Despite persistent power shortages, North Korea is reportedly selling electricity to China for cash.
The deal, which reportedly began on Feb. 9, 2018, will see China pay between $60,000 and $100,000 a month for power generated by a hydroelectric dam close to the border between the two countries, according to Seoul-based news outlet Daily NK.
“The Supong Hydroelectric Generator in Sakju County is providing the energy to a Chinese factory that produces fire proofing materials. The [North Korean] authorities are accepting payments in the form of cash,” a source in the local North Korean province told Daily NK.
The source also said the export project has been named “The January 8 Fund,” after the birthday of North Korea’s leader Kim Jong Un. His father, Daily NK reported, also had a similar project that earned foreign currency named after his birthday on Feb. 16.
According to Daily NK, North Korea’s usual priority is to first power “idolization sites” for the country’s two previous leaders, government organizations, and munitions factories, before civilian homes or buildings.
Fewer than one-in-three North Koreans have access to electricity, the World Bank estimates, and nighttime satellite images show what that looks like for most of the country.

Unsurprisingly, the Sakju generator doesn’t provide electricity for ordinary citizens, rather it reportedly usually powers a munitions factory, meaning military production could be affected by the power sale to China.
The desire to reroute electricity away from a munitions factory indicates how desperate sanctions have made Pyongyang to earn foreign currency.
Sanctions currently bar North Korea from exporting coal, steel, minerals, food, wood, and textiles, as well as ending the practice of sending foreign labor overseas to earn funds for the regime.
South Korea’s government currently estimates the North’s hard currency reserves, which are believed to be about $3 billion, will dry up by October 2018.
Secretary of Defense James Mattis said September 18th that he’s going to look into the possibility that the military’s “can do” attitude may be responsible for the recent spate of deadly training accidents.
Almost 100 service members have been killed in training accidents since June, which reflects a definite spike in recent years, and Mattis said he’s examining whether military leaders have pushed troops beyond what they’re able because of a desire to always say “yes” to operational demands.
“I would say, having some association with the U.S. military, we’re almost hardwired to say “Can do.” That is the way we’re brought up,” Mattis said. “Routinely, in combat, that’s exactly what you do, even at the risk of your troops and equipment and all. But there comes a point in peacetime where you have to make certain you’re not always saying, ‘We’re going to do more with less, or you’re going to do the same with less.'”
Mattis noted, however, that the military applauds people who decline to continue training precisely because they feel their troops aren’t prepared.
“But my point is that we always look for this and we reward people for raising their hand and saying, ‘No more. I’ve got to stop.’ We’ve had people actually stop training where they thought their troops needed to rehearse before they went forward,” Mattis said. “And that’s not that unusual, tell you the truth. So I am not concerned right now that we’re rewarding the wrong behavior.”
So far, in response to the collisions involving the destroyers USS John S. McCain and USS Fitzgerald, the Navy has relieved six senior officers of duties, including the commander of the 7th Fleet, which is located in Japan. The Navy stated that the 7th Fleet commander was removed because of a loss of confidence in command ability.
Mattis was similarly noncommittal about whether there was a direct line from sequestration and budget cuts to training accidents, but pledged to look into that possibility.
After having success with unmarked trailer trucks in Ukraine, Russia is looking to exploit its incognito strategy even further. The Russians have come up with a weapons concept reminiscent of Optimus Prime from Transformers.
It’s designed to surprise the U.S. military by sneaking up under the cover of an inconspicuous semi-trailer truck. When the weapon is close enough to strike, the trailer disconnects from the truck and transforms into a nasty helicopter drone with missiles and a Gatling gun.
In keeping with Hollywood’s depiction of Russian bad guys, the trailer also includes two get-away motorcycles. Seriously, it looks like something you’d expect to see in a ‘Die Hard’ flick.
Here’s how it works:
The trailer pulls up within striking distance of its target.
One soldier in civilian clothes scopes out the area while another soldier stays behind to monitor the transformation.
Most of the transformation is self automated.
A final weapons check is done with an iPad before the nasty payload is deployed.

A missile defense test went awry last month after a Navy sailor accidentally pressed the wrong button, an investigation into the matter revealed.
The Missile Defense Agency conducted a test of the SM-3 Block IIA missile interceptor in late June. A medium-range ballistic missile was launched from the Pacific Missile Range Facility in Kauai, Hawaii, the MDA explained in a statement at the time. The Arleigh Burke-class guided missile destroyer USS John Paul Jones detected and tracked the missile using the on-board radars and launched an SM-3 Block IIA interceptor, which ultimately failed to intercept the target.
An MDA investigation into the failure revealed that a sailor pressed the wrong button, causing the missile to self-destruct. The MDA reported that there were no problems with either the SM-3 Block IIA interceptor or the Navy’s Aegis combat system, according to Defense News.
A tactical datalink controller mistakenly identified the incoming ballistic missile as friendly, causing the missile to unexpectedly self-destruct mid-flight, according to sources familiar with the recent missile intercept test.
The test in late June was the fourth flight test of the SM-3 Block IIA interceptor, which is being developed by Raytheon and is a joint missile defense project between the US and Japan. The new interceptor was developed to counter the rising ballistic missile threat from North Korea.
North Korea has tested a batch of new short-, medium-, intermediate-, and long-range missiles this year, increasing the threat to its neighbors and extending the danger to targets in the US.
The failed test was preceded by a successful test in May of the ground-based, mid-course defense system, which defends the US against intercontinental ballistic missiles. An interceptor launched from Vandenberg Air Force Base in California eliminated a mock long-range missile fired from the Reagan Test Site on Kwajalein Atoll in the Marshall Islands in the Pacific. Earlier this month, the US successfully tested the Terminal High Altitude Area Defense system against an intermediate-range ballistic missile, with a THAAD unit in Alaska eliminating a target missile launched from an Air Force Cargo plane to the north of Hawaii.
The failure of the SM-3 Block IIA, which was tested successfully in February, initially represented a setback. That the cause of the failure was likely human error may come as a relief for those involved in the weapon’s development.
Over years of watching war films, hearing grandpa’s stories, poring over documentaries, and hanging on the every word of your local veteran bullsh**ters, you built up an expectation of military service that couldn’t possibly be met.
So, by the end your enlistment comes to a close, it’s safe to say that the time spent in uniform did not go as expected. Honorable service? Yes. High standards of professionalism? Absolutely. Reaching a physical apex never before thought reasonable or possible? Check marks the box. But was it anything like the Space Marines in Aliens? Not even close. Did you single-handedly hold off an entire battalion of enemy soldiers? Probably not.
So, now you want out — but be careful what you wish for, because if you thought life on the inside wasn’t all it was cracked up to be, then you’re in for a real surprise once you get out.
These are the seven stages of separation that all veterans go through after getting that DD-214. It’s the response to the physical, mental, and emotional letdown endured when civilian life doesn’t match our high expectations. It’s the process of realizing that maybe — just maybe — leaving the finest fighting force this planet has ever known wasn’t the best idea. At least not yet.

Sure, the military was an amazing experience and you earned your memories through by sharing suffering with some of the best friends you could ever have, but now is your time to make an impact on your own terms. While the Coast Guard is not slowing down in its most important national security operations as the U.S. enters its fifth week of a government shutdown, some activities have been halted or curtailed, and many newly minted Coasties find themselves stuck at recruit training, without funding to head to their first duty stations.
Lt. Cmdr. Scott McBride, a Coast Guard spokesman, told Military.com that recruits whose new units are not well suited to support them during the shutdown or lack the means to return home in the interim “will remain attached to the Training Center [in Cape May, New Jersey] for the duration of the lapse.”
“There have been no immediate operational impacts related to recruit training; however, it is difficult to project the impact that the lapse in appropriations will have on mission readiness months or years from now,” he said Jan. 23, 2019.
There are currently 395 recruits in training. Seventy-six new Coasties graduated Jan. 18, 2019, he said.
Those who have the option to return home may receive a stipend from the government even as the shutdown continues.

“While the partial government shutdown prevents our ability to provide advance payment of reimbursable transfer expenses, it does not prevent us from issuing plane tickets for recruits to travel directly to units with the capacity to support them during the shutdown,” McBride said.
Often, recruits have the opportunity to return home for leave before reporting to their first assigned unit.
“In these cases, we have been able to coordinate temporary hometown recruiting assignments that allow graduates to make their desired trip home for leave, assist the workforce recruiting effort and temporarily defer execution of their permanent transfer and associated costs,” McBride said. “For those who choose this option, there may be out-of-pocket costs, if the cost of a ticket home exceeds the cost allowance of government transportation to their new unit.”
The Coast Guard will continue to monitor the situation but said that it does not plan on letting recruits leave Cape May without an approved transfer plan with appropriately allocated resources.
Elsewhere in the Coast Guard, the shutdown is also taking a toll on operations.
Boardings for safety checks, the issuance or renewals of merchant documentation and licensing, fisheries enforcement patrols and routine maintenance of aids to navigation have been delayed or downsized, McBride said.
Other modified operations include administrative functions, training, and maintenance for surface and aviation fleets, he said in an email.
“The Coast Guard will continue operations required by law that provide for national security or that protect life and property,” he said, including monitoring coast lines, ports, harbors and inland waterways, as well as maritime intercept and environmental defense operations.
But for the men and women conducting these high-stress operations or deploying, the pressure is mounting as they go without paychecks, not knowing how they can provide for their families back home, said Steven Cantrell, who served as the 12th master chief petty officer for the service.

“They still have to go out and do their job and focus on the mission when sometimes it’s a very unforgiving environment,” he said in an interview with Military.com on Jan. 23, 2019. He retired from the position in 2018.
“I wouldn’t presume to think that anybody wouldn’t give it 100 percent,” Cantrell said, adding that the current situation does “weigh on people.”
Members of the Coast Guard, which is part of the Department of Homeland Security, missed their first paychecks Jan. 15, 2019. If the shutdown continues, they will miss their second at the end of the month.
While shutdowns have occurred before, support services for members and families “will have to expand if it goes any longer,” Cantrell said.
“It’s one thing to sit back and go, ‘Wow, why would I want to do that?’ Because they don’t have the option to say, ‘Well, I’m just going to go home.’ They’ve been deemed essential,” Cantrell said, adding that morale is “probably low” in places around the country.

Cantrell said he is hopeful the next generation of service members’ desire to serve will outweigh the current problems.
“People know it’s not the Coast Guard that’s doing this. And I’m 100 percent sure [leaders] have prepped the battlespace for those recruits to know what’s going on in the service. And they do a really good job… at the Training Center … [to get them] excited about the Coast Guard,” he said.
While frustrations remain, Cantrell said he thinks it’s unlikely there will be a significant or long-term national security impact, given the service has seen fluctuating or dwindling budgets before and was still able to press on.
But “it’s a bitter pill to swallow even as a retiree, and I just can’t imagine the young folks out there worrying about things that they shouldn’t have to worry about,” he said.

Sergeant Major of the Army Michael Grinston announced a historic new temporary promotion policy for soldiers. The policy is designed to expand on the Army’s ongoing commitment to supporting its soldiers.
“Today I am pleased to announce a new promotion policy that helps us to continue to put people first,” Grinston shared on a press call. Beginning with the January 2021 promotion month, soldiers unable to complete the Army’s required Professional Military Education courses to qualify for advancement to sergeant, all the way through sergeant major, due to pregnancy, deployment or those enrolled in a non-resident sergeant major course will be temporarily advanced to the next rank.
Through research, the Army recognizes that the requirements for advancement to higher rank negatively impacts women in particular. Grinston shared that female soldiers would routinely speak to him about the struggle and difficulty of determining when to start a family in order to not negatively impact their career. Female soldiers are unable to complete the physical training portion of leadership school required due to pregnancy or being postpartum, often putting them behind their male counterparts in career advancement.
Deployed soldiers were also falling behind their peers in advancement opportunities. Grinston explained that Army units overseas were declining to send soldiers to the required PME courses due to operational needs within combat zones. Around 300 soldiers requested exceptions in 2019 in order to advance to the next rank. Although the number may seem small, Grinston shared that it would be much higher if the Army ever had to significantly increase their numbers to meet combat needs.
When developing the policy, leadership wanted to ensure that those attending either sergeant major course could advance on time, regardless of how they took it. It was discovered that those attending the nonresident sergeant major course tended to finish their course later, missing the deadline for meeting requirements for promotion on time. This left qualified soldiers waiting a year to advance to the next rank despite completing the required schooling. The new policy avoids that.
Command Sergeant Major Kenyatta Gaskins was also on the call with members of the press and addressed questions on whether soldiers being temporarily promoted were actually ready to advance. “Those soldiers have already demonstrated that they have the potential to perform at the next higher level. They have been recommended for promotion by their commanders,” he explained. “I don’t believe we are blindly promoting individuals. These are well deserved promotions of soldiers who’ve demonstrated the ability to perform at the next higher level.”
The temporary promotion policy applies not only to active duty Army but also those in the Army Reserves and Army National Guard. As long as soldiers are otherwise qualified and meet the conditions outlined, they will be advanced beginning January 1, 2020.
Those temporarily advanced to the next rank will have a set amount of time to complete their PME courses or they will revert back to their previous rank. Should they be reverted back due to not completing PME, they will not be required to pay back the received increase in pay due to temporary advancement. Active soldiers returning from deployment will have one year to complete their PME course and active female soldiers will have two years from the end of their postpartum profile. Those in the Army Reserves or Army National Guard will have three years.
The temporary promotion is allowable only once in a soldier’s career.
“I believe none of these scenarios – starting a family, deploying to a combat zone or selection to the nonresident sergeant major course should be a reason a soldier’s career should be delayed,” Grinston explained. “These temporary promotions support the Army’s ‘people first’ strategy.”
As victims of Hurricanes Harvey and Irma pleaded to be rescued on popular social media apps such as Facebook, Twitter, and Instagram, the National Guard altered its response accordingly.
“It’s been a very dynamic and evolving environment,” National Guard Bureau Chief Gen. Joseph Lengyel recently told Military.com. “This has certainly evolved how we do it.”
Lengyel spoke with Military.com at the annual conference of the National Guard Association of the United States in Louisville, KY.
While social media isn’t the primary communications tool between the Guard and those at risk, it’s starting to play a larger role.
The Washington Post reported that during Harvey, a Guard Humvee vanished in Katy, Texas. With no other way to reach the driver, soldiers finally were able communicate with him using SnapChat, a messaging app that can capture a photo or video, which is then relayed to the recipient briefly before it disappears.
Similar situations can happen when there is a communications capability gap in a disaster area, Lengyel said.
“Whenever you go into particular environments, communications is always difficult when you first start. Because the infrastructure [isn’t] there. It has to evolve,” he said.
For example, the Guard got the call to drive to Beaumont, Texas, before the Federal Emergency Management Agency or first responders could set up hub stations to house communications equipment.
The military has crews that monitor response efforts as they happen in real-time.
For example, its only non-offensive air operations center, known as “America’s AOC,” at Tyndall Air Force Base, Florida, keeps track of relief no matter where it’s needed in the US.
Military.com visited the 601st AOC in March. It evaluates domestic operations, or DomOps, for Air Forces Northern, monitoring the airwaves — and social media sites — for events with potential military ties.
Lengyel said he was impressed with efforts as ongoing training rotations across the globe have not stopped despite the massive hurricane relief effort. Part of the Texas Guard deployed to the Horn of Africa even as Harvey laid waste to the Houston area and Hurricane Irma loomed.
Thousands of National Guard troops remain on the ground in Texas for relief efforts, and the Pentagon mobilized nearly 30,000 military personnel for Irma recovery.
That’s all thanks to planning.
“Every state creates and drafts an all-hazards response plan … and a lot of it comes together from various federal agencies,” Lengyel said of the constant training and push to get ahead of the next big disaster, which could vary from an earthquake to a terrorist attack.
“Everybody has a plan. And we coordinate … and we think about it before it happens, and we’ve gotten much better about this over the years,” he said.
Special Mission Unit Milestone
This year’s relief efforts — from Harvey and Irma to wildfires in the West — created another milestone for the US military this year.
For the first time in the nearly 70-year history of the Air Force Reserve, all three special mission units — weather reconnaissance, firefighting, and aerial spray — were called to action simultaneously, the service said this week.
Air Force Reserve Command’s 53rd Weather Reconnaissance Squadron — better known as the Hurricane Hunters — out of Keesler Air Force Base, Mississippi, “have been flying weather reconnaissance missions nonstop” since Aug. 17, the Air Force said in a release.
The 302nd Airlift Wing out of Peterson Air Force Base, Colorado, is assisting the National Interagency Fire Center by providing a Modular Airborne Fire Fighting System-equipped C-130H Hercules, aircraft and aircrew to support ongoing aerial firefighting efforts in the western U.S.
And the 910th Airlift Wing, out of Youngstown Air Reserve Station, Ohio, is providing its aerial spray capability to repel mosquitos and other pests in eastern Texas following Harvey.
What would it mean to aircraft carrier power projection and attack capability if its fighters could double the range at which they hold enemy targets at risk? Could such a prospect substantially extend the envelope of offensive attack operations, while allowing carriers themselves to operate at safer distances?
Perhaps enemy targets 1,000 miles away, at sea or deep inland, could successfully be destroyed by carrier-launched fighters operating with a vastly expanded combat radius. Wouldn’t this be of crucial importance in a world of quickly evolving high-tech missile and aircraft threats from potential adversaries such as near-peer rivals? Perhaps of equal or greater relevance, what if the re-fueler were a drone, able to operate in forward high-risk locations to support fighter jets – all while not placing a large manned tanker aircraft within range of enemy fire?
While some of these questions may, upon initial examination, seem rhetorical or rather obvious — they are at the heart of a now very critical Navy effort to engineer a new carrier-launched re-fueler by the early to mid 2020s. The drone aircraft, it appears, could bring the promise of more than doubling the strike range of an F/A-18 or F-35C.
With this end in mind, the Navy has recently released a draft Request For Proposal asking industry for design ideas, technologies and a full range of potential offerings or solutions which might meet the aforementioned criteria.
The concept of the effort, called the MQ-25 Stingray, is to fortify the Carrier Air Wing with a hack-proof unmanned refueler able to massively extend the strike and mission range of its on-board aircraft.
“MQ-25 is the next step in Navy’s integration of UAS into carrier strike group. The primary mission is a robust organic fueling capability to make better use of Navy combat strike fighters. The program has identified two KPPs for program: carrier suitability and mission tanking.” Rear Adm. Mark Darrah, Program Executive Officer, Unmanned Aviation and Strike Weapons, told Scout Warrior in a statement several months ago.
A draft request for proposal will solicit input from industry developers regarding range, shape, speed, performance, avionics and sub-components – as part of a broader to find a synthesis between requirements envisioned for the aircraft and what is technically achievable within the desired time frame. The input will then be analyzed by the Navy in preparation for a formal Request For Proposal to advance industry competition.
The service previously awarded four development deals for the MQ-25 to prior to this draft proposal to industry by sometime this. Deals went to Boeing, Lockheed Martin, General Atomics and Northrop Grumman.
The process thus far has been geared toward MQ-25A Stingray technical and task analysis efforts spanning air vehicle capabilities, carrier suitability and integration, missions systems and software — including cybersecurity.
The Harpers Ferry-class amphibious dock landing ship USS Pearl Harbor (LSD 52) assisted a distressed vessel in the Pacific Ocean off the coast of Southern California April 20, 2018.
The civilian vessel, Mahana, reported it was taking on water at approximately 10:33a.m.
Pearl Harbor, approximately nine nautical miles away from the vessel at the time, coordinated with Coast Guard Sector San Diego and Mission Bay lifeguards during the rescue.
“Both the tradition and law of the sea is that mariners assist other mariners in distress,” said Cmdr. Ben Miller, from Mobile, Alabama, Pearl Harbor’s commanding officer. “As a U.S. Navy warship, we have a highly trained team of damage controlmen and medical specialists that are able to respond to any emergency at sea. Pearl Harbor was in the right place at the right time to assist the Coast Guard.”
The Sailors aboard Pearl Harbor loaded their rigid-hull inflatable boat (RHIB) with de-flooding equipment and medical gear, and launched within 10 minutes of receiving the call.
“We had line in hand, our team geared up, and were ready to receive orders from the bridge,” said Chief Boatswain’s Mate Frank Jimenez, from Miami, Florida. “We had eight members manning the RHIB, including the boat team and the rescue and assistance team that were well trained and prepared for this kind of situation.”

A Coast Guard Sector San Diego MH-60T helicopter was the first on scene and deployed a search and rescue swimmer to assess the vessel and stabilize the water levels. Coast Guard Sector San Diego requested Pearl Harbor’s response team to stand by for further assistance.
“We grabbed all the necessary equipment, manned the RHIB and lowered the vessel as soon as we could,” said Damage Controlman 3rd Class Quinn Connelly, from Las Vegas. “The Coast Guard was in the process of assisting the vessel when we arrived, so we were standing by for further instruction. They were there with pumps at the ready. We were there as back up.”
The Mission Bay lifeguard vessel escorted Mahana and crew back to shore safely.
Pearl Harbor, part of U.S. 3rd Fleet, is currently underway in the Pacific Ocean conducting routine training operations.

A former Marine Corps drill instructor was “drunk on power” and targeted three Muslim recruits for abuse, prosecutors said at the opening of his court-martial on charges including cruelty and maltreatment.
Gunnery Sgt. Joseph Felix punched, choked, and kicked recruits at the Marine Corps’ training center at Parris Island, South Carolina, prosecutors said Oct. 31, according to multiple news outlets.
“You will learn the accused is drunk on power,” prosecutor Capt. Corey Weilert told the eight-person jury hearing the case at Camp Lejeune, a sprawling Marine Corps base in North Carolina.

After a confrontation in March 2016 when Felix slapped his face, 20-year-old Raheel Siddiqui of Taylor, Michigan, fell three stories to his death, investigators said. Siddiqui’s death was declared suicide, but since then Marine Corps officials have said they uncovered widespread hazing of recruits and young drill instructors and identified up to 20 people possibly tied to misconduct.
A commanding officer at Parris Island who was fired amid allegations of misconduct after Siddiqui’s death also faces a court-martial. Lt. Col. Joshua Kissoon is charged with making false statements, failing to heed an order and other charges. He will face court-martial at Marine Corps Base Quantico in Virginia, but no trial date has been set.
Mentions of Siddiqui’s death are being limited by Judge Lt. Col. Michael Libretto to testimony addressing an obstruction charge facing Felix. Prosecutors say Felix told recruits not to talk about the incident outside of the unit, The Island Packet of Hilton Head, South Carolina, reported.
Felix also faces three counts of maltreatment toward Siddiqui and the two other Muslim recruits, as well as nine counts of violating an order, making a false statement, and being drunk and disorderly.
One of the Muslim recruits, 21-year-old Rekan Hawez, who came from Kurdistan to the US as a baby, testified that Felix began hazing him after finding out he was a Kurd, The Island Packet reported.
Hawez, who was other-than-honorably discharged in June 2016, said that Felix routinely called him “Kurdish,” “ISIS” and “terrorist,” The Island Packet reported.
Hawez said that one night Felix made his entire platoon drink multiple glasses of chocolate milk before exercises, and when one recruit vomited, Felix made another recruit drink the vomit, The Island Packet reported.
Hawez also said Felix forced his platoon into a laundry room to perform exercises on a different night, and at one point, forced him to get into an industrial dryer.
“Hey ISIS, get in the dryer,” Felix allegedly told Hawez, The Island Packet reported.
Ameer Bourmeche, now a 23-year-old lance corporal at Camp Pendleton in California, said he was roused awake in the middle of the night in July 2015 by shouts of “Where’s the terrorist?” He said Felix and another drill instructor, Sgt. Michael Eldridge, marched him to the barracks shower room, where Felix elbowed him in the chin. They smelled of alcohol, Bourmeche testified.
Eldridge also was charged, but he is cooperating with the prosecution and is expected to face less-severe punishment, The Washington Post reported.
Bourmeche said Felix and Eldridge ordered him to do push-ups and other exercises in the shower, then told him to climb into an industrial-size clothes dryer. He said they turned on the dryer with him inside three separate times. Each time, the drill instructors asked whether he renounced Islam. The third time, Bourmeche said, he told them he was no longer a Muslim.
Defense counselor Navy Lt. Cmdr. Clay Bridges told jurors that testimony by Bourmeche and other recruits are boot camp stories that have been conflated, are contradictory and “blown out of proportion.”
The trial is scheduled to last about two weeks.
There’s no doubt the Trump Administration has long had a target for Iran. The Islamic Republic, for its part, makes it an easy antagonist for the United States. Now, the U.S. is taking the war of words one step further by designating the country’s Revolutionary Guard Corps as a foreign terrorist organization.
While many groups are labeled as foreign terrorists by the United States, the IRGC is the first official military apparatus of an internationally recognized country to be labeled as such. Now what does that mean for the Revolutionary Guards and for Iran?
The United States and Iran have not been friends since the Islamic Revolution of 1979 ousted the Shah and installed the Islamic Republic – who allowed American citizens to be held hostage for 444 days. Ever since, the two powers have always stopped just short of an outright shooting war, choosing instead to cause malicious harm to one another behind the scenes. Iran provided material support and outright aid to insurgent groups fighting the U.S. military during the 2003-2011 Iraq War while the United States has consistently backed anti-Iranian operations throughout the region for decades. Labeling Iran’s Revolutionary Guards as a terrorist organization changes the game a little.
The Revolutionary Guards are a unit intended to defend the Iranian government, not just its borders; and its mandate extends to anywhere in the world that could pose a threat to the Ayatollah and his system of government. Its main concern isn’t limited to potential invaders, the IRGC will go after any group or person who poses a legitimate threat to Iran, traditionally through any means necessary.

As of April 8, 2019, the Trump Administration has designated the IRGC as a foreign terrorist organization. Now the IRGC is subject to a slew of financial restrictions that must be followed by citizens of the United States, and the move will pressure U.S. allies to follow suit. Americans and American companies cannot knowingly provide material support to institutions that might support the IRGC, specifically “currency or monetary instruments or financial securities, financial services, lodging, training, expert advice or assistance, safehouses, false documentation or identification, communications equipment, facilities, weapons, lethal substances, explosives, personnel, transportation, and other physical assets, except medicine or religious materials.”
Revolutionary Guards members and people related to them can also be removed from the United States and any company holding IRGC assets must now retain them and report them to the Office of Foreign Assets Control. More importantly, this gives the U.S. more combat options under the most recent authorization for the use of military force.

The United States has been operating on the post-9/11 AUMF passed by Congress since 2001. In that time, the AUMF has allowed the military to deploy to more than 150 countries in support of anti-terror operations, including Iraq, Afghanistan, Libya, Syria, and elsewhere. If the Trump Administration tries to extend the AUMF to Iran’s Revolutionary Guards, it could be tantamount to using the full force of the U.S. military against known IRGC units anywhere, under the 2001 AUMF.
Basically, all the President has to do to get the funds to invade Iran is to make a compelling argument that it’s harboring al-Qaeda. Which, to be clear, it is not. The brand of Islam espoused by al-Qaeda, and the brand taught by the mullahs in Iran have been at each others’ throats for centuries – so that argument would have to be incredibly compelling.
