The U.S. Navy may have come across a common sense way to save billions on bombs, according to statements made from U.S. officials at the AFCEA West 2017 conference.
For years now, the Navy has been working on the Naval Integrated Fire Control-Counter Air (NIFC-CA) network to help detect, track, and intercept targets using a fused network of all types of sensors at the Navy’s disposal.
Essentially, NIFC-CA allows one platform to detect a target, another platform to fire on it, and the original platform to help guide the missile to the target. The system recently integrated with F-35s, allowing an F-35 to guide a missile fired from a land-based version of a navy ship to hitting a target.
Remarks from Cmdr. David Snee, director for integration and interoperability at the warfare integration directorate, recently revealed that NIFC-CA could also help save the Navy billions on bombs.
“Right now we’re in a world where if I can’t see beyond the horizon then I need to build in that sort of sensing and high-tech effort into the weapon itself,” Snee told conference attendees, as noted by USNI News.
“But in a world where I can see beyond the horizon and I can target, then I don’t need to spend a billion dollars on a weapon that doesn’t need to have all that information. I just need to be able to give the data to the weapon at the appropriate time.”
According to Snee, with an integrated network of sensors allowing the Navy to see beyond the horizon, the costly sensors and guidance systems the U.S. puts on nearly every single bomb dropped could become obsolete.

In the scenario described by Snee, today’s guided or “smart bombs” could be replaced with bombs that simply receive targeting info from other sensors, like F-35s or E-2 Hawkeye airborne early warning aircraft.
Essentially, the “smart” part of the weapon’s guidance would remain on the ship, plane, or other sensor node that fired them, instead of living on the missile and being destroyed with each blast.
The Navy would have to do extensive testing to make sure the bombs could do their job with minimal sensor technology. But the move could potentially save billions, as the U.S. military dropped at least 26,000 bombs in 2016, the vast majority of which contained expensive sensors.
A 95-year-old World War II veteran died during a so-called Honor Flight carrying him home from a weekend in Washington, DC.
Frank Manchel was returning home to San Diego, California, after an all-expenses-paid trip to DC honoring WWII veterans when he died on May 5, 2019, the non-profit Honor Flight San Diego said in a statement.
Dave Smith, founder of Honor Flight San Diego, told the Union-Tribune that Manchel’s death was “almost instantaneous.”
“He was laughing, chatting, having a good time — and then he collapsed,” he said.
Manchel, who served as an Army technical sergeant in WWII, had flown to DC with 82 other veterans, family members, and volunteers, to visit historic landmarks in the country’s capital.
The group visited the WWII Memorial, the Korean War Memorial, the Lincoln Memorial, the Air Force Memorial, the Navy Yard’s museum, and the military electronics museum.
Manchel’s sons, Bruce and Howard, as well as his 93-year-old brother, Jerome, and nephew, David, joined him on the trip.
Bruce Manchel said in a statement on May 6, 2019 seen by INSIDER that his father died after “the most amazing weekend, surrounded by his newest best friends.”
“We thank all of you — Honor Flight San Diego, American Airlines, San Diego International Airport, friends, and supporters for your concern and for allowing the weekend to be so special for all of us to share together.”
Following Manchel’s death, an American Flag was draped over his body, and two chaplains on board the flight said prayers.
When the plane landed in San Diego, veterans saluted as they passed by his body.
Honor Flight San Diego told INSIDER that American Airlines offered to take Manchel’s remains and relatives to Detroit, Michigan, at no charge ahead of May 9, 2019’s funeral. Honor Flight San Diego’s founder will be in attendance.
This is the seventh death to happen during an Honor Flight Network flight, the Associated Press reported. Honor Flight San Diego requires veterans and their guardians to complete medical questionnaires before flying.
In 2018, fewer than 500,000 of the 16 million Americans who served in WWII were still alive, according to US Department of Veterans Affairs statistics cited by the National WWII Museum in New Orleans.

The problems the Marine Corps is having with its F/A-18 Hornet force have been a boon to one plane that was originally slated to go to the boneyard much earlier.
According to Foxtrot Alpha, the AV-8B Harrier has recently gained a new lease on life as upgrades are keeping the famed “jump jet” in service. In fact, the Harrier force has become more reliable in recent years, even as it too sees the effects of aging.
The Marine Corps is planning to replace both the F/A-18C/D Hornets and the AV-8B Harriers with the F-35B Lightning II, the Vertical/Short Take-Off and Landing version of the Joint Strike Fighter. The F-35B has already been deployed to Japan, while the F-35A, operating from conventional land bases, just recently deployed to Estonia.
Originally, the Harriers were slated to be retired first, but the delays on the F-35 and a review that not only changed how the Marines used the Harrier, but also discovered that the Harrier airframes had far more flight hours left in the than originally thought gave them a new lease on life.
As a result, the Marines pushed through upgrades for the Harrier force, including newer AMRAAM missiles and the GBU-54 Laser Joint Direct Attack Munition, a 500-pound system that combined both GPS guidance with a laser seeker. Other upgrades will keep the Harriers flying well into the 2020s.

The Harrier has been a Marine Corps mainstay since 1971 – often providing the close-air support for Marines in combat through Desert Storm and the War on Terror. The Harrier and Sea Harrier first made their mark in the Falklands War, where the jump jets helped the United Kingdom liberate the disputed islands after Argentinean military forces invaded.
The Air Force is beginning to work on how fast, lethal, durable and capable a new “A-10”-like aircraft would need to be in order to provide U.S. military ground troops with effective close-air support for decades to come.
Senior service officials are now exploring “draft requirements” concepts – and evaluating the kind of avionics, engineering, weapons, armor and technical redundancy the aircraft would need, Air Force officials told Scout Warrior.
Many of the core technical attributes and combat advantages of the A-10 will be preserved and expanded upon with the new effort, officials said.
The performance of the A-10 Warthog in the ongoing bombing campaign against ISIS, coupled with the Air Forces’ subsequent decision to delay the aircraft’s planned retirement – has led the service to begin the process of developing a new, longer-term A-10 type platform.
Following an announcement earlier this year from Pentagon leaders that the A-10 will not begin retiring but rather will serve until at least 2022, Air Force and DoD officials are now hoping to keep a close-air-support aircraft for many years beyond the previously projected timeframe.
Given the emerging global threat environment, it would make sense that the Air Force would seek to preserve an aircraft such as the A-10. While the aircraft has been extremely successful attacking ISIS targets such as fuel convoys and other assets, the A-10 is also the kind of plane that can carry and deliver a wide-ranging arsenal of bombs to include larger laser-guided and precision weapons.
This kind of firepower, coupled with its 30mm cannon, titantium armor plates and built-in redundancy for close-air-support, makes the A-10 a valuable platform for potential larger-scale mechanized, force-on-force type warfare as well. The A-10 has a unique and valuable niche role to perform in the widest possible range of combat scenarios to include counterinsurgency, supporting troops on the ground in close proximity and bringing firepower, protection and infantry support to a large-scale war.
Air Force officials have told Scout Warrior that the current approach involves a three-pronged effort; the Air Force may consider simply upgrading the existing fleet of A-10s in a substantial way in order to extend its service life, acquire an off-the-shelf existing aircraft or develop a new close air support platform through a developmental effort.
“We are developing that draft requirements document. We are staffing it around the Air Force now. When it’s ready, then we will compare that to what we have available, compare it to keeping the A-10, compare it to what it would take to replace it with another airplane, and we will work through that process,” Lt. Gen. James Holmes, Deputy Chief of Staff for Strategic Plans and Requirements, told reporters.
Holmes went on to explain that the service was, broadly speaking, exploring ways to achieve, preserve and sustain “air superiority” in potential long-term, high-end combat engagements. He added that considerations about a close-air-support replacement aircraft figured prominently in the strategic calculus surrounding these issues.
As a result, the Air Force will be looking for the “optimal” type of close-air-support platform by weighing various considerations such as what the differences might be between existing aircraft and future developmental platforms.
Cost and affordability will also be a very large part of the equation when it comes to making determinations about an A-10 replacement, Holmes explained.
“The question is exactly where is the sweet spot as we talked about between what’s available now and what the optimum CAS replacement would be. We are working along that continuum to see exactly what the requirement is that we can afford and the numbers that we need to be able to do the mission,” Holmes added.
Several industry platforms, such as Raytheon’s T-X plane and the A-29 Embraer EMB Super Tucano aircraft, are among options being looked at as things which could potentially be configured for a close-air-support plane.
Having the requisite funds to support this would be of great value to the Air Force; Air Force Chief of Staff Gen. Mark Welsh recently told lawmakers that, despite the prior plan, the service did not want to retire the A-10.
Prior plans to retire the fleet of A-10s were purely budget driven, senior Air Force leaders have consistently said.
“I don’t want to retire it,” Welsh told a Congressional Committee in early March.
Air Force leaders had previously said that the emerging multi-role F-35 would be able to pick up the close-air-support mission. With its sensor technology, 25mm gun and maneuverability, there is little question about whether the F-35 could succeed with these kinds of missions. At the same time, there is also consensus that the A-10 provides an extremely unique set of battlefield attributes which need to be preserved for decades.
The Commander-in-Chief will allow military academy athletes who excel on the field to go pro before they have to repay their service on the battlefields, according to a May 6, 2019 statement President Trump made from the White House Rose Garden. Trump was hosting the West Point Black Knights football team at the time.
“I’m going to look at doing a waiver for service academy athletes who can get into the major leagues like the NFL, hockey, baseball,” Trump said. “We’re going to see if we can do it, and they’ll serve their time after they’re finished with professional sports.”
These days, service academies can sometimes get overlooked by scouts and fans alike. Cadets and Mids who are highly touted will often switch schools in order to get access to the world of professional sports, missing their chance to serve. But service academies have introduced some great players into our collective memories.
McConkey was a former Navy Mid who spent most of his NFL career as a wide receiver with the NY Giants. McConkey was a rookie at 27 years old, but legend has it coach Bill Parcells signed McConkey based on a tip from one of his assistants who happened to have been an assistant coach at Navy, Steve Belichick. McConkey spent six years in the NFL, catching a TD pass in Super Bowl XXI that helped the Giants top the Denver Broncos.
Hennings was an award-winning defensive tackle at Air Force who was picked by the Cowboys in the 11th round of the 1987 NFL draft. He spent four years as an Air Force pilot before getting back to the NFL and playing with Dallas in a career that included three Super Bowls.

Staubach isn’t just a candidate for best player from a service academy, or best veteran player, he’s one of the most storied NFL players of all time. The Heisman-winning Navy alum and Vietnam veteran served his obligation in Vietnam, won two Super Bowls, one Super Bowl MVP pick, was selected to the Pro Bowl for six of the ten years he spent in the NFL, and is in the Football Hall of Fame.
A computer scientist has pioneered an artificial intelligence-driven method of modeling the behaviors of militant groups, and the Department of Defense is interested.
In a paper titled “Mining for Causal Relationships: A Data-Driven Study of the Islamic State,” presented at the 2015 Conference on Knowledge Discovery and Data Mining, a team led by Paulo Shakarian of Arizona State University used 2,200 individual data points on ISIS-related incidents from the Institute for the Study of War to build a descriptive model — an algorithm that models ISIS’s behavior.
Shakarian, who is a former Army officer, DARPA military fellow, and assistant professor at West Point, applied principals of computer science to turn the raw reports from ISW into a database which he could then analyze.
As the paper notes, “ISIS has displayed a high level of sophistication and discipline in its military operations.” Even so, it’s possible to glimpse patterns in their operations, and the paper found strong correlations between certain tactics.
For instance, a spike in car bombs in Baghdad was very often followed by ISIS attacks in northern Iraqi cities. Based on this relationship, the paper suggests that ISIS uses the car bombs to draw Iraqi security forces away from ISIS infantry pursuing other targets.
In the paper, Shakarain and his research partners identified two targets that ISIS seems to value especially highly: Balad and Baiji. Baiji is home to a major oil refinery and Balad is near an important government air base.
Shakarain described the paper as a “proof of concept,” telling Business Insider that “it’s not a really big data set, but it’s still significant.” Based on limited data from the only the second half of 2014, the paper focused only on modeling the past behavior of the elusive terror group.
“We came up with a description of their behavior, not any predictions,” explained Shakarian.
Shakarian said that there were people in the Department of Defense who “found the study very interesting.” And he thinks that his kind of computer science-driven research methods will become more accepted inside the Pentagon.
“It’s been revolutionary for DoD to see what you can do with this much data,” Shakarian told Business Insider. The ASU algorithm, updated with real-time data from the Pentagon, could be a powerful analytical tool.
Shakarian is excited at the prospect of applying his machine-learning methods to complex security situations around the world. “People are going to the battlefield with computers and recording data. We all forget how new this stuff is.” Shakarian noted that “It’s only been happening in the last 10-15 years where you have this much high-resolution data.”
The U.S. military has for the third time raised the number of U.S. service members who suffered traumatic brain injuries in Iran’s missile strike on an Iraqi air base earlier this month, AP reported citing a Pentagon spokesman.
Lieutenant Colonel Thomas Campbell said on January 28 that 16 more service members were now diagnosed with brain injuries, bringing the total to 50.
Thirty-one of the 50 were treated and had returned to duty, Campbell added.
In its previous update last week, the Pentagon said that 34 U.S. service members had suffered injuries.

In the gym world, Mondays are known as “International Chest Day.” Many believe that the chest is the focal point of a perfect physique, so, to start your week off right, you need to work out those muscles first. Having a well-trained chest tends to draw wandering eyes wherever you go — and who doesn’t want that positive attention?
Now, doing a few dozen push-ups is a good start, but it isn’t going to give you that fully defined look that most people want. It takes solid form, controlled movements, and a continual introduction of new exercises to achieve maximum results.
Since our bodies are amazing at adapting, switching up our workouts is an essential aspect to achieving continued growth. You can do a variety of movements to get a good pump, but remember, it’s all about how long you keep the muscle under tension. That’s the best way to get those muscles to bulk up or lean out.
So, warm up for a few minutes with some cardio and let’s hit chest!
In terms of defining your lower chest, the decline dumb bell press is one of the best. Carefully position yourself on a decline bench and start the movement by holding manageable weights just above the outside part of your chest. Once you’re ready, take a breath and use your chest muscles to push the weights up, centering them.
While slowly exhaling, lower the weights back down toward your body and stop as your forearms and biceps form 90-degree angles. Congrats! You just correctly executed a decline dumb bell press.
Note: Use a spotter if you’re using heavy weight during this exercise.
Now, do three to five more sets of eight to twelve reps each.
As you lay back onto the bench (flat or incline), bring the weights up over your chest and hold them together. With the dumb bells continuing to touch one another, lower them down in a controlled manner toward your sternum. Stop when the weights are about an inch above your chest. Do not bounce the weights off your upper torso — that’s cheating.
Use all your might and explode the weights back up the sky to their original position. Nicely done!
As always, aim for three to five sets of eight to twelve reps each.
This exercise will make you realize just how heavy the weights can be — even at a low load. Grab a manageable dumb bell in one hand (start small), and position yourself on the center of the bench. Once you’re ready, take a breath and use your chest muscles to push the weight up and center it.
Next, slowly lower the dumb bell back down toward your outer chest and stop as your arm forms a 90-degree angle. You’ll probably notice that, even when using a low weight, this movement isn’t as easy as you thought. The asymmetrical nature of this exercise helps improve your stabilizer muscles. An off-kilter load requires more than just your chest to lift, making it feel much harder — but it will help build more muscle when done correctly.
While positioned on either a flat or incline bench, grab a weight and rotate your wrists so your fingers are pointed toward your face. Once you’re ready to press, use those chest muscles to push the weight up while slowly exhaling.
Lower the weights back down toward your body and, as always, stop as your arms form 90-degree angles. That’s all there is to it.
You know the drill: Push out three to five sets of eight to twelve reps each.
This is one of the best and most under-utilized exercises of all time. This movement can be done practically anywhere and will help define the upper chest big time. As with all push-ups, you’ll get the best results by using perfect form and going at a slow pace.
The rep count for decline push-ups is simple: Go until you hit failure.
The Army and General Dynamics Land Systems are developing a Stryker-mounted laser weapon aimed at better arming the vehicle to incinerate enemy drones or threatening ground targets.
Concept vehicles are now being engineered and tested at the Army’s Ft. Sill artillery headquarters as a way to quickly develop the weapon for operational service. During a test this past April, the laser weapons successful shot down 21 out of 23 enemy drone targets.
The effort marks the first-ever integration of an Army laser weapon onto a combat vehicle.
“The idea is to provide a solution to a capability gap which is an inability to acquire, track and destroy low, slow drones that proliferate all over the world,” Tim Reese, director of strategic planning, told Scout Warrior in an interview.
The weapon is capable of destroying Group 1 and Group 2 small and medium-sized drones, Reese added.
The laser, which Reese says could be operational as soon as 11-months from now, will be integrated into the Fire Support Vehicle Stryker variant designed for target tracking and identification.
General Dynamics Land Systems is now working on upgrading the power of the laser from two kilowatts of power to five kilowatts. The laser weapon system uses its own tracking radar to acquire targets in the event that other sensors on the vehicle are disabled in combat and has an electronic warfare jamming system intended to jam the signal of enemy drones. Boeing is the maker of the fire-control technology integrated into the laser weapon. The laser is also integrated with air-defense and field artillery networks
“The energy of the laser damages, destroys and melts different components of the target,” Reese explained.
The Army is now in research and test mode, with a clear interest in rapidly deploying this technology. Reese added that GDLS anticipates being able to fire an 18-kilowatt laser from the Stryker by 2018.
One of the challenges with mobile laser weapons is the need to maintain enough exportable power to sustain the weapon while on-the-move, developers have explained.
“As power goes up, the range increases and time to achieve the melt increases. You can achieve less than one-half of the burn time,” he said.
This initiative is of particular relevance given the current tensions in Europe between Russia and NATO. US Army Europe has been amid a large-scale effort to collaborate with allies on multi-lateral exercises, show an ability to rapidly deploy armored forces across the European continent and up-gun combat platforms stationed in Europe such as the Stryker.
Lasers at Forward Operating Bases
The Army is planning to deploy laser weapons able to protect Forward Operating Bases (FOB) by rapidly incinerating and destroying approaching enemy drones, artillery rounds, mortars and cruise missiles, service leaders told ScoutWarrior.
Forward-deployed soldiers in places like Afghanistan are familiar with facing incoming enemy mortar rounds, rockets and gunfire attacks; potential future adversaries could launch drones, cruise missiles, artillery or other types of weapons at FOBs.
Adding lasers to the arsenal, integrated with sensors and fire-control radar, could massively help U.S. soldiers quickly destroy enemy threats by burning them out of the sky in seconds, Army leaders said.
Laser weapons have been in development with the Army for many years, Mary Miller, Deputy Assistant Secretary, Research and Technology, told Scout Warrior in an interview several months ago.
“We’ve clearly demonstrated you can takeout UAVs pretty effectively. Now we are not only working on how we take out UAVs but also mortars and missiles–and eventually cruise missiles,” she said.
The emerging weapons are being engineered into a program called Indirect Fire Protection Capability, or IFPC Increment 2. Through this program, the Army plans to fire lasers to protect forward bases by 2023 as part of an integrated system of technologies, sensors and weapons designed to thwart incoming attacks.
At the moment, Army soldiers at Forward Operating Bases use a system called Counter Rocket, Artillery, Mortar – or C-RAM, to knock down incoming enemy fire such as mortar shells. C-RAM uses sensors alongside a vehicle-mounted 20mm Phalanx Close-in-Weapons-System able to fire 4,500 rounds per minute. The idea is to blanket an area with large numbers of small projectiles as a way to intercept and destroy incoming artillery, rocket or mortar fire.
Also, lasers bring the promise of quickly incinerating a wide range of targets while helping to minimize costs, Miller explained.
“The shot per kill (with lasers) is very inexpensive when the alternative is sending out a multi-million dollar missile,” Miller said.
Boeing’s Avenger Laser weapon successfully destroyed a drone in 2008 at White Sands Missile Range. Army weapons developers observed the test.
The Army is also developing a mobile high-energy solid-state laser program called the High Energy Laser Mobile Demonstrator, or HEL MD. The weapon mounts a 10 kilowatt laser on top of a tactical truck. HEL MD weapons developers, who rotate the laser 360-degrees on top of a Heavy Expanded Mobility Tactical Truck, say the Army plan is to increase the strength of the laser up to 100 Kilowatts, service officials said.
“The supporting thermal and power subsystems will be also upgraded to support the increasingly powerful solid state lasers. These upgrades increase the effective range of the laser or decrease required lase time on target,” an Army statement said
In November of 2013, the U.S. Army Space and Missile Defense Command/Army Forces Strategic Command used the HEL MD, a vehicle-mounted high energy laser, to successfully engage more than 90 mortar rounds and several unmanned aerial vehicles in flight at White Sands Missile Range, N.M.
“This was the first full-up demonstration of the HEL MD in the configuration that included the laser and beam director mounted in the vehicle. A surrogate radar (Enhanced Multi Mode Radar) supported the engagement by queuing the laser,” an Army statement said.
Miller explained how the Army hopes to build upon this progress to engineer laser weapons able to destroy larger targets at farther ranges. She said the evolution of laser weapons has spanned decades.
“We first determined we could use lasers in the early 60’s. It was not until the 90’s when we determined we could have the additional power needed to hit a target of substance. It took us that long to create a system and we have been working that kind of system ever since,” Miller added.
Despite having the world’s second largest military budget, the Chinese military is far behind the U.S. in taking care of their troops. An article on Yahoo claims that the total value of a Chinese service member’s gear is roughly equivalent to the cost of two iPods whereas the U.S. spends approximately the price of a mid-level car on each service member. This means that not only do U.S. troops generally enjoy greater comfort and security, but that the Chinese are putting their military dollars into other projects.
The lack of spending on troop gear has not gone unnoticed by Chinese troops. According to a PLA political officer, “If we provide him with advanced protective equipment he will feel very assured, and as a result he will have more confidence to win the war.”

A military appeals court has overturned the conviction of a former Marine Corps scout sniper involved in desecrating the bodies of enemy fighters in Afghanistan in 2011, finding that the actions of the service’s top officer at the time tainted the case.
The decision, by the Navy-Marine Corps Court of Criminal Appeals, was handed down Nov. 8, five years after the original conviction.
In December 2012, Staff Sgt. Joseph Chamblin was sentenced to 30 days’ confinement, docked in pay, and demoted to sergeant for participating in an incident in which multiple Marine snipers attached to 3rd Battalion, 2nd Marines, urinated on enemy corpses and then posted a video of the act to YouTube.
When the video got public attention, the incident made global headlines, creating a black eye for the Corps and prompting many prominent American leaders to denounce the snipers’ actions.
The scandal would continue to make headlines in the years following, after a Marine attorney, Maj. James Weirick, came forward to allege that the then-commandant of the Marine Corps, Gen. Jim Amos, had attempted to interfere with the cases to ensure harsh punishments for the Marines involved. Evidence of this alleged interference mounted.
A 2012 affidavit from then-Lt. Gen. Thomas Waldhauser, appointed by Amos as the oversight authority for the sniper cases, states that Amos told him the Marines involved needed to be “crushed” and discharged from the Corps.
Waldhauser, now the four-star commander of U.S. Africa Command, also alleged that Amos asked him whether he would give all the snipers general courts-martial, the highest form of criminal trial. When Waldhauser responded he would not, Amos allegedly told him he could make someone else the convening authority for the cases.
Two days later, Amos did just that, appointing then-Lt. Gen. Richard Mills to take over. He told Waldhauser he had “crossed the line” in their previous conversation and was removing Waldhauser to fix that problem.
Weirick and another attorney, Col. Jesse Gruter, who both worked for Mills when he took over the sniper cases, alleged in affidavits that Amos and his attorney, Robert Hogue, continued to exert influence over the sniper cases.
In February 2012, Hogue requested that photos and videos of the sniper incident be classified as secret, a move that Weirick and Gruter saw as improper and designed to disadvantage legal defense teams for the snipers facing charges.
When Gruter complained about the alleged improper classification, he claims Amos’ top lawyer, Maj. Gen. Vaughn Ary, tried to get him removed from Mills’ legal team.
In spring 2012, Amos took to the road with a presentation he called the “Heritage Brief,” a discussion with Marines intended to promote discipline and good behavior. The brief contained a photo of the sniper incident with the headline, “What Does America Think of Her Marines Today?”
Since the sniper cases were still being adjudicated, the brief raised concerns about unlawful command influence, a situation in which actions of a senior officer prejudice a legal case.
Around the same time, Amos met with Mills and asked him which Marines he planned to prosecute. Shortly thereafter, Lt. Gen. John Paxton, then-commander of II Marine Expeditionary Force, from which all the snipers were based, sent a memo to Amos with “updates and recommendations” about the sniper prosecutions.
Since the commandant was supposed to be completely hands-off regarding the legal proceedings, this memo also raised red flags for Gruter.
Even though Chamblin pleaded guilty and got a relatively light sentence under a pretrial agreement, the appeals court found evidence of unlawful command influence that was never cured or eradicated in the case.
“The highest-ranking officer in the Marine Corps told [Waldhauser] that the appellant and his co-accused should be ‘crushed,'” the court wrote. “This is an unusually flagrant example of UCI. We find that UCI this direct, and occurring at this level, is highly corrosive to public trust in this proceeding.”
Gruter, who recused himself from the sniper cases over his belief that the government was withholding evidence of Amos’ actions constituting unlawful influence, said in an affidavit that he would have advised a number of remedial measures to remove any taint from the cases after Amos removed Waldhauser and replaced him with Mills as the oversight authority.
“A member of the public, aware of these facts and this assessment from the [oversight authority’s staff judge advocate], would lose confidence in the fair processing of this case,” the court found.
Likewise, the court found, Amos’ use of the sniper cases in his Heritage Brief would erode public confidence in the the fairness of prosecution proceedings.
Because so much time has passed since Chamblin was convicted, the court decided that dismissal of charges, rather than retrial, was the only fair remedy.
“We … find that public confidence in military justice requires dismissal with prejudice in this case,” the court found.
Allegations of unlawful command influence would continue to color Amos’ tenure until he retired in 2015.
Multiple oversight agencies, including the Defense Department Inspector General, investigated the allegations and cleared him of wrongdoing.
But at least one previous conviction has been overturned on appeal as a result of his Heritage Brief: the case of Staff Sgt. Steve Howell, who was convicted of rape and sexual assault in 2012 but had his conviction and 18-year sentence overturned in 2014 because of the appearance of unlawful influence in the case.
Chamblin, who left the Marine Corps shortly after his conviction, published a book in 2015 called “Into Infamy: A Sniper’s War.”
Reached for comment by Military.com, he declined to discuss the case before the government decides whether to appeal the ruling. It can do so anytime within 30 days from the date of the decision.
In all, eight Marines were punished in the fallout from the sniper scandal. Several received administrative punishments. Staff Sgt. Edward Deptola and Sgt. Rob Richards, like Chamblin, pleaded guilty and received demotions at special court-martial proceedings. It’s not clear if Richards’ and Deptola’s cases are also under appeal.
Richards, who was severely wounded in 2010 and had been nominated for a Bronze Star for valor on the 2011 Afghanistan deployment, died in 2014 at the age of 28. He was buried in Arlington National Cemetery with full military honors.
Weirick would ultimately be fired from his position after sending an email regarding the cases to Peter Delorier, one of Amos’ attorneys. Delorier perceived the strongly worded missive as threatening.
“It is a positive step that the court exposed the illegal and unethical conduct of Jim Amos and Vaughn Ary, but their reprehensible conduct also deprived the other Marine snipers of a fair hearing,” Weirick told Military.com in a statement. “Those cases must also be vacated to ensure justice and help restore public confidence in the military justice system.”

The Army’s “live-fire” combat exercises involve large-scale battalion-on-battalion war scenarios wherein mechanized forces often clash with make-shift, “near-peer” enemies using new technologies, drones, tanks, artillery, missiles and armored vehicles.
The Army is expanding its training and “live-fire” weapons focus to include a renewed ability to fight a massive, enemy force in an effort to transition from its decade-and-a-half of tested combat experience with dismounted infantry and counterinsurgency.
Recent ground wars in Iraq and Afghanistan have created an experienced and combat-tested force able to track, attack and kill small groups of enemies — often blended into civilian populations, speeding in pick-up trucks or hiding within different types of terrain to stage ambushes.
“The Army has a tremendous amount of experience right now. It has depth but needs more breadth. We’re good at counterinsurgency and operations employing wide area security. Now, we may have to focus on ‘Mounted Maneuver’ operations over larger distances,” Rickey Smith, Deputy Chief of Staff, Training and Doctrine Command, told Scout Warrior in an interview.
While senior Army leaders are quick to emphasize that counterinsurgency is of course still important and the service plans to be ready for the widest possible range of conflict scenarios, there is nonetheless a marked and visible shift toward being ready to fight and win against a large-scale modernized enemy such as Russia or China.
The Army, naturally, does not single out these countries as enemies, train specifically to fight them or necessarily expect to go to war with them. However, recognizing the current and fast-changing threat environment, which includes existing tensions and rivalries with the aforementioned great powers, Army training is increasingly focused on ensuring they are ready for a mechanized force-on-force type engagement.
At the same time, while large-scale mechanized warfare is quite different than counterinsurgency, there are some areas of potential overlap between recent warfare and potential future great power conflict in a few key respects. The ground wars in Iraq and Afghanistan, over a period of more than a decade, involved the combat debut of various precision-guided land attack weapons such as GPS guided artillery and rocket weapons.
Weapons such as Excalibur, a GPS-guided 155m artillery round able to precisely destroy enemy targets at ranges greater than 30-kilometers, gave ground commanders an ability to pinpoint insurgent targets such as small gatherings of fighters, buildings and bomb-making locations. Guided Multiple-Launch Rocket System, or GLMRS, is another example; this precision guided long-range rocket, which can hit ranges up to 70-kilometers, was successful in killing Taliban targets in Afghanistan from great distances, among other things.
These kinds of precision munitions, first used in Iraq and Afghanistan, are the kind of weapon which would greatly assist land attack efforts in a massive force-on-force land war as well. They could target key locations behind enemy lines such as supplies, forces and mechanized vehicles.
Drones are another area of potential overlap. The wars in Iraq and Afghanistan featured a veritable explosion in drone technology and drone use. For example, the Army had merely a handful of drones at the beginning of Operation Iraqi Freedom. Now, the service operates thousands and has repeatedly relied upon them to find enemy locations, spot upcoming ambushes and save lives in combat. These are the kinds of platforms which would also be of great utility in a major land war. However, they would likely be used differently incorporating new tactics, techniques and procedures in a great power engagement.
“This is not back to the future…this is moving towards the future where Army forces will face adaptive enemies with greater lethality. This generation of Army leaders will orchestrate simultaneous Combined ArmsManeuver and Wide Area Security” Smith said.
Nevertheless, many Army leaders now experienced with counterinsurgency tactics will need to reexamine tactics needed for major conventional warfare.
“You have a generation of leaders who have to expand learning to conduct simultaneous ‘Combined Arms’ and ‘Wide Area Security” Smith said.
“The Army has to be prepared across the entire range of military operations. One of these would be ‘near-peer’ operations, which is what we have not been fighting in recent years,” Smith explained.
Massive Land War “Decisive Action”
The new approach to this emerging integrated training is called “Decisive Action,” Maj. Gen. Wayne Grigsby, Commander of the 1st Infantry Division, said.
Grigsby explained that live-fire combat at Fort Riley, Kan., affords an opportunity to put these new strategies into effect.
“Every morning I could put a battalion on the north side and a battalion on the south side – and just joust working “Combined Arms Maneuver.” I can do battalion-on-battalion and it does involve “Combined Arms” live fire,” said Grigsby. “Because of the airspace that we have here – and use the UAS – I can synchronize from 0-to-18,000 feet and do maneuver indirect fire.”
This includes the use of drones, Air Force air assets, Army attack aviation along with armored vehicles, artillery, tanks and infantry units equipped for small arms fire, he explained.
Some of the main tactics and techniques explored during “Decisive Action” live fire exercises include things like “kill what you shoot at,” “move to contact,” “synchronize indirect fire,” and “call-in 9-line,” (providing aircraft with attack coordinates from the ground), Grigsby said.
Grigsby explained that “live-fire” combat exercises now work to incorporate a wide range of emerging technologies so as to better anticipate the tactics, weapons and systems a future enemy is likely to employ; this includes the greater use of drones or unmanned systems, swarms of mini-drones in the future, emerging computing technology, tank-on-tank warfare tactics, electronic warfare, enemy aircraft and longer-range precision weaponry including anti-tank missiles, guided artillery and missiles.
In order to execute this kind of combat approach, the Army is adapting to more “Combined Arms Maneuver.” This warfare compentency seeks to synchronize a wide range of weapons, technologies and war assets in order to overwhelm, confuse and destroy an enemy force.
Smith likened “Combined Arms” to being almost like a symphony orchestra where each instrument is geared toward blending and contributing to an integrated overall musical effect.
In warfare, this would mean using tank-on-tank attacks, indirect fire or artillery, air defenses, air assets, networking technologies, drones, rockets, missiles and mortar all together to create a singular effect able to dominate the battlespace, Smith explained.
For example, air assets and artillery could be used to attack enemy tank or armored vehicle positions in order to allow tank units and infantry fighting vehicles to reposition for attack. The idea to create an integrated offensive attack – using things like Apache attack helicopters and drones from the air, long-range precision artillery on the ground joined by Abrams tanks and infantry fighting vehicles in a coordinated fashion.
Smith also explained how preparing for anticipated future threats also means fully understanding logistics and sustainment — so that supplies, ammunition and other essentials can continue to fortify the war effort.
Current “Decisive Action” live fire training includes an emerging emphasis on “expeditionary” capability wherein the Army is ready to fight by tonight by rapidly deploying over large distances with an integrated force consisting of weapons, infantry, armored vehicles and other combat-relevant assets.
At the same time, this strategy relies, to some extent, on an ability to leverage a technological edge with a “Combined Arms” approach as well, networking systems and precision weapons able to destroy enemies from farther distances.
In order to incorporate these dynamics into live-fire training, Grigsby said the battalion -on-battalion combat exercises practice a “move to contact” over very large 620 kilometer distances.
“This builds that expeditionary mindset,” he explained.
