While North Korea is in the headlines over Kim Jong Un’s push for intercontinental ballistic missiles, India has quietly carried out its own arms race and is building a very solid nuclear triad for strategic deterrence.
According to a report from Bloomberg News, India’s efforts are bearing fruit — a marked contrast to those of the North Koreans, which apparently drove Kim Jong Un to get blackout drunk and demand apologies from his generals.
The missile India tested was the Agni V, which GlobalSecurity.org notes has a range of about 2,700 nautical miles. This would allow the missile to hit most of the People’s Republic of China.
India made news earlier this year when it commissioned the nuclear-powered ballistic missile submarine INS Arihant. This submarine, capable of carrying four K-4 intermediate-range ballistic missiles, puts India into the “boomer club” with the United States, France, the United Kingdom, China, and Russia.
Bloomberg News reported that the Agni V missile was launched from a Road Mobile Launcher. The Federation of American Scientists notes that the Soviet Union’s SS-25 Sickle (later taken over by the Russian Federation) was also designed as a road-mobile system.
According to Designation-Systems.net, the United States planned to use the MGM-134 Midgetman as a road-mobile system, but it was cancelled at the end of the Cold War.
The Indian Air Force has a number of aircraft that could carry nuclear weapons, including the MiG-27, the Jaguar, and GlobalSecurity.org reports that Indian Tu-142 “Bear F” anti-submarine escorts have been wired to accept air-launched cruise missiles.
U.S. Fleet Forces (USFF) Command will begin a second round of testing in 2019 on a two-piece organizational clothing variant that offers flame resistance and moves the Navy one step closer to delivering sailors a safe, comfortable, no-cost alternative to the Improved Flame Resistant Variant (IFRV) coveralls, with the same travel flexibility as the Type III working uniform.
USFF conducted the initial wear test on two-piece variants from May through September of 2018 and collected feedback from nearly 200 wear-test participants across surface, aviation, and submarine communities about everything from colors and design, to comfort and options like buttons and hook-and-loop fasteners. The command also received feedback from more than 1,700 sailors in an online survey about colors and design.

Fleet survey responses indicated that sailors liked the functionality of the Type III but would like to see the design in traditional Navy uniform colors. More than 70 percent of E-6 and junior sailors surveyed liked the navy blue blouse and trouser while a khaki version was the preference for chiefs and officers.

“Leaders are listening to the fleet when it comes to this design,” said USFF Fleet Master Chief Rick O’Rawe, a wear-test participant. “We have an obligation to keep our sailors safe in inherently dangerous environments, but we also want to be mindful of their time. This is going to be something that’s safe, easy to maintain, and doesn’t require half-masting of coveralls when it’s hot or having to change clothes every time you leave the ship. Never again should we have to pass the words ‘all hands shift into the uniform for entering port or getting underway.'”

The updated design, which won’t require sailors to sew on components, will be tested by 100 officers and enlisted sailors to see how well it performs from wash-to-wear without ironing, and how it holds up to laundering. The two-piece variant will allow for de-blousing in extreme climates and challenging work environments. An undershirt will continue to be tested with a flame-resistant, moisture-wicking fabric in black.

I have received so much feedback just from wearing the two-piece around the command every day,” said Yeoman 1st Class Kelly Pyron, a wear-test participant assigned to USFF. “The best part is that we’ll be able to transit from the ship and run errands in the two-piece; having one standard underway and in-port across the board will be much more convenient. I am excited to see the wear test moving into the next phase of evaluation.”
Once approved, the new prototype will serve as an alternative to the IFRV coverall for operational commands. The coverall may continue to be the prescribed clothing item for some sailors in applicable work environments.
Pyron expressed, “If a clothing item, that I will not have to buy, can make my life easier while keeping me safe, I’m all for it.”
Today, the Silver Star, Navy Cross, Distinguished Service Cross, and Air Force Cross are known as awards that recognize heroic actions by service members in combat.
But they were created on the heels of serious controversy over other awards.
During the Civil War, Congress created the Medal of Honor to recognize valor. But some of the awards were seen as questionable by some. Perhaps the most egregious of these was the case of the 27th Maine Regiment.
According to HomeofHeroes.com, the 864 men of this regiment were awarded the medal en masse due to a poorly-worded order by Secretary of War Edwin Stanton and a bureaucratic snafu.
So, in 1917, there was an effort to clean up the mess that had been created. A total 911 Medals of Honor were revoked, including those from the 27th Maine. But there was also an effort to make sure that the Medal of Honor would not be so frivolously awarded in the future, while still recognizing gallantry in action.
As America entered World War I, it was obvious there would be acts of valor. So Congress created the Distinguished Service Cross and Silver Citation Star (Which would later become the Silver Star Medal) in 1918, and the Navy Cross in 1919 to address valor that didn’t rise to the level of the Medal of Honor. It was the start of the “Pyramid of Honor,” which now has a host of decorations to recognize servicemen (and women) for valor or for other meritorious actions.
So, what sort of courageous actions warrant which medal? Perhaps one indicator of today’s standards can come from the sample citations in SECNAV Instruction 1650.1H.
Historically, though, it should be noted that in the Vietnam War, Randy “Duke” Cunningham received the Navy Cross for making ace (an Air University bio reports that he was nominated for the Medal of Honor for his actions on May 10, 1972).
Or, one can look at the actions of Leigh Ann Hester to get a good idea of what would warrant a Silver Star.
Iranian officials knew their military had shot down a passenger jet and lied about it for days, Ukraine said Sunday, citing a leaked audio recording of an Iranian pilot communicating with air-traffic control in the capital Tehran.
In the leaked audio recording — said to be from the night in January when Ukraine International Airlines Flight 752 was shot down — a pilot for Iran Aseman Airlines radioed the air-traffic control tower to say he saw the “light of a missile,” Reuters reports.
The control tower can reportedly be heard trying, unsuccessfully, to reach the Ukrainian passenger aircraft on the radio as the Iranian pilot says he saw “an explosion.”

Aseman Flight 3768 was close enough to the airport in Tehran to see the blast, the Associated Press reported, citing publicly available flight-tracking data.
Ukrainian President Volodymyr Zelensky said in a television interview that the recording “proves that the Iranian side knew from the start that our plane had been hit by a missile.”
Ukraine International Airlines said, according to Reuters, that the audio was “yet more proof that the UIA airplane was shot down with a missile, and there were no restrictions or warnings from dispatchers of any risk to flights of civilian aircraft in the vicinity of the airport.”
UIA Flight 752 was flying from Tehran to the Ukrainian capital, Kyiv, on January 8 when it was shot down shortly after takeoff, killing all 176 people on board. The incident happened just hours after Iran launched a barrage of ballistic missiles at US forces in Iraq in retaliation for a US drone strike that killed Iranian Maj. Gen. Qassem Soleimani, and the country’s air-defense systems were on high alert.
Though it blamed “human error,” Iran also sought to cast responsibility with the US, arguing that the killing of Soleimani had led to a dangerous spike in tensions that resulted in the accident. Still, Iranian citizens and international observers questioned why Iran didn’t ground civilian air traffic after its missile attack on US-occupied bases in Iraq.
Iran said it mistook the airliner for an enemy missile. Iranian President Hassan Rouhani called the incident a “grave tragedy” and an “unforgivable mistake.”
Iran’s Civil Aviation Organization is in charge of investigating aviation incidents, with one official saying Ukraine’s decision to release the confidential recording, which aired on Ukrainian television, had “led to us not sharing any more information with them.”
As the tech and information industries boomed in the 2010s, the decade was also rocked by scandals across both industries.
Tech companies are increasingly at the center of political and social issues in the US and across the globe, and the past 10 years saw a wave of abuses of power, failed business ventures, and disastrous gadget rollouts.
Facebook, Apple, and Google — some of the most powerful tech companies in existence — were the most frequent sites of scandal. However, startups and fringe organizations saw their share of infamy over the past ten years as well. And then there were the NSA spying revelations from whistleblower Edward Snowden.
Here are the biggest tech scandals from 2010 to the present.
2010: Over a dozen workers commit suicide after working under brutal conditions at a Chinese factory making iPhones, iPads, and HP computers
At least 14 workers at Foxconn factories in Shenzen, China died by suicide over the course of 2010. Foxconn, which manufactures gadgets for clients including Apple, Nintendo, and HP, reportedly expected workers to put in extreme overtime shifts under dismal working conditions and with cruel management who would dock workers’ pay for minor infractions, according to the Wall Street Journal. The company reportedly installed safety nets to catch workers who jumped from upper stories and asked workers to sign a contract agreeing not to kill themselves.
Apple, HP, and other Foxconn clients said they would pressure Foxconn to improve its working conditions in the wake of the suicides. China also put new laws in place in 2012 limiting workers’ overtime hours.
2013: Edward Snowden releases confidential documents showing the NSA has secretly had access to Google and Yahoo servers
In one of the most famous whistleblower complaints in US history, former contractor Edward Snowden revealed that the National Security Agency had been spying on people’s Google and Yahoo accounts, retaining text, audio, and video at will without users’ knowledge.
Both Google and Yahoo expressed surprise at the findings, stating that they had not granted the government access to their servers. However, Google said in a statement that the company had “long been concerned about the possibility of this kind of snooping.” Snowden still faces charges of violating the Espionage Act — he is living in Moscow, where he has been granted asylum status.
2015: Volkswagen admits to cheating on emissions tests to make its cars seem more eco-friendly than they are
The Environmental Protection Agency discovered that Volkswagen was using “defeat devices” on its cars that detected when they were being tested for emissions and delivered artificial results to make them seem more environmentally friendly. Volkswagen confirmed the allegation, saying that 11 million of its cars were fitted with defeat devices.
The German car maker agreed to pay .3 billion in fines to the US and spend more than billion to address claims from regulators and car owners. Six Volkswagen executives faced criminal charges for their alleged involvement in the scheme.
2016: Apple ordered to pay €13 billion in EU back taxes after receiving tax breaks from Ireland that were ruled illegal
For more than a decade, Apple funneled its European operations through Ireland, capitalizing on massive tax breaks the small country offered it. In 2013, the European Union concluded a three-year investigation into the tax rates and ruled that those breaks were illegal, given that they only applied to Apple. The EU ordered Apple to pay the equivalent of .5 billion back to Ireland. Apple decried the decision, saying it would rethink its future European business ventures as a result.

2016: Theranos shutters its labs and faces a federal investigation over dubious claims about its blood-testing technology
One of the most notorious startup launches of the past decade, Theranos and its mercurial leader Elizabeth Holmes fell from grace after the company proved unable to fulfill its promises that it could run blood tests on a single drop of blood. Holmes is the subject of an ongoing federal investigation and faces charges of criminal fraud.

2016: Samsung recalls Galaxy Note 7s and shuts down production of the phones after several phones explode while charging
Samsung initiated a global recall of Galaxy Note 7 phones in early September 2016 after several models caught on fire, stating that it would begin shipping updated models that were safe. However, reports surfaced that multiple replacement phones were also catching on fire while charging, leading the South Korean company to halt production on the Galaxy Note 7 entirely.

2017: Facebook says fake accounts linked to Russia bought thousands of ads during US election
Accounts that were “likely operated out of Russia” spent roughly 0,000 in Facebook ads beginning in June 2015 with the aim of influencing the 2016 presidential election, Facebook disclosed in September 2017. Before that announcement, Facebook had repeatedly insisted that it had no reason to believe that Russian actors bought ads in connection with the election. Facebook pledged that going forward it would take action to thwart attempted foreign-funded campaigns to influence US elections.
2017: A Google engineer circulates a manifesto criticizing the company’s attempts to increase gender and racial diversity
Google employees were outraged after James Damore, a Google engineer, circulated an anti-diversity manifesto within the company that criticized efforts to increase the number of women and minorities working there. “We need to stop assuming that gender gaps imply sexism,” he wrote in the memo, a copy of which was obtained by Gizmodo. The memo came during a time of increasing turbulence inside Google, with staffers raising concerns over company culture. Damore ultimately left the company.
2018: Google faces an internal reckoning after reports surface of sexual misconduct across the company, including prominent executive Andy Rubin
Thousands of employees walked out of Google offices in late 2018 after reports surfaced of sexual misconduct by high-ranking company officials. The New York Times reported that Google protected Andy Rubin, one of the creators of Android, while women who reported sexual misconduct internally said they were treated unfairly by Google’s forced arbitration policies. Rubin reportedly received tens of millions of dollars as part of his exit package, even after the company deemed the reports of misconduct against him credible. Google CEO Sundar Pichai acknowledged shortcomings at the time and pledged to “turn these ideas into action.”
2018: UN investigators blame Facebook for providing a platform for hate speech in connection with the Myanmar genocide of Rohingya Muslims
A UN investigator said that Facebook played a “determining role” in Myanmar’s genocide of Rohingya Muslims, stating that hate speech and plans to organize killings flourished on the platform.
“It was used to convey public messages but we know that the ultra-nationalist Buddhists have their own Facebooks and are really inciting a lot of violence and a lot of hatred against the Rohingya or other ethnic minorities,” the investigator said.
Facebook ultimately acknowledged that the platform enabled violence and apologized for not doing more to stop it.

2018: Facebook admits that Cambridge Analytica, a controversial data-analysis firm linked to the Trump campaign, improperly obtained and mishandled millions of users’ data
Following a bombshell investigation by The Guardian, Facebook suspended Cambridge Analytica, a firm who improperly obtained and used the data of millions of users to serve pro-Trump ads in advance of the 2016 election. The Trump campaign reportedly paid Cambridge Analytica millions of dollars for its services, which violated Facebook’s advertising partner terms but happened under the social media giant’s watch.
2018: Following widespread protests from its employees, Google agrees not to renew a secretive contract to help the Pentagon build AI for drones
Google quietly established a partnership with the Pentagon on a fast-moving project to develop AI software for analyzing and assisting in drone strikes — a move that many at the company didn’t know about, and that drew widespread protests after it was first reported publicly by Gizmodo. After backlash, the company agreed not to renew the Pentagon contract. However, an unnamed company that partnered with the Pentagon on the same project still used an “off-the-shelf Google Cloud platform,” the Intercept reported.
2019: Messages show top Boeing officials knew about “egregious” problems with the 737 Max years before 2 deadly crashes
At least two years before two deadly Boeing 737 Max crashes, a top Boeing pilot was warned of “egregious” problems with the planes, messages obtained by The New York Times revealed. The crashes, which took place in October 2018 and March 2019, killed 346 people. After the second crash, all Boeing 737 Max planes were grounded, and Boeing’s handling of the incident is the subject of an ongoing FBI investigation.
2019: Concerns with WeWork’s business model and management cause a failed IPO attempt, an ousted CEO, and a tanked valuation
In one disastrous month, WeWork saw its valuation drop to billion from billion, removed Adam Neumann as CEO, and cancelled its once-hyped initial public offering after investors and media raised serious questions with the company’s financials and Neumann’s eccentric managerial style. Access to all of the ship or command’s goods while hanging out on ships (mostly) near the coasts. Sounds great. Storekeepers can go further out, serving primarily on icebreakers and cutters when they’re not on the shore. They specialize in inventory and supply. (Average rating is a 4.1.)
8. Coast Guard Information Systems Technician (4.2)
It’s an IT job, but with the Coast Guard. Keep computers properly hooked up and set up new networks when needed; you could even get called to keep all the computers on an ocean-going cutter working together. And odd note about the Glassdoor for this job though: the IT guys are less likely to recommend the Coast Guard to a friend (62 percent vs. 88 percent) than Coasties as a whole reported. (Average rating is a 4.2.)
A combination of hospital nurses and field medics, Navy corpsmen give medical aid to sailors, Marines, and others both on ship and shore as well as in combat around the world. Obviously, this can result in a lot of stress but can also be very fulfilling. (Average rating is a 4.2.)
5. Army Human Resources Specialist (4.2)
It’s one of the more ridiculed jobs, an “uber-POG” position that rarely sees combat. But human resource specialists seem happy with their desk jobs, tracking personnel and making sure pay goes through properly. (Average rating is a 4.2, vs. an average of 3.4 for the infantry).
4. Army Logistics Manager (4.2)
The Glassdoor ratings for “Army Logistics Manager” cover a variety of jobs, mostly in the transportation branch. They drive trucks, plan routes, and send convoys through enemy territory. So, a little adventure on some days, but humdrum the rest of the time. A sweet life, unless we run into another era like the rise of the IED. Then it sucks. Horribly. (Average rating is a 4.2.)
3. Military officer (4.4)
“Officer” is a wide catch-all that includes everything from the folks who manage door kickers to those who manage desk jockeys to those who manage truck drivers. (Glassdoor has a separate “Officer” category for each branch, but they all average ratings between 4.3 and 4.5.)
2. Army Operations Manager (4.5)
This is another ratings category where the reviewers came from different jobs, but these are the folks who worked their way into an operations shop and are now in charge of planning missions and ensuring the teams have everything they need for success, from engineers building new roads to infantrymen slaying bodies. (Average rating is a 4.5.)
The Defense Advanced Research Project Agency plans to demonstrate an ability to launch and recover small drones from an Air Force C-130 aircraft as part of its continued development of the Gremlins program — a technical effort designed to deploy groups of small drones carrying 60-pound sensor payloads up to ranges of 300 nautical miles.
The program is expected to culminate in an air launch and recovery demonstration in 2019.
The drones are intended to perform a range of missions, such as testing enemy air defenses and conducting ISR missions for an hour on station before returning to an Air Force C-130, developers said. A key concept of the program is extending the mission range of aircraft, while allowing manned crews to operate at safer distances.
Gremlins moves beyond existing state-of-the-art programs able, which are able to launch, but not recover, swarms of mini-drones. The Pentagon’s Strategic Capabilities Office, an initiative aimed at harnessing near-term emerging technologies for operational use, demonstrated an ability to launch small drones from the flare dispenser of an F-16. While able to blanket areas with ISR and perform significant mission-enhancing functions, they are expendable and not available for re-use.
“For decades, U.S. military air operations have relied on increasingly capable multi-function manned aircraft to execute critical combat and non-combat missions. Adversaries’ abilities to detect and engage those aircraft from longer ranges have improved over time as well,” said DARPA in a statement.
Gremlins could well be described as a technological leap in manned-unmanned teaming beyond state-of-the-art technology, as it enables drones to launch, perform missions and then return to a host aircraft. As algorithms for increased levels of autonomy advance, aircraft will be able to control drones from the cockpit with a pilot in a command and control role, service experts have explained.
At the moment, Army helicopters can used “manned-unmanned” teaming to control the flight path and sensor payload of nearby drones, and the Air Force Chief Scientist Dr. Gregory Zacharias has told Warrior that F-35 and F-22 fighter jets may soon have the technical ability to navigate multiple drones from the air. The idea is to use unmanned aircraft to perform ISR missions, delivery weapons or test high-risk air defenses or enemy formations without putting pilots in harm’s way. This day is fast approaching, given the pace of current progress developing algorithms enabling higher levels of autonomy, Zacharias has explained.
As of earlier this year, DARPA has continued its contract with General Atomics Aeronautical Systems and Dynetics to move Gremlins into the next phase of development, an effort which involves testing and a Preliminary Design Review.
The Gremlins’ expected lifetime of about 20 uses provides significant cost advantages over expendable systems by reducing payload and airframe costs and by having lower mission and maintenance costs than conventional platforms, a General Atomics statement said.
“We see the potential for using this technology on our own Predator B/MQ-9 Reaper® to offer our customers new mission capabilities,” David R. Alexander, president, Aircraft Systems, GA-ASI, said in a written statement.
Ed Tipper, a member of the famous D-Day-era “Easy Company,” died at his home in Lakewood, Colorado, Feb. 1.
He was 95.
According to a report by the Denver Post, the former paratrooper with the 506th Parachute Infantry Regiment, 101st Airborne Division, spent over 30 years as a teacher before retiring in 1979. He received the Bronze Star and Purple Heart, among other decorations, for his service in World War II.
The Daily Caller noted that Tipper suffered severe wounds during the Battle of Carentan, including the loss of his right eye, when a German mortar shell hit while he was clearing a house. The opening credits of the HBO miniseries “Band of Brothers,” shows Tipper, played by Bart Raspoli, being comforted by Joe Liebgott, played by Ross McCall, in the aftermath of that hit.
“So much of what people talk about with him is what he did in the war. That was two years and really six days starting on D-Day,” his daughter, Kerry Tipper, told the newspaper. “Teaching was 30 years.”
Most notable, though, is that despite the wounds, which included two broken legs, Tipper managed to carry on a very active life.
“He just refused to accept people’s limitations,” his daughter Kerry told the Denver Post. The newspaper reported that Tipper took a list of things doctors said he couldn’t do and made it a checklist. He was known to be an avid skier well into his 80s.
His daughter also added that Tipper, like many in Easy Company, felt, “a little embarrassed that their group got attention, that theirs was spotlighted when there were so many other groups that did incredible things and made sacrifices.”
According to the Denver Post, Tipper is survived by a wife who he married in 1982, a daughter and a son-in-law. A public memorial service is scheduled for June 1.

A U.S. Army project took a new approach to developing robots — researchers built robots entirely from smaller robots known as “smarticles,” unlocking the principles of a potentially new locomotion technique.
Researchers at Georgia Institute of Technology and Northwestern University published their findings in the journal Science Robotics.
The research could lead to robotic systems capable of changing their shapes, modalities and functions, said Sam Stanton, program manager, complex dynamics and systems at the Army Research Office, an element of U.S. Army Combat Capabilities Development Command’s Army Research Laboratory, the Army’s corporate research laboratory.
“For example, as envisioned by the Army Functional Concept for Maneuver, a robotic swarm may someday be capable of moving to a river and then autonomously forming a structure to span the gap,” he said.
Five identical “smarticles” — smart active particles — interact with one another in an enclosure. By nudging each other, the group — dubbed a “supersmarticle” — can move in random ways. The research could lead to robotic systems capable of changing their shapes, modalities and functions.
The 3D-printed smarticles — short for smart active particles — can do just one thing: flap their two arms. But when five of these smarticles are confined in a circle, they begin to nudge one another, forming a robophysical system known as a “supersmarticle” that can move by itself. Adding a light or sound sensor allows the supersmarticle to move in response to the stimulus — and even be controlled well enough to navigate a maze.
The notion of making robots from smaller robots — and taking advantage of the group capabilities that arise by combining individuals — could provide mechanically based control over very small robots. Ultimately, the emergent behavior of the group could provide a new locomotion and control approach for small robots that could potentially change shapes.
“These are very rudimentary robots whose behavior is dominated by mechanics and the laws of physics,” said Dan Goldman, a Dunn Family Professor in the School of Physics at the Georgia Institute of Technology and the project’s principal investigator. “We are not looking to put sophisticated control, sensing and computation on them all. As robots become smaller and smaller, we’ll have to use mechanics and physics principles to control them because they won’t have the level of computation and sensing we would need for conventional control.”
The foundation for the research came from an unlikely source: a study of construction staples. By pouring these heavy-duty staples into a container with removable sides, former doctoral student Nick Gravish — now a faculty member at the University of California San Diego — created structures that would stand by themselves after the container’s walls were removed.
Light hits a smarticle (smart active particle) causing it to stop moving, while the other smarticles continue to flap their arms. The resulting interactions produce movement toward the stopped smarticle, providing control that doesn’t depend on computer algorithms.
Shaking the staple towers eventually caused them to collapse, but the observations led to a realization that simple entangling of mechanical objects could create structures with capabilities well beyond those of the individual components.
“Dan Goldman’s research is identifying physical principles that may prove essential for engineering emergent behavior in future robot collectives as well as new understanding of fundamental tradeoffs in system performance, responsiveness, uncertainty, resiliency and adaptivity,” Stanton said.
The researchers used a 3D printer to create battery-powered smarticles, which have motors, simple sensors and limited computing power. The devices can change their location only when they interact with other devices while enclosed by a ring.
“Even though no individual robot could move on its own, the cloud composed of multiple robots could move as it pushed itself apart and shrink as it pulled itself together,” Goldman said. “If you put a ring around the cloud of little robots, they start kicking each other around and the larger ring — what we call a supersmarticle — moves around randomly.”
The researchers noticed that if one small robot stopped moving, perhaps because its battery died, the group of smarticles would begin moving in the direction of that stalled robot. The researchers learned to control the movement by adding photo sensors to the robots that halt the arm flapping when a strong beam of light hits one of them.
Smarticles: Robots built from smaller robots work together
“If you angle the flashlight just right, you can highlight the robot you want to be inactive, and that causes the ring to lurch toward or away from it, even though no robots are programmed to move toward the light,” Goldman said. “That allowed steering of the ensemble in a very rudimentary, stochastic way.”
In future work, Goldman envisions more complex interactions that use the simple sensing and movement capabilities of the smarticles. “People have been interested in making a certain kind of swarm robots that are composed of other robots,” he said. “These structures could be reconfigured on demand to meet specific needs by tweaking their geometry.”
Swarming formations of robotic systems could be used to enhance situational awareness and mission-command capabilities for small Army units in difficult-to-maneuver environments like cities, forests, caves or other rugged terrain.
The research project also received funding from National Science Foundation.
The U.S. Army has been looking beyond armor to augment the defense of Abrams tanks and other armored vehicles, responding to the emergence of more potent weapons without sacrificing speed and weight.
“Today, we need to adapt differently to threats, not just by adding more armor,” Col. Kevin Vanyo, program manager for Emerging Capabilities at the U.S. Army Tank Automotive Research Development, and Engineering Center, told the Army News Service, adding that the Abrams is already so heavy many bridges cannot support it.
Vanyo said his team was working on both “hard kill” APS, which uses physical countermeasures, and “soft kill” APS, which uses countermeasures like electro-magnetic signals to interfere with incoming weapons. Both systems would be part of the Modular Active Protection System, which is “a framework for a modular, open-systems architecture” that will allow an active-protection system to function once installed, he said.
The Army is considering three versions of MAPS, Vanyo told the Army News Service. Israeli-made Trophy APS on Abrams tanks, U.S.-made Iron Curtain APS on Stryker combat vehicles, and Iron Fist APS, also made by an Israeli company, on Bradley fighting vehicles.
Decisions about fielding the latter two systems will be made in early 2018, but the Army hopes to field the Trophy APS system by 2020, Vanyo said.

Personnel at the Army Test and Evaluation Command’s Alabama test center facility in Redstone Arsenal are working on an APS and other systems that can be deployed as part of MAPS, ATEC chief Maj. Gen. John Charlton told Army News Service. A main concern was figuring out if signals produced by an APS would interfere with the Army vehicle or be detectable by enemy sensors.
The U.S. Army has been evaluating APS for some time. It leased several Trophy systems in spring 2016, working with the Marine Corps to test them. It has also purchased some systems for testing.
“The one that is farthest along in terms of installing it is … Trophy on Abrams,” Lt. Gen. John Murray, Army deputy chief of staff, told Scout Warrior this summer. “We’re getting some pretty … good results. It adds to the protection level of the tank.”
Army Maj. Gen. David Bassett, the Army’s program executive officer for ground combat systems, said in mid-August that the Army was “very close to a decision on [installing] the Trophy system.”
“We’re looking to make those decisions rapidly so that we can spend money in the next Fiscal Year,” Bassett said, adding that he foresaw “a brigade’s worth of capability of Trophy on the Abrams.” The 2018 fiscal year began in October.

Active-protection systems are already part of other countries’ arsenals. Israeli and Russian tanks both use the Trophy APS.
At least one country, Norway, has publicly discussed ways to counter Russian APS use — talk that appeared to break “a taboo among Western military officials and defence industries,” retired Brig. Ben Barry, senior fellow for land warfare at the International Institute for Strategic Studies, wrote earlier this year.
Even as militaries adopt active-protection systems to catch up with peers and rivals, there is reportedly a counter to APS already out there.
The most recent variant of the Russian-made RPG rocket launcher, the RPG-30, unveiled in 2008, has a 105 mm tandem high explosive antitank round and features a second, smaller-caliber projectile meant to act as an “agent provocateur” for active-protection systems, a Russian arms maker said in late 2015.
Pentagon Press Secretary Peter Cook said that the Purple Heart for Brown would be considered but the award would “depend on the definition of the event” in which his life was lost, a reference to the criteria for the Purple Heart established by Congress after the Fort Hood, Texas, shootings in 2009. Cook said the decision on the award would be up to the Army.
Brown was at the Pulse nightclub in Orlando frequented by the lesbian, gay, bisexual and transgender community when the worst mass shooting in U.S. history occurred. Police say he was among the 49 killed by 29-year-old Omar Mateen, who reportedly pledged allegiance to the Islamic State of Iraq and Syria in 911 calls.
Following lobbying by families of the victims, Congress in 2013 added to the criteria for the Purple Heart to make victims of the Fort Hood massacre eligible. At Fort Hood, Nidal Hasan, a U.S. Army major and psychiatrist, fatally shot 13 people and wounded more than 30 others. Hasan was sentenced to death and is being held at the U.S. Disciplinary Barracks at Fort Leavenworth, Kansas, during appeals.
Congress in 2015 amended the National Defense Authorization Act to expand eligibility for the Purple Heart to include troops killed in an attack where “the individual or entity was in communication with the foreign terrorist organization before the attack,” and where “the attack was inspired or motivated by the foreign terrorist organization.”
Then-Army Secretary John McHugh later said, “The Purple Heart’s strict eligibility criteria has prevented us from awarding it to victims of the horrific attack at Fort Hood. Now that Congress has changed the criteria, we believe here is sufficient reason to allow these men and women to be awarded and recognized with either the Purple Heart or, in the case of civilians, the Defense of Freedom medal.”
Brown, who joined the Army three years before the “Don’t Ask, Don’t Tell” policy against openly gay service was scrapped, was assigned to 3rd Battalion, 383rd Regiment, 4th Cavalry Brigade, 85th Support Command based in St. Louis, Missouri.
Brown, whose home of record was listed as Orlando, graduated from Florida (AM) Agricultural and Mechanical University with his undergraduate degree in Criminal Justice. He was commissioned as a second lieutenant on August 8, 2008. In 2010, he received his Master’s degree in Business Administration from University of Mary, North Dakota.
In May 2009, he served on active duty with the 1st Special Troop Battalion, Fort Riley, Kansas. It was during that assignment with the battalion that Brown served an 11-month overseas deployment to Kuwait, the Army Reserves said.
In a statement Tuesday, Defense Secretary Ashton Carter said that Brown “served his country for nearly a decade, stepping forward to do the noblest thing a young person can do, which is to protect others.
“His service both at home and overseas gave his fellow Americans the security to dream their dreams, and live full lives,” Carter said. “The attack in Orlando was a cowardly assault on those freedoms, and a reminder of the importance of the mission to which Capt. Brown devoted his life.”
The White House has been informed of a newly developed cruise missile that proponents say could knock out North Korean missile launches in their tracks without killing anyone, NBC News reported on Monday.
The missile — a Boeing AGM-86B air-launched cruise missile with a payload known as the Counter-electronics High-power Microwave Advanced Missile Project, or Champ — launches from planes, just like the nuclear variant commonly found on B-52s.
But instead of a nuclear payload, the Champ payload fires microwave pulses that are designed to disable electronics in their path. It has successfully shut down electronics in multistory buildings in previous tests.
David Deptula, a retired US Air Force general who ran the US’s air war in Iraq, told NBC’s “Nightly News” that the new missile could “quite possibly” shut down a North Korean missile on a launchpad.
“Command and control centers are filled with electronic infrastructure, which is highly vulnerable to high-powered microwaves,” Deptula said.
Politicians say the Pentagon doesn’t like change
Democratic Sen. Martin Heinrich, one of several civil and government officials who support the Champ system, told NBC the missile hadn’t been accepted or widely deployed because of roadblocks within the Pentagon.
“The challenges are less technical and more mental,” said Heinrich, who sits on the Senate Armed Services Committee, adding that “the tendency within the Pentagon is oftentimes to continue to try and perfect something,” like existing missile defenses and weapons, rather than employ a new technique.
Rep. Duncan Hunter, a Republican on the House Armed Services Committee, echoed that sentiment.
Hunter said last month that “it’s hard to get things through” to the Defense Department that are “doable, that are easy, that are cheap, that are efficient, and that already exist, because that makes nobody happy.”
Hunter blamed a broken defense industrial complex for the difficulties in adopting new technologies.
“There’s not retired general that works for Company A that says, ‘I would like to do that thing that costs no money and it doesn’t get me a contract,'” Hunter said, according to Inside Defense. “No one says that.”
Champ is an interesting option, not a silver bullet
But while the Champ system may represent advantages over existing missile defenses that fire interceptors after a missile has launched, exited the atmosphere, and separated into possibly several warheads, it’s not without disadvantages.
The system has to get close to its targets before knocking them down, meaning it could have to violate North Korean airspace, which could be perceived as an act of war.
And if North Korea spotted the incoming cruise missile, which looks exactly like a nuclear-capable cruise missile, it may respond automatically, regardless of the missile’s nonlethal nature.
Military equipment has redundant wiring and insulation to harden it against electronic warfare and attacks like the Champ, so the system would most likely need more work before it could be certified as capable of shutting down a missile launch — if it could achieve such a thing.
For now, NBC reports, officials have briefed the White House on the Champ system and its availability. Whether it fits into President Donald Trump’s strategy of “maximum pressure”against North Korea remains to be seen.
