A disguised North Korean ship bound for Egypt was intercepted carrying more than 30,000 rocket-propelled grenades (RPG) in what the UN called the “largest seizure of ammunition in the history of sanctions against [North Korea],” The Washington Post reported on Sunday.
According to a confidential report, US officials tipped off Egyptian authorities on the Jie Shun, a suspicious 300-foot-long freighter that set sail on an 8,000 mile voyage from North Korea on July 23, 2016.
The ship was registered in Cambodia and flew a Cambodian flag, in an apparent attempt to avoid unwanted scrutiny. The Jie Shun also occasionally turned off its transponder, according to a February UN report.
“The vessel’s automatic identification system was off for the majority of the voyage,” the report said, according to The Post, “except in busy sea lanes where such behavior could be noticed and assessed as a safety threat.”
But once US intelligence agencies notified Egyptian officials, the plan appeared to slowly unravel. When customs agents first boarded the vessel to inspect its goods, it appeared as if nothing was out of the ordinary. The manifest listed 2,300 tons of limonite — a type of iron ore. However, beneath the stones were 79 wooden crates that contained thousands of rocket-propelled grenades, estimated to be worth $23 million.
The rounds themselves were a practice rounds typically used for training, The Post reported. And given the quantity of the RPGs, it suggested that it was intended for thousands of recruits for a large army — lending weight to the theory that Egypt’s military was the intended recipient.
The crates were also imprinted with the name of an Egyptian company, one that diplomats refused to name, according to The Post. The official UN report also does not mention the company —only that “the private company” had its license revoked and was closed. Egypt eventually destroyed the RPGs under UN supervision.
Beyond North Korea’s limited amount of permissible international trade, which has become even slimmer following increased UN sanctions, the country remains heavily invested in illicit trade, including narcotics, counterfeit currencies, and cheap weapons.
The relationship between Egypt and North Korea is one that has been forged since the Soviet Union, according to The Diplomat. The two nations have since remained economic partners, despite the US’s watchful gaze. In 2008, Egypt invested in North Korea’s infrastructure by creating the country’s only 3G mobile phone network, giving 300,000 North Koreans access to an outdated telecommunications service.
Although it may appear that Egypt was implicated in an arms deal with North Korea, officials from the Egyptian Embassy argued that it had been transparent with the process and that it “will continue to abide by all Security Council resolutions and will always be in conformity with these resolutions as they restrain military purchases from North Korea.”
On Nov. 14, 1910, the U.S. military took its first step toward linking flight and naval operations when Eugene Ely made the first carrier takeoff, guiding a Pusher biplane off the deck of the light cruiser USS Birmingham in the waters of Norfolk, Virginia.
The Navy tapped Capt. Washington Irving Chambers — who has been called “the father of naval aviation” — earlier that year “to observe everything that will be of use in the study of aviation and its influence upon the problems of naval warfare,” according to the Smithsonian.
Chambers recognized the utility of shipborne landings and takeoffs. At a flying event in Belmont Park, New York, in October 1914, Chambers asked planemaker Glenn Curtiss and Ely if they would attempt to land on a ship if he supplied one. (Another account has Curtiss and Ely making the offer, and Chambers saying he had no money to finance the experiment but would provide a ship.)
On November 14 — a Monday soiled by fog and intermittent rain — a Curtiss Pusher biplane with floats mounted under the wings was loaded aboard the Birmingham. The US Naval Institute identifies the aircraft as a Hudson Fulton Flyer.
The cruiser was equipped with an 83-foot runway on its deck, but that length meant Ely only had 57 feet to take off.
Though the original plan was to steam into the Chesapeake Bay and launch the plane while underway, which would provide extra lift, it was foiled by the weather. That afternoon, Ely launched his biplane from Birmingham’s deck while the ship was as anchor.
After his wheels left the deck, Ely guided the plane toward the water to build up speed. But he miscalculated, and witnesses watched as the plane smacked into the water and bounced back into the air. The collision damaged the propeller and sprayed Ely’s goggles with saltwater.
After less than five minutes in the air, Ely set the plane down on a nearby beach. He had flown less than 3 miles.
‘The most important landing of a bird since the dove flew back to the ark’
A reporter for the Indianapolis Star noted afterward that, “Aerial navigation proved today that it is a factor which must be dealt with in the naval tactics of the world’s future.”
Ely and the Curtiss team had plans to fly on the West Coast in January 1911, and Chambers made arrangements to follow up their feat in Norfolk by landing on a ship.
The armored cruiser USS Pennsylvania, anchored in San Francisco Bay, was outfitted with a 120-foot platform. Ely, wearing a padded football helmet and bicycle inner tubes around his body for protection, took off from a nearby race track on the morning of January 18, 1911, flying a Curtiss Pusher with hooks on the landing gear.
Thousands of spectators watched as Ely made a safe landing on the Pennsylvania, with the plane’s hooks catching ropes stretched across the ship’s deck. After lunch with the captain, Ely took off from the Pennsylvania, landing safely at the race track.
Capt. C. F. Pond, commander of the Pennsylvania, called Ely’s feat “the most important landing of a bird since the dove flew back to the ark.”
Ely continued flying at sites around the country, earning acclaim. But his life was cut short by a crash at the Georgia State Fair on October 19, 1911. Though he was a civilian flier, Ely was posthumously awarded the Distinguished Flying Cross by the Navy in 1933.
As the Marine Corps enters the final stages of preparing to receive the CH-35K King Stallion, its new heavy-lift workhorse helicopter, aviation officials are already looking forward to the Corps’ next generation of rotorcraft.
Lt. Gen. Jon Davis, the Marine Corps’ deputy commandant of aviation, told reporters Friday at the American Enterprise Institute in Washington, D.C., that the Corps had asked for optionally manned capability for the Pentagon’s future vertical lift plan, which aims to develop replacement choppers for the Army and other services.
“We’ve told them it’s what we want,” Davis said. “Why wouldn’t we want it?”
Davis said he envisioned a vertical lift platform that might be operated unmanned to deliver cargo and manned for more sensitive or technically complex missions.
Potentially, he said, such a platform, equipped with a sensor, could also serve as an unmanned sentry of sorts from the air in defense of a deployed ship.
Davis noted that the future vertical lift, or FVL, program is currently in the down-select phases, and acquisition was expected to take place in the 2030s.
“The future of aviation is operationally manned,” Davis said.
The Air Force and Marine Corps are both part of the FVL program, which is led by the Army.
One candidate to satisfy FVL requirements is Bell’s V-280 Valor aircraft, a next-generation tiltrotor that does feature a fly-by-wire control system. The other aircraft being evaluated in the FVL program, the medium-lift Sikorsky/Boeing SB-1 Defiant, also features fly-by-wire capabilities.
Davis said Marine officials had communicated with both contracting teams about their interest in optionally manned technology.
Meanwhile, the Marine Corps continues to evaluate concepts for a separate unmanned or optionally manned air cargo and logistics platform.
In May, two Lockheed Martin/Kaman K-MAX optionally manned rotorcraft arrived at Marine Corps’ Operational Test Evaluation Squadron 22 at Marine Corps Air Station Yuma, Arizona, for testing and development designed to evaluate their ability to perform surveillance and reconnaissance.
Marine logistics officials have also expressed interest in DARPA’s Aerial Reconfigurable Embedded System (ARES), an unmanned vertical lift platform designed for cargo resupply, medevac and surveillance.
In August 2018, VA and American Veterans (AMVETS) announced a partnership to expand ongoing veteran suicide prevention efforts and establish intervention programs for at-risk veterans.
The partnership followed a January 2018 executive order signed by President Trump that directed the departments of Defense, Homeland Security, and Veterans Affairs to collaborate by providing mental health and suicide prevention resources to transitioning service members, and veterans during the first 12 months after their separation from service.
“VA and AMVETS are working together to identify and eliminate the barriers veterans face in accessing health care, enroll more at-risk veterans into the VA health care system, and provide training for those who work with veterans so that intervention begins once warning signs are identified,” said VA National Director of Suicide Prevention Dr. Keita Franklin.
The partnership’s keystone program is AMVETS’ HEAL, which stands for health care, evaluation, advocacy, and legislation. HEAL’s team of experienced clinical experts intervene directly on behalf of service members, veterans and their families and caregivers to help them access high-quality health care, including mental health and specialized services, for conditions including traumatic brain injury, polytrauma and post-traumatic stress disorder. AMVETS offers HEAL’s free services to anyone rather than exclusively to its members.
This example of expanded outreach is directly aligned with VA’s public health approach to veteran suicide, defined in the National Strategy for Preventing Veteran Suicide, released in 2018. This approach looks beyond supporting the individual to involving peers, family members, and the community.
When it comes to preventing suicide, there is no wrong door to care. That’s why the VA-AMVETS partnership also provides processes for VA to refer veterans for HEAL services and vice versa. This collaboration will bring lifesaving resources directly to more veterans and their families and caregivers, even if the veteran in need is not seeking health care in the VA system.

VA Office of Connected Care to share solutions to enable veterans to receive the care they need
SAN ANTONIO – USAA and the U.S. Department of Veterans Affairs (VA) will host a free, Facebook Live event at 12 p.m. ET on Tuesday, Feb. 23 to discuss how VA telehealth technologies and initiatives are helping bring care to Veterans lacking necessary resources to connect with medical professionals. The use of telehealth services has risen significantly throughout the COVID-19 pandemic, but for many Veterans in rural areas, or with limited broadband connectivity, accessing these services can be challenging.
“Veterans should have access to high quality VA health care regardless of where they choose to live,” said Dr. Leonie Heyworth, VA’s National Synchronous Lead for Telehealth Services, and a participant in the virtual event. “We look forward to highlighting initiatives that have been created to increase access to care for Veterans everywhere.”
The use of VA telehealth has increased by 1,180% since the start of the COVID-19 pandemic. As of Jan. 6, the VA provided more than 20,000 Digital Divide Consults enabling more than 12,000 Veterans to receive internet access or a video-enabled device for their care needs.
“Bridging the Digital Divide” will be hosted on USAA’s Facebook page for Veterans, their families and caretakers, and feature leaders from VA’s Office of Connected Care and Office of Rural Health. The discussion will highlight VA technologies that enable Veterans to receive care when they need it and regardless of where they live. The discussion also will cover what the VA is doing to address broadband connectivity issues and provide specific instructions on where Veterans and their families can go for assistance.
“USAA and the VA have worked together for years and believe it’s very important to make Veterans and their families aware of available resources and technology to receive the care they need in these challenging times,” said Mike Kelly, assistant vice president of Military Affairs at USAA and moderator for the virtual event.

While 4K video was far from the technology of the day, the people over at AARP pulled out all the stops to get the legendary footage of history’s largest amphibious landing into the viewing technology of today. Narrated by acclaimed actor Bryan Cranston, the video series presents the personal letters and feelings of the men who landed on the beaches of Occupied France that day.
The first in the series, “Landing on Omaha Beach,” is the story of the landing through the eyes of Pfc. Dominick Bart, a 32-year-old infantryman who landed on the beach during the first wave. Cranston brings Bart’s experiences alive as he reads about the Private First Class’ experience on the beaches in Bart’s letter to his wife, Mildred.
Omaha was just one of five Allied sectors invaded that day, and one of two that would fall to the American invasion forces. Omaha’s principal challenge was the 150-foot cliffs overlooking the beach, from which Nazi guards rained death on the invaders.
Some 43,000 men assaulted Omaha Beach alone that day, and by 7:30 in the morning had managed to get through the beach to the cliffs. A half hour later, 900 American GIs were at the tops of the bluffs and assaulting the entrenched enemy positions. By 9:00 a.m., U.S. troops had cleared the beach and began moving inland. An estimated 2,000 – 5,000 men were killed and wounded in the assault on Omaha Beach alone, not to mention the four other sectors engaged by British and Canadian troops.
Patriotic rock band Madison Rising and the Navy SEAL Foundation announced a unique partnership with the release of Madison Rising’s new song, “Men of Steel.” Madison Rising is donating 50% of the proceeds from the song to the Foundation in support of its mission of service to the Naval Special Warfare (NSW) community.
“Men of Steel” is a new rock anthem that pays tribute to all those who serve.
The song is a special collaboration that started when Madison Rising approached the NSF in 2019 about a potential partnership. “I had always wanted to figure out a way to have music support our mission at the Foundation, and Madison Rising was an ideal partner to make that happen,” said Chris Irwin, Director of Partnerships for the NSF in a press release.
As a result, Madison Rising worked with the Navy SEAL Foundation to write a song about teamwork, camaraderie and the service member experience, that directly supports those it honors. “By donating half of all proceeds on this song to the Foundation, Madison Rising is committing itself to not only raising awareness about our mission, but also raising funds to help us execute that mission,” Irwin stated.
Madison Rising’s mission is to honor veterans, first responders, and active-duty military members by making great rock music that reinforces true American values. This collaboration with the Navy SEAL Foundation is the latest initiative in support of that mission. The band is led by Rio Hiett, a retired Master Sergeant who served in the Air Force, “Madison Rising is on a mission to honor our military however possible and we know this song will have an incredible impact on the community,” he said. The band is well known for hard-charging, patriotic performances at venues including NFL games, NASCAR, and other special events.
“I started singing back in high school with producer and friend, Andrew Lane, in Muscle Shoals, Alabama,” Hiett told WATM. “This is where the love of performing and creating was started and as he went on to become a Grammy Award winning part of Atlanta’s and L.A.’s R B movement, I chose the route of military service.
I spent 20 years as an Air Force AMMO troop, having served half on active duty and half in the air guard.” Hiett served in several operations, including Allied Force, Iraqi Freedom and Enduring Freedom. “I spent nearly 3 years deployed to the AOR and lost that time with my oldest son Dante’,” Hiett said. “I felt he endured the impact of the deployments far more than anyone else in the family. From the moment I became the frontman for Madison Rising, I had always wanted to have my son be a part of something meaningful. He plays the drums and this was an incredible opportunity to have him be a part of a song [Men of Steel], that has the potential to go a long way in the veteran community.”
Hiett continued, “We were able to team up with Chet Roberts of 3Doors Down and record the song down in their studio in Nashville at Rivergate Studios. SEAL Chris Irwin was also a huge part of the track as it was brought forth from his original idea as we collaborated, rearranged/rewrote, then recorded. So at this point in time, I am incredibly proud of this song, the meaning behind the song and how it was created, but mostly that my son is a huge part of something so amazing.”
Madison Rising has shared the stage with rock legends Aerosmith, Lynyrd Skynyrd, Toby Keith, Weezer and many others, and they have a large following among veterans and first responders.

In our upcoming issue, we recapped our top picks for interesting and innovative products in the RECOIL Best of SHOT 2020 awards. The awards themselves were provided, in part, by the company behind this installment of Veteran Vices: Green Feet Brewing.
For those unfamiliar, the symbol of Green Feet has been the calling card of Air Force combat rescue since Vietnam. The HH-3 “Jolly Green Giant” helicopters used by combat rescue units at that time would touch down in muddy rice paddies, leaving impressions in the mud that looked like footprints. Scott Peterson, owner and operator of Green Feet Brewing, spent nearly three decades in the USAF combat rescue community as a Flight Engineer on MH-53J Pave Low and HH-60G Pave Hawk helicopters. In 28 years of service, he’s deployed “too many times to count,” but cites one of his most rewarding deployments bring a trip to Afghanistan as part of a Combat Search and Rescue crew.
His professional interest in beer started as a home brewing process. Says Peterson, “I … loved the process and creativity that making beer allows. In 2012, I called my wife from Afghanistan and asked her if she wanted to open a brewery.” Eight years later, the Petersons continue to man the Green Feet tap room. Located in an aging industrial park just outside of Davis-Monthan Air Force Base, home to an Air Force Rescue Squadron, it’s easy to miss. But once inside, the cozy space, VIP locker wall, and the sprinkling of military certificates and decorations creates an atmosphere that’s part barracks rec room, part Cheers bar. “We had a nice following of USAF Rescue folks from the local community to help us out,” he says. “That community is a small, but very loyal community and wanted to see one of their own succeed.”
In this same vein, Green Feet Brewing also gives back to the community that has supported them over the years. They donate primarily to the That Others May Live foundation, which provides immediate tragedy assistance, scholarships for the children, and other critical support for familiar of Air Force Rescue units who are killed or severely wounded in operational or training missions. Green Feet also supports Wreaths Across America, an organization local to them in Tucson, Arizona. Wreaths Across America is dedicated to helping lay wreaths on veterans’ graves at Christmas.
At time of writing, Green Feet Brewing is strictly a local operation. They distribute to some other tap rooms and businesses around the city of Tucson, but aren’t available outside of that area. Virtual recruiting teams, outreach to civic leaders and 770 more recruiters on the ground are helping the Army sign up more new soldiers this year in some of America’s largest cities.
Recruiting is up 27 percent in Minneapolis over this time last year. New York City has improved 19 percent and Baltimore is up 17 percent, according to Army Recruiting Command figures for April 2019.
Cities are where the people live, so the Army needs to recruit there, said Under Secretary of the Army Ryan D. McCarthy. Until this year, however, recruiting success typically seen in the rural South was not shared by the big cities.
“We’re trying to bring a lot of balance to our recruiting effort and focus in on the largest metropolitan areas in the country,” McCarthy said.

Last year, Army senior leaders selected 22 cities to apply those efforts. These were areas with large populations that had little exposure to soldiers because most were located far from active Army training centers.
Senior leaders began meeting with mayors of those cities. McCarthy, for instance, first met with the mayor of Chicago, his hometown. He has since met city leaders in Baltimore, Houston and Orlando.
“We’ve got to get out there and forge relationships,” he said.
At the Baltimore meeting, city officials decided that Army interests aligned with one of theirs: keeping youth out of trouble. As a result, the city opened up all 43 of its recreation centers to recruiters.
“It was a great meeting because it opened doors,” said Col. Amanda Iden, commander of the Baltimore Recruiting Battalion, who sat with McCarthy at the meeting table.
“They’ve given us carte blanche access” to the rec centers, she said, adding her recruiters “don’t just play basketball and do sports with these kids,” they actually provide educational aids to help students study.

Recruiters uploaded the Army’s “March2Success” software on computers at the centers so students could study there for college boards and other entrance exams.
“You want to take the LSAT, LCAT, MCAT, all those other different tests, the GMAT, SAT, AECT, it’s a tool to teach you how to take tests,” Iden said, “and it focuses on your weaknesses.”
Meetings with city officials also help open up schools to recruiters.
“It’s a relationship,” Iden said. “It’s about getting to know leaders, principals and guidance counselors.”
Recruiters are there to help students and influencers — such as parents and teachers — make “informed decisions,” she said. It’s not just about “trying to pull you into the Army,” it’s about helping students be successful and explaining options, she said.
Many students and influencers don’t know the Army has more than 150 career paths, said Col. James Jensen, director of the USAREC Commander’s Initiatives Group.
They don’t know Fort Leonard Wood, Missouri, has the world’s only school that certifies students in handling hazardous material for serious nuclear-biological-chemical threats, he said, adding graduates can get a job at dozens of agencies once they leave the Army.
They don’t know that military police officers are automatically certified in 32 different states and can become state police officers without attending that state’s police academy, he said.
“We’re trying to expand the audience and touch not only the potential applicants, but the influencers, too,” Jensen said. “Especially within the latest generation, influencers hold a huge amount of weight with the decisions to go into the military.”
Influencers are among the target audience for “Meet Your Army” events in many of the cities. These events often include senior Army leaders returning to their hometowns for speaking engagements mixed with editorial boards, meetings with civic leaders and other public forums.
Army Vice Chief of Staff Gen. James C. McConville, for instance, returned to Boston April 14, 2019, to throw out the first pitch at a Red Sox game. The next day he ran the Boston Marathon — all part of the first-ever “Boston Army Week” proclaimed by the mayor.
Nearly 30 different events took place during the week, including an expo on the Boston Common that had the Army Special Operations Command “Black Daggers” parachute team jump in. Over 30 Army units and 10 senior Army leaders also took part.

These events maximize resources, Jensen said.
Beginning later this year, new mobile Army recruiting platforms will participate at events such as the one in Boston, Jensen said. These semitrailers will include video-game terminals where visitors will be able to play against members of the Army’s new esports team, consisting of soldiers who will compete at gaming events across the country.
Virtual recruiting teams
Last year USAREC tested the concept of virtual recruiting teams at some of its battalions. Now each of the Army’s 44 recruiting battalions have VRTs that focus on social media.
The teams consist of three to six soldiers proficient in all types of social media. These VRTs are currently manned at about 80 percent, Jensen said, but he added they will be going up to 100 percent by this summer.
The Baltimore Recruiting Battalion’s VRT stood up in September with three members at its headquarters on Fort Meade. Each of the battalion’s six recruiting companies across Maryland, Delaware and the District of Columbia also have liaisons who work directly with the VRT, Iden said.
These VRTs are “force multipliers” for recruiters, Jensen said. When a potential candidate responds to a social media post and asks a question, the virtual recruiters will initially respond, then pass the prospect off to a neighborhood recruiter, Jensen said.
“This helps the recruiter on the ground with less prospecting and more processing,” he said, “putting [prospects] in boots.”
The VRTs have access to “segmentation” data from the command’s G-2. The Recruiting Command has identified 65 different types of neighborhoods or “segmentations” based on demographic data from the last U.S. census.

“There’s a plan for every zip code,” Jensen said.
One of the main segmentations in downtown Baltimore is the “Urban Modern Mix,” Iden said. Characteristics for people in this segmentation include listening to urban adult contemporary music and having an interest in boxing. Virtual recruiting teams use such data to help target their social media posts, she said.
In a Chicago test that began in October, the Army is “micro-targeting” different neighborhoods and changing Internet ads weekly if they don’t resonate with particular segmentations. The pilot program is about to expand to Boston, officials said, and perhaps to more cities in the future.
In another pilot program, the recruiting company in Baltimore is partnering with the Maryland National Guard. In most areas, the National Guard has its own recruiters, but the five recruiting stations in the Baltimore area sign applicants up for the Guard. In return, the Guard provides assets to help recruit at different events, Iden said.
Recruiters also partner with the Baltimore Department of Recreation and Parks to plan participation in events such as the African American Festival in August.
“It’s inherent when you are amongst the public that you will integrate” and form partnerships, Jensen said.
During the Houston Livestock Show and Rodeo, the mayor signed the city up for the Army’s Partnership for Youth Success program.
Under the PaYS program, recruits are guaranteed two job interviews at the end of their enlistment. For instance, if recruits pick the city of Houston, they might interview for a job with the Department of Public Works and Engineering.
Recruits are 15 percent more likely to sign up with the Army if they are offered the PaYS program, McCarthy said.

About 900 different companies and agencies across the country are now part of the PaYS program. The Baltimore Police Department is a partner and Iden said the Maryland State Police are about to sign up.
With these initiatives, recruiting is now up in 18 of the 22 focus cities, according to USAREC. But still, “there are cities all over the country where we know we have to do better,” McCarthy said.
Jensen cautions that it will take time. “While these initiatives go on, this is a plane in flight,” he said of the Army’s recruiting force. “We have to deliver every day. So you’ve got to be very cognizant of what you’re doing and how many ripples in the water you do to the recruiting force.”
Since the Army Training and Doctrine Command gained oversight of all accessions in September, he said focus and unity of command has improved.
“Having the TRADOC commander has been absolutely phenomenal,” he said. “Now it really helps us get after our mission and stay focused on our mission, and they [at TRADOC] handle a lot of the things that we used to have to handle.”
The TRADOC focus has brought more total Army assets to help with recruiting, he said, and more senior leader involvement to help educate influential audiences about the Army.
“I think it’s a requirement for every leader of this institution to get out there and talk about the U.S. Army as an organization, to educate our fellow countrymen, to encourage young men and women to take a hard look at this profession,” McCarthy said.
Sergeant Major of the Army Michael Grinston announced a historic new temporary promotion policy for soldiers. The policy is designed to expand on the Army’s ongoing commitment to supporting its soldiers.
“Today I am pleased to announce a new promotion policy that helps us to continue to put people first,” Grinston shared on a press call. Beginning with the January 2021 promotion month, soldiers unable to complete the Army’s required Professional Military Education courses to qualify for advancement to sergeant, all the way through sergeant major, due to pregnancy, deployment or those enrolled in a non-resident sergeant major course will be temporarily advanced to the next rank.
Through research, the Army recognizes that the requirements for advancement to higher rank negatively impacts women in particular. Grinston shared that female soldiers would routinely speak to him about the struggle and difficulty of determining when to start a family in order to not negatively impact their career. Female soldiers are unable to complete the physical training portion of leadership school required due to pregnancy or being postpartum, often putting them behind their male counterparts in career advancement.
Deployed soldiers were also falling behind their peers in advancement opportunities. Grinston explained that Army units overseas were declining to send soldiers to the required PME courses due to operational needs within combat zones. Around 300 soldiers requested exceptions in 2019 in order to advance to the next rank. Although the number may seem small, Grinston shared that it would be much higher if the Army ever had to significantly increase their numbers to meet combat needs.
When developing the policy, leadership wanted to ensure that those attending either sergeant major course could advance on time, regardless of how they took it. It was discovered that those attending the nonresident sergeant major course tended to finish their course later, missing the deadline for meeting requirements for promotion on time. This left qualified soldiers waiting a year to advance to the next rank despite completing the required schooling. The new policy avoids that.
Command Sergeant Major Kenyatta Gaskins was also on the call with members of the press and addressed questions on whether soldiers being temporarily promoted were actually ready to advance. “Those soldiers have already demonstrated that they have the potential to perform at the next higher level. They have been recommended for promotion by their commanders,” he explained. “I don’t believe we are blindly promoting individuals. These are well deserved promotions of soldiers who’ve demonstrated the ability to perform at the next higher level.”
The temporary promotion policy applies not only to active duty Army but also those in the Army Reserves and Army National Guard. As long as soldiers are otherwise qualified and meet the conditions outlined, they will be advanced beginning January 1, 2020.
Those temporarily advanced to the next rank will have a set amount of time to complete their PME courses or they will revert back to their previous rank. Should they be reverted back due to not completing PME, they will not be required to pay back the received increase in pay due to temporary advancement. Active soldiers returning from deployment will have one year to complete their PME course and active female soldiers will have two years from the end of their postpartum profile. Those in the Army Reserves or Army National Guard will have three years.
The temporary promotion is allowable only once in a soldier’s career.
“I believe none of these scenarios – starting a family, deploying to a combat zone or selection to the nonresident sergeant major course should be a reason a soldier’s career should be delayed,” Grinston explained. “These temporary promotions support the Army’s ‘people first’ strategy.”
The Russian Air Force plans to purchase a dozen Su-57s fitted with the AL-41F1 engines in 2019, and over “the next eight years … will continue to purchase small numbers of these planes for testing,” CNA senior research scientist Dmitry Gorenburg recently wrote.
Production of the Su-57, which made its maiden flight in 2010, has not only been hampered by budgetary problems, according to The Drive, but also “delays, accidents, and rumors of massive design changes.”

The Russian military recently tested a short-range ballistic missile interceptor that’s meant to detonate a small-yield nuclear warhead in the air over Moscow to prevent a nuclear strike.
But there are a couple of problems with that, mainly that a nuclear blast over Moscow would already provide an electro-magnetic pulse effect that would cripple the city’s electric grid.
The system, called the A-135 AMB, also highlights differences in philosophies between the US and Russia when it comes to missile defense. The US builds missile interceptors that hit to kill, requiring a high degree of precision and guidance. The US’s THAAD missile defense system, for example, doesn’t even have a warhead.
Russia’s solution to the complicated problem of hitting an incoming warhead at many times the speed of sound is to nuke a general area of the sky.
While the US tries to station its nuclear weapons far from population centers, Russia has 68 of these 10 kiloton interceptors all around Moscow, its most populous city. Unfortunately, even in the most careful settings, nuclear mishaps occur with troubling regularity.
Additionally, as Jeffrey Lewis, the founding publisher of Arms Control Wonk writes, interceptor misfires do happen, and with a nuclear tip, that could mean catastrophe.
“It is not clear to me that, if a nuclear-armed interceptor were used over Moscow against a flock of geese, that the Russian command-and-control system would understand it was one of their own or survive the EMP effects. Then all hell might break loose,” writes Lewis.
The fact that the Kremlin is willing to have 68 nuclear devices strewn about Moscow speaks to how much they fear an attack that would threaten its regime security.
A coronavirus outbreak aboard the aircraft carrier USS Theodore Roosevelt has the Navy scrambling to test the entire crew. At the current testing pace, it could be stuck in port for almost a month, but the Navy is trying to cut that time down.
Three cases were reported aboard the TR on Tuesday. By Friday morning, more than 30 sailors aboard the carrier had reportedly tested positive for the coronavirus, according to Fox News.
In response to the outbreak, the Navy, as acting Secretary of the Navy Thomas Modly said Tuesday, is testing 100 percent of the crew for the virus. The ship is at port in Guam, and it is unclear exactly when the ship will head to sea again on its deployment.
The ship has the ability to test about 200 people per day, Modly told radio show host Hugh Hewitt Friday. The aircraft carrier has roughly 5,000 people on board including its crew, aviation squadrons and onboard staffs.
“At a pace of 200 a day, that could take 25 days,” the acting secretary said. “Obviously, that’s not acceptable, so we’re driving towards a quicker ability to do that.”
“We’re flying in more test kits from other large deck ships that we have,” he said, adding that the Navy is “also sending certain number of samples off the ship so that we can get responses more quickly.”
The TR is one of two US carriers in the Pacific, the other being the USS Ronald Reagan, which is currently in port at Yokosuka Naval Base in Japan. Fox News reported Friday that at least two cases have been reported aboard the Reagan.
Modly has repeatedly insisted that the TR remains ready to fulfill its mission if it was ordered to do so in an extreme situation, like the US entering a war.
“If there were a reason for her to go into action, she could easily go do that. We would just go,” he said Friday.
Modly told Hewitt that he does not have a date on when the TR will return to its assigned mission. “We’re just working through this as quickly as we possibly can,” he said.
