The Pentagon has announced plans to replace the Afghan air force’s inventory of Russian-built Mi-17 “Hip” utility helicopters with American ones, stating that the purchase has turned out to be a bad deal.
According to a report by the Washington Times, the Hips will be replaced by UH-60 Blackhawks. The Russian-built helicopters reportedly were maintenance nightmares, with the Afghan Air Force unable to keep up with the logistical supported needed to address constant breakdowns.
The Hips were initially chosen because defense planners thought Afghan pilots would be more familiar with the Russian-built helicopters. The Obama Administration had praised the Mi-17 in its last report on operations in Afghanistan, calling it the “workhorse” of the Afghan air force. The report noted that 56 Hips were authorized, and 47 were available.
According to Militaryfactory.com, the Mi-17 “Hip” has a crew of three and can carry a wide variety of offensive loads, including rocket pods, 23mm gun pods, and even anti-tank missiles. Army-Technology.com notes that the Russian-built helicopter can carry up to 30 troops.
Over 17,000 Mi-17s and the earlier version, the Mi-8, have been built since the Mi-8 first flew in 1961. The Hip has also been widely exported across the globe, being used by over 20 countries, including China, Argentina, Sri Lanka, Thailand, and Iraq.
By comparison, the UH-60 Blackhawk, which also has a crew of three, can only carry 11 troops, according to manufacturer Lockheed Martin. However, the 13th Edition of the Combat Leader’s Field Guide notes that with the seats removed, a Blackhawk can carry up to 22 troops.
The Blackhawk is limited to door guns as its armament. Militaryfactory.com notes that the Blackhawk is used by 26 countries, including Poland, South Korea, Japan, Saudi Arabia, Iraq, Argentina, Thailand, and Israel.
Some countries have both the UH-60 and Mi-17 in their inventories, notably Iraq, Argentina, China, Thailand, and Mexico.
An American D-Day veteran was reunited with his French love, 75 years after they first parted, USA Today reports.
K.T. Robbins kept a photo of the girl he met in the village of Briey in 1944. Jeannine Pierson, then Ganaye, was 18 when she met the Army veteran, who was 24 at the time.
“I think she loved me,” Robbins, now in his late nineties, told television station France 2 during an interview. Travelling to France for the 75th anniversary of the D-Day invasion, Robbins said he hoped to track down Pierson’s family, the BBC reports. “For sure, I won’t ever get to see her. She’s probably gone now.”
Robbins left Pierson when he was transferred east. “I told her, ‘Maybe I’ll come back and take you some time,'” he said. “But it didn’t happen.” After the war, Robbins returned to the US, got married, and started a family. Pierson, too, married, and had five children.
After Robbins showed the photo of the young Pierson to France 2 journalists, they tracked her down — she was still alive, now 92, and living just 40 miles from the village where they had originally met.

Robbins reunited with his wartime love at Sainte Famille, her retirement home in the town of Montigny-les-Metz.
“I’ve always thought of him, thinking maybe he’ll come,” Pierson said. And, 75 years later, he did.
“I’ve always loved you. I’ve always loved you. You never got out of my heart,” Robbins told Pierson upon their reunion.
The two sat together and told reporters about the time they spend together so many years ago.
“When he left in the truck I cried, of course, I was very sad,” Pierson told reporters. “I wish, after the war, he hadn’t returned to America.” She also started to learn English after World War II, in hopes Robbins would return.
“I was wondering, ‘Where is he? Will he come back?’ I always wondered,” Pierson said.
“You know, when you get married, after that you can’t do it anymore,” Robbins said about returning to find Peirson earlier. Robbins’ wife, Lillian, died in 2015.
While the two had to part again — Robbins left for Normandy to commemorate the 75th anniversary of the D-Day invasion — they promised to meet again soon.

Iran has been negotiating a 25-year accord with China “with confidence and conviction,” Foreign Minister Mohammad Javad Zarif told parliament on July 5, saying its terms will be announced once the deal is struck.
Zarif insisted there was nothing secret about the prospective deal, which he said was raised publicly in January 2016 when President Xi Jinping visited Tehran. Supreme Leader Ayatollah Ali Khamenei also has publicly supported a strategic bilateral partnership with China.
China is Iran’s top trading partner and a key market for Iranian crude oil exports, which have been severely curtailed by U.S. sanctions.
Zarif made the comments in his first address to parliament since a new session began in late May after elections that were dominated by hard-liners.
During the session, Zarif was heckled by lawmakers largely over his key role in negotiating a 2015 nuclear deal with world powers, which the U.S. unilaterally abandoned in 2018 before reimposing sanctions.
U.S. President Donald Trump withdrew the United States from the deal saying it was not decisive enough in ensuring Iran would never be able to develop a nuclear weapon.
Trump wants Tehran to negotiate a new accord that would place indefinite curbs on its nuclear program and restrict Tehran’s ballistic missile program.
Iran has gradually rolled back its commitments under the accord since the United States withdrew.
The 2015 deal provided the Islamic republic relief from international sanctions in return for limits on its nuclear program, but Iranian hard-liners staunchly opposed the multilateral agreement, arguing the United States could never be trusted.
The Navy has been testing a railgun that could see deployment on the guided-missile destroyer USS Zumwalt and her sister ships. The goal is to get the railgun to not only be able to fire its projectiles to a range of 110 nautical miles, but to increase the rate of fire to as many as ten rounds a minute.
The long range is only one of the many advantages. Another is improved safety. Gunpowder can be very volatile, as a number of British battlecruisers found out at Jutland and at the Denmark Straits. The battleship USS Arizona (BB 39) also found out about how bad a gunpowder explosion in the wrong place at the wrong time can be.
The approach also saves money, and provides for more ammo capacity. The gunpowder is expensive to safely store, has to be purchased, and it takes up spaces in the ship. All of those factors end up making the ship design more expensive.
The railgun testing is slated to take place over the summer at the Naval Surface Warfare Center Dahlgren Division in Virginia. One of the big issues will be to quantify how much electrical power will be needed to send the rounds downrange.
Forget what you saw in 2009’s “Transformers: Revenge of the Fallen” when an Arleigh Burke-class guided-missile destroyer took out the Decepticon Devastator. Only the Zumwalt-class destroyers have the electrical power capacity to use a railgun.
Another is addressing the issue of barrel wear – largely because it is sending the mail downrange at Mach 6.
Dr. Tom Beutner of the Office of Naval Research notes that the barrel wear issue is being fixed, saying, “They’ve extended the launcher core life from tens of shots’ core life when program started to something that’s now been fired over 400 times and … we anticipate barrels will be able to do over 1,000 shots.”

The Naval History and Heritage Command (NHHC) held a commemoration ceremony for the 100th anniversary of the first combat firing of the naval railway gun, Sept. 6, 2018.
The ceremony took place at Admiral Willard Park at the Washington Navy Yard where on display is a naval railway gun still mounted on a railway carriage.
Master Chief Yeoman Nathaniel Colding, senior enlisted leader at NHHC, was the master of ceremonies for the event and shared the history of the naval railway gun with the guests in attendance.
Upon entering World War I in April 1917, the Navy was already developing long-range artillery primarily to counter the German army’s heavy guns capable of bombarding the English Channel ports used by the Allies.
The Navy’s initial idea was to employ several 14-inch 50-caliber Mark IV naval rifles, with a complete train of equipment for each gun, on railway mountings behind British lines in France. However, changing military conditions prevented British authorities from stating definitively at which port these batteries were to be debarked.
The Navy ultimately offered the guns to General John J. Pershing, commander of the American Expeditionary Force, who readily accepted them.
“In the summer of 1918, five U.S. naval railway guns made the journey across the Atlantic Ocean for use in France during the First World War,” said Colding. “Although they were assigned to the First Army’s Railway Artillery Reserve, the guns operated as independent units under the command of Rear Admiral Charles P. Plunkett. In early September 1918, Battery Number 2 went into action with a bombardment of a German-occupied railroad hub more than 20 miles away.”
Retired Rear Adm. Sam Cox, director of NHHC, was the guest speaker for the commemoration ceremony and spoke about why this event is important for us to remember today.

“The U.S. Navy was able to provide a quick solution using guns that were normally intended for battleships,” said Cox. “The key point of the U.S. Navy’s participation in the war was that although we only lost about 430 Sailors during the entire course of the war, we were able to get two million U.S. Army troops to France a lot faster than the Germans ever thought was possible. The Navy did this without any losses to U-boats, ending a war that at that point was the bloodiest in human history.”
While the naval railway guns were in operation, the crew had no support from the Army should the Germans unit advance on them and they were expected to “fight alone.” They did not have to face that fate, however; the Germans were in retreat throughout their period of service.
“The increased use and effectiveness of aircraft, particularly bombers, with their greater flexibility and mobility, meant that the naval railway battery would not be a mainstay in future wars,” said Conrad. “Nonetheless, its development and deployment highlights the U.S. Navy’s ability to think innovatively and create and deploy new and effective programs quickly. That skill is transferable and is a hallmark of the U.S. Navy in the twentieth century.”
Although the naval railway guns operated well behind the front lines and were not subject to the constant bombardment received by more forward positions, the U.S. naval railway batteries were hardly immune from enemy fire. Many of the units took counter-fire from German artillery. German observation planes flew above their positions during the day, and bomber aircraft were active at night. The units lost only one Sailor to enemy fire and other battery personnel were wounded.

According to Dennis Conrad, Ph.D., a historian at NHHC, 530 officers and men made up the Naval Railway Guns command. The unit was subdivided into six groups, one for each battery and these groups were further subdivided into crews: a train crew, a construction crew and a gun crew.

It provides the knowledge foundation for the Navy by maintaining historically relevant resources and products that reflect the Navy’s unique and enduring contributions through our nation’s history, and supports the fleet by assisting with and delivering professional research, analysis, and interpretive services. NHHC is composed of many activities including the Navy Department Library, the Navy Operational Archives, the Navy art and artifact collections, underwater archeology, Navy histories, ten museums, USS Constitution repair facility and the historic ship Nautilus.
“Air India signed an agreement today to fly to Israel over Saudi Arabia,” he said during a briefing in Washington, DC on March 5, 2018, according to Times of Israel.
Currently, Saudi Arabia does not recognize Israel and has banned any flights to the country from using its airspace for more than 70 years. If Netanyahu’s claims are correct, it would mark the first time Saudi Arabia has allowed commercial flights to Israel to use its airspace and would signal a significant shift in strategic policy in the region.
But an Air India spokesman denied the Prime Minister’s comments several hours later, stressing they had not received any confirmation and had only submitted a request for a flight along that route.
“We have yet to receive anything from authorities,” Air India spokesman Praveen Bhatnagar told The Times of Israel.
Saudi Arabia’s aviation authority did not respond to requests for comment from Business Insider.
In Feb. 2018, Air India confirmed it had begun plans for three faster weekly flights between Israel and India, although Saudi Arabia’s aviation authority was quick to deny reports that its airspace would be used.
At the time, Israel’s Airports Authority told Reuters the service was set to begin in early March 2018.
Currently, Israel’s national airline El Al is the only airline offering direct flights from Israel to India. The route avoids flying into neighboring Saudi Arabia’s airspace by diverting to the Red Sea and around the Arabian peninsula, adding two hours to the overall trip.
If Saudi Arabia were to ease its airspace regulations it could be seen as concrete evidence of warming relations with Israel and a broader re-configuring of regional alliances.
A French air force flying team will roar over the Air Force Academy on April 19 to celebrate the nations’ bonds built in the sky during World War I.
Patrouille de France, that nation’s equivalent of the Air Force Thunderbirds, will arrive over the academy about 11:30 a.m. Wednesday, April 19, for a brief air show. It’s a big flying team with eight Dassault/Dornier Alpha Jets, a twin-engined light attack fighter that’s known for its nimbleness.
“I think folks in Colorado Springs will get a great miniature airshow,” said Lt. Col. Allen Herritage, an Air Force Academy spokesman.
The first Americans to reach the aerial battlefields of France, though, were American airmen of the French air force’s Lafayette Escadrille, a fighter unit with American pilots that was established a year before the United States entered the war.
America’s first flying aces came from the small French unit, including Maj. Gervais Lufberry, who was credited with downing 16 planes before he was killed over Francein 1918.
The relationship built over the trenches between French and American pilots is still celebrated at the Air Force Academy today.
Herritage said the school has a French officer on the faculty and French exchange cadets on the campus. One of the pilots on the French flying team, Maj. Nicolas Lieumont, was an exchange student at the Colorado Springs school.
“We feel lucky to have them stop in Colorado Springs,” Herritage said. “It marks our nation’s longstanding relationship with France.”
The academy is inviting locals to get a better view of the French team. Visitors are welcome at the academy on April 19 and can watch the show from a viewing area near the Cadet chapel.
The Marine Corps is getting ready to launch a test to determine if lighter footwear will improve the performance of Marines at boot camp.
According to a release from Marine Corps Systems Command, the test, to be run during a future recruit training cycle, will involve two lightweight boots designed for warmer climates: the Danner Reckoning Hot Weather Boot, currently available to Marines for optional wear; and the Rocky Tropical boot, which has participated and performed well in recent wear tests assessing jungle footwear for Marines.
The Marine Corps plans to order 700 pairs of each to issue to an equal number of male and female recruits at Marine Corps Recruit Depot Parris Island, South Carolina. They will be compared to the standard Marine Corps combat boot during the test, according to the release.
During the three-month test, users will be monitored to determine if there is a decrease in lower extremity injuries for those wearing the lighter boots, according to the release.

“The feedback we’ve received from Marines on the Reckoning boots, is positive,” Todd Towles, project officer for the Clothing and Equipment Team at Marine Corps Systems Command, said in a statement. “The boots are lightweight, durable, and there’s virtually no break-in period.”
While officials did not say when the test is set to take place, they have already begun to procure the boots it requires.
On March 22, 2018, the Marine Corps published an intent to sole source 700 pairs of the Reckoning boot. It published a request for a quote on the Rocky boot.
This most recent effort follows a series of wear tests in 2016 and 2017 involving tropical boot prototypes. The tests, which took place in Hawaii and Marine Corps Recruit Depot San Diego, California, involved boots made by four different companies: Rocky Boots, Bates Footwear, Altama, and Danner.
While the Marine Corps has not publicized full results of those tests, they said the Rocky brand performed well during testing.
On Nov. 1, the CIA released a trove of documents recovered from the 2011 raid on Osama Bin Laden’s compound in Abbottabad, Pakistan, including the former Al-Qaeda leader’s personal journal.
The CIA said it released the documents in “an effort to further enhance public understanding” of Al-Qaeda, but the agency cautioned that they may contain disturbing, copy written, or adult content, and there “is no absolute guarantee that all malware has been removed.”
Included in the CIA release are scans of Bin Laden’s personal journal, videos, audio files, his correspondence, and hundreds of other documents almost exclusively in Arabic, which have been revealed in an attempt to “provide material relevant to understanding the plans and workings of terrorist organizations.”

Zimbabwe’s opposition leader has pledged to rid the country of investment from China if he wins the nation’s upcoming July 2018 elections.
Nelson Chamisa, leader of the opposition Movement for Democratic Change told crowds at a rally in the capital city of Harare on May 1, 2018, that China was “asset-stripping” the country’s resources.
“I have seen the deals that Ngwena [President Emmerson Mnangagwa] has entered into with China and others, they are busy asset-stripping the resources of the country,” he said.
Chamisa promised to change the country’s current relationship with China pending a victory.
“I have said, beginning September 2018, when I assume office, I will call the Chinese and tell them the deals they signed are unacceptable and they should return to their country.”
The 2018 elections will be the first since the relatively-peaceful coup and subsequent resignation of former president Robert Mugabe in 2017. Mugabe was effectively ousted as president after serving for more than 30 years, with former vice president Emmerson Mnangagwa stepping in to take his place.
China has also heavily invested in projects including extensions to airports, construction of a new parliament building, and repairing water supplies between Harare and surrounding town, according to The Herald.
But China has faced growing criticism for its foreign investments projects.
China has spent billions in Africa as part of its Belt and Road Initiative, and often seeks collateral in the form of natural resources.

The theft prompted many to question how it could have been lost, why the Air Force has an M240, does the Air Force really need an M240, how many do they have or need, and would the Air Force notice if I took one.
The Air Force Office of Special Investigations obtained a federal search warrant, executing it at the off-base residence of a Team Minot airman on June 19, 2018.
Missing for little over a month, the automatic weapon and the fallout of its theft made waves across the military-veteran community and in the military news cycle. After a box of 40mm MK 19 grenades fell off the back of a humvee while traversing a Native American reservation, the subsequent inventory of the Air Force arsenal on Minot discovered the missing M240 machine gun. This prompted the 5th Bomb Wing, 91st Missile Wing, and other installations to make a thorough inventory of their weapons.
The theft also caused the dismissal of 91st Security Forces Group commander Col. Jason Beers, who was moved from Minot to his new job as Chief of Air Force Special Operations Command’s installations division. With AFSOC being based primarily in Florida, I think we can call that an overall win for the Colonel but unfortunately Chief Master Sgt. Nikki Drago was also fired as the unit superintendent.
