As Hurricane Hermine passed through Florida last week and moved northward, Langley Air Force Base in Virginia was faced with the problem of protecting its F-22 Raptors.
Costing about $140 million a pop, not including development costs, the stealth aircraft became vulnerable to the elements as Virginia declared a state of emergency.
That’s when the Air Force reached out to NASA’s Langley Research Center nearby.
With 85,200 square feet of space in their hangar, NASA’s Category 2 hurricane-rated facility seemed like the ideal location to hold 13 F-22s. After it was all said and done, 22 aircraft, including a massive C-130, was squeezed into the hangar.
The Air Force even showed their gratitude with the following tweet:
U.S. President Donald Trump says Saudi Arabia’s King Salman has told him Riyadh will ramp up oil production in response to turmoil in Iran and Venezuela.
The Saudi government confirmed the two leaders had spoken about global oil markets, but made no mention of any agreement for Riyadh to increase production.
The June 30, 2018 conversation comes as oil prices have ticked upward following Trump administration pressure on allies to stop buying oil from Iran.
In a post to Twitter, Trump said Salman had agreed to an increase, but did not indicate a time frame for the possible 2 million barrels.
“Just spoke to King Salman of Saudi Arabia and explained to him that, because of the turmoil and disfunction in Iran and Venezuela, I am asking that Saudi Arabia increase oil production, maybe up to 2,000,000 barrels, to make up the difference,” Trump said in a June 30, 2018 tweet.
Prior to America’s official entry into World War II, the U.S. Navy was involved in “short of war” operations against Nazi Germany. In some cases this involved escorting merchant ships that were steaming to help supply England.
Tensions between the U.S and Germany increased after a Nazi submarine fired on the destroyer USS Greer (DD 145).
But, as Samuel Eliot Morison pointed out in the “Battle of the Atlantic,” the U.S. was still operating under neutrality legislation. So, when they did stuff to Nazi vessels, they needed to have some legal grounds outside of a war declaration.
On Nov. 6, 1941, the light cruiser USS Omaha (CL 4) and the destroyer USS Somers (DD 381) were on patrol in the South Atlantic looking for a German raider. Two months had passed since the Greer had been fired on, and since then, the destroyer Kearny (DD 432) had been torpedoed and the destroyer USS Reuben James (DD 245) had been sunk.
The Omaha and Somers then came across a ship claiming to be an American merchant vessel out of Philadelphia. The interaction with the vessel drew suspicions, and the Omaha, under the command of Capt. Theodore E. Chandler, ordered the vessel to stop. A boarding party came aboard just as scuttling charges went off. The boarding party kept the ship from sinking, and determined its true identity as the German blockade runner Odenwald.
The ship was taken to Puerto Rico, where the cargo – over 6,200 tons, including 103 truck tires and lots of rubber – and the vessel were sold off. According to Samuel Eliot Morison, the Navy justified the intercept by claiming that the Odenwald was a suspected slave trader.
In 1947, the Odenwald’s owners sued the Navy over the seizure. It didn’t pan out for them at all. The boarding party and prize crew assigned to the vessel, though, made out big-time: $3,000 each. Crew on board the Omaha and Somers got two months of pay and allowances.
That’s a prize worth as much as $34,000 today.
Chandler, though, never got that bonus. Although he was promoted to rear admiral, in January 1945, his flagship, the heavy cruiser USS Louisville (CA 28), was hit by kamikazes off Iwo Jima. While assisting in fighting fires, his lungs were badly injured, and he died of his wounds soon after.
As President Trump meets with North Korean leader Kim Jong Un in Vietnam to defuse one potential nuclear showdown, America’s perennial rival Russia is upping the ante on the new Cold War’s latest arms race: hypersonic nuclear weapons.
It doesn’t help that a Cold War-era nuclear arms limitation treaty is also in the midst of being dismantled by both the United States and Russia. In recent days, the U.S. has accused the Russians of repeatedly violating the Intermediate-range nuclear forces treaty, going so far as threatening to pull out of it entirely. Russia vowed a “tit-for-tat” response to the American declaration.
And now the Russian media are entering the discussion.
No, not the Trololo Guy.
According to the Wall Street Journal, one of Russia’s most influential state-run media channels boasted about the Kremlin’s first strike capabilities against the United States during its Sunday night prime-time recap of the news of the week. The Kremlin mouthpiece specifically mentioned that precision strikes against the Pentagon and Camp David could hit the United States in less than five minutes.
They also mentioned that a U.S. response to the attack would take another 10 to 12 minutes. The Russians cite this advantage due to their positioning of Russian missile subs carrying Tsirkon hypersonic cruise missiles.

The Tsirkon missile was first successfully tested in 2015 and has since been developed to reach speeds of eight times the speed of sound. Its operational range is upwards of 300 miles or more. Being so close to the U.S. and capable of such speed would make it difficult to intercept with current U.S. ballistic missile technology. The missile travels covered by a plasma cloud which both absorbs radio waves and makes it invisible to radar, according to Russian military sources.
Tsirkon missiles are at the center of the newly heightened tensions between the two powers. Washington contends the Tsirkon violates the 1987 INF Treaty, along with several other missiles developed by the Russians in the years since. When Washington threatened to redeploy short- and medium-range nuclear forces in Europe, it was too much for Russian state media. That’s when they began lashing out and naming targets.
Other potential targets listed included Jim Creek, a naval communications base in Washington, as well as the Pentagon. Camp David is the traditional vacation home of the sitting American President, and was a clear shot at President Trump. There was no mention of Trump’s Florida Mar-a-Lago resort, where he spends much of his free time.
The walls of Travis Bell’s modest barbershop on Fort Bragg are lined with history.
Photos of Army heroes are here, men such as the late Col. Arthur D. “Bull” Simons, a Special Forces legend best known for leading the Son Tay raid during an attempted rescue of American prisoners of war during the Vietnam War. Former Army leaders have found their way on the walls, too, including Gens. Hugh Shelton, Ray Odierno, Lloyd Austin, and Stanley McChrystal.
Some are official photos. Others were taken from Bell’s barber chair in the center of his shop. In a few, it’s Bell in the chair and a general behind him, playfully holding a pair of clippers.
Nearly every photograph includes a handwritten note to Bell, who has been a fixture on Fort Bragg for more than half the Army post’s almost 100-year history.
“Thanks for your dedication and friendship,” wrote Lt. Gen. Mike Ferriter, who served as a deputy commanding general of the 18th Airborne Corps from 2007 to 2009.
“Thank you for your friendship, support, and dedicated service to America,” wrote Lt. Gen. John R. Vines, who commanded the 18th Airborne Corps and Fort Bragg from 2005 to 2007.
“To Travis with deep respect,” wrote McChrystal, who served as chief of staff of the corps and later commanded Joint Special Operations Command and the US war in Afghanistan before his retirement in 2010.
After 50 years of standing behind his barber chair, Fort Bragg leaders pulled Bell out into the open July 7 to honor him for his decades of service.
Maj. Gen. Paul J. LaCamera, deputy commanding general of the 18th Airborne Corps and the acting senior commander of Fort Bragg, said Bell has had a lasting impact on Fort Bragg and its leaders that stretches well beyond making them look good.
“He’s shaped a lot of leaders in the Corps,” the general said. “He has probably counseled every Corps commander since 1967.”
Bell, 77, has long served as a sounding board for soldiers across the 18th Airborne Corps, LaCamera said. And he has more time in the headquarters than anyone in history.
As a token of appreciation, the general presented Bell with a book full of handwritten letters from past Army leaders.
“The impact he’s had…” LaCamera said. “Who he has touched… It’s unbelievable. We’ve got a man who has had a tremendous impact.”
Bell opened his shop on Fort Bragg during the week of July 4, 1967. The then-27-year-old had worked on post for several months by that time — first at the old E-4 club, which would eventually become the Noncommissioned Officers Club, and then briefly at the 1st Corps Support Command headquarters.
Bell recalls accepting the job at the 18th Airborne Corps reluctantly.
In 1966, he turned down a similar job on Fort Bragg when he learned that the Corps headquarters was “where all that high brass” was stationed.
Instead, Bell kept working as a night foreman at a poultry plant in Robeson County. He cut hair on the side for a quarter or $.35 a cut.
When another job at Fort Bragg opened — this time with lower-ranking troops as the customers — Bell jumped at the opportunity.
“I was one of them,” he said of the privates and privates first class who were among his first customers on post. “I was right at home.”
It would take Bell weeks to feel comfortable cutting the hair of soldiers at higher ranks.
When a lieutenant sat in his chair for the first time, Bell said he froze.
“I got so nervous I couldn’t hardly finish,” he said.
When Bell was offered the job at the 18th Airborne Corps headquarters a second time, he said he felt he had little choice but to accept it.
“It was go there or go home,” he said.
Bell grew up on a Robeson County farm, one of nine boys who worked the fields alongside their father. Later, he would be a painter, carpenter, plumber and mechanic, and do other odd jobs along the way.
He said he viewed cutting hair as his way out of those jobs, learning from an older brother and practicing on his siblings.
But settling into his shop at the 18th Airborne Corps, Bell would have had no idea he would still be there 50 years later.
“I thought I wouldn’t even last the first day,” he said. “But I made it through that. Then I made it through another one. And another one.”
Bell estimates that he has cut more than a million heads of hair at Fort Bragg, although he said business is a lot slower these days, with much of the 18th Airborne Corps deployed to lead the fight against the Islamic State in Iraq and Syria.
“My customers are over in the war,” he said.
Originally, Bell charged 90 cents per cut. Today, the cost ranges from $8.55 to $10.75.
Bell has cut the hair of 23 Fort Bragg commanders, starting with Lt. Gen. Robert H. York in 1967.
The general walked into Bell’s shop, shook his hand and introduced himself, Bell said.
“I was so nervous, to this day I haven’t told him my name,” he said.
Those nerves would eventually go away. And Bell would become a trusted counselor to Fort Bragg’s leaders.
Gen. Daniel B. Allyn, who retired on Fort Bragg last week after a career that culminated as vice chief of staff for the Army, said he sought out Bell to cut his hair one last time before he stepped away from the military.

Allyn thanked Bell alongside current and former Army leaders.
“Travis has been cutting the hair of airborne troopers for over 50 years,” Allyn said. “He lowered my locks one final time this week. Thank you for not only keeping us looking as good as possible but thanks for your constant reminder of the impact of faith in our lives.”
When not cutting hair, Bell is often seen reading from a Bible he keeps in his shop.
He said he still makes the drive from Lumberton to Fort Bragg each day.
The July 7 celebration was just one way the Fort Bragg community said thanks to Bell. It was also his first day back in a newly remodeled barber shop.
And on July 6, he rode in an airplane for the first time in his life, flying with the US Army Parachute Team, the Golden Knights.
Bell still hasn’t been on a plane when it landed, though. The 77-year-old touched the ground while strapped to a member of the parachute team.
“I’m airborne now,” he said July 7, proudly recalling the experience of the day before.
Bell said Fort Bragg is home now.
“They take care of me good around here,” he said. “It’s been a real pleasure.”
And after 50 years, the barber has no plans to slow down.
“I’m enjoying it right now,” he said. “I don’t know when I’m going to retire.”
President Donald Trump has kicked off a four-nation European tour by bashing NATO as unfair to US taxpayers.
Combined with his pending meeting with Russian President Vladimir Putin in Finland, Trump has allies fretting over the risk of damage he could do to the decades-old NATO military alliance.
“Getting ready to leave for Europe,” Trump tweeted on July 10, 2018. “First meeting – NATO. The U.S. is spending many times more than any other country in order to protect them. Not fair to the U.S. taxpayer. On top of that we lose 1 Billion on Trade with the European Union. Charge us big Tariffs ( Barriers)!”
Trump has been pressing fellow NATO countries to fulfill their goal of spending 2% of gross domestic product on defense by 2024. During his presidential campaign, he suggested he might come to the defense only of NATO nations that fulfilled that obligation. He continues to criticize NATO countries that spend less than that share.

NATO’s Article 5 says any member of the alliance can invoke a mutual defense if it’s attacked. The US is the only nation to have invoked that clause, doing so after the September 11, 2001, terrorist attacks. NATO allies responded with nearly two decades of support for US operations in Afghanistan.
Still, Trump complained July 9, 2018, that the US was “spending far more on NATO than any other Country.”
“This is not fair, nor is it acceptable,” Trump added, insisting that NATO benefited Europe “far more than it does the U.S.”
“On top of this the European Union has a Trade Surplus of 1 Million with the U.S., with big Trade Barriers on U.S. goods. NO!” he protested.
NATO estimates that 15 members, or just over half, will meet the benchmark by 2024 based on current trends.
Trump expected to encounter protests in the UK
Also as part of this trip, Trump, who has compared the Brexit vote to leave the European Union to his own election, will be making his maiden presidential trip to Britain at a fraught time for British Prime Minister Theresa May. Two Brexit proponents in her Cabinet, Foreign Secretary Boris Johnson and Brexit Secretary David Davis, resigned within hours of each other this week in protest of her plan.
Trump’s visit is expected to attract large protests in London and elsewhere in Britain.
Trump and Putin’s meeting raises eyebrows
Trump’s weeklong trip to Europe will continue with a stop in Scotland before ending with a sit-down in Helsinki with Putin.
The meeting will be closely watched to see whether Trump will rebuke or embrace Putin, who has repeatedly denied meddling in the 2016 election, something the US intelligence community says Russia did with the goal of helping Trump.

Two brothers, separated by service to their country, reunited aboard the Nimitz-class aircraft carrier USS Harry S. Truman (CVN 75) after five years apart.
Aviation Boatswain’s Mate (Handling) 2nd Class Casey Halter met with his brother, Fire Controlman 2nd Class Lucas Halter in the captain’s in-port cabin May 17. Casey is assigned to CVN 75 and Lucas is currently forward deployed on USS Porter (DDG 78).
“We got word that one of our Sailors has a brother that’s also serving in the Navy,” said Truman’s Command Master Chief Jonas Carter. “Because of their two duty assignments, they haven’t seen each other in five years. This was an opportunity where we could bring them together for a reunion. We coordinated with his brother’s command for him to fly over. Their only request was a picture for their mom.”
The Halter brothers have been on opposites sides of the country and even an ocean apart during their assignments thus far. While both have wives and families, they said the opportunity to see each other has been more or less impossible for the last five years.
Both of the brothers admitted they didn’t think this was possible since both ships would have to be close enough for a helicopter to stop over. Casey said he thought he was in trouble when he was called up to the in-port cabin.
“I think this is one of the highlights of my career so far,” said Lucas. “I leave in [a few] weeks so this was the highlight of finishing out this patrol. I was looking forward to going home, but this kind of tops it now.”
The brothers toured Truman and watched nighttime flight operations from a variety of locations. Lucas stayed the night in the same berthing as his brother, catching up and taking the time to rekindle their relationship, said Casey.
“We can’t do this without the support of our families, and to have another family member serving alongside you across the world is huge,” said Carter. “That says a lot about the family and the support they have back home. They wouldn’t be able to do what they do here without that.”
“Everybody has their ups and their downs with the Navy and in general,” said Casey. “If I’m having a tough time or a problem with the Navy, [Lucas has] been through it so I can talk to him and vice versa.”
And while serving in the Navy has kept these two apart, it’s also brought them together.
“This is just proof that your chain of command will look out for you,” said Casey. “It’s amazing. I really didn’t think this would happen.”
Not many people can say that they’ve been on the same ship as their sibling during a combat deployment, added Casey. “To be such a big organization and to have the opportunity for family members to one, serve with sacrifice; but two, come together, it’s a once in a lifetime opportunity,” said Carter. “They may never get the chance to do this again.”
As the Carrier Strike Group EIGHT (CSG-8) flag ship, Truman’s support of Operation Inherent Resolve (OIR) demonstrates the capability and flexibility of U.S. Naval Forces, and its resolve to eliminate the terrorist group ISIS and the threat it poses.

Many audience members may think this famous line served no other purpose other than showing a few Marine characters’ attempts to negotiate the cheapest deal possible with a Vietnamese prostitute and her pimp.
In fact, the remark is full of meaning when it comes to the relationship that American infantrymen shared with their South Vietnamese counterparts during the war.
Cowboy’s quote in the film was meant to surface the idea that the ARVN — or the Army of the Republic of Vietnam — didn’t do their part during combat operations.
For many Vietnam vets, that statement couldn’t have been more truthful.
When the U.S. entered the war in the mid-1960s, the goal was to aid South Vietnam with American personnel and equipment to help defeat the communist North.
Many of those South Vietnamese troops serving during the era were members of a militia known as the “Popular Force” or “PF.” Their mission was to protect the local villages from deadly Viet Cong attacks. Many Vietnam vets believed the PF fed intel to the enemy instead of engaging them.
Meanwhile, ARVN troops would patrol alongside selected Marine and Army units taking the fight to the enemy.
“A few of the ARVN units would stay and slug it out,” Vietnam veteran James “Doc” Kirkpatrick states. “But for the most part, they didn’t do shit.”
James “Doc” Kirkpatrick served in Vietnam at Fire Base Stallion (Hill 310) with Bravo Company, 1st Battalion 7th Marines as a Hospital Corpsman from 1968 – 1969. Kirkpatrick had more negative run-ins with South Vietnamese troops than he’d like to remember.
While the NVA would consistently pound it out against American forces, the ARVN would commonly hesitate during the skirmishes and egress out of the area before the engagement was over — leaving their rifles behind.
This action severely upset American forces, diluting their respect for their counterparts.
Many Vietnam veterans were unclear about what the South Vietnamese’s actual goal was during the war, especially when experiencing first-hand the south’s lack of effort when compared to the North’s passion to fight.
Doc Kirkpatrick believes the South just didn’t care enough — or wasn’t well enough equipped — to fight the enemy. So the Americans were left shouldering the burden.
After months of tedious searching, top U.S. Army leaders on July 13, 2018, announced that Austin, Texas, will be the location of its new Futures Command, which will lead the service’s ambitious modernization effort.
Army Secretary Mark Esper, surrounded by other key leaders, said that Army Futures Command will “establish unity of command and unity of effort by consolidating the Army’s entire modernization process under one roof. It will turn ideas into action through experimenting, prototyping, testing.”
Esper told defense reporters at the Pentagon on July 13, 2018, that the Army chose Austin for a variety of reasons.
“Not only did it possess the talent, entrepreneurial spirit and access to key partners we are seeking, but also because it offers the quality of life our people desire and the cost of living they can afford,” he said.
The announcement comes after the Army scoured the country searching for major cities with the right combination of an innovative industrial presence and academia willing to work with the service in creating its force of the future.

The effort began three months ago with a list of 30 cities, which was quickly narrowed down to 15. Austin was selected from a short list of five, beating out Boston, Minneapolis, Philadelphia and Raleigh, North Carolina.
The Army announced its plan to build a future force in October 2018. It named six modernization priorities: long-range precision fires, next-generation combat vehicle, future vertical lift, a mobile network, air and missile defense, and soldier lethality. For each priority, special cross-functional teams of experts have been assembled to pursue change for the service.
If all goes as planned, the Army’s new priorities will ultimately lead to the replacement of all of its “Big Five” combat platforms from the Cold War with modern platforms and equipment. These systems include the M1 Abrams tank, Bradley fighting vehicle, Black Hawk helicopter, Apache attack helicopter, and Patriot air defense system.

Starting with a base of $534 billion in discretionary funding, coupled with another $51 billion for Overseas Contingency Operations funding (aka the “war budget”), the Pentagon’s spending power comes to a grand total of $585 billion.
Defense industry giants, Boeing, General Dynamics, Northrop Grumman, and Raytheon posted second-quarter earnings on Wednesday (Lockheed Martin earnings released last week).
Here’s a look at how they did…
Boeing, the world’s largest plane maker, reported a smaller-than-expected second Q2 loss on Wednesday. The company’s first quarterly net loss in nearly seven years amounted to $234 million.
Boeing’s KC-46 tanker program for the US Air Force is delayed from August 2017 until January 2018 due to test flight problems. Modifications to the aircraft are expected to cost Boeing an additional $393 million (after taxes).
“If we are unable to obtain sufficient orders and/or market, production and other risks cannot be mitigated, we could record additional losses that may be material, and it is reasonably possible that we could decide to end production of the 747,” Boeing said in its filing on Wednesday.
Earlier this year, Boeing won a US Air Force contract worth $25.8 million to start work on the next fleet of Air Force One aircraft.
The aging Air Force One and it’s twin decoy will be replaced with two Boeing 747-8 and are expected to be operational in 2020.
Up to Wednesday’s close of $135.96, the company’s shares had fallen about 6% since the start of the year.

General Dynamics began their earnings conference call on Wednesday highlighting their “very good second quarter.”
The Falls Church, Virginia-based company announced $7.6 billion in Q2 revenue and achieved $758 million in net earnings.
General Dynamics recognized their aerospace unit (with a revenue of $2.13 billion) and maritime division.
At the end of June 2016, the defense giants’ National Steel and Shipbuilding division won a $640 million Pentagon contract to construct a T-AO 205 Class Fleet Replenishment Oiler. The contract could be worth up to $3.16 billion if the Pentagon decides to buy an additional five ships.
In March, the US Navy announced that General Dynamics will be the prime contractor for development of 12 new submarines.
Shares rose less than 1% to $145.09 in the afternoon and since the beginning of this year, the company’s stock has climbed 5.2%.

While the F-35 Lightning II continues its turbulent march to combat readiness, the jet’s manufacturer posted better than expected quarterly revenue earnings last week.
Lockheed Martin, the Pentagon’s top weapons supplier, also lifted its 2016 revenue and profit forecasts for a second time — despite significant snags in developing America’s most expensive arms program.
Considered a bellwether for the US defense sector, Lockheed Martin’s stock also posted a record high of $261.37 in early trading on July 19. What’s more, the world’s largest defense contractor’s shares were already up approximately 18% this year.
“(The) consensus expectations are finally positive for the F-35 and for improvement in the defense budget, which has led to a higher valuation,” Bernstein analyst Douglas Harned wrote in a note, according to Reuters.
The now nearly $400 billion F-35 weapons program was developed in 2001 to replace the US military’s F-15, F-16, and F-18 aircraft.

Northrop Grumman’s earnings report showed sales reaching $6 billion with the company’s aerospace unit seeing a 4% increase in sales due to higher demand for drones and manned aircraft.
“Autonomous Systems sales rose due to higher volume on the Global Hawk and Triton programs, partially offset by lower volume due to the ramp down on the NATO Alliance Ground Surveillance program,” the company said in a statement.
“Manned Aircraft sales rose due to higher restricted volume and higher F-35 deliveries, partially offset by fewer F/A-18 deliveries and lower volume on the B-2 program.”
It should be noted that Lockheed Martin, is the prime contractor for the F-35 Lightning II, however, Northrop Grumman develops the fifth-generation fighter jets’ center fuselage, radar and avionics suite.
Northrop is also a subcontractor to Boeing on the F/A-18 Hornet.

Raytheon, the world’s largest missile manufacturer, announced $6 billion in net sales for Q2 2016, which is up 3% compared to $5.8 billion in the second quarter 2015.
Earnings per share was $2.38 compared to $1.65, this time last year.
“We begin the second half of 2016 with continued confidence in our growth outlook, and we have increased our guidance for earnings and cash flow as a result of our strong year-to-date performance,” CEO and Chairman Thomas A. Kennedy said in a statement.
