ISIS on Oct. 31, 2019, announced it has a new leader as it confirmed the death of Abu Bakr al-Baghdadi, who blew himself up amid a US-led raid on a compound in Syria’s Idlib province over the weekend.
Baghdadi’s successor is Ibrahim al-Hashemi al-Qurayshi, according to Site Intel Group, which tracks the online activities of extremist groups like ISIS. This is a nom de guerre, according to top analysts, and signals that the new leader is indicating he’s descended from the Qurayshi tribe of the Prophet Muhammad.
Baghdadi also claimed to be descended from this tribe in order to establish his legitimacy as “caliph” or leader of the Islamic world. ISIS is referring to Baghdadi’s successor as the “caliph” as well.
ISIS also confirmed that its spokesperson, Abu al-Hassan al-Muhajir, was killed in a separate, subsequent US strike that was conducted after the Baghdadi raid. A man identified as Abu Hamza al-Qurayshi is ISIS’s new spokesperson, according to Oct. 31, 2019’s announcement.

This announcement came several days after President Donald Trump on Oct. 27, 2019, spent nearly an hour speaking about the Baghdadi operation in a celebratory and self-congratulatory fashion.
Trump’s remarks on the Baghdadi raid have sparked criticism, as the vivid details he provided seemingly revealed classified information. The president also appeared to have made false claims about the operation, including that the ISIS leader was “whimpering,” that’s left US officials scratching their heads as to where he got such info.
Though ISIS no longer has a so-called caliphate, or the large swath of territory that was roughly the side of Maryland that it once held across Iraq and Syria, analysts have warned that it is far from defeated and still poses a threat.
ISIS’s announcement on Oct. 31, 2019, warned the US against rejoicing in Baghdadi’s death.

President Donald Trump has announced that the US Navy is conducting a search for the 3 missing sailors after a plane carrying 11 passengers crashed into the sea southeast of Okinawa.
Eight of the passengers have been recovered alive. The plane crashed while it was en route to the USS Ronald Reagan, the US’s forward-deployed aircraft carrier, on Nov. 22.
The accident marks the latest in a string of deadly crashes involving the US Navy’s Pacific or 7th fleet. The other crashes have involved the guided missile destroyers the USS Fitzgerald, USS John McCain, and a non-deadly crash involving the USS Benfold.
In total, 17 have died in crashes in the US Navy’s 7th fleet ships within the last half 2017. Those deaths were ruled preventable by a Navy review.
“Personnel recovery is underway and their condition will be evaluated by USS Ronald Reagan medical staff,” the Navy said in a statement.
The downed aircraft, a C-2 Greyhound logistics plane that moves people, mail, and cargo onto the aircraft carriers, suffered engine troubles, a Japanese defense ministry spokesperson told Reuters.

The Greyhound has served with the navy for more than five decades. It will be phased out in favor of tilt-rotor V-22 Ospreys in the near future.
Eight of the passengers have been found, but no information in regard to their condition has been given, according to the Navy.
The Navy has withheld the names of those involved in the crash pending next of kin notifications.
It all started when she was stationed in Virginia 12 years ago. That’s when Chief Warrant Officer 4 Beofra Butler saw everyone training for the Marine Corps Marathon and decided to give the 26.2 mile race a try.
As a soldier, running was already a part of her daily life and physical fitness routine. She had ran several other shorter races to include the Army 10-miler and a few half marathons, so the challenge of a full marathon appealed to her. She wasn’t even afraid of the dreaded “wall” that everyone told her she would hit around mile 20 when her body would start shutting down as energy stores ran low and fatigue set in.
“I had never experienced the wall and was feeling pretty great,” recalled Butler. “I saw the mile markers for mile 19, then mile 20, then 21. I was feeling good and thinking to myself that maybe I avoided the wall. Then at mile 22, everything from my waist down locked up — it felt like I really did hit a wall. My muscles were in knots, my toes were cramping and every time I took a step it just hurt.”

A lady tapped her on the shoulder and encouraged her to move off to the side and stretch before resuming the race.
“I wanted to cry,” she said. “I knew it was just four more miles. I wobbled to the finish along with a bunch of other people doing the exact same thing.”
After the race later that night, with ice bags on her legs and a computer on her lap, Butler signed up for her next marathon.
“I just had to do it again for myself so I could figure out how to do it without pain,” she said.
Butler ran her second marathon during a deployment, followed by another and another and another. She’s preparing to run her 100th marathon in Boston on April 15, 2019. The race will be her sixth Boston Marathon and she says that it is fitting because it’s her favorite event.
“There’s something special about running in Boston,” she said. “It’s the only race you have to qualify for to get in and after working so hard to be a part of it, you really enjoy the moment when you get there. The support of the crowd is amazing and it’s just a great place to be.”
She got there by figuring out how to avoid that wall of pain.
“For the most part, I don’t hit a wall anymore,” Butler said. “Now I know what that feels like and I never want to feel it again.”
How does she do it? The way anyone in the Army does anything — with an abbreviation. According to Butler, the key to running a successful marathon comes down to the 3P’s: pacing, patience and practice.
She says that you need to control your pace throughout the entire marathon and exercise patience as those around you start out fast or crowd the track. To refine your pacing and patience, you need to practice.

“It comes down to having time on your feet,” said Butler. “You have to put in the time and stay positive.”
Her time comes from running at least five days a week. She averages 10 miles a day with Saturdays being her long run day of anywhere from 13 to 20 miles. She does speed work on Wednesdays, often bringing others along with her to help them train to meet their goals.
As the administrative executive officer to the commanding general of U.S. Army Forces Command, her work schedule can often be hectic and conflict with her training time. To mitigate this, Butler is a conscientious meal planner, preparing all her meals, to include snacks, on the weekends. She says she often hits the pavement at 3 a.m. just so she can ensure she gets time to run.
“I just love the feeling of running,” she said. “It’s freedom. I don’t listen to music. I listen to my heartbeat. My footsteps. My breathing. It’s a meditation and I’m always trying to get better.”
Butler says that running is wonderful because you can do it wherever you are and with no special equipment. For those aspiring to run in races of any distance, she said that it’s important to find a training plan.
“Training is a part of learning yourself,” she said. “It helps you become more comfortable when you’re out there. You need to trust your training and just enjoy the moment.”
Despite the fact that Butler says that she could probably roll out of bed and run an impromptu marathon, she still finds ways to challenge herself. Five of her marathons were ultra-marathons ranging from a 50K to a 100 mile race.
Butler’s most recent race was her third All American Marathon here at Fort Bragg. She led the 4:15 pace group. Her pacing was right on point with her crossing the finish line at 4 hours, 14 minutes and 37 seconds and still placing first in her age group.
Her personal record is 3 hours and 34 minutes and she says that she would like to get that down to 3:30.
“After Boston, I’m not racing again until August,” she said. “I’m going to be training for my PR and I’m going to get it.”
The Army Corps of Engineers is installing up to 500 temporary generators until Puerto Rico’s old and deteriorating power grid can be made operational again, but long-term total power restoration could take nearly a year, the Corps’ chief of engineers told reporters at the Pentagon today.
The Corps is starting with public facilities and it faces power restoration to 3.4 million houses on the U.S. territory, some of which are in remote areas, Army Lt. Gen. Todd T. Semonite said.
Semonite said the island governor’s immediate goals are to restore power to 30 percent of Puerto Rico by the end of October and to 50 percent by the end of November, which the general said he considers a challenge.
The Corps is responding to the effects of four major hurricanes that struck the U.S. mainland, Puerto Rico and the U.S. Virgin Islands within a six-week span. Puerto Rico remains a challenge in part because it is an island, making it difficult to receive supplies, such as the 62,000 utility poles needed for power restoration.
“Puerto Rico and the Virgin Islands is a completely different paradigm,” he said. “People have asked me in the last several weeks … ‘Why don’t you do in Puerto Rico what you could have done in Florida?’ Because it is an island and it is very, very hard to just drive hundreds of pole trucks … down into the Virgin Islands and Puerto Rico.”
The Corps also needs about 338 utility towers, Semonite said, noting that each one is 75 feet long and must be flown in. “And then we need an awful a lot of connectors and cable, as well. But the whole goal is to get the transmission up and running,” he added.
The Corps’ power strategy is fourfold, starting with the temporary generators. As of today, 148 have been put in place, Semonite said.
The second line of effort is generation from the power plants.
“We need about 2,500 megawatts of power … to be able to restore the power back up to where it was at the beginning of the storm. Today, right now, we’ve got about 21.6 percent of that up,” he said.

Transmission is the third line of effort in the strategy to restore power, Semonite said. “The No. 1 goal right now of what the Corps is doing is to be able to move this electricity that’s in the south up to the north,” he explained.
The fourth line of effort is distribution — getting power to homes and other buildings along terrain that is a massive logistics challenge, the general said.
“There are seven large power plants that normally run off of fossil fuel,” he said. There are also about seven solar or wind power plants and 21 hydropower plants, Semonite added. But, the general explained, the majority of that power is generated in the southern part of the island, while the majority of the need is in the north — particularly around San Juan.
And though transmission and distribution remain a challenge, there just isn’t enough capacity in Puerto Rico’s existing power plants to provide electricity to the island, Semonite said.
“Even if in fact all of the power plants are up and running, we would have a generation shortfall,” he said. “So about a week and a half ago, we cut a contract to a large company to come back in and place a temporary power plant in San Juan.”
The Corps and the Defense Department are working alongside the Federal Emergency Management Agency and Puerto Rico’s local government to restore power to the island, he emphasized.
Restoring power to the island is going to take a massive, long-term rebuild of the power grid, Semonite said.
“So what we are doing is to go all-out and put as many generators in as we can, mainly in public facilities. We got a list from the governor, and all the mayors donated to that list,” the general said. “And the list has got about 428 different requirements on it today.”

Navy medical personnel assigned to Expeditionary Medical Facility-M (EMF-M) have deployed as part of a U.S. Northern Command-led COVID-19 response to support civil health authorities in existing facilities in New Orleans and Dallas.
The first 50 personnel with EMF-M deployed to New Orleans April 1, followed by more than 60 additional personnel on April 4. They will work at the temporary federal medical station at New Orleans’ Ernest N. Morial Convention Center.

“As we see more and more hospitalizations, this medical monitoring station will play an essential role in freeing up ICU beds for the most critically ill,” said New Orleans Homeland Security and Emergency Preparedness Director Collin Arnold.
The EMFs work in coordination with federal, state, and local health officials to ensure equipment and resources are in place and are operationally capable to safely treat patients in an effort to lessen the strain on hospitals in the New Orleans region. Personnel assigned to the EMF will provide acute and emergency care in the personal housing units at the convention center.
The personal housing units will serve as isolated individual housing units for symptomatic patients transferred from area hospitals and who require observation, housing, meals and isolation while awaiting their COVID-19 test results.
U.S. Navy Sailors assigned to the Expeditionary Medical Facility-M, officials from the Federal Emergency Management Agency and the Department of Health and Human Services conduct a patient scenario exercise in Dallas, Texas in support of the Department of Defense COVID-19 response. Once results are received, patients will be either released or transferred to the appropriate level of care depending on the patient’s COVID-19 status. If the patient tests positive for COVID-19, they may be transferred to the medical monitoring station across Convention Center Boulevard.
Additionally, over 170 personnel deployed to Dallas, April 3 to work in a temporary federal medical station established there to assist local medical personnel. Both locations will treat recovering COVID-19 patients and “low-acuity patients” — those who are ill but whose symptoms don’t require intensive or emergency care. All patients will be screened first at a local hospital.
In the Star Wars universe, lightsaber combat is a selling point. It hearkens back to the cinematic classics of Akira Kurosawa by putting the duels of feudal samurai into a sci-fi setting. When we watch Jedi go toe-to-toe on-screen, it sets our imaginations ablaze. And when it comes to merchandise, there are lightsaber toys flying off the shelves, as every kid wants to get their hands on that ultimate blade.
While this weapon is all-powerful and completely practical in both fiction and our imaginations, in reality, there are a number of headaches that would come with using a high-powered energy blade in contemporary combat.
1. Lightsabers are useless against guns
Let’s get the obvious shortcoming out of the way: range. A lightsaber’s max effective range is about three feet out from the user’s hand. Blasters, on the other hand, reach much further.
We can cut the lightsaber a bit of slack since the blasters in Star Wars aren’t shooting at the speed of light, or even at a fraction of the muzzle velocity of an M4. Wired recently calculated the speed of blaster rounds at 34.9m/s (or 78mph) — similar to a Major League Baseball pitch. So, it’s feasible that our heroes can deflect the lasers at a constant rate like they do in the films, but you’d definitely tire yourself out, like a baseball batter constantly swinging at fastballs.
But we’re not fighting anyone who uses blasters, so… they’re basically only useful against other lightsabers.
2. You can’t really practice with lightsabers
Imagine how troops practice with their weapons. There’s dry training (training that doesn’t involve actually firing the rifle) and time at the range where you fire at a designated target. This becomes a little more challenging when you’re using a weapon that only has two settings: “off” and “able to slice through feet of hardened steel.”
Any practice with a lightsaber would need to be done with a fake. By practicing with a real one, you’d run the risk of chopping off your buddy’s arm.
Your only options are this ball thing or some rocks…
3. It’s worthless if you don’t have the force
Without any Jedi training, anyone who picks up a lightsaber would probably chop off their hand. Or they’ll drop it and watch it burn a hole through to the core of the planet.
And even Jedi Masters aren’t that great at fighting…
4. There’s no safety on a lightsaber
Let’s look at the basic build of a lightsaber: There’s handle that you hold onto, the extremely deadly blade, and the button that turns it on. Nowhere on the device is there any kind of safety mechanism.
If you bump into a chair and accidentally hit the button while it’s holstered, your leg gets cut off. If you’re fighting a Jedi, they could (spoiler alert) turn it on with the force and it’ll impale you. Imagine how many lightsaber battles would’ve been ended sooner if, while duelists lock sabers and stare each other down, someone just force pushes their adversary’s lightsaber.
Everyone knows you can’t leave Marines alone to be bored. Idle hands are the devil’s plaything, and no one plays around more than Devil Dogs. If you don’t believe me, just check out Terminal Lance’s Instagram page for a few minutes. I’ll wait.
While most Marines are content to goof around in the barracks or as a group during some hurry-up-and-wait, there are some examples of Marine Corps behavior that show why you should never leave Uncle Sam’s Most Capable troops alone to their own devices. Even for a minute.

Made a personal weapon from an aircraft machine gun
While fighting in the World War II Battle of Bougainville, Cpl. Tony Stein picked up a .30 caliber ANM2 Browning machine gun from the wrecked wings of a Douglas SBD Dauntless dive bomber. Since he was a toolmaker before the war, he was able to refashion the aircraft weapon – which fired 1200-1500 rounds per minute – into a personal machine gun. He dubbed it “the Stinger” and later carried it into combat on Iwo Jima.
While there, Stein would clear enemy pillboxes with the Stinger, then carry a wounded Marine back to the beach as he picked up more ammunition. Stein did this eight times, and for his efforts, he was awarded the Medal of Honor. He was later killed by a sniper in the battle for Mount Suribachi – which he only joined after leaving a hospital ship.

Remember the movie Black Hawk Down, where a group of Army Special Forces operators and Rangers attempt to capture Somali warlord Mohammed Farah Aidid in order to regain the stability of Mogadishu? It’s too bad the Army didn’t know that all they had to do was wait until 1996 when his son would rise to power.
His son, Hussein Farah Aidid, was just hanging out as a Marine Corps artilleryman in Battery B, 14th Marines at the Marine Corps Reserve base in Pico Rivera, Calif. As a matter of fact, just a few years after the events of Task Force Ranger depicted in Black Hawk Down, the younger Aidid told his reserve unit he was leaving the country for a while. And he did. He went to Somalia to prepare to take his father’s place in one of the most powerful militias in Mogadishu. When Mohammed Farah Aidid died, his son was declared his successor. The Corporal was now a General.

Became the Voodoo King of Haiti
In 1915, Sgt. Faustin Wirkus was one of many United States Marines sent into Haiti to stabilized the American-backed government from succumbing to a German-backed coup. After four years of duty in the Caribbean, the NCO was sent to La Gonâve, an island that, until he came along, no white man had ever set foot on and lived. This worked out for Wirkus because he had been curious about Gonâve for the entire time he was deployed. His first assignment there was to arrest the locals for practicing voodoo.
The local voodoo queen, Ti Memenne, had a ceremony for Faustin, which he thought was a celebration of some kind. And it was. The locals thought their old king had been reincarnated as a white man. They decided that Faustin was their new old king – and he ruled their island until the President of Haiti forced him to go home to Pennsylvania.
Howard Foote always wanted to be a fighter pilot. Sadly, when he was joining the Marine Corps, he could not qualify to be a pilot, so he settled for the next best thing: an airplane mechanic. But just because the Marine Corps said he wasn’t allowed to be one of their pilots didn’t mean he would never fly a USMC fighter. One night, the mechanic suited up, hopped in his perfectly-maintained A-4M Skyhawk, and took off into the night.
The Corps, to their credit, didn’t try to intercept Foote as he flew his way around the skies above California. Foote flew the fighter to his hearts’ content and landed safely… into the hands of the waiting police. He was sent to the stockade and served some time before being discharged. Luckily for him, it wasn’t a dishonorable one, so Foote was able to realize his dream of becoming a pilot – this time legally. For NASA.
Lots of Marines fall in love and get married to a local when they’re in the middle of their first assignment. While some aim low and take strippers or lawyers, one enlisted Marine decided that wasn’t enough. His deployment to Bahrain was going to be memorable, so he decided to marry into a local family.
The ruling Al-Khalifa family, that is.
In 1999, Lance Cpl. Jason Johnson fell in love with Meriam bint Abdullah al-Khalifa after meeting the princess at a local mall. He helped smuggle her out of Bahrain and into the United States, which is why he later faced a court-martial, not for getting married without the Corps’ consent.
In 2015-2016, Wagner mercenaries moved from Ukraine to Syria, Sergey Sukhankin, an associate expert at the International Centre for Policy Studies in Kyiv, told Business Insider in an email.
The mercenary group was contracted by Syria’s state-owned General Petroleum Corp to capture and secure gas and oil fields by ISIS, reportedly being given 25% of the proceeds, according to the Associated Press.
Wagner mercenaries were sent to Sudan in early January 2018, according to Stratfor.
The Wagner mercenaries were sent to Sudan “in a conflict against the South Sudan” to back up Sudanese President Omar al-Bashir’s government “militarily and hammer out beneficial conditions for the Russian companies,” Sukhankin said.
The mercenaries are also protecting gold, uranium and diamond mines, Sukhankin said, adding that the latter is the “most essential commodity.”
Russian President Vladimir Putin has a cozy relationship with al-Bashir. The two leaders met in Moscow in late 2017, where al-Bashir asked Putin for protection from the US.
The Hague has had an arrest warrant out for al-Bashir since 2009 for crimes against humanity.
3. Central African Republic
In early January 2018, Stratfor reported that Wagner mercenaries might soon be sent to CAR, and Sukhankin said that there are now about 370 mercenaries in CAR and Sudan.
Sukhankin said that Wagner mercenaries have the same general mission in CAR — protecting lucrative mines and propping up the government regime.
In December 2017, the UN allowed Russia to begin selling weapons to the CAR, one of the many ways Moscow is trying to influence the continent. The CAR government is trying to combat violence being perpetrated by multiple armed groups along ethnic and religious lines.
“Russian instructors training our armed forces will greatly strengthen their effectiveness in combating plunderers,” President Faustin-Archange Touadera said in early April, according to RT, a Russian state-owned media outlet.
“The Russian private sector is also seeking to invest in the country’s infrastructure and education,” RT reported.
“Moscow seems more interested in filling its coffers through the Wagner deals than in preparing for a massive investment drive [in Africa],” Stratfor reported.
The Wagner Group might also be operating in other countries now or in the future.
“Potentially, the Balkans if any conflict erupts,” Sukhankin said. “The Russians had sent PMC’s in 1992 to Bosnia. In case something occurs, this might happen once again.”
Wagner mercenaries might also soon be sent to Libya, one Wagner commander told RFERL in March 2018.
“There are many fights ahead,” the commander told RFERL. “Soon it will be in Libya. [Wagner] is already fighting in Sudan.”
Russia has been engaging more and more with Libya since 2016, supporting the faction led by military commander Khalifa Haftar. Meanwhile, NATO backs the the Government of National Accord, led by Fayez al-Sarraj.
Wagner commanders said that demand for their mercanaries will continue to grow as “war between the Russian Federation and the United States” continues, RFERL reported.

Two more women are attempting to enter the U.S. Air Force’s combat controller and pararescue (PJ) battlefield airman career fields.
The women, who were not identified for privacy reasons, are the first to enter the official training pipelines of those career fields, according to 1st Lt. Jeremy Huggins, a spokesman for the Special Warfare Training Wing.
However, they are not the first two female candidates to attempt PJ or combat controller training overall, he said Nov. 1, 2019.
“One candidate is pursuing pararescue, [but] she is currently not in training,” Huggins said in an email. “The most common reasons for this are medical hold, administrative hold or waiting for a training class to begin. The second woman is a combat control (CCT) candidate, and she is currently in the Special Warfare Preparatory Class.”

The prep class runs eight weeks. Once she graduates, she will proceed to the Assessment and Selection (AS) course, he added.
The two new candidates make the 10th and 11th women to attempt any type of battlefield courses under the Special Warfare Training Wing, and the 11th and 12th to express interest in the program since the Defense Department opened combat career fields to all in December 2015.
Of the female candidates who have previously attempted to join the service’s special warfare program, seven pursued Tactical Air Control Party (TACP) training; one tried pararescue training. Another woman recently dropped from the special reconnaissance program — previously known as special operations weather team, or SOWT — in August 2019, according to Air Education and Training Command.
The 10th, who attempted to become a combat controller, left the program, Huggins said. AETC previously mistakenly said that she had graduated the prep course.
The battlefield airmen career fields are comprised of special tactics officer, combat rescue officer, combat controller, pararescue, special reconnaissance, TACP specialist and air liaison officer.

Huggins said it’s no secret that these career fields are tough.
“There is no specific timeline as to when we’ll see our first woman serving as a Special Warfare airman in one of the seven combat-related career fields,” he said. “From start to finish, it may take up to two years for a woman to join an operational unit because of the Air Force’s natural timeline to recruit, access, select and train.”
Earlier this year, Lt. Gen. Brian Kelly, the Air Force’s deputy chief of staff for manpower, personnel and services, said in written testimony before the Senate Armed Services subcommittee on personnel that attrition in these career field pipelines has been high because of the grueling training.
Attrition across the elite training pipelines ranges between 40 and 90 percent, depending on specialty, he added.
“Consequently, we do not foresee large numbers of females in operational units in the near term,” Kelly said in February 2019.

The Navy will launch formal flight testing in 2021 for a new, first-of-its kind carrier-launched drone engineered to double the attack range of F-18 fighters, F-35Cs, and other carrier aircraft.
The emerging Navy MQ-25 Stingray program, to enter service in the mid-2020s, will bring a new generation of technology by engineering a new unmanned re-fueler for the carrier air wing.
“The program expects to be in flight test by 2021 and achieve initial operational capability by 2024,” Jamie Cosgrove, spokeswoman for Naval Air Systems Command, told Warrior Maven.
The Navy recently awarded a development deal to Boeing to further engineer and test the MQ-25.
A central key question informs the core of this technology effort: What if the attack capability of carrier fighters, such as an F-18 or F-35C, could double the range at which they hold enemy targets at risk? Could such a prospect substantially extend the envelope of offensive attack operations, while allowing carriers themselves to operate at safer distances?
The Navy believes so; “the MQ-25 will provide a robust organic refueling capability, extending the range of the carrier air wing to make better use of Navy combat strike fighters,” Cosgrove said.
Perhaps enemy targets 1,000 miles away, at sea or deep inland, could successfully be destroyed by carrier-launched fighters operating with a vastly expanded combat radius. Wouldn’t this be of crucial importance in a world of quickly evolving high-tech missile and aircraft threats from potential adversaries such as near-peer rivals? Perhaps of equal or greater relevance, what if the re-fueler were a drone, able to operate in forward high-risk locations to support fighter jets – all while not placing a large manned tanker aircraft within range of enemy fire?

The emergence of a drone of this kind bears prominently upon ongoing questions about the future of aircraft carriers in light of today’s fast-changing threat environment. Chinese DF-21D and DF-26 anti-ship guided missiles, for instance, are said to be able to destroy targets as far away as 900 nautical miles. While there is some question about these weapon’s ability to strike moving targets, and carriers of course are armed with a wide range of layered defenses, the Chinese weapon does bring a substantial risk potentially great enough to require carriers to operate much further from shore.
In this scenario, these Chinese so-called “carrier-killer” missiles could, quite possibly, push a carrier back to a point where its fighters no longer have range to strike inland enemy targets from the air. The new drone is being engineered, at least in large measure, as a specific way to address this problem. If the attack distance of an F-18, which might have a combat radius of 500 miles or so, can double – then carrier-based fighters can strike targets as far as 1000 miles away if they are refueled from the air.
Also, despite the emergence of weapons such as the DF-21D, senior Navy leaders and some analysts have questioned the ability of precision-guided long-range missile to actually hit and destroy carriers on the move at 30-knots from 1,000 miles away. Targeting, guidance on the move fire control, ISR and other assets are necessary for these kinds of weapons to function as advertised. GPS, inertial measurement units, advanced sensors and dual-mode seekers are part of a handful of fast-developing technologies able to address some of these challenges, yet it does not seem clear that long-range anti-ship missiles such as the DF-21D will actually be able to destroy carriers on the move at the described distances.

Furthermore, the Navy is rapidly advancing ship-based defensive weapons, electronic warfare applications, lasers, and technologies able to identify and destroy approaching anti-ship cruise missile from ranges beyond the horizon. Carriers often travel in Carrier Strike Groups where they are surrounded by destroyers and cruisers able to provide additional protection. One such example of this includes the now-deployed Naval Integrated Fire Control – Counter Air system, or NIFC-CA. This technology combines ship-based radar and fire control systems with an aerial sensor and dual-mode SM-6 missile to track and destroy approaching threats from beyond-the-horizon. Ship-based laser weapons and rail guns, in addition, could be among lower-cost ship defense weapons as well.
The MQ-25A Stingray is evolving out of a now-cancelled carrier-launched ISR and attack drone program called Unmanned Carrier Launched Airborne Surveillance and Strike system, or UCLASS.
A Northrop demonstrator aircraft, called the X-47B, has already performed successful carrier drone take-offs and landings. Accordingly, the ability of the Navy to operate a drone on an aircraft carrier is already progressing and has been demonstrated.
An existing large fuselage tanker, such as the emerging Air Force KC-46A, might have too large a radar signature and therefore be far too vulnerable to enemy attack. This, quite naturally, then creates the need for a drone able to better elude enemy radar and refuel attack aircraft on its way to a mission.
The early engineering process thus far has been geared toward MQ-25A Stingray technical and task analysis efforts spanning air vehicle capabilities, carrier suitability and integration, missions systems and software — including cybersecurity.

The United States and NATO may not have enough troops in Afghanistan to carry out President Trump’s strategy to defeat the Taliban and al-Qaeda. That is what Army Gen. John W. Nicholson, the commander of United States Forces Afghanistan, is saying.
Nicholson, who is responsible for carrying out Operation Resolute Support, expressed that belief during a press briefing at the headquarters of the North Atlantic Treaty Organization in Brussels, Belgium.
“This year, we fought most of the year — however, at the lowest level of capability that we’ve ever had in the 16 years. So it was the lowest level of capability and the highest level of risk we’ve faced in this time. Part of the reason for the higher risk was [that] we’re only at 80 percent. We were only at an 80 percent fill on our combined joint statement of requirements,” Nicholson said during the briefing.
During the briefing, Nicholson also noted that the force may look into hiring contractors – specifically, retired cops – to help train Afghan police. “That’s — that’s not my first choice. We’d rather have serving police officers — serving police professionals to come into those roles,” he said of that approach. Nicholson also noted that the first Security Force Assistance Brigade will be deploying to Afghanistan next year.
President Trump unveiled his Afghanistan strategy in August, in which he defined victory as “attacking our enemies, obliterating ISIS, crushing Al Qaeda, preventing the Taliban from taking over Afghanistan, and stopping mass terror attacks against America.”
General Walter Krueger needed the most up-to-date intelligence against a strong and lethal opponent. For the U.S. Army fighting the Japanese in WWII, good intel could avert a catastrophe and save thousands of lives. Given the nature of the war, it would be a dangerous job.
To be an Alamo Scout required problem-solving skills and quick-thinking. It demanded physical strength – not necessarily athleticism, but the ability to withstand the rigors of long marches and missions. And of course, it required observation skills, land navigation, and cover and concealment. Anyone who expressed a burning desire to “kill Japs” was turned away.
The Scouts’ rigorous training center at Kalo Kalo on Fergusson Island, New Guinea also served as a base of operations. After six weeks of intense training, 700 men dwindled down to 138, who formed 6- to 7-man fire teams. There were no prescribed uniforms and they didn’t pay much attention to rank.
Their first mission came in February 1944: to get intel on the Japanese on Los Negros in the Admiralty Islands. No one knew if there was a Japanese presence there; it was presumed to be evacuated. An Alamo Scout team was landed by a PBY Catalina. Once there, they had 48 hours before the 1st Cavalry Division landed.
Alamo Scouts came to within 15 feet of Japanese lines on Los Negros. Not only were the Japanese there, they were well-fed and well-armed–an estimated 5,000 troops remained in garrison. After a few close calls with unknowing Japanese fighters, the Scout teams were able to report enemy numbers to the invading forces, who successfully overtook the island.
The invasions of Madang, Wewak, Sarmi, Biak, Noemfoor, Sansapor, and Japen Island were all subsequently preceded by recon operations conducted by Scout teams. They also liberated 66 Dutch POWs from their prison camp on New Guinea.
To get the most accurate information, Alamo Scouts approached to within a hundred yards of the camp’s fence dressed as Filipino rice farmers. The recon operation was never discovered.
Alamo Scouts were also to be used preceding the Allied invasion of the Japanese Home Islands, but the unconditional surrender of all Japanese forces in 1945 ended their reconnaissance mission. They were added to the occupation Army and then disbanded later that year.
Over their careers, the Alamo Scouts performed 106 missions deep in enemy territory over 1,482 days of sustained combat. Not one was ever killed or captured, though two were wounded in the Cabanatuan Raid. In 1988, the Alamo Scouts were added to the U.S. Army’s Special Forces lineage and its veterans were acknowledged with the Special Forces tab.
The global death toll from the coronavirus is more than 87,000 with over 1.4 million infections confirmed, causing mass disruptions as governments continue to try to slow the spread of the new respiratory illness.

Russian President Vladimir Putin has told cabinet ministers and regional heads to prepare to battle the coronavirus as he outlined steps being taken to counter the outbreak.
“Right now we need to get ready to fight for the life of each individual in every region,” Putin said during a video conference from his residence outside Moscow on April 8 during which he outlined measures being implemented to counter the growing outbreak in the country.
Russia has more than 8,670 officially confirmed coronavirus infections and at least 63 fatalities.
However, critics have cast doubt over the veracity of the figures, saying the actual toll could be much higher.
Among the steps publicized by Putin during his address was extra pay for medical personnel and the freeing up of 10 billion rubles (3 million) from the federal budget to be disbursed among the country’s more than 80 administrative regions.
In addition, he said that medical personnel who are in direct contact with coronavirus patients would be in line for an additional bonus.
Addressing the economy, Putin said that there was “practically no such thing as a total shutdown of business,” despite the obstacles and restrictions being faced.
“We must realize what kind of damage and destructive consequences this can bring about,” he said.
Putin also told the nation that he realized it is difficult to “remain inside four walls all the time.”
“But there is no choice,” he said. “One has to make it through self-isolation,” he told chiefs of Russia’s regions, which are mostly under strict lockdown.
Iranian President Hassan Rohani has urged the International Monetary Fund (IMF) to provide Tehran a multibillion-dollar emergency loan it had requested to combat the coronavirus outbreak.
The epidemic has further damaged Iran’s economy, already battered by U.S. sanctions that were reimposed after Washington in 2018 withdrew from a landmark deal between Tehran and world powers to curb the country’s nuclear program.
Tehran, as well as several countries, the United Nations, some U.S. lawmakers, and human rights groups have urged the United States to ease the sanctions to help Iran respond more effectively to the virus.
The outbreak has officially infected more than 62,500 people and killed over 3,800 in the country. Iranian officials have been criticized for their slow initial response to the pandemic, and experts have been skeptical about the veracity of official figures released by the authorities, who keep a tight lid on the media.
“We are a member of the IMF…. There should be no discrimination in giving loans,” Rohani said in a televised cabinet meeting on April 8.
“If they do not act on their duties in this difficult situation, the world will judge them in a different way,” he added.
Last month, the Central Bank of Iran asked the IMF for billion from its Rapid Financing Initiative to help to fight the pandemic in one of the hardest-hit countries in the world.
An IMF official was quoted as saying the Washington-based lender was in dialogue with Iranian officials over the request.
Iran has not received assistance from the IMF since a “standby credit” issued between 1960 and 1962, according to the fund’s data.
U.S. President Donald Trump has offered some humanitarian assistance, but Iranian officials have rejected the offer, saying Washington should instead lift the sanctions, which Rohani on April 8 equated to “economic and medical terrorism.”
Medicines and medical equipment are technically exempt from the U.S. sanctions but purchases are frequently blocked by the unwillingness of banks to process transactions for fear of incurring large penalties in the United States.
In one of the few instances of aid, Britain, France, and Germany used a special trading mechanism for the first time on March 31 to send medical supplies to Iran in a way that does not violate the sanctions.
The three countries sent supplies via Instex, the mechanism set up more than a year ago to allow legitimate humanitarian trade with Iran.
On April 7, Iran’s parliament reconvened for the first time since the coronavirus outbreak forced it to close, and rejected an emergency bill calling for a one-month nationwide lockdown.
More than two-thirds of the legislature’s 290 members gathered in the absence of speaker Ali Larijani, who tested positive for the virus last week.
During the session, deputy speaker Massud Pezeshkian criticized the Rohani administration for “not taking the outbreak seriously.”
Reporters Without Borders (RSF) on April 7 condemned the detention of journalist and workers’ rights defender Amir Chamani in the northwestern city of Tabriz after he posted tweets about the health situation in Iran’s prisons and protests by inmates.
The Paris-based media freedom watchdog quoted Chamani’s family as saying he was detained on April 2 after being summoned by the cyberpolice.
The authorities have given no reason for the arrest of Chamani, who was transferred to a detention center run by the intelligence department of the Islamic Revolutionary Guards Corps, according to RSF.
Romania has confirmed another 344 cases of COVID-19 to reach 4,761, with 18 more fatalities that brought the toll to 215, the country’s coronavirus task force said on April 7, amid renewed calls for a sustained increase in the number of tests.
More than 700 of those infected are health-care workers.
The first fatality among medical staff was reported on April 8 — an ambulance paramedic from the northeastern city of Suceava who had reportedly kept working without being tested for days, although his health was deteriorating rapidly.
Suceava is the epicenter of the outbreak in Romania and has been under lockdown since last week.
The first coronavirus death was registered in Romania on March 22.
An additional 631 Romanians tested positive for COVID-19 abroad, most of them — 412 — in Italy, the world’s hardest-hit country. Some 37 Romanians have died so far in Italy, Britain, France, Spain, and Germany.
The country has been under a state of emergency since March 16, and President Klaus Iohannis on April 6 announced his intention to extend it by one month, while the government decided to postpone local elections that should have been held in early summer.
The Suceava paramedic’s death adds to worries about how Romania’s system is coping with the epidemic. Doctors and nurses have spoken out in recent weeks over insufficient equipment for those treating COVID-19 cases, and many medical staff have resigned over the shortages as well as mismanagement and fatigue.
Romanian platform for online activism DeClic has launched an Internet campaign urging the authorities to speed up the testing under the slogan “Mr. [Prime Minister Ludovic] Orban, don’t toy with our lives.”
Romania, a country of 19.5 million, has tested 47,207 people for coronavirus. By comparison, fellow EU member the Czech Republic has tested almost 99,000 people out of a total of 10.5 million. The Czech death toll stands at 99, less than half of Romania’s.

A former top official of the independent Chechen Republic of Ichkeria, Akhmed Zakayev, has been hospitalized in London with coronavirus symptoms.
Zakayev’s relatives told RFE/RL that the exiled former member of the Chechen separatist government was hospitalized on April 6 after he experienced difficulties breathing.
The relatives added that three days prior to his hospitalization, other family members were experiencing COVID-19 symptoms, such as fever and cough, as well.
Medical officials asked Zakayev’s relatives to sign a consent paper to use artificial respiration during his treatment.
Zakayev, 60, served as culture minister, deputy prime minister, prime minister, and foreign minister in Chechnya’s separatist government.
He and his immediate family members have been residing in exile in London since 2002.
He is wanted in Russia for alleged terrorism, which he and his supporters deny.
