Russian President Vladimir Putin has decided to order nearly five times as many fifth-generation Su-57 stealth fighters as originally planned to replace older fighters, strengthen Russian airpower, and give Russia a fighting chance in competition with its rivals.
“The 2028 arms program stipulated the purchase of 16 such jets,” Putin said during last week’s defense meeting before announcing that the Russian military had “agreed to purchase 76 such fighters without the increase in prices in the same period of time.”
The Russian president said a 20% reduction in cost had made the purchase of additional fifth-gen fighters possible. Improvements in the production process are also reportedly behind Putin’s decision to order more of the aircraft.
He added that a contract would be signed in the near future for the fighters, which he said would be armed with “modern weapons of destruction,” according to Russia’s state-run TASS News Agency. Such weapons could include the R-37M long-range hypersonic air-to-ar missile, an advanced standoff weapon with a range of more than 300 kilometers, or about 186 miles, Russian media reported.
The new Su-57s are expected to be delivered to three aviation regiments. Those units, the Russian outlet Izvestia reported May 20, 2019, include regiments in the three main strategic regions in the northwest, southwest, and far east. The report said only the best pilots would be trained on the aircraft.
Seventy-six of these fighters is a particularly tall order for the Russian military, which has had to cut orders for various programs, such as the T-14 Armata main battle tank, over funding shortages. Right now, Russia has only 10 Su-57 prototypes, and fighter development has been moving much slower than expected.
The Su-57’s chief developer argued late last year that the Su-57 was superior to US stealth fighter jets, a claim met with skepticism by most independent experts.

Russia’s Su-57 fighters, as they are right now, largely rely on older fourth-generation engines, and they lack the kind of low-observable stealth capabilities characteristic of true fifth-generation fighters, such as Lockheed Martin’s highly capable F-22 Raptor or F-35 Lightning II Joint Strike Fighter.
That is not to say the Russian fighter does not have its own advantageous features, such as the side-facing radar that gives it the ability to trick the radar on US stealth fighters. And it is possible, even likely, that the Russian military will make improvements to the aircraft going forward.
Should Russia follow through in purchasing 76 Su-57s, its military would still trail far behind those of the US and its partners with respect to fifth-generation airpower. As of February 2019, there were 360 F-35s operating from 16 bases in 10 countries, according to Bloomberg. The US also possesses 187 F-22s, arguably the best aircraft in the world.

The US Department of Defense may have wasted nearly $30 million over the past decade on uniforms for the Afghan military that featured a camouflage pattern inappropriate for the country’s desert landscapes, a top government fiscal watchdog said June 21st.
A 17-page report by the Special Inspector General for Afghanistan Reconstruction says $28 million has already been spent by the Pentagon on the uniforms — and perhaps another $72 million will go toward them in the next decade.
According to the analysis, the Pentagon decided in 2007 on a uniform for the Afghan National Army that included a camouflage pattern that presented two problems: First, it included a forest pattern for a Middle Eastern country dominated by deserts — and second, the US government didn’t own the pattern, meaning it had to pay a private company for its use.
The report said that because the Department of Defense opted to use a private pattern, it cost the Pentagon an additional $26 million to $28 million. What’s more, it added, is that the department could have used one of the many patterns it already owns that’s just as effective — or ineffective — as the woodland camouflage pattern.
“Our analysis found that DOD’s decision to procure ANA uniforms using a proprietary camouflage pattern was not based on an evaluation of its appropriateness for the Afghan environment,” the report states.
“Our analysis found that changing the ANA uniform to a non-proprietary camouflage pattern based on the US Army’s Battle Dress Uniform … could save U.S. taxpayers between $68.61 million and $71.21 million over the next 10 years,” it added.
Because the US military continues to use the proprietary design, SIGAR recommended in the report that the Pentagon conduct a cost-benefit analysis to determine whether there is a more cost-effective alternative in outfitting Afghan troops.
SIGAR, a congressionally ordered watchdog group that monitors US financial activities in Afghanistan reconstruction, said it shared its report with the Pentagon and department officials expressed “general agreement” with contents in the report.
The Department of Defense did not immediately respond to the SIGAR report as of June 21st.

Trident Juncture, taking place between Oct. 25 and Nov. 7, 2018, in and around Norway, is just one of NATO’s military exercises in 2018.
But officials have said the 50,000 troops, tens of thousands of vehicles, and dozens of planes and ships on hand make it the biggest NATO exercise since the Cold War.
NATO leaders have stressed it’s strictly a defensive exercise, but it comes amid heightened tensions between NATO and Russia, and Moscow has made its displeasure well known.
What’s also clear is that as the US and NATO refocus on operations in Europe, they’re preparing to deal with a foe that predates the alliance and the rival it was set up to counter.

“So when I was back in the States a couple weeks ago doing a press conference on Trident Juncture, people asked me the question, ‘Why in the world would you do this in October and November in Norway? It’s cold,'” Adm. James Foggo, who heads the Navy’s 6th Fleet and is overseeing Trident Juncture, said in an Oct. 27, 2018 interview.
“That’s exactly why,” he added. “Because we’re toughening everyone up.”
The US military maintained a massive presence in Europe during the Cold War. The bulk of it was in Germany, though US forces, like the Marine Corps hardware in secret caves in Norway, were stationed around the continent.
In the years after the Cold War, however, the emphasis on major operations in Europe — and the logistical and tactical preparations they entail — waned, as operations in the desert environments of the Middle East expanded.
In recent years, the US and NATO have taken a number of steps to reverse that shift, and with that has come renewed attention to the challenges of cold-weather operations.

“The change is all of us are having to recapture the readiness mindset and ability to fight full-spectrum in all conditions across the theater,” said Ben Hodges, who commanded the US Army in Europe before retiring as a lieutenant general at the end of 2017.
“The Marines used to always be in Norway. They had equipment stored in caves,” Hodges said.
“I cannot imagine Hohenfels or Grafenwoehr without freezing” weather, he added, referring to major Army training areas in Germany. “It’s either freezing there or completely muddy.”
“We used to always do that” kind of training, Hodges said, but, “frankly, because of the perception and hope that Russia was going to be a friend and a partner, we stopped working on those things, at least the US did, to the same level.”
In mid-October 2018, US Marines rehearsed an amphibious assault in Iceland to simulate retaking territory that would be strategically valuable in the North Atlantic. That assault was practice for another landing to take place during Trident Juncture, where challenging terrain and weather were again meant to test Marine capabilities.

“Cold-weather training, we’ve had training before … we got underway. Just being here is a little different,” said Chief Petty Officer David Babil, a senior ramp marshal overseeing the Corps’ amphibious-landing exercise in Alvund, Norway. “You’ve just got to stay warm. The biggest difference is definitely the weather, but other than that we train how we fight, so we’re ready 24/7.”
Chances for unique training conditions are also found ashore.
“The first consideration is the opportunity to employ the tanks in a cold-weather environment,” said 1st Lt. Luis Penichet, a Marine Corps tank platoon commander, ahead of an exercise that included a road march near Storas in central Norway.
“So once the conditions start to ice over and or fill with snow, one thing we are unable to train in Lejeune is to cleat the tanks and drive them in those type of conditions,” Penichet added. “So we have the possibility to replace [tank tread] track pads with metal cleats to allow us to continue maneuvering. So that is one benefit of operating in the environment like this.”

“Everything is more difficult in the cold, whether it’s waking up in the morning or even something as simple as going from your tent to the shower,” said Marine Corps 1st Lt. Kyle Davis, the camp commandant at Orland Airfield at Brekstad, on the central Norwegian coast.
The US Defense Department recently extended the Marine Corps deployment in Norway, where Commandant Gen. Robert Neller has emphasized that the Corps is trying to prepare for a potential “big-ass fight” in harsh conditions.
But US personnel aren’t the only ones who see the benefits of training at the northern edge of Europe.
“To my surprise, it wasn’t actually much of a change in our equipment,” said 1st Lt. Kristaps Kruze, commander of the Latvian contingent at the exercise, when asked about how the weather affected his gear.

“That just proves that our equipment is not only capable of withstanding temperature in Latvia, but also capable of withstanding harsh winters also in Norwegian territory,” Kruze said in an interview in Rena, near Norway’s border with Sweden, as Trident Juncture got underway.
“During Trident Juncture, since we are in Norway, we have to deal with the cold weather,” Sgt. Cedric, a French sniper, said in Rena, as French, Danish, British, and German troops conducted long-range sniper training.
“For a sniper, cold weather requires to be more careful when shooting. It can affect the shooting a lot,” Cedric said. “Also, when we are infiltrating, we need to make sure we conserve energy and stay warm once we are in position.”
Integrating with NATO forces in the harsh conditions was particularly important for troops from Montenegro, which is NATO’s newest member.

“As you can see there is much snow and its temperature [is in] the very low degrees,” Lt. Nikola Popovic, an infantry platoon commander from Montenegro, said in Folldal, in the mountains of central Norway.
“Because we are a new NATO member, a new ally, we are here to prepare ourselves for winter conditions, because this is an exercise in extreme winter conditions,” Popovic said.
The temperature was the biggest surprise, he added, “but we are working on it.”
NATO countries in the northern latitudes, like Norway, as well as Sweden and Finland, which are not members but partner closely with the alliance and are at Trident Juncture, have no shortage of cold-weather experience.
“They live there so they do it all the time,” Hodges said.

“This is about the US having to relearn” how to operate in those kind of conditions, Hodges added.
Fighting in that kind of environment requires military leaders to consider the affects on matters both big and small, whether that’s distributing lubricant for individual machine guns or the movement of thousands of troops and their heavy gear across snow-covered fields and on narrow mountain roads.
“It affects vehicle maintenance, for example. It affects air operations. It’s not just about individual soldiers being cold,” Hodges added. “It’s all of your systems have to be able to operate, so you have to practice it and take those factors into consideration.”

US Coast Guard cutter Bertholf left California on Jan. 20, 2019, for a months-long mission in the Pacific to support US Indo-Pacific Command, the largest of the US military’s geographic combatant commands.
Coast Guardsmen aboard the Bertholf left Alameda on the 30th day of what is now the longest government shutdown in US history. They left a few days after not getting their first paycheck since that shutdown started and without knowing when the next will come.
“We’re going to live up to the name national-security cutter. We’re going to be doing a national-security mission.” Capt. John Driscoll, the Bertholf’s commanding officer, said in a video release. “When we get underway, we’re going to be working for the United States Indo-Pacific Command combatant commander, and we’re going to be executing national-security operations throughout the Pacific.”

Like other US military branches, the Coast Guard has continued operations during the shutdown that began Dec. 21, 2018. Some 41,000 active-duty Coast Guard personnel and about 1,300 civilian employees are still working.
Unlike other military branches, which are part of the fully funded Defense Department, the Coast Guard is part of the Homeland Security Department, funding for which was not approved before the shutdown, which was prompted by a dispute between President Donald Trump and Congress over money Trump wants for a wall on the US-Mexico border.
Many operations related to live-saving or national security, like the Bertholf’s deployment, have continued, but other activities — routine patrols, safety boardings, issuance and renewal of licenses — have been curtailed.
The service didn’t have funds to send its latest boot-camp graduates, who graduated Jan. 18, 2019, to their new assignments.
The Coast Guard and Homeland Security officials were able to move money around to ensure personnel were paid on Dec. 31, 2018, but they are unable to repeat that maneuver, and the Jan. 15, 2019 payday passed without a check for Coast Guard personnel.
“To the best of my knowledge, this marks the first time in our nation’s history that servicemembers in a US armed force have not been paid during a lapse in government appropriations,” Coast Guard commandant Adm. Karl Schultz said in a January 15 letter to service members.
If the shutdown lasts into late January 2019, some 50,000 retired Coast Guard members and civilians will likely go unpaid.

Base pay for the more than 14,000 junior members of the Coast Guard who make up about one-third of the active-duty force is at or just below the poverty level, three retired Coast Guard master chief petty officers wrote in a Jan. 18, 2019 op-ed. “Most of these members do not have the resources to go without pay over any extended period of time.”
Efforts to help and expressions of support for Coast Guard members and their families have sprung up all over the country.
In New London, Connecticut, home to the US Coast Guard Academy and officially designated as a Coast Guard City, residents have set up food pantries and spread information about other kinds of support. Local businesses have offered discounts, and utilities have waived late fees.
But city relies on the roughly 1,000 people in the Coast Guard’s workforce there and the 1,000 cadets in the academy.
“The longer it drags on, the harder these impacts are going to be felt,” Mayor Michael Passero told the Associated Press. “It’s going to start to drain public resources, and it’s going to start to take away from our economic base at some point.”

In Kodiak, Alaska, residents rely on the Coast Guard for economic activity and for support living and working in one of the world’s most dangerous waterways, where fishing is a major enterprise.
Locals have donated fish and game to their neighbors. Some businesses are offering discounts to Coast Guard members and families; others are giving customers i.o.u.s instead of bills, according to The New York Times.
“I think it’s important that the people in the faraway land DC understand what’s going on in a small town,” Mayor Patricia Branson told The Times. “And how people are affected by all this nonsense.”
The Coast Guard itself has been able to offer some support.
In a Jan. 18, 2019 letter, vice commandant Adm. Charles Ray said Coast Guard Mutual Assistance, an independent nonprofit charitable organization that serves the Coast Guard, had expanded limits for interest-free loans and that all active-duty and civilian employees are now eligible.
Ray also said Coast Guard child-development centers “have deferred payment and suspended collection on delinquent accounts” for civilian and military members affected by the shutdown.

Ray’s letter sounded a note of caution about housing, saying the Coast Guard was working with the Defense Department “to notify all privatized government housing sites that Coast Guard [basic allowance for housing] allotments will not be available until funding is restored.”
“However, the government does not have the authority to suspend or delay payments for these privatized contracts,” the letter adds. “We recommend providing the ‘letter to creditors’ available on the [Coast Guard] website to your housing manager that encourages flexibility until this situation is resolved.”
Some measures have been introduced to Congress that would ensure funding for the Coast Guard despite the shutdown, but those bills still need to pass both houses and be approved by the White House.
A week before the Bertholf left Alameda, more than 600 service members, including 168 families, gathered there for a giveaway organized by the East Bay Coast Guard Spouses Club, with everything from fresh fruit to diapers.

“It’s worrisome. I have to put food in my family’s belly,” Coast Guard mechanic Kyle Turcott, who is working without pay, said at the Alameda event.
“I know it is hard for these crews to be leaving behind their dependents and spouses. It’s a thousand times more so when everyone is wondering when their next paycheck will be and how they can support” family left behind, Vice Adm. Linda Fagan, commander of the Coast Guard Pacific Area, said in the video release.
“There’s been an incredible outpouring of support for the families here in the Alameda region. The tension and the anxiety for the crew is real,” Fagan said. “We stand by to help support those families that are left behind the same way that we’re going to support the crew as they sail for the western Pacific.”

Even after decades of observations and a visit by NASA’s Voyager 2 spacecraft, Uranus held on to one critical secret — the composition of its clouds. Now, one of the key components of the planet’s clouds has finally been verified.
A global research team that includes Glenn Orton of NASA’s Jet Propulsion Laboratory in Pasadena, California, has spectroscopically dissected the infrared light from Uranus captured by the 26.25-foot (8-meter) Gemini North telescope on Hawaii’s Mauna Kea. They found hydrogen sulfide, the odiferous gas that most people avoid, in Uranus’ cloud tops. The long-sought evidence was published in the April 23, 2018, issue of the journal Nature Astronomy.
The detection of hydrogen sulfide high in Uranus’ cloud deck (and presumably Neptune’s) is a striking difference from the gas giant planets located closer to the Sun — Jupiter and Saturn — where ammonia is observed above the clouds, but no hydrogen sulfide. These differences in atmospheric composition shed light on questions about the planets’ formation and history.
“We’ve strongly suspected that hydrogen sulfide gas was influencing the millimeter and radio spectrum of Uranus for some time, but we were unable to attribute the absorption needed to identify it positively. Now, that part of the puzzle is falling into place as well,” Orton said.
The Gemini data, obtained with the Near-Infrared Integral Field Spectrometer (NIFS), sampled reflected sunlight from a region immediately above the main visible cloud layer in Uranus’ atmosphere.
“While the lines we were trying to detect were just barely there, we were able to detect them unambiguously thanks to the sensitivity of NIFS on Gemini, combined with the exquisite conditions on Mauna Kea,” said lead author Patrick Irwin of the University of Oxford, U.K.
No worries, though, that the odor of hydrogen sulfide would overtake human senses. According to Irwin, “Suffocation and exposure in the negative 200 degrees Celsius [392 degrees Fahrenheit] atmosphere made of mostly hydrogen, helium, and methane would take its toll long before the smell.”

An attack by a woman on an elderly veteran was caught on tape outside a Fresno, California, auto parts store.
Police are asking for the public’s help in trying to find 73-year-old Victor Bejarano’s attacker.
The Vietnam vet said the woman got out of an SUV and asked him for his wallet in the parking lot. When he refused, she tried to take it from him, leading to a prolonged struggle.
When he made his way inside the store in order to get help, she followed him and the struggle continued right at the counter.
None of the customers in the store stepped in to help, police said. The woman got back in her SUV and drove off before police arrived.
After all that, Bejarano said if the woman had just asked him politely for money and explained her situation, he would have helped her out.
“If she would’ve told me from the beginning: ‘Sir, please help, I have a child. He’s crying because he’s hungry.’ I would have given her the money. But she didn’t ask for the money, she asked for my wallet. I said, I can’t give you my wallet,” said Bejarano, who was at the Auto Zone to fix a friend’s van.

While the sun may have set after 11 seasons on the beloved characters stationed in South Korea during the Korean War, their advice on everything from how to wash your hands, hoarding in a time of toilet paper shortage and social distancing seems almost prophetic.

When asked what prompted his creativity, Vaccariello said that he started comparing the guidance the nation is receiving on protecting ourselves from COVID-19, to scenes from M*A*S*H in his head. “I have been a M*A*S*H fan since the days it originally aired,” he said in an interview with WATM. “I loved the show, the writing and the acting. I can actually be said to be more of a M*A*S*H freak,” he admitted. “I had intended just to make a couple memes, but then last Saturday morning I woke up and decided to create the video.”
The past few weeks have been rough for the Russian military, as a string of serious accidents have led to dozens of deaths and injuries.
Accidents are certainly not uncommon for the Russian military, which lost its only aircraft carrier last fall when a heavy crane punched a hole in it as the only dry dock suitable for carrying out repairs and maintenance on a ship that size sank due to a power failure, but the last few weeks have certainly been a challenge.
Over the past month and a half, the Russian military has seen a fire claim the lives of sailors aboard a secret nuclear submarine, an explosion at a ammunition depot, and, as of Aug. 8, 2019, an explosion during the testing of a rocket engine at a military test facility.

Russia’s latest string of bad luck began with a fire aboard a secret deep-diving nuclear-powered submarine and resulted in 14 deaths.
Russian media reports that the submarine was the Losharik, a vessel designed for “intelligence gathering and, probably, the destruction of or tapping into of undersea communications cables,” A.D. Baker, a former naval intelligence officer, previously told INSIDER.
A suspected fire that ultimately triggered an explosion in the battery compartment killed 14 Russian sailors, a number of which were higher-ranking and distinguished officers. While the incident remains classified at the highest levels, a Russian Navy official said the crew’s actions had stopped a “planetary catastrophe,” a possible reference to an accident with the sub’s nuclear reactor.

On Aug. 5, 2019, an ammo depot at a Russian military base in Siberia said to house around 40,000 artillery shells and other weapons suddenly exploded, igniting fires that killed one and injured over a dozen other people.
The explosion created a massive fireball, and led local authorities to evacuate thousands of people from surrounding communities within 20 kilometers of the blast.
Russia has experienced ammunition depot explosions before. For example, an ammunition storage site in Chapaevsk that housed around 13 million shells exploded in 2013, injuring around 30 people.

The engine, according to Russian state media, exploded while specialists at the base in the rural village of Nyonoksa, a town in northern Russia, were testing the rocket engine’s “liquid propulsion system.”
The Nyonoksa range is a critical test site for Russian missile systems, everything from intercontinental ballistic missiles to cruise missiles. Thursday’s explosion, the state-run TASS News Agency reported, triggered a spike in radiation in a nearby city.
Authorities insist everything is under control.

Everyone remembers their oath of enlistment ceremony, but how many people can say theirs was truly out of this world? Tomorrow, over 800 soldiers participating in a ceremony spanning more than 100 locations around the country will be able to say theirs was. What makes this ceremony so special? It’s being administered by Army astronaut Col. Andrew Morgan from the International Space Station.
“This is an incredible opportunity for us to partner with Space Center Houston to recognize future Soldiers across the nation with a truly unique experience,” said Brig. Gen. Patrick Michaelis, USAREC deputy commanding general in a press release. Michaelis will facilitate the ceremony and question-and-answer session with Morgan. “This is the first event of its kind and will allow us to show the nation the breadth and depth of opportunities the Army offers today’s youth.”
According to USAREC, Morgan is part of the U.S. Army Astronaut Detachment, which supports NASA with flight crew and provides engineering expertise for human interface with space systems. He is an emergency physician in the U.S. Army with sub-specialty certification in primary care sports medicine and was selected to become an astronaut in 2013.
Morgan is also a combat veteran with airborne and ranger tabs and also has served as a combat diver. He’s clearly conquered land and sea, and now space. He’s completed seven spacewalks and one flight to the International Space Station. In addition to the enlistment ceremony, he’ll be sharing his stories and experiences with program attendees on a 20 minute live call from outer space.
Michaelis said, “We need qualified and innovative people to help us continuously adapt to the changing world. The young men and women who will begin their Army story with the incredible experience with Col. Morgan are part of our future. They will perform the traditional jobs most people associate with the Army, like infantry and armor, but they will also take on roles many people don’t realize we do – highly technical and specialized careers in science, technology, engineering and math.”
The oath of enlistment ceremony and question-and-answer session with Morgan will stream live on NASA TV, DVIDS, and U.S. Army Facebook and YouTube pages beginning at 12:50 pm eastern time. We’re over the moon about this event.
Ask most people about ducks, and they think of the birds that you’d feed in a park or what they would go hunting out with some buddies in the spring or fall. Others may think of it as the middle bird in a turducken. But World War II veterans will think of a very different thing – a truck that was a very crucial piece to victory in that conflict.
Well, the truck wasn’t officially called a duck. It wasn’t even officially called the DUKW. That name came about from General Motors, which had an in-house designation system (many companies that build fighters do the same thing). According to Olive-Drab.com, D stood for a vehicle that first began production in 1942. The U stood for a utility vehicle. The K meant that it was an all-wheel drive vehicle, and the W signified a dual-rear axle arrangement.
It was a modified two and a half ton truck, intended to be able to operate on water as well as on the land. The amphibious capability came from adding a boat hull and a propeller to the standard truck then in service.

The DUKW first rolled off the assembly line in June, 1942, just as the United States Navy won the Battle of Midway. Production was well underway by later that year, which meant this vehicle missed Operation Torch, the invasion of North Africa.

But when it came time to storm Sicily, the DUKW was ready, and proved to be very valuable. MilitaryFactory.com notes that the DUKW had a top speed of 50 miles per hour, could go 398 miles on a tank of gas, and had a crew of two. Over 21,000 ducks were built, and some of them continued in military service until 2012 – seventy years after the first one was made!
Many DUKWs that are still operating in the civilian world carry out “Duck tours” in cities across the world.

The M247 Sergeant York was officially designated as a “self-propelled anti-aircraft gun” but was for all intents and purposes a tank chassis with anti-aircraft guns attached to the top. The vehicle was named for one Alvin York, a famous and highly decorated WWI hero who captured over 100 German soldiers pretty much single-handedly. Unfortunately for the U.S. tax payers who spent just shy of $2 billion on it (about $4.8 billion today or, humourously enough, after appropriately adjusting for inflation to make the dollar values match, about 1/11th what the entire Apollo program cost), the final version of the weapon ended up being so useless its automatic targeting system couldn’t distinguish between a toilet vent fan and a jet plane, the vehicle itself couldn’t keep up with the tanks it was designed to protect, and it was made obsolete by advances in enemy weaponry after only a few dozen faulty units were made. Here now is the story of the forgotten M247.
This particular weapon was developed by the defunct off-shoot of Ford known as Ford Aerospace in response to a contract put out by the U.S. Army in 1977 requesting what they referred to as an, “Advanced Radar-directed Gun Air Defense System.” This was later re-dubbed, “Division Air Defense” which was itself shorted to DIVAD in official documentation.
In a nutshell, the Army wanted a drivable anti-aircraft system that was to serve alongside their newly developed M1 Abrams and M2 Bradley tanks in battle. The contract was put out in direct response to a battle tactic known as “pop-up” which essentially involved helicopters harassing tanks from a distance by hiding behind cover and then popping up briefly to let loose a volley of anti-tank missiles (which themselves were a newly developed technology) before hiding once again.
The U.S. Army found that the tactic was almost impossible to counter with the ground-based weapons it had available at the time as their leading anti-aircraft weapons system, the M163 Vulcan, only had a range of 1.2 KM (3/4 of a mile), while newly developed anti-tank missiles, such as the 9K114 Shturm used by the Soviets, could hit from a range almost five times greater than that. To add insult to injury, the Soviets had no problem countering the pop-up attack method thanks to their ZSU-23-4 Shilka, which is essentially what the United States wanted to copy.
To minimize production time and cost, the Army specified that the basis of the newly developed system had to be mounted atop an M48 Patton tank chassis (something the Army had in great surplus). Further, the system had to more or less use off-the-shelf parts, rather than anything being developed from scratch.
As to the final specific capabilities it was supposed to have, it had to be able to keep up with the M1 and M2’s cruising speed and be able to lock onto any target within 8 seconds, all with a minimum 50% chance to hit a target from 3 KM (1.9 miles) away with a single 30 second volley. It also had to be able to continually track up to 48 moving aerial targets, automatically identifying enemy aircraft, and intelligently prioritizing which should be shot down first. All the gunner had to do then was to select the target from the generated list and fire.
Several companies responded to the request with proposed systems, with the Army ultimately narrowing it down to two entrants- one developed by Ford Aerospace and one by General Dynamics, with both companies given $79 million to develop prototypes.
After extensive testing of two prototypes made by each company, in which General Dynamics’ reportedly shot down 19 drones vs. Ford’s 9, Ford was awarded the contract…
As you might have guessed, this decision was controversial, not just because the General Dynamics prototype outperformed Ford’s by a considerable margin, but because, unlike every other entrant, the M247 used more costly 40MM shells instead of 35MM ones which were extensively used by NATO at the time. Rumour had it that Ford stood to make more money from the use of 40MM rounds due to a business deal they had with the manufacturer. However, it should also be noted that the Army may have had good reason to favour the 40MM given its larger size and a newly developed 40mm round that had a proximity sensing fuse built in.
Whatever the case, Ford Aerospace won the lucrative contract and began immediate production of M247s in 1981.
Every M247 Ford produced had problems, mainly centered around their automatic targeting system. This ultimately led one soldier to speculate that the only way the M247 would manage to take out an enemy would be by “driving over the top of it.”
As an example of some of the issues here, in 1982 Ford was set to demonstrate the M247 to a gathered crowd of VIPs and military brass. However, the moment the M247’s tracking system was turned on, it immediately targeted the stands the gathered people were sitting in, resulting in complete chaos as those present trampled one another to get out of the way. Of course, the M247 required the operator to tell it to fire, so there was no real danger here, but one can imagine staring down a pair of 40mm cannons in a live demo would be a tad frightening.
After a while, the engineers thought they’d managed to fix the issue and the demo resumed, only to see the M247 shoot into the ground rather than the drone target it was “locked on” to.
In the aftermath, a Ford Aerospace executive claimed the “glitch” had been caused by the M247 being washed before the demonstration, damaging the targeting system. This explanation didn’t sit well with military brass or the many journalists present, one of whom, Gregg Easterbrook, mused that perhaps Ford Aerospace didn’t realize that it rained in Europe where the M247 was to be deployed.
Other problems with the M247’s targeting system included its seeming inability to tell the difference between helicopters and trees and its penchant for locking onto random other ground-based objects as threats. The most infamous example of this was that time an M247 ignored a passing drone it was supposed to be targeting and instead locked onto a nearby latrine exhaust fan, marking it as a low priority, slow-moving target.
The M247’s targeting system was so poor that even when presented with an unrealistically favorable scenario, such as a helicopter hovering completely still in mid-air, it still missed and took an agonizing 12 seconds just to acquire the target.
How was this targeting system so bad, given that it was developed using off-the-shelf parts that were shown to be reliable already? Mainly because the radar was one designed for the F-16 fighter jet. (In fact, it worked very well in the open air.) However, despite the efforts of the Ford and Army engineers, the random objects on the ground continually wreaked havoc on the radar’s ability to track low flying aerial targets like pop-up attacking helicopters. It also had significant problems tracking high flying targets because when the turrets were raised up they got in the way of the radar… (*queue Yakety Sax*).
On top of all this, the M247’s turret also couldn’t turn fast enough to track fast-moving targets and the hydraulics leaked in even marginally cold weather. Not a problem, of course, given it’s always balmy in the regions that were once the former Soviet Union… (In truth, even if it was balmy, it turns out the tracking system also struggled in high ambient temperatures and had trouble dealing with vibrations, such as generated continually when the M247 moved over the ground.)
Another major problem, as previously mentioned, was that the M247’s top speed wasn’t sufficient to keep up with the M1 and M2’s cruising speed, meaning it literally couldn’t drive fast enough to travel with the things it was specifically designed to protect. You might at this point be thinking that one’s on the Army because they’re the ones that made Ford use the M48 Patton tank as the base, and that’s not an entirely unfair thought. However, it should be noted that the M48 was previously capable of keeping up here, but Ford added about 17 tons to the original 45 in their modifications of the turret, making the tank much slower than it had previously been.
Despite all these problems to units being delivered, the Army continued to pump money into the project, mostly because there wasn’t a backup option and there was a very pressing need for such a weapon. However, rumors of the Army faking positive results for the M247 via putting it in unrealistically favorable conditions (such as hovering the drones and attaching radar reflectors), including Oregon state representative Dennis Smith going so far as to publicly accuse them of this, ultimately led to something of an inquiry on the matter. Specifically, in 1984, Secretary of Defense Caspar Weinberger decided to oversee a set of amazingly expensive tests costing $54 million ($144 million today) to better determine what this weapon could and couldn’t do.
The tests did not go well. When the system utterly failed to hit any realistically flown drones, they resorted to having them fly in a straight line. After further failures to actually hit a target, the drones were made to hold still and equipped with radar reflectors… (Rather ironic for a weapon named after a famed WWI soldier known for his incredibly sharpshooting ability.)
All was not lost, however. In one of the rounds of tests where a drone was moving the M247 did manage to slightly damage it, knocking it off course, at which point the safety officer remotely self-destructed it as he was supposed to do if a drone did such a thing. Nevertheless, this was interpreted by the press as the military trying to make it look like the M247 had actually managed a kill, leading to even more outcry that the Army was just trying to fake the results to make the massively expensive M247 look good.
(As to that cost, while it’s widely reported today that the project cost close to $7 billion (about $18 billion today), in fact, that number includes about three decades of anti-aircraft weapon development leading up to and including the actual figure of about $1.8 billion (about $4.8 billion today) spent on the development of the M247s.)
In any event, around the same time of the debacle that was the 1984 tests, the Soviet Union were deploying longer-range anti-tank missiles that were capable of being fired outside of the then current range the M247 could effectively counter the attacks, even if the system did aim properly.
Thus, despite the pressing need for such a system with little in the way of a backup, Weinberger, with support from Congress, some members of which had been present at the test, canceled the project rather than trying to sink more money into it to fix it. In the coming years, most of the M247s found their way onto target ranges where they were destroyed in various tests by weaponry that could actually aim properly. Today, only a handful of M247s still exist, one of which can be found at the Sgt. Alvin C. York State Historic Park.
The Defense Department will provide all support necessary to the Department of Homeland Security and law enforcement agencies to protect U.S. elections from Russian interference and other bad actors, Defense Secretary James N. Mattis told reporters today.
The secretary also said the U.S. military must address space as a developing warfighting domain that may lead to creation of a new combatant command.
The Russian government was responsible for the attacks on the U.S. election process in 2016, Mattis told reporters. “We all saw what happened in 2016 when the Russians – and possibly others, but the Russians for certain – tried to do both influence operations and actually get in to try to corrupt some of the process,” he said.
