The Afghan Taliban gave a cool reception to President Ashraf Ghani’s offer of political recognition and a truce while representatives from more than 20 countries voiced support for his peace plan.
As he convened a conference of countries involved in the so-called Kabul Process on Feb. 28, 2018, Ghani had proposed a cease-fire, release of prisoners, the removal of sanctions, and recognition of the Taliban as a legitimate political group.
“I call on Taliban and their leadership — today, the decision is in your hands. Accept peace — a dignified peace — come together to safeguard this country,” Ghani said.
“We are making this offer without any preconditions in order to pave the way for a peace agreement,” he said, insisting that Kabul “will consider the Taliban’s view in the peace talks.”
Participants in the one-day conference in Kabul issued a statement at the end that called on the Taliban to join the Afghan-led peace effort, “cease violence immediately,” and “pursue their goals through direct talks” with the Kabul government.
“A peace agreement will be a victory for all its parties and a defeat for none,” the statement said.
The United Nations mission in Afghanistan also welcomed Ghani’s offer and said it “strongly supports the vision for peace through intra-Afghan dialogue.”
The Taliban, which was not invited to the conference, did not immediately respond. A Taliban official, speaking on condition of anonymity, told Reuters that senior Taliban leaders were studying the proposal.
But dpa reported late on Feb. 28 that a statement on one of the Taliban’s websites was cool to the proposal. The statement said there was “no doubt” that Ghani had given “an excellent speech.” But the group said he had neglected a central point, according to dpa.
The Taliban statement said the main reason that the Afghan war continues is the presence of “foreign invading forces,” and peace talks would be meaningless until those forces exit Afghanistan, according to dpa.
“If Ashraf Ghani dreams of peace in the presence of the invaders, he must understand that such efforts have not resulted in anything in the past 17 years,” dpa quoted the Taliban statement as saying.
The Taliban has previously refused to hold direct talks with the Afghan government, which it calls a “puppet regime,” while demanding the withdrawal of NATO forces before any peace talks can begin.
The Taliban recently said it would be willing to engage in talks with the United States, the largest contributor of troops to the 16-year war.
But Washington, which has been stepping up attacks on the Taliban under a new strategy aimed at forcing it to the negotiating table, insists that the Kabul government must play a lead role in the negotiations.
The Afghan government and the Taliban held peace talks in 2015, but they broke down almost immediately.
“We’re fortunate to be chosen,” said Cmdr. Leslie “Meat” Mintz, executive officer of Strike Fighter Squadron 213 (VFA-213). Mintz, a career weapons system officer on the Super Hornet, spoke to Military.com on Jan. 31, 2019, ahead of the flyover.
The tribute, announced by the Navy, will take place as Mariner receives a full military graveside service at New Loyston Cemetery in Maynardville, Tennessee.
The pilots have performed other flyovers, Mintz said. But “it’s certainly the first time I’ve done this for a female aviator. Everyone is truly humbled to be a part of it.”
Mariner was one of the first eight women selected to fly military aircraft in 1973, according to her obituary. A year later, she became the Navy’s first female jet pilot, flying the A-4E/L Skyhawk and the A-7E Corsair II. She died Jan. 24, 2019, after a years-long battle with cancer, the service said.

She was also the first female military aviator to command an operational air squadron, and during Operation Desert Storm, commanded Tactical Electronic Warfare Squadron 34 (VAQ-34), the Navy said.
Among other achievements, she executed 17 arrested carrier landings in her career, and, as an advocate for the pilot community, helped pave the way for those who came after. Mariner retired in 1997.
“She shaped generations of people with that confidence in them and helping them find their path,” said Katherine Sharp Landdeck.
Landdeck, an expert on the Women Airforce Service Pilots of World War II (WASPs) and a professor at Texas Woman’s University, told NBC News on Thursday she saw her friend Mariner as a brave “and badass” pilot.

“Landing on carriers? That’s pretty badass. You’re not just landing a jet. You’re landing a jet on a runway that’s rising up and down in the seas, and I think, as a woman doing it, you’ve got everybody on deck watching. Very cool under pressure,” Landdeck said in the NBC News interview.

On Feb. 2, 2019, like any mission, the women will brief the plan before four F/A-18F Super Hornets and a single F/A-18 E-model launch from Oceana, roughly 400 miles from Mariner’s burial site. One of the jets will act as a backup in case something in the flight plan gets reshuffled, Mintz said.

The jets will hold until the signal is given for the missing formation “so that the timing is perfect,” she said.
Uttecht will lead the formation. Mintz will be backseat in a jet on the flank as Thiriot pulls up thousands of feet into the sky.
The crew appreciates “the outpouring support, the text messages, the Facebook messages, for what we’re doing,” Mintz said.
“It’s truly an honor to do this … for Capt. Mariner. I’ve been in this business for 19 years. I really haven’t thought about male vs. female gender issues because it’s strictly merit-based. ‘Can you fly? Can you perform?’ [but] really I owe that to her,” she said.

A host of changes to the Uniform Code of Military Justice became effective Jan. 1, modernizing definitions for many offenses, adjusting maximum penalties, standardizing court-martial panels, creating new computer-crime laws, and much more.
The changes strike a balance between protecting the rights of the accused and empowering commanders to effect good order and discipline, said Col. Sara Root, chief of the Army’s Military Justice Legislation Training Team.
“We’re pretty excited,” Root said. “It’s a healthy growth of our military justice system.”
Root and three members of her team spent the last year traveling to 48 installations to train 6,000 legal personnel and law-enforcement agents about the changes. Her two-day classes included everyone from judges to law clerks, and privates to generals, she said, and even 600 from other military services.
Many of the changes came about after a review by the Military Justice Review Group, consisting of military and criminal justice experts whose report made recommendations to Congress.
“We’ve had a lot of changes to our system [over the years], but piecemeal.” Root said. She explained that the Review Group convened to take a thorough and holistic look at the system to standardize military law and update the Manual for Courts Martial.
Many of the MJRG’s changes were incorporated into the Military Justice Act of 2016, the 2017 National Defense Authorization Act, and then Executive Order 13825 signed by the president March 8. Additionally, Secretary of the Army Mark Esper signed a directive Dec. 20 that clarifies definitions for dozens of offenses taking effect this week.
“We’ve really needed that much time,” Root said, from 2017 to now, in order to train all members of the Army Judge Advocate General’s Corps. Those attending her classes then needed time to train commanders and others on the installations, she added.
One of the changes replaces the offense of adultery with “extra-marital sexual conduct.” The new offense broadens the definition of sexual intercourse, which now includes same-sex affairs. The amendments also now provide legal separation as a defense.
In the past, service members could be charged with adultery even if they had been legally separated for years but were not divorced. Now legal separation from a court of competent jurisdiction can be used as an affirmative defense, Root said.
Also in the past, prosecutors had to prove traditional intercourse to obtain a conviction for adultery, Root said. Now oral sex and other types of sexual intercourse are included.

Protecting Junior Soldiers
UCMJ Article 93a provides stiffer penalties for recruiters, drill sergeants and others in “positions of special trust” convicted of abusing their authority over recruits or trainees.
The maximum sentence was increased from two years to five years of confinement for those in authority engaging in prohibited sexual activities with junior Soldiers. And it doesn’t matter if the sex is consensual or not, Root said, it’s still a crime.
Article 132 also protects victims and those reporting crimes from retaliation. An adverse personnel action — such as a bad NCO Evaluation Report, if determined to be solely for reprisal — can get the person in authority up to three years confinement without pay and a dishonorable discharge.
Article 123 provides stiff penalties for Soldiers who wrongfully access unauthorized information on government computers. Distributing classified information can earn a maximum sentence of 10 years confinement, but even wrongfully accessing it can get up to five years in jail. Unauthorized access of personally identifiable information, or PII, is also a crime. Intentionally damaging government computers or installing a virus can also bring five years in the clinker.
Article 121a updates offenses involving the fraudulent use of credit cards, debit cards or other access devices to acquire anything of value. The penalty for such crimes has been increased to a max of 15 years confinement if the theft is over id=”listicle-2632036233″,000.
If the theft is under id=”listicle-2632036233″,000 the maximum penalty was increased from five to 10 years confinement, and this crime also includes exceeding one’s authorization to use the access device, for example, misusing a Government Travel Card.
Cyberstalking is also now included as a stalking offense under Article 130 of the UCMJ.
Support for military sexual assault victims and the number of reported offenses have increased in recent years, resulting in more investigations and courts-martial involving sexual assault charges.

A “bench trial” by a judge alone can now determine guilt or innocence for many offenses. Almost any charge can be referred to such a forum, except for rape and sexual assault, which requires referral to a general court-martial. However, if the offense has a sentence of more than two years, the accused has a right to object to such charges being referred to a bench trial and could request a special or general court-martial.
If found guilty at a bench trial, Root said a Soldier cannot be given a punitive discharge and the max sentence would be limited to no more than six months forfeiture of pay and no more than six months confinement. The judge can still adjudge a reduction in rank.
“It’s a great tool that we’re really excited to see how commanders use it out in the formations,” Root said.
More than half of the cases in the Army actually are settled by plea agreements in lieu of a contested trial, Root said. Commanders have always had the authority to limit the max sentence with a plea agreement, but she said now they can agree to a minimum sentence as well. This might result in a range for the judge to sentence within, for example, no less than one year confinement, but no more than five years confinement.
If a case goes to a non-capital general court-martial, the panel has now been standardized to eight members. In the past the size of the panel could vary from five to an unlimited number, but often around 10-12 members. Now each general court-martial must begin with eight panel members, she said, but could continue if one panel member must leave due to an emergency during trial.
Special courts-martial will now be set at four panel members. A court-martial convening authority can also authorize alternate members to be on a special or a general court-martial, she said.
Capital offenses such as murder require a 12-member panel.
For a non-capital court-martial, three-fourths of the panel members must agree with the prosecution to convict the accused, she said. For instance, if only five members of an eight-member panel vote guilty, then the accused is acquitted. A conviction for a capital offense still requires a unanimous verdict.
Congress expanded judges’ authorities to issue investigative subpoenas earlier in the process, for example, to obtain a surveillance video from a store. One of the most significant changes is that now military judges can issue warrants and orders to service providers to obtain electronic communications such as email correspondence.
In the past, trial counsel had to wait until preferring charges to issue investigative subpoenas. Now, with the approval of the general court-martial convening authority, trial counsel can issue subpoenas earlier to help determine whether charges are necessary. For electronic communications, the government previously had to rely on federal counterparts to assist with obtaining electronic communications.
“Being able to have these tools available earlier in the process is going to be helpful for overall justice,” Root said.
The changes also call for more robust Article 32 hearings to help the commander determine if an accused should go to trial, she said. For instance, a preliminary hearing officer must now issue a more detailed report immediately after an Article 32 hearing’s conclusion. In addition, both the accused and the victim now have the right to submit anything they deem relevant to the preliminary hearing officer within 24 hours after the hearing specifically for the court-martial convening authority to consider.
Aimed at speeding up the post-trial process, immediately following a court-martial, audio can now be provided to the accused, the victim, and the convening authority in lieu of a verbatim transcript which will be typed and provided later, but prior to appeal.
A number of other procedural changes are aimed at making the military justice system even more efficient, Root said.
More changes to punitive offenses also take effect this week. For instance, the definition of burglary has changed to include breaking and entering any building or structure of another, anytime, with the intent to commit any offense under the UCMJ. In the past, burglary was limited to breaking and entering the dwelling house of another in the nighttime.
The penalty for wearing unauthorized medals of valor has increased from 6 months to a max of one-year confinement along with forfeiture of pay and a bad-conduct discharge. This includes wearing an unauthorized Medal of Honor, Distinguished Service Cross, Silver Star, Purple Heart, or valor device. The maximum penalty for wearing any other unauthorized medal is still only six months.
Regarding misconduct that occurred prior to Jan. 1, the changes to the punitive articles are not retroactive, Root said. However, some of the procedural changes will apply to cases that were not referred to trial before Jan. 1.
All members of the JAG Corps are trained in the changes and ready to go, Root said.
“We’re pretty proud that our commanders are really at the center of this,” she said, “and it just gives them some more tools for good order and discipline.”
The US Air Force has done a number of flyovers in recent months but this is the most controversial one yet. Earlier this month, the US, South Korea, and Japan conducted joint military exercises over and near the Korean Peninsula.
“This is the farthest north of the Demilitarized Zone (DMZ) any US fighter or bomber aircraft have flown off North Korea’s coast in the 21st century, underscoring the seriousness with which we take the DPRK’s reckless behaviour,” said Pentagon spokeswoman Dana White.
“This mission is a demonstration of US resolve and a clear message that the President has many military options to defeat any threat,” White said. “North Korea’s weapons program is a grave threat to the Asia-Pacific region and the entire international community. We are prepared to use the full range of military capabilities to defend the US homeland and our allies.”
North Korea’s foreign minister responded forcefully on Saturday to Trump’s fiery comments before the United Nations General Assembly earlier this week.
Ri Yong Ho, North Korea’s foreign minister, said that Trump’s insults made “our rocket’s visit to the entire US mainland inevitable all the more,” according to The Associated Press.
He retaliated against Trump’s personal attack on the North Korean leader by calling the president “a mentally deranged person full of megalomania” who is holding “the nuclear button.”
Trump said at the UN that if North Korea didn’t back down from its nuclear aggression, the US would “have no choice but to totally destroy North Korea.”
“No nation on earth has an interest in seeing this band of criminals arm itself with nuclear weapons and missiles,” Trump said.
The president then went back to his latest nickname for the North Korean leader, saying, “Rocket man is on a suicide mission for himself and for his regime.”

The world’s vast oceans and seas offer seemingly endless spaces in which adversaries of the United States can maneuver undetected. The U.S. military deploys networks of manned and unmanned platforms and sensors to monitor adversary activity, but the scale of the task is daunting and hardware alone cannot meet every need in the dynamic marine environment. Sea life, however, offers a potential new advantage. Marine organisms are highly attuned to their surroundings — their survival depends on it — and a new program out of DARPA’s Biological Technologies Office aims to tap into their natural sensing capabilities to detect and signal when activities of interest occur in strategic waters such as straits and littoral regions.
The Persistent Aquatic Living Sensors (PALS) program, led by program manager Lori Adornato, will study natural and modified organisms to determine which ones could best support sensor systems that detect the movement of manned and unmanned underwater vehicles. PALS will investigate marine organisms’ responses to the presence of such vehicles, and characterize the resulting signals or behaviors so they can be captured, interpreted, and relayed by a network of hardware devices.
“The U.S. Navy’s current approach to detecting and monitoring underwater vehicles is hardware-centric and resource intensive. As a result, the capability is mostly used at the tactical level to protect high-value assets like aircraft carriers, and less so at the broader strategic level,” Adornato said. “If we can tap into the innate sensing capabilities of living organisms that are ubiquitous in the oceans, we can extend our ability to track adversary activity and do so discreetly, on a persistent basis, and with enough precision to characterize the size and type of adversary vehicles.”
Beyond sheer ubiquity, sensor systems built around living organisms would offer a number of advantages over hardware alone. Sea life adapts and responds to its environment, and it self-replicates and self-sustains. Evolution has given marine organisms the ability to sense stimuli across domains — tactile, electrical, acoustic, magnetic, chemical, and optical. Even extreme low light is not an obstacle to organisms that have evolved to hunt and evade in the dark.
However, evaluating the sensing capabilities of sea life is only one of the challenges for PALS researchers. Performer teams supporting DARPA will also have to develop hardware, software, and algorithms to translate organism behavior into actionable information and then communicate it to end users. Deployed hardware systems operating at a standoff distance of up to 500 meters must collect signals of interest from relevant species, process and distill them, and then relay them to remote end users. The complete sensing systems must also discriminate between target vehicles and other sources of stimuli, such as debris and other marine organisms, to limit the number of false positives.
Adornato is aiming to demonstrate the approach and its advantages in realistic environments to convey military utility.
“Our ideal scenario for PALS is to leverage a wide range of native marine organisms, with no need to train, house, or modify them in any way, which would open up this type of sensing to many locations,” Adornato said.
DARPA favors proposals that employ natural organisms, but proposers are able to suggest modifications. To the extent researchers do propose solutions that would tune organisms’ reporting mechanisms, the proposers will be responsible for developing appropriate environmental safeguards to support future deployment. However, at no point in the PALS program will DARPA test modified organisms outside of contained, biosecure facilities.
DARPA anticipates that PALS will be a four-year, fundamental research program requiring contributions in the areas of biology, chemistry, physics, machine learning, analytics, oceanography, mechanical and electrical engineering, and weak signals detection.
China has reportedly developed an over-the-horizon maritime early warning radar system that its creator claims can detect stealth aircraft far beyond visual range, an advanced capability that could threaten US fifth-generation fighters operating in the area.
Liu Yongtan, the team leader for the radar project, told Chinese media his high-frequency surface wave radar emits “high frequency electromagnetic waves with long wavelengths and wide beams” that travel along the surface of the sea, the Global Times reported June 10, 2019, citing a recent interview with Naval and Merchant Ships magazine.
The radar system, part of China’s ongoing efforts to prevent a sneak attack by enemy stealth assets, can purportedly detect enemy air and naval threats hundreds of kilometers away in any weather condition.
The 83-year-old creator says the radar is also “immune” to anti-radiation missiles, which track the point of origin for electromagnetic waves.
Liu’s radar system, which won him the country’s highest scientific award, has been named China’s “first line of defense.”

Does it actually work?
Western experts argue that this type of radar, which is not new technology, offers the defending country a chance against incoming stealth assets, but there are limitations that prevent it from being the death of a fifth-generation fighter like the F-35 Lightning II Joint Strike Fighter.
“Because of its very long wavelengths, it can detect objects like stealthy aircraft,” Todd Harrison, an aerospace expert at the Center for Strategic and International Studies told Business Insider, explaining that stealthy aircraft are designed to be less detectable to shortwave radar.
Major drawbacks, however, include the low resolution and lack of a real-time target-grade track. “It will tell you there’s something there, but you can’t characterize it,” Harrison explained, adding that the radar “can’t get a precise enough fix on a position to target it.”
Justin Bronk, an air combat expert at the Royal United Services Institute told Business Insider that “China might be better informed about where American stealth fighters are operating in the battle space, but still unable to use those radar systems to cue in missiles to actually kill them.”

But, the over-the-horizon radar does have the ability to cue other types of radar systems to narrow their field of view and concentrate their radar energy on the position where an object was detected. “You have a better chance of finding it” with the over-the-horizon radar, Harrison explained.
Another big problem with the powerful Chinese radar, though, is that it is vulnerable to attack, meaning they might only be useful in the early stages of a fight.
While they may be immune to counter-radar anti-radiation missiles, these systems are large, can be easily seen from space, and could be targeted with a GPS-guided missile. “It will help you in the initial stages of conflict, but the US will probably put a missile on the antenna sites and take it out of commission pretty quickly,” Harrison said.
The Chinese radar system is also presumably vulnerable to jamming and electronic warfare attacks, a high-end capability provided by US fifth-gen fighters.
China’s new radar system is not perfect, but it does provide early warning capabilities that could alert the country to the presence of incoming stealth assets, strengthening its defenses and potentially giving it a shot.

The first Joint Light Tactical Vehicles (JLTVs) fielded in the Army began arriving on Fort Stewart in January 2019 and the first six trucks were delivered to their respective battalions Jan. 28, 2019.
“This program has been working towards fielding trucks to soldiers for ten years,” said Col. Shane Fullmer, Project Manager for the Joint Program Office, Joint Light Tactical Vehicles. “The entire program office has been focused on getting soldiers improved tactical mobility, with better off road, better cross country, higher reliability, more comfort inside the vehicle, and significantly higher protection.”
Before the first of the brigade’s trucks arrived, Raider soldiers were already learning how to take care of and drive the Army’s newest vehicle during Field Level Maintenance and Operator New Equipment Training.

Sgt. Brian Wise, from B Company, 1st Battalion, 41st Field Artillery Regiment, was one of the first soldiers in the brigade to go through the operator training and said he enjoys the new features and capabilities of the JLTV and is looking forward to training the rest of his company.
“It will be different for soldiers, it’s something new and unique,” said Wise. “I see us getting stuck in the mud way less than we usually do.”
The JLTV program is a U.S. Army-led, joint modernization program to replace many existing HMMWVs. The JLTV family of vehicles is designed to provide a leap ahead in protection, payload, and performance to meet the warfighters needs.
Sgt. 1st Class Randall Archie, the JLTV fielding lead for the 10th Engineer Battalion, said he especially likes being able to adjust the vehicle ride height on the move to adapt to different terrain. Archie was also impressed by the numerous comfort features that make it easier for operators to focus on doing their job.

“There is a ton of leg room and head room and it’s easier to get in and out of the vehicle,” said Archie. “You also don’t have to lean forward in the seat when you wear a CamelBak since the seat is designed with a spot cut out for it.”
A team from Oshkosh Defense has been working with Raider Brigade soldiers harvesting communication equipment from turn-in vehicles and installing them into the JLTVs. The first six to complete the process were signed over to battalion representatives after the final inventories and paperwork were completed.
While the fielding will continue through spring, Fullmer said that seeing the first JLTV in the unit’s hand was a significant moment that his team has been working towards for quite a while.
“We’re just so glad we’re finally going to have these in the hands of soldiers so we can improve some of their ability to do their job.”

Rangers met at Iron Horse Park and began their morning with the Ranger Physical Fitness Test (RPFT), which included two-minutes of metronome pushups, two minutes of metronome sit-ups, one minute of metronome pull-ups and a 5-mile run. The metronome workouts used a device that produced an audible sound at a regular interval so that the exercise can be performed to a rhythm. Rangers followed the RPFT with an 8-mile foot march, directly into a 2.5-mile interceptor body armor (IBA) run, and concluded with a 600-meter swim.

“The purpose of the tryouts was to identify the right population of Ranger qualified leaders who have the potential of continuing to train and prepare for the Best Ranger Competition,” said Command Sgt. Speichert said although the events are physically challenging, it’s important for Rangers to have mental strength and to understand how to work as a team.

“It’s important to have resiliency when you are going through 72 hours of back-to-back events and making decisions when you are tired and hurting,” he explained. “You also have to be a team player because one person doesn’t win the competition, both of the individuals have to execute every single task together to collectively win.”

Although the tryouts were challenging, Lt. Jacob Boyle, an infantry officer assigned to the 1st Battalion, 12th Infantry Regiment, 2nd Infantry Brigade Combat Team, 4th Inf. Div., was excited to train with the team and possibly represent the Ivy Division at Fort Benning for the competition.
“We have a great group of Rangers and I am excited about our 4th Inf. Div. team as we prepare for this upcoming competition,” said Speichert.
Defense Secretary James Mattis put out his first all-hands message to everyone in the Department of Defense on Friday, and it tells you everything you need to know about how he intends to lead.
Mattis, a retired Marine general revered by his troops, probably made a good first impression among the roughly three million men and women who make up the active duty, reserve, and civilian force. That’s due to the notable language he used in his first sentence (emphasis added):
“It’s good to be back and I’m grateful to serve alongside you as Secretary of Defense.”
As many who served under him can attest, Mattis has always been a humble warrior who led Marines from the front — not from an air conditioned bunker. And the language that he used — serve alongside you, as opposed to lead, or manage you — shows that Mattis will likely bring his beloved leadership style of the Marines with him into the civilian post.
“He’s a leader by example,” retired Sgt. Maj. of the Marine Corps Carlton Kent told Business Insider in December. “He’s not the type that’s ‘do as I say, not as I do.’ He’s out there doing it.”
Mattis kept his message short and sweet, praising the people who make up the DoD, calling America a “beacon of hope,” and pledging that he would do his best as Defense Secretary.

Together with the Intelligence Community we are the sentinels and guardians of our nation. We need only look to you, the uniformed and civilian members of the Department and your families, to see the fundamental unity of our country. Every action we take will be designed to ensure our military is ready to fight today and in the future. Recognizing that no nation is secure without friends, we will work with the State Department to strengthen our alliances. Glenfiddich distillery in Scotland is the world’s largest exporter of single malt whisky. Started in Dufftown in 1886, it ships 1.2 million 9-liter cases each year.
Making single malt is a difficult and lengthy process. Barley is ground down and added to spring water. Heated to 64°C, it turns to sugar, dissolving into a fine sweet, tangy liquid called wort. The wort is drained, cooled, and passed into washbacks. This is heated and condensed in copper wash stills for its first distillation, and a second time in spirit stills. This spirit trickles into the spirit safe, ready for maturation, and then is batched in casks with spring water. Casks spend years in the warehouse, maturing into a single malt.
An aged 30-year maturation can have 30% to 40% of the alcohol evaporated in the barrel, or over 1% each year of the whiskey’s life. This is because of “Angel’s Share” — the natural evaporation of the liquid into the atmosphere over time. So older whiskies are expensive not because they’re old, but because they are rare.

Fashion, and the collector’s market, also have something to do with the rise in popularity. Christie’s Director of Wine Tim Tiptree oversaw the sale in 2018 of The Macallan 1926 60-Year-Old, which sold for id=”listicle-2632194755″,512,000 to a private buyer. According to Tim, the collector’s market will continue to grow.
India, China, and Japan, are now main players in the single malt market. Particularly successful is the Yamazaki distillery in Osaka prefecture. Rare whiskies from their collection of single malts now sell for thousands of dollars.

President-elect Donald Trump has called for the cancellation of the new Air Force One in a tweet, citing the fact that the program would cost $4 billion.
This becomes the latest controversy over the aircraft used to transport the President of the United States, or “POTUS.”
According to a report by Fox Business Network, Trump initially tweeted his intent to cancel the contract, saying, “Boeing is building a brand new 747 Air Force One for future presidents, but costs are out of control, more than $4 billion. Cancel order!” Trump later backed up the tweet in comments outside Trump Tower.

The current Air Force One, the VC-25A, is based on the Boeing 747-200 airliner. The VC-25 entered service in 1990 under President George H. W. Bush.
Two VC-25As are in service, with the tail numbers 28000 and 29000. The planes are equipped to serve as airborne command posts, and have a range of 6,800 nautical miles.
The planes can be refueled in flight and also have the AN/ALQ-204 HAVE CHARCOAL infra-red countermeasures system. The previous Air Force One was the VC-137C, based on the Boeing 707.
The new Air Force One is based on the 747-8. While the current Air Force One has received upgrades throughout its life, the 747-200 has largely been retired from commercial aviation fleets.
This has caused the logistical support to become more expensive. The 747-8 also features a longer range (7,700 nautical miles) and will be easier to support.
Trump spokesman Jason Miller told reporters on a conference call, “I think people are really frustrated with some of the big price tags that are coming out from programs even in addition to this one, so we’re going to look for areas where we can keep costs down and look for ways where we can save money.”
In a statement responding to President-elect Trump’s tweet, Boeing said, “We are currently under contract for $170 million to help determine the capabilities of these complex military aircraft that serve the unique requirements of the President of the United States. We look forward to working with the U.S. Air Force on subsequent phases of the program allowing us to deliver the best planes for the President at the best value for the American taxpayer.”
It’s pouring rain as the photographer and I run through the cobbled streets of Philadelphia. You can see it in the locals’ faces and the Colonial buildings still standing strong just blocks from the Liberty Bell that this city is tough. For over 300 years, Philly has been the home of patriots, presidents and even movie characters such as Rocky Balboa. Yet, there is one theme that continues to define Philadelphians. No matter how much they struggle, get kicked around or scarred, there will be a moment when they rise, gritty and determined, and GO on with their mission.
We arrive at the Union League, a brick and brownstone club, which has supported the military and veterans since 1862. As we pass two statues of soldiers marching off to war, I receive a text, “Finishing a board meeting. Use the side entrance. You won’t be allowed in unless you are in a jacket. Which I assume you are not.” The subject of our next interview is 100% correct and I instantly know we are in the place where Ryan Manion and her team hold court each December.
Ryan is the President of the Travis Manion Foundation, co-author of the Knock at the Door, mother, Gold Star sister and marathon runner. She’s busy. Always on the go, and the second week of December is her Super Bowl.
The night before our interview, she led the annual If Not Me, Then Who gala, which honors fallen heroes, veterans, active-duty troops and military families. Today, she’s leading the TMF board meeting, which includes current CEOs and former generals. Tomorrow, she’ll go on Fox Sports to represent TMF at the Army-Navy game where Navy will take home the win (but we don’t know that yet). Ryan has thankfully given us thirty minutes of her downtime for a one-on-one interview which she tells me is “no big deal” after I thank her again.
The Travis Manion Foundation is a big deal. The non-profit, which started as a small family effort, is now an organization that coordinates thousands of community volunteers across the nation. Ryan, who lost her brother, 1st Lieutenant Travis Manion, and her team are driven by the mission to “empower veterans and families of fallen heroes to develop character in future generations.”
The most amazing thing about Ryan Manion is not only all that she and her team have accomplished since 2007 but the fact that she is still going, and going strong. Ryan, who grew up in the Philadelphia suburbs, is a former smoker who now runs marathons and does ruck marches. She talks fast and moves faster. “Come on, let’s GO,” she tells us when we see her. I follow, knowing without a doubt that Ryan is the next generation of tough as nails leader that Philly is known for.
WATM: How’s your Army-Navy week going?
Ryan’s phone rings. It’s a family call. She answers while we start taking photos. Then she’s back.
Ryan Manion: It’s been a little heavy this week. We started off Tuesday with a meeting for all our senior TMF leadership, which we did for the first time. They flew in from all over the country. Then Tuesday night, we had a huge book event here in Philly, and my son has pneumonia.
WATM: OMG, that is a lot.
Ryan: He’s fine. Home with the family. He had a cold for three days. It didn’t even seem like a big cold. You know, it’s been kind of crazy.
WATM: How do you manage everything on your plate?
Ryan: I love what I do, and I get to work on wonderful things. We’ve been working on a project for tomorrow’s Army-Navy Game. We’re bringing 30 wounded warriors and their families to meet the President during the third quarter.
WATM: Wow, that is amazing. Did you ever see yourself doing this kind of work? Especially leading an organization such as the Travis Manion Foundation?
Ryan: Today, one of our board members said it best, “It all just gets back to Travis, saying, if not me, then who?” And that kind of simplified the journey for me. I thought to myself, ‘Oh my God. I’m sitting here with all these people because of my brother.’
WATM: You and your family established the organization as a way to carry on Travis’s legacy. Does it still feel that way a decade later?

Ryan: Last night, somebody at the gala who was a Marine that served with Travis came up to me and said, “You know, I’ve been at this gala for eight years now, and every year gets better and better. It’s unbelievable. But I got to tell you, I was sitting there thinking, these people don’t know who Travis Manion was.”
WATM: How did that make you feel?
Ryan: Travis is my personal driver, but this organization is bigger than one person. I am excited for so many to see the fruits of what he stood for through this organization.
WATM: If Not Me, Then Who?
Ryan: Exactly. My brother wrote those words before he deployed to Iraq, and they represent the character, leadership and selfless service that is the backbone of all our programs. Whether it is our strength-building seminars, expeditions, fitness events or service projects, we unite our volunteers, both civilian and veteran, in the common cause to better their communities by living the mantra of “If Not Me, Then Who…”
WATM: What do you think draws people to the foundation and your work?
Ryan: It’s funny because our board was just asking me the same thing.
Ryan: I have to tell you, the thing about our organization is that it’s like the feeling you get when you’re around your family. It started out as a family affair. It was a small family that was grieving the loss of their loved one. But even as we’ve grown, it doesn’t matter what event you’re at or how many show up. You know, tomorrow there will be a thousand people at our tailgate, everyone’s going to feel like they’re part of a team, a family.
WATM: Was that the plan from the beginning?
Ryan laughs. I’ve been to a few TMF tailgates, and we both know the answer.
Ryan: I can’t articulate in words why that is. But you’ve been around it, you see it, and I don’t know what drives that. We come from a very different place from a lot of other traditional veterans service organizations, especially those in the post 9/11 world. I think they’re all doing great work. They came with an idea, “Ok, this is the problem, and this is how we’re going to solve it.”
We came with, “I just lost my brother, my mom and dad just lost their son. And we want to make sure that we continue his legacy.” So when you come at it from that place, there’s no chance that it’s gonna be anything but super authentic in what you’re doing. Since then, it’s been, “Ok, we’re going to do this. Oh, people are into it. Ok? Let’s keep doing it. Oh, wow. We’re really doing something here now.” That’s the plan.

WATM: So let’s talk about the book. First of all, congratulations.
Ryan: Thank you. Yes, it’s pretty awesome.
WATM: What’s the feedback you’re getting so far?
Ryan: The feedback has been tremendous. We’ve found that this book, to some degree, breaks down the wedge between the civilian and military worlds because everyone receives some type of knock at the door. We all have challenges that we weren’t expecting to appear in our lives.
The Knock At the Door shows what a military family goes through when they lose someone. But this story doesn’t end there. Our story just begins there. So it’s set in a much different context. The Knock At the Door empowered me and my co-authors into another chapter of our lives. We all had different journeys from shock to finding purpose.
WATM: In the book, you describe how physical fitness helped you find focus. Specifically moving from smoking to running the Marine Corps Marathon?
Ryan: I totally recognize the extreme of it all. Physical fitness is huge both in general and in times of grief. It was truly eye-opening when I discovered the effect it had on my daily psyche. I mean, people say, exercise is a little bit of a drug and they’re right. That’s why I had to write about my physical journey alongside my emotional one. I went through some dark times after I lost my brother. I struggled with anxiety and depression and was ultimately diagnosed with PTSD. It was realization that I was not ok that helped me to pick up the pieces.
WATM: Is there anything that people are really responding to or the people are coming to you afterwards and saying, I love this. That you’re finding people are really resonating with?
Ryan: I think for me, people were surprised about how vulnerable I was in the book. You know, I’ve been given the opportunity to run a veteran serving organization that requires a lot of professional appearances and public speaking. People get to meet me as the President of the Travis Manion Foundation, but this book showed a whole different side of me.
WATM: Was it scary to be that vulnerable and open?
Ryan: Yes. You know, the other thing that’s been really great about the book is the response from the Gold Star community. If you would have asked me before I wrote, what’s your biggest fear? It would be that like the Gold Star community doesn’t connect with this. And they have.

WATM: What do you think Travis would say about all of this?
Ryan: I don’t know what Travis would be doing now. I don’t know if he’d still be in the Marine Corps, if he’d be out and working in corporate America or doing something less traditional. I have no idea. But I know that he would be involved in this world. He would not be the veteran that takes off the uniform, goes away and is unconnected to what’s happening in their community. But would I be connected to this world? Probably not, because my brother would have been. I think he would be proud that I am involved and active with the Travis Manion Foundation, but he would have hated that it’s named after him.
WATM: I think I can understand that.
Ryan: We were years into this thing, and my dad’s like, “I just feel like I don’t think Travis would like that his name is everywhere. It’s nameless, maybe we should change the name?” And my response was something like, “Dad, you’re kidding. We’re in too deep. Travis’s name represents this generation.” And so, that’s my rebuttal. I think Travis would be super proud of what’s happening in his name.
WATM: Is there anything that you’re looking forward to in 2020? Maybe something you’re scared about or something we should keep on our radar?
Ryan: The next big thing I’m doing is going to Puerto Rico at the end of January for one of our service expeditions. We have eight or nine of these service expeditions a year, but this one is special. I will be traveling with a Marine who was with Travis when he was killed. We will be doing rehab projects for veterans’ homes effected by the hurricane a couple of years ago. I am looking forward to that.
WATM: Will you keep us updated on the trip?
Ryan: Of course.
WATM: Last question. Who do you think will win the Army-Navy Game tomorrow?
An F-35 Joint Strike Fighter would be able to use its sensors, weapons and computer technology to destroy Russian and Chinese 5th-Generation Stealth fighters in a high-end combat fight, service officials said.
“There is nothing that I have seen from maneuvering an F-35 in a tactical environment that leads me to assume that there is any other airplane I would rather be in. I feel completely comfortable and confident in taking that airplane into any combat environment,” Lt. Col. Matt Hayden, 56th Fighter Wing, Chief of Safety, Luke AFB, Arizona, told Scout Warrior in a special pilot interview.
Furthermore, several F-35 pilots have been clear in their resolve that the multi-role fighter is able to outperform any other platform in existence.
While Hayden was clear to point out he has not, as of yet, flown simulated combat missions against the emerging Russian Sukhoi T-50 PAK FA 5th-Generation stealth fighter now in development or the Chinese Shenyang J-31 5th Generation Stealth aircraft. While he was clear to point out he did not personally know all of the technologies and capabilities of these Russian and Chinese aircraft, he was unambiguous in his assertion regarding confidence in the F-35. In addition, many Air Force officials have cited a strong belief that the F-35 is the best fighter in the world.
Available information says the Russians have built at least 6 prototype T-50 PAK FAs for their Air Force and Navy; the Chinese conducted a maiden test flight of its J-31 in 2012. In addition, China is in pre-production with its J-20 5th-Generation stealth fighter. This fighter, called the Chengdu J-20, made its first flight in 2011, and is expected to be operational by 2018, according to publicly available information and various news reports.
While Hayden did not elaborate on aspects of the J-20, he did say he would be confident flying the F-35 against any aircraft in the world.
“All those other countries (Russia and China) are trying to develop airplanes that are technologically capable as well — from an F-35 perspective. We are no less capable than any airplane and any fighters out there,” Hayden described.
In addition to leveraging the best available technologies on a fighter jet, winning a dog-fight or combat engagement would depend just as much on the air-tactics and decisions made by a pilot, Hayden explained.
“I have not flown against some of those aircraft. When you fight against an airplane, it depends upon the airspeed. If I maximize the effectiveness of an F-35, I can exploit the weaknesses of any other aircraft,” he said.
Many analysts have made the assessment that the J-20 does appear to be closely modelled after the F-35.
In fact, a Defense Science Board report, cited in a 2014 Congressional assessment of the Chinese military, (US-China Economic Security and Review Commission) makes reference to specific developmental information and specs of numerous U.S. weapons systems believed to be stolen by Chinese computer hackers; design specs and technologies for the F-35 were among those compromised by Chinese cyber-theft, according to the report.
An AIN Online report from the Singapore Air Show in February of this year catalogues a number of J-20 features and technologies – including those believed to be quite similar to the F-35.
“The J-20 is a large multi-role fighter with stealthy features similar to those found in the American F-22 and F-35. Although very little is known about its intended purpose, the aircraft appears to offer capability in a number of roles, including long-range interception and precision attack.
In terms of weapon carriage the J-20 has a similar arrangement to that of the Lockheed Martin F-22, comprising two lateral bays for small air-to-air missiles such as the agile, imaging-infrared PL-10, and a large under-fuselage bay for accommodating larger missiles and precision-guided surface attack weapons. The 607 Institute’s new PL-15 active-radar missile is thought to be the primary long-range air-to-air weapon, reportedly having been test-fired from a Shenyang J-16 platform last year. The PL-21, a ramjet-powered weapon in the same class as the MBDA Meteor, is another possibility for the J-20.
The sensor suite includes an electro-optical targeting system (EOTS) and a large-array AESA radar, which was developed by the 14th Institute at Nanjing Research Institute of Electronics Technology (NRIET, 14th Institute), and is possibly designated Type 1475/KLJ-5. Diamond-shaped windows around the fuselage suggest that a distributed aperture infrared vision system is installed.
In the cockpit, the J-20 sports three large color displays, plus other small screens, and a holographic wide-angle head-up display. An advanced datalink has been developed, and a retractable refueling probe is located on the starboard side of the forward fuselage. Much of the avionics suite has been tested by the CFTE (China flight test establishment) aboard a modified Tupolev Tu-204C, in much the same way as the systems of the F-22 were tested in a Boeing 757.”
Regarding the Russian T-50 PAK FA Stealth fighter, numerous reports suggest the aircraft has numerous technological problems and is a 5th generation plane “in name only.”
“Reporting from the Singapore Airshow 2016, IHS Jane’s reports that “Russian industry has consistently referred to the Sukhoi T-50 PAK FA as a fifth-generation aircraft, but a careful look at the program reveals that this is an ‘in name only’ designation.”
This is largely because of a lack of evolutionary technology aboard the plane compared with previous jets that Russia and the US have designed. Indeed, the PAK FA’s engines are the same as those aboard Russia’s 4++ generation (a bridging generation between fourth- and fifth-generation aircraft) Su-35. Additionally, the PAK FA and the Su-35 share many of the same onboard systems.
And even when the PAK FA’s systems are different from the Su-35’s, the plane’s specifications are still not up to true fifth-generation standards.
RealClearDefense, citing Indian media reports that are familiar with a PAK FA variant being constructed in India, notes that the plane has multiple technological problems. Among these problems are the plane’s “engine performance, the reliability of its AESA radar, and poor stealth engineering.”
F-35 Sensor Fusion
Despite various reports about technologies being engineered into the Russian and Chinese 5th-Generation Stealth Fighters, it is in no way clear that either aircraft is in any way comparable to the F-35. Most publicly available information seems to indicate that the F-35 is superior – however, to some extent, the issue remains an open question. More information is likely to emerge once the Russian and Chinese aircraft are operational and deployed.
For example, the Chinese J-20 is cited as having an Electro-Optical targeting system, stealth configuration, datalink, AESA radar and precision weaponry quite similar to the F-35, according to the AIN report.
The computer algorithms woven into the F-35 architecture are designed to leverage early iterations of what could be described as early phases of “artificial intelligence.” Broadly speaking, artificial intelligence refers to fast-evolving computer technology and processors able to gather, assess and integrate information more autonomously in order to help humans make decisions more quickly and efficiently from a position of command-and-control.
“If there is some kind of threat that I need to respond to with the airplane, I don’t have to go look at multiple sensors and multiple displays from multiple locations which could take my time and attention away from something else,” Hayden added.
The F-35 software, which shows images on display screens in the cockpit as well as on a pilot’s helmet-mounted-display, is able to merge results from various radar capabilities onto a single screen for the pilot.
“The F-35 takes from multiple sensors around the airplane and combines them together in a way that is much more manageable and accessible — while not detracting from the other tasks that the pilot is trying to accomplish,” Hayden said.
For instance, the F-35’s Electro-Optical Target System, or EOTS, is an infrared sensor able to assist pilots with air and ground targeting at increased standoff ranges while also performing laser designation, laser range-finding and other tasks.
In addition, the plane’s Distributed Aperture System, or DAS, is a series of six electro-optical sensors also able to give information to the pilot. The DAS includes precision tracking, fire control capabilities and the ability to warn the pilot of an approaching threat or missile.
The F-35 is also engineered with an Active Electronically Scanned Array Radar, which is able to track a host of electromagnetic signals, including returns from Synthetic Aperture Radar, or SAR. This paints a picture of the contours of the ground or surrounding terrain and, along with Ground Moving Target Indicator, or GMTI, locates something on the move on the ground and airborne objects or threats.
Hayden added that the F-35 has been training against other F-35s in simulated combat situations, testing basic fighter maneuvers. Having himself flown other fighter aircraft, he explained that many other F-35 pilots also fly the airplane after having experience flying an F-16, A-10 or other combat aircraft.
“The F-35’s low-observable technology can prevent detection. That is a strength that other airplanes do not have,” he said.
F-35 and F-22
At the same time, senior Air Force leaders have made the point that F-35 technological superiority is intended to be paired with the pure air-to-air dogfighting ability of the service’s F-22 – a stealth aircraft, with its speed, maneuverability and thrust-to-weight ratio, is believed by many to be the most capable air-to-air platform in the world.
“Every airplane has flaws. When you design an airplane, you design an airplane with tradeoffs – give something else up. If I was flying against an adversary in actual combat, my job would be to exploit the enemy weakness and play to my strength. I can compensate for certain things,” Hayden explained. “There is a certain way to fly and fight in an airplane, using airspeed to maximize the turning performance of the airplane.”
During a public speech in 2015, the Air Forces Air Combat Commander, Gen. Hawk Carlisle, said the F-22 is engineered such that it can complement the F-35.
“You will use the F-35 for air superiority, but you will need the raptors to do some things in a high-end fight to penetrate denied airspace,” he said. “The airplane is designed for multi-role capability, electronic warfare and sensors. The F-35 will win against any fourth-generation airplane — in a close-in fight, it will do exceedingly well. There will be a combination of F-22s and F-35s in the future.”
Hayden further elaborated upon these claims, arguing that the F-35 has another set of strategic advantages to include an ability to use internally built sensors. This prevents the need to use external pods on a fighter jet which can add drag, slowing down and restricting maneuverability for an aircraft.
“As an F-35 pilot, I can carry bombs to a target area where I can now take out air-to-ground threats. You have to look at the overall picture of the airplane. The airplane was designed to overwhelm the battlespace in a non-permissive threatening environment where 4th-gen fighters are not going to persist,” he added.
The F-35 is engineered with a 25-mm gun and has the ability to carry and fire a wide range of weapons. The aircraft has already demonstrated an ability to fire an AMRAAM (Advanced Medium Range Air to Air Missile), JDADM (Joint Direct Attack Munition) or GBU 12 (laser-guided aerial bomb), and AIM 9X Sidewinder air-to-air missile.
So-called “Block 3F” software for the F-35 increases the weapons delivery capacity of the JSF as well, giving it the ability to drop a Small Diameter Bomb and 500-pound JDAM.
As a multi-role fighter, the F-35 is also engineered to function as an intelligence, surveillance and reconnaissance platform designed to apprehend and process video, data and information from long distances. Some F-35 developers have gone so far as to say the F-35 has ISR technologies comparable to many drones in service today that are able to beam a “soda straw” video view of tactically relevant combat locations in real time.
Finally, regarding dogfighting, it is pertinent to point out a “War is Boring” report from 2015 which cited an F-35 fighter pilot explaining how an F-16 was able to win a “mock dogfight” against an F-35; the F-35 Joint Program Office disputed this claim, saying the F-35 used in the scenario was in no way representative of today’s operational F-35s. The software, weapons and sensor technologies used in the mock dogfight were not comparable to the most evolved F-35.
Furthermore, F-35 proponents maintained that the aircraft’s advanced computer technology and sensors would enable it to see and destroy enemy fighters from much longer ranges – essentially destroying enemy fighters before they are seen.
The idea is to enable F-35 pilots to see and destroy enemies in the air, well in advance of a potential dogfight scenario. This can be explained in terms of a well-known Air Force strategic concept pioneered years ago by air theorist and pilot Col. John Boyd, referred to as the “OODA Loop,” — for observe, orient, decide and act. The concept is to complete this process quickly and make fast decisions while in an air-to-air dogfight — in order to get inside the enemy’s decision cycle, properly anticipate, and destroy an enemy before they can destroy you.
The F-35 is designed with long-range sensors and data fusion technologies such that, as a fifth-generation aircraft, it can complete the OODA Loop much more quickly than potential adversaries, F-35 advocates claim.
Mission Data Files
Described as the brains of the airplane, the mission data files are extensive on-board data systems compiling information on geography, air space and potential threats in known areas of the world where the F-35 might be expected to perform combat operations, Air Force officials explained.
Consisting of hardware and software, the mission data files are essentially a database of known threats and friendly aircraft in specific parts of the world. The files are being worked on at a reprogramming laboratory at Eglin Air Force Base, Fla., Air Force officials toldMilitary.com last year. The mission data files are designed to work with the aircraft’s Radar Warning Receiver engineered to find and identify approaching enemy threats and hostile fire.
The mission data packages are loaded with a wide range of information to include commercial airliner information and specifics on Russian and Chinese fighter jets. For example, the mission data system would enable a pilot to quickly identify a Russian MiG-29 if it were detected by the F-35’s sensors.
The mission data files are being engineered to adjust to new threat and intelligence information as it emerges. For instance, the system is engineered to one day have all the details on a Chinese J-20 stealth fighter or Russian T-50 PAK FA stealth aircraft.
As a high-visibility, expensive acquisition program, the F-35 has many vocal detractors and advocates; the aircraft has, to be sure, had its share of developmental problems over the years. some of these problems include complications with its main computer system, called ALIS, and a now-corrected engine fire aboard the aircraft. Overall, most critics have pointed to the program’s growing costs, something program officials claim has vastly improved through various money-saving initiatives and bulk-buys.
