Under Secretary of the Navy, Thomas Modly, completed a three-day partnership-building visit to Norway, Dec. 12, 2018.
Modly met with senior military and civilian officials to discuss security and stability issues and efforts along with touring some of the Norwegian assets and facilities.
Meetings were held with the U.S. ambassador, State Secretary of Defense, Chief of Royal Norwegian Navy, Commander of Norwegian Defense Liaison Office, members from the Royal Norwegian Air Force, Army, Navy, and U.S. Marines on rotation to Norway.
“The U.S. and Norway share a very close military relationship and collaborate on many global, regional and bilateral issues,” said Modly. “Being able to see it first hand was impressive and helped underscore the enduring value of investing in cooperative security relationships.”
During his visit, Modly toured a Royal Norwegian Navy Skjold class Corvette and Fridtjof Nansen class frigate and the facilities at the Marine Corps Pre-Positioning Program-Norway (MCPP-N).

“By working together with one of our closest allies, we create force multipliers that enhance our capabilities and build a better understanding of each other,” said Modly. “I look forward to fostering this relationship through our Navy and Marine Corps team.”
On his final day, Modly had the opportunity to have lunch and a discussion with some of the U.S. Marines from the Marine Rotational Force — Europe.

“Marine training in Norway improves cold weather and mountain readiness in Artic conditions,” said Modly. “It also enhances interoperability between U.S. And Norwegian forces. Our marines are getting great training and building enduring relationships with their Norwegian partners.”
Modly is on a multination visit to the European region focused on strengthening partnerships and cooperation in support of the second line of effort of the National Defense Strategy: Strengthening Partnerships and Alliances.
Though former national security adviser Michael Flynn was rather controversial — the retired general peddled conspiracy theories and ultimately resigned because of his ties to Russia — I don’t suspect anything other than professionalism and solid advice being given to the president by McMaster.
He commands a great deal of respect among his troops.
Much like Defense Secretary Jim Mattis, who was revered by his troops while serving as a general in the Marine Corps, McMaster has earned a great deal of respect from soldiers. That’s because his career has been marked by personal heroism, excellent leadership, and his tendency to buck traditional ways of thinking.
As a captain during the Gulf War in 1991, McMaster made a name for himself during the Battle of 73 Easting. Though his tank unit was vastly outnumbered by the Iraqi Republican Guard, he didn’t lose a single tank in the engagement, while the Iraqis lost nearly 80. His valor and leadership that day earned him the Silver Star, the third-highest award for bravery.
Then there was his leadership during the Iraq War, during which he was one of the first commanders to use counterinsurgency tactics. Before President George W. Bush authorized a troop “surge” that pushed US forces to protect the population and win over Iraqi civilians, it was McMaster who demonstrated it could work in the city of Tal Afar.
He’s far from a being a ‘yes’ man.
McMaster is the kind of guy who says what’s on his mind and will call out a wrongheaded approach when he sees one. That tendency is something that junior officers love, but those maverick ways are not well-received by some of his fellow generals. Put simply: McMaster isn’t a political guy, unlike other officers who are trying to jockey for position and move up in their careers.
In 2003, for example, McMaster criticized then-Defense Secretary Donald Rumsfeld’s Iraq War plan that placed too much of an emphasis on technology. McMaster also pushed back on his boss’ refusal to admit an insurgency was starting to take hold in 2004.
He’s been held back in his career because of it — he was passed over two times for his first star — but it wasn’t due to incompetence. Instead, his fight to be promoted from colonel to brigadier general was seen as pure politics, and McMaster doesn’t like to play. He was eventually promoted in 2008, but that hasn’t made him any less outspoken.
He’s a strategic thinker with a Ph.D.
McMaster has a lot in common with another famous general: David Petraeus.
In fact, he was one a select few officers that were in the Petraeus “brain trust” during the Iraq War.
McMaster is an expert on military strategy, counterinsurgency, and history. And he, like Petraeus, stands out among military officers, since both earned advanced degrees. McMaster holds a Ph.D. in history from the University of North Carolina, where his dissertation went far beyond the readership of just a few professors.
Titled “Dereliction of Duty,” McMaster’s dissertation became an authoritative book on how the United States became involved in the Vietnam War. Much of the book’s focus is on the Joint Chiefs of Staff, who were heaped with criticism for failing to push back against President Lyndon B. Johnson.
“McMaster stresses two elements in his discussion of America’s failure in Vietnam: the hubris of Johnson and his advisors and the weakness of the Joint Chiefs of Staff,” reads a review on Amazon.
Whether McMaster can transition well from the Army to the White House is the big question now, but he’s one of the best people Trump could have picked. And like Mattis, he’s not afraid to challenge the president’s views.
“He’s not just a great fighter, and not just a conscientious leader,” one Army officer told me of McMaster. “He’s also an intellectual, a historian and a forward-thinking planner who can see future trends without getting caught up in bandwagon strategic fads.”

Mattis stressed that his first talks with Trump centered on the US’s ability to defend against and deter nuclear-missile attacks.
Mattis also lauded the State Department’s efforts to bring a diplomatic solution to the Korean Peninsula’s conflict. He made clear that the US had “the most precise, rehearsed, and robust defensive and offensive capabilities on earth.”
The US, which protects its air and naval bases on Guam with advanced missile defenses, appeared prepared to meet the challenge of North Korea’s unreliable missiles.
“We always maintain a high state of readiness and have the capabilities to counter any threat, to include those from North Korea,” Lt. Col. Christopher Logan, a Pentagon spokesman, told Business Insider.
“It would be a war that fundamentally we don’t want,” Mattis said at the time, but “would win at great cost.”

“The United States and our allies have the demonstrated capabilities and unquestionable commitment to defend ourselves from attack. Kim Jong Un should take heed of the United Nations Security Council’s unified voice, and statements from governments the world over, who agree the DPRK poses a threat to global security and stability. “This will make you hard, gents,” they growl, tongues firmly in cheeks. They know they are making a bad pun while also telling us that all of this, in effect, is for our own good. We do it grim-faced and resigned to another onslaught of sandy wetness because we want to make it through the training. And the training is designed to figure out which of us will not quit, even when our physical selves want nothing more than warmth, blessed dryness, and physical comfort.

Some will eventually give in to the effect of this relentless physical tribulation. Those that make it through do so because they find their way to that state of consciousness in which the brain overrides the assault on the body, and that all-powerful and mysterious mass of grey matter residing inside our skulls takes over and drives the machine of blood and bone known as our bodies forward in a state of semi-autonomy. That is the mental state one must achieve to make it through the training; that state in which the primeval mind overcomes the objections and weaknesses of the fragile body.
Three of my blood relatives made it through BUD/S before me. One made it through after me. Five of us in total. Each of us set out not knowing if we had that ability to put mind over body. We hoped we did. We suspected we did, since we had the same genetic make-up as those who had come before us. We each knew that if our father, brother, and cousin could do it, we could do it too. Still, you never really know until you do it. Until you face it.

The physical preparation is important — critical, even. You have to reach a certain level of physical preparedness to allow your body to complete that journey. That is a necessary condition to making it through, but not a sufficient condition. The physical preparation alone will not guarantee you success. The mindset is the thing. You have to get your mind to that place in which quitting is an impossibility.
Sure, you might fail or be ejected from the training for some performance inadequacy. That happens even to the most physically prepared of us. I saw it happen in my own class on multiple occasions. But you have to get to the state of mind in which they will have to kill you or fail you to stop you from making it. Never quit. Never contemplate quitting. Never allow that thought to worm its way into your head. Once it does, all is lost.

That is the one piece of advice I give, and have given, to all those who have asked over the years about making it through BUD/S: just tell yourself you will never quit. Tell yourself that you will prepare the best you can by swimming, running in boots and pants in the sand, doing thousands of push-ups and pull-ups and flutter kicks, and practicing all of the breath holding.
Once you reach that threshold of preparedness, you must then fortify your mind. Obsess over making it. Find your inner demon. Harness it, and hold on tight and ride that supernatural force straight through to the end. The human brain and the power it wields is a force of nature. You have to channel that power — all of it — to propel you forward to the end.

It will end, after all. At some point, you know that about 20 out of 100 of you will be left standing at graduation. They will have thrown everything they have at you to get you to quit. They will make it their mission to break you. It is up to you to stand fast and repel that assault. If I can do it, then you can do it too.
The Air Force Chief Scientist said F-35 pilots will be able to control a small group of drones flying nearby from the aircraft cockpit in the air, performing sensing, reconnaissance and targeting functions.
At the moment, the flight path, sensor payload and weapons disposal of airborne drones such as Air Force Predators and Reapers are coordinated from ground control stations.
In the future, drones may be fully operated from the cockpit of advanced fighter jets such as the Joint Strike Fighter or F-22, Air Force Chief Scientist Greg Zacharias told Scout Warrior in an interview.
“The more autonomy and intelligence you can put on these vehicles, the more useful they will become,” he said.
This development could greatly enhance mission scope, flexibility and effectiveness by enabling a fighter jet to conduct a mission with more weapons, sensors, targeting technology and cargo, Zacharias explained.
For instance, real-time video feeds from the electro-optical/infrared sensors on board an Air Force Predator, Reaper or Global Hawk drone could go directly into an F-35 cockpit, without needing to go to a ground control station. This could speed up targeting and tactical input from drones on reconnaisance missions in the vicinity of where a fighter pilot might want to attack. In fast-moving combat circumstances involving both air-to-air and air-to-ground threats, increased speed could make a large difference.
“It’s almost inevitable people will be saying – I want more missiles on board to get through defenses or I need some EW (electronic warfare) countermeasures because I don’t have the payload to carry a super big pod,” he explained. “A high powered microwave may have some potential that will require a dedicated platform. The negative side is you have to watch out that you don’t overload the pilot,” Zacharias added.
In addition, drones could be programmed to fly into heavily defended or high-risk areas ahead of manned-fighter jets in order to assess enemy air defenses and reduce risk to pilots.
“Decision aides will be in cockpit or on the ground and more platform oriented autonomous systems. A wing-man, for instance, might be carrying extra weapons, conduct ISR tasks or help to defend an area,” he said.
Advances in computer power, processing speed and areas referred to as “artificial intelligence” are rapidly changing the scope of what platforms are able to perform without needing human intervention. This is mostly developing in the form of what Zacharias referred to as “decision aide support,” meaning machines will be able to better interpret, organize, analyze and communicate information to a much greater extent – without have humans manage each individual task.
“A person comes in and does command and control while having a drone execute functions. The resource allocation will be done by humans,” Zacharias said.
The early phases of this kind of technology is already operational in the F-35 cockpit through what is called “sensor-fusion.” This allows the avionics technology and aircraft computer to simultaneously organize incoming information for a variety of different sensors – and display the data on a single integrated screen for the pilot. As a result, a pilot does not have the challenge of looking at multiple screens to view digital map displays, targeting information or sensory input, among other things.
Another advantage of these technological advances is that one human may have an ability to control multiple drones and perform a command and control function – while drones execute various tasks such as sensor functions, targeting, weapons transport or electronic warfare activities.
At the moment, multiple humans are often needed to control a single drone, and new algorithms increasing autonomy for drones could greatly change this ratio. Zacharias explained a potential future scenario wherein one human is able to control 10 – or even 100 – drones.
Algorithms could progress to the point where a drone, such as a Predator or a Reaper, might be able to follow a fighter aircraft by itself – without needing its flight path navigated from human direction from the ground.
Unlike ground robotics wherein autonomy algorithms have to contend with an ability to move quickly in relation to unanticipated developments and other moving objects, simple autonomous flight guidance from the air is much more manageable to accomplish.
Since there are often fewer obstacles in the air compared with the ground, drones above the ground can be programmed more easily to fly toward certain pre-determined locations, often called a “way-points.”
At the same time, unanticipated movements, objects or combat circumstances can easily occur in the skies as well, Zacharias said.
“The hardest thing is ground robotics. I think that is really tough. I think the air basically is today effectively a solved problem. The question is what happens when you have to react more to your environment and a threat is coming after you,” he said.
As a result, scientists are now working on advancing autonomy to the point where a drone can, for example, be programmed to spoof a radar system, see where threats are and more quickly identify targets independently.
“We will get beyond simple guidance and control and will get into tactics and execution,” Zacharias added.
Wargames, exercises and simulations are one of the ways the Air Force is working to advance autonomous technologies.
“Right now we are using lots of bandwidth to send our real-time video. One of the things that we have is a smarter on-board processor. These systems can learn over time and be a force multiplier. There’s plenty of opportunity to go beyond the code base of an original designer and work on a greater ability to sense your environment or sense what your teammate might be telling you as a human,” he said.
For example, with advances in computer technology, autonomy and artificial intelligence, drones will be able to stay above a certain area and identify particular identified relevant objects or targets at certain times, without needing a human operator, Zacharias added.
This is particularly relevant because the exorbitant amount of ISR video feeds collected needs organizing algorithms and technology to help process and sift through the vast volumes of gathered footage – in order to pinpoint and communicate what is tactically relevant.
“With image processing and pattern recognition, you could just send a signal instead of using up all this bandwidth saying ‘hey I just saw something 30-seconds ago you might want to look at the video feed I am sending right now,'” he explained.
The Army has advanced manned-unmanned teaming technology in its helicopter fleet –successfully engineering Apache and Kiowa air crews to control UAS flight paths and sensor payloads from the air in the cockpit. Army officials say this technology has yielded successful combat results in Afghanistan.
Senior Air Force leaders have said that the services’ new next-generation bomber program, Long Range Strike Bomber or LRS-B, will be engineered to fly manned and unmanned missions.
Navy Secretary Ray Mabus has said that the service’s carrier-launched F-35C will be the last manned fighter produced, given the progress of autonomy and algorithms allowing for rapid maneuvering. The Air Force, however, has not said something similar despite the service’s obvious continued interest in further developing autonomy and unmanned flight.
Also, in September of 2013, the Air Force and Boeing flew an unmanned F-16 Falcon at supersonic speeds for the first time at Tyndall Air Force Base, Fla. The unmanned fighter was able to launch, maneuver and return to base without a pilot.
At the same time, despite the speed at which unmanned technology is progressing, many scientist and weapons’ developers are of the view that human pilots will still be needed – given the speed at which the human brain can quickly respond to unanticipated developments.
There is often a two-second long lag time before a UAS in the air can respond to or implement directions from a remote pilot in a ground station, a circumstance which underscores the need for manned pilots when it comes to fighter jets, Air Force officials said.
Therefore, while cargo planes or bombers with less of a need to maneuver in the skies might be more easily able to embrace autonomous flight – fighter jets will still greatly benefit from human piloting, Air Force scientists have said.
While computer processing speed and algorithms continue to evolve at an alarming pace, it still remains difficult to engineer a machine able to instantly respond to other moving objects or emerging circumstances, Air Force scientists have argued.
However, sensor technology is progressing quickly to the point where fighter pilots will increasingly be able to identify threats at much greater distances, therefore remove the need to dogfight. As a result, there may be room for an unmanned fighter jet in the not-too-distant future, given the pace of improving autonomous technology.

Kugler was getting ready to graduate college on the GI Bill in 2015 when he heard the news that Bella had bone cancer. A May 2015 amputation of Bella’s front left leg bought her some time, but veterinarians were still pessimistic about her chances. That’s when Kugler decided that he wanted to give her a proper send-off.
“I just was kind of looking at her, and just imagining her being gone when I came home from work,” he told WATM. “I just said, ‘You know what? Let’s take off for a little while.'”
Since that decision, Bella and Kugler have been traveling together around the country. Like Kugler, Bella loves being in nature.
“We were in the Adirondacks, in upstate New York,” Kugler said. “That has been some of our best nature time together during this period. … Our hikes in the Adirondacks are probably some of my favorite times that we’ve had together, like near Lake Placid.”
Bella, who Kugler adopted in 2007 with his then-wife, is great with people and is known for enthusiastically greeting almost anyone she meets.
“Bella’s still very independent,” Kugler said. “She wants to meet new people, but she’s also just very curious about how they smell, if they have food for her. ‘You got food? Who’s got food? Do you have food for me?’ She gets a little spoiled.”
This has allowed Kugler to meet and help encourage people he wouldn’t have connected with otherwise.
“We meet a little girl in a wheelchair that just falls in love with Bella before she even realizes that she has three legs. Bella stands up, and the girl is like, ‘Oh my gosh, she’s like me,’ ” Kugler said.
As Kugler describes it, he and Bella are just, “Out exploring the world with my dog, and encouraging people to get outside and drop their social barriers and their boundaries, to just live on this tiny blue speck together as one.”
While Bella has done brilliantly on their trip, staying active and outgoing despite her cancer, Kugler says that traveling with Bella has helped him nearly as much as it has helped her.
“When I’m with her, and I’m paying attention to her, I’m outside myself, and I’m focusing on giving her the best life, I feel at that point in time that I am the best version of myself,” he said. “That is one of the reasons I like really spending time with her and doing our thing.”
Kugler is overjoyed that Bella has been able to fight for so long and has helped so many people, but he keeps people updated on her progress in his Instagram feed where he acknowledges that Bella is still facing death.
Civilian pilot Adam Alpert of the Vermont Air National Guard wrote an interesting and enjoyable article on his training experience with the vaunted F-35 in a mock mission to take out nuclear facilities in North Korea.
Chief among the interesting points in the article is a quote from Alpert’s instructor pilot, Lt. Col. John Rahill, about the F-35’s dogfighting ability.
Speaking about the nuanced technical and tactical differences between the F-35, the future plane of the VANG, and the F-16, the VANG’s current plane, Rahill said this:
“If you get into a dogfight with the F-35, somebody made a mistake. It’s like having a knife fight in a telephone booth — very unpredictable.”
The F-35 has been criticized for its dogfighting abilities. But as more information comes to light about the F-35’s mission and purpose, it becomes clearer that measuring the F-35 by its ability to dogfight doesn’t make much more sense than measuring a rifle by its capability as a melee weapon.
“The pilot uses onboard long-range sensors and weapons to destroy the enemy aircraft before ever being seen. The combination of stealth and superior electronic warfare systems makes the F-35 both more lethal and safer,” said Rahill, according to Alpert.
In Alpert’s mock mission to North Korea, planners sent only four planes, two F-35s and two F-22s, instead of the older formation of F-18s for electronic attacks, F-15s for air dominance, and F-16s for bombing and airborne early warning. Altogether, the older formation totals about 75 lives at risk versus four pilots at risk with the F-35 version.
Alpert’s piece highlights many of the ways in which the F-35 outclasses the F-16 with an easier, more intuitive interface that allows pilots to focus more on the mission and less on the machine. In fact, Alpert compares the F-35’s controls to an “elaborate video game” with a variety of apps he can call up seamlessly to access any relevant information — including an indicator that tells him how stealthy he is.
Four people were injured and one remains missing after Russia’s only aircraft carrier, the Admiral Kuznetsov, suffered damage when a floating dry dock sank while the vessel was leaving it, officials say.
The waterborne repair station’s sinking at an Arctic shipyard early on Oct. 30, 2018, was the latest in a series of mishaps involving the Admiral Kuznetsov, which lost two military jets in accidents off the coast of war-torn Syria in 2017.
The PD-50 dry dock had “fully sank” by 3:30 a.m. local time at the 82nd Repair Shipyard in the village of Roslyakovo near the port city of Murmansk, regional Governor Marina Kovtun said on Twitter.
“Unfortunately, one person has not yet been found,” Kovtun said.

She said that two injured workers were hospitalized and two were treated without hospitalization.
One of the injured was in very serious condition, said Viktor Rogalyov, the head of the local Disaster Medicine Center.
She said that rescue divers from the Russian Navy’s Northern Fleet were working at the site and that it was “hard to say” what caused the sinking.
Authorities said at least one crane fell when the dry dock sank, damaging the aircraft carrier.
Aleksei Rakhmanov, head of the state-run United Shipbuilding Corporation, said experts are assessing the damage but that “the vitally important parts of the aircraft carrier were not affected.”
The PD-50 was one of the world’s largest dry docks.
Russia sent the 305-meter Admiral Kuznetsov to the Eastern Mediterranean in 2016 as part of its ongoing military campaign in support of Syrian government forces in the Middle Eastern country’s devastating war.
An Su-33 military jet crashed while trying to land on the aircraft carrier there in December 2016, and a MiG-29 crashed a few kilometers from the vessel three weeks earlier.
A fire on board the carrier killed a sailor during a 2008-09 deployment, and an oil spill was spotted by the Irish Coast Guard near the vessel afterwards.
In order to meet the goal of a Navy numbering 355 ships, Naval Sea Systems Command will consider resurrecting a number of retired combat vessels from the dead and refitting them for active service.
Though nothing has been set in stone just yet, some of the “younger” ships parked at the various Naval Inactive Ship Maintenance Facilities around the country could get a new lease on life, thanks to dialed-down purchases of Littoral Combat Ships and the next-generation Zumwalt class destroyer.
Upon decommissioning, warships are often stripped for reusable parts, and sensitive equipment and gear are removed, along with the ship’s weapon systems. Frigates, destroyers and cruisers could lose their deck guns, their radars, and electronics suites — some of which will be used as spare parts for active ships, and the rest of which will be stored until the Navy determines that it has absolutely no use for these retired vessels anymore, heralding the start of the process of their dismantling.
A number of ships will also be sold to allied nations for parts or for active use.
Currently, the Navy retains less than 50 ships within its inactive “ghost” fleet, among them Oliver Hazard-Perry frigates, Ticonderoga guided missile cruisers, Kitty Hawk-class aircraft carriers, and a variety of other types, including fleet replenishment ships and amphibious assault ships.
Among the ships to be evaluated for a potential return to service are a handful of Oliver Hazard-Perry class frigates and the USS Kitty Hawk, a conventionally-powered super carrier mothballed in Bremerton, Washington.
The Kitty Hawk, now over 57 years old, is apparently the only carrier in the Navy’s inactive fleet worthy of consideration for a return to duty. Having been retired in 2009, the Kitty Hawk was modernized enough to support and field all Navy carrier-borne aircraft currently active today.
However, the ship has since been heavily stripped down; many of her combat systems destroyed or sent around the Navy for use with other vessels. The extensive refurbishment this 63,000 ton behemoth would have to undergo would likely prove to be the limiting factor in bringing it back to duty.
This wouldn’t be the first time the Navy has explored the possibility of returning mothballed ships to active duty. In fact, in the 1980s as part of then-President Reagan’s 600 Ship initiative, the Navy recommissioned the legendary WWII-era Iowa class battleships, three of which had been inactive since the late ’50s and one of which had been retired in the late ’60s. All four vessels underwent a costly multi-million dollar overhaul and were ushered back into service.
Two of these battleships — the Wisconsin and the Missouri — would go on to see action during the Persian Gulf War before being quickly retired in 1990 along with their sister ships, the Iowa and the New Jersey.
Bringing back the Hazard-Perry frigates could be far more of a distinct possibility than any of the other ships in the inactive fleet. With the Navy reducing its planned buy of LCS vessels, originally designed to be the successor to the Hazard-Perry boats, and constant engineering issues plaguing the active LCS fleet, a gap has gradually emerged with many clamoring for a more effective frigate-type vessel… or a return to the ships which were previously to be replaced.
A number of Hazard-Perry ships have indeed been sold for scrap, or have been earmarked for a transfer to allied nations, though a few still remain in the inactive reserve, ready to be revamped and returned to service should the need arise.
Ultimately, it will be the bean counters who determine the final fate of the ships in the ghost fleet, and whether or not un-retiring them is a viable option. The cost of refitting and overhauling these vessels to be able to stay relevant against more modern threats, including boat swarms, could prove to be too much for the Navy to foot, especially for a short term investment.
Further options could include hastening the construction of current combat vessels on-order, while retaining more of the older ships in the fleet for an extended service term. However, given the Navy’s needs at the moment, it’s safe to say that NAVSEA will give returning some of these old veterans back to duty serious consideration.
Post traumatic stress disorder (PTSD) is common among soldiers returning from war and cannot always be treated with medication or talk therapy, causing some organizations to turn to service dogs to provide support and emotional relief.
Jordan Covin, founder of The Association of Service Dog Providers for Military Veterans, has a husband and brother that served in the U.S. Army. Neither one of her family members suffers from service-related illnesses, but she says that her proximity to them gives her a unique sense of empathy, which she uses to help others.
“We are a coalition of nonprofits that only work with military veterans and focus on meeting their specific needs with service dogs,” Covin said Thursday on Capitol Hill. “But it’s not only about the dog. The dog is just a tool. What we actually provide is a place where veterans can gather to share their feelings of isolation and alienation. We help create a sense of community and purpose, by bringing the right people together.”
Covin said that groups within her organization have become a network — sharing information and resources instead of competing against one another. She hopes to continue expanding the association, adding more groups who share her vision and goal.
In fact, the idea of using a service dog for psychiatric or emotional reasons is relatively new. Service dogs were originally tasked to perform physical functions for those were incapacitated, such as a seeing eye dog. Covin said that’s all changing now, thanks to a demand for more alternative treatments to address PTSD.
“We all know about dogs for blindness and injuries, but using dogs as a psychiatric tool is very new. It’s an alternative treatment program and that presents challenges. But the niche group that looks only at this and is specializing in this, we can push this into mainstream. It’s not alternative anymore. That is how we want to be seen,” she said.
Eighty-two percent of voters from military households where at least one member is active support the use of marijuana to treat PTSD, according to a 2016 Quinnipiac University poll. These numbers show that once-taboo treatment methods are beginning to find their way into the mainstream. Covin hopes this will continue happening with service dogs.
“We hope to bring in some grant money for research — bring together a group of experts, and help refine a programmatic model for these veterans that serves their needs best, and maximizes the efficiency of their service dog,” she said.
The Association of Service Dog Providers for Military Veterans held a press conference on Capitol Hill Tuesday with several lawmakers that supported passing the PAWS (Puppies Assisting Wounded Service Members) Act. The bill has bipartisan support and, if passed, would allocate grant money to eligible organizations that pair service dogs with soldiers suffering from PTSD.
“Veterans have given enough and need to be treated with dignity, respect and honor — that’s what our association ensures,” Covin said.
Glock Inc. plans to sell the pistol it developed for the US Army’s Modular Handgun System program on the commercial market, a company official told a German publisher.
In January, Sig Sauer Inc. beat out Glock, FN America, and Beretta USA–the maker of the current M9 9mm pistol–in the service’s high-profile competition to replace the M9.
Glock protested the decision, which was upheld by the Government Accountability Office, and shortly thereafter released photos of its entries for the program: versions of its 9mm Glock 19 and .40 caliber Glock 23 pistols.

ESD: Will there be a version of the Glock Modular Handgun System pistol for the commercial market?
Flür: Yes. We think this is a great pistol and would like to give all interested parties the opportunity to try and purchase it. All costs associated with the development of the pistol were financed by Glock, so it is also possible to market the pistol independently. Of course, we will be able to make good use of the experience gained from completing this project. Some aspects will certainly be reflected in future Glock products.
A Glock official in the US said there is no timeline yet for such a plan.
A convoy used by the Islamic State of Iraq and Syria has become a death trap for fighters with the radical Islamic terrorist group. American planes have carried out a number of air strikes on ISIS forces while largely avoiding civilian casualties.
According to multiple reports and Pentagon spokesmen, the convoy consisted of 17 buses that were departing an ISIS-held enclave after striking a deal with the radical Islamic terrorist group Hezbollah and the Syrian army. However, the United States scrambled assets to attack the convoy, and cratered the road ahead of the busses.
While six of the vehicles turned back towards the city of Palmyra, the other 11 have been stranded for at least 10 days. Since then, they have become almost irresistible bait for the terrorist group. Over 85 terrorists have been hit by coalition air strikes since the convoy was stranded. This has saved the United States and the rest of the anti-ISIS coalition the time and effort of hunting them down.
The U.S.-lead anti-ISIS coalition has allowed deliveries of food and water to the convoy, to which ISIS fighters have been drawn to “[l]ike moths to the flame,” according to comments by DOD spokesman Ryan Dillon, an Army colonel.
“We were able to exploit it and take advantage,” he said, noting that over 40 vehicles, from technicals to a tank, have been hit trying to aid the convoy. “We were able to continue to just observe and pick them off one at a time,” Col. Dillon added.
The experienced ISIS troops have also apparently grown frustrated during the siege. During one of the deliveries, an internal squabble broke out.
“You could clearly tell they were going to fisticuffs,” Dillon said. There was no word on whether the internal fighting among the ISIS terrorists saved the coalition additional trouble.
