One of Russia’s most advanced warships is sailing around in the Caribbean, but it’s not alone, as the US Navy has dispatched a destroyer to keep a close eye on it.
The Admiral Gorshkov, the first of a new class of Russian frigates built for power projection, arrived in Havana on June 24, 2019, accompanied by the multipurpose logistics vessel Elbrus, the sea tanker Kama, and the rescue tug Nikolai Chiker, The Associated Press reported.
The Russian warship made headlines earlier this year when Russia reported that it was arming the vessel with a new weapon — the electro-optic Filin 5P-42 — that emits an oscillating beam of high-intensity light designed to cause temporary blindness, disorientation, and even nausea.
The US military said on June 26, 2019, it was monitoring the Russian ship’s activities.
The Arleigh Burke-class guided-missile destroyer USS Jason Dunham was operating roughly 50 miles north of Havana as of June 25, 2019, USNI News reported, citing ship-tracking data. The Navy told the outlet that it was monitoring the situation.
The Admiral Gorshkov entered the Caribbean Sea via the Panama Canal on June 18, 2019. The ship departed its homeport of Severomorsk in February 2019 and has since traveled more than 28,000 nautical miles, making stops in China, Djibouti, Sri Lanka, Colombia, and now Cuba.
The warship is preparing to make port calls at several locations across the Caribbean, the AP reported, citing the Russian Navy, which has not disclosed the purpose of the trip.
Over the past decade, Russia has occasionally sent warships into the Caribbean. While these deployments are typically perceived as power plays, Russia characterizes them as routine. Russia has also sent Tu-160 strategic bombers into the area, most recently in December 2018.

While Russian ships have made visits to the Caribbean in the past, this trip comes at a time when the US militaries are finding themselves in close proximity. For instance, earlier this month, a Russian destroyer nearly collided with a US cruiser in the Pacific, an incident that came just a few days after a Russian fighter jet aggressively buzzed a Navy aircraft over the Mediterranean Sea.
Russia also sent ships from its Baltic Fleet to monitor the NATO Baltops 2019 exercises held in mid-June 2019 near Russia. These exercises involved ships and aircraft from 16 NATO allies and two partner countries.

If you look at the enlisted ranking system put in place by every branch of the United States Armed Forces, everything makes a good deal of sense. You start at the bottom — generally at E-1, but there are ways to get in at a higher pay grade — and work your way up to a certain point where you become an NCO. Officers have their own linear path, starting at O-1, and warrant officers are half way between the two.
But the Army has its very own conundrum with the E-4 ranks. Years ago, the hierarchy of ranks looked a little different: it went private first class, then corporal, then sergeant. Today, both specialist (the highest junior enlisted rank) and corporal (the lowest NCO rank) share the same pay grade. This means that, in a sense, being a specialist is just like being a corporal — only without the NCO benefits.
To understand the specialist rank we know it today, you’ll have to look back at the Army’s long-gone specialist ranks.

In 1920, there was a consolidation that distilled 128 different rank insignia and titles into just seven. The results of this consolidation left us with something similar to what we use today — with a few key differences.
Since warfare involves much more than just general “infantrymen,” there was a need to identify the support soldiers, those who were specialists in their given field of expertise. Back then, it was assumed that all 5th-grade soldiers (corporals) fully understood what their job entails, but there needed to be a way to offer a little incentive to a privates to become known as a “private/specialist,” which was the name of the MOS at the time. That incentive came in the form of bonus pay — despite being paid more, a private/specialist was still officially of lower rank than a private first class.
The insignia of the private/specialist was a single chevron with a single rocker.
Think of the difference like today’s version of a master sergeant and a first sergeant. Same pay grade, same respect, but two very different positions and mentalities.

The next major overhaul came in 1942 when a need arose to differentiate between those who earned their rank because of how good they were at their job and those who earned it because of leadership abilities. And so the “technician” ranks were created, ranging from technician fifth grade (or “tech/5”) up to technician third grade (or “tech/3”).
They were distinguished from their peers by placing a ‘T’ under their chevrons. For all practical purposes, a technician third grade and a staff sergeant were on equal footing — same pay and same respect — but the staff sergeant was in a leadership position while the tech/3 was more of an instructor.
The joke used back then was “the NCOs may have been the backbone of the Army, but the specialists were the brains.”
The final shakeup came in 1955 when these two previous iterations of separating specialists in their given field from general leadership culminated an entirely new ranking system — the specialists. This took the original insignia of the 1920s private/specialist, inverted it, and added the Army Eagle to it. Promotions within the specialists meant adding another rocker to the top instead of a chevron.
A young private could prove themselves ready to enter the non-commissioned officers as a corporal — or they could focus on their MOS as a specialist. Between the years 1959 and 1968, it was entirely possible to make it all the way to E-9 as a specialist. Throughout the years, the highest achievable rank dwindled down and down until 1985, when only the Spec/4 remained.
Since all other grades of specialists were obsolete, the rank is now just called “specialist.” In essence, the rank holds the same meaning as it did in the 1920s — except now it’s more of a holdover rank before most E-4s make sergeant.
The situation in Afghanistan is getting worse with the Taliban controlling more territory and American forces reaching a five-year high in terms of dropped ordnance last month. That is what Congress was told in testimony Oct. 31 by the man tasked with overseeing the effort in that country.
According to a report by the Washington Times, John F. Sopko, the Special Inspector General for Afghanistan Reconstruction, told Congress that the Afghan National Army has lost 4,000 troops, and 5,000 Afghan policemen have also dropped from the ranks. The decline in Afghan forces comes as armed clashes are on the rise.
“Afghanistan is at a crossroads,” Sopko said. “President Donald Trump’s new strategy has clarified that the Taliban and Islamic State-Khorosan will not cause the United States to leave. At the same time, the strategy requires the Afghan government to set the conditions that would allow America to stay the course.”
Sopko also complained that the military was classifying some important information that had exposed wasteful spending. One of the more egregious cases included the expenditure of $500 million for Italian planes that were unable to operate in Afghanistan. The presence of “ghost” soldiers, whose paychecks are pocketed by senior officers, is also a problem.
From January 1 to August 23 of this year, 10 Americans have been killed and 48 wounded during operations in Afghanistan. That figure does not include the death of Chief Warrant Officer Jacob M. Sims of the 160th Special Operations Aviation Regiment, who was killed in a crash on Friday.
According to iCasualties.org, 2404 Americans have died during Operations Enduring Freedom and Resolute Support. Since President Trump took office, U.S. forces have taken a more aggressive posture, including the first combat use of the GBU-43 Massive Ordnance Air Burst bomb.

Well, it looks like cluster bombs won’t be riding off into the sunset any time soon. The Pentagon has officially decided to hold off on enforcing a planned ban on the weapon system, which previously set to take effect on January 1, 2019.
According to a report by the Washington Post, the decision was made by “senior Pentagon leadership” and ensures that the systems will continue to be purchased. This same ban would have also restricted rockets used by the M270 Multiple Launch Rocket System, as well as versions of the BGM-109 Tomahawk, AGM-154 Joint Stand-Off Weapon, the MGM-140 Army Tactical Missile System (ATACMS), and the MGM-164 ATACMS II.
A Nov. 30 memo, signed by Deputy Secretary of Defense Patrick Shanahan, stated that “adversaries and potential adversaries have developed advanced capabilities and operational approaches specifically designed to limit our ability to project power.” As a result, the DOD decided to reverse the ban to avoid “military and civilian casualties” caused due to “forfeiting the best available capabilities.” It should be noted that, under certain circumstances, cluster bombs can do things that “smart bombs” can’t.
The decision drew criticism from Senator Patrick Leahy, who said, “on the eve of that deadline, the Pentagon has decided to go back on its commitment, just as it did after pledging to develop alternatives to antipersonnel landmines more than two decades ago.” Leahy and Senator Dianne Feinstein had sponsored legislation to codify policy from the 2008 Convention on Cluster Munitions into law.
The F-35A Lightning II is a fifth-generation fighter combining advanced aerodynamics, survivability in high-threat environments, and an enhanced ability to provide pilots and allied assets across operational domains with robust situational awareness.
The F-35 is the result of the Joint Strike Fighter (JSF) program to develop a single-engine, stealthy, multi-role fighter to replace an aging fleet of mission-dedicated airframes: the F-16 Fighting Falcon and A-10 Thunderbolt II for the Air Force and the F/A-18 Hornet and AV-8B Harrier II for the Navy and Marine Corps.
Although separate airframe variants were designed to meet specific needs of the various military services, all F-35 variants are primarily designed to infiltrate contested airspace, accurately deliver guided and conventional munitions, and collect, process and disseminate real-time reconnaissance while maintaining robust air-to-air combat capability at speeds above Mach 1.
Military and budgetary benefits of international cooperation are well represented in the F-35 program. Partner nations including the U.S., U.K., Canada, Netherlands, Italy, Turkey, Denmark, Norway and Australia, are highly involved in the aircraft’s ongoing development. The F-35 has also been sold to Israel, Japan, and South Korea.
Use of a common weapons system among allies promotes an operational familiarity during coalition partner training and combat, while reducing the cost, time, training, manning and research and development of integrating dissimilar airframes of those allied nations.
The Royal Australian Air Force (RAAF) is preparing to receive its first squadron of 14 Lockheed Martin F-35A Lightning IIs in-country in late 2018.
The Royal Australian Air Force, has committed to obtaining 72 F-35A aircraft to form three operational squadrons at RAAF Base Williamtown and RAAF Base Tindal, and a training squadron at RAAF Base Williamtown. The RAAF is expected to take delivery of its first operational F-35As in December 2018.
Development and design
After winning the JSF design competition, 0 million contracts to build prototypes were awarded in 1997 to both Lockheed Martin for it’s X-35, and Boeing, for its X-32.
Boeing’s entry incorporated the requirements of all the services into one short take-off and vertical landing (STOVL) airframe with thrust being vectored through nozzles, as with the existing Harrier.

The new single-engine, Mach-1 capable aircraft needed to be stealthy and provide robust situational awareness to the pilot during attacks on ground targets and when fighting in air-to-air engagements. It also needed to meet the specifications of the U.S. Air Force, U.S. Navy and U.S. Marine Corps as well as nation partners. Lockheed won the competition which would eventually produce the F-35 Lightning II.
Lockheed Martin proposed to produce three airframe variants, one for each service: the conventional take-off and landing (CTOL) F-35A for the Air Force’s long runways; the STOVL version, the F-35B, for U.S. Marine Corps and British navy and air force; and the F-35C for U.S. Navy carrier-born operations.
In the end, the Department of Defense determined the X-35B version, with a separate vertical-lift fan behind the cockpit, outperformed the Boeing entry and awarded the overall JSF contract to Lockheed Martin.

The first F-35A test aircraft purchased by the Air Force rolled off the production line in 2006. The Air Force took delivery of its first production F-35As at Eglin Air Force Base, Florida, in 2011 to begin pilot and maintainer training and in 2014 the 58th Fighter Squadron was the first to become a complete F-35A squadron.
After years of testing weapons separation, operational integration and aerial refueling, the Lightning II met its targets for initial operational capability when it was declared “combat ready” in August of 2016 by Gen. Hawk Carlisle, commander of Air Combat Command.

The F-35 serves as an unparalleled force multiplier because its advanced sensors and datalinks share information and situational awareness not just between fifth- and fourth-generation U.S. and allied aircraft, but also between coalition land, sea and space assets.
This “operational quarterback” is also proving to pack a nasty ground attack and individual air-to-air combat capability.
During the large-scale combat training exercise, Red Flag 17-1, held at Nellis AFB in the spring of 2017, F-35As participated in multi-aircraft sorties in a highly-contested airspace. Air Force leadership and pilots reported F-35As destroyed multiple ground targets without being detected in the airspace and earned a stellar 20:1 kill ratio in air-to-air combat scenarios.

Despite the impressive individual performance, Air Force Chief of Staff Gen. David Goldfein stresses the F-35 is best thought of as an integral component of the Air Force’s overall warfighting capability.
During a symposium at the Center for Strategic and International Studies in February of 2017, Goldfein was asked to compare the F-35’s capability versus advanced Chinese aircraft like the J-20 and the J-31.
“I hope, over time, we can evolve our discussion from platform v. platform, which I would argue is a 20th Century discussion, to a network versus network,” Goldfein said. “Its not about what the F-35 or the J-20 or the F-22 or the J-31 can actually do in a one versus one… it’s an interesting conversation, but its not very compelling because we are never going to have the F-35 in there by itself, ever.

“What really counts is we are going to bring a network, a family of systems to bear on the enemy. That’s going to be an F-35 that’s there with an F-22, that’s there with an F-18, that’s there with a space capability being fed into the cockpit, that’s there with cyber capabilities, that’s there with a multitude of ISR, that’s there with a submarine force. We’re going to bring multi-domain, multi-component capabilities and we’re going to bring coalition capabilities.
“As we do today, in the future, we are going to be able to achieve decision speed and maneuver forces from all domains and create so many dilemmas for the enemy that, that in itself, will become a deterrent value,” Goldfein said.

The F-35 Lightning II is named after the famous WWII fighter, the twin-engine P-38 Lightning. The U.S.’ leading air combat pilot of WWII, Maj. Richard I. Bong, scored all of his 40 victories flying the P-38.

A former nursing assistant at a VA hospital in West Virginia admitted to murdering seven elderly veterans and attempted to kill an eighth according to court documents.
Reta Mays, 46, who formerly worked at the Louis A. Johnson Veterans Affairs Medical Center, pleaded guilty to seven counts of second-degree murder related to the deaths of seven veterans and one count of assault with intent to commit murder in West Virginia federal court.
The judge acknowledged her guilty plea and ordered U.S. Marshals to hold Mays without bail until a sentencing hearing is scheduled.
Mays worked as the overnight shift assistant in the medical-surgical unit at Louis A. Johnson Veterans Affairs Medical Center in the city of Clarksburg. An investigation found that between July 2017 and June 2018 she administered doses of insulin to patients; most of them were not diabetic. Because of the insulin injections, the patients’ blood sugar dropped, causing severe hypoglycemia. The patients were all in the VA hospital for various symptoms related to old age.
Court documents state that in June of 2018, a doctor at the hospital in Clarksburg, West Virginia, became alarmed about the deaths of multiple non-diabetic patients, who had suffered unexplained hypoglycemic episodes in Ward 3A of the hospital.
Mays, as a nursing assistant was responsible for, among other things, acting as a one-on-one sitter for patients, checking vital signs, and testing blood sugar levels. Yet, she was not allowed to administer medicine, including insulin.
Back in August, the Department of Veterans Affairs had announced that it had begun an investigation of 11 suspicious deaths at the facility and was looking into “potential wrongdoing.” Within a matter of days of learning of the deaths, VA investigating agents identified Mays as a person of interest. Working with medical facility leaders, the defendant was immediately removed from patient care while the investigation continued.
“Immediately upon discovering these serious allegations, Louis A. Johnson VA Medical Center leadership brought them to the attention of the VA’s inspector general while putting safeguards in place to ensure the safety of each and every one of our patients,” a VA spokesperson said at the time.
Following Tuesday’s hearing, the VA Office of the Inspector General after Tuesday’s released the following statement: “This case is particularly shocking because these deaths were at the hands of a nursing assistant who was entrusted with providing compassionate and supportive care to veterans. Our thoughts and prayers are with the families of the victims.”
The U.S. attorney prosecuting the case characterized Mays’s actions as “evil” and an FBI special agent involved in the case said the veterans were betrayed.
“Nothing we have done will bring your loved ones back,” Bill Powell, U.S. attorney in West Virginia, said at a press conference. “But we do hope that the work of these agents and prosecutors honored the memory of your loved ones in a way that they so justly deserved and, in some small fashion, assuage the anguish you have suffered.”
“These eight veterans deserved respect and honor. They served our country and we all owe them a debt of gratitude,” FBI Acting Special Agent in Charge Michael Christman said. “They didn’t deserve to die at the hands of a nursing assistant who intentionally inflicted pain on them and their families.”
The court documents identified the deceased patients as Robert Edge, 82; Robert Kozul, 89; Archie Edgell, 84; George Shaw, 81; W.A.H., 96; Felix McDermott, 82; and Raymond Golden, 88.

The VA Inspector General’s Office is also investigating the hospital’s policies and procedures, including medication management and communications among the hospital’s staff as to how this situation could have occurred.
While Mays has pleaded guilty in court in connection with the deaths of the patients, her motive for killing the patients is still a mystery. Mays may also be investigated in connection with other deaths at the facility.
On June 12, 1943, a date he said he can easily recall, he joined the Navy, serving as a cook onboard the USS Yosemite, whose company repaired ships destroyed in the war, according to ABC7.
Forrest Wagner, the WWII vet’s son, arranged for the school to send him the diploma, which came a day before William Wagner’s birthday on March 7, ABC7 reported. The diploma then became his birthday present, complete with balloons and a graduation cap.
“How awesome is that for a young teenager to sit back and put his country before his own wants and needs,” Forrest told ABC7. “What he scarified for me and my brothers and sisters, and then also for his country, I believe I will never be able to repay.”
William told ABC7 that walking across the stage at this year’s graduation ceremony came at a close second as the best moment in his life, with the first being his marriage.
“Seventy-six years,” William said. “It took me that long to get my diploma, instead of going through four years.”

Late Tuesday night, June 5th, 2018, 1st Lt. Joshua Philip Yabut was charged with driving under the influence of drugs, felony evasion, and a felony count of unauthorized use of a military vehicle. He stands accused of stealing an M577 armored command vehicle from Fort Pickett and driving it into downtown Richmond, Virginia before surrendering to authorities.
The alleged joyride began around 7:50pm and ended at roughly 9:40pm. While these are serious crimes that will have serious consequences, the fact that there have been no reports of damage or injury to any civilians or property makes this okay to point out that this whole ordeal is actually really funny.

Yabut is the company commander of Headquarters Company, 276th Engineer Battalion and has served over 11 years in the military. He deployed to Afghanistan in 2008 with the Illinois National Guard.
This gives Yabut the perfect opportunity to not only crack jokes about him putting the “LT” in “LosT” and we’re certain that his zero-f*cks-given attitude can be traced back to his E-4 days.
Then there’s the actual act itself. The reason why many people are describing what was going on as a “joy ride” is because he was live tweeting the entire time, starting off the night with a tweet that (poetically) reads, “wutang clan ain’t nothin to f*ck wit booiiiiiiii.”
The day of, he also posted, “thinking about putting my packet in tbh.” And just a day earlier, he tweeted, “all i wanna do is get an anime wife.”
Already, there are many misconceptions floating around the case. Firstly, he was charged with driving under the influence of drugs, but it hasn’t be clarified exactly what he was on. He did have an M9 pistol, but it was his personally-owned weapon and there was no ammunition. And just to clarify things for civilians, the M577 is an armored, tracked vehicle — but it isn’t a tank.
On June 22, 1941, Nazi Germany broke its non-aggression pact with the Soviet Union, invading the Russian-held area of Poland. Nazi tanks streamed across the border between the two occupiers, arriving in the Lithuanian town of Raseiniai the next day.
The resistance there almost threw a wrench in the entire Nazi war plan.
As the Nazis advanced on the town, Soviet mechanized divisions moved to defend it. The local tank garrisons happened to be equipped with Kliment-Voroshilov tanks, an advanced armored vehicle invulnerable to almost anything the German infantry could throw at them.
Anti-tank weapons were useless. The Nazis tried everything to disable the KV tanks — other tanks, artillery, anti-aircraft guns, but nothing worked. Even the vaunted sticky bomb couldn’t stop them.
As this day wore on, the KV started tearing up Nazi anti-tank weapons and heavy machine guns as “armor piercing” rounds bounced right off the tank’s skin. The Russians even took out 12 trucks. German engineers threw satchel charges at the tank, with little effect.
According to MK, Nazi battle group commander Colonel Erhard Raus wrote in his account of the action that an 88-mm anti-aircraft gun couldn’t even put a dent in the KV tank’s armor.
“… It turned out that the crew and the tank commander had nerves of steel. They calmly watched the approach of anti-aircraft guns, without interfering with it, as long as it didn’t not pose any threat to the tank. In addition, the closer the anti-aircraft gun, the easier it is to destroy. A critical time in the duel of nerves, when settlement began to prepare the gun to fire. While gunners, nervous, bridged and loaded the gun, the tank tower turned and fired the first shot! Every shot hit the target. The heavily damaged antiaircraft gun fell into the ditch.”
The KV harassed the attacking Germans throughout the night and by morning, the full force of the German infantry attacked the lone KV tank. The tank struck down as many as possible with its machine guns, but it wasn’t enough. The troops were finally able to throw grenades down the tank’s hatches and kill the crew.
Pitched fighting at Raseiniai lasted three days. The lone Soviet tank delayed them by a full day, taking on two full Nazi mechanized divisions.
Russians have tried for years to postulate why the lone tank stopped and didn’t even try to maneuver. The most likely reason is that the tank ran out of gas. Red Army supply lines to Lithuania weren’t very good to begin with and a Nazi invasion sure wouldn’t have helped.
For 22 hours, the KV blocked the road, preventing the Germans from advancing into greater Russia, destroying or killing every Nazi man and machine in sight.
The Eastern Front of World War II is remembered by history for its brutality. Prisoners and war dead between the German Wehrmacht and the Soviet Red Army were treated with shocking disregard by any standard on both sides. The Nazis considered the Russians subhuman — theirs was a war of extermination.
In this instance, however, the German troops removed the Russian tank crew from their KV and buried them in the nearby woods with full military honors. Colonel Raus recounted in his memoirs:
“I am deeply shocked by this heroism, we buried them with full military honors. They fought to the last breath … “
In the first confirmed entry by Chinese government vessels into the area, two Chinese coast guard ships briefly entered Japanese waters July 17 off Aomori Prefecture, the Japan Coast Guard said.
A patrol vessel operated by the Japan Coast Guard confirmed the entry of the two ships into waters off Cape Henashi in the Sea of Japan from 8:05 a.m. to 8:20 a.m. The two vessels exited at around 9:40 a.m. after being issued a warning by the coast guard.
About two hours later, the two Chinese ships were spotted off Cape Tappi, also in the Sea of Japan, and exited around 3:20 p.m., the coast guard said.
The move follows the entry on July 15 of two Chinese coast guard ships into Japanese waters around two islands off Kyushu, also for the first time in that area.
Also July 17, four Chinese coast guard ships entered Japanese territorial waters around the Senkaku Islands in Okinawa Prefecture, the coast guard said.
According to the Japan Coast Guard’s 11th regional headquarters in Naha, the prefectural capital, the four ships — the Haijing 2106, the Haijing 2113, the Haijing 2306 and the Haijing 2308 — were present in Japanese waters at a point north-northwest of Uotsuri, one of the islets, for some 15 minutes from around 10:40 a.m.
The Japanese-administered islands in the East China Sea are claimed by China, where they are known as Diaoyu, and Taiwan.

The Marine Corps is offering some former Reserve pilots lucrative bonuses to get them back in the cockpit.
Former captains and majors qualified to fly certain aircraft who are willing to rejoin a Marine Corps squadron can pocket up to a $30,000 lump-sum bonus if they agree to a three-year term in the Active Reserve. Those willing to serve two years in the Reserve are eligible for a $20,000 payout.
It’s called the Active Reserve Aviator Return to Service Program, and it targets six types of fixed-wing, rotary and tiltrotor pilots “in order to fill critical aviation shortfalls,” a service-widemessage on the bonuses states.
Top priority will be given to former F/A-18 Hornet and MV-22B Osprey pilots, along with KC-130 Hercules aircraft commanders, according to the message. But the program is also open to former AV-8B Harrier, UH-1Y Venom and CH-53E Super Stallion pilots.

“The retention incentive is distributed as a lump sum of 20,000 dollars for the 24 month service obligation or a lump sum of 30,000 dollars for the 36 month service obligation, less any applicable taxes,” the message states. “Lump sum payment will not be paid out until the member is joined to the [Active Reserve] program.”
The incentives will be paid out on a first-come, first-served basis “until funds are exhausted,” it adds.
Only aviators who previously qualified for — or had not yet applied for — career designation are eligible. Those who applied for but were not offered career designation in the Active Reserve are ineligible, the message states.
Pilots who were already career designated on the Active Reserve will automatically be career designated upon re-accession. Those who hadn’t previously applied for career designation will be able to do so once they rejoin.
Top assignments will involve flying operations at the squadron level across several Reserve units in the continental U.S., including California, Virginia, Texas, Arizona, Maryland or New Orleans. Assignments aren’t limited to those squadrons though, the message adds.

Captains who served more than 10 years of active-duty service who weren’t previously considered for major on an Active Reserve promotion board are eligible to apply. So are majors who weren’t previously considered for O-5 who served more than 12 years on active duty, and those who were considered for lieutenant colonel who served more than 15 years.
Earlier this year, the Marine Corps announced it would be offering big bonuses to active-duty pilots as well.
Top bonuses targeted Marines in the grades and communities with the biggest pilot shortages. Active-duty pilots were eligible to earn up to 0,000 bonuses if they agreed to keep flying for eight more years.
The bonuses targeted captains and majors who fly the F-35 Joint Strike Fighter, F/A-18 Hornet, AV-8 Harrier, MV-22 Osprey, C-130 Hercules, UH-1 Huey, AH-1 Cobra and CH-53 Stallion.

Widespread devastation from Hurricane Matthew has prompted the Federal Emergency Management Agency to designate residents from a total of 55 counties as eligible for individual disaster assistance. States like Florida; South Carolina; Georgia; and North Carolina were hit hard by the storm — both in coastal communities and further inland past Fort Bragg.
As the damage is assessed, FEMA has added counties from all four states where individual residents may apply for disaster relief funding.
Hurricane Matthew made its first landfall by slamming into Haiti on Oct. 4, resulting in over 800 casualties in that island nation. Matthew tore over Cuba and the Bahamas, before impacting the southern Atlantic states. By the time Matthew made its way back out to sea, the death toll had reached nearly 1,400.
The United States Southern Command released a statement Oct. 18 that the command had deployed more than 2,000 personnel and 11 helicopters aboard the USS Iwo Jima to deliver over 223 metric tons of aid and supplies to Haiti. SOUTHCOM expects that the military involvement will recede once “more experienced experts arrive” on the ground in Haiti.
President Obama declared a state of emergency in the four states Oct. 7, opening up federal financial aid. Each of the states’ governors declared states of emergency, and the National Guard was activated to several locations.
According to Newsy, Moody’s Analytics reported that the financial damage from Hurricane Matthew could surpass the $70 billion price tag of Superstorm Sandy.
As a direct result of the damage and the expected cost, FEMA has been quick to update its systems to open up aid to individuals in the stricken areas. There are several ways to request disaster relief funding. Individuals may visit the FEMA website, or call FEMA directly at 800-621-3362.
FEMA also recommends that those affected by the storm call their insurance company to make claims, document the damage with photographs, and complete a proof of loss. Insurance companies can help individuals with this process.
