WASHINGTON, Sept. 11, 2017 — The Total Army, which includes active duty, Reserve, and Army National Guard personnel, remains involved in or prepared to support state, territory and other federal agencies as part of Hurricane Irma relief operations, Army spokesman Col. Patrick Seiber said yesterday.
“Governors are best postured to determine the needs of their residents and establish response priorities,” he said. The state governors are using Army National Guardsmen to help meet those needs.
“The Army has pre-positioned or is in the process of positioning equipment and personnel in the affected areas to ensure adequate resources are readily available if needed,” Sieber added.
As of 5 p.m. Eastern Daylight Time yesterday, the Total Army response includes the following:
— The Army response for Hurricane Irma involves more than 9,900 soldiers and U.S. Army Corps of Engineers civilians in the U.S. Virgin Islands, Puerto Rico and the U.S.
— The Army has six aircraft, about 500 trucks and more than 80 generators committed to relief efforts with more than 150 aircraft, almost 600 generators, 150 boats and nearly 3,000 trucks on standby to support response efforts if called upon.
— Army National Guardsmen from Florida, South Carolina, Puerto Rico and the Virgin Islands are on State Active Duty status and are either responding or prepared to respond to each governor’s priorities. Additionally, Army National Guard units in Alabama, Florida, Georgia and the Carolinas are conducting routine inactive-duty training that they will utilize to prepare for a Hurricane Irma response if required.
— The Army Corps of Engineers is already working in the Virgin Islands and Puerto Rico to assist with power restoration efforts and have teams on standby to assist in Florida if needed. The Corps is also monitoring conditions at the Herbert Hoover Dike around the waters of Lake Okeechobee, Florida, and will continue to provide expert status updates.
— The Army also has active-duty officers assigned with Federal Emergency Management Agency Regions II, IV, and V Headquarters to provide expert military advice on storm response efforts.
The US Army has failed to monitor over $1 billion worth of arms and other military equipment transfers to Kuwait and Iraq, Amnesty International said in a report citing a 2016 US government audit.
The now-declassified document by the US Department of Defense audit was obtained by the rights group following Freedom of Information requests.
The audit reveals that the DoD “did not have accurate, up-to-date records on the quantity and location” of a vast amount of equipment on hand in Kuwait and Iraq.
Some records were incomplete, while duplicated spreadsheets, handwritten receipts and the lack of a central database increased the risk for human error while entering data.
“This audit provides a worrying insight into the US army’s flawed — and potentially dangerous — system for controlling millions of dollars’ worth of arms transfers to a hugely volatile region,” stated Patrick Wilcken, Amnesty International’s Arms Control and Human Rights researcher in the report.
The rights group stated in its report that its own research had “consistently documented” lax controls and record-keeping within the Iraqi chain of command, which had resulted in arms winding up in the hands of armed groups such as the Islamic State of Iraq and Levant (ISIL, also known as ISIS).
“After all this time and all these warnings, the same problems keep occurring,” Wilcken said.
‘Irresponsible arms transfers’
The military transfers were part of the Iraq Train and Equip Fund, a program that appropriated $1.6 billion to provide assistance to military and other security services associated with the government of Iraq, including Kurdish and tribal security forces.
The transfers included small arms and heavy weapons, machine guns, mortar rounds, and assault rifles.
“This effort is focused on critical ground forces needed to degrade and ultimately defeat ISIL in Iraq, secure its national borders, and prevent ISIL from developing safe havens,” the DoD said in a report justifying ITEF.
“If support is not provided American interests in the region would be undermined.”
In response to the audit, the US Army has pledged to implement corrective actions.
“This occurred during the Obama administration as well, and groups such as Amnesty International repeatedly called on irresponsible arms transfers to be tackled, as the weapons were not only falling into the hands of groups like ISIL but also pro-Tehran Shia jihadists fighting for the Iraqi government,” Tallha Abdulrazaq, Security Researcher at the University of Exeter told Al Jazeera via email.
“While ISIL certainly needs to be fought, if this is achieved by hurling arms at groups that are just as extreme as the militant group, how does that resolve the situation?”
Amnesty International has urged the US to comply with laws and treaties to stop arms transfers or diversion of arms that could fuel atrocities.
Iran’s latest attempt to put a satellite in space in spite of US opposition ended in failure, an Iranian defense ministry official told state media, Reuters reported Sunday.
“It was launched with success and … we have reached most our aims … but the ‘Zafar’ satellite did not reach orbit as planned,” the official told state television Sunday.
The latest failure marks the fourth time in a row Iran has been unable to successfully put a satellite in space.
In January 2019, the Iranian rocket carrying the satellite into space failed to reach the “necessary speed” during the third stage of flight, a senior telecommunications official told state media, the Associated Press reported at the time.
The US has criticized Iran’s efforts, arguing that its satellite program is a cover for the development of long-range ballistic missile technology.
President Donald Trump has said that Iran’s space program could help it “pursue intercontinental ballistic missile capability.” Iran argues that the Simorgh rocket is nothing more than a satellite launch vehicle.
In February of last year, Iran made another attempt. Iran’s foreign minister revealed in an interview with NBC News that it failed as well. He added that his country was looking into the possibility of sabotage after a New York Times report suggested the US could be behind the failures.
Iran tried again in August, but the rocket apparently exploded on the launchpad.
In denying US culpability, Trump inexplicably tweeted out an image of the scorched Iranian launchpad from a classified briefing, a photo that appeared to have come from one of the US’ most secretive spy satellites.
After the second failed test, Dave Schmerler, a senior research associate at the Middlebury Institute of International Studies, told NPR that this is a “trial and error” situation, explaining that “eventually they’re going to get it right.”
Iran managed to put a satellite into orbit in 2009, 2011, and 2012, but lately their efforts have been unsuccessful.
“Top Gun” is due for an upgrade. And no, it’s not the upcoming sequel to the classic 1986 film due out in 2019.
The ranges at Naval Air Station Fallon (NASF) in rural western Nevada – the epicenter of naval aviation combat training – have not seen a significant modernization in more than 20 years. Since then, the exponential evolution of aircraft and long-range weapons technologies have made Fallon Range Training Complex (FRTC) too small for pilots to realistically train for combat.
Realizing this, in 2016 the Navy published a proposal which would expand FRTC to meet the evolved training requirements. Under the plan, an additional 945 square miles of public land and 102 square miles of non-federal land would be withdrawn for military use.
“This is an absolutely enormous modernization, a once in a generation expansion which is critically important for naval aviation,” said Alex Stone, a Pacific Fleet environmental planner who conducted an Environmental Impact Study (EIS) for the project.
But FRTC’s modernization program is under the gun: the permits for its current ranges – in use for 77 years – will expire in 2021, and the plan needs to be implemented before then. Doing so, however, would potentially impact a broad range of actors: ranchers, miners, hunters, 17 different tribes, off-road recreation enthusiasts, as well as a host of federal, state, and local agencies.
“We’re withdrawing an additional 750,000 acres, so even though it’s a rural area, that withdrawn land is going to take from the public a lot of areas for which there are currently other uses,” Stone explained. “What makes this such a challenging, complex project is the number of stakeholders involved, because this withdrawal affects so many different groups and each of these groups has a unique set of concerns and issues.”

Stone’s team has leaned into this challenge. They’ve brought in a range of experts, including anthropologists, biologists, and geologists, and held a series of open meetings with the Bureau of Land Management to keep the public informed and engaged in the process.
Yet they want and need to do more. And do it better.
“The success or failure of this project is really going to be tied to how well we can communicate with these different stakeholders,” Stone said. And that’s what brought the Top Gun team to the Naval Postgraduate School.
In early August 2018, Stone and 22 colleagues travelled to the university to refine their team’s strategic communication capability. Along with dozens of key members from multiple commands throughout the Navy, they took part in the school’s intense, three-day Strategic Communications Workshop (SCW), Aug. 7-9, 2018.
Developed by NPS’ Center for Executive Education (CEE), the SCW provides a deep dive into the design, planning and implementation of large-scale communications initiatives. Participants teamed up with both NPS faculty and professors from the University of Southern California’s Annenberg School for Communication and Journalism (USC-ASCJ) to apply the latest research and lessons learned from across the Department of Defense (DOD) and industry.
“These workshops make you stop and say, ‘OK, where are we?,'” said Gail Fann Thomas, SCW program manager and an associate professor in NPS’ Graduate School of Business and Public Policy (GSBPP).
“Once you conduct a strategic analysis, you can improve your communication tactics: who are your key stakeholders and how do they impact the achievement of your goals? What messages are your actions conveying, both inside and outside your organization?
“How can your organization’s communication provide better linkages between your day-to-day activities and your commander’s priorities?” she continued. “Might new media such as crowdsourcing and social media better create your desired effects? How are you maximizing your strategic effect with communication processes and metrics?”
To help commands across the services tackle these questions, Thomas has led more than 300 SCWs since becoming program manager in 2005, both at NPS and around the globe, bringing the workshop to commands on invitation.
At each SCW, attendees acquire new skills and tools to work through the military’s most vexing communications issues, from conducting in-depth stakeholder analyses to assessing communications risks, and developing metrics to track the effectiveness of initiatives.
“They’re not here to learn out of a textbook and go home,” Thomas said. “They all bring a real, concrete issue that they’re trying to work through, either because they’re looking ahead and saying, ‘Wow, we don’t know how we’re going to get there,’ or ‘We’ve got to do something different, and we don’t think we know enough to be able to do it.'”
All too often, strategic communications is incorrectly equated with ‘messaging.’ The SCW emphasizes the strategic analysis necessary prior to developing messages in order to ensure unity of efforts, actions and words.

“Often a leader will say ‘Where’s my story? Give me an article; give me a message,’ but you have to stop and ask whether that’s the right thing, the right media, the right topic, and addressing the right people,” Thomas noted. “There’s a whole lot of work that has to be done before you figure out what your message might be.”
A key component of this is communications is within the organization itself.
In an era defined by the ubiquity of social media – when a Facebook post by a junior enlisted service member has the potential to end up on the front page of the Washington Post – it is absolutely critical that all personnel are on the ‘same sheet of music.’
“If their internal communication isn’t aligned very well, that means their external communication isn’t very good either, because you probably have different people telling different stories,” Thomas said. “So, the SCW helps them do the diagnostics and better align their internal communication.”
This was an ‘Ah-ha!’ moment for Navy Lt. Matt Stroup.
A public affairs officer (PAO) with the Naval Surface and Mine Warfighting Development Center (SMWDC) in San Diego, his team paired up with USC-ASCJ doctoral studies director Tom Hollihan to find new ways to attract talented warfare tactics instructors to the command.
“We came here fully expecting to be externally focused on how best to communicate with the audience from a mass communications perspective, but what we’ve learned working with Tom is to identify the internal processes to our organization,” Stroup said.
Often, leaders think a PAO can dictate perceptions or actions through a single product, Stroup said.
“But it’s very much a team game,” he added. “It’s not something that you can do with just one person and hope they’re going to fix it.”
Hollihan was fully confident that Stroup’s team will be able to take their insights gleaned at the SCW home with them.
“They didn’t really know each other well, but this has been kind of an introduction to their own attitudes, values and styles,” he said. “What impressed me is how much respect they seemed to have for each other’s ideas and how productive the conversation was.”
Stroup described the SCW as “an incredibly valuable experience.”
“There aren’t too many other times in my career where I’m going to be able to sit for six to eight hours with a leading professor from one of the most highly-rated communications doctoral program in the U.S. and get some guidance on how to do this,” he said. “That’s gold as far as I’m concerned.”
This is a sentiment echoed by Navy Cmdr. James Johnston, who attended the SCW as part of the team from Commander, Naval Air Forces (CNAF), the command responsible for all naval aviation, including the Top Gun school.
“It’s been humbling,” he said. “I’d like to think that all of us got to the positions we’re at by being masters of our craft, but none of us has a lot of experience in communications other than communicating to subordinates.
“This program is a good example of how a command can accelerate their learning curve. In order to get this amount of concentrated teaching, you’d probably have to attend a whole semester class,” Johnston continued. “This will enable us to go back to our command and help our entire staff learn a lot quicker how to get through this process.”
That’s a win, according to Thomas. Enabling an organic strategic communications capability is the ultimate goal of the SCW, allowing commands to get ahead of crises before they develop.
“Nothing happens without communication, but for the most part, people don’t think about communication at all until a crisis happens and then they go, ‘Why didn’t we think about that?,'” she said. “Instead of being in crisis mode all the time, we want people to be able to look at the communication that’s needed and to anticipate and be proactive about it. Then, have a strategy around our communication for whatever it is.”
The SCW certainly accomplished this for the team negotiating the challenges of the Fallon range modernization effort, Stone said.
“We can get the process and all the facts right, but without the communication, we’re not going to be successful,” he said. “This workshop really gave us a path forward for how to approach communicating with all the stakeholders involved.
“So many people have been appreciative that they had the opportunity to attend something like this,” Stone added. “Everyone came away refocused on the project and full of enthusiasm moving forward.”
The U.S. Marine Corps air and ground attack operations will be fortified by a new high-tech, heavy-lift helicopter designed to triple the payload of previous models, maneuver faster and perform a wider range of missions by the early 2020s, a Pentagon announcement said.
The Navy and Lockheed Martin’s Sikorsky will now build the first two CH-53K King Stallion heavy lift helicopters as part of a new $300 million Low-Rate-Initial-Production deal.
CH-53 helicopters, currently operating from Navy amphibious assault ships, are central to maritime and land assault, re-supply, cargo and other kinds of heavy-lift missions.
The new “K” model CH-53 helicopter is engineered to lift 27,000 pounds, travel 110 nautical miles, before staying 30 minutes on station and then be able to return under high hot conditions. The existing “E” model CH-53 can only carry 9,000 pounds.
“This contract will benefit our Marine Corps’ ‘heavy lifters’ for decades to come. Future Marines, not even born yet, will be flying this helicopter well into the future,” U.S. Marine Corps. Col. Hank Vanderborght, Naval Air Systems Command program manager for Heavy Lift Helicopters program said in service statement.
The idea with the helicopter is to engineer a new aircraft with much greater performance compared to the existing CH-53 E or “Echo” model aircraft designed in the 80s.
Higher temperatures and higher altitudes create a circumstance wherein the decreased air-pressure makes it more difficult for helicopters to fly and carry payloads. “High-Hot” conditions are described as being able to operate at more than 6,000 ft at temperatures greater than 90-degrees Fahrenheit.
An on-board refueling system is engineered into the helicopter to extend mission range in high-risk areas too dangerous for a C-130 to operate, developers said.
The requirement for the “K” model CH-53 emerged out of a Marine Corps study which looked at the combat aviation elements of a Marine Air-Ground Task Force, or MAGTF.
Engineers with the “K” program are using a handful of new technologies to achieve greater lift, speed and performance with the helicopter, including the integration of a new, more powerful GE 38 turboshaft engine for the aircraft.
“Fuel consumption of the engine is 25-percent improved. On a pure technology level it is about a 25-percent improvement in fuel efficiency,” Dr. Michael Torok, Sikorsky’s CH-53K program vice president, told Scout Warrior in a previous interview.
The helicopter is also being built with lighter-weight composite materials for the airframe and the rotorblades, materials able to equal or exceed the performance of traditional metals at a much lighter weight, said Torok.
“Technology allowed us to design a largely all-composite skinned airframe. There are some primary frames titanium and aluminum. Beam structure and all the skins are all composite. Fourth generation rotorblades are a combination of new airfoils, taper and a modification of the tip deflection of the blade. It is an integrated cuff and the tip geometries are modified to get additional performance,” Torok added.
The helicopter will also be configured with Directional Infrared Countermeasures, or DIRCM, a high-tech laser-jammer designed to throw incoming missiles off course. DIRCM uses sensor technology to identify and thwart fast-approaching enemy fire such as shoulder-fired weapons.
The CH-53 K uses a split-torque transmission design that transfers high-power, high-speed engine output to lower-speed, high-torque rotor drive in a weight efficient manner.
“With the split torque you take the high-speed inputs from the engine and you divide it up into multiple pieces with multiple gear sets that run in parallel,” Torok said.
The K model will be a “fly by wire” capable helicopter and also use the latest in what’s called conditioned-based maintenance, a method wherein diagnostic sensors are put in place to monitor systems on the aircraft in order to better predict and avert points of mechanical failure.

In honor of National Military Appreciation Month in May, I decided to re-watch William Wyler’s 1946 film The Best Years of Our Lives, which follows three WWII servicemen facing the challenges of transitioning to civilian life. The film won seven Academy Awards, including best picture, and proves that a well-told, honest and authentic story is still the most powerful way to instill empathy and provide some understanding of even the most complex emotions and human experiences.
While our military is still a quintessential part of American culture, today’s Hollywood rarely gets it right, often resorting to stereotypes and common tropes to portray veterans as either dysfunctional misfits or larger-than-life heroes. Perhaps this misconception is an expected result when less than 1 percent of our population is currently in uniform. Those who come home to work in the entertainment industry, are more likely to be offered jobs making coffee and copying scripts, than to encounter an employer who authentically appreciates and values the leadership, skills and responsibilities of military service.
While there is a handful of successful vets in this business, most notably Ron Meyer, vice chairman of NBCU, in my 30 years in entertainment, I never met an executive who served in the military and who has responsibility for making important creative decisions. This, even though we have been at war for 16 years and millions of veterans have returned home. While some studios and networks have helpful veteran hiring programs, and nonprofits such as Veterans in Film and Television are there to support veterans who work in this industry, there are few clear paths for vets to move into the creative and executive ranks of the business.
On the contrary, the cast and crew of The Best Years of Our Lives had veterans in nearly every major creative position. Wyler, the director, served in the Army National Guard; actor Fredric March served in the Army; the author of the book on which the film was based, MacKinlay Kantor, was a war correspondent who flew on bombing missions over Europe; Robert Sherwood, the screenwriter, fought with the Royal Highlanders of Canada; and Daniel Mandell, the film’s Academy Award winning editor, served in the Marines. Gregg Toland, the film’s acclaimed cinematographer, was a lieutenant in the Navy’s camera department; he also co-directed with John Ford a documentary about the attack on Pearl Harbor. And, of course, Harold Russell, who won the best supporting actor Oscar, was a WWII veteran and double hand amputee.
War and homecoming are undoubtedly part of the American experience, yet according to a study conducted by the Institute for Veterans and Military Families at Syracuse University, 84 percent of post-9/11 veterans believe that the American public has no understanding of the difficulties facing this current generation of veterans and military families. While we cannot expect the average person to comprehend what it is like to serve in the military, we can expect the media to do more to find and empower the storytellers who have served. Making sure veterans have more opportunities to play meaningful roles in entertainment and media is the best way for us all to begin to have some understanding of our military community and the challenges they face. This will allow us to discover the kind of extraordinary talent this next great generation has to offer. Not only is this good for our veterans, it is good for business; The Best Years of Our Lives was a huge financial success. In a time of perpetual conflict, in which so few are asked to do so much for so many, getting veterans right is also good for our country.
Humping is a reality for many of us, and I’m not talking about the kind that has a happy ending. In my Marine Corps career, I estimate that I easily hiked 1,000 miles with a full pack — between 50 and 150 lbs. At a minimum speed of 3 miles an hour, that’s over 300 hours of time for the mind to go to dark or funny places.
On a long hump, the mind so often goes dark. I remember envisioning the sweet relief of rolling an ankle so I could ride in the safety vehicle, even picking out the exact rock I was planning to eat shit on.
“That one….seriously, that one. Okay, fine, the next one… Ah, fine, I don’t wanna cause any serious damage. I’ll just take a header into that ditch and cause a concussion instead.”
On my 23rd birthday, I was on an 8-mile movement to a range for a live fire event. It was the second day in a row we were humping, and the entire epidermis of my right foot was already falling off, from the ball of my foot to the start of my heel, from the previous day’s movements. I had spent the previous weekend in Virginia beach drinking homemade Sangria, and the effects were still very much present.
I spent that entire hump in my own head questioning all of my life decisions.
You know he’s thinking about the next ‘Avengers’ movie.
Eventually, I got to the point in my career where I just accepted that I would be walking for the next 8 hours and decided to make it fun. Games I played:
Reliving every fight I’ve ever been in and how I would Jason Bourne my way to victory if it happened again.
During daylight hikes I would make up fake hand and arm signals and try to confuse people who took things too seriously.
I would secretly listen to music on my iPod (I’m old) through a strategically placed earbud. #combathunter
My roommate would use hikes as an opportunity to eat as much as he could; it was one of the few times you had enough “free time” to eat a full meal. The trick would be to figure out a way to use the heater packet while hiking. You need to jam it between your pack and back and focus on walking level, so it doesn’t fall out. Beware of the high potential for second-degree burns.
“Hey! What was the name of the fat guy in The Office?”…
At one point, I wrote a new phonetic alphabet with just profanities. You can imagine what replaced Foxtrot. It was enlightening.
“A cougar is following you.” That’s just a game where you pretend a cougar is going to rip out your jugular as soon as you stop. The trick to this one is to think one step ahead of the mountain cat.
I would replace famous movie characters with my mom and see how the story would play out. It was never as entertaining, but always much more satisfying. If my mom took the place of Frodo in Lord of The Rings the opening scene would have also been the closing scene.
Gandalf shows up at night after dinner. Mom says, “What are you doing here? I’m busy, get out.” He counters “Lisa, you need to take the ring to Mordor to destr–” And, in classic Lisa fashion, she cuts him off mid-sentence with “That’s not my problem, now is it? Take it yourself.”

Once I matured, I realized the right answer is to become externally motivated. I believe the jobs of the Platoon Commander and Platoon Sergeant are easier than the rifleman, because you are concerned with your Marines, rather than yourself. When your focus is pointed outward, time flies.
This lesson applies to every kind of difficult situation. Caring for others is one of the most selfish and least selfish things you can do. When it comes to hiking, if you focus externally, you get to push your own ailments aside until you are alone in your room, crying like a big dumb baby.
In the gym, you are forced to confront your demons directly; there are no troops for you to look out for.
But in actuality, everything you do to make yourself better is also making the lives of those around you better. So, in a way, finishing a workout for your spouse or kids is no different than completing a movement for your unit.
Where are you in your hump day progression? Are you living in a world of regret and grief? Are you writing the next great American novel in your head? Or have you reached the point of hiking enlightenment and started checking on your guys and planning for their success when you reach your objective?
The Navy announced updates to uniform policy, grooming standards, uniform item availability and mandatory possession dates for new uniform items in NAVADMIN 075/19, released March 25, 2019.

Black leather and non-leather gloves can be worn with the black NWU parka fleece liner.
NWU Type III O-6 rank insignia will be available for purchase and optional wear in silver thread starting June 1, 2019, for easier visual recognition and distinction from the E-4 insignia.
Effective June 1, 2019, all enlisted sailors with 12 years of cumulative service in active or drilling reserve time in the Navy or Marine Corps may wear gold rating badges and gold service stripes on dress uniforms in lieu of red rating badges and stripes.

NASA’s record-breaking solar probe has discovered new, mysterious phenomena at the edge of the sun.
Since it launched in August 2018, the Parker Solar Probe has rocketed around the sun three times, getting closer than any spacecraft before it and traveling faster than any other human-made object in history.
The research revealed never-before-seen activity in the plasma and energy at the edges of the sun’s atmosphere, including reversals of the sun’s magnetic field and “bursts” in its stream of electrically charged particles, called solar wind.

‘Bursty’ solar wind bends the sun’s magnetic field
This wind surges into space and washes over Earth, so studying its source could help scientists figure out how to protect astronauts and Earth’s electric grid from unpredictable, violent solar explosions.
By sending the Parker probe to the sun, NASA is studying this dangerous wind in more detail than scientists could from Earth.
“Imagine that we live halfway down a waterfall, and the water is always flowing past us. It’s very turbulent, chaotic, unstructured, and we want to know what is the source of the waterfall up at the top,” Stuart Bale, a physicist who leads the team that investigates the probe’s solar-wind data, said in a press call. “It’s very hard to tell from halfway down.”

NASA scientists are seeking answers to two major questions about the sun: What causes solar wind to accelerate as it shoots out into space? And why is the sun’s outer layer, called the corona, up to 500 times as hot as its inner layers?
The new data offers some initial clues. For the first time, Parker identified a clear source of a stream of slow, steady wind flowing out from the sun. It came from a hole in the corona — a spot where the gas is cooler and less dense.
Scientists knew that wind coming from the sun’s poles moves faster, but this was the first time they detected an origin point for the slow wind coming from its equator.
The Parker probe also detected rogue waves of magnetic energy rushing through the solar wind. As those magnetic waves washed over the spacecraft, the probe detected huge spikes in the speed of the solar wind — sometimes it jumped over 300,000 mph in seconds. Then just as quickly, the rapid winds were gone.
“We see that the solar wind is very bursty,” Bale said. “It’s bubbly. It’s unstable. And this is not how it is near Earth.”
The bursts could explain why the corona is so hot.
“We think it tells us, possibly, a path towards understanding how energy is getting from the sun into the atmosphere and heating it,” Justin Kasper, another physicist who studied Parker’s observations of solar wind, said in the call.
Scientists had never observed these bursts and bubbles before, but they seem to be common; the Parker spacecraft observed about 1,000 of them in 11 days.
The rogue spikes of energy also delivered an additional surprise: The bursts were so strong that they flipped the sun’s magnetic field.
The scientists call these events “switchbacks” because in the affected area the sun’s magnetic field whips backward so that it’s almost pointing directly at the sun.
The switchbacks seem to occur only close to the sun (within Mercury’s orbit), so scientists could never have observed them without the Parker probe.
“These are great clues, and now we can go look at the surface of the sun and figure out what’s causing those [bursts] and launching them up into space,” Kasper said.

Parker confirmed that there’s a dust-free zone around the sun
Scientists have long suspected that the sun is surrounded by an area without cosmic dust, the tiny crumbs of planets and asteroids that float through space and fall into stars’ orbits. That’s because the sun’s heat should vaporize any solid dust that gets too close.
For the first time, Parker flew close enough to the sun to provide evidence that such a dust-free zone exists. It observed that the dust did indeed get thinner closer to the sun.
Still, this zone wasn’t quite what scientists expected.
“What was a bit of a surprise is that the dust decrease is very smooth,” Russell Howard, another astrophysicist working with the probe, said in the call. “We don’t see any sudden decreases indicating that some material has evaporated.”
That will be another mystery to prod as the spacecraft gets closer to the sun.
6 more years and 21 more flybys
More knowledge about solar wind and the sun’s magnetic field could help scientists better protect astronauts and spacecraft from two types of violent space weather: energetic-particle storms and coronal mass ejections.
In energetic-particle storms, events on the sun send out floods of the ions and electrons that make up solar wind. These particles travel almost at the speed of light, which makes them nearly impossible to foresee. They can reach Earth in under half an hour and damage spacecraft electronics. This can be especially dangerous to astronauts traveling far from Earth.
In a coronal mass ejection, the sun sends billions of tons of coronal material hurtling into space. Such an explosion could massively damage Earth’s power grids and pipelines.
Over the next six years, Parker is set to approach the sun 21 more times, getting closer and closer. In its final pass, it should fly within 4 million miles of the sun’s surface.
During each flyby, the probe will gather more data that could answer physicists’ questions about the sun’s corona and solar wind.
“As we get closer, we’ll be right in the sources of the heat, the sources of the acceleration of particles, and of course those amazing eruptions,” Nicola Fox, NASA’s director of heliophysics, said in the call. “Even with what we have now, we already know that we will need to adjust the model used to understand the sun.”

If you know one thing about U.S. Army veteran Clint Romesha, it’s that he earned the Medal of Honor for his actions in Afghanistan in 2009 during the Battle of Kamdesh. If you know another, it’s that he wrote a book, “Red Platoon,” about that battle. What most people don’t know — or at least what’s not obvious to the casual observer — is that Romesha doesn’t particularly like the spotlight that being a Medal of Honor recipient has put him in.
“I’ve always been a very quiet personality,” Romesha said during a recent phone interview with Coffee or Die. “I like to have one-on-one conversations with people and not be the center of attention in the middle of a crowd. It’s just not my personality. So that was very much a shock, something I’m still trying to get used to.”
Romesha grew up in a small town in Northern California, and his family has a history of military service. His grandfather served in World War II, his father in Vietnam, and two of his older brothers joined the service when they turned 18. “It wasn’t one of those ‘to be a Romesha, you had to do it,’ but it was just always encouraged,” he said.

In 1999, Romesha enlisted in the Army, expecting to “just do three years, check the box, get the GI bill, grow up a little bit, come back home, have some silly stories of being too drunk in Germany and escaping the polizei or something like that.” He wasn’t going to make a career out of it — nor did he think his service would define his future.
The first sign that things wouldn’t be as cut and dry as he expected was the terrorist attacks of Sept. 11, 2001. Romesha was doing maneuvers in Germany when his unit was called into formation in the early afternoon and briefed on the situation. No one had been watching television or knew what was happening.
“We got there and formed up, and our colonel came out,” Romesha recalled. “He gave us a little pep talk like, ‘Hey, they flew planes into the towers there in New York, and everything from this day forward is going to change.'”
Romesha deployed four times during his nearly 12-year career as an armor crewman and cavalry scout. His final deployment was to Afghanistan in 2009, which would be his second sign that his military service would have a bigger impact on his life than he planned. That deployment is where he would earn the highest U.S. military award for valor. However, when asked about the most significant part of his military service, he doesn’t mention the Battle of Kamdesh — he talks about leadership.

“It was always pursuing that mentality to just be a good leader,” Romesha said, “to have those young kids look up to you just like when I was a brand-new private coming in, looking up to guys like Sergeant [Joseph] Garyantes, those NCOs. I was like, ‘Man, if I could be half the man those guys were, I’d be a fairly decent leader.’ And that really was the significance of staying in and really building my career throughout 10 years leading into Afghanistan.”
That leadership mentality is also part of what made it difficult for Romesha to accept that he was being awarded the Medal of Honor.
“I’ll be honest — part of it was embarrassment,” he said of his initial feelings about the award. “The fact that you sit there, and you’re about to get nationally recognized for ultimately what’s a really shitty day. And part of that embarrassment came from — I know I did a decent job that day, but we also lost eight guys. They never get to come home anymore. They never get to spend time with their families. They never get to have any more birthdays or Christmases or Thanksgivings. I’m still here. That just weighs on you — why am I getting all this attention when I got to come home and those guys didn’t?
“So, initially, it was, like I said, just a deep down sense of embarrassment because as a leader, as good as you think you are or you feel you are,” he continued, trailing off. “They say I saved a lot of guys that day, which I don’t doubt I did. But I feel as a leader, you almost feel like a failure any time you lose anybody, no matter how hard you try and how good the plan was.”

When he got the call about the award, Romesha had been out of the Army for almost two years and was working in the oil fields in North Dakota. He managed a smooth transition from military to civilian life by keeping in touch with his Army buddies and throwing himself into a demanding job.
“I think a lot of things are about timing,” he said. “And the [oil] boom [in North Dakota] was going on, and I fell into a job where I worked 42 days straight before my first day off. We were working 12- to 16-hour days, and I never had that low time of, ‘Oh, man. I’ve just left my entire known adult life behind and all those guys behind.’ I just rolled right into work that gave me a sense of purpose, a direction, and kept me super busy enough not to get caught in that reflection.”
Romesha also took advantage of his 76-mile commutes to and from work to call his battle buddies and catch up.
“Even though I didn’t get to see them every day […] I got to talk to at least one of them,” Romesha said. “And still having that connection was just powerful — to still feel part of that group, even though we were hundreds if not thousands of miles apart.”
He was told his life would change after receiving the Medal of Honor, but he wasn’t sure exactly what that meant. Romesha worked through his unease and natural quietness by continuing to shift the focus away from himself and onto the men who lost their lives during the battle.

“For me, Oct. 3, 2009, was just a date that I knew when I talked to my buddies I was there with, and we’d reminisce about it. But the rest of the world never really knew about October 3 until Feb. 12, 2013, the day I received the medal. And then almost overnight, on a national level, everybody knew what happened that day. And now you’re sharing that day with everybody,” Romesha said.
“And because sitting there talking to the guys and talking to the Gold Star families, it was also an opportunity to make sure, ‘Look, if I’m getting this attention, well, I can use it for good. I can make sure those guys — Gallegos, Scusa, Kirk, Mace, Hardt, Martin, Griffin, Thomson — those guys will never be forgotten. I can talk about them again. And even though they’re not here, they’re going to always be with us. And that’s what really got me over the embarrassment.”
Romesha applied that same reasoning when he decided to write “Red Platoon.” He didn’t want it to be the Clint Romesha story. So he talked to his platoonmates and the Gold Star families, making sure that they were on board to share their stories, too. For two years, he travelled the country, reconnecting with and interviewing those he served with.

“A lot of these guys hadn’t even talked about that day before with anybody,” Romesha said. “And it was capturing their perspective, and it was, at first, a very scary thing — how is this going to be received? I don’t even know what to expect from going out and doing this — and how are these guys going to react? At the end of the process, though, it was almost therapeutic.”
“Red Platoon” was optioned for a film the year it was released in 2016; however, there hasn’t been any significant momentum on that project. While he’s waiting for that call, Romesha currently spends his time “totally underemployed or overemployed, depending” on the day, with speaking engagements.
“I don’t want to be a career speaker my entire life, but it’s what pays the bills and gives me the flexibility right now to do a lot with veteran outreach and nonprofits,” he said. “Someday I’m going to have to grow up and figure out what my new occupational life’s going to be — but for right now, that’s what’s filling that spot.”
Whatever that next step is for Romesha, he credits the Army for instilling in him the work ethic and value system to get there. From a “check the box” enlistment to Medal of Honor recipient, Romesha has stepped outside of his comfort zone to be a voice not only for the soldiers he lost in Afghanistan, but for the veteran community as a whole.
“We can never forget about our service,” he said. “We can’t let it control us or dictate the rest of our lives, but we can never forget what we’ve been through and what we’ve experienced. It’s all about that follow-on mission and what we can do next and what we can accomplish going forward.”
Embedded With Special Forces in Afghanistan | Part 2
China’s increasingly powerful navy launched its most advanced domestically produced destroyer on June 28, at a time of rising competition with other naval powers such as the United States, Japan, and India.
The first 10,000-ton Type 055 entered the water at Shanghai’s Jiangnan Shipyard on June 28, the navy said in a news release.
It said the ship is equipped with the latest air, missile, ship, and submarine defense systems. China is believed to be planning to launch four of the ships.
“The launch of this ship signifies that our nation’s development of destroyers has reached a new stage,” the release said.
A photo on the Chinese Navy’s website showed multicolored streamers being shot out of tubes while sailors and shipyard workers stood dockside next to a massive Chinese flag. It said chief of the People’s Liberation Army’s General Armaments Department Zhang Youxia presided over the ceremony, in which a bottle of champagne was broken over the ship’s bow.
The Type 055 is significantly larger than China’s other modern destroyer, the Type 052, representing the rising sophistication of China’s defense industries. Once heavily dependent on foreign technology, China in April launched its first aircraft carrier built entirely on its own, based on an earlier Ukrainian model.
In terms of displacement, it is roughly equivalent to the Arleigh Burke class of destroyer.
China’s navy is undergoing an ambitious expansion and is projected to have a total of 265-273 warships, submarines, and logistics vessels by 2020, according to the Washington, D.C.-based Center for Naval Analysis. That compares with 275 deployable battle force ships presently in the US Navy, China’s primary rival in the Asia Pacific, although the once-yawning gap between the two is narrowing rapidly.
China says it needs a powerful navy to defend its 14,500 kilometers (9,010 miles) of coastline, as well as its crucial maritime shipping routes.
However, it also appears increasingly willing to challenge actions by the US — long the region’s pre-eminent military power — especially in the South China Sea, which China claims virtually in its entirety.
Beijing has also long nurtured resentment against Japan over its past invasion of China, and their dispute over a group of tiny, uninhabited islands in the East China Sea has at times threatened to break out into open confrontation.
India, meanwhile, also shares a disputed border with China and has grown increasingly concerned over the Chinese navy’s growing presence in the Indian Ocean, facilitated in part by Beijing’s close alliance with New Delhi’s arch rival Pakistan.
The Defense Advanced Research Projects agency’s drone submarine hunter — more properly known as the Anti-Submarine Warfare Continuous Trail Unmanned Vessel or ACTUV — just successfully tested a new piece of equipment that dramatically increases the range of its sensors and communications gear.
The ACTUV is designed to patrol the oceans without a human crew, searching for potentially hostile submarines and then following them. But the small vessels have a limited sensor range since all of their antennas are relatively close to the water’s surface. Getting these antennas and sensors higher would give the ship a larger detection radius.
The TALONS — Towed Airborne Lift of Naval Systems — is basically a parachute towed behind a vessel like what would carry a tourist on a parasailing trip. But instead of flying your drunk Uncle Greg, the TALONS sports a sensor and antenna payload of up to 150 pounds. This raises those sensors to altitudes between 500 and 1,000 feet above sea level.
While aloft, TALONS demonstrated significant improvements to the range of the sensors and radios it carried compared to mounting them directly on a surface vessel. For example, TALONS’ surface-track radar extended its range by 500 percent—six times—compared to its range at sea level. Its electro-optical/infrared scanner doubled its observed discrimination range. The TALONS team plugged in a commercial handheld omnidirectional radio; that radio’s range more than tripled.
Ships besides the ACTUV could use the TALONS to extend their sensor ranges as well. Even carrier islands sit just a few hundred feet above the waterline, meaning that carriers could get greater range for their sensors by towing the lighter ones on the TALONS — provided that engineers could find a setup that wouldn’t interfere with aircraft traffic.
Developed in the late 1970s, Russia’s Kirov-class battle cruisers are the largest and heaviest surface-combat ships in the world — and they’re coming back with advanced weaponry, according to Russia’s Tass news agency.
At more than 800 feet long, with a displacement of around 25,000 tons, the Kirov dwarfs any navy ship short of an amphibious assault ship or aircraft carriers. But only one, the Pyotr Veliky, is still in service.
Russian media says that another aging Kirov-class hull, the Admiral Nakhimov, is being fitted with Russia’s newest antiship, antiair, and surface-to-surface missiles.
Russia intends to return the Admiral Nakhimov to its fleet in 2019, at which time the Pyotr Veliky will be docked to undergo the same upgrades.
These include missiles of the Kalibr variety that recently hit targets in Syria from the Caspian Sea, Zircon hypersonic missiles, which are slated to be ready by 2020, and a “navalized” version of Russia’s S-400 missile-defense system, according to Foxtrot Alpha.
To accommodate these missiles, Russia plans to overhaul the ship’s vertical-launch systems. That contract alone is worth 2.56 billion rubles, or $33.5 million, NavyRecognition.com notes.
