A Medal of Honor awarded to an Army infantryman for heroism during the Spanish-American War has been sold for $14,000 euros, or nearly $15,500, a Munich-based auction house confirmed Thursday.
The sale comes after advocates including Texas Republican Sen. Ted Cruz and the National Medal of Honor Museum staged a late campaign to stop the auctioning of the medal, saying it damaged the dignity of the nation’s highest award for combat valor. It belonged to Pvt. Thomas Kelly, who earned it in 1898 while fighting in Santiago, Cuba.
But the German auction house Hermann-Historica, which is not bound by U.S. law, went through with the sale. The listing site shows just one bid; the medal ultimately went for four times the starting bid of 3,000 euros.
Bernhard Pacher, managing director of Hermann-Historica, told Stars and Stripes that he had previously sold four Medals of Honor, and added that the seller was a private individual “looking to beef up his pension.”
Reached for comment Thursday, a Hermann-Historica employee confirmed the medal’s sale but asked that further queries be sent by email. An emailed query did not receive an immediate response.
While the sale and barter of the Medal of Honor is illegal in the U.S., the law is not binding on international sellers.
Dave Knaus, a spokesman for the National Medal of Honor Museum, told Military.com that the museum is looking into who bought the medal and contemplating future steps. He said the museum is currently compiling historical data on other medals that have gone missing or changed hands.
Efforts to locate a surviving relative of Kelly, who died in 1920, had not been successful, Knaus said.
According to Kelly’s medal citation, he “gallantly assisted with the rescue of the wounded from in front of the lines and while under heavy fire from the enemy.”
There’s a new company vying to build the Army’s new family of helicopters, and the gyrocopter design is at least as radical as the compound helicopters being offered by Sikorsky or the tilt-rotors that Bell is building.
The company, Skyworks Global, has a history of producing gyrocopters. These look a bit like helicopters, but they’re much less complex, are often more efficient, and cost a lot less. But they have a big weakness against helicopters: they can’t traditionally take off or land vertically.
That would leave a lot of upgrade money for the company to strap on sensors, a more powerful engine, and other upgrades and still stay way below the Army’s planned million per aircraft to replace the Black Hawk by 2030.
The aircraft is known as a VertiJet, and while it looks like a traditional helicopter, the physics are quite different. Basically, a traditional helicopter has a powerful engine that powers the main rotor—the spinning, horizontal blades mounted on top of the aircraft—as well as an anti-torque rotor that keeps the rest of the aircraft from spinning. The main blades produce lift and allow the helicopter to fly.
On a gyrocopter, the big blades on top of the aircraft don’t receive any engine power. Instead, power is delivered to a rotor at the front or rear of the aircraft. That sends the aircraft forward and feeds air over the blades. That air spins the blades, and that generates the lift that sends the aircraft skyward.
This has some serious advantages for the military. First, air generally flows up through a gyrocopter’s rotors instead of down, eliminating brownouts and improving pilot visibility near the ground. But there’s a severe downside, the gyrocopter has to get good forward speed before it can take off, and it can’t hover.
Skyworks turned to a 1950s experiment to fix the vertical takeoff problem. Their design feeds air up through the rotor and out of the blade tips during takeoff, causing the blades to spin like a traditional helicopter’s would during takeoff or hover. Since this is achieved with compressed air instead of engine power, they don’t need to add a transmission or masthead.
Even with Scaled Composites’ skill at rapidly developing prototypes, it’ll be pretty late to the game for the Future Armed Reconnaissance program to produce a new armed scout. But other Army programs could be a good fit, and the Marine Corps is looking for helicopters or helicopter-like aircraft that can keep up with the V-22 Osprey. Skyworks has not said what programs it will compete for with the new push.
For decades in the early 20th century, the military only flew balloons and piston-powered planes. In World War II, the first helicopters joined the war effort. Over 45 years later, the V-22 became the first tilt-rotor aircraft to enter military production. Now, there are two new aircraft designs in consideration, the compound helicopter and the gyrocopter.
The skylines over military bases are about to get a lot more interesting.
As Coast Guard paychecks went undelivered Jan. 15, 2019, as the result of an ongoing partial government shutdown, the service’s top officer urged its members to stay the course.
In a public letter published Jan. 15, 2019 on his social media pages, Adm. Karl Schultz said the day’s missed paycheck, to his knowledge, marked the first time in the history of the nation “that service members in a U.S. Armed Force have not been paid during a lapse in government appropriations.”
The Coast Guard, the only military service to fall under the Department of Homeland Security, is also the only service with payroll affected by the shutdown, which began Dec. 22, 2018. The Coast Guard was able to issue final paychecks for the year, but will be unable to distribute further pay until a budget deal is reached or another appropriation agreement is made.

In all, some 55,000 Coast Guard active-duty, reserve and civilian members are going without pay; the number includes 42,000 active-duty service members.
Coast Guard civilians have been on furlough or working without pay since the shutdown began.
“Your senior leadership, including [DHS] Secretary [Kirstjen] Nielsen, remains fully engaged and we will maintain a steady flow of communications to keep you updated on developments,” Schultz said in his letter. “I recognize the anxiety and uncertainty this situation places on you and your family, and we are working closely with service organizations on your behalf.”
Schultz added that Coast Guard Mutual Assistance, the service’s official military relief society, received a million donation from USAA to support those in need. The American Red Cross will help distribute the funds, he said.

“I am grateful for the outpouring of support across the country, particularly in local communities, for our men and women,” Schultz said. “It is a direct reflection of the American public’s sentiment towards their United States Coast Guard; they recognize the sacrifice that you and your family make in service to your country.”
The Coast Guard, Schultz said, had already many times proven the ability to rise above adversity.
“Stay the course, stand the watch, and serve with pride,” he wrote. “You are not, and will not, be forgotten.”

The acting Navy secretary is reportedly under a lot of pressure from President Donald Trump to get the USS Gerald R. Ford to work, something his predecessor failed to do.
The aircraft carrier is over budget, behind schedule, and still experiencing problems with certain key technologies, namely the advanced weapons elevators built to quickly deliver munitions to the flight deck.
“The Ford is something the president is very concerned about,” Thomas Modly, who very recently took over as acting secretary of the Navy after former secretary Richard Spencer resigned, said at the US Naval Institute Defense Forum this week, Military.com reports.
“I think his concerns are justified because the ship is very, very expensive and it needs to work,” he added, explaining that there is a “trail of tears as to why we are where we are, but we need to fix that ship and make sure that it works.”
Modly assured the audience that fixing the Ford would be a top priority. “There is nothing worse than a ship like this being out there … as a metaphor and a whipping boy for why the Navy can’t do anything right,” he said, according to the outlet.

Spencer, Modly’s predecessor, had previously staked his job on getting the Ford working properly, promising President Trump that he would get the elevators working by the end of the post-shakedown availability or the president could fire him.
The PSA ended in October with only a handful of elevators operational. The Ford is currently going through post-delivery tests and trials, with plans for the elevator issues to be sorted over this 18-month period.
As Spencer was questioned about accountability, the former Navy secretary sharply criticized the Navy’s primary shipbuilder Huntington Ingalls Industries (HII), accusing the company of having “no idea” what it was doing with the Ford.

Now, the Ford’s challenges have fallen in Modly’s lap.
“Everything that the Ford should be able to do is going to be a game-changer for us,” the acting Navy secretary said, according to Military.com. “We just have to make sure that it can do it because we’ve got several more coming behind it.”
The USS John F. Kennedy, the second Ford-class carrier, was slated to be christened Saturday. The Navy has two more of the new supercarriers on the way after that.

This week, Vladimir Shamanov, a former military officer who leads the Defense Committee in Russia’s lower house of parliament, said that by the end of this year ISIS “won’t exist anymore as an organized military structure.”
While ISIS is losing large swaths of its home turf, it still operates in a number of countries. Here are nine places where the fight against ISIS is not slowing down.
The Egyptian government has been fighting Islamist insurgents since the military took power in 2013. Most of the fighting has happened in the Sinai Peninsula, where ISIS proclaimed a province in 2014.
Egypt has been under an official state of emergency since April, after a attack killed dozens of members of Egypt’s minority Christian population.
Hundreds of Egyptian police and military servicemen have been killed in battles with jihadists. In an ISIS attack on an army outpost in Sinai in July 2016, 23 soldiers were killed and at least 26 were wounded.
In late October, at least 54 policemen and conscripts, including several officers, were killed in what appeared to be a well-planned ambush. Though no group has claimed responsibility for the attack, authorities have not ruled out ISIS.
The latest attack took place in the Giza governorate, which means the insurgency is spreading beyond the Sinai Peninsula — a worrisome sign that may have led President Abdel Fattah el-Sisi to reorganize his security leadership.
Libya became a safe haven for terrorist groups after Moammar Gadhafi was overthrown in 2011. It currently has three different governments claiming authority over the country, and the lack of a strong central authority and a unified security force has allowed militias to fill the void.
ISIS seized the coastal city of Sirte — Gadhafi’s hometown — in 2015. At its peak, ISIS was thought to have over 5,000 militants in Libya. In addition to causing chaos there, they were aiding jihadist groups in Egypt and other parts of North and West Africa.
Though ISIS lost control of Sirte in December 2016, they still have what officials have described as a “desert army” operating in the regions south of the city. That army has shown signs of trying to gain ground in the country.
The US launched its first airstrike in Libya under President Donald Trump in September, 150 miles south of Sirte, reportedly killing 17 militants.
A major concern among European officials is that as ISIS loses territory in Iraq and Syria, its fighters could relocate to Libya. Among those fighters may be Westerners who could use Libya’s role as a transit point for migrants to return home.
Yemen has long been a battleground in the fight against Al Qaeda and other jihadist groups. While the Saudi-led military campaign against Iran-backed Houthi rebels in country has received much of the attention, ISIS’ presence there has gotten the notice of the US.
ISIS created its Yemen branch in 2014, during the chaos that followed the ouster of President Ali Abdullah Saleh in 2012. Since then, its attacks have killed hundreds.
US forces launched more than 100 airstrikes against Al Qaeda in Yemen this year, according to the Foundation for Defense of Democracies. October saw the first US airstrikes against ISIS in Yemen. According to US Central Command, the three strikes on ISIS training camps reportedly killed 60 militants.
ISIS’s Afghan affiliate, known as Islamic State in Khorasan, or ISIS-K, was declared in 2014. The group mostly made up of Taliban defectors and new recruits.
Though the group only controls small patches of territory, it has been a main focus for the US military. On April 13, the US dropped its largest nonnuclear bomb on an ISIS-K compound. Estimates of the number killed range between 36 and 96 militants.
Militants affiliated with ISIS and Taliban fighters in Afghanistan have also clashed with each other, resulting in deaths on both sides.
A drone strike in Afghanistan’s Kunar Province on October 12 reportedly killed 14 ISIS militants — though an Afghan MP, Shahzada Shaheed, claimed all the casualties were civilians.
The US estimates that there are roughly 600 to 800 ISIS-affiliated militants still in the country, mostly in Nangarhar province in northeast Afghanistan.
5 – 3. Mali, Niger, and Nigeria
West Africa is becoming an increasingly important front in the fight against ISIS. Islamist violence is not new in the region. There was an insurgency that took over northern Mali in 2013, and the jihadist group Boko Haram declared allegiance to ISIS in 2015.But the violence has showed no signs of slowing down.
New groups like the Islamic State in the Greater Sahara — which reportedly carried out the early-October ambush that killed four US soldiers while they were on a mission with local partners in Niger — are being formed, and the number of militants joining these groups seems to be increasing.
On October 23, Joint Chiefs of Staff Chairman Marine Gen. Joseph Dunford said that ISIS “has aspirations to establish a larger presence” in Africa.
“We’re going to see more actions in Africa, not less,” Dunford said, adding that the US military will be making recommendations to Trump and Defense Secretary Jim Mattis and that US forces will remain in the area despite the casualties in Niger.
As in West Africa, Islamist violence is not new to Somalia. For the last decade, the most feared jihadist group in the country has been Al Shabab, an Al Qaeda ally. ISIS unsuccessfully tried to recruit Al Shabab in 2015, and now the two groups fight each other in addition to government forces.
Though smaller than Al Shabab, ISIS’ affiliate in Somalia has made its mark as a deadly terrorist organization. It has routinely conducted bombings and attacks that have killed hundreds. It is also outgaining Al Shabab in terms of foreign volunteers, as most aspiring jihadists want to be part of the ISIS brand.
In October, the largest bombing in the history of Mogadishu, the Somali capital, left at least 300 civilians dead and caused more than 275 injuries.
No group has claimed responsibility, but it is a troubling sign as it could lead to more violent competition between Al Shabab and ISIS, as they try to become the dominant Islamist group in the country.
The Trump administration sent US troops to Somalia in May — the first such deployment in more than 20 years — to aid antiterrorism efforts. On Friday, the US military carried out its first two drone strikes on ISIS targets in Somalia, killing “several terrorists,” according to US Africa Command.
ISIS made its mark in the Philippines in a manner similar to that in Iraq and Syria — suddenly emerging with a large and organized force, seizing large amounts of territory.
Led by Isnilon Hapilon and the Maute Brothers — who formally lead Abu Sayyaf and the Maute Group, respectively — forces that pledged loyalty to ISIS took over the city of Marawi in Lanao del Sur province on the southern Philippine island of Mindanao.
The siege that followed resulted in the deaths of 962 ISIS militants, including Hapilon and at least one of the Maute Brothers; 165 Philippine soldiers were killed, and nearly 1.1 million people were displaced.
Though Philippine soldiers liberated the city, ISIS remains a threat in the Philippines and in Southeast Asia as a whole.
The Army has started building an emerging technology connecting soldier night-vision goggles to thermal weapons sights, allowing soldiers in combat to more quickly identify and destroy enemy targets, service officials said.
Army officials told Scout Warrior that Low-Rate Initial Production of the technology, called Rapid Target Acquisition, began in recent months. The system is slated to be operational in combat by 2018.
Rapid Target Acquisition merges two separate Army developmental efforts to engineer, deliver and combine new, upgraded night vision goggles, called Enhanced Night Vision Goggle III, or ENVG III, with next-generation thermal weapons sights –called Family of Weapons Sights – Individual, or FWS-I, Army officials said.
Army Soldiers tracking and attacking enemies in fast-moving combat situations will soon be able to shoot targets without bringing their rifle and weapons sights up to their eyes, service officials told Scout Warrior.
A wireless link will show the reticle from thermal weapons sights directly into the night vision goggle display, allowing soldiers to quickly track and destroy targets with great accuracy without needing to actually move the weapon to their shoulder and head to see the crosshairs through the thermal sights.
Enhanced targeting technology is of particular relevance in fast-developing battle circumstances such as Close Quarter Battle, or CQB, where targets can emerge and disappear in fractions of a second. Being able to strike quickly, therefore, can bring added lethality and make the difference between life and death for soldiers.
“This provides rapid target acquisition capability. The soldier no longer has to shoulder their weapon. If you can imagine looking through a goggle and some target or threat presents itself, a soldier no longer has to come all the way up. He or she can put the bubble on the image and engage the target in that manner,” Lt. Col. Timothy Fuller, former Product Manager, Soldier Maneuver Systems, told Scout Warrior in an interview last year, before initial production began.
FWS-I is a thermal sight mounted on top of an M4 rifle. It can also be configured for crew-served weapons such as a .50-cal machine gun or sniper rifle, Army officials said.
“The thermal image you are seeing is wirelessly transmitted to the Enhanced Night Vision Goggle III and is displayed in its display. What you ultimately have is the crosshairs and a portion of the thermal weapon sights image spatially aligned to the image that the soldier sees in the night vision goggles,” said former Maj. Nicholas Breen, Assistant Product Manager, Family of Weapon Sights-Individual.
The Army’s ENVG III, which will begin formal production next Summer, will provide soldiers with image-intensification, improved resolution and a wider thermal camera field-of-view compared to prior models.
“The night vision goggle takes two channels. This incorporates an image-intensification where you look through your goggle and are seeing a standard night vision goggle view and a thermal image all in one image. The two channels are on top of one another and they are fused together so that you get all of the benefit of both channels,” Maj. Brandon Motte, former Assistant Product Manager, Enhanced Night Vision, said.
The improved, or higher-tech, ENGV IIIs will also help with maneuverability and command and control by enabling soldiers to see a wider field of view with better resolution and even see infrared lasers, Motte added. The technology is now going through production qualification testing and will be operational in 2017.
“This greatly improves the lethality and visibility in all weather conditions for the soldier – one very small, very lightweight night vision goggle,” Motte said.
Of greatest importance, however, is that the ENVG III will enable the wireless link with the weapon sights mounted on the gun.
“The reticle will show up in the night vision goggle when the weapon is pointed at a target,” Fuller explained. “As soon as you see a target, you can engage. You no longer have to bring it up to your face. The display is right in front of your eyes.”
The Army plans to acquire as many as 40,000 ENVG IIIs. ENVG III is being engineered to easily integrate FWS-I as soon as it is slated to be operational in 2018.
BAE Systems and DRS are the defense industry vendors involved in the developmental effort, Army officials said.
During a private meeting with President Donald Trump in March 2018, Swedish Prime Minister Stefan Lofven explained that while his country was not a member of NATO, it regularly partnered with the defense alliance.
Trump, who has clashed with NATO leaders since taking office, responded by saying that was the kind of relationship with NATO that the US should consider, a European diplomat told Washington Post columnist Josh Rogin.
A senior administration official told Rogin that the remark was a joke, but the comment is one of many before and since that hint at disinterest, and, in some cases, hostility from the US president toward the trans-Atlantic alliance of which the US was a founder and is the largest member.
The US is the most powerful military in the 29-member alliance, and US withdrawal would dramatically reduce NATO’s power to deter potential adversaries like Russia at a time when Russian President Vladimir Putin is using cyberattacks and his military to threaten European neighbors.
Trump’s criticisms have centered around financing, and he has often rebuked NATO members for falling short of the 2%-of-GDP defense-spending level to which alliance members have agreed.
He reiterated that criticism in letters sent to some of the NATO members that fell short of that spending threshold in the weeks ahead of the organization’s summit on July 11 and July 12, 2018.
The only one to be made public was sent to Norwegian Prime Minister Erna Solberg. The June 19, 2018 letter, published by Norwegian newspaper VG, said Norway was “the only NATO Ally sharing a border with Russia that lacks a credible plan to spend 2 percent of its gross domestic product on defense.”
In the letter, Trump said he “understand[s] domestic political pressures,” having faced them in the US, but it would “become increasingly difficult to justify to American citizens why some countries continue to fail to meet our shared collective security commitments.”
The letter followed a general template, tailored with language specific to the recipient country, US and foreign officials told Foreign Policy. The officials said the letter sent to Germany contained some of the harshest language —Trump himself has directed some of his most withering scorn at German Chancellor Angela Merkel.
Concerns about Trump’s commitment to the alliance have grown during his second year in office, especially as he continues to criticize NATO leaders and pursue rapprochement with Russian President Vladimir Putin.
Many of the Trump administration officials who tried to reassure NATO allies have departed.
NATO officials are also worried by what seems to be the increasing isolation of Defense Secretary Jim Mattis, who is regarded as one of the administration’s steadier hands and a vocal NATO proponent.
Julianne Smith, director of the Trans-Atlantic Security Program at the Center for a New American Security, told The New York Times that Trump questioned other leaders about their opinions of Mattis during the G7 meeting in Canada in May 2018.
Smith, who was deputy national security adviser to former Vice President Joe Biden, said the exchange was “awkward” for those leaders, who felt praise “might be the kiss of death” for Mattis. “So they said deliberately that he is being so tough on us on 2% defense spending, to try to save the guy.”
“There’s overwhelming anxiety, and it’s been punctuated with very specific concerns. That has a profound impact on what our Europeans friends think he thinks about them,” Biden told Rogin. “The consequence is disastrous for our national security and economic interests.”
The US continues to back NATO and its initiatives, particularly the alliance’s efforts to counter Russia.
The bloc also recently agreed to the NATO Readiness Initiative, a plan pushed by Mattis requiring NATO to have 30 land battalions, 30 fighter aircraft squadrons, and 30 warships ready to deploy within 30 days of being put on alert.
But continued cooperation doesn’t mean the ties established between North America and Europe since the end of World War II will endure, NATO Secretary General Jens Stoltenberg said in June 2018.
“It is not written in stone that the trans-Atlantic bond will survive forever,” Stoltenberg said in London. “But I believe we will preserve it.”
“We may have seen the weakening” of some of those bonds, Stoltenberg said. He added that differences had been overcome in the past and said maintaining the partnership “is in our strategic interests.”
“We must continue to protect our multilateral institutions like NATO, and we must continue to stand up for the international rules-based order,” he said.

How do you keep a country hermetically sealed off from the news in a world where the internet exists?
That’s the fundamental challenge for North Korea, the hermit kingdom whose citizens have been kept in the dark both literally and figuratively. The internet, smartphones, laptops, TV, film, radio exist, but not as most people would be familiar with them. Radio and TV sets are configured so North Koreans can’t tune into anything other than the domestic broadcasts, and the internet isn’t widely accessible to the population.
But it’s increasingly hard for North Korea’s supreme leader, Kim Jong-un, to control the stream of illicit microSD cards and SIM cards flowing over the border from China, which contain illegal foreign media or allow people to access the internet unfettered.
A new report by journalist and North Korea tech expert Martyn Williams for the Committee for Human Rights in North Korea (HRNK) sheds new light on the ways Kim and his regime use technology to continue keeping the population in the dark — from signal jamming radios to modifying Android to spy on people.
1. North Korea tightly controls the internet
North Korea isn’t totally cut off from the internet, as evidenced by the numerous hacks thought to be perpetrated by state hackers operating inside the country.

But it is tightly controlled at the network level and historically hasn’t really been open to the general population. That is changing, with more citizens buying smartphones.
As Martyn Williams notes in his report: “The entire infrastructure is State-run and the security services are heavily integrated in the running of the telecommunications network.”
Everything is monitored by a state agency called Bureau 27, or the Transmission Surveillance Bureau.
2. North Korea imports cheap Chinese Android phones, then modifies the software to spy on people
North Korea isn’t totally cut off from everyday innovations like mobile data or smartphones. Citizens can buy smartphones that were manufactured in China, but are distributed under a North Korean brand name. The phones look a lot like the cheap Android phones you could buy in any shop — but these come pre-loaded with spyware and software tailored by the state.
Alternatively, citizens can buy their own unlocked devices smuggled across the Chinese border, but they face being tracked via North Korea’s mobile network.
It’s the same on PCs, with North Korea producing a Linux-based operating system called “Red Star” that can snoop on user activity.
3. The spyware can monitor what sites people are looking at
According to Williams, North Korean phones run on Android, the open source mobile software. Engineers have modified the software to include a background program called “Red Flag”, which spies on everything a user does and takes screenshots at random intervals to capture their activity. Those screenshots are recorded on a database called “Trace Viewer.”
Although North Korea probably doesn’t have the resources to check everyone’s screenshots, Williams noted that it’s a great mechanism to get people to self-censor out of pure fear.
4. If you open a foreign media file on a North Korean device, the regime will know about it
According to the report, North Korean engineers created file watermarking software that essentially tags and monitors any media file that’s opened on a device, whether that’s a PC or mobile.
Anyone watching a foreign film on their device would have that file tagged and tracked. The tag can track every device on which the file is viewed — so if one person in particular is distributing lots of foreign media with fellow citizens, the regime would probably find out.
5. The state operates a ‘split’ mobile network, where North Koreans can’t phone anyone outside the country
North Korea does have a telecommunications system, and the current version is a joint venture with an Egyptian firm called Orascom.
The network is split into two halves, according to Williams’ report, meaning both North Korean tourists and foreign citizens can make calls and send texts inside the country — but neither can communicate with the other.
Described as a “firewall”, Williams writes that this is set at the account level. He adds that domestic citizens have phone numbers prefixed with 191-260, while phones for foreigners have numbers that begin with 191-250.
Tourist SIM cards have found their way back into the country — so North Korea has begun deactivating them so there’s no risk citizens can get hold of SIM cards that let them access the broader internet or foreign calls.
6. It’s probably a death sentence for watching porn
Williams spoke to a number of North Korean defectors, people who fled the regime into China, Japan, or South Korea.
They reported that the regime will put people to death for watching foreign content, especially for anything as illicit as porn, or anything criticizing the Kim family.
“Watching pornography is strongly restricted. I’ve heard you can get executed for watching pornography,” according to one escapee.
An Amnesty International report also found that a man who watched porn with his wife and another woman was executed, with the entire city summoned to watch his death.

Unsurprisingly, few escapees are willing to talk about their porn habits.
But citing a source who knows about illegal smuggling between North Korea and China, Williams states that SD cards containing porn can fetch up to 0. That price reflects both the high demand and the extreme risk of smuggling the material across.
7. All radios sold in North Korea are fixed to government frequencies
North Koreans buying a radio through official channels will find the device locked only onto government-approved frequencies. Listening to foreign radio, or watching foreign TV, is illegal and the government regularly carries out raids to make sure people aren’t consuming anything subversive. (Lots of North Koreans have a second radio or TV which can receive foreign broadcasts and which they keep hidden, and show their “official” device to any inspectors.)

According to Williams, North Korea jams foreign radio signals. This, he writes, involves “transmitting loud noise” on the same frequencies to overpower the broadcast. In particular, North Korea focuses on jamming two stations run by South Korea’s intelligence service, called Voice of the People and Echo of Hope.
8. The state distracts people with homegrown mobile games
In a cloistered world where entertainment is low-quality or scarce, food is hard to come by, and the work repetitive and unfulfilling, it’s little wonder that foreign films and international TV holds some allure to North Korean citizens.
The state has, according to Williams’ report, come up with a softball distraction method: offer homegrown smartphone games.
The report claims there are up to 125 mobile games available to play on North Korean mobile devices, such as “Volleyball 2016” and another title called “Future Cities.” The BBC in September reported that North Korea had created a Ronaldo-focused mobile game that was becoming popular.
The idea is this: if citizens spend their leisure time playing domestically produced games (and paying for them), they’re not spending their cash on illegally smuggled media.
9. Open WiFi networks are banned
North Korea has gone to extreme lengths to make sure its citizens can’t casually access the foreign internet (or any internet).
For a time, according to Williams’ report, foreign embassies in capital city Pyongyang ran open WiFi networks. Enterprising citizens with smartphones lingered nearby to browse the internet without being caught — until the state cottoned on and banned open networks.
Eventually, North Korea introduced its own public Mirae (Korean for “future”) public network. It requires an app to use and, according to state media, only offers people access to North Korea’s intranet and not the global internet.
10. Shifting to tightly controlled streaming TV tech
North Korea doesn’t have Netflix but, like much of the rest of the world, it is shifting to streaming TV.
According to Williams’ report, there are two homegrown IPTV services, but the more popular one is called Manbang. Just like phones, the set-top box is built cheaply in China, imported, then reskinned as a domestically branded device.
People who own a Manbang device can stream a huge amount of state output, but can’t tune into to foreign services. For now, people can also tune into traditional, over-the-air broadcasts (including foreign ones, if they have a hidden TV set). But, Williams concludes, North Korea could ban traditional broadcasts altogether and only put out content through IPTV.
This would make it even tougher for North Koreans to access foreign broadcasts.

The bodies of the missing sailors “were located in the flooded berthing compartments” after rescue workers were able to gain access to areas of the Fitzgerald that were damaged in the collision with the ACX Crystal.
The sailors’ bodies are being transferred to the Hospital in Yokosuka, Japan, where the 7th Fleet is headquartered, to proceed with the identification process, the statement added.
The Fitzgerald and ACX Crystal collided on Saturday at 2.30 am local time in Japanese waters.
Two people injured during the incident, including the destroyer’s commander Bryce Benson, were evacuated.
It must be so tempting, staring down an awesome piece of military hardware… just sitting there, waiting for someone to take it for a spin. The maintainers know everything about their plane, tank, or other vehicles, right down to the last detail.
Imagine anyone’s surprise when one of these vehicles just up and leaves when its not supposed to. Sounds unlikely, but it’s happened a lot more than one might think.
1. Sergeant Paul Meyer gets sick of his wife, steals a C-130
On May 23, 1969, Meyer, a U.S. Air Force crew chief stationed at RAF Mildenhall, England, took off in a C-130E, and very quickly crashed into the English Channel. His body was not found, but he was assumed to have died on impact.
The USAF investigation showed Sgt. Meyer was “under a considerable amount of stress” in the days leading up to the theft. He was married just eight weeks before his deployment to England and his wife constantly badgered him to come home – because she was being sued by her ex-husband.
On top of his marriage difficulties, he failed to pass for promotion despite allegedly being better qualified than his peers who did get promoted. Meyer was grounded and restricted to barracks for being arrested in an alcohol-related incident.
The same night he was arrested, he called the fuels unit on the base to fuel up his C-130. He then took an officer’s flight clothes and GOV, then drove to the flightline.
He did not crash on takeoff. He climbed, turned north, and made his way over the Channel. He called his wife over the radio until he lost control and crashed.
2. An Army PFC takes a Huey to the White House
Army Pfc. Robert K. Preston washed out of Army flight school in 1973. The 20-year-old was apparently determined to get under the rotors of an Army aircraft – by any means necessary. On Feb. 17, 1974, Preston stole a Bell UH-1 Huey Helicopter from Fort Meade, Maryland, and flew it down the Baltimore-Washington Parkway, stopping at a trailer park along the way.
Preston, who held a civilian pilot’s license for fixed wing aircraft, completed 24 weeks of Army aviation training before washing out for “deficiency in the instrument phase.” Yet, Maryland State Police pilots who chased Preston called him “one hell of a pilot.”
The helicopter buzzed the Washington Monument and the White House itself before touching down amid a hail of Secret Service buckshot. Preston was injured in the gunfire, sentenced to one year in prison, and fined $2,400.
3. A USAF Mechanic steals an F-86 Sabre, regrets nothing
When the F-86 Sabre appeared in the Air Force fleet in the 1950s, pilots needed a year of training to fly it. Airman 1st Class George Johnson, however, took the initiative. On Sept. 20, 1956, he hopped in the cockpit of a Sabre and went for a ride.
Johnson was a mechanic with dreams of flying. Unfortunately, a burned retina from staring at an eclipse meant a plane like the F-86 was forever out of reach. As part of a routine functional check one day, he asked the tower to clear the runway for a high-speed taxi test, which was actually a thing.
Except when it reached the right speed, Johnson took off with the plane – literally. But he had no way down. No chute. No experience. The officers of the day had to talk Johnson down. Johnson was court-martialed and fined almost $200, sentenced to six months confinement and loss of rank to Airman Basic.
4. A Marine becomes a mechanic – then steals an A-4M Skyhawk
Lance Cpl. Howard Foote couldn’t become a Marine Corps pilot because he got the bends during a glider test. He had to settle for becoming a mechanic.
But the dream of flying a USMC fighter never left him. One day in 198 he gassed up a Skyhawk and took it for a joyride.
Foote landed his plane much easier than anyone else – he was an accomplished pilot already. But he still served time in the brig for his chicanery.
BONUS: U.S. Army soldier steals a tank, goes on a rampage
In 1990, a California veteran named Shawn Nelson lost a medical malpractice suit to a local hospital, who counter-sued for thousands. His wife filed for divorce in 1991. Both parents died of cancer in 1992. His brother became hooked on meth.
By 1995, his business went defunct and he lost everything and was facing homelessness. In April of that year, his live-in girlfriend died of a drug overdose.
On May 17, 1995, Nelson calmly drove to a California National Guard armory in San Diego and forced his way into a 57-ton M60A3 Patton tank. Though unarmed, Nelson still drove the tank off the base.
For 23 minutes, he led police on a slow-speed chase through local residential neighborhoods as he rampaged over utility poles, hydrants, and at least 25 cars. Eventually, the tank got caught on the median of State Route 163, where police ordered Nelson to leave the vehicle. When he instead tried to free the tank, the police shot him. Nelson died from his wounds, the only fatality.
A former Southern California Marine has been handed a 21-month federal sentence for faking a Purple Heart and lifting from another Marine’s combat story to get disability benefits and a free house.
In a rare prosecution under the 2013 Stolen Valor Act, a 35-year-old Iraq war veteran will also have to pay back more than $300,000 to the U.S. government and a Texas charity.
Brandon Blackstone served with 1st Battalion, 7th Marine Regiment out of Twentynine Palms in the Mojave Desert in 2004. He deployed to Iraq in August, during a period of fierce fighting on the Syrian border.
So did Casey Owens, another 1/7 Marine.
But that’s where the similarities in the two Marines’ stories end — and where Blackstone’s fabrications began.
Prosecutors and fellow Marines say Blackstone fashioned a tale of blast injuries and combat stress based on a horrific explosion that nearly killed Owens and cost him both of his legs.
Owens was in a Humvee that triggered a double anti-mine bomb while responding to a downed U.S. serviceman in September 2004.
Blackstone was in the area and likely witnessed the event. But he wasn’t injured in that attack — or in any other combat incident — according to people who were there, the U.S. Attorney’s office in Texas, and Blackstone’s own lawyer.
In fact, he was evacuated from Iraq after a month with appendicitis.
But starting at least in 2006, Blackstone began spinning a story of suffering traumatic brain injury and post-traumatic stress disorder after his Humvee hit a mine in Iraq.
He even fabricated two witness statements to support his claim for U.S. Veterans Affairs Department disability benefits that he received from 2006 to 2015, prosecutors said.
Worse, in the eyes of his fellow Marines, he began showing the photograph of Owens’ mangled Humvee as part of his story about how he was wounded.
“This scumbag lied to try to get s–t. You don’t do that. It’s not honorable. It’s not how we are. It’s personal for me, especially, as a friend of Casey’s,” said Andrew Rothman, a 1/7 Navy corpsman who was a key player in exposing Blackstone’s fraud.
“This kid essentially stole from all of us. And the honor part is bigger to us than the money and the house.”
Blackstone was awarded a 100 percent disability rating and, by claiming to have a Purple Heart, his application for a mortgage-free house was granted by Texas-based Military Warriors Support Foundation.
Meanwhile, Owens tried to make the best of his life with a double leg amputation and brain injuries, among other medical complications. He moved to Aspen and competed as a Paralympics skier.
But Owens was still in pain. He did national TV interviews describing how he struggled to get the care he needed for his mental and physical wounds. His right leg required additional surgeries that took more of it away.
In October 2014, Owens used a gun to kill himself.
But things for Blackstone were going well. He became a mentor at a Missouri-based veterans charity, Focus Marines Foundation. He even started his own nonprofit group, called The Fight Continues, with two other post-Sept. 11 veterans.
But those brushes with others in the veterans community led to his downfall. His story, including video testimonials he was giving about his combat injuries, didn’t sit right with other 1/7 Marines who dedicated a Facebook thread to discussing it.
Eventually, Rothman tipped off the Warriors Support charity that was poised to grant Blackstone the deed to the donated house.
Blackstone pleaded guilty in September to one count of wire fraud and one count of fraudulent representation about the receipt of a military decoration for financial gain.
At his sentencing last month, a federal judge in Texas called Blackstone “shameful,” but gave him credit for accepting blame for his actions. Sentencing guidelines limited his incarceration to 27 months or less, according to news reports. His was given credit for time served since February, so he will serve 18 more months.
Blackstone’s defense lawyer, Justin Sparks, said his client was diagnosed with PTSD and suffered a head injury in Iraq — but not in combat.
The head wound happened when a superior roughed him up in the barracks and he hit his head on a dresser. There were other injuries while in uniform that weren’t related to combat but required surgery, Sparks said. While in the hospital, a higher-ranking Marine informally gave Blackstone a Purple Heart medal to acknowledge his pain — but it wasn’t an official award.
There’s no explaining why Blackstone lied about the Purple Heart or applied for the free home, knowing he wasn’t qualified, the former Marine’s lawyer told the San Diego Union-Tribune.
“There’s not really a good answer for that. He was in a very, very tough time in his life and reached a pitfall there,” Sparks said this week.
Sparks said his client seemed to lose his grasp on reality as the story spun on.
“There’s a symptom of PTSD where you are living your life in the third person. You’re always convincing yourself about what is reality,” he said. “It’s almost a coping mechanism.”
Sparks said his client is still rated at 70 percent disabled by the VA.
The lawyer disagreed that Blackstone was appropriating Casey Owens’ story.
“Brandon never claimed his lost his legs,” Sparks said. “The only common elements in the two stories are PTSD, the Purple Heart, and head injuries. There must be at least 1,000-plus soldiers who have those three things.”
Blackstone’s fellow troops don’t buy the PTSD explanation for his behavior. Several of them also were disappointed by his sentence.
“He was in the grip of his own lies,” said Eric Calley, a former Marine who used his own money to start The Fight Continues with Blackstone.
“That judge should be ashamed. I think (Blackstone) deserves a life sentence for what he did to our veterans.”
Lezleigh Owens Kleibrink, Owens’ sister, said her family was hoping for closure from a tougher sentence but didn’t get it.
Kleibrink said she has no doubts that Blackstone was trying to at least bask in the association with her brother’s reputation.
“He was a thief and Casey’s story was a means to get what he wanted,” she told the San Diego Union-Tribune this week.
“What Brandon doesn’t understand is that it’s ripped open our wounds once again,” Kleibrink said. “Anyone who makes my mother cry like this … He may have joined the Corps, but he was no Marine.”
The Military Warriors Support Foundation said it was the charity’s first brush with stolen valor in awarding more than 750 homes to combat-wounded veterans.
“This was an unusual case, in that even official VA documentation was inaccurate,” said spokesman Casey Kinser. “That said, we are constantly reviewing our processes to vet our applicants more accurately and efficiently.”
The Fort Worth-area house that Blackstone nearly owned has been awarded to another Marine family.
For 12 years, she was there for Fort Hood, Texas, troops going to and coming from deployments to combat zones with her engaging smile, words of comfort and, always, that great big hug — maybe a half million of them.
Now, an online petition has been started requesting the Defense Department to rename the place that served as her second home — the Fort Hood Arrival/Departure Airfield Control Group terminal (A/DACG) — for Elizabeth Corrine Laird, aka the “Hug Lady.”
The petition, launched May 25, 2019, on the Change.org for-profit petition platform, had gathered more than 63,000 signatures through mid-morning May 30, 2019.
Laird, an Air Force veteran who enlisted in 1950, was a volunteer with the Salvation Army and began coming to the A/DACG in 2003 during the big deployments to Iraq. She continued until her death in 2015 at age 83, after a long battle with breast cancer.

At first, she offered handshakes, but that quickly progressed to hugs from “Miss Elizabeth,” of Copperas Cove, Texas. She would also hand out cards printed with Psalm 91, which says in part: “Thou shalt not be afraid for the terror by night, nor for the arrow that flieth by day.”
Christopher Peckham, of Savannah, Georgia, started the petition. He posted to the Change.org site, “I am honestly shocked that this took off so fast in the last 48 hours. I am going to do further research so we can make this happen!”
Some of those signing the petition also wrote that they had been hugged by Laird.
Jonathan Glessner of Somerset, Pennsylvania, wrote: “3 deployments from Ft. Hood and at least 6 hugs from her. My last deployment, she sat with me and some friends and told jokes and stories. She was truly a wonderful person.”
Matthew McCann of Maryneal, Texas, wrote: “She was there to say goodbye and give a hug when we left. She was a welcoming sight and a hug when we got home. She was a very special lady and she is sorely missed.”
Fort Hood’s “hug lady” loses battle with breast cancer
A month before she died, Laird told Today.com about how she approached her mission.
“When they enter the room, they give me a hug, and then we talk about anything from their family to what it was like overseas or if they got a civilian job upon returning,” she said.
“My hugs tell the soldiers that I appreciate what they’re doing for us,” she added.
Her funeral in Killeen, Texas, was attended by hundreds of troops, including generals, and Cecilia Abbott, wife of Texas Gov. Greg Abbott.
Former III Corps and Fort Hood Command Sgt. Maj. William “Joe” Gainey, who spoke at the funeral, admonished the troops in attendance, “You do not let her legacy die,” the Killeen Daily Herald reported.
Gainey said he was certain that Laird had taken her mission to another venue in heaven.
“Miss Elizabeth is there now, hugging my scouts,” he said, according to the Daily Herald.
