The USS Little Rock, a US Navy littoral-combat ship commissioned in late December 2017, finally left the port of Montreal late March 2018, more than three months after docking there for a short stop on its maiden voyage.
The Little Rock was commissioned in Buffalo, New York, on Dec. 16, 2017, but its journey to Mayport Naval Station in northeast Florida was delayed when the ship became stuck in Montreal a few days after Christmas. Unusually cold temperatures, icy conditions, and a shortage of tugboats to guide it out of port all contributed to the Little Rock staying in Canada.
The Navy said in January 2018 that the Little Rock would remain in Montreal “until wintry weather conditions improve and the ship is able to safely transit through the St. Lawrence Seaway.”
That stay lasted until 6:15 on the morning of March 31, 2018, port officials told the CBC. Navy spokeswoman Lt. Cmdr. Courtney Hillson confirmed the departure. “Keeping the ship in Montreal until weather conditions improved ensured the safety of the ship and crew,” Hillson told Business Insider.
The Little Rock is expected to reach Florida later in April 2018, making several stops along the way.
The decision to keep the ship at Montreal was made on Jan. 19, 2018. Hillson told Business Insider at the time that the Little Rock’s crew was carrying out routine repair work and focusing “on training, readiness, and certifications.”

The ship was outfitted with temporary heaters and 16 de-icers to prevent ice accumulation on the hull and its roughly 170-person crew given cold-weather clothing in response to the delay, according to the CBC.
“We greatly appreciate the support and hospitality of the city of Montreal, the Montreal Port Authority and the Canadian Coast Guard,” the Little Rock’s commanding officer, Cmdr. Todd Peters, said in a statement. “We are grateful for the opportunity to further enhance our strong partnerships.”
Canadians living near the port complained about constant noise coming from the ship’s generators. The Port of Montreal dimmed lights illuminating the ship and adjustments were made to the soundproofing around the Little Rock’s generators.
The Little Rock was the fifth Freedom-class littoral combat ship to join the US Navy. It is 389 feet long with a draft of 13.5 feet, according to the US Navy. It has a top speed of over 45 knots and displaces about 3,400 tons fully loaded. The ship is scheduled for more training and combat-systems testing in 2018, its commander said in late December 2017.
Littoral combat ships are designed to operate near shore, and their modular design is meant to enable them to perform a variety of surface missions, mainly against small, fast attack craft as well as anti-mine and anti-submarine missions.
The LCS program has struggled with accidents and been criticized for cost overruns. The Navy said in January 2018 that LCS mission modules, designed to allow the ships to perform their three mission types, will enter service in 2019, 2020, and 2021.

Congressional Republicans and Democrats have reached agreement on a bill to make it easier for the Department of Veterans Affairs to fire its employees, part of an accountability effort touted by President Donald Trump.
The deal being announced May 11 could smooth the way for final passage on an issue that had been largely stalled since the 2014 wait-time scandal at the Phoenix VA medical center. As many as 40 veterans died while waiting months for appointments as VA employees created secret waiting lists and other falsehoods to cover up delays.
The Hill deal followed a fresh warning from the VA inspector general’s office of continuing patient safety problems at another facility, the VA medical center in Washington D.C. After warning of serious problems there last month, the IG’s “rapid response” team visited the facility again on Wednesday and found a patient prepped for vascular surgery in an operating room, under anesthesia, whose surgery was postponed because “the surgeon did not have a particular sterile instrument necessary to perform the surgery.”
The team also found “surgical instruments that had color stains of unknown origin in sterile packs,” according to the IG’s letter sent Wednesday to the VA. The IG again urged the department to take immediate action to ensure patients “are not placed at unnecessary risk.”
The new accountability measure, led by Sen. Marco Rubio, R-Fla., softens portions of a bill that had passed the House in March, which Democrats criticized as unfairly harsh on workers. Sens. Jon Tester of Montana and Johnny Isakson of Georgia, the top Democrat and the Republican chair on the Senate Veterans’ Affairs Committee, agreed to back the new bill after modifications that would give VA employees added time to appeal disciplinary actions.
House Veterans Affairs’ Committee Chairman Phil Roe, sponsor of the House measure, said he would support the revisions.
“To fully reform the VA and provide our nation’s veterans with the quality care they were promised and deserve, we must ensure the department can efficiently dismiss employees who are not able or willing to do their jobs,” Rubio told The Associated Press.
It comes after Trump last month signed an executive order to create a VA Office of Accountability and Whistleblower Protection, with an aim of identifying “barriers” that make it difficult for the VA to fire or reassign bad managers or employees. VA Secretary David Shulkin had urged the Senate to act quickly to pass legislation.
The GOP-controlled House previously approved an accountability bill mostly along party lines. Rep. Tim Walz, D-Minn., argued the House should embrace language instead from a bipartisan bill by Isakson from last year with added due process protections for workers.
The Senate bill to be introduced Thursday adopts several portions of that previous Isakson bill, including a longer appeal process than provided in the House bill — 180 days vs. 45 days, though workers would not be paid during that appeal. VA executives would be held to a tougher standard than rank-and-file employees for discipline. The Senate bill also codifies into law the VA accountability office created under Trump’s order, but with changes to give the head of the office more independent authority and require the office to submit regular updates to Congress.
Conservative groups praised the bill.
“These new measures will disincentivize bad behavior within the VA and further protect those who bravely expose wrongdoing,” said Dan Caldwell, policy director of Concerned Veterans for America, pointing to a “toxic culture” at VA.
The agreement comes in a week in which Senate Democrats are standing apart from Trump on a separate issue affecting veterans, the GOP bill passed by the House to repeal and replace the nation’s health care law. Sen. Tammy Duckworth, D-Ill., warned the House measure would strip away explicit protections to ensure that as many as 8 million veterans who are eligible for VA care but opt to use private insurance would still receive tax credits.
Many veterans use a private insurer if they feel a VA facility is too far away, or if they don’t qualify for fuller VA coverage because they have higher incomes or ailments unrelated to their time in service, said Duckworth, a combat veteran who lost her legs and partial use of her right arm during the Iraq war. A group of GOP senators is working to craft their own health bill.
“Trumpcare threatens to rip health care out of their hands,” Duckworth said at a news briefing this week. “The question left is what will Senate Republicans do?”
Congress has had difficulty coming to agreement on an accountability bill after the Phoenix VA scandal. A 2014 law gave the VA greater power to discipline executives, but the department stopped using that authority after the Obama Justice Department deemed it likely unconstitutional.
Critics have since complained that few employees were fired for various VA malfeasance, including rising cases of opioid drug theft, first reported by the AP.
The Air Force is launching a next-generation airborne surveillance and command and control technology intended to successfully synchronize air, ground, drone, and satellite assets onto a single, seamless network, service officials said.
The emerging system, planned to reach full maturity in the 2040s, is called Advanced Battle Management and Surveillance (ABMS). It was introduced in the recently released Air Force 2019 budget.
“The budget proposes to change the way we execute battlefield management command and control in the multi-domain environment,” an Air Force official explained to Warrior Maven.
This initiative, carving out a new innovation-based short and long-term plan, articulates a much-deliberated Air Force path forward regarding the future of its Joint Surveillance Target Attack Radar System (JSTARS) platform. The emerging plan represents the manifestation of lengthy Air Force considerations about whether the large and “not-so-stealthy” JSTARS platform would remain functionally useful in a high-threat, high-tech, modern environment.
ABMS seeks to harvest the latest ISR-oriented technologies from current and emerging systems as a way to take a very large step forward — and connect satellites, drones, ground sensors, and manned surveillance aircraft seamlessly, in real time, across a fast-changing, dispersed combat area of operations. ABMS is described by Air Force officials as more of a “system” than platform-specific application. This technical approach is of great significance amid anticipated future threat scenarios wherein electronic attacks, cyber intrusions, and GPS “jamming” weapons are both emerging and proliferating.
Over the longer term, the advanced ABMS suite of sensors and ISR technologies could integrate on a number of current and future air platforms, Air Force officials told Warrior Maven.
At the same time, the service is also identifying a near-term “bridge” or “interim” solution to meet combat commands while ABMS develops. This plan includes an immediate effort to modernize E-3 Airborne Warning Command and Control aircraft and upgrade the current JSTARS fleet through the mid-2020s.
“We propose to modernize 7 E-3 Airborne Warning Command and Control aircraft and keep the current E-8C JSTARS operational through the mid-2020s, as we develop and transition to an advanced battle management system,” the Air Force official said.
Air Force developers further specified to Warrior Maven that integrating advanced communications, networking, and sensor capabilities onto an E-3G aircraft will “mitigate operational risk prior to the arrival of ABMS in the early 2040s.”
The JSTARS mission
The Air Force manned Joint Surveillance Target Attack Radar System has been using advanced technology to gather and share combat-relevant information, circle above military operations and share key intelligence, surveillance, and reconnaissance data with service command and control.
Since its combat missions during the Gulf War in the early 1990s, JSTARS has been an indispensable asset to combat operations, as it covers a wide swath of terrain across geographically diverse areas to scan for actionable intelligence and pertinent enemy activity.
JSTARS is able to acquire and disseminate graphic digital map displays, force tracking information and – perhaps of greatest significance – detect enemy activity; information obtained can be transmitted via various data-links to ground command and control centers and, in many instances, connected or integrated with nearby drone operations.
The current Northrop E-8C surveillance aircraft can identify an area of interest for drones to zero in on with a more narrow or “soda-straw” sensor view of significant areas below. JSTARS can detect enemy convoys, troop movements or concentrations and pinpoint structures in need of further ISR attention.
JSTARS is a critical airborne extension of the Theater Air Control System and provides Ground Moving Target Indicator data to the ISR Enterprise, Air Force officials explain.
Ground Moving Target Indicator, GMTI, is another essential element of JSTARS technology which can identify enemy movements below.
Air Force officials say the current ongoing competition to recapitalize JSTARS will continue alongside a commensurate or greater focus upon ABMS. The plan sheds some light on recent lingering questions about whether the service would continue its recap effort or replace it with something designed to operate more successfully in a high-tech modern threat environment.
Service developers have emphasized that the JSTARS recap will be a commercial derivative aircraft designed to keep pace with rapid technological changes and reduce life-cycle costs for the service.
JSTARS uses Synthetic Aperture Radar to bounce an electromagnetic “ping” off of the ground and analyze the return signal to obtain a “rendering” or picture of activity below. Since the electronic signals travel at the speed of light – which is a known entity – an algorithm can then calculate the time of travel to determine the distance, size, shape, and movement of an object or enemy threat of high value.
JSTARS planes, which have been very active supporting combat operations in Afghanistan, have flown 130,000 combat mission hours since 9/11.
Although initially constructed as a Cold War technology to monitor Soviet Union tank movements in Eastern Europe, the JSTARS has proven very helpful in key areas such as near North Korea, Iraq, and Afghanistan. The platform has also succeeded in performing maritime missions in the Pacific theater, Southcom (U.S. Southern Command), and Central Command areas of responsibility.
The JSTARS has been able to help meet the fast-expanding maritime demand for ISR and command and control due to an upgrade of its radar to Enhanced Land/Maritime Mode, Air Force officials said.
Air Force plan adjusts to advanced threats
While Air Force officials did not elaborate much on the various future threat conditions currently informing the calculus of decision-making, there has been much discussion of a broader need for air surveillance assets to operate in a more contested, high-threat, near-peer type warfare environment. Given these dynamics, broadly speaking, it makes sense that a larger, and therefore more detectable platform, like JSTARS, could be a more vulnerable target against adversaries with sophisticated weapons and sensors.
Accordingly, while JSTARS functions with great effect in lower threat combat circumstances, such as Afghanistan, where the US maintains air supremacy, its size, configuration, and radar signature are such that it could potentially be more vulnerable to advanced enemy air defenses.
At the same time, the platform is known to add tremendous value in combat scenarios — and advances in aircraft defenses, countermeasures, electronic warfare, and newer sensor technology, it seems, could potentially enable JSTARS to operate successfully against sophisticated enemy air-to-air weapons and ground-based air defense systems. Clearly, the aircraft is not intended to fly at the edge of combat, unprotected, against enemy fighter jets and air defenses — the question is what kinds of assets, emerging systems or supplemental technologies might be leveraged to expand its mission functionality in more contested areas?
An ability to address a high-threat electromagnetic warfare environment, by any estimation, is a likely focal point of the calculus regarding how best to equip large sensor platforms — such as JSTARS —for future combat environments. While many details regarding these kinds of technologies are, naturally, not available, engineering and upgrading an aircraft such as JSTARS with EW countermeasures or systems designed to minimize its electronic “signature” could indeed be fundamental to an ability to operate in sophisticated near-peer types of warfare scenarios.
It may be that other kinds of advanced countermeasures and aircraft protections, including the use of nearby unmanned drones as protection, could prove useful with respect to upgrading JSTARS to operate against advanced enemies.
There are other potential considerations or likely reasons why an upgraded current JSTARS aircraft might be positioned to operate with some success against sophisticated modern enemies; attack aircraft or stealth bombers could eliminate air defenses before a JSTARS enters a high-threat area of operation, thus enabling it to operate with great effect — electronic jamming aircraft such as the EA-18 Growler equipped with a high-tech Next-Generation Jammer, also, could potentially detect and jam radar signals from enemy air defenses — and semi-autonomous drones operated from a JSTARS cockpit in the future might test enemy air defenses or assess the threat environment while the surveillance aircraft operates at a safer distance.
Moving into the future, there may be emerging assets able to perform these missions more effectively against extremely advanced enemies; newer EW and sensor technology, for instance, are rapidly evolving such that smaller, better-protected platforms might have occasion to track wider areas at increasingly longer ranges — all while maintaining a lower radar signature. Faster computer processing speeds, enabling a smaller hardware footprint — coupled with more “hardened” networks and data links — might enable smaller, new platforms to gather, organize, analyze, and disseminate crucial, combat-relevant information in near-real time.
In short, command and control technology is evolving so quickly, that the Air Force might wish to ensure it can consistently identify and leverage the best emerging technical solutions able to perform the requisite surveillance and command and control functions currently executed by legacy JSTARS planes.
Would emerging drone surveillance technology, historically thought of as providing a “soda-straw” view of areas below, be able to survey wide-swaths of dispersed terrain across a combat area of operations? Perhaps stealthy platforms, increasingly equipped with advanced sensor technology, could perform some of the wide-area command and control missions currently taken up by the JSTARS. It may be that a new JSTARS platform could operate in tandem with other systems, networks and aerial platforms able to assist the mission in higher-risk environments. In fact, this kind of cross-domain connectivity seems to be at the heart of what ABMS seeks to accomplish.
The current JSTARS is based on a four-engine Boeing 707. Of the 16 JSTARS currently in the Air Force inventory, 11 of them are operational. The JSTARS is the only platform technically able to simultaneously perform command and control as well as ISR, Air Force developers describe.
The crew of an existing JSTARS, which can go up to 21 people or more, includes a navigator, combat systems operator, intelligence officers, technicians and battle management officers. However, technology has advanced to the point wherein a smaller crew size will now be able to accomplish more missions with less equipment and a lower hardware footprint. Advanced computer processing speeds and smaller components, when compared with previous technologies, are able to perform more missions with less hardware.
Throughout the U.S. military’s long and storied history, there have been many different military jobs that could only be completed by troops in specific, highly-trained roles. These military occupations and ratings were once critical to the fight until, eventually. they went the way of the dodo.
The military is an ever-changing beast. In one war, sending cavalrymen on horses was essential to mission success — in the next, they were useless. Once, there was a need for the Navy to have its very own rating of sailors who’d paint the sides of ships — until they figured out that all the lower enlisted could do it.
While no one is hounding for the return of horrible military jobs, like loblolly boy (an unfortunate soul who’s entire purpose was to dispose of amputated limbs) or pigeon trainer, bringing back these roles would definitely make life better.
That roar? It’s the sound of freedom.
Nothing screams Americana like a badass riding on a Harley on the way to go f*ck some sh*t up. In WWI, these troops were seen as the evolution of horseback cavalry, able to effectively maneuver through battlefields. They served as both scouts and deliverymen.
Motorcycle riders could easily fit into the current cavalry — if they’re willing to give up the safety of up-armored vehicles for a boost of speed.
They’re one part door gunner, one part scout, and all parts badass.
Aeroscouts did exactly what their name implies: They scouted from up in the air. They’d ride along with helicopters and get a bird’s eye view of the battlefield or enemy movements and relay it back to headquarters.
The only modern equivalent to this would be a UAV operator, but not even the best technology could replace the need for a skilled eye.
If each musician in the band can get their own identifier, why can’t cooks?
Back in WWI, the WAC and the Red Cross had a specific military job for women who’d make sweets and deliver them to the troops. Apparently, the sweets they made were so good that doughnuts became an American breakfast staple as a result. But they weren’t just limited to just doughnuts. They made cakes, candies, and all sorts of desserts as well.
A return of the “doughgirls” isn’t that much of a stretch. Nearly every occupation in the military is broken down by specialization and areas of expertise with an exception for cooks. Cooks, in general, know who within their ranks is best at certain tasks better. One cook might be known for serving up gourmet, single-dish items while another is lauded for their ability to feed mass amounts of troops at once — or, in this case, making desserts that boost troop morale. Why not officially specialize and let a cook play to their strengths?
What other MOS can claim as many celebrities as cartoonists?
Within the public affairs corps was the once-coveted position of cartoonist. They’d work with the various news outlets within the military and draw comic strips. Many pop-culture icons that served in the military, including Theodor Seuss Geisel (aka Dr. Seuss), Bill Mauldin of Willie and Joe fame, Shel Silverstein, and Stan Lee, cut their teeth on drawing cartoons for their fellow troops.
Comics as an art form are still beloved by troops today. Troops can’t get enough of Terminal Lance, even if they’re not in the Marines. If the military gave that creative outlet back to troops, many more stories could be told through a medium that troops adore, taking minds off the stresses of war.
How recently did Army barbers get the can? Well, Bill from 1997’s ‘King of the Hill’ was one.

Many branches used to have their very own barber that would be embedded within the unit. They kept everyone up to standards and troops didn’t have to pay a dime. As with most service-industry military jobs, civilian contractors eventually took over.
Not to discredit the fine men and women currently serving their country as tailors and laundry specialists, but troops need haircuts every week. Because troops don’t exactly make a fortune, they pinch pennies. When they pinch pennies in selecting a barber, the results are sometimes tragic.
The schoolmaster is the dude with the violin because of course he is.
Over a century ago, the Navy would take anyone willing to be on a ship. Whether they were smart (or even literate) wasn’t a factor. Schoolmasters had the duty of teaching adults what they would have learned in grade school, giving them a leg up on civilian peers who never had an education.
Let’s be real for a second. There are a lot of troops in the military who have a high school diploma or a GED that, despite the official paperwork, we all know are idiots. Having schoolmasters in service again would mean that command could refer these troops to night classes so they don’t get laughed at any time they need to read something out loud.
Hopefully, one of these will become a space shuttle door gunner and live out all of our wildest dreams.
As much as we all go to bed dreaming about being the first in line at the Space Corps recruitment office, each branch has had their own astronauts for a while- possibly the coolest military job to date. For a time, Uncle Sam exclusively sent service members into orbit. Recently, however, only a handful of actual troops have gone up.
The Army currently only has three astronauts serving under official capacity — but they’re more like liaisons to NASA. When the time is right for the Space Corps, these three are more-than-likely to rise among the ranks — you know, since they’re actually astronauts and not just people who like Star Wars.
Thousands of troops will be spending the holidays at the US-Mexico border supporting border patrol agents as they deal with the arrival of large migrant caravans.
Secretary of Defense Jim Mattis has approved a Department of Homeland Security request that will extend the mission for active-duty troops at the border into 2019, according to multiple news outlets. The “border support” mission, previously known as Operation Faithful Patriot, has officially been extended past the original Dec. 15, 2018 end date to Jan. 31, 2019.
There are currently 5,600 active-duty troops serving at the US-Mexico border. These service members are in addition to the 2,100 National Guard personnel that deployed to the border in 2018. Troops at the border spent Thanksgiving there, and now it seems they will also be spending Christmas and New Year’s at the southern border.

It is unclear how many troops will be affected by the extension. Earlier reports suggested that only around 4,000 troops would remain at the border.
US military personnel at the US-Mexico border started the deployment erecting barriers and running razor wire, but following a clash near the San Ysidro point of entry, during which border agents used tear gas and other means to disperse migrants that rushed the border, some troops have begun conducting riot control training in coordination with Customs and Border Protection.

But what if 300 Marine infantrymen, along with a couple thousand other fighters, had to repeat what Leonidas, 300 Spartans, and their Greek allies did in 480 B.C. against a modern foe?
First, the battlefield at Thermopylae in 480 B.C. was very friendly to defenders. The mountains pressed close to the sea, leaving only a thin gap of land through which Xerxes could press his army. This gap was further constricted by the Spartans when they repaired a low wall.
For the modern Marines, the gap could instead be narrowed with fighting holes, barbed wire, machine gun positions, and mines. Similarly, the fatal back path that Xerxes marched his “Immortals” through to doom Leonidas and his men could be blocked the same way, forcing an attacker to pay for every yard in blood.
Unfortunately for the Marines, their enemy can afford a few bloody engagements. While the Marines would boast 300 infantrymen and 6,000 other combat arms Marines, their enemy would number somewhere around 100,000.
The first thing the Marines would want to do against an enemy attack is copy the advantage that the Spartans used at Thermopylae, greater infantry range and stronger defenses. The Greek Hoplite carried a spear with slightly better range than the Immortal’s swords, and Hoplite armor was constructed of bronze strong enough to protect from Persian arrows.
The Marines would need to reach back in their armories for a similar range advantage. While the M4 has an effective firing range of 500 meters, the same as the AK-74 and other common infantry weapons, the M16 has a 550-meter range against a point target, a 10 percent boost. And the Marines’ body armor and defensive fortifications would give them an advantage over attackers similar to the Hoplites’ bronze armor.
Unfortunately for the Marines, modern warfare isn’t limited to infantry fighting infantry, and so they would need to reckon with enemy artillery and air assets.
Air defenders would also need to position themselves up the mountains to provide an effective screen to protect their troops from enemy air attacks.
Luckily for the Marines, the Corps is one of the few military organizations that has invested heavily in short takeoff, vertical landing aircraft — meaning that Ospreys and Super Stallions can deliver supplies to the besieged Marines while F-35s and Harriers provide air support either from small, forward refueling and rearming points near the front or from a nearby ship.
Even better, their artillery could force the enemy guns to fire from afar and break up forces massing for an attack, advantages that the Spartans lacked.
But, like the Spartans before them, the Marines would eventually be overcome by their numerical limitations. Even with approximately 6,000 other Marines, the 300 infantrymen simply could not hold out forever.
Enemy assaults would make it deeper into the pass each time as engineers whittled away at the Marines’ defenses and artillery crews braved American guns to get rounds onto the defenders’ heads.
After a few days, the Marines would have amassed a stunning body count, possibly even as high as the 20,000 Persians credited to Leonidas and his forces, but they would be burned out of Thermopylae.
But if they could buy enough time, it’s unimaginable that the Navy and Marine Corps would not be able to get follow-on forces to Greece. And, using the Marine Corps’ amphibious capabilities, reinforcements could be rushed to the beaches just south of the battle.
Meanwhile, the Navy could press its jets into the fight, ensuring air superiority and providing a reprieve for the defenders.
Thanks to the mobility of America’s sea services and Thermopylae’s location on a coast, the battle could end much differently for the Marines standing where the Spartans once fell.
Some of our nation’s greatest treasures aren’t places, they are people. Leo LaCasse survived three crash landings and evaded 4,000 enemy troops during World War II. He now lives at a VA Community Living Center in Salem, Virginia. Here is his story:
Born on July 4, 1920, Leo LaCasse was one of five children–all of whom were born on birthdays of former presidents. At the age of 15, he joined the New Hampshire National Guard, and later the Army Air Corps, where he was assigned to a recruiting command. The private was soon promoted to corporal, then sergeant, as he traveled New England recruiting pilots from colleges and universities.
One day, Leo learned that he was accepted to flight school. It was a reward from his commanding officer who had submitted the application on his behalf. Despite never having gone to college, the Army sent Leo to college under an accelerated learning program, and when he graduated, he became a B-17 bomber captain.
Soon, flying planes “felt like home” to Leo.
“Some of them [planes] were cramped, but it didn’t make any difference to me because I was the pilot. When you’re packed in an aircraft and don’t have the room to move your body in the cockpit, any airplane you fly after that is good.”
In June 1943, Leo was assigned to the 8th Air Force, Bomb Group 548th in Suffolk, England, where he served under General Curtis Lemay.
Leo LaCasse flew 35 missions over Germany and other occupied countries, and survived three crash landings. During World War II, Leo evaded 4,000 enemy troops over 4 months.
One of Leo’s crashes landed in France, which was then occupied by Germany. He instructed his crew to head for the front lines, to surrender and tell whoever interrogated them that he was headed for Berlin. Instead, Leo left for Luxembourg to meet up with the French Resistance, where he crossed the Pyrenees Mountains, and made his way to Portugal.
In all, he spent four months avoiding Nazi capture. When the war was over, he was sent to Berlin for debriefing. That’s where he met and befriended a German general who recognized Leo’s name and revealed there had been 4,000 German troops looking for him following the crash landing in France.

Leo retired from the military as a Brigadier General. For his service he has received numerous medals including the Silver Star Medal, Distinguished Flying Cross, Purple Heart, Legion of Merit Air Medal, Air Force Commendation Medal, Air Force Combat Medal, Joint Services Commendation Medal, World War II Victory Medal, European and Middle East Campaign Medal, Army Air Force Medal, Armed Forces Reserve Medal, and the American Defense Medal.
On June 5, 2016, Leo received the Legion of Honor Medal, France’s highest honor.
Leo now resides at Salem VA Medical Center’s Community Living Center located in Salem, Virginia.
On July 4, 2019, Leo will celebrate his 99th birthday.

NASA passed a major milestone March 7, 2019, in its goal to restore America’s human spaceflight capability when SpaceX’s Crew Dragon returned to Earth after a five-day mission docked to the International Space Station.
About 6 hours after departing the space station, Crew Dragon splashed down at 8:45 a.m. EST approximately 230 miles off the coast of Cape Canaveral, Florida. SpaceX retrieved the spacecraft from the Atlantic Ocean and is transporting it back to port on the company’s recovery ship.
“Today’s successful re-entry and recovery of the Crew Dragon capsule after its first mission to the International Space Station marked another important milestone in the future of human spaceflight,” said NASA Administrator Jim Bridenstine. “I want to once again congratulate the NASA and SpaceX teams on an incredible week. Our Commercial Crew Program is one step closer to launching American astronauts on American rockets from American soil. I am proud of the great work that has been done to get us to this point.”

Demonstration Mission-1 (Demo-1) was an uncrewed flight test designed to demonstrate a new commercial capability developed under NASA’s Commercial Crew Program. The mission began March 2, 2019, when the Crew Dragon launched from NASA’s Kennedy Space Center in Florida, and racked up a number of “firsts” in less than a week.

NASA and SpaceX teams gathered in the early morning hours at the company’s headquarters in Hawthorne, California, to follow the spacecraft’s return journey and ocean splashdown.
“We were all very excited to see re-entry, parachute and drogue deploy, main deploy, splashdown – everything happened just perfectly. It was right on time, the way that we expected it to be. It was beautiful,” said Benji Reed, director of crew mission management at SpaceX.
A critical step in validating the performance of SpaceX’s systems, Demo-1 brings the nation a significant step closer to the return of human launches to the space station from U.S soil for the first time since 2011, when NASA flew its last space shuttle mission. However, NASA and SpaceX still have work to do to validate the spacecraft’s performance and prepare it to fly astronauts.
Completing an end-to-end uncrewed flight test, Demo-1, SpaceX’s Crew Dragon departed the International Space Station at 2:32 a.m. EST Friday, March 8, 2019, and splashed down at 8:45 a.m. in the Atlantic Ocean about 200 nautical miles off the Florida coast.
“If you just think about the enormity of this flight and all of the prep that went into it – getting the pad refurbished, getting the flight control room set up, getting the vehicle built, getting the Falcon 9 ready, all of the analysis and mission support that went into it – it’s just been a tremendous job. Our NASA and SpaceX teams worked seamlessly not only in the lead-up to the flight but in how we managed the flight,” said Steve Stich, deputy manager of NASA’s Commercial Crew Program.
Crew Dragon carried a passenger on this flight test – a lifelike test device named Ripley, which was outfitted with sensors to provide data about potential effects on humans traveling in the spacecraft. After SpaceX processes data from this mission, teams will begin refurbishing Crew Dragon for its next mission, an in-flight abort test targeted to take place this summer. Demo-2, the first crewed test flight, will carry NASA astronauts Bob Behnken and Doug Hurley on the spacecraft’s final flight to certify Crew Dragon for routine operational missions.

“For the first time, we’ve gotten to see an end-to-end test, and so now we’ve brought together the people, the hardware and all the processes and procedures, and we’ve gotten to see how they all work together, and that’s very important as we move toward putting people onboard,” said NASA astronaut Mike Hopkins, who will crew SpaceX’s first operational mission to the space station following Demo-2. “I’m, personally, very anxious to hear how Ripley is feeling after they pull her out of the capsule and get her onto the recovery vehicle.”
Ships hunting subs faced a sort of odd challenge when it came to confirming their number of kills. After all, their target was often underwater, there weren’t always a lot of other ships around to confirm the kill, and the destroyed target would sink additional hundreds of feet under the ocean.
“Are you sure you killed the enemy sub?” “Umm, I filled the ocean with explosives. Does that count?” “No, but that sounds awesome.”
But sub hunters came up with a solution. See, most of a sub sinks when it’s destroyed underwater, but some items float. These items include oil, clothes and the personal belongings of submariners, the occasional packet of documents, and, disturbingly enough, human remains.
It’s definitely kind of nasty, but it’s also good for ship commanders who need to prove they actually sank an enemy sub or five. Commanders would take samples of the water or collect pieces of oily debris.
In Britain, it was traditional by World War II to dip a bucket into the water, scoop up the soup of oil, seawater, and debris, and then keep it on the ship, often in the freezer or refrigerator if they had one.

When they returned to port, intelligence officers would take the buckets to confirm the kills and collect what other info they could.
Obviously, a pile of documents or sub gear was preferred, but the bucket would do when necessary.
This physical evidence of the kill was important, and some ship and boat commanders failed to get credit for claimed kills because they brought no evidence.
“This time, we filled the ocean with explosives, and then took a photo of the second, larger explosion that followed.” “Eh, guess that’ll work.”
There were other ways to get kills confirmed. If multiple ships had hydrophone and sonar operators who heard the sub suffer catastrophic danger before losing contact with the sub, their crews could confirm the kill. Or intercepted intelligence where enemy commanders discussed lost subs could be matched up with claimed kills. Photos were great for subs that were sunk near the surface.
But the preferred method was always physical evidence.
It became so well known, however, that some sub commanders would pack a torpedo tube with random debris and then shoot it into the ocean when under attack. The bubbles from air exiting the tube combined with the trash floating to the surface could fool attackers on the surface, giving the sub a chance to escape after the surface ship left.

Eventually, this caused commanders on the surface to prefer the collection of human remains that floated to the surface. Since it was very rare for submarines to carry dead bodies, that was usually a safe proof.
All of this makes it sound like confirming submarine kills was an imprecise science — and that’s because it was. After the war, governments exchanged documents and historians and navy officers tried to piece together which ships killed which other ships and when. Most ship crews saw an increase in their total kill count, since previously suspected kills could now be confirmed.
But some who had previously gotten credit for kills later found out that they were duped by decoy debris — or that they had gotten a confirmed kill for a sub that actually survived and limped home.
The building has withstood the test of time. It has seen generations of Marines enter and leave its halls. It has seen Marines off to several wars from the shores of Pacific Islands, the mountains of North Korea, the jungles of Vietnam, and the deserts of the Middle East. It has served as the operational and cultural epicenter of the 1st Marine Division — the most storied and consequential Division in the United States Marine Corps. It has seen its share of history both for the division and the Corps.
The building has even been reviewed as a historical site, still bearing the simple style and white paint associated with World War II era buildings, which were originally meant to be temporary. Few of its kind are still standing across the nation, yet it remains, bold in both color and design, while its peers have been replaced over the decades. If you walk through the musty halls that were once treaded by the likes of Chesty Puller and James Mattis, you can see the artwork — paintings of past commanders, old battle scenes ripped from the pages of history and photos of Marines from modern wars.
“It’s a unique building,” said Colonel Christopher S. Dowling, former Chief of Staff of the 1st Marine Division. “When it was built in 1942-1943 it was supposed to only last five years, five years — that was it.”

Humanity creates things that last; tools which pass through dozens of hands before becoming worn beyond use, structures that stand strong for decades, centuries and even several millennia. There are also occasions where we make things for a simple and easy use, where they are only meant to last for short periods of time. Building 1133 of Camp Pendleton, better known as “the white house” was one such structure. Acting as both a headquarters and administration building for the growing conflict in the Pacific, it even expanded to accommodate the needs of the 3rd, 4th and 5th Marine Divisions that also participated in World War II’s Pacific Theatre.
“The sergeant major’s office is my favorite room,” said USMC Sgt. Maj. William T. Sowers, former sergeant major of the 1st Marine Division. “The amount of detail in the wood and the fire place gives it that really old feeling and gives off the air of a museum.”
In the early years it did not have the nickname “the white house”. It stood amongst many buildings that were painted the same cheap, bare off-white and was not unique beyond its purpose. Styled like many of the buildings to ensure the security of the command, it served many Marines throughout the Pacific for the course of World War II.

The structure grew upon the Marines that called it home and in 1946 it was officially ordained the 1st Marine Division Headquarters building. This would lead to it being modified decades later, not once, but twice to ensure the building could continue to function and support the many Marines that passed through its halls. Though the renovations have ensured the building has stayed with both the times and technology of the era from phone wiring to internet within its walls, its overall structure and design are still the same as it was when first built.
“It was not as iconic to us during our time,” said U.S. Marine Corps Retired General Matthew P. Caulfield. “We never knew it as ‘the white house’. We never thought about the fact it was the division command post during World War II. We simply knew it as the place we work, though we sometimes referred to it as ‘the head shed’.”
Due to the era in which ‘the white house’ was made, there were many developmental needs required of it during that time. One of the largest was the need to withstand a possible attack. A Japanese invasion of the U.S. was a realistic threat in the 40s. To ensure the safety of the command staff, the building was meant to be indistinguishable from the rest. To those born in the last 40 years, the very concept of a military attack on the U.S. is simply something that would not and could not happen. But in 1940, when Camp Pendleton was officially opened, thousands of Marines marched up from San Diego for combat exercises against a fake enemy. It caused a panic within the civilian population. People initially thought a Japanese invasion had occurred. The base’s presence even led to a drop in the housing market, a fact that is inconceivable to most Southern California home owners today.

The threat of attack from the skies influenced much of what would become Camp Pendleton as we know it today. The camps on base are spread wide across the camp’s more than 195 square miles, originally designed to protect the base from being crippled in one decisive airstrike, according to Dowling. In the attics of the White House and other buildings from the era, there is still evidence of the original plywood roofing used. Pressed wood was used at the time for two reasons: actual wood planks were in immediate need to build and replace decks of Navy ships, and pressed wood was less likely to create deadly wood debris if the buildings were stuck by a Japanese bomber.
“The white house” was designed by Myron B. Hunt, Harold C. Chambers and E. L. Ellingwood. Their firms handled the development of several buildings across Camp Pendleton during the 1940s. Based on the U.S. Navy B-1 barracks, which was a common design to further make the building indistinguishable from other building on base at the time, making it less of a target for Japanese bombers after Pearl Harbor. Few of these barracks are still left standing after the 70 plus years since their development. The B-1, much like its sibling structure, “the white house” was only a temporary design meant to last for the duration of the war. In 1983 congress would pass the Military Construction Authorization Bill of 1983, which demolished many of the older temporary structures of World War II in favor of new designs. Some structures were renovated due to their historical significance. “The white house” interior was included in these renovations. The building underwent changes to its exterior but maintained its current shape with only a few minor changes.
Since its construction many people have entered “the white house” and many more have driven past it. It is an iconic symbol of the 1st Marine Division with dozens of memorials surrounding it, capturing the sacrifice of every Marine who fought with the Division during its many battles through our history. From officers arriving at its doors in 1940 Ford staff cars, to 1968 Volkswagen Beatles, and even more recently, a 2018 name your make and model. When one steps out of their vehicle, they would gaze up at the white building marked by the iconic blue diamond and the battle streamers the division has earned.

In the old days it would support the entire command staff, but now much of the command is spread out across Camp Pendleton. Many Blue Diamond alum have even thought of making it into a museum, given the many historical pieces that already line its halls. It gives off that feeling of having entered a place engrained with history.
“The iconic building of the ‘Blue Diamond,’ it is the division,” said Sowers. “Many people assume that this is the main command post for the Marine Expeditionary Force or even the Marine Corps Installations West.”
Many of the older veterans were not using to dealing with the commands of the 1st Marine Expeditionary Force, said Sowers. When they thought of “the white house” they’d think of the commanding general who presided over all they knew of the Marines on the West Coast at that time.
Generals, majors, sergeants and lance corporals have walked its halls over the last 70 years. Some still live amongst us while others have given the ultimate sacrifice. Their memories and actions live through both the 1st Marine Division and “the white house” itself, which has been an unchanging monument to the Marines of the 1st Marine Division. No matter the age in which one served the Division, all have known that building in one way or another. It is a testament to both the Division and the Marines that have served. Our ideals have become engrained into its very structure and it has become a permanent member in both the hearts and minds of the Marines of the 1st Marine Division.
Last year, the British Army made headlines when it said it wanted “snowflakes” in its ranks. This year, the Army is calling on social media addicts, binge-drinkers, and anyone else who spends their time desperately searching for a confidence boost, no matter how short-lived it may be.
The British Army, as of last fall, was still thousands of troops shy of its target of 82,000 fully-trained troops, with numbers still falling as more troops leave the service among an upswing in recruitment.
In an effort to boost its numbers, the British army is pushing forward with its “belonging” recruitment drive. The latest recruiting campaign, which came out Thursday, has a simple message: “Army confidence lasts a lifetime.”

The video targets people addicted to the gym, bar hopping, social media, and fashion, telling viewers that “lots of things will give you confidence … for a little while, but confidence that lasts a lifetime, there’s one place you’ll find that.”
The British Army is also putting out advertisements with collage images of muscles, emoji, applied cosmetics, and so on with captions like: “Confidence can be built for a summertime or it can last a lifetime” and “Confidence can last as long as a like or it can last a lifetime.”
The latest campaign is based, at least in part, on research done by The Prince’s Trust charity in 2018 that found that roughly 54% of 16-9 to 25-year-olds struggle with self-confidence and believe that this problem keeps them from reaching their true potential.
The British Ministry of Defense, according to The Independent, says that the ongoing recruitment campaign, which began in 2017 amid a steady drop in the size of the British armed forces, has been successful.

Last year’s British Army recruitment drive, which controversially targeted “snowflakes,” “class clowns,” “selfie addicts,” “phone zombies,” and “me me me millenials,” reportedly resulted in tens of thousands of people signing up to join. While the force fell short of its annual recruiting goals, it saw the highest number of recruits in a decade start basic training last fall.
“With the 2020 campaign we want to highlight that a career in the Army not only provides exciting opportunities, challenges and adventure but it also gives you a lasting confidence that is hard to find in any other profession,” Col. Nick MacKenzie, the head of the British Army recruitment, said, according to the BBC.
Despite increases in recruitment, a positive change for the British Army, the force continues to face retention challenges that keep it from meeting its ambitions. The British armed forces shrank for the ninth year in a row last year.

Governments across the world are galvanizing every surveillance tool at their disposal to help stem the spread of the novel coronavirus.
Countries have been quick to use the one tool almost all of us carry with us — our smartphones.
A live index of ramped up security measures by Top10VPN details the countries which have already brought in measures to track the phones of coronavirus patients, ranging from anonymized aggregated data to monitor the movement of people more generally, to the tracking of individual suspected patients and their contacts, known as “contact tracing.”
Samuel Woodhams, Top10VPN’s Digital Rights Lead who compiled the index, warned that the world could slide into permanently increased surveillance.
“Without adequate tracking, there is a danger that these new, often highly invasive, measures will become the norm around the world,” he told Business Insider. “Although some may appear entirely legitimate, many pose a risk to citizens’ right to privacy and freedom of expression.
“Given how quickly things are changing, documenting the new measures is the first step to challenging potential overreach, providing scrutiny and holding corporations and governments to account.”
While some countries will cap their new emergency measures, otherwise may retain the powers for future use. “There is a risk that many of these new capabilities will continue to be used following the outbreak,” said Woodhams. “This is particularly significant as many of the new measures have avoided public and political scrutiny and do not include sunset clauses.”
Here’s a breakdown of which countries have started tracking phone data, with varying degrees of invasiveness:
The US is reportedly gathering data from the ads industry to get an idea of where people are congregating
Sources told The Wall Street Journal that the federal, state, and local governments have begun to gather and study geolocation data to get a better idea of how people are moving about.
In one example, a source said the data had shown people were continuing to gather in Prospect Park in Brooklyn, and this information had been handed over to local autorities. The eventual aim is to create a portal for government officials with data from up to 500 US cities.
The data is being gathered from the advertising industry, which often gains access to people’s geolocation when they sign up to apps. Researcher Sam Woodhams says using the ad industry as a source poses a particular problem for privacy.
“Working closely with the ad tech industry to track citizens’ whereabouts raises some significant concerns. The sector as a whole is renowned for its lack of transparency and many users will be unaware that these apps are tracking their movement to begin with. It is imperative that governments and all those involved in the collection of this sensitive data are transparent about how they operate and what measures are in place to ensure citizens’ right to privacy is protected,” Woodhams told Business Insider.
South Korea gives out detailed information about patients’ whereabouts
South Korea has gone a step further than other countries, tracking individuals’ phones and creating a publicly available map to allow other citizens to check whether they may have crossed paths with any coronavirus patients.
The tracking data that goes into the map isn’t limited to mobile phone data, credit card records and even face-to-face interviews with patients are being used to build a retroactive map of where they’ve been.
Not only is the map there for citizens to check, but the South Korean government is using it to proactively send regional text messages warning people they may have come into contact with someone carrying the virus.
The location given can be extremely specific, the Washington Post reported a text went out that said an infected person had been at the “Magic Coin Karaoke in Jayang-dong at midnight on Feb. 20.”
Some texts give out more personal information however. A text reported by The Guardian read: “A woman in her 60s has just tested positive. Click on the link for the places she visited before she was hospitalised.”
The director of the Korea Centers for Disease Control and Prevention, Jeong Eun-kyeong, acknowledged that the site infringes on civil liberties, saying: “It is true that public interests tend to be emphasized more than human rights of individuals when dealing with diseases that can infect others.”
The map is already interfering with civil liberties, as a South Korean woman told the Washington Post that she had stopped attending a bar popular with lesbians for fear of being outed. “If I unknowingly contract the virus… that record will be released to the whole country,” she said.
The system is also throwing up other unexpected challenges. The Guardian reported that one man claiming to be infected threatened various restaurants saying he would visit and hurt their custom unless they gave him money to stay away.

Vice reported that Iran’s government endorsed a coronavirus diagnosis app that collected users’ real-time location data.
On March 3, a message went out to millions of Iranian citizens telling them to install the app, called AC19, before going to a hospital or health center.
The app claimed to be able to diagnose the user with coronavirus by asking a series of yes or no questions. The app has since been removed from the Google Play store.
“The goal is to stop people from running around and spreading the infection,” said Jyan Hong-wei, head of Taiwan’s Department of Cyber Security. Jyan added that local authorities and police should be able to respond to anyone who triggers an alert within 15 minutes.
Even having your phone turned off seems to be enough to warrant a police visit. An American student living in Taiwan wrote in a BBC article that he was visited by two police officers at 8:15 a.m. because his phone had run out of battery at 7:30 a.m. and the government had briefly lost track of him. The student was in quarantine at the time because he had arrived in Taiwan from Europe.
Austria is using anonymized data to map people’s movements
On March 17 Austria’s biggest telecoms network operator Telekom Austria AG announced it was sharing anonymized location data with the government.
The technology being used was developed by a spin-off startup out of the University of Graz, and Telekom Austria said it is usually used to measure footfall in popular tourist sites.
Woodhams told Business Insider that while collecting aggregated data sets is less invasive than other measures, how that data could be used in future should still be cause for concern.
“Much of the data may remain at risk from re-identification, and it still provides governments with the ability to track the movement of large groups of its citizens,” said Woodhams.

Google has also indicated it is taking part in discussions.
Sky News also reported the NHS and NHSX (the digital wing of the NHS) have been working on an opt-in contact tracing app. The app would work similarly to Singapore’s, using Bluetooth and self-reporting to establish whether you’ve been near someone with suspected coronavirus.
According to Sky, alerts will be sent out on a delay to stop individuals from being identified. The app will be released either just before or just after Britain’s lockdown is lifted.
