Military working dogs are an essential part of many missions — even sensitive ones, like the raid on the compound of ISIS leader Abu Bakr al-Baghdadi on Oct. 26, 2019. They’re so important, in fact, that they occasionally hold ranks themselves, although it’s merely formal and not official, and they’re always ranked one higher than their handlers.
That “seniority” honors the dog’s role and reminds the handler to be lenient when it has a bad day.
The dog who chased after Baghdadi, leading to his death by suicide, has become a celebrity — even though the dog’s name remains classified. A photo of the dog led to confirmation of its breed (a Belgian Malinois), but little else is known about the good boy (or girl). Disclosing the dog’s name and rank could lead to information about the dog’s affiliation with Delta Force, a classified unit, The Washington Post reports. That unit is still in the field, and revealing the dog’s name could put its handler at risk, although the dog’s possible name and sex have been reported, by Newsweek and the Washington Post, respectively.

The bond between a military working dog and its handler is vitally important to completing missions.
A handler needs to be able to read shifts and subtleties in their canine partner’s behavior to gather information about their targets or environments, and even how the dog is feeling.
For example, if the dog doesn’t feel like working, or has deficiencies with some tasks, the handler needs to be able to pick up on this and give the dog the tools, training, and motivation it needs to complete the task.

While the military working dog’s rank is a formality — not an official rank like human troops have — it’s meant to encourage handlers to treat their dogs with love and respect.
Handlers have to be able to communicate what their canine partners are “telling” them, and to know without a doubt that the dog will listen to him or her.
“There’s no doubt about my dog: Number one, he will protect me. Number two, he will find a bomb,” Sgt. 1st Class Regina Johnson told the Army in 2011.

Military working dogs whose units allow them to hold ranks are non-commissioned officers (NCOs).
By and large, military working dogs are treated as regular US troops would be.
Unfortunately, there was one period where military working dogs were left behind in a combat zone — in South Vietnam, during US troops’ hasty withdrawal there.
Prior to 2000, military working dogs were also euthanized after their service was finished. Military working dogs can now be adopted to civilians once their service is finished.

Cairo the dog, also a Belgian Malinois, earned accolades from former President Barack Obama for his role in killing al Qaeda leader Osama bin Laden in 2011.
Cairo secured the perimeter of bin Laden’s compound in Pakistan, and, should the al Qaeda leader have proven difficult to find, Cairo would be sent in after him.
Upon hearing that Cairo was involved in the raid, former President Barack Obama said, “I want to meet that dog,” according to an account in The New Yorker.
“If you want to meet the dog, Mr. President, I advise you to bring treats,” one member of the SEAL team jokingly advised the president.

Military working dogs and their partners both require extensive training to keep up with the demands of their job.
Dogs and their trainers go through a 93-day training program to cement their skills and gain practice as a team in real-world scenarios, according to the Army.
Only about 50% of the dogs the military procures to become military working dogs are actually suitable for the job.

Joe Angelo was a World War I veteran who served in the Army during the Meuse-Argonne offensive. This is where he would unknowingly make a significant contribution to World War II.
That’s not a typo.
Angelo was an orderly to the 304th Tank Brigade commander, Capt. George S. Patton. As Patton maneuvered on the battlefield, he learned that many of his men were dead and thus unavailable to clear machine gun nests. He and Angelo were about to charge the nests themselves when Patton was exposed to machine gun fire that critically wounded him.
His orderly – Angelo – pulled him to safety.
He then dressed Patton’s wounds in a shell crater. Angelo was awarded the Distinguished Service Cross for his actions. Patton told newspapers Angelo was “without doubt the bravest man in the American Army. I have never seen his equal.”
The young orderly took the praise reluctantly and when the war ended, he went back to work as a civilian. Patton, of course, continued his military career.
Then the Great Depression hit.
Angelo soon found himself unemployed along with 25 percent of the country. The Depression hit Great War veterans especially hard. As soldiers, they made much less than the average factory worker at the time. So in 1924, Congress voted to give them an adjusted wage – called a “Bonus” by the plan’s critics – $1.25 for every day overseas and $1.00 for every day in the States.
Veterans who were owed 50 dollars or less were paid immediately. Everyone else was issued a certificate, with four percent interest and an additional 25 percent upon payment. The only problem was that this was to be paid in 1945 and the vets needed the money ASAP.
In response, WWI veterans converged on Washington with their families, setting up in large tent cities. Estimates were that 20,000 veterans were living in the D.C. camp. The media dubbed them “The Bonus Army.” Living among them was Joe Angelo.
Now known as American military legends, the men in charge of carrying out President Hoover’s order for the U.S. Army to clear the camp were Dwight D. Eisenhower, Douglas MacArthur, and George S. Patton.
Patton, now a major, was one of the first officers to arrive in the capital. Patton led federal troops up Pennsylvania Avenue on the way to the Bonus Army camp. Using swords and gas grenades to clear the marchers, his cavalrymen spent the night destroying the veterans camp.
The next morning, Angelo tried to get close to Patton, but his former commander outright rejected the advance. Major Patton told his aides with Angelo in earshot, “I do not know this man. Take him away and under no circumstances permit him to return.”
The New York Times ran a story on the meeting between the two men the very next day, under the headline “A Calvary Major Evicts Veteran Who Saved His Life in Battle.”
“That man was my orderly during the war. When I was wounded, he dragged me from a shell hole under fire. I got him a decoration for it. Since the war, my mother and I have more than supported him. We have given him money. We have set him up in business several times. Can you imagine the headlines if the papers got word of our meeting here this morning. Of course, we’ll take care of him anyway.”
Patton called it the “most distasteful form of service” and spent the interwar years working on less violent ways the military can clear such uprisings in the future.
Innovation isn’t just a matter of creating something new. Rather, it’s the process of translating an idea into goods or services that will create value for an end user. As such, innovation requires three key ingredients: the need (or, in defense acquisition terms, the requirement of the customer); people competent in the required technology; and supporting resources. The Catch-22 is that all three of these ingredients need to be present for innovation success, but each one often depends on the existence of the others.
This can be challenging for the government, where it tends to be difficult to find funding for innovative ideas when there are no perceived requirements to be fulfilled. With transformational ideas, the need is often not fully realized until after the innovation; people did not realize they “needed” a smartphone until after the iPhone was produced. For this reason, revolutionary innovations within the DoD struggle to fully mature without concerted and focused efforts from all of the defense communities: research, requirements, transition, and acquisition.
Despite these challenges, the Army has demonstrated its ability to generate successful innovative programs throughout the years. A prime example is the recently-completed Third Generation Forward Looking Infrared (3rd Gen FLIR) program.
The first implementation of FLIR gave the Army a limited ability to detect objects on the battlefield at night. Users were able to see “glowing, moving blobs” that stood out in contrast to the background. Although detectable, these blobs were often challenging to identify. In cluttered, complex environments, distinguishing non-moving objects from the background could be difficult.
These first-generation systems were large and slow and provided low-resolution images not suitable for long-range target identification. In many ways, they were like the boom box music players that existed before the iPhone: They played music, but they could support only one function, had a limited capacity, took up a lot of space, required significant power and were not very portable. Third Gen FLIR was developed based on the idea that greater speed, precision, and range in the targeting process could unlock the full potential of infrared imaging and would provide a transformative capability, like the iPhone, that would have cascading positive effects across the entire military well into the future.
Because speed, precision, and accuracy are critical components for platform lethality, 3rd Gen FLIR provides a significant operational performance advantage over the previous FLIR sensor systems. With 3rd Gen FLIR, the Army moved away from a single band (which uses only a portion of the light spectrum) to a multiband infrared imaging system, which is able to select the optimal portion of the light spectrum for identifying a variety of different targets.

The Army integrated this new sensor with computer software (signal processing) to automatically enhance these FLIR images and video in real time with no complicated setup or training required (similar to how the iPhone automatically adjusts for various lighting conditions to create the best image possible). 3rd Gen FLIR combines all of these features along with multiple fields of view (similar to having multiple camera lenses that change on demand) to provide significantly improved detection ranges and a reduction in false alarms when compared with previous FLIR sensor systems.
Using its wider fields of view and increased resolution, 3rd Gen FLIR allows the military to conduct rapid area search. This capability has proven to be invaluable in distinguishing combatants from noncombatants and reducing collateral damage. Having all of these elements within a single sensor allows warfighters to optimize their equipment for the prevailing battlefield conditions, greatly enhancing mission effectiveness and survivability. Current and future air and ground-based systems alike benefit from the new FLIR sensors, by enabling the military to purchase a single sensor that can be used across multiple platforms and for a variety of missions. This provides significant cost savings for the military by reducing the number of different systems it has to buy, maintain and sustain.
Timothy Kaine, Gray’s lawyer, wrote in his petition to the Supreme Court that Gray’s appeals have been delayed by a “nearly decade-long contest of hot potato between military and civil courts.”
Numerous appeals were dismissed or delayed in recent years as the courts struggled over how to handle Gray’s appeals.
During that time, Gray has sought a review of claims of constitutional error during his military trial and subsequent appeals. He has claimed that his original appeals lawyer was ineffective, that his sentence is the result of racial discrimination and that military authorities failed to disclose evidence about his competency.
In recent years, the case has been heard by officials from a U.S. District Court in Kansas, the 10th U.S. Circuit Court of Appeals, the Army Court of Criminal Appeals and the U.S. Court of Appeals for the Armed Forces.
In Gray’s petition, Kaine wrote that the military and civil courts have repeatedly declined to review his client’s claims “in the vain hope that the other court system would do so.”
The “litigation ping pong” has resulted in a system in which convicted enemy combatants have a clearer system in which to appeal their cases than do many military prisoners, Kaine said.
The latest appeals are part of a nearly 30-year legal battle related to Gray’s crimes, which the Supreme Court declined to review in 2001.
Appeals have taken on an added urgency since late 2016, when a federal judge removed a stay of execution that had been in place since 2008, potentially clearing the way for the Army to schedule Gray’s death.
A former resident of Fairlane Acres near Bonnie Doone in Fayetteville, Gray was an Army specialist working as a cook before he was convicted of a series of rapes and murders that were committed in 1986 and 1987 on Fort Bragg and near Fairlane Acres Mobile Home Park off Santa Fe Drive.
Gray killed cab driver Kimberly Ann Ruggles, Army Pvt. Laura Lee Vickery-Clay, Campbell University student Linda Jean Coats and Fairlane Acres resident and soldier’s wife Tammy Wilson.
Gray was convicted during two trials. A Fort Bragg court sentenced him to death in 1988, after convicting him of the rape and murder of two women and the rape and attempted murder of a third woman, among other offenses.
A civilian court in 1987 sentenced him to eight life sentences, including three to be served consecutively, after convictions on charges of two counts of second-degree murder, five counts of rape and a number of other offenses all related to different victims.
Gray has been confined at the U.S. Army Disciplinary Barracks at Fort Leavenworth, Kansas, since he was sentenced to death.
If he is executed, it would be the first death sentence carried out by the U.S. military since 1961. An execution would likely take place at the United States Penitentiary in Terre Haute, Indiana — the same facility where, in 2001, terrorist Timothy McVeigh was executed for the bombing of a federal building in Oklahoma City in 1995.
Two violent explosions in galaxies billions of light-years away recently produced the brightest light in the universe. Scientists caught it in action for the first time.
The explosions were gamma-ray bursts: short eruptions of the most energetic form of light in the universe.
Telescopes caught the first burst in July 2018. The second burst, captured in January 2019, produced light containing about 100 billion times as much energy as the light that’s visible to our human eyes.
Gamma-ray bursts appear without warning and only last a few seconds, so astronomers had to move quickly. Just 50 seconds after satellites spotted the January explosion, telescopes on Earth swiveled to catch a flood of thousands of particles of light.
“These are by far the highest-energy photons ever discovered from a gamma-ray burst,” Elisa Bernardini, a gamma-ray scientist, said in a press release.
Over 300 scientists around the world studied the results; their work was published Nov. 20, 2019, in the journal Nature.

50 seconds to capture the brightest, most mysterious light in the universe
Gamma-ray bursts happen almost every day, without warning, and they only last a few seconds. Yet the high-energy explosions remain something of a mystery to scientists. Astronomers think they come from colliding neutron stars or from supernovae — events in which stars run out of fuel, give in to their own gravity, and collapse into black holes.
“Gamma-ray bursts are the most powerful explosions known in the universe and typically release more energy in just a few seconds than our sun during its entire lifetime,” gamma-ray scientist David Berge said in the release. “They can shine through almost the entire visible universe.”
After the brief, intense eruptions of gamma rays, hours or days of afterglow follow.
Telescopes have observed low-energy rays that come from the initial explosion and the afterglow.
“Much of what we’ve learned about GRBs [gamma-ray bursts] over the past couple of decades has come from observing their afterglows at lower energies,” NASA scientist Elizabeth Hays said in a release.
But scientists had never caught the ultra-high-energy light until these two recent observations.
On Jan. 14, 2019, two NASA satellites detected an explosions in a galaxy over 4 billion light-years away. Within 22 seconds, these space telescopes — the Neil Gehrels Swift Observatory and the Fermi Gamma-ray Space Telescope — beamed the coordinates of the burst to astronomers all over Earth.
Within 27 seconds of receiving the coordinates, astronomers in the Canary Islands turned two Major Atmospheric Gamma Imaging Cherenkov (MAGIC) telescopes toward that exact point in the sky.

The photons flooded those telescopes for the next 20 minutes, leading to new revelations about some of the most elusive properties of gamma-ray bursts.
“It turns out we were missing approximately half of their energy budget until now,” Konstancja Satalecka, a scientist who coordinates MAGIC’s searches for gamma-ray bursts, said in the release. “Our measurements show that the energy released in very-high-energy gamma-rays is comparable to the amount radiated at all lower energies taken together. That is remarkable.”

Ultra-high-energy light came in the afterglow, not the explosion itself
The photons detected from a gamma-ray burst six months earlier, in July 2018, weren’t as energetic or as numerous as those from the January explosion.
But the earlier detection was still notable because the flow of high-energy light came 10 hours after the initial explosion. The light lasted for another two hours — deep into the afterglow phase.
In their paper, the researchers suggested that electrons may have scattered the photons, increasing the photons’ energy. Another paper about the January observations suggested the same thing.
Scientists had long suspected that this scattering was one way gamma-ray bursts could produce so much ultra-high-energy light in the afterglow phase. The observations of these two bursts confirmed that for the first time.
Scientists expect to learn more as they turn telescopes toward more gamma-ray bursts like these in the future.
“Thanks to these new ground-based detections, we’re seeing the gamma rays from gamma-ray bursts in a whole new way,” Hays said.

When US Marines and sailors arrived in the Baltic region in June for 2019’s Baltic Operations exercise, they did so as national leaders came together in Western Europe for the 75th anniversary of the D-Day landings.
But the 47th iteration of BaltOps wasn’t tailored to that anniversary, said Navy Lt. Cmdr. Rob Sellin and Marine Maj. Jeff Starr, two officers tasked with planning amphibious operations for BaltOps 2019, in a June 2019 interview.
When they started planning in February 2019, they were aware of the timing, but the schedule was shaped by more immediate concerns. “This is the best weather time to be in this area of the world,” Sellin said.
Sellin and Starr focused on big-picture planning and sought to get the most out of the exercises — “ensuring that we were able to include as many possible craft, as many … landing craft on the amphibious side as possible,” Starr said
“As we traveled and visited all these different countries and different landing locations,” Starr added, “we really had an eye for the specific capabilities and limitations of all the craft that were going to be involved, so that we could make sure to get the maximum inclusion for our NATO partners and allies.”

11 countries joined the BaltOps amphibious task group, and personnel from four countries took part in the landings. “Contrary to popular belief, the language barriers typically don’t prove too concerning for these planning efforts,” Starr said. “What does prove a little bit challenging for us is various communications systems and how they work interoperably.”
Lithuania borders the Russian province of Kaliningrad along the Baltic Sea, placing some of the amphibious exercises close to Russia.

Like other officials involved in BaltOps, Sellin and Starr stressed that the exercise wasn’t directed at any other country. But tensions between Russia and NATO remain elevated after Moscow’s 2014 annexation of Crimea — particularly around the Baltic states and the Russian exclave of Kaliningrad.
The Baltic states of Estonia, Latvia, and Lithuania are NATO members (and rely on NATO air forces to patrol their airspace) as is Norway.
Sweden and Finland are not in NATO but have responded to increasing tension in the region. Both have worked more closely with NATO in addition to bolstering their own militaries.

BaltOps 2019 took place just after the 75th anniversary of D-Day, and while that still colors popular perceptions of amphibious operations, Starr and Sellin said they don’t plan for the kind of massive landing that put hundreds of thousands of Allied troops ashore in Normandy in 1944.
On June 6, 1944, more than 130,000 Allied troops rushed ashore on Normandy’s beaches as part of Operation Overlord, the beginning of the assault known as D-Day.

“The reality is as amphibious planners, our job is to give our commanders a variety of options … for ways to accomplish the mission, and it’s very much not limited to putting a huge force ashore,” Sellin said.

Being married to the military is a lot like hastily extinguishing small government-issued trash can fires, only to realize you will never put them all out no matter how hard you try. The government loves issuing trash can fires, and by year three, you learn to sit back and roast marshmallows over them instead.
Yes, military spouses evolve quickly from the simple state that was their civilian life to the constant state of chaos surrounding a life of service. Nothing is more annoying than forcing a passive-aggressive “oh that must be hard for you” head nod when Susie starts rattling off her civilian life complaints.

When their spouse’s 48-hour business trips are made to seem as hard as a deployment
Civilian- “Oh your spouse is away a lot too? My John, he has to travel a whole three times a year for work and I just don’t know what to do with myself during those weekends he’s away.”
If eyes could emit laser beams, military spouses would be the first to be equipped with them. How many times have you as a spouse had to endure this comparison? No Susan, John’s work trips to Denver are nothing like the average work trips that the military sends our spouses on. A good day is when you find out your spouse did not get recycled in Ranger school (again) and you’ll see them in a short 60 days from now.
When they complain about having the same boring job for the last 10 years
Civilian- “Ugh, you are so lucky not to have to work. I’ve been at this same boring job for the last 10 years and I can’t wait to retire.”
To an outsider looking in, an unemployed military spouse living in Hawaii might seem like a choice or even a benefit, but the military community knows better. Not only are there periods where military life keeps us from working, but the few of us who do, find it near impossible to find the kind of employment that offers such unicorn benefits like retirement.
When their schedules are “so busy”
Civilian- “We are busy bees I tell you. The kids have their sports and I just have to find time to shop for the right piece to go above the mantle before it just drives me nuts. Don’t even get me started on how I had to push back my hair appointment.”
The first year after a PCS for military spouses involves the trial and error of everything from coffee shops to dentists, to assessing what is still missing or broken from the move. By the time we get settled in enough to get our kids in sports clubs or half-ass decorate the living room, new orders roll in. Nothing is busier than a military spouse eating a “fridge purge” sandwich on the way to baseball where she plans to make the seventh call to find out when the movers are coming this week taking her to a place she has to Google to find.
When they complain about that one time they had to move
Civilian- “Moving (down the street) was a nightmare. It took forever to go through our things. I never want to do that again.”
Nothing brings salty military spouses more joy than to hear your tragic horror story about your move down the block to that custom home you designed yourself which will perfectly meet every single one of your family’s needs. That sounds hard.
Yes, we military spouses who can live entire decades of our lives half packed and ready to move (again) in 18 months sympathize with your hardship. We who live as lifelong renters in someone else’s 1999 cookie-cutter home with beige everything feel bad that it was difficult to pick precisely the right marble for your countertops. We who must label trash cans as “do not pack” cannot fathom how difficult it was for you to leisurely watch the actual professional movers delicately move your furniture with actual customer service in mind.
We are military spouses and we have zero time for your civilian complaints.
On a summer morning in a desolate corner of Iraq’s western desert, Jim Mattis learned he’d narrowly evaded an assassination attempt.
A Sunni Arab man had been caught planting a bomb on a road shortly before Mattis and his small team of Marines passed by. Told the captured insurgent spoke English, Mattis decided to talk to him.
After Mattis offered a cigarette and coffee, the man said he tried to kill the general and his fellow Marines because he resented the foreigner soldiers in his land. Mattis said he understood the sentiment but assured the insurgent he was headed for Abu Ghraib, the infamous U.S.-run prison. What happened next explains the point of the story.
“General,” the man asked Mattis, “if I am a model prisoner, do you think someday I could emigrate to America?”
In Mattis’ telling, this insurgent’s question showed he felt “the power of America’s inspiration.” It was a reminder of the value of national unity.
Mattis, now the Pentagon boss and perhaps the most admired member of President Donald Trump’s Cabinet, is a storyteller. And at no time do the tales flow more easily than when he’s among the breed he identifies with most closely — the men and women of the military.
The anecdote about the Iraqi insurgent, and other stories he recounted during a series of troop visits shortly before Christmas, are told with purpose.
“I bring this up to you, my fine young sailors, because I want you to remember that on our worst day we’re still the best going, and we’re counting on you to take us to the next level,” he said. “We’ve never been satisfied with where America’s at. We’re always prone to looking at the bad things, the things that aren’t working right. That’s good. It’s healthy, so long as we then roll up our sleeves and work together, together, together, to make it better.”
The stories tend to be snippets of Mattis’ personal history, including moments he believes illustrate the deeper meaning of military service.
On a trip last month to the U.S. Navy base at Guantanamo Bay, Cuba, and three domestic military installations, Mattis revealed himself in ways rarely seen in Washington, where he has studiously maintained a low public profile. With no news media in attendance except one Associated Press reporter, Mattis made clear during his troop visits that he had not come to lecture or to trade on his status as a retired four-star general.
“Let’s just shoot the breeze for a few minutes,” he said at one point.
Another time he opened with, “My name is Mattis, and I work at the Department of Defense.”
Mattis used stories to emphasize that today’s uncertain world means every military member needs to be ready to fight at a moment’s notice.
He recalled the words of a Marine sergeant major when Mattis was just two years into his career:
“Every week in the fleet Marine force is your last week of peace,” the sergeant major said. “If you don’t go into every week thinking like this, you’re going to have a sick feeling in the bottom of your stomach when your NCOs (non-commissioned officers) knock on your door and say, ‘Get up. Get your gear on. We’re leaving.'”
By leaving, Mattis meant departing for war.
A recurring Mattis theme is that the military operates in a fundamentally unpredictable world. He recalled how he was hiking with his Marines in the Sierra Nevadas in August 1990 when he got word to report with his men to the nearest civilian airport. Iraq’s Saddam Hussein had just invaded Kuwait, and the Marines were needed to hold the line in Saudi Arabia.
In an exchange with Marines at Camp Lejeune, North Carolina, Mattis recalled sitting in the back of a room at the Pentagon in June 2001 while senior political appointees of the new George W. Bush administration fired questions at a military briefer about where they should expect to see the most worrisome security threats. At one point, Mattis said, the briefer said confidently that amid all the uncertainty, the one place the U.S. definitely would not be fighting was Afghanistan.
“Five and a half months later, I was shivering in Afghanistan,” Mattis said, referring to his role as commander of Task Force 58, a special group that landed in southern Afghanistan aboard helicopters flown from Navy ships in the Arabian Sea to attack the Taliban in and around Kandahar.
Regardless how much they resonate with his young audience, Mattis’ stories illustrate how he sees his military experience as a way to connect with troops who often feel distant from their political leaders. They also are a reminder Mattis’ boss is one of the most politically divisive figures in recent history.
Speaking to troops and family members at an outdoor movie theater at Guantanamo, Mattis pointed directly to the political battles.
“I’m so happy to be in Guantanamo that I could cry right now, to be out of Washington,” he said, adding jokingly that he wouldn’t mind spending the rest of his tenure away from the capital. He said as soon as he gets back in the company of uniformed troops, he is reminded of why the military can set a standard for civility.
“Our country needs you,” he said, and not just because of the military’s firepower. “It’s also the example you set for the country at a time it needs good role models; it needs to look at an organization that doesn’t care what gender you are, it doesn’t care what religion you are, it doesn’t care what ethnic group you are. It’s an organization that can work together.”
On Sept. 14, 2019, a swarm of drones and cruise missiles struck the world’s largest oil processing facility inside the Kingdom of Saudi Arabia. There was little doubt in the Saudi’s minds as to who the culprit could be. Their American allies agreed: the attack came from the Islamic Republic of Iran, their neighbor across the Persian Gulf. But the attack on the Saudi Aramco facility was less about making the Saudis pay and more about making their American allies pay.
The regime in Tehran was still pissed about the United States leaving the 2015 nuclear deal.
According to Reuters reporters, the Iranian regime wanted to punish the Americans for leaving the deal and reimposing crippling sanctions on the Iranian economy. These sanctions have caused widespread hardship and unrest inside Iranian borders. Just four months prior, the head honchos of the Iranian Revolutionary Guard Corps met in Tehran to figure out a way to do just that. They even considered attacking American bases in the Middle East. Of course, they didn’t go that far, but they had to do something.
One senior official took the floor to tell the room, “It is time to take out our swords and teach them a lesson.”
The Supreme Leader of Iran, Ayatollah Ali Khamenei, approved the operation on the condition that the IRGC didn’t kill any civilians or Americans. With that nod from their leader, the Revolutionary Guards, experts in covert warfare and missile strikes, began planning.
Both the Saudi government and the Iranian government have refused to comment on the attack, with the exception of the Iranian Mission to the United Nations who vehemently denies any involvement, any planning, or any meeting taking place. American military and intelligence representatives also refused to comment. But the Houthis in Yemen, the Iranian-backed rebel group who has defied a Saudi-led invasion for years, claimed responsibility for the attacks. No one believed them because it was an attack intelligence agencies believed could only have come from Iran.
If it was supposed to be an attack on the Kingdom itself, it was a success. The September attack was just in time to disrupt projections for state-owned Aramco’s coming IPO on the New York Stock Exchange. If the Iranians wanted the United States to stick up for its Middle Eastern ally, however, the timing was terrible. After the murder of Jamal Khashoggi in Istanbul, and the years of destruction causing a humanitarian crisis in Yemen, no one in Washington was quick to stick up for Riyadh.
For 17 minutes, swarms of drones and low-flying missiles hit the Khurais oil installation and the Abqaiq oil processing facility, cutting the Kingdom’s oil production by half and knocking out five percent of the world’s oil. Oil prices soared by 20 percent as Secretary of State Mike Pompeo hit Iran with another round of sanctions. Everyone pointed fingers at everyone else, but the blame ultimately ended up in Iran’s lap, despite its refusals. Iran remained steadfast and despite increased sanctions and threats against further violence, largely got away with it.
Iran believed President Trump would not risk an all-out war to protect Saudi oil companies, Reuters quoted Ali Vaez, director of the Iran Project at the International Crisis Group as saying. “Hard-liners [in Iran] have come to believe that Trump is a Twitter tiger,” Vaez said. “As such there is little diplomatic or military cost associated with pushing back.”
The insiders believe Iran is already planning its next attack.
The Marine Corps plans to begin replacing its legacy Light Armored Vehicle with modern Armored Reconnaissance Vehicle late in the next decade.
The ARV will be highly mobile, networked, transportable, protected and lethal. The capability will provide, sensors, communication systems and lethality options to overmatch threats that have historically been addressed with more heavily armored systems.
“The ARV will be an advanced combat vehicle system, capable of fighting for information that balances competing capability demands to sense, shoot, move, communicate and remain transportable as part of the naval expeditionary force,” said John “Steve” Myers, program manager for MCSC’s LAV portfolio.
Since the 1980s, the LAV has supported Marine Air-Ground Task Force missions on the battlefield. While the LAV remains operationally effective, the life cycle of this system is set to expire in the mid-2030s. The Corps aims to replace the vehicle before then.
Marine Corps Systems Command has been tasked with replacing the vehicle with a next-generation, more capable ground combat vehicle system. In June 2016, the Corps established an LAV Way-Ahead, which included the option to initiate an LAV Replacement Program to field a next-generation capability in the 2030s.

Preliminary planning, successful resourcing in the program objectives memorandum and the creation of an Office of Naval Research science and technology program have set the conditions to begin replacing the legacy LAV with the ARV in the late-2020s.
“The Marine Corps is examining different threats,” said Kimberly Bowen, deputy program manager of Light Armored Vehicles. “The ARV helps the Corps maintain an overmatched peer-to-peer capability.”
The Office of Naval Research has begun researching advanced technologies to inform requirements, technology readiness assessments and competitive prototyping efforts for the next-generation ARV.
The office is amid a science and technology phase that allows them to conduct advanced technology research and development, modeling and simulation, whole system trade studies and a full-scale technology demonstrator fabrication and evaluation.
These efforts will inform the requirements development process, jump-start industry and reduce risk in the acquisition program.
The office is also supporting the Ground Combat Element Division of the Capabilities Development Directorate by performing a trade study through the U.S. Army Ground Vehicle Systems Center in Michigan. This work will help to ensure ARV requirements are feasible and to highlight the capability trade space.

ONR has partnered with industry to build two technology demonstrator vehicles for evaluation. The first is a base platform that will comprise current, state-of-the-art technologies and standard weapons systems designed around a notional price point. The second is an “at-the-edge” vehicle that demonstrates advanced capabilities.
“The purpose of those vehicles is to understand the technology and the trades,” said Myers.
In support of acquisition activities, PM LAV anticipates the release of an acquisition program Request for Information in May 2019 and an Industry Day later in the year to support a competitive prototyping effort. The Corps expects a Material Development Decision before fiscal year 2020.
“We will take what we’ve learned in competitive prototyping,” said Myers. “Prior to a Milestone B decision, we’ll be working to inform trade space, inform requirements and reduce risk.”
The Corps believes the ARV will support the capability demands of the next generation of armored reconnaissance.
“This vehicle will equip the Light Armored Reconnaissance Battalion within the Marine Divisions to perform combined arms, all-weather, sustained reconnaissance and security missions in support of the ground combat element,” said Myers. “It’s expected to be a transformational capability for the Marine Corps.”

Eugene Taylor remembers how eager enlisted airmen like him were to fly.
Taylor, who enlisted in 1968 and deployed to Vietnam, first worked as an avionics technician. Nearly a decade later, Taylor, a tech sergeant, became a T-37 and T-38 flight simulator instructor with the 71st Flying Training Wing at Vance Air Force Base, Oklahoma. He became so adept that he was occasionally given the chance to fly the T-38, with permission from the pilot, during stateside flights.
It has been decades since enlisted airmen had the chance to sit in the cockpit. But as the Air Force faces the greatest pilot shortages since its inception, service leaders are contemplating a return to a model that includes enlisted pilots. A Rand Corp. study, set to be completed this month, is exploring the feasibility of bringing back a warrant officer corps for that purpose. And another, separate Air Force study is examining, in part, whether enlisted pilots could benefit from new high-tech training that leverages artificial intelligence and simulation.
With these moves, the Air Force is inching just a few steps closer to someday getting enlisted airmen back in the cockpit, on a formal basis, for the first time since World War II.
“We have enlisted airmen in our Guard and reserve component who have private pilot’s licenses and fly for the airlines. So it’s not a matter of can they do it, or hav[ing] the smarts or the capability, it’s just a matter of us, as an Air Force, deciding that that’s a route that we want to take,” said Chief Master Sgt. Kaleth O. Wright, the 18th Chief Master Sergeant of the Air Force.
Military.com sat down with the service’s top enlisted leader in February 2018, to talk about enlisted aviators and reinstituting the warrant officer program.
“It’s something we walked away from years ago, and I won’t say that we haven’t been willing to relook at [it],” Wright said, of having enlisted pilots. “It’s nothing that we can’t overcome.”
Creating a Cadre
Wright noted there may be a few bumps in the road before an enlisted cadre could be instituted.
The main challenge would be to structure an appropriate career development path for the airmen, answering questions regarding when and how they would promote and when they would rotate to a new squadron. Wright said thus far officers “naturally float” to a flight commander or squadron commander from base to base, according to a system that has been in place for decades, but questioned whether the same system would work for enlisted pilots.
Additionally, the service would have to study whether enlisted airmen should be granted the right to employ weapons from an aircraft.
“Whether it’s manned or unmanned, if there’s an enlisted airman that’s going to be flying and employing weapons, it requires certain authorities we would have to get by,” Wright said.
For example, enlisted airmen are currently only authorized to be remotely piloted aircraft pilots on the RQ-4 Global Hawk drone, a surveillance-only platform.

“That’s just part of our age-old doctrine, that the employment of weapons, that the authority and responsibility lies with officers,” he said.
Reinstituting the warrant officer program could also help leaders decide on acceptable policies that would “determine if it makes us a more lethal and ready fighting force,” Wright said.
“What this is about is not just aviation or flying — it’s about maintaining the technical expertise,” Wright said. “In some cases, having warrant officers will allow us retain that talent and keep those folks doing what they love.”
The Air Force in the past has commissioned studies to look into bringing back warrant officers, with another study from RAND, a nonprofit institution that provides research and analysis studies on public policy, on the way.
“The Air Force is partnering with RAND for a study on the feasibility of warrant officers and we are projecting a completion by the end of March 2018,” Air Force spokeswoman Capt. Kathleen Atanasoff told Military.com.
February 2018, the Air Force began a separate study on whether it could benefit from someday allowing enlisted pilots.
Air Education and Training Command said the study, called the pilot training next initiative, explores how pilots can learn and train faster “by using existing and emerging technologies that can decrease the time and cost of training,” but with the same depth of understanding to produce quality pilots.
That includes using virtual reality simulation and A.I. to get airmen in an aircraft faster, with the potential of expanding the streamlined training.
The study is expected to conclude in August, in hopes of advancing all 20 students in the program: 15 officers and five enlisted airmen.
Foundation of Skills
Taylor, the Vietnam-era airman, served in the 341X1 career field for T-37 and T-38 trainers, which would quickly disappear once the Air Force reasoned enlisted personnel were needed elsewhere.
Once airmen were taught scenarios in a classroom, they would go to him to practice the maneuvers in the simulator.
“I was one of those people as an enlisted instructor, and it was the best job I ever had,” Taylor said in a recent interview with Military.com.
Through months of simulation tech school paired with his past experience working on planes, Taylor had gained the skills he needed to know the aircraft. Taylor’s instructor career field, however, dissolved only a year later, and he moved back into avionics at Columbus Air Force Base, Mississippi. But he remembers his “flight time” and experience with the T-37 and T-38 fondly.
“As a master avionics superintendent, I did get to fly in the back seat of the [T-38] aircraft six times to perform aircraft maintenance at off-station sites,” he said. “I told the pilot that I was a flight simulator instructor pilot at Vance. And when I flew, the pilot would say, ‘You know how to fly this, you do it.’ So, I would,” Taylor said.
Taylor recalled flying the aircraft from Columbus to MacDill Air Force Base,Florida.
“I [then] repaired another T-38 from our base and flew the aircraft back to Columbus. The pilot made the takeoff and landing on both legs of the flight, but I did all radio calls, and navigation,” he said.
Taylor would fly similar routes twice more with the same pilot.
“So yes, enlisted people can definitely perform the job,” he said.
According to a1992 paper for the Air Force Enlisted Heritage Research Institute, the 341X1 and 341X2 career fields, born out of very early service ideals that enlisted members should work side-by-side with officer pilots, were Analog and Digital Trainer Specialists. The fields were part of the larger Aircrew Training Devices 34XXX specialty.
“The contributions of the enlisted men and women in the training devices career field were great,” noted the paper, written by Air Force student Senior Master Sgt. G. A. Werhs of the Senior Noncomissioned Officer Academy. “From its very beginning in 1939 until its end in the late 80s, [the 34XXX] was [an] entirely enlisted career field. All maintenance and operations were performed by highly skilled personnel. Every aircraft in the Air Force inventory had a simulator associated with it and enlisted members were there to operate and maintain it.
“[H]ow many people realize that for nearly 50 years those pilots received much of the initial training on the ground from enlisted soldiers and airmen[?]” Werhs asked.
Taylor suggested the career field closed because the service didn’t want enlisted troops to get to that next level: flying among officers. The service, he said, also had an abundance of pilots at the time.
“The Vietnam War had wound down, so they had more pilots than the Air Force needed,” Taylor said. “By taking away the enlisted instructors, it let them use the pilots that were qualified to fly the T-38 instead of kicking them out of the service.”
But there are many who believe that enlisted airmen, in some capacity, deserve the chance to once again get up in the air.
Rooted in History
Before the Air Force became a breakout service independent of the Army, enlisted pilots were known as “flying sergeants,” receiving a promotion to staff sergeant once they completed pilot training.
Enlisted pilots, in one form or another, date back to 1912. But it wasn’t until 1941, when Congress passed the the Air Corps Act of 1926 and Public Law 99, that enlisted troops were able to receive qualified training.
“We never thought about whether we wanted to be an enlisted pilot or an officer pilot,” said retired Air Force Brig. Gen. Edward Wenglar, a former enlisted pilot. “We just wanted to be pilots, and we would gladly have stayed privates forever just to have the chance to fly,” Wenglar said in a 2003 service release.
Wenglar, who served overseas during World War II, holds the distinction of “achieving the highest rank of any former enlisted pilot,” according to the Air Force. He died in 2011.

During World War II, whoever was in the cockpit got grandfathered in and could remain flying. But in 1942, the passage of the Flight Officer Act meant new enlisted recruits no longer got the chance to fly.
The act, Public Law 658, replaced the program’s sergeant pilot rank with the warrant officer rank.
When the Air Force was created in 1947 out of the Army Air Forces, it would bring more than 1,000 legacy warrant officers in. The service stopped the program in 1959, the same year it created the senior and chief master sergeant ranks. The last warrant officer would retire from active duty in 1980.
With more than 3,000 enlisted sergeant pilots throughout the service’s history, 11 of them would become generals and 17 would become flying aces, according to information from the Air Force. More than 150 enlisted pilots would be killed in action.
“Our careers as enlisted pilots made us better men and gave us opportunities later in the civilian world that we never would have been offered,” Wenglar said in 2003.
New Focus on Warrant Officers
“If the Air Force is so very concerned about the pilot shortage, they should consider warrant officers in … the transport pilot, flight engineer, boom operator and drone pilot fields,” said Will Stafford, a former staff sergeant with similar maintenance, tech and simulator experiences as Taylor.
While in the Air Force in the 1970s and 80s, Stafford, outside of his military duties, would fly smaller aircraft such as Cessna 310s, Beechcraft Model 18s and some Douglas DC-3s. On his own, he would eventually become qualified “on 25 different makes and models of fixed-wing aircraft,” he told Military.com.
“If the [Air Force] wants their veteran airmen and airwomen to return, then they had better look at how it has squandered the talent, training and dedication that many of us had, and make some serious changes, beginning with the restart of the warrant officer corps,” Stafford said, referencing the Air Force’s initiative to bring back retirees into staff-rated positions to balance out the ongoing pilot shortage.
“This is cost-effective, and many professional fully-rated civilian pilots who have military experience would have no problem,” he said.
Stafford has tried, unsuccessfully, to start a White House petition on Whitehouse.org to get the administration’s attention about reinstituting the warrant officer corps. He has even tried to petition the Air Force directly by writing to then-Air Force Chief of Staff Gen. Norton A. Schwartz, who Stafford got the chance to meet and work with when Schwartz was just a captain.

Wright says the new RAND study may give him and Chief of Staff of the Air Force Gen. David Goldfein fresh perspectives.
“We have to be smart about this, right?” Wright said. “This can’t just be, ‘Oh, this is nice to have.’ We have to know exactly what we’re buying [into] and we have a plan to implement it.”
Wright said cost-benefit analysis would play into the decision.
“I’m looking to learn, and the boss [Goldfein] is looking to learn, again, that simple question: Will this make us a more lethal force? Will it make us more efficient?” Wright said.
“There is a chance through the RAND study and through some of our internal studies that the evidence reveals and the analysis reveals that warrant officers won’t move the needle that much,” he said.
While Wright said it’s hard to say when enlisted pilots or a warrant officer program may come back into the Air Force’s ranks, he believes the feat can be achieved in roughly five to 10 years.
“I think it would help would shortages in career fields, I think it would help with retention, I think it would help with career development.
“Now there’s nothing that says that, within our current system we can’t do that same thing. But if you’re asking me what the obvious benefits are,” he said, ” … I think it’s a good thing.”
Rifle marksmanship is one of the handful of skills that everyone in the military needs to master. It doesn’t matter if you’re an infantryman, a special operator, or an admin clerk in the Reserves, everyone needs to master the fundamentals of marksmanship.
Being well-versed in marksmanship is what makes all of America’s warfighters, without exception, deadly in combat. If that wasn’t enough of an incentive, it’s also the one badge that every troop, service-wide, wears to signify their combat prowess. The marksmanship badge holds enough weight that a young private with expert could easily flex on a senior NCO with just a pizza box.

Don’t: overthink it
There are just four things (outside of the obvious safety concerns) to worry about while you’re firing a weapon. These four basic components are drilled into every Army recruit’s head while at basic and they’ve been incorporated into marching cadences: steady, aim, breathe, fire. This should be your mental checklist before you take a shot.
Are you and the weapon in a steady position? Are the sights properly aligned to ensure accuracy? Are you breathing normally and timing your shots accordingly? Is your finger comfortably aligned with your trigger so you can pull it straight back?

Do: practice as much as you can
There are countless drills that you can do if your armorer lets you draw your weapon. For example, there’s the famous “washer and dime” drill. You can test how well you’re following the 4 fundamentals mentioned above by placing a single washer or dime on the barrel of an unloaded rifle. If your stance is good, your aiming isn’t jerky, your breathing is regular, and your trigger squeeze is solid, the balancing dime shouldn’t fall when you pull the trigger.
In the absence of your rifle, as odd as it sounds, you can still get some “range” time at your local arcade. If you spend your entire attention on the four fundamentals, playing some coin-operated shooter video game can be great practice. You’ll have to worry less about aiming, though — those machines are almost always misaligned.
Spend a little extra time getting everything just right.

Don’t: rush zeroing
No two people will have the same sight picture, so you need to zero your almost nearly every time. Even something as slight as adjusting where you place your cheek against the buttstock will readjust the sight picture.
Even if you’ve spent the entire afternoon getting everything to surgeon-level precision, do it again. Endure whatever asschewing you’ll get from higher ups and belittlement from your peers because you’re not hurrying along.
The only terrible part of the day is having to police call the ammo.

Firing a weapon is meditative for some people. Leave your stresses and worries at the bleachers because, right now, it’s just you and your firearm. In that brief moment when the range safety calls your lane hot, all you need to think about is hitting the target.
Don’t be intimidated by your weapon. You’re almost certainly safe if you’re on the opposite side of the barrel. There will be a bit of a kick when you fire — that’s normal. If you start anticipating the kick, you’re going to screw up all the four fundamentals because you’ll be more worried about how your weapon nudges your shoulder.
Enjoy the fact that you’re not spending your own money on ammunition or range time. If you miss a target, who cares? Don’t waste ammo trying to shoot that target a second time. The Army’s rifle qualification is 40 targets with 40 rounds. If you fire and the target doesn’t go down, don’t spend two more rounds trying to hit it or else you just screwed yourself out of two more potential hits.
Hate to sound like that guy, but someone else can and will take care of it. Don’t stress.

Don’t: panic if your weapon jams
There’re plenty of different ways that your weapon might act up, preventing you from putting more rounds down range. The easiest fix is simply slapping the bottom of your lowest-bidder magazine to ensure that the next round enters the chamber.
If it’s something that takes more than a few seconds to fix yourself, simply clear your weapon and place it on the sandbags. Explain what happened to the nearest range safety officer and you’ll probably get another crack at qualifications next round.
There is a method to the madness. If your NCO is having you clean them days or weeks after the range (and you already cleaned them then), they’re just looking for busy work.

Do: clean your weapon afterwords
There’s a very good reason that they tell you to clean every single crevice of your rifle every time. A rifle is made up of many tiny, precise mechanisms that need to be perfectly clean and in order to avoid any kind of malfunction. A small carbon build-up can wreck the chamber of a rifle worse than any kind of mud.
On the bright side, while you’re taking your weapon apart and cleaning it thoroughly, you’ll grow a deeper understanding of how these little parts all work in relation to one another. Before you know it, you’ll think of your rifle as an extension of your body.
