Marine veteran Charles Stewart sat on the bumper of his car in a Waffle House parking lot directly in the path of Hurricane Florence.
Wearing loose-fitting jeans, a turquoise T-shirt and brown Rockwell shoes, he sipped coffee and smoked a Camel cigarette as Hurricane Florence loomed off the North Carolina coast. Florence was downgraded to a tropical storm on Sept. 14, 2018.
Stewart, 75, who served in the Corps from 1962 to 1974, more than a year of which was in Vietnam, said he wasn’t concerned about riding out the storm — much like the Corps he once served.
“If I decide it’s unsafe, I’ll get in the car,” Stewart said with a smile, patting the bumper of his silver Cadillac. “If it flips over, I’ll get in the truck.”
Despite his nonchalance, he also seemed prepared.
Stewart said he had plenty of non-perisable food, first aid kits in each vehicle, a generator, and more. “I got all kinds of stuff.”
A large broad shouldered man wearing a San Francisco 49ers hat suddenly came around the corner heading towards the Waffle House door before he noticed Stewart.
“Hey, Chuck,” Carl Foskey said.
Foskey, 66, who also served in the Corps, said he wasn’t nervous and planned to ride out the storm as well.
“I’m just gonna take care of my wife,” he said. “She’s totally disabled and I take care of her … I’m just gonna turn the TV on and watch a movie or something.”

“Until the power goes out,” Stewart interjected, with a laugh.
But Foskey seemed to be in a safer position than Stewart since he has a “hurricane built” house that’s “only six years old.”
Foskey, who served in Vietnam and the Gulf War, said he was an E-7 in the Corps when he got out in 1993.
“Yeah, he outranked me — he told me what to do,” Stewart said, who was an E-5, as they both laughed.
An E-5 is “what they call a Buck Sergeant,” Stewart said. “I called it ‘going down, and coming up.'”
The two men discussed some of their experiences in Vietnam, but they didn’t want to go too deep.
“It’s hard for anybody to understand what you go through unless you been through it,” Stewart said. “That’s why me and him can talk about it because —”
“We been through it,” Foskey added.
Stewart said he was mostly in Da Nang in Vietnam, and did funeral detail for two years after returning.
“I just come out from over there and come back here [to do] burial,” Stewart said. “And that’ll warp your mind.”
“Yeah, it will,” Foskey agreed.
Besides his service, Stewart said he’s survived cancer twice, among other health problems, which made it easier to understand why he wasn’t too concerned about the impending storm.
“It’s just water,” Stewart said when discussing having to possibly go to his car or truck during the storm. “I might grab a bar of soap.”

Secretary of Defense Jim Mattis, who is believed to support sending additional U.S. troops to Afghanistan, will determine if the approximately 9,800 U.S.troops currently deployed there should be reinforced. Trump gave Mattis similar authority over troop levels in Syria and Iraq in April.
A formal announcement on ceding the authority to the Defense Department is expected June 14. The move comes earlier than anticipated; it was expected that any action on changes in U.S. troop strength in Afghanistan would come after mid-July, when the administration’s strategy review is completed.
Giving more authority to the Pentagon allows military leaders more latitude in planning and conducting operations. Options were developed to deploy up to 5,000 more U.S. troops, including hundreds of Special Operations forces, to augment the international coalition force of about 13,000 troops presently in Afghanistan. About 2,000 U.S. troops there are currently assigned to fight al-Qaida and other militant groups.
Mattis told the Senate Armed Service Committee on June 13 to expect the Trump administration to unveil its Afghan strategy within weeks.
“We are not winning in Afghanistan right now, and we will correct this as soon as possible,” Mattis said in testimony.
The U.S. Air Force is searching for a new company to rebuild wings on the A-10 ground-attack plane after ending an arrangement with Boeing Co., officials said.
The service plans to launch a new competition for the re-winging work and award a contract sometime after Congress appropriates full-year funding for fiscal 2018, which began Oct. 1, they said. (The government is currently running on a short-term funding measure known as a continuing resolution, which lasts through Feb. 8.)
During a speech in Washington, D.C., Gen. Mike Holmes, the head of Air Combat Command, touched on the contract with Boeing and the planned future deal.
“The previous contract that we had was with Boeing, and it kind of came to the end of its life for cost and for other reasons,” he said. “It was a contract that was no longer cost-effective for Boeing to produce wings under, and there were options there that we weren’t sure where we were going to go, and so now we’re working through the process of getting another contract.”
When contacted by Military.com for additional details, Ann Stefanek, a spokeswoman for the Air Force at the Pentagon, confirmed the planned contract will be “a new and open competition.”
Boeing has been upgrading A-10 wings for the Air Force since June 2007, according to Cassaundra Bantly, a spokeswoman for the Chicago-based company. The contract calls for replacing up to 242 sets of wings, and the company has so far received orders to replace 173, she said.
“Boeing stands ready with a demonstrated understanding of the technical data package, tooling, supply chain, and manufacturing techniques to offer the lowest risk option and quickest timeline for additional wings for the A-10 Warthog,” Bantly said in an email.
She added, “The ordering period on the current contract has expired, so the U.S. Air Force is working on an acquisition strategy for more wings. Boeing would welcome a follow-on effort for additional A-10 wings.
“We’re currently in the process of delivering the remaining wings on our contract,” Bantly said.
During a briefing at the Brookings Institution, Holmes said the Air Force requested funding in the fiscal 2018 budget to continue rebuilding wings on the A-10 Thunderbolt II, also known as the Warthog. The aircraft, popular among ground troops though a budget target for previous leaders, recently returned to Afghanistan to conduct close air support missions.
Stefanek recently told Military.com the Air Force plans to use $103 million authorized in the National Defense Authorization Act, which sets policy goals and spending limits for the fiscal year, to award a contract for the A-10 work, establish a new wing production line and produce four additional wings.
That work “is all that money funds,” she told Military.com last week.
Once the Air Force receives the funding, the competition can be announced. Whichever defense contractor wins the contract will pay for the startup to include four sets of new wings.
However, because the wings will be considered a “new start” program, the work can’t begin under a continuing resolution — the program is dependent on the fiscal 2018 and succeeding 2019 appropriations.
“In the [FY]19 program that we’re working, we also buy more wings,” Holmes said.
With a new contract, like “all new contracts” the first set of wings will be expensive as engineers work through the design phase, Holmes said, referring to working through the production line kinks that come at the start of programs.
How many more A-10s will get new wings still remains in limbo.
Air Force officials have said the service can commit to maintaining wings for six of its nine A-10 combat squadrons through roughly 2030.
“As far as exactly how many of the 280 or so A-10s that we have that we’ll maintain forever, I’m not sure, that’ll depend on a Department of Defense decision and our work with Congress,” Holmes said.
On the exact squadron number, he clarified, “It’s not a decision that we have to make right away. It’ll depend on what we have, what we need and what’s useful on the battlefield year-to-year as we go through it.”
Of the 281 A-10s currently in the inventory, 173 have already been outfitted or are in the process of being outfitted with new wings (though one of the newly re-winged planes was destroyed in a crash), Stefanek said. That leaves 109 aircraft remaining in the inventory still slated to receive the upgrades, she said.
The service has struggled with its message on how it plans to keep the fleet flying since the aircraft’s retirement was delayed until at least 2022.
Facing financial pressure, the Air Force — driven by spending caps known as sequestration — made multiple attempts in recent years to retire the Warthog to save an estimated $4 billion over five years and to free up maintainers for the F-35 Joint Strike Fighter, the stealthy fifth-generation fighter jet designed to replace the A-10 and legacy fighters.
Holmes added that as more F-35 amass themselves across U.S. bases, “I won’t be able to just add those on top of the [fighter] squadrons that I have.”
The service is looking to grow its fighter fleet to stay competitive against near-peer threats such as Russia and China. To do so, it believes it needs to increase its number of fighter squadrons from 55 to 60.
But that means it needs a variety of aircraft to sustain the fight, not just a regurgitation of old planes. Whether this means the Air Force is still weighing retiring its F-15C/D fleet sometime in the mid-2020s is unclear. Holmes did not speak to specific aircraft fleets when addressing fighter requirements.
“We’ll have to make some decisions” of what kind of aircraft to move or divest, he said. Preferred basing for F-35 bases is old F-16 Fighting Falcon bases, he said. The Air Force has been moving Vipers around various bases or into new training units since the F-35 has come online.
The female midshipman voluntarily decided to not continue participating in a summer course that’s required of officers who want to be selected for SEAL training, Lt. Cmdr. Mark Walton, a Naval special warfare spokesman, told The Associated Press. The Navy has not released the woman’s name, part of a policy against publicly identifying SEALs or candidates for the force.
No other woman has started the long process required to become a Navy SEAL, Walton said.
Another woman has set her sights on becoming a Special Warfare Combatant Crewman, another job that recently opened to women. They often support the SEALs but also conduct missions of their own using state-of-the art, high-performance boats. She has started the various evaluations and standard Navy training.
Officials have said it would be premature to speculate when the Navy will see its first female SEAL or Special Warfare Combatant Crewman.
The entry of women in one of the military’s most elite fighting forces is part of ongoing efforts to comply with then-Defense Secretary Ash Carter’s directive in December 2015 to open all military jobs to women, including the most dangerous commando posts.
That decision was formal recognition of the thousands of female servicewomen who fought in the Afghanistan and Iraq wars in recent years, including those who were killed or wounded.
The woman dropped out of the SEAL Officer Assessment and Selection program. It is open to Naval academy and Navy ROTC midshipmen and cadets during the summer before their senior year.
The three-week-long program in Coronado, across the bay from San Diego, tests participants’ physical and psychological strength along with water competency and leadership skills. The program is the first in-person evaluation of a candidate who desires to become a Navy SEAL officer, and it allows sailors to compete against peers in an equitable training environment.
All sailors must go through the program before being selected to take part in SEAL basic training, a six-month program so grueling that 75 percent of candidates drop out by the end of the first month.
The services have been slowly integrating women into previously male-only roles. Those in special operations are among the most demanding jobs in the military. Two women in 2015 graduated from the Army’s grueling Ranger course.
The newest Freedom-class littoral combat ship, LCS 19, the future USS St. Louis, was christened and launched in Marinette, Wisconsin, on Dec. 15, 2018, when the 3,900-ton warship tumbled into the icy water of the Menominee River on its side.
Freedom-class littoral combat ships are among the few ships in the world that are launched sideways.
That method was used “because the size of the ship and the capabilities of the shipyard allow for a side launch,” Joe DePietro, Lockheed’s vice president vice president of small combatants and ship systems, said in a statement.
“The ship has a shallow draft (it requires less than 14 feet of water to operate in) and is a small combatant (about 381 feet long), and can therefore be side launched, where many other ships cannot.”
“Our partner Fincantieri Marinette Marine has delivered more than 1,300 vessels and has used the side launch method across multiple Navy and Coast Guard platforms,” DePietro added. “The size and capacity of the vessels under construction enable use of the side-launch method.”
Lockheed Martin got the contract to build the ship in December 2010, and the name St. Louis was selected in April 2015. It will be the seventh Navy ship to bear that name — the first since the amphibious cargo ship St. Louis left service in 1991.
LCS 19’s keel was laid in May 2017, when the ship’s sponsor Barbara Taylor — wife of the CEO of the St. Louis-based company Enterprise rental car — welded her initials into a steel plate that was included in the ship’s hull.
On Dec. 15, 2018, Taylor christened the ship by smashing a bottle of champagne on its bow and then watched the warship tip over into the water.

“LCS 19 is the second ship we’ve christened and launched this year,” DePietro said in a release, adding that the defense firm’s shipbuilding team had “truly hit its stride.”
“We completed trials on three ships and delivered two more,” DePietro added. “Once delivered to the Navy, LCS 19 will be on its way to independently completing targeted missions around the world.”
Lockheed has delivered seven littoral combat ships to the Navy and seven more are in various stages of production and testing at Fincantieri Marinette Marine, where LCS 19 was launched on Dec. 15, 2018.
While LCS 19 has been christened and launched, it won’t become part of the Navy until it’s commissioned. At that point, the name St. Louis will become official.

The Navy’s littoral-combat-ship program is divided into two classes. Freedom-class ships are steel monohull vessels that are slightly smaller than their Independence-class counterparts, which are aluminum trimarans by General Dynamics that have a revolutionary design.
The LCS is meant to be a relatively cheap surface warship — about one-third the cost of a new Arleigh Burke-class destroyer, according to Lockheed — with a modular design that allows it to be quickly outfitted with a variety of different equipment suited for different types of missions.
While both classes are open-ocean capable, they are designed for operations close to shore, with modular packages for their primary missions of antisubmarine warfare, mine countermeasures, and surface warfare against smaller boats. (Issues with the LCS program may lead to its mine-countermeasure assets being deployed on other ships.)

The LCS is also meant to carry out intelligence-gathering, maritime-security, and homeland-security missions and support for Marine or special-operations forces regardless of its installed mission package.
The program has also faced more conventional hurdles. The USS Little Rock, the fifth Freedom-class LCS, was stuck in Montreal for three months at the beginning of 2018, hemmed in by winter weather and sea ice.

Dos Equis’ old ads featuring “The Most Interesting Man in the World” were supposed to be hilarious and ridiculous at the same time. But it left many thinking of people they knew who really might fit that man’s mold. I would like to submit the argument in favor of 81-year-old Army veteran, actor, and musician Kris Kristofferson.
You might know him from his acting work – most recently portraying the most hardcore President of all time, Andrew Jackson, on the History Channel miniseries Texas Rising. Or maybe you know him as “Whistler” from the Blade movies. Older folks know him as the songwriter behind Janis Joplin’s “Me and Bobby McGee” and as a country music performer in his own right. In 2003, he was presented with the “Veteran of the Year” Award at the 8th Annual American Veterans Awards.
While his father wanted him to continue the family’s military tradition, even he would have to admit that Kris has a pretty great resume. But there are a lot of music stars turned movie stars. It’s what he did before achieving stardom that makes him The Most Interesting Man in the World.
He was a Golden Gloves boxer.
The Golden Gloves meant that Kristofferson was a talented amateur boxer. But to add to his tough-as-nails persona, he also was skilled at rugby and track, and was even featured in Sports Illustrated for his natural talent playing American football.
He had two hobbies that just let him punch people in the face.
He was a Rhodes Scholar.
While studying literature at Pomona College in California, he was selected for a Rhodes scholarship to study literature at Merton College. While there, he continued boxing, performing at the highest levels. Remember: there’s no shame in getting knocked out by Kris Kristofferson. It doesn’t matter if he’s 18-years-old or 81-years-old.
Kristofferson goes Airborne.
He earned a Ranger tab.
The younger Kristofferson was the son of an Army Air Forces officer who went into the service himself as an officer. He was a helicopter pilot who also finished Ranger training and Airborne school. He opted to get out of the Army in lieu of taking an assignment to teach at West Point.
He moonlighted as a janitor… while working on oil rigs.
Kristofferson would sit on oil rigs, flying workers around in Louisiana one week. Then the next week he would moonlight as a janitor in Nashville recording studios so he could drop demo tapes on unsuspecting country music artists like June and Johnny Cash.
In one interview, he recommended having patience if you’re pursuing a career as an artist. Sweeping floors at age 30 might not seem glamorous for a former Army Ranger officer, but ask Kris Kristofferson if it was worth it.
Unfortunately his boozing is what led to him no longer working the controls of helicopters.
All that and he fought forest fires.
One of Kristofferson’s most often-offered pieces of advice is writing from your own experience. As if football, rugby, being an Airborne Ranger, and working on oil rigs weren’t manly enough, he also worked in construction and fought wild fires in Alaska.
In August, 1995, a series of events occurred that would just seem implausible today. A Taliban MiG fighter intercepted a Russian Airstan Ilyushin Il-76TD, forcing it to land at Kandahar International Airport in the middle of a nationwide Civil War. The crew and its passengers were taken prisoner by the Taliban. They were held for a year while the Russian government tried to negotiate their release with the help of a U.S. senator
The 1990s were a crazy time. Even with our post-9/11 goggles off, it seems inconceivable that any number of the above could happen – just try to imagine these crazy things:

Forcing a Russian plane to land
Russian government negotiating
A U.S. Senator helping Russia
It’s all true, of course. In 1994, the Taliban exploded out of Kandahar and, by the time of this incident, controlled much of the country south of Kabul. When the Airstan plane was flying over, the Taliban were still deadlocked against the Afghan government of the time, led by Burhanuddin Rabbani.
It must have been an awkward ask for Rabbani, who spent years fighting the Russians in Afghanistan, only to ask them for weapons in trying to keep it away from other Afghans.

The Airstan Ilyushin Il-76TD was carrying a load of 30 tons of weapons from Albania bound for the legitimate Afghan government when it was intercepted by a Taliban MiG-21. It was an old fighter, even in the 1990s, but was still enough to bring down the Ilyushin II.
Upon landing, the crew of seven was taken into custody by the Taliban — but the story doesn’t end there. As negotiations between the Russians and the terrorist group began to stall, American Senator Hank Brown stepped in to facilitate the talks, not only buying the Russians time, but also the crew. It didn’t hurt that the Taliban wanted some of their people freed in exchange for their prisoners.
For over a year, the Russian aircrew prepared for their daring escape. Brown managed to get the Taliban to agree to let the Russian Airstan crew maintain their captured aircraft to ensure it was in working order when the time to take off finally came. Brown visited the crew and let them know they would be maintaining it.
But not only did the crew perform its routine maintenance, they also slowly but surely prepared it for their flight home. They finally got their big chance one day, just over a year after being captured. When half of the Taliban who regularly guarded them left the group to attend evening prayers, the crew tricked the others into leaving their weapons outside the plane.
They overpowered the remaining three guards and started the engines.
By the time the Taliban noticed the plane was getting ready for take off, it was already taxiing down the runway. They tried to block their takeoff using a fire truck, but to no avail, the Russians were airborne well ahead of the truck’s position on the runway. The Taliban missed catching the escaping Russians by a mere three to five seconds.
The crew had done the impossible and the Taliban were not able to scramble intercepting aircraft in time to catch them.
They left Taliban airspace as fast as possible and set course for the UAE. By the time they landed, Russian President Boris Yeltsin was waiting by the phone to congratulate them. They made it home to Russia shortly after. The crew is said to celebrate their escape from the terrible event like a second birthday. The Taliban are brutal to prisoners, and the crew of the Airstan Ilyushin Il considered the entire country a prisoner of the terror group.
“My heart really goes out to these people. I’ve seen what a poverty-stricken and miserable standard of living they have. They’re still fighting because they’ve nothing left to lose,” a member of the crew told the BBC.
Their daring escape was the subject of a Russian film, Kandagar, in 2010.
As a fifth-generation stealth fighter, the F-22 is specifically engineered for air supremacy and air dominance missions, meaning its radar-evading technology is designed to elude and destroy enemy air defenses. The aircraft is also configured to function as the world’s premier air-to-air fighter able to “dogfight” and readily destroy enemy aircraft.
“Air superiority, using stealth characteristics is our primary role. The air dominance mission is what we will always do first. Once we are comfortable operating in that battlespace, our airmen are going to find ways to contribute,” Col. Larry Broadwell, the Commander of the 1st Operations Group at Joint Base Langley-Eustis, Virginia, told Scout Warrior in a special pilot interview.
The F-22’s command and control sensors and avionics help other coalition aircraft identify and destroy targets. While some of the aircraft’s technologies are not “publically discussable,” Broadwell did say that the F-22’s active and passive sensors allow it to function as an “aerial quarterback” allowing the mission to unfold.
For example, drawing upon information from a ground-based command and control center or nearby surveillance plane – such as a Joint Surveillance and Target Attack Radar System – the F-22 can receive information or target coordinates from nearby drones, Broadwell explained.
At the moment, targeting information from drones is relayed from the ground station back up to an F-22. However, computer algorithms and technology is fast evolving such that aircraft like an F-22s will soon be able to quickly view drone video feeds in the cockpit without needing a ground station — and eventually be able to control nearby drones from the air. These developments were highlighted in a special Scout Warrior interview with Air Force Chief Scientist Greg Zacharias.
Zacharias explained that fifth generation fighters such as the F-35 and F-22 are quickly approaching an ability to command-and-control nearby drones from the air. This would allow unmanned systems to deliver payload, test enemy air defenses and potentially extend the reach of ISR misisons.
“Because of its sensors, the F-22 is uniquely able to improve the battlefield awareness – not just for airborne F-22s but the other platforms that are airborne as well,” he said. The Raptor has an F-22-specific data link to share information with other F-22s and also has the ability to use a known data link called LINK 16 which enables it to communicate with other aircraft in the coalition, Broadwell explained in an interview last year.
Newer F-22s have a technology called Synthetic Aperture Radar, or SAR, which uses electromagnetic signals or “pings” to deliver a picture or rendering of the terrain below, allow for better target identification.
The SAR technology sends a ping to the ground and then analyzes the return signal to calculate the contours, distance and characteristics of the ground below.
“The addition of SAR mapping has certainly enhanced our air-to-ground capability. Previously, we would have to take off with pre-determined target coordinates. Now, we have an ability to more dynamically use the SAR to pinpoint a target while airborne,” Broadwell added.
“The F-35 is needed because it is to global precision attack what the F-22 is to air superiority,” he added. “These two aircrafts were built to work together in concert. It is unfortunate that we have so few F-22s. We are going to ask the F-35 to contribute to the air superiority mission,” he said.
Overall, the Air Force operates somewhere between 80 and 100 F-22s. Dave Majumdar of The National Interest writes that many would like to see more F-22s added to the Air Force arsenal. For instance, some members of Congress, such as Rep. Randy Forbes, R-Va., have requested that more F-22s be built, given its technological superiority.
Citing budget concerns, Air Force officials have said it is unlikely the service will want to build new F-22s, however an incoming Trump administration could possibly want to change that.
The F-22 is known for a range of technologies including an ability called “super cruise” which enables the fighter to reach speeds of Mach 1.5 without needing to turn on its after burners.
“The F-22 engines produce more thrust than any current fighter engine. The combination of sleek aerodynamic design and increased thrust allows the F-22 to cruise at supersonic airspeeds. Super Cruise greatly expands the F-22’s operating envelope in both speed and range over current fighters, which must use fuel-consuming afterburner to operate at supersonic speeds,” Broadwell explained.
The fighter jet fires a 20mm cannon and has the ability to carry and fire all the air-to-air and air-to-ground weapons including precision-guided ground bombs, such Joint Direct Attack Munitions called the GBU 32 and GBU 39, Broadwell explained. In the air-to-air configuration the Raptor carries six AIM-120 AMRAAMs and two AIM-9 Sidewinders, he added.
“The F-22 possesses a sophisticated sensor suite allowing the pilot to track, identify, shoot and kill air-to-air threats before being detected. Significant advances in cockpit design and sensor fusion improve the pilot’s situational awareness,” he said.
It also uses what’s called a radar-warning receiver – a technology which uses an updateable data base called “mission data files” to recognize a wide-range of enemy fighters, Broadwell said.
Made by Lockheed Martin and Boeing, the F-22 uses two Pratt Whitney F119-PW-100 turbofan engines with afterburners and two-dimensional thrust vectoring nozzles, an Air Force statement said. It is 16-feet tall, 62-feet long and weighs 43,340 pounds. Its maximum take-off weight is 83,500.
The aircraft was first introduced in December of 2005, and each plane costs $143 million, Air Force statements say.
“Its greatest asset is the ability to target attack and kill an enemy without the enemy ever being aware they are there,” Broadwell added.
The Air Force’s stealthy F-22 Raptor fighter jet delivered some of the first strikes in the U.S.-led attacks on the Islamic State in Iraq and Syria, when aerial bombing began in 2014, service officials told Scout Warrior.
After delivering some of the first strikes in the U.S. Coalition-led military action against ISIS, the F-22 began to shift its focus from an air-dominance mission to one more focused on supporting attacks on the ground.
“An F-22 squadron led the first strike in OIR (Operation Inherent Resolve). The aircraft made historic contributions in the air-to-ground regime,”
Even though ISIS does not have sophisticated air defenses or fighter jets of their own to challenge the F-22, there are still impactful ways in which the F-22 continues to greatly help the ongoing attacks, Broadwell said.
“There are no issues with the air superiority mission. That is the first thing they focus on. After that, they can transition to what they have been doing over the last several months and that has been figuring out innovative ways to contribute in the air-to-ground regime to support the coalition,” Broadwell said.
The act of conducting a ceremonial flyover is nothing new for naval aviators, but the flyover that occurred Dec. 6, 2018, is one that has never occurred before in our Navy’s history.
At approximately 4:15 p.m. (CST), aviators from various squadrons assigned to Commander, Strike Fighter Wing Atlantic (CSFWL) and Commander, Naval Air Force Atlantic (CNAL) flew an unprecedented 21 jet flyover at the George H.W. Bush Presidential Library to honor the former naval aviator and president at his interment in College Station, Texas.
Following six days of national mourning, the ceremony served as the third and final stage of a state funeral for President Bush who was laid to rest alongside his wife of 72-years, former First Lady Barbara Bush and their late daughter, Robin.
Planning of a state funeral typically begins around the time of a president’s inauguration; however, the execution of that plan may not happen for decades and often with little notice of a president’s passing.
Navy Conducts Unprecedented Flyover for President George H.W. Bush
The plan for President Bush’s funeral service called for a 21 jet flyover, which was the responsibility of the operations team at CNAL led by Capt. Peter Hagge.
“Before I even checked in to [CNAL] a year and a half ago, this plan was in place.” Hagge said.Following the former first lady’s passing April 17, 2018, Hagge and the CNAL team coordinated efforts with CSFWL to start making preparation for the president’s death. On Nov. 30, 2018, both teams snapped in to action to execute that plan.
“We coordinated with Joint Reserve Base (JRB) Fort Worth and reached out to the commanding officer, executive officer and operations officer to make sure we had ramp space and hangar maintenance facilities,” said Hagge. “Cutting orders for the aircrew and all 50 maintainers and the other administrative details was the easy part. The tactical level detail was a lot more complex.”
All told, 30 jets made the trip to JRB Fort Worth in addition to the ground team on station at the presidential library in College Station. The extra nine jets served as backups to ensure mission success.
“It was reactionary to make sure we had the requisite number of aircraft with spares to make sure we could fill [the request] with 21 aircraft,” Hagge said.
The extra nine jets comprised of five airborne spares with four more spares on ground ready to support.
Cmdr. Justin Rubino, assigned to CNAL, served as the forward air controller on the ground. He remained in radio contact with the aircraft to match the flyover’s timing with the funeral events on the ground.

“I like the responsibility and feel like I had the most direct role in ensuring success — other than the aircraft of course,” Rubino said. “I like being the ‘point person,’ communicating what’s happening on the ground, relaying that information and directing when the flyover occurs.”
Rubino coordinates all of CNAL’s flyovers, but believes this one is special.
“It’s special because not only was he the 41st president, but he was also a naval aviator,” he said. “He flew off aircraft carriers just like we do today and that’s a bond all of us share. He’s one of us. Sure he was the president of the United States, yes, but he was also a naval aviator.”
Coordinating a nationally televised 21 jet flyover for a state funeral is no small task, but Hagge remains humble, giving much of the credit to the Joint Task Force National Capitol Region, which was responsible for the overall planning.
“As far as the complexity goes, for us, we are a really small portion of an incredibly complex machine.”
The “small portion” included executing the Navy’s first 21-jet formation that originated from an Air Force formation already in existence.
“We pretty much took the Air Force plan and put a little Navy spin on it,” Rubino said.
That “spin” included changing the distance between the aircraft and altering the formation to a diamond shape for the first four jets. The last formation utilized the standard “fingertip formation” in order to do the missing-man pull.
Hagge and his team were honored to support.
“A funeral is a family’s darkest hour and a flyover, an opportunity where we can support them in a time of mourning, means the world to them,” said Hagge. “But this one, I think, means the world to our nation.”

President Donald Trump’s deployed National Guard troops have already begun arriving at the US-Mexico border — and they’ll mostly be providing aerial support and helping with surveillance and infrastructure projects, the Pentagon said April 9, 2018.
But the troops are explicitly barred from helping arrest or deport immigrants, as the Posse Comitatus Act of 1878 limits the military’s ability to enforce civilian law without authorization.
The troops are set to use drones and light-, medium-, and heavy-lift helicopters during their deployment, Pentagon spokesman Lt. Col. Jamie Davis told The Washington Post in a statement. They’ll also assist with surveillance systems such as cameras and blimps.
Beyond that, the troops will be doing maintenance work on roads and facilities, as well as clearing vegetation, Davis said. He did not clarify whether those infrastructure tasks would include border wall construction.
The Department of Defense confirmed in a statement that the troops won’t conduct law-enforcement activities or interact with migrants or detainees without approval from Defense Secretary Jim Mattis.
Davis also said the troops won’t be conducting armed patrols, and will only carry weapons in limited circumstances, depending on their mission.

“National Guard personnel will only be armed for their own self-protection to the extent required by the circumstances of the mission they are performing,” he said.
It’s still unclear exactly how many troops will be deployed to the border — though Texas, Arizona, and New Mexico have so far committed nearly 1,600 members altogether. Trump said April 5, 2018, he hoped the states’ governors would authorize “anywhere from 2,000 to 4,000.”
The only border state that hasn’t yet responded to the Trump administration’s request is California, whose Democratic Gov. Jerry Brown has been a vehement critic of Trump and his anti-immigration agenda.
It’s also unclear what the deployments will cost and how long they’ll last, though Mattis has already authorized a payment that would cover the cost of up to 4,000 National Guard members through September 30.
Trump’s demand to have the National Guard deployed along the border came after a days-long tirade against a “caravan” of hundreds of central American migrants traveling through Mexico. Some of those migrants intended to seek asylum in the United States or enter illegally.
Though the caravan has mostly dispersed, organizers said April 9, 2018, that roughly 200 migrants still intend to claim asylum in the US.
The weapons arrived on an Air Serbia flight and were scheduled to fly on another plane from Belgrade to Portland, Oregon. The Lebanese military said in a statement that they were sending the missiles to Portland so that they could be turned in as part of a deal with the manufacturer, Lockheed Martin.
Air Serbia operated the aircraft where the missiles were found and has assisted in the investigation.
AGM-114 Hellfire missiles can be launched from aircraft, boats, and land vehicles and is primarily designed to defeat enemy armor. It carries either an 18 or 20-pound warhead and can travel up to five miles at 995 mph to destroy a target.
