The top US military officer told his Chinese counterpart August 15 that the US and China have “many difficult issues” to work through, during a visit that comes amid tensions over North Korea’s missile program, Taiwan, and China’s claims in the South China Sea.
Marine Corps Gen. Joseph Dunford, the chairman of the Joint Chiefs of Staff, made the remarks at the opening of a meeting with Fang Fenghui, chief of the People’s Liberation Army’s joint staff department.
US officials say Dunford’s visit aims to create a mechanism for improving communication between the sides, especially on sensitive issues such as North Korea. Dunford and Fang signed an agreement committing the sides to that goal, with the details to be discussed during talks in Washington in November.
Fang said Dunford’s visit was a key part of efforts to expand dialogue between the US and China as agreed by President Donald Trump and his Chinese counterpart, Xi Jinping, when they met earlier this year.
To that end, China has arranged a series of important meetings and visits to help Dunford “know more about our military, (boost) our cooperation, and build up our friendship,” Fang said.
Dunford responded that the US considered the meetings important to making progress on areas of disagreement, without citing any specific examples.
“I think here, we have to be honest — we have many, many difficult issues where we don’t necessarily share the same perspective,” Dunford said.
“I know we share one thing: We share a commitment to work through these difficult issues,” he added, saying that with the guidance of political leaders “we are going to make some progress over the next few days.”
This is the highest-level meeting between the two countries’ militaries since Trump and Xi met in Florida in April.
The US delegation will be flying to the northeastern city of Shenyang on August 16 to observe an exercise staged by the People’s Liberation Army’s Northern Theater Command. Fang cited the event as being among the measures aimed at building mutual trust and understanding.
While the sides agreed several years ago to establish a hotline between the Pentagon and China’s defense ministry, that mechanism has never gone into operation. US officials say they’ve attempted to use it, but that the Chinese side has never answered their requests.
The Chinese and US militaries have joined in naval exercises off the coast of Hawaii and other limited multinational drills mainly aimed at dealing with humanitarian disasters. They’ve also tried to improve mutual trust through agreements on dealing with unexpected encounters at sea.
Despite those, China deeply resents the presence of the US Navy in the South China Sea, which Beijing claims virtually in its entirety.
Last week, China expressed its “strong dissatisfaction” with the US over the Navy’s latest freedom of navigation operation in which a warship sailed past one of China’s man-made islands.
Dunford is visiting South Korea, Japan, and China after a week in which Trump said he was ready to unleash “fire and fury” if North Korea continued to threaten the US.
In a phone call with Trump on August 12, Chinese President Xi said all sides should avoid rhetoric or action that would worsen tensions on the Korean Peninsula.
The Pentagon is accelerating an acquisition plan to migrate its defense networks to the cloud as part of a sweeping effort to modernize and streamline its data systems and better defend against cyberattacks, a DoD announcement said.
The initiative, launched last Fall by Deputy Defense Secretary Patrick Shanahan, is now grounded in a specific, fast-paced acquisition plan to keep pace with fast-moving technological change.
“DoD is using a tailored acquisition process to acquire a modern enterprise cloud services solution that can support Unclassified, Secret, and Top Secret requirements. Known as the Joint Enterprise Defense Infrastructure (JEDI) Cloud, the planned contracting action will be a full and open competition,” a Pentagon statement said.
The Pentagon has released a Request for Information to industry and is planning an industry day March 2018 as a precursor to the planned contract awards.
Led by a recently established Cloud Executive Steering Group, cloud migration program leaders are now in the analysis and fact-finding phase of this process to determine how many contracts will best meet DoD’s needs, officials said.
The acquisition effort is broken up into two distinct phases, according to DoD developers; phase one includes cloud acquisition and phase two “will work with offices throughout the department to build cloud strategies for requirements related to military operations and intelligence support,” a Pentagon statement said.
“Technologies in areas like data infrastructure and management, cybersecurity and machine learning are changing the character of war. Commercial companies are pioneering technologies in these areas and the pace of innovation is extremely rapid,” Shanahan writes in the memo, released last Fall.
Cloud migration has received much attention in recent years, and this new effort strives to accelerate cloud development and add a specific, measurable structure to an otherwise broad-sweeping or more loosely configured effort. For instance, the Pentagon has emphasized a move toward broader use of Windows 10 in a move to quickly embrace more commercial systems and cloud systems.
However, many of the various acquisition efforts have been stovepiped or, by some estimations, in need of greater integration and interoperability. DOD’s ongoing Joint Information Environment (JIE) and Joint Regional Security Stacks (JRSS) efforts are emerging as efforts to address these challenges.
The Pentagon’s Joint Regional Security Stacks will increasingly use cloud technology and move to more off-the-shelf technology, such as Windows 10, according to senior Pentagon IT officials.
JRSS is on track to reduce the physical footprint of servers and — that it will support cloud technology structures.
JRSS is also engineered to increase security and intrusion detection technologies. The security of the network is centralized into regional architectures instead of locally distributed systems at each military base, post, or camp, according to a previous statement from the Defense Information Systems Agency.
“Deploying JRSS enables the department to inspect data, retrieve threat and malware data on the network and troubleshoot, patch, protect and defend the network,” a DISA statement said.
Shanahan’s new program could bring nearer-term achievable metrics to the ongoing JIE initiative. At the same time, there is a chance it could also help accelerate the ongoing movement toward greater domestic and international data consolidation efforts already underway with JRSS.
A key element to cloud migration, considering that it involves movement toward more virtualization and a decreased hardware footprint, is that emerging software upgrades and programs can quite naturally have a faster and more ubiquitous impact across a range of data systems.
When it comes to data security and resilience against intruders and cyberattacks, the cloud could be described as consisting of a two-fold dynamic. In one sense, data consolidation through cloud architecture can potentially increase risk by lowering the number of entry points for intruders – yet it also affords an occasion to identify patterns across a wide swath of interconnected systems.
Furthermore, cloud technologies can facilitate standardized security protocols so that attempted breaches can be more quickly detected. Along similar lines, JIE proponents explain that although greater interoperability could increase vulnerabilities, various networks can be engineered so they can both share data while also leveraging routers, switches and IP protocol specifics to separate and secure networks as well.
An often-discussed phenomenon seems to inform Shanahan’s push for faster cloud migration, namely that multi-year government developmental programs are, in many instances, generating technical systems which are potentially obsolete by the time they are completed. Commercial innovation, therefore, coupled with an open architecture framework, is intended to allow faster, wide-sweeping upgrades more consistent with the most current and impactful innovations.
“I am directing aggressive steps to establish a culture of experimentation, adaptation, and risk-taking,” Shanahan’s memo states.
The integrated DoD effort is closely aligned with various US fast-moving cloud efforts among the US military services.
Army cloud migration
DISA and the Army are working with industry to extend commercial cloud technology to mobile devices as part of a broad effort to both improve access to data and provide security for forces on the move.
Drawing upon hardened commercial cloud networking technology, soldiers, sailors or airmen using smartphones and tablets will have secure access to classified networks. By extension, a commercial cloud can enable secure networking such that smartphone applications themselves can be better protected, DISA leaders have explained.
As part of this broadly-scoped DOD effort, industry giants like Microsoft are working with the services to extend cloud-based security and connectivity to mobile devices.
The Army’s Unified Capabilities (UC) program, for example, is an example of how this strategy can be implemented.
The UC effort is based on an Army-ATT collaborative effort to leverage the commercial cloud to improve networking interoperability using voice, video, screen sharing and chat functions for one million service business leaders on both classified and unclassified networks.
“Unified Capabilities is one of the first commercial cloud-based solutions that will be delivered across the Army Enterprise,” Sergio Alvarez, product lead, Enterprise Content Collaboration and Messaging, told Warrior Maven in an interview last Fall.
By using a commercial cloud, users will be able to draw upon software to access voice services from any Army-approved end user device — desktops, laptops, tablet computers, and smartphones.
Forward-deployed or dismounted soldiers will have an ability to connect and share combat-relevant data from farther distances, potentially beyond an otherwise limited network.
“There are many benefits to COTS — including saving money on initial investment, meeting IT requirements while avoiding costs, lowering maintenance investments and enabling cost-effective new upgrades,” an Army statement said.
The service will also provide video conferences and desktop sharing services, as well as multi-user chat functions.
As is the case with desktop systems, the strategy for this kind of cloud execution is often described in terms of centralized control – decentralized execution.
When it comes to more traditional fixed locations, increased cloud networking and security at a central server location brings the added benefit of helping implementation and security for the ongoing Joint Regional Security Stacks (JRSS) effort.
Navy analytics strategy
Fall 2017, the Navy unveiled a data analytics strategy document designed to accelerate IT modernization, consolidation of information, innovation and efforts to keep pace with commercial technological progress.
The “Navy Strategy for Data and Analytics Optimization,” which incorporates faster network cloud migration, calls for cloud migration and rapid transformation of training, concepts, and policies designed to make data analytics faster and more efficient.
Recognizing that the pace of technological change is often faster within industry and commercial enterprises, the strategy is woven around the premise that new solutions, software updates or improvements in operating systems and data analysis often emerge quickly.
With this in mind, the strategy also heavily emphasizes a growing need to look for open source solutions for expediting IT acquisition.
When embracing commercial innovation might not make sense for a government developmental IT effort, the strategy calls for increased collaboration with academia and industry.
“It is paramount that we become able to adapt faster to data-driven innovations, create new innovations and deploy those innovations,” the strategy states.
The text of the strategy articulates a few goals, such as an ability to “predict and inventory the right data analytics to meet the demands of DON (Department of the Navy) data consumers and decision makers — and — deploy and operate innovative solutions with minimal time to market.”
As a way to accelerate the key aims of the new strategic effort, the Navy’s Chief Information Officer is establishing a new Data and Analytics Consortium to define emerging policies, share lessons learned and help establish best practices.
As President Trump meets with North Korean leader Kim Jong Un in Vietnam to defuse one potential nuclear showdown, America’s perennial rival Russia is upping the ante on the new Cold War’s latest arms race: hypersonic nuclear weapons.
It doesn’t help that a Cold War-era nuclear arms limitation treaty is also in the midst of being dismantled by both the United States and Russia. In recent days, the U.S. has accused the Russians of repeatedly violating the Intermediate-range nuclear forces treaty, going so far as threatening to pull out of it entirely. Russia vowed a “tit-for-tat” response to the American declaration.
And now the Russian media are entering the discussion.
No, not the Trololo Guy.
According to the Wall Street Journal, one of Russia’s most influential state-run media channels boasted about the Kremlin’s first strike capabilities against the United States during its Sunday night prime-time recap of the news of the week. The Kremlin mouthpiece specifically mentioned that precision strikes against the Pentagon and Camp David could hit the United States in less than five minutes.
They also mentioned that a U.S. response to the attack would take another 10 to 12 minutes. The Russians cite this advantage due to their positioning of Russian missile subs carrying Tsirkon hypersonic cruise missiles.

The Tsirkon missile was first successfully tested in 2015 and has since been developed to reach speeds of eight times the speed of sound. Its operational range is upwards of 300 miles or more. Being so close to the U.S. and capable of such speed would make it difficult to intercept with current U.S. ballistic missile technology. The missile travels covered by a plasma cloud which both absorbs radio waves and makes it invisible to radar, according to Russian military sources.
Tsirkon missiles are at the center of the newly heightened tensions between the two powers. Washington contends the Tsirkon violates the 1987 INF Treaty, along with several other missiles developed by the Russians in the years since. When Washington threatened to redeploy short- and medium-range nuclear forces in Europe, it was too much for Russian state media. That’s when they began lashing out and naming targets.
Other potential targets listed included Jim Creek, a naval communications base in Washington, as well as the Pentagon. Camp David is the traditional vacation home of the sitting American President, and was a clear shot at President Trump. There was no mention of Trump’s Florida Mar-a-Lago resort, where he spends much of his free time.
Dr. Robert Kraft and his staff in California have pressed an experimental treatment, transcranial laser treatments, into tackling PTSD and TBI, and they’re already getting great results with veterans and victims of sexual trauma. Now, they want to spread the word and hopefully get the treatment adopted across a wider area, allowing more vets and PTSD sufferers to benefit.
Using lasers to treat pain is a relatively new practice, and when Dr. Kraft first heard about it, he wanted to know more.
“So, I’m basically a traditionally trained anesthesiologist,” he said, “and I never believed that laser could penetrate anything, and initially, I was exposed to the laser because it claimed to treat pain, and I investigated. The scientific research is very strong, but there are not a lot of controlled trials on the pain side, but the science is actually very strong.“
Turns out, some lasers can penetrate human flesh and bone, but they expend a lot of energy doing so. And so when Dr. Kraft started reviewing the medical literature, he started to think doctors could get better results with a higher dose.
“There’s a certain frequency,” he explained, “it’s just outside of the red light zone called near-infrared, and it’s between 800 and 1,100 nanometers, and that frequency, those colors are basically the only ones in the entire spectrum that can penetrate the body, and by penetrate, what I mean is that they lose about 80% of their power every centimeter, so [in US standard units], then that’s 90% every inch.”
But when that energy reaches the patient’s brain, it can have great benefits.
“Cells that absorb the laser will secrete nerve growth factor, so that obviously can help some neurons, nerve cells regrow.”
Basically, the light hits the nerves, the nerves use that energy to release chemicals that help brain cells heal and regrow, and the brain can actually repair some damage to itself, whether the original trauma was emotional or physical. It could help heal damage from both PTSD and TBI.
“Any cell that absorbs it and give it more energy, and that could mean that cells, including the helper cells, in the brain, which is really the white matter of the brain, if it’s been injured, for instance in the case of TBI, those cells will get more energy to heal, and then the third thing is that for almost— there’s no scientific paper about this, but if you were to talk to these people every day like we do during the treatment, new neural circuits are formed, and I think that’s the key item. The laser increases what’s called neuroplasticity, which obviously means that the brain becomes able to reconnect and forms new circuits.”

After reading the literature, Dr. Kraft decided to see if the claims of other laser practitioners stood up to the hype.
“I decided to start treating PTSD patients myself to see if it was really as good as they claimed,” he said, “and I’ve treated 10 adults and two kids, and I’m using doses that are about three times higher than they published the report at, and indeed, it is a phenomenal treatment. It’s not a perfect treatment of PTSD. The patient I’ve treated who’s been the oldest patient is a female … So this one patient I treated, she’s about 12 months since her last treatment, and she has retained 95% improvement in all of her symptoms.”
Dr. Kraft says that 60 percent of his patients experience improvement during treatment.
“I opened up a pain clinic, and I actually have the most laser pain experience in the country, probably in the world,” he said. “In terms of treating pain, the laser is an unbelievable treatment. Unbelievable meaning that 60 percent of people get some relief. It’s not 100 percent, but compared to conventional pain treatments, injections and pills, it’s far superior.”
A notable shortcoming of the treatment is that, in Kraft’s experience, it gives little relief to children. Kraft has two patients that he classifies as children, and neither has seen a massive improvement with laser therapy. He’s also reluctant to try the therapy with any patient with a history of seizures, worried that adding energy to the brain could trigger a seizure.
Still, for PTSD and TBI patients as a whole and veterans, in particular, treatments that help adults are a great start. So, if the treatment got positive results in the 10-patient study, and Dr. Kraft’s 10 adult patients are doing so well, what’s stopping this treatment from going on tour and helping vets and other PTSD sufferers around the country?
Well, there are few things. First and most importantly, much more study is needed to ensure the treatments work, work long term, and have no unidentified side effects (in Dr. Kraft’s patients so far, the sensation of heat and of “brain fog” that dissipates within a day has been reported). But if a foundation or corporation with deep enough pockets were to get the treatment through the regulatory hurdles, there’s little reason why the treatment couldn’t be rolled out quickly.

Logistically, conducting the treatment is very easy. The laser system is fairly easy to operate and just needs a good power source. Dr. Kraft even said the system could be rolled out on a mobile platform.
“The long-term goal is to deploy this to the VA and DOD,” he said, “and actually if this treatment were fully developed, you could actually essentially have a medic in a Winnebago, go around even to rural areas, to treat people rather [than bringing them into clinics]. Because a lot of the vets can’t make it into the big medical center in big cities.”
“I think that in five to ten years, it’s going to be considered the gold standard of PTSD treatments.”

Tracing the flag’s (and America’s) journey through major wars and events, the video also shows images of protest and anger with several shots of the flag being burned before going back to images of the military, first responders and ordinary, everyday Americans.
The video spot struck a nerve immediately with some saying it was a dig at Colin Kaepernick.
Cash released the song as part of his 47th album in 1974, at a time during great turmoil in the USA, much like today. The U.S. was winding down its involvement in Vietnam and was dealing with the Watergate scandal with President Richard Nixon just resigning the office. The song was penned to be an optimistic song for Americans dealing with such tumultuous times.
Cash, an opponent of the war and believer in social justice, had actually met Richard Nixon a couple of years before and performed several songs for him, including an anti-Vietnam War song, “What is Truth” and “The Ballad of Ira Hayes,” a heartbreaking song about one of the Flag Raisers of Iwo Jima and his life as a Pima Indian.
Cash himself would open his concerts with the song and preface it with the following:
“I thank God for all the freedom we have in this country, I cherish them and treasure them – even the right to burn the flag. We also got the right to bear arms and if you burn my flag – I’ll shoot you.”
“Ragged Old Flag” was a hit upon its release with his fans who embraced the message that one can have criticisms of this country but should still respect those people and images that symbolize it. It is a message that resonates with many to this day.

The U.S. Army will continue with its Modular Handgun System effort despite heavy criticism from the service’s own chief of staff who called it too bureaucratic and costly for a low-tech item such as a pistol.
Army acquisition leaders recently attended a high-level meeting with Chief of Staff Gen. Mark Milley to determine what to do about the Modular Handgun System, or MHS, effort — keep as is, restructure or cancel it and start over, according to an Army acquisition official, who asked to remain anonymous because he is not authorized to speak to the media.
“The decision was to stay the course with MHS,” the official said.
This will likely ease a lot of worry from gun-makers competing in the effort since Milley has made no secret about his contempt for service’s effort to replace the current M9 9mm pistol.
The general has used recent public appearances to chastise a bureaucratic acquisition system for making it overly complicated to field equipment in a timely manner, citing the service’s MHS effort as a prime example.
But behind the scenes, Milley moved beyond criticism. His office recently asked the Army Special Operations Command’s G-8 office, which oversees fielding of equipment, if there is room for the Army to join its pistol contract to buy Glock 19s, according to another Military.com source who asked to remain anonymous because he is not authorized to speak to the media.
The compact Model 19 is one of Glock’s most popular handguns. New Glock 19s retail for $500-$600 each. USASOC is currently paying a base price of about $320 for each Glock 19, the source said.
With that price, the Army would pay about $91.8 million if the service were to buy 287,000 pistols, the quantity requirement outlined in the MHS effort, which is currently set to cost at least $350 million.
“The thing no one is talking about is the can of worms the chief has opened,” the Army acquisition said.
“I think it is good that the Army leadership is taking a bigger role in acquisition. On the other hand, there are huge risks when people like the chief have wrong or incomplete information, or jump into the middle of an active competition, the source said. “There are certain things one does not do, unless one is willing to live with the consequences.”
In this case, consequences mean the possibility of protests or lawsuits by gun makers participating in the MHS completion.
“Enough companies have submitted bids for there to be a good MHS competition,” the acquisition official said. “No one is saying how many that is or who they are. If they include the larger companies … it increases the prospects for litigation because they have the requisite resources, and that is what they do.”
Milley’s stance on MHS continues to draw attention from Congress.
Sen. Joni Ernst, a Republican from Iowa, questioned senior Army officials about it at an April 5 hearing of the Senate Armed Services Committee’s Airland Subcommittee hearing.
“This has been a real big issue,” she said. “Why is it so difficult for the Army to buy a basic item like a pistol?”
Lt. Gen. John M. Murray, deputy chief of staff of the Army’s office for programs, or G-8, agreed that the service has been down a “torturous path” on the handgun program.
“I will guarantee you [Gen. Milley] is involved with the testing, requirements and source selection, when we get to that point, in every intimate detail,” Murray said, describing how he has had “several very long and painful meetings with him in the past week or two and dug into how we got where we are and how do we fix this.”
The Army launched its long-awaited XM17 MHS competition in late August to replace its Cold War-era M9 9mm pistol. One of the major goals of the effort is to adopt a pistol chambered for a more potent round than the current 9mm. The U.S. military replaced the .45-caliber 1911 pistol with the M9 in 1985 and began using the 9mm NATO round at that time.
Gun-makers had until Feb. 12 to submit proposals to the Army.
The request for proposal calls on gun-makers to submit packages that include full-size and compact versions of their handgun as well as hundreds of thousands of rounds for testing.
One of Milley’s biggest criticisms of MHS is that the testing program is scheduled to last two years and cost $17 million.
In a break from tradition, the Army is also requiring competing firms to prove that they are capable of delivering millions of rounds of pistol ammunition per month in addition to delivering thousands of new handguns per month, according to the request.
The competition will also evaluate expanding or fragmenting ammunition, such as hollow-point bullets, that have been used by law enforcement agencies for years. The Army’s draft solicitation cited a new Defense Department policy that allows for the use of “special purpose ammunition.”
ISIS initiated the attack on the An Tanf garrison with a vehicle bomb and between 20 to 30 ISIS fighters followed with a ground assault and suicide vests, officials said.
Coalition and partnered forces defended against the ISIS attack with direct fire before destroying enemy assault vehicles and the remaining fighters with multiple coalition airstrikes, officials said.
In southern Syria, officials said, vetted Syrian opposition forces focus on conducting operations to clear ISIS from the Hamad Desert and have been instrumental in countering the ISIS threat in southern Syria and maintaining security along the Syria-Jordan border.
Throughout the pandemic, award-winning nonprofit Pin-Ups For Vets has continued to serve hospitalized veterans and deployed troops with medical equipment and morale-boosting care packages.

Many of the veteran ambassadors have shared their desire to embody the notion of “service after service” while also connecting with community again, something that many vets struggle with after transitioning to civilian life.

The organization, inspired by classic pin-up nose art on World War II aircraft, takes pride in bringing bright colors and smiles to dull hospital rooms while also helping female vets reconnect with their femininity.
U.S. Air Force radiology technician Tes Sabine observed that balancing act well. “Pin-Ups For Vets is an organization that amplifies the femininity and diversity of female veterans. Our femininity is often swallowed whole by the image of a service member blending into a uniformed group with purpose. We served and faced adversity, hardship and fear. Women are capable of so many complex talents forged in the face of difficulty. Pin-Ups For Vets takes us as women and gives us personality, beauty and fun which seemingly juxtaposes our military grit each one of us embody.“
Pin-Ups For Vets has donated over $80,000 to help hospitals purchase new rehabilitation equipment and to provide financial assistance for veterans’ health care program expansion across the U.S. The nonprofit is usually in the middle of a 50-State VA Hospital Tour but due to the pandemic, Pin-Ups For Vets is now shipping out care packages enclosed with gifts of appreciation to hospitalized veterans around the country and continues to ship morale-boosting care packages to deployed U.S. troops around the globe.
A video that reportedly captures the dramatic moment an Iraqi soldier saved his squad by driving his bulldozer into an incoming Islamic State group suicide bomber, has emerged this week.
The footage, which was shot from the dash cam installed inside the driver’s cabin, was taken in West Mosul where IS have been making their last stand against a massive operation to retake the Iraqi city.
It shows the driver deliberately ramming his bulldozer into an incoming IS car bomb in the narrow streets of the extremists’ final Iraqi bastion.
“Sir, I stopped it,” the driver, named in media reports as Mohammed Ali al-Shuwaili, can be heard saying as the smoke from the explosion fills his cabin.
“Thank God you’re alright,” his commander responds.
The New Arab could not independently verify the authenticity of the video.
Baghdad forces first took the eastern side of the city before crossing the Tigris and attacking the more densely packed western section of Mosul.Iraqi forces launched the massive operation to retake Mosul from IS nearly seven months ago, fighting their way into the jihadist-held city.
In the course of the fighting, security forces have faced a seemingly endless waves of IS car bombs, which when detonated erupt into towering fireballs.
Such attacks have featured heavily in the jihadi group’s latest propaganda films.
Iraqi officers said on Tuesday that Iraqi forces have recaptured nearly 90 percent of west Mosul from IS, which is on the “brink of total defeat”.
Brigadier General Yahya Rasool, spokesman for Iraq’s Joint Operations Command, told a news conference in Baghdad that IS now controls just over ten percent of west Mosul.
The drive to retake Mosul has been supported by a campaign of US-led coalition air raids in and around the city.
IS now controls just a handful of neighborhoods around the Old City, one of the country’s heritage jewels.
Half a million people are currently displaced as a result of the Battle for Mosul, and some 250,000 civilians are estimated to still be trapped inside the city’s west.
In 2013, a former Soviet Navy officer named Maksim Y. Tokarev penned an article in the U.S. Naval War College Review called Kamikazes: The Soviet Legacy. In the piece, Tokarev details how the USSR intended to use its Tupolev-22M Backfire bombers, a plan that had not been previously released.
The Soviets looked at Japanese tactics in WWII. They recognized Japan still had a fleet of capital ships but by then the nature of naval warfare had changed. Massive U.S. carriers became roving air forces in the oceans. Since much of their own naval and air forces were at the bottom of the Pacific, there was no way for the Japanese to effectively engage the U.S. forces.
The best way they could devise was a strategy as old as aviation in warfare: conduct the earliest possible strike to inflict such damage that the opponent is unable to launch its air forces. By 1944, the Japanese began these asymmetrical suicide attacks, widely known as kamikaze.
By the late 70s and early 80s, the Soviets were unable to create a carrier fleet to compete with the U.S. economically and politically. But they still had to create a strategy to deter U.S. Navy carrier task forces. So their idea was still centered around air combat, but their forces would be land-based, close to Soviet coastlines.
The tactics weren’t intended to look like kamikaze attacks, but in practice, not many Soviet sailors and airmen would be returning from these missions.
The USSR’s naval air force planned to send a fleet of 100 bombers armed with anti-ship missiles against any US aircraft carrier battle group, fully expecting to lose half of them to enemy action. This number would increase by 100 for every carrier. In their defense, these were calculated losses. Soviet planners wanted to slow the reactions of the task force’s entire air-defense system, to produce a “golden time” to launch a calculated missile strike.
Soviet planners learned U.S. interceptor crews were dependent on the opinions of air controllers, so the planners needed to find a way to fool those officers, to overload their sensors or relax their sense of danger by making attacking forces appear to be decoys, which were in reality full, combat-ready strikes.
In contrast, Soviet naval air forces did not trust the targeting information they got from satellites or other intelligence methods. To Soviet pilots, the most reliable source was the direct-tracking ship, a ship shadowing the U.S. fleet constantly sending back coordinates just in case war breaks out.
That’s not all. If war did break out, the shadowing ship was toast, and her captain knew it. So he was prepared to take appropriate action. Tokarev writes:
“At the moment of war declaration or when specifically ordered, after sending the carrier’s position by radio, he would shell the carrier’s flight deck with gunfire…He could even ram the carrier, and some trained their ship’s companies to do so.”
The attacking planes would launch missiles from maximum range to distract the American crews while two reconnaissance TU-16 Badgers would attempt to breach into the center of the task force formation to find carriers visually, their only task to send its exact position to the entire division by radio.
No one in the Badger crews counted on a return flight. They were very aware they were flying a suicide mission.
“Why we are not getting a full tank of fuel, Vasily?”
Once the carrier was located, the main attack group would launch their missiles. Two to three strike groups would approach from different directions and at different altitudes. The main launch had to be made simultaneously by all planes.
The “golden time” opening for the missiles was just “one minute for best results, no more than two minutes for satisfactory ones. If the timing became wider in an exercise, the entire main attack was considered unsuccessful.”
The Soviets calculated twelve hits by conventional missiles would be needed to sink a carrier but single nuclear missile hit could produce the same result.
Because of the difficulty and accident rates associated with bailing out of, abandoning, or even in-flight refueling many Soviet-designed bombers, Soviet Naval Air Force bomber crews considered themselves suicide bombers anyway (even without an enemy). Officers on guided-missile ships assisting in a Soviet air raid counted on surviving a battle against a U.S. Navy carrier air wing for twenty or thirty minutes, tops.
All in all, the expected loss rate was 50 percent of a full strike, whether or not the objective number of U.S. or NATO warships were successfully hit.
World War II and the Cold War brought out the worst in everyone. So it should be a surprise to no one to find out the Soviet Union developed biological warfare agents almost as soon as the dust from the October Revolution settled.
Despite being a signatory to the Geneva Convention of 1925 – which outlawed chemical and biological weapons – and the 1972 Biological Weapons Convention, the Soviets had dozens of sites to develop eleven agents for use on any potential enemy.
The Russian Bioweapons program would be the most capable, deadliest program in the world. It was complete with viruses and pathogens that were genetically-altered and antibiotic resistant, with sophisticated delivery systems.
Category A agents are easily weaponized, extremely virulent, hard to fight and contain, and/or have high mortality rates. They have the added bonus of being an agent that would cause a panic among the enemy population.
For most of us post-9/11 veterans, Anthrax was the one that could have been all too real. In the days following 9/11, letters containing Anthrax spores were sent to members of Congress and the media. Subsequently, troops deploying overseas to countries like Afghanistan and Iraq were given a course of Anthrax vaccines.
Anthrax can present in four ways: skin, inhalation, injection, and intestinal. All are caused by the Bacillus anthracis bacteria. Before antibiotics, Anthrax killed hundreds of thousands of people, but now there are only 2,000 or so worldwide cases a year.
The mortality rate is anywhere from 24 to 80 percent, depending on which type you get.
Ah, plague. The biblical weapon. This one makes a little bit of sense. Since the Soviet Union would most likely go to war with Western Europe, the best weapon to use would be something that regularly wiped out more Europeans than the Catholic Church.
Plague works fast, incubating in two to six days, with a sudden headache and chills at the end of the incubation period. Gangrene and buboes (swollen lymph nodes in the armpit and groin) are the best indicator of plague.
There are other symptoms too, but after two weeks, it won’t matter. Because you’ll be dead.
Never hear of Tularemia? Good for you. Tularemia is one of the many reasons you shouldn’t touch dead animals. It’s a nasty bug that can survive for long periods outside of a host.
Tularemia can enter the body through lungs, skin, or eyes. It can present as a skin ulcer, but the most dangerous form is when it’s inhaled. Pneumoic tularemia will quickly spread into the bloodstream, killing 30-60 percent of those infected.
This is deadly neurotoxin, the deadliest substance known. It was used as a biological agent by Japan in WWII and was subsequently produced by almost every biological warfare program – for a good reason. Botulism is easy to produce and presents in 12-36 hours once in the body.
In an aerosol infection (like a bioweapon attack), even detecting botulism could be difficult. Treatment is mainly supportive, there is little that can be done once symptoms start to present. The only known antitoxin even produces anaphylaxis, which means it can only be administered in a hospital setting.
Smallpox is the disease that won the new world for the Europeans, more than guns, horses, or booze. It killed off 90 percent of the indigenous population of the Americas, whose immune systems were unprepared for it.
The Marburg Virus is a hemorrhagic fever, in the same family as the Ebola virus, the deadliest of hemorrhagic viruses. In an unprepared population, the mortality rate can be as high as 90-100 percent. So if you’re unfamiliar with Marburg Virus, imagine someone making Ebola airborne and killing you with it.
Category B agents are also easy to transmit and/or virulent among a population, but is less likely to kill or cause panic. Still, they should be taken seriously. Some, like Venezuelan Equine Encephalitis can have lasting effects.
Glanders can enter the body through the skin and eyes, but also via the nose and lungs. The symptoms are similar to the flu or common cold, but once it’s in the bloodstream, it can be fatal within seven to ten days.
I’m not going to include a photo, because it’s really gross to look at.
The bacteria is at the top of the list for potential bioterrorism agents and was even believed to be intentionally spread to the Russian Army by the Germans in WWI. The Russians allegedly used it in Afghanistan during their ten-year occupation.
This is usually caused by drinking raw milk or imbibing other raw dairy products. If an animal has brucellosis, they’re transmitting it to you. It’s also an inhalation hazard that can affect hunters dressing wild game. Symptoms are flu-like when inhaled and soon inflame the organs, especially the liver and spleen. Symptoms can last anywhere from a matter of weeks to years.
Brucellosis was once called both “Bang’s Disease” and “Malta Fever.” It has been weaponized since the 50s, with a lethality estimate of one to two percent. Just kill me with fire if I have the flu for two years.
Like most of the agents on the list, Q-fever is also spread via inhalation or contacts with infected domestic animals – unless the Russians bombed your town with it. The agent can survive for up to 60 days on some surfaces.
When the American Biological Weapons arsenal was destroyed in the early 1970s, the U.S. had just under 5,100 gallons of Q-fever.
10. Viral Encephalitis
The worst part about this agent is that there is no effective drug treatment for it, and that any treatment is merely supportive – meaning that there is no way to treat the cause of the disease, only to manage the symptoms.
The incubation period is fast, one to six days, and causes flu-like symptoms. It can incapacitate the infected for up to two weeks and cause swelling of the brain. Up to 30 percent of infected persons have permanent neurological conditions, like seizures and paralysis.
11. Staphylococcal Enterotoxin
Staph infections are pretty common but as a biological agent, it’s stable to store and weaponize as an aerosol agent. At low doses, it can incapacitate and it can kill at higher doses. The biggest concern is that a mass infection of a population is extremely difficult to treat effectively.
This agent can infect food and water but is deadliest when inhaled. High doses of inhaled Staph can lead to shock and multi-organ failure. Symptoms of any dosage appear within 1-8 hours.
Category C Agents
Category C consists mostly of potential agents, but the Soviet program didn’t use any of the C category as we know it today. This category includes virulent but untested (for biowarfare) agents like SARS, Rabies, or Yellow Fever.
In a 1989 incident, the Air Force crew of a B1-B bomber found itself unable to lower the front landing gear during a training flight and was forced to execute an emergency landing in the dry lake bed at Edwards Air Force Base, California.
Investigators later blamed a hydraulic failure, but the crew in the air just knew that they had to reach the ground safely. The Air Force routed the plane to a dry lakebed in California that was often used for landing the space shuttle.
The dust of the Rogers Dry Lake bed is more likely than most surfaces to allow for a safe skid, reducing the risk to the crew and plane. The full landing is visible from a few angles in this video from airailimages:

“The chain of command is taking all appropriate action to investigate potential misconduct and to maintain good order and discipline throughout our armed forces,” Mattis said.
“Lack of respect for the dignity and humanity of fellow members of the Department of Defense is unacceptable and harmful to the unit cohesion necessary to battlefield victory,” the secretary continued. “We will not excuse or tolerate such behavior if we are to uphold our values and maintain our ability to defeat the enemy on the battlefield.”
Defense press operations director Navy Capt. Jeff Davis told reporters today that Mattis spoke several times during his confirmation process about military service and unit cohesion and how those are predicated on the core values of trust and mutual respect.
All Held Accountable
“Our leaders at all levels of the chain of command will be held accountable to ensure that each member of our military can excel in an environment that maximizes their talents and [will have] no patience for those who would degrade or diminish another service member,” Davis said.
The secretary will meet with uniformed and civilian leaders in the days ahead and ensure that they are taking all appropriate actions to maintain good order and discipline, the captain added.
“The Naval Criminal Investigative Service is investigating…web sites and other services are looking into the matter, as well,” Davis said.
“Our values extend on- and off-duty, and we want personnel experiencing or witnessing online misconduct to promptly report matters to their chain of command,” the captain said.
Davis said service members who might feel uncomfortable reporting alleged online misconduct to their chain of command have alternative avenues that include family support services, equal opportunity offices, Sexual Assault Prevention and Response program, the inspector general and law enforcement.
