The new Ford-class supercarriers are being delivered to the US Navy without the ability to deploy with the service’s new stealth fighters, and lawmakers have decided to put a stop to it.
It’s very difficult to get something like an aircraft carrier cheaply and quickly and have it work well. In the case of the Ford-class carriers, the Navy program is facing cost overruns, delivery delays, and missing capabilities.
The Navy has been accepting unfinished aircraft carriers that are lacking critical capabilities, such as the ability to deploy with fifth-generation fighters.
The service has been planning to complete the necessary work after delivery to skirt the caps imposed by Congress to keep costs from soaring, USNI News reported this week. The workaround ultimately results in higher costs in the long run.

The USS Gerald R. Ford (CVN-78), which should be delivered back to the fleet this fall, currently lacks the ability to deploy with F-35s, and the USS John F. Kennedy (CVN-79), which is still in the works, will not be able to deploy with F-35s either, at least not upon initial delivery.
That’s a big problem for Congress.
“CVN-79 will not be able to deploy with F-35s when it’s delivered to the Navy,” a congressional staffer said this week, telling reporters that it’s “unacceptable to our members that the newest carriers can’t deploy with the newest aircraft.”
The Navy argues that while the newest carriers may not be ready to carry F-35s upon delivery due to the need for additional modifications, none of which require significant redesigns to the ship, they will be ready to go by the time the air wing is stood up and the carrier-based F-35Cs are ready for operational deployment aboard the Navy’s new flattops.

The “F-35C modifications for CVN-78 and CVN-79 are currently scheduled for a future post-delivery modernization maintenance period that will occur prior to the planned F-35C operations on those carriers,” Captain Daniel Hernandez, a spokesman for the Navy acquisitions chief, told Business Insider.
The two follow-on Ford-class carriers, CVN-80 and 81, “will be constructed with those modifications made during construction and will not require a post-delivery modification,” he further explained.
Congress isn’t having it
Lawmakers, however, are not satisfied with the Navy’s plans.
The House Armed Services Committee’s Subcommittee on Seapower and Projection Forces has included a line in the Fiscal Year 2020 National Defense Authorization Act, which is still ongoing legislation, requiring that the USS John F. Kennedy be capable of deploying with F-35s before the Navy takes delivery of the new carrier.

Experts agree that it’s time for action.
“I think it’s a good idea to drive the Navy to make the ship more complete when it’s delivered because that’s a problem that’s getting worse, not better,” Bryan Clark, a defense expert and former Navy officer, told Business Insider, explaining that Congress will need to provide financial relief as changes to the service’s current approach to aircraft carrier development will likely result in higher upfront costs.
Lawmakers have proposed amending the cost caps on the new supercarriers, a change the Navy welcomes.
“The Navy supports the lifting of cost caps on CVN78 – CVN81 so that it can take full advantage of opportunities to deliver capability earlier and more rapidly incorporate new requirements into the ship baseline,” Hernandez told Business Insider.
The new legislative measures could address a serious problem for the Navy that truthfully extends well beyond the ability of its new carriers to carry F-35s.
With the USS Gerald R. Ford, the Navy has faced challenges with the electromagnetic aircraft launch system and the arresting gear for recovering planes, the propulsion system, and the advanced weapons elevators, basically everything required for an effective next-generation aircraft carrier.

The Mi-28 Havoc attack helicopter sports a 30mm cannon in the nose and four hardpoints for carrying a mix of gun pods, rockets, anti-armor, and anti-air missiles. The pilot sits in a back seat while the weapons officer sits in the front, similar to the pilot and gunner in the American-made AH-64 Apache.

The pilots sit in an armored cockpit and, at first, could only fight during the day due to sensor limitations. Those limitations were fixed with the Mi-28N, allowing these bad boys to tackle Russia’s enemies in low light and night conditions thanks to a radome installed above the rotor.

Interestingly, the Mi-28 was pitted against the Ka-50 in trials, and the Mil-28 lost. But it performed well enough to keep flying anyway and eventually entered the main arsenal. Then, defense priority changes led to the Mi-28 becoming a rival to the Ka-50. Now, the Mi-28 regularly flies alongside the Ka-50s and Ka-52s in combat and training.

The Ka-52 Alligator is a successor to, and two-seater version of, the Ka-50 Black Shark. The attack helicopter has six weapons hardpoints that can carry everything from anti-tank missiles to rockets to a massive anti-ship missile capable of taking down tanker ships.

The Alligator uses a coaxial rotor where the two sets of blades spin in opposite directions, making it more stable than traditional helicopters and eliminating the need for an anti-torque tail rotor.

Mi-35 Hinds are a very special kind of beast. They’re often classified as an attack helicopter, but the alternate description is “heavy assault gunship,” which might be a better description. The Hind can not only tear apart enemy troops on the ground, it can also drop off an infantry squad to take control of the ground after.

When they fly in large formations, they can drop entire infantry platoons or companies into the fight and provide close combat attack support to keep those infantrymen alive and lethal. They’re expensive and ungainly, but there’s a lot of value in its capability.
Earlier in October, the Navy, Air Force, and Coast Guard worked together to save the life of a 73-year-old mariner in the Pacific Ocean.
In the morning hours of October 2, the Lady Alice, an 84-foot commercial fishing vessel sent out an emergency message. It was sailing approximately 150 miles east of Hawaii when one of its crew got sick. The victim’s fellow sailors notified the Joint Rescue Coordination Center in Honolulu, Hawaii, that the 73-year-old man was suffering from what appeared to be a stroke.
Despite administering medication to the victim, his shipmates were concerned that his situation might deteriorate. It was then decided that a team of Pararescuemen would jump next to Lady Alice and provide emergency medical care to the man.
A few hours later, three PJs from the 129th Rescue Wing jumped with their gear from an Air Force HC-130 Combat Talon II and then boarded the fishing vessel. Upon assessing the patient, the Air Commandos determined that he needed more advanced care and that a medical evacuation was necessary. The Navy was then called in, and an MH-60 Seahawk chopper from Helicopter Maritime Strike Squadron 37 transported the patient directly to the hospital.

“One of the greatest difficulties when dealing with cases in the Pacific is distance,” said Michael Cobb, command duty officer for Joint Rescue Coordination Center Honolulu in a press release. “This is why partnerships with our fellow armed services are so important out here. The Coast Guard, Navy, and Air Force all have different capabilities and through teamwork, we were able to aid a mariner in need.”
Throughout the operation, a Coast Guard HC-130 from Air Station Barbers Point provided regular weather updates and general support.
The 129th Rescue Wing is part of the California National Guard.
This is another successful non-combat rescue operation for the Air Force’s Pararescuemen. Recently, and in two separate incidents, PJs saved a man and his daughter and a teen hiker who had gotten lost in the wilderness of the Pacific Northwest.
This rescue operation showcased the interoperability between the three services, an interoperability that becomes ever more relevant and important. Great Power Competition (GPC) is the era of warfare, in which Russia, in the shorter term, and China, in the longer term, are the main threats to U.S. national security.
China currently fields the largest navy in the world. Although the U.S. Navy is aiming at a 500-ship fleet by 2045, it will be some time before that strategic vision turns into an operational capability. As a result, inter-service cooperation and interoperability are of the essence to enhance the overall effectiveness of the military.
The victim was the master of the Lady Alice. In a ship, a master is responsible for navigation. The rank used to exist in the Navy as well (it was a warrant officer position) but has long been replaced by the currently active rank of Lieutenant Junior Grade.
The rank of Master also appears in the popular film “Master and Commander,” starring Russel Crowe which takes place in the Napoleonic Wars. That version of the rank, which was between the rank of Lieutenant and Post Captain, was active in the Royal Navy during the Age of Sail and was given to officers who commanded a ship not large enough to merit a master or a captain (in rank).
North Korean soldiers shot at and wounded a fellow soldier who was crossing a jointly controlled area at the heavily guarded border to defect to South Korea on Oct.13, the South’s military said.
North Korean soldiers have occasionally defected to South Korea across the border. But it’s rare for a North Korean soldier to defect via the Joint Security Area, where border guards of the rival Koreas stand facing each other just meters (feet) away, and be shot by fellow North Korean soldiers.
The soldier bolted from a guard post at the northern side of Panmunjom village in the Joint Security Area to the southern side of the village, South Korea’s Joint Chiefs of Staff said in a statement. He was shot in the shoulder and elbow and was taken to a South Korean hospital, the South’s Defense Ministry said. It wasn’t immediately known how serious the soldier’s injuries were or why he decided to defect.
South Korean troops found the injured soldier south of the border after hearing sounds of gunfire, a South Korean Defense Ministry official said, requesting anonymity, citing department rules. South Korean troops didn’t fire at the North, he said.
The defection came at a time of heightened tension over North Korea’s nuclear weapons program, and could escalate animosities between the rival countries. North Korea has typically accused South Korea of enticing its citizens to defect, something the South denies.
About 30,000 North Koreans have defected to South Korea since the end of the 1950-53 Korean War, but most travel through China.
Panmunjom, once an obscure farming village inside the 4-kilometer-wide (2 1/2-mile-wide) Demilitarized Zone that separates the two Koreas, is where an armistice was signed to pause the Korean War. Jointly controlled by the American-led U.N. Command and North Korea, the DMZ is guarded on both sides by hundreds of thousands of combat-ready troops, razor-wire fences and tank traps. More than a million mines are believed to be buried inside the zone.
American presidents often visit Panmunjom and other DMZ areas during their trips to South Korea to reaffirm their security commitment to the South. President Donald Trumpplanned to visit the DMZ to underscore his stance against North Korea’s nuclear program when he came to South Korea last week as part of an Asian tour, but his plans were thwarted by heavy fog that prevented his helicopter from landing at the border area.
At Panmunjom, North Korean soldiers wearing lapel pins with the images of late North Korean leaders often use binoculars to monitor visitors from the South. They stand only several meters (yards) away from tall South Korean soldiers wearing aviator sunglasses and standing motionless like statues. This makes the area a popular stop for visitors from both sides.
Areas around Panmunjom were the site of bloodshed and defection attempts by North Koreans in the past, but there have been no such incidents in recent years.
The most famous incident was in 1976, when two American army officers were killed by ax-wielding North Korean soldiers. The attack prompted Washington to fly nuclear-capable B-52 bombers toward the DMZ in an attempt to intimidate North Korea.
In 1984, North Korean and U.N. Command soldiers traded gunfire after a Soviet citizen defected by sprinting to the South Korean sector of the truce village. The incident left three North Korean soldiers and one South Korean soldier dead. In 1998, a North Korean solider fled to South Korea via Panmunjom.

Several prominent leaders in the national defense community are calling upon the Pentagon to re-start production of the high-speed F-22 Raptor stealth fighter jet which began air attacks against ISIS targets in Iraq and Syria.
Citing Russian and Chinese stealthy fighter jet advances, Rep. Randy Forbes, R-Va., and former Air Force Secretary Michael Wynne wrote an OPED in the Wall Street Journal describing the current fleet of F-22s as massively insufficient to address today’s fast-changing global threat environment.
The F-22’s recent performance in combat missions for Operation Inherent Resolve over Iraq and Syria have led observers and analysts to emphasize the importance of the fighter.
The OPED argues that the Pentagon needs to resurrect production of the Lockheed-Boeing-built Raptor or replace it with a new aircraft with comparable capabilities; Forbes is the current Chairman of the House Armed Services Committee’s Seapower and Projection Forces Subcommittee and Wynne served as Secretary of the Air Force from 2005 until 2008.
“Raptor incorporated cutting-edge technologies that had never been combined in a single aircraft: composite materials, computer avionics, thrust-vectoring engine nozzles, and radar countermeasures. It became the first “fifth generation” fighter, a high-speed, super-maneuverable stealth aircraft that still outclasses everything else in air-to-air combat,” the OPED writes.
The Air Force had originally planned to build more than 700 F-22s, however ongoing wars in Iraq and Afghanistan inspired new, more immediate thinking regarding the global threat calculus – leading the Pentagon to ultimately truncate the fleet sized down to only 187 jets, the OPED says.
The move was part of a Pentagon culture fostered by former Defense Secretary Robert Gates wherein developers were suffering from what he called “next-war-it is” and not sufficiently focused upon the pressing needs on ongoing ground wars.
“By the time the Raptor started rolling off the production line in 2002, the high-tech threats it had been designed to defeat had faded from view. Instead of Russian MiGs, Pentagon leaders were worried about improvised explosive devices,” the essay writes.
Writing that the U.S. Air Force’s fleet is the smallest and the oldest it has ever been, Forbes and Wynne point out that Russia and China have been developing, fielding new fighters and, in some cases, and exporting sophisticated air defenses to countries like Iran.
“Russia rolled out its first fifth-generation stealth fighter, the PAK-FA, in 2010. China followed in 2011, flight-testing the J-20, an F-22 look-alike, while Secretary Gates was visiting Beijing. Gen. Mark Welsh, the Air Force’s chief of staff, warned last year that future Russian and Chinese jets “will be better than anything we have today,” Forbes and Wynne write.
In addition, the House Armed Services Committee recently added language to a draft version of the proposed defense authorization bill requiring the Air Force to study the issue of restarting F-22 production.
Air Force officials have explained that, as much as the service may want more F-22s in the fleet, the money to build them again would most likely need to come from elsewhere in the budget.
As evidence of the current Air Force position on the issue, the service’s Military Deputy for Acquisition Lt. Gen. Arnold Bunch, recently told Congress that restarting F-22 production would require billions of dollars.
Bunch cited a recent Rand study on the issue, explaining that the service was no longer analyzing the possibility due to budget realities.
“We viewed it, in the light of the balancing act we’re already doing between readiness and modernization, as something that would be cost prohibitive and we would have to take something else out that we value right now to try to meet the requirements to be able to do that. And so we have not put any further analysis into that,” Bunch said.
On this topic, however, the Forbes-Wynne letter cites the Rand study’s finding that it would cost over $500 million (in 2008 dollars) to restart production on the F-22.
“If the Air Force ordered 75 additional jets, Rand estimated they would cost $179 million each,” the letter states.
If lawmakers were somehow able to increase the budget or secure the requisite funding for additional F-22s, it certainly does not seem inconceivable that Air Force and Pentagon developers would be quite enthusiastic.

Inside the F-22’s Mission in Iraq
Air Force F-22 Raptor fighter jets delivered some of the first strikes in the U.S.-led attacks on the Islamic State in Iraq and Syria, when aerial bombing began in 2014, service officials told Scout Warrior.
After delivering some of the first strikes in the U.S. Coalition-led military action against ISIS, the F-22 began to shift its focus from an air-dominance mission to one more focused on supporting attacks on the ground.
“An F-22 squadron led the first strike in OIR (Operation Inherent Resolve). The aircraft made historic contributions in the air-to-ground regime,” Col. Larry Broadwell, the Commander of the 1st Operations Group at Joint Base Langley-Eustis, Virginia, told Scout Warrior in an interview.
Even though ISIS does not have sophisticated air defenses or fighter jets of their own to challenge the F-22, there are still impactful ways in which the F-22 continues to greatly help the ongoing attacks, Broadwell said.
“There are no issues with the air superiority mission. That is the first thing they focus on. After that, they can transition to what they have been doing over the last several months and that has been figuring out innovative ways to contribute in the air-to-ground regime to support the coalition,” Broadwell said.
As a fifth-generation stealth fighter, the F-22 is specifically engineered for air supremacy and air dominance missions, meaning its radar-evading technology is designed to elude and destroy enemy air defenses. The aircraft is also configured to function as the world’s premier air-to-air fighter able to “dogfight” and readily destroy enemy aircraft.
“Air superiority, using stealth characteristics is our primary role. The air dominance mission is what we will always do first. Once we are comfortable operating in that battlespace, our airmen are going to find ways to contribute,” Broadwell explained.
F-22 as “Aerial Quarterback”
The F-22’s command and control sensors and avionics help other coalition aircraft identify and destroy targets. While some of the aircraft’s technologies are not “publically discussable,” Broadwell did say that the F-22’s active and passive sensors allow it to function as an “aerial quarterback” allowing the mission to unfold.
“Because of its sensors, the F-22 is uniquely able to improve the battlefield awareness – not just for airborne F-22s but the other platforms that are airborne as well,” he said. The Raptor has an F-22-specific data link to share information with other F-22s and also has the ability to use a known data link called LINK 16 which enables it to communicate with other aircraft in the coalition, Broadwell explained.
For example, drawing upon information from a ground-based command and control center or nearby surveillance plane – such as a Joint Surveillance and Target Attack Radar System – the F-22 can receive information or target coordinates from nearby drones, Broadwell explained.
Newer F-22s have a technology called Synthetic Aperture Radar, or SAR, which uses electromagnetic signals or “pings” to deliver a picture or rendering of the terrain below, allow for better target identification.
The SAR technology sends a ping to the ground and then analyzes the return signal to calculate the contours, distance and characteristics of the ground below.
“The addition of SAP mapping has certainly enhanced our air-to-ground capability. Previously, we would have to take off with pre-determined target coordinates. Now, we have an ability to more dynamically use the SAR to pinpoint a target while airborne,” Broadwell added.
Overall, the Air Force operates somewhere between 80 and 100 F-22s.
“The F-35 is needed because it is to global precision attack what the F-22 is to air superiority,” he added. “These two aircrafts were built to work together in concert. It is unfortunate that we have so few F-22s. We are going to ask the F-35 to contribute to the air superiority mission,” he said.
The F-22 is known for a range of technologies including an ability called “super cruise” which enables the fighter to reach speeds of Mach 1.5 without needing to turn on its after burners.
“The F-22 engines produce more thrust than any current fighter engine. The combination of sleek aerodynamic design and increased thrust allows the F-22 to cruise at supersonic airspeeds. Super Cruise greatly expands the F-22’s operating envelope in both speed and range over current fighters, which must use fuel-consuming afterburner to operate at supersonic speeds,” Broadwell explained.
The fighter jet fires a 20mm cannon and has the ability to carry and fire all the air-to-air and air-to-ground weapons including precision-guided ground bombs, such Joint Direct Attack Munitions called the GBU 32 and GBU 39, Broadwell explained. In the air-to-air configuration the Raptor carries six AIM-120 AMRAAMs and two AIM-9 Sidewinders, he added.
“The F-22 possesses a sophisticated sensor suite allowing the pilot to track, identify, shoot and kill air-to-air threats before being detected. Significant advances in cockpit design and sensor fusion improve the pilot’s situational awareness,” he said.
It also uses what’s called a radar-warning receiver – a technology which uses an updateable data base called “mission data files” to recognize a wide-range of enemy fighters, Broadwell said.
Made by Lockheed Martin and Boeing, the F-22 uses two Pratt Whitney F119-PW-100 turbofan engines with afterburners and two-dimensional thrust vectoring nozzles, an Air Force statement said. It is 16-feet tall, 62-feet long and weighs 43,340 pounds. Its maximum take-off weight is 83,500.
The aircraft was first introduced in December of 2005, and each plane costs $143 million, Air Force statements say.
“Its greatest asset is the ability to target attack and kill an enemy without the enemy ever being aware they are there,” Broadwell added.
Beyond hardware, however, countries in Asia are also reassessing the balance of power there, contemplating how to engage China and what role the US — long a guarantor of security and trade in the region — will play going forward.
“Everyone out in Asia is, on one hand, scared of China, and, the other hand, they need China for trade,” Mike Fabey, author of the 2017 book Crashback, about tensions between China and the US in the Pacific, told Business Insider. “Also there’s a real sense of, ‘China’s right here. America’s on the other side of the world.'”
Officials in the region felt the Obama administration “was letting China slide with a few things here and there” to secure cooperation, or at least noninterference, from Beijing on other issues, like the Paris climate accord, Fabey said. “But even with that, there was still definitely a feeling, ‘Hey, America’s got our back.'”
The Trump administration has referred to the region as the “Indo-Pacific,” in what is likely meant to be a rhetorical swipe at China, though it also points to the region’s maritime dimensions. But, Fabey said, “with the recent administration, there’s much more of a feeling now in the Western Pacific, even from folks like Australia, who are really wondering exactly how far America would go now if China were to do anything.”
That has translated into greater interest in local partnerships.
“You’re starting to see Australia, Japan, and India, for example, there’s a new emerging trilateral out there, and that they’re counting the US out. The US is involved,” Fabey said, but there’s now more of a feeling of, “‘we’re on our own more, at least we should act like we’re on our own more, and we’ll do it without the US if we have to.'”
‘They’re very good at playing that card’
First proposed in 2007, the Quadrilateral Security Dialogue, or Quad, made up of the US, Japan, Australia, and India, gained new life in 2017, when officials from those countries met to discuss a “free and open Indo-Pacific” and seven core themes, including freedom of navigation, maritime security, and a rules-based order in the region.
Some members of the Quad have tread carefully out of concern about China, which protested its restoration. India has also expressed reticence about the partnership — in part over concerns about its own autonomy as well as doubts about the other three countries’ approaches to China.
“China likes to play the card, ‘Look, you’re Asian. We’re Asian. Quite honestly, no Western power is going to protect your Asian rights out here … You can’t depend on the West to do that,'” Fabey told Business Insider. “And they’re very good at playing that card.”
But cooperation between countries in the region continues, with an eye on securing and enhancing trade and security.
Japan has increased efforts to counter China’s Belt and Road initiative, ramping up international partnerships and investments — including in Sri Lanka, where a recent Chinese port project has angered India.
Australia has followed suit, talking to the US, India, and Japan about a joint regional infrastructure program to rival Beijing’s outreach.
Australia, India, and Japan have been pursuing a trilateral partnership since late 2015, aimed at ensuring “open and free” movement in the region and advancing their shared interests.
The Malabar 2017 exercises in summer 2017, in which India, Japan, and the US took part, emphasized antisubmarine warfare — including submarine-on-submarine exercises. “Nowhere else does the American Navy do that,” Fabey noted, saying cooperation between US and Indian navies “is unlike any other in the world.” (While New Delhi blocked Australia’s participation in Malabar 2017, their defense cooperation has progressed.)
India and Japan did three days of antisubmarine exercises in the Indian Ocean in October 2017.
In March 2018, Vietnam’s president visited India, where the leaders of the two countries put out a statement pledging to continue defense cooperation. Two days later, US carrier made a port call in Vietnam — the first such visit in four decades and a sign of growing ties between the US and Hanoi (whose acquisition of submarines has also irked China).
Around the same time, India’s army chief said that New Delhi was working with Australia, Japan, and the US to guarantee “freedom of navigation” in the region. A few days later, India began its Milan 2018 naval exercises, underscoring New Delhi’s growing engagement with the region.
The Milan exercises were first held in 1995 with four countries. This year, 16 countries joined the drills, which, for the first time, included a joint multilateral exercise at sea. The naval portion took place around the Andaman and Nicobar Islands, strategically located near the Malacca Straits, which connects the Indian and Pacific oceans.
That was followed in late March 2018 by the fourth meeting between US Chief of Naval Operations Adm. John Richardson and Indian navy chief Adm. Sunil Lanba, where they “discussed ways to improve interoperability to include additional naval exercises and staff talks.”
As with the Quad, India, which uses Russian-made military hardware, has been reluctant about joint operations. Its reticence about information-sharing has reportedly hindered those exercises and broader interoperability.
‘Like their Caribbean’
China has made clear its displeasure with such regional cooperation.
When Japan’s inclusion in the Malabar exercise was permanent in late 2015, Beijing reacted sharply, saying it hoped “the relevant country will not provoke confrontation and heighten tensions in the region.”
The rivalry between China and India in the Indian Ocean appeared inflamed in February 2018, when both looked poised to respond in the Maldives, where the government imposed a state of emergency, jailed opponents, and stifled protests. (The state of emergency was lifted in late March 2018.) India has long wielded influence in the Maldives, but the government there has courted China, buying into what critics fear is Beijing’s “debt-trap diplomacy.”
China has also flexed its muscles in the South and East China Seas. In January 2018, a Chinese sub was detected around the Senkaku/Diaoyu Islands, which are controlled by Japan but disputed by Beijing. It the first confirmed identification of a Chinese sub that area and drew a Japanese protest. Chinese ships have entered that area on six days this year, most recently on March 23, 2018.
In recent days, Vietnam, which has sought to mollify Beijing after the US carrier’s visit, assented to Chinese pressure to scrap an offshore oil-drilling project — the second time in a year Hanoi has done so. The cancellation is likely to be read in Beijing as a sign Vietnam’s strategic thinking has not changed, despite US shows of force in the area.
Such a victory means Beijing’s efforts to assert its claims, and to influence its neighbors, are unlikely to end. Even with regional efforts to counter China, the country’s geography, resources, and military put it in a position to wield considerable influence over the region and the trade that passes through it — which makes a continuing US presence all the more important, said Fabey, author of Crashback.
“If the US were to pull back from there … China would take control, and if China wants to do this, they basically would,” he told Business Insider. “The South China Sea could be like their Caribbean. How we control the Caribbean, China says it wants to control the South China Sea.”
“Now as long as everything’s equal — that is to say, that China is benefiting from that being free and open — then I guess there’s no problem,” Fabey said. But that could change, he added, if Beijing decides changing it is in its interests. “China will always do what’s best for China.”
The Smyrna, Georgia-based company submitted versions of its 9mm Glock 19 and .40 caliber Glock 23 pistols in the Army’s effort to replace its M9 9mm pistol. The release of the photos comes three weeks after the Government Accountability Office denied Glock’s protest against the US Army’s decision to select Sig Sauer, Inc., to make the service’s new Modular Handgun System.
“GLOCK, Inc. met or exceeded all of the mandated threshold requirements set forth in the RFP by the Army,” Josh Dorsey, vice president of Glock said in a statement.
Military.com has requested an interview with Glock to give the company the opportunity to explain why it protested the Army’s decision.
Glock’s MHS pistols feature a frame-mounted thumb safety and a lanyard ring next to the magazine well.
Glock filed the protest with the GAO on Feb. 24, challenging the Army’s interpretation of the solicitation regarding the minimum number of contract awards required by the Request for Proposal, according to a statement by Ralph O. White, managing associate general counsel for Procurement Law at GAO. Glock also alleged that the Army improperly evaluated its proposal.
“GAO denied the challenge to the interpretation of the solicitation, finding that the RFP allowed the Army to make only one award, although up to three awards were permitted by the RFP’s terms, White wrote. “GAO also denied the challenge to the Army’s evaluation of Glock’s proposal on the basis that any errors did not prejudice Glock in the competition.”
The Army launched its long-awaited XM17 Modular Handgun System competition in late August 2015 to replace its Cold War-era M9 9mm pistol.
The Army awarded Newington, New Hampshire-based Sig Sauer the MHS contract Jan. 19, selecting a version of its P320 to replace the Beretta M9 service pistol. The decision formally ended the Beretta’s 30-year hold on the Army’s sidearm market.

Douglas Taurel plays Luke, an Army veteran returning home after serving in Afghanistan. Taurel himself is best known for his gripping one-man play, The American Soldier, in which he plays multiple characters, bringing the viewer from the Revolutionary War to the current conflict in the Middle East. The play itself and all of his unforgettable relationships built with veterans of every walk of life inspired Landing Home.
The child of Jewish Argentinian immigrants, he grew up with his father who was in love with America and her promises. A deep love he passed to his son.
“The thing that got me going was being involved in 9/11. I was coming out of the second tower when that second plane hit it,” Taurel shared. “I couldn’t join [the military] because I was blind in my left eye. But that’s what got me involved in working with veterans.”
Taurel began furiously reading and following America’s involvement in Iraq and Afghanistan. While researching other wars he read letters from soldiers who’d been involved in all of America’s conflicts, describing their experiences. As he was reading, he made a shocking revelation. They were all the same, whether it was written during the Civil War or modern times, the struggles of these veterans couldn’t be differentiated. That discovery led him on a six-year journey to creating The American Soldier.
But he wasn’t done yet.
“The series really came from the QA we always have after the play. Vets would come up to me after the show and share their stores. Everyone always said ‘you have to turn this into a movie’,” Taruel said. While he didn’t think it was feasible to fit all his characters into a movie, he decided to create a modern soldier who embodied those characters for a web series.
Taurel wanted it to be a real and true compilation of all of the veteran stories he’d been privy to. On set, 17 of the cast and crew were veterans themselves. Launched through Vimeo, the first episode is an immediate poignant reminder of how difficult reintegration is for veterans. Something as simple as a birthday party is overwhelming for a veteran suffering from post-traumatic stress disorder.
Landing Home brings viewers along on the journey of a former soldier trying to reintegrate into civilian life. The obvious struggle Luke walks through is a heartbreaking reminder of the cost of war, as his story is an accurate depiction of a true veteran. Each episode is filled with moments that bring you deep inside to feel the effects of combat.
“We have a history as a nation of not taking care of our veterans, that goes back to the Revolution,” Taurel said. “It is a beautiful country, but it has been paid in blood. If we honored our veterans more, we’d think about war a whole lot differently. It’s easy to go to war when you aren’t involved.”
There’s another scene, in a bar that stands out. Luke is obviously struggling and an older gentleman sits beside him. A quiet and heavy silence sits in the air. Then the man says, “Where did you serve?” This moment stands out because one veteran immediately knew another and their fight, on sight.
“We owe our veterans so much. I think we’ve become selfish as a country. We’ve forgotten the people who have given us the liberties and freedoms we have,” Taurel explained. He continued, “That’s why I do the projects that I have, I want people to understand what service really means.”
The series does not hold back. The raw and true compilations of the experiences of America’s veterans in Landing Home will move you. Taurel hopes that viewers walk away with a deep understanding of what “Thank you for your service” really means.

The US Navy is planning to finally test the electromagnetic railgun it has spent years and hundreds of millions of dollars developing aboard a warship, according to new documents detailing the service’s testing and training plans.
Unlike conventional guns, a railgun uses electromagnetic energy rather than explosive charges to fire rounds farther and at six or seven times the speed of sound.
“The kinetic energy weapon (commonly referred to as the rail gun) will be tested aboard surface vessels, firing explosive and non-explosive projectiles at air- or sea-based targets,” the Navy’s 1,800-page Northwest Training and Testing Draft Supplemental Environmental Impact Assessment revealed.
The Seattle Times, followed by Task Purpose, was the first to report the Navy’s latest testing plans and the possibility of a milestone achievement for the railgun program.

The Navy, which has spent more than a decade and at least 0 million trying to build a working railgun, was initially expected to conduct a sea test of this new weapon aboard the Spearhead-class expeditionary fast transport vessel USNS Trenton at Eglin Air Force Base’s maritime test range in the summer of 2016.
That test never took place. Instead, the Navy chose to continue testing the weapon on land. If the Navy’s new testing and training plans are approved, sea trials for the railgun could take place as early as next year. It’s unclear what type of test platform might be involved.
Should the Navy test its railgun at sea, it will be a major achievement for a program that has struggled for quite some time now. When asked about the program earlier this year, the best answer Chief of Naval Operations Adm. John Richardson could offer was: “It’s going somewhere, hopefully.”
The US is not the only country chasing this technology. Another clear competitor is China, which has already managed to arm a warship — the Type 072III Yuting-class tank-landing ship “Haiyang Shan” — with a railgun. The weapon is believed to have been put through some preliminary sea trials.

It is unclear how far along the Chinese railgun program is, but the competition is on. Chinese media proudly boasted in January that “China’s naval electromagnetic weapon and equipment have surpassed other countries and become a world leader.”
The railgun is a curious weapon, one that some naval affairs experts feel offers prestige to the innovator but little military advantage to the warfighter, no matter who gets their first.
“It’s not useful military technology,” Bryan Clark, an expert with the Center for Strategic and Budgetary Assessments and former US Navy officer, previously told Business Insider, arguing that it is a poor replacement for a missile. “You are better off spending that money on missiles and vertical launch system cells than you are on a railgun.”
So far, the most impressive thing to come out of the US Navy’s railgun research is the hypervelocity projectile, which the Navy has tested using the Mk 45 five-inch deck guns that come standard on cruisers and destroyers.
The Army is also looking at the HVP for its 155 mm howitzers.

If there’s one thing we know about military spouse careers, it’s that they rarely follow a set path. Work from home? Full-time job? Part time? Retail? Home sales?
But military spouses don’t just forge their own paths, they willingly share the lessons they’ve learned on the way to make working easier for everyone else. And that was exactly the theme during an employment help panel at a military spouse town hall event in May before the Armed Forces Insurance Military Spouse of the Year awards.
The employment panel featured spouses who work for nonprofits, work from home, spend time on the road or operate their own multi-level marketing business, popularly known as home sales.
Working from home can be isolating; operating a home sales business requires keeping a robust network; and getting a new gig after your next move could be all about who you know. Those are just some of the reasons the panelists said spouses should make the extra effort to show up at networking events in person, no matter what kind of job they have.
But it’s especially important for those in home sales, said Mary Nelson, a former Coast Guard spouse of the year who has long operated her own home-based business. She even suggests attending your home sales company’s conference whether you are making enough to cover the cost or not.
“Always make an effort to attend functions. You never understand what that company is about unless you make it a point to spend that money you may not have,” she said.
2. Have a designated work space and keep work hours.
Work from home? Make sure you set aside a space in your home as an office, even if it’s just a corner, and only do work there. And be careful to work only during designated work times, not around the clock. By setting work hours and a work space, you can keep your job from taking over your entire life, even if it’s based in your home.
Meal kit delivery? Amazon Subscribe and Save? Curbside grocery pick-up? Asking a friend for help? All of these are important tools military spouses should be using to keep life simple, especially during deployments or training absences, panelists said. It’s not about working harder — it’s about working smarter.
Lindsey Bradford, a former Navy spouse of the year, said she keeps her sanity as a remote worker with a heavy travel schedule by doing things throughout the day that bring her joy. On the road, for example, she finds a local coffee shop to work from and sample. It’s all about the little moments, she said.

In 1995, Iraqi dictator Saddam Hussein established his own Fedayeen corps, an irregular unit designed to protect the Ba’athist regime and Hussein himself. As of the 2003 invasion, they numbered 30,000 to 40,000 and their uniforms were more than a little unique, sporting an all-black combat uniform, black ski masks, and a familiar-looking helmet.
Yes, Saddam’s Fedayeen, Arabic for “Men of Sacrifice,” wore enormous Darth Vader helmets. Their commander, Hussein’s son Uday, was a huge Star Wars fan. The above picture is an actual example from the Imperial War Museum in Britain.
Other Middle Eastern personalities had their Fedayeen forces, notably Egyptian President Gamal Abdul Nasser and the Palestinian Liberation Organization, but neither of those had the Sci-fi panache of the Fedayeen Saddam. Founded in 1995, the irregular Iraqi guard unit was Saddam Hussein’s personal militia.
Members were recruited into the Fedayeen Saddam as young as age 16. They received no specialty training or heavy weapons and were not members of the regular Iraqi military. So, as awesome as watching a fighting Darth Vader in “Rogue One” was, their Iraqi Doppelgängers were not so awesome.
In reality, they were mainly used to stop smuggling in Iraq, and then later became the smugglers, extortionists, torture, and whatever else the Husseins had them do. It was all good as long as they didn’t shake down government officials.
Though U.S. military planners knew about the existence of the Fedayeen Saddam before the 2003 invasion, they weren’t sure what they would be used for once the shooting started. The best estimate was as guerrilla fighters behind U.S. lines, which they generally did in urban areas. It was the Fedayeen Saddam who ambushed U.S. Marines in Nasiriyah under a flag of surrender in 2003.
Even after the regular army and Republican Guard forces crumbled away, the Fedayeen Saddam harassed U.S. troops through April 2003. Uday and Qusay famously found their end with a few members of the Fedayeen Saddam that same year.
