In 1966, Gallagher, who immigrated from Ballyhaunis, Ireland in 1962, joined the Marine Corps where he served in H-Company, 2nd Battalion, 4th Marine Regiment, 3rd Marine Division during Operation Hastings in the Republic of Vietnam.
“Lance Corporal Gallagher is an American hero. His exemplary service in defense of our nation and his strength and sacrifice leaves an example for all servicemen and women to emulate,” said Spencer. “His legacy will live on in the future USS Gallagher and his heroic actions will continue to inspire future Sailors and Marines.”
Gallagher was awarded the Navy Cross for his actions on July 18, 1966, when he selflessly threw his body on an incoming grenade, shielding his fellow Marines. He quickly pitched the grenade to a nearby river where it safely exploded out of harm’s way, without injury to himself or others. Gallagher was killed in action one year later in DaLoc near De Nang on March 30, 1967. He is one of only 30 known Irish citizens to have died in the Vietnam conflict.
Arleigh-Burke class destroyers conduct a variety of operations from peacetime presence and crisis response to sea control and power projection. The future USS Gallagher (DDG 127) will be capable of fighting air, surface, and subsurface battles simultaneously, and will contain a combination of offensive and defensive weapon systems designed to support maritime warfare, including integrated air and missile defense and vertical launch capabilities.
The ship will be constructed at Bath Iron Works, a division of General Dynamics in Maine. The ship will be 509 feet long, have a beam length of 59 feet, and be capable of operating at speeds in excess of 30 knots.
During a House Armed Services tactical air and land forces subcommittee hearing March 7, 2018, lawmakers were apprehensive about the strategy known as continuous capability development and delivery, or C2D2.
This strategy aims to do smaller, incremental updates instead of taking F-35s off the flightline to get months’ worth of larger, packaged software and modernization upgrades needed to “keep up with the latest threats.”
Citing a recent report delivered to Congress regarding C2D2, Rep. Niki Tsongas, D-Mass., said costs “may be as high as $11 billion in development and $5.4 billion in procurement” between fiscal 2018 and fiscal 2024 to achieve all the requirements.
“This potential cost of $16 billion is an astonishingly high amount and, as far as I am aware, greatly exceeds any cost figures previously provided to Congress,” she said.
“It is important to remember this is a software-intensive effort, and the last 17 years of F-35 software development have seen dramatic cost increases and significant delays,” Tsongas continued. “If Congress agrees to support this effort at this cost and under the proposed management regime, it should only do so fully aware of the significant risks involved.”
Vice Adm. Mat Winter, director of the F-35 Joint Program Office, said the current cost estimate stands at roughly $10.8 billion for development, of which $3.7 billion will be shared by U.S. allies operating the F-35. The Pentagon would thus be responsible for only $7.2 billion over seven years.
Tsongas also queried Air Force, Marine Corps, and Navy officials on whether the proposal is reasonable for the fifth-generation stealth jet.
“None of the services have a true comfort level until we have a … cost of how this is going to happen scoped out,” said Lt. Gen. Steven R. Rudder, the Marine Corps’ deputy commandant for aviation. “But year by year, we’re going to put money into C2D2 at the levels that Admiral Winter is requesting currently.”
Rudder testified alongside Winter; Air Force Lt. Gen Jerry D. Harris, deputy chief of staff for Plans, Programs and Requirements; and Rear Adm. Scott D. Conn, air warfare director for the office of the chief of Naval Operations.
Conn agreed with Rudder, and Harris added there are “funds laid in [the Air Force’s] plan,” as well as plans to reduce sustainment costs long term. He did not specify budget numbers.
C2D2 replaces what was once called Block 4 follow-on modernization, or the succeeding, repetitive mods to Block 4, the latest software modernization to upgrade the F-35’s avionics and weapons delivery. Block 4 itself is slated for implementation sometime before the end of 2018.
“We just want to be sure this is rooted in reality,” Tsongas said.
In a follow-up discussion with reporters, Winter laid out worst- and best-case cost scenarios.
Going through all of the pre-planning and execution — when developers and engineers are needed, at what point a certain batch of F-35 Lightning IIs can receive the work, among other factors — Winter said once those calculations formally come together, $10.8 billion for development is roughly correct.
“That estimate will most likely come down, but I don’t guarantee anything,” Winter said.
“But we’ve also looked at, if all of that is correct, what are the modifications to the fleet aircraft, so the procurement elements of this, the software’s going to be minuscule,” he said, referring to the $5.4 billion figure Tsongas cited.
“If I had all the hardware updates on the first year, it would be a less [of] a procurement cost because all of my new aircraft would already have it in there,” Winter said.
In his written prepared testimony for the hearing, Winter cited the Pentagon’s lessons learned from upgrading the F-22 Raptor, but did not specify what modifications to the stealth jet have cost. At the Defense Department’s order, Lockheed Martin Corp. stopped producing the F-22 in 2011.
“Based on experience from the F-22, an eight-to-10-year span between technology refresh events will maintain viable warfighting capability throughout each cycle,” he said in his testimony.
The F-35’s total cost has been projected at more than $1 trillion over a 50-year lifetime.
California may start giving legal help to veterans who have been deported.
The state Assembly passed a bill May 8 to provide legal representation for people who were honorably discharged from the military but have since been deported.
Assemblywoman Lorena Gonzalez Fletcher says her bill is intended to help deported veterans return to the country. The San Diego Democrat says the bill would help them reunite with their families and access health services and other benefits.
“It’s time we bring our deported vets back,” Gonzalez Fletcher said. “California can lead the way by trying to bring them home.”
The American Civil Liberties Union says it has found dozens of cases where veterans have been deported.
Many deported veterans would have been eligible to become naturalized citizens but were not properly informed about the process, Gonzalez Fletcher said.
Funding for the bill will be subject to availability of money in the state budget.
The bill directs the state to contract with a nonprofit legal services organization. AB386 passed the Assembly without any dissenting votes and now goes to the Senate.
The USS Little Rock looks like it was designed by a committee of 12-year-old Transformers enthusiasts, that is, like a sports car speedboat battleship with guns that go pew pew pew. It cost the United States about $440 million and is part of a new category of ultra-versatile warship known as the littoral class: “a fast, agile, mission-focused- platform designed for operation in near-shore environments yet capable of open-ocean operation.”
What the Little Rock does not do is fly. This ugly-as-sin future-boat is, ultimately, still just a boat. It was built at a shipyard in Wisconsin and spent the summer of 2017 in trials on Lake Michigan. It was commissioned last month in Buffalo, New York. From there, it’s next stop was to be its home port in Florida. As it turns out, the Little Rock will be a few months late. Because winter.
As reported by the Washington Post, the Little Rock is currently docked in Montreal. It’s stuck. The Saint Lawrence Seaway, the Great Lakes’ outlet to the Atlantic Ocean, is frozen over.

While colder-than-average temperatures in the Northeast haven’t helped, this is actually normal. The freshwater Seaway (and the Great Lakes shipping system, generally) normally closes to shipping between December and March because of ice.
In any case, this winter stopover for the USS Little Rock wasn’t planned. Significant weather conditions prevented the ship from departing Montreal earlier this month and icy conditions continue to intensify, offered a statement from the Navy.
The temperatures in Montreal and throughout the transit area have been colder than normal, and included near-record low temperatures, which created significant and historical conditions in the late December, early January timeframe.
There are some ships actually designed for this. Ice-ready ships usually aren’t even what we’d normally think of icebreakers. These are just normal boats built for cold climates.
Ships with this capability are rated according to “ice class,” a loose classification system corresponding to how much extra strengthening a ship’s hull has. Ice class ships range from Scandinavian ferry boats to Russia’s “polar corvette” take on littoral battleships. Indeed there’s anxiety among military types in the US about an “icebreaker gap” between the US and Russia. That is, we don’t really have fast battleships that can fight in the Arctic, while Russia does.
We’re assured that the 70 person crew is making the most of their time in port, working on training and certifications and other assorted boat stuff. And, as far as places to be stuck in the winter, they’re probably better off in Montreal than, say, Buffalo. There’s nothing like a steaming pile of poutine on a cold-ass day.
Two British Typhoon jets based in Romania have scrambled to investigate suspected Russian fighter aircraft operating near NATO airspace over the Black Sea.
Britain’s Ministry of Defense said the Typhoons launched from the Mihail Kogalniceanu Air Base near the Romanian city of Constanta on Aug. 21, 2018, when two suspected Russian Su-30 Flanker aircraft appeared to be heading toward NATO airspace from the Crimea region.
There was no immediate comment from Russian officials.
Encounters between Russian and NATO warplanes have increased in recent years as Moscow demonstrates its resurgent military might.
Russia has also increased its navy’s presence in the Mediterranean, Black Sea, and other areas.
Tensions are high in the region since Moscow’s 2014 takeover and illegal annexation of Ukraine’s Crimean Peninsula, a move that led to Western sanctions being imposed against Russia.
Two British Typhoon jets were launched from an air base near the Romanian city of Constanta on Aug. 21, 2018.
The British Typhoons were operating in accordance with NATO’s enhanced air policing mission designed to deter “Russian aggression, reassure Romania and assure NATO allies of the UK commitment to collective defense,” the Defense Ministry said in a statement.
It quoted one of the Typhoon pilots as saying, “We had radar contact and shadowed the two aircraft as they flew through the Romanian flight information region, but we never got within visual range to see them.”
Airspace is divided into flight information regions, in which flight and alerting services are provided by a specific country’s aviation authority and differs from sovereign airspace.
The statement did not specify if the Russian jets flew into actual Romanian airspace.

The U.S. military has provided more details about an alleged Russian deployment of fighter jets to Libya, as officials in Russia continued to deny the presence of Russian military aircraft or personnel in the North African country.
The United States says Moscow deployed the jets to provide support for Russian mercenaries helping a local warlord battle Libya’s internationally recognized government.
The alleged deployment could have a big impact on the war pitting the eastern-based Libyan National Army (LNA) of Khalifa Haftar and forces of the Government of National Accord (GNA), which is recognized by the United Nations.
The conflict has drawn in multiple regional actors, with Russia, France, Egypt, Jordan, and the United Arab Emirates backing Haftar’s command.
Turkey, which deployed troops, drones, and Syrian rebel mercenaries to Libya in January, supports the government in Tripoli, alongside Qatar and Italy.
As Libya continues to be subjected to a UN arms embargo, the U.S. military’s Africa Command (AFRICOM) on May 26 said it assessed Russia had recently deployed military jets to Libya via Syria to support Russian mercenaries fighting alongside the LNA. It said the jets were repainted in Syria to remove Russian Federation Air Force markings.
In a tweet on May 27, AFRICOM added that MiG-29 and Su-24 fighters bearing Russian Federation Air Force markings departed Russia “over multiple days in May.”
After the aircraft landed at the Russian military base of Hmeimim in western Syria, the MiG-29s “are repainted and emerge with no national markings.”
AFRICOM wrote in a separate tweet that the jets were flown by “Russian military personnel” and were escorted to Libya by “Russian fighters” based in Syria.
The planes first landed near Tobruk in eastern Libya to refuel, it said, adding: “At least 14 newly unmarked Russian aircraft are then delivered to Al Jufra Air Base” in central Libya, an LNA stronghold.
Meanwhile, LNA spokesman Ahmed Mismari denied that new jets had arrived, calling it “media rumors and lies,” according to Reuters.
Viktor Bondarev, the chairman of the Federation Council’s committee on defense and security, dismissed the U.S. claims as “stupidity.”
“If the warplanes are in Libya, they are Soviet, not Russian,” Bondarev said.
Vladimir Dzhabarov, first deputy head of the Federation Council’s international affairs committee, said Russia had not sent military personnel to Libya and the Russian upper house of parliament has not received a request to approve such a dispatch.
Vagner Group, a private military contractor believed to be close to the Kremlin, has been helping Haftar’s forces. A UN report earlier this month estimated the number of Russian mercenaries at between 800 and 1,200.
The Bondarev and Dzhabarov comments are the latest denials from Moscow that the Russian state is responsible for any deployments.
But U.S. Army General Stephen Townsend, commander of AFRICOM, said on May 26: “For too long, Russia has denied the full extent of its involvement in the ongoing Libyan conflict. Well, there is no denying it now. We watched as Russia flew fourth-generation jet fighters to Libya — every step of the way.”
Oil-rich Libya has been torn by civil war since a NATO-backed popular uprising ousted and killed the country’s longtime dictator, Muammar Qaddafi, in 2011.
Haftar, who controls the eastern part of the country, is seeking to capture the capital, Tripoli, from GNA forces.
But his LNA lost a string of western towns and a key air base in the past two months after Turkey stepped up military support for his rivals.

Defense Department and Department of Veterans Affairs officials are meeting in March 2019 in Arlington, Virginia, for a two-day symposium on burn pits and airborne pollutants but, as with previous Joint VA/DoD Airborne Hazard Symposia, the meeting is closed to the public and press.
The symposium’s purpose, according to documents from the first meeting in 2012, is to “provide an opportunity to discuss what we know, what we need to know and what can be done to study and improve care” for veterans and troops who “might have suffered adverse health effects related to exposure to airborne hazards, including burn pit smoke and other pollutants.”
Attendance is tightly controlled, with Pentagon and VA officials convening to discuss topics such as a joint action plan to address potential health conditions related to exposure, the VA’s Airborne Hazards and Burn Pit Registry, monitoring deployment environments and the impact of exposures on the Veterans Benefits Administration, according to a copy of the first day’s agenda obtained by Military.com.

Members of several veterans service organizations and advocacy groups have been invited to speak, including the Veterans of Foreign Wars, Iraq and Afghanistan Veterans of America, Disabled American Veterans, American Legion, Burn Pits 360 and the Sgt. Sullivan Circle.
But those veterans’ representatives are allowed to attend only a handful of sessions on the first day, March 14, 2019, including opening remarks and segments on outreach and education, as well as a brown-bag lunch during which they can discuss concerns and issues.
All events scheduled for March 15, 2019, remain unpublished.
Neither the VA nor the DoD responded to requests for information on the event. Veterans advocates also declined to discuss the meeting or their participation, with some expressing concern that they would be prevented from receiving future invites.
Thousands of troops serving in Iraq, Afghanistan and elsewhere were exposed to airborne pollutants while working and living near burn pits used to dispose of trash, medical waste and other types of refuse at area military bases.
Some have developed a chronic lung disease, constrictive bronchiolitis, while others have developed skin rashes, autoimmune disorders and various types of cancer, including glioblastoma, a brain cancer rarely seen in young adults, that they believe are related to burn pit exposure.
Veterans and advocates have pressed the VA for years to recognize these illnesses as related to burn pit exposure and want them to be considered “presumptive” conditions, a designation that would automatically qualify them for disability compensation and health services.
The VA says it lacks the scientific evidence to directly tie burn pit exposure to certain diseases but has granted service connection for several conditions associated with burn pits, deciding each claim on a case-by-case basis.
In 2011, the Institute of Medicine reviewed all available studies, reports and monitoring data on burn pit utilization and combustibles exposure and concluded that there was not enough evidence or data to draw conclusions about the long-term consequences of exposure.

More than 140,000 veterans have enrolled in the VA Burn Pit and Airborne Hazards Registry.
From June 2007 through Nov. 30, 2018, the VA received 11,581 claims applications for disability compensation with at least one condition related to burn pit exposure. Of those, 2,318 had a burn pit-related condition granted, according to VA Press Secretary Curt Cashour.
During the same time frame, the VA processed nearly 13.5 million claims; burn pit-related claims made up less than a tenth of a percent of those claims.
“VA encourages all veterans who feel their military service has affected their health to submit a claim, which will be adjudicated using the latest scientific and medical evidence available,” Cashour said.
The Pentagon and VA are developing a way to track environmental exposures in service members starting with the day they enlist. The Individual Longitudinal Exposure Record, or ILER, will record potential and known exposures throughout a service member’s time on active duty. A pilot program is set to begin Sept. 30, 2019.
But those who have suffered exposures in the past 30 years will need to rely on Congress to pass legislation to assist them, the Defense Department to continue researching the issues, and the VA to approve their claims.
Veterans of Foreign Wars, Vietnam Veterans of America, Wounded Warrior Project, IAVA, Disabled American Veterans, the Fleet Reserve Association, the Military Order of the Purple Heart and Military Officers Association of America all have made burn pit and toxic exposure issues a top legislative priority this year.
Several lawmakers, including Sen. Amy Klobuchar, D-Minnesota, and Rep. Tulsi Gabbard, D-Hawaii, have introduced legislation that would require the DoD and VA to share information on troops’ exposure to airborne chemicals and provide periodic health assessments for those who were exposed.
The meeting is to take place at the Veterans Health Administration National Conference Center in Crystal City, Virginia.

General Atomics-Aeronautical Systems has received a $39.6 million contract to provide MQ-9 Reapers to a Marine advisory unit in Afghanistan for air overwatch and reconnaissance, according to Pentagon announcements.
The Reapers, the first Group 5 unmanned aerial systems to be assigned exclusively to a Marine unit, may arrive in theater very soon, documents show. Group 5 is the largest class of UAS and includes platforms such as the RQ-4 Global Hawk and MQ-4C Triton.
According to the contract announcement, General Atomics contractors, not Marines, will operate the systems in Afghanistan. The award was first reported June 27, 2018, by The Drive.
While Task Force Southwest, a small contingent of several hundred Marines on the ground in Helmand Province, Afghanistan is primarily charged with providing advice and assistance to Afghan National Security Forces in their fight with local Taliban elements, a significant portion of the unit’s work involves coordinating strikes on enemy targets using UAS.
When Military.com visited the unit in December 2017 and toured its operations center, Marines coordinated three deadly strikes in a single morning, using small ScanEagle drones to identify targets and Air ForceF-16 Fighting Falcons to drop ordnance to take them out.
“This is what we do on a daily basis, is provide overwatch,” Capt. Brian Hubert, battle captain for Task Force Southwest, told Military.com at the time. “And then also, there’s a little bit of advising, because we will call them and say, ‘Hey, think about doing this, or we see you doing this, that looks good, you should go here.’ We’re trying to get them to the point where eventually, with their Afghan Air Force, they can do all themselves.”
Having Reapers, which can fly at top speeds of 300 miles per hour and can carry more than 3,700 pounds of ordnance, including Hellfire missiles, GBU-12 Paveway II bombs and GBU-38 Joint Direct Attack Munitions, would allow the Marine task force to operate more independently rather than depending on other units for deadly force from the air.
“Task Force Southwest currently uses Group 5 [Unmanned Aerial Systems] extensively when they are provided from available assets in theater,” Brig. Gen. Benjamin Watson, commander of the task force, told Military.com in January 2018. “An organic Group 5 UAS capability will give us more capacity to assist our Afghan partners as they conduct continuous offensive operations against the enemy in Helmand province.”

As an additional benefit, having the Reapers available may help the Marines prepare to receive and operate their own Group 5 drone, the MUX, which is now in the requirements phase.
That system, which will be designed to take off vertically from a ship and provide surveillance and network capabilities from the air, is planned to reach initial operational capability around 2027.
The contract award notice for the Reapers does not specify when the systems will arrive in Afghanistan. Earlier solicitations called for the capability by March 2018. But all work on the contract is set to be completed by November 2018, the announcement states.

President Donald Trump on Aug. 13, 2018, signed into law a $717 billion defense spending bill that puts China in the crosshairs of a host of new US Navy missiles and tactics.
Beijing heavily protested it and may have scored some small concessions, but the bill puts nearly $1 trillion behind the idea that great power strategic competition has returned and that the US seeks to win it.
The increase in spending comes as China has increasingly edged out the US Navy’s competitive advantage in open waters. The US suffers a missile gap with both Russia and China, meaning those countries have longer-range missiles designed to sink massively valuable platforms like aircraft carriers before they can get close.
The US drifted from a focus on fighting near-peer adversaries like China and Russia after the Cold War, as military planners banked on continued US supremacy to limit potential adversaries to non-state actors and rogue states.
The aircraft carrier USS Nimitz, the guided-missile cruiser USS Chosin, the guided-missile destroyers USS Sampson and USS Pinkney, and the guided-missile frigate USS Rentz operating in formation in the South China Sea.
Simply put, these missiles would chew up a US carrier strike group, with destroyers and cruisers protecting an aircraft carrier. Launching F/A-18s off a carrier could beat back a Russian or Chinese attack, but the missile gap remains palpable and a threat to the US Navy’s highest-value assets.

Return to ship-sinking
To regain its status as the world’s premier ship-sinking force, the US has planned a few upgrades and set aside cash for them in the defense bill. It would pay for new long-range missiles for the Air Force and some Navy planes while bringing back a missile abandoned by the Navy after the fall of the Soviet Union.
Today, Tomahawk missiles have a massive range, of about 1,000 miles, but can hit only land targets, as they have in Syria recently. At the height of the Cold War, Tomahawks could strike moving ships, and now the Navy seeks to get that power back.
A modification in the works at Raytheon seeks to deliver 32 maritime versions of the Tomahawks by 2021 that would healthily out-range any Russian or Chinese missiles.
After a successful test of the upgraded Tomahawk in 2015, the deputy secretary of defense at the time, Bob Work, said (according to USNI News): “This is a potentially a game-changing capability for not a lot of cost. It’s a 1,000-mile anti-ship cruise missile.”
“It can be used by practically our entire surface and submarine fleet,” Work added.
But not only will the Navy get increased power to fight adversaries like China — it’s scheduling in some more patrols that could lead to run-ins, as have become increasingly frequent.
With Beijing building up its military presence in the South China Sea and rolling out new warships at a dizzying rate, the US’s return to great power competition will also include training neighboring navies in India and Sri Lanka.
The US military, despite the rise of powerful rivals, remains an unmatched military force with more than 2 million active-duty and reserve troops ready to defend the homeland and protect American interests abroad.

The stunning video below was filmed during Avalon Airshow, Avalon, Australia, and shows a USAF Boeing C-17 Globemaster III experiencing a birdstrike. The airlifter was on its take off roll for its aerial display when an big bird was ingested by the engine. According to HD Melbourne Aviation who filmed the incident, Avalon Airport is notorious for having hawks gliding and hanging around the runways. Indeed, one of them can be seen got sucked into the engine with a consequent fireball and loud bang, the typical behaviour of a compressor stall.
The C-17 aborted its take off and came to a stop on the runway before being taxied to a hangar for inspection. Since it did not fly on the following day, it is possible the damage was significant or required more details inspections.
We have often commented videos of photographs of jets suffering compressor stalls. Compressor stalls (sometimes referred to as afterburner stalls in aircraft with reheat) are not too rare among military aircraft. They can be caused by several factors, including birdstrikes, FOD (Foreign Object Damage), ingestion of turbulent, hot airflow or smoke into the air intake etc.
A compressor stall is a local disruption of the airflow in the compressor whose severity may vary from a momentary power drop to a complete loss of compression. It can be divided into two categories:
Compressor surge: all the rotor blade blades “lose” (i.e. the airfoil stalls like an airplane wing) the airflow at the same time, then get it again, then lose it again, etc.
Rotating stall : only a few blades on the annulus “lose” the airflow, and you get some kind of stalled pockets (you can have several of them) which rotates with a different velocity than the rotor (and in the opposite direction). Usually, you go to rotating stall then to full stall (or surge).
For instance, a compressor surge also occurs when the hot vapour generated by the aircraft carrier’s catapult is ingested by the aircraft air intake thus creating a breakdown in compression resulting in a the compressor’s inability to absorb the momentary disturbance and to continue pushing the air against the already-compressed air behind it. As a consequence, there’s a momentary reversal of air flow and a violent expulsion of previously compressed air out through the engine intake producing some loud bangs from the engine and “back fires”.
