For the first time since the retirement of the space shuttle in 2011, NASA says it may soon have the capability to send astronauts to the International Space Station from U.S. soil.
Critical milestones are on the horizon for Boeing and SpaceX, the space agency’s commercial crew partners: Flight tests of their spacecraft, including crewed missions, are planned for 2018.
That’s launched something of a “new space race” at the Kennedy Space Center, officials said.
“We have invested a lot as a center, as a nation into Kennedy Space Center to ready us for that next 50 years of spaceflight and beyond,” saidTom Engler, the center’s director of planning and development. “You see the dividends of that now, these commercial companies buying into what we’re doing.”
The public-private partnership is transforming Kennedy Space Center into a multiuser spaceport. NASA is developing the Space Launch System and the Orion spacecraft for missions to deep space, including to Mars, leaving private companies to send people to low Earth orbit.
Boeing is building the CST-100 Starliner, a spacecraft that will send astronauts to the space station, in a hangar once used to prepare space shuttles for flight. Three Starliners are in production, including one that will fly astronauts next year.
“If Mars is the pinnacle of Mount Everest, low Earth orbit is base camp. The commercial companies are the sherpas that haul things there,” saidChris Ferguson, a former NASA astronaut and director of crew and mission operations at Boeing. “It opens up a whole new world of business.”
SpaceX, which flies cargo missions to the space station with its Dragon spacecraft, has modified an old shuttle launch pad for its Falcon 9 rockets, which the company has successfully reused. It plans to use Dragon 2, a new version of the spacecraft, to send astronauts to the space station.
Blue Origin, founded by Amazon.com founder Jeff Bezos, is building a rocket factory; it also plans to launch its rockets from Cape Canaveral.
Boeing and United Launch Alliance built a crew access tower so astronauts can board the Starliner. The Atlas V, one of the world’s most reliable rockets, will launch the spacecraft and its astronauts.
“This is really the Apollo era for the next generation,” said Shannon Coggin, a production integration specialist at United Launch Alliance. “This is inspiring this next generation to fall in love with space again, to really test their boundaries and us paving their way for the future of commercial space exploration.”
To meet NASA’s requirements, Boeing and SpaceX must demonstrate their systems are ready to begin regular flights to the space station.SpaceX’s first flight test is scheduled for February. Boeing’s is scheduled for June.
The EC-130H Compass Call is an airborne tactical weapon system with a primary mission to disrupt enemy command and control infrastructures limiting adversary coordination and force management.
The aircraft is a heavily modified variant C-130 Hercules, one of the most important and longest flying airframes in Air Force history.
From the outside the aircraft may look like a normal Hercules, but internally the advanced electronic warfare and electronic attack computer systems enables the Air Force to locate, listen and jam enemy communications.
The effect of the non-kinetic denial is not permanent, but it provides the desired result of blocking the enemy across the electromagnetic spectrum.
The effectiveness of the Compass Call is in creating a fog of war for enemy fighters making them easier targets for U.S. ground forces.

The Air Force is the only operator of the EC-130H and the Compass Call has been providing air space superiority over its 35-year operational life. The aircraft has demonstrated a powerful effect on enemy command and control networks in multiple military operations including Kosovo, Haiti, Panama, Libya, Iraq, Serbia, and Afghanistan.
Development and design
The EC-130H had its first flight in 1981, was delivered to the Air Force in 1982 and reached initial operating capability in 1983.
The aircraft’s EC identifier stands for special electronic installation transport.
A weapon of the Cold War it was original designed to provide suppression of enemy air defenses and spent its early years monitoring integrated air defense systems under the Warsaw Pact.
The aircraft is powered by four turboprop engines and has a flight speed of 300 mph and a flight range of nearly 2,300 miles.
The airborne tactical weapon system has been modified through the years with each update providing stronger avionics systems, radars and a more powerful digital signal analysis computers and subsystems.
The EC-130H aircraft carries a combat crew of 13 people. Four members are responsible for aircraft flight and navigation, while nine members operate and employ the EA mission equipment permanently integrated in the cargo/mission compartment.

The Block 35 Baseline 1 EC-130H provides the Air Force with additional capabilities to jam communication, Early Warning/Acquisition radar and navigation systems through higher effective radiated power, extended frequency range and insertion of digital signal processing versus earlier EC-130Hs. Baseline 1 aircraft have the flexibility to keep pace with adversary use of emerging technology.
Baseline 2 has a number of upgrades to ease operator workload and improve effectiveness. Improved external communications allow Compass Call crews to maintain situational awareness and connectivity in dynamic operational and tactical environments.
Delivery of Baseline-2 provides the DoD with the equivalent of a “fifth generation electronic attack capability,” providing improved aircraft performance and survivability.
A majority of the improvements found in the EC-130H Compass Call Baseline-2 are classified modifications to the mission system that enhance precision and increase attack capabilities.
In 2017 the Air Force announced plans for a Compass Call replacement platform based off the Gulfstream 550 Airborne Early Warning aircraft. The new platform has been designated EC-X.
Operation and deployment
All 14 Compass Call aircraft are assigned to Air Combat Command. The 55th Electronic Combat Group consisting of two operational squadrons, the 41st and the 43rd Electronic Combat Squadron operates the EC-130H. The 55th ECG is a tenant unit of the 355 Fighter Wing at Davis-Monthan AFB, Arizona, which reports to the 55th Wing at Offutt AFB, Nebraska.

The 55th ECG recently eclipsed 10,900 combat sorties and 66,500 flight hours as they provided U.S. and Coalition forces and Joint Commanders a flexible advantage across the spectrum of conflict.

The US military has made clear its renewed focus on adapting to the “reemergence of long-term, strategic competition” with powerful state actors, most notably Russia and China, that was outlined in the Pentagon’s National Defense Strategy early 2018.
The release of the Defense Department’s 2019 budget proposal detailed some of the specifics of those preparations, and the Army appears to have settled on a long-awaited upgrade for its main battle tank.
The budget for the fiscal year will equip 261 M1 tanks, three brigades’ worth, with Israeli-made Trophy active-protection systems, according to Breaking Defense.
Active-protection systems are designed to fend off antitank missiles and other incoming projectiles. The Trophy system, called Windbreaker, uses four mounted antennas, which offer 360-degree coverage, and fire-control radars to pick up incoming targets. Internal computers then devise firing angles and signal two rotating launchers on the sides of the vehicle to fire ball-bearing-filled canisters. The system has been installed on Israel’s Merkava main battle tanks since 2009.
“If you look at what we’ve done in the last 15 years, it is a light, aviation-centric fight, so we took a fair amount of risk on the heavy force,” John Daniels, the deputy assistant secretary of the Army for plans, programs, and resources, told Breaking Defense.
“Now you are at a point where the system is starting to age out,” Daniels said. “If you look at the ages of platforms and how long it takes to rebuild a heavy brigade, you (need to modernize) about one, 1.5 a year to really make a substantive change.” He added the pace of those upgrades would depend on decisions made in 2019 and 2020.
The 2019 budget proposal requests $182.1 billion for the Army — $5.6 billion would go to weapons and tracked-combat-vehicle procurement. The Trophy system is estimated to cost $350,000 to $500,000 for each tank.
US military officials have said the Abrams remains at the top of its class, but they’ve also warned that foreign militaries are gaining on it. Other militaries have looked to add their own active-protection systems and boost their antitank capabilities to counter adversaries’ versions of the systems.
The US has been looking at APS to protect armor for some time, lingering in the design and development stages since the 1950s. In 2016 and 2017, the Army leased and purchased some Trophy systems for testing.
APS has grown in relevance amid ongoing tensions with Russia, which maintains a large tank force — with some APS use — as well as extensive anti-armor capabilities. The US military’s interest in active-protection systems is not limited to Abrams tanks, however.
The Army is evaluating the Israeli-made Iron Fist APS for Bradley fighting vehicles and the US-made Iron Curtain APS for Stryker combat vehicles. Those programs are still in research and development, Pentagon officials told Breaking Defense, with decisions about procurement and funding yet to be made.
Lt. Gen. John Murray, deputy chief of staff, Army G-8, said late 2017 that the Abrams-mounted Trophy system was furthest along in testing, but he noted at the time that safety concerns could be an issue, saying firing and detonating APS projectiles near tanks could complicate coordinated operations between armor and dismounted infantry.
In addition to “hard kill” active-projection systems, which use physical countermeasures, the Army has said it is looking at “soft kill” APS, which would use countermeasures like electromagnetic signals to interfere with incoming threats.
Both would be a part of a Modular Active Protection System, which is “a framework for a modular, open-systems architecture” that would allow APS to function once installed. Col. Kevin Vanyo, a program manager for emerging capabilities at the US Army Tank Automotive Research, Development, and Engineering Center, told the Army News Service.
The Army has already started to take delivery of the latest version of the Abrams, receiving six M1A2 SEP v3 Abrams main battle tank pilot vehicles in October 2017. Among its features were an upgraded radio system, enhanced power generation, and turret and hull armor upgrades.
“The Abrams M1A2 SEPv3 is the first in a series of new or significantly improved vehicles that we will be delivering to,” Army armored combat brigade teams, Maj. Gen. David Bassett, a program executive officer for ground-combat systems, said at the time. “It is a great step forward in reliability, sustainability, protection, and on-board power which positions the Abrams tank and our ABCTs for the future.”
Under the fiscal-year 2019 budget, $1.5 billion would go toward upgrading 135 M1A1 Abrams tanks to the M1A2 SEP v3, with delivery of the first six set for July 2020.

U.S. Army modernization officials want to field a new mid-range missile that can kill targets at triple the distance of the 500-kilometer-range Precision Strike Missile (PrSM). For context, that’s enough range to fire from Washington, D.C. and hit Florida.
The new surface-to-surface missile that the Army wants — which would be capable of operating between 500 kilometers to 1,500 kilometers, or 310 to 930 miles — could be positioned in strategic areas in the Pacific island chains to deter China, Brig. Gen. John Rafferty, director of the Army’s Long-Range Precision Fires Cross-Functional Team (LRPF CFT), said in a recent service news release.
“What a dilemma that would create for our adversary,” Rafferty said. “How we would change the calculus in a second, if we could deliver this kind of capability out there.”
Modernization officials hope to introduce the new mid-range missile sometime in 2023, according to the release. The effort is currently a research project by the officials at the LRPF CFT, Field Artillery School, Fires Capability Development Integration Directorate, and Rapid Capabilities and Critical Technologies Office.
The long-range precision fires effort is the Army’s top modernization priority and the focus of several strategic-range weapons programs.
The PrSM recently completed a successful April 30 test at White Sands Missile Range, New Mexico. The next phase of testing will include four shots, one to be fired out into the Pacific Ocean from the California coastline.
“We’ll go to Vandenberg Air Force Base, and we’ll test it out into the ocean and see how far it will go,” Rafferty said in the release.
If successful, the PrSM will have a maximum range of 500 kilometers, or 310 miles, compared to 300-kilometer, or 186-mile, range of the MGM-140 Army Tactical Missile System (ATACMS) it will begin replacing in 2023.
The Army is also working with the Navy to develop and field a hypersonic missile battery by 2023. The joint-service effort successfully tested a common hypersonic glide vehicle across the Pacific in March. An Army unit is slated to start training on the system without the live rounds next year, according to the release.
But the project is not without controversy, Rafferty said in the release, adding its feasibility is being examined by the National Academies of Sciences, Engineering, and Medicine.
“We’re going to get a fair evaluation,” he said. “They appreciate the operation and utility in our approach of a volume of fire with more affordable projectiles.”
Even if the system is not expected to be fielded soon, Rafferty said that science and technology projects such as strategic long-range cannon will ultimately help with deterrence.
“It’s not just moving units around and fielding systems,” he said in the release. “It’s also where our research and development is and where our science and technology investment is. So, we’re having an effect with our approach to this.”
When asked about the current level of savings for commissary shoppers in an era of sweeping reforms, the interim director of Defense Commissary Agency (DeCA), retired Navy Rear Adm. Robert Bianchi, referred to results of a price comparison survey conducted in 2016 and released in late January 2017.
It showed average savings at commissaries “globally” were 23.7 percent compared to prices at commercial grocery stores. More specifically, patron savings averaged 20.2 percent at stateside commissaries and 44.2 percent overseas.
The same survey also showed average patron savings varied widely across U.S. regions, from a high of 32.6 percent in Alaska and Hawaii to a low near 18 percent for commissary shoppers across the South Central and Mountain states.
Bianchi and staff said it is the regional cost-saving targets that DeCA monitors monthly and, in finer detail, quarterly, to ensure that steps to transform commissaries into more business-like stores are not diluting patron savings.
Price savings by region are being tracked on “a monthly basis via our syndicated data and [on] a quarterly basis via manual shops [of local stores] and using syndicated data,” a DeCA spokesman explained.
The larger price comparison survey released a year ago established a new method for calculating savings that included a proportion of prices for private label or store brands. This irked patron advocacy groups because, at the time, commissaries didn’t sell their own private label goods. The concern was that the timing served to dampen the baseline savings targets set, which DeCA, by law, must sustain forever more.
This occurred long before Bianchi become interim DeCA director in November 2017 to lead commissary transformation while also serving as chief executive of the Navy Exchange Service. Bianchi said he believes the baseline for savings, which use regional price comparisons and private labels, more accurately reflects the real value of the benefit. The previous method, which led to claims that patrons saved more than 30 percent, compared commissary prices against average commercial prices for brand goods only nationwide, ignoring popular private labels.
Steps transforming commissaries include: replacing the traditional cost-plus-a-surcharge pricing with variable pricing based on regional markets; offering DeCA-brand or private label goods as low-priced alternatives to name brands; cutting the assortment of national brands on shelves and negotiating more competitive pricing for surviving brands with brokers and manufacturers.
Patron savings are real and substantial, Bianchi said. “But messaging that, connecting that for the customer, becomes important,” and variable pricing is key.
Commissary savings can get distorted, Bianchi said, when, for example, a shopper walks into a commercial supermarket and the first item seen are bananas selling for 39 cents a pound versus 52 cents seen at the commissary.
“Even though we may be saving them lots of dollars on chicken or other commodities, they get that initial impression and say ‘Hum, am I really saving money or not?’ We know they are. So, part of what I have our team looking at are image items. As we introduce variable pricing, it will give us the capability to compete with those other retailers and manage pricing in the market.”
Patrons need to be made more aware of average savings, Bianchi said.
“So, the part I have to do is message that so they aren’t dissuaded when they see a loss leader item” in a commercial market and think their commissary benefit has lost value. “The value proposition has got to be real and clear to them.”
Readers of last week’s column, which described a sharp decline in commissary sales, reacted with emails. Many blamed falling sales on a perceived narrowing of savings. Other criticized empty shelves and popular items out of stock.
Manufacturers and brokers shared recent scanned sales data from commissaries that, they contend, show variable pricing and private labeling accelerating the sales drop as patrons discover favored brand names are gone.
One industry analysis noted how Duracell batteries were removed from commissaries last year. While sales data show Energizer battery sales climbing, as would be expected, battery sales overall in the commissaries have fallen.
Bianchi said it’s premature to be sounding alarms over variable pricing or the introduction of DeCA brands Home Base, Top Care, and Freedom’s Choice.
Every commissary now has some variably priced items and “initial data suggest customers are responding positively,” Bianchi said. “In fact, we are beginning to get more competitive on the items that are most relevant to our patrons, which we expect will only help our sales performance.
“However, we still have a relatively small portion of the total assortment variably priced.” In mid-January 2018 that total was only 7000 of 38,000 stocked items.
“It is, therefore, too early to draw conclusions about how this will impact commissary-wide sales trends. Initial item-level sales data and customer input make us confident this is the right approach.”
Initial private label results on bottled water, cheese, health care products, paper towels and more also are encouraging, said Bianchi. The goal is to sell 3000 to 4000 items with commissary labels.
“We continue to see sales growth and penetration levels increase, and our customers regularly tell us they are happy to have these low-cost, high-quality alternatives on the shelf. None of the items introduced to date give us any concern for the acceptance of our brands, and we will continue to roll out these products aggressively given the very positive response from patrons.”
In fact, he added, many product categories with private labels “have seen an uptick in sales relative” not seen in product categories without private labels.
Bianchi said he came to DeCA with a lot of retail experience and a fresh set of eyes. He found shortfalls in customer service, expense control and sales planning, all critical for shifting to a profit and loss environment.
“You just have a different perspective” when store expenses are covered by appropriated dollars, he said.
He found commissary shoppers uncomfortable with having baggers handle groceries for tips, Bianchi said, which might explain the popularity of self-checkout.
“How many people carry cash nowadays,” he said. “And if you go to an ATM machine you’re only getting 20s. So, we’re kind of looking at” the bagger issue.
Bianchi said he spent his first months at DeCA focused on patrons, employees and having store partner with commands and local communities. He will turn soon to repairing relationships with brokers and manufacturers who might have felt bulldozed by all the recent changes at commissaries tied to profit and loss.
“Quite honestly, as these initiatives were rolled out, there was probably a lack of transparency, which created some concern and doubt on industry’s part [and] some bad feelings,” said Bianchi. “Some folks are still remaining critical, which I think is a carryover from that.”
Industry reps who also dealt with base exchanges, which have long generated profits, likely were less startled by mindset shift at DeCA, he said.
“The reality is the business model does have to change as we move to a profit and loss environment. We want to create a win-win situation. But I will tell you, from walking floors at commissaries, we [need] an assortment rationalization,” meaning more cuts to the number of brand goods. “So, there may be winners and losers but that’s not any different than the private sector goes through every day.”
Northrop Grumman Corp. and Boeing Co. have received the ICBM replacement contracts for technology maturation and risk reduction, the service said in an announcement on August 21.
The two contracts are not to exceed $359 million each, the service said, though Boeing was awarded a $349 million agreement and Northrop received a $328 million deal.
Lockheed Martin Corp., the world’s largest defense contractor, was also in the running for the competition announced last year. The Air Force opted to down-select from three companies to two for the next phase of the program.
After the 36-month risk reduction phase, a single company will be chosen for the engineering and manufacturing development in 2020.
“We are moving forward with modernization of the ground-based leg of the nuclear triad,” said Air Force Secretary Heather Wilson said. “Our missiles were built in the 1970s. Things just wear out, and it becomes more expensive to maintain them than to replace them. We need to cost-effectively modernize,” she said in the release.
“As others have stated, the only thing more expensive than deterrence is fighting a war. The Minuteman III is 45 years old. It is time to upgrade,” added Air Force Chief of Staff Gen. David Goldfein.
The Air Force is responsible for two out of the three legs of the nuclear triad. It expects to deploy GBSD in the late 2020s.
Northrop and Boeing were selected because the defense companies are determined “to provide the best overall value to the warfighter and taxpayers based on the source selection’s evaluation factors,” which are their technical approach, technical risk, and cost/price, Air Force officials said.
Boeing will perform majority of the TMRR’s program work in its Huntsville, Alabama facility, while Northrop will use Redondo Beach, California, as its facility.
For the GBSD acquisition program, the service’s Nuclear Weapons Center will also be “focused on developing and delivering an integrated GBSD weapon system, including launch and command-and-control segments,” the announcement said.
Officials have noted that GBSD is meant to be more modular and technically advanced, and more readily adaptable to challenges posed by hostile adversaries.
The first contract awards come at a time when the Defense Department is conducting the Nuclear Posture Review, designed to determine what role nuclear weapons should play in US security strategy — and how many should be in the arsenal.
Additionally, the GBSD news precedes the Air Force’s anticipated announcement for the Long Range Standoff Weapon, or LRSO — a nuclear-capable cruise missile to be launched from aircraft such as the B-52 Stratofortress.
The LRSO program would replace the AGM-86B Air Launched Cruise Missile, and a contract is expected to be announced this year.
The Navy will launch formal flight testing in 2021 for a new, first-of-its kind carrier-launched drone engineered to double the attack range of F-18 fighters, F-35Cs, and other carrier aircraft.
The emerging Navy MQ-25 Stingray program, to enter service in the mid-2020s, will bring a new generation of technology by engineering a new unmanned re-fueler for the carrier air wing.
“The program expects to be in flight test by 2021 and achieve initial operational capability by 2024,” Jamie Cosgrove, spokeswoman for Naval Air Systems Command, told Warrior Maven.
The Navy recently awarded a development deal to Boeing to further engineer and test the MQ-25.
A central key question informs the core of this technology effort: What if the attack capability of carrier fighters, such as an F-18 or F-35C, could double the range at which they hold enemy targets at risk? Could such a prospect substantially extend the envelope of offensive attack operations, while allowing carriers themselves to operate at safer distances?
The Navy believes so; “the MQ-25 will provide a robust organic refueling capability, extending the range of the carrier air wing to make better use of Navy combat strike fighters,” Cosgrove said.
Perhaps enemy targets 1,000 miles away, at sea or deep inland, could successfully be destroyed by carrier-launched fighters operating with a vastly expanded combat radius. Wouldn’t this be of crucial importance in a world of quickly evolving high-tech missile and aircraft threats from potential adversaries such as near-peer rivals? Perhaps of equal or greater relevance, what if the re-fueler were a drone, able to operate in forward high-risk locations to support fighter jets – all while not placing a large manned tanker aircraft within range of enemy fire?

The emergence of a drone of this kind bears prominently upon ongoing questions about the future of aircraft carriers in light of today’s fast-changing threat environment. Chinese DF-21D and DF-26 anti-ship guided missiles, for instance, are said to be able to destroy targets as far away as 900 nautical miles. While there is some question about these weapon’s ability to strike moving targets, and carriers of course are armed with a wide range of layered defenses, the Chinese weapon does bring a substantial risk potentially great enough to require carriers to operate much further from shore.
In this scenario, these Chinese so-called “carrier-killer” missiles could, quite possibly, push a carrier back to a point where its fighters no longer have range to strike inland enemy targets from the air. The new drone is being engineered, at least in large measure, as a specific way to address this problem. If the attack distance of an F-18, which might have a combat radius of 500 miles or so, can double – then carrier-based fighters can strike targets as far as 1000 miles away if they are refueled from the air.
Also, despite the emergence of weapons such as the DF-21D, senior Navy leaders and some analysts have questioned the ability of precision-guided long-range missile to actually hit and destroy carriers on the move at 30-knots from 1,000 miles away. Targeting, guidance on the move fire control, ISR and other assets are necessary for these kinds of weapons to function as advertised. GPS, inertial measurement units, advanced sensors and dual-mode seekers are part of a handful of fast-developing technologies able to address some of these challenges, yet it does not seem clear that long-range anti-ship missiles such as the DF-21D will actually be able to destroy carriers on the move at the described distances.

Furthermore, the Navy is rapidly advancing ship-based defensive weapons, electronic warfare applications, lasers, and technologies able to identify and destroy approaching anti-ship cruise missile from ranges beyond the horizon. Carriers often travel in Carrier Strike Groups where they are surrounded by destroyers and cruisers able to provide additional protection. One such example of this includes the now-deployed Naval Integrated Fire Control – Counter Air system, or NIFC-CA. This technology combines ship-based radar and fire control systems with an aerial sensor and dual-mode SM-6 missile to track and destroy approaching threats from beyond-the-horizon. Ship-based laser weapons and rail guns, in addition, could be among lower-cost ship defense weapons as well.
The MQ-25A Stingray is evolving out of a now-cancelled carrier-launched ISR and attack drone program called Unmanned Carrier Launched Airborne Surveillance and Strike system, or UCLASS.
A Northrop demonstrator aircraft, called the X-47B, has already performed successful carrier drone take-offs and landings. Accordingly, the ability of the Navy to operate a drone on an aircraft carrier is already progressing and has been demonstrated.
An existing large fuselage tanker, such as the emerging Air Force KC-46A, might have too large a radar signature and therefore be far too vulnerable to enemy attack. This, quite naturally, then creates the need for a drone able to better elude enemy radar and refuel attack aircraft on its way to a mission.
The early engineering process thus far has been geared toward MQ-25A Stingray technical and task analysis efforts spanning air vehicle capabilities, carrier suitability and integration, missions systems and software — including cybersecurity.

Clint Eastwood’s Oscar darling “American Sniper” opened wide this weekend with a record-smashing $90.2 million haul.
“American Sniper” stars Bradley Cooper as Chris Kyle, the most lethal sniper in U.S. military history. The film has been exceeding expectations since it opened in limited release in just 4 theaters on Christmas Day, taking in an impressive $850,000 with a per-theater-average of $152,500, which ranks the 11th best p.t.a of all time.
On Thursday, the film nabbed six Academy Award nominations, including Best Picture and Best Actor for star Bradley Cooper, so the timing of its wide-release this weekend could not have been better.
“American Sniper” is now the highest grossing January debut of all time, more than doubling last January’s “Ride Along,” which took in just $41.5 million. More notably, the film had the second highest debut ever for an R-rated film, a record held by “The Matrix Reloaded” that took the spot all the way back in 2003 with $91.7 million. When final numbers are released tomorrow morning, “Sniper” might actually overtake it.
It is also the biggest debut for Clint Eastwood, a record previously set by 2008’s “Gran Torino” at just $29.5 million. “American Sniper” bested that on Friday alone with $30.5 million. Not only that — the film now holds the title for the biggest debut weekend for a Best Picture Oscar nominee ever.
Warplanes carried out a suspected toxic gas attack that killed at least 35 people including several children in a rebel-held town in northwestern Syria on April 4, opposition groups and a monitoring group said.
The Syrian Observatory for Human Rights said those killed in the town of Khan Sheikhun, in Idlib province, had died from the effects of the gas, adding that dozens more suffered respiratory problems and other symptoms.
The Britain-based monitoring group was unable to confirm the nature of the substance, and said it was unclear if the planes involved in the attack were Syrian or those of government ally Russia.
The reported gas attack comes at the start of a two-day conference on Syria’s future hosted in Brussels by the European Union and the United Nations.
The Observatory said medical sources in the town reported symptoms among the affected including fainting, vomiting, and foaming at the mouth.
The victims were mostly civilians, it said, and included at least nine children.
The pro-opposition Edlib Media Centre (EMC) posted a large number of photographs of people receiving treatment, as well as images showing what appeared to be the bodies of at least seven children in the back of a pick-up truck.
Photographs circulated by activists showed members of the volunteer White Helmets rescue group using hoses to wash down the injured, as well as at least two men with white foam around their mouths.
The Syrian National Coalition, an alliance of opposition groups whose leaders live in exile, accused President Bashar al-Assad‘s government of carrying out the gas attack and demanded a UN investigation.
“The National Coalition demands the Security Council convene an emergency session… to open an immediate investigation and take the necessary measures to ensure the officials, perpetrators, and supporters are held accountable,” the body said in a statement.
Idlib province is largely controlled by an alliance of rebels including the Fateh al- Sham Front, a former al Qaeda affiliate previously known as the al- Nusra Front.
It is regularly targeted in strikes by the regime, as well as Russian warplanes, and has also been hit by the U.S.-led coalition fighting the Islamic State group, usually targeting jihadists.
Syria’s government officially joined the Chemical Weapons Convention and turned over its chemical arsenal in 2013, as part of a deal to avert U.S. military action.
But there have been repeated allegations of chemical weapons use by the government since then, with a UN-led investigation pointing the finger at the regime for at least three chlorine attacks in 2014 and 2015.
The government denies the use of chemical weapons and has in turn accused rebels of using banned weapons.
The attack on April 4 comes only days after forces loyal to Assad were accused of using chemical weapons in a counter-offensive in neighboring Hama province.

On March 30, air strikes on several areas in the north of Hama province left around 50 people suffering respiratory problems, according to the Observatory, which could not confirm the cause of the symptoms.
The monitor relies on a network of sources inside Syria for its information, and says it determines whose planes carry out raids according to type, location, flight patterns, and munitions used.
More than 320,000 people have been killed in Syria since the conflict began in March 2011 with anti-government protests.
The April 4 gathering in Brussels has been billed as a follow-up to a donors’ conference last year in London, which raised about $11 billion for humanitarian aid programs in the devastated country.
Members of the US Coast Guard, US Navy, US Customs and Border Patrol, as well as the Colombian navy, intercepted a go-fast boat laden with cocaine in the eastern Pacific Ocean in early April 2018.
The various forces fought a fire on the smuggling vessel before off-loading more than 1,000 pounds of cocaine.
A CBP Air and Marine Operations P-3 patrol aircraft spotted the boat, technically called a low-profile go-fast vessel, in the waters of the eastern Pacific on April 7, 2018. Go-fast boats are specially made vessels, typically made of fiberglass, designed to carry large quantities of drugs with a low surface profile, which helps them avoid visual or radar detection.
The crew on the P-3 reported the go-fast boat to the Joint Interagency Task Force-South, which directed the crew of the US Navy coastal patrol ship USS Zephyr to make an intercept.
After spotting the Zephyr, the crew of the go-fast boat began to throw their cargo overboard. They then jumped overboard themselves when their boat caught fire.
A US Coast Guard law-enforcement team launched from the Zephyr caught up with the go-fast boat and rescued four suspected smugglers. Coast Guard and Navy personnel then fought the fire aboard the suspected smuggling vessel, extinguishing it in about 90 minutes, according to a Coast Guard release.
Coast Guard personnel and other US law-enforcement personnel were then able to recover about 1,080 pounds of what is believed to be cocaine. The Colombian navy ship 07 de Agosto arrived during the recovery to assist with documenting the case. The go-fast boat, which was severely damaged, was intentionally sunk.
“There was no doubt in our minds what needed to be done to salvage the evidence needed for a successful prosecution even if it meant laying Zephyr alongside a burning hull, with the intense heat and acrid smoke hindering our 90-minute firefight,” Lt. Cmdr. Grant Greenwell, commanding officer of the Zephyr, said in the release.
‘We’re basically giving all of this illegal activity a free pass’
The waters of the Pacific along South and Central America have become a particularly busy venue for traffickers.
Colombia, the only South American country with both Pacific and Atlantic coastlines, is the world’s largest producer of coca, the base ingredient for cocaine. (Bolivia and Peru are the only other major producers.)
Traffickers typically launch from secluded areas on the Pacific coast in Colombia, Ecuador, or Peru and head north. Limited government presence and corruption allow traffickers and criminal groups to operate with relative freedom in these areas, particularly in the coastal areas and inland waterways in western Colombia.
“During at-sea interdictions in international waters, a suspect vessel is initially located and tracked by US and allied, military or law enforcement personnel,” the Coast Guard said in its release. “The interdictions, including the actual boardings, are conducted by Coast Guard members.”
The cargoes that make it through are typically off-loaded somewhere in Central America — Coast Rica in particular has become a busy drug-transit hub— and then they’re moved up the coast via another ship or overland through Central America and Mexico toward the US border.
The US and international partners have stepped up their operations in the Pacific Ocean and Caribbean Sea, including Operation Martillo, a US, European, and Western Hemisphere initiative launched in 2012, and through the US Coast Guard’s Western Hemisphere strategy, which started in 2014.
“In 2014, we knew where about 80% to 85% of the activity was taking place, to include when a go-fast [boat] was leaving Colombia or Ecuador or somewhere in Central America with a shipment ultimately destined for the United States,” Coast Guard Commandant Adm. Paul Zukunft told Business Insider in December 2017. “But on the best of days we could probably put a ship over next to and a plane above maybe 10% of that 80% to 85%. We’re basically giving all of this illegal activity a free pass.”
Zukunft said the ultimate goal was deter traffickers and the people who sign on to transport drugs and contraband.
“We want these smugglers to look at that same risk calculus and say, ‘You know, you can’t pay me enough to move a shipment of illegal drugs, because I don’t want to get arrested. I don’t want to spend the next 10-plus years of my life in a US prison, where I’m severed from my family in isolation.'”

As the holiday season begins to wind down, people are starting to reflect on their resolutions and goals for the new year. 2020 not only marks the beginning of a New Year, but the start of a new decade! Don’t let the hype get you in a frenzy. Here are 5 tips rocking your 2020 military spouse goals.
Listen! Rome wasn’t built in a day. Your enthusiasm to do it all is admirable, but DO NOT set yourself up for failure. Apply the SMART Goals method in your plans for 2020. You want to ensure your goals are specific, measurable, attainable, realistic, and time-based. What does that mean? Don’t just set a goal to start a million-dollar business. Instead, set a goal to start an online virtual assistant business by Second Quarter 2020. First Quarter, you will have established your LLC, EIN, and business bank account. By the end of Second Quarter, your business will be operating with a goal of at least ten new clients. This example is more realistic and you can actually see if you are meeting your benchmarks for success.
You can write your goals in your planner, but why not get creative? Vision Board or Vision Mapping Parties are a great way to have fun while creating a visual representation of your goals. Vision Board parties are a fun and interactive way to celebrate the coming year. All you need is poster board, old magazines, scissors, glue, and other decorative items to make your board unique. Cut out pictures or words from magazines that represent what you want to accomplish for 2020. Kids can also create their own vision board. While enjoying snacks and drinks, reflect over the past year. Did you meet your 2019 goals? How can you do things differently? What worked for you? What didn’t work?
Goals can sometimes feel overwhelming, especially when looking at the end game. Try deconstructing your goal by working backwards. What are the steps needed to meet your overall goal or vision? How can you focus on smaller tasks to better track your progress? If you have a goal of saving ,000 for a family vacation, don’t let the number intimidate you. Break it down into more manageable parts. How much would you need to save each quarter, each month, each week? What does that look like? Does it mean you pack your lunch more during the week or downgrade to a lower cable package? Saving per week may be less scary than ,000 per year, but the outcome is the same.
This person can be your spouse, best friend, or anyone in your circle that is willing to hold you accountable. Sometimes it’s best to find someone who is also looking for the same type of accountability for themselves. This would be something similar to a Battle Buddy in the Army or Wingman in the Air Force. Your partner will help you stay focused, remind you to keep going, and be an overall support for you.
Don’t be so hard on yourself. The purpose of having clear goals and intentions is so you’re not stressed. If you don’t quite meet all of your goals, it’s okay. Celebrate your wins along the way for additional encouragement. This is where you can really lean on your accountability partner. You may have to adjust some things throughout the year. Take the lessons learned and implement that into your vision to improve your likelihood of success.

The Czechoslovakian-built Tatra 87 was Hitler’s car of the future. With a top speed of more than 100 mph, it was a car destined for the Autobahn. Its sleek, futuristic design and high performance made it the vehicle of choice for Nazi officers. It was the Allies’ vehicle of choice for their enemy, too. They wanted all Nazis to drive one – because it would eventually kill them.
If 100 miles per hour doesn’t seem impressive by today’s standards, in 1935, it was a big deal. The car’s aerodynamic design helped it achieve these speeds. It didn’t hurt that the speed and design also made it seem like the future was coming, and the Nazis were leading the way. And it was coming, it was just a very short future. For most of the Nazi officers that pushed the limit in the car, their future usually consisted of wrapping themselves around a tree.
While the Tatra 87 has an incredible top speed, it seems it handles like a shopping cart. The death toll it took on Nazi officers was so bad, the Allies referred to the cars as their “secret weapon.” It even killed more of them than actual World War II combat – and these were the officers fighting the Soviet Union.
There’s good, old-fashioned nightmare fuel in Stalingrad.
“These high-ranking Nazi officers drove this car fast, but unfortunately the handling was rubbish, so at a sharp turn they would lose control, spin out and wrap themselves around a tree killing the driver more often than not,” said author Steve Cole.
In the first week of its availability, seven officers took the 95 horsepower, 3.4-liter V8 engine for a spin and never came home after spinning it out of control. But there was a safer, more economical version. In 1939, the Volkswagen Beetle was introduced, which borrowed a lot of design elements from the Tatra, so much so that its designer, Porsche, had to pay Tatra for infringement.
