Soldiers can’t achieve peak performance when they’re chilled to the bone. So in winter weather, some soldiers may don up to seven layers of clothing. That much fabric can weigh them down. Later, soldiers might find themselves overdressed, now getting hot and sweaty. That sweat, in turn, can turn to ice if the weather is super cold. But it doesn’t have to. Researchers have just come up with a way to lighten a winter warrior’s load and fight the threat of frozen sweat.
They’ve designed a new high-performance fabric. It could become the basis of underwear for troops deployed in places blasted by Arctic cold. Scientists unveiled it here, last August, at the fall meeting of the American Chemical Society.
Paola D’Angelo is a bioengineer. She uses principles of biology to solve problems. Elizabeth Hirst is a chemist. Both work at the U.S. Army Natick Soldier Research, Development and Engineering Center in Massachusetts. Their team got the initial idea for this innovation from some earlier work by a group at Stanford University in California. Their new fabric improves on that earlier research. It also adds an important new twist.

Yi Cui and Po-Chun Hsu are materials scientists at Stanford University. Their team already had been using metal nanowires to create see-through electrical conductors. Such materials could be handy for things such as thinner smartphones, displays on car windshields and more. Teeny, tiny nanowires have diameters at the scale of billionths of a meter.
At Cui’s suggestion, the Stanford team set out to use conductive nanowires in a fabric. It would be “warm, lightweight and breathable,” explains Hsu. That way, it could help reduce the energy needed for indoor heating.
The team got itty bitty wires of silver to form a mesh across cotton fabric. The silvery metal can reflect body heat back to someone’s skin. The treated fabric also can carry an electrical current. So, batteries could deliver extra heat when needed.
Now the Army’s team has been tweaking that idea to work not just with cotton, but also with high-performance fabrics. Athletes, soldiers and others often turn to such fabrics when they’re doing things that call for lots of physical activity or that expose them to extreme conditions.
Examples of these special fabrics include polyester, nylon and other synthetic fabrics. Their fibers are engineered by people, instead of coming from natural materials, such as plant fibers or animal hair. The Army uses synthetic fabrics (or blends that include synthetics) for gloves, socks and a soldier’s base layer. That’s the “underwear” that sits closest to the skin. And it’s for that layer that this team has been building upon the Stanford group’s work.
Besides getting the concept to work with other fabrics, the Army researchers tested the ability of such fabrics to hold up through repeated washings. And their fabric indeed performed well.
In addition, the Army team packed more fibers onto each area of fabric than the Stanford team had. That denser wire mesh can carry more current and provide more warmth. Three volts of electricity is enough to warm a test swatch that’s 6.45 square centimeters (1-square-inch) in one minute by 56 degrees Celsius (100 degrees Fahrenheit), D’Angelo reports. A typical watch battery is all that’s needed to provide those 3 volts.
Soldiers won’t want their underwear that hot. But the fabric could provide quick heat in a hurry. With the right controls, soldiers could even customize how warm their clothes get.
Super soakers for sweat
That material would still not be a perfect solution for working in cold weather, however. Even if it were used under with the Army’s current winter wear, soldiers can get sweaty as they hike, climb or carry out other tasks. That’s because the synthetic fabric of the base layer is not good at wicking away moisture, Hirst explains. Instead, sweat soaks into the fabric. As water in the sweat cools, it can ice up. That’s “obviously very uncomfortable,” she adds.
To deal with this, her team is working with hydrogel beads. A hydrogel is a type of “super soaker” material that can absorb a lot of water. In this case, the beads can sop up as much as 40 times their weight in water, Hirst says. The molecules of the beads are made from polymers. These are long chains of identical repeating units. A part of each unit in the hydrogel has a segment that attracts water.
Researchers could tweak the hydrogel to act differently at different temperatures, Hirst points out. As a soldier sweats, the fabric would warm. That warming could lead the hydrogel to soak up any sweat, moving moisture away from the skin. Later, when the soldier took off the underwear, it would cool down. Moisture in the hydrogel beads could then evaporate into the air. Now the fabric would be ready to wear again.
Don’t expect to see the new fabric on soldiers just yet. “We are in the basic research stages,” Hirst says. Among other things, her team will play with different ways to attach the hydrogel beads to the wired fabric. Her group also wants to work on a protective coating for the nanowires. That would help the silver resist tarnishing, which could reduce its reflectiveness.
“We look forward to seeing their cloth combining silver nanowire and hydrogel together,” says Hsu. In his view, it makes good sense to combine features that would provide both heating and cooling as needed. “In the future stages of this research,” he suspects, “there might be some trade-off between the total amount of heating and cooling that the cloth can provide versus its compactness and weight.”
In addition to developing better winter underwear, the Army team hopes the new fabric might lead to warmer gloves and socks. After lots and lots of field testing by soldiers, the fabric might find its way into civilian clothes, too. Then anyone could wear it for skiing, winter walks, snowboarding or other cold-weather fun.
The outdoor temperature topped 32º C (90º F) when the researchers unveiled their new fabric in Washington, D.C. Few folks at the meeting were ready for winter. Later, however, many might appreciate that some scientists and engineers had been thinking ahead.

A virtual competition gave military kids the opportunity to show off their talents in the wake of ongoing closures and cancellations from the coronavirus pandemic.
The Elizabeth Dole Foundation hosted an inaugural talent contest that allowed military kids “a chance to have fun sharing their special talents,” Steve Schwab, CEO of the Elizabeth Dole Foundation, stated in a press release. Military kids from across the country submitted recordings of performances including solo and group vocal performances, dance performances, and comedy.
Organizers of the event say the idea came after sourcing input from caregivers.
“A few weeks into the coronavirus pandemic, we decided to survey our community of military caregivers to see what it was they needed during this time,” Austin Courtney, Director of Communications for the Elizabeth Dole Foundation, said.
At the top of list of needs was personal protective equipment, but the foundation was surprised by what came next according to the survey results.
“We found our community was looking for ways to keep spirits up, to keep their families entertained; they said they needed something to look forward to,” Courtney said.
The foundation took that feedback and got to work, coming up with “Military Kids Have Talent” — a spin on the popular TV show.
“In the midst of COVID-19, so many special moments have been canceled — from dance recitals, school concerts and sporting events to graduation ceremonies, celebrations and other major milestones. Our kids have been going through an especially tough time, so we wanted to create this opportunity for them to share their talents virtually,” Courtney said.
The foundation began accepting video talent submissions earlier this year, receiving more than 200 videos from nearly all 50 states. And the talents featured in those videos were just about as diverse. In addition to singers, dancers and pianists, the group had wide variety of unique submissions.
“We had stand-up comedians, puppeteers, actors performing monologues, harmonica players, artists who created wonderful paintings on video, even a young chef showing off his cooking skills,” Courtney explained.
The foundation narrowed those submissions down to 36 amongst five age categories and produced a special episode featuring actor Jocko Sims as the host of the online event.
After the episode went live, friends, family and fans had two weeks to vote via text for their favorite talent. Voting Winners were selected in five age categories.
“It brought people together virtually in these times when we can’t be together in person,” Courtney said.
That was the case for Addyson Tabankin of Clifton Hills, New York. The 10-year-old pianist, who’s been playing for five years, won her age group.
“I like playing songs from movies and musicals,” Addyson said.
Addyson’s dad is deployed to Camp Arifjan in Kuwait and has been away from home since January.
“Normally, during a deployment, we’re able to get out and do things to help make the time pass, but COVID-19 has made that tough,” Addyson’s mom, Jenn, said.
But because the talent competition was virtual, dad watched Addyson perform, despite being more than 6,000 miles from home.
“I think it’s really great that they took this opportunity to acknowledge the kids, and who are probably having a harder time than usual during this pandemic,” she added.

For Kormeri Sohui Jones, 8, of Enterprise, Alabama, much of the draw was the opportunity to compete.
Despite only playing the piano for eight months, Kormeri has already entered state and local piano competitions.
“She’s a competitor, she’s got that competitive spirit, and when I saw there was going to be a military kids talent contest, I thought it was fitting that she at least try it,” Kormeri’s dad, Willie, a retired Army military police officer said.
Kormeri admits she prefers performing and competing over practicing, and plans to enter the contest again.
“It was a stiff competition, and all I want to say is good luck next year!”

While nothing is concrete, the Elizabeth Dole Foundation hopes this is the first of many future “Military Kids Have Talent” contests.
“The foundation will do everything it can to do this again next year. We saw how much joy it brought to these kids. And it brought so much joy to us, to be able to give kids a reason to smile right now,” Courtney said.
However, even if the world is in a place where gathering together is safe, an in-person talent competition still may not be practical.
“Military kids live all over the world, and we want as many kids as possible to participate, so we see this event remaining virtual.”

Benjamin C. Bradlee was a legendary newsman who led The Washington Post through the Pentagon Papers Affair and the Watergate Scandal, stories that cemented the publication’s world-class status. He set the standard for excellence in journalism and organizational leadership. He also had a legendary sense of humor.
He studied at Harvard, where he was a member of the university’s Navy Reserve Officers Training Corps detachment. Shortly after graduating in 1942, he was sent to the Pacific Theater as a newly-minted ensign. At 20 years old, he was made officer of the deck. At 21, he was, as he put it, “driving a ship around the Pacific Ocean.” He chose the Navy for a reason.
“That was such a “good war,” he told the U.S. Naval Institute’s Naval History magazine. “And serving in the Navy was such a guarantee of action. You weren’t going out to the Pacific Ocean in a destroyer or cruiser without being in the middle of it all.” He was onboard the USS Philip, a destroyer in the Solomon Islands campaign.
In that same 1995 interview, he recalled a time when a reader questioned his patriotism, loyalty, and integrity.
“A guy once wrote a letter to me that started off, ‘Dear Communist,'” Bradlee said. “He impugned my patriotism and certainly impugned my war. I promptly wrote back, ‘Dear A-hole. This is what I did during the war, so don’t give me any sh-t.’ It turned out that he had been in the Marine Corps during the war. We had taken his division to Bougainville and then to Saipan. We had been in some of the same battles. He wrote back, saying I wasn’t such a bad guy after all, and we started a great correspondence.”
His obituary, written by the 50-year veteran Post reporter, Robert G. Kaiser also remembered Bradlee’s patriotism in the same vein:
“Mr. Bradlee’s wartime experience left him an unabashed patriot who bristled whenever critics of the newspaper accused it of helping America’s enemies. He sometimes agreed to keep stories out of the paper when government officials convinced him that they might cause serious harm.”
He became the leader of The Washington Post newsroom in 1965, transforming it in what his Washington Post obituary describes as “combining compelling news stories based on aggressive reporting with engaging feature pieces of a kind previously associated with the best magazines… charm and gift for leadership helped him hire and inspire a talented staff and eventually made him the most celebrated newspaper editor of his era.”
He was almost awarded a Purple Heart for taking a piece of Japanese shrapnel in rear — his rear, not the ship’s — a piece he kept for most of his life.
“It must have hit the deck first or maybe even the stack, then the deck, and then bounced up and hit me in the ass. It was hot when I picked it up. I had it here on my desk, but one of the kids took it to school for show-and-tell and never brought it back.”
For his life’s work, Bradlee was presented with the Presidential Medal of Freedom, the highest honor the United States can give a civilian, in 2013. He died the next year at age 93.
North Korea’s latest missile test, carried out this past weekend, ended about sixty miles off the Russian coast. Russia is not happy about the test, as one might imagine. In fact, they may get angry. Of course, we should note that Putin has options aside from sending Kim Jong-un a letter telling him how angry Moscow is.
Russia has long pushed the development of surface-to-air missiles, and the Soviets put that system on the map in 1960 by downing the Lockheed U-2 flown by Francis Gary Powers. In one sense, Russia needs to have good air defenses since their fighters tend to come out second-best when tangling with American or Western designs.
So, what options does Russia have to shoot down a North Korean missile? Quite a few – and it can be hard to tell them apart.
1. SA-10 Grumble
This is probably the oldest of Russia’s area-defense systems capable of downing a ballistic missile. Like the Patriot, it was initially intended to provide air defense for important targets by shooting down the strike aircraft. It eventually began to cover the tactical ballistic missile threat as well – much as the Patriot made that evolution.
According to GlobalSecurity.org, the baseline SA-10, or S-300PMU, now exported to a number of countries (including Iran), had a maximum range of 124 miles. A navalized version of this missile, the SA-N-6, is used on the Kirov and Slava-class cruisers.
2. SA-12 Gladiator
The Russians consider the SA-12 to be a member of the S-300 family. While the S-300 was initially designed to handle planes, the SA-12 was targeted more towards the MGM-52 Lance. Designation-Systems.net notes that the Lance’s W70 warhead could deliver up to a 100-kiloton yield. That could ruin your whole day.
But the development of a conventional cluster munition warhead for the Lance really bothered the Russians, who expected to see a many as 400 Lances launched in the early stages of a war in Europe. GlobalSecurity.org credits the SA-12 with a range of about 62 miles – not as long a reach as the SA-10 but more than enough to take out an incoming missile before it can do harm.
3. SA-20 Gargoyle
This is an improved version of the SA-10, according to GlobalSecurity.org. It has the same maximum range as the SA-10 version (about 124 miles), but there is a capability to engage faster targets than the baseline SA-10, which usually translates into neutralizing ballistic missiles launched from further away.
The system, also uses several types of missiles — including in the 9M96 family (9M96E1 and 9M96E2) that are smaller than baseline SA-10 missiles. Like the SA-10, there is a naval version, called the SA-N-20, which is on the Pyotr Velikiy and China’s Type 51C destroyers.
4. SA-21 Growler
This is also known as the S-400. The system made headlines when it deployed to Syria after Turkey shot down a Su-24 Fencer jet. The system is often compared to the American Terminal High-Altitude Area Defense system, but unlike THAAD, it is also capable of hitting aircraft and cruise missiles. GlobalSecurity.org credits the SA-21 with a range of about 250 miles.
5. SA-23 Giant
What the SA-20 is to the SA-10, the SA-23 is to the SA-12. This is a substantially improved version of the SA-12, and is intended to deal with longer-range ballistic missiles than the MGM-52 that the SA-12 was intended to take out. The SA-23, also known as the Antey 2500, has a range of 124 miles according to GlobalSecurity.org.
Russia’s born-of-necessity work on surface-to-air missiles has lead to some very capable options in air defense. The real scary part is that Russia has been willing to export those systems – and that could mean they will face American pilots sooner rather than later.
Marrying someone in the military comes with a lot of “stuff.” Some of that stuff is so beautiful – like watching your service member put on their uniform and promising to protect this country – that it takes your breath away. Being married to a soldier, sailor, airman, Marine, Guardsman or Coastie is something that will absolutely enrich your life beyond your wildest dreams. But attached to the beautiful things are some harder parts of the military spouse life.
Walking through the journey of a military spouse comes with challenges. You will be faced with increased responsibilities and continual life changes. From learning the military lingo, acronyms, the ins and outs of Tricare, or managing an overseas PCS, the “opportunities” to learn are endless. But out of all the things to understand and navigate in military life, the most important thing to learn is how to not lose something really, really, important: yourself.
Much of this loss of identity comes initially due to the level of pride felt for your husband or wife’s service to the county. It is a life-changing and awe-inspiring thing to be a part of. Being involved as a military advocate or volunteering your time is an honorable thing, as long as you are doing it for the right reasons. It isn’t altogether uncommon for military spouses to completely lose their voice and sense of self. They get stuck behind their service member’s uniform. The key thing to remember is that you aren’t the one wearing it. They are.
Many military spouses stop going to school, working, or striving toward whatever their dreams were before they said: “I do.” Pair that with deployments and the stress of managing life alone can lead to depression, isolation, and unhappiness. A 2019 study found that 7% of female military spouses meet the criteria for depression, as compared to only 3% of females in the general population. That same study also showed higher rates of addiction to alcohol and binge drinking for military spouses.
For many military spouses, it is hard to recognize who they were before they married their service member. It’s much easier to press pause on your own life and wait for the mission to be complete. But when you do this, you miss so many of life’s opportunities in the process. With this loss of identity comes resentment, which can lead to divorce. The divorced military spouse has a new set of challenges, typically with children to support, no education, and a sparse resume. Now, these spouses have lost something they gave absolutely everything to: their military spouse title. Don’t let this be you.
Your service member will be working toward continual advancement in rank during their military career. You should also be living a life of purpose, intentionality, and advancing in your own growth right along with them. You only get one life, go live it!

Have the goal conversation before you get married
Be raw and honest with your service member. Lay out your goals for your future and plan for them together. All of them. It is advisable that you write them down and post them somewhere visible – this will be an accountability reminder for both of you.
Prepare to get creative
The military is going to change the path to your goals. Probably more than once, and yeah, it really sucks. Embrace the suck and have a plan b, c, and d. Your goals are worth it. You are worth it.
Don’t ever stop learning
This is the number one mistake military spouses make. If you are in school when you meet your service member, don’t you dare stop going. Also, see above.
Swallow your pride and use the resources
As a military spouse, you will have so much support; say yes to all of the things.

Total Force crews delivered the first two KC-46A Pegasus aircraft to McConnell Air Force Base.
The 22nd Air Refueling Wing and 931st ARW marshalled in the newest addition to the Air Force’s strategic arsenal.
“This day will go down in history as a win for Team McConnell and the Air Force as a whole,” said Col. Josh Olson, 22nd ARW commander. “With this aircraft, McConnell will touch the entire planet.”
Since being selected as the first main operating base in 2014, McConnell airmen have been preparing to ensure their readiness to receive the Air Force’s newest aircraft.
Contractors constructed three new KC-46 maintenance hangars, technical training dormitories, an air traffic control tower, fuselage trainer and many other facilities specifically for the Pegasus’ arrival. These projects brought 7 million to the local economy by employing Kansas workers and using local resources.
Aircrew members simulated KC-46 flights, boom operators practiced cargo loading and the 22nd Maintenance Group created a training timeline for the enterprise.

Working with aircraft manufacturer Boeing, McConnell maintenance airmen have been developing new technical orders for three years. They streamlined processes and got hands-on exposure to the jet in Seattle.
“Some of us have been involved in this program for years and it has given us time to become experts as far as the technical data goes,” said Staff Sgt. Brannon Burch, 22nd Aircraft Maintenance Squadron KC-46 flying crew chief. “Knowing it is one thing, but having hands-on experience on our flightline is what we all crave. We’re just happy the wait’s over and we finally get to get our hands dirty on the Pegasus — it’s almost surreal.”
The KC-46 team at McConnell AFB is comprised of Airmen with a variety of backgrounds from other aircraft who bring different aspects of expertise to the multifaceted new tanker.
“Every airman who was transferred to the KC-46 team was hand-selected specifically to bring this airplane to the fight,” said Lt. Col. Wesley Spurlock, 344th Air Refueling Squadron commander. “They are versatile maintainers, pilots and boom operators who are prepared for any learning curve that comes with a new aircraft.”
The active duty 344th ARS and Air Force Reserve 924th ARS, will be the first units in the military to operationally fly the KC-46.

“This airplane has a wide variety of capabilities that we haven’t seen here before,” said Spurlock. “We’re going to get our hands on it, then expand on those abilities and see how we can employ them operationally.”
Once airmen in the Total Force squadrons have perfected their craft on the new aircraft, they will pave the way for the entire KC-46 enterprise and other bases receiving the aircraft in the future by developing tactics, techniques and procedures to share with those units.
“I have never been a part of a unit that is more excited about the mission before them and the legacy they’re going to leave,” said Spurlock.
Today, the waiting ends and integration begins for the next generation of air mobility that will be a linchpin of national defense, global humanitarian assistance and disaster relief operations for decades to come.
“For those of us who have spent years watching this process happen, it’s enormously humbling to finally see it come to a close,” said Col. Phil Heseltine, 931st ARW commander. “We are grateful to everyone who is joining us as we fulfill the potential of this amazing new aircraft.
“We are honoring the rich culture that we have been gifted by those who came before us,” said Heseltine. “That culture continues today. For example, the forward fuselage section of the KC-46 is built by Spirit AeroSystems right here in Wichita. This aircraft literally came home today.”
With the KC-46 on the ground at McConnell AFB, the Air Force will begin the next phases of familiarization and initial operations testing and evaluation.
President Donald Trump has warned Iran of a “heavy price” if it or its allies in Iraq attack U.S. troops or assets in Iraq.
“Upon information and belief, Iran or its proxies are planning a sneak attack on U.S. troops and/or assets in Iraq,” Trump tweeted on April 1.
“If this happens, Iran will pay a very heavy price, indeed!” he added.
It was not immediately clear if Trump meant the United States actually has intelligence of such a plan.
Over the past year, the United States has accused Iranian-backed militias of attacks on Iraqi military bases hosting coalition forces and on foreign embassies, particularly the U.S. mission.
Hours before Trump’s tweet, a top military aide to Iranian Supreme Leader Ayatollah Ali Khamenei cautioned the United States of consequences of “provocative actions” in Iraq.
“Any U.S. action will mark an even larger strategic failure in the current president’s record,” General Yahya Rahim Safavi said, according to the semiofficial news agency Tasnim.
On March 11, a rocket attack on an Iraqi base killed two U.S. troops and one British soldier, heightening tensions in the region.
No one claimed responsibility for the attack, which was followed by deadly U.S. air strikes on the pro-Iranian Kataib Hezbollah militia group.
Tehran warned Trump against taking “dangerous actions.”
In December, Washington blamed Kataib Hezbollah for a strike that killed a U.S. contractor and triggered a round of violence that led Trump to order the killing of a top Iranian general, Qasem Soleimani, in a drone strike in Baghdad the following month.
In retaliation, an Iranian ballistic-missile strike on an Iraqi air base left some 110 U.S. troops suffering from traumatic brain injuries.
On June 12, 1943, a date he said he can easily recall, he joined the Navy, serving as a cook onboard the USS Yosemite, whose company repaired ships destroyed in the war, according to ABC7.
Forrest Wagner, the WWII vet’s son, arranged for the school to send him the diploma, which came a day before William Wagner’s birthday on March 7, ABC7 reported. The diploma then became his birthday present, complete with balloons and a graduation cap.
“How awesome is that for a young teenager to sit back and put his country before his own wants and needs,” Forrest told ABC7. “What he scarified for me and my brothers and sisters, and then also for his country, I believe I will never be able to repay.”
William told ABC7 that walking across the stage at this year’s graduation ceremony came at a close second as the best moment in his life, with the first being his marriage.
“Seventy-six years,” William said. “It took me that long to get my diploma, instead of going through four years.”

After years of discussion, the U.S. Air Force has taken the initial steps to buy commercial, off-the-shelf aircraft for its light attack aircraft fleet.
The service is alerting defense firms hoping to compete for the Light Attack Aircraft program that it intends to begin soliciting bids in December, according to a presolicitation announcement posted on FedBizOpps on Aug. 3, 2018.
“LAA will provide an affordable, non-developmental aircraft intended to operate globally in the types of Irregular Warfare environments that have characterized combat operations over the past 25 years,” the post said. “A contract will be awarded in fourth quarter of [fiscal 2019].”
While the program would remain a full and open competition, Air Force officials said the most viable aircraft are the Textron Aviation AT-6 Wolverine and Sierra Nevada/Embraer A-29 Super Tucano.
“Sierra Nevada Corporation (SNC) and Textron Aviation are the only firms that appear to possess the capability necessary to meet the requirement within the Air Force’s timeframe without causing an unacceptable delay in meeting the needs of the warfighter,” the FedBizOpps post said.
The two single-engine turboprop aircraft were most recently part of the service’s light attack experiment at Holloman Air Force Base, New Mexico. The second phase of the experiment was canceled in July following a fatal crash.
A Light Attack Distinguished Visitors Day, originally set for July and canceled after the fatal crash, has been rescheduled for Sept. 14 at Andrews Air Force Base, Air Force officials said.
Lt. Gen. Arnold Bunch, top acquisition official for the Air Force, told reporters at the time that the service would continue to work with defense industry partners to complete remaining test requirements, which mostly consist of maintenance and sustainment data.
He said then that a potential request for proposal for light attack, also known as OA-X, could be issued by December.
“If we decide that we’re going to go forward with the acquisition … if that’s the direction we’re going to go, we want to get an RFP out on the street by December,” he said last month. “If we go down that path … what we then want to do is make a downselect decision within the next fiscal year.”
The Air Force in 2016 announced plans to hold flight demonstrations with a handful of aircraft to test whether lighter, inexpensive and off-the-shelf aircraft might be suitable in ongoing wars such as Afghanistan.
As part of Phase I, four aircraft — the A-T6 and A-29, as well as AirTractor and L3’s AT-802L Longsword and Textron and AirLand LLC’s Scorpion — conducted demonstrations and weapons drops during the experiment at Holloman in August 2017. After Phase I was completed, the Air Force selected the Wolverine and Super Tucano to undergo more demonstration fly-off scenarios between May and July of this year.

In November, key lawmakers agreed to provide the Air Force with 0 million to continue experimenting with the planes. Additionally, lawmakers recently passed the fiscal 2019 National Defense Authorization Act, which authorizes 0 million “to procure Air Force light attack aircraft and associated long lead material,” according to the bill’s summary.
If the planes can be interoperable with other militaries’ planes, the result would be a diverse fleet of aircraft with partners across the world, officials have said.
“We must develop the capacity to combat violent extremism at lower cost,” Secretary of the Air Force Heather Wilson said in a statement released Aug. 3, 2018. “Today’s Air Force is smaller than the nation needs and the Light Attack Aircraft offers an option to increase the Air Force capacity beyond what we now have in our inventory or budget.”
Air Force Chief of Staff Gen. David Goldfein told Military.com in September that the light attack initiative should be viewed as a new way of doing business — not just a plane, but part of a larger communications system.
OA-X “is actually not about the hardware — it’s about the network,” he said, adding he wants the service to train more often with coalition partners who may not have high-end fighter aircraft.
“At the same that we’re looking at a relatively inexpensive aircraft and sensor package, can I connect that into a network of shareable information that allows us to better accomplish the strategy as it’s been laid out?” Goldfein asked.
Bunch last month added, “We’re still going to experiment and try out the network in other areas over time. The goal of this network is to get it to the point where we can utilize it in other platforms beyond light attack.”

Marine Corps Systems Command has partnered with Marine Corps Recruiting Command to develop a new tool with the goal of making the job of recruiters a little easier. The launch is part of a strategic initiative to modernize the tools and technologies available to the recruiting force.
The Marine Corps Recruiting Information Support System II, or MCRISS II, is a mobile platform that provides Marines with all of their recruiting needs from the moment they meet an applicant to the time they leave boot camp.
MCRISS II features a customizable platform where recruiters can tailor their dashboards to help them perform their daily tasks. They can also access the platform while offline in airplane mode when connections are unreliable. The application uses cloud technology and can be accessed using government-issued cellphones, laptops, and tablets.
“The dynamics of having Marines work directly with MCSC software developers from the beginning was invaluable because we were able to adequately describe and display exactly what Marine recruiters wanted in the new system,” said Chief Warrant Officer Christopher Mayfield, MCRISS operations officer for MCRC. “As the project progresses, we have a sufficiently staffed cadre of Marines who gather input from users to keep that line of communication open, so it will help us enhance MCRISS II with more capabilities in the future.”

Recruiters gather the applicants’ personal information, background history, goals, and other details to assess if they will meet the standards of a Marine and possibly serve for more than four years. The tool also helps recruiters compare applicants.
“MCRISS II offers greater convenience and helps Marine recruiters maintain their availability and responsiveness, so they can be successful recruiting the next generation of Marines,” said Jason Glavich, MCRISS project Manager in Supporting Establishment Systems at MCSC. “Now that we are using the commercial cloud, our system is more secure, fast and reliable.”
Currently, the MCRISS II team is working on minimal viable product releases that will launch in March 2019. Small capabilities will be released every two to four weeks, so recruiters can receive the benefits of updates to the platform without having to wait the standard time it takes for an entire system to be fielded, Glavich said. The entire rollout will most likely take a little more than 12 months.
“We are leveraging industry best practices and their ability to innovate, and we’re taking those innovations and applying them without having to spend program dollars,” said Glavich. “Because this new technology is more secure and it is built on a low-code platform instead of using traditional computer programming, it allows us to provide recruiters with new capabilities at a much faster pace.”
In the future, the team will use artificial intelligence and new technologies to look at data sets and predict an exact outcome based on previous outcomes and future conditions.
“This predictive analysis will give us a better understanding to determine what’s going to happen, which will help us enhance MCRISS II even more in the future,” said Glavich.
