An Ebola virus outbreak in the Democratic Republic of the Congo (DRC) has sickened 32 people, including three health workers, according to the latest update from the World Health Organization (WHO).
The WHO declared a new Ebola outbreak on May 8, 2018. That same day, the White House’s senior director for global health security, Timothy Ziemer, stepped down from his position. Rear Adm. Ziemer was the official in charge of leading the response to global pandemic disease, but nobody is taking over his role.
Ziemer is considered by some to be one of the most effective public health officials the US has had, but the Post reported he was “basically pushed out.”
Fighting an outbreak before it gets worse
The reported cases of Ebola so far are in a town called Bikoro in the Equateur province of the DRC. Of the cases, two have been confirmed, 18 are probable, and 12 are suspected. There have been 18 deaths.
But the outbreak may be worse than it seems, a WHO official told Stat, since it may have started earlier and spread further than has been reported. The cases so far have been on a lake port, which means it’s possible an infected person could have traveled to a larger city. The infected healthcare workers could have spread the disease as well.
A team from Doctors Without Borders/Médecins Sans Frontières is helping coordinate responses on the ground in the DRC, according to a statement from the organization.
“MSF has worked alongside the Congolese authorities in the past to care for patients suffering from Ebola and bring outbreaks under control. At the moment, there is an experienced MSF team in Bikoro, made up of medics, water and sanitation experts, health promoters, logisticians, and an epidemiologist,” Julien Raickman, MSF head of the mission in the DRC, said in the statement.
A dangerous virus with pandemic potential
Ebola’s potential to spread rapidly is the reason it’s essential to have dedicated officials coordinating a response to an outbreak — before it turns into a deadly epidemic or pandemic.
The disease is a viral hemmorhagic fever that was first discovered in 1976 in Yambuku, Zaire, now the DRC. Fatality rates have varied from 25% to 90% in past outbreaks, with an average fatality rate around 50%.

Generally, Ebola outbreaks begin when humans encounter an infected animal. The disease spreads between humans through direct contact with blood or other bodily fluids. Symptoms usually begin with fever, weakness, soreness, and headache. These are often followed by vomiting, diarrhea, rashes, organ failure, and sometimes internal and external bleeding.
The 2014 West Africa Ebola outbreak infected more than 28,600 and killed more than 11,300. In its wake, there has been significant research conducted on a potential Ebola vaccine. The WHO is planning to approve deployment of that experimental vaccine soon, but it’s not yet clear how effective it will be.
The current risk of Ebola spreading to nearby countries is moderate, based on the WHO’s assessment.
When Venezuelan President Hugo Chavez died in March 2013, the government there declared its intention to have the body embalmed and put on permanent display. It was to be preserved and placed in La Planicie Barracks, a military museum near Venezuela’s presidential palace, Miraflores. Unfortunately for Venezuela’s Chavistas, the body decayed much too quickly and had to be interred instead.
No matter what people in other countries may think of Chavez, the Venezuelans mourned Chavez for seven days and staged an elaborate state funeral. His body laid in state for public visitation before being buried. The Venezuelan president was not the first world leader whose body was to be embalmed and displayed for posterity. Many have come before him, mostly dictators. You can be your own judge of whether Chavez belongs in that group while you’re planning your world tour to visit these others (who most definitely are in that group) preserved for the world to see.
1. Vladimir Lenin, Russia – Died January 21, 1924
Lenin changed the 20th century and beyond with the overthrow of Czar Nicholas II and the founding of the Soviet Union. He set Russia on the path from being beaten up by any emerging world power (looking at you, Japan) to being one of two countries to ever be considered a superpower. The “Red Terror” under his reign is estimated to have killed tens of thousands of Russians. Still, after his 1924 death, his body was encased in glass and set up in Moscow’s Red Square where it lies today.
2. Ho Chi Minh, Vietnam – Died September 2, 1969
Ho Chi Minh is the founder of the People’s Republic of Vietnam. Many in our audience may know Ho Chi Minh as a “son of a bi*ch” with “the blue balls, crabs, and the seven-year itch.” Before the war in Vietnam, however, Ho fought with the OSS against Japanese occupation in Indochina and expected an independent Vietnam after WWII. He even quoted Thomas Jefferson during his Independence Day speech to millions of Vietnamese onlookers.
Ho is also responsible for purges of non-communist members of the Viet Minh who helped bring him to power, as well as an estimated 173,000 killings during Vietnamese land reforms. He ruthlessly put down peasant rebellions and tortured and killed political enemies. His body lies in state in a granite mausoleum modeled after Lenin’s in Hanoi.
3. Mao Zedong, China – Died September 9, 1976
The only question left about Chairman Mao is how many people really died as a result of his leadership. From the Chinese Civil War to the Long March to the Cultural Revolution to the Great Leap Forward, Mao is estimated to be responsible for upwards of 78 million Chinese deaths. Mao Zedong is literally the worst thing to happen to humanity in all of human history.
His remains are in Beijing’s Tiananmen Square, across from the Forbidden City, which is iconically adorned with a large painting of his image.
4. Ferdinand Marcos, Philippines – Died September 28, 1989
Marcos served first in the Philippines’ House of Representatives and then in the Senate before being elected President in 1966. He was re-elected in 1969, just one year later a tide of unrest washed over the island nation. Marcos responded by declaring martial law and beginning a rule by decree. For over twenty years, Ferdinand Marcos ruled the Philippines like a king. His armed forces brutally suppressed dissent. He imprisoned tens of thousands of political opponents and Marcos himself embezzled state funds for personal use.
A contested election in 1983 turned from a transition of power into a revolution. Supporters of opposition leader Corazon Aquino, the wife of assassinated anti-Marcos Senator Benigno Aquino, took to the streets of Manila and began to occupy government buildings and broadcasters. Marcos, under advice from the White House, fled to Hawaii, where he died in exile. His embalmed body lies in a refrigerated crypt at the Marcos Museum and Mausoleum in the Philippine city of Batac.
5. Kim Il-Sung, North Korea – Died July 8, 1994
The founder of North Korea and Korean War aggressor Kim Il-Sung died in 1994 after 46 years of unchallenged rule. Technically, he is still the president, as he was granted the title of “Eternal President” by constitutional amendment after his death. The regime even instituted a new “Juche” calendar beginning with the year 1912, the year of Kim’s birth.
His body is draped in a Korean Worker’s Party flag at the Kim Il Sung Mausoleum in the Kumsusan Palace of the Sun in Pyongyang. He is expertly angled so the massive, baseball-sized calcium deposit on his neck is not visible to the general public.
6. Kim Jong-Il, North Korea – Died December 17, 2011
Kim took over for his father in 1994, right after his death. North Korea thus became the first secular, Communist dictatorship with a line of hereditary succession. The younger Kim ruled for just under 20 years, dying in 2011 of a suspected heart attack while berating subordinates over the construction of a power plant.
Kim Jong-Il’s reign oversaw some of the worst years of the North Korean regime, including the disastrous four-year famine that killed upwards of 3.5 million people. As a result, he is often depicted in North Korean artwork with waves from a stormy sea crashing on rocks, symbolic of his “stoicism” in weathering the storms. He is also at the Kumsusan Palace of the Sun.
BONUS (Not a Dictator): Pope John XXIII, Vatican City – Died June 3, 1963
Pope John XXIII was not a dictator, really. Not in the accepted sense of the term, although the Pope does have nearly-autocratic rule in the Vatican (the Holy See is his religious jurisdiction, as a head of state, he oversees the Vatican City). Unlike the aforementioned dictators, this Pope has a history of liberalizing the Church, focusing on human rights and the needs of the poor. While officials were moving his body out of a Vatican crypt, they popped open his coffin and found him very well-preserved. He is now coated with a thin layer of wax and is on display at St. Peter’s Square.
In his early career before becoming Pope, John worked to help refugees (mostly Jewish) flee the Nazis. He intervened directly numerous times to ensure the safe passage of Jewish people out of Europe. His Papacy began on October 28, 1959 as he oversaw the Church’s recognition of the Jewish people as faithful and apologized for anti-Semitism on the behalf of the history of the Catholic Church.
When you’re infantry, your life is going out on field operations to train for war or, you know, actually going to war. Field ops, in short, can be miserable. It’s always raining, you have to eat garbage in a pouch, and there’s that one staff NCO who won’t let up on being a d*ck about grooming standards. That being said, there are little things that happen out there every so often that make things just a little more bearable.
You’re going to eat, breathe, train, and sleep in the rain and the mud for days on end. But sometimes, your battalion will have mercy on your poor grunt soul and deploy some niceties that will restore that waning glimmer of hope.
Here are some of those things:

You’ll go on plenty of field ops where you’re given a load of MREs to pack away and eat when you get the time. The hot meals you get in the field might not be gourmet, but after a week of eating the packaged dogsh*t (and despite the fact that by the time it gets to you it’s just a warm meal) you’ll appreciate it immensely.
The type of ride doesn’t matter, as long as you’re not walking.

It sucks carrying an additional half of your own body weight on your back as you move between training areas. Every once in a while, your battalion will score some transportation to save your knees from that future VA disability claim. If this happens halfway through your op, it’s honestly a better blessing than getting hot chow.
Much better than sleeping in a tent, even.

Nothing shows that your battalion or company commander cares like securing indoor sleeping arrangements. It’s not very common, and it’ll probably only happen when you’re training in an urban environment, but when it does, you’ll find yourself appreciating command a whole lot more.
Lower enlisted grunts will still complain about it, though. They’ll find a reason, trust us.

The Gut Truck
Probably the best thing to hear someone in the field announcing is, “The Gut Truck is here!” That’s because it’s essentially a mobile post-exchange, which means you can buy snacks and — even cigarettes in some cases. Hopefully you brought cash, though. Otherwise, you might not get sh*t.
The hike back doesn’t seem so bad, huh?

This is, essentially, a unicorn. It rarely happens, if it ever does. In fact, you’ll more often see your op get extended rather than cut short. If this does happen, it’s usually because of unsafe weather conditions, but there are those once-in-a-lifetime moments when a battalion commander is so impressed with the performance of their grunts that they reward them by pulling them back to garrison.

The pilot quickly made the decision to return to the Georgia airfield they had just departed. The pilot directed the shutdown of engine one, operating on the remaining three.
“Coming back,” the pilot repeated five times over the next 30 seconds.
Investigators said that within those few seconds the pilot improperly applied nine more degrees with the left rudder, “which resulted in a subsequent skid below three-engine minimum controllable airspeed, a left-wing stall, and the [mishap aircraft’s] departure from controlled flight.”
No other “meaningful direction” was given to the crew other than an order to “brace” just before impact.
The plane was airborne for two minutes overall before it crashed down into Georgia State Highway 21 roughly 1.5 miles northeast of the Savannah/Hilton Head International Airport, killing all aboard.
A newly released mishap report determined that the WC-130 crash that claimed the lives of nine members of the Puerto Rico Air National Guard in 2018 was largely due to pilot error. But troubling engine and maintenance issues documented in the aging aircraft raise more questions about the cause of the catastrophic May 2, 2018 mishap.

The WC-130, which belonged to the 156th Airlift Wing, Muñiz Air National Guard Base, Puerto Rico, had recurring issues with its first engine, according to the Aircraft Accident Investigation
Board Report released Nov. 9, 2018. The issues were documented a month before the aircraft’s final flight, as well as the day of the deadly crash.
The crew should have more closely followed emergency procedure and called for immediate action after discovering one of the aircraft’s engines was malfunctioning, Millard said. Instead, the malfunction led to loss of control of the plane, causing it to crash, the report found.
Experts who spoke with Military.com, however, pointed out that lapses in maintenance deeply disadvantaged the crew even before the aircraft left the runway. The plane, which had been in service more than 50 years, was on its final journey to the “boneyard” at Davis-Monthan Air Force Base, Arizona when it went down.
“The engine malfunction is most definitely large factor and I would say the catalyst for the events that unfolded,” said an Air Force instructor pilot who flies a mobility aircraft and agreed to speak to Military.com on background about the report’s findings. “It appears the [report] narrowed in on a particular piece of the engine (the valve housing assembly) which had intermittent issues with [revolutions per minute] over its lifetime with multiple different engines.”
Nine died in the crash: Maj. José R. Román Rosado, the pilot; Maj. Carlos Pérez Serra, the navigator; 1st Lt. David Albandoz, a co-pilot; Senior Master Sgt. Jan Paravisini, a mechanic; Master Sgt. Mario Braña, a flight engineer; Master Sgt. Eric Circuns, loadmaster; Master Sgt. Jean Audriffred, crew member; Master Sgt. Víctor Colón, crew member; and Senior Airman Roberto Espada, crew member.
The Air Force ordered an immediate investigation into the accident. Days later, after Military Times published an in-depth report showing that military aviation accidents have increased over the last five years, the service directed its wing commanders to hold a one-day pause in order to conduct a safety review with airmen, assessing trends and criteria that may have led to the recent rash of crashes.
Unsolved maintenance problems
The newly released investigation shows that the plane was cleared for flight even though the recorded oscillation data of the plane’s outermost left engine did not match its intended performance.
The WC-130 made its ferry flight from Puerto Rico to Savannah, Georgia, on April 9, 2018. And the flight crew operating the [mishap aircraft] “experienced an RPM issue with engine one, and reported the incident for troubleshooting and repair,” the report said.
While the crew found a fix, maintainers struggled to replicate both the in-flight operations and the solution the pilots used to better understand the what went wrong. They found they couldn’t recreate the crew’s original solution, which was to switch “on the propeller governor control to mechanical governing,” to see if that rectified the issue, it said.

According to post-mishap interviews, during a second maintenance engine run, the “mishap maintainers observed engine one produced 99% revolutions per minute,” the report said.
But the digital flight data recorder (DFDR) said otherwise.
The DFDR indicated “engine one never reached sustained RPM above 96.8% and had significant oscillations between 95% and 98%,” it said.
The Air Force investigators said that when performing an engine run, the [technical order] requires a range “of 99.8% to 100.02% RPM, as displayed on a precision tachometer, to verify an engine is operating properly at 100%.2.”
The maintainers, who failed to use a precision instrument, missed a chance to diagnose a fluctuating, weaker engine.
“Good enough” mentality
The maintainers should have noted these red flags, the instructor pilot who spoke with Military.com said.
“The maintainers… failed to properly conduct the inspection of the engine,” the instructor pilot said. “The crew likely would have never stepped to the aircraft that day, at least not without the engine being verified to have reached the required power threshold, versus over 2 percent lower than the minimum.”
In the report, maintainers are faulted for having a “good enough” mentality about the aircraft’s condition.
Twitter user @MikeBlack114, a self-identified Air Force aircraft maintenance officer, also faulted the “good enough” mentality as a reason mistakes were made in a tweet thread. Furthermore, leadership should have paid better attention, he said.
“I’ll let someone with wings address the aircrew piece, but the mx [maintenance] portion is almost unfathomable,” Black said in a Twitter thread. “If you’re in a leadership position of an organization involved with flying and you aren’t uncovering the skeletons (believe me, they’re there, just a question of how severe they are) you aren’t looking hard enough.”
Another problem, according to the report, was the maintainers observing the aircraft did not use a tachometer to justify the data.
The report noted that they had conducted the engine test runs without the instrument because the compatible adapter plug to connect the precision tachometer to the aircraft was not available.
“During the engine runs and without the use of a precision tachometer, [mishap maintainer one] and [mishap maintainer two] knew that 100% RPM was the speed the engine should operate at, but believed 99% was sufficient to conclude their maintenance because of the wider gauge range provided in the [technical order],” the report said. “Thus, the mishap maintainers never corrected the engine one discrepancy and did not resolve the RPM issue.”
On May 2, 2018, engine one’s RPMs once again revealed an anomaly.
During takeoff, engine one’s RPMs fluctuated and couldn’t be stabilized when the first mishap pilot “advanced the throttle lever into the flight range,” according to the report.
“Engine one RPM and torque significantly decayed, which substantially lowered thrust,” investigators added.
While the banked turn the pilots made into the failed engine “was well below the minimum air speed needed for proper control of the aircraft, the [mishap aircraft] did still have enough airspeed to maintain flight,” the report said.
“The crew put the aircraft in a disadvantageous energy state by rotating (lifting off) 5 knots early and failing to accelerate as required by the procedures,” the instructor pilot said. “Unfortunately, this was not an unrecoverable situation by any means, and one crews in all airframes train to regularly.”
The reason for the initial flight in April 2018 was to conduct routine in-tank fuel cell maintenance in Georgia. The 165th Airlift Wing at Savannah Air National Guard Base had the means to do this, unlike the Puerto Rico Guard’s 156th Wing.
Puerto Rico’s facilities sustained substantial damage during Hurricane Maria and could not offer the maintenance at home station, the report said.
Although Adjutant Gen. Isabelo Rivera, the commanding officer of the Puerto Rico National Guard, said at the time of the crash the aircraft was more than 60 years old and one of the oldest C-130s in the fleet, its history and maintenance record say otherwise.
The aircraft, tail number 65-0968, rolled off the assembly line in 1965 as a standard C-130E, its records show.
“Sometime in the early 1970’s, it was converted to a WC-130H for use in weather reconnaissance (the “W” designation indicates the weather modifications),” the report said.
The engines were also “upgraded from T56-A-7 to the T56-A-15 at that time (which changed the “E” designation to “H”),” it said.
The aging aircraft life was extended because the wing had been expected to change missions. But that transition never came.
The fiscal 2016 budget “initially divested the six WC-130H aircraft from the Puerto Rico Air National Guard “and provided direction to move the 156th Airlift Wing to the RC-26, a manned Intelligence, Surveillance, and Reconnaissance (ISR) platform,” the report said. “However, this direction did not prove viable, as there was no requirement for a manned ISR mission in the United States Northern Command Theater.”
Millard, the investigator, said in the report there were no outstanding time compliance technical orders that would have restricted the plane from from flying.
Still, there should have been more transparency, the instructor pilot said.
“As an aircraft commander, there’s a ‘trust but verify’ mentality with the maintenance crews, but our knowledge is limited. So when a crew chief hands me the signed forms,” he said, “I have to trust those procedures and previous discrepancies have been fixed in accordance with the maintenance technical orders.”

As the rest of the world processes the fact that the U.K. is now leaving the European Union, there’s a real chance that Scotland might leave the U.K and take the base where the U.K. maintains an arsenal of 160 deployed nuclear warheads on 58 Trident missiles with them.
Many Scottish politicians supported leaving the U.K. in a 2014 referendum that was defeated in an approximately 45 percent vs. 55 percent vote. The “Yes” camp, which asked voters to say, “Yes, Scotland should be an independent country,” pledged to get rid of Britain’s nuclear submarines within the first term of a Scottish president. When the measure was defeated, it allowed the Royal Navy to breathe a sigh of relief. But the issue is coming around again.
That will leave voters trying to decide whether to remain part of the EU, which 62 percent of the Scottish population supported, or to remain part of Britain, which only 55 percent of the population supported. While there’s no guarantee that Scotland would leave if a new referendum is held, it is likely that a “Yes” vote would force Britain to move all four of its nuclear submarines to a new base. And that would be a huge problem.
Estimates in 2014 said that it would take Britain 10 years and 3 billion pounds that it doesn’t have to relocate the base. So, the Royal Navy began looking at alternatives. The best and easiest for the U.K. would be if they could negotiate a deal to lease the base from Scotland, but that would likely fail since many members of the independence movement want all nuclear weapons off Scottish soil. The next best option would be for England to send all their warheads, their sub crews, and the submarines themselves to Georgia. Yes, that Georgia, the state just north of Florida.
American politicians promised support of the plan in 2014. If it came up again in 2017, there’s a decent chance Congress would go for it since the British nuclear deterrent is part of the NATO nuclear deterrent. Besides that, Britain has few options. France could be a possibility, assuming that the French people don’t take Brexit too personally. Britain’s strong status in NATO could potentially get it four parking spots in a Baltic port, but then it would have the constant headache of its submarines being within range of a Russian invasion.
USS John S. McCain (DDG 56) achieved a major milestone this week as it successfully launched from dry dock and moored pierside at Commander, Fleet Activities Yokosuka, Nov. 27.
This milestone is an important step in the ongoing effort to repair and restore one of the U.S. Navy’s most capable platforms, and reflects nearly a year’s worth of wide-reaching and successful coordination across multiple organizations. The ship entered dry dock at the Navy’s Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC) Yokosuka in February.

“After the initial repair assessments were conducted, we had to quickly mobilize and determine the most critical steps to develop an executable repair and modernization plan,” explained Deputy Commander for Surface Warfare and Commander, Navy Regional Maintenance Center (CNRMC), Rear Adm. Jim Downey. “As we began the restoration process, we assembled cohesive teams capable of delivering both materially ready and more modernized ships to the fleet.”
To begin the repair and restoration effort, the Navy immediately reached out to personnel at Bath Iron Works (BIW) in Bath, Maine. BIW is the company that originally constructed the ship and currently serves as the planning yard for work on in-service Arleigh Burke-class destroyers. The BIW employees worked alongside representatives from Naval Sea Systems Command’s (NAVSEA) Supervisor of Shipbuilding, also in Bath, Maine, to conduct a material assessment of the ship. That information was then used by SRF-JRMC and the local Japanese repair contractor, Sumitomo Heavy Industries, to plan and swiftly execute the work ahead.
The McCain crew has been involved in every aspect of the availability.

Today, McCain has a fully restored hull, a new port thrust shaft, and newly constructed berthing spaces.
The ongoing availability also includes completing maintenance work that had previously been deferred, which reflects the Navy’s commitment to ensuring that required maintenance on ships is no longer deferred. Additionally, the U.S. Pacific Fleet implemented a new force generation model to protect maintenance, training, and certification requirements prior to operational tasking for ships forward-deployed to Japan, like John S. McCain.
The ship’s crew worked alongside personnel from NAVSEA’s Naval Surface Warfare Center (NSWC) Philadelphia and Port Hueneme divisions who were challenged to develop a test plan concurrent with repair efforts.
“All key players and industry partners continue to execute the McCain effort with maximum intensity in an environment built on trust and shared goals,” said Capt. Garrett Farman, SRF-JRMC commanding officer. “Our mission is to keep the 7th Fleet operationally ready, and everyone on the team recognizes the immense value that this mission brings to U.S. and Japan mutual interests in keeping our waters safe.”

McCain is departing the dock after an extensive maintenance period in order to sustain the ship’s ability to serve as a forward-deployed asset in the U.S. 7th Fleet area of operations.

The complex repair and restoration required support and collaboration from all aspects of the U.S. Navy maintenance enterprise, including NSWC Philadelphia and NSWC Port Hueneme; Engineering Directorate (SEA 05); Deputy Commander for Surface Warfare (SEA 21); Commander, Navy Regional Maintenance Center (CNRMC); Southwest Regional Maintenance Center (SWRMC); Southeast Regional Maintenance Center (SERMC); Mid-Atlantic Regional Maintenance Center (MARMC); Puget Sound Naval Shipyard (PSNS); and Forward Deployed Regional Maintenance Center (FDRMC) Naples and Rota detachment.
Over the next few months, efforts will focus on testing the repaired ship’s systems in preparation for a return to operational tasking.
The Navy’s enterprise leadership continues to make improvements with routine, close oversight provided by the fleet commanders and the Navy staff to generate ready ships and aircraft on-time and on-plan. Improved ship-class maintenance plans are capturing a more robust understanding of fleet maintenance requirements, and the elimination of work deferrals are improving the material condition of the fleet.

The crew’s messdecks, known as the Maverick Café, re-opened for business on Nov. 19, the late Senator’s birthday.

Defense officials at the Pentagon say they need up to $500 million more to finish the development phase for the F-35, the troubled fifth-generation fighter that’s already gone 50% over its original budget.
Its overall lifetime budget has ballooned to more than $1.5 trillion, making it the most expensive weapons system ever built by the US.
Sen. John McCain (R-Ariz.), the chairman of the Senate Armed Services Committee, has in the past called those cost overruns a “disgrace.”
“It has been both a scandal and a tragedy with respect to cost, schedule, and performance,” he said in April.
Rising costs haven’t been the only problem of note for the F-35. The jet has had plenty of incidents while being built, such as electrical problems, major issues with its software, and problems related to its advanced helmet system.
Just four months ago, the Pentagon’s chief weapons tester wrote in a memo the F-35 program was “not on a path toward success but instead on a path toward failing to deliver.”
Still, the Air Force and Marines have both declared the fighter “combat ready” and have begun integrating it into their squadrons. The military has only taken delivery of about 180 of the aircraft from Lockheed Martin so far, though it plans to buy more than 2,400.
The fighter, which features stealth and advanced electronic attack and communications systems, is a project with roots going back to the late 1990s. Lockheed won the contract for the fighter in 2001.
“Strong national security is an expensive endeavor but the existing concerns with the F-35 make calls for even more money harder to green light,” said Joe Kaspar, chief of staff for Rep. Duncan Hunter (R-Calif.), a member of the House Armed Services Committee.
“And the Pentagon never seems to be able to help its case on the F-35. Technical superiority is not cheap, but whether or not costs can be driven down is something Congress must look at it before throwing more money in the Pentagon’s direction.”
Days after China sent a half-dozen bombers into the Pacific for military exercises, US Air Force B-52 bombers and F-15 fighters linked up with Japanese aircraft for joint drills.

Aircraft tracking data for the B-52 flights appears to show the aircraft flying through the Miyako Strait as they made their way toward Western Japan.
The Miyako Strait is a strategically valuable waterway between the Japanese islands of Miyako and Okinawa, providing the Chinese navy its main route into the Pacific Ocean.

The exercises conducted April 4, 2019, like those carried out on March 20, 2019, were reportedly part of US Indo-Pacific Command’s Continuous Bomber Presence mission, which it has done since 2004. Bomber flights and joint drills are conducted regularly to deter aggression.
Allied training “in the vicinity of Western Japan” followed substantial Chinese military activity in the area earlier in the week.
On March 30, 2019, Chinese People’s Liberation Army Air Force Xian H-6K long-range bombers, accompanied by one Tupolev Tu-154MD electronic intelligence aircraft and at least two fighters, flew through the Miyako Strait, The Diplomat reported.
Two days later, two Xian H-6G maritime strike bombers supported by a Shaanxi Y-9JB electronic-warfare and surveillance aircraft flew through the strait. Japan scrambled fighters to intercept the approaching Chinese aircraft, just as it did on March 30, 2019.

These types of flights are becoming increasingly common as China steps up the tempo for bomber flights into the Western Pacific.
China’s People’s Liberation Army “has rapidly expanded its overwater bomber operating areas, gaining experience in critical maritime regions and likely training for strikes against US and allied targets,” the Department of Defense stated in its annual report on Chinese military power.
“The PLA may continue to extend its operations beyond the first island chain, demonstrating the capability to strike US and allied forces and military bases in the western Pacific Ocean, including Guam,” the report said.

The US is reportedly talking about expanding crackdowns on North Korean ships, along with allies such as Australia, Japan, Singapore, and South Korea.
North Korea currently uses ship-to-ship transfers of sanctioned materials — sometimes in ports and sometimes in international waters — to evade sanctions from the international community. The UN Security Council has passed at least nine resolutions that imposed sanctions on North Korea, and Australia, the EU, Japan, South Korea, and the US have all placed additional sanctions on the country.
Russian and Chinese ships have recently been caught exchanging goods and resources in ship-to-ship transfers, as has a ship registered in the Maldives.
The new efforts would expand the scope of the interceptions to possibly include searching and seizing North Korean ships in international waters. Currently, nations only have the authority to conduct these operations within their own waters, where North Korean ships that break sanctions rarely travel through.
“There is no doubt we all have to do more, short of direct military action, to show (North Korean leader) Kim Jong Un we mean business,” a senior American official recently told Reuters.
But the effectiveness of such operations is likely to be limited, Richard Weitz, the Director of the Center for Political-Military Analysis and the Hudson Institute, told Business Insider.
“The problem is the legal complexity,” Weitz said. “Just stopping every ship that leaves North Korea is too far for countries like Russia and China.”
If any maritime operation were to succeed, Russia and China would likely need to be physically involved, conducting joint patrols and interdictions on the Korean Peninsula with US and other regional navies.
Limited effectiveness of maritime interdictions
China’s cooperation would be particularly important, as Donald Rauch, a US Navy Surface Warfare Officer and former Commanding Officer of USS Independence, recently argued in Foreign Policy.
“Such a move would convince North Korea that its sole ally and biggest trading partner had reached the end of its strategic patience,” Rauch writes.
However, the likelihood that China would be part of this kind of operation is low, given that China sees North Korea as a buffer between it and the West.
Still, more aggressive maritime interdictions, conducted in cooperation with partners in the region, could help with sanctions enforcement and could possibly slow down North Korea’s nuclear and ICBM ambitions.
“I’d imagine that you could supplement it with good satellite intelligence, good espionage in the countries that are receiving the materials, and intercepted communications,” Weitz said.
“It will be useful and it will certainly adapt and its an area that needs to grow, but unless China and Russia were really going all the way in, it’s going to be imperfect.”
Weitz also pointed out that North Korea will likely find another way to continue to get the materials and money it needs.
“Insofar as the maritime interdiction becomes more effective, the more North Korea will then turn to other means of smuggling material in and out,” he said. “Whether it be by air, through China, or other methods.”
Troops lose their mind when they have to go to either Fort Irwin or Twentynine Palms. They’re both in insanely hot climates, offer very little to do outside of training, and the living conditions are far worse than what POGs are accustomed to. Despite all that, everything comes to a standstill when a single desert tortoise shows up.
The same thing happens when a red-cockaded woodpecker appears at Fort Benning, Indiana bats at Fort Knox, and piping plovers at RTC Great Lakes. These are all objectively unpleasant military installations that have endemic species of animals that put a stop to training just by showing up.
This causes a headache for many troops in leadership positions and is the butt of many jokes among the junior enlisted. It stops becoming funny, however, when leadership tells their troops that they can’t leave behind even a single breadcrumb that could attract the predators of said animals.

This is all because the animals listed above are endangered and their safest habitats are on military installations.
Back in 1973, the Endangered Species Act was passed, stating that the government will do its part to protect its endangered animals and prosecute anyone who bring them harm. While it’s easy to issue out fines to anyone who accidentally kills a desert tortoise, it’s even easier (and you know, better) to take preventive measures and keep them alive.
The military does its part in a large way — far larger than most organizations dedicated to saving these species. In 2011 alone, the U.S. military spent $7.6 million on keeping desert tortoises safe — a grand total of over $100.9 million since 1993. That money has gone a long way in keeping these at-risk animals alive for many generations.

“But these are just some dumb turtles!” someone in the back of the formation may yell. That class clown might be right — these tortoises could be dumb, indeed — but it doesn’t matter. If you allow one invasive fish, for example, to fade away because of the enormous amount of money required to protect it, then there’s a justification allowing any species to die out, putting the animal kingdom right back where it was in 1972.
Potential dumbness aside, every animal must be treated with the same delicate gloves or we risk losing them all.
The next “good idea fairy” solution is to just move them away from military installations. It should be fairly obvious why taking slow-moving prey away from a habitat where they’re cared for and are kept safe from predators and tossing them into a new, unfamiliar landscape devoid of such protections is a bad idea. If you’re having trouble seeing why that’s a problem, we’ve got an example for you:
They tried this once with the desert tortoises at Fort Irwin in 2008. The logic behind it was that the tortoises would be far safer somewhere where they wouldn’t be accidentally blown to bits by troops in training. The relocation effort cost $50 million and, within a year, about 30% of all the tortoises (who have an average life-span of over 100 years) died before the program was scrapped.
There were many factors that contributed to the dying off of thousands of tortoises. First, being put in an unknown environment meant that they had no idea where the food or water was. This was made worse when packs of predators discovered an enormous buffet of food that couldn’t run or hide.

There are over 400 species of endangered animals on military grounds and, even with human intervention, these are the best habitats for them. Each of the species that are protected by the U.S. Armed Forces are all carefully monitored to make sure that no harm comes to them.
It’s not uncommon for troops to incorporate their nesting grounds into their training. While preparing for a mission, their nests are treated in the same way as schools or hospitals in the battlefield. Troops just avoid them at all costs.
The good news is that this ongoing effort to protect them has yielded some very visible results. While there are outliers in the desert tortoise populations (California droughts are partially to blame), animal populations at other installations have all boomed in recent years. Simply adjusting fire from one part of the range to another at Joint Base Lewis-McChord has helped the streaked horned lark population almost quadruple in less than a decade.
Protecting these species requires a little effort and a creates bit of inconvenience, but it’s been proven that the military installations these animals call home are truly the best places for these species to thrive.
While on a Christmas tour in the Middle East, the Commandant of the Marine Corps, Gen. Robert Neller, spoke to the troops and brought up the potential of a future fight in North Korea. He told the troops, “It would be Game of Thrones-like, and a lot of people would get hurt. I might be wrong, but it’s a very complicated issue.” He’s not entirely wrong.
While his words were in reference to the bloodshed and brutality of war, the build up to conflict isn’t too much of a stretch. The fighting in Game of Thrones is brutal and many of the foot soldiers are up against insurmountable odds — much like a full-scale war between several nations. Many of the events in Game of Thrones happen because of a war that took place before the series began — much like the real world after the Korean War.
It also doesn’t hurt that both military life and the show have a lot of fighting, sex (including prostitution, unfortunately), and alcohol in them.

6. North Korea is basically House Lannister
If you think about it, Kim Jong-un and King Joffery Baratheon have countless similarities. They’re both spoiled, rich, psychopathic brats who paint an image of godliness, who are very privileged thanks to the work of their predecessors, and yet they both demand unwavering respect without doing anything to earn it themselves.
As much as we laugh at the young dictators, they have plenty of power and control. One reason the Lannisters and North Korea weren’t eliminated right away was because of how they retaliate. The Starks won every battle in the War of Five Kings, but were slaughtered at the Red Wedding. The Tyrell line was straight up murdered in a holy place — along with thousands of innocent civilians. Hell, even the Lannister song Rains of Castermere is about how they’ll obliterate anyone in retaliation (damn, it’s a great song, tho…).
In real life, Seoul could suffer the same ruthless fate. Even if without the threat of nuclear warfare, just the conventional artillery on the border laying siege on the South Korean capital could put the death toll in the millions.
5. South Korea is basically House Targaryen
South Korean history is rich and beautiful, dating back to when the Korean Empire stood tall much like House Targaryen. They were both overthrown and crushed to near nothingness, but quickly rose to be key powers in their conflicts.
The post-Korean War economy of South Korea was devastated and their military might was worse, just like how the Targaryens would eventually dwindle to just Daenerys Targaryen. With the simple push from a friend (Daenerys’ gift of the dragon eggs and South Korea’s support from the U.S), they are now each among the most intimidating militaries in the world.
The Republic of Korea Armed Forces is one of the most technologically advanced modern militaries, which will be the cornerstone of the next battle, should it come to that.
Just like a Dragon.
4. Japan Self-Defense Force is basically the Freefolk from Beyond the Wall
Once a primary enemy of many others on this list, they’re refocused on turning foes into allies to face the real threats.
Now their small populations are the most threatened, making them willing to do whatever it takes to survive.
3. China is basically House Greyjoy
Each have the most intimidating naval forces in their given worlds, even if they’re not the largest. While the Lannisters (North Korea) could talk a big game and maybe hold their own currently, their strong arm is still House Greyjoy (China.)
The Chinese government also “does not sow” when it comes to taking islands in the South China Sea. On the bright side, the rebels (Theon and Yara Greyjoy AKA Taiwan) who left the main land/house are devoted allies to the Targaryens.
2. The United States of America is basically House Stark
Which leaves the honorable and — hardest fighting — armies, the Starks and the Americans. Each of the four remaining Starks make up the four branches of the Department of Defense.
The toughest fighter is definitely Jon Snow, our Marine. They even have experience fighting in the last war in the frozen north at (Battle of Chosin Reservoir for Marines and Beyond the Wall for Jon Snow). The special operations of the Special Forces and over all battle skill matches Arya Stark. The invaluable support and “eyes in the sky” that both the Air Force and Bran Stark have will be what makes this war. This leaves Sansa Stark for the Navy, because neither are really fighters — they’re more tactical support.
1. Putin is basically a White Walker
The sleeper threat. Though they emerge as the real enemies of the balance in their respective worlds, everyone turns a blind eye to them while they destroy, conquer, and expand their reach. Neither seem interested in having allies, just minions.
It also doesn’t hurt their cause when everyone focuses on them; the Lannisters (North Korea) and Greyjoys (China) benefit. They’re also the primary enemy of the Freefolk (Japan) and, eventually, the Starks (Americans.)
During the Cold War, the U.S. government was hell-bent on one upping the commies in any way possible. In the process, they came up with a number of outlandish plans, such as that time they proposed nuking the moon, interestingly enough a project a young Carl Sagan worked on. There were also many more down to Earth projects like the development of what would become the internet in order to ensure ease of sharing information among the nation’s scientists. This brings us to a project that unfortunately went into history’s dustbin — the U.S. Army’s plan to build a massive military installation on the moon.
Known as Project Horizon, the impetus for the plan came when the Soviets set their sites on the moon. As noted in the Project Horizon report, “The Soviet Union in propaganda broadcasts has announced the 50th anniversary of the present government (1967) will be celebrated by Soviet citizens on the moon.”
U.S. National Space policy intelligence thought this was a little optimistic, but still felt that the Soviets could probably do it by 1968. Military brass deemed this a potential disaster for the United States for several reasons.

To begin with, if the Soviets got to the moon first, they could potentially build their own military base there which they could use for a variety of secret projects safely away from the United States’ prying eyes. In the extreme, they could potentially launch nuclear attacks on the U.S. with impunity from that base.
Naturally, a military installation completely out of reach of your enemies both terrified and tantalized military officials.
Next up, if the Soviets landed on the moon first, they could try to claim the entire moon for themselves. If they did that, any move by the U.S. to reach the moon could potentially be considered an aggressive act, effectively making the moon off limits to the United States unless willing to risk war back home.
This was deemed to be a potential disaster as the moon, with its low gravity, was seen as a needed hub for launching deep space missions, as well as a better position to map and observe space from than Earth.
Beyond the practical, this would also see the Soviets not just claiming the international prestige of an accomplishment like landing and building a facility on the moon, but also countless other discoveries and advancements after, as they used the moon for scientific discovery and to more easily launch missions beyond.
Of course, the Soviets might do none of these things and allow the U.S. to use the moon as they pleased. But this wasn’t a guarantee. As noted in the Project Horizon report, “Clearly the US would not be in a position to exercise an option between peaceful and military applications unless we are first. In short, the establishment of the initial lunar outpost is the first definitive step in exercising our options.”
The threat of having the moon be in Soviet hands simply would not stand. As Vice President Lyndon B. Johnson would famously state in 1964, “I do not believe that this generation of Americans is willing to resign itself to going to bed each night by the light of a Communist moon.”
Thus, long before Kennedy would make his famous May 25, 1961 declaration before Congress that the U.S. “should commit itself to achieving the goal, before this decade is out, of landing a man on the Moon and returning him safely to the Earth”, military brass in the U.S. were dead-set on not just man stepping foot on the moon, but building a military installation there and sticking around permanently.
And so it was that in March of 1959, Chief of Army Ordnance Major General John Hinrichs was tasked by Chief of Research and Development Lieutenant General Arthur G Trudeau with developing a detailed plan on what was needed to make such a moon base happen. A strict guideline of the plan was that it had to be realistic and, towards that end, the core elements of the plan had to use components and equipment either already developed or close to being completed.
To facilitate the outline for the project, Major General John B. Medaris stated, “We grabbed every specialist we could get our hands on in the Army.”
The resulting report published on June 9, 1959 went into an incredible amount of detail, right down to how the carbon dioxide would be scrubbed from the air at the base.
So what did they come up with?
To begin with, it was deemed the transport side could be accomplished using nothing more than Saturn 1 and Saturn 2 rockets. Specifically, 61 Saturn 1s and 88 Saturn 2s would transport around a total of 490,000 lbs of cargo to the moon. An alternative plan was to use these rockets to launch much of the cargo to a space station in high Earth orbit. These larger sections would then be ferried over to the moon using a dedicated ship that would go back and forth from the Earth to the moon.
The potential advantage here was that for the Saturn rockets to get equipment to the moon, they were limited to about 6000 pounds per trip on average. But if only transporting something to orbit, they could do much greater payloads, meaning fewer rockets needed. The problem, of course, was that this version of the plan required the development of a ferrying rocket and an orbiting space station, which made it the less desirable option. Again, a strict guideline for the project was that the core of the plan had to use existing or near existing equipment and technology in order to expedite the project and get to the moon before the Soviets.
Whichever method was used, once everything was on the moon, a pair of astronauts would be sent to inspect everything and figure out if anything needed replaced. The duration of this first moon landing by man was slated to be a 1-3 month stay.
Next up, whatever replacement items that needed to be sent would be delivered, and then once all that was set, a construction crew would be sent to complete the base. The general plan there was to use explosives and a specially designed space bulldozer/backhoe to create trenches to put the pre-built units into. Once in place, they would simply be attached together and buried in order to provide added protection from meteorites and potential attacks, among other benefits.
As for the features of this base, this included redundant nuclear reactors for power, as well as the potential to augment this with solar power for further redundancy. Various scientific laboratories would also be included, as well as a recreation room, hospital unit, housing quarters, and a section made for growing food in a sustainable way. This food would augment frozen and dehydrated foods supplied from Earth.
The base would also have extensive radio equipment to facilitate the moon functioning as a communications hub for the U.S. military back on Earth that could not be touched by any nation on Earth at the time. On a similar note, it would also function as a relay for deep space communications to and from Earth.
Beyond the core base itself, a moon truck capable of transporting the astronauts and equipment around was proposed, as well as placing bomb shelters all around the base for astronauts to hide in if needed. Water, oxygen, and hydrogen would ultimately be provided from the ice on the moon itself, not only sustaining the astronauts but potentially providing any needed fuel for rockets, again to help facilitate missions beyond the moon and transport back home to Earth.
Of course, being a military installation, it was deemed necessary for the 12 astronauts that were to be stationed at the base at all times to be able to defend themselves against attack. Thus, for their personal sidearms, a general design for a space-gun was presented, more or less being a sort of shotgun modified to work in space and be held and fired by someone in a bulky suit.
The astronauts would also be given many Claymore like devices to be stationed around the base’s perimeter or where deemed needed. These could be fired remotely and more or less just sent a hail of buckshot at high speed wherever they were pointed.
Thanks to the lesser gravity and lack of tangible atmosphere, both of these weapons would have incredible range, if perhaps not the most accurate things in the world.

But who needs accuracy when you have nuclear weapons? Yes, the astronauts would be equipped with those too, including the then under development Davey Crockett nuclear gun. Granted, thanks to the lack of atmosphere, the weapon wouldn’t be nearly as destructive as it would be on Earth, but the ionizing radiation kill zone was still around 300-500 meters.
Another huge advantage of the Davey Crockett on the moon was that the range was much greater, reducing the risk to the people firing it, and the whole contraption would only weigh a little over 30-40 pounds thanks to the moon’s lesser gravity, making it easier for the astronauts to cart around than on Earth.
Of course, being a space base, Project Horizon creators naturally included a death ray in its design. This was to be a weapon designed to focus a huge amount of sun rays and ionizing radiation onto approaching enemy targets. Alternatively, another death ray concept was to build a device that would shoot ionizing radiation at enemy soldiers or ships.
As for space suits, according to the Project Creators, despite being several years before the character would make his debut in the comics, they decided an Iron Man like suit was the way to go, rather than fabric based as NASA would choose. To quote the report,
For sustained operation on the lunar surface a body conformation suit having a substantial outer metal surface is considered a necessity for several reasons: (1) uncertainty that fabrics and elastomers can sustain sufficient pressure differential without unacceptable leakage; (2) meteoroid protection; (3) provides a highly reflective surface; (4) durability against abrasive lunar surface; (5) cleansing and sterilization… It should be borne in mind that while movement and dexterity are severe problems in suit design, the earth weight of the suit can be allowed to be relatively substantial. For example, if a man and his lunar suit weigh 300 pounds on earth, they will only weigh 50 pounds on the moon.
Along with death rays, nuclear guns, and badass space suits, no self respecting moon base could be governed by anything as quaint as a simply named committee or the like. No, Project Horizon also proposed creating a “Unified Space Command” to manage all facets of the base and its operation, along with further exploration in space, including potentially a fleet of space ships needed to achieve whatever objectives were deemed appropriate once the base was established.
As to the cost of this whole project, the report stated,
The total cost of the eight and one-half year program presented in this study is estimated to be six billion dollars (*about billion in 2019 dollars*). This is an average of approximately 0 million per year. These figured are a valid appraisal, and, while preliminary, they represent the best estimates of experienced, non-commercial, agencies of the government. Substantial funding is undeniably required for the establishment of a U. S. lunar outpost; however, the implications of the future importance of such an operation should be compared to the fact that the average annual funding required for Project HORIZON would be less than two percent of the current annual defense budget.
Of course, the reality is that the entire Apollo program ended up costing a little over billion, so this billion estimate likely would have ballooned to much greater levels had the base actually been built. That said, even massively more expensive, given the number of years, this would have still represented a relatively small portion of the United States’ annual defense budget, as noted.
Sadly, considering the initial plan was explicitly to make this a peaceful installation unless war broke out, meant mostly for scientific discovery, and considering what such a moon base would have meant for the direction of future space exploration, neither President Dwight D. Eisenhower, nor the American public had much interest in even going to the moon at all, let alone building a base there.

Yes, contrary to popular belief, the Greatest Generation was pretty non-enthusiastic about the whole space thing. In fact, even after Kennedy would make his famous speech before Congress and then at Rice University, a Gallup poll showed almost two-thirds of Americans were against the plan to land a man on the moon, generally seeing it as a waste of taxpayer dollars. Sentiments did not greatly improve from there.
But Kennedy was having none of it, as outlined in his September 12, 1962 speech at Rice University:
We set sail on this new sea because there is new knowledge to be gained, and new rights to be won, and they must be won and used for the progress of all people. For space science, like nuclear science and all technology, has no conscience of its own. Whether it will become a force for good or ill depends on man, and only if the United States occupies a position of preeminence can we help decide whether this new ocean will be a sea of peace or a new terrifying theater of war… But why, some say, the Moon? Why choose this as our goal? And they may well ask, why climb the highest mountain? Why, 35 years ago, fly the Atlantic? We choose to go to the Moon in this decade and do the other things, not because they are easy, but because they are hard; because that goal will serve to organize and measure the best of our energies and skills, because that challenge is one that we are willing to accept, one we are unwilling to postpone, and one we intend to win…
As for the U.S., as the initial glow of the accomplishment of putting a man on the moon rapidly wore off, and with public support almost nonexistent for further missions to the moon, it was deemed that taxpayer dollars would be much better spent for more down to Earth activities like spending approximately SEVEN TIMES the Apollo program’s entire cost sending older taxpayer’s children off to kill and be killed in Vietnam… a slightly less inspiring way to counter the communists. Thus, efforts towards the moon and beyond were mostly curtailed, with what limited funds were available for space activities largely shifted to the space shuttle program and more obviously practical missions closer to home, a move the Soviets quickly copied as well unfortunately.
A little talked about facet of Kennedy’s goal for landing on the moon was actually to have the Soviets and the U.S. join together in the effort. As Kennedy would state in the aforementioned Rice speech, “I… say that space can be explored and mastered without feeding the fires of war, without repeating the mistakes that man has made in extending his writ around this globe of ours. There is no strife, no prejudice, no national conflict in outer space as yet. Its hazards are hostile to us all. Its conquest deserves the best of all mankind, and its opportunity for peaceful cooperation may never come again.”
Unfortunately, each time Kennedy proposed for the U.S. and Soviets join efforts towards this unifying goal, which seemingly would have seen the Cold War become a lot less hot, the Soviets declined. That said, for whatever it’s worth, according to Sergei Khrushchev, the son of then Soviet Premiere Nikita Khrushchev, while his father initial thought it unwise to allow the U.S. such intimate knowledge of their rocket technology, he supposedly eventually changed his mind and had decided to push for accepting Kennedy’s proposal. Said Sergei, “He thought that if the Americans wanted to get our technology and create defenses against it, they would do that anyway. Maybe we could get (technology) in the bargain that would be better for us…”
Sergei also claimed that his father also saw the benefit of better relations between the U.S. and the Soviet Union as a way to facilitate a massive cutback in military spending that was a huge drain on Soviet resources.
Sergei would further note that Kennedy’s assassination stopped plans to accept the offer, and the Johnson administration’s similar offer was rejected owing to Khrushchev not trusting or having the same respect for Johnson as he had developed for Kennedy.
Whatever the truth of that, thanks to declassified documents after the fall of the Soviet Union, we know that the Soviets were, in fact, originally not just planning to put a human on the moon, but also planning on building a base there as well. Called Zvezda, the planned Soviet moon installation was quite similar to the one outlined in Project Horizon, except instead of digging trenches, this base would simply be placed on the surface and then, if needs be, buried, but if not, the base was to be a large mobile platform to use to explore the moon.

There’s been a lot of attention on the tiny Balkan country of Montenegro in recent days — are they an aggressive people? Are they any more or less aggressive than any other people? What’s the metric to use for aggression? That equation changes when you combine Serbia with Montenegro, like the rest of the world did until 2006.
But there is one story in Montenegro’s military history that stands out above all others. In 1767, a man dressed in the rags of the monastery in which he lived arrived in the country’s capital of Cetinje, claiming to be the long-thought-dead Tsar Peter III of Russia. And everyone believed it.
Today, no one knows who he really was before he became the absolute ruler of Montenegro and no one knows his real name. All we know is that the little country was in a full-on war with the Ottoman Empire, then a major world power, who was not thrilled to have a Russian Tsar next door. The tiny, mostly Eastern Orthodox Christian country sought support from mighty Orthodox Russia for its rescue from an Islamic invasion, but Russia was not about to lend help to this pretender to the Montenegrin throne.
They knew Tsar Peter was dead. In his place, Catherine II ascended to the throne. She would later be honored as Catherine the Great and her first step toward greatness was having her husband Peter murdered.

While most people might think a homeless, religious nut taking control of their country and immediately getting invaded by their larger neighbor would be an absolute disaster, Montenegrins’ fears were put to rest in a hurry. It turns out Stephen was really, really good at this whole “Tsar” thing.
With 50,000 Turkish soldiers marching into a country the size of the greater Los Angeles area in 2018, Stephen managed to silence his naysayers (one bishop who had actually met Tsar Peter III tried to sound the alarm, but no one listened), use his natural charm to win the support of the country’s religious establishment, and then unite the country’s tribes for the first time in centuries.
He’s like a Montenegrin Ronald Reagan.

The first thing Stephen did was send the Turks packing. With his outdated and outnumbered Montenegrin forces, he routed the Turks just south of Montenegro’s capital and took to the internal matters of his small but new job.
By this time, Catherine sent a delegation of Russians to Montenegro to out the impostor as a fake or kill him, but one of the things she didn’t know about Stephen (which was actually a lot) is that he was really, really likable. So likable, in fact, that when the Montenegrins learned he wasn’t actually Tsar Peter III (for real, though), they shrugged and declared him Tsar Šćepan. Most importantly, no one killed him — they enjoyed his company instead.
The Russians now accepted that there was no getting rid of Stephen and that his strict control of the country actually reduced instability there. And so, they began to help him. They sent the supplies and cash he needed to upgrade his military.
Just in time to fend off another invasion of Montenegro. This time, 10,000 Venetians landed in Montenegro to avenge their Ottoman allies’ crushing defeat, only to be defeated themselves near Kotor. Venice was forced to retreat, taking heavier casualties, having to pay Stephen for permission to leave, and being forced to leave their weapons behind.
Montenegrins don’t take kindly to sucker punches, as it turns out.
This particular victory was so great, even Catherine sent Stephen a medal, a Lieutenant General’s rank, and the uniform to go along with it.
But Montenegro’s glory was short-lived. The Tsar was murdered in his sleep by his barber, whose family was taken hostage by the Ottoman Turks. The Ottomans threatened horrible things unless the Greek barber did their bidding. Sadly for his country, the peace enforced among its tribes by their Little Tsar quickly fell apart without him. The Turks invaded again while they were distracted by infighting.
