The U.S. Navy awarded Demonstration of Existing Technologies (DET) contracts Oct. 25, 2018, valued at approximately $36 million each to L3 Technologies Communications Systems West and Northrop Grumman Corp. Mission Systems in support of the Next Generation Jammer Low Band (NGJ-LB) capability.
The Airborne Electronic Attack (AEA) Systems and EA-6B Program Office (PMA-234) headquartered here manages the NGJ-LB program.
NGJ-LB is an external jamming pod that is part of a larger NGJ weapon system that will augment and, ultimately, replace the aging ALQ-99 Tactical Jamming System currently in use on EA-18G Growler aircraft.

“NGJ-LB is a critical piece of the overall NGJ system in that it focuses on the denial, degradation, deception, and disruption of our adversaries’ abilities to gain an advantage in that portion of the electromagnetic spectrum,” said Capt. Michael Orr, PMA-234 program manager. “It delivers to the warfighter significant improvements in power, advanced jamming techniques, and jamming effectiveness over the legacy ALQ-99 system.”
Each DET contract has a 20-month period of performance, during which the NGJ-LB team will assess the technological maturity of the industry partners’ existing technologies in order to inform future NGJ-LB capability development, as well as define the NGJ-LB acquisition strategy.
PMA-234 is responsible for acquiring, delivering and sustaining AEA systems and EA-6B Prowler aircraft, providing combatant commanders with capabilities that enable mission success.
“One of the soldiers of the Islamic State attacked a number of crusaders on a street in New York City,” said an article in the group’s al-Naba weekly newspaper, according to the SITE Intelligence Group.
Sayfullo Saipov, 29, an immigrant from Uzbekistan, has been charged with terrorism in connection with the Oct. 31 attack in which he allegedly used a rented pickup truck to mow down bicyclists and pedestrians on a mile-long stretch of bike path near where the Twin Towers of the World Trade Center once stood.
Police said Saipov appeared to have followed very closely instructions IS has disseminated online on how to stage such truck attacks.
IS’s embrace of Saipov came after US President Donald Trump repeatedly called for a death sentence for Saipov on Nov. 2, At the same time, Trump appeared to rule out a sending him to the US military prison at Guantanamo Bay, Cuba, in a series of tweets on Twitter.

Prosecutors in presenting their case against Saipov highlighted evidence that he sympathized with IS. Prosecutors have not said he acted alone, but New York’s governor and other authorities have said they believe it was a “lone wolf” attack inspired by IS.
Court documents said the Uzbek immigrant had kept thousands of IS propaganda photos and videos on his cell phone, some showing gruesome executions of IS prisoners.
Questioned in his hospital bed, Saipov said he had been inspired by IS videos that he watched on his cellphone, and began plotting an attack about a year ago, FBI agent Amber Tyree said in court papers.
In the past few years, IS online posts have exhorted followers to use vehicles, knives, or other readily available means of killing people in their home countries.
England, France, Sweden, Spain, and Germany are among the countries which have all seen similar deadly vehicle attacks since mid-2016, often by suspects that police said were followers of IS.
Acquaintances of Saipov have told RFE/RL that he appeared to be radicalized only after leaving Uzbekistan and moving to the United States in 2010.
While embracing Saipov as an adherent of its extreme brand of Islam, IS provided no evidence that the group was directly responsible for the New York attack. Its claims of responsibility for previous mass killings have not always been borne out by evidence.
Intelligence officials have said that as IS has rapidly lost territory it once controlled in Iraq and Syria this year, it has put more effort into trying to inspire and sponsor attacks overseas.
“The grace of Allah, the operation instilled fear in crusader America, prompting them to increase security measures and intensify actions against immigrants to America,” IS said in the al-Naba article, according to SITE.
If you love military movies, then it’s safe to say you’d recognize Max Martini. While his film career doesn’t only include military-centric roles, he’s built a reputation among the military community as both a proud supporter of service members and one of the most badass actors ever to portray them on screen.
I first remember recognizing Max Martini as a mil-actor way back during his days filming “The Unit,” a popular CBS TV series about elite special operators assigned to 1st Special Forces Operational Detachment-Delta (SFOD-D), commonly known by those of us outside their elite fraternity as Delta Force. Since then, Max has played war fighters of all sorts in fan favorite movies like Saving Private Ryan,13 Hours, Spectral, Captain Phillips, and one of my favorite sci-fi movies, Pacific Rim.

His most recent foray into the military genre was Sgt. Will Gardner. The film depicts a Marine veteran who has struggled since separating from service and is now trying to reestablish a relationship with his young son. The movie was a passion project for Max, who wrote, produced, directed, and acted in the titular role.
Importantly, however, making the movie wasn’t just about telling a powerful story about service and redemption, it was also about helping veterans in the real world. He’s pledged 30% of the film’s profits to veteran charities.

I was fortunate enough to get to sit down with Max (digitally) during this coronavirus quarantine, and ask him some questions about his career, his work on behalf of the military and veteran communities, and just what it takes to play some of the most badass characters ever put on screen.
Max has played both real and fictional special operators, and has made a name for himself among veterans for it. I asked Max what keeps him coming back to these sorts of challenging roles.
“My dad was an artist living in New York City, so I sorta grew up in the Arts. But that said, my mother was a cop. I grew up in the arts, went to art school, got my degree in fine arts and came out owing, ya know, a hundred and fifty gazillion dollars without a way to pay it off,” Max explained.

“I got asked to audition for a movie because I’d dabbled in acting, and then the second movie I got was Saving Private Ryan. That was transformational for me. I had just just graduated from art school and I didn’t have much of a sense of politics or appreciation for the military. Then I did this movie, and I really started to understand more about our service members, and I really loved the community because there was obviously a lot of former military involved in making that movie.”
It wasn’t just that he developed an appreciation for service through filming Saving Private Ryan, he also quickly established himself as a solid actor capable of playing military roles.
“I don’t know, it’s like Steven Spielberg gives you this stamp of approval that says, ‘okay, he makes a good soldier,’ and everybody jumps on board,” Max joked.
Of course, because Max has played a member of Delta Force before, I felt the need to speak to one of my friends that actually served in that elite unit to see what he’d be interested to learn about acting in such a role. So I gave legendary Delta Force operator George E. Hand IV a call–and he wanted to know how actors like Max go about playing military roles in a realistic way on screen.
“Well, I think it’s a combination of things. Like, for instance, when I did Captain Phillips, we had a technical advisor from the Navy but it wasn’t somebody showing you how to soldier, it was somebody showing you the functionality of the ship,” he recalled. “But the guys around me were all former [special operations] team guys and they’d be like, ‘Dude, you should say this.’ One of the guys was about to relieve the team that was on the ship that took the shot, so he was familiar with the operation.”
He went on to talk about his time specifically playing a Delta Force operator in The Unit.
“The Unit was adapted from a book that Eric Haney wrote. He was one of the original Delta guys. So Eric was a producer on the show and he put us through a lot of training, and then he was there every day to watch over us technically.”

Max points out that his resume isn’t all that helps him win military roles. Now, he’s close friends with a number of veterans and does a lot of firearm training on his own. He might do it because it’s fun, but the technical capability he develops by shooting with special operations veterans tend to translate into his realistic handling of weapons on screen.
“I think that’s also a consideration when people hire me. People go, ‘we’re not going to have to do much with him to get him ready for the show.’
Max’s appreciation for service members isn’t just born out of his real life friendships with veterans. He’s also made a number of trips overseas to visit deployed service members. Max’s decision to donate 30% of the profits from Sgt. Will Gardner speaks to his passion for supporting the military, which is something he says is a responsibility American’s share.
“I feel very strongly that if somebody enlists in the military, that we as Americans share a responsibility to ensure that when they return from combat, they have red carpet healthcare treatment and every resource available to them that’s need to reintegrate properly back into civilian life.”

Will Gardner, is now streaming on a number of platforms, but Max points out that paying to see the movie on Amazon Prime helps support not only his endeavor to make more movies in that vein, but also supports the three veteran charities he’s splitting the profits with.
Lambos aren’t exactly known for the rugged durability required by American military vehicles. So, the reason they specially made the Lamborghini Cheetah for the U.S. military would have to be pretty far out there.
Well, not that far, actually: the company was struggling economically from a global recession and an ongoing oil crisis. They were bleeding money, so they decided to start taking design contracts. One of those contracts was actually a subcontract for the American military.
The Cheetah was born.
It debuted in 1977 and was a failure from the start. The large rear-mounted engine ruined the weight distribution (and thus, the vehicle’s handling). After making three expensive prototypes the U.S. Army just wasn’t interested in, the damage was done. Lamborghini even went out of business for a while.
Besides the handling, there were a number of reasons the Lamborghini and the Army just weren’t going to match. A major reason was that Lamborghini’s design was actually a ripoff they received from an Army subcontractor – but Lamborghini didn’t know that.
When the Cheetah bombed during testing for the military, the contract for the new vehicle went to the Humvee.
Even though the Cheetah’s massive failure caused other contractors to pull their money from Lamborghini, sending the company into a death spiral, it gave them time to lick their wounds and reconvene later. The concept of a Lambo SUV never fully died, either.
Lamborghini engineers revisited the idea later, conceiving a civilian version of the vehicle, the Lamborghini Militaria No.1, or LM001, and its more popular, later iteration, the LMA002.
The latest Lamborghini SUV features a V12 engine (the Cheetah only had a V8), souped-up and superior to its 70s-era ancestor in every possible way.
Amid rampant discussion about Russian election interference and espionage, FBI Director Christopher Wray has deemed China the largest, most concerning threat to the US.
Speaking at the Aspen Security Forum on July 18, 2018, Wray was asked whether he saw China as an adversary and, if so, to what level.
“I think China, from a counterintelligence perspective, in many ways represents the broadest, most challenging, most significant threat we face as a country,” Wray answered.
“And I say that because for them it is a whole of state effort. It is economic espionage as well as traditional espionage; it is nontraditional collectors as well as traditional intelligence operatives; it’s human sources as well as cyber means.

“We have economic-espionage investigations in every state, all 50 states, that trace back to China. It covers everything from corn seeds in Iowa to wind turbines in Massachusetts and everything in between. So the volume of it, the pervasiveness of it, the significance of it, is something I think this country cannot underestimate.”
The comments follow a 2017 report by the US trade representative that accused China of “trade secret theft, rampant online piracy and counterfeiting, and high levels of physical pirated and counterfeit exports.” The report found intellectual-property theft by China was costing the US up to 0 billion annually.
It seems a far more strategic and wide-ranging effort than Russia’s ongoing interference efforts, which dominated headlines in the US in July 2018 amid President Donald Trump’s widely panned summit with President Vladimir Putin.
Wray said Russia needed to be dealt with “aggressively,” but he seemed far more concerned with what he called China’s efforts to position itself as “the sole dominant superpower, the sole dominant economic power.”
“They’re trying to replace the US in that role, and so theirs is a long-term game that’s focused on just about every industry, every quarter of society in many ways,” Wray said. “It involves academia, it involves research and development, it involves everything from agriculture to high tech. And so theirs is a more pervasive, broader approach but in many ways more of a long-term threat to the country.”
This isn’t the first time China’s patience and willingness to play the long game have been described as reasons its interference campaigns are more successful than those of Russia.
Early 2018 John Garnaut, who led a secret government inquiry into China’s political influence in Australia, told the US House Armed Services Committee that Russia preferred “focused, sharp strikes,” while Beijing’s actions were more incremental.
“Unlike Russia, which seems to be as much for a good time rather than a long time, the Chinese are strategic, patient, and they set down foundations of organizations and very consistent narratives over a long period of time,” Garnaut told the committee.
It’s this widespread shift toward a consensus on China’s influence and interference attempts that Wray described as “one of the bright spots” since he became FBI director just over 10 months ago.
“It’s one of the few things I’ve seen that, in a country where it feels like some people can’t even agree on what day of the week it is, on this I think people are starting to come together,” Wray said.
“I see it in the interagency, I see it up on the Hill when I’m talking to the intelligence committees across the spectrum. I think people are starting to wake up and rub the cobwebs, or sleep, out of their eyes. And my hope is we’re in a moment where we can pivot and start to take this much more seriously.”

The drug war has been going on for so long, the inward, secret lives of narcotics traffickers are beginning to take on a life all of their own, separate from the national borders we know as their homes. They have their own rituals, coded languages, technology, and now, even a secret religion has sprung up around their lives.
It’s called the cult of Santa Muerte – “Holy Death” – and it’s more intense and deadly than anything that came before it.

Since Mexican President Felipe Calderon upped the ante on the Drug War in 2006 by taking down the highest-ranking members of certain cartels, violence in the country has increased exponentially. Since then some 45,000 people have died in the drug war. The level of violence and death without warning has spurred the spread of the Santa Muerte religion in Mexico and beyond. Santa Muerte, in turn, spurs the narcos to become more and more violent.
The worshippers of Santa Muerte are primarily disenfranchised, poor Mexicans who turn to the cartels as a means of employment but soon begin the same cycle of murder and torture as those who came before them. The activities they’re forced to conduct aren’t accepted by pure Catholicism, so they turn elsewhere for comfort.

Santa Muerte has developed as a belief system for over 50 years or more. According to the FBI, “The Santa Muerte cult could best be described as [following] a set of ritual practices offered on behalf of a supernatural personification of death…she is comparable in theology to supernatural beings or archangels.” Unlike Death or the Virgin of Guadalupe, as she is often represented, her scales don’t actually work, a reflection of her amoral nature. Since many narco foot soldiers will end up dying a brutal death, the appeal of worshipping a death-like figure is obvious. In the meantime, Santa Muerte advocates are enjoying the world’s earthly pleasures.
While the FBI stops short of calling the worship of Santa Muerte a full-blown religion, it does have its own belief system, as well as priests, temples, and shrines, along with all the rituals associated with religion – including ritual killings.

Ritualistic Santa Muerte killings are abundant in Mexico and South America amongst narco-traffickers, but the killings are now making their way into the United States, albeit, primarily close to the border cities already struck by violence that has become the signature of the War on Drugs, and only four have been confirmed as related to Santa Muerte.
Border agents and local police have been thoroughly trained on the ins and outs of the religion and its followers, but luckily very few have been seen on the U.S. side of the border.

There have been rumors for years, but Warner Bros. just announced that Lana Wachowski is officially set to write and direct a fourth film, starring Keanu Reeves and Carrie-Anne Moss in their dynamic and ground-breaking roles of Neo and Trinity.
“We could not be more excited to be re-entering The Matrix with Lana,” said Warner Bros. Picture Group chairman Toby Emmerich. “Lana is a true visionary — a singular and original creative filmmaker — and we are thrilled that she is writing, directing, and producing this new chapter in The Matrix universe.”

This year marks the twentieth anniversary of The Matrix, which garnered four Academy Awards and birthed a franchise that has earned over id=”listicle-2639941881″.6 billion in the global box office. It is still considered one of the greatest science fiction films of all time — as well it should be. Have you watched it lately? It totally holds up.
Alice in Chains was a widely-successful Grunge band in the 1990s. Alongside Nirvana, Pearl Jam, and Soundgarden, they helped define an entire generation of musicians. While songs like Would? and Man in the Box are their most well-known, Rooster is the most beloved within the military community.
Jerry Cantrell Jr., the guitarist, co-vocalist, and songwriter, was the son of a Vietnam War veteran, Jerry Cantrell Sr. The younger Cantrell watched his father deploy twice and never talk about what happened in Vietnam. He watched as his father struggled with PTSD throughout his childhood until, eventually, it destroyed his family.
So, he wrote a song dedicated to his father and his experience in Vietnam.
The name, Rooster, is a play on three meanings: It was a childhood nickname of his father’s. ‘Rooster’ was also a nickname for M60 machine gunners because the muzzle flash looked like a rooster’s tail. It’s also a play on how the Vietnamese saw 101st Airborne Division soldiers who wore the Screaming Eagle on their sleeves. It’s said that because bald eagles aren’t native to Vietnam, the locals referred to 101st soldiers as “chicken men” or “roosters.” All three meanings perfectly describe Jerry Cantrell Sr.
The lyrics run deep with symbolism calling back to Vietnam. Cantrell Jr. was only able to piece together little things from what he heard his father occasionally say.
“Walking tall machine gun man.
They spit on me in my homeland.
Gloria sent me pictures of my boy.
Got my pills ‘gainst mosquito death,
My buddy’s breathing his dying breath.
Oh, God, please won’t you help me make it through.”
In a 1992 interview with Guitar for the Practicing Musician, he was asked if his father ever heard the song. He did, but only once live. Cantrell Jr recalled,
Yeah. He’s heard this song. He’s only seen us play once, and I played this song for him when we were in this club opening for Iggy Pop. I’ll never forget it. He was standing in the back and he heard all the words and stuff. Of course, I was never in Vietnam and he won’t talk about it, but when I wrote this, it felt right… like these were things he might have felt or thought. And I remember when we played it he was back by the soundboard and I could see him. He was back there with his big gray Stetson and his cowboy boots — he’s a total Oklahoma man — and at the end, he took his hat off and just held it in the air. And he was crying the whole time. This song means a lot to me. A lot.
Airman Magazine sat down with Gen. Tim Ray, the Air Force Global Strike Command commander, for an in-depth interview. The below excerpts highlight how the command continues to innovate and explore the art of possible. There are only historical traces of Strategic Air Command; these Airmen are now Strikers. Excellence and teamwork is in the job description; they’re attracting talent and working hard to keep it in-house, building the world’s premiere nuclear and conventional long-range strike team.

Airman Magazine: What does it mean to be a “Striker”?
Gen. Tim Ray: Strikers stand on the shoulders of giants like Schriever, Doolittle, Arnold and Eaker. That’s our heritage. We understand that air and space power is not about perfection; it’s about overcoming obstacles and challenges. Strikers are in a business that no one else can do. Strikers know the score; and the score is that there are no allied bombers out there. There are no allied Intercontinental Ballistic Missiles. What we do every day as a Striker is the foundation of the security structure of the free world. This fact is viewed in the eyes of our adversaries and it’s viewed in the eyes of our allies. In a very important way, there’s a lot riding on our Airmen, and we have to get it right every day.
Airman Magazine: What are some of the challenges Global Strike is facing and some of the conversations and solutions your team is coming up with?
Gen. Tim Ray: For us it’s to think about the competitive space we’re in, when the Cold War ended; there really was only one team that stopped competing at this level, of great power competition—the United States. We enjoyed a world order that was to our benefit. Now we have players on the scene with regional reach and capacity, and also global capacity, and we’ve got regional players who want to make sure that they have more sway. So think North Korea, Iran, China and Russia. So how we compete with them is not something that you can take lightly. When you step back and think about it, in this long-term strategic competition, how do we compete?
One of the things I’m very proud of in the command is what we’ve done with our weapons generation facility. Here’s an example: the old requirements for how you would build that were very expensive and somewhat outdated. We brought in a cross-functional team from across the Air Force. We gave everybody a right and left limit and we made them really think about this thing. The outcome of that effort is an option to re-capitalize our facilities at a third of the cost. We’re saving hundreds of millions of dollars that’ll have better security and better capacity. I think that’s the kind of business game we need to continue to play; to go and provide great, relevant capabilities, much more affordable for who we are as an Air Force and who we are as a military. I think that’s how we continue to take this particular thing on, is thinking about the context, what do we have to do to find ways to solve those problems.

Airman Magazine: Can you talk about the atmosphere of how we handled things back during the Cold War and how, in today’s great power competition, things are different?
Gen. Tim Ray: With the Cold War, there was bipolarity and a set number of competitors. With the Warsaw Pact and Soviet Union versus everybody else; we had the lead. Now we have multi-polarity with competitors like China, Russia, North Korea, Iran, violent extremist organization challenges; they are now part of the equation. So you have to think more broadly about this global situation.
Things are in this conversation now that weren’t back then, space, cyber, hypersonics, the information domain, the internet, what happens in social media, all those influencers. That’s a very different game when you start to understand what’s really going on out there.
Airman Magazine: How do you maintain a vector and vision for the command in an ever-changing competitive space?
Gen. Tim Ray: When you read the book Why Air Forces Fail, we see that there’s no loss based on a lack of tactics, techniques, or procedures. It’s always for a lack of ability to adapt to what’s going on. So when I think about that particular space, you have to realize this is really more of a chess game. So you can’t try to win every move. But you have to avoid being put on the chess board without options, and that’s how the enemy is playing the game. So you need to know how you get to checkmate on the enemy. And certainly when it comes time to maneuver on the board, you think more strategically. When you consider that dynamic, so how the Soviet Union dealt with us, they tried to win every day, and it didn’t work for them. So we step back and consider what’s going on, you have to set a pace to build margin and to compete that is sustainable.
Airman Magazine: What does the Global Strike Command of 2030 look like?
Gen. Tim Ray: The command in 2030 understands readiness and capacity as an ecosystem. How we tend to look at it these days is fairly numerical. And as you begin to modernize and change you have to think about it as an ecosystem. You have to think about the rate at which you can bring new technology on. You have to think about it in the rate at which you can keep it relevant for the conflict ahead of you, and put those capabilities in on time. You have to understand the training requirements, and the manpower.
So we’re standing up our innovative hub that’s connected to AFWERX—StrikeWerx. We’ve got great connections with academia here locally, and then building that more broadly. So that innovative space, that data, that ecosystem approach, means that I think we can be much more capable of keeping that margin in play, and doing it as affordably as we possibly can. So that piece, that’s an important part of just the organize, train, and equip.
We’re absolutely tying ourselves to space in a very formal way because that’s a big part of how we’re going to operate. Multi-domain command and control, multi-domain operations, means many sensors, many shooters. And to be able to connect them all together, I tell you, if you’re serious about long-range strike, you’re very serious about multi-domain operations, because that’s how we’re going to do this. And so it’s a big part of who we are.

Airman Magazine: How important is it to develop and adopt simulation training technologies that are compatible across the command and that are scalable to an Air Force level?
Gen. Tim Ray: Starting locally at each of the wings, we’re beginning our own efforts to use augmented and virtual reality. It’s already in play in a couple of our wings. Certainly I see the ability to bring artificial intelligence into that, to make sure that we’re doing really smart stuff. We can measure human performance now more accurately, and so you can compare that to a standard.
I’m a huge fan of simulation. There’s a lot of things you can do, but there’s also some real-world things that you’ve got to do. So you’ve got to keep those two things in balance. Not one before the other, but really it’s about putting them together correctly to give you the best trained Airmen, and that you’re relevant. I see us continuing to work down that line. I believe that all the new platforms that we’re bringing on with the new helicopter (MH-139 Grey Wolf), certainly the B-21, the new ICBM, and the new cruise missile, all those capabilities I think we have to bake in the virtual reality, augmented reality, dimensions to training, and the maintenance and the support and the operations. I think that’s got to be foundational, because it’s a much more affordable and more effective way to go.
Airman Magazine: General Goldfein said when it comes to the nuclear enterprise, that there might be a great cost to investing in it, but the cost of losing is going to be much higher. Can you expand on that statement?
Gen. Tim Ray: When you think of our nuclear triad, it must be looked at through the lens of the Chinese triad. Which is not big, but it’s a triad and modernized. The Russian triad which is large and modernized. Then, look at our triad through the minds of our allies and partners. That’s the context. And we don’t get to pick our own context. We don’t get to pick how we want to manage that. That’s the reality of how this operates.

Airman Magazine: How important is our commitment to our allies in this fight?
Gen. Tim Ray: What you’ll find is that, whatever happens in the nuclear realm, will need to play out in the capitals of all of our allies. What it is and what it isn’t, what it means and what it doesn’t mean. Because there are countries out there who are, on a routine basis, asking themselves whether they need to build a nuclear program. And because we’re doing what we do, the answer to that is no, they don’t have to. So there is a counter-proliferation dimension here. Back in the Cold War there was the United States, there was the UK, the French, and the Russians. Now there’s India, Pakistan, you’ve got North Korea, and China and so on. You’ve got a very different world. We don’t need more of those. It simply complicates it and makes it more difficult. So it has to play out in our minds, how we intend to stay the course in a way that works. That’s the difficult piece.
Airman Magazine: The Minuteman III was placed in the ground in 1973. As we look at updating those systems, moving toward more integrated, how do you look at the security aspect of that when it comes to the ICBM capability?
Gen. Tim Ray: Security on all dimensions for the nuclear portfolio is so critical. You have to have a very high degree of assurance there. What we’re doing is a priority
You now have a challenge with the old ICBM. When, not if, you need to make a modernization move for a new component, you have a phenomenal integration bill. Right now, we don’t own the technical baseline, which means we have to pay a very high price for that. It was not built to be modular, so now we have to have a lot more detailed engineering, and it’s going to take a lot longer to do that. And it’s less competitive, because there’s only handful of people, maybe one or two places which might even want to take that on.
For the new system, the Ground-Based Strategic Deterrent, there’s a different value proposition there. One, it’s modular in design. It’s mature technology. It’s built to be in the ground for a long time. We’re talking about a two-third reduction in the number of convoys, which is a significantly safer world. It’s two thirds fewer openings of the site to do work on it, and to expose it to the outside. You’ll have a more modern communication capability, which means you can design in a much more cyber-resilient capability, and you can look at redundant paths. So I think at the end of the day, the value proposition of being able to make affordable modernization moves or changes to reduce the security challenge, and to bring in that modern technology that you can now work on in a competitive environment, that’s just a much smarter way of doing business.
Airman Magazine: You mentioned the Air Force just acquired a new helicopter which your command will be utilizing. Can you please talk about the acquisition of new technology for your command?
Gen. Tim Ray: There’s a formula for affordability. You need to have mature technology. You have to have stable requirements. You need to own the technical baseline so that you don’t have to pay the prime contractor extra money to go fix it. You need to be modular so that you can make very easy modern modifications without it having to be an entirely new engineering project. So you just have to reengineer that one piece to interface with it all. Then you’ve got to get it on the ramp on time, and then begin your modernization plan. That’s the formula. That’s exactly how the new helicopter played out in a competitive environment. It was the best option. I think we’re going to find it’s going to meet our needs quite well. That’s going to be a tremendous help, and I think it’s going to go faster than fielding a brand new system. So we’re modifying something that has the capacity to be modified. I think it’s a great, great success story.
The MH-139A Grey Wolf lands at Duke Field, Fla., Dec. 19, 2019, before its unveiling and naming ceremony. The aircraft is set to replace the Air Force’s fleet of UH-1N Huey aircraft and has capability improvements related to speed, range, endurance and payload.
Airman Magazine: The Air Force has the great responsibility of being entrusted with the most powerful weapons on the planet. What’s your view in being part of such a huge responsibility?
Gen. Timothy Ray: It is a tremendous responsibility to be in charge of two thirds … On a day to day basis, to be in charge of two thirds of the country’s nuclear arsenal, while there may be some instability, the world without these particular capabilities would be very different. I believe it’s important for us to look at it beyond simply day to day stewardship. If you really think about it, it’s not just the global strike portfolio, or the Air Force portfolio, or even the DoD, the Department of Defense, this is the nation’s arsenal. And the nation’s arsenal, and our leadership role in the world, and the role we play, there’s a tremendous application across the planet. So that just underscores how important it is on a day to day basis.
Jake Larson, a World War II veteran, will be returning to Normandy, France June 2019 after 75 years. Jake is the last surviving member of a unit that stormed Omaha Beach. Many men died during World War II, and Jake often questioned why he had survived.
Jake, 96, told the New York Times, “I never thought I’d be alive 75 years later. I’m the luckiest guy in the world.”
He currently lives in the San Francisco Bay Area and had only returned to France in his mind. His humble salary at a printing business never afforded such a luxury.
However, with the help of two women and an online fund-raising campaign, Jake can now return to France for the 75th Anniversary of D-Day.
“I can’t believe people would donate to me — they don’t even know me,” Jake stated.
Jake is planning to write a memoir and calls his trip to France the final chapter.

Military pay raises in 2020 could be in the range of 3.1 percent, an increase of 0.5 percent over the 2.6 percent raise in 2019, according to federal economic indicators that form the basis for calculating the raise.
The first indications of what the Defense Department and White House will recommend for troops’ 2020 pay raise are expected to come March 12, 2019, in the release of the Pentagon’s overall budget request for fiscal 2020.
By statute, the major guideline for determining the 2020 military pay raise will come from the quarterly report of the U.S. Employment Cost Index (ECI) put out by the Bureau of Labor Statistics (BLS).
In a January report, BLS stated, “Wages and salaries increased 3.1 percent for the 12-month period ending in December 2018” for the private sector, according to the ECI. The 3.1 percent figure will now be a major factor in gauging the military pay rate that will go into effect in January 2020.

According to the Pentagon’s website on military compensation, “Unless Congress and/or the president act to set a different military basic pay raise, annual military basic pay raises are linked to the increase in private-sector wages as measured by the Employment Cost Index.”
However, the ECI formula, while setting a guideline, has often served as the opening round of debate over military compensation between the White House and Congress.
Congress is not expected to take action on military pay rates for 2020 until approval of the National Defense Authorization Act in 2019.
By law, the NDAA should be enacted before the start of the next fiscal year on Oct. 1, 2019, but Congress has often missed the deadline and passed continuing resolutions to keep the military operating under the previous year’s budget.
The debate over the NDAA could be more complicated and heated this year since the Democrats took control of the House.

Dumas is also the author of a how-to podcasting book, Podcast Launch, which give a 15-step tutorial in launching one’s own successful podcast, in his own words, using his own theories on growing an audience and monetizing it. “What happens if somebody knocks on the door of the Oval Office and says, ‘Mr. President, they’ve launched’?” Sen. Jim Risch said.
Mattis replied: “Our ballistic-missile-defense forces at sea and in Alaska and California … the various radars would be feeding in, and they would do what they’re designed to do as we make every effort to take them out.”
“The response — if that’s what you’re referring to — would, of course, depend on the president,” Mattis said. He explained that the president would see a “wide array” of options that included cooperation with US allies.
“Defenses will go,” Mattis said. “The president will be woken up or whatever, but our commands are — we rehearse this routinely.”
Secretary of State Rex Tillerson added: “Some judgment would be made over whether a necessary and proportionate response is required.”
But neither Tillerson nor Mattis would categorically rule out a nuclear first strike on North Korea. Both made statements to the effect that if the US knew a North Korean nuclear attack on the US was imminent, President Donald Trump reserved the right to preempt it with a launch.
“The fact is that no president, Republican or Democrat, has ever forsworn the first-strike capability,” Tillerson said. “That has served us for 70 years.”
