miles away and of hitting that target within 54 yards thanks to a GPS-guided fuze.
An extended-range version of the round can go almost 23 miles at maximum range.
But of course, the rounds and the howitzers are only as good as the artillerymen manning them, and the Marines in the video above prove themselves quite capable of using their weapon to maximum effect.
While other troops sometimes make fun of artillerymen with accusations that they’re too weak to walk all the way to the target or too dumb for other work, the fact is that artillery requires a crap-ton of math, even more upper body strength, and an insane level of attention to detail.
And that need for strength and attention to detail only gets greater the larger the gun is. And if artillery is king of the battle, the M777 is a roided-out king who could wrestle a lion.
There’s a Marine who ferries ammunition from the truck or ammo supply point to the weapon, which requires a quick movement of dozens of yards while carrying over 100 pounds every time he does it.
There are two Marines who work together to ram the round from its staged position into the breech, something that is accomplished with a massive, heavy tool that they sprint against.
There’s the gunner who’s trying to make sure his weapon is perfectly aimed after each shot, even though it settles into the dirt differently after every firing. The tiniest mistake in his measurements could send the round hundreds of yards off target.
And while the crew is firing at its sustained rate, of two rounds per minute, it can be tough. But their max firing rate is five rounds per minute, meaning that they have to repeat their physically and mentally challenging jobs every twelve seconds without fail. Senior U.S. Air Force leaders are embracing and promoting the concept that if their Airmen are not failing, then they are, more than likely, not moving forward.
They believe pushing the envelope is necessary to keep the U.S. Air Force dominant and the occasional failure should be viewed by supervisors not as a negative, but as part of a greater positive.
In this series, we hear senior Air Force leaders give examples of how taking calculated risks and failing throughout their careers taught them valuable lessons, propelled them to future success and made them better leaders.
Dr. Richard J. Joseph, Air Force chief scientist, believes failure is a necessary component and result of the scientific method. The failures of ideas and theories, when tested through experimentation and prototyping, inform, and are often the root of, future successes.
However, he also believes that project failures are often rooted in past successes of large technological bureaucracies. Large organizations with far-reaching strategic plans often stifle the creativity, experimentation and risk acceptance necessary to achieve game-changing technological advances.

DR. WILL ROPER, ASSISTANT SECRETARY OF THE AIR FORCE FOR ACQUISITION, TECHNOLOGY AND LOGISTICS
As the Air Force’s Service Acquisition Executive, Dr. Will Roper oversees Air Force research, development and acquisition activities with a combined annual budget in excess of billion for more than 465 acquisition programs.
He promotes the concept of “Fail Fast, Fail Forward” as a foundational culture shift necessary to keep the U.S. Air Force dominant.
This philosophy is manifested in his promotion of rapid prototyping and funding innovative ideas through Air Force Pitch Day and AFWERX’s Spark Tank.
Roper believes that by spending money to develop fledgling technologies and ideas quickly, and then prototyping them rapidly, flaws are found much earlier in the development process.

This method avoids committing to the huge cost of the much longer traditional system and weapons development and acquisition where flaws are only found years and hundreds of millions of dollars later. Then the Air Force is stuck with that flawed system for decades.
However, in order for “Fail Fast, Fail Forward” to work, Roper believes the Air Force must adjust its attitude towards risk.
He points out that his own success actually points to a persistent flaw in the Air Force’s tolerance for risk – people are only rewarded for taking a risk that pays off. Roper insists that to foster an innovative culture, people must be rewarded for taking a good risk in the first place.
“Why are the people who succeed the only people we cite when we talk about risk taking as a virtue?” Roper said. “I’m trying to be very mindful with Air Force program managers and people taking risk that they get their evaluation and validation for me at the point that they take the risk.”
Creating a sense of community may look different for each of us. While some Americans enjoy the close proximity of city life, those who live in rural areas welcome the less crowded towns and wide open spaces as signs of home.
Although many rural residents enjoy these perks, the very nature of life in rural communities may unintentionally isolate them from others. Rural Veterans often report lower quality of life related to mental health than their urban counterparts, a challenge exacerbated by a lack of qualified specialists or nearby medical facilities.
Mental Health Month is observed each May to raise awareness and educate the public about mental illnesses, mental health and wellness, and suicide prevention. Many risk factors disproportionately affect Veterans, especially those in rural communities with shortages of mental health providers.
As the lead advocate for rural Veterans, VA’s Office of Rural Health implements multiple support programs to help improve the health and well-being of rural Veterans. In 2019, ORH focused on eight critical mental health and suicide prevention programs, including:
Rural Suicide Prevention connects Veterans to comprehensive suicide prevention services and resources through enhanced education, public awareness campaigns, community training, crisis support, firearm safety, and care management for high risk individuals.
Vets Prevail Web Based Behavioral Support provides Veterans suffering from depression and/or post-traumatic stress disorder with tools to overcome these challenges. The program focuses on Veterans returning from recent conflicts, like Operation Enduring Freedom, Operation Iraqi Freedom and Operation New Dawn.
Military Sexual Trauma Web-Based Therapy uses telehealth to deliver specialized mental health care directly to the homes of Veterans who have experienced military sexual trauma.
Clinical Resource Hubs – Telemental Health connects specialists with rural Veterans to ensure access to mental health care services in rural areas.

A recent report by FoxNews.com and the Washington Post noted that the Pentagon bureaucracy covered up over $125 billion in “administrative waste” over five years. So, what could the Pentagon have gotten for $125 billion? Let’s take a look at a combination of three things that the wasted money could have bought for the troops:
21 Zumwalt-class destroyers at $3.96 billion each (total: $83.16 billion)
The Navy, short on land-attack hulls, could use the extra firepower for amphibious groups. The thing is, buying 21 more Zumwalts would probably also knock down the unit cost some more, as buying in bulk usually does. If you don’t believe me, compare the price of soda at Costco to the cost at your local grocery store.
As a side effect, getting 24 Zumwalts would probably have saved the Long-Range Land-Attack Projectile from cancellation, largely because with a larger purchase order, the price per shell would have gone way down.
200 F-22 Raptors at $154.6 million each (total $30.92 billion)
With this, you get a much larger force of F-22 Raptors – the premiere air-dominance fighter in the world. The fly-away cost is actually comparable to the LRIP cost of the F-35. The real thing this does is it gives the United States Air Force more quantity for the missions it has. Originally, plans called for 749 airframes from the Advanced Tactical Fighter program (which lead to the F-22).
Congress has already studied putting the Raptor back into production, incidentally. The 200 purchased would push the total to a little more than half of the initial planned total.
360 Expeditionary Fighting Vehicles at $22 million each (total $7.92 billion)
The AAV-7A1 first entered service in 1972. It’s slow, not as-well-protected as other armored vehicles, and has only a M2 .50-caliber machine gun and a Mk 19 grenade launcher as armament. It also has great difficulty keeping up with the M1A1 Abrams tanks in the Marine Corps inventory.
The Expeditionary Fighting Vehicle not only brought better protection, it had a 30mm chain gun, and could keep up with the Abrams while carrying 18 fully-armed Marines. It got cancelled by then-Secretary of Defense Robert Gates. Maybe Secretary of Defense Mattis can bring it back?

This system has been in budget limbo since some initial combat deployments with the 10st Airborne Division (Air Assault) showed great promise. In fact, this system was quickly called “The Punisher” by the troops. The Army Times reported in 2011 that firefights that would usually take 15 to 20 minutes ended in much less time.
Why buy 85,000 systems? Well, the Army will need a lot to equip its active and National Guard forces. But why should the Marines, Navy SEALs, and other ground-pounding units be left out?
So, think about what that $125 billion could have bought … then be furious that the money got wasted and that the waster was covered up. Oh, and food for thought: That means there is $25 billion a year in “administrative waste” every year.
So, what would you use that extra $25 billion a year for after taking care of this shopping list?
Joel Rivera rumbled down dirt roads in his mother’s Kia Forte weeks after Hurricane Maria devastated Puerto Rico — on a mission for the U.S. military that he never imagined when he joined the Navy 14 years ago as a submariner.
Dressed in civilian clothing, Rivera and his cousin drove through mountains searching for islanders needing food and water who were out of reach because large trucks couldn’t use debris-filled and washed-out roads. He’d drop off what little provisions he could carry in the four-door sedan and — whenever he could get a cell phone signal — report to military officials on the island about the hardest-hit areas.
“I’d really just pick a spot on a map that was secluded,” he said. “At this point the government was handing out food and water to the cities.”
“I wanted to take care of the places where they were overlooking.”
This was far from an ordinary assignment for Rivera, a machinist’s mate aboard the USS San Francisco as it transitions from a decommissioned attack submarine to a training vessel at Norfolk Naval Shipyard in Portsmouth.
While the Navy sent helicopters, ships and doctors from Hampton Roads to help, Rivera was simply on vacation. He managed to get to an Army Reserve Center base, secured orders to temporarily join a military police battalion there, then was given an incredible autonomy to help in a way few others could — all without ever wearing a uniform.
“It was a great experience doing that. At the same time you could see in their faces that this is not enough, and it’s always going to be like that I think,” Rivera said earlier this month at Submarine Forces Atlantic’s headquarters in Norfolk. “I could only give them a couple things here, a couple things there.”
Rivera’s unlikely role as a submariner delivering humanitarian aid ashore started out as rest and relaxation.
He was born in Puerto Rico and was visiting his parents for the first time in six years when Maria struck as a Category 4 storm in September, causing catastrophic damage to much of the American territory’s infrastructure and leaving residents like his parents without electricity or running water. He had chosen a two-week visit during what happened to be hurricane season because he has no family in Hampton Roads and volunteered to work over the holidays so others could spend time with loved ones.
He was set to fly back to Norfolk just four days after the hurricane made landfall, but it soon became clear that would be impossible. A few days after clearing debris in his parents’ neighborhood, helping neighbors repair roofs and generators, he hiked for five hours to get to his grandmother’s house and ride with his uncle to a nearby military base. He needed to tell his bosses in Virginia what happened, but even the base didn’t have telephone or internet service yet.
He didn’t try going to another base for several more days — gas for a vehicle was a precious commodity. But when the roads near his parents house became passable, he found an Army Reserve Center he heard might have communications.

There, he was able to use Facebook Messenger to let his superiors know he was safe. They told him to just keep helping out in his community and return to Virginia when he could.
On Day 28 in Puerto Rico, he got a cellphone signal and talked to his boss again. Rivera was told if he could find a base to take him in, he would be given temporary orders to join it so he didn’t have to use all his leave. The Army Reserve quickly said yes.
At first, Rivera mostly did clerical work at a base near his home. But after two days, he said he felt like he wasn’t doing enough to directly help.
So Rivera was given a unique assignment: Go to a commercial airport near his parents’ home in Ponce on the southern end of the island that was being used to fly in humanitarian supplies by JetBlue Airlines. There, JetBlue officials stuffed his mother’s car with boxes of bottled water, canned goods, breakfast bars, snacks, and other supplies.
“We went exploring and talked to the people, said, ‘Hey, I’m trying to find the people that really need this.’ They were really helpful. They weren’t greedy. They pointed us where to go,” Rivera said. “It’s mountainous areas, places I didn’t even know were there.
“Dirt roads. Places I shouldn’t have been taking my mom’s car through.”
When he could, Rivera said, he’d wait in line for hours to get ice so that residents could have a cold sip of water during extremely hot and humid days. Rivera bought a cooler for the ice and paid for gas, although he said the Army base provided some fuel.
For two weeks, Rivera primarily operated on his own, occasionally texting his whereabouts to a contact at the police battalion. When he was able to get a flight home nearly two months after he arrived, he returned to the reserve center base one more time so he could thank everyone for the opportunity to work with them.
Rivera realizes it’s unusual for a submariner to do what he did, but the lessons he’s learned in the Navy about staying calm under pressure helped.
“When disaster strikes you try not freak out about it and try to see the bigger picture. We’ll eventually get this road clear, we’ll eventually get a little bit more stable with the water,” he said.
“I think that was one of the biggest things, is just realizing is that everything’s eventually going to be a little bit better throughout any situation.”

Featuring Marine and Medal of Honor recipient Kyle Carpenter, the NFL spot is a video set to Johnny Cash’s spoken word song, “Ragged Old Flag.”
Tracing the flag’s (and America’s) journey through major wars and events, the video also shows images of protest and anger with several shots of the flag being burned before going back to images of the military, first responders and ordinary, everyday Americans.
The video spot struck a nerve immediately with some saying it was a dig at Colin Kaepernick.
Cash released the song as part of his 47th album in 1974, at a time during great turmoil in the USA, much like today. The U.S. was winding down its involvement in Vietnam and was dealing with the Watergate scandal with President Richard Nixon just resigning the office. The song was penned to be an optimistic song for Americans dealing with such tumultuous times.
Cash, an opponent of the war and believer in social justice, had actually met Richard Nixon a couple of years before and performed several songs for him, including an anti-Vietnam War song, “What is Truth” and “The Ballad of Ira Hayes,” a heartbreaking song about one of the Flag Raisers of Iwo Jima and his life as a Pima Indian.
Cash himself would open his concerts with the song and preface it with the following:
“I thank God for all the freedom we have in this country, I cherish them and treasure them – even the right to burn the flag. We also got the right to bear arms and if you burn my flag – I’ll shoot you.”
“Ragged Old Flag” was a hit upon its release with his fans who embraced the message that one can have criticisms of this country but should still respect those people and images that symbolize it. It is a message that resonates with many to this day.
